(Reuters) – World number two Simona Halep was run ragged and ultimately dumped out of the BNP Paribas Open by Czech teenager Marketa Vondrousova 6-2 3-6 6-2 in the fourth round at Indian Wells on Tuesday.

Halep, who received medical treatment for blisters on her foot during the match, won less than half of her first-service points and hit just six winners to go with 36 unforced errors.

The win was 19-year-old Vondrousova’s first over a top-10 player in six attempts.

Vondrousova will face either Elina Svitolina or Ashleigh Barty in the quarter-finals.

Another teenager, unseeded Canadian Bianca Andreescu, upset 18th seed Wang Qiang of China 7-5 6-2 to book her place in the quarters.

The win was the 18-year-old Andreescu’s 25th of the year, the most of any WTA player.

She will face Garbine Muguruza for the first time after the Spaniard battled back to dispatch Kiki Bertens of the Netherlands 5-7 6-1 6-4.

UN calls for Yemen agreement to be implemented without delay

The U.N. Security Council is expressing "grave concern" that agreements reached four months ago by the warring parties in Yemen have not been carried out and is calling for their implementation "without delay."

In a statement Wednesday, the council reiterates its endorsement of the Dec. 13 cease-fire agreement between Yemen's government and Houthi Shiite rebels that calls for the "phased but rapid mutual withdrawals" of fighters from the main port in Hodeida, two other ports in the province and Hodeida city.

Council members welcomed the rival parties' agreement on the military plan for the initial redeployment of forces from Hodeida, and urged them to swiftly agree on plans for the second phase of withdrawals.

The council notes "with concern continued violence that risks undermining the cease-fire in Hodeida."

Baltimore man burns to death after exiting porta potty near M&T Bank Stadium

A Baltimore man died Sunday after he apparently caught fire while inside a porta potty near the city’s M&T Bank Stadium.

Fire crews responded to the scene to find three porta-potties on fire, Fox 5 DC reported. Authorities are investigating the cause of the fire. Reports said that a stadium employee called in the three stalls on fire. At one point, an adult man was seen exiting one of the stalls and collapsing.

Politico: IG Report on Carter Page Warrant Aims to ‘Undermine’ Christopher Steele

The Justice Department’s inspector general has been scrutinizing the FBI’s use of information from the Steele dossier to conduct surveillance on President Donald Trump and his associates from his 2016 presidential campaign and will release his report as soon as next month, Politico reports.

IG Michael Horowitz has been examining the FBI for close to a year and is investigating whether the agency possibly abused the Foreign Intelligence Surveillance Act in October 2016 when it pulled a FISA warrant to surveil Carter Page based in part on information from Christopher Steele, a British ex-spy who claimed he was told by sources that Page and other Trump associates were working with Russians to help Trump win the election and boost Trump’s businesses.

The IG is reportedly focused on gauging Steele’s credibility as a source for the FBI, and the report “is going to try and deeply undermine Steele,” according to a source who spoke with Politico.

FISA allows U.S. agencies to secretly intercept a target's communications with court approval.

Horowitz is also looking into whether FBI officials Peter Strzok and Lisa Page, who exchanged anti-Trump text messages while working on the Russia investigation, were guided by politics in their official actions.

Trump has long slammed the dossier as “phony” and a “con job.”

The dossier was published by BuzzFeed in January 2017, after the election.

Steele was being paid for his research by Fusion GPS, an opposition research firm that was funded in part by the Clinton campaign and the Democratic National Committee.

Turkey criticizes US for designating Iranian force terrorist

Turkish Foreign Minister Mevlut Cavusoglu says the U.S. decision to designate Iran's Revolutionary Guard as a terrorist organization is a dangerous development that could lead to chaos.

Cavusoglu spoke on Wednesday at a joint news conference with Iran's Foreign Minister Mohammad Javad Zarif. He also said U.S. sanctions were harming the people of Iran.

Zarif arrived in Turkey after visiting Syria where he met President Bashar Assad. Russia, Iran and Turkey, which back rival groups in Syria's conflict, have been sponsoring talks in Kazakhstan to try to end the war.

Zarif said he would tell Turkey's President Recep Tayyip Erdogan about his talks with Assad, adding that Iran wants to help Turkey and Syria establish "good relations."

The U.S. designation adds another layer of sanctions on the powerful paramilitary force.

UN says fighting over Libya’s capital has displaced 18,000

The U.N. migration agency says recent clashes between rival Libyan militias for control of Tripoli have displaced more than 18,000 people.

U.N. spokesman Stephane Dujarric said on Monday in New York that the International Organization for Migration reported that 13 civilians are among the 146 killed so far in clashes since the self-styled Libyan National Army launched a major military offensive on April 5.

Dujarric says around 3,000 migrants remain trapped in detention centers in and close to conflict areas.

The fighting pits the Libyan National Army, led by commander Khalifa Hifter against militias affiliated with Tripoli's U.N.-backed government.

The clashes threaten to re-ignite civil war such as the 2011 one that toppled and killed longtime dictator Moammar Gadhafi. Libya is split between rival governments in the east and west.

LONDON, April 26 – British factories stockpiled raw materials and goods ahead of Brexit at the fastest pace since records began in the 1950s, and they were increasingly downbeat about their prospects, a survey showed on Friday.

The Confederation of British Industry’s (CBI) quarterly survey of the manufacturing industry showed expectations for export orders in the next three months fell to their lowest level since mid-2009, when Britain was reeling from the global financial crisis.

The record pace of stockpiling recorded by the CBI was mirrored by the closely-watched IHS Markit/CIPS purchasing managers’ index published earlier this month.

KUALA LUMPUR (Reuters) – Fewer than half of Malaysians approve of Prime Minister Mahathir Mohamad, an opinion poll showed on Friday, as concerns over rising costs and racial matters plague his administration nearly a year after taking office.

The survey, conducted in March by independent pollster Merdeka Center, showed that only 46 percent of voters surveyed were satisfied with Mahathir, a sharp drop from the 71 percent approval rating he received in August 2018.

Mahathir’s Pakatan Harapan coalition won a stunning election victory in May 2018, ending the previous government’s more than 60-year rule.

But his administration has since been criticized for failing to deliver on promised reforms and protecting the rights of majority ethnic Malay Muslims.

Of 1,204 survey respondents, 46 percent felt that the “country was headed in the wrong direction”, up from 24 percent in August 2018, the Merdeka Center said in a statement. Just 39 percent said they approved of the ruling government.

High living costs remained the top most concern among Malaysians, with just 40 percent satisfied with the government’s management of the economy, the survey showed.

It also showed mixed responses to Pakatan Harapan’s proposed reforms.

Some 69 percent opposed plans to abolish the death penalty, while respondents were sharply divided over proposals to lower the minimum voting age to 18, or to implement a sugar tax.

“In our opinion, the results appear to indicate a public that favors the status quo, and thus requires a robust and coordinated advocacy efforts in order to garner their acceptance of new measures,” Merdeka Center said.

The survey also found 23 percent of Malaysians were concerned over ethnic and religious matters.

Some groups representing Malays have expressed fear that affirmative-action policies favoring them in business, education and housing could be taken away and criticized the appointments of non-Muslims to key government posts.

Last November, the government reversed its pledge to ratify a UN convention against racial discrimination, after a backlash from Malay groups.

Earlier this month, Pakatan Harapan suffered its third successive loss in local elections since taking power, which has been seen as a further sign of waning public support.

Despite the decline, most Malaysians – 67 percent – agreed that Mahathir’s government should be given more time to fulfill its election promises, Merdeka Center said.

This included a majority of Malay voters who were largely more critical of the new administration, it added.

Senior White House adviser Jared Kushner said Tuesday that a detailed plan for a merit-based immigration system will be presented to President Trump, giving priority to skilled immigrants rather than those with family ties to the U.S.

“I do believe that the president’s position on immigration has been maybe defined by his opponents by what he’s against as opposed to what he’s for,” Kushner said at the Time 100 Summit in New York City. “What I’ve done is I’ve tried to put together a very detailed proposal for him.”

Kushner announced that the new immigration proposal, which Trump will receive this week or next, will resemble the point-based systems in Canada, Australia and New Zealand, and will unify people by ensuring strong wages and secure borders while protecting humanitarian values.

We want to make sure we’re reunifying families, and we want to do this in a way that allows our country to be competitive long term,” he said. “And my hope is we can really do something that unifies people around what we’re for on immigration.”

Kushner denied in the same talk that he has clashed with White House staffer Stephen Miller, who’s seen as tougher on immigration than others, adding that the plan was concocted with the help of Miller and Kevin Hassett, chairman of the Council of Economic Advisers.

“And I say that If that if I can get Stephen Miller and Kevin Hassett to agree on an immigration plan, then Middle East peace will be easy by comparison,” Kushner joked, referring to the Israel-Palestine peace plan he’s working on.

After the plan gets presented to Trump, it will likely undergo some changes and then he will decide when to proceed with it, Kushner said.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.
