DUBAI (Reuters) – Saudi Aramco has attracted orders in excess of $85 billion for its planned debut international bond, a source familiar with the matter said.

Aramco was expected to raise around $10 billion from the deal, which is split into six tranches with maturities ranging from three to 30 years. The bonds will be priced later on Tuesday.

Before the six-part deal was marketed on Monday, Saudi Energy Minister Khalid al-Falih said initial indications of interest for the paper were over $30 billion.

Dershowitz: No Legal Basis For Barr to Release Mueller Report

There would be no legal basis for a court to compel Attorney General William Barr to release special counsel Robert Mueller's report, despite plans from the House Judiciary Committee to subpoena it this week, and it would be illegal for him to release Harvard Law professor emeritus Alan Dershowitz said Monday.

"There is nothing in the rules that require the attorney general to make the report public, particularly if it contains information critical of people who are not indicted," Dershowitz told Fox News' "America's Newsroom." "This is a political issue. This is a media issue. This is not a legal issue."

He compared the matter to when, during the 2016 election, then-FBI Director James Comey announced he wouldn't indict Democratic nominee Hillary Clinton.

"Let's assume that the Republicans said there was a report within the Justice Department that says she is extremely careless...and there was an effort by Republicans to subpoena that report," said Dershowitz. "First of all, every Democrat would be up in arms saying you don't subpoena reports about people who have not been indicted."

He added that the difference between whether Mueller's report is released now, as Democrats want, or by the middle of the month, as Barr has said he plans.

"We need to have the attorney general redact it to make sure there is no national security classified material, no grand jury minutes and I would submit nothing that is critical of people who have not been indicted and haven't had an opportunity to respond.," said Dershowitz. "Remember this report is inherently one-sided. They didn't listen to testimony from people who were favorable to the subjects."

MUNICH (Reuters) – If you are a “Games of Thrones” fan and appreciate the element of surprise, stop reading now.

Students at the Technical University of Munich have developed an application to predict which character has the best chance to claim the coveted Iron Throne in the HBO hit medieval fantasy series about warring families.

They have taught the application to scour the web for information about each of the characters, which is then processed by artificial intelligence algorithms to assess their survival chances.

“We scraped the results from different Wiki pages and Wiki-like pages about the books and TV show and we took out data like gender and age of the characters,” said student Christian Dallago. “We put all this together to train the algorithm to tell us when this character is going to die.”

There is a good chance the application will get it right.

Back in 2016, an algorithm created by computer science students at the same university in the southern German city shortly before the start of Season 6 accurately predicted that Jon Snow would resurrect.

So here you go: AI says that Daenerys Targaryen has the best chance of survival in the final season, which starts on Sunday.

Hungary sees Huawei as strategic partner despite security concerns

BUDAPEST (Reuters) – Hungary regards China’s Huawei Technologies as a strategic IT partner, the Finance Ministry said on Tuesday, shrugging off security concerns about using its products among many western governments.

In a statement issued after Finance Minister Mihaly Varga met a senior Huawei executive in Beijing, Varga was quoted saying Huawei would help Hungary develop its broadband internet network and meet its goal of high-speed internet access for 90 percent of families by 2025, as per an earlier agreement

Huawei has faced growing scrutiny around the globe due to fears that the Chinese government could use its technology for spying. The United States has called on its allies not to use Huawei’s products.

The Chinese group has repeatedly denied allegations that its technology could be used for spying.

Huawei employs more than 2,000 people and runs its biggest logistic center outside China in Hungary, Varga noted after his meeting with James Li, regional president of Huawei’s European operations.

In central Europe, Hungary and Poland have been building close relations with China in recent years, seeking economic opportunities.

But in January Poland arrested a Huawei executive on spying charges and Warsaw is one of several European countries considering excluding Huawei equipment from its next generation network.

Elsewhere in the region, the Czech Republic’s largest telecommunications network operator CETIN said last month that risks related to Huawei’s technology were manageable.

Romania’s Special Telecommunications Service (STS) has said Huawei equipment was not used in any of the state’s critical infrastructure under its administration.

But Romania’s biggest opposition party will trigger a public inquiry into Huawei’s contribution to critical infrastructure and seek to bar it from 5G network development, due to mounting security concerns, its IT expert said.

Utah officials identify boy, 13, who fell to death while ‘free climbing’ in state park

A boy who was “free climbing” in Snow Canyon State Park on Sunday and fell to his death has been identified, a spokesperson for Utah State Parks said.

Elijah Baldwin, 13, of Farragut, Iowa, died as a result of the incident, park officials first announced Monday.

The teen, along with his mother and other family members, were in the Pioneer Names portion of Snow Canyon State Park over the weekend. At one point Sunday, Baldwin ventured off alone and began to free climb — meaning he was “scaling the rock cliffs without the use of climbing gear or protective equipment,” Eugene Swalberg, a public information officer with Utah State Parks, told Fox News in a statement. He suffered fatal injuries after plummeting 75 to 100 feet.

Utah State Park rangers and officials with the Washington County Sheriff’s office began to search for Baldwin after they received news of the fall. He was pronounced dead at the scene.

Regan Wilson, a lieutenant with Utah State Parks, told ABC News Baldwin’s mother and younger siblings could hear him yelling for help after he ventured out of their view. Wilson believes the 13-year-old’s fatal fall occurred as he was making his way down.

In the statement, park officials expressed their sympathies to the Baldwin family “at this very difficult time."

“Utah State Parks encourages visitors of all ages and abilities to enjoy the wonderful natural environment present in our parks. We also encourage them to take necessary precautions and to be familiar with their surroundings to help ensure a safe and enjoyable outing,” the park said.

NEW DELHI (Reuters) – The International Olympic Committee have suspended all Indian applications to host future events and urged international sports federations not to stage competitions in the country after two Pakistanis were denied visas to compete in New Delhi.

The denial of entry visas for two shooters due to take part in a World Cup event in the Indian capital this weekend followed last week’s attack by a Pakistan-based militant group in the disputed region of Kashmir, which killed at least 40 paramilitary police.

India has accused its neighbor of not doing enough to control the militant groups responsible for the Kashmir attacks. Pakistan has denied any involvement.

The IOC said the refusal of visas for competitors went against the principles of the Olympic charter relating to discrimination and political interference from the host country.

“Since becoming aware of the issue, and in spite of intense last-minute … efforts … and discussions with the Indian government authorities, no solution has been found to allow the Pakistani delegation to enter India in time to compete,” the IOC statement said.

“As a result, the IOC Executive Board also decided to suspend all discussions with the Indian NOC and government regarding the potential applications for hosting future sports and Olympic-related events in India,” it said.

The body also urged all international sports federations not to hold events in India, or grant hosting rights to the country for future competitions, until the government had provided “clear written guarantees” to ensure access for all athletes.

The Indian Olympic Association last year laid out an ambitious roadmap to host the Youth Olympics in 2026, the Asian Games in 2030 and the Summer Olympics for the first time in 2032.

The shooters were scheduled to take part in the 25m pistol event and the IOC said two spots at next year’s Tokyo Olympics that had been up for grabs in that competition had been revoked.

The International Shooting Sport Federation said on Wednesday it faced “an urgent situation as Pakistani athletes cannot get entry visas to participate in the competition” because of the Kashmir attack.

The IOC said Olympic berths would still be up for grabs in other events.

“The IOC restricted the withdrawal of recognition as an Olympic qualification event to the 25m rapid fire pistol competition in which the two Pakistani athletes were supposed to participate,” it said.

“This happened in the interest of the other 500 athletes from 61 countries participating in the other events who are already in India for their competition.”

(Reuters) – Top seed Juan Martin del Potro cut towering American Reilly Opelka down to size on Thursday with a 6-4 6-4 victory in the second round of the Delray Beach Open in Florida.

In his first event back after being sidelined for four months with a knee injury, Del Potro’s consistency was key in the win over his 2.11 meter tall opponent, who leads the men’s tour in aces this year.

The Argentine, who stands 13cm shorter than his opponent, took a little off his own serve to cope with the blustery conditions on the outdoor hardcourt. He held serve easily throughout and one break in each set was enough, clinching victory when Opelka sent a service return long.

Opelka won his first career title at the New York Open on Sunday but was nowhere near his best against Del Potro and looked particularly vulnerable on his second serve.

Next up for Del Potro in the quarter-finals on Friday is unseeded American Mackenzie McDonald, who beat Spaniard Guillermo Garcia-Lopez 7-5 6-4.

Also on Thursday, American fourth seed Steve Johnson beat Italian Paolo Lorenzi 7-5 7-5 and Radu Albot of Moldova beat Nick Kyrgios 6-2 3-6 6-3.

Australian Kyrgios raised some eyebrows with his antics during the match, and looked to have had a verbal exchange with a spectator during a changeover.

“There was a lot going through the mind of Nick Kyrgios,” said Tennis Channel commentator Mark Knowles, a former world number one doubles player.

“He had the sidewinder serve, the chip forehand, he threw his racket up in the air, he had some conversations with the crowd, some dancing going on. Didn’t seem like he was that focused on his tennis today.”

BEIJING (Reuters) – British finance minister Philip Hammond said on Friday that he had a “very constructive meeting” with his counterpart in the opposition Labour Party before leaving for Beijing and that he was optimistic about finding common ground.

Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing, said talks with Labour aimed at finding a way forward on Brexit had not stalled.

“I’m optimistic that we will find common ground,” he said. “Both sides have got clear positions and both sides will have to compromise in order to reach an agreement.”

Hammond added that he absolutely did not favor a no deal exit from the European Union.

NICOSIA (Reuters) – Cypriot police searched on Friday for more victims of a suspected serial killer, in a case which has shocked the Mediterranean island and exposed the authorities to charges of “criminal indifference” because the dead women were foreigners.

The main opposition party, the left-wing AKEL, called for the resignation of Cyprus’s justice minister and police chief.

Police were combing three different locations west of the capital Nicosia for victims of the suspected killer, a 35-year-old army officer who has been in detention for a week.

The bodies of three women, including two thought to be from the Philippines, have been recovered. Police sources said the suspect had indicated the location of the third body, found on Thursday, and had said the person was “either Indian or Nepali”.

Police said they were searching for a further four people, including two children, based on the suspect’s testimony.

“These women came here to earn a living, to help their families. They lived away from their families. And the earth swallowed them, nobody was interested,” AKEL lawmaker Irene Charalambides told Reuters.

“This killer will be judged by the court but the other big question is the criminal indifference shown by the others when the reports first surfaced. I believe, as does my party, that the justice minister and the police chief should resign. They are irrevocably exposed.”

Police have said they will investigate any perceived shortcomings in their handling of the case.

One person who did attempt to alert the authorities over the disappearances, a 70-year-old Cypriot citizen, said his motives were questioned by police.

The bodies of the two Filipino women reported missing in May and August 2018 were found in an abandoned mine shaft this month. Police discovered the body of the third woman at an army firing range about 14 km (9 miles) from the mine shaft.

Police are now searching for the six-year-old daughter of the first victim found, a Romanian mother who disappeared with her eight-year-old child in 2016, and a woman from the Phillipines who vanished in Dec. 2017.

The suspect has not been publicly named, in line with Cypriot legal practice.

A public vigil for the missing was planned later on Friday.

LONDON, April 26 – British factories stockpiled raw materials and goods ahead of Brexit at the fastest pace since records began in the 1950s, and they were increasingly downbeat about their prospects, a survey showed on Friday.

The Confederation of British Industry’s (CBI) quarterly survey of the manufacturing industry showed expectations for export orders in the next three months fell to their lowest level since mid-2009, when Britain was reeling from the global financial crisis.

The record pace of stockpiling recorded by the CBI was mirrored by the closely-watched IHS Markit/CIPS purchasing managers’ index published earlier this month.

KUALA LUMPUR (Reuters) – Fewer than half of Malaysians approve of Prime Minister Mahathir Mohamad, an opinion poll showed on Friday, as concerns over rising costs and racial matters plague his administration nearly a year after taking office.

The survey, conducted in March by independent pollster Merdeka Center, showed that only 46 percent of voters surveyed were satisfied with Mahathir, a sharp drop from the 71 percent approval rating he received in August 2018.

Mahathir’s Pakatan Harapan coalition won a stunning election victory in May 2018, ending the previous government’s more than 60-year rule.

But his administration has since been criticized for failing to deliver on promised reforms and protecting the rights of majority ethnic Malay Muslims.

Of 1,204 survey respondents, 46 percent felt that the “country was headed in the wrong direction”, up from 24 percent in August 2018, the Merdeka Center said in a statement. Just 39 percent said they approved of the ruling government.

High living costs remained the top most concern among Malaysians, with just 40 percent satisfied with the government’s management of the economy, the survey showed.

It also showed mixed responses to Pakatan Harapan’s proposed reforms.

Some 69 percent opposed plans to abolish the death penalty, while respondents were sharply divided over proposals to lower the minimum voting age to 18, or to implement a sugar tax.

“In our opinion, the results appear to indicate a public that favors the status quo, and thus requires a robust and coordinated advocacy efforts in order to garner their acceptance of new measures,” Merdeka Center said.

The survey also found 23 percent of Malaysians were concerned over ethnic and religious matters.

Some groups representing Malays have expressed fear that affirmative-action policies favoring them in business, education and housing could be taken away and criticized the appointments of non-Muslims to key government posts.

Last November, the government reversed its pledge to ratify a UN convention against racial discrimination, after a backlash from Malay groups.

Earlier this month, Pakatan Harapan suffered its third successive loss in local elections since taking power, which has been seen as a further sign of waning public support.

Despite the decline, most Malaysians – 67 percent – agreed that Mahathir’s government should be given more time to fulfill its election promises, Merdeka Center said.

This included a majority of Malay voters who were largely more critical of the new administration, it added.

(Reuters) – European shares slipped on Friday after losses in heavyweight banks and Glencore outweighed gains in healthcare and auto stocks, while investors remained on the sidelines ahead of U.S. economic data for the first quarter.

The pan-European STOXX 600 index was down 0.1 percent by 0935 GMT, eyeing a modest loss at the end of a holiday-shortened week. Banks-heavy Italian and Spanish indices were laggards.

The banking index fell for a fourth day, at the end of a heavy earnings week for lenders.

Britain’s Royal Bank of Scotland tumbled after posting lower first quarter profit, hurt by intensifying competition and Brexit uncertainty, while its investment bank also registered poor returns.

Weakness in investment banking also dented Deutsche Bank’s quarterly trading revenue and sent its shares lower a day after the German bank abandoned merger talks with smaller rival Commerzbank.

“The current interest rate environment makes it challenging for banks to make proper earnings because of their intermediary function,” said Teeuwe Mevissen, senior market economist eurozone, at Rabobank.

Since the start of April, all country indexes were on pace to rise between 1.8 percent and 3.4 percent, their fourth month of gains, while Germany was strongly outperforming with 6 percent growth.

“For now the current sentiment is very cautious as markets wait for the first estimates of the U.S. GDP growth which could see a surprise,” Mevissen said.

U.S. economic data for the first-quarter is due at 1230 GMT. Growth worries outside the United States resurfaced this week after South Korea’s economy unexpectedly contracted at the start of the year and weak German business sentiment data for April also disappointed.

Among the biggest drags on the benchmark index in Europe were the basic resources sector and the oil and gas sector, weighed down by Britain’s Glencore and France’s Total, respectively.

Glencore dropped after reports that U.S authorities were investigating whether the company and its subsidiaries violated certain provisions of the commodity exchange act.

Energy major Total said its net profit for the first three months of the year fell compared with a year ago due to volatile oil prices and debt costs.

Chip stocks in the region including Siltronic, Ams and STMicroelectronics lost more than 1 percent after Intel Corp reduced its full-year revenue forecast, adding to concerns that an industry-wide slowdown could persist until the end of 2019.

Meanwhile, healthcare, which is also seen as a defensive sector, was a bright spot. It was helped by French drugmaker Sanofi after it returned to growth with higher profits and revenues for the first-quarter.

Luxembourg-based satellite operator SES led media stocks higher after it maintained its full-year outlook on the back of the company’s Networks division.

Automakers in the region rose 0.4 percent, led by Valeo’s 6 percent jump as the French parts maker said its performance would improve in the second half of the year.

Continental AG advanced after it backed its outlook for the year despite reporting a fall in first-quarter earnings.

Renault rose more than 3 percent as it clung to full-year targets and pursues merger talks with its Japanese partner Nissan.
