Oakland teachers to start strike Thursday

Teachers in Oakland, California, plan to raise picket signs Thursday in the country's latest strike by educators over classroom conditions and pay.

The city's 3,000 teachers are demanding a 12 percent retroactive raise covering 2017 to 2020 to compensate for what they say are among the lowest salaries for public school teachers in the exorbitantly expensive San Francisco Bay Area.

They also want the district to hire more counselors to support students and more full-time nurses.

The walkout will affect 36,000 students at 86 schools.

The Oakland Educators Association called for the strike Wednesday after rejecting a proposal from the district for a 7 percent raise over four years and a one-time 1.5 percent bonus.

Insurers expect France to bear Notre-Dame rebuilding cost

(Reuters) – Major European insurers expect France to bear the bulk of the cost of rebuilding the Notre-Dame Cathedral after a fire tore through the eight-centuries-old Paris landmark on Monday.

The cost of a likely multi-year restoration project could itself take a year to become clear, industry experts said.

“It is really going to be up to the French state and benefactors to help to restore and rebuild this,” Robert Read, head of art and private client at Lloyd’s of London insurer Hiscox told Reuters, adding it could take up to 20 years to restore the cathedral.

“The scaffolding costs are going to be enormous, actually securing the building is going to be enormous. The cost of renovating the (British) Parliament is a similar sort of number,” Read said.

The cost of repairs and upgrades to the neo-Gothic fronted parliament building on the banks of the River Thames has been estimated at up to $8 billion.

French President Emmanuel Macron has said France would launch a fundraising campaign to rebuild Notre-Dame, which ranks among the finest examples of French Gothic cathedral architecture.

Several of France’s business elite have already pledged money to help, including a 200 million euros ($226 million)donation from Bernard Arnault and 100 million from Francois Pinault, heads of luxury goods groups LVMH and Kering respectively.

“Rebuilding would be very tricky as some of the craft required to rebuild, the stone-masonry craft would probably have to be relearnt,” Hiscox’s Read said.

Reinsurer Swiss Re said works of art in buildings such as the cathedral are generally not insured because they are often priceless. Any art works on loan from third parties would, however, be insured, Read added.

While some of the large paintings at Notre-Dame could not be taken down in time, the mayor of Paris, Anne Hidalgo, said at the scene of the fire that a number of the many artworks in the cathedral had been rescued and were being put in safe storage.

Notre-Dame was in the midst of renovations and industry sources said the contractor would have its own liability policy.

“Typically that would be for tens of millions of euros. But effectively that is going to be a drop in the ocean compared to what the actual cost of restoring the cathedral is,” Read said.

“If they are deemed to be liable they would be carrying some cover, but it’s not unlimited and it’s definitely not going to be enough to rebuild the Cathedral.”

NBA notebook: Harden expected to play Sunday

Houston Rockets guard James Harden will play Sunday at the Dallas Mavericks, after precautionary X-rays came back negative on his right wrist and he was cleared to practice on Saturday.

Harden, the NBA’s scoring leader (36.6 points per game), aggravated the wrist injury Friday night when he fell in the first half of a win over the Philadelphia 76ers. He left briefly but returned and finished with 31 points in 32 minutes.

Harden, who is left-handed, first hurt the wrist on March 3 against the Boston Celtics. He has missed just four games to injury this year, and only one since Nov. 2.

The Rockets, who are finally healthy elsewhere on the roster, have won seven straight games to move into third place in the Western Conference. They sit three games back of Denver for the second spot and five games back of first-place Golden State.

–Los Angeles Lakers forward Brandon Ingram is expected to miss the rest of the regular season after the team’s medical staff revealed a deep venous thrombosis in his right arm, the team announced.

The third-year wing had missed the last two games due to shoulder soreness before further testing revealed the new diagnosis.

Meanwhile, multiple reports indicate second-year Lakers guard Lonzo Ball has also been shut down for the remainder of the season after having his injured left ankle re-evaluated. Ball has missed the team’s last 18 games as a result of the injury.

–The NBA fined Oklahoma City star Paul George $25,000 for his criticism of the officiating following the Thunder’s 118-110 loss to the Clippers on Friday night in Los Angeles.

George and teammates Russell Westbrook and Steven Adams all fouled out over the final four minutes of the game, and George called it “bad officiating” and said the Thunder “don’t get a fair whistle. We haven’t gotten a fair whistle all year.”

The Clippers took 46 free-throw attempts in the game, with Lou Williams and Danilo Gallinari each going to the foul line 15 times. The Thunder had 26 free-throw attempts as a team.

–The Minnesota Timberwolves signed Cameron Reynolds to a second 10-day contract that will keep the forward with the team at least through the middle of March.

Reynolds, who went undrafted out of Tulane in 2018, was signed to his first 10-day contract Feb. 27 after he averaged 16.0 points with 4.3 rebounds and 1.2 assists with the Stockton Kings of the NBA G League. He has scored four points in seven minutes of two games with Minnesota.

In four games with the USA Men’s World Cup Qualifying Team, Reynolds shot 45.9 percent from the field and 41.9 percent from 3-point range. In a Feb. 22 victory over Panama, he had 26 points on 10-of-17 shooting from the field and made 6 of 11 shots from 3-point range.

Ryan Hollingshead scored the tiebreaking goal off a rebound in the 82nd minute, and FC Dallas held on to beat the visiting Colorado Rapids 2-1 on Saturday at Frisco, Texas.

What began with a pass into the box from 17-year-old Thomas Roberts ended when Hollingshead drove home a rebound of a Tim Howard save. The late goal improved FC Dallas to 2-1-1 on the young season.

It also came after Colorado (0-2-2) equalized in the 69th minute. Off a set piece, the Rapids’ Kei Kamara put a header off the crossbar. A sliding Tommy Smith got the rebound off his leg, and just over the goal line and into the body of Dallas keeper Jesse Gonzalez.

However, the initial call on the pitch was no goal, but after video review, the Rapids were awarded the goal. It looked like they would earn at least a point on the day, until Dallas responded.

Both sides were minus key players due to internationals duties. Colorado was without key forward Diego Rubio, while FC Dallas did not have starting midfielders Carlos Gruezo and Bryan Acosta. That forced Dallas to start five home-grown players.

Gonzalez, though, surprisingly featured in between responsibilities with the U.S. men’s national squad.

However, youth did not seem to hinder Dallas, which came out of the gate firing. The hosts had the first quality chance of the game when Dominique Badji hit the right post off a set-piece in the third minute. Two minutes later, Paxton Pomykal had his 6-yard attempt blocked.

It would be Michael Barrios, though, who broke through for his second goal of the season in the 35th minute for Dallas. After some nifty passing across the box, Barrios cross-footed a ground strike to the near post and past a diving Howard for the 1-0 lead.

Dallas held a 6-4 advantage in shots on target.

Germany extends compensation for investigations of gay men

Germany is extending compensation payments to more gay men investigated under a law criminalizing homosexuality that was enforced enthusiastically in post-World War II West Germany.

German lawmakers in 2017 approved the annulment of thousands of convictions under so-called Paragraph 175, which remained in force in its Nazi-era form until homosexuality was decriminalized in 1969. They instituted payments of 3,000 euros ($3,380) per conviction, plus 1,500 euros for every year of jail time convicted men started.

The Justice Ministry issued a directive effective Wednesday under which people who were put under investigation or taken into investigative custody, but not convicted, also can claim compensation. There will be payments of 500 euros per investigation opened, and 1,500 euros for each year of time in pre-trial custody started.

Vatican admits having secret guidelines for priests who father children

The Vatican is acknowledging the existence of a secret document containing guidelines for priests who break their celibacy vows and father children.

A Vatican spokesman confirmed—apparently for the first time—the existence of the document in response to a query from The New York Times.

“It is an internal document,” spokesman Alessandro Gisotti said, the Times reported Monday.

He said the 2017 document requests that the father leave the priesthood to “assume his responsibilities as a parent by devoting himself exclusively to the child,” according to the paper.

VATICAN DEFROCKS FORMER US CARDINAL MCCARRICK FOR SEX ABUSE

The number of children born to priests is unknown but the founder of a support group for children of priests said the group’s website had 50,000 users in 175 countries, the paper reported.

Sarah Thomas told CBS News she was 14 when she first met her father, a priest in England.

“My mother has been told to keep it a secret by the Church,” Thomas said.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said trade talks with China are going very well, as the world’s two largest economies seek to end talks with a trade agreement to defuse tensions.

Trump said on Thursday he would soon host China’s President Xi Jinping at the White House.

Earlier this week, the White House said that Treasury Secretary Steven Mnuchin and U.S. Trade Representative Robert Lighthizer would travel to Beijing for more talks on a trade dispute marked by tit-for-tat tariffs between the two countries.

MOSCOW/MINSK (Reuters) – Russia is confident it can soon resolve a problem of polluted Russian oil contaminating a major pipeline serving Europe and affecting supplies as far west as Germany, a senior official said on Friday at talks with importers about the issue.

Russian Deputy Energy Minister Pavel Sorokin did not give a precise timeframe but Moscow has previously said it would pump clean oil to the border with Belarus from April 29, seeking to end a crisis hitting the world’s second-largest crude exporter.

Sorokin was speaking at talks with officials from Belarus, Poland and Ukraine in Minsk on the issue. Belarus said the issue had cost it $100 million, while analysts say alternative supply routes for refiners cannot fully fill the gap.

Poland, Germany, Ukraine and Slovakia have suspended imports of Russian oil via the Druzhba pipeline. Halting those supplies has knock-on effects further along the network.

The problem arose last week when an unidentified Russian producer contaminated oil with high levels of organic chloride used to boost oil output but which must be separated before shipment as it can destroy refining equipment.

Russia’s Energy Ministry said pipeline monopoly Transneft and other Russian companies had a plan to mitigate the effects of the contaminated oil. It did not give details.

Russian officials have said contaminated oil has already been pumped into storage in Russia and Friday’s talks would focus on how to partially withdraw the tainted crude from the Druzhba pipeline running via other countries.

The suspension cuts off a major supply route for Polish refineries owned by Poland’s PKN Orlen and Grupa Lotos, as well as plants in Germany owned by Total, Shell, Eni and Rosneft.

Some refiners have outlined plans for alternative supplies, but analysts say other routes cannot meet the shortfall.

OIL PRICES

Ukraine’s Ukrtransnafta suspended the transit of oil through the pipeline on Thursday, closing supplies via Druzhba’s southern route to Slovakia, the Czech Republic and Hungary.

The pipeline issue, which has supported global oil prices, lifted Russian Urals crude differentials to an all-time high on Thursday.

With pipeline supplies to Europe shut, Russia faces a challenge of how to divert about 1 million barrels per day (bpd) that was meant to be shipped through the network to other destinations at the time when export capacity is at its limits.

State-run Russian Railways held talks with energy firms on using up to 5,000 rail tankers to transport crude, RIA news agency reported on Friday.

Concerns about the quality of Urals crude also caused delays in loadings at the Baltic port of Ust-Luga, when buyers refused to lift cargoes, resulting in a brief shutdown of the port on Wednesday and Thursday. An Ust-Luga official and traders said on Friday loadings had resumed.

Russian loading plans indicate it aims to boost Urals exports in May before the expiry of a deal on output cuts agreed with the Organization of the Petroleum Exporting Countries and its allies, Reuters calculations and Energy Ministry data show.

The provisional loading plan for Russia’s Baltic Sea ports and Novorossiisk in May show exports rising to 10.7 million tonnes, the highest level in half a decade.

Minsk estimated its loss from lower oil product exports due to contaminated Russian oil at around $100 million, Russia’s Interfax news agency reported on Thursday, citing Belarusian state oil company Belneftekhim.

Russian Deputy Prime Minister Dmitry Kozak, in charge of government energy policy, said this week that those found responsible for contaminating the oil could be fined. He did not provide names.

(Reuters) – India has once again delayed the implementation of higher tariffs on some goods imported from the United States to May 15, a government official said on Friday.

The new tariff structure was to come into force from May 2, the spokeswoman said without citing reasons for the delay.

Angered by Washington’s refusal to exempt it from new steel and aluminum tariffs, New Delhi decided in June last year to raise the import tax from Aug. 4 on some U.S. products including almonds, walnuts and apples.

But since then, New Delhi has repeatedly delayed the implementation of the new tariff.

Trade friction between India and the U.S. has escalated after U.S. President Donald Trump announced plans earlier this year to end preferential trade treatment for India that allows duty-free entry for up to $5.6 billion worth of its exports to the United States.

In a further blow, U.S. on Monday demanded buyers of Iranian oil stop purchases by May or face sanctions, ending six months of waivers which allowed Iran’s eight biggest buyers including India to continue importing limited volumes.

One of Joe Biden’s newly-hired senior advisers has seemingly had a very recent change of heart.

Symone Sanders, a prominent Democratic strategist and Sen. Bernie Sanders, I-Vt., staffer in 2016, was announced as one of the big-name members of Team Biden on Thursday.

But Sanders, who has also served as a CNN contributor, is seen in resurfaced footage from November 2016 expressing her opposition to a white person leading her party after Donald Trump’s election.

“In my opinion, we don’t need white people leading the Democratic party right now,” Sanders told host Brianna Keilar during a discussion on Howard Dean potentially becoming DNC chairman.

“The Democratic party is diverse, and it should be reflected as so in leadership and throughout the staff, at the highest levels. From the vice chairs to the secretaries all the way down to the people working in the offices at the DNC,” she said.

After news of her hiring broke on Thursday, Sanders backed her new boss on Twitter.

The hiring of Sanders has been viewed as another indication of the expected tough fight that Biden and Sanders are in for as the two frontrunners battle a deep Democratic field.

While Sanders himself didn’t torch Biden as he jumped into the race, it’s clear that many of his progressive supporters view the former vice president as a threat.

Biden’s entry into the race – at least in the early going – sets up a battle between himself and Sanders, who thanks to his fierce fight with eventual nominee Hillary Clinton for the 2016 Democratic nomination, enjoys name ID on the level of the former vice president.

Justice Democrats — who also called Biden “out-of-touch” – is an increasingly influential group among the left of the party. They’ve championed progressive Rep. Alexandria Ocasio-Cortez of New York as well as Sanders. The group was founded by members of Sanders 2016 presidential campaign.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Former Democratic National Committee chair Donna Brazile – a Fox News contributor – highlighted that “Joe Biden can occupy his own lane in large part because he’s earned it. He’s earned the right to call himself whatever.”

But she emphasized that “elections are not about the past, they’re about the future…I do believe he has the right ingredients. The question is can he find enough people to help him stir the pot.”
