Chiropractor who served in the Navy faces charges in North Dakota quadruple homicide

The person police believe walked into a real estate office and killed four people -- shocking residents of a small town unaccustomed to such gruesome violence -- is reportedly a chiropractor who served in the U.S. Navy.

Chad Isaak, 44, of Washburn, N.D. was arrested Thursday, three days after the killings at RJR Management, a business that collects rents for property owners, including the suspect's landlord.

Isaak was due to appear before a judge Friday.

SUSPECT ARRESTED IN NORTH DAKOTA QUADRUPLE MURDER

The murders happened in Mandan, a town near the state capital of Bismark with a population of 22,000 and a tiny police force. There hadn’t been a murder in Mandan since 2016.

“It's been a difficult week for everyone involved," Mayor Tim Helbling said.

Police said the victims Lori and Bill Cobb, Adam Fuehrer and Robert Fakler, RJR's owner, had been shot and stabbed. A memorial service for them is scheduled for next week.

Records show Isaak had been a chiropractor in Washburn for 13 years. His professional license runs out in September.

A 1995 marriage announcement said Isaak was an assistant lab technician in the U.S. Navy serving at Pearl Harbor.

He had no prior arrests in North Dakota, Kxnet.com reported.

Investigators identified Isaak as a suspect after reviewing hours of surveillance video and identifying Isaak’s vehicle as being at the scene, police said.

“Further investigation led to McLean County Sherriff’s Office locating the vehicle in Washburn," police said. "McLean County Deputies conducted a traffic stop on the suspect vehicle and detained Isaak while a search warrant was executed on the vehicle."

“Evidence discovered on Isaak and in the vehicle provided probable cause to place Isaak under arrest for the murders,” police also said.

Isaak’s landlord, Rolf Eggers, said he never met Isaak and never heard of any problems with him. Eggers said he talked to Falker several times a week about the property and Isaak never came up.

"He was a non-issue," Eggers said. "He never attracted any attention."

The arrest was a relief to Bri Miller, Lori and Bill Cobb's daughter.

“Mandan Police Department have been doing everything they possibly can to get to the bottom of this unimaginable, senseless act,” Miller wrote ate Thursday on Facebook. “(A)lthough many questions are still going through the families minds, at least a bit of relief has been lifted off of our shoulders.”

Marlins release SP Straily three days before opener

In somewhat of a surprise move, the Miami Marlins released veteran starting pitcher Dan Straily just three days before the start of the regular season, the team announced Monday.

The 30-year-old right-hander was expected to be the most experienced member of the young Marlins’ rotation this season, and had settled for a $5 million contract this season to avoid arbitration. But the team instead says it was impressed enough with the young arms this spring that it decided to go all-in with their inexperienced, but talented starters.

“We talked about competition and taking the best 25 south with us [to Miami],” Marlins president of baseball operations Michael Hill told the Sun-Sentinel of the roster. “We had seven [starting pitchers] competing going into spring and the competition did not disappoint.

“We saw the growth of Trevor Richards (25), Pablo Lopez (23) and Sandy Alcantara (23) — these guys came ready to make the team. Caleb Smith (27) was recovering from injury, but everything was great with his recovery. We just wanted to monitor and make sure that he was getting the workload that he needed to be sharp and to help us as we approached Opening Day.”

Jose Urena, 27, is tabbed as the top starter for Miami, and the youth movement leaves Straily as the odd man out after the team decided to move Wei-Yin Chen to the bullpen a day earlier.

Straily, who was traded from the Cincinnati Reds before the 2017 season, produced respectable numbers in his two seasons with the Marlins — going 15-15 in 56 starts with a 4.20 ERA. But he struggled on the mound this spring, allowing six home runs in five starts with a 5.94 ERA.

Since coming up with the Oakland A’s in 2012, Straily has pitched for five teams in seven seasons — including the A’s (2012-14), Chicago Cubs (2014), Houston Astros (2015), Reds (2016) and the Marlins.

In seven big-league seasons Straily is 42-36 with a 4.23 ERA in 142 appearances (132 starts), with a career-best season in 2016 with the Reds (14-8, 3.76 ERA).

MS-13 member arrested in Texas along Rio Grande

A self-admitted MS-13 gang member was arrested Tuesday in Eagle Pass, Texas — a small town along the Rio Grande Valley.

The suspect who has not been identified was deported last November by ICE.

“Violent criminals continue to illegally cross the border and attempt to make their way farther into the United States,” Del Rio Sector Acting Chief Patrol Agent Matthew Hudak said in a statement. “Our agents do a remarkable job of preventing these types of criminals from entering and harming our communities.”

The man faces prosecution under 8 USC 1326 for re-entering the United States after being previously deported.

GOP: Dems Freezing Us Out of Bipartisan Bills

Democrats in Congress have effectively shut out Republicans from the legislative process since taking control of the House, multiple members of the GOP told Politico on Monday.

Rep. Richard Hudson, R-N.C., told Politico that in the past two sessions of Congress, he and Rep. Bobby Rush, D-Ill., have cooperated on a bill that would boost workforce-training initiatives. This year, however, Rush “reintroduced it… added all this money to it, and didn’t consult” Hudson, according to the Republican.

“I don’t have thin skin about this, but when they were in charge, they had the rules,” said Rep. Mike Doyle, D-Pa., who’s served in the House for more than two decades. “Now we’re in charge, and maybe some of them don’t understand that yet.”

“Now that Rep. Rush is chairman, he decided to beef up the legislation by adding funding to make it easier for candidates who are going through training to receive wages while they are doing so,” a spokesperson for the congressman told Politico. “Chairman Rush continues to reach out to Republicans in hopes that they will finally agree to fund this jobs program.”

Florida GOP Rep. Mario Diaz-Balart added that he thought Democrats would approach him to work on legislation for Dreamers, which has been a key issue of his in recent years, but Democrats released their own plan without any Republican sponsors.

“I feared that this was going to be Democratic leadership’s strategy — not trying to actually work in a way to put bills on the floor to become law, but on the contrary, doing it in a way that it won’t become law, just to score political points,” Diaz-Balart told Politico.

IEA sees oil market flipping into deficit in second quarter

LONDON (Reuters) – The oil market will flip into a modest deficit from the second quarter of this year, with OPEC possessing a hefty supply cushion to prevent any price rally in case of possible supply disruptions, the International Energy Agency said on Friday.

The IEA, which coordinates the energy policies of industrialized nations, kept its 2019 oil demand growth forecast unchanged at 1.4 percent, or 1.4 million barrels per day.

Solid non-OPEC oil output growth led by the United States should ensure demand is met, the IEA said.

The IEA said the market could show a modest surplus in the first quarter of 2019 before flipping into a deficit in the second quarter by about 0.5 million bpd.

“At the same time, (OPEC) production cuts have increased the spare capacity cushion. This is especially important now as economic sentiment is becoming more pessimistic and the global economy could be entering a vulnerable period,” the IEA added.

The agency said it was particularly concerned about a possible further decline in production in Venezuela, where output has stabilized at 1.2 million bpd in recent months.

It said the degradation of Venezuelan power system, vital for oil output, was such that it could not be sure if the fixes were durable.

Algeria: Skepticism greets president’s planned exit

Algerian protesters and opposition leaders are cautiously welcoming President Abdelaziz Bouteflika's planned departure, but say it doesn't go far enough.

Former Prime Minister Ali Benflis and a moderate Islamist movement are among leading voices criticizing the move because it would leave the country's secretive, distrusted power structure in place.

A standoff is also intensifying between Bouteflika's entourage and that of the powerful army chief, who turned against the president amid mass protests over Bouteflika's 20-year rule.

Bouteflika bowed to mounting pressure Monday and announced he will step down by the end of his term April 28, according to his office. Protesters fear it will pave the way for a hand-picked successor instead of a truly democratic change of power.

Students are holding protests in Algiers on Tuesday, and demonstrators are already planning for new nationwide protests Friday.

PARIS (Reuters) – Samsung Electronics could become one of Orange’s providers for a possible 5G telecoms frequency in France, said Orange’s head Stephane Richard on Thursday.

France’s 5G telecoms frequencies auction should start later this year.

France’s four main telecoms operators – leader Orange, Bouygues Telecom, Altice Europe’s SFR and Iliad – regularly compete in costly spectrum auctions, which allow wireless carriers to develop networks.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

The Dalai Lama has returned to his headquarters in the north Indian hill town of Dharmsala after a brief stay in a hospital in the capital for treatment of a chest infection.

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
