Senate poised to pass bill ending Trump’s border emergency; veto expected

WASHINGTON (Reuters) – The U.S. Senate was poised on Thursday to pass a proposal to terminate President Donald Trump’s declaration of an emergency at the southern border, defying his threat to veto the measure and heavy lobbying of his fellow Republicans.

Five Republican senators have said they back the measure passed in February by the U.S. House of Representatives, which is controlled by Democrats. At least four Republicans are needed to pass it in the 100-seat Senate, along with all 45 Democrats and two independents.

But the measure is unlikely to become law given that a two-thirds vote of Congress is needed to override a presidential veto.

“We’ll see whether or not I have to do the veto. And it will be, I think, all very successful, regardless of how it all works out,” Trump told reporters on Wednesday.

Vice President Mike Pence met with Republican senators this week to try to tamp down support for the measure, with some Republicans worried that future Democratic presidents could usurp the power of Congress to fund the government and use the emergency declarations to fund their own pet programs.

Pence told senators that Trump would back a second bill offered by Republican Senator Mike Lee, which would end future emergency declarations after 30 days unless Congress votes to extend them. Lee said on Wednesday the White House had subsequently made clear his bill did “not have an immediate path forward.” He added he would vote on Thursday to end the emergency declaration.

At stake are billions of dollars in funding for a wall along the U.S.-Mexico border that Trump is demanding but Congress has refused to fully provide. The stalemate led to a 35-day partial government shutdown that ended in January.

Under the emergency declaration Trump signed on Feb. 15, he would take money from other federal programs to build the barrier he says is needed to curb illegal immigration and drug trafficking.

Democrats deny there is an emergency at the border, saying border crossings are at a four-decade low.

Court challenges have also been filed asserting it is Congress, not the president, that decides how taxpayer money is spent.

Driving A Tesla Results In More CO2 Than A Mercedes Diesel Car, Study Finds

A Tesla Model 3 is touted as a zero-emissions car by government regulators, but it actually results in more carbon dioxide than a comparable diesel-powered car, according to a recent study.

When the CO2 emissions from battery production is included, electric cars, like Teslas, are “in the best case, slightly higher than those of a diesel engine, and are otherwise much higher,” reads a release from the German think tank IFO.

“It’s better read as a warning that new technologies aren’t a climate-change panacea. Recall the false promises about corn and cellulosic ethanol,” The Wall Street Journal editorial board wrote of the study.

Driving a Tesla Model 3 in Germany, for example, is responsible for 156 to 181 grams of CO2 per kilometer, compared to just 141 grams per kilometer for a diesel-powered Mercedes C220d — that includes emissions from producing diesel fuel.

IFO looked at electric car production in Germany, which is heavily reliant on coal power. Electric car emissions in other countries depend on their energy mix, but Germany is the world’s third-largest electric car maker.

China and the U.S. are the first- and second-largest electric car producers, respectively. China gets 65 percent of its electricity from coal power and the U.S. relies on coal for 27 percent of its electric power.

China is also the top battery-producing country, using coal power to produce batteries for electric vehicles that are then subsidized for being “zero” emissions.

California, for example, requires automakers to cut greenhouse gas emissions in cars by producing lower emissions vehicles or buying credits from companies, like Tesla, that make electric vehicles. At the federal level, the U.S. gives tax breaks of up to $7,500 per electric vehicle.

Federal subsidies for Teslas are set to be phased out since the company, founded by Elon Musk, hit the 200,000-vehicle production cap. However, Congress is debating whether or not to extend electric car subsidies.

It’s not just battery production, but charging vehicles that emit lots of CO2. Germany gets 35 percent of its electricity from coal-fired power plants, so charging a Tesla in, say, Bavaria results in 83 grams of CO2 per kilometer driven.

“Over the long term, hydrogen-methane technology offers a further advantage: it allows surplus wind and solar power generated during peaks to be stored, and these surpluses will see a sharp increase as the share of this renewable energy grows,” study co-author Christoph Buchal, professor of physics at the University of Cologne, said in a statement.

IFO isn’t the first research group to conclude electric cars might not reduce carbon dioxide emissions as promised.

A study released in 2018 also found driving electric cars might come with higher emissions than diesel vehicles, largely because of lithium-ion battery production.

Likewise, a Manhattan Institute study from 2018 also found putting more electric cars on the road would likely increase emissions compared to internal combustion engine vehicles.

EU sugar rises as regional market tightens, world prices languish

LONDON (Reuters) – Spot sugar prices in the European Union are recovering from last year’s record lows as world prices languish, prompting a pick-up in imports to one of the few global regions where output is slumping.

The EU sugar market is restructuring, with Europe’s biggest sugar refiner Suedzucker planning to shut five plants next season in a bid to combat overproduction, which soared in 2017/18 after the EU scrapped output and export quotas.

Spot EU white sugar prices were at 422 euros ($474) a tonne in late March, according to price provider S&P Global Platts, while global white sugar prices on ICE are currently at around $330 a tonne, not far off the 2018 decade low of $307.50.

The rise in spot EU prices is not captured in official European Commission data, which shows average prices at end-January at 312 euros a tonne based on invoices paid by buyers who booked their purchases at the start of the season.

“Commission price data is lagged. At sugar conferences at the moment people talk of low European prices, but in the real world prices have firmed up quite a bit and should continue to do so,” said John Stansfield, a sugar analyst at Group Sopex.

The rise in prices follows a poor EU harvest that has left output for the 2018/19 season at around 18 million tonnes, down some 3 million tonnes from 2017/18. The 2019/20 EU harvest is also seen at around 18 million tonnes following reduced beet plantings.

EU sugar stocks meanwhile slumped to 12.7 million tonnes at the end of January from 15.2 million a year earlier, European Commission data shows.

“The EU market is gradually turning into a balanced situation, which is encouraging. Nobody is making money at these prices,” said Julian Price, consultant at julianprice.com and former trader at ED&F Man.

Suedzucker, which plans to reduce output by 700,000 tonnes per year starting next season, expects to make another operating loss in its sugar segment of 200-300 million euros in 2019/20. France’s Tereos, the world’s second-largest sugar maker, expects a full-year loss for 2018/19.

Agritel analyst Francois Thaury said the EU spot price rise was for now hurting regional sugar makers, many of which sold forward expecting a bumper crop and have been left scrambling for spot supplies to fill sales obligations.

They should eventually benefit, he said, but noted that EU sugar imports were also rising, meaning prices were capped and could come off the boil.

Sugar imports into the EU were at 163,000 tonnes in January, around double the year-earlier level, European Commission data shows. Although the imports are capped by a tariff regime, allocated tariff-free flows can still work to cool the market.

For the non-EU market, reduced output in a key consuming region such as Europe comes as welcome relief to exporters scrambling for new markets.

Analysts expect the global sugar market to record a deficit of 1.9 million tonnes in 2019/20, but following years of surplus, stockpiles are plentiful, keeping prices stubbornly range-bound near decade lows.

China central bank seeks police probe into false story on policy move

BEIJING (Reuters) – China’s central bank is seeking a police investigation into the circulation last week on social media of what it called false information saying it had announced a cut in a key bank reserve ratio.

On Friday, private chat groups on China’s popular social media platform WeChat shared what appeared to be a paragraph pasted from a story by the official Xinhua news agency saying that the People’s Bank of China had announced a cut in the reserve requirement ratio (RRR), to take effect on April 1.

No such move had been announced.

Both Xinhua and Tencent Holdings Ltd, which operates WeChat, did not have immediate comment.

“The central bank has officially sent a letter to the police for investigating the case and punishing those who have published false information,” the Finance News, a PBOC publication, said in a commentary on Tuesday that was reposted on the central bank’s official Weibo account.

The commentary said monetary policy moves are “by no means a trivial matter”, stressing even if the false information was intended as an April Fool’s joke, those who started it would face legal consequences.

“Although the rumours of an RRR cut have lost traction, we believe this does not mean that the relevant rumor-mongers can go unpunished,” it said.

China has been stepping up efforts to police potentially destabilizing content on its already stringently censored internet.

China has announced five RRR cuts in the past year to free up more cash for banks to boost lending to private firms, and further cuts are widely expected.

The central bank publication cited criminal laws that could see punishment of up to five years in jail for those who caused “serious consequences” by fabricating and disseminating false information affecting securities and futures trading.

“This kind of irresponsible behavior should not be tolerated, otherwise the rumours will continue to make waves in the market or become more daring,” it added.

Klobuchar’s 2020 haul: $5.2 million in seven weeks

Sen. Amy Klobuchar says her presidential campaign brought in $5.2 million in the seven weeks from her mid-February announcement through the end of the first quarter of fundraising on March 31.

While respectable, the Minnesota Democrat’s fundraising figure trailed significantly larger hauls by some of her rivals for the 2020 Democratic presidential nomination.

O'ROURKE HAULS IN $9.4 MILLION IN JUST 18 DAYS

Klobuchar’s campaign announced Monday that the senator also transferred more than $3 million from her Senate 2018 re-election campaign, bringing her January-March total to more than $8 million. It added that Klobuchar had $7 million cash-on-hand as of the beginning of this month.

The campaign highlighted Klobuchar’s grassroots appeal, saying the senator’s “average online grassroots contribution was $40 and 85 percent of all donors gave less than $100.”

Fundraising, along with polling, is a much watched barometer of a candidate’s clout, strength, and popularity. The first quarter campaign cash figures, the first of the 2020 election cycle, will be heavily scrutinized and analyzed.

Klobuchar’s announcement came one day after Sen. Cory Booker of New Jersey reported raising $5 million during the first quarter. Booker declared his candidacy for president 10 days before Klobuchar.

BERNIE'S BIG BUCKS-SANDERS BRINGS IN $18.2 MILLION

The big winner so far in the race for campaign cash is Sen. Bernie Sanders of Vermont. The independent senator, who’s making his second straight bid for the Democratic nomination, raised an eye-popping $18.2 million in the 71 days from his mid-February launch through the end of March. Sen. Kamala Harris of California brought in $12 million in the 70 days from her January announcement through the end of the quarter. And former Rep. Beto O’Rourke of Texas, who announced his bid in mid-March, hauled in $9.4 million in the first 18 days of his campaign.

South Bend, Indiana Mayor Pete Buttigieg was the first 2020 Democratic contender to announce first-quarter campaign cash numbers. His $7 million haul was further evidence that the one-time long shot for the nomination was rising in stature and strength.

New York-based entrepreneur Andrew Yang reported raising $1.7 million.

Sens. Elizabeth Warren of Massachusetts and Kirsten Gillibrand of New York, known as strong fundraisers in the Senate, have yet to report their campaign cash numbers.

The campaigns have until April 15 to file their fundraising reports with the Federal Election Commission.

Democratic strategist Jesse Ferguson, a presidential campaign veteran, highlighted that the numbers are an important “data point to show us how campaigns are doing.”

“The numbers will surely be over-interpreted, but they will tell us who is building the base of support needed in order to stay in for the long haul,” explained Ferguson, who served as a senior spokesman on the 2016 Clinton presidential campaign. “The numbers will show us who is building the grassroots support needed to get on the debate stage.”

‘Loser’ Jerry Nadler Heckled For Refusing To Accept No Collusion

House Judiciary Chairman Jerry Nadler (D-N.Y.) was heckled while announcing new House probes into President Trump during the Democrats’ press conference reacting to Special Counsel Robert Mueller’s findings of no collusion.

“Executive privilege must be asserted by the president personally –” Nadler began before getting cut off.

“You guys are a bunch of losers!” a man shouted to Nadler as he was laying out Democrats’ “Plan B” against Trump.

“–and, um, and as the Nixon case in front of the Supreme Court was decided nine to nothing pointed out –” Nadler tried to continue.

“You guys lose again. You lose again, Nadler!” the heckler shouted. “Good job, dirtbags, good job!”

The heckler continued interrupting Nadler after a reporter asked how his party would “move forward.”

“You’re behind, Nadler! You’re not gonna move forward!” the heckler shouted.

Nadler is among the Democrat leadership choosing to ignore Mueller’s “no collusion” findings because they don’t find it politically useful.

“You. Have. Been. Exposed,” Rep. Dan Crenshaw (R-Texas) told House Intelligence Committee chairman Adam Schiff (D-Calif.) on Twitter.

“Stop the charade. There was no collusion. You used your unique position on the Intel Cmte to convince the American people that you had access to evidence of collusion. You lied and misled in order to pursue your political agenda.”

“Move on,” he added.

MONTREAL/OTTAWA (Reuters) – Rising waters were prompting further evacuations in central Canada on Thursday, with the mayor of the country’s capital, Ottawa, declaring a state of emergency and Quebec authorities warning that a hydroelectric dam was at risk of breaking.

Ottawa Mayor Jim Watson declared the emergency in response to rising water levels along the Ottawa River and weather forecasts that called for significant rainfall on Friday.

In a statement on Twitter, Watson asked for help from the Ontario provincial government and the country’s military.

He warned that “flood levels are currently forecasted to exceed the levels that caused significant damage to numerous properties in the city of Ottawa in 2017.”

Spring flooding had killed one person and forced more than 900 people from their homes in Canada’s Quebec province as of 1 p.m. on Thursday, according to a government website.

Ottawa has received 80 requests for service related to potential flooding such as sandbagging, a city spokeswoman said.

The prospect of more rain over the next 24 to 48 hours triggered concerns on Thursday that the hydroelectric dam at Bell Falls in the western part of Quebec could be at risk of failing because of rising water levels.

Quebec’s provincial police said 250 people were protectively removed from homes in the area as of late afternoon in case the dam on the Rouge River breaks.

The dam is now at its full flow capacity of 980 cubic meters per second of water, said Francis Labbé, a spokesman for the province’s state-owned utility, Hydro Quebec. He said Hydro Quebec expected the flow could rise to 1,200 cubic meters per second of water over the next two days.

“We have to take the worst-case scenario into consideration, since we`re already at the maximum capacity,” Labbé said by phone.

The dam is part of a power station that no longer produces electricity, but is regularly inspected by Hydro Quebec, he said.

BELFAST (Reuters) – Detectives investigating the murder of journalist Lyra McKee in Northern Ireland last week suspect the gunman who shot her dead is in his late teens as they made a further appeal to the local community who they believe know his identity.

McKee’s killing by an Irish nationalist militant during a riot in Londonderry has sparked outrage in the province where a 1998 peace deal mostly ended three decades of sectarian violence that cost the lives of some 3,600 people.

The New IRA, one of a small number of groups that oppose the peace accord, has said one of its members shot the 29-year-old reporter dead in the Creggan area of the city on Thursday when opening fire on police during a riot McKee was watching.

The killing, which followed a large car bomb in Londonderry in January that police also blamed on the New IRA, has raised fears that small marginalized militant groups are exploiting a political vacuum in the province and tensions caused by Britain’s decision to leave the European Union.

Police released footage on Friday of immediately before and after the shooting showing three men who were involved in the rioting and identified one as the gunman who they believe is in his late teens. 

“I believe that the information that can help us to bring those responsible for her murder to justice lies within the community. I need the public to tell me who he is,” Detective Superintendent Jason Murphy told reporters.

Murphy said those involved in the disorder on the night were teenagers or in their early 20s, and that about 100 people were on the ground watching the trouble as it unfolded.

He added that police believed the gun used in the attack was of a similar caliber to those used before in paramilitary type attacks in Creggan. 

“I recognize that people living in Creagan may find it’s difficult to come forward to speak to police. Today, I want to provide a personal reassurance that we are able to deal with those issues sensitively,” Murphy said, echoing similar appeals in recent days.

(Reuters) – U.S. stock index futures were flat on Friday, as investors paused ahead of GDP data, which is expected to show the world’s largest economy maintained a moderate pace of growth in the first quarter.

Gross domestic product probably increased at a 2% annualized rate in the quarter as a burst in exports, strong inventory stockpiling and government investment in public construction projects offset a slowdown in consumer and business spending, according to a Reuters survey of economists.

The Commerce Department report will be published at 8:30 a.m. ET.

The GDP data comes as investors look for fresh catalysts to push the markets higher. The S&P 500 index is about 0.5% below its record high hit in late September, after surging nearly 17% this year.

First-quarter earnings have been largely upbeat, with nearly 78% of the 178 companies that have reported so far surpassing earnings estimates, according to Refinitiv data.

Wall Street now expects S&P 500 earnings to be in line with the year-ago quarter, a sharp improvement from the 2.3% fall expected at the start of April.

Amazon.com Inc rose 0.9% in premarket trading after the e-commerce giant reported quarterly profit that doubled and beat estimates on soaring demand for its cloud and ad services.

Ford Motor Co shares surged 8.5% after the automaker posted better-than-expected first-quarter earnings largely due to strong pickup truck sales in its core U.S. market.

Mattel Inc jumped 8% after the toymaker beat analysts’ estimates for quarterly revenue, as a more diverse range of Barbie dolls powered sales in the United States.

At 6:52 a.m. ET, Dow e-minis were down 35 points, or 0.13%. S&P 500 e-minis were down 1.5 points, or 0.05% and Nasdaq 100 e-minis were up 10.75 points, or 0.14%.

Among decliners, Intel Corp slumped 7.7% after it cut its full-year revenue forecast and missed quarterly sales estimate for its key data center business.

Rival Advanced Micro Devices declined 0.8%.

Oil majors Exxon Mobil Corp and Chevron Corp are expected to report results later in the day.

WARSAW (Reuters) – Germany could owe Poland more than $850 billion in reparations for damages it incurred during World War Two and the brutal Nazi occupation, a senior ruling party lawmaker said.

Some six million Poles, including three million Polish Jews, were killed during the war and Warsaw was razed to the ground following a 1944 uprising in which about 200,000 civilians died.

Germany, one of Poland’s biggest trade partners and a fellow member of the European Union and NATO, says all financial claims linked to World War Two have been settled.

The right-wing Law and Justice (PiS) has revived calls for compensation since it took power in 2015 and has made the promotion of Poland’s wartime victimhood a central plank of its appeal to nationalism.

PiS has yet to make an official demand for reparations but its combative stance towards Germany has strained relations.

“Poland lost not only millions of its citizens but it was also destroyed in an unusually brutal way,” Arkadiusz Mularczyk, who heads the Polish parliamentary committee on reparations, told Reuters in an interview.

“Many (victims) are still alive and feel deeply wronged.”

His comments come a month before European Parliament elections in which populist and nationalist parties are expected to do well. Poland will also hold national elections later this year, with PiS still well ahead of its rivals in opinion polls.

EU LARGESSE

Mularczyk said the reparations figure could amount to more than 10 times the estimated 100 billion euros ($111 billion) that Poland has received so far in European Union funds since it joined the bloc in 2004.

Germany is the biggest net donor to the EU budget and some Germans regard its contributions as generous compensation to recipient countries like Poland which suffered under Nazi rule.

In 1953 Poland’s then-communist rulers relinquished all claims to war reparations under pressure from the Soviet Union, which wanted to free East Germany, also a Soviet satellite, from any liabilities. PiS says that agreement is invalid because Poland was unable to negotiate fair compensation.

Mularczyk said his committee hoped to complete its report on the reparations issue by Sept. 1, the 80th anniversary of Hitler’s invasion.

Accusing Berlin of playing “diplomatic games” over the issue, he said: “The matter is being swept under the rug (by Germany) … until it’ll be wiped from the memory, from people’s awareness.”

His comments come after the Greek parliament voted this month to seek billions of euros in German reparations for the Nazi occupation of their country.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said the United States did not pay any money to North Korea as it sought the release of comatose American student Otto Warmbier.

The Washington Post reported on Thursday that Trump had approved payment of a $2 million bill from North Korea to cover its care of the college student, who died shortly after he was returned to the United States after 17 months in a North Korean prison.
