ISTANBUL (Reuters) – Without work or residency permits in Turkey and unable to renew their Chinese passports, Qurbanjan Nourmuhammed and his family live in uncertainty in Istanbul, cut off from their son who returned to Xinjiang three years ago.

Nourmuhammed, his wife and five children came to Turkey in 2015, facing increased pressure from China to abandon Islamic practices such as wearing a headscarf, growing a beard and closing their restaurant for the Muslim holy month of Ramadan.

China has faced growing international criticism for setting up facilities that United Nations experts describe as detention centers holding more than one million Uighurs and other Muslims. Beijing says it needs the measures to stem the threat of Islamist militancy, and calls them vocational training centers.

Ismail Cengiz, founding secretary general of the Istanbul-based East Turkestan National Center, said that some 35,000 Uighurs live in Turkey, which has been a safe haven for them since the 1960s.

Turkey is the only Muslim country that has regularly expressed concern about the situation in Xinjiang, due to its close cultural links with the Uighurs who speak a Turkic language.

While Uighurs had no problems in Turkey until three or four years ago, Ankara’s security concerns and stronger ties with Beijing reversed that trend, said Seyit Tumturk, president of a rights organization called the National Assembly of East Turkestan, the name that Uighur exiles use for Xinjiang.

Perceptions of Uighurs suffered after some went to fight with jihadists against President Bashar al-Assad’s forces, because of the Syrian government’s close ties with Beijing, Tumturk said, adding China has ramped up pressure since then.

Nourmuhammed has not heard from his son Pakzat since he went back to Xinjiang in 2016 to visit his grandparents. A friend of Pakzat’s told Nourmuhammed that Pakzat was detained upon arrival at the airport in Urumchi. He believes the government accuses him of having links with extreme Islamists.

The Xinjiang government did not respond to a request for comment.

The family regularly attends protests around Turkey in the hopes of having their voices heard.

“When my son was arrested, he was only a 16-year-old kid. His younger siblings ask us constantly when they’ll be united with their older brother,” Pakzat’s mother Gulgine Mahmut said.

“I don’t believe he was involved in a crime, I think he was falsely accused.”

Nourmuhammed is unemployed as he waits for a residency permit he applied for in 2017 to be approved. Gulgine and their four children have been issued with permits, which risks tearing the family apart if Nourmuhammed is deported.

Nourmuhammed said his family lost touch with relatives in Xinjiang, who asked not to be contacted due to fears that the government will associate them with jihadists.

Uighurs also cannot renew their Chinese passports at the local embassy when they expire and they are only given a document that will allow them to return to China, said Munevver Ozuygur, President of the East Turkestan Nuzugum Culture and Family Foundation.

Some 15 Uighurs who spoke to Reuters said they expect Turkey to pay more attention to their plight and give them the permits to allow them to work and benefit from the healthcare system.

After a gunman, believed to be an Uzbek national, killed 39 people in a popular Istanbul nightclub on New Year’s Day 2017, Turkey took a more careful approach to people from central Asia, tightening the vetting process for new arrivals, Tumturk said.

“Not all of the people whose passports have been labeled as risky… are problematic people,” he said. “People who can’t retrieve a required document from China can experience the same issue.”

Cengiz said many Uighurs had begun to fear they may be sent back to China. “Turkey was seen as the only country that could stand up to China. In the past year, they have been fearing for their existence in Turkey,” he said.

However, some hope has returned after Turkey took a harder stance against China at a U.N. Human Rights Council meeting last month, where Foreign Minister Mevlut Cavusoglu criticized Beijing for the alleged mistreatment of Uighurs and called for authorities to protect the freedom of religion.

“There is a positive development in the favor of East Turkestan,” Ozuygur said. “Turkey started to give China the message that it is aware of the oppressions that Uighurs experience in a proper way with a diplomatic attitude.”

Johnny Bobbitt, Philadelphia homeless man involved in GoFundMe scam, sentenced to probation

A Philadelphia homeless man who conspired with a New Jersey couple to create a GoFundMe scheme that raised more than $400,000 was sentenced Friday to five years of probation and agreed to enter a drug treatment program.

Thirty-six-year-old Johnny Bobbitt Jr. pleaded guilty in March to conspiracy to commit theft by deception charges, admitting to helping Kate McClure and her boyfriend Mark D'Amico in their GoFundMe scam in November 2017, NBC News reported.

Prosecutors said Bobbitt, a veteran who was homeless at the time, posed with McClure, who posted a fake story to GoFundMe in which she said she was raising money for Bobbitt after he generously gave her his last $20 when her car ran out of gas on the highway.

As part of a plea deal, Bobbitt will be sent to an inpatient rehabilitation center before his release and agreed to testify against McClure and D’Amico in the future. A New Jersey judge said Bobbitt will serve five years in state prison if he violates probation.

About 14,000 people donated almost $403,000 to the GoFundMe page, falling for the story. Bobbitt, who was homeless at the time, exposed the couple’s fraud when he filed a lawsuit against McClure and D’Amico in August, arguing they withheld funds and never cut him in on the deal.

McClure and D’Amico accused the homeless man of spending the GoFundMe money on family, drugs, a truck and a trailer. Federal authorities investigated the case, and prosecutors said the couple was experiencing financial troubles at the time and used the GoFundMe account as a scam.

McClure pleaded guilty to federal charges of conspiring to commit wire fraud and will serve a 20-year prison sentence. D’Amico also faces state-level theft and conspiracy charges.

LONDON (Reuters) – Prime Minister Theresa May’s Brexit deal has reached the end of the road and Britain should leave the bloc without an agreement, former British foreign secretary and leading Brexit campaigner Boris Johnson said on Tuesday.

May faced an uphill struggle to win support for her Brexit deal ahead of a vote on Tuesday, as she failed to win over the main Brexit faction in her Conservatives and the Northern Irish party which props up her government said they would vote against it.

“This deal has now reached the end of the road. If it is rejected tonight I hope that it will be put to bed,” Johnson told parliament.

Johnson said if the EU was unwilling to accept further changes, Britain should leave without a deal as while this would be more difficult in the short term, in the end it would be “the only safe route out of the abyss and the only safe path to self respect”.

BERLIN, (Reuters) – A weakening global economy, risks linked to Britain’s possible departure from the European Union without a deal and trade disputes pushed activity in Germany’s manufacturing sector to contract at its fastest rate since July 2012, a survey showed on Monday.

Markit’s Purchasing Managers’ Index (PMI) for manufacturing, which accounts for about a fifth of the economy, fell to an 80-month low reading of 44.1, down from 47.6 in February and lower than the flash reading of 44.7.

It was the third successive month that the index was below the 50.0 mark that separates growth from contraction.

“Both total new orders and export sales are now falling at rates not seen since the global financial crisis, with more and more firms reporting lower demand linked to Brexit, trade uncertainty, troubles in the automotive industry and generally softer global demand,” said IHS Markit’s Phil Smith.

New orders posted their steepest drop since April 2009.

Weakening exports have translated into a slowdown in Europe’s biggest economy, which posted its lowest growth rate in five years last year.

The economy has been relying on consumption for growth. A robust labor market, rising wages and low interest rates have been supporting the consumption-driven cycle.

“Manufacturing output fell markedly and at the fastest rate since 2012, with the consumer goods sector joining intermediate and capital goods producers in contraction,” said Smith.

He added: “The sustained solid growth in employment prior to March had been the sector’s one remaining bright spot, but the latest survey indicated a fall in jobs for the first time in three years amid reports from a number of firms that some temporary contracts weren’t being renewed.”

Detailed PMI data are only available under license from Markit and customers need to apply to Markit for a license.

WILMINGTON, Del. (Reuters) – The Trump administration rushed to save its program of sending asylum seekers back to Mexico by filing an emergency motion with a U.S. Court of Appeals, asking it to block an injunction that is set to shut down the policy on Friday afternoon.

The government told the U.S. Court of Appeals in San Francisco the United States faced “a humanitarian and security crisis” at the southern border and needed immediate intervention to deal with surging number of refugees.

On Monday, U.S. District Court Judge Richard Seeborg ruled the policy was contrary to U.S. immigration law. He issued a nationwide injunction blocking the program and ordered it to take effect at 8 p.m. EDT (midnight GMT).

Melissa Crow, an attorney with the Southern Poverty Law Center, one of the groups that brought the case, said the stay should be denied to prevent irreparable harm to asylum seekers who could be unlawfully forced to return to Mexico.

Since January, the administration has sent more than 1,000 asylum seekers, mostly from Central America, back to Mexico to wait the months or years it can take to process claims through an overloaded immigration system.

Seeborg’s ruling also ordered the 11 plaintiffs who brought the lawsuit to be brought back to the United States.

Although it is appealing and the lower court order had yet to take effect, Reuters reporters confirmed that the Trump administration was allowing some asylum seekers from Mexico to return to the United States.

President Donald Trump has bristled at limits on his administration’s ability to detain asylum seekers while they fight deportation, and the administration was in the midst of expanding the program when Seeborg blocked it.

The government’s filing on Thursday night with the 9th U.S. Circuit Court of Appeals asked for two stays: a brief administrative stay, which would remain in place until the parties had argued the issue of a longer stay that would block the injunction during the months-long appeals process.

Judy Rabinovitz, a lawyer with the American Civil Liberties Union who worked on the case, said there did not appear to be any justification for the request for the administrative stay since asylum seekers were already returning to the United States.

“There’s no urgency,” she said. “They are already complying with the court order.”

The 9th Circuit Court has been a frequent target for Trump’s criticisms of the judicial system, which has blocked his immigration policies on numerous occasions.

SHANGHAI/TOKYO (Reuters) – Not for the first time, China’s markets are marching to their own beat.

Just as investors come to terms with a bleak outlook for global growth and earnings, with weak German industrial and trade data just the latest portents of gloom, China’s economy may be bottoming out, helped by Beijing’s early moves to prop up a stuttering economy.

At the same time, Chinese regulators’ drive to open up financial markets to foreign involvement is making the country more accessible, and a potentially rich target for foreign investors looking to diversify.

“The more you see stabilization of the Chinese growth story – and I think you’ll see that coming through in the middle of the year – the more comfortable you’ll be with looking at the debt and equity side of things in China,” said Kerry Craig, Global Market Strategist at J.P. Morgan Asset Management in Melbourne.

To be fair, global markets are having a good year. Index provider MSCI’s broadest gauge of global shares is up more than 13 percent since January, erasing last year’s losses even against the backdrop of the U.S.-China trade war and Brexit.

But dovish shifts by the U.S. Federal Reserve and the European Central Bank have in recent weeks sparked market jitters, pushing down bond yields and jolting equity indexes.

China’s markets have been comparatively unfazed. The blue-chip CSI300 index has risen more than a third so far this year, making it the world’s best-performing major index.

Yields on benchmark 10-year Chinese government bonds have also jumped in recent days alongside rallying shares as investors’ appetite for the safest investments has ebbed.

Faced with a slowing economy due in part to a multi-year campaign to reduce risky leverage and to headwinds from the trade war, Beijing began easing policy selectively last year, channeling more money into the real economy to boost growth.

Tax cuts, infrastructure spending and pledges to boost lending and lower borrowing costs have helped revive stagnant credit growth, brightening the outlook for corporate earnings.

“With easing policies starting to have an impact on credit creation, credit growth should continue to pick up this year,” Chen Long, China economist at Gavekal Dragonomics in Beijing, said in a note.

“It’s clear that China’s economy slowed further in the first quarter of 2019, but there’s an increasingly strong consensus that growth will bottom out and improve later in the year.”

Chinese shares have also been bolstered by rising foreign interest.

Net flows into China’s stock market through the Shanghai and Shenzhen Stock Connect program topped 125 billion yuan ($18.6 billion) in the first quarter of 2019, nearly triple the same period a year earlier, data from Hong Kong Exchanges and Clearing Ltd showed.

In February, the Institute for International Finance said foreign investors put more than $10 billion into Chinese onshore equities ahead of an announced rise in the weighting of A-shares in MSCI’s benchmark indexes.

BOND BOOST

Global index changes have extended beyond equities.

On April 1, index provider Bloomberg Barclays began a 20-month process of including some Chinese government and policy bank bonds in its Global Aggregate index, a move expected to draw billions of foreign dollars into China’s $13 trillion bond market.

While initial flows tracking the index will be gradual, “at some point in time there will be an inflection point,” said Dhiraj Bajaj, fixed income portfolio manager at Lombard Odier in Singapore.

For active investors, Chinese bonds provide advantages to a diversified portfolio, including lower average durations and significant yield premiums.

Frances Cheung, head of macro strategy for Asia at Westpac, said the yuan’s relative stability could burnish the appeal of yuan-denominated assets to some investors.

“The RMB is less sensitive to risk sentiment than some of its regional peers including the IDR, KRW and MYR. The correlation between USD/CNY and Chinese government bonds is also low. These features render CNY bonds a good avenue for portfolio diversification, especially when initial exposure is low for many investors,” she said.

Data from Bond Connect, which gives foreign investors access to China’s interbank market, shows trading volumes through the scheme jumped 70 percent, and the number of registered Bond Connect investors rose 41 percent, in the first quarter of 2019.

Bond Connect says index inclusion has shifted the focus of trading toward government and policy bank bonds, which accounted for 66 percent of turnover in March, up from 37 percent in December.

But following a year-long rally that pushed yields on 10-year Chinese government bonds down nearly a full percentage point from highs in late January 2018, some investors may be seeing less room for profit, said Bajaj.

A lack of familiarity with Chinese bonds may also deter some foreign investors, while technical issues such as limited hedging tools and patchy trading of newly issued government bonds remain nagging concerns.

“I imagine a lot of investors in similar positions like myself have just kind of a lack of experience of the market that probably limits its global safe-haven flow,” said Ross Hutchison, a global bond fund manager at Aberdeen Standard Investments in Edinburgh. “But that doesn’t mean that won’t change.”

Craig at J.P. Morgan said foreign investors should approach Chinese bonds with care. “We do know that the Chinese government has a large amount of debt. We have to think about the quality of what’s backing up those bonds,” he said.

But if investors are comfortable with China’s ability to contain debt, those concerns should ease, Craig added.

“We talk about the U.S. market being a safe haven, but U.S. debt is going to go up if they continue to spend at this rate,” he said.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
