Closing the southern border is ‘on the table’: DHS Secretary Kristjen Nielsen

Department of Homeland Security (DHS) Secretary Kirstjen Nielsen affirmed Friday that the possibility of closing the southern border with Mexico is "on the table."

Nielsen made the remarks during a phone call with reporters, adding, "If we have to close ports to take care of all of the numbers that are coming, we will do that. ... It's on the table."

The question arose after President Trump tweeted out that "if Mexico doesn’t immediately stop ALL illegal immigration coming into the United States throug (sic) our Southern Border, I will be CLOSING........the Border, or large sections of the Border, next week."

Nielsen asserted that there are so many people coming to the areas between legal ports of entry that DHS is being forced to reallocate its resources, basically taking personnel from legal sites and sending them to the portions of the border where migrants are slipping in illegally.

DHS officials say the reallocation of resources will cause commercial delays at the border.

The U.S. southern border system “is past emergency and truly at the breaking point," Nielsen said.

DHS officials say the number of interdictions at the southern border is surging, from 60,000 a month last year to 75,000 last month -- on pace to reach 100,000 this month.

DHS officials also say they recently saw the 100th large group of migrants crossing illegally this year. A large group is a classification for more than 100 people traveling together.

A letter Nielsen sent to Congress Thursday isn't just about trying to kick unaccompanied minors out of the county, according to DHS officials, but is rather a plea to change the laws about what Nielsen can do.

Currently, if an unaccompanied minor from Mexico doesn't meet asylum criteria, DHS can send them home, but that's not true of a child from other Central American countries like Honduras, Guatemala and El Salvador.

In the cases of children from those countries, DHS is required by law to transfer the children to Heqalth and Human Services, but if that agency can't accept them, they are left to languish in the care of Customs and Border Protection, which DHS officials say does not have adequate facilities for children.

LONDON (Reuters) – Europe’s beleaguered investment banks are preparing to report one of their toughest first quarters as qualms over Brexit and global trade tensions dampened investors trading appetite.

European banks could see stock trading income down 15 to 20 percent and bond trading revenues down around 20 percent from the same period a year ago, research firm Coalition predicts.

Declining expectations for European Central Bank rate hikes, slowing economic growth and concerns about Brexit have left European investment bank trading floors struggling for business.

“It’s one of the weaker quarters we’ve ever seen in terms of client flows,” Amrit Shahani, Coalition research director, said.

This follows a rough fourth quarter, in which Europe’s top banks all saw stock trading plunge, while U.S. rivals gained.

Brexit and the global economy have also hit fees from advising companies on mergers and acquisitions.

“First quarter activity levels across the market have definitely been subdued, there’s a focus on the top quartile of companies with strong earnings growth and those that are not going to suffer too much from whatever Brexit outcome we get,” Jonathan Arrowsmith, head of advisory at Investec, said.

UBS Chief Executive Sergio Ermotti said last week that investment banking conditions were among the toughest in years in a foretaste of what is likely to be a bleak earnings season for most European investment banks.

Credit Suisse is first up among major players to report on April 24, with Barclays the next day.

The British bank flashed a warning sign to the market on Wednesday, ousting its investment banking head as chief executive Jes Staley took more direct control.

Germany’s embattled Deutsche Bank follows on April 26, UBS will announce the details of its tough quarter on April 30, and then France’s BNP Paribas and Societe Generale report on May 2 and 3 respectively.

TRANSATLANTIC GULF

Europe’s top trading houses are already losing ground to U.S. rivals as a result of a tougher regulatory environment and their lack of scale in the relatively strong U.S. stock markets.

Wall Street’s dominance over struggling European banks last year reached record levels with U.S. investment banks claiming 62 percent of revenues among the world’s top 12.

European lenders have attempted to cope by a constant cost-cutting and strategic tinkering, but some think more radical decisions need to be taken.

Barclays is under attack from an activist investor who wants it to slash its trading business, echoing calls in 2016 by UBS investor Knight Vinke to split the Swiss bank’s profitable wealth management business from its investment bank.

“It’s way too easy to blame the markets for the underperformance of European banks,” Kerim Derhalli, a former senior trader at Deutsche Bank and founder of investing App Investr, said.

“The U.S. banks took their pain 10 years ago and recapitalized and rebuilt their businesses much quicker, the Europeans have been putting off their problems and they’re going to need to fundamentally rethink how to use technology to change the model,” he said.

An Australian man who was sexually abused decades ago by Cardinal George Pell says he has experienced "shame, loneliness, depression and struggle."

The man issued a statement after it was publicly revealed that Pell had been convicted in December of the assault. The court until Tuesday had forbidden publication of any details about the trial.

The man was one of two former choirboys that Pell was convicted of molesting moments after celebrating Mass in 1996 when Pell was archbishop. The boys were 13 at the time.

In his statement, the man said it had taken him years to understand the impact the assault had on his life. The man cannot be identified because it is illegal to name victims of sexual assault in Victoria state.

The most senior Catholic cleric ever charged with child sex abuse has been convicted in Australia of molesting two choirboys moments after celebrating Mass.

Cardinal George Pell is Pope Francis' top financial adviser and the Vatican's economy minister. He bowed his head as a jury delivered unanimous verdicts in the Victoria state County Court on Dec. 11 after more than two days of deliberation.

The court had until Tuesday forbidden publication of any details about the trial.

The 77-year-old faces a potential maximum 50-year prison term after a sentencing hearing which begins on Wednesday. He has foreshadowed an appeal.

The jury convicted Pell of abusing two 13-year-old boys whom he had caught swigging sacramental wine in a rear room of Melbourne's St. Patrick's Cathedral in 1996 when he was archbishop.

EL PASO, Texas (Reuters) – U.S. Customs and Border Protection (CBP) will send about 100 agents to the Mexico border to speed up crossing times, a U.S. congresswoman said on Thursday, as businesses grapple with trade delays after officers were redeployed to immigration duties.

The slowdowns began late last month after U.S. President Donald Trump threatened to close the border if Mexico did not halt a surge of people seeking asylum in the United States.

The administration moved several hundred border agents to handle the influx of migrants, triggering long delays for cross-border traffic because of the staffing shortage.

As soon as Monday, CBP plans to send officers from the Canadian border and other parts of the country to El Paso, Texas, said Democratic U.S. Representative Veronica Escobar of Texas, noting she had been informed by CBP Deputy Commissioner Robert Perez.

CBP did not immediately respond to a request for comment.

The Rio Grande Valley, on the eastern edge of the border, was being considered as another point to deploy extra officers, Escobar added.

Wait times totaling hours have hit industrial trade hard.

Losses have amounted to $800,000 a day for transportation businesses in Mexico’s Ciudad Juarez across the border from El Paso, said the head of Mexican trucking association CANACAR, Manuel Sotelo.

In El Paso, several truckers said they usually did four crossings a day and were now managing only one.

Some manufacturing plants, including automotive factories that depend on constant cross-border shipments, have turned to expensive air freight to stay on schedule.

Passenger vehicles that would normally wait up to an hour and a half to cross are now facing four-hour waits.

Trump Wants a ‘Tougher Direction’ for His Immigration Agency

President Donald Trump said Friday he was pulling the nomination of his pick to lead U.S. Immigration and Customs Enforcement, saying he wants to go in a "tougher direction."

The move, which The Associated Press first reported Thursday, was met with shock and confusion by many at the Homeland Security Department, where key officials had received no heads-up from the White House about its plans regarding Ron Vitiello, the agency's acting director. He had been scheduled to travel with Trump on Friday to Calexico, California, along the U.S.-Mexico border.

Even some of his aides thought Vitiello was still going to the border town even after the paperwork withdrawing his nomination to permanently lead the agency was sent to members of Congress on Thursday.

The surprise decision comes as the Trump administration struggles to deal with an influx of Central American migrants, which has led to a 12-year high in U.S.-Mexico border crossings, straining the U.S. immigration system. Trump last week threaten to close the border entirely to cope with the flow, before backing off this week.

It remains unclear exactly what was behind the Vitiello decision. Trump told reporters Friday as he departed the White House that Vitiello is a "good man," but that "we're going in a little different direction" and "want to go in a tougher direction." Trump did not explain what that meant and did not say who he had in mind as a replacement.

On Thursday night, Homeland Security officials were confused by word that Vitiello's nomination was in danger, with one insisting it was nothing but a paperwork error that had already been corrected.

But other, higher-level officials said the move did not appear to be a mistake, even though they were not informed ahead of time. The people had direct knowledge of the letter but were not authorized to publicly discuss the matter and spoke on condition of anonymity.

The director's job requires Senate confirmation. Vitiello had cleared one committee; a second committee was in the process of considering his nomination. Vitiello has been acting head since last June of the agency that enforces U.S. immigration law in the interior of the United States. He has spent more than 30 years in law enforcement, starting in 1985 with the U.S. Border Patrol. He was previously Border Patrol chief and deputy commissioner of U.S. Customs and Border Protection, which oversees the patrol.

Vitiello took over during a time of heightened scrutiny of the agency. Part of its mission is to arrest immigrants who are in the U.S. illegally, and that has made the agency a symbol of Trump's hard-line policies and target for Democrats.

Trump has been railing anew against increasing border crossings, as well as the release of thousands of migrants into the U.S. because of a lack of space to hold them, a move he derides as "catch and release."

It's a battle cry on a signature issue for the president, who wants to restrict immigration but whose policies have largely failed to do so.

For many years, families arriving at the border were typically released from U.S. custody immediately and allowed to settle with family or friends in the U.S. while their immigration cases wound their way through the courts, a process that often takes years.

But in recent months, the number of families crossing into the U.S. has climbed to record highs, pushing the system to the breaking point. As a result, ICE was releasing families faster, in greater numbers and farther from the border. Since Dec. 21, the agency has set free more than 125,000 people who came into the U.S. as families.

Trump on Friday was to tour a recently built portion of rebuilt fencing that he is holding up as the answer to stop a surge of migrant families coming to the U.S. in recent months.

Though the 2-mile section is only a long-planned replacement for an older barrier, the White House says it's the first section of his proposed border wall to be built. It's commemorated with a plaque bearing Trump's name and those of top immigration and homeland security officials — but not Vitiello's.

Jamal Murray scored 21 of his 24 points in the fourth quarter, and the host Denver Nuggets rallied from down 19 to beat the San Antonio Spurs 114-105 in Game 2 of their Western Conference first-round playoff series on Tuesday night.

Nikola Jokic had 21 points, 13 rebounds and eight assists, Gary Harris scored 23 points, and Paul Millsap had 20 points for Denver. The Nuggets tied the series 1-1 and ended San Antonio’s seven-game playoff winning streak in Denver.

DeMar DeRozan scored 31 points and LaMarcus Aldridge had 24 points for the Spurs.

Murray, who missed his first eight shots, hit five consecutive shots in the fourth quarter, including two straight and a pair of free throws that gave Denver a 99-97 lead, its first advantage since 17-16. The Nuggets were ahead by three before Murray drained two 3-pointers to make it 110-101.

Kawhi Leonard scored 37 points on 15-for-22 shooting from the field, and Toronto defeated visiting Orlando to even its first-round Eastern Conference playoff series at one game apiece.

Pascal Siakam added 19 points and 10 rebounds for the Raptors, who never trailed. Kyle Lowry contributed 22 points and seven assists for Toronto while Serge Ibaka chipped in with 13 points and eight rebounds off the bench.

Prosecutors: Texas couple filmed sex abuse of dozens of kids

A Texas couple have been sentenced to 60 years in prison each for child sex abuse and pornography in a case that prosecutors say involves more than two dozen children, including babies.

Federal prosecutors say Christopher Almaguer and Sarah Rashelle Almaguer took videos of themselves sexually abusing children. Prosecutors say they identified at least 25 children in videos and photos taken by the couple. The victims ranged in age from 8 months old to 14 years old.

The Almaguers were sentenced Wednesday after pleading guilty in October to one count each of sexual exploitation of children and production of child pornography.

Court records say the 27-year-olds from Killeen were the legal guardians of at least one of the children.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
