Ex-boyfriend of victim arrested in ax attack that left one woman dead and another fighting for her life

Police have arrested the ex-boyfriend of one of the victims of a brutal ax attack on Saturday that left one woman dead and another fighting for her life.

Jerry Brown, 34, has been charged with murder and attempted murder after allegedly chopping his girlfriend, Angela Valle, and her pregnant friend Savannah Rivera, with an ax at an apartment building in Brooklyn, New York.

Police found Rivera, who also has a three-year-old son, partially decapitated with her fingers severed at the grisly scene early Saturday morning. Valle, 21, called an Uber to take her to the hospital after the attack left her with gashes to her head, chest, arms, stomach, and throat, the New York Post reports. The Uber driver then called 911, and Valle, 21, informed medics before losing consciousness that her boyfriend was the attacker and that her four-year-old daughter Aliana was in the room next to the scene of the crime.

The girl was found asleep and unharmed. She is now with family as they wait with Valle at the Elmhurst Hospital Center and hope that she pulls through from the vicious attack.

Brown is said to suffer from mental health issues and told Pix 11 before being arrested that he is schizophrenic, bipolar, and paranoid. He said he was trying to get medication from a hospital, and that he did not remember the attack. When he learned that his girlfriend was fighting for her life, he began to cry while speaking to reporters over the phone.

Brown allegedly purchased the ax at a Florama Hardware store about two weeks ago, employees said. They added that he asked 39-year-old worker Udi Amrussi if he could sharpen the ax for him, but the man refused.

Police found the ax covered in blood and tossed in a trash compactor at the Bushwick Houses, where the attack took place.

Valle has previously gushed about Brown on Facebook, where the alleged attacker goes by the name "Grim Creepa." Six weeks ago, she posted a photo of Brown and referred to him as "Mr. 187," believed to be street slang identifying Brown as a murderer.

“I love you Daddy,” she wrote in the caption.

Romanian lawmakers approve bill that could close graft cases

BUCHAREST (Reuters) – Romania’s lower house of parliament approved changes to the criminal codes on Wednesday that could shut down several ongoing high-level graft cases, but opposition politicians plan to challenge the bills at the Constitutional Court.

The bills are the latest in a series of legal and personnel changes made by the ruling Social Democrats since they came to power in 2017 that are seen as threats to judicial independence and have raised concerns in the European Union, the U.S. State Department and among thousands of Romanian magistrates.

One of the changes approved on Wednesday shortens the statute of limitations covering some offences, a move that would automatically shut down a number of ongoing cases. Other amendments include lower sentences for some offences and decriminalizing negligence in the workplace.

“Romania today becomes a state in which criminals are basically in a legal haven, encouraged … by changes that overall ease and simplify the impact of the law on criminals,” opposition Save Romania Union leader Dan Barna told reporters.

Barna’s party and the main opposition Liberals both said they would challenge the changes at the Constitutional Court.

Social Democrat lawmakers initially overhauled Romania’s criminal codes last year. The European Commission said the proposed changes were a reversal of a decade of democratic and market reforms in the former communist country.

The Constitutional Court struck down many of the changes following challenges by opposition lawmakers. On Wednesday, the ruling coalition approved the codes after removing the articles already struck down by the Court.

Prosecutors have secured a spate of convictions in recent years against lawmakers, ministers and mayors, including Social Democrat leader Liviu Dragnea. Their investigations have exposed conflicts of interest, abuse of power, fraud and awarding of state contracts in exchange for bribes.

Dragnea, who has a suspended jail term in a vote-rigging case and an ongoing appeal against a second conviction for inciting others to commit abuse of office, could be among the politicians to benefit from the changes.

The Social Democrats have said their legal initiatives are aimed at aligning legislation with EU norms and address abuses allegedly committed by magistrates.

Transparency International ranks Romania, which currently holds the EU’s rotating six-month presidency, among the bloc’s most corrupt states.

SEOUL (Reuters) – South Korea’s economy unexpectedly shrank in the first quarter, marking its worst performance since the global financial crisis, as government spending failed to keep up the previous quarter’s strong pace and as companies slashed investment.

Gross domestic product (GDP) in the first quarter declined a seasonally adjusted 0.3 percent from the previous quarter, the worst contraction since a 3.3 percent drop in the fourth quarter of 2008 and sliding from 1 percent growth in Oct-Dec, the Bank of Korea said on Thursday.

None of the economists surveyed in a Reuters poll had expected growth to contract. The median forecast was for a rise of 0.3 percent.

From a year earlier, Asia’s fourth-largest economy grew 1.8 percent in the January-March quarter, compared with 2.5 percent growth in the poll and 3.1 percent in the final quarter of 2018.

Exports fell 2.6 percent quarter-on-quarter, a sharper drop than the 1.5 percent decline in the previous three months.

Capital investment tumbled 10.8 percent to a 21-year low, while construction investment inched down 0.1 percent, according to the central bank.

PARIS (Reuters) – A global effort to revamp international tax rules for the digital era is receiving less corporate push-back than past attempts, the OECD’s head of tax policy said on Tuesday.

The Organisation for Economic Cooperation and Development is sounding out businesses and interest groups on Wednesday and Thursday at a public consultation before it begins drafting much-anticipated reform proposals.

Corporate interests have in the past leaned hard against efforts to update international tax rules, which currently allow digital firms to keep tax bills lower than other more traditional companies.

However, OECD head of tax policy Pascal Saint-Amans said there was a change of tone judging from more than 200 comments the Paris-based policy forum received in a first call for input from businesses, accounting firms, tax justice NGOs and academics.

“We have a significant group of business people saying it’s probably time to do something,” Saint-Amans told Reuters ahead of the start of the public hearing.

The emergence of internet giants such as Google, Facebook and Amazon has pushed international tax rules to the limit because they are able to book profits in low-tax countries rather than where they customer is located.

Global reform of the rules had been debated for years with little progress until January when nearly 130 countries and territories agreed to tackle some of the most vexing issues, like when a country has the right to tax international transactions.

The OECD reform proposals will tackle on the one hand how to determine when a country should get the right to tax companies and on the other a minimum level of corporate taxation.

In the absence of reform, a growing number of countries are planning their own national taxes targeting mostly U.S.-based digital companies.

While opposed to unilateral national taxes, Washington is a relatively recent convert in favor of a wide-ranging international overhaul, although it wants a solution with a broader focus than just digital companies.

“Bargain will have to be made and … the more extreme proposals will not attract consensus,” the U.S. Treasury’s top international tax official, Chip Harter, told journalists in Paris ahead of the hearing.

He added that the aim was to have the broad outlines of an agreement from the OECD in June, so that G20 finance ministers could give a mandate to thrash out the numerous technical details before a formal deal is signed in 2020.

Avenatti  was charged on Thursday with an additional 36 indictments; he was accused of fraud, false statements, obstruction and nonpayment of taxes. In March, he was charged for attempting to extort Nike for $20 million.

Watters, the host of "Watters' World," criticized the media for not looking into Avenatti and pushing an anti-Trump narrative.

Good Samaritans rescue woman from burning car in Louisiana

A group of good Samaritans are being hailed as heroes after rescuing a woman from a burning vehicle in Louisiana on Monday after it was struck by a suspected drunk driver.

Louisiana State Police told WBRZ-TV the crash was reported around 7 a.m. along Airline Highway in Garyville, about 40 miles west of New Orleans.

A motorist who was driving in the opposite direction, Anita Haley, began recording as four men ran up to the vehicle, which was engulfed in flames and smoke.

“Such bravery and compassion for someone in a desperate situation,” she wrote on Facebook. “God bless and reward all those involved in saving this woman’s life.”

The woman was transported to a local hospital with minor injuries, WBRZ reported.

At least one of the men suffered facial burns during the rescue, Trooper Melissa Matey told NOLA.com.

The other driver, 22-year-old Richard Preston, is now facing DWI, reckless operation of a vehicle, unauthorized use of a movable and first-degree vehicular negligent injury charges.

(Reuters) – U.S. stock index futures were flat on Friday, as investors paused ahead of GDP data, which is expected to show the world’s largest economy maintained a moderate pace of growth in the first quarter.

Gross domestic product probably increased at a 2% annualized rate in the quarter as a burst in exports, strong inventory stockpiling and government investment in public construction projects offset a slowdown in consumer and business spending, according to a Reuters survey of economists.

The Commerce Department report will be published at 8:30 a.m. ET.

The GDP data comes as investors look for fresh catalysts to push the markets higher. The S&P 500 index is about 0.5% below its record high hit in late September, after surging nearly 17% this year.

First-quarter earnings have been largely upbeat, with nearly 78% of the 178 companies that have reported so far surpassing earnings estimates, according to Refinitiv data.

Wall Street now expects S&P 500 earnings to be in line with the year-ago quarter, a sharp improvement from the 2.3% fall expected at the start of April.

Amazon.com Inc rose 0.9% in premarket trading after the e-commerce giant reported quarterly profit that doubled and beat estimates on soaring demand for its cloud and ad services.

Ford Motor Co shares surged 8.5% after the automaker posted better-than-expected first-quarter earnings largely due to strong pickup truck sales in its core U.S. market.

Mattel Inc jumped 8% after the toymaker beat analysts’ estimates for quarterly revenue, as a more diverse range of Barbie dolls powered sales in the United States.

At 6:52 a.m. ET, Dow e-minis were down 35 points, or 0.13%. S&P 500 e-minis were down 1.5 points, or 0.05% and Nasdaq 100 e-minis were up 10.75 points, or 0.14%.

Among decliners, Intel Corp slumped 7.7% after it cut its full-year revenue forecast and missed quarterly sales estimate for its key data center business.

Rival Advanced Micro Devices declined 0.8%.

Oil majors Exxon Mobil Corp and Chevron Corp are expected to report results later in the day.

WARSAW (Reuters) – Germany could owe Poland more than $850 billion in reparations for damages it incurred during World War Two and the brutal Nazi occupation, a senior ruling party lawmaker said.

Some six million Poles, including three million Polish Jews, were killed during the war and Warsaw was razed to the ground following a 1944 uprising in which about 200,000 civilians died.

Germany, one of Poland’s biggest trade partners and a fellow member of the European Union and NATO, says all financial claims linked to World War Two have been settled.

The right-wing Law and Justice (PiS) has revived calls for compensation since it took power in 2015 and has made the promotion of Poland’s wartime victimhood a central plank of its appeal to nationalism.

PiS has yet to make an official demand for reparations but its combative stance towards Germany has strained relations.

“Poland lost not only millions of its citizens but it was also destroyed in an unusually brutal way,” Arkadiusz Mularczyk, who heads the Polish parliamentary committee on reparations, told Reuters in an interview.

“Many (victims) are still alive and feel deeply wronged.”

His comments come a month before European Parliament elections in which populist and nationalist parties are expected to do well. Poland will also hold national elections later this year, with PiS still well ahead of its rivals in opinion polls.

EU LARGESSE

Mularczyk said the reparations figure could amount to more than 10 times the estimated 100 billion euros ($111 billion) that Poland has received so far in European Union funds since it joined the bloc in 2004.

Germany is the biggest net donor to the EU budget and some Germans regard its contributions as generous compensation to recipient countries like Poland which suffered under Nazi rule.

In 1953 Poland’s then-communist rulers relinquished all claims to war reparations under pressure from the Soviet Union, which wanted to free East Germany, also a Soviet satellite, from any liabilities. PiS says that agreement is invalid because Poland was unable to negotiate fair compensation.

Mularczyk said his committee hoped to complete its report on the reparations issue by Sept. 1, the 80th anniversary of Hitler’s invasion.

Accusing Berlin of playing “diplomatic games” over the issue, he said: “The matter is being swept under the rug (by Germany) … until it’ll be wiped from the memory, from people’s awareness.”

His comments come after the Greek parliament voted this month to seek billions of euros in German reparations for the Nazi occupation of their country.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said the United States did not pay any money to North Korea as it sought the release of comatose American student Otto Warmbier.

The Washington Post reported on Thursday that Trump had approved payment of a $2 million bill from North Korea to cover its care of the college student, who died shortly after he was returned to the United States after 17 months in a North Korean prison.

Al-Qaida in Yemen is vowing to avenge beheadings carried out by Saudi Arabia this week — an indication that some of the 37 Saudis executed on terrorism-related charges were members of the Sunni militant group.

Al-Qaida in the Arabian Peninsula, as the branch is called, posted a statement on militant-linked websites on Friday, accusing the kingdom of offering the blood of the “noble children of the nation just to appease America.”

The statement says al-Qaida will “never forget about their blood and we will avenge them.”

U.S. ally Saudi Arabia on Tuesday executed 37 suspects convicted on terrorism-related charges. Most were believed to be Shiites but at least one was believed to be a Sunni militant.

His body was pinned to a pole in public as a warning to others.

For two friends with checkered pasts it was the luck of a lifetime: a 4 million-pound ($5.2 million) lottery win.

But Mark Goodram and Jon-Ross Watson may see their celebrations cut short.

The Sun newspaper reports that Britain’s National Lottery is withholding the payout as it investigates whether the men, who have a string of criminal convictions, used illicit means to buy the winning ticket.

The Sun said neither man has a bank account, leading lottery organizers to investigate how they obtained the bank-issued debit card that paid for the 10 pound ($13) scratch card.

Camelot, which runs the lottery, said Friday it couldn’t confirm details of the story because of winner-anonymity rules. The firm said it holds a “thorough investigation” if there is any doubt about a claim.
