Swiss to support Belt and Road push during president’s China trip

ZURICH (Reuters) – Switzerland will sign an accord backing China’s Belt and Road Initiative when President Ueli Maurer visits China this month, cementing ties with a major trading partner as other Western countries view the gargantuan project with scepticism.

President Xi Jinping’s new Silk Road initiative has been controversial particularly in Washington, which views it as a way to spread Chinese influence abroad and saddle countries with unsustainable debt, a charge Beijing rejects.

Locked in a trade war with China, the United States has been particularly critical of Italy’s decision to sign up to the plan, the first for a G7 nation. Others in the West are less keen to jump aboard, although many have kept an open mind.

Neutral Switzerland sees the BRI accord to be signed during Maurer’s trip as a way to support economic development, especially in central Asia.

“The aim of the memorandum is for both parties to intensify cooperation on trade, investment and project financing in third markets along the routes of the Belt and Road Initiative”, the finance ministry said on Tuesday without giving more details.

Maurer, who is also finance minister, will attend the second Belt and Road summit next week which is expected to draw around 40 foreign leaders.

The first summit for Belt and Road — which envisions rebuilding the old Silk Road to connect China with Asia, Europe and beyond with massive infrastructure spending — was in 2017.

Xi has also invited Maurer for a state visit on April 28 and 29, his ministry said. Swiss business and financial leaders will accompany Maurer on his eight-day China trip.

Switzerland, one of the first Western states to recognize the People’s Republic, was the first country in continental Europe to reach a free trade agreement with China, its largest trade partner after the European Union and United States.

Xi made a state visit to Switzerland in 2017.

WASHINGTON (Reuters) – The U.S. Supreme Court, in one of the most consequential cases of its current term, on Tuesday will hear the Trump administration’s bid to add a citizenship question to the 2020 census, a plan opponents have called a Republican effort to scare immigrants from taking part in the population count.

Lower courts have blocked the question, ruling that the administration violated federal law and the U.S. Constitution in seeking to include it on the census form. The nine Supreme Court justices will hold an extended 80-minute argument session in the administration’s appeal, with a ruling due by the end of June.

The case comes in a pair of lawsuits by a group of states and localities led by New York state, and a coalition of immigrant rights groups challenging the legality of the question. The census forms are due to be printed in the coming months.

The official population count, as determined by the census, is used to allot seats in the U.S. House of Representatives and distribute some $800 billion in federal funds.

Opponents have said inclusion of the question would cause a severe undercount by frightening immigrant households and Latinos from filling out the census, fearful that the information would be shared with law enforcement. This would cost Democratic-leaning areas electoral representation in Congress and federal aid, benefiting Republican-leaning parts of the country, they said.

President Donald Trump, a Republican, has pursued hardline immigration policies. His administration said the citizenship question would yield better data to enforce the Voting Rights Act, which protects eligible voters from discrimination.

Business groups and corporations such as Lyft, Inc, Box, Inc, Levi Strauss & Co and Uber Technologies Inc also opposed the citizenship question, saying it would compromise census data that they use to make decisions including where to put new locations and how to market products.

Manhattan-based U.S. District Judge Jesse Furman on Jan. 15 ruled that the Commerce Department’s decision to add the question violated a federal law called the Administrative Procedure Act. Federal judges in Maryland and California also prohibited the question’s inclusion in subsequent rulings, saying it would violate the Constitution’s mandate to enumerate the population every 10 years.

Furman found that Commerce Secretary Wilbur Ross, whose department includes the Census Bureau, concealed his true motives for his March 2018 decision to add the question.

The Census Bureau itself estimated that households corresponding to 6.5 million people would not respond to the census if the citizenship question is asked, leading to less accurate citizenship data.

Citizenship has not been asked of all households since the 1950 census. It has featured since then on questionnaires sent to a smaller subset of the population. While only U.S. citizens can vote, non-citizens comprise an estimated 7 percent of the population.

House Democrats demand documents on Trump administration’s ‘bizarre and unlawful’ proposal to release migrants in sanctuary cities

House Democrats on Monday blasted the Trump administration over its “bizarre and unlawful” proposal to release immigrant detainees into sanctuary cities, and demanded documents from the White House and the Department of Homeland Security related to the floated policy.

The Democrats also claimed that if it were enacted, it would be solely for “political purposes.”

House Judiciary Committee Chairman Jerrold Nadler, D-N.Y.; House Oversight Committee Chairman Elijah Cummings, D-Md.; and House Homeland Security Chairman Bennie Thompson, D-Miss., penned a letter to DHS and the White House Monday requesting emails, and other communications between administration officials related to the proposal.

“We are deeply troubled by multiple reports, recently confirmed by the President, that the Trump Administration is considering releasing detained immigrants into congressional districts represented by Democrats in a bizarre and unlawful attempt to score political points,” the chairmen wrote.

“Not only does the Administration lack the legal authority to transfer detainees in this manner, it is shocking that the President and senior Administration officials are even considering manipulating release decisions for purely political reasons,” they continued.

The chairmen requested communications, emails, and other documents related to the transfer or release of immigrant detainees to specific areas in the U.S.; between DHS officials and Immigration and Customs Enforcement (ICE) officials, and any other materials related to the proposed policy.

The letter comes after President Trump responded to a Washington Post report last week, all but confirming that the administration proposed releasing detained immigrants in sanctuary cities. The president said that relocating illegal immigrants to these districts should make the “Radical Left” happy.

His comments came after The Post reported that the White House proposed sending the detainees to sanctuary cities twice in the last six months. The proposal was first floated in November amid reports of a large migrant caravan from Central America making its way to the southern border. The idea was again considered in February, amid the standoff with Congress over a border wall.

The Post said the plan was shot down both times, but last week, Trump signaled the proposal isn’t dead.

“Due to the fact that Democrats are unwilling to change our very dangerous immigration laws, we are indeed, as reported, giving strong considerations to placing Illegal Immigrants in Sanctuary Cities only,” Trump tweeted last week. “The Radical Left always seems to have an Open Borders, Open Arms policy—so this should make them very happy!”

Trump repeated the remarks later at the White House: "We can give them an unlimited supply...let’s see if they have open arms."

The president doubled down as Democrats fumed over the relocation idea.

“The extent of this Administration’s cynicism and cruelty cannot be overstated,” House Speaker Nancy Pelosi’s spokeswoman Ashley Etienne said in a statement Friday. “Using human beings—including little children—as pawns in their warped game to perpetuate fear and demonize immigrants is despicable, and in some cases, criminal.”

She added: “The American people have resoundingly rejected this Administration’s toxic anti-immigrant policies, and Democrats will continue to advance immigration policies that keep us safe and honor our values.”

Pelosi’s district—San Francisco—was among the sanctuary cities to which the administration considered sending detainees.

White House officials, though, stressed earlier Friday that the plan never went anywhere. A source familiar with discussions told Fox News that Democrats who advocate leniency toward illegal immigrants should work with the administration to find ways to transport those set for release, including in their states and districts.

The proposal was apparently rejected both times it came up by administration immigration agencies.

It is unclear, at this point, whether immigration agencies would now support the proposal.

Trump has repeatedly blasted sanctuary cities, which are areas where local authorities refuse to cooperate with federal immigration agencies. The cities are typically run by Democrats.

The president was also hit last week with questions over the administration’s past family separation policy at the border. Trump said they have no plans to revive the policy, amid renewed speculation about whether the practice could return amid a shake-up in staffing at the Department of Homeland Security, including the resignation of Secretary Kirstjen Nielsen.

Kevin McAleenan, who was serving as CBP commissioner, is replacing her as acting secretary.

Nielsen’s resignation last Sunday came amid an influx of migrants at the U.S.-Mexico border. Nielsen was reportedly frustrated with the difficulty of getting other departments to help deal with the growing number of families crossing the border. But administration officials told Fox News that McAleenan best fits Trump’s requirement of being the “toughest cop” on the frontier and that Nielsen had been viewed as resistant to some of the immigration measures pushed by the president and his aides.

By last Tuesday, DHS Acting Deputy Secretary Claire Grady also resigned.

And last Wednesday, Nielsen announced that ICE Acting Director Ron Vitiello would be stepping down by the end of the week.

LOS ANGELES (Reuters) – Global smash hit television series “Game of Thrones” is about to come to an end, and composer Ramin Djawadi is one of the few people who knows how it all goes down.

Not that he is saying anything. Such is the secrecy around the final season that Djawadi hasn’t even played the music for his wife ahead of the Season 8 premiere on HBO on April 14.

“I watched it by myself and was just floored at what’s happening,” Djawadi told Reuters Television. “I immediately go ‘How am I going to paint this musically and what am I going to do with my score?’ knowing that this is it for me.”

The German-Iranian composer wrote the score for all seven prior seasons of the medieval fantasy about warring families, dragons and zombies in the fictional kingdom of Westeros.

Using cellos to anchor the score, Djawadi, 44, wrote musical themes for dozens of different characters as well as the rival households.

“I liked the tone of the cello, the range of the cello. It can play really low, and this show being primarily a dark show, I just felt it was a great melody instrument for that,” he said.

Flutes were banned and the piano only made its entrance in the Season 6 finale with the haunting “Light of the Seven” theme when Queen Cersei is silently plotting mass revenge.

Djawadi, who won an Emmy in 2015 for his “Game of Thrones” work, said the no-flute rule came from early discussions with TV series creators David Benioff and D.B. Weiss.

“It really came from the idea that this is a fantasy period piece and we don’t want to have medieval flutes,” Djawadi said.

With its vast cast, “Game of Thrones” is known for the often brutal deaths of beloved characters. Djawadi said he was still traumatized by the burning at the stake of Princess Shireen in 2015, and the loss of gentle giant Hodor three years ago.

“I write from my heart because that’s how I really feel at that moment and it gets quite emotional for me. Sometimes I do have to take a step away and take a moment and work on something else,” he said.

“I think it will be very hard for me to say goodbye to these themes and to the show and the music. How exactly I feel when I do, I just don’t know yet.”

Doug Schoen: Trump Foreign Policy Lacks Discipline

Doug Schoen, pollster and Democratic strategist, blasted President Donald Trump's approach to foreign policy and said it projects an image of the U.S. abdicating its role as "democracy's standard-bearer."

Schoen made his comments in a column posted by Fox News website Tuesday.

Schoen referred to former Vice President Dick Cheney recently pressing Vice President Mike Pence about Trump's foreign policy during a closed-door event.

"Despite often opposing Vice President Cheney, I largely agree with him that the Trump administration's foreign policy lacks direction and discipline," he said.

"I remain concerned that President Trump's nationalistic, isolationist 'America First' approach to foreign policy projects an image of the United States as abdicating our role on the world stage as democracy's standard-bearer."

Schoen claimed many of the "more reasoned voices" on Trump's national security team have left, notably former Secretary of Defense Jim Mattis.

"While I may not have wholeheartedly agreed with Secretary Mattis on everything, we share an understanding of the role that the United States should play on the world stage: the role of a global leader who champions democracy and stands up for our allies," he said.

And Schoen said Trump's lack of foreign policy direction has been particularly troubling.

"For America to truly succeed, we must renew our commitment to global leadership in a way that is informed by an idealistic, moral, yet also practical outlook toward the international community," he said.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

President Trump, in a wide-ranging, exclusive phone interview with Fox News’ Sean Hannity, dismissed the launch of former Vice President Joe Biden’s presidential campaign, nicknaming him “Sleepy Joe” and saying he’s “not the brightest bulb.” Biden, the president said, has name recognition but he won’t “be able to do the job.” When asked about Sen. Bernie Sanders, I-Vt., Trump criticized his record, saying Sanders had “misguided energy” and asserted that Sanders “talks a lot” but hasn’t accomplished anything. The president referred to former U.S. Rep. Beto O’Rourke of Texas as “a fluke” who had lost much momentum and outright dismissed Sen. Kamala Harris, D-Calif., and South Bend, Ind., Mayor Pete Buttigieg — although he said he was “rooting” for Buttigieg. (Trump could address Biden and the other Democratic presidential candidates when he speaks today before the National Rifle Association.)

Former Democratic National Committee (DNC) chair Howard Dean warned Joe Biden about the troubles he may face in his presidential campaign, especially from the “35-year-olds” who Dean says have been running the party — a clear nod to Rep. Alexandria Ocasio-Cortez, D-N.Y., and fellow freshmen Democrats. “This is a very different party than even the party Joe Biden ran in in 2012. Very different,” Dean continued. “A lot of people could win this race. There’s 20 people in there. I think it’s going to take $20 million to get to the starting line. If you can’t raise $20 million, you’re gone, and I think that’s going to take care of about six or eight of these folks. … But it is not the same party that it was five years ago.” A progressive political group that boosted Ocasio-Cortez’s bid for Congress last year vowed to oppose Biden and blasted him as part of the “old guard.”

Kim accuses US of acting in ‘bad faith’
North Korean leader Kim Jong Un, fresh off his summit with  Russian President Vladimir Putin, said the U.S. has been acting in “bad faith” since his Hanoi meeting with President Trump over the stalemated issue of North Korean denuclearization. The North Korean leader told the Korean Central News Agency that, “the situation on the Korean Peninsula and the region is now at a standstill and has reached a critical point,” the Straits Times of Singapore reported. Kim warned that the situation “may return to its original state as the U.S. took a unilateral attitude in bad faith at the recent second DPRK-US summit talks,” the Korean Central News Agency added.

The first round of the 2019 NFL Draft saw a run on defensive players, with eight of the top 12 picks in Nashville coming from that side of the ball. After Oklahoma quarterback Kyler Murray was taken first overall by the Arizona Cardinals, the San Francisco 49ers started a run of four straight front-seven players by taking Ohio State defensive end Nick Bosa with the second overall pick — the highest draft slot for any Buckeye since left tackle Orlando Pace went No. 1 overall to the St. Louis Rams in 1997.
