Abbas picks loyalist Shtayyeh as Palestinian prime minister

RAMALLAH, West Bank/GAZA (Reuters) – Economist Mohammed Shtayyeh, a member of the West Bank’s dominant Fatah party, was named Palestinian prime minister on Sunday in what the rival Hamas group that runs Gaza called a blow to unity efforts.

The appointment was announced six weeks after Rami al-Hamdallah tendered his resignation from the post and the resignation of his unity government to President Mahmoud Abbas, underscoring the failure of Hamas and Fatah to implement a power-sharing deal.

Speaking to Palestine Television, Shtayyeh said he would immediately begin consultations with factions belonging to the Palestine Liberation Organization, which Abbas heads, on forming a new cabinet.

Hamas, which has controlled Gaza since seizing the enclave from Fatah in 2007, is not a member of the PLO. Ismail Rudwan, a senior official in the Islamist group, said the creation of “a separatist government … will prolong Palestinian division”.

Hamas and Fatah signed a reconciliation deal in November 2017 calling for Abbas’ West Bank-based Palestinian Authority (PA) to resume governing in Gaza and take control of its crossing points into Egypt and Israel.

However, disputes quickly arose on how to implement the agreement. Another sticking point has been policy toward Israel, which has occupied the West Bank since the 1967 Middle East war and maintained tight control of Gaza’s borders since withdrawing settlers and troops from the area in 2005.

Shtayyeh’s immediate challenge is to shore up the cash-strapped PA, which exercises limited self-rule under interim peace accords with Israel.

The PA has been squeezed by steep U.S. aid cuts, with the cash crisis exacerbated by a dispute with Israel over the withholding of some 5 percent of the monthly tax revenues it transfers to the Authority.

Israel said the money it is holding back is used by the PA to pay stipends to families of militants killed or jailed by Israel. The PA has refused to accept any tax transfers until those funds are restored.

Shtayyeh, seen largely as a technocrat, most recently headed the Palestinian Economic Council for Research and Development, a donor coordination and advocacy body established by the PLO in 1993.

Indonesian president’s coalition to win parliament majority: survey

March 21, 2019

JAKARTA (Reuters) – A coalition of political parties backing Indonesian President Joko Widodo is on course to win more than half of the votes in next month’s elections, giving them control of parliament, according to a new survey released on Thursday.

Indonesia is holding simultaneous presidential and parliamentary elections on April 17.

Ten political parties backing Widodo are expected to get 52.3 percent of votes, while the coalition backing his challenger, retired general Prabowo Subianto, trail with 29.5 percent, according to a survey by pollster Litbang Kompas.

Nearly 20 percent of voters remain undecided, said the pollster, which is part of Indonesia’s biggest newspaper Kompas.

The survey was conducted between the end of February and early March.

Widodo formed a minority government when elected in 2014, but Golkar, the country’s second-biggest political party, jumped ship in early 2016 to support the president.

The president has since held a majority in the house of representatives, making it easier for him to pass legislation.

The survey showed that the two leading parties were benefiting from their association with the president and his opponent.

The Democratic Party of Struggle, of which Widodo is a member, is likely to remain by far the largest party, but Prabowo’s Greater Indonesia Movement is on course to grab second position from Golkar, the Kompas survey results showed.

In the presidential race, Widodo’s big lead over Prabowo has been cut to below 12 percentage points from around 20, according to another Kompas survey published this week.

Biden’s Senate records held by his alma mater won’t be released until late 2019, possibly even later

The public is being denied access to about 2,000 boxes of records from Joe Biden’s Senate career -- information that spans more than three decades.

The University of Delaware, where the Biden archive is stored, says the records might not be available until late 2019, possibly even later.

The news comes as the former vice president is set to announce his candidacy for president on Thursday morning, joining a crowded Democratic primary field where he’s going to immediately stand out. The latest polls already put him on par with Sen. Bernie Sanders, I-Vt., another leading 2020 candidate.

JOE BIDEN WOULD BE 'MOST SANE' DEMOCRAT RUNNING FOR PRESIDENT, LARA TRUMP SAYS

The delay in access to Biden's records -- coinciding with new scrutiny he is facing over behavior toward women -- results from the conditions of his donation to the University of Delaware.

“The Biden senatorial papers are indeed still closed, pending completion of processing (still underway) and as per our agreement with the donor, which is that the papers would remain closed until the later date of 12/31/2019 or two years after the donor retires [from] public service,” L. Rebecca Johnson Melvin, head of the university library's archives department, told HuffPost.

“The Biden senatorial papers are indeed still closed, pending completion of processing (still underway) and as per our agreement with the donor, which is that the papers would remain closed until the later date of 12/31/2019 or two years after the donor retires [from] public service.”

— L. Rebecca Johnson Melvin, University of Delaware library official

GOP STRATEGIST COLIN REED ON BIDEN'S EXPECTED 2020 ANNOUNCEMENT: 'THE GLOVES WILL COME OFF RIGHT AWAY'

She added that it remains to be seen whether the records will be released even after the December 2019 deadline.

Biden voluntarily donated the records to his former school back in 2011, initially setting out the following condition for their release to the public: “no sooner than two years after [Biden] retires from any public office.”

But an updated agreement with the university was somewhat amended after he left office in 2017, reflecting Biden’s growing political ambitions. The records will now be sealed until at least the end of the year or even further, as the university library official confirmed.

The library is reportedly holding about 1,850 boxes of archival records and “extensive electronic records” from Biden’s time in the Senate.

Wisconsin parents arrested after newborn found wrapped in plastic bag in car trunk: police

Wisconsin parents were arrested after their newborn baby boy was found wrapped in a plastic bag in the back of his father's car and later died from his injuries, Wood County deputies said in a press release posted online Wednesday.

Twenty-two-year-old Marylinn Feher and 19-year-old Allen Rice were arrested on suspicion of child neglect for the death of their newborn son, who died Saturday after he was found “wrapped inside a tied plastic garbage bag” in the back of the car, WAOW reported.

CALIFORNIA PARENTS ARRESTED AFTER DAUGHTER, 3, DIES; MOTHER WAS ALREADY ON PROBATION, POLICE SAY

Wood County sheriffs were called to Marshfield Medical Center Saturday morning after staff reported a possible missing newborn, according to the press release. Officers found the infant wrapped in a bath towel inside a tied plastic bag in the trunk of a vehicle belonging to the child’s father abandoned in the hospital’s parking lot, WLUK reported.

Police estimate the infant was left in those conditions for approximately three hours. The child was rushed to the medical center’s emergency unit where he was reportedly revived temporarily but later died.

An investigation revealed Feher gave birth to the baby boy earlier that day at a private home in the town of Milladore. It remains unclear how hospital staff knew about the missing newborn. The child was not brought to the medical center earlier to be treated for injuries before he was found by police.

The Wood County police department also said it will recommend homicide charges against the child’s mother. A $250,000 bond was set for Feher and a $35,000 bond was set for Rice, reported WLUK. Both parents are due to appear in court on April 22.

Erdogan shows New Zealand attack video in weekend rallies

Turkey's president showed parts of a video taken by the attacker who killed 50 people at two mosques in New Zealand to comment on what he called rising Islamophobia.

President Recep Tayyip Erdogan showed the clips over the weekend during campaign rallies for March 31 local elections. The video, which was blurred but had clear sounds of automatic gunfire, was shown to thousands of people at the rallies and was aired live on Turkish television.

Erdogan used the video to comment on attacks on Islam and rising Islamophobia. He accused the Western world for not calling the attack on the two Christchurch mosques "Christian terror," when acts committed by Muslims are called "Islamic terror."

He also referred to a manifesto by the suspected attacker, Brenton Tarrant, in which he threatened Turks and vowed to make Istanbul "Christian owned once more."

Erdogan then shifted his rhetoric to slamming the main opposition's leader, as is common in all of his campaign rallies. He criticized the Republican People's Party's Kemal Kilicdaroglu for blaming Islam and Muslims for the attack.

The opposition leader had condemned the attack on Friday and also said the Islamic world should look within itself to understand the causes of terrorism.

Faik Oztrak, the vice chairman of the Republic People's Party, or CHP, accused Erdogan of using the video as "propaganda materials for the sake of three or five votes." His comments were carried by the official Anadolu news agency Sunday.

New Zealand Foreign Minister Winston Peters said Monday that he told his Turkish counterpart and Erdogan's vice president, who were visiting the country, that the video doesn't represent New Zealand. He said it could also endanger New Zealanders.

Facebook said it removed 1.5 million videos of the New Zealand shootings during the first 24 hours after the massacre.

Beto 2020 off to a rocky start

**Want FOX News Halftime Report in your inbox every day? Sign up here.**

On the roster: Beto 2020 off to a rocky start - Gillibrand formally joins the 2020 race - Hogan pitches himself as a traditional Republican - Poll: Americans’ trust in Mueller is decreasing - ‘Eat mor chikin’ ad IRL

BETO 2020 OFF TO A ROCKY START
Politico: “A more disciplined candidate might not have been so sloppy, with months to prepare and adoring crowds waiting. Yet there was Beto O’Rourke, wobbling on policy, offending women with a joke about child care, frustrating local Democrats with his high-handedness and picking bewildering fights with the media. … O’Rourke’s liabilities began showing soon after he arrived in Iowa, the first-in-the-nation caucus state. On Friday, the second day of his campaign, the former Texas congressman was forced to apologize for what he called ‘really hateful’ writings from his youth… Hours later, O’Rourke was apologizing for ham-handedly joking about his wife, Amy, raising their children ‘sometimes with my help.’ … Yet he was still confronting his previous comments as recently as Sunday — after drawing criticism for remarks printed on the cover of Vanity Fair in which O’Rourke said before entering the race that he was ‘just born to be in it.’ … It was not a clean start to O’Rourke’s 2020 run. Though he benefited from nonstop media coverage, a blockbuster initial fundraising figure, and his own political acuity … O’Rourke’s opening act also laid bare disorder in his nascent campaign.”

But his fundraising is through the roof - WaPo: “Beto O’Rourke reported raising more than $6.1 million during the first 24 hours of his presidential campaign, a record-setting haul that narrowly tops the amount announced by Sen. Bernie Sanders and dwarfs everyone else in the 2020 field. O’Rourke was a fundraising juggernaut during his U.S. Senate race in Texas last year, but there were significant questions about whether that would translate to a national campaign… The answer appears to be yes. O’Rourke’s campaign said he raised $6,136,763 from donations that came from all 50 states, D.C., and every U.S. territory. ‘In just 24 hours, Americans across this country came together to prove that it is possible to run a true grassroots campaign for president — a campaign by all of us for all of us that answers not to the PACs, corporations, and special interests but to the people,’ O’Rourke said in a statement.”

He gave Biden a lot of support to enter the race too - Politico: “The first time Beto O’Rourke praised Joe Biden, it could have been dismissed as an act of diplomacy. ‘I don’t see why not,’ the newly minted presidential candidate said Friday when asked outside a campaign stop in Washington, Iowa, whether he thought Biden should run for president. ‘I think he’s done an extraordinary job for this country as senator and as vice president. … I think very highly of him.’ Then it happened again, when an Iowan in Independence told O’Rourke, who is 46, that he wanted ‘to see some young people run for president’ and would prefer that Biden — who has 30 years on O’Rourke — stay out. O’Rourke could have let the comment hang in the air, but he came immediately to Biden’s defense. And Biden was still on his mind several hours later.”

RNC criticized over St. Patrick’s Day tweet featuring Beto - Fox News: “The Republican National Committee on Sunday tweeted out a ‘special message’ from ‘noted Irishman Robert Francis O’Rourke,’ by sending his mugshot with a leprechaun hat that was widely criticized as insensitive. O’Rourke has previously admitted to a 1998 arrest when he was 26 for drunken driving and said nothing else will come out that could be used against him during the 2020 presidential campaign. O’Rourke told supporters Sunday that there’s ‘nothing’ he hasn’t already revealed about his past that could come back to hurt his run for office. The Washington Examiner reported that several high-profile Republicans came out against the tweet. An aide for Sen. Rand Paul, R-Ky., tweeted, ‘If you think you’re funny or clever by stereotyping and making fun of any race or nationality to score political points, you’re an idiot, and you should probably not tweet.’”

THE RULEBOOK: LESSONS FROM THE PAST
“I have thought it not superfluous to give the outlines of this important portion of history; both because it teaches more than one lesson, and because, as a supplement to the outlines of the Achaean constitution, it emphatically illustrates the tendency of federal bodies rather to anarchy among the members, than to tyranny in the head.” – Alexander Hamilton and James Madison, Federalist No. 18

TIME OUT: WORDS REALLY ARE HARD
Smithsonian: “‘French fries’ might not be on the menu if not for ancient farmers, and not because we can now grow plenty of potatoes, but because it would be harder to enunciate the f sounds needed to order them. The ability to make labiodental sounds—which are sounds that require you to put your lower lip on your upper teeth, such as f and v sounds—may not have fully developed until agriculture introduced softer foods to the human diet, changing our jaws, according to an intriguing and controversial study published [on March 14] in Science. Orthodontists know that overbite … are common among people all over the world. But the study’s authors assert that such jaw structures were rarer in the Paleolithic Period, when hunter-gatherer’s rough diets demanded more force from teeth that met edge to edge. Agriculture softened our ancestors’ diets with processed gruels, stews and yogurts, and this fare led to gradually shrinking lower jaws to produce today’s overcrowded mouths.”

GILLIBRAND FORMALLY JOINS THE 2020 RACE
USA Today: “New York Sen. Kirsten Gillibrand made official what already was well-known Sunday, formally joining the crowded Democratic field of candidates for president in 2020. ‘I’m running for president,’ she tweeted. ‘Let’s prove that brave wins.’ Gillibrand, 52, made the announcement on Twitter with a two-and-a-half- minute campaign video titled ‘The Brave.’ She discusses ‘The Star-Spangled Banner’ and urges Americans in ‘the home of the brave’ to support her and her policies. Gillibrand talks about universal health care, family leave, an end to gun violence, the Green New Deal and campaign finance changes. The video concludes with the senator saying that each generation must answer the anthem's question, whether the brave will win. … Gillibrand, one of six women in the Democratic field, launched an exploratory campaign in January. Recent polling of the field shows her garnering 1 percent or less of the vote – an important number because claiming 1 percent or more would qualify her for primary debates.”

Beto, Booker signal toward female VP picks - NYT: “With a record number of female candidates running for president, some male Democratic contenders are signaling that a woman will be on their 2020 ticket — just not at the top. Two male candidates, Senator Cory Booker of New Jersey and Beto O’Rourke, the former Texas congressman, suggested this weekend that they would pick a woman as their vice president if they won the nomination. ‘It would be very difficult not to select a woman, with so many extraordinary women who are running right now,’ Mr. O’Rourke told reporters in Iowa on Saturday night. … Announcing the demographic profile of a potential vice-presidential pick is highly unusual, especially more than 10 months before the first round of voting takes place in Iowa. The comments reflect a desire by male candidates to show that they are not taking female voters for granted, particularly as so many women mount bids of their own for the nomination. … Issues of race and gender have already emerged as a central theme of the Democratic primary race…”

2020 Dems vocalize stance on expanding Supreme Court - Politico: “After watching Mitch McConnell transform the judiciary over the past four years, liberals are demanding a bold response. And Democrats are listening. Sens. Kamala Harris, Elizabeth Warren and Kirsten Gillibrand told POLITICO they would not rule out expanding the Supreme Court if elected president, showcasing a new level of interest in the Democratic field on an issue that has until recently remained on the fringes of debate. The surprising openness from White House hopefuls along with other prominent Senate Democrats to making sweeping changes — from adding seats to the high court to imposing term limits on judges and more — comes as the party is eager to chip away at the GOP’s growing advantage in the courts. … Expanding the Supreme Court would amount to a historic power play by the next Democratic president and Congress, requiring an intense legislative fight and the abandonment of many judicial and congressional norms.”

HOGAN PITCHES HIMSELF AS A TRADITIONAL REPUBLICAN
WaPo: “Maryland Gov. Larry Hogan acknowledges that many Republicans nationwide who have heard about his potential presidential ambitions probably view him as a centrist with little hope of finding support in President Trump’s GOP. But amid growing tensions between Trump and Republican lawmakers over foreign policy and the president’s treatment of global alliances, Hogan is signaling that if he decides to wage an insurgent campaign for the GOP nomination, he would pitch himself as far more in tune with the party’s long-held values and worldview than Trump. ‘I come from the Ronald Reagan school of politics,’ Hogan said last week in a wide-ranging interview at the state capitol, shaking his head in disapproval when asked whether he shares Trump’s nationalism. He said groups such as the North Atlantic Treaty Organization, a frequent target of Trump’s ire, are ‘critically important.’ He expressed alarm about the way the president is ‘not standing by or standing up for some of our allies,’ and he poked fun at Trump’s competence.”

POLL: AMERICANS’ TRUST IN MUELLER IS DECREASING
USA Today: “Amid signs that special counsel Robert Mueller's investigation into Russian election interference may be near its conclusion, a new USA TODAY/Suffolk University Poll finds that trust in Mueller has eroded and half of Americans agree with President Donald Trump's contention that he has been the victim of a ‘witch hunt.’ Support for the House of Representatives to seriously consider impeaching the president has dropped since last October by 10 percentage points, to 28 percent. Despite that, the survey shows a nation that remains skeptical of Trump's honesty and deeply divided by his leadership. A 52 percent majority say they have little or no trust in the president's denials that his 2016 campaign colluded with Moscow in the election that put him in the Oval Office. That number does reflect an improvement from previous polls. One year ago, 57 percent had little or no trust in his denials; in December, 59 percent did. Twenty-eight percent say they have a lot of trust in former FBI director Mueller's investigation to be fair and accurate. That's the lowest level to date and down 5 points since December.”

Trump backs call for Mueller report to be made public - Fox News: “President Trump on Saturday backed bipartisan calls in Congress for FBI Special Counsel Robert Mueller’s report into Russian interference in the 2016 election to be made public. ‘Play along with the game!’ the president told Republicans. ‘On the recent non-binding vote (420-0) in Congress about releasing the Mueller Report, I told leadership to let all Republicans vote for transparency,’ he tweeted. ‘Makes us all look good and doesn’t matter.’ The House voted on Thursday in support of a nonbinding resolution to encourage Attorney General William Barr to release the report, amid continuing concerns in some quarters that it won't be made public. Four Republican lawmakers voted present. Since the measure is nonbinding, Mueller, Barr and Trump cannot be forced to release more information to Congress and the public than the Justice Department and federal law require.”

With traffic halted for a short while, one driver was able to capture video of the bovine on the loose. (Reuters) – U.S. oil and natural gas producer Chevron Corp reported a 27 percent fall in quarterly earnings on Friday, hit by lower crude prices and weaker margins in its refining and chemicals businesses.

Net income attributable to the company fell to $2.65 billion, or $1.39 per share, for the first quarter ended March 31, from $3.64 billion, or $1.90 per share, a year earlier.

Earlier in the day, larger rival Exxon Mobil Corp reported earnings well below analysts’ estimates, as margins in its refining business were hurt by higher Canadian prices and heavy scheduled maintenance.

Hundreds of Cuban migrants are reported to be on the run Friday in Mexico after a crowd of more than 1,000 burst out of a troubled immigration detention center on its southern border.

Mexico’s National Immigration Institute said the mass escape Thursday in Tapachula – which the Associated Press called the largest in recent memory — involved around 1,300 Cuban migrants, although 700 of them have since returned voluntarily.

The migrants reportedly streamed out of the compound without any resistance, as the institute said its agents weren’t armed and “there was no confrontation.”

Federal police with riot shields later rushed in to control the situation, as a crowd of angry Cubans whose relatives were being held at the facility gathered outside. The Cubans claimed their relatives reported overcrowding and unsanitary conditions at the facility.

BORDER PATROL UNION CHIEF BLASTS CONGRESS OVER MIGRANT CARAVANS: ‘WHAT ARE YOU DOING ABOUT IT’?

“My wife and child have been in there for 27 days in bad conditions,” said Usmoni Velazquez Vallejo, as he waited outside for news. “There is overcrowding, insufficient food and there isn’t even medicine for them.”

Another Cuban detainee told the AFP: “We have many there… we are very tight, we sleep on the floor.”

It’s the third time since October that migrants at the facility staged an uprising, according to the news agency.

The center’s holding capacity is officially listed at less than 1,000 people, but the escape of 1,300 meant it was probably at least at double its capacity, since not everyone being held there escaped. Residents in the area said that sometimes the facility has held as many as 3,000 people, and a Mexican newspaper cited by Reuters said Haitians and Central Americans also are among the large group who still have not been tracked down.

(Reuters) – Exxon Mobil Corp on Friday reported first-quarter profit fell sharply on lower oil and gas prices and weakness in its refining and chemicals businesses that offset modest production gains.

The largest U.S. oil producer’s first quarter earnings fell to $2.35 billion, or 55 cents a share, from $4.65 billion, or $1.09 a share, a year ago.

Analysts had expected Exxon to earn 70 cents per share, according to Refinitiv Eikon estimates.

Shares were trading down about 2.7 percent in premarket trading on Friday.

Exxon’s oil equivalent production rose 2 percent to 4 million barrels per day, up from 3.9 million bpd in the same period the year prior. The company said its output in the Permian Basin, the largest U.S. shale basin, rose 140 percent over a year ago.

The Washington Post’s media critic went into meltdown after White House Press Secretary Sarah Sanders held a mock press briefing for the children of White House journalists and employees on Take Your Daughters and Sons to Work Day.

Erik Wemple, the newspaper’s chief media critic, slammed Sanders and the White House for organizing a fun day on Thursday for junior would-be journalists, while not holding an actual press conference for the record number of days.

WHITE HOUSE STAFF TO SKIP CORRESPONDENTS’ DINNER AFTER LAST YEAR’S CONTROVERSY

Wemple wrote that Sanders gave to children an important lesson of “the centrality of nonaccountability mechanisms in the affairs of state” after she announced that the mock press briefing was “off the record.”

“When the children head home tonight, perhaps they can pull up archival footage to see how their questions stack up against ye olde press briefings,” he added.

“Accordingly, Sanders was doing more than just providing a fun interlude for the kids; she was headlining a reenactment, anchoring a bona fide historical site.”

“Tuesday, after all, marked a record for number of days without a White House press briefing. Accordingly, Sanders was doing more than just providing a fun interlude for the kids; she was headlining a reenactment, anchoring a bona fide historical site.”

While some correspondents praised the White House for doing “a lot of work to welcome the children and provide “them an excellent experience,” other journalists echoed Wemple’s criticism and pointed out that Sanders hasn’t held a press briefing in over 40 days.

“Kids of WH Press Corps members are getting ready for a briefing with  @PressSec. Their parents have not had one in 45 days,” tweeted CBS News’ White House Correspondent Weijia Jiang.

“The irony of it is that they’re pretending that the White House press briefing is a thing, and they’re pretending that this is how the White House operates, but this is not at all how the White House operates … It’s a relic of an earlier time,” another correspondent quoted by the Post said.

The Post struck a different tune in a column earlier this year, which declared that despite the administration’s criticism of the media, President Trump was “extremely accessible.”

Wemple quoted Martha Joynt Kumar, director of the White House Transition Project, who said that Trump held 338 “short question-and-answer” sessions over his time in office, significantly more than 75 such sessions by former President Barack Obama during his first full two years in office.
