Mali warns any cut in UN force will strengthen terrorists

Mali's prime minister is urging the Security Council to maintain its more than 16,000-strong peacekeeping mission in the country, warning that any reduction will end up strengthening terrorist groups and endangering the "fragile progress" toward peace.

Soumeylou Boubeye Maiga addressed the council Friday after U.S. Undersecretary of State for Political Affairs David Hale expressed disappointment "at the lack of significant progress" toward implementing a 2015 peace deal and called for a re-evaluation of the peacekeeping mission.

Hale asked Secretary-General Antonio Guterres to provide the council with options for "a significant adaptation" of the Mali force in time for negotiations on the renewal of its mandate which expires in June.

Mali has been in turmoil since a 2012 uprising prompted mutinous soldiers to overthrow the president of a decade.

European shares little changed before U.S. jobs data

(Reuters) – European shares were little changed on Friday as investors waited for a closely watched U.S. jobs report and trade talks between China and the United States continued.

The pan-region STOXX 600 index was up 0.1 percent at 0730 GMT, set for its best weekly rise in three weeks. Most European markets were higher, but Germany’s tariff-sensitive DAX slipped lower.

German industrial output rose in February, some good news for Europe’s largest economy. All eyes will now be on the U.S. non-farm payrolls report for March due later in the day, which is expected to show a recovery from February’s 17-month low.

U.S. President Donald Trump said a U.S.-China trade deal could be announced within four weeks, but he warned China it would be difficult to let trade continue without an agreement.

More complications arose for a possible merger of Deutsche Bank and Commerzbank. The European Central Bank will ask Deutsche Bank to raise fresh funds before it gives the go-ahead for the deal, a source told Reuters.

The demand could complicate a bid to create Europe’s third-largest bank out of Germany’s top two lenders, who have struggled to recover since the financial crisis.

Shares of both banks were slightly higher.

SES shares jumped more than 6 percent after the company’s successful launch of medium earth orbit satellites.

Swiss producer and supplier of polymers and chemicals Ems Chemie climbed 5 percent after it beat first-quarter net sales target.

Ladbrokes owner GVC Holdings Plc shares rose after it posted 8 percent growth in quarterly net gaming revenue.

Hammerson Plc dragged down STOXX 600 real estate shares after Jefferies trimmed its price target for the British shopping centre operator.

Zurich Insurance Group AG shares came under pressure as it traded ex-dividend.

BERLIN, (Reuters) – A weakening global economy, risks linked to Britain’s possible departure from the European Union without a deal and trade disputes pushed activity in Germany’s manufacturing sector to contract at its fastest rate since July 2012, a survey showed on Monday.

Markit’s Purchasing Managers’ Index (PMI) for manufacturing, which accounts for about a fifth of the economy, fell to an 80-month low reading of 44.1, down from 47.6 in February and lower than the flash reading of 44.7.

It was the third successive month that the index was below the 50.0 mark that separates growth from contraction.

“Both total new orders and export sales are now falling at rates not seen since the global financial crisis, with more and more firms reporting lower demand linked to Brexit, trade uncertainty, troubles in the automotive industry and generally softer global demand,” said IHS Markit’s Phil Smith.

New orders posted their steepest drop since April 2009.

Weakening exports have translated into a slowdown in Europe’s biggest economy, which posted its lowest growth rate in five years last year.

The economy has been relying on consumption for growth. A robust labor market, rising wages and low interest rates have been supporting the consumption-driven cycle.

“Manufacturing output fell markedly and at the fastest rate since 2012, with the consumer goods sector joining intermediate and capital goods producers in contraction,” said Smith.

He added: “The sustained solid growth in employment prior to March had been the sector’s one remaining bright spot, but the latest survey indicated a fall in jobs for the first time in three years amid reports from a number of firms that some temporary contracts weren’t being renewed.”

Body of missing Texas mom Weltzin Garcia found nearly 2 months after boyfriend’s remains discovered

A body found in a Dallas lake last week has been identified as mother-of-two Weltzin Garcia, who had been reported missing along with her boyfriend over two months ago.

The body of Garcia, 26, was found by a kayaker on Mountain Creek Lake, adjacent to her hometown of Grand Prairie. The remains of 28-year-old Alfonso Hernandez were found on Feb. 17 in White Rock Lake, northeast of downtown Dallas.

Garcia and Hernandez were reported missing on Feb. 5, approximately one week after Garcia obtained a protective order against Hernandez, who was wanted on a domestic violence warrant. Police found Hernandez's car near White Rock Lake by pinging Garcia's cellphone in the hours after their disappearance was reported.

Alfonso Hernandez's remains were found in February, less than two weeks after the couple had vanished.

Investigators have not released a cause of death for either Garcia or Hernandez. The couple's children have been placed in the custody of Garcia's twin sister, Atziry Mireles.

Mireles told the Dallas Morning News in February her sister had moved into their cousin's house after a series of disputes with Hernandez. On the morning of Feb. 5, Mireles said, Hernandez texted a goodbye message to his family and her sister was nowhere to be seen.

Target coffee to be all fair trade by 2022

NEW YORK (Reuters) – All of Target Corp’s flagship coffee brand Archer Farms will be certified fair trade by 2022, the company and Fair Trade USA told Reuters on Wednesday, a victory for that movement, which seeks to make sure producers are adequately compensated for their labor.

Coffee futures are currently trading near 13-year lows, weighed down by a record-large Brazilian crop. Prices are below the cost of production in most countries, forcing some farmers out of business and prompting concern from the industry on its long-term ability to source good coffee.

Archer Farms, Target’s flagship-owned coffee brand, sells about six million pounds of coffee each year. Currently, about 20 percent of Archer Farms coffee is fair trade certified.

The United States imported about 3.5 billion pounds of coffee in the 2018/2019 season, according to U.S. Department of Agriculture data.

Fair Trade USA, the leading certifier of such products in North America, works to institute a floor price for farmers; for coffee, that minimum price is $1.40 per pound and farmers receive an additional 20 cents per pound sold.

“The current market is nothing short of a disaster for coffee farmers,” said Paul Rice, founder and CEO of Fair Trade USA.

The most active coffee futures contract fell last week to 94.65 cents per pound, the lowest since 2005. Farmers have been searching for ways to find pricing alternatives, including separate pricing mechanisms for high-grade specialty beans.

US envoy in Kosovo to push for lifting of tax on Serbia

A senior U.S. official has met with Kosovo top leaders trying to convince Pristina to revoke or suspend a tariff on Serb goods so that dialogue with Serbia can resume.

Under Secretary of State for Political Affairs David Hale is the latest U.S. envoy to take part in shuttle diplomacy between Pristina and Belgrade. He met on Saturday with Kosovo's president, speaker and prime minister. A day earlier, he was in Belgrade.

Kosovo Prime Minister Ramush Haradinaj has resisted U.S. calls to suspend the tariff, saying it will only be lifted when Belgrade recognizes Kosovo's sovereignty and stops preventing it from joining international organizations.

Serbia says it will not take part in the European Union-facilitated discussions until the 100-percent tax is lifted.

Serbia doesn't accept Kosovo's 2008 declaration of independence.

LONDON (Reuters) – The leader of Britain’s opposition Labour Party, Jeremy Corbyn, said on Friday he had turned down an invitation to a state dinner which will be part of U.S. President Donald Trump’s visit to Britain in June.

“Theresa May should not be rolling out the red carpet for a state visit to honor a president who rips up vital international treaties, backs climate change denial and uses racist and misogynist rhetoric,” Corbyn said in a statement.

He said maintaining the relationship with the United States did not require “the pomp and ceremony of a state visit” and he said he would welcome a meeting with Trump “to discuss all matters of interest.”

A bedridden 67-year-old woman and more than a dozen animals were rescued Thursday after a welfare check found that they were living in a home filled with trash, urine, and feces, Florida police said.

Pinellas County sheriff’s deputies said when they arrived at the home in Dunedin around 7:20 p.m. Thursday, they could smell the odor of rotting trash and animal feces as they walked up to the driveway.

“Inside the residence, the odor of feces and urine was so overwhelming that deputies had to don masks,” the sheriff’s department said in a statement.

Deputies said due to the large amounts of trash in the home, they had to clear a path to reach the victim’s bedroom.

“None of the home’s toilets were working and all were found to be overflowing with feces,” deputies said. “The only working sink was located on the opposite end of the house from the victim’s bedroom.”

They said there was no food or water for the victim or the animals.

Libyan Minister of Economy Ali Abdulaziz Issawi speaks during an interview with Reuters in Tripoli

April 26, 2019

By Ulf Laessing

TRIPOLI (Reuters) – Libya’s U.N.-recognized government has budgeted up to 2 billion dinars ($1.43 billion) to cover costs of a three-week-old war for control of the capital, such as treatment for the wounded, to be funded without new borrowing, the economy minister said.

Ali Abdulaziz Issawi suggested the government hoped for business to continue more or less as usual despite the assault on Tripoli, in the country’s northwest, by forces tied to a parallel administration based in the eastern city of Benghazi.

Once Africa’s third largest producer of oil, Libya has been riven by factional conflict since the fall of Muammar Gaddafi in 2011, with the country now broadly split between eastern-based forces under Khalifa Haftar and the U.N.-backed government in Tripoli, in the west, under Prime Minister Fayez al-Serraj.

Still, with Haftar’s Libyan National Army forces unable so far to pierce defenses in Tripoli’s southern suburbs, normal life and business activities continue in much of the capital and western coastal towns.

Issawi, in an interview with Reuters in his Tripoli office, also said Libya’s commercial ports and wheat imports were still functioning normally, although some roads have been blocked.

He said the Serraj government estimates it will spend up to 2 billion dinars extra on medical treatment for wounded, aid for displaced people and other “emergency” war costs.

He said this was not military spending but analysts believe that the sum will also cover expenditures such as pay for allied armed groups or food for fighters.

“We could actually spend less,” he added, in comments that gave the first insight into the economic impact of the fighting.

Issawi said the Tripoli government, which controls little territory beyond the greater capital region, would not incur new debt to fund the war costs, sticking to a plan to post a 2019 budget without a deficit.

Tripoli derives revenue largely from oil and natural gas production, interest-free loans from local banks to the central bank, and a 183 percent surcharge on foreign exchange transactions conducted at official rates.

But with centralized tax collection greatly diminished, public debt has piled up – to 68 billion dinars in the west, including unpaid state obligations such as social insurance.

Some analysts expect Serraj’s government will be forced to raise new debt if the war for control of Tripoli drags on.

With much of Libya dominated by armed factions that also act as security forces, the public wage bill for both the western and eastern administrations has soared as fighters have been made public employees in efforts to buy their loyalty.

The east has sold bonds worth 35 billion dinars outside the official financial system as the Tripoli central bank does not fund the parallel government apart from some wages.

Despite its limited reach, the Tripoli government still runs an annual budget of around 46.8 billion dinars, mainly for public salaries and fuel subsidies.

“This year we cannot finance via debt…we will not borrow (by agreement with the central bank),” Issawi said.

According to International Monetary Fund data, Libya’s central government debt-to-GDP ratio is 143 percent, making it one of the most heavily indebted in the world on that measure.

Issawi declined to say what parts of the budget would be trimmed to support the extra outlay for war costs.

However, with some 70 percent of the budget allocated to public wages, fuel subsidies and other welfare benefits, a portion devoted to infrastructure is most likely to be axed.

Widespread lawlessness has meant there have been no major infrastructural projects since 2011, when a NATO-backed uprising overthrew dictator Muammar Gaddafi, leaving schools, hospitals and roads in acute need of restoration.

FOREX SURCHARGE

Issawi said the government planned to raise as much as 30 billion dinars by the end of 2019 from hard currency deals after imposing in September a 183 percent surcharge on commercial and private transactions done on the official rate of 1.4 to the U.S. dollar. That fee has effectively devalued the official rate to 3.9, much closer to the black market equivalent.

Some 17 billion dinars have been raised since then, with hard currency allocated for import credit letters now issued without delays, Issawi said. The forex fee has helped the government forecast a budget in the black for 2019.

Despite the narrowing spread between the two rates, the black market continues to thrive. Dozens of traders remained at their favorite spot behind the central bank headquarters in Tripoli when Reuters reporters visited it last week.

But traders said it could take time for the Serraj government to register the extra forex receipts as official banking channels were taking up to six months to approve import financing, keeping the black market in play for dealers.

Issawi said authorities planned to lower the forex fee from 183 percent, without saying when. The black market rate has dropped from 6 to around 4.1 since September but it has hardly moved of late as demand for black market cash remains high.

The Tripoli government has stopped subsidizing food and bread, which used to be cheaper than drinking water in Libya. Wheat imports are now being arranged by private traders and there are surplus stocks of flour at the moment, Issawi said.
