Euro’s bounce slows as focus shifts back to economy, ECB policy

TOKYO (Reuters) – The dollar held steady against its peers on Tuesday, lacking strong direction as U.S. markets were shut for a holiday the previous day, while the euro’s latest bounce slowed as the focus drifted back to the economy and European Central Bank policy.

The dollar index versus a basket of six major currencies was little changed at 96.784 after ending the previous session flat. The U.S. financial markets were closed on Monday for Presidents’ Day.

The euro was little changed at $1.1312 after edging up 0.16 percent overnight, when it pulled away from a three-month low of $1.1234.

The single currency was buoyed by improved investor sentiment as expectations increased for an easing of the U.S.-China trade conflict after both sides reported progress in talks.

The dollar, the world’s most liquid currency, has tended to perform well during bouts of investor nervousness.

“The euro’s latest bounce was not based a positive incentive specific to the currency and the market will likely return to pricing in the potential negatives. The euro will remain on a shaky footing,” said Masafumi Yamamoto, chief forex strategist at Mizuho Securities.

“There is still some way to go before potential negatives are factored into the euro ahead of the March 7 ECB meeting.”

ECB policymakers will next meet on March 7, when the bank’s staff are expected to slash growth and inflation projections as the euro zone suffers its biggest slowdown in half a decade.

The dollar was a shade lower at 110.59 yen after gaining a modest 0.15 percent overnight.

The Australian dollar was flat at $0.7129 after dipping 0.15 percent the previous day.

The immediate focus was on the minutes from the Reserve Bank of Australia’s (RBA) monetary policy meeting held at the start of the month.

Governor Philip Lowe on Feb. 6 opened the door to a possible rate cut by acknowledging growing economic risks, in a remarkable shift from its long-standing tightening bias that sent the Aussie tumbling.

BERLIN/MUNICH (Reuters) – German business morale deteriorated in April, bucking expectations for a small improvement, as trade tensions hurt the industrial engine of Europe’s largest economy, leaving domestic demand to support slowing growth.

The Munich-based Ifo economic institute said on Wednesday its business climate index fell to 99.2 in April from an upwardly revised 99.7 in March, the first rise after six straight declines. The consensus forecast for a rise to 99.9.

“March’s gentle optimism regarding the coming months has evaporated,” Ifo President Clemens Fuest said in a statement. “The German economy continues to lose steam.”

Ifo sub-indices on current conditions and expectations fell in April.

Last week, Economy Minister Peter Altmaier said that Berlin expected gross domestic product to grow by 0.5 percent this year after an expansion of 1.4 percent in 2018.

The government had already cut its 2019 forecast in January to 1.0 percent growth from 1.8 percent previously. Long the euro zone’s economic powerhouse, Germany is in its 10th year of expansion, but only narrowly avoided recession last year.

German exporters are struggling with weaker demand from abroad, trade tensions triggered by U.S. President Donald Trump and business uncertainty caused by Britain’s planned departure from the European Union.

“Pessimism is increasing,” Ifo economist Klaus Wohlrabe told Reuters. “The industrial sector is dragging down the German economy.”

Late last month, German lighting company Osram cut its forecast for the fiscal year 2019, citing market weakness in the automotive industry, general lighting and mobile devices as well as a broader economic slowdown.

A delay to Brexit, which leaders from the remaining 27 EU countries granted Britain earlier this month, did not buoy German business morale.

“The uncertainty has receded slightly, but is still very high,” Wohlrabe added.

In a fresh development in the trade difficulties unnerving German businesses, Trump said on Tuesday European tariffs facing motorcycle manufacturer Harley Davidson Inc were “unfair” and vowed to reciprocate.

The difficult trade environment means that Germany’s vibrant domestic demand, helped by record-high employment, inflation-busting pay increases and low borrowing costs, is expected to be the sole driver of growth this year and next.

Germany’s HDE retail association on Wednesday confirmed its forecast that sales would rise 2 percent this year, marking a 10th straight year of growth.

“The domestic economy remains a pillar of support,” said Ifo’s Wohlrabe.

However, the HDE added that although it did not yet have a forecast for 2020 sales, it expected the industrial slowdown to affect retailers.

(Reuters) – North Carolina election officials were to hear a third day of testimony about an investigation into an alleged election fraud scheme led by a Republican operative to sway a close and still unsettled congressional race.

The probe into the disputed Nov. 6 election for the state’s 9th Congressional District seat has uncovered an unlawful absentee ballot scheme by an operative for Republican candidate Mark Harris, according to testimony at the hearing that could prompt a new vote.

The seat has remained vacant since state officials refused to certify Harris’ apparent victory over Democratic rival Dan McCready by 905 votes out of 282,717 ballots cast.

The five-member State Board of Elections, which must decide if the evidence warrants a new election, heard on Monday that Republican operative Leslie McCrae Dowless hired workers to collect absentee ballot requests from voters and then return to retrieve the ballots, in violation of state law.

In some instances, the paid workers falsely signed as witnesses and filled in votes for contests left blank at Dowless’ home or office, said Kim Strach, executive director of the elections board.

Andy Yates, founder and partner of consultancy Red Dome Group, testified on Tuesday he paid Dowless more than $130,000 for his work for the Harris campaign.

Dowless hired workers to collect absentee ballot requests, among other duties, Yates said. But Yates said he never paid Dowless to collect actual ballots, adding he would have reported such activity to the state.

“Mr. Dowless told me that he knew it was illegal to collect ballots, and that he told all of his workers that it was illegal to collect ballots,” Yates said.

Dowless’ lawyer has said he did nothing wrong.

Dallas Woodhouse, director of the state Republican party, told reporters the testimony did not support calling for a new election, either due to affected ballots or overall fairness concerns.

Republicans have pushed for the board to certify Harris as the district’s representative. The U.S. House of Representatives would then determine whether to seat him.

McCready’s lawyer Marc Elias, one of the nation’s top election law specialists, said the evidence had revealed “massive election fraud” that justified a new election.

If Democrats pick up the seat, they would widen their 235-197 majority in the House after taking control of the chamber from President Donald Trump’s Republicans in November.

Florida person in Easter bunny costume captured brawling on video

The Easter bunny was hoppin’ mad Sunday night and ended up in a three-person brawl in Florida.

A video posted on Instagram showed a person dressed as a white bunny running toward two people, who were already wrestling each other on the sidewalk in downtown Orlando, and joining the fight. The costumed character appeared to begin throwing punches after initially trying to pull the two men apart.

The fight continues for several more seconds as the Easter rabbit delivers vicious body blows (instead of the usual chocolate-filled baskets) and bystanders watch and shout. A police officer eventually jumps in and breaks up the beatdown.

The promoter who posted the video told FOX35 Orlando the melee began when a man bumped into a woman. It’s unclear why the Easter bunny jumped in or who was underneath the costume.

"As you can see, the Easter rabbit been taking boxing classes,” said the promoter, who goes by workfth on Instagram.

The promoter posted the video on his Instagram with the caption, “HAPPY EASTER. ONLY IN #ORLANDO.”

It’s unclear if anyone was arrested in the incident.

John James, Dina Powell leading candidates for UN envoy, source says

Former U.S. Senate candidate John James and onetime national security aide Dina Powell are President Trump's top candidates to become ambassador to the United Nations, a source familiar with discussions about the matter told Fox News Tuesday.

The source said James is the leading candidate and has expressed interest in the position to the White House. The belief among Trump's inner circle is that James is a rising political superstar, and the U.N. post could provide him with a pathway into elected office.

The 37-year-old James, a West Point graduate and veteran of the Iraq War, won the Republican primary for the Senate in Michigan last year but was defeated in November by three-term incumbent Democrat Debbie Stabenow. However, the race was unexpectedly close, and GOP officials in Michigan have expressed hope that James will challenge the state's other Democratic senator, Gary Peters, in 2020.

Michigan has not elected a Republican to the U.S. Senate since Spencer Abraham in 1994.

HEATHER NAUERT WITHDRAWS FROM CONSIDERATION FOR UN AMBASSADOR, STATE DEPARTMENT SAYS

Powell, 45, served for a year in the Trump administration as a deputy national security adviser and senior counselor to the president for economic initiatives. She departed in January of last year and has since worked as a managing director for Goldman Sachs.

Powell, who was born in Egypt and is fluent in Arabic, previously served in the George W. Bush administration as assistant secretary of state for educational and cultural affairs under Secretary of State Condoleezza Rice.

In October, Trump said that Powell is "certainly a person I would consider" appointing to replace the departing Nikki Haley as U.N. ambassador. However, Trump ultimately nominated State Department spokesman Heather Nauert.

Nauert, a former Fox News anchor and correspondent, withdrew her name from consideration last week, citing "the best interest of her family."

A State Department source told Fox News that the nomination process, on top of the demands of traveling around the world and between Washington and New York to see family, grew to be too much for her.

Since Haley's departure at the end of last year, career diplomat Jonathan Cohen has served as acting U.S. ambassador to the U.N.

Report: Dem Senators Not Rushing to Back Biden

If former Vice President Joe Biden enters the presidential race, it is unlikely he can count on an avalanche of endorsements coming from the Senate, The Hill is reporting.

Only 18 Democrats remain from the time Biden served as a senator from Delaware. Complicating matters for Biden, is the fact that is a half dozen current senators are seeking the Democratic nomination – and those lawmakers have forged their own relationships with their colleagues, The Hill noted.

To date, three Democratic senators -- Tom Carper and Chris Coons of Delaware and Dianne Feinstein of California – already have announced their support for him. And Sen. Doug Jones of Alabama has been prodding him to run, The Hill noted.

But many others are not rushing to back him.

“It’s a different Senate today,” said Sen. Martin Heinrich, D-N.M. “The challenge for him will be there are so many new senators and where that center of gravity lands, I think it’s too early to tell.”

Sen. Richard Blumenthal, D-Conn., said Biden is a friend, but he has not heard from him lately.

Asked if he planned to endorse a primary candidate, Blumenthal replied: “You know what, I don’t know.”

Meanwhile, a Quinnipiac University poll released Thursday showed Biden was the leading Democratic candidate among Democrats.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Julio Cesar Rocha, 25, of Montlcair, Calif. was located in Mexico Wednesday and returned to California where he faces murder and attempted murder charges related to the death of his ex-girlfriend, Thalia Flores.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

COLORADO ENACTS ‘RED FLAG’ LAW TO SEIZE GUNS FROM THOSE DEEMED DANGEROUS, PROMPTING BACKLASH

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
