Brazil top court criticized for order to block news stories

Brazil's attorney general is accusing the nation's highest court of violating the constitution with an order for news organizations to withdraw some online reports on a corruption investigation that include references to one of the tribunal's justices.

The court told the news websites O Antagonista and Crusoé on Monday to remove specific articles containing what the court said were "false statements" or face a fine of 100,000 reals ($25,595) per day.

Attorney General Raquel Dodge asked for the ruling to be withdrawn Tuesday, saying that her office had not been consulted and that the case was outside the federal court's purview.

"The legal system clearly establishes an insurmountable separation of functions in a criminal prosecution: One body accuses, the other defends and the other judges. It is not possible for the judging body to be the same as the investigating and accusatory," Dodge said.

The ruling also faced mounting criticism from members of Congress, Brazil's legal association and at least four of the high court's nine justices.

"This to me is inconceivable. It's censorship," high court judge Marco Aurelio Mello said. "It is a regression in democracy. Freedom of expression must prevail."

Several members of Congress and senators wrote a letter asking Dodge that judges involved in issuing the order be investigated for abuse of power. Major Brazilian news organizations called the order a violation of the Supreme Federal Court's powers and an attempt to censor the press.

The reporting targeted by the court refers to purported testimony during the investigation into the mammoth "Operation Car Wash" corruption case that has roiled Brazilian politics in recent years. The testimony came from Marcelo Odebrecht of the huge Brazilian construction company that is at the center of Brazil's scandal as well as other corruption cases across Latin America.

According to documents posted online by the newspaper O Folha de Sao Paulo, an email in 2007 from Odebrecht to two executives at his construction company inquired: "So, in the end, did you manage to close with the friend of the friend of my father?"

The documentation indicates Odebrecht explained in testimony to Federal Police that the "friend of my father" referred to then President Luiz Inácio Lula da Silva, who is currently in prison on a corruption conviction and faces investigations in several other cases of alleged corruption. The documents say Odebrecht testified that the "friend of the friend of my father" was a chief legal counsel to the government appointed by da Silva. That person was eventually nominated to Brazil's Supreme Federal Court in 2009.

The investigation into the reports and the order to remove the material originated with Supreme Federal Court judge Alexandre de Moraes, who on Wednesday denied Dodge's request that the ruling be withdrawn. De Moraes said the investigation has a clear mandate to target false statements "that may damage the honor of the Supreme Federal Court and its members."

The ruling also authorized the Federal Police to search the premises of several other critics of the Supreme Federal Court as well as to block their online presence.

Melania Trump to Convene Interagency Group on Youth Programs

Melania Trump is hosting a White House meeting this week to review youth programs at various government departments and agencies.

The first lady's office says she will lead Monday's discussion at a meeting of the Interagency Working Group on Youth Programs. The goal is to build upon and improve youth programs that align with her "Be Best" initiative, which focuses on the well-being of children, their safety online and avoiding drugs.

The working group was established under President George W. Bush.

Major participating agencies include the departments of State, Defense, Justice, Interior, Commerce, Labor, Health and Human Services, Housing and Urban Development, Transportation, and Education.

The Environmental Protection Agency, National Endowment for the Arts, National Science Foundation, and the U.S. Agency for International Development are among other participating agencies.

China says 13,000 ‘terrorists’ arrested in Xinjiang since 2014

BEIJING (Reuters) – Authorities in China have arrested almost 13,000 “terrorists” in the restive far western region of Xinjiang since 2014, the government said on Monday, in a lengthy policy paper again defending its controversial Islamic de-radicalisation measures.

China has faced growing international opprobrium for setting up facilities that United Nations experts describe as detention centers holding more than one million Uighurs and other Muslims. Beijing says it needs the measures to stem the threat of Islamist militancy, and calls them vocational training centers.

Legal authorities have adopted a policy that “strikes the right balance between compassion and severity”, the government said in its white paper.

Since 2014, Xinjiang has “destroyed 1,588 violent and terrorist gangs, arrested 12,995 terrorists, seized 2,052 explosive devices, punished 30,645 people for 4,858 illegal religious activities, and confiscated 345,229 copies of illegal religious materials”, it added.

Only a small minority of people face strict punishment, such as ringleaders of terror groups, while those influenced by extremist thinking receive education and training to teach them the error of their ways, the paper said.

The main exiled group, the World Uyghur Congress, swiftly denounced the white paper.

“China is deliberately distorting the truth,” spokesman Dilxat Raxit said in an emailed statement.

“Counter-terrorism is a political excuse to suppress the Uighurs. The real aim of the so-called de-radicalisation is to eliminate faith and thoroughly carry out Sinification.”

The white paper said Xinjiang has faced a particular challenge since the Sept. 11, 2001, attacks in the United States, as East Turkestan extremists ramped up activities in China, referring to China’s term for extremists and separatists it says operates in Xinjiang.

“They screamed the evil words of ‘getting into heaven by martyrdom with jihad’, turning some people into extremists and terrorists who have been completely mind-controlled, and even turned into murderous devils.”

Religious extremism under the banner of Islam runs counter to Islamic doctrines, and is not Islam, it added.

Xinjiang has long been an inseparable part of Chinese territory, and the Uighur ethnic group evolved from a long process of migration and ethnic integration, the paper said.

“They are not descendants of the Turks.”

Turkey is the only Islamic country that has regularly expressed concern about the situation in Xinjiang, due to close cultural links with the Uighurs, who speak a Turkic language.

China has denounced Turkish concern as unwarranted and interference in its internal affairs.

Star sophomore point guard Ja Morant had 17 points, 16 assists and 11 rebounds for the first triple-double in NCAA Tournament play since 2012 to help the Racers roll to a convincing 83-64 victory over Marquette on Thursday in West Region play at Hartford, Conn.

Morant dominated the contest from the outset despite taking just nine shots. He recorded his fourth career triple-double as 12th-seeded Murray State (28-4) roughed up the Golden Eagles (24-10). The previous triple-double in NCAA play was achieved by Michigan State’s Draymond Green, who had 24 points, 12 rebounds and 10 assists in a victory over LIU-Brooklyn.

Freshman guard Tevin Brown made five 3-point baskets and scored a team-best 19 points as the Racers won their 12th straight game. Freshman forward KJ Williams had 16 points, and senior guard Shaq Buchanan added 14 for Murray State.

The Racers will face fourth-seeded Florida State on Saturday in the second round.

Junior guard Markus Howard scored 26 points for fifth-seeded Marquette, which lost for the sixth time in the past seven games. Junior forward Sam Hauser recorded 16 points and 10 rebounds.

The Golden Eagles shot just 32.4 percent from the field, including 8 of 31 from 3-point range. Howard was just 9 of 27 from the field and 4 of 14 from long range.

The Racers shot 53.6 percent from the field and were 9 of 18 from behind the arc.

Murray State led by seven at the break and came out strong with seven straight points at the outset of the second half. Morant’s three-point play increased the margin to 49-35 with 18:09 remaining.

After Howard buried a 3-pointer, Morant delivered a thunderous dunk to ensure the Golden Eagles weren’t about to halt the Racers’ momentum.

The lead reached 20 after Brown buried his fifth 3-pointer and Williams scored on a put-back to make it 62-42 with 11:23 remaining.

Buchanan’s layup gave Murray State a 68-46 lead with 8:07 left. Marquette never made a late-game charge.

Brown had 12 points on 4-of-4 3-point shooting, and Morant recorded 10 points and eight assists as Murray State built a 42-35 halftime lead. Howard scored 16 points for Marquette.

The Racers used an early 15-2 burst to open up a 20-10 advantage just more than seven minutes into the contest. The Golden Eagles answered a 14-3 run to take a 24-23 lead on a dunk by freshman forward Brendan Bailey.

Trump Says More NKorea Sanctions Not Needed, Cites Kim Relationship

President Donald Trump provided more insight into his decision to pull some sanctions on North Korea, saying Friday they simply were not necessary — and because he has a strong relationship with North Korean leader Kim Jong Un.

"I have a very good relationship with Kim Jong Un. He is somebody that I get along with very well. We understand each other," Trump told reporters at his Mar-a-Lago resort. "They are suffering greatly in North Korea. They're having a hard time in North Korea. And I just didn't think additional sanctions at this time weren't necessary.

"That doesn't mean I don't put them on later, but I didn't think additional sanctions at this time were necessary."

Trump and Kim met face-to-face last year to discuss denuclearizing the Korean peninsula. They met again in February, but the summit ended early when the U.S. entourage, led by Trump, left because of Kim's unwillingness to abandon his nuclear weapons program.

On Friday, Trump said withdrawing the sanctions is a tactic to help maintain his relationship with Kim.

"I think it is very important you maintain that relationship at least as long as you can," he said. "But we get along very well, we have a very good understanding. So I didn't think that those sanctions were necessary at this time."

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

The Dalai Lama has returned to his headquarters in the north Indian hill town of Dharmsala after a brief stay in a hospital in the capital for treatment of a chest infection.

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
