Germany to inject more money into Deutsche Bahn rail network: Bild

BERLIN (Reuters) – The German government wants to inject some 50 billion euros ($57 billion) into upgrading the national rail network over the next decade, mass-selling Bild newspaper reported on Sunday.

State-owned rail operator Deutsche Bahn is under pressure to improve its services and reduce train delays that have become an irritation for commuters.

The company is also facing financial strain. It has a debt mountain of 20 billion euros and its financing deficit is expected to hit 5 billion euros by 2023.

Deutsche Bahn has a deficit of 1.2 billion euros a year in costs for maintaining the rail network and Bild said the finance ministry wants to boost maintenance funds to 4.6 billion euros starting next year from 3.5 billion presently.

That amount should rise to 5.6 billion euros a year between 2025 and 2029, Bild said in an unsourced report.

A spokesman for Deutsche Bahn said he could not immediately comment on the report as negotiations with the government were ongoing. The Finance Ministry could not be reached for comment.

Net profit for the company fell by one third in 2018 to 540 million euros, people familiar with Deutsche Bahn’s financial results said last week.

ROME (Reuters) – A right-wing coalition has won a regional vote on the Italian island of Sardinia, in an outcome that could spell trouble ahead for the 5-Star Movement, part of the ruling coalition in Rome, as European Parliament elections loom in May.

According to a projection after some 80 percent of the vote had been counted, Christian Solinas, the candidate from the rightwing bloc, had won around 48 percent in Sunday’s election for regional governor, well ahead of the incumbent center-left on 33 percent.

The candidate for the populist 5-Star — which won 42.5 percent of the vote in Sardinia in the national election a year ago that catapulted it into government — won just 11 percent.

The center-left candidate, Massimo Zedda, conceded defeat.

The winner Solinas is a senator from the League, the far-right party that rules at the national level in coalition with 5-Star. In regional elections, the League fields candidates as part of an alliance with rightist and center-right parties.

Sardinia is the sixth consecutive region or province to pass from the center-left to the right since the center-left Democratic Party (PD) was ousted from power at a national election in March, underscoring the PD’s ongoing crisis.

It also highlights the declining fortunes of 5-Star, although the party, which has never won power in any of the country’s 20 regions and traditionally fares much better in national ballots, played down the importance of the result. It suffered a similar reversal this month in the region of Abruzzo.

On Monday 5-Star leader Luigi Di Maio, League leader Matteo Salvini and Prime Minister Giuseppe Conte were all quick to rule out any repercussions on the government in Rome.

“We must not over-emphasize a regional election,” Conte, who is non-partisan but closer to 5-Star, told reporters on the sidelines of a summit in Egypt. “I don’t believe the results could have any consequences for the national government.”

Di Maio said: “Nothing changes for the government.”

The 5-Star chief has said he will soon unveil plans to re-organize the party, including scrapping the policy of always running alone at local elections.

These are normally won by broad coalitions including numerous so-called “civic lists” which represent local interest groups. In Sardinia there were so many of these that no single party won more than 13 percent of the vote.

The national coalition in Rome has appeared increasingly fractured in recent weeks, with disagreements between the League and 5-Star bubbling up over a series of issues, including the construction of an Alpine tunnel and which side to support in Venezuela’s political crisis.

May’s European Parliament election is widely seen as a test that could affect the balance of power in the government.

Poland’s “Fort Trump” Almost a Reality

Poland’s push to house a major permanent US military base dubbed last year by Polish President Andrzej Duda as “Fort Trump” is a big step closer to becoming a reality this week after top US defense officials met with Polish counterparts in Warsaw to negotiate an offer.

US Defense Undersecretary for Policy John Rood led a delegation to the former Soviet satellite country and longtime east European defense ally on Wednesday to discuss the US “robust offer” to establish a permanent facility on Polish soil.

The Poles previously vowed to pay $2 billion for a base that could host a division-sized installment of US forces, which the US has called “very generous” — though likely to fall short of the total cost for such a base. “We have come forward with what we think is a very serious robust offer and we’re working out some of the technicalities this very week, when we hope to have a solid foundation to work from having coming out of this meeting,” a spokesperson for Rood’s office informed the House Armed Services Committee on Wednesday.

Though the idea of a permanent US base in Poland has been floated for years, especially after the Russian-Ukraine conflict grew hot, last September’s official visit between Presidents Duda and Trump at the White House gave it real momentum.

Duda had dropped the surprising proposal during a press briefing, suggesting it could be called “Fort Trump” — to which Trump grinned and appeared to nod in approval.

“I invite you to post more American military troops in Poland,” Duda said, describing US presence in Poland as a “guarantor of security.”

And Trump responded at the time as follows:

“We’re looking at it very seriously, I know Poland likes the idea very much, and it’s something that we are considering, yes,” Trump told reporters during the Sept. 19 press conference, according to CNN.

Duda’s remarks, clearly designed at the time to play on the US president’s ego, came amidst joint statements wherein both leaders agreed that Moscow has “acted aggressively” in the region. Trump said that he shared concerns about Russian encroachment into former Soviet satellite countries.

Poland, a NATO member state since 1999, has long sought to invite closer military relations with the United States, something which Moscow has seen as a serious provocation. President Duda at the time of his visit with Trump had first offered to put more than $2 billion into a proposed permanent American base.

According to Defense One current numbers of US as well as multi-national NATO forces deployed to Poland stand at an annual average of about 4,500 — but varies significantly from month to month.

However, precise details of just what was negotiated in Warsaw this week remains unclear, per Defense One:

Wheelbarger [Rood’s deputy for international affairs] said that if the Polish deputy minister of national defense, Tomasz Szatkowski, accepts Rood’s offer, then the State Department would take over negotiations on the “actual technical agreement.” She suggested that it would take “probably six months to a year” for the agreement to be finalized.

But she offered no details on the specifics of the U.S. offer — including whether it hewed closer to the Polish request for a full division or something smaller and potentially more dispersed. (She also did not comment on whether it calls for a base named after the president.)

What appear to be serious US-Polish discussions over a “Fort Trump” or at least a more expansive US presence comes less that six months ahead of when the Intermediate-Range Nuclear Forces Treaty (INF) between the US and Russia is set to finally terminate in August, after both sides declared they’ve effectively pulled out of the Reagan-era deal.

Perhaps with the sensitivity to a Russian reaction to any “Fort Trump” deal in mind, and out of a desire to keep the plans as secret as possible until a final deal is reached, one defense official privy to the US-Polish negotiations told Defense One: “This is more of a longer-term commitment to the type of presence that’s already in Poland, this is not a new U.S. base as some people think.”

Reputed Gambino crime boss' suspected killer flashes 'MAGA,' other slogans on hand

The 24-year-old man charged with killing the reputed boss of the Gambino crime family wrote a string of slogans on his hand, including "MAGA Forever," and flashed them before a court hearing Monday.

Anthony Comello held up his left hand while waiting for a hearing to begin in Toms River, New Jersey, in which he agreed to be extradited to New York.

On it were scrawled slogans including “MAGA Forever,” an abbreviation of President Trump’s campaign slogan “Make America Great Again.” It also read “United We Stand MAGA.”

It's unclear what his motivations were for showing off the hand-written words.

Comello was arrested Saturday in New Jersey in the death of Francesco Cali last week in front of his Staten Island home.

Comello’s lawyer, Brian Neary, would not discuss the writing on his client’s hand, nor would he say whether Comello maintained his innocence.

The New York Times reported Monday afternoon that Comello told detectives he was high on marijuana and allegedly shot Cali because he feared for his life.

Police said Cali, 53, was shot 10 times.

Federal prosecutors referred to Cali in court filings in 2014 as the underboss of the Mafia’s Gambino family, once one of the country’s most powerful crime organizations. News accounts since 2015 said Cali had ascended to the top spot, though he never was charged with leading the gang. His only mob-related conviction came a decade ago, when he was sentenced to 16 months in prison in an extortion scheme involving a failed attempt to build a NASCAR track on Staten Island. He was released in 2009, and hadn’t been in legal trouble since then.

The last Mafia boss to be rubbed out in New York City was Gambino don “Big Paul” Castellano, who was assassinated in 1985.

Officials haven’t confirmed that the Gambino crime family has posted a bounty on Comello, but “the general feeling is that there’s an ‘X’ on this guy’s back,” one source said.

“He’s going to have some issues in jail,” a high-ranking NYPD official said.

“Maybe there’s some guys who are wiseguys in jail who will show their allegiance to the Gambinos and say, ‘We’ll take care of this guy.’”

Mueller Report Will Be Released By “Mid-April, If Not Sooner”, AG Barr Says

Update: In response to Barr’s letter announcing the upcoming release of a redacted version of the Mueller report, Chairman Nadler said: “As I informed the Attorney General..Congress requires the full and complete Mueller report, without redactions, as well as access to the underlying evidence, by April 2.  That deadline still stands.”

Attorney General William Barr wrote a Friday letter in response to Senate Judiciary Chair Lindsey Graham (R-SC) and House Judiciary Chairman Jerrold Nadler (D-NY) notifying them that a redacted copy of the Mueller report will be delivered to Congress, then available to the public, by mid-April “if not sooner.”

Barr says that his office is working with Special Counsel Robert Mueller to redact sensitive information which could affect ongoing matters, infringe on someone’s personal privacy or information which could compromise the DOJ’s sources and methods of investigation.

The report will be nearly 400 pages, while Barr writes that there is no plans to let the White House review it beforehand.

“Although the president would have the right to assert privilege over certain parts of the report, he has stated publicly that he intends to defer to me and, accordingly, there are no plans to submit the report to the White House for a privilege review.”

Barr also disputes the characterization that a four-page letter released on Sunday was a “summary” of Mueller’s report.

“My March 24 letter was not, and did not purport to be, an exhaustive recounting of the Special Counsel’s investigation or report,” writes Barr. “As my letter made clear, my notification to Congress and the public provided, pending release of the report, a summary of its “principal conclusions” — that is, its bottom line. The Special Counsel’s report is nearly 400 pages long (exclusive of tables and appendices) and sets forth the Special Counsel’s findings, his analysis, and the reasons for his conclusions. . . . I do not believe it would be in the public’s interest for me to attempt to summarize the full report or to release it in serial or piecemeal fashion.”

Barr then says he will be available to testify in front of Congress on May 1 and 2.

Democratic congressman shares yearbook photo and it goes viral

Long before one Democratic rep faced snow flurries to bypass coffee shops in Trump Tower, he apparently had a fondness for spiky bleached blonde hair and dark tans.

California Rep. Eric Swalwell, 38, endured some playful mocking Wednesday when his 1999 senior high school yearbook photo went viral. The photo of Swalwell while a student at Dublin High School in the Bay Area prompted NBC political reporter Kasie Hunt to comment on Twitter that “the 90s were a rough decade.”

"All of us make bad decisions in high school," Swalwell replied. "Sometimes those decisions involve bleach. I swear there were others. #BleachBoys."

The picture was discovered after the San Jose Mercury News published a story about California politicians yearbook photos. The story described Swalwell as wearing a "bow-tie, moussed blond hair and almost-Trumpian tan."

Swalwell, a potential 2020 presidential candidate, went viral in February when he tweeted that he would rather brave a snowstorm while on a coffee run in New York City then stop at a cafe inside Trump Tower.

KABUL (Reuters) – Afghan President Ashraf Ghani encouraged newly-elected lawmakers to participate in the peace process with the Taliban as he opened on Friday the first session of parliament since a controversial election.

Ghani has invited thousands of politicians, religious scholars and rights activists to an assembly known as a loya jirga next week to discuss ways to end the 17-year war.

Several opposition leaders have said they will boycott the four-day assembly in Kabul, saying it was pulled together without their input and is being used by Ghani as he seeks a second term in a September presidential election.

“We have presented the peace plan on a regular basis and we are committed to it,” Ghani said in the first session since parliamentary elections marred by technical problems, militant attacks and accusations of voting fraud last year.

“Based on this plan, there will be no peace deal and negotiation that does not have the green card of the parliament,” he added.

Officials from the United States and the Taliban have held several rounds of talks to end the Afghan war.

U.S. negotiator, Zalmay Khalilzad, has reported some progress toward an accord on a U.S. troop withdrawal and on how the Taliban would prevent extremists from using Afghanistan to launch attacks as al Qaeda did on Sept. 11, 2001.

The insurgents have so far rejected U.S. demands for a ceasefire and talks on the country’s political future that would include Afghan government officials.

The loya jirga, a centuries-old institution used to build consensus among competing tribes, factions and ethnic groups, is an attempt by Ghani to influence the peace talks and cement his position for a second term, Afghan politicians and Western diplomats say.

Amid growing political divisions in Kabul, opposition politicians have demanded that Ghani step down when his mandate ends next month, and give way to an interim government to oversee peace talks with the Taliban. Ghani has ruled that out.

The country’s top court said last week Ghani can stay in office until the presidential election in September.

Deputy Attorney General Rod Rosenstein Thursday defended special counsel Robert Mueller’s investigation while slamming former President Barack Obama’s administration for being slow to take action on Russian interference in U.S. elections and ex-FBI Director James Comey for telling Congress the agency was investigating collusion between the Trump campaign and Russia.

“Our nation is safer, elections are more secure, and citizens are better informed about covert foreign influence schemes,” Rosenstein said in a speech to the Armenian Bar Association, marking his first public remarks after the Mueller report was released, reports CBS News.

He also pointed out that the investigation revealed a pattern of computer hacking and the use of social media to undermine elections as “only the tip of the iceberg of a comprehensive Russian strategy to influence elections, promote social discord, and undermine America, just like they do in many other countries,” reports The Wall Street Journal.

The Obama administration also made “critical decisions,” including choosing not to publicize the full story about Russian hackers and social media trolling, “and how they relate to a broader strategy to undermine America,” said Rosenstein.

He noted that the Mueller probe began after Comey disclosed during a hearing before Congress that President Donald Trump “pressured him to close the investigation and the president denied that the conversation occurred.”

Rosenstein said two years ago, when he was confirmed, he was told by a Republican senator that he would be in charge of the probe and that he’d report the results to the American people.

However, he said he didn’t promise to do that, because it is “not our job to render conclusive factual findings. We just decide whether it is appropriate to file criminal charges.”

BEIJING (Reuters) – Britain must get to the bottom of the leak of confidential discussions during a top-level security meeting about the role of China’s Huawei Technologies in 5G network supply chains, British finance minister Philip Hammond said on Friday.

News that Britain’s National Security Council, attended by senior ministers and spy chiefs, had agreed on Tuesday to bar Huawei from all core parts of the country’s 5G network and restrict its access to non-core elements was leaked to a national newspaper.

The leak of secret discussions has sparked anger in parliament and amongst Britain’s intelligence community. Britain’s most senior civil servant Mark Sedwill has launched an inquiry and written to ministers who were at the meeting.

“My understanding from London (is) that an investigation has been announced into apparent leaks from the NSC meeting earlier this week,” said Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing.

“To my knowledge there has never been a leak from a National Security Council meeting before and therefore I think it is very important that we get to the bottom of what happened here,” he told Reuters in a pooled interview.

British culture minister Jeremy Wright said on Thursday he could not rule out a criminal investigation. The majority of the ministers at the NSC meeting have said they were not involved, according to media reports.

Hammond said he was unaware of any previous leak from a meeting of the NSC.

“It’s not about the substance of what was apparently leaked. It’s not earth-shattering information. But it is important that we protect the principle that nothing that goes on in national security council meetings must ever be repeated outside the room.”

Allowing Huawei a reduced role in building its 5G network puts Britain at odds with the United States which has told allies not to use its technology at all because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

There have been concerns that the NSC’s conclusion, which sources confirmed to Reuters, could upset other allies in the world’s leading intelligence-sharing network – the Five Eyes alliance of the United States, Britain, Australia, Canada and New Zealand.

However, British ministers and intelligence officials have said any final decision on 5G would not put critical national infrastructure at risk. Ciaran Martin, head of the cyber center of Britain’s main eavesdropping agency, GCHQ, played down any threat of a rift in the Five Eyes alliance.

President Trump on Friday said “no money” was paid to North Korea for Otto Warmbier, after reports that the U.S. received a $2 million hospital bill from Pyongyang for the late American prisoner’s care.

“No money was paid to North Korea for Otto Warmbier, not two Million Dollars, not anything else. This is not the Obama Administration that paid 1.8 Billion Dollars for four hostages, or gave five terroist[sic] hostages plus, who soon went back to battle, for traitor Sgt. Bergdahl!” Trump tweeted Friday.

The Washington Post first reported that North Korean authorities insisted the U.S. envoy sent to retrieve Warmbier, 21, who was a student of the University of Virginia, sign a pledge to pay the bill before allowing Warmbier’s comatose body to return to the United States. Sources confirmed the bill and the amount to Fox News on Thursday.

Sources told the post that the envoy signed an agreement to pay the medical bill on instructions from the president, but a source told Fox News that the U.S. did not ever pay money to North Korea.

The White House declined to comment when asked on the bill, with Press Secretary Sarah Sanders saying in a statement that: “We do not comment on hostage negotiations, which is why they have been so successful during this administration.”

Meanwhile, the president added: “’President[sic] Donald J. Trump is the greatest hostage negotiator that I know of in the history of the United States. 20 hostages, many in impossible circumstances, have been released in last two years. No money was paid.’ Cheif[sic] Hostage Negotiator, USA!”

Warmbier was on tour in North Korea when he allegedly stole a propaganda sign from a hotel. He was arrested in January 2016 and sentenced to 15 years in prison with hard labor in March 2016. Warmbier, for unknown reasons, fell into a coma while in custody and was held in that condition for an additional 17 months.

North Korean officials did not tell American officials until June 2017 that Warmbier had been unconscious the entire time. He died less than a week after he returned to the U.S. North Korean officials, though, have repeatedly denied accusations that Warmbier was tortured, instead claiming that he had suffered from botulism and then slipped into a coma after taking a sleeping pill.

Fred and Cindy Warmbier sued North Korea over their son’s death and in December were awarded $501 million in damages – money that the Hermit Kingdom will probably never pay.

While the Warmbiers blamed North Korean leader Kim Jong Un, Trump has said he believes Kim’s claims that he did not know about the student’s treatment.

Trump and Kim have met in two separate summits. The most recent, held in February, ended without an agreement on denuclearization of the Korean Peninsula.

Sen. Rob Portman, R-Ohio, told Fox News: “Otto Warmbier was mistreated by North Korea in so many ways, including his wrongful conviction and harsh sentence, and the fact that for 16 months they refused to tell his family or our country about his dire condition they caused.  No, the United States owes them nothing. They owe the Warmbier family everything.”

Last year, the Trump administration was also able to save three American prisoners held by North Korea. Kim Dong Chul, Tony Kim, and Kim Hak Song were all detained in North Korea. Secretary of State Mike Pompeo brought the three Americans home last May, and said they were all in “good health.”

SEOUL (Reuters) – K-pop and drama star Park Yu-chun was arrested on Friday on charges of buying and using illegal drugs, a court said, the latest in a series of scandals to hit the South Korean entertainment business.

Suwon District Court approved the arrest warrant for Park, 32, due to concerns over possible destruction of evidence and flight risk, a court spokesman told Reuters.

Park is suspected of having bought about 1.5 grams of methamphetamine with his former girlfriend earlier this year and using the drug around five times, an official at the Gyeonggi Nambu Provincial Police Agency said.

Park has denied wrongdoing, saying he had never taken drugs, and he again denied the charges in court, Yonhap news agency said.

Park’s contract with his management agency had been canceled and he would leave the entertainment industry, Park’s management agency, C-JeS Entertainment, said on Wednesday.

Park was a member of boyband TVXQ between 2003 and 2009 before leaving the group with two other members, forming the group JYJ.

A scandal involving sex tapes, prostitutes and secret chat about rape led at least four other K-pop stars to quit the industry earlier this year.

The cases sparked a nationwide drugs bust and investigations into tax evasion and police collusion at night clubs and other nightlife spots.
