New Kazakh president sworn in after longtime leader resigns

Kazakhstan has sworn in Kassym-Jomart Tokayev as interim president a day after longtime leader Nursultan Nazarbayev resigned.

Tokayev, a career diplomat who had been senate speaker, can serve the remainder of Nazarbayev's term ahead of scheduled elections next year.

Nazarbayev surprised many by announcing in a televised address Tuesday that he would step down after nearly 30 years, making Tokayev only the second president in the country's independent history.

Nazarbayev attended Tokayev's inauguration Wednesday, entering to lengthy applause from assembled dignitaries before taking a seat on a podium above and behind the lectern where Tokayev gave an address.

Nazarbayev, whom Tokayev praised as "an outstanding reformer," will remain influential as chairman of the security council and head of the ruling party.

Australian man accused of blowing up couple’s car following altercation at McDonald’s drive-thru

An Australian man was accused of blowing up a couple’s car after they allegedly beeped at his partner while at a McDonald’s drive-thru in February.

Ryan Sharp, 33, of the Illawarra region, and his 31-year-old partner allegedly stalked and harassed a couple for six weeks following the altercation at the fast-food joint. The couple had allegedly beeped at the man’s partner at the drive-thru after she swerved close to their vehicle. Sharp was not present at the time of the incident, but the woman reported the couple to police and wrote down their license plate number.

After the complaint was filed, Sharp allegedly decided to get back at the couple. Police said the “relatively minor” altercation led to “a campaign of grievance-fueled violence.” He allegedly detonated a “sophisticated car bomb” on their Ford Rodeo on March 5, Sky News reported.

"The work done by this male to identify where the victim lived was quite ingenious and indicated a specific intent," Detective Superintendent Michael McLean said.

The powerful device could have injured or killed someone if they were inside the vehicle, police said.

Sharp and his partner were arrested Tuesday and authorities seized a “pipe bomb, drone and baton while searching their car and house.”

Sharp was charged with “two counts of using a carriage service to threaten serious harm, using a carriage service to threaten to kill, destroying or damaging property, placing an explosive on a vehicle with the intent to cause harm, threatening to cause injury to a person for being a witness and two counts of possessing or use of prohibited weapon without permit,” The Guardian reported. He appeared in court but did not apply for bail.

US Wants to Build More Tents at Border to Detain Migrants

The Trump administration wants to open two new tent facilities to temporarily detain up to 1,000 parents and children near the southern border, as advocates sharply criticize the conditions inside the tents already used to hold migrants.

U.S. Customs and Border Protection said in a notice to potential contractors that it wants to house 500 people in each camp in El Paso, Texas, and in the South Texas city of Donna, which has a border crossing with Mexico.

Each facility would consist of one large tent that could be divided into sections by gender and between families and children traveling alone, according to the notice. Detainees would sleep on mats. There would also be laundry facilities, showers, and an "additional fenced-in area" for "outside exercise/recreation."

The notice says the facilities could open in the next two weeks and operate through year end, with a cost that could reach $37 million.

But the agency has said its resources are strained by the sharp rise in the numbers of parents and children crossing the border and requesting asylum. It made 53,000 apprehensions in March of parents and children traveling together, most of whom say they are fleeing violence and poverty in Central America. Many ultimately request asylum under U.S. and international law.

In a statement Tuesday, CBP said it urgently needed additional space for detention and processing.

"CBP is committed to finding solutions that address the current border security and humanitarian crisis at the southwest border in a way that safeguards those in our custody in a humane and dignified manner," the statement said.

The Border Patrol has started directly releasing parents and children instead of referring them to immigration authorities for potential long-term detention, but families still sometimes wait several days to be processed by the agency and released.

The Border Patrol processing center in McAllen is routinely over capacity . Kevin McAleenan, the new acting homeland security secretary, was scheduled to visit McAllen Tuesday and Wednesday.

In El Paso, hundreds of people are detained in tents set up at the center of a parking lot next to a patrol station. People detained there have complained of prolonged exposure to cold. The Border Patrol limits them to one warm layer of clothing, confiscates coats, and issues a Mylar blanket to each detainee, citing health and safety concerns.

U.S. Rep. Nanette Barragan, a California Democrat, visited the tents earlier this month. She said she had seen a mother with her 4-month-old child who had been there for five or more days, in conditions she said were "unhealthy."

Border Patrol officials have declined to allow the media inside the tents in El Paso.

Land near the bridge in Donna was used last year as a camp by active-duty soldiers when they were ordered to South Texas' Rio Grande Valley.

The Border Patrol also established a tent facility at Donna to hold migrants in December 2016, in the last weeks of the administration of former President Barack Obama, in response to a previous surge of migrants from Central America.

Sister Norma Pimentel, executive director of Catholic Charities of the Rio Grande Valley, said she had been allowed to visit the tent facility in 2016. She said that facility had been "open and clean," but noted she visited before it began detaining people.

"Detention is never a good idea for any family," Pimentel said. "I believe families are victims of a lot of abuse, and we just add to that abuse by the way we respond to handle and process them."

BANGKOK (Reuters) – Airports of Thailand Pcl will hold the auction for its biggest duty-free concession at Bangkok’s Suvarnabhumi airport in May, the company said on Friday.

The existing duty-free license is set to expire in 2020, and AOT postponed the auction process earlier this month due to public concern over the perceived monopolistic structure of the bidding process and the concession.

The duty-free business is a major beneficiary of a tourism boom in Thailand, where arrivals exceeded 38 million people in 2018.

King Power Group, owner of the English Premier League’s Leicester City Football Club, currently holds the licenses for duty-free retail and commercial activity at Suvarnabhumi, the country’s main international airport, and also at airports in Chiang Mai, Hat Yai and Phuket.

Under a new arrangement, AOT has divided the new concession into two separate contracts – one for Suvarnabhumi which will be open for bidding in May and another contract covering Chiang Mai, Hat Yai, and Phuket airports that will not be open for bidding yet.

Another license up for auction in May is for non-duty-free commercial activity at Suvarnabhumi, which also expires in 2020.

AOT earned 16.7 billion baht ($526.2 million) from concessions in its last fiscal year, 13.3 percent more than a year earlier.

The concession will start on Sept. 28, 2020 and will expire on March 31, 2031, AOT said in a statement.

The bidding will take place on May 22 and results will be announced by May 31.

IOWA CITY, Iowa (Reuters) – U.S. Senator Kamala Harris held just one public event this week during her third trip to Iowa since joining the contest for the 2020 Democratic presidential nomination, a town hall at the University of Iowa where she talked about her plan to raise teacher pay.

Harris, formerly California’s top prosecutor, spent most of her two-day visit at private gatherings aimed at securing early support from specific constituencies – women, state lawmakers and educators.

Iowa hosts the first presidential nominating contest in February 2020, and Harris’ early strategy in the farming state is considerably different than the traditional barnstorm politicking by some of her Democratic competitors.

Former Texas congressman Beto O’Rourke, for example, went to 23 events across 10 counties on his second trip to Iowa. U.S. Senator Cory Booker of New Jersey attended 14 events in 11 counties during two visits, with a third scheduled next week.

Harris’ campaign thinks its targeted approach will allow her to build momentum in Iowa, while freeing up resources to invest more heavily in the path they see as crucial to her winning the Democratic nomination: California and the U.S. South.

“Organizing looks very different right now than it will look a year or even six months from now,” said Miryam Lipper, Harris’ Iowa spokeswoman. “Right now we’re focused on introducing Kamala to Iowans and engaging with potential supporters in a smart way.”

Harris’ tactics carry some risk. Iowa voters play an outsized role in picking U.S. presidents, and many have come to expect frequent face time with White House hopefuls.

Harris aides say it is early in the race, and there could come a point when she crisscrosses Iowa’s 99 counties.

However, Iowa likely will award just 41 of about 3,800 delegates available to win the Democratic nomination. While the campaign aims to do well there, aides say they do not think a first-place finish is as critical for Harris as it might be for other candidates needing a break-out moment.

Early opinion polls show Harris in the top tier of more than 18 Democrats who have announced campaigns or are expected to. Harris, 54, supports a middle-class tax credit, Medicare for All government health insurance, the so-called Green New Deal proposal on climate change and the legalization of marijuana.

Joshua Putnam, a professor at the University of North Carolina Wilmington who specializes in political primaries, said a candidate in Harris’ position needs to meet expectations in Iowa and the subsequent New Hampshire primary to remain viable for the strategy to work.

“They likely do not need outright wins in either of the first two states, but that is not the only type of winning. One can win or lose relative to expectations as well,” Putnam said.

‘CAMP KAMALA’

Harris’ strategy was on display this week as she courted groups with the potential to influence their friends and neighbors.

She met with Democratic state legislators on Thursday ahead of their session ending in May, when they will leave Des Moines and return to their districts. She secured her first endorsement from a party activist in Iowa before a house party hosted by members of a group that encourages women to run for office.

Harris told the women the 2016 election of President Donald Trump, the likely Republican candidate in 2020, was an “inflection point” in U.S. history. 

“This is a moment in time that is requiring each of us as individuals and collectively to look in the mirror and ask a question … who are we?” Harris said at the gathering. “And part of the answer to that question is we are better than this. So this is a moment in time then that we must fight for the best of who we are.”

Next week, Harris’ campaign is hosting “Camp Kamala” to educate college students about Iowa’s complex caucus process and her candidacy before they fan out across the state and the rest of the country for their summer break.

While she is not ceding Iowa by any stretch, Harris’ delegate strategy begins in earnest in Nevada and South Carolina, which hold the third and fourth nominating contests.

Harris aides say they expect to do well in Nevada and believe it is important to have a strong showing or win in South Carolina, the first contest with a sizeable percentage of black voters. Harris, the daughter of immigrants from Jamaica and India, would make history as the first black woman to gain the nomination.

Her performance on so-called “Super Tuesday” in early March, when at least a dozen states will award about 40 percent of the delegates, will be critical, her campaign acknowledged.

The southern states of Alabama, Arkansas, North Carolina, Tennessee and Virginia hold their nominating contests on Super Tuesday, as do delegate-rich Texas and California. Harris has already visited Texas, which will award more than 260 delegates, and California, where she has won statewide races three times, will award at least 475.

Her campaign aims to invest as heavily in these states as they can, aides said.

Jean Hessburg, the Iowa activist who endorsed Harris this week, said caucus goers understand “this is a marathon and not a sprint.” Candidates making dozens of stops across the state risk spreading themselves too thin, she added.

“By doing these targeted events, the idea would be it’s more memorable,” said Hessburg, who leads the Women’s Caucus for the Iowa Democratic Party.

Teenager dies at London’s St Paul’s Cathedral after falling 98 feet from gallery

A teenager in Britain fell to his death Monday from the whispering gallery inside St Paul's Cathedral in London.

Police and paramedics arrived shortly to the scene, but couldn’t save the life of the man in his late teens after falling from about 98 feet high to the floor.

Police said the death isn’t being treated as suspicious.

“We were called to St Paul's Cathedral on Monday 1 April 2019 at 15:57 to a report of a male in his late teens who had fallen from the gallery within the building,” police said in a statement, according to Sky News.

"The Helicopter Emergency Medical Service (HEMS) and police officers attended. His death is not being treated as suspicious,” it added.

A London Ambulance Service spokesperson told the broadcaster: "We were called at 3:58pm yesterday (1 April) to reports of an incident on St Paul's Churchyard, City of London.

“We sent a number of resources to the scene including an incident response officer and London's Air Ambulance. Sadly, despite the efforts of medics, a person died at the scene.”

The whispering gallery runs around the interior of the building and gives the overview of the cathedral. The cathedral was closed on Monday following the death of the man, but it reopened on Tuesday.​

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
