APNewsBreak: FIFA study backs 48-team World Cup in 2022

A FIFA feasibility study has concluded that the 2022 World Cup can expand to 48 teams by using at least one of Qatar's neighbors as an additional host, and says there is a low legal risk to changing the format and an additional $400 million in revenue could be generated.

The Associated Press has obtained a copy of the 83-page report which assesses the political, logistical and legal issues surrounding adding 16 teams — a significant change to the format more than eight years after Qatar won the hosting rights. The report was prepared by the governing body so its FIFA Council can agree in principle on expanding the tournament at a meeting in Miami on Friday. A final decision would come in June.

The study identified stadiums in Bahrain, Kuwait, Oman, Saudi Arabia and the United Arab Emirates that could be used but said Qatar would have to approve who it partnered with.

Bahrain, Saudi Arabia and the UAE severed economic, diplomatic and travel ties with Qatar in 2017, which prevents flights between the countries. The study says FIFA accepts that the ongoing political spat prevents their involvement in the tournament.

Trump-picked 9th Circuit judge clears last hurdle to confirmation, with more nominees in pipeline

Another of President Trump's nominees to the San Francisco-based 9th Circuit Court of Appeals cleared a key procedural hurdle in the Senate on Monday, as the White House continues its push to transform the key left-leaning appellate court that the president repeatedly has derided as hopelessly biased and "disgraceful."

By a 77-20 vote, the Senate invoked cloture to end debate on Trump's nomination of Arizona-based Magistrate Judge Bridget Bade, a former clerk to conservative 5th Circuit Judge Edith Jones. Bade is slated to replace Bill Clinton-nominated Judge Barry Silverman, who has been on senior status since late 2016 -- effectively judicial semi-retirement.

Bade was one of 51 judicial nominees the White House renominated earlier this year after the Senate failed to take action on them during the previous congressional session. Still waiting in the wings were Trump's other conservative 9th Circuit nominees: Daniel P. Collins, a former clerk to the late Justice Antonin Scalia; Daniel A. Bress, also a former Scalia clerk; and former George W. Bush administration official Kenneth Lee. All are currently in private practice.

Monday's vote all but assures Bade's confirmation this week after she was cleared out of the Judiciary Committee by a 17-5 bipartisan vote in February. Democrat Sens. Dianne Feinstein, Patrick Leahy, Dick Durbin, Sheldon Whitehouse and Chris Coons joined Republicans to support Bade in the committee, while Democrat presidential contenders Amy Klobuchar, Corey Booker, and Kamala Harris sided with Richard Blumenthal and Mazie Hirono to reject Bade.

Bade attracted little fanfare even among traditionally vocal progressive groups during her confirmation hearings last October, with the left-wing Alliance for Justice warning only that the Senate should "carefully review" her record and noting that it was unusual for a federal magistrate judge, as opposed to a full district court judge, to be appointed directly to the appellate bench.

With its lack of fireworks, Bade's confirmation process has stood in stark contrast to that of Seattle attorney Eric Miller, who was confirmed to the 9th Circuit last month in a 53-46 vote. In a historic snub, the White House ignored the input of the judge's two Democratic home-state senators in picking Miller, whom progressives attacked as a corporate lawyer and Federalist Society member whose career supposedly had been hostile to Native American rights.

Miller, formerly the appellate chairman of the high-powered law firm Perkins Coie and a onetime law clerk to Justice Clarence Thomas, replaced Judge Richard Tallman, another Bill Clinton appointee who assumed senior status recently.

Among Trump's other recent successful picks to the 9th Circuit: Ryan Nelson, a former staffer to former Attorney General Jeff Sessions, and former Hawaii attorney general Mark Bennett.

With a sprawling purview representing nine Western states, the 9th Circuit has long been a thorn in the side of the Trump White House with rulings against its travel ban policy and limits on funding to "sanctuary cities."

Just weeks ago, the 9th Circuit broke ranks with another federal appellate court and ruled that a Sri Lankan man who failed his initial asylum screening had the constitutional right to go before a judge -- threatening to clog the immigration court system further with tens of thousands of similar claims per year and setting up an all-but-certain Supreme Court showdown.

However, the court's left-wing reputation might be changing, as Senate Majority Leader Mitch McConnell, R-Ky., and Senate Republicans have continued to use the GOP majority to confirm judge after judge appointed by the president.

Following Miller's confirmation month, in an analysis entitled "Thanks to Trump, the liberal 9th Circuit is no longer liberal," The Washington Post noted that once all of Trump's current nominees to the bench are confirmed as expected, there will be 12 Republican-appointed judges on 9th Circuit, which consists of 29 full-time judges.

Huawei leads Asian domination of U.N. patent applications in 2018

GENEVA (Reuters) – Chinese telecoms giant Huawei led the pack with Asia accounting for more than half of the international patent applications at the World Intellectual Property Organization (WIPO) last year, WIPO said on Tuesday.

Huawei, which has been under pressure since the United States demanded its allies bar Chinese vendors from participating in building 5G networks due to national security concerns, made 5,405 patent applications to the U.N. body, up from 4,024 in 2017.

“It’s an all-time record by anyone,” WIPO director general Francis Gurry told a news conference.

WIPO oversees international treaties governing patents, trademarks and industrial designs. Its annual report on the applications it receives – a subset of all intellectual property filings globally – gives an early snapshot of the trends.

Asia-based filings accounted for 50.5 percent of the total applications received, Gurry said.

“Historically, this is really quite extraordinary,” he said. “Historically, this is a momentous occasion, this is something that is really a very, very significant result.”

The second-biggest user of the WIPO international patent system in 2018 was Mitsubishi Electric with 2,812 filings, followed by Intel with 2,499.

Although inventors in the United States filed more applications than in any other country, China looks set to take the top place this year or next, after a meteoric rise over the past quarter century.

Having filed only one patent application in the WIPO system in 1993, its applications overtook Japan’s in 2017 and grew by a further 9.1 percent to 53,345 in 2018, while the number of U.S.-based filings slipped 0.9 percent to 56,142.

Asia accounted for six of the top eight companies, with China’s ZTE Corp and BOE Technology Group and South Korea’s Samsung Electronics and LG Electronics also among the leaders.

China also jumped up the academic rankings, with four of its universities making the top ten list for the first time.

While the University of California remained well ahead among educational institutions, with 501 patent applications in 2018, and Massachusetts Institute of Technology was second, Shenzhen University and South China University of Technology leapt into third and fourth spot, just ahead of Harvard.

Gurry said Chinese universities benefited from an extremely strong emphasis on innovation and the commercialization of basic research, as well as access to the world’s second largest national pool of research and development spending.

He said China had introduced an equivalent of the U.S. Bayh-Dole Act, ensuring that patents taken out on government-sponsored research were being used, which may have had an influence on Chinese universities’ attitude towards commercializing their research.

The WIPO report represents applications for patents, trademarks and designs that their owners feel are valuable enough to protect and promote in overseas markets. Another WIPO report, released in December includes millions of applications for IP protection that are never filed overseas.

Patriots owner Kraft offered plea deal in Florida prostitution case

Billionaire New England Patriots owner Robert Kraft is being offered a deferred prosecution plea deal to resolve charges accusing him of paying twice for sex with a prostitute at a Florida shopping center massage parlor.

The deal would allow Kraft and 24 other men charged in the Orchids of Asia Spa prostitution case in Palm Beach County to enter a program for first offenders in exchange for an admission they would be found guilty, a prosecution spokemsan said Tuesday.

“The offer of a deferred prosecution agreement with several conditions to first time offenders is standard in cases like this,” Palm Beach State Attorney David Aronberg said.

He denied a Wall Street Journal report that described the plea offer as an “unusual deal” because it would require an admission of guilt if the case went to trial.

Aronberg spokesman Mike Edmonson said those who enter the program would be required to perform 100 hours of community service, attend a class on the dangers of prostitution and pay $5,000 per count. Kraft was charged with two counts last month.

Upon completion of the program, misdemeanor soliciting prostitution charges would be dropped. Edmonson said none has accepted so far.

Kraft has denied wrongdoing.

One of his attorneys, Jack Goldberger, did not immediately return a call from the Associated Press seeking comment.

Another, William Burck, did not immediately return a call from Fox News.

Patriots spokesman Stacey James said the team would have no comment.

About 300 men have been charged and ten massage parlors closed in multiple counties between Palm Beach and Orlando as part of a crackdown on illicit massage parlors and human trafficking. Several operators and employees have also been charged.

Police said in court papers that Kraft, 77, was captured by a hidden camera paying for sex at Orchids of Asia on Jan. 19 and Jan. 20. Police installed the camera as part of the investigation.

Hours later, Kraft was in Kansas City for a playoff game. His team then won the Super Bowl in Atlanta, the Patriots' sixth NFL championship under his ownership.

Court papers say many of the workers at the massage parlors targeted in the investigation were forced to live at the spas and were not allowed to leave without an escort.

How Trump is using furor over Ilhan Omar to bash Pelosi

Nancy Pelosi is speaker again for one reason: her party picked up 40 seats in mostly moderate districts.

And yet the Democrats are being yanked to the left by their most visible uber-liberals, creating a huge image problem for the 79-year-old congresswoman.

With the left-wingers grabbing the lion's share of media attention, President Trump is already trying to run against her party as a bunch of wild-eyed socialists.

That leaves Pelosi with the unenviable task of preventing the Democrats from being defined by their most ideological members — and yes, the irony that this challenge falls to a classic San Francisco liberal is unmistakable.

Democrats aren't the world's most organized party. Holding together a fractious caucus has never been an easy task. And there are lingering levels of distrust from the way the establishment favored Hillary Clinton in 2016 over Bernie Sanders, who now finds himself the nominal front-runner for 2020.

With the party obsessed with knocking off Trump, keeping a façade of unity may well be impossible.

"The far left's frustration with House Speaker Nancy Pelosi is on the rise," The Washington Post declares.

The latest contretemps revolves around Ilhan Omar, one of the first two Muslim congresswomen, who has repeatedly stirred controversy with comments viewed as anti-Semitic. It was Pelosi who had to steer passage of a House resolution condemning anti-Semitism and other forms of bigotry that was watered down by not mentioning Omar.

Now the Minnesota lawmaker is in a war of words with Trump, triggered by her remarks about 9/11. Omar complained that Muslims were being treated as second-class citizens because "some people did something and that all of us were starting to lose access to our civil liberties." The New York Post put a photo of the burning twin towers on the front page with the headline, "Here's Your Something."

The president pounced by retweeting a post that called Omar a "sick monster." He posted a video with footage of the World Trade Center — titled "WE WILL NEVER FORGET!" — with Omar's remarks spliced in.

When Omar started receiving death threats, some in the media blamed Trump, as if criticism of a politician is the equivalent of inciting crackpots against her. But the situation was certainly inflamed.

The Post reports that "Omar's allies over the weekend were upset by what they viewed as Pelosi's delayed response" in supporting her colleague. Her first statement criticizing Trump made no mention of Omar. Pelosi ratcheted up her rhetoric on Monday, saying the president's sharing of the video was "beneath the dignity of the Oval Office."

Liberals are also upset, according to the paper, at Pelosi's jibe at Alexandria Ocasio-Cortez during a "60 Minutes" interview. Pelosi said AOC's "wing" of the party included "like five people."

Trump has ramped up his attacks on Omar, saying Monday that she's "very disrespectful" toward both America and Israel and has "got a way about her that's very, very bad for our country."

The president is also using Omar as a way of dinging Pelosi. Keep in mind that Trump has not directly assailed Pelosi — not even bestowing a nickname on the woman who seemed to have outmaneuvered him during the 35-day government shutdown.

Look at this presidential tweet: "Before Nancy, who has lost all control of Congress and is getting nothing done, decides to defend her leader, Rep. Omar, she should look at the anti-Semitic, anti-Israel and ungrateful U.S. HATE statements Omar has made. She is out of control, except for her control of Nancy!"

Trump is essentially saying that Pelosi has lost control to her left-wing zealots, and has been reduced to an Omar puppet. Pelosi actually runs the House with a strong hand, but Trump's slam nicely dovetails with his desire to run against the Omar/AOC/Bernie "socialists."

Liberal critics are accusing the president of using bigoted rhetoric.

"If Omar is a target, it has little to do with what she said and everything to do with who she is: A black Muslim woman — and an immigrant — whose very person disrupts the exclusionary ideal of a white Christian America," says Jamelle Bouie, an African-American columnist for The New York Times.

It's all gotten pretty ugly, no question about it. Ilhan Omar, although she apologized once for anti-Semitic comments, does not appear to be a conciliatory politician. And neither, of course, is Donald Trump.

But there is a payoff to waging such high-profile fights: Omar raised $832,000 in the first quarter of the year, more than all but a few House Democrats.

Man accused in Tennessee kidnapping apprehended in Texas

Authorities in Texas have apprehended a car salesman accused of kidnapping a paralyzed Tennessee man and forcing him to hand over nearly $200,000 cash.

Cedar Hill police Lt. Colin Chenault said Wednesday that a federal task force took 42-year-old Daniel Clayton Bryant into custody Sunday at a hotel in Cedar Hill, southwest of Dallas.

He's charged with kidnapping, bank robbery and extortion. No attorney has been identified to speak on Bryant's behalf.

A criminal complaint alleges Bryant offered to drive the man home April 1, after he left his pickup for service at a dealership in Chattanooga, Tennessee. The victim has one leg and is paralyzed down one side.

Authorities say Bryant held the man for two days, threatening to kill him and his family if he didn't withdraw the money.

WASHINGTON (Reuters) – The U.S. Treasury Department on Friday imposed sanctions on Venezuela’s foreign minister and a Venezuelan judge, according to a statement on the department’s website.

Foreign Minister Jorge Arreaza and a judge, Carol Padilla, were targeted over the ongoing crisis in Venezuela, the Treasury Department said, the latest in a list of officials blacklisted by U.S. authorities for their role in President Nicolas Maduro’s government.

LOS ANGELES (Reuters) – Marvel Studios superhero spectacle “Avengers: Endgame” hauled in a record $60 million at U.S. and Canadian box offices during its Thursday night debut, distributor Walt Disney Co said.

Global ticket sales for the film about Iron Man, Hulk and other popular characters reached $305 million for the first two days, Disney said.

LONDON (Reuters) – The leader of Britain’s opposition Labour Party, Jeremy Corbyn, said on Friday he had turned down an invitation to a state dinner which will be part of U.S. President Donald Trump’s visit to Britain in June.

“Theresa May should not be rolling out the red carpet for a state visit to honor a president who rips up vital international treaties, backs climate change denial and uses racist and misogynist rhetoric,” Corbyn said in a statement.

He said maintaining the relationship with the United States did not require “the pomp and ceremony of a state visit” and he said he would welcome a meeting with Trump “to discuss all matters of interest.”

A bedridden 67-year-old woman and more than a dozen animals were rescued Thursday after a welfare check found that they were living in a home filled with trash, urine, and feces, Florida police said.

Pinellas County sheriff’s deputies said when they arrived at the home in Dunedin around 7:20 p.m. Thursday, they could smell the odor of rotting trash and animal feces as they walked up to the driveway.

“Inside the residence, the odor of feces and urine was so overwhelming that deputies had to don masks,” the sheriff’s department said in a statement.

Walking throughout the residence, the deputies found 10 emaciated dogs and puppies living in bins filled with their own feces, five large Macaw birds flying freely, rats, bugs and overall squalor.

Puppies discovered living in their own feces inside a Florida home that was filled with trash, urine, and feces.

Deputies said due to the large amounts of trash in the home, they had to clear a path to reach the victim’s bedroom.

“None of the home’s toilets were working and all were found to be overflowing with feces,” deputies said. “The only working sink was located on the opposite end of the house from the victim’s bedroom.”

They said there was no food or water for the victim or the animals.

The victim was transported to a local hospital for injuries that were non-life threatening, while the animals were transported to shelters.

The woman’s caretaker, Richard Lawrence Goodwin, 65, was arrested and charged with abuse and neglect of an elderly person, disabled person, and cruelty to animals.

The sheriff’s department said this was Goodwin’s second arrest for abuse and neglect of the same victim. He was previously arrested in May 2018.

Neighbor Victoria Muenzerbeer told FOX 13 that Goodwin and the victim were hoarders and the conditions inside the home were horrible years ago when she visited once.

“I went in and it was absolutely, a human being couldn’t live there,” she said. “The kitchen wasn’t usable and part of the wall was falling in.”

TRIPOLI (Reuters) – Libya’s U.N.-recognized government has budgeted up to 2 billion dinars ($1.43 billion) to cover costs of a three-week-old war for control of the capital, such as treatment for the wounded, to be funded without new borrowing, the economy minister said.

Ali Abdulaziz Issawi suggested the government hoped for business to continue more or less as usual despite the assault on Tripoli, in the country’s northwest, by forces tied to a parallel administration based in the eastern city of Benghazi.

Once Africa’s third largest producer of oil, Libya has been riven by factional conflict since the fall of Muammar Gaddafi in 2011, with the country now broadly split between eastern-based forces under Khalifa Haftar and the U.N.-backed government in Tripoli, in the west, under Prime Minister Fayez al-Serraj.

Still, with Haftar’s Libyan National Army forces unable so far to pierce defenses in Tripoli’s southern suburbs, normal life and business activities continue in much of the capital and western coastal towns.

Issawi, in an interview with Reuters in his Tripoli office, also said Libya’s commercial ports and wheat imports were still functioning normally, although some roads have been blocked.

He said the Serraj government estimates it will spend up to 2 billion dinars extra on medical treatment for wounded, aid for displaced people and other “emergency” war costs.

He said this was not military spending but analysts believe that the sum will also cover expenditures such as pay for allied armed groups or food for fighters.

“We could actually spend less,” he added, in comments that gave the first insight into the economic impact of the fighting.

Issawi said the Tripoli government, which controls little territory beyond the greater capital region, would not incur new debt to fund the war costs, sticking to a plan to post a 2019 budget without a deficit.

Tripoli derives revenue largely from oil and natural gas production, interest-free loans from local banks to the central bank, and a 183 percent surcharge on foreign exchange transactions conducted at official rates.

But with centralized tax collection greatly diminished, public debt has piled up – to 68 billion dinars in the west, including unpaid state obligations such as social insurance.

Some analysts expect Serraj’s government will be forced to raise new debt if the war for control of Tripoli drags on.

With much of Libya dominated by armed factions that also act as security forces, the public wage bill for both the western and eastern administrations has soared as fighters have been made public employees in efforts to buy their loyalty.

The east has sold bonds worth 35 billion dinars outside the official financial system as the Tripoli central bank does not fund the parallel government apart from some wages.

Despite its limited reach, the Tripoli government still runs an annual budget of around 46.8 billion dinars, mainly for public salaries and fuel subsidies.

“This year we cannot finance via debt…we will not borrow (by agreement with the central bank),” Issawi said.

According to International Monetary Fund data, Libya’s central government debt-to-GDP ratio is 143 percent, making it one of the most heavily indebted in the world on that measure.

Issawi declined to say what parts of the budget would be trimmed to support the extra outlay for war costs.

However, with some 70 percent of the budget allocated to public wages, fuel subsidies and other welfare benefits, a portion devoted to infrastructure is most likely to be axed.

Widespread lawlessness has meant there have been no major infrastructural projects since 2011, when a NATO-backed uprising overthrew dictator Muammar Gaddafi, leaving schools, hospitals and roads in acute need of restoration.

FOREX SURCHARGE

Issawi said the government planned to raise as much as 30 billion dinars by the end of 2019 from hard currency deals after imposing in September a 183 percent surcharge on commercial and private transactions done on the official rate of 1.4 to the U.S. dollar. That fee has effectively devalued the official rate to 3.9, much closer to the black market equivalent.

Some 17 billion dinars have been raised since then, with hard currency allocated for import credit letters now issued without delays, Issawi said. The forex fee has helped the government forecast a budget in the black for 2019.

Despite the narrowing spread between the two rates, the black market continues to thrive. Dozens of traders remained at their favorite spot behind the central bank headquarters in Tripoli when Reuters reporters visited it last week.

But traders said it could take time for the Serraj government to register the extra forex receipts as official banking channels were taking up to six months to approve import financing, keeping the black market in play for dealers.

Issawi said authorities planned to lower the forex fee from 183 percent, without saying when. The black market rate has dropped from 6 to around 4.1 since September but it has hardly moved of late as demand for black market cash remains high.

The Tripoli government has stopped subsidizing food and bread, which used to be cheaper than drinking water in Libya. Wheat imports are now being arranged by private traders and there are surplus stocks of flour at the moment, Issawi said.
