Brazil remembers slain politician 1 year after her death

Tearful friends, family and admirers gathered in Rio de Janeiro on Thursday to pay homage to a black city councilwoman who was gunned down one year ago in a brazen slaying that has sparked nationwide outrage.

Marielle Franco and her driver, Anderson Gomes, were killed in central Rio on the evening of March 14, 2018 while returning from an event focused on empowering young black women.

Authorities this week arrested two former police officers for the murders, but the case continues to highlight deep corruption in Brazil and there are unanswered questions about who ordered the hit and why.

"It is my worst nightmare to be participating in the mass paying homage to my assassinated daughter," said Franco's father, Antonio Francisco da Silva Neto, at a commemoration service.

Vigils, lectures and protests were also planned for Franco in Stockholm, Buenos Aires, Madrid, Bogota, Lisbon, Berlin, London and several cities in the United States.

In Rio de Janeiro, some placed flowers in a line of vases, lit candles and demanded accountability with a banner that read "Justice for Marielle and Anderson."

Commemorations then continued with a service at a Catholic Church in downtown Rio, where followers of Afro-Brazilian religions wore traditional white garb, sang chants, and held signs reading "Marielle is present" and "For black mothers."

Franco's mother, Marinete da Silva, said her daughter had "become a symbol of resistance all over the world."

Many also took to the streets to celebrate black, female politicians who won post during October elections. Several of them had been on Franco's staff.

Elected in 2016, Franco was a member of the left-leaning Socialism and Liberty Party and was known for her work in shantytowns and her outspokenness against police violence, which disproportionately affects black residents in a country where more than 50 percent of people identify as black or mixed-race.

Co-owner of business where 4 slain says she has no clue why

The co-owner of a North Dakota business where four people including her husband were slain says she and others don't know why the suspect would target anyone at the company.

Chad Isaak, 44, a chiropractor in Washburn, faces four felony counts of murder in the April 1 deaths of RJR Maintenance and Management co-owner Robert Fakler and three workers in Mandan, a town of 22,000 near the state capital of Bismarck. Isaak lived on property managed by the company, but police have said that while they have plenty of evidence — spent shell casings, a knife and gun parts — they still haven't identified a motive. That was still the case as of Monday, Deputy Chief Lori Flaten said.

Jackie Fakler said RJR officials had few interactions with Isaak, who lived in a mobile home park the company had begun managing just last June. Marketing executive Ben Pace called those few interactions "all very normal."

Fakler said rumors that RJR was raising Isaak's rent or had ordered him to get rid of his dog are false.

"I don't think anything could make sense out of it, no matter what," she said.

Robert Fakler, 52, and employees Adam Fuehrer, 42, and married co-workers Lois Cobb, 45, and William "Bill" Cobb, 50, were shot or stabbed to death before the business opened that Monday. Jackie Fakler said the four victims typically came to work early. It also wasn't uncommon to have an unlocked door while there were workers on the premises.

"This is like home to a lot of people, and it's like being at home and leaving your front door unlocked while you're home," Pace said.

The victims were in different areas of the building and were killed within 13 minutes, according to Fakler. The Cobbs were in the office area; Fakler and Fuehrer in the back shop area.

Police followed evidence from surveillance video at RJR and other businesses to arrest Isaak three days after the slayings. Court documents allege Isaak took one of the company's vehicles, drove about a block, then walked to his own truck parked in the area. Fakler said it wasn't unusual for Bill Cobb to leave a company truck running with the keys in it.

"(Police) got a lot of footage everywhere," she said. "I think they were able to track (Isaak) from here to him leaving town."

After Isaak got back to Washburn, about 35 miles (56 kilometers) north of Mandan, he allegedly went back to work at his chiropractor office. A client of his, Dora Sorenson, has said Isaak "didn't appear any different."

Fakler said, "It doesn't make sense how anybody could walk away, go to work. None of it makes sense."

She and Pace credited police with making a quick arrest but said they are not privy to much more information than the public. Fakler said she's relieved with the arrest "but then now you're flooded with all the questions — why? What could have been so horrible that he had to take four people's lives?"

Isaak remains jailed on $1 million bond. He hasn't responded to interview requests and doesn't yet have an attorney listed to represent him. He could enter pleas at a May 14 hearing.

Isaak could face life without parole if convicted. North Dakota doesn't have the death penalty.

Belgian twin brothers cleared for bar fight after court can’t tell them apart

Twin brothers in Belgium were cleared from any wrongdoing for their involvement in a 2015 bar fight -- because they could not be told apart.

Ibrahim and Murat A, both 28, were accused of assault after they were caught up in an argument with laughing onlookers after one of them fell off his bicycle outside the Citysnack outlet in Leuven, a university city east of Brussels.

One of the brothers reacted angrily and punched one man while the other tried to hold him back, the Het Laatste Nieuws reported.

CCTV footage of the incident showed one of the brothers attacking the onlooker, but the brothers look so much alike that police nor the victim could reportedly tell them apart.

HLN reported that both brothers were taken in for questioning but only one of them showed up. That brother told authorities that he had only tried to stop his brother.

Police investigators determined that one of the brothers carried out the attack, but it was unclear exactly which one threw the punch.

"It's obvious that one of them actively tried to hold the other back. So he can't be judged as either perpetrator or accomplice," the judge was quoted as saying by HLN.

UK police say man held in hospital after embassy car-ramming

British police say a man suspected of purposefully driving into parked cars in front of the Ukrainian Embassy in London has been hospitalized for mental health treatment.

London's Metropolitan Police force said officers fired at the 40-year-old driver's vehicle and took him into custody Saturday after he allegedly rammed the Ukrainian ambassador's car and several others outside the embassy.

London police say he also drove his car toward officers.

No one was injured. Police say the man's actions were not related to extremism.

He has not been charged or identified.

A police committee is investigating the officers' use of firearms. They also used stun guns to subdue the suspect.

PARIS (Reuters) – French President Emmanuel Macron is considering banning all demonstrations on the Champs Elysees after “yellow vest” rioters wrecked the iconic Parisian avenue last weekend, an official from the president’s office said on Monday.

On Saturday, protesters related with the “yellow vest” movement burned down the famous Fouquet’s restaurant on the Champs Elysees as well as several newspaper stands, a Longchamp luxury goods shop and vehicles.

Following Saturday’s riots, that were reminiscent of violent clashes last December on the Champs Elysees between protesters and police, Macron summoned a meeting with the interior and justice ministers on Monday.

Macron has promised to take “strong measures” as soon as possible to prevent riots happening again next Saturday.

Since mid-November, the “yellow vests” protesters – a group that originally demanded fuel tax cuts but has since morphed into a general opposition movement against the government – have held demonstrations every Saturday in the French capital.

GERMISTON, South Africa (Reuters) – Olympic 400 meters champion Wayde van Niekerk has backed South African compatriot Caster Semenya in her battle with the International Association of Athletics Federations (IAAF), which now appears to have taken a new twist.

Semenya, a double 800 meters Olympic gold medalist, is waiting for the outcome of her appeal to the Court of Arbitration for Sport (CAS) to halt the introduction of new regulations by governing body IAAF that would require her to take medicine to limit her natural levels of testosterone.

The IAAF wants female athletes with differences of sexual development who run in events from 400 meters to a mile, to reduce their blood testosterone level to below five (5) nmol/L for a period of six months before they can compete, saying they have an unfair advantage.

“She’s fighting for something beyond just track and field, she’s fighting for woman in sports, in society and I respect her for that,” Van Niekerk told reporters.

“I will support her and with the hard work and talent that she’s been putting into the sport. With what she believes in and what she’s dreaming for, I’ve got a lot of respect for her.

“I really hope and pray that everything just goes from strength to strength for her.”

Semenya has sprung a surprise at the on-going South African Athletics Championships though, ditching the 800 meters and instead competing over 1,500 and 5,000-metres – the latter one would not require her to medically lower her testosterone level.

She stormed to victory in the 5,000-metres final in a modest time of 16:05.97, but looked to have lots left in the tank as she passed the finish line.

Semenya beat fellow Olympian and defending national 5,000m champion Dominique Scott in Thursday’s final but the latter admitted she is unsure whether the 800m specialist could be a serious Olympic contender over the longer distance.

“Honestly‚ I have no idea‚” Scott said. “Before today I probably would have said no. It’s hard to compare a 5,000 at altitude to a 5,000 at sea level.

“But I think she’s an amazing runner and I don’t think there’s any limit or ceiling on what she can do.”

Van Niekerk, the 400m world record holder, had to abort his comeback from a knee injury, that had sidelined him for 18 months, following a combination of cold weather and a wet track.

“We are trying to take the correct decisions now early in the year so as not to put myself in any harm,” he said.

“It was a bit chilly this entire week prepping and coming through here as well it was quite cold and it caused bit of tightness in my leg. We decided to not risk it.

“My recovery is going well and I would like to be back in competition this year, but will only do so if I can deliver a good performance.

“I am a competitor and respect my opponents, so I need to be at my best when I return.”

The suspected leader of the Easter Sunday bombings in Sri Lanka died in the Shangri-La hotel, one of six hotels and churches targeted in the attacks that killed at least 250 people, authorities said.

Police said Mohamed Zahran, leader of the National Towheed Jamaat militant group, had been killed in one of the bombings. The group’s second in command was also arrested, police said.

Zahran amassed an online following for his hate-filled sermons. Some were delivered before a banner depicting the Twin Towers.

Australian Prime Minister Scott Morrison said Friday that the attackers responsible for the bombings were supported by the Islamic State group. Around 140 people in Sri Lanka had connections to ISIS, Sri Lankan President Maithripala Sirisena said.

“We will completely control this and create a free and peaceful environment for people to live,” he said.

Investigators determined the attackers received military training from someone called “Army Mohideen.” They also received weapons training overseas and at some locations in Sri Lanka, according to authorities.

A copper factory operator arrested in connection with the bombings helped Mohideen make improvised explosive devices, police said. The bombings have led to increased security throughout the island nation as authorities warned of another attack.

A Malaysian mountain climber was being treated in a hospital in Nepal’s capital Friday after being stranded nearly two days alone near the summit of Annapurna.

A helicopter crew searching for the missing climber on Thursday spotted Wui Kin Chin waving his hands at them, and rescuers brought him down to a lower camp.

At the time of his rescue, Chin had been without an oxygen bottle, food and water for over 40 hours, said Mingma Sherpa, the head of Seven Summit Treks, which arranged his expedition.

Chin was flown to the capital, Kathmandu, on Friday and taken to a hospital, where his wife joined him.

Chin is an anesthesiologist and accomplished climber, and Sherpa credited Chin’s medical knowledge and familiarity with mountains for keeping him alive.

“It’s a big thing to stay alive in that altitude without food, water, and oxygen,” Sherpa said. He described Chin on Thursday as fine but not in condition to walk.

Chin was a part of a 13-member expedition led by a French climber and was separated from the others during the descent.

The 8,091-meter (26,545-foot) Mount Annapurna is the ninth tallest mountain in Nepal and the 10th tallest in the world. It’s considered an especially treacherous mountain due to its difficult terrain and weather conditions.

Spain’s prime minister says he’s open to a coalition with an anti-austerity party, hinting for the first time at a possible center-left governing alliance after Sunday’s national election.

In an interview published Friday by El Pais newspaper, Socialist leader Pedro Sánchez says “it isn’t a problem” for the far-left United We Can to become part of his Cabinet if he wins the tight race.

With Spain’s electoral law banning polls during the last week of campaigning, it’s unclear if the two parties will emerge strong enough in the lower house of parliament or whether a right-wing alliance could assemble a majority.

Sánchez is calling on Spaniards to cast a “useful vote” and has warned that the rise of the far right in polls could be underestimated given the large pool of undecided voters.

AMSTERDAM (Reuters) – Dutch telecom firm Royal KPN NV said on Friday it would select a Western supplier to build its core 5G mobile network, making it one of the first European operators to make clear it would not pick China’s Huawei for such work.

The United States has been seeking to discourage its allies from using equipment made by Huawei because of concerns that it could eventually be used for Chinese government spying. Huawei says such worries are baseless and U.S. policy is driven by economic interests.

The Hague-based KPN, the Netherlands’ largest telecom firm, said its decision took into account “the evolving assessment on the protection of vital infrastructure and the influence this may have on future Dutch policy.”

The Dutch government has not taken a decision on the issue.

KPN, which also reported on Friday slightly worse than expected first quarter core earnings of 563 million euros ($627 million), said it would still use equipment made by Huawei in some capacities.

In addition, the company announced a preliminary deal with Huawei to upgrade existing mobile telecommunications gear to make it safer. Huawei has been a key supplier to KPN in the past decade.

The Dutch government set up a task force with KPN and other major operators in the Netherlands this month to analyze the “vulnerability of 5G telecommunications networks to misuse by technology vendors … and measures needed to manage risks.”

KPN said it would use equipment made by Huawei, which it described as a world leader in radio and antenna technology, to improve security on its existing network.

“This preliminary agreement can be adjusted or reversed to align it with future Dutch government policy,” it added.

Sources told Reuters on Wednesday that Britain’s National Security Council (NSC) had decided to bar Huawei from core parts of the country’s 5G network and restrict its access to non-core areas.
