Nepal bans online game PUBG citing negative impact on children

KATHMANDU (Reuters) – Nepal on Thursday banned the popular online game PlayerUnknown’s Battlegrounds (PUBG), saying its violent content had a negative impact on children, an official said.

“We have ordered the ban on PUBG because it is addictive to children and teenagers,” Sandip Adhikari, deputy director at Nepal Telecommunications Authority (NTA), the nation’s telecoms regulator, told Reuters.

The ban comes into effect from Thursday, he said.

Following a request from the Himalayan nation’s federal investigation authority, the regulator directed all internet service providers, mobile operators and network service providers to block streaming of the game from Thursday onwards, Adhikari said.

PUBG, made by South Korean firm Bluehole Inc, is a survival-themed battle game that drops dozens of online players on an island to try and eliminate each other.

It was launched in 2017 and has a huge global following.

Adhikari said so far there had been no reports of any incidents linked to the game. But he said parents were concerned about their children being distracted from their studies or other normal routine work.

California city tests universal basic income program ahead of 2020

The city of Stockton, Calif., which launched a universal basic income pilot program earlier this year, will listen to stories from a select group of recipients of the no-strings-attached cash by the end of April, adding tangible anecdotes to the national political conversation on income inequality ahead of 2020.

NEW JERSEY'S LARGEST CITY PLANS TO TEST UNIVERSAL BASIC INCOME PROGRAM

The Stockton Economic Empowerment Demonstration, a pilot program on universal basic income, launched in February, the Los Angeles Times reported.  Over 100 residents from the city’s lower-income neighborhoods will be administered $500 a month via debit cards for the next year and a half. The money comes without any restrictions, such as requiring recipients to be employed or maintain sobriety.

Head of Stockton’s program, Sukhi Samra, told the Los Angeles Times that 25 participants dubbed “storytellers” will offer their experiences on how the extra monthly cash has contributed to their lives. While data from the program’s research findings won’t be available until 2021, Samra expects anecdotes to resonate more with voters who could hear the potential effects of their political decisions.

Stockton became the first to move ahead on a universal income pilot, as other U.S. cities, including Newark, NJ and Chicago, consider similar programs that would deal out monthly payments to struggling residents. Programs in Canada and Finland were scrapped for being unstainable.

Stockton received $1 million in initial funding for the $3.1 million program from the Silicon-Valley-based organization The Economic Security Project. Further research should reveal how basic income programs could be sustained by local or federal governments on a more permanent basic.

Search for body, black box continues at Amazon Prime Air plane crash site in Texas

Investigators remain at a bay in southeast Texas looking for clues as to what caused a cargo plane carrying Amazon packages to plunge out of the sky on Saturday killing all three men on board.

The Chambers County Sheriff's Office said Monday that two bodies recovered from Trinity Bay have been identified as First Officer Conrad Aska, 44, the co-pilot, and Sean Archuleta 36, a jump seat rider on the flight. The body of the pilot and the black box have not been found.

"It's a first in my career and I've been doing this for 35 years," Chambers County Sheriff Brian Hawthorne told FOX26. "I never dreamed we would have a Boeing 767 crash a mile and a half from the sheriff's office. We're fortunate the pilots were able to get to the water versus in the middle of town."

Atlas Air Flight 3591,  a Boeing 767 cargo plane, was headed to Houston from Miami and was operating on behalf of Amazon Prime Air when it crashed Saturday afternoon in Trinity Bay about 35 miles east of Houston.

Hawthorne took FOX26 on a tour of the crash site Monday, where thousands of pieces of plane parts could be seen.

Winds on Monday pushed the tide south, which exposed and revealed more of the crash site, the agency said on Facebook.

"One of our security cameras captured about five seconds of the jet and it's in a steep nose dive," Hawthorne told the television station. "You can see it go into the water. You can see the splash."

The aircraft's so-called "black boxes" have yet to be recovered, and are believed to be in thick mud

Loni Alley, a former Houston firefighter and one of the volunteers assisting with the search efforts, told KHOU the area is "total devastation."

“What’s so difficult out there right now, there’s not a lot of water, there's a lot of mud and the mud is like quicksand out there," Alley told KHOU. "You can get stuck really easily and that is impeding some of the searching”

3 CONFIRMED DEAD AFTER CARGO JET OPERATED FOR AMAZON CRASHES IN TEXAS

Crews using airboats and helicopters have circled the crash scene, where white chunks of fuselage could be seen above long grass. The muddy landscape has made the process "painstaking," National Transportation Safety Board Chairman Robert Sumwal said.

Thunderstorms in the area on Monday forced authorities to suspend search operations due to lightning being reported.

Archuleta, a captain with Mesa Airlines, had been getting a lift back to his home in the Houston area, his friend told the Houston Chronicle. The 36-year-old was a new father and weeks away from starting his "dream" job flying for United Airlines, Don Dalton, Archuleta's roommate, told the paper.

Archuleta's wife lives in Colombia and was "devastated" by the news of his death, Dalton said.

Atlas Air said in a Sunday statement that it has established a program to support the families of the dead and that it has a team, including CEO Bill Flynn, at the crash site to assist investigators.

The last crash involving a large cargo plane in the United States was in 2016, according to a Federal Aviation Administration spokesman. The landing gear of a FedEx flight collapsed after touching down at Fort Lauderdale-Hollywood International Airport, causing the left wing of the McDonnell Douglas MD-10-10F to catch fire.

Scientists Shining Lasers on “Molecule That Made the Universe”

Trihydrogen, or H3+, is acknowledged by many scientists as the molecule that made the universe.

In recent issues of Nature Communications and the Journal of Chemical Physics, Michigan State University researchers employed high-speed lasers to shine a spotlight on the mechanisms that are key in H3+ creation and its unusual chemistry.

H3+ is prevalent in the universe, the Milky Way, gas giants and the Earth’s ionosphere. It’s also being created and studied in the lab of Marcos Dantus, University Distinguished Professor in chemistry and physics. Using ultrafast lasers — and technology invented by Dantus — a team of scientists is beginning to understand the chemistry of this iconic molecule.

“Observing how roaming H2 molecules evolve to H3+ is nothing short of astounding,” Dantus said. “We first documented this process using methanol; now we’ve been able to expand and duplicate this process in a number of molecules and identified a number of new pathways.”

Astrochemists see the big picture, observing H3+ and defining it through an interstellar perspective. It’s created so fast — in less time than it takes a bullet to cross an atom — that it is extremely difficult to figure out how three chemical bonds are broken and three new ones are formed in such a short timescale.

That’s when chemists using femtosecond lasers come into play. Rather than study the stars using a telescope, Dantus’ team literally looks at the small picture. The entire procedure is viewed at the molecular level and is measured in femtoseconds — 1 millionth of 1 billionth of a second. The process the team views takes between 100 and 240 femtoseconds. Dantus knows this because the clock starts when he fires the first laser pulse. The laser pulse then “sees” what’s happening.

The two-laser technique revealed the hydrogen transfer, as well as the hydrogen-roaming chemistry, that’s responsible for H3+ formation. Roaming mechanisms briefly generate a neutral molecule (H2) that stays in the vicinity and extracts a third hydrogen molecule to form H3+. And it turns out there’s more than one way it can happen. In one experiment involving ethanol, the team revealed six potential pathways, confirming four of them.

Since laser pulses are comparable to sound waves, Dantus’ team discovered a “tune” that enhances H3+ formation and one that discourages formation. When converting these “shaped” pulses to a slide whistle, successful formation happens when the note starts flats, rises slightly and finishes with a downward, deeper dive. The song is music to the ears of chemists who can envision many potential applications for this breakthrough.

“These chemical reactions are the building blocks of life in the universe,” Dantus said. “The prevalence of roaming hydrogen molecules in high-energy chemical reactions involving organic molecules and organic ions is relevant not only for materials irradiated with lasers, but also materials and tissues irradiated with x-rays, high energy electrons, positrons and more.”

This study reveals chemistry that is relevant in terms of the universe’s formation of water and organic molecules. The secrets it could unlock, from astrochemical to medical, are endless, he added.

(Reuters) – Boeing Co said it invited airline pilots, technical leaders and regulators for an informational session in Renton, Washington on Wednesday, as part of an effort to share details about the plan to support the return of the 737 MAX to commercial service.

“We continue to work closely with our customers and regulators on software and training updates for the 737 MAX,” Boeing added.

The “Born This Way” hitmaker recently made headlines following her and co-star Bradley Cooper’s rather steamy performance of their film’s hit song “Shallow” at the Academy Awards, leaving people to wonder if the two had been intimate in real life.

As previously reported, she later addressed the rumors during her appearance on “Jimmy Kimmel Live” and said people saw love and that was the whole point.

(Reuters) – U.S. stock index futures were flat on Friday, as investors paused ahead of GDP data, which is expected to show the world’s largest economy maintained a moderate pace of growth in the first quarter.

Gross domestic product probably increased at a 2% annualized rate in the quarter as a burst in exports, strong inventory stockpiling and government investment in public construction projects offset a slowdown in consumer and business spending, according to a Reuters survey of economists.

The Commerce Department report will be published at 8:30 a.m. ET.

The GDP data comes as investors look for fresh catalysts to push the markets higher. The S&P 500 index is about 0.5% below its record high hit in late September, after surging nearly 17% this year.

First-quarter earnings have been largely upbeat, with nearly 78% of the 178 companies that have reported so far surpassing earnings estimates, according to Refinitiv data.

Wall Street now expects S&P 500 earnings to be in line with the year-ago quarter, a sharp improvement from the 2.3% fall expected at the start of April.

Amazon.com Inc rose 0.9% in premarket trading after the e-commerce giant reported quarterly profit that doubled and beat estimates on soaring demand for its cloud and ad services.

Ford Motor Co shares surged 8.5% after the automaker posted better-than-expected first-quarter earnings largely due to strong pickup truck sales in its core U.S. market.

Mattel Inc jumped 8% after the toymaker beat analysts’ estimates for quarterly revenue, as a more diverse range of Barbie dolls powered sales in the United States.

At 6:52 a.m. ET, Dow e-minis were down 35 points, or 0.13%. S&P 500 e-minis were down 1.5 points, or 0.05% and Nasdaq 100 e-minis were up 10.75 points, or 0.14%.

Among decliners, Intel Corp slumped 7.7% after it cut its full-year revenue forecast and missed quarterly sales estimate for its key data center business.

Rival Advanced Micro Devices declined 0.8%.

Oil majors Exxon Mobil Corp and Chevron Corp are expected to report results later in the day.

WARSAW (Reuters) – Germany could owe Poland more than $850 billion in reparations for damages it incurred during World War Two and the brutal Nazi occupation, a senior ruling party lawmaker said.

Some six million Poles, including three million Polish Jews, were killed during the war and Warsaw was razed to the ground following a 1944 uprising in which about 200,000 civilians died.

Germany, one of Poland’s biggest trade partners and a fellow member of the European Union and NATO, says all financial claims linked to World War Two have been settled.

The right-wing Law and Justice (PiS) has revived calls for compensation since it took power in 2015 and has made the promotion of Poland’s wartime victimhood a central plank of its appeal to nationalism.

PiS has yet to make an official demand for reparations but its combative stance towards Germany has strained relations.

“Poland lost not only millions of its citizens but it was also destroyed in an unusually brutal way,” Arkadiusz Mularczyk, who heads the Polish parliamentary committee on reparations, told Reuters in an interview.

“Many (victims) are still alive and feel deeply wronged.”

His comments come a month before European Parliament elections in which populist and nationalist parties are expected to do well. Poland will also hold national elections later this year, with PiS still well ahead of its rivals in opinion polls.

EU LARGESSE

Mularczyk said the reparations figure could amount to more than 10 times the estimated 100 billion euros ($111 billion) that Poland has received so far in European Union funds since it joined the bloc in 2004.

Germany is the biggest net donor to the EU budget and some Germans regard its contributions as generous compensation to recipient countries like Poland which suffered under Nazi rule.

In 1953 Poland’s then-communist rulers relinquished all claims to war reparations under pressure from the Soviet Union, which wanted to free East Germany, also a Soviet satellite, from any liabilities. PiS says that agreement is invalid because Poland was unable to negotiate fair compensation.

Mularczyk said his committee hoped to complete its report on the reparations issue by Sept. 1, the 80th anniversary of Hitler’s invasion.

Accusing Berlin of playing “diplomatic games” over the issue, he said: “The matter is being swept under the rug (by Germany) … until it’ll be wiped from the memory, from people’s awareness.”

His comments come after the Greek parliament voted this month to seek billions of euros in German reparations for the Nazi occupation of their country.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said the United States did not pay any money to North Korea as it sought the release of comatose American student Otto Warmbier.

The Washington Post reported on Thursday that Trump had approved payment of a $2 million bill from North Korea to cover its care of the college student, who died shortly after he was returned to the United States after 17 months in a North Korean prison.

Al-Qaida in Yemen is vowing to avenge beheadings carried out by Saudi Arabia this week — an indication that some of the 37 Saudis executed on terrorism-related charges were members of the Sunni militant group.

Al-Qaida in the Arabian Peninsula, as the branch is called, posted a statement on militant-linked websites on Friday, accusing the kingdom of offering the blood of the “noble children of the nation just to appease America.”

The statement says al-Qaida will “never forget about their blood and we will avenge them.”

U.S. ally Saudi Arabia on Tuesday executed 37 suspects convicted on terrorism-related charges. Most were believed to be Shiites but at least one was believed to be a Sunni militant.

His body was pinned to a pole in public as a warning to others.

The Sun newspaper reports that Britain’s National Lottery is withholding the payout as it investigates whether the men, who have a string of criminal convictions, used illicit means to buy the winning ticket.

The Sun said neither man has a bank account, leading lottery organizers to investigate how they obtained the bank-issued debit card that paid for the 10 pound ($13) scratch card.

Camelot, which runs the lottery, said Friday it couldn’t confirm details of the story because of winner-anonymity rules. The firm said it holds a “thorough investigation” if there is any doubt about a claim.
