Belarusian investigators raid independent TV channel

Investigators in Belarus have searched the office of a leading independent satellite channel as part of a criminal probe.

Tuesday's search of the Belsat office in Minsk was the latest episode in an official crackdown on independent media in the ex-Soviet nation.

Belarus' state investigative agency said the search was part of a slander probe looking into a Belsat report about the arrest of corruption suspects that proved erroneous.

Belsat, which broadcasts from Poland, said its computers were confiscated during the search. It said Belarusian authorities are trying to muzzle independent voices ahead of next year's presidential election.

Belarusian President Alexander Lukashenko has ruled the ex-Soviet nation of 10 million for a quarter-century, cracking down on dissent and free media and maintaining Soviet-style control over its economy.

Venezuela’s rival factions rally as power struggle persists

Supporters of Venezuelan opposition leader Juan Guaido and the man he is trying to oust, President Nicolas Maduro, are holding rival demonstrations.

Guaido on Saturday addressed a crowd in Los Teques, a city near Caracas, while Maduro loyalists gathered for what was billed as an "anti-imperialist" rally in the capital.

Such dueling demonstrations have become a pattern in past weeks as Venezuela's opposing factions vie for power in a country enduring economic turmoil and a humanitarian crisis.

The rallies came a day after the International Federation of Red Cross and Red Crescent Societies said it is poised to deliver aid to Venezuela next month. The humanitarian group says it will remain neutral and has warned both sides in the Venezuelan conflict not to interfere with the aid distribution.

Australia jobs surge past expectations but unemployment ticks up

SYDNEY (Reuters) – A bumper run in Australian jobs extended to March and more people went looking for work, official data on Thursday showed, a sign the country’s labor market remains strong despite a small uptick in the unemployment rate.

The local dollar jumped about a quarter of U.S. cent to $0.7200 as traders wagered the Reserve Bank of Australia (RBA) will not rush to ease rates even though the broader economy has seemingly lost momentum.

The employment report is being closely watched for clues on monetary policy as the country’s central bank is counting on labor market strength for a long-awaited pick up in wage growth and inflation in the face of a property market downturn.

Thursday’s data showed a total 25,700 new jobs were created in March, surging past expectations for a rise of 12,000.

Encouragingly, all of that increase was led by full-time work with part-time decreasing 22,600.

“A solid set of employment figures, dominated by full-time roles, suggests that households and businesses may have to wait a little longer for rate cuts,” said Callam Pickering APAC economist at global job site Indeed.

“From the perspective of policymakers, particularly the Reserve Bank, this will be viewed as a positive report,” Pickering said.

Australia is creating jobs at a brisk annual pace of 2.4 percent, much faster than the 1.6 percent rise in population.

Even so, the unemployment rate rose to 5.0 percent in March from an eight-year trough of 4.9 percent the previous month as the participation rate climbed to 65.7 percent in a sign more people went looking for work.

While the jobless rate has stayed in a 4.9-5.1 percent band since last September, consumer prices have remained lukewarm for years now.

Worryingly for the RBA, first-quarter data due next week is expected to show core inflation further cooled to 1.7 percent from 1.8 percent in the previous quarter, undershooting its 2-3 percent mid-term target.

The RBA has held the cash rate at an all-time low of 1.50 percent for 2-1/2 years now and earlier this year switched away from its long-held tightening bias to a more neutral stance. On Tuesday, minutes of the central bank’s April meeting showed it believes a cut in interest rates would be appropriate if inflation stayed low and unemployment trended high.

LONDON (Reuters) – It was supposed to be the start of a dollar downturn. Instead, investors are scaling back those bets as a dovish shift by the Federal Reserve is emulated by central banks worldwide – keeping intact the greenback’s interest rate premium over other currencies.

The dollar gained 4.4 percent in 2018 – its best year since 2015 – as strong economic growth allowed the Fed to raise rates repeatedly, even as most other developed economies struggled with weaker momentum.

Traders began in late 2018 to bet the dollar was heading for a fall from 18-month highs amid signs the Fed was nearing the end of its three-year long policy tightening cycle. Many reckoned it would stop shrinking its balance sheet as well.

Other central banks, from the European Central Bank to Australia, were primed to kick off rate rises.

But after falling in December and January, the dollar has recovered, and is up 1 percent so far in February. Against some currencies such as the Australian dollar, it has jumped more than 2 percent.

The reason? Economic momentum looks worse elsewhere, forcing policymakers to ditch, postpone or soften policy tightening plans.

So even though the Fed confirmed its dovish shift this week in the minutes from its last meeting, it looks like the dollar will continue to enjoy a yield advantage over rivals.

“The dollar’s resilience this year has come as a surprise to some,” BlackRock investment strategist Richard Turnill said.

“Yet the same factors keeping the Fed on hold – slowing global growth and tightening financial conditions – are pushing other central banks toward a more dovish stance.”

DOLLAR SUPPORT

Take for instance the European Central Bank. Bets on a 2019 rate rise have been slashed right back and many reckon the ECB is set to kick off a new stimulus round via cheap bank loans.

Japan said it could inject more stimulus if required, while Australia and Sweden signaled they could rethink planned rate rises.

JP Morgan Asset Management’s currency chief investment officer, Roger Hallam, notes the euro is widely forecast to appreciate in 2019 toward $1.20 from $1.13 currently. But the trade slowdown and signs of above-trend U.S. economic growth could hamper the single currency, he said.

Crucially, the market may also need to adjust further to a more dovish ECB, Hallam said, adding that “relative interest rate differentials are now more likely the move in the U.S. dollar’s favor in the coming months.”

Even if U.S. interest rates fail to rise further, they compare favorably with sub-zero rates in the euro zone, Japan, Scandinavia and Switzerland. Australian interest rates stand at 1.5 percent.

The dollar has weakened this year against emerging markets, where bigger yields are luring investors, but there are signs that the rate hiking cycle in developing countries has come to a halt too. India this month cut rates and is forecast to cut again in April.

As for global liquidity, the collective balance sheets of the Fed, ECB and the Bank of Japan shrank in late-2018 for the first time since 2015.

While that was mainly down to the Fed, the shrinkage is predicted to move slower from here — the U.S. central bank this week confirmed it would soon announce plans to stop reducing the size of its balance sheet.

Steve Donze, senior macro strategist at Pictet Asset Management, forecasts the Fed shrinkage will conclude at end-2019 with the balance sheet at $3.75 trillion – and then growing in line with GDP.

Minutes from the latest Fed meeting suggest the central bank may not be as dovish as markets believe, however. Split views among Fed policymakers suggest the central bank may not yet have ended its three-year campaign to raise rates, but has merely put it on an extended pause.

“The market has gotten ahead of itself in how much dovishness we can expect from the Fed. The market will have to correct itself and that should provide some support for the dollar,” said Andreas Koenig, global FX head at Amundi Asset Management, Europe’s largest fund manager.

Investors, however, are not predicting huge gains from here – on a trade-weighted basis the dollar’s real effective exchange rate is already above 20-year averages, potentially limiting further upside.

Algeria protest leaders tell army to stay out of politics

ALGIERS (Reuters) – A new group headed by political leaders, opposition figures and activists called on Algeria’s powerful generals to stay out of politics as it pressed President Abdelaziz Bouteflika and the government to quit.

In the first direct message to the army from leaders emerging from mass protests against Bouteflika, the National Coordination for Change said the military should “play its constitutional role without interfering in the people choice”.

Generals have traditionally wielded power from behind the scenes in Algeria but have stepped in during pivotal moments.

In 1992, the army canceled elections an Islamist party was set to win, triggering a long civil war that killed an estimated 200,000 people. Soldiers have stayed in their barracks throughout the recent unrest.

In a statement titled “Platform of Change” and issued late on Monday, the organization demanded the Bouteflika should step down before the end of his term on April 28 and the government resign immediately.

Algerian authorities have always been adept at manipulating a weak and disorganised opposition.

But more than three weeks of demonstrations – which peaked on Friday with hundreds of thousands of people on the streets of Algiers – have emboldened well-known figures to lead the drive for reforms in the North African country.

Prominent members of the new group include lawyer and activist Mustapha Bouchachi, opposition leader Karim Tabou and former treasury minister Ali Benouari, as well as Mourad Dhina and Kamel Guemazi, who belong to an outlawed Islamist party.

Zoubida Assoul, leader of a small political party, is the only woman in the group so far.

Bouteflika, rarely seen in public since a stroke in 2013, has failed to ease anger on the streets by reversing a decision to seek a fifth term, postponing an election and planning a conference that will chart a new political future.

But he stopped short of stepping down, and effectively prolonged his fourth term.

“Bouteflika just trampled on the constitution after he decided to extend his fourth term,” said the National Coordination for Change.

DAKAR (Reuters) – Senegal, the most stable democracy in West Africa, is preparing for an election on Sunday with President Macky Sall facing off against four other candidates.

Sall is widely expected to win a second term, after the country’s two best-known opposition figures were barred from running because of corruption allegations, in moves critics said represented a worrying crackdown on dissent.

Below is a look at the five candidates competing in the Feb. 24 ballot:

THE INCUMBENT: MACKY SALL

Favorite to win the upcoming vote, the Senegalese president first came to power in 2012, after beating former president and mentor Abdoulaye Wade in the second round.

Sall, 57, started in politics as a member of Wade’s Senegalese Democratic Party (PDS) and served as his prime minister between 2004 and 2007. Internal disputes led Sall to split with Wade in 2008 and form his own party, Alliance for the Republic (APR).

As president, Sall launched an ambitious development and reform program aimed at transforming Senegal into an emerging economy by 2035. The plan includes an array of big ticket infrastructure projects, including a rail project, power generation and a futuristic new city on the outskirts of Dakar.

But the barring of his main rivals, Khalifa Sall, who is in jail for corruption, and Karim Wade, son of the former president, also previously jailed for graft, has raised eyebrows among voters. Heavy-handed crackdowns by security forces on some protests have also prompted accusations that President Sall has an authoritarian streak.

THE TWICE-DEFEATED: IDRISSA SECK

Like Sall, Idrissa Seck, 60, served as Wade’s prime minister in the 2000s, but his subsequent bids for the presidency have been unsuccessful.

Seck was sacked as prime minister in 2004 over embezzlement allegations and spent some months in jail before his case was dismissed. In 2006, he founded the party Rewmi (“The Country”, in the Wolof language) and ran against Wade in 2007, finishing second.

He ran again in 2012 but did not make it to the second round. He is one of Sall’s main challengers, but a widely-cited survey in November showed him trailing the incumbent with little over eight percent support.

THE NEWCOMER: OUSMANE SONKO

At 45 years old, Sonko is the youngest contestant in the race and a newcomer to the political scene. His relative youth plays to his advantage in Senegal, where more than 60 percent of the population is under 25 and anxious for change.

The tax inspector made a name for himself in 2016 when he became a whistleblower, denouncing corrupt practices in the Senegalese elite.

He was sacked over the activism, but his new-found prominence led to his election as a lawmaker in 2017, representing his own party: the Patriots of Senegal for Work, Ethics and Fraternity (PASTEF).

He is Sall’s other main challenger with 15 percent support, according to the November survey, which was conducted before the candidates list was finalised. Official opinion polls are banned ahead of elections.

THE ACADEMIC: ISSA SALL

The 63-year-old IT professor represents the Party of Unity and Assembly (PUR). His party is affiliated with the Moustarchidine religious movement, part of a leading Sufi brotherhood in Senegal.

Founder of a private university in Dakar, Issa Sall launched his political career in the late 1990s. He is one of only three representatives of his party in the national assembly.

THE OUTSIDER: MADICKE NIANG

Madicke Niang, 66, is seen as having the least chance of winning the upcoming vote.

A long-time member of the PDS, Niang was a loyal supporter of former president Wade and served as a minister in his government for many years. His decision last year to run for president led to his banishment from the party, as Wade wanted his son Karim to represent PDS in the race.

MOSCOW/MINSK (Reuters) – Russia is confident it can soon resolve a problem of polluted Russian oil contaminating a major pipeline serving Europe and affecting supplies as far west as Germany, a senior official said on Friday at talks with importers about the issue.

Russian Deputy Energy Minister Pavel Sorokin did not give a precise timeframe but Moscow has previously said it would pump clean oil to the border with Belarus from April 29, seeking to end a crisis hitting the world’s second-largest crude exporter.

Sorokin was speaking at talks with officials from Belarus, Poland and Ukraine in Minsk on the issue. Belarus said the issue had cost it $100 million, while analysts say alternative supply routes for refiners cannot fully fill the gap.

Poland, Germany, Ukraine and Slovakia have suspended imports of Russian oil via the Druzhba pipeline. Halting those supplies has knock-on effects further along the network.

The problem arose last week when an unidentified Russian producer contaminated oil with high levels of organic chloride used to boost oil output but which must be separated before shipment as it can destroy refining equipment.

Russia’s Energy Ministry said pipeline monopoly Transneft and other Russian companies had a plan to mitigate the effects of the contaminated oil. It did not give details.

Russian officials have said contaminated oil has already been pumped into storage in Russia and Friday’s talks would focus on how to partially withdraw the tainted crude from the Druzhba pipeline running via other countries.

The suspension cuts off a major supply route for Polish refineries owned by Poland’s PKN Orlen and Grupa Lotos, as well as plants in Germany owned by Total, Shell, Eni and Rosneft.

Some refiners have outlined plans for alternative supplies, but analysts say other routes cannot meet the shortfall.

OIL PRICES

Ukraine’s Ukrtransnafta suspended the transit of oil through the pipeline on Thursday, closing supplies via Druzhba’s southern route to Slovakia, the Czech Republic and Hungary.

The pipeline issue, which has supported global oil prices, lifted Russian Urals crude differentials to an all-time high on Thursday.

With pipeline supplies to Europe shut, Russia faces a challenge of how to divert about 1 million barrels per day (bpd) that was meant to be shipped through the network to other destinations at the time when export capacity is at its limits.

State-run Russian Railways held talks with energy firms on using up to 5,000 rail tankers to transport crude, RIA news agency reported on Friday.

Concerns about the quality of Urals crude also caused delays in loadings at the Baltic port of Ust-Luga, when buyers refused to lift cargoes, resulting in a brief shutdown of the port on Wednesday and Thursday. An Ust-Luga official and traders said on Friday loadings had resumed.

Russian loading plans indicate it aims to boost Urals exports in May before the expiry of a deal on output cuts agreed with the Organization of the Petroleum Exporting Countries and its allies, Reuters calculations and Energy Ministry data show.

The provisional loading plan for Russia’s Baltic Sea ports and Novorossiisk in May show exports rising to 10.7 million tonnes, the highest level in half a decade.

Minsk estimated its loss from lower oil product exports due to contaminated Russian oil at around $100 million, Russia’s Interfax news agency reported on Thursday, citing Belarusian state oil company Belneftekhim.

Russian Deputy Prime Minister Dmitry Kozak, in charge of government energy policy, said this week that those found responsible for contaminating the oil could be fined. He did not provide names.

(Reuters) – India has once again delayed the implementation of higher tariffs on some goods imported from the United States to May 15, a government official said on Friday.

The new tariff structure was to come into force from May 2, the spokeswoman said without citing reasons for the delay.

Angered by Washington’s refusal to exempt it from new steel and aluminum tariffs, New Delhi decided in June last year to raise the import tax from Aug. 4 on some U.S. products including almonds, walnuts and apples.

But since then, New Delhi has repeatedly delayed the implementation of the new tariff.

Trade friction between India and the U.S. has escalated after U.S. President Donald Trump announced plans earlier this year to end preferential trade treatment for India that allows duty-free entry for up to $5.6 billion worth of its exports to the United States.

In a further blow, U.S. on Monday demanded buyers of Iranian oil stop purchases by May or face sanctions, ending six months of waivers which allowed Iran’s eight biggest buyers including India to continue importing limited volumes.

One of Joe Biden’s newly-hired senior advisers has seemingly had a very recent change of heart.

Symone Sanders, a prominent Democratic strategist and Sen. Bernie Sanders, I-Vt., staffer in 2016, was announced as one of the big-name members of Team Biden on Thursday.

But Sanders, who has also served as a CNN contributor, is seen in resurfaced footage from November 2016 expressing her opposition to a white person leading her party after Donald Trump’s election.

“In my opinion, we don’t need white people leading the Democratic party right now,” Sanders told host Brianna Keilar during a discussion on Howard Dean potentially becoming DNC chairman.

“The Democratic party is diverse, and it should be reflected as so in leadership and throughout the staff, at the highest levels. From the vice chairs to the secretaries all the way down to the people working in the offices at the DNC,” she said.

Sanders wrapped up her remarks by saying: “I want to hear more from everybody. I want to hear from the millennials and the brown folks.”

Footage of the interview was resurfaced by RealClearPolitics.

After news of her hiring broke on Thursday, Sanders backed her new boss on Twitter.

The hiring of Sanders has been viewed as another indication of the expected tough fight that Biden and Sanders are in for as the two frontrunners battle a deep Democratic field.

While Sanders himself didn’t torch Biden as he jumped into the race, it’s clear that many of his progressive supporters view the former vice president as a threat.

Biden’s entry into the race – at least in the early going – sets up a battle between himself and Sanders, who thanks to his fierce fight with eventual nominee Hillary Clinton for the 2016 Democratic nomination, enjoys name ID on the level of the former vice president.

Justice Democrats — who also called Biden “out-of-touch” – is an increasingly influential group among the left of the party. They’ve championed progressive Rep. Alexandria Ocasio-Cortez of New York as well as Sanders. The group was founded by members of Sanders 2016 presidential campaign.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Former Democratic National Committee chair Donna Brazile – a Fox News contributor – highlighted that “Joe Biden can occupy his own lane in large part because he’s earned it. He’s earned the right to call himself whatever.”

But she emphasized that “elections are not about the past, they’re about the future…I do believe he has the right ingredients. The question is can he find enough people to help him stir the pot.”

Baltimore Mayor Catherine Pugh, who is facing increased calls for her immediate resignation, remains in poor health and is not “lucid” enough to decide whether to step down, her attorney told reporters late Thursday.

Steve Silverman, speaking outside one of Pugh’s residences which was raided by the FBI and IRS earlier in the day, said the embattled city leader could make a decision as early as next week.

“She is leaning toward making the best decision in the best interest in the citizens of Baltimore City,” he said, adding that Pugh has “several options” to consider.

“She just needs to be physically and mentally sound and lucid enough to make appropriate decisions.”

Silverman said Pugh met with a doctor at home Thursday and plans to do so again Friday, the Baltimore Sun reported.

In the latest image-tarnishing scandal for struggling Baltimore, the first-term Democratic mayor faces accusations that she used children’s book deals to cover up kickbacks for favorable treatment as a state lawmaker and city leader that earned her roughly $800,000 over several years.

As a state senator, 69-year-old Pugh sold $500,000 worth of her self-published “Healthy Holly” illustrated paperbacks to the University of Maryland Medical System, a major state employer whose board she sat on for nearly 20 years.

UMMS reportedly paid Pugh for 100,000 copies of her books between 2011 and 2018 with the stated intention of distributing the books to schools and day care centers. But some 50,000 copies remain unaccounted for and officials are probing if they were even printed.

Pugh also made $300,000 in bulk sales to other customers including health carriers that did business with the city of Baltimore.

The politically isolated Pugh slipped out of sight on April 1 after a hastily organized press conference where she called her no-contract book deals a “regrettable mistake.” That same day, Maryland’s governor called on the state prosecutor to investigate allegations of “self-dealing.”

Pugh took an indefinite leave of absence, citing her health deteriorating intensely after a bout with pneumonia.

On Thursday morning, agents with the FBI and IRS searched her two Baltimore homes, her City Hall offices, and a nonprofit organization she once led. The home of at least one of Pugh’s aides was also scoured.

Silverman said federal agents also served a subpoena at his law firm, retrieving Pugh’s original financial records. They did not seek any attorney-client privileged communications, he said.

Pugh’s attorney said she was “emotionally extremely distraught” following the searches by FBI and IRS agents.

“There was nothing incriminating that came out of her home,” Silverman said.

UMMS spokesman Michael Schwartzberg told reporters that the medical system received a grand jury witness subpoena seeking documents and information related to Pugh.

Other probes against Pugh include a review by the city ethics board and the Maryland Insurance Administration.

In recent weeks, the calls for Pugh’s resignation have intensified with the strongest voice coming from Republican Gov. Larry Hogan, who did not mince words after Thursday’s early morning raids.

“Now more than ever, Baltimore City needs strong and responsible leadership. Mayor Pugh has lost the public trust,” he said. “She is clearly not fit to lead. For the good of the city, Mayor Pugh must resign.”

Many of her fellow Democrats, including those on Baltimore’s demoralized City Council and state lawmakers, are also insisting that Pugh put the citizens’ interests above any attempt to preserve her political career.

City Council member Brandon Scott called the Thursday raids “an embarrassment to the city.”

However, only a conviction can trigger a mayor’s removal from office, according to the city solicitor. Baltimore’s mayor-friendly City Charter currently provides no options for ousting its executive.

Six of Pugh’s staffers joined her on paid leave earlier this month; three of them were fired this week by the acting mayor.

Pugh came to office in late 2016 after edging out ex-Mayor Sheila Dixon, who had spent much of her tenure fighting corruption charges before being forced to depart office in 2010 as part of a plea deal connected to the misappropriation of about $500 in gift cards meant for needy families.

She would certainly face a bruising 2020 Democratic primary if she were to return and run for reelection. Veteran City Council leader Bernard “Jack” Young, who is serving as acting mayor, said as she went on leave that he would merely be a placeholder. But this week, before the raids, he said “it could be devastating for her” if she tried to return.

Syria’s ambassador to the United Nations has blasted the United State and the European Union for imposing sanctions on his country, describing them as “economic terrorism.”

Bashar Ja’afari made his comments Friday in the Kazakh capital of Astana where Russia, Turkey and Iran held a new round of talks with the Syrian government and the opposition on steps to bring peace to the country.

His comments came as government-held parts of Syria are witnessing widespread fuel shortages that are largely the result of Western sanctions on Syria and its key ally Iran.

Ja’afari says: “This is economic terrorism that is escalating through unilateral economic measures.”

A final statement issued at the end of Astana’s 12th round rejected President Donald Trump’s formal recognition of Israel’s sovereignty over Syria’s occupied Golan Heights.
