Libyan forces push back Haftar’s troops south of Tripoli: witnesses

HIRA, Libya/TRIPOLI (Reuters) – Forces supporting Libya’s internationally recognized government pushed back troops loyal to eastern commander Khalifa Haftar to more than 60 km (37 miles) southwest of the capital Tripoli on Tuesday, Reuters reporters said.

The town of Aziziya was fully under the control of the Tripoli forces, with shops reopening after days of fighting, a Reuters team at the scene said.

Haftar’s Libyan National Army (LNA), which is allied to a rival government in eastern Libya, mounted an offensive on Tripoli almost three weeks ago but despite heavy fighting last week it has failed to breach the city’s southern defences.

In recent days, forces backing the Tripoli administration have pushed back the LNA in some areas.

But fighting still raged in some southern suburbs on Tuesday, with shelling heard throughout the day even in central Tripoli, residents said.

The Reuters team driving south of Aziziya through villages on the road to Hira saw several burnt-out cars belonging to Haftar’s forces and five dead fighters.

The Reuters reporters made it to about 25 km (16 miles) from Gharyan, the forward base for Haftar’s offensive to take Tripoli. The town could still be a challenge to recapture as it lies in the mountains starting after Hira.

One tired-looking LNA prisoner sat on the back of a pickup truck. The Tripoli forces had also seized two Soviet-made tanks from the arsenal of former ruler Muammar Gaddafi, one of them heavily damaged.

As the Reuters team was about to leave, rockets were fired nearby from LNA positions.

According to United Nations figures 264 people, including 21 civilians, have been killed by the fighting since April 5 and 1266 wounded, including 69 civilians. About 32,000 civilians have fled their homes for safer areas.

The latest military action is a setback to Haftar’s plans to install himself as ruler of the whole country and could ease a dangerous situation that has divided and confounded foreign governments with an interest in Libya.

However, the front remains fluid and his fortunes could change again. Both sides have gained and lost territory within days or even hours.

If a ceasefire is called as demanded by the United Nations, the LNA would have still gained a considerable amount of territory despite.

The North African country has been in state of chaos since Gaddafi was toppled in 2011 with Western intervention, and the latest flare-up threatens to disrupt oil flows and leave a power vacuum that Islamist militants could exploit.

Libya is also the main departure point for migrants from elsewhere in Africa trying to reach Europe across the Mediterranean, a big concern for European Union nations.

Migrants in a detention facility in Qasr Ben Ghashir district, which has been fought since the start of the offensive, have reportedly seriously wounded in random shooting, the U.N. migration agency IOM said. It gave no more details.

Some 3,600 migrants remain trapped in detention centres near the frontline, the U.N. said in a statement.

“The situation in these detention centres is increasingly desperate, with reports of guards abandoning their posts and leaving people trapped inside,” the U.N. said. In one facility – Gharyan – has reportedly been without drinking water for days.”

WASHINGTON (Reuters) – U.S. Vice President Mike Pence is slated to meet on Wednesday at the White House with Fabiana Rosales, a Venezuelan activist who is the wife of opposition leader Juan Guaido, a White House official said on Tuesday.

Pence is expected to reiterate U.S. backing for Guaido in the meeting with Rosales, a 26-year-old journalist who is considered Venezuela’s first lady by supporters.

Guaido invoked the constitution to assume the interim presidency in January, arguing President Nicolas Maduro’s 2018 re-election was illegitimate.

Abortion: Tennessee Lawmakers Advance Fetal Heartbeat Bill

A bill that would ban most Tennessee women from obtaining abortions once a fetus' heartbeat is detected cleared a key hurdle Tuesday, advancing for a full House vote in the GOP-dominated Legislature.

The move comes amid a national movement from anti-abortion legislators and activists who hope that President Donald Trump's appointments to the Supreme Court will increase their chances of undermining abortion rights.

Tennessee is among several states with pending bills to ban most abortions once a fetal heartbeat is detected, about six weeks into pregnancy. The goal is to trigger a legal challenge to the 1973 Roe v. Wade ruling that established a nationwide right to abortion and possibly upend the ruling that established a woman's right to an abortion, as well as other rulings that have determined states cannot place undue burdens on a woman's constitutional right to abortion before a fetus is viable — typically between 24 and 28 weeks.

"This is an issue that has been on my heart my whole life," said Rep. Micah Van Huss, a Republican sponsoring the bill, during Tuesday's hearing. "I aim to save babies lives."

Republicans on the House Health Committee voted 15-4 to send the legislation to the House floor for a full vote, sparking heavy applause from supporters. Only Democratic members voted in opposition. While the bill still has to clear the House floor and the Senate, the bill is expected to win support from Republicans. Furthermore, first-term Gov. Bill Lee has promised his support if the bill reaches his desk.

Advocates on both sides of the issue packed the room to watch lawmakers spar over possible legal challenges and discuss hypothetical situations of women being forced to carry a baby to term even in cases of rape or incest.

By the meeting's close, many were breaking out in cheers and jeers in response to lawmakers' comments.

"I have three girls. I've raised them to be independent so no boy tells them what to do. Well, except for me," said Democratic Rep. Darren Jernigan. "But I've also said they're in control of their bodies and it bothers me the government would tell them what to do and it bothers me the bill is likely unconstitutional."

When asked if it would be acceptable for a 15-year-old student who was raped by her coach to be barred from having an abortion if she was past the six-week viability marker because a fetus's heartbeat was detected, Van Huss simply said 'yes.'

He responded similarly when asked if he agreed that the same ban should be in place in cases of incest.

"It is not up to me to determine someone else's life," Van Huss said.

Critics of the bill predict enactment of the fetal heartbeat measure would trigger an immediate legal challenge, warning that an Iowa judge struck down a similar law last month. In Mississippi, a federal judge declared banning abortion after 15 weeks was unconstitutional.

"On the one hand, sensibly speaking, this is unconstitutional and it's going to cost taxpayers dollars. While on the other hand, litigation would most surely help to uphold Roe v. Wade as the continued law of the land for women's health and privacy protections," said Francie Hunt, executive director of Tennessee Advocates for Planned Parenthood.

Even the state's top anti-abortion group, Tennessee Right to Life, has opposed the bill due to the surrounding legal concerns. In 2017, the group testified before lawmakers that its opposition stemmed from Supreme Court rulings banning criminalizing abortion prior to viability. Right to Life has been more subdued in airing concerns surrounding this year's bill, arguing Tennessee should let other states fight the legal battle.

"A woman should be able to make decisions about what is best for her health and her family in consultation with her doctor and her loved ones, without politicians interfering or trying to force her hand," said Hedy Weinberg, executive director of the American Civil Liberties Union of Tennessee.

Added Weinberg in a statement: "If this bill passes, the ACLU of Tennessee stands ready to file a lawsuit immediately."

Third R Kelly Child Rape Tape Surfaces

A Pennsylvania man who said he was cleaning out an old videotape collection found what he thought was a recording of R&B singer R. Kelly in concert, but instead turned out to show a man who appeared to be Kelly sexually abusing girls, he and his attorney said Sunday.

The man then turned the tape over to law enforcement, according to attorney Gloria Allred. She and her client, Gary Dennis, would not discuss the specifics of the tape during a news conference in New York. But Allred said it appears to show a separate incident from the 10 counts of aggravated sexual abuse that Kelly faces in Chicago, though she acknowledged she could not be “100 percent certain” that the man in the tape is Kelly.

Steve Greenberg, an attorney for Kelly, noted that lack of certainty.

“It is not him,” Greenberg said. He also said that Kelly “denies that he is on any tape with underaged girls.”

Dennis, an assistant at a nursing home, said he was cleaning out a box of old VHS tapes in his Pennsylvania home recently when he found the footage, on a tape that was labeled with Kelly’s name. Dennis said he has never met Kelly and doesn’t know how the tape came to be in his possession. He said that because the tape also has a sports game on it, he believes it may have come from a friend.

“To my shock and surprise, R. Kelly appeared to be on the tape, but not in concert,” Dennis said. “Instead he was sexually abusing underaged African-American girls.”

“I was disgusted and horrified when I saw that,” Dennis said.

Fiat Chrysler to cut shift, 1,500 jobs at Canadian minivan plant

(Reuters) – Fiat Chrysler Automobiles NV said on Thursday it will eliminate one shift at its Windsor, Ontario, assembly plant where it builds minivans, resulting in the loss of 1,500 jobs.

The Italian-American automaker said in a statement the elimination of a shift, which will take effect on Sept. 30, was to address slowing global demand. The company said it would offer retirement packages to eligible employees and attempt to place indefinitely laid off hourly employees in open full-time positions. Earlier this week, Canadian media outlets reported Fiat Chrysler would idle the plant for two weeks in April, the third time this year the plant has been temporarily closed.

Boat carrying Haitian migrants sinks in shark-infested waters off Turks and Caicos, killing 15, officials say

At least 15 Haitians were killed when a vessel carrying the migrants capsized in shark-infested waters off the Turks and Caicos Islands on Sunday, officials said.

The U.S. Coast Guard suspended the search for additional survivors late Sunday, hours after the boat carrying at least two dozen migrants from Haiti sank off West Caicos, an uninhabited island in the Turks and Caicos archipelago.

At least 14 people survived and four others remain unaccounted for, the Coast Guard said.

The Coast Guard joined Royal Turks and Caicos police after officials received reports of a capsized vessel just after 8 a.m. Sunday.

“Today, March 31st, 2019 we have seen the heroic efforts of my Police Officers, Immigration Officials, Emergency Medical Response teams and private citizens, after a boat carrying suspected illegal migrants capsized off West Caicos,” Acting Turks and Caicos Police Commissioner Trevor Botting said in a statement. “This has indeed been a difficult day, and I would like to express thanks and appreciation to all of you that responded. Your service today is invaluable and appreciated.”

STATE DEPARTMENT REACTS TO REPORTED ARRESTS OF AMERICANS IN HAITI

Botting said it’s unclear how many people were on the vessel when it sank. Authorities are investigating the incident to identify what caused the boat to sink.

Authorities have been warning Haitians about making dangerous trips by boat. At least 28 Haitians were killed in February after a boat sank off the northern Bahamas, the Miami Herald reported.

“No journey is worth risking lives on the dangerous seas in these small vessels,” Botting said.

HAITI OPPOSITION CALLS NEW PROTESTS IN BID TO OUST PRESIDENT

Haiti has been dealing with a deteriorating economy and political instability. The country has also seen an increase in gang violence.

Haiti's largest opposition groups launched protests on Friday in a campaign to push U.S.-backed President Jovenel Moise from office.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

(Reuters) – Initial optimism over first-quarter results from Starbucks Corp was waning fast on Wall Street on Friday, as analysts questioned the longer-term prospects of its new sales push given subdued overall customer traffic numbers especially in China.

The company on Thursday beat brokerage estimates for quarterly same-store sales on the back of demand for its new Cloud Macchiato, Matcha tea and cold brews in the United States.

However, BTIG’s Peter Saleh was one of a number of sector analysts who said while customers forking out for higher-priced new drinks had helped drive growth in same-store sales, “anemic” traffic at cafes remained a concern.

He and others pointed to a 1 percent decline in footfall at cafes in the Chinese market, viewed as crucial to the chain’s growth for the foreseeable future.

More broadly, transaction numbers, the substitute analysts use for customer traffic, were unchanged in all three of the company’s global regions.

Shares in the company, which hit a record high after the results on Thursday, fell 1 percent in morning trade.

“We remain cautious given near-term headwinds surrounding China, including cannibalization, increasing competition (and) a slowing economy,” Wedbush analyst Nick Setyan said.

Starbucks has also poured money into beefing up its delivery network in China as it battles with local startup Luckin Coffee, whose speedy growth led it to file for an IPO in the United States earlier this week.

New menu items and partnerships with delivery services, the heart of the company’s strategy to win back customers lost to artisanal coffee shops and cheaper fast-food rivals, did help Starbucks’ sales in its home market.

However, analysts said growth in China may continue to be subdued.

Wells Fargo analyst Bonnie Herzog said she expects store expansion in China to take priority over comparable sales growth.

She downgraded her rating on Starbucks’ to “market perform” from “outperform”, arguing that the company facing tough sales comparisons later on in 2019 from last year and the current rich valuation of shares meant the stock had limited room to rise.

“Investors will be hesitant to invest new money in a stock with a topline that, while still strong, is unlikely to meaningfully accelerate,” Herzog said.

Still, the company’s solid same-store growth in the United States, improving profit margins and a lower tax rate for the rest of the year led at least 6 Wall Street brokerages to raise their price targets on the stock to as high as $81.

11 of 29 brokerages rate Starbucks “buy” or higher, 17 “hold” and 1 “sell” or lower. Their median price target is $75.

A man accused of fatally beating a 4-month-old boy after finding out the infant wasn’t his son had been previously deported from the United States five times, most recently in late 2016, immigration officials said.

Carlos Zuniga-Aviles, a 33-year-old Honduran national, has used multiple aliases, including the fake name of Jose Agurcia-Avila he gave police in Memphis, Tennessee, following his arrest in the boy’s death earlier this month, US Immigration and Customs Enforcement officials told WMC-TV.

ICE officials have since filed an immigration detainer against Zuniga-Aviles, who was initially deported back to Honduras in February 2010. He was also returned to the Central American country in 2011, 2012, 2015 and 2016.

“ICE will seek to take him into custody to reinstate his removal order following the resolution of the criminal charges he currently faces,” the statement reads. “Mr. Zuniga-Aviles has been removed from the US five prior times: his most recent removal by ICE to Honduras took place in December 2016.”

Zuniga-Aviles later returned to the U.S. following his removal, a felony under federal law, immigration officials said. It’s unclear exactly when he returned, but he was living with his girlfriend and the woman’s 4-month-old son in Memphis at the time of his arrest, WREG reports.

The infant, Alexander Lizondro-Chacon, was pronounced dead at a hospital from blunt force trauma to the head after his mother, Mercy Lizondro-Chacon, called police on April 12 to report that the boy was having trouble breathing, according to an affidavit of complaint obtained by the Commercial Appeal.
