India’s ruling party releases manifesto days before election

India's ruling party has released its election manifesto three days before polling in the world's largest democracy begins.

Prime Minister Narendra Modi and other leaders of the Bharatiya Janata Party hoping to return to power for a second five-year term laid out their platform on Monday, emphasizing national security and economic development.

Finance Minister Arun Jaitley said that the government "wants to expedite the path of progress."

Jaitley also cited an Indian airstrike against an alleged terrorist camp in Pakistan after a suicide bomber killed 40 Indian soldiers in disputed Kashmir in February.

The main opposition Congress party released its manifesto last week, blasting the Hindu nationalist BJP for working "to divide the nation."

The BJP manifesto opens with an entreaty from Modi for voters' "valued blessings."

LONDON (Reuters) – Prime Minister Theresa May’s Brexit deal has reached the end of the road and Britain should leave the bloc without an agreement, former British foreign secretary and leading Brexit campaigner Boris Johnson said on Tuesday.

May faced an uphill struggle to win support for her Brexit deal ahead of a vote on Tuesday, as she failed to win over the main Brexit faction in her Conservatives and the Northern Irish party which props up her government said they would vote against it.

“This deal has now reached the end of the road. If it is rejected tonight I hope that it will be put to bed,” Johnson told parliament.

Johnson said if the EU was unwilling to accept further changes, Britain should leave without a deal as while this would be more difficult in the short term, in the end it would be “the only safe route out of the abyss and the only safe path to self respect”.

NEW YORK (Reuters) – A Florida man pleaded guilty on Thursday to criminal charges in connection with the mailing of bombs to prominent Democrats and other critics of U.S. President Donald Trump.

Cesar Sayoc, 57, entered his plea before U.S. District Judge Jed Rakoff in Manhattan federal court.

Among the charges were using a weapon of mass destruction, mailing explosives with an intent to kill or injure, and transporting explosives across state lines.

Sayoc, a part-time pizza deliveryman, grocery worker and former stripper, was arrested in October after a four-day manhunt.

At the time, Sayoc had been living in a white van plastered with pro-Trump stickers, the slogan “CNN SUCKS” and images of Democratic leaders with red cross-hairs over their faces.

Prosecutors accused Sayoc of mailing bombs through the U.S. Postal Service to Democrats such as former U.S. Presidents Bill Clinton and Barack Obama, former Vice President Joe Biden, and Senators Cory Booker of New Jersey and Kamala Harris of California.

Other targets included actor Robert De Niro and former Central Intelligence Agency directors John Brennan and James Clapper, who have criticized Trump, and Democratic donors George Soros and Tom Steyer, prosecutors said. Trump is a Republican.

The bombs were sent in manila envelopes lined with bubble wrap and consisted of plastic 6-inch pipes packed with explosive material and wired to small clocks and batteries, according to prosecutors. All were intercepted before reaching their intended targets, and none exploded.

The NBA fined Oklahoma City star Paul George $25,000 on Saturday for his criticism of the officiating following the Thunder’s 118-110 loss to the Clippers on Friday night in Los Angeles.

The fine was announced by Kiki VanDeWeghe, the league’s vice president of basketball operations.

George and teammates Russell Westbrook and Steven Adams all fouled out over the final four minutes of the game.

“It’s just bad officiating,” George said. “I’m sorry, just bad officiating. We don’t get a fair whistle. We haven’t gotten a fair whistle all year.

“Somebody’s got to look into this. It’s getting out of hand, where we somehow just walk teams to the line. And there’s nobody that gets more contact. If I don’t speak for myself, I speak for Russ. There’s nobody that gets more contact than Russ going to the basket. And it’s just crazy. I don’t understand it. It’s a piece of (expletive) being on that floor.”

The Clippers took 46 free-throw attempts in the game, with slashing guard Lou Williams Danilo Gallianri each going to the foul line 15 times. The Thunder had 26 free-throw attempts as a team.

“We’re giving everything we got,” George continued. “We’re playing hard. We’re getting grabbed. We’re getting scratched, clawed, held, shoved. And there’s nothing for it. The officials just get to walk out, and there’s nothing that penalizes them for not officiating the game the right way.”

Pompeo: 'More Sanctions to Be Had' to Pressure Venezuela

With Venezuelan President Nicolas Maduro clinging to power, U.S. Vice President Mike Pence plans to announce new actions against the country in a speech Monday in Bogota, according to an administration official.

The steps outlined by Pence may include forms of economic or diplomatic pressure by the U.S., a second official said. The officials declined to provide specifics.

Secretary of State Michael Pompeo also said earlier on CNN’s “State of the Union” that more sanctions are possible on Venezuela without offering details on what measures the U.S. may be planning, as regional leaders prepare to meet in Colombia.

Pence’s announcement will come more than a month after the U.S. recognized Juan Guaido as Venezuela’s interim president. Yet Maduro hasn’t ceded power, even as the Trump administration has effectively blocked his regime from exporting oil to the U.S. by imposing sanctions on Venezuela’s state oil giant Petroleos de Venezuela SA.

As the Trump administration considers additional steps, Pence aims to reaffirm U.S. support for Guaido and call on Maduro to step aside, according to his office.

When Pence arrives in Bogota on Monday, he’s expected to meet with Guaido and Colombian President Ivan Duque. He’ll will deliver remarks at the Lima group and meet with families that fled Venezuela under Maduro.

Maduro showed his true colors by obstructing international aid from entering the country over the weekend, according to one of the administration officials. The U.S. is undeterred from bringing aid into Venezuela, and those efforts will continue, according to the official.

Just hours after attempts to deliver humanitarian aid to Venezuela failed, the country’s opposition and U.S. allies suggested a more forceful multilateral move against Maduro.

In a press statement late Saturday, Pompeo called Guaido and the Venezuelan people “an inspiration to the world,” and urged Maduro to let humanitarian aid flow into the country.

While Guaido “builds distribution networks for humanitarian assistance, Maduro blocks its entry and sends armed criminal gangs to attack the innocent civilians accompanying the convoys,” Pompeo said in the statement.

Sanders tops Biden in New Hampshire poll, as Buttigieg surges

A new poll in the state that holds the first primary in the race for the White House shows Sen. Bernie Sanders of neighboring Vermont leading in the battle for the Democratic presidential nomination.

The University of New Hampshire Granite State Poll also shows former Vice President Joe Biden a distant second, with South Bend, Indiana Mayor Pete Buttigieg surging to third. And the survey, released Monday, puts Republican President Trump far ahead of his declared or potential primary rivals in New Hampshire’s GOP presidential primary, which will be held next February.

BIDEN EXPECTED TO ANNOUNCE ON WEDNESDAY

According to the poll, 30 percent of likely Democratic primary voters in the Granite State say they’d back Sanders, the independent from Vermont who’s making his second straight run for the White House. Sanders crushed eventual nominee Hillary Clinton in the state’s 2016 Democratic primary. Biden, who’s expected to launch his White House bid this week, is at 18 percent, with Buttigieg at 15 percent.

Sanders held at 26-22 percent edge over Biden in UNH’s previous poll, which was conducted in February. Buttigieg stood at just one percent in that survey.

SOME SANDERS BACKERS UPSET WITH BUTTIGIEG

“While Biden continues to garner the second most support among likely Democratic Primary voters, his share of support has fallen considerably since early 2018, while support for Sanders has remained largely steady as he has lead the field over the past year,” explained UNH pollster Andrew Smith.

The UNH survey differs from a Saint Anselm College Survey Center poll released two weeks ago. That survey indicated Biden on top, at 23 percent, with Sanders at 16 percent and Buttigieg in third at 11 percent.

THE LATEST FOX NEWS 2020 POLL

Sen. Elizabeth Warren of neighboring Massachusetts stood at 5 percent in the new UNH survey.

“Warren, while still among the top five Democratic candidates, continues to experience far less support than she enjoyed in 2017 and 2018,” Smith pointed out.

Sen. Kamala Harris of California registered at 4 percent, with Sen. Cory Booker of New Jersey and former Rep. Beto O’Rourke of Texas at 3 percent, Sen. Amy Klobuchar of Minnesota, Rep. Tim Ryan of Ohio, and New York entrepreneur Andrew Yang at 2 percent.

Sen. Kirsten Gillbrand of New York, Reps. Tulsi Gabbard of Hawaii and Eric Swalwell of California, and Miramar, Florida Mayor Wayne Messam registered at 1 percent, with everyone else in the large field of Democratic presidential contenders at less than 1 percent.

Biden and Sanders have topped nearly every single national and early primary and caucus state poll in recent months. Name recognition is a likely contributing factor, as early polling in an election cycle is often heavily influenced by name ID.

Fifty-one percent of likely Democratic primary voters said they would like to see Biden run, with 36 percent saying they hoped the former vice president wouldn’t launch a presidential bid.

Thirty percent said Sanders is the Democratic candidate with the best chance to defeat the president in the 2020 general election, with 25 percent indicating Biden had the best shot of topping Trump.

In the GOP primary race, the poll indicates Trump enjoys 76 percent support among likely Republican primary voters, with former Ohio Gov. John Kasich at 10 percent. Kasich, a vocal critic of the president who came in second to Trump in the 2016 New Hampshire primary, is mulling a 2020 bid.

TRUMP CHALLENGER WELD ENVISIONS MCCAIN-STYLE PATH TO PRIMARY VICTORY

Former Massachusetts Gov. Bill Weld, who last week launched his primary challenge run against the president and immediately came to New Hampshire to campaign, stands at 5 percent support. Maryland Gov. Larry Hogan, who’s mulling a primary challenge, stands at 1 percent. Hogan comes to New Hampshire on Tuesday to headline ‘Politics and Eggs,’ a must stop for White House hopefuls.

The Granite State Poll was conducted April 10-18 by the University of New Hampshire, with 549 randomly selected Granite State adults interviewed by live telephone operators. The survey’s sampling error for the 241 likely Democratic primary voters was plus or minus 6.3 percentage points.

MONTREAL/OTTAWA (Reuters) – Rising waters were prompting further evacuations in central Canada on Thursday, with the mayor of the country’s capital, Ottawa, declaring a state of emergency and Quebec authorities warning that a hydroelectric dam was at risk of breaking.

Ottawa Mayor Jim Watson declared the emergency in response to rising water levels along the Ottawa River and weather forecasts that called for significant rainfall on Friday.

In a statement on Twitter, Watson asked for help from the Ontario provincial government and the country’s military.

He warned that “flood levels are currently forecasted to exceed the levels that caused significant damage to numerous properties in the city of Ottawa in 2017.”

Spring flooding had killed one person and forced more than 900 people from their homes in Canada’s Quebec province as of 1 p.m. on Thursday, according to a government website.

Ottawa has received 80 requests for service related to potential flooding such as sandbagging, a city spokeswoman said.

The prospect of more rain over the next 24 to 48 hours triggered concerns on Thursday that the hydroelectric dam at Bell Falls in the western part of Quebec could be at risk of failing because of rising water levels.

Quebec’s provincial police said 250 people were protectively removed from homes in the area as of late afternoon in case the dam on the Rouge River breaks.

The dam is now at its full flow capacity of 980 cubic meters per second of water, said Francis Labbé, a spokesman for the province’s state-owned utility, Hydro Quebec. He said Hydro Quebec expected the flow could rise to 1,200 cubic meters per second of water over the next two days.

“We have to take the worst-case scenario into consideration, since we`re already at the maximum capacity,” Labbé said by phone.

The dam is part of a power station that no longer produces electricity, but is regularly inspected by Hydro Quebec, he said.

BELFAST (Reuters) – Detectives investigating the murder of journalist Lyra McKee in Northern Ireland last week suspect the gunman who shot her dead is in his late teens as they made a further appeal to the local community who they believe know his identity.

McKee’s killing by an Irish nationalist militant during a riot in Londonderry has sparked outrage in the province where a 1998 peace deal mostly ended three decades of sectarian violence that cost the lives of some 3,600 people.

The New IRA, one of a small number of groups that oppose the peace accord, has said one of its members shot the 29-year-old reporter dead in the Creggan area of the city on Thursday when opening fire on police during a riot McKee was watching.

The killing, which followed a large car bomb in Londonderry in January that police also blamed on the New IRA, has raised fears that small marginalized militant groups are exploiting a political vacuum in the province and tensions caused by Britain’s decision to leave the European Union.

Police released footage on Friday of immediately before and after the shooting showing three men who were involved in the rioting and identified one as the gunman who they believe is in his late teens. 

“I believe that the information that can help us to bring those responsible for her murder to justice lies within the community. I need the public to tell me who he is,” Detective Superintendent Jason Murphy told reporters.

Murphy said those involved in the disorder on the night were teenagers or in their early 20s, and that about 100 people were on the ground watching the trouble as it unfolded.

He added that police believed the gun used in the attack was of a similar caliber to those used before in paramilitary type attacks in Creggan. 

“I recognize that people living in Creagan may find it’s difficult to come forward to speak to police. Today, I want to provide a personal reassurance that we are able to deal with those issues sensitively,” Murphy said, echoing similar appeals in recent days.

(Reuters) – U.S. stock index futures were flat on Friday, as investors paused ahead of GDP data, which is expected to show the world’s largest economy maintained a moderate pace of growth in the first quarter.

Gross domestic product probably increased at a 2% annualized rate in the quarter as a burst in exports, strong inventory stockpiling and government investment in public construction projects offset a slowdown in consumer and business spending, according to a Reuters survey of economists.

The Commerce Department report will be published at 8:30 a.m. ET.

The GDP data comes as investors look for fresh catalysts to push the markets higher. The S&P 500 index is about 0.5% below its record high hit in late September, after surging nearly 17% this year.

First-quarter earnings have been largely upbeat, with nearly 78% of the 178 companies that have reported so far surpassing earnings estimates, according to Refinitiv data.

Wall Street now expects S&P 500 earnings to be in line with the year-ago quarter, a sharp improvement from the 2.3% fall expected at the start of April.

Amazon.com Inc rose 0.9% in premarket trading after the e-commerce giant reported quarterly profit that doubled and beat estimates on soaring demand for its cloud and ad services.

Ford Motor Co shares surged 8.5% after the automaker posted better-than-expected first-quarter earnings largely due to strong pickup truck sales in its core U.S. market.

Mattel Inc jumped 8% after the toymaker beat analysts’ estimates for quarterly revenue, as a more diverse range of Barbie dolls powered sales in the United States.

At 6:52 a.m. ET, Dow e-minis were down 35 points, or 0.13%. S&P 500 e-minis were down 1.5 points, or 0.05% and Nasdaq 100 e-minis were up 10.75 points, or 0.14%.

Among decliners, Intel Corp slumped 7.7% after it cut its full-year revenue forecast and missed quarterly sales estimate for its key data center business.

Rival Advanced Micro Devices declined 0.8%.

Oil majors Exxon Mobil Corp and Chevron Corp are expected to report results later in the day.

WARSAW (Reuters) – Germany could owe Poland more than $850 billion in reparations for damages it incurred during World War Two and the brutal Nazi occupation, a senior ruling party lawmaker said.

Some six million Poles, including three million Polish Jews, were killed during the war and Warsaw was razed to the ground following a 1944 uprising in which about 200,000 civilians died.

Germany, one of Poland’s biggest trade partners and a fellow member of the European Union and NATO, says all financial claims linked to World War Two have been settled.

The right-wing Law and Justice (PiS) has revived calls for compensation since it took power in 2015 and has made the promotion of Poland’s wartime victimhood a central plank of its appeal to nationalism.

PiS has yet to make an official demand for reparations but its combative stance towards Germany has strained relations.

“Poland lost not only millions of its citizens but it was also destroyed in an unusually brutal way,” Arkadiusz Mularczyk, who heads the Polish parliamentary committee on reparations, told Reuters in an interview.

“Many (victims) are still alive and feel deeply wronged.”

His comments come a month before European Parliament elections in which populist and nationalist parties are expected to do well. Poland will also hold national elections later this year, with PiS still well ahead of its rivals in opinion polls.

EU LARGESSE

Mularczyk said the reparations figure could amount to more than 10 times the estimated 100 billion euros ($111 billion) that Poland has received so far in European Union funds since it joined the bloc in 2004.

Germany is the biggest net donor to the EU budget and some Germans regard its contributions as generous compensation to recipient countries like Poland which suffered under Nazi rule.

In 1953 Poland’s then-communist rulers relinquished all claims to war reparations under pressure from the Soviet Union, which wanted to free East Germany, also a Soviet satellite, from any liabilities. PiS says that agreement is invalid because Poland was unable to negotiate fair compensation.

Mularczyk said his committee hoped to complete its report on the reparations issue by Sept. 1, the 80th anniversary of Hitler’s invasion.

Accusing Berlin of playing “diplomatic games” over the issue, he said: “The matter is being swept under the rug (by Germany) … until it’ll be wiped from the memory, from people’s awareness.”

His comments come after the Greek parliament voted this month to seek billions of euros in German reparations for the Nazi occupation of their country.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said the United States did not pay any money to North Korea as it sought the release of comatose American student Otto Warmbier.

The Washington Post reported on Thursday that Trump had approved payment of a $2 million bill from North Korea to cover its care of the college student, who died shortly after he was returned to the United States after 17 months in a North Korean prison.
