ALMATY (Reuters) – The elder daughter of Uzbek President Shavkat Mirziyoyev has been appointed deputy head of a newly established state agency in charge of communications and media regulation, the agency said in a statement on Friday.

Saida Mirziyoyeva joins a cohort of offspring of Central Asian leaders given senior posts. In neighboring Kazakhstan, Dariga Nazarbayeva, the eldest daughter of veteran leader Nursultan Nazarbayev, became speaker of the upper chamber of parliament last month following her father’s resignation.

Official sources provide no information on Mirziyoyeva’s age or background, only mentioning that she is married and has three children.

President Mirziyoyev established the agency where she will work in February, tasking it with coordinating communications by state bodies and safeguarding media freedoms.

Mirziyoyev’s second daughter, Shakhnoza, is also a public servant and holds a mid-level post in the ministry of pre-school education. Little is known about Mirziyoyev’s son Alisher other than that he is much younger than his sisters.

Mirziyoyev took over leadership of Central Asia’s most populous nation, with a population of 32 million, in 2016 following the death of President Islam Karimov, who had run it for 27 years.

Report: National Guard officer violated bond with Iraq trip

A U.S. Army National Guard officer accused of stealing an armored car and leading authorities on a chase is now accused of breaking his bond agreement by traveling to Iraq and researching bomb-making.

Citing court documents, The Richmond Times-Dispatch reported Wednesday that 30-year-old Joshua Phillip Yabut was out on bond in January when he violated the agreement.

A report by the Virginia Fusion Center says Yabut had no "coherent reason" for going to Iraq. The report says he told authorities he traveled to Iraq to take photographs. The center is a partnership between state police and the state Department of Emergency Management.

Yabut was charged in Richmond with eluding police and in Nottoway County with the unauthorized use of a vehicle. The bond violation could prompt additional charges.

WASHINGTON (Reuters) – White House Economic Adviser Larry Kudlow on Wednesday said the Trump administration would soon issue an executive order that would open the door for more natural gas pipelines and exports of liquefied natural gas, or LNG.

The administration, which is pushing a policy it calls energy dominance, has been considering an order that would push back against states, including New York, that have blocked interstate natural gas pipelines. Kudlow said the executive order would open the way for pipelines and LNG at an event hosted by the Christian Science Monitor news outlet.

New York has blocked pipelines that would take natural gas from Pennsylvania to New England, which means the region sometimes needs to get imports of LNG. Early last year, a tanker carrying LNG from a project in Russia’s Arctic arrived in Boston Harbor to satisfy demand during a cold snap.

It was unclear how the order would overrule the authority of states to rule on pipelines.

Female student at UC Irvine stabbed while walking dog near campus

A female student at the University of California, Irvine, was stabbed Sunday night as she walked her dog near the school’s student housing facilities, reports said.

A picture from the scene shows the woman being loaded into an ambulance. A UCI police spokesman said that a man approached the woman from behind and stabbed her. He remains at large.  A tweet from the school’s public safety account described the man as having a “large build.”

NEW DELHI (Reuters) – India will hold a general election starting April 11 in the world’s largest democratic exercise, with Prime Minister Narendra Modi seeking a second straight term.

The election will be conducted in seven phases until May 19 and votes will be counted on May 23.

Here are some facts and figures of the election in the country of 1.3 billion people.

MILLIONS OF VOTERS

Around 900 million people are eligible to vote, which is nearly the combined population of the whole of Europe and Brazil. About 432 million of them are women voters.

In the last Indian election in 2014, there were more than 830 million registered voters. But only about 553 million Indians, or 66 percent of the eligible voters then, came out to vote. There were 8,251 candidates from 464 political parties.

The process is conducted by the Election Commission of India (ECI), an autonomous constitutional authority, with a staff of more than 300 full-time officials at its headquarters in New Delhi.

The fight is for 543 of the 545 seats in India’s lower house of parliament, the Lok Sabha. The remaining two seats are reserved for the Anglo-Indian community, which traces part of its ancestry to Europeans who intermarried with Indians in the colonial era. These members are nominated by India’s president.

On average, each constituency had 15 candidates during the 2014 election, according to ECI data, with the highest number of hopefuls for one seat recorded at 42.

Of the 8,251 contestants in the last election, only 668 were women.

Modi had the highest winning margin of all candidates, at 570,128 votes from Vadodara in his home state of Gujarat.

BY ROAD, BOAT AND ELEPHANT

The ECI has set up about 1 million polling stations in the country, 10 percent higher than the last election. ECI guidelines say no voter should be more than 2 km away from a polling station.

For such a mammoth exercise, nearly 5 million government officials and security forces were deployed in the last election, traveling by foot, road, special train, helicopter, boat, and sometimes, elephant.

These locations are often in remote areas with few facilities. More than 80,000 stations surveyed by the ECI lacked mobile connectivity, and nearly 20,000 were located in forest or semi-forest areas, according to data released last year.

In the 2009 general election, the ECI set up a polling station in the Gir forest of western Gujarat state, home to Asiatic lions, just for one voter.

The voting takes place in multiple phases, typically taking more than a month to allow officials and security forces to re-deploy, and the counting for all 543 constituencies is done in a single day.

The cost of the entire process in 2014 was 38.7 billion rupees ($552 million), according to ECI estimates.

CONTROVERSY

Although admired for its ability to conduct the polls with few hitches, the ECI came under pressure from opposition parties in recent months for the use of electronic voting machines (EVMs). In 2014, 1.8 million of these were used to conduct the elections.

Opposition groups allege that EVMs – which were first introduced in 1982 – can be tampered with, and want the ECI to extensively use the Voter-Verifiable Paper Audit Trail (VVPAT) system to cross-check votes.

VVPAT is a device that is attached to an EVM and prints a small slip of paper carrying the symbol, name and serial number of the candidate voted for. This is visible to the voter for a short period, and can be later used by the ECI to verify the votes.

Proposed Civil War memorial featuring bust of John Wilkes Booth sparks debate in small Maryland town

As cities nationwide make landmark decisions to remove Civil War monuments, a small Maryland town may make a shocking decision to erect a new one.

Sculptor and historian Gary Casteel, 72, has been searching for a location for his 90-foot coliseum-shaped Civil War memorial for nearly two decades, and now believes he may have found the right home for it in Taneytown, Maryland. The memorial would include 17 bronze scultures, 20 sculpted panels forming a complete timeline of the war from 1861 to 1865, and portraits of significant citizens throughout the war, including Harriet Tubman, Abraham Lincoln and, surprisingly, Lincoln's assassin John Wilkes Booth.

The response, Casteel says, has been mostly positive - but one Taneytown council member refuses to take the matter lying down.

Lifelong resident turned councilman Bradley Wantz issued a lengthy statement about the proposed memorial, arguing that it is offensive in nature and would bring hardship to Taneytown's 7,000 residents.

"I was shocked during a visit to the studio of Mr. Gary Casteel when it was revealed that he intended to display a relief portrait of John Wilkes Booth alongside the portraits of significant figures of the American Civil War," Wantz told Fox News.  He went on to argue that he does not view Booth as a significant figure of the American Civil War, and that his "one moment" was his infamous assassination of President Abraham Lincoln.

"This horrendous act does not justify memorializing Booth with a relief portrait equal in size and placement to those of President Lincoln, General Grant, or Harriett Tubman," he continued. "At the most, he deserves no more than a footnote dictating that he was responsible for the death of an admired president. Consider the fact that Booth’s own family chose to not mark his grave to avoid it becoming a memorial in its own way."

Casteel disagrees - arguing that just because one's reputation in American history is unfavorable, it doesn't mean they should be omitted.

"He is only there because of his significance during the war," Casteel told Fox News. "If you recognize his portrait, you'll never forget it. But if you never see it, guess what? It's only a name in the dark and you'll never know."

Casteel says that his inspiration for the ambitious memorial was sparked by his realization that there is no national memorial for the Civil War. Although there is a National Civil War Museum in Harrisburg, Pennsylvania, Casteel doesn't think that's enough.

MYSTERIOUS 'WITCHES MARKS' DISCOVERED IN ANCIENT CAVE

He sprang into action, eventually contacting at least 30 well-known historians who, Casteel says, are the ones who chose the individuals who should be featured in the memorial.

"When I learned that there was not a national memorial for the Civil War approximately 20 years ago, I felt that should be corrected," he said.

This is another point that Wantz disagrees with.

"There is no one in the nation that would argue against the significance of the American Civil War," he wrote in a statement. "It was a time of turmoil in our nation, that pitted neighbor against neighbor, and often brother against brother. Of all of the conflicts in which our nation has been involved, this war boasts the most monuments, memorials, and statues than any other," he continued, citing the 13,000 monuments, statues and markers memorializing the Civil War nationwide, according to the Historical Marker Database.

Wantz also added that Taneytown would not be able to structurally handle an influx of new visitors coming to see the monument. The town has been in need of a bypass for some time, Wantz said, but using the newfound traffic as a "flashpoint" for the bypass would be "grossly irresponsible and shortsighted," he added.

Another issue brought up with the project is Casteel's membership in the Sons of Confederate Veterans group. According to the Washington Post, Casteel was instrumental in organizing a Confederate flag rally in March 2016 in Gettysburg. The rally was in response to the gradual removal of a number of prominent Confederate monuments nationwide. A little over a year later came the Charlottesville Unite the Right rally, which led to the violent death of one protester.

Casteel argues that his heritage has nothing to do with his art. In fact, he added, he's also a member of the Sons of Union Veterans.

"I am a very open-minded individual who respects history for what it is, not for what I wish to make it," he said.

Another Taneytown councilman, in accordance with the Mayor, released an additional statement saying that no decisions, including whether or not the memorial would be erected in the small town, have been made.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said trade talks with China are going very well, as the world’s two largest economies seek to end talks with a trade agreement to defuse tensions.

Trump said on Thursday he would soon host China’s President Xi Jinping at the White House.

Earlier this week, the White House said that Treasury Secretary Steven Mnuchin and U.S. Trade Representative Robert Lighthizer would travel to Beijing for more talks on a trade dispute marked by tit-for-tat tariffs between the two countries.

MOSCOW/MINSK (Reuters) – Russia is confident it can soon resolve a problem of polluted Russian oil contaminating a major pipeline serving Europe and affecting supplies as far west as Germany, a senior official said on Friday at talks with importers about the issue.

Russian Deputy Energy Minister Pavel Sorokin did not give a precise timeframe but Moscow has previously said it would pump clean oil to the border with Belarus from April 29, seeking to end a crisis hitting the world’s second-largest crude exporter.

Sorokin was speaking at talks with officials from Belarus, Poland and Ukraine in Minsk on the issue. Belarus said the issue had cost it $100 million, while analysts say alternative supply routes for refiners cannot fully fill the gap.

Poland, Germany, Ukraine and Slovakia have suspended imports of Russian oil via the Druzhba pipeline. Halting those supplies has knock-on effects further along the network.

The problem arose last week when an unidentified Russian producer contaminated oil with high levels of organic chloride used to boost oil output but which must be separated before shipment as it can destroy refining equipment.

Russia’s Energy Ministry said pipeline monopoly Transneft and other Russian companies had a plan to mitigate the effects of the contaminated oil. It did not give details.

Russian officials have said contaminated oil has already been pumped into storage in Russia and Friday’s talks would focus on how to partially withdraw the tainted crude from the Druzhba pipeline running via other countries.

The suspension cuts off a major supply route for Polish refineries owned by Poland’s PKN Orlen and Grupa Lotos, as well as plants in Germany owned by Total, Shell, Eni and Rosneft.

Some refiners have outlined plans for alternative supplies, but analysts say other routes cannot meet the shortfall.

OIL PRICES

Ukraine’s Ukrtransnafta suspended the transit of oil through the pipeline on Thursday, closing supplies via Druzhba’s southern route to Slovakia, the Czech Republic and Hungary.

The pipeline issue, which has supported global oil prices, lifted Russian Urals crude differentials to an all-time high on Thursday.

With pipeline supplies to Europe shut, Russia faces a challenge of how to divert about 1 million barrels per day (bpd) that was meant to be shipped through the network to other destinations at the time when export capacity is at its limits.

State-run Russian Railways held talks with energy firms on using up to 5,000 rail tankers to transport crude, RIA news agency reported on Friday.

Concerns about the quality of Urals crude also caused delays in loadings at the Baltic port of Ust-Luga, when buyers refused to lift cargoes, resulting in a brief shutdown of the port on Wednesday and Thursday. An Ust-Luga official and traders said on Friday loadings had resumed.

Russian loading plans indicate it aims to boost Urals exports in May before the expiry of a deal on output cuts agreed with the Organization of the Petroleum Exporting Countries and its allies, Reuters calculations and Energy Ministry data show.

The provisional loading plan for Russia’s Baltic Sea ports and Novorossiisk in May show exports rising to 10.7 million tonnes, the highest level in half a decade.

Minsk estimated its loss from lower oil product exports due to contaminated Russian oil at around $100 million, Russia’s Interfax news agency reported on Thursday, citing Belarusian state oil company Belneftekhim.

Russian Deputy Prime Minister Dmitry Kozak, in charge of government energy policy, said this week that those found responsible for contaminating the oil could be fined. He did not provide names.

(Reuters) – India has once again delayed the implementation of higher tariffs on some goods imported from the United States to May 15, a government official said on Friday.

The new tariff structure was to come into force from May 2, the spokeswoman said without citing reasons for the delay.

Angered by Washington’s refusal to exempt it from new steel and aluminum tariffs, New Delhi decided in June last year to raise the import tax from Aug. 4 on some U.S. products including almonds, walnuts and apples.

But since then, New Delhi has repeatedly delayed the implementation of the new tariff.

Trade friction between India and the U.S. has escalated after U.S. President Donald Trump announced plans earlier this year to end preferential trade treatment for India that allows duty-free entry for up to $5.6 billion worth of its exports to the United States.

One of Joe Biden’s newly-hired senior advisers has seemingly had a very recent change of heart.

Symone Sanders, a prominent Democratic strategist and Sen. Bernie Sanders, I-Vt., staffer in 2016, was announced as one of the big-name members of Team Biden on Thursday.

But Sanders, who has also served as a CNN contributor, is seen in resurfaced footage from November 2016 expressing her opposition to a white person leading her party after Donald Trump’s election.

“In my opinion, we don’t need white people leading the Democratic party right now,” Sanders told host Brianna Keilar during a discussion on Howard Dean potentially becoming DNC chairman.

“The Democratic party is diverse, and it should be reflected as so in leadership and throughout the staff, at the highest levels. From the vice chairs to the secretaries all the way down to the people working in the offices at the DNC,” she said.

Sanders wrapped up her remarks by saying: “I want to hear more from everybody. I want to hear from the millennials and the brown folks.”

Footage of the interview was resurfaced by RealClearPolitics.

After news of her hiring broke on Thursday, Sanders backed her new boss on Twitter.

“@JoeBiden & @DrBiden are a class act. Over the course of this campaign, Vice President Biden is going to make his case to the American ppl. He won’t always be perfect, but I believe he will get it right,” she wrote.

The hiring of Sanders has been viewed as another indication of the expected tough fight that Biden and Sanders are in for as the two frontrunners battle a deep Democratic field.

While Sanders himself didn’t torch Biden as he jumped into the race, it’s clear that many of his progressive supporters view the former vice president as a threat.

Biden’s entry into the race – at least in the early going – sets up a battle between himself and Sanders, who thanks to his fierce fight with eventual nominee Hillary Clinton for the 2016 Democratic nomination, enjoys name ID on the level of the former vice president.

Justice Democrats — who also called Biden “out-of-touch” – is an increasingly influential group among the left of the party. They’ve championed progressive Rep. Alexandria Ocasio-Cortez of New York as well as Sanders. The group was founded by members of Sanders 2016 presidential campaign.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Former Democratic National Committee chair Donna Brazile – a Fox News contributor – highlighted that “Joe Biden can occupy his own lane in large part because he’s earned it. He’s earned the right to call himself whatever.”

But she emphasized that “elections are not about the past, they’re about the future…I do believe he has the right ingredients. The question is can he find enough people to help him stir the pot.”
