Despite headwind, Japan’s Nomura says intent on going it alone

TOKYO (Reuters) – Japan’s Nomura Holdings has no plan to follow the lead of Wall Street rivals and seek a tie-up with a commercial lender, its chief executive told Reuters, pledging to stay independent even as the investment bank faces its first annual loss in a decade.

Nomura in January reported a net loss of more than 101 billion yen ($903 million) in the first three quarters of the year to end-March. It has since announced an overhaul plan to cut $1 billion in cost from its wholesale business and close more than 30 of its 156 retail branches.

But it will not seek to join forces with a commercial bank, Koji Nagai said, eschewing a model that has reshaped Wall Street since the financial crisis and has seen Morgan Stanley tie up with Japan’s biggest bank, Mitsubishi UFJ Financial Group.

“We can do a deal with any partner if we make the effort. We don’t belong to any banking group and that is our strength,” Nagai told Reuters in an interview this week embargoed for release on Friday.

Even without capital ties to any of Japan’s three megabanks – Mitsubishi UFJ, Mizuho Financial Group and Sumitomo Mitsui Financial Group – Nomura has been able to retain its formidable presence in Japanese investment banking, particularly deals.

It is advising Nippon Paint Holdings on a $2.7 billion bid for Australia’s DuluxGroup, announced this week.

But it doesn’t have the lending firepower of a rival such as Morgan Stanley, which thanks to its tie-up with Mitsubishi UFJ, has been able to leverage the Japanese bank’s massive balance sheet to offer financing alongside of advisory services.

Nagai said that while he felt “envy” toward competitors with lending power, a capital alliance with one of the megabanks would sacrifice Nomura’s independence – likely closing it off from clients allied to one of the other megabanks, given the Japanese corporate practice of sticking to a “main bank” and doing business with that lender’s affiliates.

“We won’t give up our independence by joining a capital alliance,” he said.

As part of the cost-cutting overhaul Nomura also plans to axe about 100 jobs in London, the center for its European banking business, Reuters has previously reported.

The wholesale business has been squeezed by lower trading revenue in fixed income.

Credit-ratings firm Moody’s has said that Nomura’s overhaul plans, if successful, would help it refocus its business and reduce earnings volatility.

Nagai said Nomura is also focused on driving its mass-affluent customers – often defined as those with less than $1 million in investable assets – to its digital platform. The bank is looking to hire people from online brokerages to help drive that strategy, he said.

Algeria awaits constitutional signal on Bouteflika’s fate

ALGIERS (Reuters) – Algerians waited on Wednesday for a decision by the constitutional council on whether ailing President Bouteflika is fit for office, after the top army officer called for his removal in a bid to defuse mass protests.

Lieutenant General Ahmed Gaed Salah, addressing officers in a speech broadcast on Tuesday, said the solution to the biggest political crisis since the army canceled elections in 1992 would be the exit of the president on health grounds.

The position taken by the powerful army chief of staff was a clear signal that the president – who has rarely appeared in public since suffering a stroke in 2013 – will not survive the protests which have threatened to topple the ruling elite.

The political turmoil has highlighted growing public discontent with the allegations of corruption, nepotism and economic mismanagement that have tarnished Bouteflika’s 20-year rule.

“This is a default solution following the failure of the negotiations on the departure of the President. It moves away from the democratic transition and approaches a framed succession,” said Hasni Abidi, a Swiss-based Algerian who heads a think tank.

That approach may break a deadlock for now. Protesters are pushing for an overhaul of the powerful establishment entrenched in power since independence from France in 1962, and the old guard hopes it can put forward a candidate approved by the army.

For years, rumors have swirled about potential successors, but no single credible candidate has emerged with the backing of the military, the political and security establishment who is not at least 70.

HIGH STAKES

The next formal step is for the constitutional council to formally rule on Bouteflika’s fitness for office. The body has not said when it might reach its decision. Any ruling that he is not fit to rule would have to be ratified by members of parliament’s lower and upper house by a two-thirds majority.

Based on Article 102 of the constitution, the chairman of parliament’s upper house, Abdelkader Bensalah, would serve as caretaker president for at least 45 days in the nation of more than 40 million people.

The last time the army stepped in during a crisis was in 1992, when the generals canceled an election that Islamists were poised to win.

That move triggered a civil war that killed an estimated 200,000 people.

The military remains highly sensitive to any signs of instability and Salah has warned he will not allow the demonstrations to lead to chaos.

The stakes are high, for Algeria is a leading member of OPEC and a top gas supplier to Europe, though so far oil and gas output appears unaffected by the unrest, an International Energy Agency (IEA) official said on Tuesday.

Algeria is also regarded by Western states as a partner in counter-terrorism, a significant military force in North Africa and a key diplomatic player in efforts to resolve crises in neighboring Mali and Libya.

Life Under Communism: Cuban Couple Gets 2 Years in Jail For Homeschooling

Evangelical Pastor Ramón Rigal and his wife Ayda Expósito were both sentenced to prison after engaging in and promoting homeschooling in the communist country of Cuba.

“Homeschooling is illegal in Cuba, as it is considered a “capitalist” practice and prevents the state from indoctrinating children in Marxist atheism in public schools. Rigal has been homeschooling his children for years, forcing him into consistent confrontations with the Castro regime, and began helping other Christian families homeschool following his arrest in 2017.”

Rigal and Expósito, who are from Guatemala, were detained last week over their refusal to send their children to government-run schools.

In two previous cases against the couple, journalist Yoe Suarez reported, “the prosecutor indicated that education at home is ‘not permitted in Cuba because it has a capitalist foundation’ and that only [the government] teachers are prepared ‘to instill socialist values’.”

On Monday, the judge presiding over their cases found them guilty of “illicit assembly and incitement to delinquency” for helping other families interested in homeschooling.

Cuban state security wouldn’t let friends or family attend the sentencing and they got violent with attorney and journalist Roberto de Jesús Quiñones Haces.

“They punched me in the mouth, my shirt is bloody, and I am detained here now, I don’t know why,” Quiñones told a Cuban reporter.

Before the couple was arrested, they were planning on leaving the country for a nation that respects their right to freely educate their children.

The case took place amid rising tension in Cuba after the country adopted a new constitution earlier this year that was met with opposition from religious leaders who say it weakens protections for freedom of religion.

Biden Coverage Dwarfed by Mueller Report on MSNBC, CNN

Former Vice President Biden has been making headlines this week as his potential presidential campaign gears up, but surely not the kind he was hoping for. Following Lucy Flores’ claims that Biden’s touching of her in 2014 made her deeply uncomfortable, more women have come forward with similar concerns, and Biden’s “hands on” style of greeting has become a political meme. Some Democratic-leaning news outlets have notably come to Biden’s defense, but what has TV coverage of the story as a whole looked like?

The timeline below shows the total percentage of weekly airtime on CNN, MSNBC and Fox News combined that mentioned Biden since June 2009, using data from the Internet Archive’s Television News Archive. The past week has seen the second-most television news coverage of him over the past decade, trailing only his 2012 reelection.

Looking at the past two weeks by channel, all three initially covered the Flores allegations, but CNN and MSNBC quickly moved on. Fox News, on the other hand, has continued to devote significant attention to the story. Since Flores spoke up on March 29, Fox News has spent almost as much time on the story as the other two channels combined.

The tremendous discrepancy in coverage can be seen most starkly in the graph below, which tallies the total airtime devoted by each station since March 29 to the Robert Mueller and Biden stories. MSNBC has spent 3.2 times as much time on Mueller as it has Biden, with CNN spending 2.3 times as much airtime. Fox News, on the other hand, has paid almost equal time to both stories.

Even two weeks after Barr’s release of key conclusions of the Mueller report, there has not been a single day in which the Biden story received more airtime on MSNBC than the Mueller story, and Biden bested Mueller for just a single day on CNN. It seems MSNBC, in particular, is working to keep the Mueller story alive.

Putting this all together, it is notable that in the #MeToo era, the reckoning over a powerful politician’s uncomfortable interactions with women has not drawn more attention. CNN and MSNBC have largely downplayed the Biden allegations, preferring to focus their time on the Mueller investigation, while Fox News has granted both stories nearly equal airtime.

If #MeToo allegations against one of the most prominent Democratic contenders can’t break through the news cycle on CNN and MSNBC, and with prominent Democrat Justin Fairfax withstanding his own #MeToo moment in Virginia, it raises the question of whether #MeToo’s role in the 2020 election cycle may be fading.

“We Can’t Take You Anymore”: Trump Says US Is “Full” During Border Speech

Hours after California and 19 other states filed a lawsuit to try and stop President Trump from appropriating funds for his border wall via his national emergency declaration, President Trump flew to Calexico for a press conference with immigration agents and border patrol officials that was tantamount to flipping a giant middle finger to the state’s recently inaugurated, rapidly anti-Trump governor, Gavin Newsom. Not to mention California Attorney General Xavier Becerra, who has repeatedly challenged the Trump administration on immigration-related issues.

Bolstered by a flurry of news stories about the rapidly deteriorating situation at the border, which is being exacerbated by an unprecedented surge in the number of asylum seekers from Central America, Trump declared that at least 400 miles of his promised wall would be built over the next two years, and blamed Democrats for the slow progress so far. Trump has been pushing Congress to tighten asylum rules, to make it harder for migrants to qualify.

Notably, his visit came a day after he withdrew his nominee to lead ICE, the longtime border official Ron Vitiello, who had appeared to be on track for confirmation until Trump decided he wanted to go in a “tougher direction.”

He also repeated his explanation for backing off his threat to close the border, saying that Mexico has been cracking down on migrants traveling through its territory, and reiterated his threat to tariff auto parts and close the border if significant progress hasn’t been made in a year, according to the Associated Press.

During the press conference, Trump shared a message to migrants that he described as “our new statement,” and warned anyone traveling to the US – whether it’s to declare asylum, or enter illegally – to instead “turn around.”

“This is our new statement- the system is full. We can’t take you anymore. Whether it’s asylum or anything you want – illegal immigration – we can’t take you anymore. Our country is full. Our area is full. The sector is full. Can’t take you anymore, I’m sorry. Turn around.”

During the meeting, Trump was presented with a piece of the future border wall.

Unsurprisingly, the president’s visit triggered Gov. Newsom to condemn the president’s efforts to shut down immigration,.

“Since our founding, this country has been a place of refuge – a safe haven for people fleeing tyranny, oppression and violence. His words show a total disregard of the Constitution, our justice system, and what it means to be an American,” said Democratic Gov. Gavin Newsom.

LONDON (Reuters) – A British man whose partner died after being exposed to nerve agent Novichok was told by Russia’s ambassador that Moscow could not have been behind the attacks because they would have “killed everyone”, he told the Sunday Mirror newspaper.

Charlie Rowley, who was also exposed to Novichok after coming across a perfume bottle contaminated with the nerve agent last year, met Russian Ambassador Alexander Yakovenko on Saturday to ask him why Moscow had killed his girlfriend.

“But I didn’t really get any answers. I just got Russian propaganda,” Rowley told the Mirror. “The ambassador kept saying the substance definitely wasn’t the Novichok they had made because if it was, it would have killed everyone.”

The embassy said in a statement Moscow still wanted a transparent investigation into the March 4, 2018 attacks in the English city of Salisbury but accused the British authorities of “hiding the circumstances of the incident”.

Last year, British prosecutors identified two Russians they said were operating under aliases – Alexander Petrov and Ruslan Boshirov – whom they accused of trying to murder former Russian spy Sergei Skripal and his daughter with a military-grade nerve agent. Dawn Sturgess, Rowley’s partner, died in July.

Britain charged the two men in absentia with attempted murder and said the suspects were military intelligence officers almost certainly acting on orders from high up in the Russian state. Russia has denied any involvement in the poisonings.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.
