We Don’t Need Any More Big, Visionary Government

One of the more interesting reactions to the Green New Deal (GND) came courtesy of Ross Douthat.

Writing for the New York Times, Douthat offered “one cheer for the Green New Deal,” two cheers shy of a full endorsement. Given that the GND has been roundly and justifiably mocked for its impossibly extreme goals, why would the conservative Douthat offer even so much as a tentative shrug in its favor?

It is the GND’s unabashed radicalism, writes Douthat, that warrants his mild praise. Not that Douthat supports the GND; clearly, he does not. But he does faintly admire its progenitors for their ambition. “[T]here are virtues in trying to offer not just a technical blueprint but a comprehensive vision of the good society,” writes Douthat, “and virtues as well in insisting that dramatic change is still possible in America, that grand projects and scientific breakthroughs are still within our reach.”

Such sentiment is fairly common. Many people pine for the days when our country was at the center of a fast-moving world and seen by many to be bravely combating intergenerational poverty and racial injustice, standing against the spread of communism, and leading the charge in technological advancement, culminating in the climactic moment when our flag was planted on the surface of the moon.

Those swayed by this historical wistfulness, however, forget that America’s greatest accomplishments have come not from the halls of Congress or the Oval Office, but from free individuals. As economist Milton Friedman pointed out, “Einstein didn’t construct his theory under order from a bureaucrat. Henry Ford didn’t revolutionize the auto industry that way.” NASA may have put a man on the moon, but we have private enterprise to thank for light bulbs, radios, televisions, smartphones, and a bevy of other technological wonders and products that enrich our daily lives in ways previously unimaginable.

It should also be noted that some of the federal government’s biggest and most promising projects became embarrassing boondoggles. The heavily subsidized transcontinental railroad, for example, was heralded by the Rocky Mountain News in 1866 as the “remedy for every evil, social, political, financial, and industrial.” In reality, the railroad’s construction, economically unjustifiable from the outset, was perpetually mired in a crony capitalistic mess. Both companies contracted to build it would later go bankrupt, and financial misconduct would lead to a variety of scandals. Nonetheless, images of the golden spike being driven into the final rail at Promontory Point still causes many American hearts to swell with pride. It’s natural for them to feel nostalgic for a time when the country was united behind such a “heroic” venture.

But more than anything, it is the mythologies surrounding Roosevelt’s New Deal and Johnson’s Great Society that inspire modern progressives. The trailblazing reformers of the ‘30s and ‘60s were paternalists par excellence who were not afraid to use the awesome power of the federal government to reshape society in their image. The miserable failure of these prodigious programs could explain why the country has yet to get behind another massive government initiative.

Unfortunately, politicians have continued to offer us fantastic projects over the past few decades. Every presidential campaign season we are inundated with leftist ideas about ending income inequality, constructing high-speed rail systems, establishing universal health care, and instituting “free” college. Just over a decade ago, America bore witness to the election of one Barack Obama, a candidate who could hardly be accused of stinginess when it came to proposing dramatic change. Indeed, “change” was his defining message. In one particularly revealing speech, Obama announced that his candidacy marked “the moment when the rise of the oceans began to slow and our planet began to heal.” For Democrats at least, the hunger for earthshaking transformation was palpable.

Regardless, Douthat is correct when he says that we have not seen any real comprehensive change in recent years. Despite the overzealous rhetoric, eight years under President Obama brought few substantial policy adjustments. The biggest splashes were made by the Supreme Court, not via legislative or executive action, the Affordable Care Act notwithstanding. Even then, the ACA was far from the revolutionary reform it has been touted as, and is certainly not as far-reaching as the “Medicare-for-All” plan or the Green New Deal.

More recent political battles confirm Douthat’s thesis. Two years into President Trump’s first term and his only major legislative achievement is a modest tax reform law. His signature campaign promise, building a wall along the southern border, has yet to be achieved. And with a Democratic-controlled House, it’s unlikely that Republicans will be able to pass any more significant legislation. As Douthat observes, political stalemate has prevented us from initiating any new game-changing programs.

And yet, is the country any worse for the fact that Washington has done so little? A Washington free to “think big” is likely to make things far worse. Many may very well lament, as Douthat does, America’s metaphysical boredom and cultural balkanization, but these problems probably will not be remedied by some big government scheme.

Perhaps we have finally reached a point in our history where we no longer feel the need to look to Washington to direct the future of civilization. If that is the case, there is a tremendous opportunity — and a tremendous challenge — for free individuals to create for ourselves a vision for the good society, just as we have done in the past. Whether America will take up that challenge remains to be seen.

NYPD releases video showing hit-and-run driver striking 14-year-old pedestrian

Surveillance cameras from a New York City apartment building captured a harrowing scene: a hit-and-run driver striking a 14-year-old girl, who is sent hurtling into traffic -- before getting back on her feet, lucky to be alive.

The NYPD released footage from the video Saturday, seeking to identify the female driver.

The teen, Xin Yi Wang, only sustained bumps and bruises and says the video is hard to watch.

“I see myself just fly on the ground,” she told WCBS-TV. “In my memory I would say it’s just a short distance, but when [I] see the video, it’s a long distance flying. I was…oh my God, lucky I didn’t get hit by another car.”

Xin was coming home from school March 27 in Borough Park, Brooklyn, when she was hit.

Fired prosecutor reaches settlement with St. Louis County

A veteran assistant prosecutor who was fired in January when Wesley Bell took over as St. Louis County's top prosecutor has reached a $25,000 settlement with the county.

The St. Louis Post-Dispatch reported Friday that the settlement with Kathi Alizadeh also calls for the county to pay back pay and legal bills.

Bell is a Democrat who ousted longtime Democratic Circuit Attorney Bob McCulloch in the 2018 primary election and ran unopposed in November. He fired Alizadeh on his second day on the job.

Alizadeh worked with McCulloch for many years and presented evidence to the grand jury after the fatal police shooting of Michael Brown in Ferguson in 2014. The grand jury declined to charge the white officer who shot the unarmed black teenager.

A spokeswoman for Bell declined comment Friday.

ANCHORAGE, Alaska (Reuters) – Opponents of drilling for oil in the Arctic National Wildlife Refuge are lining up in Alaska and in Washington, calling the White House’s efforts to open up the land “ecologically unsound.”

Those against oil development in the ANWR coastal plain say the territory deserves protection from oil rigs, pipelines and roads that crisscross the rest of Alaska’s North Slope. ANWR had been off-limits to drilling for more than four decades before a Republican-passed tax bill in 2017.

The Trump administration has said it wants to hold a lease sale by year-end, which would meet the administration’s aim of speeding up environmental review before drilling.

    Drilling opponents spoke at a March 25 hearing before the Democratic-led U.S. House Natural Resources Committee.

    The opponents include Alaska Natives, environmentalists and scientists who say the varied terrain is a poor fit for industrial travel on ice roads needed for development, and that the refuge has taken on increased importance due to sea ice loss that has caused polar bears to migrate inland.

“We believe such development is ecologically unsound and cannot be accomplished while also harboring the original purposes for which the Arctic Refuge was established and is still managed today,” a group of more than 300 scientists and resource managers wrote in a March 7 letter to the U.S. Bureau of Land Management, the agency in charge of ANWR leasing.

    The Trump administration has made energy dominance a key plank of economic development and foreign policy influence. U.S. oil production has surpassed 12 million barrels of oil a day, making it the world’s biggest crude producer.

Alaska’s production has dwindled to about 500,000 bpd from a peak of 2 million bpd in 1988. Industry interest in ANWR is unclear; it has been tested only once for the potential to extract fossil fuels.

    The area is important for wildlife, most notably as the calving grounds for the Porcupine Caribou Herd, which roams northeastern Alaska and northwestern Canada. Canadian governments and tribes oppose ANWR development in large part because of threats to the herd, the subject of a 1987 U.S.-Canada treaty.

“If you drill in this sacred place it will destroy the caribou and therefore destroy the Gwich’in,” Dana Tizya-Tramm, chief of the Vuntut Gwitch’in First Nation in Canada’s Yukon Territory, told the House committee. Gwich’in Athabascans live along the Alaska-Canada border, and their culture is tied to the caribou.

    However, the Inupiat of the North Slope, another indigenous group, supports ANWR development. The tax base from development is needed for “running water, reliable power, local education and improved health care,” said Richard Glenn, vice president of the Inupiat-owned Arctic Slope Regional Corp, at the House hearing.

The U.S. Department of the Interior came under fire for continuing to plan for ANWR meetings during the government shutdown in January – an example, opponents say, of the White House rushing the process.

    Republican U.S. Senator Lisa Murkowski of Alaska, a longtime proponent of ANWR drilling, told Reuters she does not think the process is being rushed.

“We have a lot of process to go through,” she said. “We’ve got a ways to go and some time to do it, and I think we’ll do it right.”

Gang of 'tenacious' chickens kill fox on French farm: report

A gang of chickens at a French farming school this week are suspected of having killed a fox that had sneaked into their coop in the middle of the night, school officials believe.

According to reports, the fox had entered a coop containing 3,000 hens. After the fox had entered, an automatic hatch door reportedly closed, trapping the animal inside.

Pascal Daniel, head of the farming school Le Gros-Chene, told the AFP news agency that a “herd instinct” kicked in and the chickens “attacked him with their beaks.”

The body of the fox, believed to be five or six months old, was found by students the following day with “blows to its neck, blows from beaks,” Daniel said.

“A whole mass of hens can arrive together and the fox may have panicked in the face of such a big number,” Daniel told the local outlet “Ouest France,” in his native tongue. “They can be quite tenacious when they are in a pack.”

The farming is located in Brittany, a remote region in northwestern France. The farm houses 6,000 chickens who roam freely on a five-acre site, BBC reported.

ZURICH (Reuters) – Shareholders approved Credit Suisse’s 2018 compensation report with an 82 percent majority on Friday, overriding frustrations expressed at its annual general meeting over jumps in executive pay during a year its share price plummeted.

Three shareholder advisers had recommended investors vote against Switzerland’s second-biggest bank’s remuneration report, while a fourth backed the report but expressed reservations about whether management pay matched performance.

The approval marked a slight increase over the 80.8 percent support garnered for the bank’s 2017 compensation report.

LONDON (Reuters) – Activist investor Edward Bramson is likely to fail in his attempt to get a board seat at Barclays’ annual meeting next week, even though shareholders are dissatisfied with performance of the group’s investment bank.

New York-based Bramson’s Sherborne Investors and the board of the British bank have been sparring for months over Barclays’ strategy.

Bramson wants to scale back Barclays’ investment bank to reduce risk and boost shareholder returns. Barclays Chief Executive Jes Staley remains staunchly committed to growing the business out of trouble.

After failing to persuade Staley to change course since he began building a 5.5 percent stake in the bank in March last year, Bramson hopes a board seat will rachet up the pressure.

Both sides have written to shareholders pitching their case and Bramson has courted investors in one-on-one meetings, although none have publicly backed him yet.

Interviews by Reuters with five institutional investors in Barclays suggest Bramson has failed to persuade them.

Sherborne declined to comment.

Mirza Baig, head of investment stewardship at top-40 shareholder Aviva Investors, said Bramson was welcome on the bank’s register but the boardroom was a step too far.

“He has created a lot of value at other businesses, but, generally, when he has come in as executive chair and taken full control. This would be a different case where he would just be one lone voice on the board,” he said.

A second Barclays shareholder said he backed Bramson’s goal of improving returns but via an “evolutionary” approach.

“If you look at banks that have tried to restructure their operations in investment banking – you look at Natwest Markets, Deutsche Bank – I struggle to think of an example where a roughshod restructuring has been accretive to shareholder value.”

A third, top-30 investor said he had been impressed by incoming Chairman Nigel Higgins’ grasp of the challenge in hand, and felt investors would give him time.

“Management know they have to execute and deliver improved returns… [Higgins] will continue to re-shape the board but obviously he didn’t feel that having someone with a diametrically opposed view on it would be helpful.”

A fourth, top-30 investor agreed: “We voted for the chairman to come in and it would be crazy to allow an activist to join the board (at this time).”

Jupiter Fund Management, the 24th largest investor, said it also planned to vote against Bramson.

Barclays has nearly 500 institutional shareholders, Refinitiv data showed.

Since Staley joined Barclays in 2015, the investment bank returns relative to capital invested have increased but are still underperforming the overall business.

Barclays’ first-quarter figures showed the investment bank posted a 6 percent drop in income from its markets business and a 17 percent fall in banking advisory fees.

Returns in the investment bank fell to 9.5 percent from 13.2 percent a year ago.

Famed for successful campaigns against smaller British companies in sectors from chemicals to advertising, Bramson’s board seat pitch has been rebuffed by shareholder advisory firms.

Institutional Shareholder Services, the world’s biggest, said Bramson’s proposal “falls short of what can reasonably be expected from a shareholder trying to address issues at a 28 billion pounds, systemically important bank”.

Glass Lewis also flagged concern about Bramson’s lack of banking experience and “questionable” shareholding structure, referring to Sherborne’s use of derivative contracts to hedge losses should its strategy fail.

Critics said the arrangement meant his interests are not truly aligned with those of other long-term shareholders.

British advisory firm Pirc, however, said it recommended that investors abstain in the vote on Bramson’s proposal as a challenge to the board to do better in the year ahead – or face a similar contest in 2020.

(Reuters) – U.S. oil and natural gas producer Chevron Corp reported a 27 percent fall in quarterly earnings on Friday, hit by lower crude prices and weaker margins in its refining and chemicals businesses.

Net income attributable to the company fell to $2.65 billion, or $1.39 per share, for the first quarter ended March 31, from $3.64 billion, or $1.90 per share, a year earlier.

Earlier in the day, larger rival Exxon Mobil Corp reported earnings well below analysts’ estimates, as margins in its refining business were hurt by higher Canadian prices and heavy scheduled maintenance.

(Reuters) – Ford Motor Co said on Friday the U.S. Department of Justice had opened a criminal investigation into the automaker’s emissions certification process in the United States.

The potential concern does not involve the use of defeat devices, the company said in a regulatory filing. (https://bit.ly/2VqjHpl)

Ford had voluntarily disclosed the matter to the U.S. Environmental Protection Agency and the California Air Resources Board in February.
