Asian stocks higher on Brexit reprieve but trade concerns limit gains

By Shinichi Saoshiro

TOKYO (Reuters) – Asian stocks made modest gains on Friday, tracking improved global sentiment after UK lawmakers voted to delay Brexit and as a weaker yen supported Japanese shares, but a fresh flare up in U.S.-China trade concerns is expected to cap gains.

MSCI broadest index of Asia-Pacific shares outside Japan inched up 0.06 percent.

Japan’s Nikkei climbed 0.9 percent and South Korea’s KOSPI rose 0.45 percent.

Global markets drew some relief overnight with European stocks rising to a five-month high, boosted by strength in the banking sector after Britain’s parliament voted to reject a disorderly Brexit. [.EU]

But the S&P 500 dipped 0.1 percent, snapping a three-day winning run, and the Nasdaq shed 0.2 percent on Thursday in the wake of uncertainty over when a U.S.-China trade deal would be reached. [.N]

A summit to seal a trade deal between U.S. President Donald Trump and Chinese President Xi Jinping will not happen at the end of March as previously discussed because more work is needed in negotiations, U.S. Treasury Secretary Steven Mnuchin said on Thursday.

“Initial expectations were for the trade talks to wrap up in March. So any delay causes the markets to automatically assume that the negotiations are not going well, and this is a negative factor for equities,” said Masahiro Ichikawa, senior strategist at Sumitomo Mitsui Asset Management in Tokyo.

In the currency market, the pound was 0.1 percent higher at $1.3256, trimming some of the heavy losses suffered overnight.

Sterling retreated 0.75 percent on Thursday as investors geared up for British Prime Minister Theresa May to try again to win approval for her Brexit deal. [GBP/]

British lawmakers voted on Thursday to seek a delay in Britain’s exit from the European Union, setting the stage for Prime Minister May to renew efforts to get her divorce deal approved by parliament next week.

The dollar held gains having snapped its four-day losing streak to a group of six major peers.

The dollar index was little changed at 96.717 after rising 0.25 percent on Thursday to bounce back from a nine-day trough of 96.385.

The greenback rose as U.S. Treasury yields climbed from two-month lows marked earlier in the week, driven by corporate supply. [US/]

The dollar was steady at 111.76 yen after climbing 0.5 percent the previous day.

The yen traded in a narrow range ahead of the Bank of Japan’s policy decision due later on Friday, with the central bank widely expected to keep interest rates unchanged.

The euro edged up 0.05 percent to $1.1309 after slipping 0.2 percent overnight.

U.S. crude oil futures declined 0.1 percent to $58.54 per barrel, losing some steam after a recent surge but holding close to a four-month peak of $58.74 brushed on Thursday.

Oil prices soared to the four-month high as investors focused on global production cuts and supply disruptions in Venezuela. [O/R]

Fires at Missouri city hall, police station, ex-mayor’s home have some suspecting cover-up, others hate crime

Shortly after Tyus Byrd ended her tenure as mayor and swore in a new leader for Parma, Missouri -- the politician who had bested Byrd in the election --  fires broke out at Byrd's home, the city's police station and city hall.

Police have called the fire in the former mayor’s home suspicious, and say the blaze at Parma City Hall was caused by arson.

The fires caused considerable damage. Byrd’s home was completely destroyed, and the main computer and many official records at Parma City Hall have been ruined, officials said.

Adding further intrigue is an announcement by state auditors about an investigation into the handling of finances -- while Byrd was mayor.

Several government agencies at the local, county and state levels are offering rewards for information leading to a conviction, KFVS12.com reported.

But in the absence of a clear suspect, there are predominantly two theories swirling about the multiple blazes, according to The New York Times. One possibility is that the fires may have been set to destroy evidence. Others, however, believe the blazes targeted Byrd, who was the city's first black mayor.

“There are tons of theories,” New Madrid County Deputy Sheriff Chris Hensley told the New York Times. “Whenever we go to the local store to get water or sodas, people are steadily talking about this and trying to help us with it.”

MICHIGAN MOTHER ORDERED TO STAND TRIAL AFTER FIRE KILLS KIDS

The new mayor, Rufus Williamson Jr., is trying to stay clear of the speculation, but the fires have undeniably affected the nascent administration, which has to get up and running without the assistance of some crucial town records.

“I hear a lot of rumors, a lot of this and that,” he told the Times. “But I don’t really have anything to tell you I can put my foot on.”

The investigation into the city’s finances during Byrd's time in office arose from a whistle-blower tip the state auditor received about questionable practices in payroll and the management of municipal assets, among other things.

The state started the investigation in January and found the tip to be credible, the Times reported, leading the agency to take a deeper look.

Those who believe Byrd, because of her race, is not a suspect but a victim of the near-simultaneous fires note the resignations of several Parma employees -- including four of the city’s six police officers – just before Byrd was sworn in as mayor in 2015. Byrd, a former city clerk, took office after defeating Randall Ramsey, who had held the job for 37 years.

Since the employees who quit were all white, and their resignations happened amid the backdrop of protests and racial tensions in Ferguson, Missouri following the police shooting of Michael Brown, an African-American teenager, the exodus was viewed by some as being racially motivated.

But, the New York Times noted, others attributed it to differences between the former mayoral administration and Byrd’s incoming one.

A Parma city official, Alderman Allen Hampton, told the Times the Internal Revenue Service said the city was thousands of dollars in arrears. Businesses accused the former administration of not paying money owed to them.

Hampton, for one, believes the fires were an attempt at a cover-up.

“It was definitely arson,” he said. “And it was, everyone would assume, to cover up and burn evidence."

Meanwhile, Byrd’s husband, Adrian, is convinced the fire at their home was a hate crime.

But Hensley, the deputy sheriff, said there is no evidence pointing authorities to such a conclusion.

Byrd’s father, Simon Wofford, who is a city alderman, denied any attempt to destroy financial records.

“When my daughter came in the office, she made some changes to make things better,” Wofford said.

Trump impeachment backers not giving up after Mueller report

Attorney General William Barr’s memo declaring Special Counsel Robert Mueller found no evidence of Trump-Russia collusion during the 2016 campaign has done little to silence calls for impeachment from the president's fiercest foes.

Rep. Al Green, D-Texas, who along with Rep. Brad Sherman, D-Calif., introduced articles of impeachment against the president at the start of the year, tweeted Sunday that "impeachment is not dead.”

READ THE MUELLER REPORT FINDINGS

The congressman tweeted that Mueller's report "did NOT investigate bigotry emanating from the Presidency harming our country.”

Green added: "The findings do NOT negate the President’s bigotry. As long as bigotry influences the President’s policies, I will continue to seek his impeachment. #ImpeachmentIsNotDead."

While some Democratic leaders have publicly urged caution on impeachment for months, several House Democrats ranging from Green to freshman Rep. Rashida Tlaib, D-Mich., to Rep. Maxine Waters, D-Calif., and others have persistently pressed the issue. In the wake of the Mueller report, impeachment backers appeared undeterred, stressing that Congress has more to investigate -- on issues beyond collusion.

After the report was submitted, and shortly before its findings were released, Waters told MSNBC “this is not the end of anything” and said there is a great deal more that needs to be investigated.

“This president has a way of trying to get into people’s heads and indoctrinate them,” she said. “He’s going try to conclude that this report is proof that there is no collusion and you have a lot of his sycophants who will take the nod from him and they’ll say the same thing.”

Waters added: “This is not the end of anything. Well, it is the end of the report and the investigation by Mueller, but those of us who share these committees with our oversight because there is so much that needs to be taken a look at this point. It is not the end of everything.”

SCHIFF SAYS THERE IS STILL 'SIGNIFICANT EVIDENCE OF COLLUSION,' PLANS TO SUBPOENA TO SEE MUELLER REPORT

According to the four-page letter from Barr, Mueller’s report found no evidence that Trump's campaign "conspired or coordinated" with Russia to influence the 2016 presidential election but reached no conclusion on whether Trump obstructed justice.

According to Barr's summary, Mueller set out "evidence on both sides of the question" and stated that "while this report does not conclude the president committed a crime, it also does not exonerate him." Barr and Deputy Attorney General Rod Rosenstein in turn determined they did not see the evidence for an obstruction case, but numerous Democratic lawmakers have questioned that determination since Sunday's summary release.

Meanwhile, billionaire hedge fund manager and major Democratic donor Tom Steyer is not giving up his own effort to oust Trump from the Oval Office.

Steyer, who started the Need to Impeach campaign last year, tweeted out a video Sunday saying that of Trumps’ “10 impeachable offenses, the Mueller Report only relates to two. He's still profited from his presidency, advocated violence, and more.” He also called on Barr to release to the public the full Mueller report.

“[Trump] remains the most corrupt president in American history, just in terms of criminal investigations,” Steyer tweeted. “There’s still the hush money investigation and the emoluments lawsuit. He's NOT exonerated of corruption, by a long shot.”

Syria to UN envoy: Constitution is a 'sovereign' matter

Syria's foreign minister says the country's constitution is a sovereign matter to be decided by the Syrians themselves without any foreign intervention.

The comments by Walid al-Moallem were made during a meeting with the United Nations' special envoy to Syria, Geir Pederson.

Pederson, who took up his post in January, arrived in Syria on Sunday for meetings with Syrian officials. The envoy has said that the long-delayed formation of a committee to draft a new constitution for Syria is "a potential door-opener for the political process."

The 150-member committee is intended to represent the government, the opposition and civil society and is seen by the U.N. as key to holding free elections and ending the civil war in Syria, which entered its ninth year this week.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

For an interactive graphic on Jet’s market share, click https://tmsnrt.rs/2WvDQYi

For an interactive graphic on average daily flights by the airline, click https://tmsnrt.rs/2FeFDel

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.

BEIJING (Reuters) – British finance minister Philip Hammond said on Friday that he had a “very constructive meeting” with his counterpart in the opposition Labour Party before leaving for Beijing and that he was optimistic about finding common ground.

Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing, said talks with Labour aimed at finding a way forward on Brexit had not stalled.

“I’m optimistic that we will find common ground,” he said. “Both sides have got clear positions and both sides will have to compromise in order to reach an agreement.”

Hammond added that he absolutely did not favor a no deal exit from the European Union.
