'First in the nation' election tradition in New Hampshire at risk

DIXVILLE NOTCH, N.H. — Every four years, at the stroke of midnight, a small New Hampshire town 20 miles south of the Canadian border with fewer than a dozen residents is thrust into the national spotlight.

The town of Dixville Notch comes together to cast its primary votes all at once, the minute the polls open, billing itself as the very first in the nation.

"Every four years, Dixville voters get their five minutes of fame," said Tom Tillotson, the town's election moderator. "Four minutes later, everybody's forgotten about us for another four years."

But the tradition is now at risk.

This comes amid scrutiny of the 2016 contest in Dixville Notch from election investigators at the New Hampshire Attorney General's office, New Hampshire Public Radio reports.

"We noticed some irregularities in the way that they were running their elections," said Assistant Attorney General Matthew Broadhead, who oversees the Election Law Unit. "And so we broadened the inquiry to the election officials as well."

Broadhead said that his team found some votes in the 2016 election were cast by individuals who did not live in the town, along with several other inconsistencies in the voter registration process. They were tipped off by a neighboring town's clerk who identified residents in her town watching coverage of the Dixville Notch primary, the Attorney General's preliminary report said.

Eight people voted in Dixville Notch in 2016. Since the investigation began, the voter roll is down to just five — the minimum amount of people needed for the town to hold an election in the state of New Hampshire.

Those five people are Tillotson, his wife, his son, and two people working to reopen the shuttered Balsams Resort in the center of town.

In its heyday, the Balsams used Dixville Notch's elections as an attraction in the slow winter months in the North Country.

Since 2011, the 150-year-old resort has sat vacant in the serenity of New Hampshire's wilderness. When Balsams and a nearby factory closed, it took all of the people working there with it, leaving a ghost town.

Although there are now several other small New Hampshire towns that participate in midnight voting, in 1960 Dixville Notch became the first. Tillotson said Dixville Notch is emblematic of full democracy in action.

"The whole point of Dixville voting Is not to get publicity," Tillotson said. "The whole point is to encourage people to get out and vote—to lead by example. Here's a little town where a hundred percent of the population gets up at midnight. That's not easy."

While the fate of the tradition rests on the Balsams project, elsewhere in the state a slew of proposed changes to New Hampshire voting laws could completely transform elections in the state.

In the state legislature, which Democrats recently regained control of, close to 60 bills have been proposed to change nearly every facet of the election process. Some bills seek to reform lobbying rules and how campaigns are funded, while much of the focus has been on voter eligibility rules.

The New Hampshire American Civil Liberties Union has sued the state, claiming a new law requiring a drivers' license to vote is unconstitutional.

"Now, anybody who votes in New Hampshire will have to get a New Hampshire driver's license and register their car in New Hampshire and that can cost hundreds of dollars here," said Henry Klementowicz, staff attorney for the New Hampshire ACLU. "That is a fee that they'll have to pay simply as a consequence of voting. So we think that's a poll tax and that's wrong."

While that lawsuit is pending, Democrats in New Hampshire legislature will have an uphill battle passing legislation with Republican Gov. Chris Sununu in the governor's mansion.

Meanwhile, back at Dixville Notch, Tillotson hopes the Balsams project will prevail so the tradition will live to see the 2020 election.

"I don't think I've accepted yet that Dixville Notch midnight voting is over," Tillotson said, looking downward. "So I'm optimistic. As I said there's a lot of good stuff happening inside. This project is looking forward more to go forward."

Johnson out after four years as Alabama coach

Alabama and basketball coach Avery Johnson parted ways Sunday, just three days after the Crimson Tide suffered an opening-round defeat on their home court in the NIT.

The two sides had spent the past few days negotiating a buyout of Johnson’s contract, though no terms were announced on Sunday.

“After meeting with Coach Johnson, we made the decision to mutually part ways,” Alabama athletic director Greg Byrne said in news release issued by both Johnson and the school. “This was not an easy decision, and we thank him for his contributions over the past four seasons. We wish Coach Johnson and his family the very best.”

Alabama will begin the search for its next coach immediately, according to the news release. Assistant coach John Pelphrey will serve as head coach in the interim.

“I would like to thank The University of Alabama, Bill Battle and the Board of Trustees for providing me the opportunity to serve as the head basketball coach,” Johnson said in the release. “I’d also like to thank President Bell and Greg Byrne, our assistant coaches, support staff, the fans and student body for making this such a special experience for me and my family. Finally, and most importantly, I’d like to thank all of the players and parents. It was an honor and privilege to work with these young men and their families. This was an opportunity of a lifetime.”

The SEC now has three openings for a head basketball coach: Alabama, Texas A&M and Vanderbilt.

The top-seeded Crimson Tide were stunned 80-79 in overtime at home by Norfolk State on Wednesday night.

Johnson, who turns 54 on Monday, became Alabama’s coach in 2015, but the Crimson Tide have made just one NCAA Tournament in his four seasons at the helm.

Johnson’s contract ran through 2023 and was set to pay him approximately $3 million annually. It called for the school to pay him $8 million if was fired without cause before April 15, but fell to $6 million after that.

In his four seasons at Alabama, Johnson went 75-62, with a 34-38 conference record.

As an NBA coach, Johnson has a 254-186 record over stints with the Dallas Mavericks and New Jersey/Brooklyn Nets. He was the NBA Coach of the Year following the 2005-06 season, when the Mavericks finished 60-22 and won the Western Conference title.

Trade talk optimism helps European shares cling onto October highs

LONDON (Reuters) – European shares edged down slightly on Tuesday at the open but clung to highs not seen since October as optimism about Sino/U.S. trade talks helped maintain morale despite a few earnings disappointments such as HSBC’s and BHP Group’s.

At 0829 GMT, the STOXX 600 was down 0.2 percent with most European bourses close to flat.

A new round of talks between the U.S. and China to resolve their trade war will take place in Washington on Tuesday.

Among the stocks in the red and pulling indexes down was HSBC, which reported a disappointing annual profit as higher costs and a stocks rout chipped away at its trading businesses.

Bank of America Merrill Lynch downgraded its rating for the stock to ‘neutral’ following the release of its results, saying there is “limited upside” for the share price.

The banking sector fell 0.8 percent.

The session’s top gainer was Germany’s Wirecard, up 7.7 percent. On Monday, Germany’s financial watchdog banned “short” selling of the stock due to volatility following reports in the Financial Times which are now the subject of an investigation by German authorities.

Still in Germany, HeidelbergCement jumped 4.4 percent as it shrugged off concerns about trade wars and a disorderly Brexit to forecast higher demand for cement this year.

Family says Guatemala candidate arrested in US is innocent

The son of a Guatemalan presidential candidate facing drugs and weapons charges in the U.S. says his father is innocent and is asking lawmakers in the Central American country for an investigation.

Mario Alejandro Estrada Ruano is head of government for the Jalapa department of Guatemala and the son of Mario Estrada Orellana, who was arrested April 17 in Miami.

He says in a statement that the family has doubts about the accusations against the elder Estrada, who allegedly has ties to Mexico's Sinaloa cartel. Estrada is also accused of illicit electoral financing, plotting to kill political rivals and offering to help drug traffickers.

On Wednesday, Guatemala's electoral court annulled his candidacy citing the "notorious" revelations.

Estrada Ruano said Thursday the ruling wouldn't be challenged "although we do not agree."

Dems, Republicans Slam Nielsen on Resignation

Homeland Secretary Kirstjen Nielsen isn’t receiving well wishes from Democrats or Republicans following her sudden resignation.

House Homeland Security Committee Chairman Bennie Thompson, D-Miss., called Nielsen’s tenure a “disaster,” while Sen. Johnson, R-Wis., said the U.S. needs “steady, informed and effective leadership in the administration and in Congress to have any hope of fixing our control border security and immigration problems.”

Rep. Donald Payne Jr., D-N.J., said Nielsen should have resigned “after lying about children being ripped from their mothers and locked in cages.”

Sen. Elizabeth Warren, D-Mass., said she wasn’t “sorry to see her go.”

“I only wish she’d been fired long ago, before she ever had a chance to resign,” she added.

Conservative commentator Ann Coulter celebrated Nielsen’s resignation.

"Hallelujah! Secretary Nielsen has resigned!" Coulter tweeted. "Good news: Secretary Nielsen has resigned! Bad news: Trump considering Jorge Ramos as replacement," Coulter said in another, referring to Univision's Jorge Ramos, a Mexican-American journalist who has been highly critical of Trump's immigration policies.

Former Milwaukee Sheriff David Clarke also criticized Nielsen, tweeting “No surprise here.  I said she was failing POTUS. She was never on board with @realDonaldTrump tough border stance. She never had answers to the crisis at the border. 'Can't' was her favorite lead word. Trump needs a 'can-do' Secretary."

Sen. Chuck Schumer, D-N.Y., criticized President Donald Trump for Nielsen's resignation. 

“When even the most radical voices in the administration aren’t radical enough for President Trump, you know he’s completely lost touch with the American people," he said in a statement.

Trump fine with releasing Mueller report without White House seeing it: Graham

Sen. Lindsey Graham, R-S.C., told Fox News host Shannon Bream on Tuesday that President Trump will not ask to see Special Counsel Robert Mueller’s final report on Russian meddling in the 2016 presidential election before it's made public.

Mueller's highly-anticipated report found no evidence of a Trump-Russia conspiracy after a nearly two-year long investigation deemed a "witch hunt" by Trump almost daily.

“I talked to him just a few minutes ago, the president, and he said let it out,” Graham told Bream on “Fox News @ Night." “There'll be some things in there I think will be interesting in terms of conversations. But the bottom line here is that Mueller has looked at this for two and a half years. He's concluded that no one on the Trump campaign colluded with the Russians and that the facts regarding obstruction were insufficient for him to make a decision.”

Graham, the Senate Judiciary Committee Chairman, predicted Attorney General William Barr will turn the report "over to the committee and then I think he'll come to the Senate hopefully sometime in April." He said it needs to be screened to make sure no sensitive information is released, such as grand jury information, which is legally prohibited from being released, and intelligence sources and methods.

Democrats are pressing Barr to release the full report instead of a summary of the main conclusion points. Some point to the more than 30 indictments of Trump aides and attorneys since the investigations began.

Mueller did not determine whether Trump obstructed justice and Barr and Deputy Attorney General Rod Rosenstein found insufficient evidence to determine whether he committed a crime.

Graham reminded Bream that nobody was indicted for collusion with Russia and urged Democrats to accept Mueller’s findings and move on.

“Now I'll say this if they don't accept this and they keep warning and outcome in spite of the evidence they're going to get President Trump re-elected on this issue alone,” he said.

On Monday, Graham said he will probe alleged abuses of the Foreign Intelligence Surveillance Act (FISA) at the start of the Russia investigation and called on Barr to appoint a new special counsel to “investigate the other side.”

“Somebody’s got to decide if there’s criminal responsibility on the other side,” Graham told Bream. “If we don’t look at how it got so off the rails. If we don’t look at this accusation against the president came about, then shame on us.”

George Conway: Trump ‘Cancer’ on Presidency

President Donald Trump is a "cancer" on the office, and Congress should "excise" it, lawyer George Conway charged Thursday.

In a scathing opinion piece for The Washington Post, Conway — an ardent Trump critic and husband of White House counsel Kellyanne Conway, a stalwart Trump defender — argued the president's impeachable crime was putting his own interests above those of the nation.

"White House counsel John Dean famously told [President Richard] Nixon that there was a cancer within the presidency and that it was growing," Conway wrote. "What the Mueller report disturbingly shows, with crystal clarity, is that today there is a cancer in the presidency: President Donald J. Trump.

"Congress now bears the solemn constitutional duty to excise that cancer without delay."

According to Conway, Mueller's report is "damning."

"The president may have the raw constitutional power to, say, squelch an investigation or to pardon a close associate," he wrote. "But if he does so not to serve the public interest, but to serve his own, he surely could be removed from office, even if he has not committed a criminal act."

He argues Mueller's investigation "found multiple acts by the president that were capable of executing undue influence over law enforcement investigations" — and compares the effort to that of Nixon.

"[Nixon] was almost certainly to be impeached, and removed from office, after the infamous 'smoking gun tape' came out," Conway wrote, noting Nixon is heard on the tape directing his chief of staff to get the CIA director, Richard Helms, to tell the FBI not to go any further in the Watergate prosecution. Helms ignored the directive.

"The underlying crime in Watergate was a clumsy, third-rate burglary in an election campaign that turned out to be a landslide.

"The investigation that Trump tried to interfere with here, to protect his own personal interests, was in significant part an investigation of how a hostile foreign power interfered with our democracy. If that's not putting personal interests above a presidential duty to the nation, nothing is."

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
