Indonesia central bank holds rates; seeks to lift liquidity, domestic NDF market

JAKARTA (Reuters) – Indonesia’s central bank on Thursday kept its benchmark interest rate unchanged for a fifth month to contain external pressures, though it is aiming for looser market liquidity and relaxed rules on trading in domestic non-deliverable forwards.

The 7-day reverse repurchase rate was held at 6.00 percent, where it has been since November, as predicted by all 23 analysts in a Reuters poll.

The decision is “in line with efforts to strengthen the external stability of Indonesia’s economy,” Bank Indonesia (BI) Governor Perry Warjiyo said.

BI has said the benchmark’s level is sufficient to help steer the current account deficit down to the targeted 2.5 percent of gross domestic product (GDP) this year while keeping Indonesian assets attractive.

But BI announced other policy changes to support domestic demand, including increasing liquidity for financial markets though its monetary operations.

“We are doing this as a commitment while we keep the policy rate unchanged,” said Perry, adding that BI’s stance on liquidity policy was “loose”.BI will also seek to stoke its domestic non-deliverable forward market by removing a requirement to have underlying assets for transactions below $5 million, he said.

The central bank launched the rupiah-settled onshore NDF market in November in a bid to create a parallel market to offshore NDF markets, which are often blamed for speculation against the rupiah.

Warjiyo said the rule change is aimed at boosting the number of dollar sellers “which we hope will also increase demand”.

Some analysts expect one or more interest rate cuts later this year to bolster economic growth, though others see an extended hold.

DIFFERING VIEWS

Fakhrul Fulvian of Trimegah Sekuritas Indonesia expects a 25 basis point cut in the fourth quarter, and said “it could be earlier if the current account really improves in the second half.”

But Capital Economics said unlike others, “we think it’s too soon to pencil in rate cuts given the country’s large and widening current account deficit.”

Warjiyo said BI now expects the Fed will not raise interest rates this year or next. In March, he anticipated one hike by the end of 2020.

Indonesia posted larger than expected trade surpluses in February and March, creating some expectation of improvement in the current account gap, which widened to 2.98 percent of GDP in 2018 from 1.60 percent in 2017.

The governor said the current account deficit may widen in the second quarter, but would stay below 3 percent.

Thursday was the first policy meeting after Indonesia’s presidential election on April 17. Private pollsters showed that President Joko Widodo won with around 55 percent of the popular vote, but his challenger former general Prabowo Subianto said he had won and complained of widespread cheating.

The official result of the vote will be announced by May 22.

The rupiah showed little reaction to Thursday’s rates decision. The currency and stock index had jumped a day after the election as the market cheered the quick count results, but since then the gains have been erased.

PARIS (Reuters) – French Finance Minister Bruno Le Maire on Thursday criticized a reported bumper pay deal for Tom Enders, the outgoing chief executive of planemaker Airbus.

“We’re talking about excessive amounts here,” Le Maire told BFM TV.

Le Monde newspaper earlier reported that Enders could get a golden parachute farewell pay deal worth 36.8 million euros ($41 million).

LONDON (Reuters) – British jump jockey Bryony Frost is gearing up for what could be the most exciting week of her career at next week’s Cheltenham Festival but the 23-year-old is well aware that she is always potentially one fall away from ending it – or worse.

Frost already has a CV littered with injuries, including one horrific experience in July where she fractured multiple bones in her back. Yet like her bone-smashed family before her, she treats such setbacks as a mere occupational hazard.

“I take falls, shake it off and get on with it,” Frost told Reuters. “I’ve grown up watching my brother and dad take hits. I know how to get over it and move on. If your body’s not broken, your next horse could be your next winner, it’s just your mentality.”

Her mentality is admired by one of the sport’s most successful National Hunt trainers, Paul Nicholls, who employs Frost as a full time stable jockey and lets her use some of his best horses.

Frost’s brother Hadden was a successful jump jockey before turning to show-jumping whilst her father is Jimmy Frost, a former jockey who won the Grand National in 1981. Now a trainer, he still plays a big part in his daughter’s life.

“Dad’s my rock. I would be lost without him,” she says.

“Dad let me ride my first racehorse at nine and gave me a mobile phone at four so I could go out riding on my own. It only had his number on it.”

Racing is overwhelmingly high risk, with an average of one fall in every 16 rides. Frost shows no fear, despite the fact both her brother and her father broke their backs racing and her cousin Sarah Gaisford was paralyzed in a fall.

Frost herself has sustained multiple injuries, including one when a fall damaged her kidneys so badly that, after a brush with death, she underwent 12 operations and two months in hospital.

“Then I had a fall last summer and sustained a lacerated pancreas and liver, an aneurism, a cracked sternum and I fractured T8 and T7 (bones) in my back,” she says unperturbed.

‘REBUILT MY BODY’

Frost spent five weeks in Oaksey House, a rehab center owned by the Injured Jockeys Fund. “I owe my career to those guys,” she adds. “They rebuilt my body and channeled my mind. You can feel so lost when you’re injured because your body is not keeping up with your mind.

“People have said to me ‘is it worth it?’ But horses and racing is my reason for living, I spend every waking hour thinking about it. There is nothing like it, that partnership you can have with a horse.

“They can’t talk but you connect with them by observing and feeling, through their body and breathing. They are all completely different and the quicker you work them out and become their friend, the more they are going to do with you.”

Frodon, the horse she won three out of four races with this season, may give Frost her first experience of The Gold Cup – the race they all want to win. The line-up will officially be announced on the day of the race next Friday.

“Frodon is the warrior you want to go to war with,” she says.

“It will be a massive moment for me to partner him. He gives me everything just as I give my everything to him.”

After recent good form for Nicholls and trainer Neil King, Frost is likely to have a handful of rides at The Festival but refuses to discuss her chances.

“I don’t set goals or say, I’m going to beat this person or win that race,” she says.

“It’s The Festival and such a rare thing to win. If you look at the top of the mountain, it’s a long way up but if you take it step by step then you will keep going up. If you only make it half way, well you’ve still done well and if you get to the top, only then you can take in the view.”

Trump Offers Watered Down Support of Cain for Fed

As some Republican senators started to make clear they did not want the president to nominate Herman Cain to be governor of the Federal Reserve Board, the president offered a qualified backing of the former Godfather's Pizza CEO and 2012 Republican presidential hopeful.

Asked about this opposition to Cain, the president told reporters before he boarded the Marine One helicopter Wednesday morning: "Well, I like Herman Cain . . . He's a wonderful man and he's been a supporter of mine for a long time.

"He also ran a very good campaign [for the Republican presidential nomination in 2012]," Trump added.

Clearly referring to the opposition to Cain for the Fed Board (which Trump has so far tweeted about but not made official), the president simply said "[n]ow that's up to Herman" — a hint he might not make the nomination official after all.

As critics such as Sen. Mitt Romney, R-Utah, said Cain is unqualified for the appointment, the president noted "[h]e used to be on one of the Fed Boards. Now, he's just somebody I like a lot."

Regarding the FBI background check, Trump said "[a]s to how he's doing in the process, you go through a process. Herman's a great guy, and I hope he does well."

Trump's comments come one day after Senate Republican leader Mitch McConnell dodged a question on whether he would support Cain and conservative commentator Stephen Moore, who Trump is also considering for a Fed board seat.

McConnell said, "Well, we're going to look at whoever he sends up, and once he does, we'll take a look at it."

Republicans and Democrats have raised questions about whether Trump's choices of both Cain and Moore, two political allies, would elevate concerns about the political independence of the Fed. Trump has already broken the norms set by recent presidents who have avoided commenting on the Fed's performance.

Since last fall, Trump has repeatedly criticized his handpicked chairman, Jerome Powell, and other Fed officials for raising interest rates four times last year. Those rate hikes hurt the stock market and were unnecessary because there was no inflation threat, Trump says.

The Fed's seven-member board has two empty seats. Trump's previous picks were viewed as mainstream economists or bankers, but his selections of Cain and Powell have been seen as an effort by Trump to put a more partisan stamp on Fed policies.

WASHINGTON (Reuters) – The Trump administration opposes curbs on U.S. assistance for the Saudi-led coalition in Yemen, United States U.S. Secretary of State Mike Pompeo said on Friday.

“The way to alleviate the Yemeni people’s suffering isn’t to prolong the conflict by handicapping our partners in the fight, but by giving the Saudi-led coalition the support needed to defeat Iranian-backed rebels and ensure just peace,” Pompeo said at a news conference.

NEW YORK (Reuters) – The Federal Reserve may lower the interest it pays on excess reserves banks leave with it by 5 basis points at its April 30-May 1 policy meeting in a bid to prevent the federal funds rate from drifting higher, Morgan Stanley analysts said on Friday.

This would mark the third such “technical” adjustment on the interest on excess reserves (IOER) following cuts last June and December.

(Reuters) – World number one Naomi Osaka came from behind in the final set to beat Croatian Donna Vekic 6-3 4-6 7-6(4) on Friday and move into the Porsche Tennis Grand Prix semi-finals.

Osaka comfortably won the opening set but was tested by the Croatian, who pushed her to the limit in the second and third. The Japanese made 45 unforced errors as she struggles to get to grips with swapping hard courts for clay.

Osaka was visibly frustrated and trailed 5-1 in the final set but she refused to give up and found her rhythm to break Vekic twice and prevent her from serving for the match.

In the tiebreaker, a confident Osaka upped her baseline game and had two early mini breaks before wrapping up the match in two hours and 18 minutes. An infuriated Vekic even smashed her racket after losing the match.

“I told myself I didn’t want to have any regrets here,” Osaka said. “I was stressed out when I went down 1-5… but this (comeback) was pretty good because I don’t play really well on clay.”

Earlier, world number three Petra Kvitova came back from a set down to beat Anastasija Sevastova 2-6 6-2 6-3 and move into the tournament’s semi-finals for the third time in her career.

Sevastova had a dream start, breaking Kvitova twice to take a 3-0 lead as the Czech struggled with her first serve. Kvitova also made a slew of unforced errors, with many of her returns going long.

Sevastova used the full width of the court to get the better of Kvitova, who played on the back foot for much of the first set as the Latvian gave her little time to catch her breath.

However, Kvitova recovered in the second set and she broke Sevastova’s serve when she was 3-2 up, winning 10 straight points to take a 5-2 lead. Sevastova looked shaken and was broken again to give Kvitova the second set.

Kvitova took command in the final set and broke a visibly upset Sevastova to take a 3-1 lead before easing into the semis.

The Latest on fatal pileup on Interstate 70 near Denver (all times local):

10:10 a.m.

Colorado officials say four people have died after a semi-truck hauling lumber plowed into vehicles on Interstate 70, causing a fire so intense that it melted the roadway and metal off of cars.

Authorities had to wait until daylight Friday to confirm the death toll from Thursday’s 28-vehicle pileup because of the devastation caused by the fire.

Six people were taken to hospitals with injuries. Their conditions are unclear.

Lakewood police spokesman Ty Countryman says the driver of the truck who caused the crash sustained minor injuries. He has been arrested on suspicion of vehicular homicide.

Officials say the driver was headed down a hill when he slammed into slower traffic. Countryman says there is no indication the crash was intentional.

A truck driver blamed for causing a deadly pileup involving over two dozen vehicles near Denver has been arrested on vehicular homicide charges.

Lakewood police spokesman Ty Countryman said Friday that there’s no indication that drugs or alcohol played a role in Thursday’s crash.

The unidentified driver was headed down a hill on Interstate 70 when he slammed into slower traffic and sparked a massive fire. Countryman said police are looking at whether his brakes were working properly.

He said 28 vehicles were involved, up from the initial 15 vehicles police reported after further sorting through the burned wreckage.

Police still say there were multiple fatalities but are still working to provide an exact number.

The highway is expected to remain closed until Saturday.

Tiger Woods is sending a message that he thinks he still has enough left, emotionally and physically, to win three more major championships to tie Jack Nicklaus’ record 18 titles.

Speaking to GolfTV in his first sit-down interview since the Masters, Woods said he has taken some time off since his victory at Augusta National, which still doesn’t feel real.

“Honestly, it’s hard to believe,” Woods said. “I was texting one of my good friends last night … that I couldn’t believe that I won the tournament. That it really hasn’t sunk in. I haven’t started doing anything. I’ve just been laying there. And every now and again, I’ll look over there on the couch and there’s the jacket.”

That’s the fifth green jacket for the 43-year-old Woods, who hadn’t won a major tournament since the 2008 U.S. Open. Along the way, four back surgeries, a divorce and other personal issues derailed him.

He said he has been spending time with his children – daughter Sam, 11, and son Charlie, 10 – who weren’t born when their father was the most dominant golfer on the planet.

“They never knew golf to be a good thing in my life and only the only thing they remember is that it brought this incredible amount of pain to their dad and they don’t want to ever want to see their dad in pain,” Woods said. “And so to now have them see this side of it, the side that I’ve experienced for so many years of my life, but I had a battle to get back to this point, it feels good.”

He said he hopes – maybe expects — they’ll see this side again.

And no one will take Woods for granted at the PGA Championship at Bethpage Black Course on Long Island, N.Y., which starts May 16.

Woods said he’ll be ready for a course he already conquered once in a major: the 2002 U.S. Open.

“I’m doing all the visual stuff, but I haven’t put in the physical work yet. But it’s probably coming this weekend,” he said.

Before Woods encountered health and personal problems, it was expected that topping Nicklaus’ major mark was “when” and not “if.” Then the certainty went away, but Woods thought he still had a chance.

“I always thought it was possible, if I had everything go my way. It took him an entire career to get to 18, so now that I’ve had another extension to my career – one that I didn’t think I had a couple of years ago – if I do things correctly and everything falls my way, yeah, it’s a possibility. I’m never going to say it’s not.

“Now I just need to have a lot of things go my way, and who’s to say that it will or will not happen? That’s what the future holds, I don’t know. The only thing I can promise you is this: that I will be prepared.”

Maria Butina, the Russian woman who was accused of being a secret agent for the Russian government, was sentenced to 18 months in prison Friday by a federal judge in Washington after pleading guilty last year to a conspiracy charge.

Butina, who has already served nine months behind bars, will get credit for time served and can possibly get credit for good behavior, the judge said. She will be removed from the U.S. promptly on completion of her time, the judge added, and returned to Russia.

An emotional and apologetic Butina said in court Friday she is “truly sorry” and regrets not registering as a foreign agent.

“I feel ashamed and embarrassed,” she said, adding that her “reputation is ruined.”

Butina has been jailed since her arrest in July 2018. She entered the court Friday wearing a dark green prison jumpsuit and spoke in clear English, with a slight Russian accent.

“Please accept my apologies,” Butina said.

Butina’s lawyer, Robert Driscoll, said after the sentencing they had hoped for a “better outcome,” but expressed a desire for Butina to be released to her family by the fall.

Prosecutors had claimed Butina used her contacts with the National Rifle Association and the National Prayer Breakfast to develop relationships with U.S. politicians and gather information for Russia.

Prosecutors also have said that Butina’s boyfriend, conservative political operative Paul Erickson, identified in court papers as “U.S. Person 1,” helped her establish ties with the NRA.

In their filings, prosecutors claim federal agents found Butina had contact information for people suspected of being employed by Russia’s Federal Security Services, or FSB, the successor intelligence agency to the KGB. Inside her home, they found notes referring to a potential job offer from the FSB, according to the documents.

Investigators recovered several emails and Twitter direct message conversations in which Butina referred to the need to keep her work secret and, in one instance, said it should be “incognito.” Prosecutors said Butina had contact with Russian intelligence officials and that the FBI photographed her dining with a diplomat suspected of being a Russian intelligence agent.
