Wash Post: US to Shutter International Immigration Offices

The Trump administration's efforts to reform the nation's immigration system are continuing with a planned closure of all international U.S. Citizenship and Immigration Services (USCIS) offices.

According to The Washington Post, USCIS Director L. Francis Cissna wrote an email to staff Tuesday that referenced the plan to shutter the 21 locations.

Closing the offices would help "maximize our agency's finite resources," he wrote, the Post reported.

"I believe by doing so, we will better leverage our funds to address backlogs in the United States while also leveraging existing Department of State resources at post. Change can be difficult and can cause consternation. I want to assure you we will work to make this as smooth a transition as possible for each of our USCIS staff while also ensuring that those utilizing our services may continue to do so and our agency operations continue undisrupted."

USCIS started in 2003 and, according to its website, operates more than 200 offices worldwide. It employs 19,000 government employees and contractors to handle several facets of the immigration system, from reissuing lost green cards to helping foreign nationals apply for U.S. citizenship. 

The 21 offices being closed fall under the USCIS's International Operations Division (IO) and are more specifically known as the Refugee, Asylum, and International Operations Directorate. The IO employes 240 people in the U.S. and abroad.

A senior official at the Department of Homeland Security told the Post that closing the international offices is being done to save money. The White House on Monday unveiled its 2020 budget proposal, which contained cuts to several government agencies.

The USCIS announced in February its Moscow office would close, while an office in Cuba has already shuttered.

New York City police hunting for man who 'brutally kicked' 78-year-old woman in the head, repeatedly

New York City police are asking for the public’s help Friday in identifying a man caught on video repeatedly kicking an elderly woman in the head and body while a crowd of subway passengers look on.

The NYPD says the “heinous attack” happened in the early morning hours of March 10 in the city’s Bronx borough. Footage of it circulating on social media is drawing outrage – not only directed toward the attacker, but to the witnesses seen filming the violence with their cell phones and shouting instead of coming to the woman’s aid.

The 78-year-old woman, who was sitting by herself in the corner of the subway car, is seen in the video holding her arm up trying to stop the man from going after her. At one point, the man grabs onto the subway car’s poles to balance himself on one foot, while using his other to repeatedly kick her in the head and body.

The video ends with the attacker walking out of the subway car while the passengers continue to film the battered woman, who is holding her hand to her face.

Police told the New York Post they were notified of the attack after a bystander flagged an officer at the next stop.

The newspaper says the woman was treated at the scene for bleeding and swelling, but refused further medical attention. Investigators are now hoping to speak to her again.

It is not clear what provoked the attack, or why the video is only now surfacing, more than 10 days after the attack happened.

Army Details Updated Missile Defense Plans

The Army's new approach to air and missile defense is a four-pronged effort with the future in mind, the commander of the Army Space and Missile Defense Command confirmed.

Lt. Gen. James Dickinson spoke with Defense News this week as the Army unveiled its updated strategy, the first time since 2012 the service has put together a new effort. A brief update was issued in 2015.

"A lot has changed in the past four years of importance," Dickinson said. "The operating environment has changed. We have an environment that is characterized by increasingly complex threat, increased operational tempo and great power competition.

"This document, it really charts the course for future air and missile defense forces. Air and missile defense have a tremendous deterrence factor, too . . . so that is really kind of what has stimulated us to draft a new road map for an Army air and missile defense enterprise."

The strategy's four main areas, according to Defense News, are "develop the right material solutions for AMD, build the right force structure to fight in multi-domain operations, provide ready and trained AMD forces, and build capacity to maintain forward presence with allies and partners."

Earlier this week, the Air Force conducted a successful test involving two interceptor missiles that destroyed an incoming target missile.

The interceptors were launched from Vandenberg Air Force Base in California. The target missile was launched from the Reagan Test Site in the Marshall Islands.

"The system worked exactly as it was designed to do," said Air Force Lt. Gen. Samuel A. Greaves, director of the Missile Defense Agency.

The Latest: Alabama police chief ‘disgusted’ by arrest video

An Alabama police chief says he's "disgusted" by a video recording showing an officer threatening and cursing a woman during a traffic stop that turned violent.

Tuscaloosa Police Chief Steve Anderson commented Wednesday during a news conference in which he released police bodycam video of the arrest of 22-year-old Jhasmynn Sheppard.

Sheppard was suspected of leaving the scene of an accident on Friday. The video shows that an officer began trying to handcuff her less than 10 seconds after requesting her driver's license. Another officer arrived moments later.

The video shows an officer cursing the woman, threatening to kick out her teeth and saying he could have shot her.

The chief says his officer violated department training throughout the encounter. He says both officers are now on desk duty during disciplinary procedures.

5:55 a.m.

An Alabama police department is investigating a video of an arrest that shows two Tuscaloosa police officers punching and using a baton to hit a woman during a traffic stop.

News outlets report 22-year-old Jhasmynn Sheppard is charged with disarming a police officer, assault and resisting arrest. One officer's account of the Friday arrest is detailed in court documents filed Tuesday.

The officer says Sheppard was pulled over after leaving the scene of a wreck. He says she was making "furtive" movements and incoherent statements and then resisted arrest.

He says Sheppard was taken to the ground and took his baton. He says another officer arrived and assisted him. He says he suffered minor injuries. Sheppard denies taking the weapon.

Authorities didn't immediately release the officers' identities.

JOHANNESBURG (Reuters) – South Africa is likely to harvest 16 percent less maize in 2019 compared with the previous season after drought delayed plantings, a Reuters poll showed on Monday.

The government’s Crop Estimates Committee (CEC), which will provide its second production forecast for the 2019 crop on Tuesday, is seen pegging the harvest at 10.482 million tonnes, down from the 12.510 million tonnes in the 2017/2018 season, the poll six traders and market analysts showed.

The 2019 harvest is expected to consist of 5.317 million tonnes of the food staple white maize and 5.165 million tonnes of yellow maize, which is used mainly in animal feed.

The crop is slightly higher than the country’s annual consumption of around 10 million tonnes but the production outlook could still be dampened by warmer weather.

“The medium term weather outlook still calls for better growing conditions across most production areas. However, frost damage may dampen the production outlook specifically for the late plantings in parts of the Free State and the North,” said FNB senior agricultural economist Paul Makube.

White maize prices are just below highs reached in January of 3,350 rand on fears that yields would be hit by delayed plantings, with the contract ending July closing at 3,052 rand on Friday.

(Reuters) – Three major U.S. airlines said on Monday they were experiencing system-wide computer outages, with United Airlines saying it was unable to create paperwork as a result.

Delta Air Lines and Southwest Airlines Co both said on their social media accounts that they were experiencing a system-wide outage.

(Reuters) – U.S. stock index futures were flat on Friday, as investors paused ahead of GDP data, which is expected to show the world’s largest economy maintained a moderate pace of growth in the first quarter.

Gross domestic product probably increased at a 2% annualized rate in the quarter as a burst in exports, strong inventory stockpiling and government investment in public construction projects offset a slowdown in consumer and business spending, according to a Reuters survey of economists.

The Commerce Department report will be published at 8:30 a.m. ET.

The GDP data comes as investors look for fresh catalysts to push the markets higher. The S&P 500 index is about 0.5% below its record high hit in late September, after surging nearly 17% this year.

First-quarter earnings have been largely upbeat, with nearly 78% of the 178 companies that have reported so far surpassing earnings estimates, according to Refinitiv data.

Wall Street now expects S&P 500 earnings to be in line with the year-ago quarter, a sharp improvement from the 2.3% fall expected at the start of April.

Amazon.com Inc rose 0.9% in premarket trading after the e-commerce giant reported quarterly profit that doubled and beat estimates on soaring demand for its cloud and ad services.

Ford Motor Co shares surged 8.5% after the automaker posted better-than-expected first-quarter earnings largely due to strong pickup truck sales in its core U.S. market.

Mattel Inc jumped 8% after the toymaker beat analysts’ estimates for quarterly revenue, as a more diverse range of Barbie dolls powered sales in the United States.

At 6:52 a.m. ET, Dow e-minis were down 35 points, or 0.13%. S&P 500 e-minis were down 1.5 points, or 0.05% and Nasdaq 100 e-minis were up 10.75 points, or 0.14%.

Among decliners, Intel Corp slumped 7.7% after it cut its full-year revenue forecast and missed quarterly sales estimate for its key data center business.

Rival Advanced Micro Devices declined 0.8%.

Oil majors Exxon Mobil Corp and Chevron Corp are expected to report results later in the day.

WARSAW (Reuters) – Germany could owe Poland more than $850 billion in reparations for damages it incurred during World War Two and the brutal Nazi occupation, a senior ruling party lawmaker said.

Some six million Poles, including three million Polish Jews, were killed during the war and Warsaw was razed to the ground following a 1944 uprising in which about 200,000 civilians died.

Germany, one of Poland’s biggest trade partners and a fellow member of the European Union and NATO, says all financial claims linked to World War Two have been settled.

The right-wing Law and Justice (PiS) has revived calls for compensation since it took power in 2015 and has made the promotion of Poland’s wartime victimhood a central plank of its appeal to nationalism.

PiS has yet to make an official demand for reparations but its combative stance towards Germany has strained relations.

“Poland lost not only millions of its citizens but it was also destroyed in an unusually brutal way,” Arkadiusz Mularczyk, who heads the Polish parliamentary committee on reparations, told Reuters in an interview.

“Many (victims) are still alive and feel deeply wronged.”

His comments come a month before European Parliament elections in which populist and nationalist parties are expected to do well. Poland will also hold national elections later this year, with PiS still well ahead of its rivals in opinion polls.

EU LARGESSE

Mularczyk said the reparations figure could amount to more than 10 times the estimated 100 billion euros ($111 billion) that Poland has received so far in European Union funds since it joined the bloc in 2004.

Germany is the biggest net donor to the EU budget and some Germans regard its contributions as generous compensation to recipient countries like Poland which suffered under Nazi rule.

In 1953 Poland’s then-communist rulers relinquished all claims to war reparations under pressure from the Soviet Union, which wanted to free East Germany, also a Soviet satellite, from any liabilities. PiS says that agreement is invalid because Poland was unable to negotiate fair compensation.

Mularczyk said his committee hoped to complete its report on the reparations issue by Sept. 1, the 80th anniversary of Hitler’s invasion.

Accusing Berlin of playing “diplomatic games” over the issue, he said: “The matter is being swept under the rug (by Germany) … until it’ll be wiped from the memory, from people’s awareness.”

His comments come after the Greek parliament voted this month to seek billions of euros in German reparations for the Nazi occupation of their country.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said the United States did not pay any money to North Korea as it sought the release of comatose American student Otto Warmbier.

The Washington Post reported on Thursday that Trump had approved payment of a $2 million bill from North Korea to cover its care of the college student, who died shortly after he was returned to the United States after 17 months in a North Korean prison.

Al-Qaida in Yemen is vowing to avenge beheadings carried out by Saudi Arabia this week — an indication that some of the 37 Saudis executed on terrorism-related charges were members of the Sunni militant group.

Al-Qaida in the Arabian Peninsula, as the branch is called, posted a statement on militant-linked websites on Friday, accusing the kingdom of offering the blood of the “noble children of the nation just to appease America.”

The statement says al-Qaida will “never forget about their blood and we will avenge them.”

U.S. ally Saudi Arabia on Tuesday executed 37 suspects convicted on terrorism-related charges. Most were believed to be Shiites but at least one was believed to be a Sunni militant.

His body was pinned to a pole in public as a warning to others.

For two friends with checkered pasts it was the luck of a lifetime: a 4 million-pound ($5.2 million) lottery win.

But Mark Goodram and Jon-Ross Watson may see their celebrations cut short.

The Sun newspaper reports that Britain’s National Lottery is withholding the payout as it investigates whether the men, who have a string of criminal convictions, used illicit means to buy the winning ticket.

The Sun said neither man has a bank account, leading lottery organizers to investigate how they obtained the bank-issued debit card that paid for the 10 pound ($13) scratch card.

Camelot, which runs the lottery, said Friday it couldn’t confirm details of the story because of winner-anonymity rules. The firm said it holds a “thorough investigation” if there is any doubt about a claim.
