WASHINGTON (Reuters) – An escalation of the U.S.-China trade war would drive manufacturing away from both countries and likely cause job losses, but would not change their total trade balances, an International Monetary Fund (IMF) report showed on Wednesday.

The United States and China would see “sizable” losses in manufacturing as capacity moves toward Mexico, Canada, and East Asia if tariffs were hiked to 25 percent on all goods flowing between the two countries, the IMF said in its April World Economic Outlook.

That would escalate a tit-for-tat tariff battle between the two economic giants that has gripped global financial markets since mid-2018. The United States already has tariffs of 25 percent on $50 billion worth of Chinese goods and levies of 10 percent on another $200 billion. China has retaliated with duties on U.S. products, including key agricultural crops.

The countries have been trying to negotiate a deal to end the spat. U.S. Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin are due to resume talks with Chinese vice premier, Liu He, on Wednesday, just days after the two sides reported progress in talks last week in Beijing.

The electronics and other manufacturing sectors in China would be hard-hit and the U.S. agricultural sector would see a significant contraction if the trade war were to escalate, the IMF report showed.

The group forecast a scenario where “large sectors in both countries shed a significant number of jobs.”

That would translate to about 1 percent of the workforce in the U.S. agricultural and transportation equipment sectors, and 5 percent in Chinese manufacturing other than electronics, like furniture and jewelry.

Growth in both economies would lose steam. On Tuesday, IMF Managing Director Christine Lagarde said U.S. gross domestic product would fall by up to 0.6 percent and China’s would fall by up to 1.5 percent.

Any attempts to address a trade deficit or surplus with another country through tariffs would shift the trade balances with other countries, making no impact on a country’s aggregate balance, the IMF said.

For example, U.S. imports of electronics and machinery from China would drop to 11.5 percent after the tariffs from about 22.1 percent of total imports, while the proportion of imports from other countries would rise.

The share of imports from East Asian nations would climb to 17.7 percent from 15.6 percent, Mexico’s share would rise to 14.6 percent from 12.6 percent, and Canada’s would increase to 12.3 percent from 10.8 percent, according to the report.

Even though some countries would benefit from the new trade flows, most countries are “likely to be worse off” because of increasing macroeconomic uncertainty, the IMF said.

Ex-NFL running back Wood charged in murder of 5-year-old

A Las Vegas judge expressed shock at the severity of injuries found on a 5-year-old girl whose death led to murder and child abuse charges against her mother and mother's former NFL player boyfriend.

Justice of the Peace Melanie Andress-Tobiasson denied bail Tuesday to Amy Taylor and former running back Cierre Wood pending a May 21 preliminary hearing.

Prosecutor Michelle Jobe said a grand jury is expected to hear evidence about the April 9 death of La'Ryah Davis.

The Clark County coroner determined she had a lacerated liver, broken ribs and died of multiple injuries. Her death was ruled a homicide.

Attorneys for both defendants declined comment outside court.

Wood played for Houston, New England, Buffalo, and in the Canadian Football League.

WASHINGTON (Reuters) – In fallout from a feud over U.S.-Taliban peace talks, a senior U.S. diplomat has told Afghan President Ashraf Ghani that U.S. officials will no longer deal with his national security adviser, four knowledgable sources said on Monday.

The decision to end U.S. contacts with Hamdullah Mohib will almost certainly raise tensions between the allies over Kabul’s exclusion from negotiations that have mainly focused on a U.S. troop pullout and how the Taliban would stop militant groups from using Afghanistan as a springboard for attacks.

Mohib had launched a blistering public attack last Thursday on the chief U.S. negotiator, Special Representative Zalmay Khalilzad.

The following day, U.S. Undersecretary of State for Political Affairs David Hale told Ghani by phone that Mohib would no longer be received in Washington and U.S. civilian and military officials would not do business with him, the sources said.

“Hale called Ghani and told him that Mohib is no longer welcome in D.C. The U.S. will not deal with him in Kabul or in D.C. any more,” said a former senior Afghan official, who like the other sources requested anonymity because of the issue’s sensitivity.

Kabul fears that Washington is intent on finalizing a U.S. troop pullout to fulfill a vow by President Donald Trump, undermining its ability to reach a political pact with the Taliban that preserves gains, such as women’s education, won since the 2001 U.S. invasion ended the militants’ harsh version of Islamic rule.

The former Afghan official said he saw the move as an effort to compel Ghani to “oust” Mohib, who became the president’s national security adviser after serving as his envoy to Washington.

A second source, a congressional aide, agreed that pressuring Ghani to end contacts with Mohib was “one way of looking at this” because the State Department provides funding for the Afghan president’s national security council staff.

The State Department declined to comment. The Afghan embassy did not immediately respond to a request for comment.

Simmering tensions over the Afghan government’s exclusion from the U.S.-Taliban talks in Doha, Qatar, erupted with Mohib’s attack on Khalilzad, an Afghan-born U.S. diplomat, at a news conference in Washington.

He accused Khalilzad of giving the Taliban legitimacy while “delegitimizing the Afghan government.” He added that Khalilzad perhaps was trying to create “a caretaker government of which he would then become viceroy.”

Viceroy was the title of the colonial administrator of British-ruled India.

The State Department responded with a strong statement quoting Hale as telling Mohib later Thursday that his comments “only serve to hinder the bilateral relationship and the peace process.”

The latest round of peace talks ended on March 11 after 16 days. The sides reported progress, but no accord on a withdrawal of U.S.-led international forces and the Taliban’s counter-extremist assurances.

U.S. negotiators also are pressing the insurgents to accept a ceasefire and talks with Afghan society representatives, including government officials. The Taliban have refused to talk to Ghani’s government, which they deride as a U.S. puppet.

In an interview on Monday with Reuters, Afghanistan’s ambassador to Qatar, Faizullah Kakar, said that another country should not be negotiating on the use of Afghan territory by militants.

“It is the government that should be deciding, whoever the government is, that the territory is used or not used against another country,” he said.

LAUSANNE, Switzerland (Reuters) – Japanese Olympic Committee (JOC) chief Tsunekazu Takeda, who is under investigation in France for suspected corruption and will step down from his role in June, is no longer an International Olympic Committee member, the IOC said on Tuesday.

Takeda said last week he would step down from the JOC when his term ends and would also resign from the IOC. The Olympic body, however, said his membership ended on Tuesday.

“The IOC Executive Board recognized the resignation of Tsunekazu Takeda,” IOC spokesman Mark Adams told a news conference after a meeting of the executive board.

“With this recognition and in accordance with IOC regulation his secession of IOC membership takes immediate effect.”

French prosecutors have questioned Takeda in Paris and placed him under formal investigation in December for suspected corruption in Tokyo’s successful bid to host the 2020 Summer Games.

Takeda, who was president of the 2020 bid committee, has repeatedly denied any wrongdoing.

Takeda had been head of the JOC since 2001 and his resignation leaves a cloud hanging over both the national committee and the organizers of the Tokyo 2020 Games.

Good Samaritans rescue woman from burning car in Louisiana

A group of good Samaritans are being hailed as heroes after rescuing a woman from a burning vehicle in Louisiana on Monday after it was struck by a suspected drunk driver.

Louisiana State Police told WBRZ-TV the crash was reported around 7 a.m. along Airline Highway in Garyville, about 40 miles west of New Orleans.

A motorist who was driving in the opposite direction, Anita Haley, began recording as four men ran up to the vehicle, which was engulfed in flames and smoke.

“Such bravery and compassion for someone in a desperate situation,” she wrote on Facebook. “God bless and reward all those involved in saving this woman’s life.”

The woman was transported to a local hospital with minor injuries, WBRZ reported.

At least one of the men suffered facial burns during the rescue, Trooper Melissa Matey told NOLA.com.

The other driver, 22-year-old Richard Preston, is now facing DWI, reckless operation of a vehicle, unauthorized use of a movable and first-degree vehicular negligent injury charges.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

(Reuters) – Initial optimism over first-quarter results from Starbucks Corp was waning fast on Wall Street on Friday, as analysts questioned the longer-term prospects of its new sales push given subdued overall customer traffic numbers especially in China.

The company on Thursday beat brokerage estimates for quarterly same-store sales on the back of demand for its new Cloud Macchiato, Matcha tea and cold brews in the United States.

However, BTIG’s Peter Saleh was one of a number of sector analysts who said while customers forking out for higher-priced new drinks had helped drive growth in same-store sales, “anemic” traffic at cafes remained a concern.

He and others pointed to a 1 percent decline in footfall at cafes in the Chinese market, viewed as crucial to the chain’s growth for the foreseeable future.

More broadly, transaction numbers, the substitute analysts use for customer traffic, were unchanged in all three of the company’s global regions.

Shares in the company, which hit a record high after the results on Thursday, fell 1 percent in morning trade.

“We remain cautious given near-term headwinds surrounding China, including cannibalization, increasing competition (and) a slowing economy,” Wedbush analyst Nick Setyan said.

Starbucks has also poured money into beefing up its delivery network in China as it battles with local startup Luckin Coffee, whose speedy growth led it to file for an IPO in the United States earlier this week.

New menu items and partnerships with delivery services, the heart of the company’s strategy to win back customers lost to artisanal coffee shops and cheaper fast-food rivals, did help Starbucks’ sales in its home market.

However, analysts said growth in China may continue to be subdued.

Wells Fargo analyst Bonnie Herzog said she expects store expansion in China to take priority over comparable sales growth.

She downgraded her rating on Starbucks’ to “market perform” from “outperform”, arguing that the company facing tough sales comparisons later on in 2019 from last year and the current rich valuation of shares meant the stock had limited room to rise.

“Investors will be hesitant to invest new money in a stock with a topline that, while still strong, is unlikely to meaningfully accelerate,” Herzog said.

Still, the company’s solid same-store growth in the United States, improving profit margins and a lower tax rate for the rest of the year led at least 6 Wall Street brokerages to raise their price targets on the stock to as high as $81.

11 of 29 brokerages rate Starbucks “buy” or higher, 17 “hold” and 1 “sell” or lower. Their median price target is $75.

A man accused of fatally beating a 4-month-old boy after finding out the infant wasn’t his son had been previously deported from the United States five times, most recently in late 2016, immigration officials said.

Carlos Zuniga-Aviles, a 33-year-old Honduran national, has used multiple aliases, including the fake name of Jose Agurcia-Avila he gave police in Memphis, Tennessee, following his arrest in the boy’s death earlier this month, US Immigration and Customs Enforcement officials told WMC-TV.

ICE officials have since filed an immigration detainer against Zuniga-Aviles, who was initially deported back to Honduras in February 2010. He was also returned to the Central American country in 2011, 2012, 2015 and 2016.

“ICE will seek to take him into custody to reinstate his removal order following the resolution of the criminal charges he currently faces,” the statement reads. “Mr. Zuniga-Aviles has been removed from the US five prior times: his most recent removal by ICE to Honduras took place in December 2016.”

Zuniga-Aviles later returned to the U.S. following his removal, a felony under federal law, immigration officials said. It’s unclear exactly when he returned, but he was living with his girlfriend and the woman’s 4-month-old son in Memphis at the time of his arrest, WREG reports.

The infant, Alexander Lizondro-Chacon, was pronounced dead at a hospital from blunt force trauma to the head after his mother, Mercy Lizondro-Chacon, called police on April 12 to report that the boy was having trouble breathing, according to an affidavit of complaint obtained by the Commercial Appeal.
