SAO PAULO (Reuters) – Brazilian port operators including units of global grain traders Cargill Ltd and Bunge Ltd will unveil a proposal this week to lower Panama Canal tariffs and cut their costs in shipping agricultural commodities to their main market China.

They will argue that at current tariffs, shipping grains from Brazil’s northern ports via the Cape of Good Hope is almost $206,000 cheaper on a per-ship basis than using the Canal, despite the shorter distance.

In a study to be presented at a conference in Panama City on Thursday, the private port operators association ATP will propose using the idle capacity of the old Panama Canal instead of the congested large new locks opened in 2016 for Panamax ships.

This could potentially cut shipping costs and shorten journey times by 4-5 days between Brazil, the world’s leading soybean supplier, and the Chinese and other Asian markets, according ATP, of which Cargill, Bunge, Brazil’s grain trader Amaggi and pulp and paper producer Suzano Papel e Celulose SA are members.

The operators hope their proposal will open the way for talks between Brazil and Panama to find a way to slash tariffs.

“It is good for both sides, because today Panama no longer receives a significant number of Brazilian grain ships bound for China due to the inexistence of a tariff agreement,” Luciana Guerise, ATP executive director, said in a statement sent to Reuters.

ATP said the tariff proposal has to be made by the Brazil’s agriculture ministry to the country’s foreign affairs ministry, which would be responsible for negotiating the terms with Panamanian authorities.

Neither of the ministries had an immediate comment.

The initiative marks a new step in the development of new trading routes for Brazil, the world’s largest exporter of agricultural commodities including soybeans, sugar, coffee, tobacco, orange juice, pulp, beef and chicken.

An initial step in that direction was taken in March last year when Aprosoja, an association of grain growers in Mato Grosso state, signed a cooperation agreement with the Panama Canal Authority.

“We believe we can capture part of the grains that leave Mato Grosso and reach the north of Brazil,” Jorge Quijano, the Canal’s chief executive, said then. “The Panama Canal would be an option for the product to reach Asia, especially China.”

US man to be sent to Australia in Thai national’s killing

Authorities have identified an American suspect in the killing of a Thai national whose battered body was found bound, gagged and wrapped in plastic on the side of a road in a high-profile case in Australia, according to a federal search warrant obtained Tuesday.

Australian authorities issued an arrest warrant for Alex Dion in the killing of 33-year-old Wachira "Mario" Phetmang, whose body was found on the side of a freeway in the suburb of Sydney Olympic Park in June. The arrest warrant for Dion was issued in September while he already was in custody on a domestic violence charge in San Diego, according to the federal search warrant filed by the FBI on Friday.

The warrant, which marks the first time a suspect has been publicly named in Phetmang's killing, was first obtained by Seamus Hughes, a terrorism researcher at George Washington University who mines federal court databases.

Dion, 38, was set to be extradited from San Diego to Australia this coming Friday, according to the warrant. It's unclear whether he has an attorney.

Phetmang, a Thai national who lived in Australia for a decade, was last seen alive on May 25 at a gas station in the Sydney suburb of South Hurstville. An autopsy found that he suffered more than 20 wounds to his head and had multiple skull fractures.

The day he died, Phetmang told his partner he was going to pick up methamphetamine and later met Dion at the gas station, according to surveillance footage, the search warrant said.

Phetmang and Dion left the gas station together in Dion's car, according to the surveillance footage, and that was the last anyone saw of Phetmang.

Dion flew back to the U.S. two days after Phetmang's death but before the body was found on June 6, according to the search warrant.

A boot police believe belonged to Dion was found with Phetmang's body, and the matching boot was later found in Dion's apartment, the search warrant said. Police also believe Dion used a high-pressure washer to scrub the inside of his car, and dumped both his and Phetmang's clothing, two tire irons and a metal bar inside a water-retention tank where he used to work.

When Australian police held a news conference seeking the public's help in the case, Dion called them and tried to blame an associate for Phetmang's killing, while also acknowledging that he had Phetmang's credit cards and cellphones with him in San Diego, according to the search warrant.

Dion told police that he had met Phetmang at the gas station to buy meth but that he left when their associate showed up, a story police say is contradicted by surveillance footage.

The New South Wales Police Force in Australia said in a news release that detectives traveled to San Diego this week to coordinate the extradition and that no further information was available.

Pete Buttigieg’s Fake Feud With Mike Pence

Tucker Carlson said Democrats use victimhood status and oppression to seem relatable to voters in the monologue of his Wednesday FOX News program.

TUCKER CARLSON, FOX NEWS: Imagine being a Democratic presidential candidate right now. It’s pretty hard to stand out. There seem to be dozens of them, possibly as many as a thousand. It’s a big group but they don’t disagree on much. They’re not allowed to. Like all fundamentalist religious sects, the Democratic Party won’t tolerate dissent. Everyone believes the same things. The Amish have more intellectual diversity. As a Democratic, the only way to the nomination is by winning gold in the victimhood olympics. You’re got to convince voters that you’ve suffered more than anyone else in the field. That’s not always easy. Cory Booker, for example, grew up in an all-white neighborhood, the son of two IBM executives. He went to Stanford, Oxford, and then Yale Law School. Yet with a straight face Booker will tell you all about his triumph over racism. Kirsten Gillibrand came from privilege, and went to Dartmouth College. She was literally given a US Senate seat. She doesn’t mention any of that now. She talks about the sexism and harassment she supposedly faced. You see the point. In 2019, whining is power. Pete Buttigieg understands this. Buttigieg may be the least oppressed of all. Both his parents were college professors. He went to Harvard, and then to Oxford as a Rhodes Scholar. After that, Buttigieg spent three years at McKinsey. That’s where ruling class drones are taught the finer points of sucking up to corporate America. He got an “A” in that class.

Our system has been very good to Pete Buttigieg. If he’s a “victim,” who isn’t? The term has no meaning. So how does Buttigieg win his party’s victimhood olympics? Simple: with the Mike Pence story. Pence was the governor of Indiana when Buttigieg became mayor of South Bend. As Buttigieg has suggested recently, this set the two on a collision course. Buttigieg is gay. Pence is a traditional Christian. Meaning he pines for the social structure of 12th century, and above all passionately hates gay people. How much does he hate them? Watch this explosive exchange from 2015, where Pence was asked directly about Buttigieg. You can see the rage in his eyes, the venom that flecks his lips. He looks dangerous. Brace yourself for this:

I hold Mayor Buttigieg in the highest personal regard. We have a great working relationship. I see him as a dedicated public servant, and a patriot.

See that? Could you feel the hate? “Highest personal regard.” In other words, “away from me, sinner! You are filthy and disgusting.” “Great working relationship,” says Pence. Sure. Among evangelicals, that’s code for, “Once I establish my theocracy, I will throw you in my dungeon and let you rot for eternity.” “Dedicated public servant. Patriot.” Oh please. Pence might as well have spit in Buttigieg’s face and called him a reprobate. It’s the same thing: gay bashing.

Buttigieg responded to attacks like these as you’d expect. He gave Governor Pence an “I Love South Bend” shirt and joined him on a fitness walk. Buttigieg wrote about it on Facebook at the time if you want to read the unnerving details. To this day, he seems traumatized by the experience. Buttigieg recently told a crown in Austin to not, quote, “judge my state by our former governor.” He accused Pence of “social extremism” and dubbed him a “cheerleader of the porn star presidency.” On CNN, he suggested that even god disapproves of Mike Pence:

My marriage to Chasten has made me a better man and yes Mr. VP it has moved me closer to God.

And that’s the thing I wish the Mike Pences of the world would understand that if you have a problem with who I am your problem is not with me. Your quarrel sir is with my creator.

You can imagine how Pence responded to this. When you call out a man as hateful as Mike Pence, you’re likely to get a hate tsunami in return. And that’s exactly what Pence delivered. Watch:

I've known Mayor Pete for many years. We've worked very closely together when I was governor and I considered him a friend and he knows I don't have a problem with him.

Oh, these Evangelicals. When will they start loving their enemies? Pete Buttigieg, by contrast, is an Episcopalian. He expresses his Christian faith by defending late term abortion and relentlessly attacking people who’ve been kind to him. It’s more effective than talking about the city he leads. In 2015, South Bend had a higher murder almost the same as Chicago’s. Aggravated assaults more than tripled since Buttigieg became mayor. Rapes have nearly doubled. Buttigieg doesn’t want to talk about any of that. He wants to talk about the real victim here: himself.

Chris Christie: Ilhan Omar is ‘off her rocker’, AOC is a ‘joke’, should apologize for 9/11 comments

Rep. Ilhan Omar is "off her rocker" and her fellow member of Congress, Alexandria Ocasio-Cortez, is a "joke" who will be seen "ultimately as an asterisk" in history, according to former New Jersey Gov. Chris Christie.

Omar, D-Minn. is facing fierce backlash after a speech at a Muslim rights group's event in which she described the Sept. 11, 2001, terror attacks as "some people did something."

Speaking on the Brian Kilmeade Show on Fox News Radio, Christie, who initially thought his wife was in the Twin Towers on the day of the attacks, said: "As somebody who had my wife two blocks away from the World Trade Center that day, my brother on the floor of the New York Stock exchange, and a number of people in our local parish here who passed away, a murder occurred.

AOC, RASHIDA TLAIB LEAP TO DEFENSE OF ILHAN OMAR AFTER HER 'SOME PEOPLE DID SOMETHING' 9/11 REMARKS

"Multiple murders occurred, 2,900 murders occurred on that day by radical Islamic terrorists and that’s the way it should always be spoken about to honor those victims and this woman is completely – let’s put aside her religion for the moment - as a public servant, she’s off her rocker to be describing it that way and it’s a disgrace, it’s a disgrace to anyone in her congressional district who voted for her."

On fellow freshman Democrat Ocasio-Cortez, D-N.Y., who leapt to Omar's defense, Christie dismissed her as nothing more than a flash in the pan.

“This is the problem with people like Alexandria Ocasio-Cortez. They like to talk a lot, but they don’t want to be held responsible for anything they say, and the fact is that to diminish the attacks on 9/11, the greatest attack ever perpetrated on this country, on our soil from a terrorist organization, is to demean the lives that were lost that day, both among those who were in those buildings and on those planes, and those who lost their lives trying to save them.

ILHAN OMAR, IN BIZARRE CLIP, JOKES ABOUT PEOPLE SAYING 'AL QAEDA' IN MENACING TONE

"What she should do is apologize, and be done with it, because there’s no justifying it, and listen, part of it too Brian, is I’m so tired of hearing 'AOC' as she’s called, being given airtime in this country. She’s a joke.

"She got elected because a member of Congress [Joe Crowley] went to sleep and never went back to his district and was too busy running for speaker rather than running to keep his congressional seat and I think she will be seen ultimately as an asterisk in history because I can’t imagine she will stay all that long.

Omar told a Council on American-Islamic Relations (CAIR) fundraiser earlier this week: “CAIR was founded after 9/11 because they recognized that some people did something, and that all of us were starting to lose access to our civil liberties."

CAIR was actually founded in 1994.

Her comments have drawn ire from the likes of Rep. Dan Crenshaw, R-Texas, and the New York Post, which published a dramatic front page Thursday with an infamous photo of New York City’s Twin Towers on fire on the day of the attacks.

ROD ROSENSTEIN SAYS IT'S 'COMPLETELY BIZARRE' TO SAY WILLIAM BARR IS 'TRYING TO MISLEAD PEOPLE' ON MUELLER REPORT

The page read: “Here’s your something: 2,977 people dead by terrorism.”

Christie also offered his thoughts about Julian Assange, calling him a "villain"

“In the end, I think Assange is a criminal and I think that’s what’s going to be proven when he’s brought to an American courtroom," he told Brian Kilmeade.

And on Bill Barr's testimony earlier this week, and James Comey's subsequent comments attempting to dismiss it, he said: "Jim has completely taken leave of his senses and to try to defend the indefensible, which goes all the way back to his conduct and what he said about Hillary Clinton in the summer of 2016, the letter he wrote in the fall of 2016, Jim is still trying to defend the indefensible.

"How is electronic surveillance not spying? You’re in a covert way, gathering information from someone who doesn’t know you’re doing it. Sounds like spying to me. Now it may be legal, and may have been justified and AG may look at this and say, you know what, under all the circumstances I think opening the counter-intelligence investigation was legally justified."

Exclusive: U.S. orders foreign firms to further cut oil deals with Venezuela

LONDON (Reuters) – The United States has instructed oil trading houses and refiners around the world to further cut dealings with Venezuela or face sanctions themselves, even if the trades are not prohibited by published U.S. sanctions, three sources familiar with the matter said.

The move comes as Washington’s efforts to oust President Nicolas Maduro in favor of opposition leader Juan Guaido have stalled, and is further evidence of how it is leaning on non-U.S. firms to achieve its foreign policy goals.

The U.S. imposed fresh sanctions on Venezuela’s oil industry earlier this year but some companies have continued to supply the country with fuel from India, Russia and Europe.

Washington is particularly keen to end deliveries of gasoline and refined products used to dilute Venezuela’s heavy crude oil to make it suitable for export. Jet fuel and diesel would be exempt for humanitarian reasons, the sources said.

The U.S. Treasury’s Office of Foreign Assets Control (OFAC) announced a ban in early February on the use of its financial system in oil deals with Venezuela after April.

But as recently as this week, the U.S. State department has called up foreign firms to say that the scope of the sanctions is wider.

The sources said that the State Department made clear that any kind of oil trade, whether it be direct, indirect or barter, would be considered a breach.

OFAC and the State Department did not immediately respond to requests for comment.

“This is how the United States operates these days. They have written rules and then they call you to explain that there are also unwritten rules that they want you to follow,” one of the sources said.

Washington has been using its oil clout more and more. At a major oil event in Houston this month, U.S. Secretary of State Mike Pompeo made a rare appearance and laid out a vision of working with energy firms to isolate Iran and Venezuela.

Venezuela’s overall exports of crude and fuel dropped to 920,000 barrels a day in the first month of sanctions from more than 1.5 million bpd in the prior three months, according to Refinitiv Eikon and state firm PDVSA data.

Russia, however, remains a staunch supporter of Maduro’s government which has plunged Venezuela into an economic and humanitarian crisis.

In an escalation of tensions, U.S. President Donald Trump called on Moscow to remove all its soldiers from Venezuela after a Russian military contingent arrived just outside of Caracas, saying “all options” were open to make that happen.

Russia responded on Thursday saying it had sent “specialists” to Venezuela under a military cooperation deal.

The biggest trading firms, based in Europe, such as Vitol, Gunvor, Mercuria, Trafigura and Glencore account for about 10 percent of global oil trade.

U.S.-Venuezela spat threatens to halt WTO trade disputes

GENEVA (Reuters) – The World Trade Organization was forced to postpone a regular dispute settlement meeting on Tuesday after the United States refused to recognize Venezuela, diplomats said, potentially putting a long-term obstacle in the WTO’s trade dispute system.

“If one country puts an item on the agenda of every meeting and another country refuses to accept that the agenda can be discussed… then it may take a long time before a meeting can actually take place,” one diplomat said.

The WTO’s dispute settlement body oversees the process of trade disputes, formally adopting rulings and appeals.

LONDON (Reuters) – With Sainsbury’s dream of creating Britain’s biggest supermarket group in tatters, its chastened CEO Mike Coupe needs to reassure investors he has the plan to arrest a sales decline when he presents annual results next week.

Britain’s competition regulator blocked Sainsbury’s 7.3 billion pound ($9.4 billion) takeover of Walmart’s Asda on Thursday, saying the deal would increase prices. Sainsbury’s shares fell 5 percent and are down 22 percent over the last three months.

For Sainsbury’s fourth quarter to March 9 analysts are on average forecasting a 1.6 percent fall in like-for-like sales, which would follow 1.1 percent decline over the Christmas period.

Monthly industry data from researcher Kantar has also shown Sainsbury’s as the weakest performer of the big four grocers this year and this month it lost its status as Britain’s No. 2 supermarket group by market share to Asda.

While Sainsbury’s has struggled, market leader Tesco has gained momentum, this month reporting a 34 percent jump in full year profit.

Prohibition of the deal was a major blow to Coupe, its architect and Sainsbury’s boss since 2014.

Martin Scicluna became Sainsbury’s chairman last month and when bedded-in may decide that if the group needs a major shake-up it is best carried out by a new leader.

Much will depend on the attitude of 22 percent shareholder the Qatar Investment Authority, which has so far declined to comment, as well as Coupe’s own appetite to continue after 15 years at the group.

THE RIGHT STRATEGY?

Coupe said on Thursday he was confident Sainsbury’s was pursuing the right strategy.

That was a clear indication that Wednesday’s results statement will not include radical changes to the group’s plans, such as a big margin reset — sacrificing profit to drive sales.

However, sources connected to Sainsbury’s said Coupe would likely acknowledge that more needs to be done on prices, so the supermarket business can better compete with its big four rivals – Tesco, Asda and No. 4 Morrisons – as well as German-owned discounters Aldi and Lidl.

Coupe’s strategy is based on differentiating Sainsbury’s food offer, growing its general merchandise, clothing business and bank, while investing in convenience and online channels.

Some analysts believe major change is needed.

HSBC analyst David McCarthy reckons Sainsbury’s needs a margin reset, should allocate more space for core lines and needs to drive better store standards. He said Sainsbury’s might consider closing down space in some of its larger stores and reducing its non-food offer.

For the full 2018-19 year analysts are on average forecasting a pretax profit of 626 million pounds, up from 589 million pounds in 2017-18 – a second straight year of profit growth. A full year dividend of 10.5 pence per share is forecast versus 10.2 pence last time.

Bank and lawyer fees related to the proposed combination with Asda were 17 million pounds in the first half and have reportedly jumped to around 50 million pounds.

OTTAWA (Reuters) – Canada posted a budget surplus in the first 11 months of the 2018/19 fiscal year compared to a deficit the year earlier as revenues increased mostly on higher tax incomes, the finance department said on Friday.

The surplus for April-February was C$3.1 billion, compared to a deficit of C$6 billion in the same 2017/18 period. Revenues climbed by 8.5 percent, mainly due to higher tax receipts, while program expenses rose by 4.8 percent.

The surplus for February was C$4.3 billion compared with C$2.8 billion in February 2018. Revenues jumped by 12.2 percent while program expenses posted a more modest 6.9 percent gain.

Last month, the Liberals unveiled their new budget, projecting a C$14.9 billion deficit in 2018/19, with the deficit rising to C$19.8 billion in fiscal 2019/20.

President Trump said Friday he would beat Joe Biden “easily” in the 2020 presidential election, suggesting the former vice president could not have enough “energy” to hold the post—taking an apparent swipe at his age.

The president, departing the White House, was asked about Biden’s entrance into the Democratic primary field. Biden announced his presidential bid early Thursday morning, marking his third attempt at the White House.

JOE BIDEN OFFICIALLY LAUNCHES 2020 PRESIDENTIAL BID

“I think we’d beat him easily,” Trump told reporters Friday.

Trump, 72, said he feels “young” and is ready for 2020, and another term for his administration.

“I feel like a young man. I am a young, vibrant man,” Trump said. “I look at Joe, I don’t know about him.”

The president’s comments seemingly were a shot at the age of Biden, who is 76.

BIDEN ENTERS WHITE HOUSE RACE WITHOUT OBAMA’S ENDORSEMENT

“I would never say anyone’s too old,” Trump said. “I know they’re all making me look very young both in terms of age and in terms of energy.”

Biden became the 20th candidate to join the crowded Democratic primary field Thursday. But Biden is not the oldest in the pack. Sen. Bernie Sanders, I-Vt., is 77 and Sen. Elizabeth Warren, D-Mass., is 69.

Should Trump be re-elected, he would be 74 on Jan. 20, 2021—Inauguration Day. Should the presidency go to one of the elder Democrats in the field—Biden would be 78; Sanders would be 79; and Warren would be 71.

Meanwhile, in a wide-ranging interview on “Hannity” Thursday night, Trump dismissed Biden’s candidacy, nicknaming him “Sleepy Joe,” and saying he’s “not the brightest bulb.” Trump also said that while the former vice president has name recognition, he won’t “be able to do the job.”
