Boeing shares dive after second deadly 737 MAX 8 crash

(Reuters) – Shares of Boeing Co slid 9 percent in early trading on Monday as many airlines grounded the planemaker’s best selling 737 MAX 8 passenger jet following the second deadly crash involving the plane.

A Nairobi-bound Boeing 737 MAX 8 operated by Ethiopian Airlines crashed minutes after takeoff from Addis Ababa on Sunday, killing all 157 on board. The same model flown by Lion Air crashed off the coast of Indonesia in October, killing all 189 on board.

The Civil Aviation Administration of China ordered Chinese airlines to ground all Boeing 737 MAX 8 planes after the crash. The CAA said it would contact the U.S. Federal Aviation Administration and Boeing regarding the resumption of operations once they are assured that measures have been taken to ensure safety.

Ethiopian Airlines said it had grounded its 737 MAX 8 fleet until further notice as an “extra safety precaution” even though it did not know the cause of Sunday’s crash.

The 737 MAX 8 uses LEAP-1B engines made by CFM International, a joint venture of General Electric Co and Safran SA. Shares in Safran also fell 1.6 percent on Monday.

Boeing said on Monday the investigation into the Ethiopian Airlines crash is in its early stages and there is no need to issue new guidance to operators of its 737 MAX 8 aircraft based on the information it has so far.

Shares of rival Airbus SE were up 0.5 pct.

BERLIN (Reuters) – Azeri weightlifter Valentin Hristov was stripped of his 2012 Olympics 56-kg bronze medal on Friday after he was one of three athletes to test positive for banned substances in re-tests conducted by the International Olympic Committee.

The IOC said Hristov’s London Games sample tested positive for a prohibited anabolic steroid (oralturinabol) when it was reanalyzed.

Anis Ananenka of Belarus, who finished 43rd in the men’s 800m, was also disqualified for the same substance, while fellow Belarussian Alena Matoshka, 25th in the women’s hammer throw, was the third athlete to be disqualified. Her sample tested positive with the steroid oxandrolone.

Previously 48 anti-doping violations were found in more than 500 reanalysis of London Games samples. Mostly were for anabolic steroids.

The IOC stores and regularly re-tests samples from past Olympic Games with methods that did not exist at the time. In an effort to protect clean athletes and the integrity of the competition, the IOC also looks out for substances that were not known at the time.

Samples since the 2004 Athens Olympics have been stored and reanalyzed systematically.

More than 110 adverse findings have been found in Olympic Games since 2004 through re-testing of samples.

The reanalysis of 2012 samples, using the latest scientific methods, will continue before the statute of limitations is reached in 2020, the IOC said in November.

(Reuters) – General Electric Co has reached a $49 million settlement to end a long-running lawsuit over its relationship with Thomas Petters, the Minnesota businessman serving a 50-year prison term for running a multibillion-dollar Ponzi scheme.

The settlement between GE and a trustee for two bankrupt Florida investment funds known as Palm Beach Finance was disclosed in a Tuesday filing with the federal bankruptcy court in West Palm Beach, Florida.

GE denied liability in agreeing to settle.

LONDON (Reuters) – A former junior trader who accused UBS of mishandling a complaint of rape and sexual assault by senior colleagues against her has filed a claim in the UK for damages against the Swiss lender, legal documents seen by Reuters show.

The claimant, who cannot be named for legal reasons, alleges that she faced gender discrimination and sexual harassment while working at the bank in London.

She is also seeking damages for alleged victimization suffered after reporting her grievances and alerting managers and regulators to what she described as an “offensive and humiliating” work environment.

“While we would never comment on individual claims ahead of formal hearings, back in November an independent investigation into the allegations made by the former UBS employee concluded that UBS made no fundamental errors. Recommendations were made for improvement and we are implementing these changes,” UBS said in a statement.

The ex-trader alleges she was raped by a senior UBS employee on Sept. 22 2017, an allegation that was reported to the Metropolitan Police and which remains under investigation, a press officer for the police force confirmed to Reuters.

According to the so-called particulars of claim, a legal document in which claimants set out their case, UBS allowed the man accused of rape to work in close proximity to the former trader for at least a fortnight after she reported the allegation.

The woman also alleges UBS breached its own internal rules by delaying disciplinary action against the employee.

UBS has declined to provide information on the former employee accused of rape. Reuters attempted to contact the individual via social media but was unable to get a response.

The woman also alleged she was touched inappropriately by a UBS managing director at an evening event in August 2017.

This followed other incidents of alleged workplace discrimination and sexual harassment from the managing director, including unwanted personal attention and requests to perform errands like coffee-making and vacation bookings at the expense of her own duties, according to the claimant.

The managing director did not respond to a request for comment sent to his lawyers on Wednesday. But in an email sent to Reuters in October, his lawyers said he denied the allegations.

“He denies the underlying allegation in the strongest possible terms, and considers such conduct abhorrent,” law firm Himsworth Scott, said ‪on Oct. 10.

SURVEILLANCE

The former trader also alleges a “gross violation of privacy” throughout the bank’s investigation of her rape allegation. Law firm Freshfields reviewed UBS’s investigation and said in November that it was handled fairly.

According to the legal documents, a data release she obtained showed UBS staff had examined hundreds of messages sent to the personal mobile phones of her colleagues and tracked her movements to, from and inside UBS’ Broadgate offices.

The claimant resigned from UBS in June 2018. She then emailed Andrea Orcel, then head of UBS’s investment bank, to share details of her experience.

According to the documents, the claimant was told her concerns and allegations would be investigated as “whistleblowing”. She was encouraged to assist Freshfields with its review and was assured that the law firm was independent of, and not advising, UBS.

Both UBS and Freshfields have denied the claimant a copy of the review’s findings, citing legal privilege. A spokesman for Orcel declined to comment. Freshfields did not respond to a request for comment.

Acting appointments help Trump avoid saying ‘You’re hired’

As President Donald Trump looks to reshape the executive branch, he's avoiding the words "You're hired."

Trump's choice of Kevin McAleenan as acting replacement for Homeland Security Secretary Kirstjen Nielsen spotlights the president's increasing reliance on a once-obscure federal statute that governs how to fill vacant federal posts. It also raises fresh questions about his reliance on temporary appointments for key security roles. The reality-star president, who once made staff churn into prime-time television, has overseen massive turnover in just two years in office. But he's shown little concern for creating uncertainty about the leadership of some of the country's most important agencies.

Disordered departures have become the rule in the Trump administration, with aides and even Cabinet officials pushed out at a record pace, often with no clear replacement plan in place. And when he does have a plan, Trump has made a habit of taking the creative route, going around in-place deputies to select other officials he believes are more loyal or amenable to his agenda.

Officials with "acting" titles abound in key roles, from the secretary of defense to the U.S. ambassador to the United Nations, and even the White House chief of staff. And when Linda McMahon's resignation as Small Business Administrator takes effect later this week, that agency will be led by yet another acting official. Trump has announced his intention to nominate Jovita Carranza, the current treasurer of the United States, for the role.

The Federal Vacancies Reform Act of 1998 gives a president wide berth to fill openings across the executive branch and he's used it without restraint to re-jigger the succession plans of the Departments of Justice and Veterans Affairs. But in selecting McAleenan, Trump will have to go even further. The agency's undersecretary of management, Claire Grady, is technically next in line for the job. She will need to resign — or more likely be fired — in order for McAleenan to assume the acting position under the act.

Allowing individuals to fill roles in an acting capacity allows the White House to avoid Senate confirmation battles. Trump has seen several high-profile nominations founder, and others that have become distracting political fights.

"I like acting. It gives me more flexibility. Do you understand that?" Trump said in January, facing questions about acting chief of staff Mick Mulvaney and acting Defense Secretary Patrick Shanahan. "I like acting. So we have a few that are acting. We have a great, great Cabinet."

But it also serves as a "run around Congress," said the Brookings Institution's Darrell West. "He's worried that he would not be able to get all of these people through the U.S. Senate, even though Republicans still control the Senate."

West added: "It makes the administration look chaotic and not really in control of what it is doing, but Trump seems comfortable with that and he seems willing to live with that reality."

White House officials acknowledged that the roster of "actings" was not ideal, saying Trump's haste to make personnel changes, even without establishing succession plans, reflected his experience in the private sector. Some suggested it marked Trump's wariness to hire the wrong people.

But the president has struggled to attract top-tier talent since even before taking office, in part because he has maintained a loyalty test that has kept away many qualified Republicans who were critical of his candidacy during the presidential campaign.

Shanahan assumed the post in December after Defense Secretary Jim Mattis resigned over the president's Syria withdrawal plans and Trump has not named a permanent replacement. Mulvaney has been acting in the role since January, after the departure of chief of staff John Kelly.

At the Interior Department, David Bernhardt is serving in an acting capacity while his nomination to fill the role full time is pending before the Senate. The Office of Management and Budget is led by Russell Vought, while Mulvaney is at the White House.

"White House jobs and administration jobs are uber temporary because they're very difficult," said Matt Schlapp, a White House ally and chairman of the American Conservative Union. That's especially true for those who work for a Republican and especially Trump, Schlapp added, citing negative press and heightened media scrutiny.

Additional "actings" fill posts at the sub-Cabinet level.

Trump last week suddenly rescinded the nomination of acting Immigrations and Customs Enforcement director Ron Vitiello to lead the agency permanently. And the Federal Aviation Administration has been led by an acting administrator, Daniel Elwell, since January 2018. Trump didn't nominate a permanent replacement until last month in the wake of a pair of aviation disasters.

The Senate Judiciary Committee's top Democrat, Sen. Dianne Feinstein of California, said at the Homeland Security Department alone at least 10 top positions are filled in an acting capacity.

"The purge of senior leadership at the Department of Homeland Security is unprecedented and a threat to our national security," she said.

On Capitol Hill Trump's use of acting officials has drawn scrutiny from within his own party as well, both over concerns that Trump was usurping their authority and that the instability could make the nation less safe.

"I don't know what his rationale is, but it's bound to create more challenges," said Texas Sen. John Cornyn, the number two Republican in the chamber. "They're not subject to Senate confirmation when they're in acting, and I think we need some more certainty, more predictability would be good."

Liberal Dems Pushing to Get Trump's Business Tax Returns

Some liberal Democratic lawmakers are urging their colleagues to demand President Donald Trump’s business tax returns, Politico is reporting.

The move comes as top Democratic lawmakers prepare to request Trump’s personal tax returns. Democrats are planning to use a nearly century-old statute in an attempt to get his returns.

However, the president has more than 500 partnerships and other types of business, Politico said citing Trump’s financial disclosures. Each of the entities is likely to have its own tax filing.

And Politico said the business returns are more likely to indicate conflicts of interest and other possible malfeasance the Democrats are looking to uncover.

Some of the liberals want House Ways and Means Chairman Richard Neal, D-Mass., to probe everything with Trump’s name on it in the hope of discovering criminal actions. But that could prove unmanageable.

“Strategically, you’re better off with a narrow, well-targeted first request,” said John Buckley, a former longtime Democratic tax aide on the Ways and Means Committee. “The first request doesn’t mean that’s all you’re ever going to ask for.

"'We’re going to get there, we’re just not going to get there in one step’ — that’s what Neal needs to say.”

Meanwhile, Citizens for Responsibility and Ethics in Washington is urging all 2020 presidential candidates to release their tax returns for the past 10 years. So far only Sens. Elizabeth Warren, D-Mass., and Kirsten Gillibrand, D-N.Y. have done so.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.

BEIJING (Reuters) – British finance minister Philip Hammond said on Friday that he had a “very constructive meeting” with his counterpart in the opposition Labour Party before leaving for Beijing and that he was optimistic about finding common ground.

Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing, said talks with Labour aimed at finding a way forward on Brexit had not stalled.

“I’m optimistic that we will find common ground,” he said. “Both sides have got clear positions and both sides will have to compromise in order to reach an agreement.”

Hammond added that he absolutely did not favor a no deal exit from the European Union.

NICOSIA (Reuters) – Cypriot police searched on Friday for more victims of a suspected serial killer, in a case which has shocked the Mediterranean island and exposed the authorities to charges of “criminal indifference” because the dead women were foreigners.

The main opposition party, the left-wing AKEL, called for the resignation of Cyprus’s justice minister and police chief.

Police were combing three different locations west of the capital Nicosia for victims of the suspected killer, a 35-year-old army officer who has been in detention for a week.

The bodies of three women, including two thought to be from the Philippines, have been recovered. Police sources said the suspect had indicated the location of the third body, found on Thursday, and had said the person was “either Indian or Nepali”.

Police said they were searching for a further four people, including two children, based on the suspect’s testimony.

“These women came here to earn a living, to help their families. They lived away from their families. And the earth swallowed them, nobody was interested,” AKEL lawmaker Irene Charalambides told Reuters.

“This killer will be judged by the court but the other big question is the criminal indifference shown by the others when the reports first surfaced. I believe, as does my party, that the justice minister and the police chief should resign. They are irrevocably exposed.”

Police have said they will investigate any perceived shortcomings in their handling of the case.

One person who did attempt to alert the authorities over the disappearances, a 70-year-old Cypriot citizen, said his motives were questioned by police.

The bodies of the two Filipino women reported missing in May and August 2018 were found in an abandoned mine shaft this month. Police discovered the body of the third woman at an army firing range about 14 km (9 miles) from the mine shaft.

Police are now searching for the six-year-old daughter of the first victim found, a Romanian mother who disappeared with her eight-year-old child in 2016, and a woman from the Phillipines who vanished in Dec. 2017.

The suspect has not been publicly named, in line with Cypriot legal practice.

A public vigil for the missing was planned later on Friday.

LONDON, April 26 – British factories stockpiled raw materials and goods ahead of Brexit at the fastest pace since records began in the 1950s, and they were increasingly downbeat about their prospects, a survey showed on Friday.

The Confederation of British Industry’s (CBI) quarterly survey of the manufacturing industry showed expectations for export orders in the next three months fell to their lowest level since mid-2009, when Britain was reeling from the global financial crisis.

The record pace of stockpiling recorded by the CBI was mirrored by the closely-watched IHS Markit/CIPS purchasing managers’ index published earlier this month.

It’s there in the little statues that refused to fall over, and despite the swarms of police and soldiers who seem to be everywhere now in the streets of the seaside town of Negombo.

For more than 50 years, St. Sebastian’s had been the scene of weddings and baptisms, of Christmas celebrations and countless Masses.

It’s still not clear exactly how many died Sunday at the Negombo church, but perhaps nearly half of the roughly 250 people killed in the Easter bombings that targeted churches and high-end hotels. Authorities say a once-obscure militant Muslim group carried out the attacks.

In a largely Buddhist country, Negombo is mostly Catholic town with dozens of churches. For days, it has been in mourning.

St. Sebastian’s walls are now blackened near where the bomber stood when he killed himself, spraying shrapnel in every direction. From inside, you see destruction wherever you look.

But from outside the church, if you ignore the police tape and if you’re standing far enough away, you might think nothing had happened there at all.

You might think St. Sebastian’s is a place known only for weddings and baptisms, for Christmas celebrations and countless Masses.
