Trump Opposes Further Disaster Aid for Battered Puerto Rico

President Donald Trump is taking a hard line against further disaster aid for hurricane-devastated Puerto Rico, telling GOP allies that the U.S. island territory has gotten too much rebuilding money compared with Southern states.

Trump's opposition to additional Puerto Rico funding sets up a showdown with House Democrats, who insist that a $13 billion to $14 billion disaster aid package that's a top priority for southern Republicans won't advance without Puerto Rico aid.

Florida Sen. Marco Rubio says Trump told Republicans at a luncheon Tuesday that aid for Puerto Rico "is way out of proportion to what Texas and Florida and others have gotten."

The disaster aid package cleared a procedural hurdle by a 90-10 vote and is expected to pass the Senate, setting up talks with the Democratic-controlled House.

Young woman ‘infatuated’ with Columbine is found dead

A young Florida woman who traveled to Colorado and bought a shotgun for what authorities feared would be a Columbine-inspired attack just days ahead of the 20th anniversary was found dead Wednesday in an apparent suicide after a nearly 24-hour manhunt.

Jefferson County Sheriff Jeff Shrader said 18-year-old Sol Pais was discovered by the FBI with an apparent self-inflicted gunshot wound.

The manhunt had led to the closing of Denver-area schools as a precaution.

During the manhunt, the FBI said Pais was "infatuated" with Columbine and made threats ahead of Saturday's anniversary of the attack that killed 13 people at Columbine High School in 1999. The FBI described her "extremely dangerous."

The Miami Beach high school student flew to Colorado on Monday night and bought a pump-action shotgun and ammunition, authorities said.

"We deal with a lot of threats at Columbine," John McDonald, executive director of security for the Jefferson County school system, said when the manhunt was over. "This one felt different. It was different. It certainly got our attention."

Agents had focused the search around the base of Mount Evans, a popular recreational area about 60 miles southwest of Denver.

All classes and extracurricular activities for about a half-million students were canceled as a precaution, though sheriff's spokesman Mike Taplin said the young woman's threats were general and not specific to any school.

Authorities said Pais was last seen not far from Columbine — in the Jefferson County foothills outside Denver — in a black T-shirt, camouflage pants and black boots. Police were instructed to detain her for a mental health evaluation.

In Pais' hometown of Surfside, Florida, Police Chief Julio Yero asked that the family be given "privacy and a little time to grieve."

"This family contributed greatly to this investigation from the very onset. They provided valuable information that led us to Colorado and a lot of things that assisted in preventing maybe more loss of life," he said.

Pais' parents last saw her on Sunday and reported her missing to Florida authorities on Monday night, Surfside police said.

Because of the threats, Columbine and more than 20 other schools outside Denver locked their doors for nearly three hours Tuesday afternoon, and some canceled evening activities or moved them inside.

Adam Charni, a Miami Beach High School senior, said Pais dressed in black and kept mostly to herself. He said he was "baffled" to learn she was the person authorities in Colorado were searching for.

Two teenage gunmen attacked Columbine on April 20, 1999, killing 12 classmates and a teacher before taking their own lives.

4 toddlers found in squalid Dallas apartment, father arrested: report

Four young boys were found Saturday inside a squalid Dallas apartment and their father was arrested, a report said.

Police were reportedly alerted after a neighbor said she spotted an unaccompanied 3-year-old wearing a t-shirt and one shoe in 40-degree weather.

Robert Preston, who was identified in The Dallas Morning News as the boys' father, was arrested on an unrelated active parole-violation warrant. He reportedly told police that he needed to check on the other children as he entered the squad car.

The officers searched Preston’s apartment and found three other boys: a 2-year-old, a 5-year-old, and the 3-year-old’s twin brother, the report said. The apartment “reeked of feces” and had no furniture, the paper reported, citing the affidavit.

The officers reportedly said the kitchen sink "smelled like a dead animal." One of the boys reportedly used a crusty SunnyD bottle as a cup. The boys, who did not know their own names referred to each other as Robert, the report said. The officers found a malnourished puppy in a closet covered in feces and it appeared that the kids were unaware it was there, the report said, citing the affidavit.

The boys were put in the care of Child Protective Services and the puppy was seized by animal control, the report said. Preston was in custody at the Dallas County jail as of Thursday. His bail was set at $80,000 and he faces four counts of child endangerment.

Vote count confirms comic’s lead in Ukraine elections

KIEV (Reuters) – A comedian with no political experience raced ahead in the first round of Ukraine’s presidential election on Sunday, offering a fresh face to voters fed up with entrenched corruption in a country on the frontline of the West’s standoff with Russia.

With over half of all ballots counted by Monday morning, 41-year-old Volodymyr Zelenskiy, who plays a fictional president in a popular TV series, held a comfortable lead over incumbent President Petro Poroshenko in a vote deemed largely free and fair by the national electoral commission.

A crowded field of 39 candidates has now shrunk to just two, with Zelenskiy and Poroshenko set to go head-to-head in a second round run-off on April 21.

Propelled by his anti-establishment appeal, newcomer Zelenskiy must convince voters he is fit to lead a country that has been at war ever since protests in 2014 ejected a pro-Kremlin government and Russia annexed the Crimean peninsula.

He has been criticized for being an unknown quantity and light on policy detail, and his victory speech on Sunday provided little further insight into what he would do if handed the top job in the second round vote.

Both Zelenskiy and Poroshenko face firmly west, and neither wants to move Ukraine back into Russia’s orbit. But investors are also keen to see if the next president would push reforms required to keep the country in an International Monetary Fund bailout program that has supported Ukraine through war, sharp recession and a currency plunge.

With 50.4 percent of ballots counted by 09:00 (06:00 GMT) on Monday, Zelenskiy held 30.2 percent of the vote, the Central Election Commission said.

The result is a powerful challenge to the veteran politician Poroshenko, at 16.6 percent, and former Prime Minister Yulia Tymoshenko, who trailed in third place with 13.1 percent.

LAID-BACK STYLE

“I would like to say ‘thank you’ to all the Ukrainians who did not vote just for fun,” Zelenskiy told cheering supporters on Sunday. “It is only the beginning, we will not relax.”

In keeping with the laid-back style of his campaign, Zelenskiy’s election night venue provided a bar with free alcohol, table football and table tennis games.

Poroshenko called the result a “severe lesson”, especially from younger voters, and urged their support in a second round.

“You see changes in the country, but want them to be quicker, deeper and of higher quality. I have understood the motives behind your protest,” he said.

Poroshenko sought to portray Zelenskiy as unfit to represent Ukraine abroad, especially when taking on Russian President Vladimir Putin in international talks.

Putin “dreams of a soft, pliant, tender, giggling, inexperienced, weak, ideologically amorphous and politically undecided president of Ukraine. Are we really going to give him that opportunity?” Poroshenko said.

Poroshenko said the vote was free and met international standards. Tymoshenko said at a news conference she might yet challenge the result, adding that her team’s exit polling put her in second place.

Stuart Culverhouse, head of sovereign and fixed-income research at investment bank Exotix, said Zelenskiy had tried to present himself more professionally by meeting business leaders and talking of orthodox economic policies.

“That said, if the exit polls are confirmed in the official vote count, we would expect Zelenskiy to be put under greater pressure in the run-up to the second round to flesh out his policy agenda,” he said.

Poroshenko has fought to integrate the country with the European Union and NATO, while strengthening the military that is fighting Kremlin-backed separatists in Ukraine’s east.

Voting was a snapshot of Ukraine’s recent history. Soldiers lined up to vote in makeshift polling stations in the east.

Voters formed long lines outside polling stations in neighboring EU member Poland, where between one and two million Ukrainians have moved, many in search of jobs and higher wages.

Pushing the use of the Ukrainian language and instrumental in establishing a new independent Orthodox church, confectionary magnate Poroshenko, 53, has cast himself as the man to prevent Ukraine again becoming a Russian vassal state.

But reforms to keep foreign aid flowing have been patchy. Conflict in the eastern Donbass region has killed 13,000 people in five years and rumbles on despite Poroshenko’s promise to end it within weeks. Frustration over low living standards and pervasive corruption has left the door open for Zelenskiy.

The majority of voters in separatist-held eastern Ukraine and Crimea were unlikely to take part in the election as they needed to undergo a special registration process on Ukraine-controlled territory.

ANTI-ESTABLISHMENT

But Crimean residents who kept Ukrainian citizenship after the Russian annexation crossed the land border to mainland Ukraine, from where buses took them to polling stations.

Just 9 percent of Ukrainians have confidence in their national government, the lowest of any electorate in the world, a Gallup poll published in March showed.

Zelenskiy has tapped into this anti-establishment mood, although his inexperience makes Western officials and foreign investors wary.

His campaign has relied heavily on social media and comedy gigs of jokes, sketches and song-and-dance routines that poke fun at his political rivals.

Zelenskiy’s campaign blurred the line between reality and the TV series in which he plays a scrupulously honest history teacher who accidentally becomes president.

“He embodies the perceived need for ‘new faces’ in politics and could sway the young, pro-reform electorate to his side,” said Economist Intelligence Unit analyst Agnese Ortolani.

Farm real estate prices holding up, but USDA worried about a fall

ARLINGTON, Va. (Reuters) – The U.S. Department of Agriculture is concerned about a potential decline in farmland real estate prices, but has seen no sign of that happening so far, USDA chief economist Robert Johansson said on Thursday.

Farmland prices are a key pillar of equity for the U.S. agricultural heartland, which has been suffering from lingering weakness in commodity prices and loss of key export markets such as China due to President Donald Trump’s trade disputes.

A potential significant price-drop in farmland is something “we are concerned that may happen,” Johansson told Reuters in an interview on the sidelines of the USDA’s annual forum. “But land has been consistently able to withstand some of these pressures on farm income over the past five years for sure,” he said.

A key constituency for Trump, U.S. farmers have borne the brunt of his bitter trade disputes.

Exports to China have fallen more than 90 percent in the 2018-2019 crop year, according to USDA data, and China has dropped to the fifth biggest market for U.S. farm exports from being the top in 2017.

That has fueled an increase in farm bankruptcies, but not a corresponding drop in land prices so far.

“You still see high-quality farmland selling for higher prices … Just like the farm bankruptcies, (the) farmland price story is similar: Some states have seen an increase, some see a decrease,” Johansson said.   

While the federal government does not track large-scale farm bankruptcies, USDA does track a special category of bankruptcies for smaller to mid-sized farms – Chapter 12 filings.

According to federal data, Chapter 12 filings have hit the highest level in a decade in parts of the U.S. Midwest and Great Plains states, where commodity grains, oilseeds and livestock producers have been adversely affected by trade conflicts.

Still, the USDA said the number of these filings remained well below levels seen during the farm crisis of the 1980s, when thousands of farm operations financially collapsed after producers fell behind on high-interest land and equipment loans. This time, farmers’ debt-to-asset ratios have largely held up thanks to land prices withstanding the fall.

Farm incomes and agrarian credit conditions continued to erode in the second half of 2018 and for bankers, one key concern has been the amount of farmland that could come up for sale in the coming months and whether that could trigger an across-the-board fall for land prices.

Although farmland values remained stable – or improved slightly in some areas – increasing stress in the farm sector could put downward pressure on farm real estate values moving forward, according to bankers.

“What if land values fall? Sure that’s going to cause problems, but we just haven’t seen evidence of it,” Johansson said.

Top U.S. and Chinese trade negotiators were haggling on Thursday over the details of a set of agreements aimed at ending their trade war.

After the Los Angeles Lakers missed the playoffs only five times in the first 65 years of the franchise’s existence, Friday’s 111-106 loss to the Brooklyn Nets officially eliminated them from postseason contention for the sixth straight year.

At 31-41, L.A. is now a game worse than it was a season ago with 10 games left to play. That team, of course, did not have LeBron James.

Things really couldn’t have gone worse for the Lakers this season. There’s not a single scenario I can envision where things could have fell apart in a more hilarious fashion.

I have no idea what the answer is for the Lakers. What I do know for sure is that this season was an unmitigated disaster on every single front.

They’ve only won 31 games as the season nears a close! How is it possible to be so bad with LeBron James on the roster. It doesn’t make sense at all.

KABUL (Reuters) – Afghan President Ashraf Ghani encouraged newly-elected lawmakers to participate in the peace process with the Taliban as he opened on Friday the first session of parliament since a controversial election.

Ghani has invited thousands of politicians, religious scholars and rights activists to an assembly known as a loya jirga next week to discuss ways to end the 17-year war.

Several opposition leaders have said they will boycott the four-day assembly in Kabul, saying it was pulled together without their input and is being used by Ghani as he seeks a second term in a September presidential election.

“We have presented the peace plan on a regular basis and we are committed to it,” Ghani said in the first session since parliamentary elections marred by technical problems, militant attacks and accusations of voting fraud last year.

“Based on this plan, there will be no peace deal and negotiation that does not have the green card of the parliament,” he added.

Officials from the United States and the Taliban have held several rounds of talks to end the Afghan war.

U.S. negotiator, Zalmay Khalilzad, has reported some progress toward an accord on a U.S. troop withdrawal and on how the Taliban would prevent extremists from using Afghanistan to launch attacks as al Qaeda did on Sept. 11, 2001.

The insurgents have so far rejected U.S. demands for a ceasefire and talks on the country’s political future that would include Afghan government officials.

The loya jirga, a centuries-old institution used to build consensus among competing tribes, factions and ethnic groups, is an attempt by Ghani to influence the peace talks and cement his position for a second term, Afghan politicians and Western diplomats say.

Amid growing political divisions in Kabul, opposition politicians have demanded that Ghani step down when his mandate ends next month, and give way to an interim government to oversee peace talks with the Taliban. Ghani has ruled that out.

The country’s top court said last week Ghani can stay in office until the presidential election in September.

Deputy Attorney General Rod Rosenstein Thursday defended special counsel Robert Mueller’s investigation while slamming former President Barack Obama’s administration for being slow to take action on Russian interference in U.S. elections and ex-FBI Director James Comey for telling Congress the agency was investigating collusion between the Trump campaign and Russia.

“Our nation is safer, elections are more secure, and citizens are better informed about covert foreign influence schemes,” Rosenstein said in a speech to the Armenian Bar Association, marking his first public remarks after the Mueller report was released, reports CBS News.

He also pointed out that the investigation revealed a pattern of computer hacking and the use of social media to undermine elections as “only the tip of the iceberg of a comprehensive Russian strategy to influence elections, promote social discord, and undermine America, just like they do in many other countries,” reports The Wall Street Journal.

The Obama administration also made “critical decisions,” including choosing not to publicize the full story about Russian hackers and social media trolling, “and how they relate to a broader strategy to undermine America,” said Rosenstein.

He noted that the Mueller probe began after Comey disclosed during a hearing before Congress that President Donald Trump “pressured him to close the investigation and the president denied that the conversation occurred.”

Rosenstein said two years ago, when he was confirmed, he was told by a Republican senator that he would be in charge of the probe and that he’d report the results to the American people.

However, he said he didn’t promise to do that, because it is “not our job to render conclusive factual findings. We just decide whether it is appropriate to file criminal charges.”

BEIJING (Reuters) – Britain must get to the bottom of the leak of confidential discussions during a top-level security meeting about the role of China’s Huawei Technologies in 5G network supply chains, British finance minister Philip Hammond said on Friday.

News that Britain’s National Security Council, attended by senior ministers and spy chiefs, had agreed on Tuesday to bar Huawei from all core parts of the country’s 5G network and restrict its access to non-core elements was leaked to a national newspaper.

The leak of secret discussions has sparked anger in parliament and amongst Britain’s intelligence community. Britain’s most senior civil servant Mark Sedwill has launched an inquiry and written to ministers who were at the meeting.

“My understanding from London (is) that an investigation has been announced into apparent leaks from the NSC meeting earlier this week,” said Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing.

“To my knowledge there has never been a leak from a National Security Council meeting before and therefore I think it is very important that we get to the bottom of what happened here,” he told Reuters in a pooled interview.

British culture minister Jeremy Wright said on Thursday he could not rule out a criminal investigation. The majority of the ministers at the NSC meeting have said they were not involved, according to media reports.

Hammond said he was unaware of any previous leak from a meeting of the NSC.

“It’s not about the substance of what was apparently leaked. It’s not earth-shattering information. But it is important that we protect the principle that nothing that goes on in national security council meetings must ever be repeated outside the room.”

Allowing Huawei a reduced role in building its 5G network puts Britain at odds with the United States which has told allies not to use its technology at all because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

There have been concerns that the NSC’s conclusion, which sources confirmed to Reuters, could upset other allies in the world’s leading intelligence-sharing network – the Five Eyes alliance of the United States, Britain, Australia, Canada and New Zealand.

However, British ministers and intelligence officials have said any final decision on 5G would not put critical national infrastructure at risk. Ciaran Martin, head of the cyber center of Britain’s main eavesdropping agency, GCHQ, played down any threat of a rift in the Five Eyes alliance.

President Trump on Friday said “no money” was paid to North Korea for Otto Warmbier, after reports that the U.S. received a $2 million hospital bill from Pyongyang for the late American prisoner’s care.

“No money was paid to North Korea for Otto Warmbier, not two Million Dollars, not anything else. This is not the Obama Administration that paid 1.8 Billion Dollars for four hostages, or gave five terroist[sic] hostages plus, who soon went back to battle, for traitor Sgt. Bergdahl!” Trump tweeted Friday.

The Washington Post first reported that North Korean authorities insisted the U.S. envoy sent to retrieve Warmbier, 21, who was a student of the University of Virginia, sign a pledge to pay the bill before allowing Warmbier’s comatose body to return to the United States. Sources confirmed the bill and the amount to Fox News on Thursday.

Sources told the post that the envoy signed an agreement to pay the medical bill on instructions from the president, but a source told Fox News that the U.S. did not ever pay money to North Korea.

The White House declined to comment when asked on the bill, with Press Secretary Sarah Sanders saying in a statement that: “We do not comment on hostage negotiations, which is why they have been so successful during this administration.”

Meanwhile, the president added: “’President[sic] Donald J. Trump is the greatest hostage negotiator that I know of in the history of the United States. 20 hostages, many in impossible circumstances, have been released in last two years. No money was paid.’ Cheif[sic] Hostage Negotiator, USA!”

Warmbier was on tour in North Korea when he allegedly stole a propaganda sign from a hotel. He was arrested in January 2016 and sentenced to 15 years in prison with hard labor in March 2016. Warmbier, for unknown reasons, fell into a coma while in custody and was held in that condition for an additional 17 months.

North Korean officials did not tell American officials until June 2017 that Warmbier had been unconscious the entire time. He died less than a week after he returned to the U.S. North Korean officials, though, have repeatedly denied accusations that Warmbier was tortured, instead claiming that he had suffered from botulism and then slipped into a coma after taking a sleeping pill.

Fred and Cindy Warmbier sued North Korea over their son’s death and in December were awarded $501 million in damages – money that the Hermit Kingdom will probably never pay.

While the Warmbiers blamed North Korean leader Kim Jong Un, Trump has said he believes Kim’s claims that he did not know about the student’s treatment.

Trump and Kim have met in two separate summits. The most recent, held in February, ended without an agreement on denuclearization of the Korean Peninsula.

Sen. Rob Portman, R-Ohio, told Fox News: “Otto Warmbier was mistreated by North Korea in so many ways, including his wrongful conviction and harsh sentence, and the fact that for 16 months they refused to tell his family or our country about his dire condition they caused.  No, the United States owes them nothing. They owe the Warmbier family everything.”

Last year, the Trump administration was also able to save three American prisoners held by North Korea. Kim Dong Chul, Tony Kim, and Kim Hak Song were all detained in North Korea. Secretary of State Mike Pompeo brought the three Americans home last May, and said they were all in “good health.”

SEOUL (Reuters) – K-pop and drama star Park Yu-chun was arrested on Friday on charges of buying and using illegal drugs, a court said, the latest in a series of scandals to hit the South Korean entertainment business.

Suwon District Court approved the arrest warrant for Park, 32, due to concerns over possible destruction of evidence and flight risk, a court spokesman told Reuters.

Park is suspected of having bought about 1.5 grams of methamphetamine with his former girlfriend earlier this year and using the drug around five times, an official at the Gyeonggi Nambu Provincial Police Agency said.

Park has denied wrongdoing, saying he had never taken drugs, and he again denied the charges in court, Yonhap news agency said.

Park’s contract with his management agency had been canceled and he would leave the entertainment industry, Park’s management agency, C-JeS Entertainment, said on Wednesday.

Park was a member of boyband TVXQ between 2003 and 2009 before leaving the group with two other members, forming the group JYJ.

A scandal involving sex tapes, prostitutes and secret chat about rape led at least four other K-pop stars to quit the industry earlier this year.

The cases sparked a nationwide drugs bust and investigations into tax evasion and police collusion at night clubs and other nightlife spots.
