AP Explains: Venezuela opposition's fight to win over troops

U.S. President Donald Trump and Venezuela's opposition are pushing the military to let in humanitarian aid in the belief that it could break a month-long standoff over power in the troubled South American nation. But top commanders are showing no signs of breaking their loyalty to Nicolas Maduro and disgruntled rank-and-file troops have yet to act.

In a speech to Venezuela's exile community in South Florida on Monday, Trump warned Venezuela's military that standing by Maduro could bring disastrous consequences. "You will lose everything," he said.

The threat brought a terse response Tuesday from Defense Minister Vladimir Padrino Lopez, who went on state television to say that Venezuela's military was indeed willing to lose everything — even their lives — to defend Maduro.

"They'll have to go over our dead bodies," he said.

Here's a look at the opposition's struggle to win over Venezuela's all-critical military.

WHY IS VENEZUELA'S MILITARY SO IMPORTANT?

Venezuela's military has served as the traditional arbiter of political disputes in Venezuela and under both the late Hugo Chavez and Maduro has vastly expanded its reach within Venezuela.

The military was predominately responsible for overthrowing dictator Marcos Perez Jimenez in 1958 and under the constitution holds no allegiance to any political party or ideology.

The opposition believes that the military's recognition of Juan Guaido as interim president is vital in order to force Maduro out of power and solidify a transitional government.

Venezuela's president by law serves as commander in chief, and so without that recognition, Guaido's self-proclamation as the nation's rightful president is almost wholly symbolic.

Boasting some 200,000 troops and 1.7 million militiamen, Venezuela's armed forces command not just the nation's firepower but many key sectors of the economy as well, making their backing critical.

Even though Maduro has lost a majority of public support, analysts believe that as long as he maintains the military's support he is unlikely to step down from the presidency.

WHY HASN'T THE MILITARY FLIPPED?

Venezuela's top military brass has a lot to lose if Maduro leaves power.

Accused of human rights abuses and long suspected of having a role in drug trafficking, many likely fear ending up behind bars and distrust the opposition's offer for amnesty.

"The simply don't believe that amnesty is a viable proposition," said Phil Gunson, a senior analyst with the Crisis Group based in Caracas. "Many of them believe it's a trap."

Lower-ranking troops suffer from the same food shortages and meager earnings as the rest of the nation, but analysts believe they lack the organization to stage a significant rebellion.

About half a dozen mid-ranking officers have pledged their allegiance to Guaido, but they generally don't command large numbers of troops or are already in exile.

While there have been a handful of small-scale rebellions in recent years, none have succeeded, and those who have tried to stage a coup have wound up behind bars or dead.

Case in point: Among those seated at the stage with Trump yesterday was the mother of Oscar Perez, a police officer who was killed after a months-long attempt to fuel a rebellion.

"The big problem they face is if a small group comes out, then they will pay the price that so many others have," Gunson said.

WHY IS BRINGING IN AID CRITICAL TO WINNING THE MILITARY?

With control over the nation's borders, it's the military that will decide whether or not the humanitarian aid Guaido is vowing to bring into the country ultimately enters or not.

The opposition is hedging its bets on a simple premise: That if rank-and-file troops let the aid in, they will essentially have recognized Guaido as Venezuela's commander in chief.

They believe that troops will have difficulty at a fundamental, moral level in using force to stop a mass group of civilians trying to get aid in and are likely to think of their own struggling families.

Eric Farnsworth of the Council of the Americas and Americas Society, a Washington-based think tank, said that to take that step troops will need to be certain that the international community has their back.

He said that while Trump and others have used strong rhetoric, seeking to ensure those who take the risk that they will be rewarded, troops may still be skeptical as to whether it's just talk.

"At the end of the day, this is an individual choice," he said. "It's not just your career; it's your actual life. I think the key is to make sure that those who do take that decision are protected in some way."

WILL THE MILITARY BREAK THE STALEMATE?

Venezuela's crystal ball is still very cloudy.

While the opposition is hoping that if the military does let in aid on Saturday, as Guaido has called for, it will mark a clear turn of events, the reality is the conflict is likely to drag on.

In the short-term, the aid sitting at Colombia's border and in three other collection sites puts Maduro in a tough position. But Farnsworth said it might not have the impact some would hope.

He said that just as critical as getting the aid in is ensuring that it is distributed properly inside Venezuela.

"I think there are some monumental logistical challenges," Farnsworth said. "Unless there's a credible plan for distribution and something that makes sense, then it could potentially backfire."

It's also possible that even if the aid is let in, it isn't seen by the public or even the majority of troops as a clear signal that the military is now backing Guaido as Venezuela's president.

"Both sides will undoubtedly declare victory after the 23rd," Gunson said, referring to the date Guaido set for it to be ferried in by "caravans" of Venezuelans. "And unless there is a clear break between the military and Maduro, I think the show will go on. The struggle for the upper hand will continue."

LAUSANNE, Switzerland (Reuters) – Elton John is the big draw at this summer’s Montreux Jazz Festival, part of an eclectic line-up packed with big names that also features Sting, Janet Jackson, Chick Corea and Radiohead frontman Thom Yorke.

The former The Police singer will open the 53rd edition of one of Europe’s most celebrated summer music festivals on June 28, while veteran producer Quincy Jones will host the closing concert – an orchestral soundtrack of his 80s hits – on July 13.

In between, Sir Elton, Anita Baker and Joan Baez will appear as part of their respective farewell tours.

The English singer-songwriter was initially booked for two nights, but those appearances have been merged into single show for 15,000 fans on June 29 at Saussaz stadium, a new venue for Montreux.

It will be the first ever open-air performance at the festival, better known for the intimacy and superb sound quality of its concert hall settings.

Janet Jackson, who was inducted into the Rock and Roll Hall of Fame last month, will perform days after the 10th anniversary of her brother Michael’s death from an overdose of an anesthetic he used as a sleep agent.

For jazz purists, multiple Grammy winner Corea brings a flamenco flavor with his Spanish Heart Band, while New Orleans trumpeters Christian Scott aTunde Adjuah and Terence Blanchard will open for drummer Billy Cobham, celebrating his 75th birthday.

“When you see the strong personalities booked at (the main) Stravinski Auditorium, maybe that is the guiding principle of this year … – all artists who marked a moment in music,” festival director Mathieu Jaton told Reuters.

“There is an equilibrium between legends, returning acts, (and) the young stars.”

The latter include Canadian Jessie Reyez and U.S. rapper Lizzo, in the charts with her third single “Juice” and opening for actress and singer Janelle Monae – returning after a Grammy album of the year nomination for “Dirty Computer”.

Melody Gardot is making her first appearance in the cabaret 600-seat Club. “Shotgun” singer George Ezra, who won the British Male Solo Artist at the BRIT Awards in February, moves to the main stage.

Lauryn Hill is expected to revisit Nina Simone classics and her own R&B hits.

NUR-SULTAN (Reuters) – Kazakh President Kassym-Jomart Tokayev on Tuesday secured veteran leader Nursultan Nazarbayev’s backing to run in the June 9 snap presidential election, virtually guaranteeing Tokayev’s victory.

Nazarbayev, who leads the oil-rich Central Asian nation’s biggest political party, Nur Otan, asked party members at a pre-election congress on Tuesday to officially nominate Tokayev.

(Reuters) – Rory McIlroy almost aced a par-four hole en route to the first-round lead at the WGC-Mexico Championship on Thursday.

McIlroy’s two-iron at the 305-yard first hole, his 10th of the day, landed on the front of the green and his ball almost grazed the cup as it trickled past.

He sank the subsequent six-foot eagle putt and carded an eight-under-par 63 at Club de Golf Chapultepec in Mexico City.

The Northern Irishman headed American Dustin Johnson by one stroke.

Tiger Woods, after receiving an enthusiastic introduction from the first tee announcer in his first tournament appearance in Mexico, promptly hit his drive out-of-bounds.

He double-bogeyed the hole but recovered to shoot a level-par 71.

Defending champion Phil Mickelson could hardly have started worse, carding an eight-over 79.

Cuba releases first group of players eligible for MLB

The Cuban Baseball Federation is releasing its first group of players able to sign contracts with major league franchises, meaning some players could be legally playing in the United States this year as part of an historic deal between Cuba and the major leagues.

The 34 players are all between the ages of 17 and 25, meaning they will be eligible to sign minor league contracts. Minor league salaries start at $850 a month but signing bonuses for top players can exceed $1 million. Hundreds of other international amateurs sign for $10,000 or less.

A Major League scout speaking on condition of anonymity in order to share his unvarnished opinion said the list was mostly unremarkable, but a few standouts had big league potential.

Royals beat Indians on walk-off, earn three-game sweep

Hunter Dozier’s RBI single in the bottom of the ninth drove in Terrance Gore to give host Kansas City a 9-8 victory over the Cleveland Indians on Sunday, giving the Royals a three-game series sweep at Kauffman Stadium.

Gore, pinch-running for Ryan O’Hearn — who drew a leadoff walk off Brad Hand (0-1) — stole second base and advanced to third on a throwing error by catcher Roberto Perez. Wily Peralta (1-1) pitched a scoreless inning for the victory as Kansas City earned its first walk-off victory of the season.

The Indians had not been swept in a road series of at least three games since May of last year at the New York Yankees.

The Royals chased Corey Kluber after 2 2/3 innings. The right-hander allowed 11 of the 18 batters he faced to reach base safely.

Kluber gave up six runs on six hits and a career-most five walks. He threw 89 pitches, with only 49 of them for strikes (he struck out four). The five walks doubled Kluber’s season total. He didn’t walk more than three batters in any game in 2018, and he walked three only once.

Royals starter Jakob Junis battled through 6 1/3 innings, giving up five runs on eight hits, but three of those runs were scored by the game’s first four batters. Leonys Martin led off the game with a home run to right-center field. It was the second time in five days that Martin homered to lead off a game. Four batters later, Tyler Naquin drove in Carlos Gonzalez and Carlos Santana with a two-run single.

The Royals got to Kluber in the second. Lucas Duda hit his first home run of the season, a three-run shot to right field. With two outs, Whit Merrifield hit a home run to right, giving the Royals a 4-3 lead.

The four runs were the most the Royals have scored off Kluber since Aug. 2, 2012, when they scored six in the first in Kansas City. It was also the first time since that game that the Royals had hit two home runs off Kluber in the same inning (Alex Gordon and Eric Hosmer).

Kluber wasn’t much better in the third, walking four batters, including two with the bases loaded.

The Indians scored again in the fourth, but Junis escaped with only two runs given up. The first three batters got hits and the Indians had first and third with no outs. But Junis induced a double-play ground out that scored the second run and then retired Martin to end the inning.

The Royals added a run in the fifth on a bunt single by catcher Cam Gallagher, and another in the sixth on a home run by Jorge Soler.

But the Indians tied the score with three runs off the Royals bullpen in the seventh. The final two were on a bases-loaded single by Jake Bauers.

Blue Jays’ Guerrero Jr. excels in Triple-A debut

Toronto Blue Jays prospect Vladimir Guerrero Jr. made his debut with Triple-A Buffalo on Thursday and showed why many think he is already ready to join the big league club.

The third baseman, who is the son of Hall of Fame member Vladimir Guerrero, had a walk, a double and a three-run home run, finishing the night 2-for-4 at the plate with four RBIs.

Guerrero, 20, was sidelined this spring with a left oblique strain and was sent to rehab the injury and start the season with Triple-A Buffalo.

He spent time last season at Double-A New Hampshire and Triple-A Buffalo.

In 61 games in New Hampshire, the younger Guerrero batted .402 with 14 home runs and 60 RBIs. After his promotion to Buffalo, he hit .336 with six home runs and 16 RBIs in 30 games.

The Blue Jays will gain a year of service time should he spend at least 15 days in the minors before being called up. Had he not been injured, the team likely would have been criticized if it had left him off the roster to ensure the extra year of control.

It is expected the Blue Jays will call him up to the majors early in the 2019 season.

Guerrero Jr. was hitting .211 with no home runs over 19 at-bats before he was injured.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

COLORADO ENACTS ‘RED FLAG’ LAW TO SEIZE GUNS FROM THOSE DEEMED DANGEROUS, PROMPTING BACKLASH

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
