Regulators fine Wynn Resorts $20M over sex allegations

Nevada gambling regulators fined casino mogul Steve Wynn's former company a record $20 million on Tuesday for failing to investigate claims of sexual misconduct made against him before he resigned a year ago.

The penalty against Wynn Resorts Ltd. ends an investigation that began after The Wall Street Journal reported that several women said the company founder harassed or assaulted them.

Wynn Resorts will keep its gambling license under the Nevada Gaming Commission settlement reached last month. The four current commissioners unanimously approved the fine.

"It's not about one man," said Commissioner Philip Pro, a former federal court judge. "It's about a failure of a corporate culture to effectively govern itself as it should."

The previous highest fine in state history was $5.5 million in 2014 against the sports betting and mobile gambling system company now known as CG Technology. It runs sports betting operations at several Las Vegas casinos.

Commissioners John Moran Jr. and Deborah Fuetsch said they considered a higher fine, but did not specify an amount.

Chairman Tony Alamo said the amount "makes it clear to all licensees that this culture cannot be tolerated," while also letting the company "heal."

"It needs to move needles here," he said. "It needs to ring across the entire country."

Steve Wynn himself was not part of the Wynn Resorts settlement, and neither he nor any personal representatives attended the commission hearing.

One of Wynn's attorneys, Colby Williams, said by telephone that he was aware of the fine but declined to comment.

Wynn resigned as board chairman and company CEO in February 2018 following reports that several women said he harassed or assaulted them. Wynn also sold his shares in the company. He has denied all the allegations.

Wynn Resorts acknowledged in the settlement that several former board members and executives knew about but failed to investigate complaints including one that led Wynn to pay $7.5 million in 2005 to a former salon employee who alleged he raped her and that she became pregnant as a result.

"Mr. Wynn ... engaged in intimate and sexual conduct with (company) employees," the settlement document said.

The company also failed to investigate a cocktail server's allegation that from 2005 to 2006 Wynn pressured her into a nonconsensual sexual relationship, the documents said. Wynn paid a $975,000 private settlement to that woman and her parents, the settlement said.

Wynn Resorts neither admitted nor denied Nevada Gaming Control Board allegations that Wynn sexually harassed multiple flight attendants on company aircraft.

"The company's initial response during this period was driven by Mr. Wynn's adamant denial of all allegations," said a Wynn Resorts statement from company spokesman Michael Weaver. It acknowledged a "short-sighted focus on initially defending Mr. Wynn, rather than reassuring employees of the company's commitment to a safe and respectful work environment."

The company points to wholesale changes in the boardroom and executive offices, including hiring a new chief executive, requiring new sexual harassment prevention training for all employees and adding a women's leadership council to promote equality in the workplace.

Wynn's name was removed from the company's Massachusetts project now called Encore Boston Harbor.

"In sum, these 25,000 employees, led by CEO Matt Maddox and a reshaped board of directors, are the company that stands before the commission today, and not Steve Wynn," the company said in its Jan. 25 written agreement to settle the case.

A company settlement also is pending in Massachusetts, where gambling regulators launched a similar investigation of whether Wynn Resorts should be allowed to operate a more than $2 billion waterfront casino resort slated to open in June in the Boston area.

Steve Wynn sued to block the release of a Massachusetts Gaming Commission report on that investigation, arguing it contains confidential information that is protected by attorney-client privilege. A Nevada state court judge has temporarily blocked its release. A hearing in that case is scheduled Monday.

A former shareholder alleged in a case filed in December that his stock plummeted in value because company officials concealed information about accusations against Wynn.

Records show that Wynn Resorts traded at more than $200 per share before the Wall Street Journal report, and closed at about $165 after Wynn resigned. Company stock closed at $130.45 on Tuesday, up $1.25.

EU impatient with Brexit, but resigned to delay

BRUSSELS (Reuters) – European Union governments are exasperated by British dithering over quitting the bloc but have little appetite for pushing it out on schedule next week without a divorce deal, senior figures said on Tuesday.

EU ministers in Brussels to prepare a summit with British Prime Minister Theresa May on Thursday voiced frustration after the speaker of parliament threw up a new obstacle for her plan to get her Brexit deal ratified before the March 29 deadline.

“Our patience as the European Union is being sorely tested at the moment,” German Europe minister Michael Roth told reporters. “Dear friends in London, please deliver. The clock is ticking.”

But Roth also echoed comments in Berlin by Chancellor Angela Merkel, the EU’s pre-eminent leader, who said she would “fight to the last minute” until midnight (2300 GMT) on March 29 to ensure an orderly exit for the EU’s second-ranked economy.

He said Germany’s main aim was to avoid a no-deal Brexit, which would disrupt business across the continent.

However, after two defeats for the Withdrawal Agreement that May negotiated with the EU, and her difficulty in trying to get it through parliament on a third vote even before the speaker ruled that it must be substantially changed, it is not clear how May can avert this without asking fellow leaders for more time.

ALL DEPENDS ON MAY

Leaders expect to discuss such an extension at the two-day summit starting on Thursday afternoon. But if May has yet to make a concrete proposal on her next move then, then the summit can do little more than outline possible steps — such as a readiness to give her a couple of months, or maybe longer.

“If there is no move from London, the leaders can also decide to wait,” said Belgian Foreign Minister Didier Reynders. “It really depends on what May will say at the summit.”

Diplomats said member states were still discussing options for extension — possibly only for two to three months, if May persuades them she can clinch a deal at home, or for much longer if May accepts that radical reworking is needed. But these would come with conditions and might not be agreed until next week.

Merkel said there was “far too much in flux” to forecast the outcome of the summit, but her foreign minister, Heiko Maas, told reporters in Finland: “If more time is needed, it’s always better to do another round than a no-deal Brexit.”

EU diplomats say it is highly probable that leaders will unanimously support some sort of extension rather than see Britain lurch out of the bloc in 10 days’ time — even though some governments are starting to argue for ending the uncertainty and trusting to arrangements already put in place to mitigate the effects of a sudden, immediate exit.

Aides to French President Emmanuel Macron, a powerful voice on the Council alongside Merkel, say the onus is on Britain to say what it would do with more time.

“This uncertainty is unacceptable,” his EU affairs minister Nathalie Loiseau said in Brussels on Tuesday.

“Grant an extension? What for? Time is not a solution, it’s a method — if there’s an objective and a strategy. And it has to come from London.”

Students Blame Chelsea Clinton for Christchurch Massacre, Force Her to Apologize

On Friday, a gunman opened fire at two mosques in New Zealand’s Christchurch, killing 49 people. Former first daughter Chelsea Clinton was among the many people who condemned the violence, saying that we “need a global response to the global threat of violent white nationalism”.

Chelsea Clinton was confronted by a group of New York University students over her stance on Muslims at a vigil for the New Zealand mosque attacks on Friday.

“I’m so sorry that you feel that way. It was certainly never my intention. I do believe words matter. I believe we have to show solidarity,” Clinton told students who accosted her at the vigil.

“This, right here, is the result of the massacre stoked by people like you and the words that you have put out into the world,” a female student responded. “I want you to know that. I want you to feel that deep inside. The 49 people died because of the rhetoric you put out there.”

“I’m so sorry that you feel that way,” Clinton repeated.

“I don’t think…” the girl replied, when another student interrupted: “What does ‘I’m sorry you feel that way’ mean? What does that mean?”

The girl who was seen calling out Clinton in the video appears to be a pro-Palestine Muslim activist and a sympathiser of the Black Lives Matter movement.

She refused to apologise for her words and explained that she didn’t plan the confrontation. However, she added she would still attempt to “disrupt” Clinton if she spoke and say the same things she said in the recorded exchange.

“I didn’t tell Chelsea Clinton she was the one who put a gun to Muslims’ heads,” she tweeted. “I said, and continue to say, that by jumping on the right-wing bandwagon and vilifying Ilhan Omar, she fed into the exact discourse we were at the vigil to protest.”

It was an apparent reference to a scandal that erupted last month after Democratic Rep. Ilhan Omar said that pro-Israeli lobbying groups, such as the American Israel Public Affairs Committee (AIPAC), buys support for the Jewish state from US Congress.

Her comments were met with backlash from members of Congress from both sides of the aisle. Clinton also joined in, tweeting: “We should expect all elected officials, regardless of party, and all public figures to not traffic in anti-Semitism.”

Omar was forced to apologise, saying that her “Jewish allies” educated her “on the painful history of anti-Semitic tropes”.

The row resulted in the House of Representatives overwhelmingly passing a resolution that condemned hate speech.

The Clinton-activist confrontation has made waves on social media, with many commenters — even those from the right — siding with the former first daughter.

LONDON (Reuters) – JP Morgan’s mean gender pay gap in Britain dropped slightly to 34.4 percent in 2018, from 35.7 percent a year earlier, an internal memo seen by Reuters on Wednesday shows.

The pay gap, in common with other banks, reflects average hourly pay and is the result of fewer women being in higher-paying senior roles rather than unequal pay for women and men at the same rank, the U.S. bank said.

A spokesman for JP Morgan confirmed the memo’s contents.

The Latest: Storm topples tree, kills girl in Florida

The Latest on severe weather in the South (all times local):

1:40 p.m.

A storm system moving through the South is being blamed for the death of an 8-year-old girl in Florida.

The Leon County Sheriff's Office says a tree fell Friday into a house in Woodville south of Tallahassee, killing the girl and injuring a 12-year-old boy.

The office said in a statement that the girl died at the hospital while the boy has non-life-threatening injuries. Their names weren't immediately released.

Much of Florida was being hit Friday by strong storms that were also creating a threat of tornadoes in parts of the Carolinas and Virginia.

A storm system moving through Georgia has knocked down trees, caused minor flooding and cut off power to thousands of residents.

Georgia power companies reported that more than 37,000 customers were without power around the state Friday afternoon.

A tree came down on an apartment complex in an Atlanta suburb. Gwinnett County fire spokesman Capt. Tommy Rutledge told the Atlanta Journal-Constitution that people were inside at the time, but only one person reported a minor injury and was treated at the scene.

In Forsyth County northeast of Atlanta, Fire Department Division Chief Jason Shivers told the newspaper three firefighters suffered minor injuries when their firetruck overturned during heavy rain and wind.

The storm system was expected to hit the Carolinas and Virginia later, bringing the possibility of tornadoes to parts of those states.

Meteorologists say they have a high level of confidence that a tornado touched down in western Virginia.

National Weather Service Meteorologist Phil Hysell in Blacksburg said Friday that the damage on the ground still must be assessed. But he said radar readings appear to show a tornado formed in Franklin County, which is south of Roanoke.

The National Weather Service has been warning Virginians of heavy rain that can hide the tornadoes and of quarter-sized hail.

The Martinsville Bulletin reported that people saw some buildings that were damaged. The storms have also knocked down trees and power lines.

Storms roaring through the South have smashed a daily record for rainfall in Little Rock, Arkansas.

The National Weather Service says more than 5 inches (12.7 centimeters) of rain fell in the capital city Thursday.

Thursday's downpour caused flash flooding and prompted the closure of several schools in Pulaski and Saline counties. The storm system that drenched central Arkansas also killed two Mississippi drivers and a woman in Alabama and left more than 100,000 people without power across Alabama, Mississippi, Louisiana and Texas.

It's now rumbling through Georgia.

Forecasters say the area at highest risk of severe storms and tornadoes Friday is home to 9.7 million people in the Carolinas and Virginia and includes the Charlotte, North Carolina metro area.

The national Storm Prediction Center says that area will be at moderate risk of severe weather and tornadoes will be possible Friday.

The National Weather Service in Raleigh, North Carolina, says that "torrential downpours," large hail and a few tornadoes are among the hazards.

Strong storms were rumbling through Georgia on Friday, after killing two Mississippi drivers and a woman in Alabama and leaving more than 100,000 people without power across Alabama, Mississippi, Louisiana and Texas.

The threat Friday shifted to Georgia, where multiple tornado warnings covered parts of northeast Georgia. There were no immediate reports of any damage from those storms, but the tornado threat was expected to continue well into the day in the Carolinas and Virginia.

National Weather Service forecasters said they believe multiple tornadoes hit southwest and central Mississippi on Thursday, although they won't be sure until the damage is surveyed. Heavy winds also were reported in Louisiana earlier in the day and in central Alabama as the system quickly pushed eastward.

COLOMBO (Reuters) – Sri Lanka’s former wartime defense chief, Gotabaya Rajapaksa, said on Friday he would run for president in elections this year and would stop the spread of Islamist extremism by rebuilding the intelligence service and surveilling citizens.

Gotabaya, as he is popularly known, is the younger brother of former President Mahinda Rajapaksa and the two led the country to a crushing defeat of separatist Tamil rebels a decade ago after a 26-year civil war.

More than 250 people were killed in bomb attacks on hotels and churches on Easter Sunday that the government has blamed on Islamist militants and that Islamic State has claimed responsibility for.

Gotabaya said the attacks could have been prevented if the island’s current government had not dismantled the intelligence network and extensive surveillance capabilities that he built up during the war and later on.

“Because the government was not prepared, that’s why you see a panic situation,” he said in an interview with Reuters.

Gotabaya said he would be a candidate “100 percent”, firming up months of speculation that he plans to run in the elections, which are due by December.

He was critical of the government’s response to the bombings. Since the attacks, the government has struggled to provide clear information about how they were staged, who was behind them and how serious the threat is from Islamic State to the country.

“Various people are blaming various people, not giving exactly the details as to what happened, even people expect the names, what organization did this, and how they came up to this level, that explanation was not given,” he said.

On Friday, President Maithripala Sirisena said the government led by premier Ranil Wickremesinghe should take responsibility for the attacks and that prior information warning of attacks was not shared with him.

Wickremesinghe said earlier he was not advised about warnings that came from India’s spy service either, presenting a picture of a government still in disarray since the two leaders fell out last October.

Gotabaya is facing lawsuits in the United States, where he is a dual citizen, over his role in the war and afterwards.

The South Africa-based International Truth and Justice Project, in partnership with U.S. law firm Hausfeld, filed a civil case in California this month against Gotabaya on behalf of a Tamil torture survivor.

In a separate case, Ahimsa Wickrematunga, the daughter of murdered investigative editor Lasantha Wickrematunga, filed a complaint for damages in the same U.S. District Court in California for allegedly instigating and authorizing the extrajudicial killing of her father.

Gotabaya said the cases were baseless and only a “little distraction” as he prepared for the election campaign. He said he had asked U.S. authorities to renounce his citizenship and that process was nearly done, clearing the way for his candidature.

‘DISMANTLE THE NETWORKS’

He said that if he won, his immediate focus would to be tackle the threat from radical Islam and to rebuild the security set-up.

“It’s a serious problem, you have to go deep into the groups, dismantle the networks,” he said, adding he would give the military a mandate to collect intelligence from the ground and to mount surveillance of groups turning to extremism.

Gotabaya said that a military intelligence cell he had set up in 2011 of 5,000 people, some of them with Arabic language skills and that was tracking the bent towards extremist ideology some of the Islamist groups were taking in eastern Sri Lanka was disbanded by the current government.

“They did not give priority to national security, there was a mix-up. They were talking about ethnic reconciliation, then they were talking about human rights issues, they were talking about individual freedoms,” he said.

President Sirisena’s government sought to forge reconciliation with minority Tamils and close the wounds of the war and launched investigations into allegations of rights abuse and torture against military officers.

Officials said many of these secret intelligence cells were disbanded because they faced allegations of abuse, including torture and extra judicial killings.

Muslims make up nearly 10 percent of Sri Lanka’s population of 22 million, which is predominantly Buddhist.

NEW YORK (Reuters) – The Federal Reserve may lower the interest it pays on excess reserves banks leave with it by 5 basis points at its April 30-May 1 policy meeting in a bid to prevent the federal funds rate from drifting higher, Morgan Stanley analysts said on Friday.

This would mark the third such “technical” adjustment on the interest on excess reserves (IOER) following cuts last June and December.

In response to the news that the U.S. economy rose 3.2 percent in the first quarter of 2019, White House National Economic Council Director Larry Kudlow said that this “prosperity cycle” will continue if President Trump‘s policies stay in place.

Calling the advance in gross domestic product a “blow-out number,” Kudlow told “America’s Newsroom” Friday that it serves as concrete proof Trump’s measures to grow the economy have been successful.

“I’ll just say, Trump’s policies to rebuild the economy, lower taxes, regulations, opening energy, trade reform. Look, this stuff is working,” he said.

“It tells me, among other things, that the prosperity cycle we have entered into is continuing, it is strong. It has legs and momentum and frankly it is going to go on for quite some time,” he continued. “This is the new Trump economy. Some people don’t like that or they don’t agree with that. I respect the differences but I’ll tell you it’s working.”

Kudlow added that Trump has “ended the war” on business and success, and is rallying for the small business owners of America.

“The president is rebuilding incentives, he is rebuilding confidence, he the rebuilding optimism,” he said. “He is basically saying you should keep more of what you earn. He is basically saying to small businesses we’ll cut the paperwork back and make it easier for you to start a business and prosper.”

Kudlow said the Trump administration is also working with House Speaker Nancy Pelosi and other Democratic leaders to implement bipartisan deals to ensure the continuation of the GDP’s success.

“If the policies and the principles remain in place — and I believe they will — then I believe this new prosperity expansion cycle is going to go on for a whole bunch of more years,” he said.

(Reuters) – World number one Naomi Osaka came from behind in the final set to beat Croatian Donna Vekic 6-3 4-6 7-6(4) on Friday and move into the Porsche Tennis Grand Prix semi-finals.

Osaka comfortably won the opening set but was tested by the Croatian, who pushed her to the limit in the second and third. The Japanese made 45 unforced errors as she struggles to get to grips with swapping hard courts for clay.

Osaka was visibly frustrated and trailed 5-1 in the final set but she refused to give up and found her rhythm to break Vekic twice and prevent her from serving for the match.

In the tiebreaker, a confident Osaka upped her baseline game and had two early mini breaks before wrapping up the match in two hours and 18 minutes. An infuriated Vekic even smashed her racket after losing the match.

“I told myself I didn’t want to have any regrets here,” Osaka said. “I was stressed out when I went down 1-5… but this (comeback) was pretty good because I don’t play really well on clay.”

Earlier, world number three Petra Kvitova came back from a set down to beat Anastasija Sevastova 2-6 6-2 6-3 and move into the tournament’s semi-finals for the third time in her career.

Sevastova had a dream start, breaking Kvitova twice to take a 3-0 lead as the Czech struggled with her first serve. Kvitova also made a slew of unforced errors, with many of her returns going long.

Sevastova used the full width of the court to get the better of Kvitova, who played on the back foot for much of the first set as the Latvian gave her little time to catch her breath.

However, Kvitova recovered in the second set and she broke Sevastova’s serve when she was 3-2 up, winning 10 straight points to take a 5-2 lead. Sevastova looked shaken and was broken again to give Kvitova the second set.

Kvitova took command in the final set and broke a visibly upset Sevastova to take a 3-1 lead before easing into the semis.

“In the first set I missed almost everything. I was pretty slow and she just couldn’t miss,” Kvitova said. “In the second set it was very important for me to stay on my serve and the chance to break her came.”

Kiki Bertens plays Angelique Kerber later on Friday and Victoria Azarenka faces Anett Kontaveit in the last quarter-final.

President Donald Trump says he feels “young” and “vibrant” at age 72 and thinks he can beat 76-year-old Joe Biden “easily.”

A reporter asked Trump at the White House on Friday how old is too old to be president of the United States.

Trump said: “I just feel like a young man. I’m so young. I can’t believe it. … I’m a young vibrant man.”

Then he smiled and said he’s not sure about Democratic presidential contender Biden, the second-oldest contender in the race behind Bernie Sanders.

Trump said: “I look at Joe. I don’t know about him.”

Biden, in an interview on ABC’s “The View,” joked in response that if Trump “looks young and vibrant compared to me, I should probably go home.”
