Algerian army chief says military is considering all options to end crisis

ALGIERS (Reuters) – Algeria’s army chief said on Tuesday the military was considering all options to resolve the country’s political crisis and warned that “time is running out”, after weeks of anti-government protests.

Lieutenant-General Ahmed Gaed Salah’s remarks were the strongest indication yet that the military, which has said it supports a transition period after the resignation of President Abdelaziz Bouteflika, is losing patience.

In a speech broadcast on state television, Salah, who was speaking at a military base in the central town of Ouargla, urged protesters to avoid violence.

“All options are open in the pursuit of overcoming the different difficulties and finding a solution to the crisis as soon as possible, in a way that serves our nation’s interests without regard to individual interests,” he said.

Salah did not specify what options the army would pursue. But he said: “We have no ambition but to protect our nation.”

Hours earlier, the chairman of Algeria’s Constitutional Council, Tayib Belaiz, quit his post, state news agency APS said. That followed calls for his resignation by protesters who say he is part of a ruling elite they want abolished.

Bouteflika stepped down on April 2 after weeks of mass protests demanding an end to his 20-year rule. But his departure failed to placate many Algerians who want to topple the old guard and its associates.

Belaiz submitted his resignation to Interim President Abdelkader Bensalah, APS reported, citing a statement from the council.

Meanwhile thousands of demonstrators marched through the streets of Algiers and in cities across the country calling for political change in the eighth week of mass protests.

Belaiz’s departure could herald that of other senior political figures who protesters want removed.

These include Bensalah, who was appointed interim president after Salah declared Bouteflika unfit for office and said the military would back a transition period leading to a presidential election on July 4.

Protesters are seeking radical change that would introduce sweeping political reforms in Algeria, an OPEC oil producer and major supplier of natural gas to Europe.

El Chapo collectibles flying off the shelves in Mexico

The action figure boasts a bullet-proof vest, four hand grenades, and a rifle strapped to his back. The T-shirts bear his image.

Hats are emblazoned with his initials, JGL, and the number 701 – which everyone in town recognizes as his rank on a Forbes Magazine list of the world’s wealthiest people.

They are all Joaquin “El Chapo” Guzman collectibles, and they’re flying off the shelves in his hometown of Badiraguato, in the Mexican state of Sinaloa, as fast as they’re being restocked.

Anything associated with the convicted drug lord has become a must-have in the town and its environs since El Chapo, 61, was convicted last week in a federal court in New York of drug trafficking and running an industrial-scale smuggling operation. His three-month trial was packed with Hollywood-style tales of grisly killings, political payoffs, cocaine hidden in jalapeno cans, jewel-encrusted guns, and a naked escape with his mistress through a tunnel.

The stories from the trial seem to have only boosted interest in Chapo memorabilia. Which is perhaps no surprise in stores run by a chapel devoted to Jesus Malverde, a folkloric Robin Hood-type figure that became a patron saint of cartel leaders in Sinaloa state.

Efe, a Spanish wire service, described Malverde as a figure many poor residents in the area revere because of the legend about how he protected the indigent and powerless.

TWO SONS OF 'EL CHAPO' INDICTED ON DRUG CONSPIRACY CHARGES, REMAIN FUGITIVES

Local residents have been streaming to the chapel since El Chapo’s conviction to pray for him, or give thanks to the help he gave the poor in the region, according to Efe.

“Because of what’s happening to him, many people are now coming to ask (Malverde) to give (El Chapo) peace of mind," said Jesus Gonzalez, who runs the chapel, "to give him the strength to endure everything that’s happening. Many, many people have come. You see lots of candles with his name on pieces of paper. The people come and thank him for his favors and also pray for El Chapo."

Local folks know well all the crimes that have landed El Chapo in jail and in headlines worldwide.

But many here have told reporters over the years that they knew another side of the man who witnesses at trial said had himself engaged in killings. That was one side of the man who provided the extremely poor with help and opportunities that the government many describe as corrupt and indifferent did not.

“The drug dealers do more for the people than the government does,” a 2015 New York Times article quoted Eric Reyes, a systems engineer from Mexico City, as saying to explain the reverence for Guzman. “If you live in a dealer’s territory he treats you well. The government won’t do anything for you. It’s all bureaucracy and red tape.”

Adrián Cabrera, a blogger in Culiacán wearing a black T-shirt with a picture of El Chapo, told the Times:“Why do people admire him?” Because he’s a living legend. He’s like Al Capone. He’s like Lucky Luciano. Like Tony Soprano. Like Scarface. He’s like a character on a television show, except that he’s alive, he’s real.

The stores run by the chapel, which is a source of consternation for the country’s Catholic leadership, sell such things as “narco bingo,” where the cards have the images of some of the most notorious drug leaders.

Many residents say they feel more loyalty to El Chapo than to any religious figure, noting he built schools and provided assistance to the community, including to marijuana growers.

One of El Chapo’s attorneys, Mariel Colon Miro, told Fox News she is not surprised by the clamor in Mexico for El Chapo collectibles. She said that while representing him and getting to know his relatives, she learned about all that he did for the poor of his hometown.

“He’s a very humble and kind person,” Colon said. “He’s dedicated to the people of his town. People there don’t see him the same way the media paints him, as a monster.”

“He was a like a philanthropist, based on the conversations I had with his family,” she said.

Asked about the prosecution’s accusation Guzman had been involved in dozens of murders, Colon said the allegations were based on accounts by unsavory witnesses.

“I wasn’t there. You weren’t there,” Colon said. “We know this from witnesses who themselves had committed heinous crimes and admitted to them and had ample opportunities to lie for their own benefit.”

In the meantime, Mexican President Andres Manuel Lopez Obrador has been trying to reassure the people of Guzman’s old stomping ground that they can rely on the government to improve living conditions.

He visited Guzman’s birthplace last week, and spoke to residents about the importance of addressing the poverty in Mexico and announced a plan to lift Badiraguato, with such things as a new highway, new trees and a public university.

NHL notebook: Bruins reportedly acquire Coyle from Wild

NHL: Minnesota Wild at Colorado Avalanche

February 21, 2019

The Minnesota Wild have traded forward Charlie Coyle to the Boston Bruins, according to multiple reports Wednesday.

Boston is expected to send forward Ryan Donato and a fifth-round draft pick to Minnesota, according to The Athletic, which was first to report the parameters of the deal.

Coyle, 26, has spent his first six-plus seasons with the Wild. He has scored double-digit goals in each of the past six seasons, including 10 goals this season to go along with 18 assists in 60 games. He is a Massachusetts native and played briefly at Boston University.

The 22-year-old Donato, who is the son of longtime NHL player Ted Donato, has nine points (six goals, three assists) in 34 games this season. He has scored 11 goals in 46 career contests.

–Philadelphia Flyers defenseman Radko Gudas drew a two-game suspension for high-sticking Tampa Bay Lightning forward Nikita Kucherov one day earlier.

Gudas is considered to be a repeat offender under the Collective Bargaining Agreement and will lose $81,707.32 in salary, the NHL announced. The money will be set aside for the Players’ Emergency Assistance Fund.

The high-sticking incident happened late in the third period of Tuesday’s game, which the Lightning won 5-2. Kucherov and Gudas were tied up in Tampa Bay’s offensive zone when Gudas raised his stick and swatted it into the side of Kucherov’s face.

–The Washington Capitals waived right winger Devante Smith-Pelly, cutting ties with one of the heroes of their run to the Stanley Cup last season.

Smith-Pelly scored seven goals in the last postseason — matching his regular-season total — and tallied the game-tying goal during the Capitals’ Cup-clinching Game 5 victory over the Vegas Golden Knights. Smith-Pelly had four goals and four assists in 54 games this season.

NHL teams have until noon ET Thursday to claim the 26-year-old Smith-Pelly. The Capitals could be maneuvering for a trade, with the NHL deadline coming Monday.

Preschool staffers suspended after allegedly forcing children to stand naked inside closet as punishment

Preschool children were allegedly forced to strip naked and stand in a closet for five or 10 minutes as punishment last week in East St. Louis, Ill., prompting the suspensions, without pay, of a teacher and her assistant, reports said Tuesday.

Southern Illinois University Edwardsville (SIUE) runs the Head Start program held at the Jackie Joyner-Kersee Center in East St. Louis, where there is a class of about 20 preschoolers, SIUE Police Chief Kevin Schmoll told reporters.

“The one teacher said she didn’t learn this anywhere, this is what she tried and felt it would calm the children down by doing this,” Schmoll told FOX 2 of St. Louis. “But it’s obviously in no teaching manual anywhere. It’s inappropriate and against the law to do this.”

GEORGIA SCHOOL BRINGS BACK PADDLING TO PUNISH STUDENTS -- WHEN PARENTS GIVE CONSENT

Police believe the students were ages 4 and 5, and at least four young boys in the classroom were punished in the alleged incident, the St. Louis Post-Dispatch reported.

The teacher is a 26-year-old woman, while her assistant is 41 years old, FOX 2 reported. Schmoll told the station that the teacher admitted to the punishment, while the assistant is in trouble for not intervening or reporting it.

Program leaders sent parents a letter to explain a "child safety violation" in the classroom, the Post-Dispatch reported.

“Under no circumstances does the program condone or tolerate inappropriate treatment towards children, family or staff,” the letter said.

A spokesperson for the Jackie Joyner-Kersee Foundation issued a statement late Tuesday saying that program is run "completely independently" from the center programming and foundation.

"Our staff was in no way involved in this alleged incident and had no knowledge of what happened in this case," the statement said. "As a Foundation that dedicates itself to improving the lives of children, we were deeply saddened to hear this alleged incident occurred and know that appropriate legal actions are being taken."

The St. Clair County State’s Attorney’s office is expected to review the case for potential charges, Schmoll told the Post-Dispatch.

Biden blows away the field despite bad week

On the roster: Biden blows away the field despite bad week - I’ll Tell You What: The Goat - Senate GOP digs in against Trump’s homeland purge - Indictment expected for Obama’s White House counsel - Walmart --> Waffle House

BIDEN BLOWS AWAY THE FIELD DESPITE BAD WEEK
St. Anselm College: “Joe Biden, who has not yet entered the race, leads the ballot test with 23%. Bernie Sanders comes in second at 16%, followed by Pete Buttigieg at 11%, Elizabeth Warren at 9%, Kamala Harris at 7%, and Beto O’Rourke at 6%. Buttigieg has shown more growth than any other candidate since the February poll. In just two months, his name recognition has skyrocketed 33% among New Hampshire voters, with 31 of those points adding to his favorable image. … Biden’s lead is driven by universal name recognition, and he continues to carry a strong favorability rating of 70%. … Sanders is at 67% favorable and 25% unfavorable, which is almost exactly where his numbers stood in February. This static trend is also true for the third universally known candidate, Warren, who is at 58% favorable and 30% favorable. Harris, Booker, and O’Rourke were slightly less favorable than they were in the February poll. On the other hand, [JohnDelaney and [Tulsi] Gabbard’s name recognition and favorable impressions increased.”

Harris running third in her home state - Quinnipiac University: “Former Vice President Joe Biden is the leader of the pack with 26 percent of California Democrats and voters leaning Democratic, according to a Quinnipiac University Poll released today. U.S. Sen. Bernie Sanders of Vermont takes 18 percent of Democrats and Democratic leaners, with 17 percent for native daughter, U.S. Sen. Kamala Harris. U.S. Sen. Elizabeth Warren of Massachusetts and South Bend Mayor Pete Buttigieg have 7 percent each, with no other Democratic contender topping 4 percent, the independent Quinnipiac University Poll finds. … Being a great leader is more important in a presidential candidate than having great policy ideas, all voters say 50 - 39 percent. Democrats and Democratic leaners agree 52 - 38 percent. The issue of Biden touching women is not serious, 66 percent of all California voters say, including 67 percent of women and 71 percent of Democrats.”

Buttigieg, loud and proud gay Christian, roils values voters - NYT: “As a religious gay man who believes his party has ceded discussion of religion and spirituality to Republicans, Pete Buttigieg, a Democratic candidate for president, is talking about God and sexuality in an unconventional way: He is using the language of faith to confront the Christian right on territory they have long claimed as their own. Mr. Buttigieg, the mayor of South Bend, Ind., has provoked a backlash from conservatives in the last few days after questioning the moral authority of evangelicals like Vice President Mike Pence who remain silent about President Trump’s personal conduct yet disapprove of same-sex marriages and oppose gay rights. Though many conservatives were initially reluctant to engage Mr. Buttigieg because they feared it would only add to his growing stature as a 2020 contender, they jumped on his latest comments. Some suggested he was attacking the vice president to further raise his profile.”

Warren releases new corporate tax plan - Axios: “2020 candidate Sen. Elizabeth Warren (D-Mass) released a new corporate tax proposal on Thursday that would create a new 7% tax on corporations' profits over $100 million. Details: Warren's proposal estimates that her ‘Real Corporate Profits Tax,’ which targets the profits reported by companies on their financial statements and would come in addition to existing tax liabilities, could bring in $1 trillion over 10 years. She used Amazon as a prominent example, arguing her proposal would have caused the tech giant to pay $698 million in taxes in 2018 instead of $0, despite its record profits.”

DNC prepares hyper-local effort to bracket Trump - NBC News: “Voters in hundreds of small and medium-sized towns across America are about to be targeted with digital ads, press conferences and billboards featuring neighbors and friends who say they’ve been ‘betrayed’ by President Donald Trump. The effort is the main feature of the Democratic National Committee’s ‘war room’ that launches on Thursday and is focused on defeating Trump in 2020, according to officials who briefed NBC News. Responding to criticism that Democrats were too focused on Trump’s temperament and personal attributes during Hillary Clinton's 2016 presidential campaign, the party’s main organizing arm says it’s making a major expansion of its opposition research team that will be ‘hyper-focused’ on the impact of Trump’s policies on local communities.”

THE RULEBOOK: PREACH
“The important truth … is that a sovereignty over sovereigns, a government over governments, a legislation for communities, as contradistinguished from individuals, as it is a solecism in theory, so in practice it is subversive of the order and ends of civil polity, by substituting VIOLENCE in place of LAW, or the destructive COERCION of the SWORD in place of the mild and salutary COERCION of the MAGISTRACY.” – Alexander Hamilton and James MadisonFederalist No. 20

TIME OUT: PLAY (STICK)BALL
Smithsonian: “On April 30, 1828, a Cherokee stickball team stepped into the underworld to ask for help. Carrying river-cane torches, the men walked into the mouth of Manitou Cave in Willstown, Alabama, and continued nearly a mile into the cave's dark zone, past impressive flowstone formations in the wide limestone passageway. They stopped inside a damp, remote chamber where a spring emerged from the ground. … Here, in private, the stickball team could perform important rituals—meditating, cleansing and appealing to supernatural forces that might give their team the right magic to win a game of stickball, a contest nicknamed ‘the little brother of war.’ This spiritual event, perhaps ordinary for the time but revelatory now, only recently became known because of a set of inscriptions found on the walls of the cave. A group of scholars have now translated the messages, left by the spiritual leader of the stickball team, and describe them in an article published today in the journal Antiquity.”

SENATE GOP DIGS IN AGAINST TRUMP’S HOMELAND PURGE
WaPo: “Senate Republicans are pressuring President Trump not to fire any more Homeland Security officials, warning that the department can’t function properly if the White House continues to oust key members of its leadership team. Homeland Security Secretary Kirstjen Nielsen is leaving the agency on Wednesday after submitting her resignation following a private meeting with Trump on Sunday. She is being replaced on an acting basis by Kevin McAleenan, the former commissioner of U.S. Customs and Border Protection. The White House announced Monday that Randolph ‘Tex’ Alles, the director of Secret Service, would be leaving his position ‘shortly.’ And both U.S. Citizenship and Immigration Services Director Lee Francis Cissna and DHS’s general counsel, John Mitnick, could be the next to go, according to department officials.”

Another departure due Friday - Politico: “Top immigration official Ronald Vitiello will leave his post Friday amid President Donald Trump’s homeland staff shakeup, an agency spokesperson confirmed to POLITICO. Vitiello is a former long-term Border Patrol official who's been acting director of U.S. Immigration and Customs Enforcement since June. Whether Vitiello will remain in government remains unclear, and ICE declined to comment further. The agency has not announced a replacement, although Matthew Albence, acting deputy director, would be next in line. Trump on Friday clawed back Vitiello’s nomination to become ICE director on a permanent basis, saying he preferred to move in a ‘tougher direction.’”

INDICTMENT EXPECTED FOR OBAMA’S WHITE HOUSE COUNSEL
NYT: “Lawyers for Gregory B. Craig, a White House counsel in the Obama administration, expect him to be indicted in the coming days on charges related to his work for the Russia-aligned government of Ukraine. The case against Mr. Craig, 74, stemmed from an investigation initiated by the office of the special counsel, Robert S. Mueller III. An Ivy League-educated lawyer who held prominent positions in the Clinton and Obama administrations, Mr. Craig would become the first person who made his name in Democratic Party politics to be charged in a case linked to the special counsel’s investigation. … The case against Mr. Craig is related to the Foreign Agents Registration Act, or FARA, which the Justice Department is prioritizing in part because of scrutiny related to Mr. Mueller’s investigation. The law requires Americans to disclose detailed information about lobbying and public relations work for foreign governments and politicians, and it has been the basis for charges brought against several people investigated by the special counsel.”

Pelosi rips Barr - AP: “House Speaker Nancy Pelosi on Wednesday questioned Attorney General William Barr’s independence from President Donald Trump, arguing Barr’s pursuit of Trump’s claims about ‘spying’ during the 2016 campaign undermines his position as the nation’s top law enforcement officer. In a wide-ranging interview with The Associated Press, the California Democrat said she was ‘very concerned’ about Barr’s handling of special counsel Robert Mueller’s report on Russian meddling in the campaign and accused Barr of doing Trump’s political bidding in his testimony at a Senate hearing. ‘He is not the attorney general of Donald Trump. He is the attorney general of the United States,’ Pelosi told AP. ‘I don’t trust Barr, I trust Mueller.’ … Pelosi said it’s only a ‘matter of time’ before the full report is made public. ‘We will see it,’ she said.”

The Judge’s Ruling: Who sees the full Mueller report? - This week Fox News Senior Judicial Analyst Judge Andrew Napolitano explains his disappointment towards those who assumed no collusion or obstruction from Mueller report: “In his letter, Barr did not write that Mueller found no evidence of a conspiracy. … As well, Barr did not write that Mueller found no evidence of obstruction of justice. Obstruction is not a crime that requires completion, only a serious attempt. … The reason for my criticism of the no collusion and no obstruction bandwagon riders is because we know that Mueller must have found some evidence of conspiracy and some evidence of obstruction -- just not enough to prove guilt beyond a reasonable doubt. Barr tipped his hand to this when he wrote in his letter that the DOJ could not ‘establish’ these crimes. That's lawyer-speak for ‘could not prove them beyond a reasonable doubt.’ … Where does all this leave us? In the hands of Bill Barr.” More here.

JULIAN ASSANGE ARRESTED IN LONDON
AP: “WikiLeaks founder Julian Assange was forcibly bundled out of the Ecuadorian Embassy in London and into a waiting British police van on Thursday, setting up a potential court battle over attempts to extradite him to the U.S. to face charges related to the publication of tens of thousands of secret government documents. British police arrested Assange after the South American nation decided to revoke the political asylum that had given Assange sanctuary for almost seven years. Ecuador’s President Lenin Moreno said he took the action due to ‘repeated violations to international conventions and daily life.’ … Assange took refuge in the embassy in 2012 after he was released on bail in Britain while facing extradition to Sweden on sexual assault allegations that have since been dropped.… Assange had not come out of the embassy for almost seven years because he feared arrest and extradition to the United States for publishing classified military and diplomatic cables through WikiLeaks.”

How Ecuador decided to dump Assange - Daily Beast: “His dramatic expulsion from the embassy follows a year of ratcheting tension between Assange and his Ecuadorian hosts, culminating in Wikileaks publicizing a leak of hundreds of thousands of hacked emails mysteriously stolen from the inboxes of Ecuador’s president and first lady. … The escalating clash between Assange and the government protecting him likely sent U.S. officials scurrying in preparation, said attorney Christopher Ott, a former Justice Department prosecutor who worked on Russia’s election-hacking investigation prior to the appointment of Special Counsel Robert Mueller. ‘They’re five hours ahead of us,’ Ott said. ‘You don’t want to wake up in the morning and all of a sudden have two hours to get the whole packet done.’”

TEAM TRUMP RESCUE MISSION FOR BELEAGUERED W. VA. GOV
Politico: “With the president by his side, West Virginia Gov. Jim Justice made a dramatic announcement… He was bolting a Democratic Party that had ‘walked away’ from him to join Donald Trump’s GOP. Two years later, Trump is now repaying the favor. A pair of the president’s top lieutenants, Bill Stepien and Justin Clark, are joining Justice’s campaign as advisers as the governor tries to navigate a treacherous 2020 reelection bid. The move illustrates how Republicans up and down the ballot are hitching themselves to Trump’s ever-expanding and newly professionalized 2020 political machine. With the president lining up a team of experienced political strategists, deploying an ambitious national field program, and exercising nearly universal control over the party apparatus, Republicans are eager to exploit his organization for their own benefit.”

WKRN: “A woman pulled over by Crossville [Tenn.] officers while riding an electric shopping cart stolen from Walmart claimed she was just on her way to get a cup of coffee, investigators say. Police responded around 5 a.m. Friday to a report of a woman driving an electric scooter in the slow lane on Highway 127. When officers were able to get her to stop, they said the driver, identified as Sally Selby, claimed she took the cart from Walmart and was driving it to Waffle House to get a cup of coffee. Police watched surveillance footage from Walmart and said Selby was observed entering the store at 4:15 a.m. and driving the electric scooter as she shopped. Around 4:40 a.m., officers advised she exited the business, drove around the Walmart parking lot and then rode the shopping cart onto Highway 127.”

Germany to halve 2019 growth forecast: government source

April 12, 2019

BERLIN (Reuters) – The German government is set to halve its 2019 growth forecast for Europe’s biggest economy, a government source told Reuters on Friday, reflecting a worsening slowdown linked to a recession in the manufacturing sector.

The source said the government, which will give an updated forecast next week, expected the economy to grow by 0.5 percent, lower than a recent estimate of 0.8 percent by Germany’s leading economic institutes.

The economy ministry said Germany’s export-dependent manufacturers were likely to continue feeling the bite of falling orders from abroad and that Europe’s biggest economy was getting growth impetus mostly from the domestic market.

The solid services and construction sectors should more than compensate for the downturn in manufacturing in the first quarter, the economy ministry added.

Unresolved trade disputes, uncertainty linked to Britain’s planned departure from the European Union and a slowing world economy have hit foreign demand and hurt German manufacturers.

That has plunged the manufacturing sector into a contraction and prompted a slowdown in the broader economy, which has grown in each of the past nine years.

The government source said Economy Minister Peter Altmaier expects a growth rebound next year to 1.5 percent.

“The German economy is showing a mixed picture,” the economy ministry said in its monthly report. “Services and construction in particular remain in good shape. The industrial sector is going through a weak phase due to the slowing world economy.”

Industrial activity should remain subdued even though dampening effects like stricter pollution standards that are challenging carmakers and low water levels that disrupted deliveries have faded, the ministry said.

Should the slowdown in Germany worsen, pressure on the European Central Bank to provide more stimulus for the euro zone economy would grow.

Airbus management shake-up spreads to space unit

April 23, 2019

PARIS (Reuters) – A management shake-up at Europe’s Airbus accelerated on Tuesday as Nicolas Chamussy was replaced as the head of Space Systems.

Airbus said the 51-year-old space engineer would have an unspecified future role, while his job as head of space activities including the company’s 50 percent share of the ArianeGroup rocket venture will be taken by Jean-Marc Nasr.

The move comes less than four months after Nasr, 57, was named head of Asia-Pacific, responsible for group strategy and industrial issues and regional sales for Airbus Defence & Space.

Chamussy is a former chief of staff to Tom Enders, who stepped down earlier this month to make way for planemaking chief Guillaume Faury, and has been facing mounting competition from a new breed of private U.S. and other space contractors.

Companies such as Elon Musk’s SpaceX, LeoSat Enterprises, and Canada’s Telesat are working to enable data networks with hundreds or even thousands of tiny satellites that orbit closer to Earth than traditional communications satellites, a radical shift made possible by leaps in laser technology and computer chips.

Faury, 51, has implemented a tighter structure designed to simplify Europe’s largest aerospace group, while sidelining a number of executives previously close to Enders or former planemaking boss Fabrice Bregier, according to company watchers.

La Tribune, which first reported the changeover at space systems, said the reorganization could lead to other departures, accelerating a sweeping management overhaul already driven partly by an ongoing corruption probe and scheduled retirements.

An Airbus spokesman said Chamussy would stay inside Airbus and declined further comment on management changes.

The Space Systems division makes up 27 percent of Airbus Defence & Space revenues, which grew 4.4 percent last year to 11.1 billion euros ($12.5 billion). Space spending is rising but established players face increase competition within the United States, China, Japan and India.

Airbus is seeking to shore up its position by prioritizing a fledgling market for constellations of tiny satellites designed to broaden internet access and support new services. It launched six mini-satellites in February, the first of at least 600 to be launched in the next two to three years together with partner OneWeb.

NEW DELHI (Reuters) – Surging global oil prices will pose a first big challenge to India’s new government, whoever wins an election now under way, especially as domestic prices have been allowed to lag, meaning consumers are in for a painful surge as they catch up.

For oil-import dependent India, higher global prices could lead to a weaker rupee, higher inflation, the ruling out of interest rate cuts and could further weigh on twin current account and budget deficits, economists warned.

But compounding the future pain, state-run fuel suppliers and retailers have held off passing on to consumers the higher prices during a staggered general election, which began on April 11 and ends on May 23, according to sources familiar with the situation.

That delay is expected to be unwound once the election is over. And there could be additional price increases to make up for losses or profits missed during the period of delayed increases, the sources said.

In some major Asian countries, such as Japan and South Korea, pump prices are adjusted periodically so they move largely in tandem with international crude prices.

That was what was supposed to happen in India but the election means there have been many days when pump prices have been unchanged.

In New Delhi, for example, while crude oil prices have gone up by nearly $9 a barrel, or about 12 percent, in the past six weeks, gasoline prices have only risen by 0.47 rupees a liter, or 0.6 percent.

State-controlled fuel suppliers and retailers declined to say why they had delayed price increases, or discuss whether there has been any pressure from the government of Prime Minister Narendra Modi.

A government spokesman declined to comment.

The opposition Congress party said Modi’s government was violating its own policy of daily price revision by advising the state oil companies to hold prices steady.

“The government should cut fuel taxes otherwise consumers will have to pay much higher oil prices once the elections are over,” said Akhilesh Pratap Singh, a senior leader of the Congress party.

Nitin Goyal, treasurer at the All India Petroleum Dealers Association, representing fuel stations in 25 states, said prices were similarly held down for 19 days in the southern state of Karnataka last year, when it held state assembly elections.

Only for them to surge after the vote.

“Consumers should be ready for a rude shock of a massive jump in retail prices, similar to the level we have seen in the Karnataka state election,” Goyal said.

‘CREDIT NEGATIVE’

Sri Paravaikkarasu, director for Asia oil at Singapore-based consultancy FGE, said retail prices of gasoline and gasoil prices would have been up to 6 percent, or about 4 rupee, higher if they had been allowed to rise in line with global prices.

“Indian pump prices have failed to keep up with the recent uptrend in crude prices,” Paravaikkarasu said.

“With the country’s general elections underway, the incumbent government has been keeping pump prices relatively unchanged.”

India had switched to a daily price revision in June 2017 from a revision every two weeks, as the government allowed retailers to set prices.

But the government faced protests last October when retailers raised prices by up to 10 rupees a liter after the crude oil price went above $80 a barrel, forcing it to cut fuel taxes.

Global prices rose to their highest level in 2019 on Thursday, days after the United States announced all Iran sanction waivers would end by May, pressuring importers including India to stop buying Tehran’s oil. [O/R]

Higher oil prices will mean Asia’s third largest economy is likely to see growth of less than 7 percent rate this fiscal year, economists said. Growth slowed to 6.6 percent in the October-December quarter, the slowest in five quarters.

Rating agency CARE has warned that a 10 percent rise in global oil prices could increase demand for dollars, putting pressure on the rupee and widening the current account deficit.

India’s oil import bill rose by nearly one-third in the fiscal year ending March 31 to $140.5 billion, against $108 billion the previous year.

“The increase in international oil prices is a credit negative for the Indian economy,” ICRA, the Indian arm of the Fitch rating agency, said in a note.

“Every $10/ bbl increase in crude oil prices increases the fiscal deficit by about 0.1 percent of GDP.”

Any big price rise would also build a case for the central bank to keep rates steady, or even raise them.

The Reserve Bank of India’s Monetary Policy Committee, which cut the benchmark policy repo rate by 25 basis points this month, warned that rising oil and food prices could push up inflation.

Policymakers are worried that a sustained increase in the oil price in the range of $70-75/barrel or higher can move the rupee down by 3-4 percent on an annual basis.

The rupee has depreciated by 1.24 percent against the dollar since a year high in mid-March.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.
