Chinese traders cut Australian coal imports over customs delays: sources

BEIJING (Reuters) – Chinese coal traders are halting purchases of Australian coal and coking coal as clearing times through China’s customs have at least doubled to 40 days or more, four traders at major buyers told Reuters on Monday.

The traders said only cargoes from Australia, the biggest supplier of the fuel to the world’s top consumer, were affected.

“We have stopped ordering coal from Australia because it is unknown how long the restriction will last,” said a manager at a Shanghai-based trading company who usually buys around 400,000 tons of Australian coal every month.

Customs clearance typically takes five to 20 days. Now it can be as much as 45 days, said the manager, asking not to be identified as he was not authorized to speak to the media.

It was not clear why China had stepped up checks on Australian imports but tension between Beijing and Canberra has grown in recent months over issues of cyber security and China’s influence in Pacific island nations.

China’s General Administration of Customs did not respond to a request for comment. There was no immediate response from the Foreign Ministry to a faxed request for comment.

Authorities at some ports notified importers verbally this month that Australian thermal coal and coking coal would take longer than usual to clear, the Shanghai-based manager said.

A Beijing-based coal trader and a purchasing manager at a coke plant received similar notifications. None of the buyers were aware of the reason.

China has curbed coal imports in the past to support domestic coal miners and reduce consumption to tackle air pollution. It restricted Indonesian coal imports in 2017, citing high impurities and low energy efficiency.

The Beijing trader said the restrictions on Australian imports were “the first time for Beijing to curb coal imports from a specific country but without a reason.”

Reuters reported in January that dozens of ships carrying coal and iron ore were waiting to unload outside ports due to possible customs delays.

The most-active thermal coal futures on China’s Zhengzhou Commodity Exchange hit 594 yuan ($87.79) a ton on Monday, just shy of the three-month peak of 595.6 yuan, although the contract closed down 1 percent 583.8 yuan a ton.

Benchmark Newcastle high energy thermal coal prices have dropped to $88 a ton, the lowest level in 19 months, consultancy Wood Mackenzie said.

The Shanghai trader said he had stopped buying from Australia and would purchase more from Indonesia and Russia.

The Beijing trader said she would reduce Australian imports.

A coal broker at state-backed mining group Minmetals said he had asked clients to put Australian imports on hold.

Refinitiv ship tracking data showed coal shipments departing from Australia’s Newcastle port to China fell 30 percent last month compared with December to 18.19 million tonnes.

As of Monday, shipments scheduled to leave in February were 12.78 million tonnes.

A Republican New York assemblyman spoke out on “Fox and Friends” after state Democrats blocked a bill expanding college tuition aid to Gold Star families earlier this week, despite approving such aid for illegal immigrants just a week ago.

NY DEMS BLOCK BILL EXPANDING COLLEGE TUITION FOR GOLD STAR FAMILIES AFTER APPROVING $27M IN TUITION AID FOR ILLEGAL IMMIGRANTS: REPORT

The Assembly’s Higher Education Committee voted 15 to 11 on Tuesday to shelve the bill, meaning it won’t be going to the floor for debate and a vote.

The move comes just a week after the state approved $27 million for a program allowing illegal immigrants to qualify for state aid for higher education.

“This is a bipartisan thing. So, it is a process of procedural foul that needs to be corrected as quickly as possible. That's really where leadership comes in. If we lead properly, we would then be able to take care,” Smullen said, noting that the bill proposing aid to Gold Star families has been blocked for years.

“We have been working very hard to make sure this is an inclusive program. So it includes those who are killed in combat but also those that are killed in the line of duty. And it makes it an equitable thing so those people that go forward that do our duty, they do their oath to the Constitution to support and defend, they know that we got their backs covered and that their families will be taken care of,” he added.

New York Democrats defended the blocking of the bill, saying the aid to Gold Star families was not within the state's budget and noted that there’s a similar program that provides $2.7 million to 145 students who are dependents of veterans who served in combat zones.

Mike Whyland, a spokesman for Assembly Democrats, said the Republican-led bill “would have expanded the eligibility beyond the scope and should be considered within the context of the budget.”

But Smullen reiterates that supporting Gold Star families “should absolutely be our first priority” and points to the recent death of Christopher Slutman, Marine reservist and a member of New York City Fire Department, who was killed on Monday by a roadside bomb near a U.S. base in Afghanistan.

“When you think about it, we as a society, as a civilization, and New York particularly, ought to be a leader in this nation to take care of those who need it most.  And, you know, we just had a marine reservist killed in Afghanistan. A member of FDNY, very tragic."

SHANGHAI (Reuters) – The death toll from an explosion at a pesticide plant in eastern China’s Jiangsu province on Thursday evening has risen to 12, state media said on Friday.

China Central Television reported that the fire at the Chenjiagang Industrial Park in the city of Yancheng had been put under control at 3.00am local time on Friday morning.

It said a total of 88 people were rescued from the scene, including the 12 fatalities.

According to a report in the official China Daily on Friday, the fire at a plant owned by the Tianjiayi Chemical Company spread to neighboring factories. Children at a kindergarten located in the vicinity of the factory were also hospitalized.

The exact cause of the blast is still under investigation, but the company – which produces more than 30 organic chemical compounds, some of which are highly flammable – has been cited and fined for work safety violations in the past, the China Daily said.

Africa's largest democracy finally goes to vote, a week late

A voting card and a metal rod for self-defense are both close at hand in Christopher Obiorah's tiny bookshop but he hopes to use just one of them when Africa's largest democracy goes to the polls on Saturday, one week after a surprise delay.

Four years after one of Nigeria's most peaceful elections, heated rhetoric in a tight race threatens a return to violence along fault lines as ancient as this city, the oldest in West Africa. Northerners versus southerners, farmers against herders, the corrupt savaging the poor.

"This is Nigeria. Anything can happen," the 45-year-old Obiorah said, casually mentioning that his family has machetes at home. "We are ready for them. We are many here. We have done it before."

Nigerians have waited impatiently for the election that was delayed because of logistical "challenges," just hours before polls were set to open. It echoed the abrupt power cuts of daily life, with the grind of generators marking the sound of Africa's most populous country forever revving its engines.

The delay is costly in several ways, Nnamdi Obasi with the International Crisis Group explained . Faith in the electoral commission is shaken. Fewer people might vote, dispirited or broke after rescheduling their lives to travel to their registered location. Monitoring could suffer as "numerous organizations, particularly Nigerian ones, may be reluctant or unable to do it all over again."

President Muhammadu Buhari, an ailing 76-year-old former military dictator, this week threatened death to anyone found disrupting the election, then told Nigerians on Friday they would be able to vote without fear. In the latest political violence, at least two people died as supporters of the two main parties clashed with machetes and clubs on Thursday outside Kano, witness Ahmed Garba said.

Buhari seeks a second term after widely seen as failing to deliver on key issues of security, the economy and fighting corruption. Extremists are making a deadly resurgence. Scores of people were killed last week alone in farmer-herder clashes. The oil-dependent economy is still weak after a recession, with unemployment now over 23 percent.

Buhari's main challenger is 72-year-old former vice president and billionaire Atiku Abubakar, who promises to tap his business success to "Make Nigeria Work Again" but has not managed to shake corruption allegations.

Many Nigerians are underwhelmed by the choice between the two Muslims from the north, who between them have run for president nine times.

"I feel as a people, we don't realize how bad things are and that we have the right to demand better," said author Abubakar Adam Ibrahim. He was 5 when Buhari was toppled in 1985, then watched his 5-year-old son cheer at Buhari's win in 2015. "We are essentially not going anywhere," Ibrahim said.

The rise of young contenders in a country where the majority of voters are between 18 and 35 has been limited by the high costs of running.

Salisu Mubarak Muhammad, a 35-year-old who is running to be Kano state's governor, said his family refused to donate to his campaign, seeing it pointless when top parties are believed to spend far in excess of campaign limits and vote-buying is widespread.

Buhari and Abubakar's parties have sniped at each other over the election delay that the electoral commission blamed in part on the weather, alleging it was orchestrated to create space for vote-rigging.

But "this is largely just a colossal mess based on logistics, the massive work that needed to be done," said John Tomaszewski, African regional director with the International Republican Institute, one election observer team.

Some Nigerians have used the delay to cause mischief. Fake news blooms. "I have not resigned!" Vice President Yemi Osinbajo declared Thursday on Twitter.

"There is quite a lot of ratcheting of divisive narratives on social media," said Amara Nwankpa with the Yar'Adua Foundation, who oversees a project flagging hate speech to an election crisis center under Nigeria's national security adviser.

Most of the country's 190 million people, however, are offline and deep in poverty, and they could determine Saturday's election. A cement block seller in Kano held up his battered mobile phone. It now costs three times as much as before Buhari took office, he said.

Bookseller James Eze has no idea what Abubakar might bring to the presidency, but he can't take four more years of Buhari.

Business has dropped dramatically, Eze said. He shooed away a child beggar hovering at the door, saying people no longer have spare money for such charity.

Considering everything God blessed Nigeria with, political elites have ruined it, he said. "They're not fighting for Nigeria, they're fighting among themselves."

He spends the quiet hours reading books in stock, choosing one self-empowerment title after another. "We need fresh brains," he said.

Sounders continue sizzling start, beat Fire

Jordan Morris, Nicolas Lodeiro and Raul Ruidiaz each had a goal and an assist as the Seattle Sounders continued their hot start to the MLS season with a 4-2 victory against the host Chicago Fire on Saturday afternoon.

Victor Rodriguez also scored for the Sounders (3-0-0) and goalkeeper Stefan Frei made 10 saves. Seven of those saves came in the first half as Frei helped protect Seattle’s 2-0 lead

Raheem Edwards and Fabian Herbers scored for the Fire (0-2-1). Goalie David Ousted made three saves.

The Sounders opened the scoring in the eighth minute. Ruidiaz capitalized on a Chicago turnover in its own end, gaining possession about 35 yards out from the goal. Ruidiaz fed Morris on the right wing and he beat a defender before sending a low pass across the goalmouth to Rodriguez, who was wide open at the far post and put a one-timer into an empty net.

Morris made it 2-0 in the 15th minute, taking a pass from Lodeiro at the top of the 18-yard box, splitting two defenders and chipping a shot over the onrushing Ousted. It was the third goal of the season for Morris, who missed the entire 2018 MLS campaign with a knee injury.

Lodeiro converted a penalty kick in the 49th minute to make it 3-0 after Fire defender Marcelo tripped up Rodriguez just inside the top of the 18-yard box.

Chicago broke through in the 56th minute. CJ Sapong took a throw-in from Przemyslaw Frankowski and drove down the right wing to the end line. Sapong’s cross found Edwards unmarked at the top of the 6-yard box, and he put a header into the upper right corner of the net, leaving Frei no chance to make a save.

Herbers, who came on as a substitute in the 71st minute, pulled the Fire within a goal in the 84th by scoring on his own rebound.

Ruidiaz capped the victory in the 88th minute by scoring in his sixth straight regular-season match to break the franchise record.

NEW YORK (Reuters) – The Federal Reserve may lower the interest it pays on excess reserves banks leave with it by 5 basis points at its April 30-May 1 policy meeting in a bid to prevent the federal funds rate from drifting higher, Morgan Stanley analysts said on Friday.

This would mark the third such “technical” adjustment on the interest on excess reserves (IOER) following cuts last June and December.

(Reuters) – World number one Naomi Osaka came from behind in the final set to beat Croatian Donna Vekic 6-3 4-6 7-6(4) on Friday and move into the Porsche Tennis Grand Prix semi-finals.

Osaka comfortably won the opening set but was tested by the Croatian, who pushed her to the limit in the second and third. The Japanese made 45 unforced errors as she struggles to get to grips with swapping hard courts for clay.

Osaka was visibly frustrated and trailed 5-1 in the final set but she refused to give up and found her rhythm to break Vekic twice and prevent her from serving for the match.

In the tiebreaker, a confident Osaka upped her baseline game and had two early mini breaks before wrapping up the match in two hours and 18 minutes. An infuriated Vekic even smashed her racket after losing the match.

“I told myself I didn’t want to have any regrets here,” Osaka said. “I was stressed out when I went down 1-5… but this (comeback) was pretty good because I don’t play really well on clay.”

Earlier, world number three Petra Kvitova came back from a set down to beat Anastasija Sevastova 2-6 6-2 6-3 and move into the tournament’s semi-finals for the third time in her career.

Sevastova had a dream start, breaking Kvitova twice to take a 3-0 lead as the Czech struggled with her first serve. Kvitova also made a slew of unforced errors, with many of her returns going long.

Sevastova used the full width of the court to get the better of Kvitova, who played on the back foot for much of the first set as the Latvian gave her little time to catch her breath.

However, Kvitova recovered in the second set and she broke Sevastova’s serve when she was 3-2 up, winning 10 straight points to take a 5-2 lead. Sevastova looked shaken and was broken again to give Kvitova the second set.

Kvitova took command in the final set and broke a visibly upset Sevastova to take a 3-1 lead before easing into the semis.

“In the first set I missed almost everything. I was pretty slow and she just couldn’t miss,” Kvitova said. “In the second set it was very important for me to stay on my serve and the chance to break her came.”

Kiki Bertens plays Angelique Kerber later on Friday and Victoria Azarenka faces Anett Kontaveit in the last quarter-final.

The Latest on fatal pileup on Interstate 70 near Denver (all times local):

10:10 a.m.

Colorado officials say four people have died after a semi-truck hauling lumber plowed into vehicles on Interstate 70, causing a fire so intense that it melted the roadway and metal off of cars.

Authorities had to wait until daylight Friday to confirm the death toll from Thursday’s 28-vehicle pileup because of the devastation caused by the fire.

Six people were taken to hospitals with injuries. Their conditions are unclear.

Lakewood police spokesman Ty Countryman says the driver of the truck who caused the crash sustained minor injuries. He has been arrested on suspicion of vehicular homicide.

Officials say the driver was headed down a hill when he slammed into slower traffic. Countryman says there is no indication the crash was intentional.

A truck driver blamed for causing a deadly pileup involving over two dozen vehicles near Denver has been arrested on vehicular homicide charges.

Lakewood police spokesman Ty Countryman said Friday that there’s no indication that drugs or alcohol played a role in Thursday’s crash.

The unidentified driver was headed down a hill on Interstate 70 when he slammed into slower traffic and sparked a massive fire. Countryman said police are looking at whether his brakes were working properly.

He said 28 vehicles were involved, up from the initial 15 vehicles police reported after further sorting through the burned wreckage.

Police still say there were multiple fatalities but are still working to provide an exact number.

The highway is expected to remain closed until Saturday.

Tiger Woods is sending a message that he thinks he still has enough left, emotionally and physically, to win three more major championships to tie Jack Nicklaus’ record 18 titles.

Speaking to GolfTV in his first sit-down interview since the Masters, Woods said he has taken some time off since his victory at Augusta National, which still doesn’t feel real.

“Honestly, it’s hard to believe,” Woods said. “I was texting one of my good friends last night … that I couldn’t believe that I won the tournament. That it really hasn’t sunk in. I haven’t started doing anything. I’ve just been laying there. And every now and again, I’ll look over there on the couch and there’s the jacket.”

That’s the fifth green jacket for the 43-year-old Woods, who hadn’t won a major tournament since the 2008 U.S. Open. Along the way, four back surgeries, a divorce and other personal issues derailed him.

He said he has been spending time with his children – daughter Sam, 11, and son Charlie, 10 – who weren’t born when their father was the most dominant golfer on the planet.

“They never knew golf to be a good thing in my life and only the only thing they remember is that it brought this incredible amount of pain to their dad and they don’t want to ever want to see their dad in pain,” Woods said. “And so to now have them see this side of it, the side that I’ve experienced for so many years of my life, but I had a battle to get back to this point, it feels good.”

He said he hopes – maybe expects — they’ll see this side again.

And no one will take Woods for granted at the PGA Championship at Bethpage Black Course on Long Island, N.Y., which starts May 16.

Woods said he’ll be ready for a course he already conquered once in a major: the 2002 U.S. Open.

“I’m doing all the visual stuff, but I haven’t put in the physical work yet. But it’s probably coming this weekend,” he said.

Before Woods encountered health and personal problems, it was expected that topping Nicklaus’ major mark was “when” and not “if.” Then the certainty went away, but Woods thought he still had a chance.

“I always thought it was possible, if I had everything go my way. It took him an entire career to get to 18, so now that I’ve had another extension to my career – one that I didn’t think I had a couple of years ago – if I do things correctly and everything falls my way, yeah, it’s a possibility. I’m never going to say it’s not.

“Now I just need to have a lot of things go my way, and who’s to say that it will or will not happen? That’s what the future holds, I don’t know. The only thing I can promise you is this: that I will be prepared.”

Maria Butina, the Russian woman who was accused of being a secret agent for the Russian government, was sentenced to 18 months in prison Friday by a federal judge in Washington after pleading guilty last year to a conspiracy charge.

Butina, who has already served nine months behind bars, will get credit for time served and can possibly get credit for good behavior, the judge said. She will be removed from the U.S. promptly on completion of her time, the judge added, and returned to Russia.

An emotional and apologetic Butina said in court Friday she is “truly sorry” and regrets not registering as a foreign agent.

“I feel ashamed and embarrassed,” she said, adding that her “reputation is ruined.”

Butina has been jailed since her arrest in July 2018. She entered the court Friday wearing a dark green prison jumpsuit and spoke in clear English, with a slight Russian accent.

“Please accept my apologies,” Butina said.

Butina’s lawyer, Robert Driscoll, said after the sentencing they had hoped for a “better outcome,” but expressed a desire for Butina to be released to her family by the fall.

Prosecutors had claimed Butina used her contacts with the National Rifle Association and the National Prayer Breakfast to develop relationships with U.S. politicians and gather information for Russia.

Prosecutors also have said that Butina’s boyfriend, conservative political operative Paul Erickson, identified in court papers as “U.S. Person 1,” helped her establish ties with the NRA.

In their filings, prosecutors claim federal agents found Butina had contact information for people suspected of being employed by Russia’s Federal Security Services, or FSB, the successor intelligence agency to the KGB. Inside her home, they found notes referring to a potential job offer from the FSB, according to the documents.

Investigators recovered several emails and Twitter direct message conversations in which Butina referred to the need to keep her work secret and, in one instance, said it should be “incognito.” Prosecutors said Butina had contact with Russian intelligence officials and that the FBI photographed her dining with a diplomat suspected of being a Russian intelligence agent.
