Judge May Force Administration to Reunite More Families Separated at Border

In a blow to the Trump administration's U.S.-Mexico border strategy, a federal court judge in California has expanded the number of migrant families separated at the border that the government may be required to reunite.

San Diego-based U.S. District Court Judge Dana Sabraw late on Friday issued a preliminary ruling that would potentially expand by thousands the number of migrants included in a class-action lawsuit brought by the American Civil Liberties Union.

Sabraw already ordered the Trump administration last year to reunite more than 2,800 migrant children who were separated from their parents at the U.S.-Mexico border under the administration's "zero tolerance" policy.

But he will allow more separated families to join the class-action lawsuit after a report released in January by the U.S. Department of Health and Human Services' Inspector General, which identified potentially thousands more families that had been separated as early as July 1, 2017. The administration's "zero tolerance" policy did not take effect until May 2018.

"The hallmark of a civilized society is measured by how it treats its people and those within its borders," Sabraw said in his ruling.

Sabraw said that report was "a significant development in this case" and its contents "are undisputed."

The Justice Department did not immediately respond to calls for comment.

The administration of U.S. President Donald Trump implemented the zero-tolerance policy to criminally prosecute and jail all illegal border crossers - even those traveling with their children - which led to a wave of separations last year.

The policy sparked outrage when it became public, and the backlash led Trump to sign an executive order reversing course on June 20, 2018.

The IG report said prior to the officially announced zero-tolerance policy, the government began ramping up separations in 2017 for other reasons related to a child’s safety and well-being, including separating parents with criminal records or lack of proper documents.

A Department of Homeland Security spokeswoman said in January after the IG report came out that the practice of separating apprehended minors from adults to protect the interests of the children has been standard practice “for more than a decade.”

The report also said more than 100 minors, including more than two dozen under age 5, were separated after the President’s executive order.

“The court made clear that potentially thousands of children’s lives are at stake and that the Trump administration cannot simply ignore the devastation it has caused,” Lee Gelernt, ACLU lead attorney in the class-action family separation lawsuit, said on Friday.

Explainer: Egypt votes on changing its constitution

CAIRO (Reuters) – Egypt holds a three-day referendum from Saturday on constitutional amendments that could allow President Abdel Fattah al-Sisi to stay in office until 2030.

Parliament this week overwhelmingly approved the proposals, which would also bolster the role of the military and expand the president’s power over judicial appointments.

Supporters argue that Sisi has stabilized Egypt and needs more time to complete crucial economic reforms. Critics say they fear that the changes will further limit the space for dissent after a wide-ranging security crackdown.

WHAT ARE THE KEY CHANGES?

An amendment to Article 140 of the constitution extends the presidential term to six years from four. An outright bar on any president serving more than two terms will change to a bar on serving more than two consecutive terms.

An additional clause extends Sisi’s current term to six years from four currently since his election victory in 2018, and allows him to run for a third term in 2024.

The amendments provide for the creation of a second parliamentary chamber known as the Council of Senators. It would have 180 members, two-thirds elected by the public and the rest appointed by the president.

Article 200 of the constitution on the role of the military is expanded, giving the military a duty to protect “the constitution and democracy and the fundamental make-up of the country and its civil nature, the gains of the people and the rights and freedoms of individuals”.

The amendments also create the post of vice president, allowing the president to appoint one or more deputies. They task the president with choosing head judges and the public prosecutor from a pool of senior candidates pre-selected by the judiciary.

They further create a quota setting women’s representation in parliament at a minimum of 25 percent.

WHO IS BEHIND THE AMENDMENTS?

The amendments were initiated by the pro-government parliamentary bloc known as Support Egypt, and according to the parliament’s legislative committee report, 155 members submitted the initial proposal.

On Tuesday, 531 out of 596 members of Egypt’s overwhelmingly pro-Sisi parliament voted in favor of the changes.

Parliament speaker Ali Abdelaal has said that the amendments were a parliamentary initiative and that Sisi may not even choose to run again.

“This suggestion came from the representatives of the people in gratitude for the historic role played by the president,” the legislative committee report said.

Proponents of the changes have argued that Sisi, a former army chief, came to power with a huge mandate after mass protests in 2013 against Islamist President Mohamed Mursi’s one year in office. With macro economic indicators improving, they say Sisi deserves more time to build on reforms.

The legislative committee report said religious, academic, political and civil society representatives expressed strong overall support for the changes during a consultation period ahead of the parliament’s final vote.

WHAT DO OPPONENTS SAY?

The legislative committee acknowledged some opposition to the amendments from members of the judiciary and two non-governmental organizations.

Just 22 members of parliament voted against the amendments.

They and other opposition figures say a central promise of the 2011 uprising that toppled then-President Hosni Mubarak is at risk: the principle of the peaceful transfer of power.

They say the amendments were driven by Sisi and his close entourage, and by the powerful security and intelligence agencies.

They also fear the changes thrust the armed forces into political life by formally assigning them a role in protecting democracy.

“If you want your children and grandchildren to live in a modern democratic country with peaceful transition of power, I do not think this is the amendment we would want,” one of the opposition MPs, Haitham el-Hariri, told parliament this week.

While Abdelaal said a wide range of views were given a hearing during the consultation period, opposition figures and activists say genuine debate on the amendments was impossible due to a far-reaching crackdown on political dissent.

Egyptian officials deny silencing dissent and say that Egyptians from all walks of life were given a chance to debate the amendments, adding that all views were factored into the final proposals.

Abdelaal also denied that the amendments prescribe a new role for the military. He told parliament that the armed forces are the backbone of the country and Egypt is “neither a military or a religious state,” state-run Al Ahram newspaper said.

“This is part of (Sisi’s) consolidation of power,” said Steven Cook of the Council on Foreign Relations, an independent U.S.-based think-tank. “From an institutional perspective, Egypt’s counter-revolution is largely complete.”

WHAT HAPPENS NEXT?

Egyptians abroad start voting on Friday, while the vote inside Egypt begins on Saturday, meaning Egyptians have less than four days to read and discuss the changes following their approval by parliament.

Election commissioner Lasheen Ibrahim, who announced the dates of the referendum on Wednesday, did not say when the votes will be counted or the results announced.

More than a week before parliament’s final vote, posters and banners sprung up across the capital Cairo urging people to “do the right thing” and participate, some calling directly for a “yes” vote.

WASHINGTON (Reuters) – U.S. Secretary of State Mike Pompeo on Monday condemned the rise of anti-Semitism as a “cancer metastasizing” in the Middle East, Europe and in the United States, where he said the Trump administration would vigorously oppose it.

In a speech to a major pro-Israel U.S. lobby group in Washington, Pompeo accused Britain’s opposition Labour Party of tolerating anti-Semitism, calling it a “national disgrace”.

He said attacks against Jews were increasing in France and Germany and hate crimes against Jews in the United States were up by one third in 2017. He slammed the “multiple attacks” on the Orthodox Jewish community in Crown Heights, Brooklyn.

Speaking to the American Israel Public Affairs Committee conference, Pompeo said anti-Zionism – opposition to the existence of Israel as a homeland for the Jewish people – was a form of anti-Semitism that was on the rise.

“The Trump administration opposes it unequivocally and we will fight it relentlessly,” he said, “Anti-Zionism is anti-Semitism.”

Earlier on Monday, U.S. President Donald Trump recognized Israel’s 1981 annexation of the Golan Heights in a boost for Prime Minister Bejamin Netanyahu, who faces an election on April 9.

Some political analysts say that Republicans hope support for Israel will attract Jewish voters and note Republicans in Congress were outspoken in condemning comments by Democratic Representative Ilhan Omar that some viewed as anti-Semitic.

At the same time, critics have credited Trump’s confrontational, nationalistic rhetoric with encouraging right-wing extremists and feeding a surge in activity by hate groups in the United States. The administration has flatly rejected that charge.

After a counter-protester was killed in 2017 at a white supremacist rally in Virginia where demonstrators chanted “Jews will not replace us,” Trump said there was blame on “both sides.”

In Britain, Labour has been battling accusations of anti-Semitism for over two years. Nine lawmakers have quit the party, citing the leadership’s handling of anti-Semitism in the ranks as well as its Brexit stance as their reason for leaving.

In France, home to the largest Jewish community in Europe, anti-Semitic attacks increased 74 percent in 2018 to 500, according to figures released in February.

Study: Soft Bedding a Grave Danger to Sleeping Babies

Almost 70% of babies who died from sleep-related suffocation between 2011 and 2014 did so because of soft bedding, a new study reveals.

The finding underscores physicians’ urgent message to new parents that babies should sleep only in cribs or bassinets free of blankets, toys and other potential hazards.

Unintentional suffocation is the No. 1 cause of injury death in babies less than a year old in the United States, with more than 80% of cases occurring in bed. The new study, from a University of Virginia Health System physician and her colleagues, sheds light on how that is happening, revealing that soft bedding is responsible for the vast majority of sleep-related infant deaths (69%). The second most common cause was due to overlay by another person (19%), with 71% of these occurring while sleeping in the same bed with a parent and/or sibling. The third most common was “wedging,” in which babies become trapped between two objects, such as a mattress and wall (12%).

“These results are very significant, because these deaths – clearly due to suffocation – were all preventable” said UVA’s Fern Hauck, MD. “It is also important to note that the causes of suffocation differed by infant age. So, overlaying is a bigger problem for the youngest infants, soft bedding affects infants most commonly under 4 months, and wedging more a problem when infants are older and can move around in bed.”


Democrats have legalized the ability to kill a viably-born child.

Unsafe Infant Sleep Practices

Sleep-related suffocation and strangulation was responsible for 14% of all sudden, unexpected infant deaths during the period reviewed, the researchers determined. Death by soft bedding was most likely to occur in an adult bed, with the babies on their backs. Most often, the suffocation or strangulation was caused by a blanket or blankets.

When babies died of overlay, it was most often the mother who overlaid the infants. In wedging deaths, babies were most likely to become trapped between the mattress and a wall.

“Keeping infants safe is a priority for parents, and these types of suffocation deaths can be prevented by following the American Academy of Pediatrics safe sleep guidelines,” Hauck said. “These include: placing infants to sleep in a safety-approved bassinet or crib in the caregivers’ room; not placing infants alone or with others on adult beds to sleep; keeping all soft objects out of the infant’s sleep area, including blankets and pillows (wearable blankets are preferred over loose blankets); and placing infants on their back to sleep.”

In conducting the study, the researchers reviewed more than 1,800 infant deaths classified as suffocation in the Centers for Disease Control’s national Sudden Unexpected Infant Death Case Registry. The deaths occurred between 2011 and 2014, the most recent year for which data was available. All the babies were less than a year old.

73 dead coyotes found behind a North Carolina subdivision

A large pile of dead coyotes was discovered behind a subdivision in a North Carolina city, and a wildlife officer thinks they were brought from a different location after a hunt.

North Carolina wildlife enforcement officer Sampson Parker said Monday that 73 carcasses were piled in a heap on the ground next to a ditch which leads to a stream in Charlotte. Two residents found them last Thursday on the site of an old wastewater treatment plant. The city bought the property and locked it up.

Mecklenburg County workers say there is no evidence the carcasses impacted the water.

Parker says an investigation shows someone brought the coyotes from a large hunt. He says the coyotes should have been taken to a landfill.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said trade talks with China are going very well, as the world’s two largest economies seek to end talks with a trade agreement to defuse tensions.

Trump said on Thursday he would soon host China’s President Xi Jinping at the White House.

Earlier this week, the White House said that Treasury Secretary Steven Mnuchin and U.S. Trade Representative Robert Lighthizer would travel to Beijing for more talks on a trade dispute marked by tit-for-tat tariffs between the two countries.

MOSCOW/MINSK (Reuters) – Russia is confident it can soon resolve a problem of polluted Russian oil contaminating a major pipeline serving Europe and affecting supplies as far west as Germany, a senior official said on Friday at talks with importers about the issue.

Russian Deputy Energy Minister Pavel Sorokin did not give a precise timeframe but Moscow has previously said it would pump clean oil to the border with Belarus from April 29, seeking to end a crisis hitting the world’s second-largest crude exporter.

Sorokin was speaking at talks with officials from Belarus, Poland and Ukraine in Minsk on the issue. Belarus said the issue had cost it $100 million, while analysts say alternative supply routes for refiners cannot fully fill the gap.

Poland, Germany, Ukraine and Slovakia have suspended imports of Russian oil via the Druzhba pipeline. Halting those supplies has knock-on effects further along the network.

The problem arose last week when an unidentified Russian producer contaminated oil with high levels of organic chloride used to boost oil output but which must be separated before shipment as it can destroy refining equipment.

Russia’s Energy Ministry said pipeline monopoly Transneft and other Russian companies had a plan to mitigate the effects of the contaminated oil. It did not give details.

Russian officials have said contaminated oil has already been pumped into storage in Russia and Friday’s talks would focus on how to partially withdraw the tainted crude from the Druzhba pipeline running via other countries.

The suspension cuts off a major supply route for Polish refineries owned by Poland’s PKN Orlen and Grupa Lotos, as well as plants in Germany owned by Total, Shell, Eni and Rosneft.

Some refiners have outlined plans for alternative supplies, but analysts say other routes cannot meet the shortfall.

OIL PRICES

Ukraine’s Ukrtransnafta suspended the transit of oil through the pipeline on Thursday, closing supplies via Druzhba’s southern route to Slovakia, the Czech Republic and Hungary.

The pipeline issue, which has supported global oil prices, lifted Russian Urals crude differentials to an all-time high on Thursday.

With pipeline supplies to Europe shut, Russia faces a challenge of how to divert about 1 million barrels per day (bpd) that was meant to be shipped through the network to other destinations at the time when export capacity is at its limits.

State-run Russian Railways held talks with energy firms on using up to 5,000 rail tankers to transport crude, RIA news agency reported on Friday.

Concerns about the quality of Urals crude also caused delays in loadings at the Baltic port of Ust-Luga, when buyers refused to lift cargoes, resulting in a brief shutdown of the port on Wednesday and Thursday. An Ust-Luga official and traders said on Friday loadings had resumed.

Russian loading plans indicate it aims to boost Urals exports in May before the expiry of a deal on output cuts agreed with the Organization of the Petroleum Exporting Countries and its allies, Reuters calculations and Energy Ministry data show.

The provisional loading plan for Russia’s Baltic Sea ports and Novorossiisk in May show exports rising to 10.7 million tonnes, the highest level in half a decade.

Minsk estimated its loss from lower oil product exports due to contaminated Russian oil at around $100 million, Russia’s Interfax news agency reported on Thursday, citing Belarusian state oil company Belneftekhim.

Russian Deputy Prime Minister Dmitry Kozak, in charge of government energy policy, said this week that those found responsible for contaminating the oil could be fined. He did not provide names.

(Reuters) – India has once again delayed the implementation of higher tariffs on some goods imported from the United States to May 15, a government official said on Friday.

The new tariff structure was to come into force from May 2, the spokeswoman said without citing reasons for the delay.

Angered by Washington’s refusal to exempt it from new steel and aluminum tariffs, New Delhi decided in June last year to raise the import tax from Aug. 4 on some U.S. products including almonds, walnuts and apples.

But since then, New Delhi has repeatedly delayed the implementation of the new tariff.

Trade friction between India and the U.S. has escalated after U.S. President Donald Trump announced plans earlier this year to end preferential trade treatment for India that allows duty-free entry for up to $5.6 billion worth of its exports to the United States.

In a further blow, U.S. on Monday demanded buyers of Iranian oil stop purchases by May or face sanctions, ending six months of waivers which allowed Iran’s eight biggest buyers including India to continue importing limited volumes.

One of Joe Biden’s newly-hired senior advisers has seemingly had a very recent change of heart.

Symone Sanders, a prominent Democratic strategist and Sen. Bernie Sanders, I-Vt., staffer in 2016, was announced as one of the big-name members of Team Biden on Thursday.

But Sanders, who has also served as a CNN contributor, is seen in resurfaced footage from November 2016 expressing her opposition to a white person leading her party after Donald Trump’s election.

“In my opinion, we don’t need white people leading the Democratic party right now,” Sanders told host Brianna Keilar during a discussion on Howard Dean potentially becoming DNC chairman.

“The Democratic party is diverse, and it should be reflected as so in leadership and throughout the staff, at the highest levels. From the vice chairs to the secretaries all the way down to the people working in the offices at the DNC,” she said.

Sanders wrapped up her remarks by saying: “I want to hear more from everybody. I want to hear from the millennials and the brown folks.”

Footage of the interview was resurfaced by RealClearPolitics.

After news of her hiring broke on Thursday, Sanders backed her new boss on Twitter.

“@JoeBiden & @DrBiden are a class act. Over the course of this campaign, Vice President Biden is going to make his case to the American ppl. He won’t always be perfect, but I believe he will get it right,” she wrote.

The hiring of Sanders has been viewed as another indication of the expected tough fight that Biden and Sanders are in for as the two frontrunners battle a deep Democratic field.

While Sanders himself didn’t torch Biden as he jumped into the race, it’s clear that many of his progressive supporters view the former vice president as a threat.

Biden’s entry into the race – at least in the early going – sets up a battle between himself and Sanders, who thanks to his fierce fight with eventual nominee Hillary Clinton for the 2016 Democratic nomination, enjoys name ID on the level of the former vice president.

Justice Democrats — who also called Biden “out-of-touch” – is an increasingly influential group among the left of the party. They’ve championed progressive Rep. Alexandria Ocasio-Cortez of New York as well as Sanders. The group was founded by members of Sanders 2016 presidential campaign.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Former Democratic National Committee chair Donna Brazile – a Fox News contributor – highlighted that “Joe Biden can occupy his own lane in large part because he’s earned it. He’s earned the right to call himself whatever.”

But she emphasized that “elections are not about the past, they’re about the future…I do believe he has the right ingredients. The question is can he find enough people to help him stir the pot.”
