German aid group says 64 migrants rescued at sea off Libya

The German humanitarian group Sea-Watch says the ship it operates in the central Mediterranean Sea has rescued 64 migrants in waters off Libya.

Sea-Watch wrote Wednesday on Twitter that the people brought to safety from a rubber dinghy included 10 women, five children and a newborn baby.

The group said it carried out the rescue off the coast of Zuwarah after Libyan authorities couldn't be reached. Sea-Watch is asking Italy or Malta to open a port to the rescue ship, the Alan Kurdi.

Both countries have refused to accept ships that humanitarian groups have patrolling the Mediterranean. The embargos have led to dayslong delays in getting rescued migrants to land while European countries haggle over which will take them.

Sea-Watch says it still is searching for 50 migrants missing since Monday.

Israeli kills suspected Palestinian attacker in West Bank

An Israeli shot and killed a Palestinian who he said tried to attack him with a knife near the West Bank city of Nablus.

A Nablus hospital says another Palestinian was moderately wounded in Wednesday's shooting.

The Israeli military says an Israeli civilian shot a Palestinian who attempted to carry out a stabbing. Israel's Beilinson hospital says the Palestinian later died of his wounds.

The Israeli man told local media the Palestinian "jumped on the car with a knife and tried to open the door."

Since 2015, Palestinians have killed over 50 Israelis in West Bank stabbings, shootings and car-ramming attacks. Israeli forces have killed over 260 Palestinians in that same period. Israel says most were attackers, but clashes between protesters and soldiers have also turned deadly.

Building bridges: Soccer diplomacy in divided Cyprus

An initiative to build bridges between the Greek and Turkish speaking communities of ethnically split Cyprus faltered after the leader of the breakaway Turkish Cypriots skipped a soccer match over a dispute of the game's location.

Mustafa Akinci said Tuesday he couldn't attend because the small stadium in the mixed village of Pyla was situated within the jurisdiction of Cyprus' internationally recognized, Greek Cypriot-run government.

He said that meant the element of evenhandedness was lacking.

Despite this, hundreds of people from both communities watched the game between Nea Salamina and Magusa Turk Gucu, and to also catch a glimpse of retired Ivorian football star Didier Drogba who attended as vice president of the Monaco-based group Peace and Sport, an organizer of the event.

Joel Embiid collected 23 points and 13 rebounds as the Philadelphia 76ers cruised to a wire-to-wire, 122-100 victory over the visiting Brooklyn Nets on Tuesday and closed out their Eastern Conference first-round playoff series in five games.

The 76ers advanced to the conference semifinals for the second straight season. They next will face the second-seeded Toronto Raptors in the first postseason meeting between the teams since the 2001 East semifinals, a series the 76ers won in seven en route to their most recent NBA Finals appearance.

Philadelphia posted its third double-digit win of the series, but unlike the wins in Games 2 and 3, when the 76ers pulled away after halftime, the dominating tone was established early.

Embiid scored 10 points as the 76ers scored the game’s first 14 points. The Nets went 0-for-8 on the first 14 possessions before scoring, and the 76ers held a 25-3 lead late in the first and a 32-15 edge after the opening quarter.

Raptors 115, Magic 96

Kyle Lowry scored Toronto’s first nine points as part of a game-opening, 12-1 flurry to propel the Raptors to a blowout win over visiting Orlando and a 4-1 win in an Eastern Conference first-round playoff series.

With a chance to wrap up the best-of-seven set at home, the Raptors wasted no time taking charge. Lowry hit four field goals — including a 3-pointer — in his early burst, and Kawhi Leonard added a three-point play as Toronto went up by 11 before the game was three minutes old.

Leonard finished with 27 points and Pascal Siakam scored 24 for the Raptors, who had never previously won four straight games in the same playoff series. D.J. Augustin scored a team-high 15 points for the Magic.

Nuggets 108, Spurs 90

Jamal Murray had 23 points and seven assists, and host Denver beat San Antonio in Game 5 of a Western Conference playoff series.

The Nuggets lead the series 3-2 heading into Game 6 at San Antonio on Thursday night. Game 7, if necessary, would be played Saturday in Denver.

Nikola Jokic amassed 16 points, 11 rebounds and eight assists, Will Barton scored 17 points off the bench, and Gary Harris had 15 points for Denver. LaMarcus Aldridge had 17 points and 10 rebounds, and DeMar DeRozan also scored 17 for the Spurs, who lost a second game in a row.

Trump signs legislation promoting Bob Dole to colonel for WWII service

President Trump on Monday signed legislation authorizing the honorary promotion of former Sen. Bob Dole, R-Kan., from captain to colonel in the U.S. Army in recognition of his service in World War II.

The legislation, which was passed unanimously last month by the House of Representatives after going through the Senate, recognizes Dole’s time spent in the armed forces during World War II, where he earned two Purple Hearts and was twice awarded the Bronze Star Medal with Valor.

"I was proud to wear our nation's uniform 77 years ago when I enlisted, and my pride in America's brave servicemen and women continues today," Dole said in a statement in March, when Congress passed the legislation authorizing his promotion.

The 95-year-old Dole, who ran for president in 1996, was last seen publicly in December when he rose from a wheelchair to salute the coffin of former President George H.W. Bush in the Capitol rotunda.

Trump last year praised Dole as a “great American” during a presentation awarding the former lawmaker the Congressional Gold Medal, the highest civilian honor bestowed by Congress.

Compromise seeks to limit president's emergency declarations

The White House and Republican senators sought compromise on limiting presidents' powers to unilaterally declare national emergencies, as chances improved that President Donald Trump might avoid a long-expected rejection by Congress of his effort to divert billions more for building barriers along the Mexican border.

As a Thursday showdown vote in the Senate neared, GOP Sens. Mike Lee of Utah, Thom Tillis of North Carolina and others were talking with the White House about related legislation that would curb the ability of presidents to declare national emergencies. If Trump would commit to signing a bill handcuffing future emergency declarations, more GOP senators might support his border emergency declaration in Thursday's crucial vote.

Lee and Tillis were among five GOP senators who met privately Tuesday at the Capitol with Vice President Mike Pence as Republicans sought a way to bolster support for Trump. Since the Democratic-run House voted last month to block Trump, Senate passage of the resolution rejecting the border emergency would send it to the White House, where it would face a certain veto — Trump's first.

By late Tuesday, there were indications that GOP opposition to Trump's emergency along the Mexican border was softening. If it stands, the declaration would let Trump divert $3.6 billion from military construction projects to build border barriers, even though Congress had voted to limit him to less than $1.4 billion for barrier construction in the budget.

Tillis is among four Senate Republicans who have said they'd vote with Democrats to oppose Trump's border emergency. At a closed-door lunch Tuesday, Tillis suggested he could be open to backing the president, said two people familiar with his comments. One said Tillis told his colleagues he could change his vote if Trump was indeed ready to curb presidential powers to declare emergencies without Congress' approval.

The two spoke on condition of anonymity to reveal private conversations. A Tillis aide did not return messages left for him. Tillis faces a potentially tough re-election fight next year.

Republicans control the Senate 53-47, meaning that four GOP defections would be enough to send the resolution blocking Trump's border emergency to the White House. The others are Sens. Susan Collins of Maine, Lisa Murkowski of Alaska and Rand Paul of Kentucky.

Paul said earlier this month that there were "at least 10" GOP senators prepared to oppose Trump's emergency. But he told reporters Tuesday that he now expects fewer defections. GOP senators are "being beaten up right now" to fall in line, he said. "So if you see anybody that's got blood dripping out of their ear, they may be changing," he said.

Murkowski said in an interview that she would consider backing legislation "that actually does constrain" the president's emergency powers, but added, "At this point in time, we don't have it."

If the Senate sends the resolution blocking Trump's border emergency to the White House, Congress would be highly unlikely to muster the two-thirds majorities needed to eventually override a veto.

But final congressional approval of the resolution on Thursday would highlight a clash in which Trump was being forced to protect his signature campaign promise — building a wall along the U.S.-Mexico border — by vetoing legislation sent to him by a Republican-led Senate. Congress has never before voted to overturn a president's emergency declaration.

"They'd like to win and short of that they don't want a jailbreak" with large numbers of Republicans defecting, Sen. John Cornyn, R-Texas, an adviser to Senate GOP leadership, said of the eleventh-hour White House lobbying effort.

Under a 1976 law, presidents have wide discretion in determining when a national emergency has occurred. Congress can vote to block an emergency declaration, but the two-thirds majorities required to overcome presidential vetoes make it hard for lawmakers to prevail.

Lee's proposal, released late Tuesday, says a presidential emergency would last 30 days unless Congress votes to extend it. It would apply to future emergencies, not Trump's current border emergency.

The White House wants to extend the 30-day period, perhaps to 30 days when Congress is in session, said one GOP aide familiar with the discussion who spoke on condition of anonymity to describe closed-door talks.

A vote on Lee's plan was expected after Congress returns from a recess later this month.

Democrats and some Republicans say Trump was abusing the emergency law by issuing a declaration to access money Congress had explicitly voted to deny him. Trump had repeatedly said Mexico would pay for the wall, which is not happening.

Tillis requested Pence's meeting with senators, and Pence largely was there to listen, an administration official said. Pence urged them to stand with Trump in Thursday's vote.

The White House says that Trump is within his rights to declare the national emergency and that opposing him will be seen as a vote against border security — which could play poorly in their home states.

The strongest chance of blocking Trump's border emergency is likely several lawsuits filed by Democratic state attorneys general, environmental groups and others.

German manufacturing contracts for third month in a row: PMI

BERLIN (Reuters) – German manufacturing contracted further in March, a survey showed on Friday, compounding fears that unresolved trade disputes are exacerbating a slowdown in Europe’s biggest economy.

After nine successive years of growth, the German economy is facing trade conflicts between the United States and both China and the European Union as well as weakening economic activity in the euro zone.

IHS Markit’s flash composite Purchasing Managers’ Index (PMI) measuring activity in services and manufacturing, which together account for more than two-thirds of the economy, fell to 51.5, it lowest reading since June 2013.

The fall was mainly driven by the weakest activity in manufacturing since August 2012. That sub-index fell to 44.7, remaining below the 50.0 mark separating growth from contraction for a third straight month.

Growth in services slowed to 54.9, after rebounding to 55.3 in February.

Markit economist Chris Williamson said the diverging trends raised the question of how long services can continue to provide impetus for the economy and help it avoid a recession.

“As long as you get growth in the services sector you can avoid a wider recession,” he said.

“When you look at the employment trend and new orders, they pose a downside to the outlook. They look like they will subdue business confidence further and lead to a further retrenchment of spending by businesses and consumers, raising the risk of a recession.”

The survey showed that manufacturers had laid off people in March, the first such development in three years. New orders contracted for the sixth time in a row.

Williamson said manufacturing contracted 1 percent in the first quarter, compared with a 1.7 percent expansion in services. That suggested the economy grew by 0.2 percent in the first quarter, he said.

In addition to trade hostilities, manufacturing is also facing the risk of Britain leaving the European Union without an agreement on the terms of its departure.

Germany narrowly avoided a recession in the fourth quarter, when growth stagnated after contracting in the third quarter.

The economy has been relying on consumption for growth. A robust labor market, rising wages and low interest rates have been supporting the consumption-driven cycle.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
