Mother suspected of killing baby, tossing son from landing

A mother suspected of killing her 7-month-old daughter, then throwing or dropping her young son from a second-story apartment building and jumping herself could face a murder charge while investigators hunt for a motive, police said.

The 24-year-old woman and her 1 ½-year-old boy were hospitalized in stable condition after Upland police were called to the apartment east of Los Angeles on Tuesday morning, Capt. Marcelo Blanco said.

"This is very unusual. It's extremely tragic," Upland police Capt. Marcelo Blanco said.

Officers went to the apartment building after a neighbor called 911 to report that a child was screaming or crying, and then she noticed that the woman was holding the child over a second-story landing, Blanco said.

"She proceeded to drop the child down from the second story," the captain said. "From what we gather, it was an intentional act, it wasn't accidental."

The boy fell about 12 to 15 feet, suffering a broken foot, and the mother jumped when officers arrived, Blanco said. She landed face down, suffering facial injuries.

Police then made a safety check of the second-story apartment and found the woman's approximately 7-month-old daughter inside. She wasn't breathing.

Her breathing was restored but she died at a hospital, Blanco said.

The cause of her death will be determined but she had a possible skull fracture and internal injuries, he said.

The mother, whose name was not immediately released, was expected to be booked on suspicion of murder after being medical cleared, Blanco said.

Video from KCAL-TV showed the woman sitting on grass outside the building with her hands handcuffed behind her. One child, strapped to a board, was loaded into a helicopter for the flight to the hospital.

The children's distraught father was called home from work and police had to hold him back as he struggled to climb the stairs to the apartment.

He spoke to police but "has no idea what led to this," Blanco said.

The property manager said the family had moved into the unit about a year ago, KCAL-TV reported.

"I would have never thought that she would be capable of doing anything like that but you know, mothers go through postpartum depression, it's a real thing," a neighbor, Kaeleigh Calderon, told the station.

"They've always been very quiet," she said of the family. "I've never heard them arguing, I've never heard them bickering."

Dollar edges up in thin post-holiday trade after positive U.S. data

By Daniel Leussink

TOKYO (Reuters) – The dollar drifted higher against the euro and British pound on Monday, supported by the relative strength of the U.S. economy, though moves remained small as many investors were still away for the long Easter weekend.

Financial markets in Australia, Hong Kong and many major countries in Europe are closed on Monday for the Easter holiday. Currency trading continues globally but volume is expected to be light.

The dollar has found support in recent weeks on the back of a gradual rise in U.S. 10-year Treasury yields and signs of strength in the world’s top economy, including better-than-expected retail sales in March, following a weak start to the year.

“It’s better to say that the euro has been weak rather than that the dollar is strong,” said Yukio Ishizuki, senior currency strategist at Daiwa Securities.

“Traders have mostly priced in the weakness of the euro zone economy by now,” Ishizuki said. “It’s a little bit difficult to see the euro weakening further from here, so I think it will be hard for the dollar to strengthen.”

The dollar index was last down a tenth of a percent at 97.369, drifting slightly lower after booking a 0.4-percent gain last week.

The index remained within striking distance of its 2019 high of 97.71 brushed in early March.

Investors’ immediate focus will be on U.S. existing home sales for March, due at 1400 GMT, for further cues on the health of the U.S. economy.

In February, U.S. home sales surged to their highest in 11 months, as the country’s housing market showed renewed momentum following a pause in interest rate hikes by the Federal Reserve.

The euro was a tad lower at $1.1244, adding to last week’s losses of nearly half a percent after data on Thursday showed that activity in Germany’s manufacturing sector shrank for a fourth straight month in April.

The pound was last down 0.05 percent at $1.2994, dipping below the $1.30 handle and nearly 0.4 percent off a two-month low of $1.2945 hit last month.

Against the Japanese yen, the dollar was 0.1 percent higher at 111.98 yen, within reach of this year’s peak of 112.17 hit on Wednesday last week.

Starting Saturday, Japan will have an unprecedented 10-day holiday from late April to early May to mark the ascension of the new emperor, Crown Prince Naruhito.

Daiwa’s Ishizuki said he expected currency trading by Japanese investors to remain relatively light as traders and companies are shifting into holiday mode.

Prisoner sentenced for trying to order bomb to kill ex-wife

A man already serving 50 years for murder in South Carolina will spend another four decades in federal prison for trying to order a bomb to kill his ex-wife in Florida.

The State reports that a judge on Monday handed 32-year-old Michael Young his federal sentence, which won't begin until his state sentence ends in 2057.

In 2007, Young shot and wounded his estranged wife and killed her father, 49-year-old Robert Lynn Bell, who was trying to protect her.

His lawyer told a judge in 2011 that Young was "a completely different person now." But evidence showed he obtained an illegal cellphone in prison to access the darknet in 2017. He contacted a man he thought was a Russian arms dealer, but was in fact an undercover FBI agent.

Ukraine quite ahead of presidential election

Ahead of Sunday's hotly contested presidential election, Ukraine is observing a so-called "day of silence" in which campaigning is forbidden.

The campaign hit a dramatic high on Friday night when the comic actor who is far ahead in public opinion polls debated with President Petro Poroshenko in the country's largest sports stadium.

Poroshenko denounced Volodymyr Zelenskiy, who has never held political office, saying he would be too weak and inexperienced to stand up to Russia's attempts to bring Ukraine back within its orbit. Zelenskiy in turn criticized Poroshenko for failing to rein in corruption during his five years in office.

In a melodramatic moment, both kneeled to ask forgiveness of those who have lost relatives in five years of fighting with Russia-backed separatists in eastern Ukraine.

Body of teen who disappeared after witnessing slaying found

Florida authorities have found the body of a 14-year-old boy who disappeared in 2017 days after he witnessed a man's slaying.

Sarasota Deputy Police Chief Pat Robinson told reporters on Tuesday that the body of Jabez Spann had been found over the weekend in a rural area in neighboring Manatee County. The body was identified by dental records. No cause of death was announced, but the case is being investigated as a homicide.

Spann disappeared on Sept. 4, 2017, about a week after police say he witnessed the slaying of 31-year-old Travis Combs.

Police reports say three men chased Combs into a field next to his home just as Spann was leaving a friend's house next door. Spann saw the men shoot Combs and flee.

Germany Backpedals on NATO Spending Promise

Germany is poised to renege on its promise to boost NATO spending, backtracking on a public commitment last year by Chancellor Angela Merkel to increase German military expenditure to 1.5% of gross domestic product by 2024 – bringing it closer to the 2% level set by NATO themselves, according to the Wall Street Journal.

If confirmed at a cabinet meeting on Wednesday, the move would mark a fresh step in the gradual estrangement between the U.S. and its erstwhile loyal European ally and comes after Mr. Trump’s repeated attacks of North Atlantic Treaty Organization leaders for not meeting a 2% military-spending target.WSJ

Berlin currently spends around €43 billion ($49 billion), equal to just over 1.2% of GDP on defense. Under a new plan unveiled on Monday by the finance ministry, the spending would rise to just 1.37% of GDP next year, then decrease again to 1.33% in 2019, 1.29% in 2022 and 1.25% in 2023.

“The commitment we have made to NATO states that spending should reach 2% if the budget conditions allow for it. We haven’t abandoned the target but it remains a challenge that the federal government wants to master,” said a senior government official.

Berlin’s change of heart is the second recent rebuke of President Trump – who publicly embarrassed Germany during a July 2018 bilateral breakfast over their reliance on Russian energy.

Germany is “captive of Russia because it is getting so much of its energy from Russia,” said Trump, adding “The former Chancellor of Germany is the head of the pipeline company that is supplying the gas.”

“Ultimately Germany will have almost 70 percent of their country controlled by Russia with natural gas. So you tell me, is that appropriate?” Trump asked. “It should have never been allowed to happen. So Germany is totally controlled by Russia.”

Berlin has not taken kindly to Trump’s rhetoric, which includes criticism over Germany’s decision to let Chinese technology giant Huawei build their next generation 5G mobile network.

“NATO members clearly pledged to move towards, not away, from 2% by 2024. That the German government would even be considering reducing its already unacceptable commitments to military readiness is a worrisome signal to Germany’s 28 NATO allies,” said the US ambassador to Germany, Richard Grenell.

France goes the other way

Speaking at the Atlantic Council in Washington, French armed forces minister Florence Parly said Monday that France “Fully support[s] the US insistence on the 2%,” adding that French President Emmanuel Macron suggested that Europeans might enshrine this objective in a treaty.

That said, Parly also knocked the United States for what she described as an increasingly transactional relationship with allies.

“NATO’s solidarity clause is called Article 5, not Article F-35,” said Parly, adding “I’m personally more concerned at the notion that the strength of NATO solidarity might be made conditional on allies buying this or that equipment. The alliance should be unconditional, otherwise it’s not an alliance.”

Last year, Trump said he was willing to help smaller, less-wealthy countries purchase U.S. weapons.

“We are not going to finance it for them but we will make sure that they are able to get payments and various other things so they can buy — because the United States makes by far the best military equipment in the world, the best jets, the best missiles, the best guns, the best everything,” he said at a news conference.

In his most recent budget proposal, Trump has also sought to revive a failed effort from the early days of the administration to offer flexible loans to countries to help them purchase everything from trucks to military training to fighter jets and drones.Defense One

To help smaller countries buy US military equipment, a State Department official said that it would be seeking up to $8 billion to “make U.S. defense equipment a more competitive and more affordable option for partner countries.”

Audio recording, tweet suggest Cory Booker, Kamala Harris bucked Dems’ AIPAC boycott

A leaked audio recording caught presidential candidate Sen. Cory Booker, D-N.J., saying he and the leader of the American Israel Public Affairs Committee (AIPAC) “text message back and forth like teenagers” during the lobby group’s annual policy conference in Washington earlier this month.

Booker spoke with members of AIPAC’s New Jersey delegation during the three-day gathering, despite a campaign by progressive advocacy group MoveOn that called on 2020 candidates to snub the event.

“Cory was the subject of some fake news,” AIPAC president Mort Fridman said, according to the Intercept. “An organization threatened a number of presidential candidates and said ‘Don’t show up to AIPAC.’  I immediately got a call from Cory’s office saying well obviously Cory’s gonna be there. ... Cory stands with the state of Israel. And Cory stands with the U.S.-Israel alliance.”

"Cory was the subject of some fake news. An organization threatened a number of presidential candidates and said ‘Don’t show up to AIPAC.’  I immediately got a call from Cory’s office saying well obviously Cory’s gonna be there."

During his address, Booker thanked Fridman for his “leadership and friendship” and addressed the rise in bigotry and anti-Semitism.

“Let me be clear,” Booker said. “Anti-Semitism is un-American. It is anti- American. It violates, most deeply, our commonly held values, and we must take steps on the global stage against vicious acts that target hatred.”

To prove his point, he reminded listeners about his co-sponsorship of the Israel Anti-Boycott Act, which opposes international efforts to encourage the Boycott Divestment and Sanctions (BDS) movement while protecting First Amendment rights, the news site reported.

TRUMP'S SUPPORT FOR ISRAEL'S SOVEREIGNTY OVER GOLAN HEIGHTS EXPECTED TO MAKE WAVES AT UN

The BDS movement encourages companies to stop doing business with Israel. The bill opposes efforts to encourage the boycott. Civil rights groups argue it could allow criminal penalties for nonviolent activism.

Booker also told the audience of his work with AIPAC to block fellow Democrats from boycotting Israeli Prime Minister Benjamin Netanyahu's 2015 address to Congress to state his opposition to the Iran nuclear deal.

He also criticized fellow Democrat Rep. Ilhan Omar, D-Minn., who was condemned by officials from both political parties after tweeting “It’s all about the Benjamin’s, baby” last month, in reference to AIPAC’s influence in Congress.

But Booker wasn't the only Democrat to interact with AIPAC during the conference.

Sen.Kamala Harris met with AIPAC representatives in her Senate office in Washington rather than attend the conference, Haaretz reported. Harris also tweeted photos from the meeting.

Netanyahu mentioned Omar’s tweet during his address at the conference.

"Take it from this Benjamin: It’s not about the Benjamins!” Netanyahu said to the Washington conference via satellite.

Booker likewise criticized Vice President Mike Pence’s AIPAC speech as partisan.

"There was no grace in his remarks,” said Booker. “There was no, ‘let's reach out and unify Democrats and Republicans.’” the Jerusalem Post reported.

WELLINGTON (Reuters) – China’s Huawei Technologies said Britain’s decision to allow the firm a restricted role in building parts of its next-generation telecoms network was the kind of solution it was hoping for in New Zealand, where it has been blocked from 5G plans.

Britain will ban Huawei from all core parts of 5G network but give it some access to non-core parts, sources have told Reuters, as it seeks a middle way in a bitter U.S.-China dispute stemming from American allegations that Huawei’s equipment could be used by Beijing for espionage.

Washington has also urged its allies to ban Huawei from building 5G networks, even as the Chinese company, the world’s top producer of telecoms equipment, has repeatedly said the spying concerns are unfounded.

In New Zealand, a member of the Five Eyes intelligence sharing network that includes the United States, the Government Communications Security Bureau (GCSB) in November turned down an initial request from local telecommunication firm Spark to include Huawei equipment in its 5G network, but later gave the operator options to mitigate national security concerns.

“The proposed solution in the UK to restrict Huawei from bidding for the core is exactly the type of solution we have been looking at in New Zealand,” Andrew Bowater, deputy CEO of Huawei’s New Zealand arm, said in an emailed statement.

Spark said it has noted the developments in Britain and would raise it with the GCSB.

The reports “suggest the UK is following other European jurisdictions in taking a considered and balanced approach to managing supplier-related security risks in 5G”, Andrew Pirie, Spark’s corporate relations lead, said in an email.

“Our discussions with the GCSB are ongoing and we expect that the UK developments will be a further item of discussion between us,” Pirie added.

New Zealand’s minister for intelligence services, Andrew Little, did not immediately respond to a request for comment.

British culture minister Jeremy Wright said on Thursday that he would report to parliament the conclusions of a government review of the 5G supply chain once they had been taken.

He added that the disclosure of confidential discussions on the role of Huawei was “unacceptable” and that he could not rule out a criminal investigation into the leak.

The decisions by Britain and Germany to use Huawei gear in non-core parts of 5G network makes it harder to prove Huawei should be kept out of New Zealand telecommunication networks, said Syed Faraz Hasan, an expert in communication engineering and networks at New Zealand’s Massey University

He pointed out Huawei gear was already part of the non-core 4G networks that 5G infrastructure would be built on.

“Unless there is a convincing argument against the Huawei devices … it is difficult to keep them away,” Hasan said.

Well, Joe Biden didn’t exactly clear the field.

I don’t think it matters much that Biden waited until yesterday to become the 20th Democrat vying for the nomination, even though it exposed him to weeks of attacks while he seemed to be dithering on the sidelines.

A much greater warning sign, in my view, is the largely negative tone surrounding his debut. He is, after all, a former vice president, highly praised by Barack Obama, who has consistently led in the early primary polls, and beating President Trump in head-to-head matchups. Yet much of the press is acting like he’s an old codger and it’s just a matter of time before he keels over politically.

This is all the more remarkable in light of the fact that the vast majority of journalists and pundits know and like Joe Biden and his gregarious personality.

The reason is that Biden, after a half-century in politics, lacks excitement, and the press is magnetically attracted to novel and unorthodox types like Beto and Mayor Pete. You don’t see Biden on the cover of Vanity Fair, and a grind-it-out win by a conventional warrior doesn’t set journalistic hearts racing.

JOE BIDEN ANNOUNCES 2020 PRESIDENTIAL BID: 3 THINGS TO KNOW ABOUT THE FORMER VICE PRESIDENT

For many in the media, Biden isn’t liberal enough, at least not for the post-Obama era. He doesn’t promise free college and free health care and has a history of working with Republicans, such as John McCain (whose daughter Meghan loves him, and Biden will hit “The View” today.)

What’s more, Biden’s campaign style — speak at rallies, rack up union endorsements — seems hopelessly old-fashioned when we measure popularity by Instagram followers. News outlets are predicting he’ll have trouble getting in the online fundraising game, leaving him reliant on big donors, which used to be standard practice.

And then there’s the age thing. Biden would be the oldest president to be inaugurated, at 78, and he looked a step slow in encounters with reporters yesterday and a few weeks ago.

But what if the journalists are in something of a Twitter bubble, and the actual Democratic Party is much more moderate? We saw that with the spate of allegations by women of unwanted touching, which dominated news coverage until polls showed that most Dem voters weren’t concerned. In that wider world, the Scranton guy’s connection to white, working-class voters could help him against Trump in the industrial Midwest.

SUBSCRIBE TO HOWIE’S MEDIA BUZZMETER PODCAST, A RIFF OF THE DAY’S HOTTEST STORIES

Biden denounced the president’s term as an “aberrant moment” in his launch video, saying four more years would damage the country’s character and “I cannot stand by and watch that happen.”

But first, he’d have to win the nomination in the face of an unenthusiastic press corps.

A New York Times news story said Biden would be “marshaling his experience and global stature in a bid to lead a party increasingly defined by a younger generation that might be skeptical of his age and ideological moderation.”

The Washington Post quoted Democratic strategists as saying that Biden faces an “uphill battle” and “isn’t necessarily the heir apparent to Obama, despite being his No. 2 in the White House for eight years. They argue voters will judge Biden by the span of his decades-long career and are worried the veteran pol hasn’t yet found a winning formula for his own candidacy.”

The liberal Slate said the ex-veep’s rivals view him as a “paper tiger”:

“Biden is something more like a 2016 Jeb Bush: a weak establishment favorite whose time might be past … Biden’s biggest challenge in the primary will be a compromised past spanning nearly 50 years.”

“Compromised” suggests a history of scandal, yet what Slate means is political baggage, such as his backing of a Clinton-era crime bill unpopular with black voters today. Yet I think the rank and file isn’t as concerned about a vote back in 1994, or even the Anita Hill hearings, as the chattering classes.

BIDEN’S SENATE RECORD, ADVOCACY OF 1994 CRIME BILL WILL BE USED AGAINST HIM, EX-SANDERS STAFFER SAYS

One of the few left-leaning pundits to suggest the press is underestimating Biden is data guru Nate Silver at 538:

“Media coverage could nonetheless be a problem for Biden. Within the mainstream media, the story of Biden winning the nomination will be seen as boring and anticlimactic. That tends not to lead to favorable coverage. Meanwhile, some left-aligned media outlets may prefer candidates who are some combination of more leftist, more wonkish, more reflective of the party’s diversity, and more adept on social media.

“If Biden is framed as being out of touch with today’s Democratic Party and that narrative is repeated across a variety of outlets, it could begin to resonate with voters who don’t buy it initially. If he’s seen as a gaffe-prone candidate, then minor missteps on the campaign trail could be blown up into big fumbles.”

Look, it’s entirely possible that Biden could stumble, get lapped in fundraising and just be outclassed by younger and savvier rivals. He was hardly a great candidate in 1987 and in 2008.

But if the former vice president finds his footing and the field narrows, the press will be forced to change its tune, and we’ll see a spate of stories about how Joe Biden has “grown.”

GERMISTON, South Africa (Reuters) – Olympic 400 meters champion Wayde van Niekerk has backed South African compatriot Caster Semenya in her battle with the International Association of Athletics Federations (IAAF), which now appears to have taken a new twist.

Semenya, a double 800 meters Olympic gold medalist, is waiting for the outcome of her appeal to the Court of Arbitration for Sport (CAS) to halt the introduction of new regulations by governing body IAAF that would require her to take medicine to limit her natural levels of testosterone.

The IAAF wants female athletes with differences of sexual development who run in events from 400 meters to a mile, to reduce their blood testosterone level to below five (5) nmol/L for a period of six months before they can compete, saying they have an unfair advantage.

“She’s fighting for something beyond just track and field, she’s fighting for woman in sports, in society and I respect her for that,” Van Niekerk told reporters.

“I will support her and with the hard work and talent that she’s been putting into the sport. With what she believes in and what she’s dreaming for, I’ve got a lot of respect for her.

“I really hope and pray that everything just goes from strength to strength for her.”

Semenya has sprung a surprise at the on-going South African Athletics Championships though, ditching the 800 meters and instead competing over 1,500 and 5,000-metres – the latter one would not require her to medically lower her testosterone level.

She stormed to victory in the 5,000-metres final in a modest time of 16:05.97, but looked to have lots left in the tank as she passed the finish line.

Semenya beat fellow Olympian and defending national 5,000m champion Dominique Scott in Thursday’s final but the latter admitted she is unsure whether the 800m specialist could be a serious Olympic contender over the longer distance.

“Honestly‚ I have no idea‚” Scott said. “Before today I probably would have said no. It’s hard to compare a 5,000 at altitude to a 5,000 at sea level.

“But I think she’s an amazing runner and I don’t think there’s any limit or ceiling on what she can do.”

Van Niekerk, the 400m world record holder, had to abort his comeback from a knee injury, that had sidelined him for 18 months, following a combination of cold weather and a wet track.

“We are trying to take the correct decisions now early in the year so as not to put myself in any harm,” he said.

“It was a bit chilly this entire week prepping and coming through here as well it was quite cold and it caused bit of tightness in my leg. We decided to not risk it.

“My recovery is going well and I would like to be back in competition this year, but will only do so if I can deliver a good performance.

“I am a competitor and respect my opponents, so I need to be at my best when I return.”

Investigators determined the attackers received military training from someone called “Army Mohideen.” They also received weapons training overseas and at some locations in Sri Lanka, according to authorities.

A copper factory operator arrested in connection with the bombings helped Mohideen make improvised explosive devices, police said. The bombings have led to increased security throughout the island nation as authorities warned of another attack.
