Sri Lanka wakes to emergency law after Easter bombing attacks

COLOMBO (Reuters) – Sri Lankans woke to emergency law on Tuesday as authorities searched for those behind suicide bomb attacks on churches and luxury hotels that killed 290 people at the weekend, with the focus turning to militants with links to foreign groups.

No group has yet to claim responsibility for Easter Sunday’s attacks on three churches and four luxury hotels that also wounded about 500 people.

Police spokesman Ruwan Gunasekera said the number of people arrested since Sunday had risen from 24 to 40. They are mainly Sri Lankans, although Gunasekera said police were investigating whether foreigners were involved in the attacks carried out by seven suicide bombers.

The president’s office declared that emergency law would come into effect from midnight, giving police extensive powers to detain and interrogate suspects without court orders. An overnight curfew was also put into effect.

The declaration came after nerves were frayed even further in the seaside capital Colombo when explosives went off on Monday near one of the churches hit in Sunday’s attacks while bomb squad officers were working to defuse a device.

CNN reported the blast was a controlled detonation.

Tuesday was also declared a national day of mourning.

The attacks brought a shattering end to a relative calm that had existed in the Indian Ocean island since a bitter civil war fought by Tamil separatists ended 10 years ago and raised fears of a return to sectarian violence.

It also underlined concerns over fractures in the Sri Lankan government, with questions raised over whether an intelligence tip-off was shared at the appropriate levels.

A government spokesman has said an international network was involved in the bombings but suspicion has focused on Islamist militants in the Buddhist-majority South Asian country. The nation of about 22 million people also has significant numbers of Hindus, Muslims and Christians.

The Washington Post quoted an unidentified law enforcement official as saying Federal Bureau of Investigation (FBI) agents were being sent to Sri Lanka to assist in the investigation.

The FBI has also offered laboratory expertise to test evidence and analysts were scouring databases for information that might shed light on tea attacks, the Post said.

U.S. intelligence sources said the attacks carried some of the hallmarks of the Islamic State extremist group, although they were cautious because the group had not claimed responsibility.

Islamic State is usually quick to claim responsibility for, or links to, attacks against foreign targets or religious groups whether they were involved or not.

INTERNAL FEUD

A document seen by Reuters showed that police had received a tip-off of a possible attack on churches by a little-known domestic Islamist group this month.

The intelligence report, dated April 11, said a foreign intelligence agency had warned authorities of possible attacks on churches by the National Thawheed Jama’ut group. It was not immediately clear what action, if any, was taken in response.

Questions over why the intelligence warning was not acted upon could feed into a feud between Prime Minister Ranil Wickremesinghe and President Maithripala Sirisena.

Sirisena fired Wickremesinghe last year only to be forced to reinstate him under pressure from the Supreme Court and their relationship is reported to be fraught.

International experts said, even if a Sri Lankan group had carried out the attacks, it was likely that al Qaeda or Islamic State were involved given the level of sophistication of the apparently coordinated bombings.

Footage on CNN showed what it said was one of the bombers wearing a heavy backpack. The man patted a young child on the head before entering the Gothic-style St. Sebastian church in Katuwapitiya, north of Colombo. Dozens were killed there.

Most of the dead and wounded were Sri Lankans, although government officials said 32 foreigners were killed. That included British, U.S., Australian, Turkish, Indian, Chinese, Danish, Dutch and Portuguese nationals.

China’s embassy in Sri Lanka warned Chinese nationals on Tuesday against traveling to Sri Lanka in the near term because of “huge security risks”.

China is a major investor in Sri Lanka. The embassy said one Chinese national was killed, five were wounded and another five were missing.

Among the victims were three of the four children of Anders Holch Povlsen, Denmark’s richest man.

Eight Britons were also killed, including Anita Nicholson, her 14-year-old son and her 11-year-old daughter. Nicholson’s husband survived the attack on the Shangri-La Hotel in Colombo.

ABC: Herman Cain to Abandon Fed Reserve Nomination

Facing a steep uphill battle in the Senate, Herman Cain is expected to withdraw from a possible post on the Federal Reserve's Board of Governors, according to a new report.

ABC News reported Thursday evening Cain will make his decision known in the coming days.

Cain ran for president in 2012 and served as chair of the Federal Reserve Bank of Kansas City from 1995-1996. He also worked as the chairman and CEO of Godfather's Pizza from 1986-1996. Democrats — and even some Republicans — have questioned Cain's qualifications to serve on the Federal Reserve Board.

Earlier Thursday, a fourth Republican — Sen. Kevin Cramer, R-N.D. — said he would not vote for Cain. Without any votes from Democrats and independents, Cain's nomination would fall short in the Senate.

Sens. Mitt Romney, R-Utah, Lisa Murkowski, R-Alaska, and Cory Gardner, R-Colo., were also opposed to Cain serving in the role.

President Donald Trump has not officially nominated Cain, but he was planning to.

Democratic presidential candidate Andrew Yang appeared on “Fox and Friends” Friday morning to defend his campaign’s key proposal of giving $12,000 to each American adult every year and criticized Democrats for their newfound support for the abolition of the Electoral College.

Yang, former ambassador of global entrepreneurship in the Obama administration and a long-shot candidate for the party’s nomination, was grilled by the show hosts and the audience about his universal basic income program, dubbed “Freedom Dividend,” and his other views.

“You have to look up who are going to be the biggest winners from artificial intelligence and self-driving cars and trucks and new technologies. Amazon, Google, Facebook and Uber. The American people are gonna see very little of the gains in the innovation,” said Yang.

He added that due to an increasing automation, “most of us” won’t work at Amazon or other companies, leaving the rest of the people at a disadvantage because their source of income will disappear.

Yang points out that his idea isn’t new in American politics as Alaska has had a petroleum dividend for about 40 years and remains to be widely popular among the people.

“We need to do the same thing with technology and the new innovations in our economy. We can create a lot of the wealth. But the question is right now who is going to see that wealth? It's not going to be most Americans. It's going to be people who happen to be shareholders in these companies,” he added.

Yang was also asked by the audience on issues other than his bold proposal, particularly whether he believes the Electoral College ought to be abolished, a view shared by leading 2020 presidential candidate Elizabeth Warren.

“Getting rid of the Electoral College to me, I don't even know why we are talking about it in the sense that it has been part of our laws for decades and it would require a constitutional amendment to change Electoral College,” Yang said in response to a question from the audience.

I will say as a Democrat, it's very, very bad form to look like you’re trying to change the rules when you’ve been losing by the rules that everyone agreed on for decades.”

He also reiterated during the show that his “Freedom Dividend” proposal isn’t a free lunch given to people while making it harder to become an American success story. Instead, he says, it’s a response to a changing economy that will negatively impact communities across the country.

SAITAMA, Japan (Reuters) – Unstoppable French ice dance duo of Gabriella Papadakis and Guillaume Cizeron took their fourth world championship crown and set a new world record with a sensual routine that won a standing ovation from the packed crowd on Saturday.

The two, who were narrowly edged out of gold at the Pyeongchang Olympics after Papadakis’s costume came unfastened in the short dance, surged to victory at the Saitama Super Arena after tango-ing to a substantial lead in the rhythm dance short skate.

With a new scoring system in place this season, Papadakis and Cizeron seemed to mirror each other through a series of spins and gravity-defying lifts and finished with 134.23 in the free dance and 222.65 altogether.

They ended up roughly 10 points ahead of their nearest rivals and eclipsed their own world record set at this year’s European Championships after a season shadowed by back problems for Cizeron.

“We were exactly here five years ago in Saitama (for the World Championships) and remember the whole experience from those five years. It is incredible,” said Papadakis.

Cizeron added: “It was such a tough competition, all competitors have worked very hard and it is such a high level in ice dance this year.

“We did a good job today and we are proud of ourselves.”

In second were Russians Victoria Sinitsina and Nikita Katsalapov, who embraced each other without moving on the ice after finishing a flowing routine that built on their second-place finish in the short dance for a season’s best 127.82 in the free and 211.76 overall.

“I can say that the competitions were hard for us, but we tried our best and did everything we could,” Sinitsina said.

“It has been five years we started to skate together and we know each other very well. The cooperation in our couple comes from our ties.”

Third place was taken by the American pair of Madison Hubbell and Zachary Donohue, who took top spot at the nationals and the 2018 Grand Prix Final in the absence of Papadakis and Cizeron, who did not take part due to injury.

“We feel like we put our strongest performance this year here at Worlds, and that was our goal,” Hubbell said, adding that the duo is already looking forward.

“Next season we would like to be competing for the top of the podium, we think team USA is incredibly strong in ice dance, it keeps us on our toes.”

The worlds conclude later on Saturday with the men’s free skate, with American Nathan Chen holding a commanding lead over compatriot Jason Brown and double Olympic champion Yuzuru Hanyu of Japan.

Miami Beach spending $1.5M to tame rowdy spring breakers

MIAMI BEACH, Fla. –– A party on South Beach last week turned into a massive brawl, with a young woman repeatedly getting kicked by a large group of rowdy spring breakers as teens yelled and filmed the scuffle with their phones.

In another fight two days earlier, a group dragged a woman out of a car on South Beach as more than a dozen barefoot women pummeled her in the middle of nighttime traffic.

Miami Beach has always been a popular spot for spring breakers, but local police say the college crowd descending in the city have become rowdier, more violent and have little respect for rules and authority.

And officials say they have had it.

Miami Beach this year is shelling out $30,000 on a marketing campaign that basically tells spring breakers that their shenanigans will not be tolerated -- either behave or be hauled to jail. The city also set aside roughly $700,000 for police overtime to specifically address and control rowdy spring breakers.

Miami Beach Police Chief Daniel Oates said the department has had almost 2,000 combined arrests over the last three years during the spring break season. The unruliness, he said, is putting lives at risk and straining police resources.

“Spring break has become rowdier as crowds grow larger, by the tens of thousands this year -- especially with Miami being a top spring break destination,” Oates said.

Miami Beach Police historically deal with an uptick in crime during this time of year, when college students are on Spring Break and want a warm place to let loose. Last March, police reported 561 arrests, compared to about 400 in both January and February. The months following spring break showed a steady decrease in arrests.

Other top spring break destinations are also experiencing an uptick in rowdiness among spring breakers, including Texas, and foreign spring break hotspots, like Mexico and the Bahamas, have issued travel advisories, according to the Washington Post.

Miami Beach said it will step up enforcement and make sure spring breakers are held accountable.

“Come on vacation, don’t leave on probation,” one sign tells tourists. Another, which shows a pair of hands gripping the bars of a jail cell, tells readers to “choose your bars wisely.”

Some of the department’s campaign signs can be found in tourist destinations such as on Ocean Drive.

The ads are also digital. Police are targeting social-media users based on their location, directing them to a new website explaining what rule-breaking will get them arrested.

“Very frankly, we want the students to know that if they misbehave, there is a very good chance they will get arrested,” Oates said.

The police chief said that this year, the departments will report student arrests to their schools to ensure there are consequences for bad behavior and a new level of accountability for students.

“If you are coming here because you think the rules don’t apply, you should go somewhere else. It is that simple,” said Miami Beach Mayor Dan Gelber.

Miami Beach police said, in total, they are spending about $1.5 million to police spring break. They said they want to make sure that if anyone starts getting out of hand, police will be there stop them.

“If you are coming here to make your own episode of the hangover -- don’t come,” Gelber said.

Some spring breakers say this year’s in-your-face message is having an effect.

“It is kind of intense,” said Aleson Ali-Elnour, a Tennessean who was in the city for spring break. "It is hard to ignore when you see it all over the beach. That's what they want."

Nationally, the Transportation Security Administration is preparing for a record number of travelers to fly between late February to April. Officials said spring break has changed. With a spike in arrests in 2017 — including over 200 drug arrests in both 2017 and 2018, compared to just 127 in 2016 — police say the issue lies with some vacationers who believe the rules are only written in the sand.

“There is also a misconception that smoking marijuana is legal here, which it is not,” Oates added.

Many spring breakers seem to overlook the state's marijuana law, a reality evident from the strong smell of pot hanging in the air on South Beach.

Spring breakers are also getting more creative. In order to skirt laws banning alcohol along the shore, a group of college kids passed around half-naked, full-sized mannequins filled with alcohol. The students filled the mannequin with liquor and drank from a filter cup placed upside down on the neck of the mannequin, taking turns drinking out of it.

Police said they will target spring breakers both on and off the beach. Many students have been stopped for drinking and driving and even for riding on top of vehicles.

Police say the new campaign will run through the start of April, but they hope it will serve as a lasting message to future spring breakers hoping to make Miami their destination of choice.

“It’s a tough message," Oates said. "But we think we have to do it. It is a matter of public safety.”

Navy: 1 hurt in domestic shooting at base, shooter killed

Navy officials say a male sailor shot and wounded a female sailor assigned to the same squadron before security personnel at a Virginia base fatally shot him.

Naval Air Station Oceana's commanding officer, Capt. Chad Vincelette, said in a statement that the domestic shooting took place early Friday in a parking lot outside a hangar at Strike Fighter Squadron 37.

Vincelette says the woman was shot several times and is hospitalized with non-life-threatening injuries.

Vincelette says both sailors were assigned to the squadron, but their identities won't be immediately released. He says officials will investigate how the sailor got a weapon onto the base, which has a no-weapons policy, and the motive behind the shooting.

The station is the Navy's master jet base for fighters on the East Coast.

(Reuters) – David Ferrer is set to retire from professional tennis in May but the Spaniard showed he still has the tools to bring down the biggest names in the game after a stunning 2-6 7-5 6-3 win over world No. 3 Alexander Zverev at the Miami Open on Saturday.

The victory clearly meant a lot to the 36-year-old, who will bring the curtain down on his career at the Madrid Open.

“It’s a special day because it’s the last year of professional tennis for me. Winning these type of matches against a top 10 player like ‘Sascha’ is a gift,” he said.

“I’m very happy and I’m trying to enjoy every point and every moment.”

Ferrer will next face 21-year-old American Frances Tiafoe who fought past Miomir Kecmanovic 7-6(6) 7-6(5).

Roger Federer, a year older than Ferrer but enjoying a career renaissance, rallied from a set down to beat Moldovan surprise package Radu Albot 4-6 7-5 6-3 in a stuttering start to the 20-times Grand Slam champion’s Miami Open campaign.

Federer, beaten by Dominic Thiem in last week’s BNP Paribas Open final, smashed 14 aces and broke Albot twice to advance to the third round but it was far from plain sailing for the 37-year-old against the world number 46.

“I expected a player with a great attitude, which he showed,” Federer said. “I have a lot of respect for those types of players who don’t have the size, have to find a different way to win. He’s a great, great player. I was impressed.”

Federer was stunned by Thanasi Kokkinakis in his opening match of the Miami Open last year and another early exit was beckoning when he dropped the first set on Saturday.

However, the Swiss battled back to break Albot while leading 6-5 in the second with a backhand volley winner to square the match. Albot could not convert a break point in the deciding set when tied a 3-3, and Federer took command from there to wrap up a match that lasted two hours and 10 minutes. Three-times Miami champion Federer finished with 38 winners but had to overcame 41 unforced errors to defeat Albot, who earned an ovation from the crowd for his efforts.

Federer will next face Serbia’s Filip Krajinovic on Monday.

ANDERSON FEELING GOOD

Earlier on Saturday, South Africa’s Kevin Anderson made a winning return to competition with a 6-4 3-6 6-3 victory over rising Spaniard Jaume Munar. After more than two months away from the court with an elbow injury, the world number seven smashed 17 aces en route to the second round win over the 21-year-old Munar.

It was Anderson’s first tournament appearance since the Australian Open in January and he said he was happy with the way his elbow felt.

“To get through in three sets, it felt really good to be back out there. I’m happy with how the elbow responded. I feel like I’m hitting the ball great,” the sixth seed added. Two Russian prospects, Karen Khachanov and Daniil Medvedev, had different fates on Saturday. The 10th seed Khachanov was beaten by Australian Jordan Thompson 6-2 6-3 while his friend Medvedev, the 13th seed, toppled France’s Adrian Mannarino 6-2 6-1.

Eighth seed Stefanos Tsitsipas beat Mackenzie McDonald 7-6(4) 6-1. In other early action, Belgian David Goffin, the 18th seed, defeated Spaniard Pablo Andujar 6-4 6-1, while Canadian 20th seed Denis Shapovalov came from a set down to beat Britain’s Dan Evans 4-6 6-1 6-3.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
