(Reuters) – The oil industry converges this week on Houston at CERAWeek, the largest gathering of top energy executives in the Americas, with oil majors showing a bigger presence as the United States has taken the crown as the largest crude producer in the world.

After a year that saw international crude oil prices surge to more than $87 a barrel in the fall then tumble, the market has been calmer of late, even with production limitations imposed by a combination of OPEC’s output cuts and large-scale sanctions placed on Iran and Venezuela by the United States.

U.S. crude output has rocketed to more than 12 million barrels a day, surpassing former leaders Russia and Saudi Arabia, but that success comes as independent U.S. shale companies are reducing drilling under pressure from investors demanding improved returns.

Even with prices at relatively stable levels, U.S. sanctions on Iran and Venezuela could disrupt the current calm. It remains unclear whether the United States will continue to offer some Iranian oil buyers purchase waivers, and whether Venezuela’s President Nicolas Maduro will face additional sanctions.

Both U.S. Secretary of State Mike Pompeo and Energy Secretary Rick Perry will speak at the conference.

The larger presence of the majors, including U.S. companies Exxon Mobil and Chevron, comes as those firms are shifting investments to shale in west Texas and New Mexico, and connecting those oil fields to their coastal refineries and chemical plants.

“It’s a little bit different than what’s been seen historically,” said Staale Gjervik, president of Exxon’s shale business. Its shale deliberations now including asking, “What does that mean for the folks downstream and on the Gulf Coast and vice versa?” Gjervik said.

Shale wells are cheaper to drill and faster to start production, offsetting the majors’ past focus on giant fields whose payoff can be decades into the future.

In addition to bringing new wells into production, Royal Dutch Shell PLC is building an inventory of shale wells it can tap on a flexible schedule, said Amir Gerges, head of Shell’s Permian operations. “If we find surplus cash at the end of the year, or if oil prices respond quickly in a certain year, we can easily reinvest that for near term cash flow,” Gerges said.

Shale has sent U.S. exports ballooning to more than 3 million barrels of crude a day, upending global supply.

“It reflects the rebalancing that has gone on in world oil,” said Daniel Yergin, vice chairman of organizer IHS Markit. “This is the first CERAWeek ever where the world’s largest producer is the country where we are holding the conference, which is the United States.”

Chevron CEO Michael Wirth is scheduled to speak, along with several Exxon executives and BP Plc Chief Executive Bob Dudley.

Saudi Arabia is notable for its diminished presence this year. Saudi Aramco, the state-run oil company, is holding its annual board meeting this week, and Saudi officials noted they were prominently featured at London’s recent International Petroleum Week conference.

However, CERAWeek also follow a period where the Kingdom has faced more U.S. pressure to keep oil prices low, threats of antitrust legislation currently moving through Congress, and anger at the killing of journalist Jamal Khashoggi last year.

Saudi Arabia is the leading producer among the Organization of the Petroleum Exporting Countries, whose Secretary General, Mohammad Barkindo, is attending the conference, along with representatives from the United Arab Emirates. In recent years OPEC representatives have held meetings with executives from U.S. shale companies, in an effort to better understand shale and as the rhetoric from state-run producers has shifted from its adversarial approach in the past.

However, shale execs in the past have shied away from publicity surrounding such get-togethers, including a dinner at one of Houston’s fanciest restaurants last year. Those execs are wary of being viewed in collaboration with OPEC, and this year’s conference features fewer presentations from shale companies as well. OPEC officials have said they do plan on meeting with shale executives at this year’s conference.

Both U.S. industry groups and OPEC nations oppose the ‘NOPEC’ legislation, which has passed committees in both U.S. houses of Congress, seeing it as a threat to production that could cause prices to rise.

“I don’t think they can work together,” Yergin said. “But without some stabilizing mechanisms in the oil market you’d have a lot more volatility, and if you had a lot more volatility you’d have a lot less investment.”

Barclays opposes activist Bramson’s demand to be named to board

(Reuters) – Barclays Plc on Thursday opposed activist Sherborne Investors’ demand to name the investor’s founder Edward Bramson to the board of the British bank.

While the bank said it recognized that it does not “yet perform at the level at which it should”, it added that it does not need another strategic overhaul.

Bramson has so far failed in attempts to get the lender to scale back its investment banking activities, which he says have weighed on shareholder returns and run the risk of the bank needing to raise fresh capital.

Sherborne had on Monday written again to shareholders of Barclays seeking to drum up support for the election of Bramson to the bank’s board. It is the third largest shareholder in Barclays with a 5.48 percent stake, according to Refinitiv Eikon data.

Sherborne Investors could not be immediately reached for a comment.

Barclays had first revealed in March last year that Bramson had built a stake in the bank.

While Barclays has said it remains committed to its strategy, Chief Executive Jes Staley last month ousted the head of its investment banking division and instead took direct control of the unit, a move referenced in Sherborne’s latest letter.

Barclays said on Thursday that Bramson’s prior investments and the company’s engagement with him suggest “he would be a disruptive and uncollaborative influence on the board,” adding that he does not possess the banking experience.

The bank said it has and would continue to engage with Bramson, but believes that “Sherborne’s interests are not aligned with the wider shareholder base.”

Barclays is due to hold its annual general meeting of shareholders on May 2.

NH Poll: Buttigieg in Third Behind Biden, Sanders

Surprise presidential candidate Pete Buttigieg is gaining ground on political heavyweights Bernie Sanders and Joe Biden, at least in New Hampshire, according to a poll released Wednesday.

The 37-year-old longtime South Bend, Indiana, mayor has the support of 10.7 percent of likely Democratic primary voters, compared with 23 percent for former Vice President Biden and 15.6 percent for Sen. Sanders, I-Vt.

"Right now, it looks like the battle in New Hampshire is all about two familiar faces," said Neil Levesque of the New Hampshire Institute of Politics.

"This is very surprising," Levesque said of Buttigieg in third. "He's now in third place in New Hampshire, and he came from relative obscurity. And he's gone up an astounding 33 percent with his favorability, so Pete Buttigieg is somebody to watch."

Sanders is running for a second consecutive time, while Biden has yet to announce a bid for the 2020 race, though he is leaning toward running.

Buttigieg has only announced an exploratory committee, a step short of an actual presidential campaign.

WASHINGTON (Reuters) – U.S. President Donald Trump said on Friday he would be disappointed if Pyongyang were to resume weapons testing and reiterated his belief in his good relationship with North Korean leader Kim Jong Un despite the collapse last week of their second summit.

“I would be surprised in a negative way if he did anything that was not per our understanding. But we’ll see what happens,” Trump told reporters at the White House. “I would be very disappointed if I saw testing.”

Trump’s comments came after two U.S. think tanks and Seoul’s spy agency said this week that North Korea was rebuilding a rocket launch site at Sohae in the west of the country.

There have also been reports from South Korea’s intelligence service of new activity at a factory at Sanumdong near Pyongyang that produced North Korea’s first intercontinental ballistic missiles capable of reaching the United States.

On Friday, U.S. National Public Radio quoted experts from California’s Middlebury Institute of International Studies as saying that satellite images of Sanumdong taken on Feb. 22 and on Friday suggested North Korea could be preparing to launch a missile or a space rocket.

One of the experts, Jeffrey Lewis, told Reuters the activity at the two sites was “probably connected.” NPR said the Feb. 22 photos showed cars, trucks, rail cars and two cranes at Sanumdong, while in those taken on Friday, the activity had died down and one of the cranes had disappeared.

Other experts, including Joel Wit at 38 North and Michael Elleman of the International Institute for Strategic Studies considered the conclusion speculative.

“In the past there have been multiple reports about activity at this place that turned out to be false alarms,” Wit said, referring to Sanumdong. “It could either be preparation for an eventual launch or not.”

The White House, State Department and Pentagon did not immediately respond to requests for comment.

North Korea has frozen nuclear and missile testing since 2017, and Trump has pointed to this as a positive outcome from nearly a year of high-level engagement with North Korea.

Sohae has been used in the past to test missile engines and to launch rockets that U.S. officials say have helped development of North Korea’s weapons programs. A senior U.S. State Department official said on Thursday that any launch from there would be “inconsistent” with North Korean commitments.

Kim pledged at a first summit with Trump in Singapore in June that the engine test site and launch platform at Sohae would be dismantled. He repeated the pledge in a summit with the South Korean president in September.

Trump said he thought his and the U.S. relationship with Kim and North Korea was “a very good one.”

“I think it remains good,” he said.

SUMMIT COLLAPSE

Trump has been eager for a big foreign policy win on North Korea which has eluded his predecessors for decades and has repeatedly stressed his good relationship with Kim.

He went as far late last year as saying that they “fell in love,” but the bonhomie has failed to bridge the wide gap between the two sides and a second summit between them collapsed last week in Vietnam over differences on U.S. demands for Kim to give up his nuclear weapons and North Korea’s demands for sanctions relief.

U.S. National Security Adviser John Bolton and other U.S. officials have sought to play down the developments spotted at Sohae, although Trump on Thursday called recent North Korean activity “disappointing.”

The senior State Department official who briefed reporters in Washington on Thursday said he would “not necessarily share the conclusion” of the think tanks that the Sohae site was operational again, but said any use of the site would be seen as “backsliding” on commitments to Trump.

North Korean state media acknowledged the fruitless Hanoi summit for the first time on Friday, saying people were blaming the United States for the lack of an agreement.

“The public at home and abroad that had hoped for success and good results from the second … summit in Hanoi are feeling regretful, blaming the U.S. for the summit that ended without an agreement,” its Rodong Sinmun newspaper said in a commentary.

The paper directed fiery rhetoric against Japan, accusing it of being “desperate to interrupt” relations between Pyongyang and Washington and “applauding” the breakdown of the summit.

Washington has said it is open to more talks with North Korea but it has rejected an incremental approach to negotiations sought by Pyongyang and it remains unclear when the two sides might meet again.

U.S. Secretary of State Mike Pompeo said on Monday he was hopeful he would send a delegation to North Korea for more talks in the next couple of weeks, but that he had received “no commitment yet.”

The senior State Department official who briefed reporters on Thursday said the United States was keen to resume talks as soon as possible, but North Korea’s negotiators needed to be given more latitude than they were given ahead of the summit.

“There will necessarily need to be a period of reflection here. Both sides are going to have to digest the outcome to the summit,” said the official, who spoke on condition of anonymity.

“Fundamentally, where we really need to see the progress, and we need to see it soon, is on meaningful and verifiable steps on denuclearization. That’s our goal and that’s how we see these negotiations picking up momentum.”

The official said complete denuclearization was the condition for North Korea’s integration into the global economy, a transformed relationship with the United States and a permanent peace regime on the Korean peninsula.

Bolton, a hard-liner who has argued for a tough approach to North Korea, said this week that Trump was open to more talks, but also warned of tougher sanctions if North Korea did not denuclearize.

Joe Lieberman: Despite Some, Dems 'Not an Anti-Jewish Party'

Democrats are not unilaterally "an anti-Jewish party," but some of their members "are saying explicitly anti-Semitic things," according to former Sen. Joe Lieberman, I-Conn., a once Democrat.

"The Democratic Party is not an anti-Jewish party, but there are some people in the party now, including in Congress as we've seen from Congresswoman [Rep. Ilhan] Omar [D-Minn.] . . . who are saying explicitly anti-Semitic things," Lieberman, who is Jewish, told "The Cats Roundtable" on 970 AM-N.Y., per The Hill.

Rep. Omar has spoken out against pro-Israel groups, claiming U.S. lawmakers had dual loyalties, which draw a rebuke from many and led Democrats to pass an anti-hate resolution that was rejected by 23 Republicans for being "watered-down" and not going far enough to single out anti-Semitism or Rep. Omar.

President Donald trump then accused Democrats of being "anti-Jewish," later pushing for Jewish voters to leave the party and vote Republican.

The president tweeted Friday morning:

"The 'Jexodus' movement encourages Jewish people to leave the Democrat Party. Total disrespect! Republicans are waiting with open arms. Remember Jerusalem (U.S. Embassy) and the horrible Iran Nuclear Deal! @OANN  @foxandfriends"

ZURICH (Reuters) – Shareholders approved Credit Suisse’s 2018 compensation report with an 82 percent majority on Friday, overriding frustrations expressed at its annual general meeting over jumps in executive pay during a year its share price plummeted.

Three shareholder advisers had recommended investors vote against Switzerland’s second-biggest bank’s remuneration report, while a fourth backed the report but expressed reservations about whether management pay matched performance.

The approval marked a slight increase over the 80.8 percent support garnered for the bank’s 2017 compensation report.

LONDON (Reuters) – Activist investor Edward Bramson is likely to fail in his attempt to get a board seat at Barclays’ annual meeting next week, even though shareholders are dissatisfied with performance of the group’s investment bank.

New York-based Bramson’s Sherborne Investors and the board of the British bank have been sparring for months over Barclays’ strategy.

Bramson wants to scale back Barclays’ investment bank to reduce risk and boost shareholder returns. Barclays Chief Executive Jes Staley remains staunchly committed to growing the business out of trouble.

After failing to persuade Staley to change course since he began building a 5.5 percent stake in the bank in March last year, Bramson hopes a board seat will rachet up the pressure.

Both sides have written to shareholders pitching their case and Bramson has courted investors in one-on-one meetings, although none have publicly backed him yet.

Interviews by Reuters with five institutional investors in Barclays suggest Bramson has failed to persuade them.

Sherborne declined to comment.

Mirza Baig, head of investment stewardship at top-40 shareholder Aviva Investors, said Bramson was welcome on the bank’s register but the boardroom was a step too far.

“He has created a lot of value at other businesses, but, generally, when he has come in as executive chair and taken full control. This would be a different case where he would just be one lone voice on the board,” he said.

A second Barclays shareholder said he backed Bramson’s goal of improving returns but via an “evolutionary” approach.

“If you look at banks that have tried to restructure their operations in investment banking – you look at Natwest Markets, Deutsche Bank – I struggle to think of an example where a roughshod restructuring has been accretive to shareholder value.”

A third, top-30 investor said he had been impressed by incoming Chairman Nigel Higgins’ grasp of the challenge in hand, and felt investors would give him time.

“Management know they have to execute and deliver improved returns… [Higgins] will continue to re-shape the board but obviously he didn’t feel that having someone with a diametrically opposed view on it would be helpful.”

A fourth, top-30 investor agreed: “We voted for the chairman to come in and it would be crazy to allow an activist to join the board (at this time).”

Jupiter Fund Management, the 24th largest investor, said it also planned to vote against Bramson.

Barclays has nearly 500 institutional shareholders, Refinitiv data showed.

Since Staley joined Barclays in 2015, the investment bank returns relative to capital invested have increased but are still underperforming the overall business.

Barclays’ first-quarter figures showed the investment bank posted a 6 percent drop in income from its markets business and a 17 percent fall in banking advisory fees.

Returns in the investment bank fell to 9.5 percent from 13.2 percent a year ago.

Famed for successful campaigns against smaller British companies in sectors from chemicals to advertising, Bramson’s board seat pitch has been rebuffed by shareholder advisory firms.

Institutional Shareholder Services, the world’s biggest, said Bramson’s proposal “falls short of what can reasonably be expected from a shareholder trying to address issues at a 28 billion pounds, systemically important bank”.

Glass Lewis also flagged concern about Bramson’s lack of banking experience and “questionable” shareholding structure, referring to Sherborne’s use of derivative contracts to hedge losses should its strategy fail.

Critics said the arrangement meant his interests are not truly aligned with those of other long-term shareholders.

British advisory firm Pirc, however, said it recommended that investors abstain in the vote on Bramson’s proposal as a challenge to the board to do better in the year ahead – or face a similar contest in 2020.

(Reuters) – U.S. oil and natural gas producer Chevron Corp reported a 27 percent fall in quarterly earnings on Friday, hit by lower crude prices and weaker margins in its refining and chemicals businesses.

Net income attributable to the company fell to $2.65 billion, or $1.39 per share, for the first quarter ended March 31, from $3.64 billion, or $1.90 per share, a year earlier.

Earlier in the day, larger rival Exxon Mobil Corp reported earnings well below analysts’ estimates, as margins in its refining business were hurt by higher Canadian prices and heavy scheduled maintenance.

(Reuters) – Ford Motor Co said on Friday the U.S. Department of Justice had opened a criminal investigation into the automaker’s emissions certification process in the United States.

The potential concern does not involve the use of defeat devices, the company said in a regulatory filing. (https://bit.ly/2VqjHpl)

Ford had voluntarily disclosed the matter to the U.S. Environmental Protection Agency and the California Air Resources Board in February.
