Texas father indicted for injuring baby found buried

The father of an 8-month-old boy whose body was found buried in a backpack in a San Antonio field earlier this year has been indicted on a charge of injuring the child.

The Bexar County district attorney's office announced the indictment Wednesday against 34-year-old Christopher Davila.

Prosecutors say Davila struck King Jay Davila on Jan. 3 with an unknown object and then failed to seek medical treatment, resulting in the child's death. Christopher Davila initially claimed the child had been abducted.

Davila, his mother and a cousin are charged with tampering with evidence for concealing the child's car seat. Davila is also charged with tampering with evidence by concealing a body, as well as drug and weapons charges.

Emory University students upset by flyers criticizing Israel

Emory University students and alumni have expressed concerns about flyers posted on campus criticizing Israel's treatment of Palestinians.

University President Claire Sterk issued a statement Friday that she assured those who contacted her that the Atlanta-based university would "balance the need to protect free speech and the security and dignity of all in our community."

Emory officials said a student group concerned with human rights in the Middle East had posted the flyers on dorm room doors. The flyers were printed to resemble eviction notices.

The flyers say that Palestinians have had their homes destroyed as part of "Israel's ongoing attempts to ethnically cleanse the region of its Arab inhabitants."

The Jewish campus group Emory Hillel said flyers weren't distributed to target Jewish students.

Barr: Next Mueller Report Out in Weeks, Not Months

Attorney General William Barr is planning to release his report on Robert Mueller’s probe into President Donald Trump in a matter of weeks, not months, according to a Justice Department official.

Democrats have been demanding the release of the special counsel’s full report, as well as the evidence behind it. Six House chairmen wrote Barr a letter on Monday giving him an April 2 date to submit to the full report to Congress, although it’s all but certain he won’t meet that deadline.

Barr offered his timeline in a conversation with Senate Judiciary Chairman Lindsey Graham, the official said, who said there are no plans at this time to share the Mueller report with the White House.

A Justice Department attorney who was detailed to Mueller’s team is now working with Barr and his staff to determine whether grand jury material in Mueller’s report has to be withheld, the official said. Barr has said he also needs to review Mueller’s work for information that’s classified or related to ongoing investigations.

Barr released a four-page summary of Mueller’s findings on Sunday, saying that the special counsel found no evidence Trump or his team colluded with Russia during the 2016 presidential election. Barr also disclosed his own determination that Mueller’s evidence didn’t warrant charges for Trump on obstruction of justice.

According to Barr’s summary, Mueller said that “while this report does not conclude that the president committed a crime, it also does not exonerate him.”

Barr’s summary was hailed by Trump and his allies as exonerating the president. But the brief account of Mueller’s 22-month investigation has left many questions unanswered.

Senate Majority Leader Mitch McConnell told reporters on Tuesday that it’s too early for Congress to compel Barr to make Mueller’s report public but didn’t rule out that lawmakers could do so in the future.

But he said that putting out the report without protecting some information could “throw innocent people under the bus.'

Boston’s Gordon Hayward scored a game-high 25 points and Kyrie Irving added 23 to lift the Celtics to a crucial 112-102 road victory over the Miami Heat on Wednesday night.

Jayson Tatum scored nine consecutive points in the fourth quarter to help Boston remain in a tie for fourth place in the Eastern Conference. Al Horford tallied 21 points, Tatum 16 and Aron Baynes 10, with a team-high 10 rebounds for the Celtics, who won their second straight game and fourth in their last five.

Dion Waiters had 21 points, Hassan Whiteside 18 points and 15 rebounds, Dwyane Wade 17 points, Bam Adebayo 12, Goran Dragic 11 and Kelly Olynyk 10 for the Heat, who lost their second straight and fell to ninth place in the East — out of a playoff position.

Last in the league in free-throw shooting, the Heat went just 12 of 20 (60 percent) at the stripe. They entered at 69.5 percent.

Magic 114, Knicks 100

Nikola Vucevic had 29 points and 13 rebounds for Orlando, which moved into a playoff spot after beating New York in Orlando.

Orlando began the night a half-game behind Miami for the eighth and final playoff position in the East, but with the victory and the Heat’s loss, the Magic moved into a tie with Brooklyn for seventh in the conference.

Mario Hezonja led the Knicks with 29 points while collecting nine rebounds and five assists against his former team. Hezonja was selected No. 5 overall by the Magic in the 2015 NBA Draft.

Rockets 135, Clippers 103

James Harden scored 31 points, grabbed seven rebounds and dished out seven assists, and Chris Paul added 29 points and seven assists to lead Houston to a blowout win at Los Angeles.

Shai Gilgeous-Alexander scored 20 points to pace the Clippers, who lost for just the third time in 16 games and fell 1 1/2 games behind Utah in the race for the fifth seed in the West. Danilo Gallinari added 16, and Lou Williams scored 14 off the bench.

Coming into Wednesday’s game, the Clippers had been the only team in the West not to have lost to the Rockets this season, having defeated Houston twice in October. The Rockets made sure that streak ended by grabbing the lead early and never giving it up. The Clippers led once, 2-0.

Trail Blazers 116, Grizzlies 89

Enes Kanter, Damian Lillard and Evan Turner led the way as Portland rolled over visiting Memphis to remain in fourth place in the Western Conference, a half-game behind Houston.

Kanter collected 21 points and 15 rebounds, and Lillard scored 20 points and dished out 10 assists for the Trail Blazers, who have won 11 of their past 13 games. Turner registered his second straight triple-double with 13 points, 12 rebounds and 11 assists in 28 minutes off the bench.

Chandler Parsons scored 16 points for the Grizzlies, who have lost seven of their last 10 outings. Memphis suited up only 10 players due to numerous injuries.

Jazz 118, Suns 97

Donovan Mitchell scored 29 points, Joe Ingles added 27 and Rudy Gobert surpassed Karl Malone in the Utah record book to lead the visiting jazz past Phoenix.

Gobert scored 17 points, collected 13 rebounds and blocked five shots for the Jazz — his franchise-record 63rd point-rebound double-double of the season. Malone had 62 in the 1987-88 season.

Richaun Holmes tallied 16 points and nine rebounds to lead the Suns, and Elie Okobo scored 15 points. Phoenix’s Devin Booker played only eight minutes in the first quarter before sustaining a left ankle sprain. He finished with eight points on 3-of-4 shooting.

Pacers 108, Pistons 89

Thaddeus Young had 21 points, eight rebounds and four assists, and visiting Indiana defeated Detroit for the second time in three nights.

Bojan Bogdanovic and Myles Turner had 17 points apiece as the Pacers snapped the Pistons’ 11-game home winning streak. Indiana defeat Detroit 111-102 on Monday in Indianapolis.

Andre Drummond carried the Pistons with 28 points, 19 rebounds, three assists, three steals and three blocks. Wayne Ellington had 24 points for Detroit.

Hawks 130, 76ers 122

Trae Young and John Collins combined to score 58 points and Atlanta knocked off visiting Philadelphia for its third straight victory over the 76ers.

Young scored 33 points, including a 3-pointer with 1:32 remaining that allowed Atlanta to stretch its dwindling lead back to eight points. Philadelphia missed a great opportunity with 32.5 seconds left when Jimmy Butler drew a flagrant-one foul. Butler missed both free throws and a 3-point try when play resumed as Philadelphia could not cut into Atlanta’s five-point lead.

Philadelphia, which has lost two straight and four of six, was led by JJ Redick with 30 points. He made six 3-pointers but uncharacteristically missed three free throws. The Sixers also got 21 points from Tobias Harris.

Raptors 115, Nets 105

Pascal Siakam scored 28 points and Kawhi Leonard added 26 as Toronto continued its preparation for the postseason with a victory over Brooklyn in New York.

The Raptors, who likely will be the No. 2 seed in the Eastern Conference, won their fifth straight. Serge Ibaka tied a career high with five 3-pointers and contributed 23 points and 12 rebounds off the bench as the Raptors beat the Nets for the 15th time in the past 16 meetings.

The Nets lost for the seventh time in 10 games and missed a chance to move into sixth place past Detroit. Instead, the Nets are tied with Orlando for the final two playoff spots in the East. D’Angelo Russell led the Nets with 27 points, and Spencer Dinwiddie added 14.

Hornets 115, Pelicans 109

Kemba Walker scored 32 points as visiting Charlotte kept its playoff hopes mathematically alive with a victory over New Orleans. Walker helped the Hornets salvage the final game of a four-game road trip that began with losses against the Los Angeles Lakers, Golden State Warriors and Utah Jazz.

Frank Kaminsky added 21 points, including 18 in the second half, Devonte’ Graham had 13 and Jeremy Lamb 12 for Charlotte, which is in 10th place in the Eastern Conference.

Julius Randle had 34 points and 11 rebounds, his 22nd game this season with at least 20 points and 10 rebounds, to lead the Pelicans. New Orleans lost for the 11th time in 13 games as it concluded a 1-4 homestand.

Timberwolves 110, Mavericks 108

Karl-Anthony Towns had a monster night with 28 points and 13 rebounds, and Andrew Wiggins scored the winning basket with 19 seconds to go to lift Minnesota past host Dallas.

Towns was brilliant throughout, hitting 12 of his 15 shots, including his last two, a jumper to tie with 1:15 to go and then a sweet dribble-drive for a finger roll and a 108-106 lead with 48 seconds to play.

Dallas rookie guard Jalen Brunson tied it with 36 seconds to go, but after Wiggins reclaimed the lead for Minnesota, Brunson missed Dallas’ 32nd 3-point attempt of the game. Fellow Mavs rookie Luka Doncic finished with 27 points, 12 rebounds and six assists in his first back after sitting out two.

Nuggets 113, Spurs 85

Nikola Jokic had 20 points, 11 rebounds and nine assists, Jamal Murray finished with 14 points, 11 assists and six rebounds, and host Denver beat San Antonio, which lost head coach Gregg Popovich to ejection just 63 seconds into the game.

Monte Morris and Malik Beasley scored 19 points apiece, and Gary Harris and Will Barton scored 11 each for Denver. The Nuggets moved closer to clinching home-court advantage for at least the first round of the playoffs.

Popovich called a timeout after Murray’s dunk gave Denver a 5-0 lead. He immediately started talking to official Mark Ayotte, who hit him with a technical. Popovich kept talking as he followed Ayotte and then was hit with a second technical. It was the second time in three games Popovich has been ejected. He also got tossed against Sacramento on Sunday.

Bulls 115, Wizards 114

Walt Lemon Jr. scored a game-high 24 points, the last two coming on free throws with 1.8 seconds left, giving Chicago a narrow victory at Washington.

The win snapped a five-game Chicago losing streak. The Bulls have had a tough time in the last several games as they were again missing some of their top scorers due to injuries. Zach LaVine, Lauri Markkanen, Otto Porter Jr. and Kris Dunn all were out again, and each has missed at least four consecutive games.

Thomas Bryant and Bobby Portis both led Washington with 20 points in a battle between two teams out of the playoff race.

Flint, Michigan Gives Mayor Raise To Seven Times City’s Average Income

The city of Flint, Michigan, gave pay raises to its city council members and mayor Friday, boosting its mayor’s salary by more than a third from $91,801 to $125,000.

Flint has a per capita income of $16,554, according to Census figures, meaning Mayor Karen Weaver will now be making between seven and eight times as much as an average constituent in the 100,000-person city.

The city is best known for a contaminated water crisis that began after the City Council voted 7-1 to begin supplying water from the Flint River instead of from Detroit. The federal government had to put $100 million towards fixing it after alleged criminal behavior and incompetence by Michigan officials over a period of years.

The raises were proposed by the city’s Local Officers Compensation Commission. The mayor is angling for the chairman of that commission, Loyst Fletcher, to get a bigger job on the Great Lakes Water Authority board, Crain’s Detroit reporter Chad Livengood reported.

The city council could have blocked the proposed raises, which take effect Friday, on Thursday night, but did not.

Councilman Santino Guerra motioned to reject the raises, but councilman and convicted felon Eric Mays objected, saying “Ain’t no reason to vote no,” according to Mlive.

Another Councilman, Maurice Davis, said “You get what you pay for … How dare you try and deny the mayor an increase in her pay?”

In 2013, Flint citizens elected multiple violent felons to city council. Wantwaz Davis served 19 years in prison for murder. Mays also pleaded guilty to felonious assault in 1987, Mlive reported. Councilman Jackie Poplar, meanwhile, filed bankruptcy a year before first being elected to city council.

Among officials charged over the water crisis, Michigan’s chief medical officer and director of health and human services are facing charges of involuntary manslaughter. (RELATED: Numerous Sex Offenders On Federal Payroll in Michigan)

Even though the EPA has given the city $100 million, its citizens are suing the federal government for nearly a billion dollars, charging that the federal government should have forced state officials to their jobs.

The first declaration under the National Emergencies Act of 1974 came during the Iran hostage crisis, which is a national emergency that is still active today. Former President Jimmy Carter blocked Iranian government property from entering the country, a move which has been renewed each year by all presidents since then.

“The steps I’ve taken today are those that are necessary now, other action may become necessary if these steps don’t produce the prompt release of the hostages,” President Carter stated the day he declared it.

President Trump has already issued three national emergency declarations during his tenure. The most prominent one is meant to punish foreign actors who interfere in U.S. elections. He’s also invoked his emergency powers to slap sanctions of human rights abusers around the world as well as on members of the Nicaraguan government amid corruption charges.

In his eight years office, former President Barack Obama declared 12 states of national emergency. These declarations touched on subjects from the H1N1 virus and blocking property transfers to people with connections to certain countries. Nearly all of his national emergencies are still active today.

Before that, former President George W. Bush declared 13 emergencies and former President Clinton declared 17 national emergencies, most of which are still active today.

In President Trump’s case, there’s two statutes that come to mind which allow the redirection of military construction funds. Questions remain as to whether building a border wall is actually a military construction project or whether the president can declare eminent domain over private property. However, even Democrat lawmakers have said he does, indeed, have the power to do so.

“Well unfortunately, the short answer is yeah, there is a provision in law that says the president can declare an emergency, its been done a number of times, but primarily its been done to build facilities in Afghanistan and Iraq,” stated Representative Adam Smith.

The problem for Democrats is many legal scholars aren’t sure who, if anyone, would have the legal standing to challenge such a declaration with a lawsuit.

Elderly Illinois couple dead in suspected murder, police say

Police in Illinois are investigating after an elderly couple was found dead in their home on Monday in a suspected double murder.

Lois Ladd, 68, and Michael Ladd, 79, were discovered around 10:30 a.m. in their home in Edwardsville, Maj. Jeff Connor, chief deputy with the Madison County Sheriff's Office, said at a news conference.

Connor, who represents the Major Case Squad of St. Louis that was activated to investigate the alleged crime, said that local police were called to the home to check on one of the Ladds when their bodies were found.

He said the situation "appears to be a double homicide of an elderly couple," and that close to 30 investigators were working at the crime scene on Monday.

Lois Ladd worked as a chiropractor in Edwardsville, and her husband, Michael, worked as a local contractor. His brother, Don Ladd, told the St. Louis Post-Dispatch the family has "no idea what happened."

Connor said that "one of the main things that we need right now is the last people to see them alive."

NEW YORK (Reuters) – The Federal Reserve may lower the interest it pays on excess reserves banks leave with it by 5 basis points at its April 30-May 1 policy meeting in a bid to prevent the federal funds rate from drifting higher, Morgan Stanley analysts said on Friday.

This would mark the third such “technical” adjustment on the interest on excess reserves (IOER) following cuts last June and December.

(Reuters) – World number one Naomi Osaka came from behind in the final set to beat Croatian Donna Vekic 6-3 4-6 7-6(4) on Friday and move into the Porsche Tennis Grand Prix semi-finals.

Osaka comfortably won the opening set but was tested by the Croatian, who pushed her to the limit in the second and third. The Japanese made 45 unforced errors as she struggles to get to grips with swapping hard courts for clay.

Osaka was visibly frustrated and trailed 5-1 in the final set but she refused to give up and found her rhythm to break Vekic twice and prevent her from serving for the match.

In the tiebreaker, a confident Osaka upped her baseline game and had two early mini breaks before wrapping up the match in two hours and 18 minutes. An infuriated Vekic even smashed her racket after losing the match.

“I told myself I didn’t want to have any regrets here,” Osaka said. “I was stressed out when I went down 1-5… but this (comeback) was pretty good because I don’t play really well on clay.”

Earlier, world number three Petra Kvitova came back from a set down to beat Anastasija Sevastova 2-6 6-2 6-3 and move into the tournament’s semi-finals for the third time in her career.

Sevastova had a dream start, breaking Kvitova twice to take a 3-0 lead as the Czech struggled with her first serve. Kvitova also made a slew of unforced errors, with many of her returns going long.

Sevastova used the full width of the court to get the better of Kvitova, who played on the back foot for much of the first set as the Latvian gave her little time to catch her breath.

However, Kvitova recovered in the second set and she broke Sevastova’s serve when she was 3-2 up, winning 10 straight points to take a 5-2 lead. Sevastova looked shaken and was broken again to give Kvitova the second set.

Kvitova took command in the final set and broke a visibly upset Sevastova to take a 3-1 lead before easing into the semis.

“In the first set I missed almost everything. I was pretty slow and she just couldn’t miss,” Kvitova said. “In the second set it was very important for me to stay on my serve and the chance to break her came.”

Kiki Bertens plays Angelique Kerber later on Friday and Victoria Azarenka faces Anett Kontaveit in the last quarter-final.

The Latest on fatal pileup on Interstate 70 near Denver (all times local):

10:10 a.m.

Colorado officials say four people have died after a semi-truck hauling lumber plowed into vehicles on Interstate 70, causing a fire so intense that it melted the roadway and metal off of cars.

Authorities had to wait until daylight Friday to confirm the death toll from Thursday’s 28-vehicle pileup because of the devastation caused by the fire.

Six people were taken to hospitals with injuries. Their conditions are unclear.

Lakewood police spokesman Ty Countryman says the driver of the truck who caused the crash sustained minor injuries. He has been arrested on suspicion of vehicular homicide.

Officials say the driver was headed down a hill when he slammed into slower traffic. Countryman says there is no indication the crash was intentional.

A truck driver blamed for causing a deadly pileup involving over two dozen vehicles near Denver has been arrested on vehicular homicide charges.

Lakewood police spokesman Ty Countryman said Friday that there’s no indication that drugs or alcohol played a role in Thursday’s crash.

The unidentified driver was headed down a hill on Interstate 70 when he slammed into slower traffic and sparked a massive fire. Countryman said police are looking at whether his brakes were working properly.

He said 28 vehicles were involved, up from the initial 15 vehicles police reported after further sorting through the burned wreckage.

Police still say there were multiple fatalities but are still working to provide an exact number.

The highway is expected to remain closed until Saturday.

Tiger Woods is sending a message that he thinks he still has enough left, emotionally and physically, to win three more major championships to tie Jack Nicklaus’ record 18 titles.

Speaking to GolfTV in his first sit-down interview since the Masters, Woods said he has taken some time off since his victory at Augusta National, which still doesn’t feel real.

“Honestly, it’s hard to believe,” Woods said. “I was texting one of my good friends last night … that I couldn’t believe that I won the tournament. That it really hasn’t sunk in. I haven’t started doing anything. I’ve just been laying there. And every now and again, I’ll look over there on the couch and there’s the jacket.”

That’s the fifth green jacket for the 43-year-old Woods, who hadn’t won a major tournament since the 2008 U.S. Open. Along the way, four back surgeries, a divorce and other personal issues derailed him.

He said he has been spending time with his children – daughter Sam, 11, and son Charlie, 10 – who weren’t born when their father was the most dominant golfer on the planet.

“They never knew golf to be a good thing in my life and only the only thing they remember is that it brought this incredible amount of pain to their dad and they don’t want to ever want to see their dad in pain,” Woods said. “And so to now have them see this side of it, the side that I’ve experienced for so many years of my life, but I had a battle to get back to this point, it feels good.”

He said he hopes – maybe expects — they’ll see this side again.

And no one will take Woods for granted at the PGA Championship at Bethpage Black Course on Long Island, N.Y., which starts May 16.

Woods said he’ll be ready for a course he already conquered once in a major: the 2002 U.S. Open.

“I’m doing all the visual stuff, but I haven’t put in the physical work yet. But it’s probably coming this weekend,” he said.

Before Woods encountered health and personal problems, it was expected that topping Nicklaus’ major mark was “when” and not “if.” Then the certainty went away, but Woods thought he still had a chance.

“I always thought it was possible, if I had everything go my way. It took him an entire career to get to 18, so now that I’ve had another extension to my career – one that I didn’t think I had a couple of years ago – if I do things correctly and everything falls my way, yeah, it’s a possibility. I’m never going to say it’s not.

“Now I just need to have a lot of things go my way, and who’s to say that it will or will not happen? That’s what the future holds, I don’t know. The only thing I can promise you is this: that I will be prepared.”

Maria Butina, the Russian woman who was accused of being a secret agent for the Russian government, was sentenced to 18 months in prison Friday by a federal judge in Washington after pleading guilty last year to a conspiracy charge.

Butina, who has already served nine months behind bars, will get credit for time served and can possibly get credit for good behavior, the judge said. She will be removed from the U.S. promptly on completion of her time, the judge added, and returned to Russia.

An emotional and apologetic Butina said in court Friday she is “truly sorry” and regrets not registering as a foreign agent.

“I feel ashamed and embarrassed,” she said, adding that her “reputation is ruined.”

Butina has been jailed since her arrest in July 2018. She entered the court Friday wearing a dark green prison jumpsuit and spoke in clear English, with a slight Russian accent.

“Please accept my apologies,” Butina said.

Butina’s lawyer, Robert Driscoll, said after the sentencing they had hoped for a “better outcome,” but expressed a desire for Butina to be released to her family by the fall.

Prosecutors had claimed Butina used her contacts with the National Rifle Association and the National Prayer Breakfast to develop relationships with U.S. politicians and gather information for Russia.

Prosecutors also have said that Butina’s boyfriend, conservative political operative Paul Erickson, identified in court papers as “U.S. Person 1,” helped her establish ties with the NRA.

In their filings, prosecutors claim federal agents found Butina had contact information for people suspected of being employed by Russia’s Federal Security Services, or FSB, the successor intelligence agency to the KGB. Inside her home, they found notes referring to a potential job offer from the FSB, according to the documents.

Investigators recovered several emails and Twitter direct message conversations in which Butina referred to the need to keep her work secret and, in one instance, said it should be “incognito.” Prosecutors said Butina had contact with Russian intelligence officials and that the FBI photographed her dining with a diplomat suspected of being a Russian intelligence agent.
