Mueller report redaction memes flood Twitter

Americans are apparently having a blast killing time as they anxiously prepare for the release of special counsel Robert Mueller's full report on the Russia investigation — a moment they have been waiting for since the investigation began in May 2017.

Attorney General William Barr will deliver the nearly 400-page document to Congress via CDs between 11 a.m. ET and noon. The information will be provided to the public shortly after on the special counsel's website.

Barr gave everyone a small preview of what's to come during an early Thursday news conference. Once again, he stressed the special counsel found "no evidence" of collusion between the Trump campaign and Russia during the 2016 presidential election.

But there are some key details that lawmakers and the public are eager to learn more about, particularly the issue of obstruction of justice. The Mueller probe did not reach a conclusion on whether President Trump committed this offense, but Barr and deputy Attorney General Rod Rosenstein determined there was not sufficient evidence on that front.

It's up to Barr to determine how much information Congress will see.

He confirmed Thursday he redacted any information he deemed inappropriate or harmful to a person's character if he or she has not been charged with a crime. Classified information, grand jury items, closed-door testimony and information that could hinder an ongoing case will also be protected.

"As you will see, most of the redactions were compelled by the need to prevent harm to ongoing matters and to comply with court orders prohibiting the public disclosure of information bearing on ongoing investigations and criminal cases," Barr said.

Though Barr claimed the redactions would be "limited," Twitter users had a field day envisioning what the documents would look like. Dozens of redaction memes flooded the social media site Thursday — many reposting fake documents covered in black bars.

One Twitter user posted a snippet of a redacted snippet of William Shakespeare's Sonnet 18.

"Barr's redacted version of Sonnet 18....," the user wrote, along with a meme that revealed six words of the literature.

Another bleeped out the lyrics to Rick Astley's popular song "Never Gonna Give You Up."

"The redacted #MuellerReport is out! And this is what it reveals...," a user tweeted.

Actor Rainn Wilson, known for his role as Dwight Schrute on "The Office," also joked about potential redactions.

"They just released the Mueller Report!" Wilson captioned a meme of a document that only contained the phrases "moreover" and "in that same vein."

"Full Frontal with Samantha Bee" used the hype about the release to promote the White House Correspondents' Dinner on April 27.

A sports fanatic jokingly posted an "advanced copy" of the report that jabs the Washington Nationals baseball team.

"The Nationals Bullpen is a complete disaster," the fake document reads.

UK fears Brexit could hurt global hunt for new BoE governor

WASHINGTON (Reuters) – British finance minister Philip Hammond has fired the starting gun for the race to succeed Bank of England Governor Mark Carney, but concerns about Brexit may keep some potential contestants on the sidelines.

Britain is unusual in throwing open the invitation to run its central bank to candidates from around the world.

Yet Carney’s tenure – the first for a foreigner at the BoE – has been seen as a success for the country’s financial diplomacy, and the government is keen to promote what it calls a “global Britain” after the country leaves the European Union.

The chances are high that the Canadian’s successor was somewhere among the thousands of delegates at the International Monetary Fund’s half-yearly meeting last week, where Hammond told media the process for finding a new governor was “getting underway”.

Attendees included all four of the BoE’s current deputy governors, the head of Britain’s market regulator as well as central bankers, academics and other policymakers from across the globe.

The role becomes vacant on Feb. 1 next year when Carney leaves after over six years on the job. This followed five years as governor of the Bank of Canada – during which he was courted by Hammond’s predecessor, George Osborne, when they met at international meetings in 2012.

But the next BoE governor will have to reckon with a sharply divided political backdrop on top of the obvious challenges that Brexit poses as regards short-term growth and longer-term regulatory relations with the EU.

“There may be some candidates who might be deterred from an application because of the political debate around Brexit, which inevitably the governor of the Bank of England can’t avoid being part of,” Hammond said in Washington.

Carney has been criticized by members of hardline pro-Brexit faction of the Conservative Party.

Jacob Rees-Mogg last year labeled Carney a “wailing banshee” and a “failed second-tier politician” who gave unfairly negative forecasts of the economic impact of Brexit. Boris Johnson, when foreign secretary, was dismissive of BoE predictions of Brexit damage.

Shortly after coming to power, Prime Minister Theresa May said in a speech that the BoE’s quantitative easing had damaging side-effects.

Brexit has certainly put off many other job-seekers. Recruitment agencies report falling numbers of job searches from overseas and net immigration to Britain by EU nationals fell to the lowest since 2009 last year – though non-EU immigration rose strongly.

INTERNATIONAL ROLE

Since starting at the BoE in July 2013, Carney delayed his departure twice – in October 2016 and September 2018 – to help prepare for Brexit. The second time, the hunt for a successor had already started and Hammond had said explicitly he was open to another foreign governor.

This time, Carney has said he has no intention of staying longer at the BoE, even after the latest delay to Brexit that sees Britain’s departure potentially postponed until Oct. 31.

A formal job advert is likely to appear before long, and one key criterion is to be able to effectively represent Britain in international forums like the IMF.

Someone already well-known on the international stage – such as former Reserve Bank of India governor Raghuram Rajan, who publicly debated with Carney and other central bankers on stage at the IMF – may have an edge.

Rajan declined to comment when asked by Reuters whether he would consider a return to active policymaking. Last year he said he would not apply for the role, but was slightly more equivocal about what he would do if approached directly, as Carney was.

A lack of in-depth knowledge about the details of Britain’s economy and more domestically-focused financial institutions is not necessarily a stumbling block.

The BoE’s structure – with four deputy governors and a chief economist responsible for different areas of monetary policy and regulation – can potentially fill in gaps.

Nonetheless, there is a question over how far afield Hammond can go with his choice – which must formally be approved by May and ultimately Queen Elizabeth.

Carney had strong existing ties to Britain before his appointment to Britain. He had previously studied, worked and met his wife in the United Kingdom, and as a Canadian already shared the queen as head of state. He also promised to apply for British citizenship once he met residence requirements.

As well as representing Britain internationally, the BoE under Carney has placed increased emphasis on communication with the British public. Carney speaks regularly on British television and radio after major decisions.

With Britain in the throes of Brexit, an EU national could be a tough sell as the face of the central bank — though the BoE has plenty of staff from continental Europe.

There is also domestic competition. Andrew Bailey, a former BoE deputy governor who now heads Britain’s Financial Conduct Authority, is widely seen as a strong contender given the governor’s job involves at least as much supervision of London’s financial center as it does monetary policy.

Current deputy governors and the BoE’s chief economist, Andy Haldane, are potential contenders too.

Either way, Hammond expects applicants will have a greater idea about what form of Brexit they will have to handle before a final decision is made.

“I hope we get it resolved before we get to the shortlisting stage,” he said.

James Harden scored 31 points, Eric Gordon chipped in 17 with five 3-pointers, and the Houston Rockets extended their winning streak to a season-best seven games with their 107-91 victory over the visiting Philadelphia 76ers on Friday.

Harden added 10 rebounds, seven assists and two steals for the Rockets, who seized control with a 14-2 spurt midway through the first quarter. Philadelphia played its eighth consecutive game without All-Star center Joel Embiid (left knee), falling to 4-4 in that stretch.

A combination of lethargic defense and errant shooting did the 76ers in, particularly early. While Houston rolled to a 37-point opening period on 56.5 percent shooting, Philadelphia missed all four of its 3-point attempts in the first quarter while shooting 10 of 24 (41.7 percent) overall.

The 76ers’ shooting did not improve throughout the course of the game, with Philadelphia finishing 3 of 26 from behind the arc while shooting 36.8 percent from the floor. Tobias Harris paced the 76ers with 22 points and nine rebounds.

Raptors 127, Pelicans 104

Kawhi Leonard scored 31 points and visiting Toronto pulled away from short-handed New Orleans in the second half of a blowout victory.

Leonard scored 24 first-half points and finished 14 of 20 from the floor. Kyle Lowry added a triple-double with 13 points, 12 assists and 11 rebounds while Pascal Siakam scored 19 points.

The Pelicans played without three starters. Jrue Holiday (abdominal strain) and E’Twaun Moore (quad contusion) were ruled out for at least a week to 10 days, and Anthony Davis was a last-minute scratch because of back spasms. Frank Johnson led New Orleans with 20 points.

Hornets 112, Wizards 111

Marvin Williams erupted for a season-high 30 points and career-high seven 3-pointers as Charlotte held on in the closing seconds for a victory over visiting Washington.

The Hornets won when Washington’s Bradley Beal missed a drive in heavy traffic with three seconds remaining. Jeremy Lamb had given the Hornets a 112-111 lead on a 3-pointer with 51.5 seconds remaining. The Hornets had lost nine of their previous 12.

Bobby Portis had 23 points and nine rebounds to lead the Wizards. Beal scored 15 points but hit just 4 of 21 field-goal attempts.

Pistons 112, Bulls 104

Blake Griffin scored 27 points, including 16 in the fourth quarter, and visiting Detroit rallied from a 21-point deficit to down Chicago.

Andre Drummond recorded his 11th 20-20 game this season with 20 points and 24 rebounds as the Pistons won for the 11th time in 13 games. Reggie Jackson supplied 21 points, Langston Galloway added 15 and Luke Kennard chipped in 14. Detroit outscored Chicago 43-24 in the decisive fourth quarter.

Zach LaVine led the Bulls with 24 points, Otto Porter Jr. supplied 23 points and eight assists while Lauri Markkanen added 18 points. Chicago had three starters in double figures by halftime in racing to a 66-49 halftime lead before being outscored 63-38 in the second half.

Heat 126, Cavaliers 110

Dwyane Wade sparked a third-quarter run, and Miami scored 10 straight in the fourth quarter to pull away for a win over visiting Cleveland.

The Heat remain in eighth place in the Eastern Conference, just ahead of Orlando and Charlotte, both winners on Friday night. The victory also was Miami’s 16th straight against the Cavaliers at AmericanAirlines Arena.

Eight Heat players scored in double figures. Josh Richardson led the way with 20 points. Justise Winslow finished with 16 points, nine rebounds and nine assists. Collin Sexton paced Cleveland with 27 points, and Jordan Clarkson added 21.

Magic 111, Mavericks 106

Terrence Ross scored 22 points in his return from a one-game absence caused by a sore left Achilles as host Orlando beat Dallas.

Orlando’s Nikola Vucevic recorded his team-high 48th double-double of the season after collecting 20 points and 13 rebounds. Aaron Gordon chipped in with 18 points, and Ross went 6-for-11 from 3-point range for the Magic, who have won nine of their last 13 games.

Dallas’ Dirk Nowitzki, who finished with 15 points, moved past John Stockton for third place all-time in games played (1,505) in NBA history. The 40-year-old trails only Robert Parish (1,611) and Kareem Abdul-Jabbar (1,560).

Grizzlies 114, Jazz 104

Mike Conley scored 28 points and dished out 11 assists, and Jonas Valanciunas added 27 points as host Memphis defeated Utah.

The Grizzlies, who beat the Jazz for the third time in four meetings this season, shot 51.1 percent from the field and outscored Utah 60-34 in the paint.

Donovan Mitchell poured in 38 points while shooting 12 of 24 from the field to lead Utah. Joe Ingles added 14 points, seven assists and six rebounds for the Jazz, and Jae Crowder had 11 points and 11 rebounds.

“Not a good situation”: Trump Denounces TSA Child Grope Video

President Trump on Tuesday condemned the TSA after a viral video resurfaced showing a young boy being subjected to an invasive pat-down at a US airport.

“Not a good situation,” the president commented, retweeting a video shared by comedian Larry the Cable Guy and actor James Woods which was originally shared by @DeepStateExpose.

The president’s eldest son Don Jr. also chimed in, saying, “This is sickening.”

“I’m sure this young man could have been deemed to not be a threat in a matter of seconds. Wtf!” Don Jr. tweeted.

The video, which first appeared in 2017, shows a boy at Dallas’ JFK airport undergoing a full pat-down which lasted approximately two minutes.

At the time the boy’s mother, Jennifer Williamson, who filmed the encounter, also mentioned her son suffered from a sensory processing disorder, compounding the incident’s absurdity.

As the video went viral, the TSA went into damage control mode, penning a blog post titled, “TSA Mythbuster: The Rest of the DFW Pat-down Story,” which attempted to explain why the over-the-top search was required.

While Trump intended to highlight the perverse nature of the search, The Washington Post focused on the origin of the person who the president retweeted, who they described as a “follower of the QAnon conspiracy theory.”

Trump’s retweet of @DeepStateExpose, who was identified as conspiracy-minded Twitter user Jeremy Stone, will likely “raise new questions about where a president fond of spreading conspiracy theories gets his information,” The Post writes.

IMF team to visit Pakistan this month in final bailout push

ISLAMABAD (Reuters) – A mission team from the International Monetary Fund (IMF) will travel to Pakistan this month, the IMF said on Monday, amid growing expectation that talks on a long-delayed bailout are due to be wrapped up soon.

Pakistan was last year expected to sign up for its 13th IMF bailout program since the late 1980s but talks ground to a halt, with Pakistani officials saying the conditions attached to the proposed IMF loans could hurt economic growth.

Pakistan’s macroeconomic outlook has deteriorated in recent months, with the central bank lowering growth forecasts and raising rates at a time when inflation is at a five-year high. The rupee currency has also lost about 35 percent since December 2017.

“At the request of the authorities, an IMF mission will be going to Pakistan before the end of April to continue the discussions,” the IMF said in a statement.

Pakistani Finance Minister Asad Umar earlier this month visited Washington for talks with the IMF, which on Monday described those talks as “constructive discussions”.

The government of Prime Minister Imran Khan, who took power in August, has obtained temporary relief from close allies such as China and Saudi Arabia with short-term loans worth more than $10 billion to buffer foreign currency reserves and ease pressures on the country’s current account.

But analysts have been saying an IMF bailout is inevitable, with Pakistan also facing an increasing fiscal crunch ahead of the annual budget spending review for the next financial year starting July 1.

“After today’s IMF statement, the expectation is that the bailout is pretty much there,” said Saad Hashemy, Chief Economist for Pakistani brokerage house Topline Securities.

But he added that there are questions regarding the time frame of when Pakistan would start receiving the money and the exact contours of the assistance program.

“There are questions if there will be any further devaluations, how much interest rates will be hiked, what taxation measures are expected of Pakistan, and will there be any further increase in electricity or gas prices?” Hashemy added.

Khan’s government is facing increasing anger from the population on the back of rising utility prices, many of which have been subsidized by successive cash-strapped governments.

Inflation was over 9.4 percent in March, its highest since November 2013, with strong increases in food and energy, the two most sensitive items for most consumers.

The central bank forecasts growth at 3.5 to 4 percent in the 12 months to end-June, well off a government target of 6.2 percent.

AOC to Bank Execs: Should More Have Gone to Jail for Financial Crisis?

Firebrand freshman Rep. Alexandria Ocasio-Cortez, D-N.Y., grilled banking bigwigs Wednesday on whether more industry chieftains should have gone to jail for the 2007 financial crisis.

In a House Financial Services Committee hearing, Ocasio-Cortez expressed "concerns about how much things have really changed" since the recession, The Hill reported.

The progressive lawmaker pointed to fines and penalties like Bank of America's $16.5 billion settlement in 2014 over misconduct related to mortgage-backed securities, as well as a $20 million and another $720 million in consumer relief.

She questioned whether they were viewed merely as "the cost of doing business," The Hill reported.

"I represent kids that go to jail for jumping a turnstile because they can't afford a MetroCard," Ocasio-Cortez told Morgan CEO Jamie Dimon. "Do you think that more folks should have gone to jail for their role in a financial crisis that led to 7.8 million foreclosures in the 10 years between 2007 and 2016?"

Dimon demurred, saying it was a question for "legal experts," while asserting no one should be imprisoned for jumping a turnstile, The Hill reported.

The committee summoned CEOs of the nation's largest banks as a group for the first time since 2009 for the hearing — all claiming their companies have become safer and more responsible since they were bailed out during the crisis, The Hill reported.

(Reuters) – Exxon Mobil Corp on Friday reported first-quarter profit fell sharply on lower oil and gas prices and weakness in its refining and chemicals businesses that offset modest production gains.

The largest U.S. oil producer’s first quarter earnings fell to $2.35 billion, or 55 cents a share, from $4.65 billion, or $1.09 a share, a year ago.

Analysts had expected Exxon to earn 70 cents per share, according to Refinitiv Eikon estimates.

Shares were trading down about 2.7 percent in premarket trading on Friday.

Exxon’s oil equivalent production rose 2 percent to 4 million barrels per day, up from 3.9 million bpd in the same period the year prior. The company said its output in the Permian Basin, the largest U.S. shale basin, rose 140 percent over a year ago.

A Baha’i advocacy group has expressed concerns over the fate of minority Baha’is at the hands of Yemen’s Houthi rebels ahead of the appeals hearing for one of the community leaders sentenced to death.

The Baha’i International Community said in a statement Friday that the hearing for Hamed bin Haydara, detained in 2013 and sentenced to death last year on espionage and apostasy charges, is due on Tuesday.

The statement quotes Bani Dugal, the Baha’i community representative at the United Nations, as saying the prosecution hasn’t addressed Haydara’s appeal but is instead making “absurd, wide-ranging accusations.”

International rights groups have decried the prosecution of Yemeni Baha’is by the Iran-backed Houthis.

Iran has banned the Baha’i religion, which was founded in 1844 by a Persian nobleman considered a prophet by followers.

KABUL (Reuters) – Afghan President Ashraf Ghani encouraged newly-elected lawmakers to participate in the peace process with the Taliban as he opened on Friday the first session of parliament since a controversial election.

Ghani has invited thousands of politicians, religious scholars and rights activists to an assembly known as a loya jirga next week to discuss ways to end the 17-year war.

Several opposition leaders have said they will boycott the four-day assembly in Kabul, saying it was pulled together without their input and is being used by Ghani as he seeks a second term in a September presidential election.

“We have presented the peace plan on a regular basis and we are committed to it,” Ghani said in the first session since parliamentary elections marred by technical problems, militant attacks and accusations of voting fraud last year.

“Based on this plan, there will be no peace deal and negotiation that does not have the green card of the parliament,” he added.

Officials from the United States and the Taliban have held several rounds of talks to end the Afghan war.

U.S. negotiator, Zalmay Khalilzad, has reported some progress toward an accord on a U.S. troop withdrawal and on how the Taliban would prevent extremists from using Afghanistan to launch attacks as al Qaeda did on Sept. 11, 2001.

The insurgents have so far rejected U.S. demands for a ceasefire and talks on the country’s political future that would include Afghan government officials.

The loya jirga, a centuries-old institution used to build consensus among competing tribes, factions and ethnic groups, is an attempt by Ghani to influence the peace talks and cement his position for a second term, Afghan politicians and Western diplomats say.

Amid growing political divisions in Kabul, opposition politicians have demanded that Ghani step down when his mandate ends next month, and give way to an interim government to oversee peace talks with the Taliban. Ghani has ruled that out.

The country’s top court said last week Ghani can stay in office until the presidential election in September.

Deputy Attorney General Rod Rosenstein Thursday defended special counsel Robert Mueller’s investigation while slamming former President Barack Obama’s administration for being slow to take action on Russian interference in U.S. elections and ex-FBI Director James Comey for telling Congress the agency was investigating collusion between the Trump campaign and Russia.

“Our nation is safer, elections are more secure, and citizens are better informed about covert foreign influence schemes,” Rosenstein said in a speech to the Armenian Bar Association, marking his first public remarks after the Mueller report was released, reports CBS News.

He also pointed out that the investigation revealed a pattern of computer hacking and the use of social media to undermine elections as “only the tip of the iceberg of a comprehensive Russian strategy to influence elections, promote social discord, and undermine America, just like they do in many other countries,” reports The Wall Street Journal.

The Obama administration also made “critical decisions,” including choosing not to publicize the full story about Russian hackers and social media trolling, “and how they relate to a broader strategy to undermine America,” said Rosenstein.

He noted that the Mueller probe began after Comey disclosed during a hearing before Congress that President Donald Trump “pressured him to close the investigation and the president denied that the conversation occurred.”

Rosenstein said two years ago, when he was confirmed, he was told by a Republican senator that he would be in charge of the probe and that he’d report the results to the American people.

However, he said he didn’t promise to do that, because it is “not our job to render conclusive factual findings. We just decide whether it is appropriate to file criminal charges.”

BEIJING (Reuters) – Britain must get to the bottom of the leak of confidential discussions during a top-level security meeting about the role of China’s Huawei Technologies in 5G network supply chains, British finance minister Philip Hammond said on Friday.

News that Britain’s National Security Council, attended by senior ministers and spy chiefs, had agreed on Tuesday to bar Huawei from all core parts of the country’s 5G network and restrict its access to non-core elements was leaked to a national newspaper.

The leak of secret discussions has sparked anger in parliament and amongst Britain’s intelligence community. Britain’s most senior civil servant Mark Sedwill has launched an inquiry and written to ministers who were at the meeting.

“My understanding from London (is) that an investigation has been announced into apparent leaks from the NSC meeting earlier this week,” said Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing.

“To my knowledge there has never been a leak from a National Security Council meeting before and therefore I think it is very important that we get to the bottom of what happened here,” he told Reuters in a pooled interview.

British culture minister Jeremy Wright said on Thursday he could not rule out a criminal investigation. The majority of the ministers at the NSC meeting have said they were not involved, according to media reports.

Hammond said he was unaware of any previous leak from a meeting of the NSC.

“It’s not about the substance of what was apparently leaked. It’s not earth-shattering information. But it is important that we protect the principle that nothing that goes on in national security council meetings must ever be repeated outside the room.”

Allowing Huawei a reduced role in building its 5G network puts Britain at odds with the United States which has told allies not to use its technology at all because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

There have been concerns that the NSC’s conclusion, which sources confirmed to Reuters, could upset other allies in the world’s leading intelligence-sharing network – the Five Eyes alliance of the United States, Britain, Australia, Canada and New Zealand.

However, British ministers and intelligence officials have said any final decision on 5G would not put critical national infrastructure at risk. Ciaran Martin, head of the cyber center of Britain’s main eavesdropping agency, GCHQ, played down any threat of a rift in the Five Eyes alliance.
