LONDON (Reuters) – WikiLeaks founder Julian Assange was arrested by British police on Thursday after they were invited into the Ecuadorean embassy where he has been holed up since 2012.

“Julian Assange, 47, has today, Thursday 11 April, been arrested by officers from the Metropolitan Police Service (MPS) at the Embassy of Ecuador,” police said.

Police said they arrested Assange after being “invited into the embassy by the Ambassador, following the Ecuadorean government’s withdrawal of asylum.”

Booker hometown rally to kickoff national campaign swing

Presidential candidate Sen. Cory Booker’s heading home to kickoff what he’s calling a “Justice for All Tour.”

The Democrat from New Jersey announced on Friday that he’ll hold a hometown kickoff in downtown Newark on Saturday, April 13. Booker served as the mayor of the Garden State’s largest city for two terms before winning his Senate seat in 2013.

BOOKER VOWS TO BRING FIGHT TO NRA

Booker declared his candidacy for the White House in February, but as is often the practice, an official presidential campaign announcement is followed by formal kickoff event at a later date. The practice allows a candidate to grab extra media attention and hopefully build more excitement among supporters.

The event in Newark is the first in a two-week cross-country tour that Booker’s campaign said will be used “to highlight his message of reigniting our sense of common purpose to build a more just country for the American people.”

Preaching the politics of love has been a major theme for Booker on the campaign trail as he bids for the Democratic nomination.

“The only way to beat hate is not bringing more hate. It's by bringing love and hope and uniting people to solve the persistent injustices in our country,” Booker explained at a town hall this week in South Carolina, the state that holds the first southern primary in the race for the White House.

The hometown kickoff and ensuing national tour may help Booker try to stand out in a crowded field of 2020 Democrats.

He polled in the low single digits in the most recent national public opinion polls in the Democratic nomination race. Booker registered at 2 percent in a Quinnipiac survey released Thursday and at 4 percent in a Fox News poll released this past weekend

LJUBLJANA (Reuters) – The five parties of the Slovenian center-left government coalition signed an agreement of cooperation with the opposition Left party to secure support for its main projects over the next year, the six parties said on Wednesday.

The Chamber of Commerce and Industry warned that the agreement could hurt the Slovenian economy because the demands of the Left are expected to raise taxes and public spending.

But Prime Minister Marjan Sarec, whose government took over in September after June’s general election, said the minority government has no choice but to seek opposition support for its projects. The coalition holds 43 out of 90 parliamentary seats while the Left has 9 seats.

“The government is a minority coalition government. If we want to do anything we have to make arrangements, that is the reality of democracy,” Sarec told Radio Slovenia.

The Left expects its cooperation with the government will lead to higher taxes on profit, more public apartments with non-profit rents, an improved national health system and more long-term jobs, Left spokesman Nikola Janovic Kolenc told Reuters.

The Chamber of Commerce said the demands of the Left could burden companies by as much as 1.4 billion euros ($1.59 billion)and hit the 46 billion-euro economy.

“We need a favorable business environment, productivity growth and the respect for those who work. The agreement between the coalition and the Left does not guarantee any of these. It is a mixture of expensive populist decrees which go against the development of the economy,” it said in a statement.

The agreement was signed just before the Left helped parliament confirm its 2019 budget plan earlier on Wednesday.

According to the agreement the Left will cooperate in the preparation of the 2020 and 2021 budgets later this year, which are expected to be confirmed by parliament before the end of 2019.

The largest opposition party, the center-right Slovenian Democratic Party (SDS), claims the Left is in fact stronger than the coalition parties.

“As long as the state is actually governed by the Left the economy will be regressing,” said Branko Grims, a member of parliament from the SDS.

Saudi Arabia may keep May crude prices little changed

SINGAPORE (Reuters) – Top oil exporter Saudi Arabia is expected to keep prices of various grades of crude it sells to Asia little changed in May from the previous month, trade sources said on Tuesday.

State-owned Saudi Aramco may cut the official selling price (OSP) for its flagship Arab Light crude by 5 cents a barrel for May, according to the median of responses of five refining sources. The sources gave a range of an increase of 5 cents to a cut of 25 cents.

The respondents also expect similar price moves for the country’s other grades Arab Extra Light, Arab Medium and Arab Heavy.

The expectations for a slight decrease follows a marginal widening of the backwardation in the price structure for benchmark Dubai prices. Backwardation is when prompt prices are higher than later dated prices and it suggests that demand for a commodity is strong.

The difference between cash Dubai’s first and third month during March widened by 2 cents, the sources said.

However, during March, the profit margin for fuel oil, known as the crack spread, collapsed from a premium of $2.25 a barrel over Dubai crude to a discount of as low as 83 cents, reducing the value of Saudi Arabia’s heavy crudes.

“The price structure hasn’t changed much and fuel oil crack has worsened a bit,” said one respondent.

“Light crude supply is still long.”

However, a second respondent said the bigger-than-expected price hikes seen in April OSPs may signal a shift in Saudi’s pricing strategy that could point to higher prices if Saudi continues on the same track in May.

Saudi Arabia, which is cutting output to reduce global inventory levels to a target in line with the five-year average of supplies, stopped giving additional light crude supplies to some Asian refiners from March.

Saudi Arabia’s larger-than expected production cuts have reduced oil supply from the Organization of the Petroleum Exporting Countries to a four-year low in March.

State oil giant Saudi Aramco typically sets its crude prices based on recommendations from customers and after calculating the change in the value of its oil over the past month, based on yields and product prices.

But April prices, announced last month, exceeded market expectations.Saudi crude OSPs are usually released around the fifth of each month, and set the trend for Iranian, Kuwaiti and Iraqi prices, affecting more than 12 million barrels per day (bpd) of crude bound for Asia.

Saudi Aramco officials as a matter of policy do not comment on the kingdom’s monthly OSPs.

Trump releases budget seeking billions for border wall, work requirements for welfare programs

President Trump kicked off a new battle with Congress on Monday by releasing his fiscal 2020 budget plan seeking billions more in funding for a border wall and controversial work requirements for Americans collecting a variety of welfare benefits.

Both proposals are sure to face resistance from Democrats, especially coming off a partial shutdown triggered by a border wall dispute that only ended when Trump declared a national emergency over immigration -- a step being litigated in the courts and challenged in Congress. The requests are part of the president's $4.7 trillion budget plan.

Escalating Trump's pursuit of wall funding, the White House in the new budget requested an additional $8.6 billion to build the wall along the U.S.-Mexico border—seeking $5 billion from Congress, plus $3.6 billion from the military construction budget, for fiscal 2020.

Meanwhile, the budget aims to implement new welfare requirements -- namely, that Americans 18-65 years old work at least 20 hours a week in a job, a job training program or a community service program to secure a range of benefits and aid.

According to the administration, the work requirement would apply to federal programs like food stamps, Medicaid, and federal housing, but would come with a hardship exemption. Last year, the administration opened the door for states to impose work requirements for Medicaid recipients. This part of the budget proposal would bring those work requirements to the federal level.

The budget, meanwhile, projects a $1.1 trillion deficit for the fiscal year beginning Oct. 1, but also calls for deep cuts to domestic programs.

“In the last two years, President Trump and his Administration have prioritized reining in reckless Washington spending. The Budget that we have presented to Congress and the American people…embodies fiscal responsibility and takes aim at Washington’s waste, fraud, and abuse,” Office of Management and Budget Acting Director Russ Vought said in a statement.

“Our national debt nearly doubled under the previous Administration and now stands at more than $22 trillion,” he continued. “This Budget shows that we can return to fiscal sanity without halting our economic resurgence while continuing to invest in critical priorities.”

The budget also includes a national paid family leave proposal and seeks money to establish the Space Force, as a new branch of the military, while sharply curbing spending on domestic safety-net programs. The outline includes a total of $2.7 trillion in nondefense spending cuts and the administration says the proposal would put the federal government on track to balance the budget by 2034.

The White House’s request for billions of dollars in additional funding for a wall comes as senior Homeland Security officials told Fox News that the administration is preparing for an estimated 180,000 migrants traveling as families to cross the border—either illegally, or claiming asylum—marking a record in family units crossing.

“We want to strengthen legal immigration and welcome more individuals through a merit-based system that enhances our economic vitality and vibrancy of our diverse nation. We also will continue to uphold our humanitarian ideals,” Homeland Security Secretary Kirstjen Nielsen said last week during a House hearing. “But illegal immigration is simply spiraling out of control and threatening public safety and national security.”

The $8.6 billion would allow the administration to complete more than the promised 722 miles of wall along the border, according to White House officials. The funding comes on top of the billions Trump is working to shift from military accounts after declaring a national emergency last month. The emergency declaration came after Congress blocked Trump’s original request for $5.7 billion for construction of the wall. That denial sparked the longest partial shutdown of the federal government in U.S. history.

Democrats, though, continue to argue that an emergency at the border is “non-existent,” and promised to block the proposal to build the wall again.

“President Trump hurt millions of Americans and caused widespread chaos when he recklessly shut down the government to try to get his expensive and ineffective wall, which he promised would be paid for by Mexico,” Senate Minority Leader Chuck Schumer, D-N.Y., and House Speaker Nancy Pelosi, D-Calif., said in a statement.

“Congress refused to fund his wall and he was forced to admit defeat and reopen the government. The same thing will repeat itself if he tries this again. We hope he learned his lesson,” they said, adding that the funding would be better put to use toward domestic programs like “education and workforce development.”

The administration is expecting pushback on this “tough” budget, according to White House economic adviser Larry Kudlow.

“I would just say that the whole issue of the wall, of border security, is of paramount importance,” Kudlow said on “Fox News Sunday. “We have a crisis down there. I think the president has made that case very effectively.”

Trump also proposed an additional $750 billion for defense, while cutting non-defense discretionary spending by 5 percent below the cap. The budget will also increase requests for some agencies, while reducing others to reflect those priorities. For example, the 2020 budget seeks to reduce funding for the Environmental Protection Agency.

Budgets are mainly seen as blueprints for the White House’s priorities and agenda, but are often debated and negotiated on Capitol Hill, where lawmakers craft the appropriation bills that eventually fund the government.

And while the budget will suggest it balances in future years, it is also expected to rely on projections for continued economic growth from the tax cuts Trump signed into law in 2017. But there's no guarantee that would cover the lost tax revenues.

By proposing spending levels that don't raise the budget caps, the president is courting a debate with Congress. Lawmakers from both parties have routinely agreed to raise spending caps established by a previous deal years ago to fund the government.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Julio Cesar Rocha, 25, of Montlcair, Calif. was located in Mexico Wednesday and returned to California where he faces murder and attempted murder charges related to the death of his ex-girlfriend, Thalia Flores.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
