Tennessee Gov. Bill Lee: I 'Regret' Wearing Confederate Uniform in College

Tennessee Gov. Bill Lee was 17 when he joined the Kappa Alpha fraternity at Auburn University, which every spring held an "Old South" party where he and other members dressed in Confederate uniforms.

The fraternity has since ended the tradition, and Lee, four decades removed from his undergraduate days at the Alabama university, says he regrets attending and wearing the uniform, and has come to see his participation in the event differently.

A spokeswoman for Lee confirmed on Thursday that Auburn's 1980 yearbook includes a photo of the governor and another man in Confederate uniforms.

"While I never intentionally acted in an insensitive way, with 40 years of hindsight, I have come to realize that was insensitive and have come to regret that," the Republican governor said.

The scandal involving two Virginia politicians who once wore blackface has brought renewed scrutiny to the past behavior of elected officials around the country when it comes to race. Lee's comments came during interviews The Associated Press conducted with governors across the country following the scandal in Virginia. Comments from Lee were first reported Wednesday by The Tennessean.

Lee, who was sworn in as governor in January, spoke to the AP briefly about how he has come to view his actions. He later said through a spokeswoman that he has never worn blackface or attended parties where others were doing so, nor has he taken part in other activities or organizations since college that would be considered racially insensitive or offensive.

Kappa Alpha's annual "Old South" parade at Auburn ended in 1992, said university spokesman Preston Sparks. The fraternity's national organization, meanwhile, prohibited the use of Confederate flags at any chapter in 2001 and the wearing of uniforms and parades in 2010, a spokesman told the AP.

In the 1980 yearbook photo, Lee is wearing a Confederate soldier uniform and is standing with a woman in an antebellum dress. Lee's office said it did not immediately know the identity of the woman.

Another unidentified woman and man are also in the photo wearing the same kind of outfits.

Two other photos with different people in Confederate clothing are on the page, which has the caption, "The South shall rise again, right Bill! When the band plays 'Dixie', a tear comes to our eyes. I'd do anything Lee, but she comes first."

The page also explains that Kappa Alpha was based on ideals that "constituted the frame and fabric of Southern Culture" and that its founding fathers saw in Confederate Gen. Robert E. Lee "chivalry, valor, loyalty and reverence for womankind."

Auburn's yearbook from 1978, Lee's freshman year, called the party sponsored by Lee's Kappa Alpha fraternity "one of the biggest social events on campus."

It described the festivities this way: "Preliminary parties last for a week and finally culminate on Saturday night. The sound of rebel yells and horses' hooves can be heard as the KA's parade down College Street - reminiscent of one of the South's hardest, yet grandest times."

The yearbook noted that Kappa Alpha also sponsored an event called Convivium, a celebration of Robert E. Lee's birthday. The yearbook said he was "exemplary of the Southern gentleman" and represented attributes "that KA strives to uphold — to mold leaders not simply followers."

Old South parties were a Kappa Alpha tradition on other campuses, including at the University of Georgia in 1983, when Georgia's current governor, Republican Brian Kemp, was a student. Kemp was a member of a different fraternity, and there is nothing in his yearbooks to suggest he attended the parties.

Kemp did not respond to the AP survey.

Alabama Gov. Kay Ivey attended Auburn a decade earlier than Lee. Her sorority's 1967 yearbook photo shows five members with black masks portraying "minstrels" in a rush skit, but Ivey said she is not in the photograph. Its caption reads, "Alpha Gam Minstrels welcome rushees aboard their showboat."

The photo is on the same page as a description of the sorority and the accomplishments of its members. The page notes that Ivey was vice president of the student body.

Ivey, a Republican, said she did not recall the skit.

"When I was shown that picture, it had to be a rush skit or something at the sorority at some point in time, but no, I didn't remember it," she said. "I certainly wasn't a part of it."

Ivey said "there is no place" for blackface and that she had never worn it. When asked if she had ever made a remark perceived as racially insensitive, she replied that she hoped not.

Corruption scandal casts long shadow over Latvia

RIGA (Reuters) – A year after closing one of its largest banks for money laundering and the detention of its central bank governor for alleged bribery, Latvia is struggling to deal with the fallout from the corruption scandal.

The country’s new government, formed in January after months of political deadlock, is trying to introduce reforms ahead of a review by international money-laundering standards watchdog Moneyval, which Latvian officials fear could label the Baltic state as high risk.

The stakes are high for Latvia, tarnished by a string of money laundering and corruption scandals, including the shuttering of banking group ABLV last year.

But efforts to clean up the country’s reputation are moving slowly. Central Bank Govenor Ilmars Rimsevics is still awaiting trial 14 months on from his brief detention. A top European court has ruled that he should not have been barred from office, in an embarrassing setback for the tiny state.

“Latvia is coming to crunch time,” said Valdis Liepins, chairman of anti-corruption group Transparency International in Latvia. “The whole system is corrupt. We finally need to do something.”

Latvia’s prime minister, Krisjanis Karins, has promised to accelerate an overhaul of the banking sector but his efforts have been overshadowed by lack of progress in the Rimsevics corruption case, the biggest in the former Soviet-ruled state’s history.

Rimsevics was accused last year by Latvia’s public prosecutor of accepting an offer of a 500,000 euro ($566,100) bribe from a Latvian bank.

Rimsevics, also a top policy-maker at the European Central Bank and who led Latvia into the euro, has denied wrongdoing.

He has returned to work following the European court ruling that Latvia broke EU law by barring him from office, and travels to ECB meetings in Frankfurt.

The Rimsevics case has sparked a public row between Latvia’s justice minister and the state prosecutor over how to tackle corruption and financial crime.

Justice minister Janis Bordans told Reuters he was looking at how to reorganize work in enforcement agencies, promising radical reform after what he said was a mishandling of the case.

“This is the failure of the investigation agencies,” Bordans said, singling out the state prosecutor. “It shows that there is some lack of efficiency and professionalism.”

Bordans blamed “inefficient representatives … in legal agencies” and poor leadership.

Latvia’s prosecutor general Eriks Kalnmeiers responded that the minister had no information about the details of the case that would qualify him to comment.

Unless there are meaningful reforms, the Moneyval review, due out in coming months, could label Latvia as high risk.

The Rimsevics investigation is also being watched closely by the United States, which has become frustrated with Latvia’s often years-long probes of corruption cases.

Rimsevics is also suspected of bribery linked to ABLV, prosecutor Viorika Jirgena and Jekabs Straume, who leads Latvia’s anti-corruption agency KNAB, told Reuters.

Rimsevics told Reuters he denied these allegations.

ABLV was shut last year when U.S. authorities accused it of money laundering and U.S. sanctions breaches, plunging the country into its worst financial crisis in a decade.

Marshall Billingslea, who leads the Office of Terrorist Financing and Financial Crimes at the U.S. Treasury, will visit the country again in the coming weeks, people familiar with the matter said, highlighting Washington’s continued concern about the country’s progress.

Corruption investigator Straume said Latvia was undertaking “thorough” reforms to avoid a so-called grey-listing in the international Moneyval audit. “We don’t want to be on any list,” he said. “We are a normal country.”

But showing how the reforms are translating into action is tough.

Morten Hansen of the Stockholm School of Economics in Riga said Latvia was at a critical juncture: “This country is still struggling to prevail as a modern country.”

Josh Donaldson homered in his first two at-bats, and Max Fried tossed 6 1/3 strong innings as the visiting Atlanta Braves breezed to an 11-5 rout of the Cleveland Indians on Sunday night.

Donaldson drove in four runs, while Freddie Freeman had a pair of RBI singles to highlight his three-hit performance.

Ozzie Albies had a two-run single and joined Freeman in scoring twice for the Braves, who saw each member of the starting lineup record at least one of the team’s 16 hits.

Donaldson provided the fireworks by depositing a 1-1 slider from starter Shane Bieber (2-1) over the wall in center field for a solo homer in the first inning. The 2015 American League Most Valuable Player wasn’t done, launching a 1-2 fastball from Bieber deep into the bleachers in left field for a three-run shot in the second inning.

Rangers 11, Astros 10

Joey Gallo capped a prolific weekend with his third consecutive multi-hit game, and host Texas claimed the rubber match of its three-game series with Houston.

After slugging home runs in each of the first two games, Gallo finished 2-for-3 with five RBIs and delivered a two-run triple that ignited Texas’ three-run first inning against Astros right-hander Collin McHugh.

Gallo also hit a sacrifice fly in the Rangers’ four-run third inning and, after the Astros chased Texas right-hander Shelby Miller with a five-run sixth, Gallo added a run-scoring single in the bottom of the sixth.

Cubs 2, Diamondbacks 1

David Bote ripped a game-ending single to right-center field in the bottom of the ninth inning to score Javier Baez and lift Chicago to a 2-1 victory over visiting Arizona.

Teammates mobbed Bote near first base after the hit, which gave the Cubs a series win and marked their fifth victory in the past six games. Baez finished 2-for-3 with a double, a triple, an RBI and the game-winning run.

Baez set the stage for the dramatic win when he led off the ninth with a double down the right field line. He advanced to third base after Diamondbacks right fielder Adam Jones bobbled the ball in the grass.

Yankees 7, Royals 6 (10)

Austin Romine hit a game-winning single with one out in the bottom of the 10th inning as host New York beat Kansas City.

Mike Tauchman and Gio Urshela opened the inning by drawing walks from Jake Diekman (0-1), who was replaced by Ian Kennedy. After the runners were sacrificed to second and third by pinch hitter Thairo Estrada, Romine won by lifting a fly ball over center fielder Billy Hamilton’s head.

Before the wild sequences of the late innings, the Yankees carried a 5-0 lead into the eighth behind the dominance of left-hander James Paxton and a three-run homer by Clint Frazier. Kansas City scored six in the eighth before Romine’s RBI single in the bottom of the eighth tied it.

Dodgers 6, Brewers 5

Cody Bellinger belted his 11th home run with two out in the top of ninth inning to lift Los Angeles to a 6-5 road win over Milwaukee.

Bellinger went 3-for-4 and drove in three runs, hitting the game-winner off Milwaukee reliever Josh Hader (0-2). He also robbed Christian Yelich of a homer at the wall in the eighth inning. Kenley Jansen (2-0) pitched 1 1/3 innings and struck out the side in the ninth to earn the win.

Yelich, who leads the majors in homers with 13 and is one shy of tying Albert Pujols and Alex Rodriguez for the most home runs (14) before May 1, went 0-for-2 with two walks.

Red Sox 4, Rays 3 (11)

Christian Vazquez hit a tiebreaking sacrifice fly in the top of the 11th inning as Boston edged host Tampa Bay.

Rafael Devers began the 11th with a bloop single, and Michael Chavis, making his first major league start, followed with a walk. After a Jackie Bradley Jr. bunt advanced both runners, Vazquez lofted a deep fly to center to drive in the game-winning run.

The Red Sox rallied against Rays reliever Jose Alvarado (0-2) for the second straight game.

Cardinals 6, Mets 4

Paul Goldschmidt delivered a two-run single among his two hits as host St. Louis topped New York.

Dexter Fowler and Marcell Ozuna each had a run-scoring double and Kolten Wong added an RBI single for the Cardinals, who have scored at least four runs in each game during their 7-1 surge at home.

Dakota Hudson (1-1) overcame three solo homers and five hits total in five innings to record his first career win as a starter.

Blue Jays 5, Athletics 4

Justin Smoak hit his second home run in two days as Toronto completed a three-game sweep of host Oakland.

Brandon Drury capped a big series with a double and a single for the Blue Jays, who completed a 6-1 trip that began with three wins in four games at Minnesota.

The A’s have lost five of six.

Padres 4, Reds 3

Austin Hedges homered to help host San Diego defeat Cincinnati and avoid a four-game sweep.

The Padres had five straight hits and six in the inning against Reds starter and loser Tyler Mahle (0-2), who allowed four runs on seven hits with nine strikeouts in six innings. Mahle retired the last 10 Padres he faced.

Left-hander Joey Lucchesi (3-2) allowed one run on five hits and two walks with eight strikeouts in 5 2/3 innings to earn the win.

Angels 8, Mariners 6

Los Angeles clubbed four homers and held off visiting Seattle for the first time in six tries this season.

Tommy La Stella hit two homers, and Brian Goodwin and Kevan Smith each hit one for Los Angeles. In all, the Angels had 11 hits, including two doubles by Mike Trout.

Mariners starter Mike Leake (2-2), who yielded three homers, allowed four runs on six hits and two walks in six innings.

Nationals 5, Marlins 0

Stephen Strasburg pitched eight scoreless innings, and Ryan Zimmerman slugged two homers as Washington won at Miami.

The last-place Marlins failed to get their first three-game sweep since September of 2017 but still won their first series this year.

Strasburg (2-1) improved to 18-7 in his career against Miami. He passed Gio Gonzalez as the Nationals’ career leader in innings pitched.

Rockies 4, Phillies 1

Jon Gray pitched six shutout innings, and Colorado beat visiting Philadelphia.

Tony Wolters had two hits, including a two-run double for the Rockies, who have won six of seven.

Colorado’s Charlie Blackmon had a triple and two singles to finish 10-for-18 in the series.

Twins 4, Orioles 3

Willians Astudillo drove in two runs, and starter Kyle Gibson threw six solid innings as visiting Minnesota defeated Baltimore.

Astudillo had an RBI double plus a sacrifice fly as the Twins took a 2-0 lead in the first inning and never trailed. The victory let Minnesota complete a sweep of the three-game weekend series in Baltimore.

Gibson (1-0) gave up two runs on five hits in six innings.

Giants 3, Pirates 2

Buster Posey’s three-run home run in the fifth inning lifted visiting San Francisco over Pittsburgh, ending a four-game skid.

San Francisco starter Dereck Rodriguez (3-2) gave up two runs and three hits in 5 2/3 innings, with one walk and four strikeouts. He also singled and scored a run.

Josh Bell hit a two-run homer for Pittsburgh.

Tigers 4, White Sox 3

Daniel Norris tossed five scoreless innings in his first start this season, Gordon Beckham hit a solo homer and host Detroit edged Chicago.

Norris (1-0) allowed two hits and struck out six. Shane Greene recorded his 10th save by getting the last three outs, including two strikeouts.

White Sox starter Reynaldo Lopez (1-3) gave up three runs (two earned) and seven hits in six innings while striking out eight.

Top Prosecutor Getting Set to Leave Mueller Team

Andrew Weissmann, a prominent member of special counsel Robert Mueller’s team, will soon be stepping down to study and teach at New York University, NPR is reporting.

Weissmann’s upcoming departure is the latest sign that Mueller is all but done, NPR said.

NPR attributed details of Weissman’s upcoming departure to two sources. And it described Weissmann as the architect of the case brought against Paul Manafort, who had served as chairman of the Donald Trump presidential campaign.

Weissman was the target of attacks from critics such as Rush Limbaugh and conservative legal interest groups, according to NPR.

"Andrew is attacked because he is feared; those under investigation know just how effective he is," former Enron prosecutor Kathryn Ruemmler said. "He has not only peerless technical skills, but the fearlessness necessary for pursuing high profile, complex cases and a passionate commitment to seeing justice is done."

NBC News said Weissmann is expected to leave in about a week. It reported also reported that a confidential report by Mueller’s office is expected to be sent to the Justice Department soon.The network news noted Democratic lawmakers say they will demand the full release of the report.

CNN: Trump Said Nuke Football Was Answer to NKorea in '17

A new report claims President Donald Trump referred to the nuclear football while saying how he would deal with North Korea in the fall of 2017.

CNN cited three people who said they were present when Trump made the remark during a trip to storm-ravaged Puerto Rico in October 2017.

"This is what I have for Kim," Trump allegedly said, pointing to the nuclear football — a large briefcase that is always close to the president and has the ability to authorize a nuclear strike.

The alleged comment came as Trump and North Korean leader Kim Jong Un were having a war of words regarding North Korea's threats to use nuclear weapons on the United States or one of its allies. Tensions have softened since last summer when Trump and Kim met, and threats of destroying each other no longer emerge from Washington, D.C. and Pyongyang.

Puerto Rico Gov. Ricardo Rosselló told CNN he was with Trump during his 2017 trip to the island and would not confirm to CNN that Trump made the aforementioned remark.

"There were other topics that were being discussed and my view is that the sole focus of that trip should have been on Puerto Rico," he said.

"He was talking about a whole host of other issues, but I would rather leave those conversations internal."

ECB leaning toward rewarding banks who lend, skeptical on tiered rate: sources

WASHINGTON/FRANKFURT (Reuters) – European Central Bank policymakers are increasingly leaning toward rewarding banks for lending to households and businesses but are mostly skeptical about giving lenders a reprieve from a charge on their idle cash, four sources told Reuters.

The sources said rate-setters, who met in Frankfurt on Wednesday, were now open to offering a zero or even negative interest rate to banks that pass through into the economy the cash they borrow under the ECB’s third Targeted Long-Term Refinancing Operation (TLTRO III), due to start in September.

ECB President Mario Draghi said on Wednesday that policymakers did not discuss the terms of the upcoming TLTRO at their meeting and would decide on the matter when they have more information about the state of the economy and bank lending, flagging the bank’s June gathering as a possible date.

With the growth outlook fading faster than feared, even hawkish policymakers have given up pricing the loans at the private market rate. Some are even discussing offering the TLTROs at minus 0.4 percent, which is currently the ECB’s deposit rate, the sources said.

Draghi also said policymakers were considering the need to mitigate the impact of the ECB’s negative deposit rate on lenders’ profits, a coded reference to a tiered system where some excess reserves are exempted from that charge.

But this option, which is being studied by the ECB’s staff and has already been adopted by countries such as Japan and Switzerland, met with widespread scepticism on the Governing Council, the sources said.

Many rate setters felt that the relief for banks, which are currently paying a 0.4 percent annualized rate of interest on some 1.9 trillion euro ($2.14 trillion) worth of idle cash, would be modest and outweighed by the risks.

Some fear that investors might interpret the move as a stealth rate hike, which would be particularly felt in countries in the euro zone’s south where cash is still scarce.

Others flagged the risk that tiered rates could be used for an arbitrage in combination with the new TLTROs if banks could access ECB funding at a lower rate than they get on some of their reserves.

Some analysts said a tiered rate would make room for the ECB to cut its deposit rate farther — a prospect that one source said was nowhere near being discussed.

Even policymakers who were open to the idea of tiering acknowledged it was a hard sell and would further complicate the ECB’s policy framework, the sources said.

An ECB spokesman declined to comment.

PARIS (Reuters) – France will shut down any anti-government “yellow vest” protest if violent groups are identified taking part with an intent to wreak havoc in Paris and other major cities, the prime minister said on Monday.

“From next Saturday, we will ban ‘yellow vest’ protests in neighborhoods that have been the worst hit as soon as we see sign of the presence of radical groups and their intent to cause damage,” Prime Minister Edouard Philippe said in a televised statement.

Rioters set fire to a bank and ransacked stores on Paris’s Champs Elysees avenue on Saturday, the latest flare-up of violence in four months of protests against President Emmanuel Macron and his pro-business reforms.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

The Dalai Lama has returned to his headquarters in the north Indian hill town of Dharmsala after a brief stay in a hospital in the capital for treatment of a chest infection.

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
