US Judge in Washington State Blocks New Trump Abortion Rule

A U.S. judge in Washington state Thursday blocked new Trump administration rules that would provide additional hurdles for women seeking abortions, including by banning taxpayer-funded clinics from making abortion referrals.

Judge Stanley Bastian in Yakima granted the preliminary injunction in cases brought by the state and abortion rights groups, Washington Attorney General Bob Ferguson said. The new rules were due to take effect May 3.

"Today's ruling ensures that clinics across the nation can remain open and continue to provide quality, unbiased healthcare to women," Ferguson, a Democrat, said in an emailed statement.

The ruling came two days after a federal judge in Oregon, hearing a separate challenge by 20 states, said he intended to at least partially block the rules. That judge, Michael McShane, suggested he was reluctant to issue a nationwide injunction, but said the administration's new policy was motivated by "an arrogant assumption that the government is better suited to direct women's health care than their providers."

Title X is a 1970 law designed to improve access to family planning services, especially for low-income women and those in rural areas, but abortion opponents and religious conservatives say it has long been used to indirectly subsidize abortion providers.

Abortion is a legal medical procedure, but federal laws prohibit the use of Title X or other taxpayer funds to pay for abortions except in cases of rape, incest, or to save the life of the woman.

Clinics that receive money under Title X provide a wide array of services, including birth control and screening for diabetes, sexually transmitted diseases and cancer. The program serves 4 million patients, about 1.6 million of whom obtain services through Planned Parenthood.

In addition to banning abortion referrals by taxpayer-funded clinics, the changes would prohibit clinics that receive federal money from sharing office space with abortion providers — a rule critics said would force many to find new locations, undergo expensive remodels or shut down.

"All over the country, there are Title X providers looking at their patient schedules and wondering what they were going to do," said Clare Coleman, president of the National Family Planning & Reproductive Health Association, which sued. "Now we know that everyone can continue to do their care as they have been doing for the past 50 years."

The judge made his ruling from the bench and said he would issue a written opinion early next week, Coleman said.

The Department of Health and Human Services declined to comment, citing a policy of not commenting on litigation.

While the new rules would permit clinic staff to discuss abortion with clients, they would no longer be required to do so. If patients ask for an abortion referral, staff would be required to give a list of primary care providers with no indication as to which provide abortions.

The list would have to include providers who do not offer abortions, and it could not include clinics or organizations that aren't primary care providers, such as Planned Parenthood.

Supporters of the changes say they return Title X's regulations back to their original legislative intent that "none of the funds appropriated under this title shall be used in programs where abortion is a method of family planning."

"We're extremely disappointed that a district judge made a ruling — a wrong ruling — that affects the entire nation," said Mark Miloscia, executive director of the Family Policy Institute of Washington, which was not involved in the case. "We support family planning, but not giving it through agencies that kill the unborn."

The legal challenges argue that the changes violate a requirement that patients receive pregnancy counseling that is not weighted for or against abortion, and that it violates the Affordable Care Act's prohibition on regulations that impose "unreasonable barriers to the ability of individuals to obtain appropriate medical care."

Some 98,000 patients in Washington were expected to receive care through Title X this year, Ferguson said.

“All Options Are Open”: Trump Threatens To Use The U.S. Military To Invade Venezuela

We are getting dangerously close to war with Venezuela. 

Last month, 35-year-old Juan Guaido declared himself to be the new president of Venezuela, and since that time 50 countries have recognized him as the legitimate leader of the country.  But Russia, China and much of the rest of the world still recognizes Nicolas Maduro, and Maduro is absolutely determined to remain in power.  The Venezuelan military appears to be fully backing Maduro, and that is going to make it extremely difficult to remove him.  On Monday, President Trump ramped up pressure on Maduro by telling the world that “all options are open” when it comes to regime change in Venezuela…

“We know who they are and we know where they keep the billions of dollars they have stolen,” Trump said, warning Venezuelan military officials who continue to back Maduro that they are “risking their future.”

“We seek a peaceful transition of power, but all options are open,” Trump said.

Those are very ominous words, and I want you to consider the implications of those words very carefully.

Of course the White House would gladly welcome a peaceful resolution that would remove Maduro from power, but that is very unlikely to happen.

So that means either Trump is going to have to back down and allow Maduro to stay in power, or else opt for a military option.

And as we have seen in the past, other nations may participate in a “coalition” to remove Maduro, but ultimately the heavy lifting would be done by the U.S. military.

The Venezuelan military is no match for the U.S., but it is no pushover either.  It would take much more than dropping some bombs to get rid of Maduro and his government, and so what we are really talking about is a potential U.S. invasion of Venezuela.  It would be a horrible, bloody conflict, and even after the U.S. had secured the major cities, socialist forces would keep on fighting back for endless years to come.  That means that we would have to keep troops there indefinitely, and it would almost certainly become another quagmire like we witnessed in Vietnam, Iraq and Afghanistan.

And for what?  Just so that we can put in a new puppet government that is slightly less socialist and that will play along better with the rest of the global establishment?

Also, if we invade Venezuela we could find ourselves in direct conflict with Russian forces, because they are already there

The arrival of 400 Russian military contractors after Mr. Trump’s Jan. 23 recognition of Mr. Guaido, the head of the National Assembly, triggered speculation that Moscow was reinforcing Mr. Maduro’s personal security or even preparing his evacuation.

But with Mr. Maduro defying calls to step down, the Russian mission may be more extensive than reported, said John Marulanda, a U.S.-trained intelligence officer and adviser to conservative Colombian President Ivan Duque, an opponent of Mr. Maduro. Mr. Marulanda said the recent Russian arrivals are special forces — Spetsnaz — who are being embedded among Venezuela’s elite military units to better resist any U.S. intervention or internal coup against Mr. Maduro.

Do we really want to go head to head with Russian special forces over the political future of Venezuela?

If we are going to ask young American men and women to shed their blood, it had better be for a really, really good reason, and not liking the socialist leader of Venezuela does not qualify.

In the short-term, the focus for the U.S. is going to be on trying to get “humanitarian aid” into Venezuela from neighboring Colombia and elsewhere.

During his speech, Trump admitted that U.S. Air Force cargo planes have been shuttling such aid into Colombia in recent days…

“Two days ago the first US Air Force C-17 landed in Colombia loaded with crucial assistance, including thousands of nutrition kits for little Venezuelan children,” Trump said. “Unfortunately dictator Maduro has blocked this life-saving aid from entering the country. He would rather see his people starve than give them aid.”

“Maduro is not a Venezuelan patriot, he is a Cuban puppet,” Trump added.

But of course the U.S. could have been offering humanitarian aid to Venezuela for many years.  Instead, our brutal sanctions have been crippling their economy and have greatly facilitated this crisis.  Starting on Saturday, a very strong push will be made to “peacefully” bring U.S. aid across the Venezuela border in an all-out effort to make Maduro look bad

The Trump administration and the Venezuelan opposition have staked their plans to weaken President Nicolás Maduro on a climactic moment only days away: On Saturday, they will try to break his blockade of the border with a delivery of food and medication.

The two have set Feb. 23 as the deadline for an ambitious land-and-sea campaign that would bring humanitarian supplies through Colombia, Brazil and the Caribbean and into the hands of thousands of Venezuelans who have suffered the greatest economic collapse the region has faced in generations.

It is exceedingly obvious that Nicolas Maduro is a horrible leader, and everyone knows that he is going to block any U.S. effort to bring anything across the border.

But this isn’t about trying to help the people of Venezuela.  In the end, this stunt is designed to provoke favorable media coverage that will help build public support for war.  During remarks to the press, John Bolton essentially admitted as much

If the Venezuelan military blocks the aid, Mr. Bolton said, the world would see Mr. Maduro’s “true colors,” Mr. Bolton said.

“We hope that the press will be there to see the Maduro loyalists stopping humanitarian assistance from going to the poor people of Venezuela,” Mr. Bolton said. “People want to know why the Venezuelan people are rising up. That act by Maduro would be proof beyond words.”

John Bolton has always been a neocon, and this is straight out of the neocon playbook.

Let us hope that when push comes to shove, President Trump will reject the advice of neocons like Bolton and will decide that invading Venezuela is not the right thing to do.

Unfortunately, there are many in Washington that would like to plunge the world into war, and it would not take much to set off an apocalyptic scenario.  Our world is already teetering on the brink, and it would not be too hard to push us over the edge.

For the moment, Venezuela’s “acting president” Juan Guaido is not formally requesting U.S. military intervention, but he is not ruling it out either

Venezuela’s self-proclaimed acting president Juan Guaido refused to rule out on Friday the possibility of authorizing United States intervention to help force President Nicolas Maduro from power and alleviate a humanitarian crisis.

National Assembly leader Guaido told AFP he would do “everything that is necessary… to save human lives,” acknowledging that US intervention is “a very controversial subject.”

After everything that has happened over the past couple of decades, you would think that the American people would be completely and utterly sick and tired of war by now.

There is always a very high price for intervening militarily in other countries, and the price for invading Venezuela would be very high indeed.

Former AP photographer Peter Cosgrove dies at age 84

Peter Cosgrove, a former Associated Press photographer in Florida who covered more than 100 space shuttle launches, the Elian Gonzalez saga and the presidential recount, has died.

He died of a heart attack in his sleep on Saturday in Orlando, Florida at the age of 84.

During a journalism career that spanned almost 50 years, Cosgrove covered President Nixon's meeting with South Vietnamese President Nguyen Van Thieu and four Apollo moon-mission crew recoveries at sea.

He was aboard the USS Hornet when the first moonwalkers, Neil Armstrong and Buzz Aldrin, and pilot Michael Collins, returned to Earth and were picked up in the Pacific by the aircraft carrier in 1969.

He also covered two of NASA's greatest tragedies - the Challenger explosion and the demise of the space shuttle Columbia.

(Reuters) – The coach of Venezuela’s national soccer team said on Friday he had offered to resign after meeting with opposition leader Juan Guaido’s envoy to Spain, in the midst of a power struggle between Guaido and socialist President Nicolas Maduro.

After a 3-1 victory over Argentina in Spain, the coach, Rafael Dudamel, said he had spoken with officials from Venezuela’s soccer federation and “put my role up for review” following his meeting with Antonio Ecarri, designated by Guaido as his ambassador to Spain, before the game in Madrid.

Guaido, the head of the opposition-controlled National Assembly, invoked Venezuela’s constitution to assume an interim presidency in January, arguing Maduro’s 2018 re-election was fraudulent. Most Western nations, including Spain, have recognized Guaido as the country’s rightful leader.

He has designated representatives to a number of countries that have disavowed Maduro’s government. Maduro calls Guaido a puppet of the United States, and says he is the victim of an attempted U.S.-led coup.

“We have been living through very complicated times, and we are very politicized,” Dudamel told reporters after the game. “We respectfully received the visit of the ambassador, Mr. Antonio Ecarri … just as we have [in the past] received the ambassador of President Maduro.”

Dudamel said he would remain as coach for now and planned to be on hand for the national team’s next game on Monday against Catalonia.

Venezuela’s information ministry did not immediately respond to a request for comment. A spokesman for Guaido could not immediately be reached for comment.

Why It’s Completely Dishonest to Claim Candace Owens ‘Inspired’ the Mosque Shooter

The media is circulating the hoax that Candace Owens is to blame for the horrific New Zealand mosque shooting when the gunman’s reference to her in his manifesto was clearly a sick joke meant to demonize the conservative commentator.

28-year-old Australian Brenton Tarrant livestreamed his bloody rampage during attacks on two mosques in Christchurch which killed at least 49 people.

Shortly after the massacre, Tarrant’s manifesto was discovered in which he posed himself the question, “Is there a particular person that radicalized you the most?”

“Yes, the person that has influenced me above all was Candace Owens. Each time she spoke I was stunned by her insights and her own views helped push me further and further into the belief of violence over meekness. Though I will have to disavow some of her beliefs, the extreme actions she calls for are too much, even for my tastes,” wrote Tarrant.

The notion that Owens is too “extreme” for a mass murderer who has just killed 49 people is patently absurd and this passage is obviously intended as a sick troll and said in the knowledge that the media would seize upon it to demonize Owens, which is exactly what happened.

The racist alt-right despises Candace Owens because she is a black woman who opposes an ethno-state. What better way to drag her through the mud than to pin the blame for a mass shooting on her?

However, because the media wilfully fails to grasp the understanding that the alt-right hates mainstream conservatives because it sees them as being “cucked,” all nuance is lost and all conservatives are collectively demonized for the attack.

In addition, if Candace Owens is to blame for the shooting, then so is Spyro the Dragon and the Fortnite video game, both of which were also mentioned as influencing the shooter in his own manifesto. This is patently absurd.

The terrorist also said he was an “eco-fascist” who didn’t like Trump’s policies while lavishing praise on Communist China. Does that mean all communists or environmentalists are to blame for the shooting? No.

As many others have pointed out, the gunman’s reference to popular figures such as Owens and PewDiePie was part of a deliberate ploy to sow division and ignite a cultural civil war.

By reacting as it is, the media is doing exactly what the shooter wanted.

Mnuchin: Government Would Shield Trump Tax Returns From Congress

Treasury Secretary Steven Mnuchin said on Thursday that he would shield President Donald Trump's tax returns from Congress, during remarks that could signal the administration's approach to an expected request from congressional Democrats.

During testimony in the House of Representatives, Mnuchin told the House tax committee that he would follow the law upon receiving a request for tax returns but would also protect Trump's privacy rights.

"I'm not aware if there's ever been a request for an elected official's tax return," Mnuchin said in response to questions from Democratic Representative Lloyd Doggett, a member of the House Ways and Means Committee. "But we will follow the law and we will protect the president as we would protect any individual taxpayer under their rights."

Committee Chairman Richard Neal, the only member of the House authorized by law to request the president's returns, is expected to ask Mnuchin for the documents. A Democratic member of the committee said earlier this month he believed the panel would ask for Trump's returns in a few weeks.

Democrats view the documents as a potential linchpin for oversight investigations, saying they would show whether the president has complied with U.S. tax law, profited from his own tax cuts, or has conflicts of interest from his vast business holdings.

Neal's committee could seek both his personal and business returns.

Trump defied decades of precedent as a presidential candidate by refusing to release his tax documents and has continued to keep them under wraps as president, saying his returns were under audit by the Internal Revenue Service. The IRS has said that Trump can release his tax returns even while under audit.

Interest in Trump's returns has soared since his former personal lawyer Michael Cohen told a House panel on Feb. 27 that the president has altered his value of assets and slashed the wages of his employees to lower his tax bills.

Section 6103 of the U.S. tax code allows the chairs of three committees -- Neal's House panel, the Senate Finance Committee and the Joint Committee on Taxation -- to request confidential tax returns, and says the Treasury secretary "shall furnish" the documents.

But requesting the tax returns of a sitting president is unprecedented. Fearing a lengthy court battle for the documents, Neal's committee has spent months working to develop a winning legal argument that could base the quest firmly within the panel's jurisdiction to oversee the U.S. tax system.

Senator Chuck Grassley, the Republican chairman of the Senate Finance Committee, is also expected to seek Trump's taxes if Democrats obtain them.

"There's an awful lot of interest in 6103 today," Mnuchin said. He said he would not speculate on a specific strategy for handling a request from lawmakers because he has not yet received one.

Serbian students rally over anti-govt protest detentions

Dozens of Serbian high school students have staged a sit-down protest demanding that authorities release a fellow student who was jailed during weekend anti-government protests in Serbia.

The students marched Monday from their school in downtown Belgrade toward the main police station in the Serbian capital, where they sat on the ground.

Authorities say they detained 18 people following incidents during demonstrations Saturday and Sunday against Serbia's populist President Aleksandar Vucic.

Protesters on Saturday burst into the state-TV building in Belgrade. More skirmishes with police took place Sunday when protesters surrounded the Serbian presidency during Vucic's press conference.

Protests against Vucic have been going on weekly for three months demanding democratic and media freedoms. Vucic has accused the protesters of violence, saying perpetrators will be punished.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said trade talks with China are going very well, as the world’s two largest economies seek to end talks with a trade agreement to defuse tensions.

Trump said on Thursday he would soon host China’s President Xi Jinping at the White House.

Earlier this week, the White House said that Treasury Secretary Steven Mnuchin and U.S. Trade Representative Robert Lighthizer would travel to Beijing for more talks on a trade dispute marked by tit-for-tat tariffs between the two countries.

MOSCOW/MINSK (Reuters) – Russia is confident it can soon resolve a problem of polluted Russian oil contaminating a major pipeline serving Europe and affecting supplies as far west as Germany, a senior official said on Friday at talks with importers about the issue.

Russian Deputy Energy Minister Pavel Sorokin did not give a precise timeframe but Moscow has previously said it would pump clean oil to the border with Belarus from April 29, seeking to end a crisis hitting the world’s second-largest crude exporter.

Sorokin was speaking at talks with officials from Belarus, Poland and Ukraine in Minsk on the issue. Belarus said the issue had cost it $100 million, while analysts say alternative supply routes for refiners cannot fully fill the gap.

Poland, Germany, Ukraine and Slovakia have suspended imports of Russian oil via the Druzhba pipeline. Halting those supplies has knock-on effects further along the network.

The problem arose last week when an unidentified Russian producer contaminated oil with high levels of organic chloride used to boost oil output but which must be separated before shipment as it can destroy refining equipment.

Russia’s Energy Ministry said pipeline monopoly Transneft and other Russian companies had a plan to mitigate the effects of the contaminated oil. It did not give details.

Russian officials have said contaminated oil has already been pumped into storage in Russia and Friday’s talks would focus on how to partially withdraw the tainted crude from the Druzhba pipeline running via other countries.

The suspension cuts off a major supply route for Polish refineries owned by Poland’s PKN Orlen and Grupa Lotos, as well as plants in Germany owned by Total, Shell, Eni and Rosneft.

Some refiners have outlined plans for alternative supplies, but analysts say other routes cannot meet the shortfall.

OIL PRICES

Ukraine’s Ukrtransnafta suspended the transit of oil through the pipeline on Thursday, closing supplies via Druzhba’s southern route to Slovakia, the Czech Republic and Hungary.

The pipeline issue, which has supported global oil prices, lifted Russian Urals crude differentials to an all-time high on Thursday.

With pipeline supplies to Europe shut, Russia faces a challenge of how to divert about 1 million barrels per day (bpd) that was meant to be shipped through the network to other destinations at the time when export capacity is at its limits.

State-run Russian Railways held talks with energy firms on using up to 5,000 rail tankers to transport crude, RIA news agency reported on Friday.

Concerns about the quality of Urals crude also caused delays in loadings at the Baltic port of Ust-Luga, when buyers refused to lift cargoes, resulting in a brief shutdown of the port on Wednesday and Thursday. An Ust-Luga official and traders said on Friday loadings had resumed.

Russian loading plans indicate it aims to boost Urals exports in May before the expiry of a deal on output cuts agreed with the Organization of the Petroleum Exporting Countries and its allies, Reuters calculations and Energy Ministry data show.

The provisional loading plan for Russia’s Baltic Sea ports and Novorossiisk in May show exports rising to 10.7 million tonnes, the highest level in half a decade.

Minsk estimated its loss from lower oil product exports due to contaminated Russian oil at around $100 million, Russia’s Interfax news agency reported on Thursday, citing Belarusian state oil company Belneftekhim.

Russian Deputy Prime Minister Dmitry Kozak, in charge of government energy policy, said this week that those found responsible for contaminating the oil could be fined. He did not provide names.

(Reuters) – India has once again delayed the implementation of higher tariffs on some goods imported from the United States to May 15, a government official said on Friday.

The new tariff structure was to come into force from May 2, the spokeswoman said without citing reasons for the delay.

Angered by Washington’s refusal to exempt it from new steel and aluminum tariffs, New Delhi decided in June last year to raise the import tax from Aug. 4 on some U.S. products including almonds, walnuts and apples.

But since then, New Delhi has repeatedly delayed the implementation of the new tariff.

Trade friction between India and the U.S. has escalated after U.S. President Donald Trump announced plans earlier this year to end preferential trade treatment for India that allows duty-free entry for up to $5.6 billion worth of its exports to the United States.

In a further blow, U.S. on Monday demanded buyers of Iranian oil stop purchases by May or face sanctions, ending six months of waivers which allowed Iran’s eight biggest buyers including India to continue importing limited volumes.

Symone Sanders, a prominent Democratic strategist and Sen. Bernie Sanders, I-Vt., staffer in 2016, was announced as one of the big-name members of Team Biden on Thursday.

But Sanders, who has also served as a CNN contributor, is seen in resurfaced footage from November 2016 expressing her opposition to a white person leading her party after Donald Trump’s election.

“In my opinion, we don’t need white people leading the Democratic party right now,” Sanders told host Brianna Keilar during a discussion on Howard Dean potentially becoming DNC chairman.

“The Democratic party is diverse, and it should be reflected as so in leadership and throughout the staff, at the highest levels. From the vice chairs to the secretaries all the way down to the people working in the offices at the DNC,” she said.

Sanders wrapped up her remarks by saying: “I want to hear more from everybody. I want to hear from the millennials and the brown folks.”

Footage of the interview was resurfaced by RealClearPolitics.

After news of her hiring broke on Thursday, Sanders backed her new boss on Twitter.

“@JoeBiden & @DrBiden are a class act. Over the course of this campaign, Vice President Biden is going to make his case to the American ppl. He won’t always be perfect, but I believe he will get it right,” she wrote.

The hiring of Sanders has been viewed as another indication of the expected tough fight that Biden and Sanders are in for as the two frontrunners battle a deep Democratic field.

While Sanders himself didn’t torch Biden as he jumped into the race, it’s clear that many of his progressive supporters view the former vice president as a threat.

Biden’s entry into the race – at least in the early going – sets up a battle between himself and Sanders, who thanks to his fierce fight with eventual nominee Hillary Clinton for the 2016 Democratic nomination, enjoys name ID on the level of the former vice president.

Justice Democrats — who also called Biden “out-of-touch” – is an increasingly influential group among the left of the party. They’ve championed progressive Rep. Alexandria Ocasio-Cortez of New York as well as Sanders. The group was founded by members of Sanders 2016 presidential campaign.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Former Democratic National Committee chair Donna Brazile – a Fox News contributor – highlighted that “Joe Biden can occupy his own lane in large part because he’s earned it. He’s earned the right to call himself whatever.”

But she emphasized that “elections are not about the past, they’re about the future…I do believe he has the right ingredients. The question is can he find enough people to help him stir the pot.”
