Catalan officials charged with helping organize 2017 independence vote

BARCELONA (Reuters) – A Barcelona court on Tuesday charged 30 people with misuse of public funds over Catalonia’s 2017 independence referendum, a move that may worsen tensions between the region and Spain’s central government ahead of a nationwide election on April 28.

Catalonia’s stance is important as many polls suggest that Spain’s governing Socialists may need the backing of Catalan pro-independence parties to form a majority in Madrid.

The biggest issue in campaigning for the April 28 vote has been Madrid’s handling of Catalan discontent that led to the 2017 plebiscite and an ultimately abortive attempt to secede from Spain, with right-of-center parties calling for tougher action against the Catalan government in Barcelona.

In a separate trial that has been criticized by international rights groups, 12 Catalan pro-independence leaders face charges including rebellion and misappropriation of funds that could, if convicted, see them face decades in prison.

The trial was a big factor in Catalan pro-independence parties withholding support for Prime Minister Pedro Sanchez’s 2019 budget earlier this year, depriving him of votes needed to pass the plan and triggering an early national election.

The defendants in Tuesday’s court session include aides to leading politicians in Catalonia’s former pro-independence government. They face charges including misappropriation of funds and falsifying documents. Graver charges of rebellion and sedition, faced by the 12 now on trial, were not included.

The Barcelona court set joint bail at 5.8 million euros ($6.5 million) in total for 17 of the accused, an amount equal to the public funds allegedly misappropriated for the organization of the referendum, a court writ said.

Catalan pro-independence leader Quim Torra, speaking in a televised address on Tuesday, condemned the fresh charges.

“(This) authoritarian stand confirms an absence of judicial independence and political persecution,” he said in a statement, and added that Catalonia’s independence quest would continue.

No date was immediately set for the trial.

Ocasio-Cortez claim that Trump wants to privatize VA is ‘nonsense,’ VA secretary tells Fox

Secretary of Veterans Affairs Robert Wilkie struck back at Rep. Alexandria Ocasio-Cortez, D-N.Y., on Wednesday, calling her accusations that the Trump administration wants to privatize the VA "nonsense."

"I won't be rude to the congresswoman and say that it is nonsense, but I will say it's nonsense," Wilkie said on "Fox News @ Night with Shannon Bream."

"If we are privatizing VA, we are going about it in a very strange way," Wilkie said. "I presented to the Congress a $220 billion budget, the largest budget in the history of the department. We are undergoing basic reforms to make the VA a modern, 21st-century health care administration. But what we are doing is opening the aperture on choice, so that our veterans remain at the center their own health care, and if VA can provide what they need, we will give them the opportunity to go out into the private sector."

Ocasio-Cortez claimed during a New York town hall event last week that the VA “isn’t broken” despite the scandals that have plagued the agency over the last decade and claimed the Trump administration aimed to "privatize" health care for veterans.

"That is the opening approach we have seen when it comes to privatization, it's the idea that this thing that isn’t broken, this thing that provides some of the highest quality care to our veterans somehow needs to be fixed, optimized, tinkered with until we don’t even recognize it anymore," Ocasio-Cortez said, in comments first reported by the Washington Examiner.

"They are trying to fix the VA for pharmaceutical companies, they are trying to fix the VA for insurance corporations, and, ultimately they are trying to fix the VA for a for-profit health care industry that does not put people or veterans first," Ocasio-Cortez said.

“And so we have a responsibility to protect it.”

The congresswoman's comments were aimed at Trump administration efforts to expand choice and private health care options in the VA health care system.

President Trump reacted to the congresswoman's comments by taking credit for turning around the VA.

"Rep. Alexandria Ocasio-Cortez is correct, the VA is not broken, it is doing great. But that is only because of the Trump Administration. We got Veterans Choice & Accountability passed," Trump tweeted.

Wilkie defended the Trump administration and supported the president's response on Twitter.

"The other part of our comments or they were answered by the president, who said that under this administration, the VA isn't broken. The scandals that she referred to happened in another administration," Wilkie said.

"I can say, as someone who's been accused of being a historian, no president in the post-World War II era has put the veterans at the center of his campaign and administration until President Trump did it. We are seeing this in the way the VA's moving forward."

Florida man left paralyzed after being shot when he asked teen party-crashers to leave: police

A Florida man was left paralyzed after he was shot three times by at least two teenagers who crashed a party he was hosting for his children and they refused to leave, officials said.

Volusia County Sheriff’s Office said 47-year-old Joel Tatro was throwing a party in his Oak Hill home on Sunday for his high school-aged children when four juveniles showed up uninvited.

When they were told to leave, one of the juveniles refused and an altercation ensued. During the confrontation a gun was pulled out, shots were fired and Tatro was shot in the neck.

Family members told Fox 35 that the gunshot went into the left side of Tatro’s neck, through his spinal column in the vertebrae and out his right shoulder. Doctors said the shooting left him paralyzed.

One of the suspected juveniles – identified Sylvano Leslie II, 17, – turned himself in to police on Monday night, the sheriff’s office reported.

A second teenager – 15-year-old James Powell – is on the run and the sheriff’s office is offering a $5,000 reward for information that leads to his arrest.

Sheriff Mike Chitwood told Fox 35 that Tatro had allowed his high school sons to have friends over for a party and had stepped in when the party-crashers refused to leave.

"Here's an incident where parents are doing the right thing. They're having a party for about 10 of their kids; high school friends. They're monitoring it. It's invitation only. They were sitting out there at the fire pit, listening to music, doing what 15-year-old kids do, and it almost cost this man his life," Chitwood said.

Prosecutors weigh charges for Pennsylvania official arrested

Prosecutors said Friday they are weighing criminal charges against an elected official from Pennsylvania after she had an altercation with police officers at a Detroit hotel.

Allegheny County Controller Chelsa Wagner interfered with officers as they were preparing to remove her husband, Khari Mosley, from the premises of the Westin Book Cadillac Hotel early Wednesday, according to police Chief James Craig. He said body camera video shows that Wagner grabbed an officer's jacket and tried to block an elevator.

Wagner, a Democrat, was arrested and spent about 12 hours in jail.

Her lawyer disputed the chief's account, contending that police assaulted Wagner, a former state representative serving her second term as Allegheny County's chief fiscal officer. Allegheny County includes Pittsburgh.

Craig said Wagner could face charges that include assault and battery. Prosecutors in Detroit confirmed Friday they have received a "warrant request" for a "Pittsburgh official" but said no decision on charges has been made.

"The matter is currently being reviewed," said a statement from the Wayne County Prosecutor's Office. "No further information will be released until a charging decision is made."

Wagner and Mosley were in Detroit for a concert. Afterward, Wagner went to their room while Mosley went to the hotel bar. Chief Craig said officers were called to the Westin by hotel security. He said they escorted Mosley back to his room but returned when the hotel again asked for help to remove him from the premises.

Craig told reporters Friday that Mosley and Wagner "appeared to be under some level of intoxication," based on his training and his viewing of the body camera video.

The Associated Press left a message requesting comment on Craig's statement that Wagner appeared to be under the influence with her lawyer, Heather Heidelbaugh.

Heidelbaugh told the Pittsburgh Post-Gazette that Wagner saw her husband in handcuffs and asked officers where they were taking him. She said Wagner tried getting on an elevator ahead of police and her husband. At that point, she said, "the cop grabs her, pulls her out of the elevator and throws her to the ground."

Craig said the video backs up his account of what happened.

"She grabbed officer's jacket first; she was interfering and tried to block the elevator," Craig told The Detroit News. "The officers were being very polite, saying 'ma'am, please.' At some point she decided to grab the officer, and he pushed her off him. She started to fall, and the officer tried to grab her to break her fall, because he didn't want her to be injured."

BRUSSELS (Reuters) – France and Italy are divided over policy toward Libya despite the official position of EU unity stated by the bloc’s foreign policy chief, the head of the European Parliament said on Wednesday.

Parliament President Antonio Tajani, who is Italian, urged EU countries to speak with a single voice on the renewed crisis in Libya, where rival forces are fighting for control of the capital Tripoli.

He also mentioned the role of France and Britain in the overthrow of Libya’s former ruler Muammar Gaddafi in 2011, a move he said was a mistake that had generated chaos.

“We need more unity, we need to speak with only one voice as Europeans, but unfortunately Europeans are divided on this,” he told reporters.

But France and Italy both had “diverging interests,” Tajani he said.

France, which has oil assets in eastern Libya, has provided military assistance in past years to Khalifa Haftar in his eastern stronghold, Libyan and French officials say. .

Italy, the former colonial power and a big player in Libya’s oil sector, has supported the U.N.-backed Prime Minister Fayez al-Serraj.

EU foreign affairs chief Federica Mogherini said on Monday the bloc was united in calling for a truce and a return to diplomacy.

Catholic cardinal calls mass migration ‘a new form of slavery,’ says Bible shouldn’t be used to promote it

A top African cardinal of the Catholic Church branded mass migration a “new form of slavery” and said those who seek to use the Bible to promote migration are pushing a “false" interpretation of the scriptures.

“It is a false exegesis to use the Word of God to promote migration. God never wanted these rifts,” Cardinal Robert Sarah said in a new interview with French publication Valeurs Actuelles.

POPE FRANCIS TAKES THINLY VEILED SWIPE AT TRUMP, CALLS OUT LEADERS WHO WANT WALLS

Sarah, who serves as the head of the Vatican's liturgy office, is often named in traditionalist circles as their hope to one day succeed Pope Francis. He's frequently made waves with his more conservative stances on liturgical practices, Islam, migration and other issues.

Those positions were on full display in the French article, in which Sarah, from Guinea, blasted priests and bishops who “say fuzzy things, vague, imprecise, to escape criticism, and they marry the stupid evolution of the world.” On Europe, Sarah said that the Church should not cooperate with the increasing acceptance by politicians of mass migration into the traditionally Christian continent.

“All migrants who arrive in Europe are penniless, without work, without dignity...This is what the Church wants?” he asked. “The Church can not cooperate with this new form of slavery that has become mass migration. If the West continues in this fatal way, there is a great risk that, due to a lack of birth, it will disappear, invaded by foreigners, just as Rome has been invaded by barbarians.”

Sarah added: “My country is predominantly Muslim. I think I know what reality I'm talking about."

POPE FRANCIS CALLS CHURCH CRITICS 'FRIENDS OF THE DEVIL' AS ABUSE VICTIMS DEMAND TO MEET HIM 

Sarah’s comments are in stark contrast to those from Pope Francis on the subject. Francis has repeatedly stressed the value of migration and has encouraged European countries, in particular, to open their border to flows of migrants coming from the third world.

Last week, he spoke in Morocco, the main destination for sub-Saharan African migrants seeking to reach Europe via Spain, and frequently mentioned migration.

"The issue of migration will never be resolved by raising barriers, fomenting fear of others or denying assistance to those who legitimately aspire to a better life for themselves and their families," Francis said.

He also praised Morocco’s efforts to allow religious coexistence and to promote moderate forms of Islam.

But Sarah is much more skeptical of whether the Church should be open to immigration. He cited the example of Poland, a Catholic country that has strict immigration policies, and said he had urged it not to sacrifice its Polish and Catholic identities “on the altar of a technocratic and stateless Europe.”

“She is free to tell Europe that everyone was created by God to be placed in a specific place, with its culture, traditions, and history,” he told the paper. “This current desire to globalize the world by suppressing nations, specificities, is pure madness.”

In the interview, he urged Europe to avoid embracing materialism and forgetting its Christian heritage, warning that it could lead to the extinction of Europe itself.

“If Europe disappears, and with it the invaluable values of the old continent, Islam will invade the world," Sarah said. "And we will totally change culture, anthropology, and moral vision."

ZURICH (Reuters) – Shareholders approved Credit Suisse’s 2018 compensation report with an 82 percent majority on Friday, overriding frustrations expressed at its annual general meeting over jumps in executive pay during a year its share price plummeted.

Three shareholder advisers had recommended investors vote against Switzerland’s second-biggest bank’s remuneration report, while a fourth backed the report but expressed reservations about whether management pay matched performance.

The approval marked a slight increase over the 80.8 percent support garnered for the bank’s 2017 compensation report.

LONDON (Reuters) – Activist investor Edward Bramson is likely to fail in his attempt to get a board seat at Barclays’ annual meeting next week, even though shareholders are dissatisfied with performance of the group’s investment bank.

New York-based Bramson’s Sherborne Investors and the board of the British bank have been sparring for months over Barclays’ strategy.

Bramson wants to scale back Barclays’ investment bank to reduce risk and boost shareholder returns. Barclays Chief Executive Jes Staley remains staunchly committed to growing the business out of trouble.

After failing to persuade Staley to change course since he began building a 5.5 percent stake in the bank in March last year, Bramson hopes a board seat will rachet up the pressure.

Both sides have written to shareholders pitching their case and Bramson has courted investors in one-on-one meetings, although none have publicly backed him yet.

Interviews by Reuters with five institutional investors in Barclays suggest Bramson has failed to persuade them.

Sherborne declined to comment.

Mirza Baig, head of investment stewardship at top-40 shareholder Aviva Investors, said Bramson was welcome on the bank’s register but the boardroom was a step too far.

“He has created a lot of value at other businesses, but, generally, when he has come in as executive chair and taken full control. This would be a different case where he would just be one lone voice on the board,” he said.

A second Barclays shareholder said he backed Bramson’s goal of improving returns but via an “evolutionary” approach.

“If you look at banks that have tried to restructure their operations in investment banking – you look at Natwest Markets, Deutsche Bank – I struggle to think of an example where a roughshod restructuring has been accretive to shareholder value.”

A third, top-30 investor said he had been impressed by incoming Chairman Nigel Higgins’ grasp of the challenge in hand, and felt investors would give him time.

“Management know they have to execute and deliver improved returns… [Higgins] will continue to re-shape the board but obviously he didn’t feel that having someone with a diametrically opposed view on it would be helpful.”

A fourth, top-30 investor agreed: “We voted for the chairman to come in and it would be crazy to allow an activist to join the board (at this time).”

Jupiter Fund Management, the 24th largest investor, said it also planned to vote against Bramson.

Barclays has nearly 500 institutional shareholders, Refinitiv data showed.

Since Staley joined Barclays in 2015, the investment bank returns relative to capital invested have increased but are still underperforming the overall business.

Barclays’ first-quarter figures showed the investment bank posted a 6 percent drop in income from its markets business and a 17 percent fall in banking advisory fees.

Returns in the investment bank fell to 9.5 percent from 13.2 percent a year ago.

Famed for successful campaigns against smaller British companies in sectors from chemicals to advertising, Bramson’s board seat pitch has been rebuffed by shareholder advisory firms.

Institutional Shareholder Services, the world’s biggest, said Bramson’s proposal “falls short of what can reasonably be expected from a shareholder trying to address issues at a 28 billion pounds, systemically important bank”.

Glass Lewis also flagged concern about Bramson’s lack of banking experience and “questionable” shareholding structure, referring to Sherborne’s use of derivative contracts to hedge losses should its strategy fail.

Critics said the arrangement meant his interests are not truly aligned with those of other long-term shareholders.

British advisory firm Pirc, however, said it recommended that investors abstain in the vote on Bramson’s proposal as a challenge to the board to do better in the year ahead – or face a similar contest in 2020.

(Reuters) – U.S. oil and natural gas producer Chevron Corp reported a 27 percent fall in quarterly earnings on Friday, hit by lower crude prices and weaker margins in its refining and chemicals businesses.

Net income attributable to the company fell to $2.65 billion, or $1.39 per share, for the first quarter ended March 31, from $3.64 billion, or $1.90 per share, a year earlier.

Earlier in the day, larger rival Exxon Mobil Corp reported earnings well below analysts’ estimates, as margins in its refining business were hurt by higher Canadian prices and heavy scheduled maintenance.

(Reuters) – Ford Motor Co said on Friday the U.S. Department of Justice had opened a criminal investigation into the automaker’s emissions certification process in the United States.

The potential concern does not involve the use of defeat devices, the company said in a regulatory filing. (https://bit.ly/2VqjHpl)

Ford had voluntarily disclosed the matter to the U.S. Environmental Protection Agency and the California Air Resources Board in February.
