Brain-Inspired Chip to Power Intelligent Robot Swarms

An ultra-low power hybrid chip inspired by the brain could help give palm-sized robots the ability to collaborate and learn from their experiences.

Combined with new generations of low-power motors and sensors, the new application-specific integrated circuit (ASIC) — which operates on milliwatts of power — could help intelligent swarm robots operate for hours instead of minutes.

To conserve power, the chips use a hybrid digital-analog time-domain processor in which the pulse-width of signals encodes information. The neural network IC accommodates both model-based programming and collaborative reinforcement learning, potentially providing the small robots larger capabilities for reconnaissance, search-and-rescue and other missions.


Humanity is being persuaded to accept it’s own replacement by technological and scientific milestones forwarded by politicians inching out the eventual end game.

Researchers from the Georgia Institute of Technology demonstrated robotic cars driven by the unique ASICs at the 2019 IEEE International Solid-State Circuits Conference (ISSCC). The research was sponsored by the Defense Advanced Research Projects Agency (DARPA) and the Semiconductor Research Corporation (SRC) through the Center for Brain-inspired Computing Enabling Autonomous Intelligence (CBRIC).

“We are trying to bring intelligence to these very small robots so they can learn about their environment and move around autonomously, without infrastructure,” said Arijit Raychowdhury, associate professor in Georgia Tech’s School of Electrical and Computer Engineering. “To accomplish that, we want to bring low-power circuit concepts to these very small devices so they can make decisions on their own. There is a huge demand for very small, but capable robots that do not require infrastructure.”

The cars demonstrated by Raychowdhury and graduate students Ningyuan Cao, Muya Chang and Anupam Golder navigate through an arena floored by rubber pads and surrounded by cardboard block walls. As they search for a target, the robots must avoid traffic cones and each other, learning from the environment as they go and continuously communicating with each other.

The cars use inertial and ultrasound sensors to determine their location and detect objects around them. Information from the sensors goes to the hybrid ASIC, which serves as the “brain” of the vehicles. Instructions then go to a Raspberry Pi controller, which sends instructions to the electric motors.

In palm-sized robots, three major systems consume power: the motors and controllers used to drive and steer the wheels, the processor, and the sensing system. In the cars built by Raychowdhury’s team, the low-power ASIC means that the motors consume the bulk of the power. “We have been able to push the compute power down to a level where the budget is dominated by the needs of the motors,” he said.

The team is working with collaborators on motors that use micro-electromechanical (MEMS) technology able to operate with much less power than conventional motors.

“We would want to build a system in which sensing power, communications and computer power, and actuation are at about the same level, on the order of hundreds of milliwatts,” said Raychowdhury, who is the ON Semiconductor Associate Professor in the School of Electrical and Computer Engineering. “If we can build these palm-sized robots with efficient motors and controllers, we should be able to provide runtimes of several hours on a couple of AA batteries. We now have a good idea what kind of computing platforms we need to deliver this, but we still need the other components to catch up.”

In time domain computing, information is carried on two different voltages, encoded in the width of the pulses. That gives the circuits the energy-efficiency advantages of analog circuits with the robustness of digital devices.

“The size of the chip is reduced by half, and the power consumption is one-third what a traditional digital chip would need,” said Raychowdhury. “We used several techniques in both logic and memory designs for reducing power consumption to the milliwatt range while meeting target performance.”

With each pulse-width representing a different value, the system is slower than digital or analog devices, but Raychowdhury says the speed is sufficient for the small robots. (A milliwatt is a thousandth of a watt).

“For these control systems, we don’t need circuits that operate at multiple gigahertz because the devices aren’t moving that quickly,” he said. “We are sacrificing a little performance to get extreme power efficiencies. Even if the compute operates at 10 or 100 megahertz, that will be enough for our target applications.”

The 65-nanometer CMOS chips accommodate both kinds of learning appropriate for a robot. The system can be programmed to follow model-based algorithms, and it can learn from its environment using a reinforcement system that encourages better and better performance over time — much like a child who learns to walk by bumping into things.

“You start the system out with a predetermined set of weights in the neural network so the robot can start from a good place and not crash immediately or give erroneous information,” Raychowdhury said. “When you deploy it in a new location, the environment will have some structures that it will recognize and some that the system will have to learn. The system will then make decisions on its own, and it will gauge the effectiveness of each decision to optimize its motion.”

Communication between the robots allow them to collaborate to seek a target.

“In a collaborative environment, the robot not only needs to understand what it is doing, but also what others in the same group are doing,” he said. “They will be working to maximize the total reward of the group as opposed to the reward of the individual.”

With their ISSCC demonstration providing a proof-of-concept, the team is continuing to optimize designs and is working on a system-on-chip to integrate the computation and control circuitry.

“We want to enable more and more functionality in these small robots,” Raychowdhury added. “We have shown what is possible, and what we have done will now need to be augmented by other innovations.”

Queen to rock Oscars with live performance

LOS ANGELES (Reuters) – British rock band Queen will perform live at Sunday’s Oscars ceremony, organizers said on Monday, following the blockbuster success of best picture nominee “Bohemian Rhapsody.”

“Is this the real life? Is this just fantasy? We welcome @QueenWillRock and @adamlambert to this year’s Oscars!,” the Academy of Motion Picture Arts and Sciences announced on its official Twitter feed.

The band, whose late frontman Freddie Mercury is the subject of “Bohemian Rhapsody,” is now made up of original members Brian May and Roger Taylor with former “American Idol” star Adam Lambert taking on vocals.

“Queen and @adamlambert will ROCK YOU,” the band tweeted in response, giving the Feb. 24 date of the Oscars ceremony in Hollywood.

“Bohemian Rhapsody” has five Academy Award nominations, including a best actor nod for Rami Malek, who takes on the role of Mercury in the film. Mercury died of AIDS in London in 1991 at the age of 45.

The movie has taken more than $854 million at the global box office to become the most successful musical biopic ever.

The academy did not say what songs Queen would perform or when they would appear on stage during the telecast, which is going ahead without a host for the first time in 30 years.

“Bohemian Rhapsody” is not nominated for its songs or soundtrack, but other musical performances at Sunday’s ceremony will include Lady Gaga and actor-director Bradley Cooper singing their Oscar-nominated song “Shallow” from movie “A Star is Born,” while Bette Midler will sing best original song contender “The Place Where Lost Things Go” from the film “Mary Poppins Returns.”

Joe Biden’s mind ‘totally in the clear’ despite 1988 aneurysm, his brain surgeon says

Joe Biden’s brain surgeon said his former patient is “totally in the clear” as speculation over the candidate’s health -- with Biden possibly becoming the oldest president in U.S. history -- is likely to become a campaign issue.

The former vice president, who had been perceived by many as the strongest potential contender for the Democratic Party's 2020 presidential nomination, formally announced his candidacy Thursday.

But Biden’s age – 76 – is expected to become a source of attacks from a younger generation of Democrats not because of obvious generational differences, but possibly for actual health concerns if Biden gets into office.

Biden himself agreed last year that “it's totally legitimate” for people to ask questions about his health if he decides to run for president, given his medical history -- which has included brain surgery in 1988.

“I think they're gonna judge me on my vitality,” Biden told “CBS This Morning.” “Can I still run up the steps of Air Force Two? Am I still in good shape? Am I – do I have all my faculties? Am I energetic? I think it's totally legitimate people ask those questions."

But Dr. Neal Kassell, the neurosurgeon who operated on Biden for an aneurysm three decades ago, told the Washington Examiner that Biden appears to be “totally in the clear” -- and even joked that the operation made Biden "better than how he was.”

At the same time, however, Biden hasn’t been forthcoming about his health at least since 2008 when he released his medical records as a vice presidential candidate. The disclosure that time revealed some fairly minor issues such as an irregular heartbeat in addition to detailing previous operations, including removing a benign polyp during a colonoscopy in 1996, the outlet reported.

It remains unclear if Biden had more aneurysms. Some medical experts say that people who have had an aneurysm can have another one.

An aneurysm, or a weakening of an artery wall, can lead to a rupture and internal bleeding, potentially placing a patient's life in jeopardy.

Biden won’t be the only Democrat grappling with old age. Sen. Bernie Sanders, another 2020 frontrunner, is currently 77 years old and agreed with Biden last year that their ages will be an issue in the race.

“It’s part of a discussion, but it has to be part of an overall view of what somebody is and what somebody has accomplished,” Sanders told Politico.

“Look, you’ve got people who are 50 years of age who are not well, right? You’ve got people who are 90 years of age who are going to work every day, doing excellent work. And obviously, age is a factor. But it depends on the overall health and wellbeing of the individual.”

German lawmakers ready to block public cash for Deutsche-Commerzbank

BERLIN (Reuters) – Lawmakers are warning Germany’s finance minister that they will block any attempt to invest public money into a merged Deutsche Bank and Commerzbank, a deal which could require up to 10 billion euros ($11.2 billion) of fresh capital.

They intend to deliver this message at a closed-door meeting next week with Olaf Scholz, although it is unclear whether the Social Democrat finance minister still plans to attend.

“The merged bank will probably need fresh capital. One thing that we will not stand for is that the state gives more money,” said Bettina Stark-Watzinger, who chairs the Bundestag’s finance committee, emphasizing a hurdle to any deal.

Deutsche Bank’s exploratory merger talks with state-backed Commerzbank come after prodding by Germany’s finance ministry, which is worried about the future of the country’s biggest bank.

A deal would see Berlin become a shareholder in the combined group, which one German official said will need up to 10 billion euros of fresh capital because of restructuring costs and the fact that losses on investments could be triggered by a tie-up.

While German parliamentarians cannot stop the merger itself, they are warning that the Bundestag can block any fresh money to fill a capital shortfall, a crucial pillar to any deal.

“This goes contrary to one of the lessons of the financial crisis – that the taxpayer should not foot the bill for troubled banks,” Stark-Watzinger said.

A spokesman for Scholz, who was the first to publicly reveal the merger talks but has since sought to distance himself from the process, insisting it is up to the banks to decide on their future, declined to comment, as did Deutsche Bank.

“UNTHINKABLE”

Lothar Binding, a leading Social Democrat on the committee, also said the government needed approval from the Bundestag if it wanted to back the merged group with fresh funds.

This would not be triggered if Germany’s 15 percent Commerzbank stake automatically translates into a roughly 5 percent stake in the merged group, but approval is needed if the bank asks investors for fresh money, as expected.

“As things stand, it is unthinkable that the Bundestag would agree,” said Binding. “Any synergies in this deal would come at an immensely high price: huge unemployment. 25,000 to 30,000 jobs could go. I’m against a merger.”

Some conservatives are similarly opposed to the deal.

“We need competition in the banking market, not mega mergers,” said Hans Michelbach, a lawmaker from the Christian Social Union, the Bavarian sister party of Chancellor Angela Merkel’s Christian Democratic Union.

“How on earth can we sell a merger with this bank to our voters? I won’t support it under any circumstances.”

Frustration has been growing in parliament because lawmakers believe Scholz is ignoring their concerns.

Through its stake in Commerzbank, the German government would become a top shareholder in a merged group, playing a central role in any fusion. Lawmakers fear this puts it on the hook to shoulder losses if the bank later runs into trouble.

Berlin could yet pull the plug if it believes a deal would be politically unpalatable.

“This merger is rubbish. It will cost not only jobs but hard cash as well,” said Lisa Paus, a Green party member of parliament, adding that she would reject any government participation in a capital hike.

“It is a running joke in parliament: ‘Where is Scholz?’, she said, adding that his failure to explain the merits of a merger had infuriated many lawmakers. “He doesn’t speak to us.”

China goes all-in on home grown tech in push for nuclear dominance

SHANGHAI (Reuters) – China plans to gamble on the bulk deployment of its untested “Hualong One” nuclear reactor, squeezing out foreign designs, as it resumes a long-delayed nuclear program aimed at meeting its clean energy goals, government and industry officials said.

China, the world’s biggest energy consumer, was once seen as a “shop window” for big nuclear developers to show off new technologies, with Beijing embarking on a program to build plants based on designs from France, the United States, Russia and Canada.

But after years of construction delays, overseas models such as Westinghouse’s AP1000 and France’s “Evolutionary Pressurised Reactor” (EPR) are now set to lose out in favor of new localized technologies, industry experts and officials said.

China signed a technology transfer deal with the United States in 2006 that put the AP1000 at the “core” of its atomic energy program. It also pledged to use advanced third-generation technology in its safety review after the 2011 Fukushima nuclear plant disaster.

But by the time the world’s first AP1000 and EPR made their debuts in China last year, Chinese designs had become just as viable.

Though China has yet to complete its first Hualong One, officials are confident it will not encounter the delays suffered by rivals, and say it can compete on safety and cost.

Beijing has already decided to use the Hualong One for its first newly commissioned nuclear project in three years, set to begin construction later this year at Zhangzhou, a site originally earmarked for the AP1000. [nL3N2152KM]

“The problem with AP1000 – the delays, the design changes, the supply chain issues and then the trade problems – has forced their hand, and it has become Hualong,” said Li Ning, a nuclear scientist and dean of the College of Energy at Xiamen University.

He added that China’s licensing procedures would also be an advantage for the home grown tech. “For the Hualong, there are four reactors already under construction and one of them is near completion already. It is a Chinese design so it wouldn’t be very hard to license the next four,” he said.

EDF, France’s state-run utility, which helped build the EPR project at Taishan in Guangdong province, declined to comment. Westinghouse, now owned by Brookfield after entering bankruptcy restructuring, also did not respond to a request for comment.

INTERNATIONAL AMBITIONS

China’s ambitions for the Hualong One extend overseas as well. The first foreign project using the reactor is under construction in Pakistan and the model is in the running for projects in Argentina and Britain.

“(Hualong One) is competitive,” said Li Xiaoming, assistant general manager of the state-owned China National Nuclear Corporation (CNNC). “The technologies are now just about the same as those of the United States, France and Russia.”

“This is the foundation that we will rely on for our future survival and our international competitiveness,” Li said.

China already has four Hualong Ones under construction, with the first, in the southeastern coastal province of Fujian, set to go into operation late next year, ahead of schedule, said Huang Feng, a member of the expert committee of the China Nuclear Energy Association.

“China has already become one of the small number of countries that has independently mastered third-generation nuclear power technology, and it has the conditions and comparative advantages to scale up and go into mass production,” he told an industry conference.

As Beijing gets ready to commission eight reactors a year in order to meet its 2030 clean energy and emissions targets, construction speed will be a crucial consideration, benefiting local developers.

Huang said the estimated costs of Hualong One and the AP1000 were now roughly the same, and much now depended on scaling up production to cut costs and allow the Chinese design to compete not only with other reactors, but also with coal-fired power.

Li of CNNC said while foreign-designed projects would still be built, it would “make no sense” to rely on foreign technology if China’s own domestic reactors were equally safe and reliable.

“There are probably some technologies where we will continue to cooperate, but overall we will gradually turn to our own,” he said.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

ARREST MADE IN DOUBLE HOMICIDE OF EX-PRO HOCKEY PLAYER, COMMUNITY ADVOCATE, POLICE SAY

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
