Cannabis constituency? Israeli election rivals warm to pot

JERUSALEM (Reuters) – Marijuana has becoming an election issue in Israel now that an upstart far-right party that favors legalizing the drug seems to be drawing voters away from conservative Prime Minister Benjamin Netanyahu.

Opinion polls originally showed the party, Zehut, would fail to win even a single seat in parliament in the April 9 ballot. But its ultranationalist leader’s focus on decriminalizing cannabis has resonated with voters.

Polls this week predicted Zehut would take at least four seats in the 120-member legislature, giving it a possible linchpin role in the formation of a future coalition government.

A cartoon in one Israeli newspaper depicted Zehut’s leader, Moshe Feiglin, holding a lit joint, with a Pied Piper-like trail of liberal voters rapt at their new, unexpected champion.

Usually focused in his campaign on national security challenges, Netanyahu said he is pondering the issue.

Asked on a TV channel run by his right-wing Likud party about decriminalization, Netanyahu said: “I am now looking into the question that you raised. I will give you an answer soon.”

In the meantime, he said, Israel has increased the use of medical cannabis “to one of the highest levels in the world”.

Medicinal use is allowed with a doctor’s permission.

But as a country with large, religious Jewish and Muslim communities, Israel had long frowned on drug use of any kind. Admission of pot-smoking could once disqualify a young Israeli from mandatory military service or a civil servant from office.

Recreational use remains illegal, if not frequently enforced. People face a potential 3 years’ jail for possessing an amount for personal use – up to 15 grams. Trafficking-level possession carries a maximum 20-year jail term.

On Tuesday, Israel’s police said they had arrested 42 people suspected of using TeleGrass, an encrypted messaging service for selling drugs that enabled Israelis to use an app on their smartphone to order marijuana delivered to their door.

Likud and its strongest challenger, the centrist Blue and White party, which has not taken a position on marijuana legalization, are locked in a closely contested race.

Joining the debate, Avi Gabbay, head of the center-left Labour party, said on Army Radio that he himself had smoked pot and it was time to “get out and join real life” in keeping up with Western leniency on its recreational use.

Israel’s parliament in December approved the export of medical cannabis, a field that the finance and health ministries estimate could reap $265 million in taxes a year. There are eight cannabis cultivation companies in Israel.

Shares of medical cannabis firm Tefen jumped 13 percent, while other cannabis producers were 2.6 percent to 7 percent higher on the Tel Aviv Stock Exchange after Netanyahu’s remarks.

Men sought in boy's kidnapping arrested on icy Lake Superior

A registered sex offender and another man have been arrested on kidnapping and other charges while trying to cross an icy Lake Superior in Michigan's Upper Peninsula with the sex offender's 5-year-old son.

The Chippewa County sheriff's office says 53-year-old George Cunningham and 68-year-old Jon Stygler were caught early Thursday about two miles out from Whitefish Point and about 15 miles (24 kilometers) from the Canadian mainland.

Officers tracked them with snowmobiles after two adults and several children were bound at knifepoint before the boy was taken from a home in Whitefish Township.

An Amber Alert was issued for the boy.

Cunningham and Stygler were arraigned Thursday. Michigan State Police sex offender records show Cunningham was convicted in 2015 in Ohio on charges involving a child younger than 13.

Both men are due in court March 25. Neither had defense attorneys Thursday.

14-year-old says he is Illinois boy who went missing in 2011

A 14-year-old boy who said he escaped from two kidnappers in Ohio told authorities he is from Illinois, where he went missing nearly eight years ago when his mother apparently took her own life.

Police in suburban Cincinnati's Sharonville wrote in a short incident report that the teen said Wednesday morning that he had "just escaped from two kidnappers" he described as white men with body builder-type physiques. They were in a Ford SUV with Wisconsin license plates and had been staying at a Red Roof Inn.

The boy, who identified himself as Timmothy Pitzen, told police that after his escape he "kept running across a bridge into" Kentucky.

Timmothy Pitzen was six when he disappeared in 2011 after authorities said his mother took her own life in a Rockford, Illinois, hotel.

Police in the Chicago suburb of Aurora said Wednesday afternoon that the department is sending two detectives to the Cincinnati area. Aurora police don't know if the boy he has any connection to Pitzen, Aurora Police Sgt. Bill Rowley said.

Police believe Amy Fry-Pitzen, 43, picked up her son from school and took him to the zoo and a Wisconsin water park before she apparently killed herself. Her body was found with her wrists slit on May 15, 2011.

Fry-Pitzen left a note saying her son was fine. Police investigating her death said she took steps that suggest she might have, as she said in her note, dropped her son off with a friend.

At the time, police searched for Pitzen in Illinois, Wisconsin and Iowa.

"We've probably had thousands of tips of him popping up in different areas," Rowley said. "We have no idea what we're driving down there for. It could be Pitzen. It could be a hoax."

The FBI said in a Wednesday afternoon statement that its offices in Louisville and Cincinnati were working on a missing child investigation with Aurora police and police departments in Cincinnati and Newport, Kentucky, and the Hamilton County Sheriff's Office in Ohio. The FBI offered no other details.

Sharonville police said on the department's Facebook page that the information about the boy's reported escape was received by police in Campbell County, Kentucky.

"The City of Sharonville Police Department, like every other police agency in the greater Cincinnati area, was requested to check their Red Roof Inn hotels regarding this incident," the Facebook post read. "To the best of our knowledge, we have no information indicating that the missing juvenile was ever in the City of Sharonville."

Timmothy Pitzen's grandmother, Alana Anderson, told WISN-TV Wednesday that authorities have told the family very little.

"We just know a 14-year-old boy was found and went to the police," Anderson said. "We don't want to get our hopes up and our family's hopes up until we know something. We just don't want to get our hopes up. We've had false reports and false hopes before."

In nod to debt concerns, China Belt and Road summit to urge sustainable financing

SHANGHAI (Reuters) – World leaders meeting in Beijing this week for a summit on China’s Belt and Road initiative will agree to project financing that respects global debt goals and promotes green growth, according to a draft communique seen by Reuters.

The Belt and Road Initiative is a key policy of President Xi Jinping and envisions rebuilding the old Silk Road to connect China with Asia, Europe and beyond with massive infrastructure spending.

But it has proved controversial in many Western capitals, particularly Washington, which views it as merely a means to spread Chinese influence abroad and saddle countries with unsustainable debt through nontransparent projects.

The United States has been particularly critical of Italy’s decision to sign up to the plan last month, the first for a G7 nation.

In an apparent nod to these concerns, the communique reiterates promises reached at the last summit in 2017 for sustainable financing – but adds a line on debt, which was not included the last time.

“We support collaboration among national and international financial institutions to provide diversified and sustainable financial supports for projects,” the draft communique reads.

“We encourage local currency financing, mutual establishment of financial institutions, and a greater role of development finance in line with respective national priorities, laws, regulations and international commitments, and the agreed principles by the UNGA on debt sustainability,” it added, referring to the United Nations General Assembly.

The word “green” appears in the draft seven times. It was not mentioned once in the summit communique from two years ago.

“We underline the importance of promoting green development,” the draft reads. “We encourage the development of green finance including the issuance of green bonds as well as development of green technology.”

The Chinese government’s top diplomat, Wang Yi, said on Friday that the Belt and Road project is not a “geopolitical tool” or a debt crisis for participating nations, but Beijing welcomes constructive suggestions on how to address concerns over the initiative.

A total of 37 foreign leaders are due to attend the April 25-27 summit, though the United States is only sending lower-level representatives, reflecting its unease over the scheme.

The number of foreign leaders at the April 25-27 summit is up from 29 last time, mainly from China’s closest allies like Pakistan and Russia but also Italy, Switzerland and Austria.

China has repeatedly said Belt and Road is for the benefit of the whole world, and that it is committed to upholding globally accepted norms in ensuring projects are transparent and win-win for all parties.

“We emphasize the importance of the rule of law and equal opportunities for all,” the draft reads.

Missing Indiana mom linked to foot found in lake, police say

An Indiana mother is believed to be dead after a human foot was found in a pond earlier this week, officials said Wednesday.

On Monday, two fishermen in Crown Point, a city roughly 130 miles northwest of Avon, discovered human remains that investigators confirmed as a foot, Avon Deputy Chief of Investigations Brian Nugent said at a news conference.

The foot was linked to Najah Ferrell, a mother from Avon who vanished on March 15, according to Fox affiliate WXIN. Her family said she was a no-show at work and failed to pick up her children after school.

Investigators later reportedly found items belonging to Ferrell and her car in two separate locations in Indianapolis.

Authorities discovered a tattoo on the foot that “was able to be matched up and found to be consistent with” a tattoo Ferrell was known to have had, the deputy chief said.

He said that two members of Ferrell’s family confirmed to investigators that the tattoo found on the foot matched the missing woman’s, and added that forensic pathologists “believe that the person we have preliminary identified as Najah Ferrell is deceased.”

“We do believe at this point that foul play is involved,” Nugent told reporters, adding that the probe into what happened to the woman is a “death investigation” rather than a “homicide investigation.”

Infowars Revealed the 25th Amendment/Deep State Coup Against Trump – in 2017!

Just as Infowars predicted in early 2017, the Deep State is working with political elements of the FBI, the intelligence community and Democrats to overthrow President Trump.

Over the past two weeks, multiple media outlets and political commentators reported on the McCabe/Rosenstein silent coup, which revolved around the attempted use of the 25th Amendment to oust the president, that Infowars reported was the plan nearly two years ago.

Radio host Rush Limbaugh encapsulated the situation on his show last Thursday:

So this is kind of classic. We have Andrew McCabe and his new book. Now, this guy was one of the ringleaders of this coup to get rid of Donald Trump, and he’s got a new book out, and 60 Minutes is helping him push and promote the book, and he is bragging about this. He is bragging about his efforts to undermine and overthrow Trump. He’s admitting, essentially, that he and his buddies put in motion a silent coup to get rid of Donald Trump. He admits that the talk of wiring Rosenstein to entrap Trump in an Oval Office conversation was real.

None of the ringleaders were elected by the American people, as Limbaugh pointed out on Friday:

I want to go back to McCabe and his book. Here is a guy who is writing a book and profiting — earning money — on his admission, essentially, that he was running a silent coup to overturn a presidential election.

And every one of the people he was working with… McCabe working with Comey and Bruce Ohr and James Baker/Jim Baker in the FBI, and Clapper and Brennan and all the others. Rosenstein. Not one of them has ever been elected to anything. Not one of them has any kind of a mandate from anybody in the American people to do what they were doing, and they were running an effort to undermine a duly elected president. It was a coup, and the media was in on it, and they continue.

The 25th Amendment, ratified after the assassination of John F. Kennedy, provides the procedure for replacing the president in the event of “death, removal, resignation, or incapacitation” – and these ringleaders were hoping to overthrow the president through the “incapacitation” clause, talks of which began in 2017 as part of the Deep State’s “Continuity of Government” (COG) program to remove the president, as Infowars pointed out in early 2017.

As reported at the time, the COG procedures, which were first drafted during the Cold War to ensure the government’s survival during a nuclear war, could be exploited to ensure the Deep State’s survival when it doesn’t control the White House.

Furthermore, in May 2017 Infowars highlighted an article from the New Yorker magazine that reported on how members of Congress – and other creatures of DC – were holding “secret conversation” on removing the president.

The article’s author, Evan Osnos, claimed to have “interviewed several dozen people about the prospects of cutting short Trump’s Presidency,” including “his friends and advisers; to lawmakers and attorneys who have conducted impeachments; to physicians and historians; and to current members of the Senate, the House, and the intelligence services.”

The atmosphere of intrigue is why some analysts were skeptical when Deputy Attorney General Rod Rosenstein claims to have been “joking” about wearing a wire into the Oval Office.

Last week, McCabe said the offer wasn’t a joke and that the idea was actually discussed with the FBI’s general counsel.



Democrats will do anything to remove President Trump from office and have now admitted there was a coup to invoke the 25th Amendment.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.
