WASHINGTON (Reuters) – Secretary of State Mike Pompeo said U.S. diplomatic efforts will continue toward the goal of denuclearization of North Korea, a day after a North Korean official said it no longer wanted to deal with him in talks.

“Nothing has changed. We’ll continue to work to negotiate, still in charge of the team. President Trump’s obviously in charge of the overall effort but it’ll be my team,” Pompeo told reporters in Washington. He said U.S. diplomats will continue efforts to achieve North Korea’s denuclearization, which he said North Korean leader Kim Jong Un committed to last June.

Dem Bill Would Instruct IRS to Create Free Online Tax-Filing Service

Democrats in the House and Senate have reintroduced legislation to direct the Internal Revenue Services to create a free tax-filing service available to the public online, The Hill reports.

Sen. Elizabeth Warren, D-Mass., a candidate for president in 2020, is a lead sponsor of the Senate bill, the Tax Filing Simplification Act.

"Taxpayers waste too many hours and hundreds of dollars on tax preparation each year, which disproportionately burdens low-income and minority taxpayers," she said in a statement. "This bill will require the IRS to offer easy, free, online tax-filing for all taxpayers. This is a simple idea with a long history of support from both Republicans and Democrats, and it's time to make it a reality."

Her fellow presidential candidates Sens. Bernie Sanders, I-Vt., and Cory Booker, D-N.J., joined her and other senators in offering the bill. Reps. Brad Sherman, D-Calif., Tim Ryan, D-Ohio, Alexandria Ocasio-Cortez, D-N.Y., Katie Hill, D-Calif., joined to reintroduce the House bill.

"Millions of Americans each year who are eligible for cash refunds like the Earned Income Tax Credit don't claim them -- either because tax filing is too complicated, or they don't know they're eligible," said Adam Ruben, the director of Economic Security Project Action. "This creates a system where only the wealthiest Americans can afford to take advantage of the tax breaks and deductions available to them. Senator Warren's Tax Filing Simplification Act is a commonsense improvement that would make tax filing easier and more fair, and mean millions more hardworking Americans will get the refunds like the EITC they're entitled to."

LSU reinstates men’s basketball coach Wade

Although noting “regrets” that LSU men’s basketball coach Will Wade didn’t comply with the school several weeks ago when asked about recruiting issues, athletic director Joe Alleva announced in a statement Sunday that Wade’s month-plus suspension has been lifted.

The university suspended Wade on March 8 because it said he refused to meet with school officials amid scrutiny of a reported FBI wiretap capturing the coach talking about an offer to then-recruit Javonte Smart. Wade missed the Tigers’ final regular-season game and all of their SEC and NCAA Tournament games.

Assistant coach Tony Benford took over as head coach and led LSU to the SEC regular-season title with a win over Vanderbilt in his first game, then led the Tigers to the Sweet 16, where they lost to Michigan State.

Wade was reinstated after he met with Alleva and NCAA compliance officials on Friday, Alleva said in the statement, adding that he saw no place where Wade violated his contract, allowing for his reinstatement.

“During those meetings, he answered all questions and denied any wrongdoing in connection with recently reported allegations of irregularities in college basketball recruiting,” Alleva said.

The statement also said the university “regrets that Coach Wade did not choose to fulfill his obligations to LSU when he was first asked to do so. However, the seriousness of the allegations and Coach Wade’s prior refusal to refute them could not be ignored without exposing the University and basketball program to great risk. Protecting LSU and preserving our integrity must always be our first priority. Coach Wade’s explanations and clarifications offered during the meeting, absent actual evidence of misconduct, satisfy his contractual obligation to LSU.”

The alleged offer to Smart arose in a conversation Wade was having with Christian Dawkins, described as a middleman in the scandal of paying basketball recruits. Dawkins was convicted on felony charges of wire fraud last year and sentenced last month to six months in prison. The specifics of that case were unrelated to Dawkins’ reported interaction with Wade.

ESPN and Yahoo Sports reported last month that a wiretap caught Wade upset about not landing Smart at that point despite a “strong-ass offer.” CBS Sports described Smart as a top-50 recruit from Baton Rouge. He ultimately signed with the Tigers.

“I was thinking last night on this Smart thing,” Wade reportedly said to Dawkins on the wiretap. “I’ll be honest with you, I’m (expletive) tired of dealing with the thing. Like I’m just (expletive) sick of dealing with the (expletive). Like, this should not be that (expletive) complicated.”

Explosive military rounds discovered on Washington beaches, prompting warning

Authorities in Washington state issued a warning to beachgoers after explosive military rounds were discovered over the weekend.

The Grays Harbor County Sheriff's Office said in a Facebook post on Sunday it has received "multiple reports" of 20-millimeter anti-aircraft "high explosive" rounds being located in the North Beach area.

The sheriff's office said the rounds are described as between 6-to-8 inches in length and 20 millimeters in diameter. They are believed to be from the 1940's, which "makes their stability unknown." Authorities said they may explode upon impact.

"They have the resemblance of large rifle ammunition," the sheriff's office said. "Many of these rounds have been located encased in a black rock or sludge matter."

Grays Harbor County Chief Criminal Deputy Brad Johansson told Q13 News that a person found four to six shells over the weekend that were live and still dangerous because of their explosive tip.

After the post on Facebook, Johansson said the sheriff's office said the shells have been showing up for years and that some people may even be collecting them as keepsakes from beach trips.

Johansson said the rounds are believed to have been dumped off a military ship during World War II or buried by the military on a county beach.

“I think this is something we’re going to be seeing for quite a while,” he told Q13 News.

WASHINGTON/BRUSSELS (Reuters) – The United States on Thursday imposed sanctions on three senior officials from Democratic Republic of Congo’s electoral commission, accusing them of corruption and obstructing December’s presidential election.

The U.S. Treasury said in a statement that the commission’s organization of the Dec. 30 election, which led to Congo’s first ever transfer of power via the ballot box, “failed to ensure the vote reflected the will of the Congolese people.”

Even so, the statement stopped short of calling into question the legitimacy of President Felix Tshisekedi’s victory, despite what sources told Reuters was outright rigging to deny runner-up Martin Fayulu the win.

The U.S. sanctions target commission President Corneille Nangaa, Vice President Norbert Basengezi and Marcellin Mukolo Basengezi, an adviser to Nangaa and son of Norbert Basengezi.

Nangaa and Norbert Basengezi were not immediately available for comment. Marcellin Mukolo Basengezi could not be reached for comment.

The Treasury statement focused on what it said were efforts by the three “to obstruct and delay preparations” for the election, which had originally been due in 2016, and corruption related to procurement of voting machines and other materials.

Former President Joseph Kabila was required by the constitution to step down in December 2016 following an election to choose his successor, but the commission repeatedly postponed the vote, citing logistical obstacles.

Treasury said the three officials facilitated the delays by embezzling money meant to finance the vote into shell companies and accused Nangaa and Norbert Basengezi of bribing justices on Congo’s top court to approve an election delay in 2016.

It also said that commission officials, under Nangaa’s leadership, inflated by as much as $100 million the cost of electronic voting machines “with the intent to use surplus funds for personal enrichment, bribes, and campaign costs to fund the election campaign of Kabila’s candidate.”

Kabila’s preferred candidate, former Interior Minister Emmanuel Ramazani Shadary, finished a distant third in the official results.

Congolese sources in contact with Nangaa and other senior government officials told Reuters that Fayulu actually won the election but that top officials instructed the commission to award the vote to Tshisekedi, who the Kabila’s camp viewed as less hostile to its interests.

Kabila and Tshisekedi’s camps both deny the vote was rigged.

The United States sharply criticized the conduct of the election but eventually recognized Tshisekedi’s victory and said it was committed to working with his government.

WASHINGTON (Reuters) – The U.S. Federal Reserve Board announced Monday it would hold an open meeting April 8 to discuss proposed changes to rules for foreign banks and resolution plans submitted by domestic and foreign firms.

The proposed changes would implement provisions of a bank deregulation law passed by Congress in May, which directed the Fed to ease requirements in several areas for banks with less than $250 billion in assets.

MILAN (Reuters) – Italy’s deputy prime minister, Matteo Salvini, urged Milan’s La Scala opera house on Monday to reject an offer from Saudi Arabia to pump funds into the theater.

The Saudi culture ministry has offered a five-year partnership deal with La Scala worth 15 million euros ($17 million).

The proposal has set off a furious row, with human rights groups and some politicians arguing that one of Italy’s most prestigious cultural institutions should shun money from Saudi Arabia, a deeply conservative Muslim kingdom accused of repeated rights abuses.

Salvini told reporters he did not want the partnership to go ahead.

“I would prefer for some people not to be there and for La Scala to be free, independent and autonomous,” he said. “If the Swiss want to invest in La Scala, we would not have a problem.”

It is the second time this year that Salvini, who heads the far-right League party, has taken aim at Saudi Arabia.

In January he condemned as “disgusting” restrictions imposed on women hoping to see the final of the Italian Supercoppa, which was staged at the start of the year in Saudi.

The La Scala board is due to discuss the Saudi proposal at a meeting on March 18.

MONTREAL/OTTAWA (Reuters) – Rising waters were prompting further evacuations in central Canada on Thursday, with the mayor of the country’s capital, Ottawa, declaring a state of emergency and Quebec authorities warning that a hydroelectric dam was at risk of breaking.

Ottawa Mayor Jim Watson declared the emergency in response to rising water levels along the Ottawa River and weather forecasts that called for significant rainfall on Friday.

In a statement on Twitter, Watson asked for help from the Ontario provincial government and the country’s military.

He warned that “flood levels are currently forecasted to exceed the levels that caused significant damage to numerous properties in the city of Ottawa in 2017.”

Spring flooding had killed one person and forced more than 900 people from their homes in Canada’s Quebec province as of 1 p.m. on Thursday, according to a government website.

Ottawa has received 80 requests for service related to potential flooding such as sandbagging, a city spokeswoman said.

The prospect of more rain over the next 24 to 48 hours triggered concerns on Thursday that the hydroelectric dam at Bell Falls in the western part of Quebec could be at risk of failing because of rising water levels.

Quebec’s provincial police said 250 people were protectively removed from homes in the area as of late afternoon in case the dam on the Rouge River breaks.

The dam is now at its full flow capacity of 980 cubic meters per second of water, said Francis Labbé, a spokesman for the province’s state-owned utility, Hydro Quebec. He said Hydro Quebec expected the flow could rise to 1,200 cubic meters per second of water over the next two days.

“We have to take the worst-case scenario into consideration, since we`re already at the maximum capacity,” Labbé said by phone.

The dam is part of a power station that no longer produces electricity, but is regularly inspected by Hydro Quebec, he said.

BELFAST (Reuters) – Detectives investigating the murder of journalist Lyra McKee in Northern Ireland last week suspect the gunman who shot her dead is in his late teens as they made a further appeal to the local community who they believe know his identity.

McKee’s killing by an Irish nationalist militant during a riot in Londonderry has sparked outrage in the province where a 1998 peace deal mostly ended three decades of sectarian violence that cost the lives of some 3,600 people.

The New IRA, one of a small number of groups that oppose the peace accord, has said one of its members shot the 29-year-old reporter dead in the Creggan area of the city on Thursday when opening fire on police during a riot McKee was watching.

The killing, which followed a large car bomb in Londonderry in January that police also blamed on the New IRA, has raised fears that small marginalized militant groups are exploiting a political vacuum in the province and tensions caused by Britain’s decision to leave the European Union.

Police released footage on Friday of immediately before and after the shooting showing three men who were involved in the rioting and identified one as the gunman who they believe is in his late teens. 

“I believe that the information that can help us to bring those responsible for her murder to justice lies within the community. I need the public to tell me who he is,” Detective Superintendent Jason Murphy told reporters.

Murphy said those involved in the disorder on the night were teenagers or in their early 20s, and that about 100 people were on the ground watching the trouble as it unfolded.

He added that police believed the gun used in the attack was of a similar caliber to those used before in paramilitary type attacks in Creggan. 

“I recognize that people living in Creagan may find it’s difficult to come forward to speak to police. Today, I want to provide a personal reassurance that we are able to deal with those issues sensitively,” Murphy said, echoing similar appeals in recent days.

(Reuters) – U.S. stock index futures were flat on Friday, as investors paused ahead of GDP data, which is expected to show the world’s largest economy maintained a moderate pace of growth in the first quarter.

Gross domestic product probably increased at a 2% annualized rate in the quarter as a burst in exports, strong inventory stockpiling and government investment in public construction projects offset a slowdown in consumer and business spending, according to a Reuters survey of economists.

The Commerce Department report will be published at 8:30 a.m. ET.

The GDP data comes as investors look for fresh catalysts to push the markets higher. The S&P 500 index is about 0.5% below its record high hit in late September, after surging nearly 17% this year.

First-quarter earnings have been largely upbeat, with nearly 78% of the 178 companies that have reported so far surpassing earnings estimates, according to Refinitiv data.

Wall Street now expects S&P 500 earnings to be in line with the year-ago quarter, a sharp improvement from the 2.3% fall expected at the start of April.

Amazon.com Inc rose 0.9% in premarket trading after the e-commerce giant reported quarterly profit that doubled and beat estimates on soaring demand for its cloud and ad services.

Ford Motor Co shares surged 8.5% after the automaker posted better-than-expected first-quarter earnings largely due to strong pickup truck sales in its core U.S. market.

Mattel Inc jumped 8% after the toymaker beat analysts’ estimates for quarterly revenue, as a more diverse range of Barbie dolls powered sales in the United States.

At 6:52 a.m. ET, Dow e-minis were down 35 points, or 0.13%. S&P 500 e-minis were down 1.5 points, or 0.05% and Nasdaq 100 e-minis were up 10.75 points, or 0.14%.

Among decliners, Intel Corp slumped 7.7% after it cut its full-year revenue forecast and missed quarterly sales estimate for its key data center business.

Rival Advanced Micro Devices declined 0.8%.

Oil majors Exxon Mobil Corp and Chevron Corp are expected to report results later in the day.

WARSAW (Reuters) – Germany could owe Poland more than $850 billion in reparations for damages it incurred during World War Two and the brutal Nazi occupation, a senior ruling party lawmaker said.

Some six million Poles, including three million Polish Jews, were killed during the war and Warsaw was razed to the ground following a 1944 uprising in which about 200,000 civilians died.

Germany, one of Poland’s biggest trade partners and a fellow member of the European Union and NATO, says all financial claims linked to World War Two have been settled.

The right-wing Law and Justice (PiS) has revived calls for compensation since it took power in 2015 and has made the promotion of Poland’s wartime victimhood a central plank of its appeal to nationalism.

PiS has yet to make an official demand for reparations but its combative stance towards Germany has strained relations.

“Poland lost not only millions of its citizens but it was also destroyed in an unusually brutal way,” Arkadiusz Mularczyk, who heads the Polish parliamentary committee on reparations, told Reuters in an interview.

“Many (victims) are still alive and feel deeply wronged.”

His comments come a month before European Parliament elections in which populist and nationalist parties are expected to do well. Poland will also hold national elections later this year, with PiS still well ahead of its rivals in opinion polls.

EU LARGESSE

Mularczyk said the reparations figure could amount to more than 10 times the estimated 100 billion euros ($111 billion) that Poland has received so far in European Union funds since it joined the bloc in 2004.

Germany is the biggest net donor to the EU budget and some Germans regard its contributions as generous compensation to recipient countries like Poland which suffered under Nazi rule.

In 1953 Poland’s then-communist rulers relinquished all claims to war reparations under pressure from the Soviet Union, which wanted to free East Germany, also a Soviet satellite, from any liabilities. PiS says that agreement is invalid because Poland was unable to negotiate fair compensation.

Mularczyk said his committee hoped to complete its report on the reparations issue by Sept. 1, the 80th anniversary of Hitler’s invasion.

Accusing Berlin of playing “diplomatic games” over the issue, he said: “The matter is being swept under the rug (by Germany) … until it’ll be wiped from the memory, from people’s awareness.”

His comments come after the Greek parliament voted this month to seek billions of euros in German reparations for the Nazi occupation of their country.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said the United States did not pay any money to North Korea as it sought the release of comatose American student Otto Warmbier.

The Washington Post reported on Thursday that Trump had approved payment of a $2 million bill from North Korea to cover its care of the college student, who died shortly after he was returned to the United States after 17 months in a North Korean prison.
