Man pleads guilty to throwing water balloons at pro-Trump crowd: ‘I did what I had to do’

A Michigan man who admitted to tossing water balloons into a crowd of Trump supporters outside the president’s recent rally in Grand Rapids said he does not feel remorse and may do it again.

“Actions are going to be louder than words these days,’’ Robert Dale Truax Jr., 20, said after his appearance in Grand Rapids District Court where he pleaded guilty Thursday to misdemeanor charges. “Try to get three water balloons out this time. I only got out two.’’

Authorities say Truax threw the balloons into a crowd gathered outside the Van Andel Arena on March 28 as Trump addressed supporters inside. No one was hurt.

“Even though in this gentleman’s mind it might seem as if it was harmless, it certainly can get someone injured,’’ Grand Rapids Police Sgt. Cathy Williams told WZZM-TV. “And we’re not going to allow that to happen.’’

After spotting Williams on television, Truax tweeted video of the TV report, adding his reaction.

"ITS FUNNY TO THINK I CAN HARM PPL WITH WATER BALLONS,"  he wrote.

Truax said he attended the rally with the intention of getting arrested, according to the station. He recorded his actions and posted video online.

“Just got done buying some balloons at Dollar Tree because we’re gonna throw some water balloons at some Donald Trump supporters,’’ he says in the 6-½ minute video. “Like you can’t be coming to my block supporting some Donald Trump s---. So you about to get hit.’’

He was charged with disturbance and faces 90 days in jail and a $500 fine.

“I  was trying to stand up for the people who are just against the president,’’ Truax told the station. “In a way, his supporters are just like him. I did what I had to do."

Proposed UN resolution demands immediate cease-fire in Libya

A proposed U.N. resolution demands that all parties in Libya immediately de-escalate the fighting and commit to a cease-fire.

The British-drafted resolution, circulated to Security Council members and obtained Tuesday by The Associated Press, also calls on all parties to immediately re-commit to attending a U.N.-facilitated political dialogue "and work toward a comprehensive political solution to the crisis in Libya."

The draft resolution expresses "grave concern" at military activity near Tripoli, which began after Field Marshal Khalifa Hifter's self-styled Libyan National Army — aligned with a rival government in the east — launched its offensive on April 3. The internationally supported U.N.-backed government, which is weaker, is based in Tripoli.

It says the offensive "threatens the stability of Libya" and prospects for the national dialogue and a political solution in Libya, and has had a "serious humanitarian impact."

The Security Council is divided over Hifter's offensive.

Hifter is supported by Russia, France, Egypt and the United Arab Emirates who see him as the best hope of stabilizing the troubled country and combatting extremists.

A proposed press statement soon after the offensive began that urged the Libyan National Army to halt the offensive was blocked by Russia, one of the permanent council members. Such statements require approval by all 15 council members.

The proposal stresses the need for the parties to engage with U.N. envoy Ghassan Salame "with the aim of achieving a Libyan-led and Libyan-owned political solution to bring security, political and economic sustainability, and national unity to Libya."

AMSTERDAM (Reuters) – Shareholders of Dutch bank ING on Tuesday voted against a motion granting executives discharge from legal liability for 2018, the company said, in an apparent rebuke for the $900 million fine the company incurred in September for failing to prevent money laundering.

It was not clear whether any shareholders will actually seek damages over the fine, which ING has said was properly disclosed and which did not have a major impact on the company’s share price. The company said in a statement shareholders had approved other motions at its annual meeting on Tuesday.

12 GOP senators join Dems to block Trump border declaration

Twelve Republican senators sided with Democrats Thursday and voted to block President Donald Trump's declaration of an emergency on the southwest border. Trump has vowed to veto the Democratic measure, which the House passed last month in a bid to stymie Trump's efforts to spend billions of extra dollars on a U.S.-Mexico border wall.

Of the dozen GOP senators who went against Trump, just one — Maine Sen. Susan Collins — faces re-election next year.

A look at what the Republican defectors said about their votes:

— Lamar Alexander of Tennessee: "After a Revolutionary War against a king, our nation's founders gave to Congress the power to approve all spending so that the president would not have too much power. This check on the executive is a crucial source of our freedom."

— Roy Blunt of Missouri, a member of the GOP leadership: "I was aggressively opposed to the Obama administration's attempts to circumvent Congress's appropriating authority to prop up" the health-care law known as Obamacare. "The same principle should apply regardless of which party occupies the White House."

— Collins: "I'm sure (the president) will not be happy with my vote, but I'm a United States senator and feel my job is to stand up for the Constitution. So let the chips fall where they may."

— Mike Lee of Utah: "Congress is supposed to be the first among the federal government's three co-equal branches. For decades, Congress has been giving far too much legislative power to the executive branch."

— Jerry Moran of Kansas: "I aggressively opposed the overreach of past presidents and believe that I cannot pick and choose to now look the other way. How we do things — even good things — matter. We were raised that the ends don't justify the means."

— Lisa Murkowski of Alaska: "When the executive branch goes around the express intention of Congress on matters within its jurisdiction, we must speak up or legislative acquiescence will erode our constitutional authority."

— Rand Paul of Kentucky: "I stand with President Trump on the need for a border wall and stronger border security, but the Constitution clearly states that money cannot be spent unless Congress has passed a law to do so."

— Rob Portman of Ohio: "There is no question we need stronger border security. Erecting more barriers and fencing in key areas along the border will help stem the tide. But we have to do that in the right way. Congress, not the president, has sole authority to determine how to spend taxpayer money. Declaring a national emergency to access different funds sets a dangerous new precedent."

— Mitt Romney of Utah: "This is a vote for the Constitution and for the balance of powers that is at its core. For the executive branch to override a law passed by Congress would make it the ultimate power rather than a balancing power. I am seriously concerned that overreach by the executive branch is an invitation to further expansion and abuse by future presidents."

— Marco Rubio of Florida: "We have an emergency at our border, which is why I support the president's use of forfeiture funds and counter-drug money to build a wall. However, I cannot support moving funds that Congress explicitly appropriated for construction and upgrades of our military bases. This would create a precedent a future president may abuse to jumpstart programs like the Green New Deal" or other liberal ideas.

— Pat Toomey of Pennsylvania: "I support what the president is trying to do. I don't support the way the president is going about it, and to me that's an important distinction." Trump's emergency declaration "set a troubling precedent" regarding the president's ability to go around Congress and redirect tax dollars for other purposes, Toomey said.

— Roger Wicker of Mississippi: "I strongly support (Trump's) plan to build walls on our southern border, but an emergency declaration (is) the wrong approach. The president already has almost $6 billion available that can be used to build border walls. I am concerned about the precedent an emergency declaration sets, which might empower a future liberal president to declare emergencies to enact gun control, address 'climate emergencies' or even tear down the wall we are building today."

Missouri official investigates day care 'fight club' claims

Missouri Attorney General Eric Schmitt is launching his own investigation of a St. Louis day care center where two workers were accused of facilitating a "fight club" among small children.

The announcement Wednesday came two weeks after St. Louis prosecutors dropped criminal charges against the former Adventure Learning Center workers.

Schmitt's office says it served the day care with a "civil investigative demand" Tuesday to get the center to turn over documents.

The day care's attorney did not immediately respond to a message for comment.

Tena Dailey and Mickala Guliford were charged in November with endangering the welfare of a child after video surfaced from December 2016 showing small boys punching each other. The case went to a grand jury before charges were dropped, with prosecutors citing "insufficient evidence."

BERLIN (Reuters) – Wulf Matthias will not stand for a second term as Wirecard’s chairman in 2020, German daily Handelsblatt said on Friday, citing sources in the financial industry.

For age reasons alone this would not be an option for Matthias, aged 75, Handelsblatt added.

Matthias will keep his mandate until it ends in 2020, the paper quoted a company spokeswoman as saying.

Wirecard was not immediately available for comment when contacted by Reuters.

ZURICH (Reuters) – Shareholders approved Credit Suisse’s 2018 compensation report with an 82 percent majority on Friday, overriding frustrations expressed at its annual general meeting over jumps in executive pay during a year its share price plummeted.

Three shareholder advisers had recommended investors vote against Switzerland’s second-biggest bank’s remuneration report, while a fourth backed the report but expressed reservations about whether management pay matched performance.

The approval marked a slight increase over the 80.8 percent support garnered for the bank’s 2017 compensation report.

LONDON (Reuters) – Activist investor Edward Bramson is likely to fail in his attempt to get a board seat at Barclays’ annual meeting next week, even though shareholders are dissatisfied with performance of the group’s investment bank.

New York-based Bramson’s Sherborne Investors and the board of the British bank have been sparring for months over Barclays’ strategy.

Bramson wants to scale back Barclays’ investment bank to reduce risk and boost shareholder returns. Barclays Chief Executive Jes Staley remains staunchly committed to growing the business out of trouble.

After failing to persuade Staley to change course since he began building a 5.5 percent stake in the bank in March last year, Bramson hopes a board seat will rachet up the pressure.

Both sides have written to shareholders pitching their case and Bramson has courted investors in one-on-one meetings, although none have publicly backed him yet.

Interviews by Reuters with five institutional investors in Barclays suggest Bramson has failed to persuade them.

Sherborne declined to comment.

Mirza Baig, head of investment stewardship at top-40 shareholder Aviva Investors, said Bramson was welcome on the bank’s register but the boardroom was a step too far.

“He has created a lot of value at other businesses, but, generally, when he has come in as executive chair and taken full control. This would be a different case where he would just be one lone voice on the board,” he said.

A second Barclays shareholder said he backed Bramson’s goal of improving returns but via an “evolutionary” approach.

“If you look at banks that have tried to restructure their operations in investment banking – you look at Natwest Markets, Deutsche Bank – I struggle to think of an example where a roughshod restructuring has been accretive to shareholder value.”

A third, top-30 investor said he had been impressed by incoming Chairman Nigel Higgins’ grasp of the challenge in hand, and felt investors would give him time.

“Management know they have to execute and deliver improved returns… [Higgins] will continue to re-shape the board but obviously he didn’t feel that having someone with a diametrically opposed view on it would be helpful.”

A fourth, top-30 investor agreed: “We voted for the chairman to come in and it would be crazy to allow an activist to join the board (at this time).”

Jupiter Fund Management, the 24th largest investor, said it also planned to vote against Bramson.

Barclays has nearly 500 institutional shareholders, Refinitiv data showed.

Since Staley joined Barclays in 2015, the investment bank returns relative to capital invested have increased but are still underperforming the overall business.

Barclays’ first-quarter figures showed the investment bank posted a 6 percent drop in income from its markets business and a 17 percent fall in banking advisory fees.

Returns in the investment bank fell to 9.5 percent from 13.2 percent a year ago.

Famed for successful campaigns against smaller British companies in sectors from chemicals to advertising, Bramson’s board seat pitch has been rebuffed by shareholder advisory firms.

Institutional Shareholder Services, the world’s biggest, said Bramson’s proposal “falls short of what can reasonably be expected from a shareholder trying to address issues at a 28 billion pounds, systemically important bank”.

Glass Lewis also flagged concern about Bramson’s lack of banking experience and “questionable” shareholding structure, referring to Sherborne’s use of derivative contracts to hedge losses should its strategy fail.

Critics said the arrangement meant his interests are not truly aligned with those of other long-term shareholders.

British advisory firm Pirc, however, said it recommended that investors abstain in the vote on Bramson’s proposal as a challenge to the board to do better in the year ahead – or face a similar contest in 2020.

(Reuters) – U.S. oil and natural gas producer Chevron Corp reported a 27 percent fall in quarterly earnings on Friday, hit by lower crude prices and weaker margins in its refining and chemicals businesses.

Net income attributable to the company fell to $2.65 billion, or $1.39 per share, for the first quarter ended March 31, from $3.64 billion, or $1.90 per share, a year earlier.

Earlier in the day, larger rival Exxon Mobil Corp reported earnings well below analysts’ estimates, as margins in its refining business were hurt by higher Canadian prices and heavy scheduled maintenance.
