March 21, 2019

(Reuters) – Hindus across India this week celebrate the two-day festival of Holi, which marks the beginning of spring, with an explosion of colors, chanting of devotional songs and prayer.

For many, the festival, also known as the “festival of colors” or the “festival of love,” which began on Wednesday, is a time to laugh, forgive and mend broken relationships.

During the festival, participants sing and dance and shower each other with flower petals and brightly colored powders of pink, yellow, blue and green.

Smiling college students smear their faces with green, yellow and red powder, some in a trance-like state under a cloud of pink.

Inside their temples, priests spray pink and gold colors at hundreds of Hindu devotees with their arms raised in prayer as they sing religious hymns.

Trump blasts California governor for halting executions

President Trump on Wednesday blasted California Gov. Gavin Newsom for halting executions for the state’s 737 death row inmates.

“Defying voters, the Governor of California will halt all death penalty executions of 737 stone cold killers. Friends and families of the always forgotten VICTIMS are not thrilled, and neither am I!” Trump tweeted early Wednesday.

CALIFORNIA GOV. NEWSOM TO SIGN EXECUTIVE ORDER TO HALT DEATH PENALTY EXECUTIONS

The tweet comes hours before Newsom, a Democrat, is expected to sign an executive order that would halt all executions at San Quentin State Prison, closing a new execution chamber. The order would also withdraw lethal injection regulations. The order, though, would leave all convictions intact.

“The intentional killing of another person is wrong. And as governor, I will not oversee the execution of any individual,” Newsom said in a prepared statement obtained by the Southern California News Group.

Newsom, who has been a vocal opponent of the death penalty, said that the measure is a “failure” that “has discriminated against defendants who are mentally ill, black and brown, or can’t afford legal representation.” He also said that many innocent people have been wrongly convicted and sometimes put to death.

But Newsom’s order will go against the wishes of California voters, who in 2016 backed a measure to speed up executions.

The Association of Deputy District Attorneys blasted Newsom for “usurping” the will of the voters and “substituting his personal preferences.”

But Newsom said that the death penalty is flawed because it is “irreversible and irreparable in the event of human error,” and expensive, costing California $5 billion since 1978.

Meanwhile, Trump has been a supporter of the death penalty. In October, Trump called for the death penalty for those who kill police officers.

NEW JERSEY MANSION MURDERS SPUR CALLS FOR STATE TO REINSTATE DEATH PENALTY

"Reducing crime begins with respecting law enforcement," Trump said. “We believe that criminals who kill our police officers should immediately, with trial, but rapidly as possible, not 15 years later, 20 years later—get the death penalty."

A week later, Trump called for the death penalty of the man responsible for the synagogue shooting in Pittsburgh.

Judge orders former Penn St. president Spanier to jail May 1

A judge is giving former Penn State president Graham Spanier three weeks to report to jail and start serving a sentence imposed over his handling of a complaint about Jerry Sandusky showering with a boy.

Court officials on Wednesday released an order from Judge John Boccabella that says Spanier can do his time in the jail near his home in State College if county jail wardens approve.

Spanier has remained out on bail after his 2017 conviction for misdemeanor child endangerment.

Spanier was forced out as university president in 2011, after Sandusky was charged with child molestation.

The 70-year-old Spanier was sentenced to a minimum of two months in jail and two months of house arrest.

The judge is also giving his approval to Spanier's participation in a work-release program.

The Latest: Cyclone death toll in Mozambique more than 200

The Latest on tropical cyclone (all times local):

11:05 p.m.

Mozambique's president says more than 200 people are confirmed dead in his country alone after a tropical cyclone roared ashore in the southern African nation over the weekend.

President Filipe Nyusi announced the death toll while meeting with his ministers in the largely destroyed city of Beira, the Portuguese news agency Lusa reported late Tuesday.

The president also announced three days of national mourning and said his government would declare a national emergency.

Hundreds of thousands of people remain at risk as rivers burst their banks, torrential rains continue and flood waters rise, stranding some people on rooftops and in trees.

___

10:45 a.m.

Hundreds are dead, many more missing and thousands at risk from massive flooding in Mozambique, Malawi and Zimbabwe caused by Cyclone Idai and persistent rains.

International aid agencies and government officials are scrambling Tuesday to rescue families trapped by the floodwaters from rivers that have burst their banks and are still rising.

Mozambique's President Filipe Nyusi said the death toll could go as high as 1,000 from the cyclone and flooding. Although emergency workers caution they do not know if the fatalities will reach that estimate, they say this is the most destructive flooding in 20 years.

Hardest hit by the cyclone is Mozambique's Beira port, a city of 500,000, where thousands of homes have been destroyed. Flooding waters have inundated large areas of rural Mozambique and its neighboring countries.

Brain Discovery: Taste Connected to Pain

University of Oklahoma neuroscientists have found a pathway in the brain where taste and pain intersect in a new study that originally was designed to look at the intersection of taste and food temperature.

This study was the first time researchers have shown that taste and pain signals come together in the brain and use the same circuitry.

“We originally aimed to look at how sense of taste works with thermal sensation in this study to better understand how taste is connected to food preferences, health and well-being. Taste is also closely tied to emotion and understanding how the brain processes different tastes is significant on several levels,” said Christian Lemon, principal investigator on the grant and associate professor in the OU Department of Biology, OU College of Arts and Sciences. “What we found was a surprise because temperature signals were converging with taste near the mid-brain, but so were neural messages for taste and pain.”

Lemon and Jinrong Li, OU research associate, used a molecular biology and physiology technique to understand how taste and thermal pathways might be converging with pain.

What OU researchers learned from this study is that the neural circuitry carrying signals for aversive tastes also carries a response to pain.

This intersection may support a protective function and opens the possibility that taste messages could change how pain signals are transmitted in the brain, but more research is needed.

The sense of taste is a complicated sensory and nutrient detector that has many implications for how the nervous system guides food preference behaviors and, potentially, response to pain.

Now that the circuitry has been identified, OU researchers will explore manipulation of the circuitry to test its influence on behaviors associated with taste and pain. Ultimately, understanding taste is critical to defining its role in human disorders associated with eating behaviors, such as obesity, diabetes, and other conditions and diseases.

Libya’s PM warns of fresh migrant crisis in Europe if political instability continues

Libya's prime minister says unless his country finds political stability, more than 800,000 migrants could make their way into Europe - creating even more of a crisis.

In recent months, there has been frantic fighting on the perimeter of the city and thousands of civilians have abandoned their homes to escape the violence.

IN LIBYA A ROGUES' GALLARY OF MILITIAS PREPARE FOR WAR

Fighters loyal to Fayez al-Sarraj have been trying to stop an advancing army commanded by Khalifa Haftar, a warlord who served under Libya's former Colonel Muammar Qaddafi. Haftar launched a surprise offensive to retake Tripoli on April 5.

In this Sept. 21, 2018 file photo, a fighter under the UN-backed government prepares his gun during clashes in southern Tripoli, Libya.

Sarraj runs the government in Tripoli, the authority west of Libya, which is recognized by the United Nations, while Haftar has set up a rival administration in the east from his base in Benghazi.

Haftar's forces have been accused of launching bombs and rocket attacks on schools, homes and offices. The general himself has declared that he's clearing the capital of "terrorists."

It's a threat Sarraj pushes back strongly on and says the bombings are a thinly-disguised military power grab.

"Has Tripoli all of a sudden become a terrorist city?" he told Sky News. "And are all its residents now terrorists? Are Abu Salim residents who were bombed yesterday now terrorists? Or those living in Ain Zara, or Sawani? Are all of these terrorists? Or are these crimes against humanity? Isn't it time now to call it as it is?"

IVANKA TRUMP EYES LAWS, CONDITIONS THAT DETER AFRICAN WOMEN

Sarraj said that while the ultimate goal is peace, he added: "If we are forced to fight, we are up for the fight."

Sarraj, an architect who got into politics during his 50s, is calling on the international community to "pressurize these forces and call it by its name and pressurize them to go back where they came from."

The prime minister also wants the fighters who are carrying out the attacks on civilians to be tried for crimes against humanity and for Heftar to be held accountable.

Sarraj also warned of a migrant crisis if the international community doesn't step in and help.

"What's going to happen with this security breakdown is that 800,000 illegal migrants on Libyan ground will have to leave Libya and will cross the sea towards Europe," he said. "Amongst these 800,000 there are terrorists and criminals. This will be disastrous".

April 26, 2019

GERMISTON, South Africa (Reuters) – Olympic 400 meters champion Wayde van Niekerk has backed South African compatriot Caster Semenya in her battle with the International Association of Athletics Federations (IAAF), which now appears to have taken a new twist.

Semenya, a double 800 meters Olympic gold medalist, is waiting for the outcome of her appeal to the Court of Arbitration for Sport (CAS) to halt the introduction of new regulations by governing body IAAF that would require her to take medicine to limit her natural levels of testosterone.

The IAAF wants female athletes with differences of sexual development who run in events from 400 meters to a mile, to reduce their blood testosterone level to below five (5) nmol/L for a period of six months before they can compete, saying they have an unfair advantage.

“She’s fighting for something beyond just track and field, she’s fighting for woman in sports, in society and I respect her for that,” Van Niekerk told reporters.

“I will support her and with the hard work and talent that she’s been putting into the sport. With what she believes in and what she’s dreaming for, I’ve got a lot of respect for her.

“I really hope and pray that everything just goes from strength to strength for her.”

Semenya has sprung a surprise at the on-going South African Athletics Championships though, ditching the 800 meters and instead competing over 1,500 and 5,000-metres – the latter one would not require her to medically lower her testosterone level.

She stormed to victory in the 5,000-metres final in a modest time of 16:05.97, but looked to have lots left in the tank as she passed the finish line.

Semenya beat fellow Olympian and defending national 5,000m champion Dominique Scott in Thursday’s final but the latter admitted she is unsure whether the 800m specialist could be a serious Olympic contender over the longer distance.

“Honestly‚ I have no idea‚” Scott said. “Before today I probably would have said no. It’s hard to compare a 5,000 at altitude to a 5,000 at sea level.

“But I think she’s an amazing runner and I don’t think there’s any limit or ceiling on what she can do.”

Van Niekerk, the 400m world record holder, had to abort his comeback from a knee injury, that had sidelined him for 18 months, following a combination of cold weather and a wet track.

“We are trying to take the correct decisions now early in the year so as not to put myself in any harm,” he said.

“It was a bit chilly this entire week prepping and coming through here as well it was quite cold and it caused bit of tightness in my leg. We decided to not risk it.

“My recovery is going well and I would like to be back in competition this year, but will only do so if I can deliver a good performance.

“I am a competitor and respect my opponents, so I need to be at my best when I return.”

The suspected leader of the Easter Sunday bombings in Sri Lanka died in the Shangri-La hotel, one of six hotels and churches targeted in the attacks that killed at least 250 people, authorities said.

Police said Mohamed Zahran, leader of the National Towheed Jamaat militant group, had been killed in one of the bombings. The group’s second in command was also arrested, police said.

Zahran amassed an online following for his hate-filled sermons. Some were delivered before a banner depicting the Twin Towers.

Sri Lankan authorities said Friday that Islamic cleric Mohammed Zahran died in the blast at the Shangri-La hotel during the Easter Sunday atatcks that killed at least 250 people.

Australian Prime Minister Scott Morrison said Friday that the attackers responsible for the bombings were supported by the Islamic State group. Around 140 people in Sri Lanka had connections to ISIS, Sri Lankan President Maithripala Sirisena said.

“We will completely control this and create a free and peaceful environment for people to live,” he said.

Investigators determined the attackers received military training from someone called “Army Mohideen.” They also received weapons training overseas and at some locations in Sri Lanka, according to authorities.

A copper factory operator arrested in connection with the bombings helped Mohideen make improvised explosive devices, police said. The bombings have led to increased security throughout the island nation as authorities warned of another attack.

A Malaysian mountain climber was being treated in a hospital in Nepal’s capital Friday after being stranded nearly two days alone near the summit of Annapurna.

A helicopter crew searching for the missing climber on Thursday spotted Wui Kin Chin waving his hands at them, and rescuers brought him down to a lower camp.

At the time of his rescue, Chin had been without an oxygen bottle, food and water for over 40 hours, said Mingma Sherpa, the head of Seven Summit Treks, which arranged his expedition.

Chin was flown to the capital, Kathmandu, on Friday and taken to a hospital, where his wife joined him.

Chin is an anesthesiologist and accomplished climber, and Sherpa credited Chin’s medical knowledge and familiarity with mountains for keeping him alive.

“It’s a big thing to stay alive in that altitude without food, water, and oxygen,” Sherpa said. He described Chin on Thursday as fine but not in condition to walk.

Chin was a part of a 13-member expedition led by a French climber and was separated from the others during the descent.

The 8,091-meter (26,545-foot) Mount Annapurna is the ninth tallest mountain in Nepal and the 10th tallest in the world. It’s considered an especially treacherous mountain due to its difficult terrain and weather conditions.

Spain’s prime minister says he’s open to a coalition with an anti-austerity party, hinting for the first time at a possible center-left governing alliance after Sunday’s national election.

In an interview published Friday by El Pais newspaper, Socialist leader Pedro Sánchez says “it isn’t a problem” for the far-left United We Can to become part of his Cabinet if he wins the tight race.

With Spain’s electoral law banning polls during the last week of campaigning, it’s unclear if the two parties will emerge strong enough in the lower house of parliament or whether a right-wing alliance could assemble a majority.

Sánchez is calling on Spaniards to cast a “useful vote” and has warned that the rise of the far right in polls could be underestimated given the large pool of undecided voters.

AMSTERDAM (Reuters) – Dutch telecom firm Royal KPN NV said on Friday it would select a Western supplier to build its core 5G mobile network, making it one of the first European operators to make clear it would not pick China’s Huawei for such work.

The United States has been seeking to discourage its allies from using equipment made by Huawei because of concerns that it could eventually be used for Chinese government spying. Huawei says such worries are baseless and U.S. policy is driven by economic interests.

The Hague-based KPN, the Netherlands’ largest telecom firm, said its decision took into account “the evolving assessment on the protection of vital infrastructure and the influence this may have on future Dutch policy.”

The Dutch government has not taken a decision on the issue.

KPN, which also reported on Friday slightly worse than expected first quarter core earnings of 563 million euros ($627 million), said it would still use equipment made by Huawei in some capacities.

In addition, the company announced a preliminary deal with Huawei to upgrade existing mobile telecommunications gear to make it safer. Huawei has been a key supplier to KPN in the past decade.

The Dutch government set up a task force with KPN and other major operators in the Netherlands this month to analyze the “vulnerability of 5G telecommunications networks to misuse by technology vendors … and measures needed to manage risks.”

KPN said it would use equipment made by Huawei, which it described as a world leader in radio and antenna technology, to improve security on its existing network.

“This preliminary agreement can be adjusted or reversed to align it with future Dutch government policy,” it added.

Sources told Reuters on Wednesday that Britain’s National Security Council (NSC) had decided to bar Huawei from core parts of the country’s 5G network and restrict its access to non-core areas.
