Beto O’Rourke’s past support for charter schools scrutinized in 2020 White House bid

EL PASO, Texas (Reuters) – Democrat Beto O’Rourke has called for investment in a “world-class public school system” and says teachers make up the single biggest professional group contributing to his 2020 presidential campaign.

But several teacher groups say the former Texas congressman’s support for charter schools in recent years is complicating his efforts to secure their backing in his White House bid.

Charter schools, most of which are publicly funded but often privately run, are a complicated issue for Democrats. Former Presidents Bill Clinton and Barack Obama supported them, viewing them as giving school choice to lower-income families.

Charter schools have grown across the country in response to demand from parents for different options from traditional public schools. Many charter school employees are not unionized.

But some teachers unions say they divert state and federal funds from public schools. They have raised O’Rourke’s past positive comments about charter schools, as well as his wife’s ties to them through her work, as points of concern as they scrutinize the Democratic field.

“We’re going to have to get a lot of questions answered by Beto,” said Norma De La Rosa, president of the El Paso Teachers Association in O’Rourke’s hometown. “At this point, I would be wary and I think a lot of my colleagues are going to hit him hard on these points.”

Teachers and their unions are being eagerly courted by the large slate of Democrats seeking the party’s 2020 presidential nomination to run against President Donald Trump, the expected Republican nominee. Educators are a key voting bloc in state nominating contests and have flexed their political muscle in the past two years with a wave of strikes and protests over better pay and resources.

U.S. Senator Kamala Harris, a Democratic presidential contender from California, has proposed giving teachers an average $13,500 annual pay raise as a central part of her pitch to primary voters.

The politics of charter schools has shifted since some prominent Democrats lent their support. Public schools have seen their budgets cut since the 2008 financial crash, hardening opposition to charters among many teachers. The Trump administration’s strong support for charter schools has also increased Democratic antipathy.

Another 2020 Democratic candidate, U.S. Senator Cory Booker, also is drawing scrutiny for his support for school choice and charter schools when he was mayor of Newark, New Jersey.

‘STRONG, CONSISTENT ADVOCATE’

Aides to O’Rourke say he is unequivocal in his support for public schools and has never taken any action to advance charter schools over them. He and his wife send their children to the same El Paso public school O’Rourke attended.

“Beto has been a strong and consistent advocate for public school classrooms in Texas and across the country,” Chris Evans, a spokesman for O’Rourke, said in an email. “He has made it clear that our focus should be on, and our taxpayer funds should go toward, public school classrooms where the overwhelming majority of American students attend. He believes we should be paying teachers a living wage.”

O’Rourke thinks charter schools “should have comprehensive oversight and accountability to the taxpayer,” Evans added

But O’Rourke’s past statements about charter schools give some public education advocates pause.

In 2016, when O’Rourke voted against a federal voucher program in Washington, D.C., he said money should be invested in “proven educational models such as charter schools.”

In 2015, O’Rourke said he voted for the Every Student Succeeds Act – which passed Congress with bipartisan support – in part because it gave parents choices by “investing in new charter school models.”

During a 2012 Democratic primary debate when he first ran for Congress, O’Rourke called charter schools “a good idea” because they encourage competition and innovation. 

O’Rourke’s wife, Amy, works for an organization in El Paso that backs the expansion of charter schools in the area. In 2007, she opened a dual-language elementary charter school in a low-income neighborhood of El Paso.

Evans said Amy O’Rourke’s work had been focused on expanding opportunities for students in underserved communities.

‘HUGELY PROBLEMATIC’

Anthony Cody, co-founder of the Network for Public Education Action, a national advocacy group for public schools that opposes charter schools, said his organization found O’Rourke’s past comments and his wife’s work in the charter school world “hugely problematic.”

Noel Candelaria, president of the Texas State Teachers Association, which opposes the expansion of charter schools in Texas, said it would be important for O’Rourke to make clear to his organization “where he stands on charter schools” now before he wins an endorsement.

The association endorsed O’Rourke during his unsuccessful Senate bid last year against Republican incumbent Ted Cruz.

Randi Weingarten, president of the American Federation of Teachers, the country’s second-largest teachers union, defended O’Rourke’s “nuanced” view of charter schools.

“For us, it’s not ‘charters good or bad,’ and if you listen to Beto’s actual comments about public schools and charter schools, he gets to the same position: They can’t siphon money from public schools, they can’t take fewer kids with special needs.”

Weingarten said she recently talked with O’Rourke. “I think when he toured the (Mexican) border and spoke to teachers, it was very transformational for him,” she said. “People’s positions evolve over time.”

SMUGGLER TAUNTS: ‘Never been easier’ to sneak illegals into US

The crisis at the U.S.-Mexico border has gotten so bad that smugglers are bragging to the media about how much money they are making by sneaking illegal aliens into America.

While speaking with The Guardian, Germán, a client recruiter for human smugglers in Guatemala, boasted about how he has been making tens of thousands of dollars by smuggling illegal aliens into the U.S.

“It’s never been easier for us to get families in,” Germán said. “People want to leave, and we help them. And I happen to make money in the process.”

With migrant apprehensions at the U.S.-Mexico border reaching unprecedented levels, Germán essentially detailed how he’s made a business out of getting “family units” into the U.S. as “package deals” because he can make more money that way.

In order to help his chances of lining his own pockets, Germán said he and the other human smugglers also educate illegal aliens on how to seek out border agents and immediately request asylum to increase their chances of getting into the U.S.

Germán, who has apparently created an entire business model out of this, explained that he offers his “clients” a range of travel options for getting across Mexico.

His packages range from $7,800 to $11,000, but he claims he can get the price down if migrants are willing to take routes that are far more dangerous and deadly.

Those cheaper routes “are where you’re more likely to get robbed by organized crime, kidnapped, raped or killed for your organs,” Germán explained. “We don’t recommend those routes, but we give people their options.”

The business is apparently so lucrative that he bragged to the outlet about how he recently charged $2,600 per person to get 40 illegals into America.

This explosive report comes after CNN, perhaps accidentally, revealed how migrants are intentionally exploiting asylum laws to gain access into the U.S.

CNN’s Chris Cuomo recently went to the U.S.-Mexico border to speak with the “refugees” seeking asylum from Central American countries.

But when he actually spoke to these supposed “desperate” migrants, he quickly found out that droves of illegals aliens are exploiting the asylum system to get into America so they can get jobs.

While speaking with a man who said he came to the U.S. with his son, Cuomo posed one question: “Is he here to work, or is he here for asylum?”

“He wants to work, but if he gets asylum, he’s willing to ask for asylum,” an interpreter said to Cuomo after the migrant answered the question.

“Why did he take his kid to come here if it’s just to work?” Cuomo asked.

“It’s what you and I were talking about,” the interpreter said. “He said that if he comes here with his son, then he’s allowed to stay.”

This, among other factors, has pushed U.S. immigration agencies to their breaking point.

While speaking to reporters last week, Customs and Border Protection chief Kevin K. McAleenan revealed that apprehensions hit record highs in the months of February and March.

McAleenan warned that there is an “unprecedented humanitarian and border security crisis all along our Southwest Border.”

This massive surge in migrants being held at custody facilities as put an unprecedented strain on CBP.

World reacts with sadness and anger to New Zealand mosque attacks

LONDON (Reuters) – Leaders around the world expressed disgust and sorrow at the killing of 49 people in New Zealand mosques on Friday, attacks that many blamed on the demonization of Muslims.

Western leaders from Donald Trump to Angela Merkel expressed solidarity with the people of New Zealand, deploring what the White House called a “vicious act of hate”. The response from some Muslim countries went further, blaming politicians and the media for stoking that hatred.

“I blame these increasing terror attacks on the current Islamophobia post-9/11 (where) 1.3 billion Muslims have collectively been blamed for any act of terror,” Pakistani Prime Minister Imran Khan wrote on social media.

Turkish Foreign Minister Mevlut Cavusoglu said the attack was a result of Muslims being demonized. “Not only the perpetrators, but also politicians & media that fuel the already escalated Islamophobia and hate in the West are equally responsible for this heinous attack,” he tweeted.

United Nations Secretary-General Antonio Guterres reiterated “the urgency of working better together globally to counter Islamophobia and eliminate intolerance and violent extremism in all its forms,” a spokesman said.

Hundreds of protesters in the Bangladeshi capital, Dhaka, chanted “Allahu akbar!” (God is Greatest) after Friday prayers.

“We will not let the blood of Muslims go in vain,” said one protester. Members of the Bangladesh national cricket team, in Christchurch for a match against New Zealand, had arrived for Friday prayers as the shooting started but were not hurt.

‘THEY ARE US’

New Zealand police said 49 people had died and more than 40 were wounded. Three people were in custody including one man who has been charged with murder, police said.

Prime Minister Jacinda Ardern said some of the victims may have been new immigrants or refugees.

“They are us,” she said. “The person who has perpetuated this violence against us is not. They have no place in New Zealand.”

Australian Prime Minister Scott Morrison said an Australian national arrested after the attack was an “extremist, right-wing violent terrorist”.

Britain’s Queen Elizabeth, who is New Zealand’s head of state, said she was “deeply saddened by the appalling events”.

Pope Francis deplored the “senseless acts of violence”.

In a message of condolence sent by Vatican Secretary of State Cardinal Pietro Parolin, Francis “assures all New Zealanders, and in particular the Muslim community, of his heartfelt solidarity in the wake of these attacks”.

President Trump described the attack as a “horrible massacre” and said the United States stood by New Zealand.

In Europe, German Chancellor Merkel mourned “with the New Zealanders for their fellow citizens who were attacked and murdered out of racist hatred while peacefully praying in their mosques”. Her foreign minister, Heiko Maas, said: “When people are murdered solely because of their religion, this is an attack on us all.”

‘FLAMES OF HATRED’

Sadiq Khan, the first Muslim mayor of London, said Londoners stood shoulder to shoulder with the people of Christchurch. He also pointed his finger at those who promote religious hatred:

“When the flames of hatred are fanned, when people are demonized because of their faith, when people’s fears are played on rather than addressed, the consequences are deadly, as we have seen so sadly today,” he said.

The Palestinian chief peace negotiator, Saeb Erekat, called the attack a “consequence of racist ideologies that continue trying to promote religious wars”.

He compared it to the shooting at a synagogue in Pittsburgh that killed 11 people last October, deadly attacks on churches in Egypt by Islamic State and an attack by a far-right Israeli gunman on a West Bank mosque in 1994 that killed 29 people.

Norwegian Prime Minister Erna Solberg said the attack brought back memories of 2011, when anti-Muslim extremist Anders Breivik killed 77 people at a youth gathering on a Norwegian island: “It shows that extremism is nurtured and that it lives in many places.”

Al-Azhar University, Egypt’s 1,000-year-old seat of Sunni Islamic learning, called the attack “a dangerous indicator of the dire consequences of escalating hate speech, xenophobia and the spread of Islamophobia”.

BERLIN (Reuters) – Trade conflicts are damaging the global economy and Europe must speak with one voice to maximize its bargaining power, German Finance Minister Olaf Scholz said on Monday.

“Trade conflicts, as we have seen over the last months – especially between richer countries only thinking of their own (short-term) interest – are damaging the world economy,” Scholz said in speech at a ‘World Policy Forum’ conference in Berlin.

“Trade policy has been an EU-level responsibility for a long time. It is obvious that we have much more bargaining power if we speak with one European voice,” Scholz added. “Only together we are able to set and enforce standards of fair trade.”

Federal court panel dismisses appeals over Justice Kavanaugh misconduct complaints

A federal court panel has dismissed 20 legal appeals involving misconduct complaints lodged against Supreme Court Justice Brett Kavanaugh.

The Denver-based 10th Circuit Court of Appeals’ Judicial Council had been asked to look into 83 initial complaints filed against Kavanaugh, during his 12-year service on the DC-based federal appeals court. They were filed around the time of contentious Senate confirmation to the high court last year.

KAVANAUGH SLAMS 'PURE DISCRIMINATION' AGAINST CHURCHES AS COURT DECLINES TO HEAR RELIGIOUS LIBERTY CASE

The 10th Circuit’s internal council in December tossed out those complaints, concluding Kavanaugh was no longer covered by the process, since he was now a Justice.

“Because the intervening event in this matter resulted in the loss of jurisdiction,” said the court, referring to Kavanaugh’s elevation to the Supreme Court, “this Council does not have the authority to investigate or make findings upon which to base any remedial action.”

CHIEF JUSTICE ROBERTS’ RECENT VOTES RAISE DOUBTS ABOUT 'CONSERVATIVE REVOLUTION' ON SUPREME COURT

Justices of the Supreme Court are not subject to a code of conduct or disciplinary process like lower federal judges.

The nature of the complaints were not disclosed.

Chief Justice John Roberts -- Kavanaugh’s new colleague -- had initially referred the matter to the Denver appeals court. Two judges on the 10th Circuit panel dissented and recused in the dismissal of the appeals, saying that panel should not have been involved in both the initial review and the subsequent appeals.

“I am left to conclude that the entire Council should be disqualified from participating in consideration of the current petitions for review,” wrote Judge Mary Beck Briscoe. “And, in turn, I conclude that the petitions for review should be considered by a different body, specifically the Judicial Conference Committee on Judicial Conduct and Disability.” Judge Carlos Lucero agreed.

A group advocating for court reforms praised the dissenting opinions.

“Judge Briscoe and Lucero have stuck their necks out in a way that is to be commended,” said Gabe Roth of Fix the Court. “Of course there is little recourse or reprimand for a Supreme Court justice accused of misconduct, so today’s result is not surprising. That said, it is critical for our nation’s leading jurists to recognize a conflict of interest when they see one and having a council rule on a case that they’ve previously judged would seem to be a textbook definition of such a conflict.”

If Trump acts against ObamaCare, he could ruin 'best week of his presidency': Chris Stirewalt

On the heels of the Mueller report concluding there was no collusion between the Trump campaign and Russia, President Trump is arguably having his “best week.” But reviving the health-care debate may derail it, Fox News politics editor Chris Stirewalt said Wednesday.

In a sharp policy piviot, the Department of Justice declared it would move forward to eliminate President Obama’s signature legislation, the Affordable Care Act (ACA), after a court deemed it unconstitutional.

During Wednesday's All-Star panel segment on Fox News' "Special Report with Bret Baier," Stirewalt -- along with National Journal politics editor Josh Kraushaar and national security analyst Morgan Ortagus -- weighed in on the political ramifications of Trump’s renewed fight against the ACA, also known as ObamaCare.

Stirewalt declared that this was a “good week” for the Republican Party and the “best week of Donald Trump’s presidency” because of the positive outcomes of the Mueller report.

“To dive into this in this way is not politically savvy for one simple reason: ObamaCare is popular,” Stirewalt told the panel. “It’s above 50 percent and people are generally satisfied. Quinnipiac polling this week was absolutely clear: People want status quo, don’t take away what we got and that’s exactly what Republicans are talking about.”

Kraushaar agreed, calling a battle over ObamaCare a potentially “self-inflicting wound” for President Trump because health care is the “one issue that has dogged Republicans.”

“Voters, both Republicans and Democrats, are incrementalists. They’re looking at the party that isn’t gonna disrupt the status quo more. And you have a lot of Democrats talking about single payer, talking about a lot of really radical proposals on the presidential campaign trail,” Kraushaar said. “Well, here you have Trump now saying ‘I just want to rip up ObamaCare and I’m gonna support this court ruling.’ So you have a lot of congressional Republicans really scratching their heads.”

Meanwhile, Ortagus said Republicans “shouldn’t be running away from health care at all,” pointing to how the 2018 midterms were about that issue and not Mueller's Russia investigation.

“Make this entire election about federalism versus socialism," she added, looking ahead to 2020, "and when you do that, that plays into the broader themes."

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
