Facebook cannot guarantee interference-free EU elections: Zuckerberg

DUBLIN (Reuters) – Facebook Inc is much better than it was in 2016 at tackling election interference but cannot guarantee the site will not be used to undermine European Parliament elections in May, Chief Executive Officer Mark Zuckerberg said on Tuesday.

Chastened since suspected Russian operatives used Facebook and other social media to influence an election that surprisingly brought Donald Trump to power in the United States, Facebook has said it has ploughed resources and staff into safeguarding the May 26 EU vote.

Zuckerberg said there had been a lot of important elections since 2016 that have been relatively clean and demonstrated the defenses it has built up to protect their integrity.

“We’ve certainly made a lot of progress … But no, I don’t think anyone can guarantee in a world where you have nation states that are trying to interfere in elections, there’s no single thing we can do and say okay we’ve now solved the issue,” Zuckerberg told Irish national broadcaster RTE in an interview.

“This is an ongoing arms race where we’re constantly building up our defenses and these sophisticated governments are also evolving their tactics.”

U.S. intelligence agencies concluded that Russia ran a disinformation and hacking operation to undermine the American democratic process and help Republican Trump’s 2016 campaign. Moscow denies interfering in the election.

Under pressure from EU regulators to do more to guard against foreign meddling in the bloc’s upcoming legislative election, Facebook toughened its rules on political advertising in Europe last week. [nL8N21F7IO]

It also announced plans to ramp up efforts to fight misinformation ahead of the vote and will partner with German news agency DPA to boost its fact checking. [nL8N2154DE]

“Here in the EU for the upcoming elections we are bringing the full battery of all of the strategies and tools that worked very well in a lot of important elections so far so I’ve a lot of confidence,” Zuckerberg said during a trip to Dublin, home to Facebook’s international headquarters.

“But I think that we should expect that for some of these countries that are out there that are trying to interfere, they are just going to keep trying, so we need to stay ahead of that and keep on doing this work in order to stay ahead.”

UK man may be banned by judge from having sex with wife of 20 years

A British man may reportedly be barred from having sex with his wife of 20 years because social services bosses claim she no longer has the mental capacity to consent.

Officials told the Court of Protection in London – which specializes in cases involving people who lack the mental capacity to make decisions – the unidentified woman’s mental health has deteriorated to the point that she no longer has the ability to consent.

According to Sky News, the attorneys representing social services bosses are requesting the judge consider barring the woman’s husband from continuing to have sex with his wife to ensure she is not raped.

The man reportedly told the judge at a preliminary hearing that he would give his pledge not to have sex with his wife.

However, the judge suggested the man might be put in a situation where he could face prison if he breached the pledge or an order by the court. He added that such an order would be difficult to police.

"I cannot think of any more obviously fundamental human right than the right of a man to have sex with his wife -- and the right of the state to monitor that -- I think he is entitled to have it properly argued,” Justice Sir Anthony Hayden said, according to Sky News.

Hayden said he wants to listen to all the evidence and arguments from lawyers representing the women, the husband and social services before making a decision.

BOJ Kuroda: Inflation pick-up must be accompanied by wage hikes

TOKYO (Reuters) – Bank of Japan Governor Haruhiko Kuroda said on Wednesday the central bank was seeking to create a condition in which any acceleration in inflation is accompanied by rises in corporate profits and wages.

“The BOJ isn’t seeking to push up inflation alone. We want to create a situation where wage and employment conditions improve too … and a positive economic cycle is created,” Kuroda told parliament.

Finance Minister Taro Aso told the same parliament committee meeting that pushing up inflation alone “won’t do any good,” as people’s livelihoods would not improve without increases in capital expenditure and wages.

WikiLeaks’ Julian Assange at Ecuadorian embassy in London target of ‘extensive’ spying operation: group

The founder of WikiLeaks has been the target of a protracted spying operation from inside the Ecuadorean embassy in London, where he has been holed up since 2012, the anti-secrecy group claimed Wednesday.

WikiLeaks editor-in-chief Kristinn Hrafnsson said at a news conference that images, audio recordings, and security videos of Julian Assange were recovered by Spanish police in Madrid during a sting operation. The unnamed individuals in the sting had threatened to start publishing the items unless they were paid $3.4 million, according to WikiLeaks.

“WikiLeaks has uncovered an extensive spying operation against Julian Assange within the Ecuadorean embassy,” Hrafnsson said.

Officials said that some of the material came from video cameras inside the embassy that were able to record audio. The cameras were installed last year at the embassy after a new government took power in Ecuador.

Hrafnsson claimed the surveillance was "total invasion of privacy" that led Assange to live a "Truman Show existence" and was clearly an escalation by the new government to get him to leave and be extradited to the United States.

“We know that there was a request to hand over visitors’ logs from the embassy and video recordings from within the security cameras in the embassy,” he told reporters, adding that he assumed the information had been handed over to the Trump Administration.

Assange’s relations with his hosts have soured since Ecuador accused him of leaking information about President Lenin Moreno’s personal life, according to Reuters. Moreno has said Assange has violated the terms of his asylum.

Officials did not say on Wednesday whether Assange was planning to leave the embassy on his own anytime soon, adding that they would need assurances from U.K. officials that he would not be extradited to the U.S, the Guardian reported.

Assange took refuge in the embassy in 2012 to escape extradition to Sweden, where he was wanted for questioning on sexual misconduct allegations.

Though a rape accusation was later dropped, there is still an active warrant for his arrest in Britain for failing to comply with his bail terms. Assange also fears the possibility of extradition to the U.S. for publishing thousands of classified military and diplomatic cables through WikiLeaks.

Ronald Acuna Jr. went 3-for-3 with a homer and two RBIs as the Atlanta Braves posted a 5-0 victory over the visiting St. Louis Cardinals on Tuesday at Kissimmee, Fla.

The reigning National League Rookie of the Year had an opposite-field double in the second inning and a run-scoring single in the sixth in addition to the fourth-inning liner over the left-field fence off Cardinals right-hander Miles Mikolas.

“I felt good from the start of camp,” Acuna told reporters through an interpreter after a contest in which he raised his spring average to .360. “But as the games have progressed, I have definitely felt even better.

“I think with those last at-bats, I’ve had a little extra patience. Initially, I think I was still having good at-bats. I just wasn’t getting results. Things are progressing quickly and we’re starting to see the results now.”

Box Office: ‘Captain Marvel’ conquers again with $69 million

LOS ANGELES (Variety.com) – Newcomers were no match for Disney’s “Captain Marvel” at the domestic box office. The superhero blockbuster soared past the competition, bringing in $69 million in its second weekend of release.

Marvel’s first comic-book tentpole to spotlight a female superhero surpassed $265 million in ticket sales domestically. Overseas, “Captain Marvel” crossed $494 million for a massive global haul of $760 million. In less than two weeks, “Captain Marvel” has eclipsed the lifetime sums of numerous superhero adventures, including “Ant-Man and the Wasp” ($623 million), “Iron Man 2” ($624 million), “Thor: Dark World ($645 million), and “Captain America: Winter Soldier” ($714 million). It’s already the 22nd-biggest comic-book release ever.

After a sluggish start to 2019, it has been “Captain Marvel” to the rescue. Ticket sales are up over 3 percent from the same weekend in 2018, according to Comscore. As a whole, the domestic box office is still struggling to match last year’s record with receipts pacing 19 percent behind 2018.

Paramount Pictures’ “Wonder Park,” an animated adventure set in an amusement park based on the imagination of a young girl, bowed in second place and had the best start among new releases. It arrived ahead of industry expectations with $16 million when it launched in 3,838 locations, though it will need to pick up steam to justify its healthy budget. Paramount spent nearly $100 million to produce the film, not including marketing and distribution costs. Since the PG-rated “Wonder Park” appeals to a younger crowd, the studio anticipates moviegoing will gain traction as students will be out of school for spring break.

As expected, families accounted for 62 percent of “Wonder Park’s” opening weekend audience. “Wonder Park,” featuring the voices of Jennifer Garner, Matthew Broderick, John Oliver, and Mila Kunis, was not well received among critics. Audiences were slightly more enthusiastic, giving it a B+ CinemaScore.

Landing at No. 3 is CBS and Lionsgate’s “Five Feet Apart,” a romantic drama about two teenagers who meet and fall in love while being treated for cystic fibrosis. Directed by “Jane the Virgin” actor Justin Baldoni, “Five Feet Apart” generated $13 million from 2,803 venues, a sizable start considering it carries a $7 million price tag. Starring ” The Edge of Seventeen” and “Split” actress Haley Lu and Cole Sprouse, the film catered mostly to young females. Women represented 82 percent of opening weekend crowds, while 45 percent were under 18 years old.

Lionsgate has three films in the top 10 this weekend. The studio’s “Tyler Perry’s A Madea Family Funeral” nabbed fifth place, adding $8 million for a domestic tally of $59 million. From Lionsgate’s Pantelion Films, “No Manches Frida 2″ placed in sixth, earning $3.8 million from 472 theaters. That result is on par with the first film, ” No Manches Frida,” which debuted with $3.6 million before ending its box office run with $11.5 million.

Other new releases include Focus Features and Participant Media’s “Captive State.” The fantasy thriller placed seventh on box office charts, debuting with a disappointing $3 million from 2,547 theaters. Directed by “The Rise of the Planet of the Apes” filmmaker Rupert Wyatt,” “Captive State” was poorly received by both audiences and critics. It carries a C- CinemaScore, along with a 43 percent on Rotten Tomatoes.

Universal’s “How to Train Your Dragon: The Hidden World” secured fourth place, picking up $9.3 million from 3,727 locations. That takes the conclusion of the animated trilogy past $135 million in ticket sales in North America.

At the specialty box office, Focus Features’ “The Mustang” amassed $76,000 when it debuted in four theaters, averaging out to $18,950 per venue. The feature directorial debut of French actress Laure de Clermont-Tonnerre, which follows a convict who participates in a rehabilitation program that involves training wild mustangs, skewed toward women as females made up 66 percent of its opening weekend audience. The studio is expanding it to 50 theaters next weekend.

Meanwhile, Fox Searchlight’s “The Aftermath” opened on five screens, earning $57,000 over the three days ($11,500 per location). The war drama stars Keira Knightley, Alexander Skarsgard, and Jason Clarke.

March looks to cap off a solid month at the domestic box office with Jordan Peele’s “Us” arriving next weekend and Disney’s remake of “Dumbo” hitting theaters shortly after. Both films are expected to debut with over $35 million in ticket sales.

“Outdated laws” need fixing to deal with the surge in illegal immigrant families crossing the U.S. border with Mexico, a top Border Patrol official said Friday.

Migrant families face no consequences if apprehended trying to cross the border illegally under present law, Border Patrol chief of Operations Brian Hastings claimed during an appearance on “Fox & Friends.”

“We need a change in the current outdated laws that we’re dealing with for this current demographic and this crisis that we have,” he said.

Hastings said as of Thursday there have been 440,000 apprehensions along the southwest border. There were 396,000 apprehensions all of last year.

And those numbers continue to rise, he said.

Historically 70 to 90 percent of apprehensions at the border were quickly returned to Mexico, Hastings said.

Now, 83 percent of those apprehended have come from the Central American northern triangle which includes Guatemala, El Salvador, and Honduras, and of those 63 percent are “family units” and children who cannot be returned, he said.

“There are no consequences that we can apply to this group currently,” Hastings said. “We’re overwhelmed. If you look at agents there doing a tremendous job trying to deal with the flow.”

The law dictates children have to be released after 20 days of detention.

Sen. Lindsey Graham, R-S.C., says that has forced immigration officials to release entire families because “you don’t want to separate families.”

Recently, he said he is drafting legislation that would allow children to be detained for more than 20 days.

Hastings said agents are frustrated with the situation but are doing the best they can with the resources they have.

“Up to 40 percent of our agents are processing at any given time,” he said. “That should say that in and of itself is pulling from those border security resources.”

Trump and his allies have pointed to Special Counsel Robert Mueller’s Russia report’s conclusions that there was no evidence of collusion between Russia and the Trump campaign and its decision not to make a conclusion on obstruction of justice as a vindication for the president.

But some Democrats and left-wing activists have pointed to the instances of possible obstruction of justice that the investigation looked into as proof of the need for more investigations or even impeachment proceedings.

Steyer has been one of the leaders backing a push to impeach Trump and founded “Need to Impeach” and has kept up that push since the report’s release. He announced on Thursday that he was calling on Speaker Nancy Pelosi, D-Calif., to support impeachment proceedings.

On Friday he responded to Trump’s tweet, calling him “angry and scared.”

“I know you want it all to go away. But for the sake of the country you must face your transgressions. Rage away, but that anger doesn’t matter,” he said in a tweet. The truth and the people will prevail.”

Impeachment hearings have been backed by a number of House Democrats, as well as 2020 presidential hopefuls Sens. Elizabeth Warren, D-Mass., and Kamala Harris, D-Calif. However, Pelosi has long been skeptical of impeachment proceedings against Trump.

“I’m not for impeachment,” Pelosi told The Washington Post in an interview last month. “Impeachment is so divisive to the country that unless there’s something so compelling and overwhelming and bipartisan, I don’t think we should go down that path, because it divides the country. And he’s just not worth it.”

A Florida measure that would ban sanctuary cities is set for a vote Friday in the state’s Senate after clearing its first hurdle earlier this week.

The bill would effectively make it against the law for Florida’s police departments to refuse to cooperate with federal immigration officials.

“The Governor may initiate judicial proceedings in the name of the state against such officers to enforce compliance,” a draft version of the Senate bill reads.

A House version of the bill, which passed by a 69-47 vote Wednesday, adds that non-complying officials could be suspended or removed from office and face fines of up to $5,000 per day. Republican Gov. Ron DeSantis is expected to sign off on the measure, although it’s not clear which version.

LAWRENCE JONES: NEEDLES, DRUG USE AND HUMAN WASTE ARE THE NEW NORMAL IN SAN FRANCISCO

Florida is home to 775,000 illegal immigrants out of 10.7 million present in the United States, ranking the state third among all states.

Nine states — Alabama, Arizona, Georgia, Iowa, North Carolina, Mississippi, Missouri, Tennessee and Texas — already have enacted state laws requiring law enforcement to comply with Immigration and Customs Enforcement.

Florida doesn’t have sanctuary cities like the ones in California and other states. But Republican lawmakers say a handful of their municipalities — including Orlando and West Palm Beach – are acting as “pseudo-sanctuary” cities, because they prevent law enforcement officials from asking about immigration status when they make arrests.

“There are still people here in the state of Florida, police chiefs that are just refusing to contact ICE, refusing to detain somebody that they know is here illegally,” Florida Republican Rep. Blaise Ingoglia said earlier this month. “So while the actual county municipality doesn’t have an actual adopted policy, they still have people in power within their sheriff’s department or police department that refuse to do it anyway.”

Florida’s Democratic Party has blasted the anti-Sanctuary measures, while the Miami-Dade Police Department says it should be up to federal authorities to handle immigration-related matters.

“House Republicans today sold out their communities to Donald Trump and Ron DeSantis by passing this xenophobic and discriminatory bill,” the state’s Democratic Party said Wednesday after the House passed their version of the bill. “It’s abhorrent that Republican members who represent immigrant communities are now turning their backs on their constituents and jeopardizing their safety.

“Florida has long stood as a beacon for immigrant communities — and today Republicans did the best they could to destroy that reputation,” they added.

MADRID (Reuters) – Spain’s Vox party, aligned to a broader far-right movement emerging across Europe, has become the focus of speculation about last minute shifts in voting intentions since official polling for Sunday’s national election ended four days ago.

No single party is anywhere near securing a majority, and chances of a deadlocked parliament and a second election are high.

Leaders of the five parties vying for a role in government get final chances to pitch for power at rallies on Friday evening, before a campaign characterized by appeals to voters’ hearts rather than wallets ends at midnight.

By tradition, the final day before a Spanish election is politics-free.

Two main prizes are still up for grabs in the home straight. One concerns which of the two rival left and right multi-party blocs gets more votes.

The other is whether Vox could challenge the mainstream conservative PP for leadership of the latter bloc, which media outlets with access to unofficial soundings taken since Monday suggest could be starting to happen.

The right’s loose three-party alliance is led by the PP, the traditional conservative party that has alternated in office with outgoing Prime Minister Pedro Sanchez’s Socialists since Spain’s return to democracy in the 1970s.

The PP stands at around 20 percent, with center-right Ciudadanos near 14 percent and Vox around 11 percent, according to a final poll of polls in daily El Pais published on Monday.

Since then, however, interest in Vox – which will become the first far-right party to sit in parliament since 1982 – has snowballed.

It was founded in 2013, part of a broader anti-establishment, far-right movement that has also spread across – among others – Italy, France and Germany.

While it is careful to distance itself from the ideology of late dictator Francisco Franco, Vox’s signature policies include repealing laws banning Franco-era symbols and on gender-based violence, and shifting power away from Spain’s regional governments.

According to a Google trends graphic, Vox has generated more than three times more search inquiries than any other Spanish political party in the past week.

Reasons could include a groundswell of vocal activist support at Vox rallies in Madrid and Valencia, and its exclusion from two televised debates between the main party leaders, on the grounds of it having no deputies yet in parliament.

Conservative daily La Vanguardia called its enforced absence from Monday’s and Tuesday’s debates “a gift from heaven”, while left-wing Eldiario.es suggested the PP was haemorrhaging votes to Vox in rural areas.

Ignacio Jurado, politics lecturer at the University of York, agreed the main source of additional Vox votes would be disaffected PP supporters, and called the debate ban – whose impact he said was unclear – wrong.

“This is a party polling over 10 percent and there are people interested in what it says. So we lose more than we win in not having them (in the debates),” he said

For Jose Fernandez-Albertos, political scientist at Spanish National Research Council CSIC, Vox is enjoying the novelty effect that propelled then new, left-wing arrival Podemos to 20 percent of the vote in 2015.

“While it’s unclear how to interpret the (Google) data, what we do know is that it’s better to be popular and to be a newcomer, and that Vox will benefit in some form,” he said.

For now, the chances of Vox taking a major role in government remain slim, however.

The El Pais survey put the Socialists on around 30 percent, making them the frontrunners and likely to form a leftist bloc with Podemos, back down at around 14 percent.

The unofficial soundings suggest little change in the two parties’ combined vote, or the total vote of the rightist bloc.

That makes it unlikely that either bloc will win a majority on Sunday, triggering horse-trading with smaller parties favoring Catalan independence – the single most polarizing issues during campaigning – that could easily collapse into fresh elections.

The Amish population in Pennsylvania’s Lancaster County is continuing to grow each year, despite the encroachment of urban sprawl on their communities.

The U.S. Census Bureau says the county added about 2,500 people in 2018. LNP reports that about 1,000 of them were Amish.

Elizabethtown College researchers say Lancaster County’s Amish population reached 33,143 in 2018, up 3.2% from the previous year.

The Amish accounted for about 41% of the county’s overall population growth last year.

Some experts are concerned that a planned 75-acre (30-hectare) housing and commercial project will make it more difficult for the county to accommodate the Amish.

Donald Kraybill, an authority on Amish culture, told Manheim Township commissioners this week that some in the community are worried about the development and the increased traffic it would bring.
