1.5 million Muslims could be detained in China’s Xinjiang: academic

GENEVA (Reuters) – A leading researcher on China’s ethnic policies said on Wednesday that an estimated 1.5 million Uighurs and other Muslims could be held in so-called re-education centers in Xinjiang region, up from his earlier figure of 1 million.

China has faced growing international opprobrium for what it says are vocational training centers in Xinjiang, a vast region bordering central Asia that is home to millions of ethnic minority Muslims. Beijing has said the measures are needed to stem the threat of Islamist extremism.

The governor of Xinjiang, Shohrat Zakir, said on Tuesday that China is running boarding schools not concentration camps or re-education camps in the remote region.

Adrian Zenz, an independent German researcher, said that his new estimate was based on satellite images, public spending on detention facilities and witness accounts of overcrowded facilities and missing family members.

“Although it is speculative it seems appropriate to estimate that up to 1.5 million ethnic minorities – equivalent to just under 1 in 6 adult members of a predominantly Muslim minority group in Xinjiang – are or have been interned in any of these detention, internment and re-education facilities, excluding formal prisons,” Zenz said at an event organized by the U.S. mission in Geneva, home of United Nations human rights bodies.

“The Chinese state’s present attempt to eradicate independent and free expressions of the distinct ethnic and religious identities in Xinjiang is nothing less than a systematic campaign of cultural genocide and should be treated as such,” Zenz added.

The U.S. State Department on Wednesday sharply criticized human rights violations in China, saying the sort of abuses it had inflicted on its Muslim minorities had not been seen “since the 1930s”.

Omir Bekali, a Kazakh Uighur, told a panel at the event that he had been tortured by Xinjiang police and held in a camp for six months in a small room with 40 people.

“We had to applaud the Communist Party, sing songs about (Chinese leader) Xi Jinping and say thanks for the government. We had no right to talk,” he said.

A bipartisan group of U.S. lawmakers complained to the Trump administration this week that its response to rights abuses against China’s Muslim minority was inadequate, months after it said it was looking into imposing sanctions.

At the Geneva event, U.S. ambassador Kelley Currie, of the State Department’s office of global criminal justice, was asked about imposing such sanctions on China.

“We are always looking at all of the mechanisms and the tools that we have available to us to identify those who are responsible for serious and gross human rights abuses and to ensure that they don’t benefit from opportunities to travel to the United States and that we don’t give them access to the U.S. financial system,” she told reporters, declining to be specific.

California teacher sues teachers' union, AG Becerra for deducting dues

A California special-education teacher filed suit earlier this week against the state teachers' union and California Attorney General Xavier Becerra, saying she wasn't told she could opt out of paying union dues.

Bethany Mendez, a teacher in Northern California’s Freemont Unified School District and the lead plaintiff in the case, claimed she was never informed that she no longer was required to have $1,500 in annual dues deducted from her pay.

Mendez and five other California teachers named as plaintiffs want the California Teachers Association to be required to get the consent of educators before union fees are deducted -- and to refund fees because the union failed to inform them of the changes in the law.

In a court filing, lawyers representing the teachers argued that the unions “regularly divert a portion of wages to financially support the unions and their political activity,” and that the teachers “never gave legally valid consent for these deductions and have expressly objected to the deductions.”

The California Teachers Association did not immediately respond to Fox News' request for comment.

The lawsuit also said Becerra had failed to enforce a decision made last summer by the U.S. Supreme Court that found government workers couldn't be forced to contribute to labor unions representing them.

The landmark 5-4 decision in Janus v. American Federation of State, County and Municipal Employees scrapped a 41-year-old decision that had allowed states to require public employees to pay some fees to unions that represent them.

The ruling fulfilled a longtime wish of President Trump and conservatives to do away with the fair share fees non-members pay to unions in 22 states; the court stated that the laws violated the First Amendment by compelling workers to support unions with which they may disagree.

“Great news today for America’s public servants, like teachers, police officers, and firefighters, who will no longer be forced to join a union or political organization and financially support leadership they disagree with,” House Majority Whip Steve Scalise, R-La., tweeted on Wednesday. “This is a victory for free speech!”

The ruling, however, was immediately slammed by union leaders as a blow to working-class Americans.

“In this case, a bare majority of the court, over the vigorous dissent of four justices, has conceded to the dark web of corporations and wealthy donors who wish to take away the freedoms of working people,” AFL-CIO President Richard Trumka said in a statement. “[I]t will further empower the corporate elites in their efforts to thwart the aspirations of millions of working people standing together for a better life.”

House Democrats ask White House about Kushner use of WhatsApp messaging

WASHINGTON (Reuters) – The Democratic head of a U.S. congressional investigative panel on Thursday pressed the White House for information on whether President Donald Trump’s son-in-law and adviser, Jared Kushner, used the unofficial WhatsApp messaging tool to communicate sensitive or classified information with foreign leaders.

U.S. House of Representatives Oversight Committee Chairman Elijah Cummings made the request in a letter to White House Counsel Pat Cipollone, which was seen by Reuters.

In the letter, Cummings noted that Kushner’s lawyer had told Congress in December that Kushner used WhatsApp as part of his official duties but did not say whether such messages included classified information.

The congressman also said the lawyer told his committee that Ivanka Trump, the president’s daughter and Kushner’s wife, continued to receive emails related to official business on a personal email account.

Cummings said in his letter that a law governing presidential records prohibits top White House officials, including the president and vice president, from using non-official electronic messaging accounts.

Cummings said that when it was under Republican control in March 2017, his committee started investigating whether White House officials were using personal email and messaging accounts to conduct official business.

He said that Trump’s White House had so far failed to provide documents and information and was “obstructing” his committee’s efforts to investigate possible violations of White House policy and the presidential records law.

The White House did not immediately respond to a request for comment.

Wirecard says internal probe exonerates Asia-Pacific accounting manager

FRANKFURT (Reuters) – German payments company Wirecard said its Asia-Pacific accounting manager had been exonerated in an internal investigation into allegations of fraud and creative accounting.

“From our point of view he has been cleared by the internal investigation,” a company spokeswoman said in response to an inquiry. Wirecard shares rallied by 4 percent in high volumes on reports of the outcome of the internal probe.

Separately, the findings of an investigation by outside law firm Rajah & Tann are expected soon.

Rajah & Tann’s initial findings last May were the key source for a series of reports in the Financial Times alleging that Wirecard’s finance team had engaged in ’round-tripping’, or booking fake transactions, in order to inflate revenues.

Wirecard has denied wrongdoing and threatened unspecified legal action over the FT reports. Singapore police last month opened an investigation into Wirecard and raided its premises there.

Ohio man, 20, arrested for attacking teen for allegedly raping 5-year-old: police

An Ohio man was arrested last week for attacking a teen he said was raping a 5-year-old, police said.

Richard Adams, 20, walked into a room of his Eastlake, Ohio, home last Thursday and said he saw a 17-year-old raping a 5-year-old boy, WEWS reported.

“I kinda blacked out,” Adams told Cleveland's Fox 8. “I saw a 17-year-old molesting a 5-year-old. I wanted to help the young boy and that was all I was thinking about was getting it stopped.”

Both the teen and Adams were arrested – the teen for rape, and Adams for felony assault, police said.

Storms leave deaths, damage and injuries in their wake

Strong storms, including at least one tornado, swept through parts of the Midwest and the Mid-Atlantic region, damaging homes and businesses and causing injuries after storms in the South killed at least eight people.

Storms that hit Ohio on Sunday and moved into New Jersey overnight into Monday brought heavy rains, lightning, strong winds and, in Ohio, at least one tornado. The storms followed worse conditions that had swept across the South , unleashing more than a dozen confirmed tornadoes and flooding, killing at least eight people, injuring dozens and flattening much of a Texas town.

In Virginia, about an hour south of Washington, authorities said a tree fell on a house and killed a woman early Monday morning. The Stafford County Sheriff's Office said the unidentified woman, 78, had been asleep when the tree fell at 1:43 a.m. An 82-year-old man who was in the home was taken to a hospital with injuries that were not life threatening.

In Shelby, Ohio, the National Weather Service said a tornado touched down Sunday. No deaths were reported, but Richland County emergency officials said that about a half-dozen homes and businesses were damaged and that at least six people were injured in the city roughly 90 miles (145 kilometers) southwest of Cleveland.

The weather service says a possible tornado also swept through part of Clark County in western Ohio on Sunday, about 40 miles west of Columbus, and damaged some mobile homes. There were no immediate reports of injuries there.

Storms on Monday spawned a tornado watch and flooded roadways in some areas of New Jersey, causing a roof to collapse at an apartment complex in Camden, though no injuries were reported. The weather disrupted rail service in the mid-Atlantic region, caused delays at airports and left tens of thousands of utility customers without power.

More than 20,000 customers lost power in New Jersey when the storms hit, though crews were able to quickly restore service to most.

The weather service confirmed Monday that a tornado significantly damaged a lumber company Sunday evening in Starbrick, in northern Pennsylvania.

Vermont officials say flooding from spring rains closed a number of roads Monday. An emergency operations center has been activated to help communities respond to the flooding.

The weather service said Monday that a survey team found evidence of an EF-3 twister with winds of at least 136 mph near Weches, Texas, and that two other smaller tornadoes touched down in the same region on Saturday. Another EF-3 twister flattened part of Franklin, Texas.

The system moved eastward into Mississippi, where weather service teams have confirmed eight tornadoes. And at least three weak tornadoes struck Alabama on Sunday.

Four people were killed in Texas. The other victims died in Louisiana, Mississippi and Alabama.

BERLIN (Reuters) – Wulf Matthias will not stand for a second term as Wirecard’s chairman in 2020, German daily Handelsblatt said on Friday, citing sources in the financial industry.

For age reasons alone this would not be an option for Matthias, aged 75, Handelsblatt added.

Matthias will keep his mandate until it ends in 2020, the paper quoted a company spokeswoman as saying.

Wirecard was not immediately available for comment when contacted by Reuters.

ZURICH (Reuters) – Shareholders approved Credit Suisse’s 2018 compensation report with an 82 percent majority on Friday, overriding frustrations expressed at its annual general meeting over jumps in executive pay during a year its share price plummeted.

Three shareholder advisers had recommended investors vote against Switzerland’s second-biggest bank’s remuneration report, while a fourth backed the report but expressed reservations about whether management pay matched performance.

The approval marked a slight increase over the 80.8 percent support garnered for the bank’s 2017 compensation report.

LONDON (Reuters) – Activist investor Edward Bramson is likely to fail in his attempt to get a board seat at Barclays’ annual meeting next week, even though shareholders are dissatisfied with performance of the group’s investment bank.

New York-based Bramson’s Sherborne Investors and the board of the British bank have been sparring for months over Barclays’ strategy.

Bramson wants to scale back Barclays’ investment bank to reduce risk and boost shareholder returns. Barclays Chief Executive Jes Staley remains staunchly committed to growing the business out of trouble.

After failing to persuade Staley to change course since he began building a 5.5 percent stake in the bank in March last year, Bramson hopes a board seat will rachet up the pressure.

Both sides have written to shareholders pitching their case and Bramson has courted investors in one-on-one meetings, although none have publicly backed him yet.

Interviews by Reuters with five institutional investors in Barclays suggest Bramson has failed to persuade them.

Sherborne declined to comment.

Mirza Baig, head of investment stewardship at top-40 shareholder Aviva Investors, said Bramson was welcome on the bank’s register but the boardroom was a step too far.

“He has created a lot of value at other businesses, but, generally, when he has come in as executive chair and taken full control. This would be a different case where he would just be one lone voice on the board,” he said.

A second Barclays shareholder said he backed Bramson’s goal of improving returns but via an “evolutionary” approach.

“If you look at banks that have tried to restructure their operations in investment banking – you look at Natwest Markets, Deutsche Bank – I struggle to think of an example where a roughshod restructuring has been accretive to shareholder value.”

A third, top-30 investor said he had been impressed by incoming Chairman Nigel Higgins’ grasp of the challenge in hand, and felt investors would give him time.

“Management know they have to execute and deliver improved returns… [Higgins] will continue to re-shape the board but obviously he didn’t feel that having someone with a diametrically opposed view on it would be helpful.”

A fourth, top-30 investor agreed: “We voted for the chairman to come in and it would be crazy to allow an activist to join the board (at this time).”

Jupiter Fund Management, the 24th largest investor, said it also planned to vote against Bramson.

Barclays has nearly 500 institutional shareholders, Refinitiv data showed.

Since Staley joined Barclays in 2015, the investment bank returns relative to capital invested have increased but are still underperforming the overall business.

Barclays’ first-quarter figures showed the investment bank posted a 6 percent drop in income from its markets business and a 17 percent fall in banking advisory fees.

Returns in the investment bank fell to 9.5 percent from 13.2 percent a year ago.

Famed for successful campaigns against smaller British companies in sectors from chemicals to advertising, Bramson’s board seat pitch has been rebuffed by shareholder advisory firms.

Institutional Shareholder Services, the world’s biggest, said Bramson’s proposal “falls short of what can reasonably be expected from a shareholder trying to address issues at a 28 billion pounds, systemically important bank”.

Glass Lewis also flagged concern about Bramson’s lack of banking experience and “questionable” shareholding structure, referring to Sherborne’s use of derivative contracts to hedge losses should its strategy fail.

Critics said the arrangement meant his interests are not truly aligned with those of other long-term shareholders.

British advisory firm Pirc, however, said it recommended that investors abstain in the vote on Bramson’s proposal as a challenge to the board to do better in the year ahead – or face a similar contest in 2020.

(Reuters) – U.S. oil and natural gas producer Chevron Corp reported a 27 percent fall in quarterly earnings on Friday, hit by lower crude prices and weaker margins in its refining and chemicals businesses.

Net income attributable to the company fell to $2.65 billion, or $1.39 per share, for the first quarter ended March 31, from $3.64 billion, or $1.90 per share, a year earlier.

Earlier in the day, larger rival Exxon Mobil Corp reported earnings well below analysts’ estimates, as margins in its refining business were hurt by higher Canadian prices and heavy scheduled maintenance.
