Explainer: Ethiopia crash raises questions over handling of faults on Boeing 737 MAX

SINGAPORE (Reuters) – Ethiopia’s insistence that its pilots followed procedures when their Boeing Co 737 MAX nosedived before a deadly crash, and Boeing’s recent declaration that a new software fix makes a “safe plane safer,” have set the stage for a lengthy fight over the roles of technology and crew in recent 737 MAX crashes.

After a deadly Lion Air crash in October, Boeing and the U.S. Federal Aviation Administration told airlines what to do in the event that an erroneous sensor reading fooled the jet into thinking it was in a stall and pushed the nose down.

The Ethiopian Airlines pilots initially followed the advice to shut off the MCAS anti-stall system but later reversed the command counter to guidance at a time when they were traveling beyond maximum operating speeds, according to data contained in a preliminary report released on Thursday and experts on the jet.

WHAT ARE THE PROPER PROCEDURES?

If MCAS misfires, forcing the nose down in a maneuver similar to a condition that pilots know as runaway trim, pilots are supposed to hit two cut-out switches at the plane’s center console to turn off power to the electric trim system.

Under normal circumstances, trim is used to keep an aircraft flying level, but the MCAS makes automated nose-down movements.

Data from the Ethiopian Airlines flight indicates the aircraft was flying nose-heavy and not in a “neutral” attitude when pilots hit the stabilizer cutout switches to disable the MCAS system, the preliminary report showed.

That would make the situation harder to manage, possibly accounting for their decision to turn the system back on.

Boeing’s checklist for pilots tells them to “control airplane pitch attitude manually with control column and main electric trim as needed” before hitting cut-out switches and turning to a rarely used manual wheel to keep the plane’s nose in the proper position. It does not describe a specific trim setting for the pilots to achieve.

WOULD THE PROCEDURES WORK?

Experts are questioning whether the procedures outlined after the Lion Air crash were comprehensive enough to ensure pilots could recover from a real-life cockpit emergency with several distractions at a low altitude shortly after take-off rather than in a pre-planned simulator ride.

A 737 MAX pilot said the resistance on the control yoke would be about four times normal and it could take a few dozen turns of the manual wheel to return the nose to the proper position, depending on the alignment when the switches were cut.

The preliminary report indicates the pilots tried to move their wheels together but were unable to raise the nose much at all by doing so.

“It appears the flight crew reactivated electric trim,” former Boeing engineer Peter Lemme said. “But they only made a very small nose up adjustment – I would have expected them to immediately and without stopping move the stabilizer back into trim. The last MCAS command comes 5 seconds after their last manual trim command.”

WHY COULDN’T THEY RAISE THE NOSE MANUALLY?

The proper response to MCAS emergencies, Leeham Co analyst Bjorn Fehrm said, is to correct the dangerous nose-down “trim” using electronic thumb switches, then turn off MCAS and trim manually with the wheel.

But if the aircraft is going too fast, those electronic switches may not be effective, European regulators said in a 2016 memo. And failing to fully fix the trim before MCAS is deactivated can make it physically impossible for pilots to control the plane, Fehrm said.

Under normal circumstances, trim is used to keep an aircraft flying level.

At speeds up to 250 knots (288 mph) pilots can stabilize trim with the manual wheel. But when the speed rises towards 300 knots and higher, the wheel becomes impossible to turn as air rushing over control surfaces makes them harder to move, Fehrm said.

At the time when both pilots were unable to move the wheel, they were traveling at over 340 knots, the maximum operating speed of the airplane and clacker alarms were sounding. By the end of the fatal flight they had reached 500 knots.

WHY WAS THE ETHIOPIAN JET GOING SO FAST?

The plane’s engines were at 94 percent thrust on take-off and remained there for the rest of the flight.

That is consistent with the pilots leaving the thrust setting in take-off mode throughout, aviation experts said.

The 737’s air data computer also uses angle-of-attack (AOA) information to adjust airspeed readings. If it mistakenly thinks the angle of attack is high, it can trigger pilot warnings that airspeed and altitude data are unreliable on one of the pilot’s controls, according to former Boeing engineer Peter Lemme.

That leads to an unreliable airspeed checklist which involves turning off the autothrottle as well as setting engine thrust to 75 percent. The runaway stabilizer checklist to shut off MCAS also says to turn off autothrottle.

However, according to the flight data recorder, the pilots never reduced the thrust from 94 percent.

“The report does not address information about unreliable airspeed procedures which should be considered because they had erratic airspeed,” said Greg Feith, a former senior air safety investigator with the National Transportation Safety Board.

Nigeria plagued by ethnic and religious violence as attacks on Christians rise

A deadly Easter attack left 11 dead and 30 wounded after a disgruntled police officer drove his truck into a group of children in yet another Easter tragedy, this time in Gombe, Nigeria.

Earlier this month, Islamist militants massacred 17 Christians and injured eight in an attack on a church in Nasarawa state. The attack occurred during an infant dedication when armed militants opened fire in the church, killing the baby’s mother and several children.

These tragic events come just as the terrorist attack in Sri Lanka highlights the dangers that remain from asymmetric terrorism and violence against Christians in ethnically and religiously divided societies.

“There are some similarities between violence in Sri Lanka and Nigeria,” Professor Max Abrahms, a terrorism expert at Northeastern University, told Fox News. “Both have experienced substantial political violence which has traditionally been nationalist but has increasingly been infused with more narrowly religious-motivated extremist attacks."

Nigeria, often overlooked by U.S. policymakers usually more concerned with the Middle East, Russia and Europe, is home to one of the world’s most deadly Islamic terror groups.

Boko Haram is looking to transform Nigeria into an Islamic state based on Sharia law. The group also declared its allegiance to ISIS in 2015 with one branch called the Islamic State West African Province. U.S. intelligence estimates that Boko Haram commands between 4,000 and 6,000 dedicated militants who have attacked schools, burned down entire villages, and abducted hundreds of people in their brutal campaign of terror across Nigeria.

Although Nigerian security forces have made inroads in stemming the violence from Boko Haram, the insurgency remains a threat to Nigerians.

“The group, which has now split into two factions (one of which is recognized as a branch of the Islamic State) has been gaining momentum against Nigerian security forces -- which have been hampered by corruption and low morale -- and conducting increasingly deadly attacks in Northeastern states,” Thomas Abi Hanna, Global Security Analyst at Stratfor told Fox News.

Violence in Nigeria, and against Christians, has risen in recent months, with at least 280 people from Christian communities killed by Fulani militants throughout Nigeria between February and March 2019. It's not clear to what extent the deadly violence is due to religious affiliations, but the uptick does highlight the growing concern within Nigeria's Christian communities.

"Religion is not necessarily the primary driver of attacks on Christians though, as there are also ethnic, political, territorial disputes and other factors which contribute to these tensions," Hanna explained. "Attacks related to any of these issues can feed into one another and exacerbate ongoing tensions across the board."

Nigeria is divided between a Muslim majority north and a Christian majority south. Because of this religiously-based geographic separation, the country’s political parties formed an unwritten power-sharing agreement during the transition to democracy in 1999 that major offices, most notably the president and vice president, should rotate between the north and the south.

However, this arrangement can lead to heightened tensions as it did in 2009, when then-President Umaru Yar’Adua, a northern Muslim, died, allowing his southern Christian Vice President Goodluck Jonathan to become president. The north’s opportunity in power was cut short and the swap led to mass electoral violence with the death of 800 people once Jonathan was re-elected in 2011.

Nigeria is also one of Africa’s poorest countries, despite its vast natural resource wealth, making it ripe for terrorist and other insurgent groups to fill the vacuum left by a government that fails to meet the needs of its people.

Not only is Islamist terror a major concern for Nigerians, violence between herders and farmers has eclipsed the threat posed by Boko Haram and has killed more people than the Islamist insurgency while also increasing the north-south religious divide.

“Christians have been targeted in attacks related to both of these ongoing conflicts which have killed and injured thousands, displaced hundreds of thousands, and become a major political issue,” Hanna said.

The conflict is intertwined with Nigeria’s underlying ethnic, religious, political and territorial disputes, as the herders are nomadic and from the Muslim north while the farmers are mainly Christians.

Deadly clashes over land and resources killed more than 2,000 people in 2018, according to a report by Amnesty International. A massive population boom in Nigeria along with the effects of climate change dried up grazing land, forcing herders and farmers into extremely close quarters with tensions rising due to resource scarcity.

The ongoing farmer-herdsman crisis has sharpened ethnic and religious tensions and increased political polarization in Nigeria. The Nigerian government and security forces have struggled to solve political disputes over land while the security forces have been unable to contain extremist violence.

A State Department spokesperson told Fox News: "In public and private messaging, we have urged the Nigerian government, and community and religious leaders, to work together for an immediate end to violence, the swift and voluntary return of members of displaced communities, and for perpetrators to be brought to justice.

Chelsea Manning moved out of solitary confinement after 4 weeks, reps say; was jailed for refusing to testify

Chelsea Manning has been transferred to general jail population after a judge found her in contempt of court last month for refusing to go before a grand jury probing WikiLeaks, her representatives said Thursday.

The update on Manning came via her Twitter account, which appears to have been actively managed during her time behind bars.

“After 28 days in so-called ‘administrative segregation’ (solitary confinement), Chelsea has finally been moved into general population at Truesdale Detention Center,” her account tweeted.

Her team went on to extend Manning’s appreciation for those who supported her and urged her followers to donate money so her legal team can keep working on her case.

“Chelsea is extremely grateful for everyone's support. While this is a big win, there's still a road ahead to get her out of jail,” they tweeted. “Please donate to Chelsea's legal fund so her lawyers can continue to work on her appeal and bring her home.”

Manning, a former U.S. Army analyst, was taken into custody in March after she said in a hearing that she did not intend to testify before a federal grand jury. The judge ordered Manning to remain in jail until she testifies or until the grand jury concludes its work.

Earlier this week, Manning’s legal team filed a motion with a federal appeals court in Virginia, fighting for her to be released on bail while the judge’s jail order is appealed.

Manning previously served seven years in prison for leaking military and diplomatic documents to WikiLeaks before then-President Obama commuted her sentence.

Uber driver gave ride to fentanyl instead of passenger, officials say

An Uber driver in California claims that a customer of the ride-sharing app had him deliver fentanyl instead of a passanger, authorities said.

The driver was attempting to pick up a female passenger in San Francisco last week, to be driven to Tiburon, a town roughly 17 miles north of the city, when a man greeted him instead, the Marin County Sheriff's Office wrote in a Facebook post on Saturday.

The man told the driver he didn't need a ride but wanted him to "deliver a box to the woman that requested the ride."

Officials said the driver was "hesitant" to fulfill that request, but "since the man knew the name of the person who requested the ride, he agreed to do it."

The Uber driver put the sneaker box on the floor near the passenger's seat and headed to the location. Suddenly, as he was crossing the Golden Gate Bridge, the woman canceled the ride, leaving the driver with the mysterious shoebox.

Officials said that minutes later, the driver spotted Marin County sheriff's deputies and asked for their help to examine the box. The deputies found a pair of Nike sneakers inside, with "suspected fentanyl in the right shoe."

Authorities took the sneakers into evidence — "since the driver wanted nothing to do with the shoes or drugs" — and joked they will be "waiting for the owner to claim them."

WASHINGTON (Reuters) – President Donald Trump threatened on Wednesday to close the U.S. border with Mexico if Congress does not take steps immediately to deal with immigration and security loopholes that he says are creating a national emergency in the region.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

COLORADO ENACTS ‘RED FLAG’ LAW TO SEIZE GUNS FROM THOSE DEEMED DANGEROUS, PROMPTING BACKLASH

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

Bernie Sanders, I-Vt., Trump criticized his record, saying Sanders had “misguided energy” and asserted that Sanders “talks a lot” but hasn’t accomplished anything. The president referred to former U.S. Rep. Beto O’Rourke of Texas as “a fluke” who had lost much momentum and outright dismissed Sen. Kamala Harris, D-Calif., and South Bend, Ind., Mayor Pete Buttigieg — although he said he was “rooting” for Buttigieg. (Trump could address Biden and the other Democratic presidential candidates when he speaks today before the National Rifle Association.)

Former Democratic National Committee (DNC) chair Howard Dean warned Joe Biden about the troubles he may face in his presidential campaign, especially from the “35-year-olds” who Dean says have been running the party — a clear nod to Rep. Alexandria Ocasio-Cortez, D-N.Y., and fellow freshmen Democrats. “This is a very different party than even the party Joe Biden ran in in 2012. Very different,” Dean continued. “A lot of people could win this race. There’s 20 people in there. I think it’s going to take $20 million to get to the starting line. If you can’t raise $20 million, you’re gone, and I think that’s going to take care of about six or eight of these folks. … But it is not the same party that it was five years ago.” A progressive political group that boosted Ocasio-Cortez’s bid for Congress last year vowed to oppose Biden and blasted him as part of the “old guard.”

Kim accuses US of acting in ‘bad faith’
North Korean leader Kim Jong Un, fresh off his summit with  Russian President Vladimir Putin, said the U.S. has been acting in “bad faith” since his Hanoi meeting with President Trump over the stalemated issue of North Korean denuclearization. The North Korean leader told the Korean Central News Agency that, “the situation on the Korean Peninsula and the region is now at a standstill and has reached a critical point,” the Straits Times of Singapore reported. Kim warned that the situation “may return to its original state as the U.S. took a unilateral attitude in bad faith at the recent second DPRK-US summit talks,” the Korean Central News Agency added.
