Factbox: Congress’s many promises to take on Modi in Indian election

NEW DELHI (Reuters) – From a monthly dole for the poor to jobs quota for women, India’s main opposition Congress party is making one promise after another in a bid to oust Prime Minister Narendra Modi in a multi-phase general election that starts next week.

Modi’s ruling Bharatiya Janata Party (BJP) has also weighed measures to woo farmers, small business owners and those who are less well-off.

Here are the main promises made by Congress, which will release its election manifesto on Tuesday.

“ASSAULT ON POVERTY”

Congress will give 72,000 rupees ($1,038) to each of India’s poorest families every year if voted back to power, its president Rahul Gandhi said last week, calling the move a “final assault on poverty”.

The program, to be implemented in phases, would benefit 250 million of a population of 1.3 billion, Gandhi said.

The BJP has called the announcement a gimmick while some economists have called it fiscally irresponsible.

JOBS

Gandhi says there are 2.2 million vacant government jobs and that Congress will fill them by March 31, 2020 if voted back to power.

WOMEN EMPOWERMENT

The party has promised to reserve a third of federal government jobs for women and push through the long-pending Women’s Reservation Bill, which provides for 33 percent of seats in national and state assemblies to be reserved for women.

HEALTHCARE

Congress has promised to more than double healthcare spending to 3 percent of GDP by 2024, provide free diagnostics and medicines through public hospitals, set up more medical colleges and give financial support to medical students.

EDUCATION

It has promised to boost spending on education to 6 percent of GDP by 2023/24, up from an estimated 2.7 percent in 2018.

REMOVING REDTAPE

Gandhi has said he will relax rules for new businesses and offer tax incentives to firms in order to create jobs if he comes to power.

New businesses would not need any government permissions in the first three years of operations. Congress would scrap taxes on investors in new businesses and make bank loans easier.

GST

Congress has promised to reform the goods and services tax into a “simple and minimum tax”.

Sell Montana to Canada for $1 trillion to ease US national debt, petition says

Montana should be sold to Canada to help pay off some of the U.S.'s national debt, according to a petition on Change.org.

Ian Hammond, the petition creator, wants to sell The Treasure State to the nation's neighbor to the north for $1 trillion.

“We have too much debt and Montana is useless. Just tell them it has beavers or something,” the petition description read.

More than 7,000 people have already signed the petition as of Tuesday. The petition was looking to garner at least 7,500 online signatures.

There were plenty of supporters for Montana to join Canada.

“Sell Montana to Canada - sounds good to me. Think I will move back to Montana,” Tom Jones wrote.

Others thought to even sweeten the deal by throwing in California, Texas or Ohio.

There was at least one who thought Montana becoming part of Canada was a bad idea.

Brazil court suspends Embraer-Boeing tie-up negotiations: document

RIO DE JANEIRO (Reuters) – A Brazilian federal court on Friday suspended negotiations for the tie-up of Brazilian aircraft maker Embraer SA and Boeing Co, according to a court document.

The court issued an injunction suspending a Embraer shareholders meeting scheduled for Feb. 26 that would vote on whether to approve the terms already agreed upon by the two companies. Neither Embraer nor Boeing immediately responded to requests for comment.

Congo suspends seating of new senators following disputed election

KINSHASA (Reuters) – President Felix Tshisekedi’s Congo government on Monday blocked newly-elected senators from taking office after a disputed vote that gave allies of his predecessor an overwhelming majority in the upper house of parliament.

The decision, announced after a meeting between Tshisekedi, cabinet ministers, the electoral commission chief and others, could trigger a standoff with ex-president Joseph Kabila’s camp two months after Tshisekedi succeeded him in Democratic Republic of Congo’s first ever transfer of power via the ballot box.

Kabila’s FCC coalition won 80 out of 100 seats, which are voted on by provincial assembly members, in Friday’s election, compared to just three for Tshisekedi’s UDPS party and its allies.

UDPS supporters protested over the results at the weekend. They pointed to about 20 candidates from across the political spectrum who withdrew from their races because they said provincial assembly members were demanding bribes of tens of thousands of dollars in exchange for their votes.

At least one person was killed in the protests and some offices of Kabila’s political party were ransacked.

Speaking to reporters after Monday’s meeting, Basile Olongo, the interim interior minister, said participants had decided to suspend the installation of new senators pending investigations by prosecutors into corruption allegations.

Gubernatorial elections scheduled for next week, which are also voted on by provincial assembly members, have been suspended indefinitely, Olongo added.

Kabila’s camp immediately criticized the decision.

“The constitution does not authorize an inter-institutional meeting to make these decisions,” Jean-Pierre Kambila, who served as Kabila’s deputy chief of staff, told Reuters. He did not say if the FCC planned to challenge the decision in court.

Opposition leader Tshisekedi’s victory in the Dec. 30 presidential election was also marred by allegations of graft.

Supporters of the runner-up, Martin Fayulu, accused Tshisekedi of striking a deal with Kabila to rig the outcome when it became clear Kabila’s preferred candidate, Emmanuel Ramazani Shadary, could not win. Kabila was barred by term limits from standing again after 18 years in office.

Tshisekedi and Kabila’s camps deny the election was rigged. But some Tshisekedi supporters have voiced concern about his ability to govern independently, given the FCC’s parliamentary majorities and Kabila’s grip on the security services.

Despite losing the presidency, the FCC won about 70 percent of seats in the lower house of parliament and a clear majority of provincial assembly seats in elections also on Dec. 30.

Democrats will rig 2020 primary against Bernie again, Michael Knowles says

Conservative commentator Michael Knowles, a show host at the Daily Wire and a Fox News opinion writer said Saturday on “Fox and Friends” that the Democratic Party will rig the 2020 primary against Sen. Bernie Sanders (I-VT).

“I’m not feeling the Bern,” Knowles said. “I think people have amnesia. They are forgetting that 12 years ago, Ron Paul raised exactly the same amount of money in exactly the same amount of time, $6 million in 24 hours. As you will recall, Ron Paul never won the GOP presidential nomination. Bernie Sanders will not win the Democrat nomination.”

He continued: “The problem for Bernie is that he’s a victim of his own success. Bernie Sanders has so successfully radicalized the Democrat party, brought it over to the extreme left, had it redefine itself along socialist lines that now the question is if every other candidate in the field is spouting the same sort of things that Bernie Sanders does, then why would anybody vote for Bernie Sanders?”

He added: “Especially today in a Democrat party that is obsessed with identity politics? If you’ve got the same radicalism from everybody, why would you vote for the fairly ancient old white guy?”

“Fortunately for Democrats, the party is so corrupt that they will probably just rig it again and keep Bernie Sanders out of the election,” he added. “What really helped Bernie in 2016 is that he was running as the anti-Hillary vote. He opposed Hillary Clinton and all of her empty promises and all of her wickedness.”

Guard Arike Ogunbowale scored a career-high 34 points to lead No. 1 seed Notre Dame to an 87-80 victory over No. 4 Texas A&M in a Sweet 16 game Saturday in the Chicago Region.

The game was tied at 69 in the fourth quarter before Ogunbowale scored five consecutive points on a 3-pointer and then a fast-break layup after she stole the ball on a pass. The Irish were able to maintain at least a five-point lead for the final 6:07.

Ogunbowale made 14 of 26 shots from the field.

Senior forward Jessica Shepard contributed 24 points, 14 rebounds and six assists for the Irish. Jackie Young had 14 points and eight rebounds.

Notre Dame (33-3) advances to Monday’s regional title game against Stanford, which fended off Missouri State later Saturday.

Sophomore guard Chennedy Carter led the Aggies (26-8) with a season-high 35 points. She made 13 of 34 shots, including 7 of 12 from 3-point range. Carter was tagged with two fouls in the first four-plus minutes. She avoided a third foul before the break but spent much of the second half bouncing between the lineup and the bench.

Texas A&M’s Ciera Johnson had 12 points and 12 rebounds. Kayla Wells scored 18.

Notre Dame made it look easy in winning its first two tournament games at home by an average of 35 points. The Irish never trailed in wins over Bethune-Cookman and Michigan State, then trailed 90 seconds into Saturday’s contest.

The first half featured eight ties and 15 lead changes. No team led by more than five points.

Notre Dame was in jeopardy of trailing at half for the first time since a mid-January game at Tennessee before Ogunbowale broke loose for four quick points in the final minute. That helped tie the game at 42.

Hikers warned to watch out for undetonated bombs in Colorado mountains from avalanche mitigation

As snow melts and hikers take to the mountains across Colorado, officials are warning to watch where you step.

A record avalanche season across the state this winter resulted in the state's Department of Transportation deploying over 1,500 explosives statewide. Of those shot at avalanche paths, 22 failed to explode and were recorded as duds.

"There's a chance someone could come upon an unexploded ordnance," CDOT spokeswoman Tracy Trulove told FOX31. "Our team is tracking where those unexploded ordnances are, but you may come upon them before we do."

Trulove said the unexploded ordinance looks like small torpedoes that are brightly colored, either yellow, blue or orange.

"It's probably something that shouldn't be in nature," she told FOX31.

State officials said that avalanche mitigation work needed to be performed in areas for the first time in decades due to all the snowfall the region received this winter. That includes hiking trails on both sides of the Continental Divide.

Additional avalanche mitigation work is still ongoing, so that figure may continue to rise before the season is over. Some of the devices may also be hidden under snow, and not visible until summer, according to Trulove.

People who come across unexploded bombs should stay away from them and call law enforcement.

"It's an explosive, so you definitely don't want to do anything to move it," Trulove told FOX31. "A lot of times, it is just a dud and nothing will occur, but you want a team of trained professionals to detonate or disarm the explosive."

NEW YORK (Reuters) – The U.S. economy is growing at a 2.08% annualized pace in the second quarter based on upbeat data on durable goods orders and new home sales in March, the New York Federal Reserve’s Nowcast model showed on Friday.

This was faster than the 1.92% growth rate calculated by the N.Y. Fed model the week before.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

(Reuters) – Initial optimism over first-quarter results from Starbucks Corp was waning fast on Wall Street on Friday, as analysts questioned the longer-term prospects of its new sales push given subdued overall customer traffic numbers especially in China.

The company on Thursday beat brokerage estimates for quarterly same-store sales on the back of demand for its new Cloud Macchiato, Matcha tea and cold brews in the United States.

However, BTIG’s Peter Saleh was one of a number of sector analysts who said while customers forking out for higher-priced new drinks had helped drive growth in same-store sales, “anemic” traffic at cafes remained a concern.

He and others pointed to a 1 percent decline in footfall at cafes in the Chinese market, viewed as crucial to the chain’s growth for the foreseeable future.

More broadly, transaction numbers, the substitute analysts use for customer traffic, were unchanged in all three of the company’s global regions.

Shares in the company, which hit a record high after the results on Thursday, fell 1 percent in morning trade.

“We remain cautious given near-term headwinds surrounding China, including cannibalization, increasing competition (and) a slowing economy,” Wedbush analyst Nick Setyan said.

Starbucks has also poured money into beefing up its delivery network in China as it battles with local startup Luckin Coffee, whose speedy growth led it to file for an IPO in the United States earlier this week.

New menu items and partnerships with delivery services, the heart of the company’s strategy to win back customers lost to artisanal coffee shops and cheaper fast-food rivals, did help Starbucks’ sales in its home market.

However, analysts said growth in China may continue to be subdued.

Wells Fargo analyst Bonnie Herzog said she expects store expansion in China to take priority over comparable sales growth.

She downgraded her rating on Starbucks’ to “market perform” from “outperform”, arguing that the company facing tough sales comparisons later on in 2019 from last year and the current rich valuation of shares meant the stock had limited room to rise.

“Investors will be hesitant to invest new money in a stock with a topline that, while still strong, is unlikely to meaningfully accelerate,” Herzog said.

Still, the company’s solid same-store growth in the United States, improving profit margins and a lower tax rate for the rest of the year led at least 6 Wall Street brokerages to raise their price targets on the stock to as high as $81.

11 of 29 brokerages rate Starbucks “buy” or higher, 17 “hold” and 1 “sell” or lower. Their median price target is $75.
