Mexico launches search for 19 missing migrants

The Mexican government says it is launching a formal search for 19 migrants who were pulled from a bus by armed men in the northern border state of Tamaulipas.

The National Commission for Missing Persons said Wednesday the search includes the Tamaulipas state police, the army, federal police and prosecutors.

The country's top security official said Tuesday that in addition to the 19 seized last week, 25 others were kidnapped last month from a different bus, for a total of 44.

The search effort announced Wednesday refers specifically to the more recent incident.

The government hasn't specified the nationalities of the victims, but they are believed to be from Central America.

N. Macedonia marks destruction of its Jewish community

North Macedonia is commemorating the deportation of almost the country's entire Jewish community to the Nazi death camp of Treblinka with a ceremony in the capital, Skopje.

The Holocaust Memorial Center in Skopje unveiled its permanent exhibit Monday, 76 years since 98 percent of the Jewish population of what was then a province of the Kingdom of Yugoslavia was rounded up and transported to Treblinka, in occupied Poland. A 500-year-old Torah scroll, smuggled from Spain when the Jews fled the Inquisition to settle in the Balkans, is part of the exhibit.

The German occupiers turned over the province to their Bulgarian allies to run. More than 7,100 Jews from Skopje, Bitola and Stip were confined to ghettos ahead of transportation to the death camp.

Slovakia could elect its 1st female head of state

Voters in Slovakia are selecting a new head of state in a runoff that could give the country its first female president.

Zuzana Caputova, an environmental activist, is up against European Commission vice-president Maros Sefcovic in the vote for the largely ceremonial post in the nation of 5.4 million.

Caputova won the first round two week ago with 40.6 percent of the vote while Sefcovic was a distant second with 18.7 percent.

Caputova attracts voters appalled by corruption and mainstream politics. Sefcovic is a career diplomat who is supported by the leftist Smer-Social Democracy party, a major force in Slovak politics.

The winner will become the country's fifth head of state since Slovakia gained independence in 1993 after Czechoslovakia split in two.

Incumbent Andrej Kiska did not stand for a second term.

Brazil remembers slain politician 1 year after her death

Tearful friends, family and admirers gathered in Rio de Janeiro on Thursday to pay homage to a black city councilwoman who was gunned down one year ago in a brazen slaying that has sparked nationwide outrage.

Marielle Franco and her driver, Anderson Gomes, were killed in central Rio on the evening of March 14, 2018 while returning from an event focused on empowering young black women.

Authorities this week arrested two former police officers for the murders, but the case continues to highlight deep corruption in Brazil and there are unanswered questions about who ordered the hit and why.

"It is my worst nightmare to be participating in the mass paying homage to my assassinated daughter," said Franco's father, Antonio Francisco da Silva Neto, at a commemoration service.

Vigils, lectures and protests were also planned for Franco in Stockholm, Buenos Aires, Madrid, Bogota, Lisbon, Berlin, London and several cities in the United States.

In Rio de Janeiro, some placed flowers in a line of vases, lit candles and demanded accountability with a banner that read "Justice for Marielle and Anderson."

Commemorations then continued with a service at a Catholic Church in downtown Rio, where followers of Afro-Brazilian religions wore traditional white garb, sang chants, and held signs reading "Marielle is present" and "For black mothers."

Franco's mother, Marinete da Silva, said her daughter had "become a symbol of resistance all over the world."

Many also took to the streets to celebrate black, female politicians who won post during October elections. Several of them had been on Franco's staff.

Elected in 2016, Franco was a member of the left-leaning Socialism and Liberty Party and was known for her work in shantytowns and her outspokenness against police violence, which disproportionately affects black residents in a country where more than 50 percent of people identify as black or mixed-race.

City employee on leave after 2016 video shows him knocking out special-ed teacher in bar fight

California city building inspector has been placed on leave after a nearly three-year-old surveillance video surfaced that shows him assaulting a female special education teacher and her male friend at a bar.

San Luis Obispo officials say they are conducting a confidential personnel investigation into the off-duty confrontation between city employee Christopher Olcott and teacher Camille Chavez and her friend Isaac McCormack, City Manager Derek Johnson said in a statement to the San Luis Obispo Tribune.

“As the criminal proceedings in this matter have finally come to a conclusion and additional information has been made publicly available, the city will thoroughly and quickly investigate the record to determine appropriate employment actions,” Johnson said.

Olcott, who works for the city's Community Development Department, pleaded guilty Feb. 21 to misdemeanor battery with great bodily injury after a trial ended up in a hung jury last year.

He did not respond to the Tribune for comment.

The May 28, 2016, incident was caught on surveillance video at Mr. Rick’s bar in Avila Beach. Olcott was sentenced to 60 days in jail, three years of unsupervised probation and three months of alcohol counseling. He must also pay an undetermined amount in restitution.

Chavez, 30, told the paper that Olcott was being "territorial" when he bumped into her backside inside the crowded bar.

“I don’t know what triggered the event,” Chavez told the paper. “I have no idea what prompted it. He was territorial over this space. There was room in front of him, but he was not willing to give up that space.”

Olcott elbowed her in the face and knocked her out, at about the 50-second mark of the 1:05 video. She was unconscious for more than a minute and missed some time from work. He also repeatedly punched McCormack.

“We take these matters seriously,” Johnson said. “The safety and security of the community we serve and our employees is of utmost importance to us.”

Chavez said the attack still affects her nearly three years later.

“I had a concussion, and I have been diagnosed with PTSD,” Chavez said. “That has been the hardest thing. I’ve been dealing with being around crowds. I have a hard time going out in public and being around groups of people.”

Christine Dietrick, SLO’s city attorney, said the city must go through a process when investigating off-duty attacks involving its employees to determine the nexus between job performance and conduct off the clock.

She said city governments aren't made aware of arrests or charges brought against employees that do not work in public safety.

“We were only aware of the charges and not the details of the case; the first we saw of the video was when it was posted online,” Dietrick said.

Germany won't disclose Iranian attempts to obtain nuclear weapons, rocket technology, foreign ministry letter shows

Germany’s government has refused to disclose the number of attempts by the Iranian regime to obtain illicit nuclear weapons and rocket technology, Fox News has learned. The failure to reveal the information comes amid the Islamic Republic supreme leader's Thursday announcement promising to boost the country’s ballistic missile program in defiance of U.S warnings.

"A statistic in the field of foreign trade is not kept at the [German] customs criminal office," in connection with the Iranian regime's efforts to secure the technology, a German Foreign Ministry letter obtained by Fox News stated.

Niels Annen, a minister of state in the ministry, who celebrated the Islamic Republic of Iran’s revolution in February at Tehran’s Berlin embassy, wrote the March 18 letter.

The German Left Party had sent a parliamentary query in late February to the federal government, asking for the number of cases, investigations, and the nature of the results covering Iran’s violations of sanctions conducted by Germany's customs criminal office between 2015 and 2018.

In a March 19 German-language t-online report, the journalist Jonas Mueller-Töwe wrote that the German government‘s failure to disclose information about Iran’s possible violations of sanctions contradicts the country’s past practice. He wrote that Annen’s claim that the disclosure practice has not changed “is not correct.”

According to the t-online article, “until 2004, the federal government had the data of the Customs Criminal Office still country-specific and detailed in their arms export reports” covering merchandise involved, the investigations launched and their results.

"We have nothing to add to the reply of Minister of State Annen," a spokesperson for German Chancellor Angela Merkel, said in a statement to Fox News.

POMPEO VOWS TO PILE ECONOMIC, POLITICAL PRESSURE ON IRAN

Merkel’s government is deeply wedded to the 2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA). Her government’s latest lockdown of potentially damaging sanctions violations material by Tehran could be viewed as an effort to preserve the JCPOA and maintain its flourishing trade relationship with Iran.

“For German authorities, the primary goal is commercial benefit,” Michael Rubin, the American Enterprise Institute expert on Iran, wrote in an article for The Washington Examiner earlier this month.

President Trump withdrew from the JCPOA in 2015 because the agreement, he argued, failed to stop Iran’s alleged drive to build a nuclear weapons device and energetically expand its missile program.

Iranian Supreme Leader Ayatollah Ali Khamenei lashed out at the U.S. on Thursday, declaring live on state television: “We need to take Iran to a point that enemy understand that they cannot threaten Iran. ... America’s sanctions will make Iran self-sufficient.”

Germany has long been a stronghold market for Iran’s illegal proliferation activities.

Fox News previously reviewed a German intelligence report in 2018 which stated that “Iran continued to undertake, as did Pakistan and Syria, efforts to obtain goods and know-how to be used for the development of weapons of mass destruction and to optimize corresponding missile delivery systems.” The report was based on Iranian regime activity in Germany.

According to the document, “Iran has continued unchanged the pursuit of its ambitious program to acquire technology for its rocket and missile delivery program.”

Fox News reported in 2017 that Iran's efforts to develop its nuclear and missile programs resulted in "32 procurement attempts ... that definitely or with high likelihood were undertaken for the benefit of proliferation programs," in the state of North Rhine-Westphalia.

The German Foreign Ministry did not immediately respond to a Fox News request for comment.

Senior White House adviser Jared Kushner said Tuesday that a detailed plan for a merit-based immigration system will be presented to President Trump, giving priority to skilled immigrants rather than those with family ties to the U.S.

“I do believe that the president’s position on immigration has been maybe defined by his opponents by what he’s against as opposed to what he’s for,” Kushner said at the Time 100 Summit in New York City. “What I’ve done is I’ve tried to put together a very detailed proposal for him.”

Kushner denied in the same talk that he has clashed with White House staffer Stephen Miller, who’s seen as tougher on immigration than others, adding that the plan was concocted with the help of Miller and Kevin Hassett, chairman of the Council of Economic Advisers.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.
