The Latest: Oakland teachers to start strike Thursday

The Latest on Oakland teachers strike (all times local):

Teachers in Oakland, California, say they will start striking Thursday morning, after rejecting the district's latest offer to avoid a walkout.

Union President Keith Brown says the district on Wednesday proposed a raise of 8.5 percent over four years, up from its original offer of 5 percent over three years.

Brown says the latest offer fails to address the high cost of living that is driving teachers out of Oakland.

The union is demanding 12 percent over three years retroactive from 2017 to 2020. Teachers also want smaller class sizes, more counselors and full-time nurses.

The walkout will affect 36,000 students at 86 schools. The district says schools will remain open.

The Oakland walkout is the latest strike nationwide over classroom conditions and pay. Other recent strikes in Denver and West Virginia also have built on a wave of teacher activism that began last spring.

Teachers in Oakland, California, are getting ready to walk off the job Thursday in the latest strike nationwide over classroom conditions and pay.

The union representing 3,000 teachers said in a statement Wednesday that educators planned to say goodbye to students, "barring an unlikely change from the district."

The walkout would affect 36,000 students at 86 schools, which the district says will remain open with substitute teachers and non-union employees.

Teachers are seeking smaller class sizes, more counselors and full-time nurses, and a 12 percent raise retroactive from 2017 to 2020.

The district has offered a 5 percent raise, saying it's squeezed by rising costs and a budget crisis.

Other recent strikes in Denver and West Virginia also have built on a wave of teacher activism that began last spring.

Secret Service under fire after agent testifies agency inserted malicious thumb drive into computer

The Secret Service is under fire after one of its members testified a fellow agent inserted a malicious thumb drive, found in the possession of a Chinese woman arrested at President Trump's Mar-a-Lago club last month, into an agency computer -- that then began installing unwanted files.

Monday's revelation about the embattled protection unit came the same day its director, Randolph "Tex" Alles, was reported to have been ousted as part of a larger shakeup at the Department of Homeland Security, the government arm to which the Secret Service reports.

Alles departure reportedly was not related to the March 30 incident at Mar-a-Lago in which Yujing Zhang, 32, was arrested and charged with unlawfully entering a restricted area and making false statements to federal law enforcement officers. Prosecutors said she isn’t accused of spying at this time, but noted there are "a lot of questions that remain to be answered."

She had $8,000 in U.S. and Chinese currency in her hotel room in addition to a signal detector meant to spot hidden cameras, a federal prosecutor in Florida said Monday. Zhang also had in her possession four cellphones, an external hard drive and a thumb drive with computer malware loaded into it.

The malicious thumb drive proved to be a particularly troubling piece of evidence.

Secret Service agent Samuel Ivanovich testified in court that another agent inserted the thumb drive into his computer in an effort to analyze it, prompting the drive to install files without the agent's consent and corrupt other files on the computer.

“That was something that had never happened before," Ivanovich told the judge, adding the agent, who was not identified, then shut down the computer to avoid further damage.

Security experts scolded the Secret Service for failing to follow one of the first rules of cybersecurity.

“Sounds like an agent trying to crack the case before the cyber team got there,” Eric O’Neill, a former FBI surveillance expert, tweeted.

The Secret Service declined to comment to Fox News on Tuesday morning, citing the ongoing investigation.

But a source with knowledge of the investigation told Fox News that the court testimony did not accurately reflect the incident.

The source said the thumb drive’s forensic analysis was conducted on a standalone computer in accordance with protocol and added the Secret Service's network was never at risk of malware introduction, as the computer wasn’t connected to the network.

But some experts questioned this explanation, noting there would have been no reason to stop the spread of malware by shutting down the computer if the drive had been analyzed in accordance with protocol. Instead, letting the malware continue to spread on the standalone computer would have allowed analysts to gather more information about it.

Zhang is currently being held until her bond hearing resumes April 15 in West Palm Beach federal court. Prosecutors said the woman would present a "serious risk of flight" if she was released.

Officials say Zhang approached a checkpoint at Mar-a-Lago and told a Secret Service agent she wanted to use the pool, even though she was not wearing a bathing suit. She was carrying two Chinese passports, which she showed as identification.

Trump hits back at NYTimes claim that Barr misled on Mueller report

President Trump on Thursday blasted The New York Times, claiming the outlet had “no legitimate sources” for its latest report that claimed Special Counsel Robert Mueller’s Russia report was more damaging to the president that Attorney General William Barr revealed in his summary.

“The New York Times had no legitimate sources, which would be totally illegal, concerning the Mueller Report. In fact, they probably had no sources at all!  They are a Fake News paper who have already been forced to apologize for their incorrect and very bad reporting on me!” Trump tweeted Thursday.

HOUSE JUDICIARY DEMOCRATS AUTHORIZE SUBPOENAS FOR MUELLER REPORT

The president’s tweet comes after The New York Times published a story on Wednesday, claiming that prosecutors on Mueller’s team said that Barr’s summary of the report was insufficient and that the results of the investigation were more troubling for the president than the attorney general stated to the public last month.

Barr’s initial summary of Mueller’s more than 300-page report revealed that the special counsel found no evidence of collusion between members of the Trump campaign and the Russians during the 2016 presidential election.

The special counsel was also reviewing whether the president had obstructed justice in any way, but ultimately did not come to a conclusion on that issue. Barr and Deputy Attorney General Rod Rosenstein, instead, made the decision, saying that the evidence was “not sufficient to establish that the president committed an obstruction-of-justice offense.”

Meanwhile, the Justice Department on Thursday pushed back on a separate report, published by The Washington Post, which stated that Barr did not release summary information that the special counsel team prepared and deemed appropriate for release.

BARR TO RELEASE MUELLER REPORT TO CONGRESS BY 'MID-APRIL, IF NOT SOONER' 

A senior Justice Department official told Fox News that The Post’s reporting was “not true,” and claimed the outlet is guilty of “misreporting.”

“Every page of the ‘confidential report’ provided to Attorney General Barr on March 22, 2019 was marked ‘May Contain Material Protected Under Fed. R. Crim. P. 6(e)’ - a law that protects confidential grand jury information - and therefore could not be publicly released,” Justice Department spokeswoman Kerri Kupec said in a statement to Fox News. “Given the extraordinary public interest in the matter, the Attorney General decided to release the report’s bottom-line findings and his conclusions immediately — without attempting to summarize the report — with the understanding that the report itself would be released after the redaction process.”

She added: “As the Attorney General stated in his March 29th letter to Chairman Graham and Chairman Nadler, he does not believe the report should be released in ‘serial or piecemeal fashion.’ The Department continues to work with the Special Counsel on appropriate redactions to the report so that it can be released to Congress and the public.”

Despite Barr’s decision to work with the special counsel to review the report and determine which areas contain sensitive material that needs redactions, House Democrats are calling for the full report, sans redactions, to be turned over to Congress for review.

The House Judiciary Committee, chaired by Rep. Jerrold Nadler, D-N.Y., on Wednesday authorized subpoenas for the full Mueller report. The authorization does not issue subpoenas, but gives the panel the option to do so should they feel it necessary.

Barr has said he will release the report to Congress by mid-April, “if not sooner.”

Italy should back Brexit delay if requested: foreign minister

ROME (Reuters) – Italy should support a delay to Britain’s exit from the European Union if London makes such a request, Italian Foreign Minister Enzo Moavero said on Thursday.

Britain is due to leave the EU on March 29, but on Wednesday its parliament rejected withdrawing without a deal, further weakening Prime Minister Theresa May and paving the way for a vote that could delay Brexit for weeks or even months.

“My position is that if there were a request we should say yes,” Moavero told a parliamentary panel. “It’s in Italy’s interests … because a head-to-head confrontation doesn’t lead anywhere.”

China’s giant money market fund relaxes investment restrictions

SHANGHAI (Reuters) – The world’s biggest money market mutual fund, overseen by the Chinese billionaire Jack Ma’s Ant Financial Group, has relaxed some restrictions on individual investments to stanch a rise in redemptions.

Tianhong Yu’e Bao scrapped personal investment quota requirements and a daily subscription cap effective April 10, Tianhong Asset Management Co, the fund’s manager, said in a statement late Tuesday.

The asset manager said the latest move was meant to “better meet investors’ wealth management demand”. The earlier restrictions were introduced to keep the Tianhong Yu’e Bao money market fund “in prudent operation in the long run”, the statement said.

Under the previous rules, individuals were allowed to invest up to a maximum account value of 100,000 yuan ($14,892.25) and daily investments were capped at 20,000 yuan.

The elimination of quota requirements and daily caps represent the first relaxation of rules for individual investors following a slew of tightening moves over the past two years.

Faced with rising regulatory pressure to shrink its size amid worries over potential systemic risks, Tianhong started to take measures to control the pace of growth of its money market fund in 2017, cutting individual account limits several times.

Market analysts said risk appetite has greatly improved since the start of this year with investors preferring stocks and bonds to money market funds, while expectations of easier monetary policy have pushed yields on money market products lower. These changes have led to a rise in redemptions and a drop in the size of money market mutual funds.

Launched in 2013, the Tianhong-managed Yu’e Bao fund is the world’s largest money market fund. It held 1.13 trillion yuan in net assets at the end of 2018, according to its annual report, down from 1.58 trillion yuan a year earlier. In addition to the Tianhong fund, the Yu’e Bao platform offers 13 money market funds from outside fund managers.

Ant Financial Group owns a 51 percent stake in Tianhong Asset Management Co.

Mom: 7-Year-Old Called “Little Hitler” Over Border Wall Fundraising Booth

A 7-year-old boy was allegedly called “little Hitler” while selling hot chocolate to raise money for President Trump’s border wall.

The child, Benton Stevens, asked his parents about the wall while watching the State of the Union Address earlier this month and announced, “I want to raise money for the wall.”

Benton’s parents, Shane and Jennifer, live in Austin, Texas and are Republican National Convention members who support Trump.

The family says Benton begged them to set up a booth and was helped by his older brother and mother.

Speaking with Austin’s KXAN, Jennifer said, “People think he’s brainwashed. Well, of course, he supports Trump because we do, and he hears how we talk and this and that. Call that brainwashing, but I call it parenting because we instill our values in him.”

Benton’s stand allegedly raised $231 in sales on Saturday, proving that even in liberal Austin, Texas Americans back President Trump’s proposal.

Similarly to the left’s reaction to the Covington High School controversy, liberals once again attacked a pro-Trump child, calling Benton “little Hitler” and complaining to the owner of the store closest to the hot chocolate stand.

“I guess some liberals – or whatever you want to call them – they were griping at the owner (of the store) and going in and yelling at him and slamming him on Facebook,” Jennifer Stevens said.

She also claims somebody took pictures of Benton behind the booth and posted them to multiple Facebook groups, causing quite the uproar.

“It seems like there are more people supporting it than against it but the people that are against it keep going and going and going.”

Despite the negative feedback of some, Stevens says Benton was “fired up” and decided to go back on Sunday.

Upon returning, Benton was met with more #Resistance with one man reportedly pointing at him from his car and saying “he doesn’t like brown people.”

The fundraiser has been a success as Benton has raised around $1,400 between sales and Venmo donations.

Jennifer and Shane promise the money will be spent appropriately, saying, “We’re also part of the RNC and we’re pretty connected there so we will 100 percent make sure it goes towards the wall.”

(Reuters) – Exxon Mobil Corp on Friday reported first-quarter profit fell sharply on lower oil and gas prices and weakness in its refining and chemicals businesses that offset modest production gains.

The largest U.S. oil producer’s first quarter earnings fell to $2.35 billion, or 55 cents a share, from $4.65 billion, or $1.09 a share, a year ago.

Analysts had expected Exxon to earn 70 cents per share, according to Refinitiv Eikon estimates.

Shares were trading down about 2.7 percent in premarket trading on Friday.

Exxon’s oil equivalent production rose 2 percent to 4 million barrels per day, up from 3.9 million bpd in the same period the year prior. The company said its output in the Permian Basin, the largest U.S. shale basin, rose 140 percent over a year ago.

A Baha’i advocacy group has expressed concerns over the fate of minority Baha’is at the hands of Yemen’s Houthi rebels ahead of the appeals hearing for one of the community leaders sentenced to death.

The Baha’i International Community said in a statement Friday that the hearing for Hamed bin Haydara, detained in 2013 and sentenced to death last year on espionage and apostasy charges, is due on Tuesday.

The statement quotes Bani Dugal, the Baha’i community representative at the United Nations, as saying the prosecution hasn’t addressed Haydara’s appeal but is instead making “absurd, wide-ranging accusations.”

International rights groups have decried the prosecution of Yemeni Baha’is by the Iran-backed Houthis.

Iran has banned the Baha’i religion, which was founded in 1844 by a Persian nobleman considered a prophet by followers.

KABUL (Reuters) – Afghan President Ashraf Ghani encouraged newly-elected lawmakers to participate in the peace process with the Taliban as he opened on Friday the first session of parliament since a controversial election.

Ghani has invited thousands of politicians, religious scholars and rights activists to an assembly known as a loya jirga next week to discuss ways to end the 17-year war.

Several opposition leaders have said they will boycott the four-day assembly in Kabul, saying it was pulled together without their input and is being used by Ghani as he seeks a second term in a September presidential election.

“We have presented the peace plan on a regular basis and we are committed to it,” Ghani said in the first session since parliamentary elections marred by technical problems, militant attacks and accusations of voting fraud last year.

“Based on this plan, there will be no peace deal and negotiation that does not have the green card of the parliament,” he added.

Officials from the United States and the Taliban have held several rounds of talks to end the Afghan war.

U.S. negotiator, Zalmay Khalilzad, has reported some progress toward an accord on a U.S. troop withdrawal and on how the Taliban would prevent extremists from using Afghanistan to launch attacks as al Qaeda did on Sept. 11, 2001.

The insurgents have so far rejected U.S. demands for a ceasefire and talks on the country’s political future that would include Afghan government officials.

The loya jirga, a centuries-old institution used to build consensus among competing tribes, factions and ethnic groups, is an attempt by Ghani to influence the peace talks and cement his position for a second term, Afghan politicians and Western diplomats say.

Amid growing political divisions in Kabul, opposition politicians have demanded that Ghani step down when his mandate ends next month, and give way to an interim government to oversee peace talks with the Taliban. Ghani has ruled that out.

The country’s top court said last week Ghani can stay in office until the presidential election in September.

Deputy Attorney General Rod Rosenstein Thursday defended special counsel Robert Mueller’s investigation while slamming former President Barack Obama’s administration for being slow to take action on Russian interference in U.S. elections and ex-FBI Director James Comey for telling Congress the agency was investigating collusion between the Trump campaign and Russia.

“Our nation is safer, elections are more secure, and citizens are better informed about covert foreign influence schemes,” Rosenstein said in a speech to the Armenian Bar Association, marking his first public remarks after the Mueller report was released, reports CBS News.

He also pointed out that the investigation revealed a pattern of computer hacking and the use of social media to undermine elections as “only the tip of the iceberg of a comprehensive Russian strategy to influence elections, promote social discord, and undermine America, just like they do in many other countries,” reports The Wall Street Journal.

The Obama administration also made “critical decisions,” including choosing not to publicize the full story about Russian hackers and social media trolling, “and how they relate to a broader strategy to undermine America,” said Rosenstein.

He noted that the Mueller probe began after Comey disclosed during a hearing before Congress that President Donald Trump “pressured him to close the investigation and the president denied that the conversation occurred.”

Rosenstein said two years ago, when he was confirmed, he was told by a Republican senator that he would be in charge of the probe and that he’d report the results to the American people.

However, he said he didn’t promise to do that, because it is “not our job to render conclusive factual findings. We just decide whether it is appropriate to file criminal charges.”

BEIJING (Reuters) – Britain must get to the bottom of the leak of confidential discussions during a top-level security meeting about the role of China’s Huawei Technologies in 5G network supply chains, British finance minister Philip Hammond said on Friday.

News that Britain’s National Security Council, attended by senior ministers and spy chiefs, had agreed on Tuesday to bar Huawei from all core parts of the country’s 5G network and restrict its access to non-core elements was leaked to a national newspaper.

The leak of secret discussions has sparked anger in parliament and amongst Britain’s intelligence community. Britain’s most senior civil servant Mark Sedwill has launched an inquiry and written to ministers who were at the meeting.

“My understanding from London (is) that an investigation has been announced into apparent leaks from the NSC meeting earlier this week,” said Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing.

“To my knowledge there has never been a leak from a National Security Council meeting before and therefore I think it is very important that we get to the bottom of what happened here,” he told Reuters in a pooled interview.

British culture minister Jeremy Wright said on Thursday he could not rule out a criminal investigation. The majority of the ministers at the NSC meeting have said they were not involved, according to media reports.

Hammond said he was unaware of any previous leak from a meeting of the NSC.

“It’s not about the substance of what was apparently leaked. It’s not earth-shattering information. But it is important that we protect the principle that nothing that goes on in national security council meetings must ever be repeated outside the room.”

Allowing Huawei a reduced role in building its 5G network puts Britain at odds with the United States which has told allies not to use its technology at all because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

There have been concerns that the NSC’s conclusion, which sources confirmed to Reuters, could upset other allies in the world’s leading intelligence-sharing network – the Five Eyes alliance of the United States, Britain, Australia, Canada and New Zealand.

However, British ministers and intelligence officials have said any final decision on 5G would not put critical national infrastructure at risk. Ciaran Martin, head of the cyber center of Britain’s main eavesdropping agency, GCHQ, played down any threat of a rift in the Five Eyes alliance.
