QINGDAO, China (Reuters) – Freedom of navigation should not be used to infringe upon the rights of other countries, China’s navy chief Shen Jinlong said on Wednesday, taking a dig at the United States and its allies who have sailed close to disputed South China Sea islets.

The United States has frequently sent warships near to Chinese-occupied features in the South China Sea, where China has been reclaiming land for runways and ports. Some U.S. allies, including Britain, have followed suit.

China regards the patrols by the United States and its allies as a provocation, as it views almost all of the South China Sea as its territory, although Vietnam, Malaysia, Taiwan, Brunei and the Philippines all have competing claims.

Speaking at a forum in the eastern city of Qingdao, following a major naval parade marking 70 years since the founding of the Chinese navy, Shen said everyone needed to follow the rules and “safeguard good order”.

“Respect for the rules is the cornerstone of maritime good order,” said Shen, who is close to President Xi Jinping.

“Freedom of navigation is a concept widely recognized by the international community. However it should not be used as an excuse to infringe upon the legitimate rights and interests of littoral states,” he added, without naming the United States directly.

The United States has sent only a low level delegation to the Chinese navy anniversary events. And unlike its close allies Australia, Japan and South Korea, the United States did not send a ship to take part in Tuesday’s naval parade reviewed by Xi himself.

“The U.S. government seeks a bilateral relationship that is results-oriented and focused on risk reduction,” Lt. Col. Dave Eastburn, a Pentagon spokesman, said in comments sent to Reuters, responding to a question on U.S. participation at the event.

“The U.S. Navy will continue to pursue its primary goal of constructive, risk-reduction focused discourse with the PLAN,” he said, referring to the People’s Liberation Army Navy.

Shen said that China was continuing to advance talks on the Code of Conduct for the South China Sea, which Beijing has been having with Southeast Asian states for the past few years.

“We are committed to making the South China Sea a sea of peace, friendship and cooperation,” he added, speaking to an audience of both senior Chinese and foreign navy officers, but without giving details.

The navy has been a key beneficiary of Xi’s ambitious military modernization plan, which has seen China develop aircraft carriers, advanced new warships and nuclear submarines, and stealth jets for the air force.

“We adhere to non-conflict and non-confrontation and strive to be a stabilizer for maritime peace,” Shen said.

Gallup Poll: Trump’s Approval Rating Reaches 45%

President Donald Trump’s approval rating has climbed to 45%, a new Gallup poll reveals.

It is up from the 39% approval rating he received in March.

It marks the third time Trump has achieved a 45% job approval rating in the Gallup trends poll. His other 45 percent ratings were recorded in his first week in office and again after his first meeting with North Korean leader Kim Jong Un.

Fifty-one percent of those polled disapprove of his job performance.

Here is how the poll breaks down:

  • 89% of Republicans approve of the job Trump is doing.
  • 8% of Democrats approve.
  • 39% of independents approve.

Gallup noted it is the pollster’s first measure of Trump’s approval since special counsel Robert Mueller completed his probe.

The poll, conducted April 1-9, surveyed 1,012 adults. The margin of error is plus or minus 4 percentage points.

Saudis gained access to Amazon CEO Bezos’ phone: Bezos’ security chief

WASHINGTON (Reuters) – The security chief for Amazon chief executive Jeff Bezos said on Saturday that the Saudi government had access to Bezos’ phone and gained private information from it.

Gavin De Becker, a longtime security consultant, said he had concluded his investigation into the publication in January of leaked text messages between Bezos and Lauren Sanchez, a former television anchor who the National Enquirer tabloid newspaper said Bezos was dating.

Last month, Bezos accused the newspaper’s owner of trying to blackmail him with the threat of publishing “intimate photos” he allegedly sent to Sanchez unless he said in public that the tabloid’s reporting on him was not politically motivated.

In an article for The Daily Beast website, De Becker said the parent company of the National Enquirer, American Media Inc., had privately demanded that De Becker deny finding any evidence of “electronic eavesdropping or hacking in their newsgathering process.”

“Our investigators and several experts concluded with high confidence that the Saudis had access to Bezos’ phone, and gained private information,” De Becker wrote. “As of today, it is unclear to what degree, if any, AMI was aware of the details.”

A spokesman for the Saudi embassy in Washington did not immediately return a request for comment. In February, the kingdom’s minister of state for foreign affairs said Saudi Arabia had “absolutely nothing to do” with the National Enquirer’s reporting on the affair.

A representative for AMI did not immediately respond to a request for comment. AMI has previously said that it acted lawfully in the reporting of the Bezos story.

De Becker said he has turned over the findings of his investigation to U.S. federal officials, without elaborating.

Former Acting ICE Director Tom Homan backed President Trump's "ingenious" idea to send illegal immigrants to sanctuary cities, adding it exposes the "hypocrisy" of Democratic leadership.

Homan gave Trump's idea a ringing endorsement on "Fox & Friends" Monday, telling host Brian Kilmeade he supports the idea, which has been dubbed "bizarre and unlawful" by House Democrats.

"What the President did, I thought was ingenious, he called the bluff," Homan said. "He pulled the curtain back on the Democratic leadership and showed their hypocrisy in saying they want these people in the United States, they want open borders, as long as it's not in my district, as long as it's not in my neighborhood."

"That's their destination. That's one of the reasons they make this dangerous journey. They want to get to a place where they think they can be protected from ICE and get benefits and in-state tuition, college assistance, driver's licenses."

Homan continued by arguing the only reason Democrats are criticizing Trump's proposal is because they seek to resist the president, and "be able to say he failed" at his primary campaign promise to secure the borders.

Kilmeade also pointed out there is no funding or a concrete plan in place for Trump's floated idea.

"Most of America understands and most of America realizes that there is a crisis on this border," he said.

"Most of America realizes the only person coming to the table trying to fix this is the president. The Democratic leadership hasn't offered up one idea - name on thing the Democratic leadership have done - to address this surge. Nothing," he concluded.

SHANGHAI (Reuters) – The pound jumped on Tuesday and Asian shares rose after the European Commission agreed to changes in a Brexit deal ahead of a vote in the British parliament on a divorce agreement.

European Commission head Jean-Claude Juncker agreed to additional assurances in an updated Brexit deal with British Prime Minister Theresa May on Monday, but warned UK lawmakers would not get a third chance to endorse it.

Sterling, which had risen ahead of the talks between May and Juncker, extended gains in hopes the changes may be enough to sway rebellious British lawmakers who have threatened to vote down May’s plan again on Tuesday.

The pound was up 0.7 percent, buying $1.3239 and taking its gains for two days to more than 1.6 percent.

In early trade, MSCI’s broadest index of Asia-Pacific shares outside Japan was up 0.3 percent, following on from a rally on Wall Street overnight.

Australian shares were up 0.4 percent, while Japan’s Nikkei stock index jumped 1.6 percent.

The amended Brexit deal gave a further boost to investors’ appetite for riskier assets, after global equity indexes climbed overnight on gains in technology stocks and expectations of more stimulus from China.

U.S. shares rebounded from a week-long losing streak, with news that U.S. chip supplier Nvidia Corp has agreed to buy Israeli chip designer Mellanox Technologies Ltd for $6.8 billion helping to boost tech shares.[.N]

A nearly 7 percent gain in Nvidia shares helped to propel the Nasdaq Composite 2.02 percent higher, to 7,558.06 points.

The Dow Jones Industrial Average rose 0.79 percent, with gains tempered by a 5.3 percent drop in Boeing shares after some airlines grounded the company’s new 737 MAX 8 passenger jet following a second deadly crash of the airliner in five months.

The S&P 500 gained 1.47 percent to 2,783.3.

In a morning note, analysts at ANZ said comments from U.S. Federal Reserve Chairman Jerome Powell on the weekend that the central bank is in no hurry to raise rates had helped to boost riskier assets.

U.S. retail sales data from January, which came in above expectations, also helped to support shares despite downward revisions to December data, National Australia Bank analysts said in a note.

Yields on U.S. Treasury bonds rose, with benchmark 10-year Treasury notes at 2.6591 percent compared with its U.S. close of 2.641 percent on Monday.

The two-year yield was at 2.4957 percent compared with a U.S. close of 2.477 percent.

The dollar index, which measures the greenback against a basket of rivals, shed 0.18 percent to 97.034. But the dollar gained against the yen, adding 0.12 percent to 111.31.

The euro was up 0.1 percent on the day at $1.1259.

U.S. crude ticked up 0.3 percent at $56.96 a barrel. Brent crude was also 0.3 percent higher to $66.77.

Spot gold was 0.1 percent less precious at $1,292.77 per ounce. [GOL/]

Trump says Dems have forsaken Mueller after treating him as ‘God-like’

President Trump blasted Democrats on Tuesday for shifting focus to a slew of other investigations into his administration now that the special counsel probe is over, saying the same lawmakers who treated Robert Mueller as “God-like” no longer “acknowledge his name.”

“Robert Mueller was a God-like figure to the Democrats, until he ruled No Collusion in the long awaited $30,000,000 Mueller Report. Now the Dems don’t even acknowledge his name, have become totally unhinged, and would like to go through the whole process again. It won’t happen!” Trump tweeted Tuesday morning.

HOUSE DEMS PREPARE FOR SUBPOENA BATTLE OVER MUELLER REPORT

Despite the president's comments, Democrats are still focused in part on the Mueller investigation -- namely, on getting access to the full report. Attorney General Bill Barr has said that he and the special counsel’s team are “well along in the process of identifying and redacting” sensitive material in the more than 300-page report and can likely have it to Congress by mid-April, “if not sooner.” But Democrats on the House Judiciary Committee are preparing to authorize subpoenas for the report this week, giving the panel the option to pursue that route if necessary.

At the same time, congressional Democrats are escalating their own probes.

The president on Tuesday also blasted two of those lawmakers -- House Judiciary Committee Chairman Jerrold Nadler, D-N.Y., and House Intelligence Committee Chairman Adam Schiff, D-N.Y., while giving the latter a Trump-esque nickname.

“There is no amount of testimony or document production that can satisfy Jerry Nadler or Shifty Adam Schiff. It is now time to focus exclusively on properly running our great Country!” Trump tweeted.

Minutes later, Schiff fired back.

“The House voted 420-0 to release the full Mueller report to the public. The American people overwhelmingly support the same. What are you afraid of, Mr. President?” Schiff tweeted.

House Speaker Nancy Pelosi, D-Calif., has also been vocal on calling for a full version of the Mueller report.

“The American people deserve and want the truth. Overwhelmingly you see that—whatever the truth—let the chips fall where they may—let’s show us the truth,” Pelosi said during a panel interview with Politico Tuesday. “There’s no reason why they couldn’t put some of this out…I know sources and methods, but that’s no excuse for hiding the truth from the American people.”

She added: “There will be a release of the Mueller report. “

The report was first transmitted to Barr at the Justice Department last month. Barr issued a four-page initial summary of Mueller’s findings to Congress and to the public just days after. Barr’s summary said that the special counsel found no evidence of collusion between members of the Trump campaign and the Russians during the 2016 presidential election.

Immediately, Democrats began demanding to view the full Mueller report and underlying evidence that brought the special counsel to its decision.

BARR TO RELEASE MUELLER REPORT TO CONGRESS BY 'MID-APRIL, IF NOT SOONER;' WILL NOT TRANSMIT TO WHITE HOUSE FOR PRIVILEGE REVIEW

Barr has indicated he does plan on sharing much of the report itself, noting that, with the help of the special counsel’s office, the Justice Department is reviewing material that “by law cannot be made public” -- covering “material the intelligence community identifies as potentially compromising sensitive sources and methods; material that could affect ongoing matters, including those that the Special Counsel has referred to other Department offices; and information that would unduly infringe on the personal privacy and reputational interests of peripheral third parties.”

Barr added that: “Although the President would have the right to assert privilege over certain parts of the report, he has stated publicly that he intends to defer to me and, accordingly, there are no plans to submit the report to the White House for privilege review."

DEMS WHO FUMED AT NUNES FOR JEOPARDIZING 'SOURCES AND METHODS' NOW DEMAND MUELLER REPORT IN FULL

The special counsel also reviewed whether the president had obstructed justice in any way, but ultimately did not come to a conclusion on that issue. Barr and Deputy Attorney General Rod Rosenstein, though, said the evidence was “not sufficient to establish that the President committed an obstruction-of-justice offense.”

Nadler’s committee, meanwhile, sent document requests to 81 individuals and entities associated with the president last month as part of his investigation into “alleged obstruction of justice, public corruption, and other abuses of power by President Trump."

Schiff’s panel is also investigating the president’s foreign business dealings and Russian election meddling, maintaining that there is evidence of collusion, despite Mueller’s findings.

The House Financial Serves Committee, led by Rep. Maxine Waters, D-Calif., is also probing the president, coordinating with Schiff’s committee on money-laundering inquiries. The House Foreign Affairs Committee, chaired by Rep. Eliot Engel, D-N.Y., is also involved.

KABUL (Reuters) – Afghan President Ashraf Ghani encouraged newly-elected lawmakers to participate in the peace process with the Taliban as he opened on Friday the first session of parliament since a controversial election.

Ghani has invited thousands of politicians, religious scholars and rights activists to an assembly known as a loya jirga next week to discuss ways to end the 17-year war.

Several opposition leaders have said they will boycott the four-day assembly in Kabul, saying it was pulled together without their input and is being used by Ghani as he seeks a second term in a September presidential election.

“We have presented the peace plan on a regular basis and we are committed to it,” Ghani said in the first session since parliamentary elections marred by technical problems, militant attacks and accusations of voting fraud last year.

“Based on this plan, there will be no peace deal and negotiation that does not have the green card of the parliament,” he added.

Officials from the United States and the Taliban have held several rounds of talks to end the Afghan war.

U.S. negotiator, Zalmay Khalilzad, has reported some progress toward an accord on a U.S. troop withdrawal and on how the Taliban would prevent extremists from using Afghanistan to launch attacks as al Qaeda did on Sept. 11, 2001.

The insurgents have so far rejected U.S. demands for a ceasefire and talks on the country’s political future that would include Afghan government officials.

The loya jirga, a centuries-old institution used to build consensus among competing tribes, factions and ethnic groups, is an attempt by Ghani to influence the peace talks and cement his position for a second term, Afghan politicians and Western diplomats say.

Amid growing political divisions in Kabul, opposition politicians have demanded that Ghani step down when his mandate ends next month, and give way to an interim government to oversee peace talks with the Taliban. Ghani has ruled that out.

The country’s top court said last week Ghani can stay in office until the presidential election in September.

Deputy Attorney General Rod Rosenstein Thursday defended special counsel Robert Mueller’s investigation while slamming former President Barack Obama’s administration for being slow to take action on Russian interference in U.S. elections and ex-FBI Director James Comey for telling Congress the agency was investigating collusion between the Trump campaign and Russia.

“Our nation is safer, elections are more secure, and citizens are better informed about covert foreign influence schemes,” Rosenstein said in a speech to the Armenian Bar Association, marking his first public remarks after the Mueller report was released, reports CBS News.

He also pointed out that the investigation revealed a pattern of computer hacking and the use of social media to undermine elections as “only the tip of the iceberg of a comprehensive Russian strategy to influence elections, promote social discord, and undermine America, just like they do in many other countries,” reports The Wall Street Journal.

The Obama administration also made “critical decisions,” including choosing not to publicize the full story about Russian hackers and social media trolling, “and how they relate to a broader strategy to undermine America,” said Rosenstein.

He noted that the Mueller probe began after Comey disclosed during a hearing before Congress that President Donald Trump “pressured him to close the investigation and the president denied that the conversation occurred.”

Rosenstein said two years ago, when he was confirmed, he was told by a Republican senator that he would be in charge of the probe and that he’d report the results to the American people.

However, he said he didn’t promise to do that, because it is “not our job to render conclusive factual findings. We just decide whether it is appropriate to file criminal charges.”

BEIJING (Reuters) – Britain must get to the bottom of the leak of confidential discussions during a top-level security meeting about the role of China’s Huawei Technologies in 5G network supply chains, British finance minister Philip Hammond said on Friday.

News that Britain’s National Security Council, attended by senior ministers and spy chiefs, had agreed on Tuesday to bar Huawei from all core parts of the country’s 5G network and restrict its access to non-core elements was leaked to a national newspaper.

The leak of secret discussions has sparked anger in parliament and amongst Britain’s intelligence community. Britain’s most senior civil servant Mark Sedwill has launched an inquiry and written to ministers who were at the meeting.

“My understanding from London (is) that an investigation has been announced into apparent leaks from the NSC meeting earlier this week,” said Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing.

“To my knowledge there has never been a leak from a National Security Council meeting before and therefore I think it is very important that we get to the bottom of what happened here,” he told Reuters in a pooled interview.

British culture minister Jeremy Wright said on Thursday he could not rule out a criminal investigation. The majority of the ministers at the NSC meeting have said they were not involved, according to media reports.

Hammond said he was unaware of any previous leak from a meeting of the NSC.

“It’s not about the substance of what was apparently leaked. It’s not earth-shattering information. But it is important that we protect the principle that nothing that goes on in national security council meetings must ever be repeated outside the room.”

Allowing Huawei a reduced role in building its 5G network puts Britain at odds with the United States which has told allies not to use its technology at all because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

There have been concerns that the NSC’s conclusion, which sources confirmed to Reuters, could upset other allies in the world’s leading intelligence-sharing network – the Five Eyes alliance of the United States, Britain, Australia, Canada and New Zealand.

However, British ministers and intelligence officials have said any final decision on 5G would not put critical national infrastructure at risk. Ciaran Martin, head of the cyber center of Britain’s main eavesdropping agency, GCHQ, played down any threat of a rift in the Five Eyes alliance.

President Trump on Friday said “no money” was paid to North Korea for Otto Warmbier, after reports that the U.S. received a $2 million hospital bill from Pyongyang for the late American prisoner’s care.

“No money was paid to North Korea for Otto Warmbier, not two Million Dollars, not anything else. This is not the Obama Administration that paid 1.8 Billion Dollars for four hostages, or gave five terroist[sic] hostages plus, who soon went back to battle, for traitor Sgt. Bergdahl!” Trump tweeted Friday.

The Washington Post first reported that North Korean authorities insisted the U.S. envoy sent to retrieve Warmbier, 21, who was a student of the University of Virginia, sign a pledge to pay the bill before allowing Warmbier’s comatose body to return to the United States. Sources confirmed the bill and the amount to Fox News on Thursday.

Sources told the post that the envoy signed an agreement to pay the medical bill on instructions from the president, but a source told Fox News that the U.S. did not ever pay money to North Korea.

The White House declined to comment when asked on the bill, with Press Secretary Sarah Sanders saying in a statement that: “We do not comment on hostage negotiations, which is why they have been so successful during this administration.”

Meanwhile, the president added: “’President[sic] Donald J. Trump is the greatest hostage negotiator that I know of in the history of the United States. 20 hostages, many in impossible circumstances, have been released in last two years. No money was paid.’ Cheif[sic] Hostage Negotiator, USA!”

Warmbier was on tour in North Korea when he allegedly stole a propaganda sign from a hotel. He was arrested in January 2016 and sentenced to 15 years in prison with hard labor in March 2016. Warmbier, for unknown reasons, fell into a coma while in custody and was held in that condition for an additional 17 months.

North Korean officials did not tell American officials until June 2017 that Warmbier had been unconscious the entire time. He died less than a week after he returned to the U.S. North Korean officials, though, have repeatedly denied accusations that Warmbier was tortured, instead claiming that he had suffered from botulism and then slipped into a coma after taking a sleeping pill.

Fred and Cindy Warmbier sued North Korea over their son’s death and in December were awarded $501 million in damages – money that the Hermit Kingdom will probably never pay.

While the Warmbiers blamed North Korean leader Kim Jong Un, Trump has said he believes Kim’s claims that he did not know about the student’s treatment.

Trump and Kim have met in two separate summits. The most recent, held in February, ended without an agreement on denuclearization of the Korean Peninsula.

Sen. Rob Portman, R-Ohio, told Fox News: “Otto Warmbier was mistreated by North Korea in so many ways, including his wrongful conviction and harsh sentence, and the fact that for 16 months they refused to tell his family or our country about his dire condition they caused.  No, the United States owes them nothing. They owe the Warmbier family everything.”

Last year, the Trump administration was also able to save three American prisoners held by North Korea. Kim Dong Chul, Tony Kim, and Kim Hak Song were all detained in North Korea. Secretary of State Mike Pompeo brought the three Americans home last May, and said they were all in “good health.”

SEOUL (Reuters) – K-pop and drama star Park Yu-chun was arrested on Friday on charges of buying and using illegal drugs, a court said, the latest in a series of scandals to hit the South Korean entertainment business.

Suwon District Court approved the arrest warrant for Park, 32, due to concerns over possible destruction of evidence and flight risk, a court spokesman told Reuters.

Park is suspected of having bought about 1.5 grams of methamphetamine with his former girlfriend earlier this year and using the drug around five times, an official at the Gyeonggi Nambu Provincial Police Agency said.

Park has denied wrongdoing, saying he had never taken drugs, and he again denied the charges in court, Yonhap news agency said.

Park’s contract with his management agency had been canceled and he would leave the entertainment industry, Park’s management agency, C-JeS Entertainment, said on Wednesday.

Park was a member of boyband TVXQ between 2003 and 2009 before leaving the group with two other members, forming the group JYJ.

A scandal involving sex tapes, prostitutes and secret chat about rape led at least four other K-pop stars to quit the industry earlier this year.

The cases sparked a nationwide drugs bust and investigations into tax evasion and police collusion at night clubs and other nightlife spots.
