US government, Texas city settle Muslim cemetery lawsuit

Federal authorities say they've reached an agreement with a Texas city that settles a lawsuit over the city's initial refusal to allow an Islamic group to develop a Muslim cemetery.

The Justice Department announced the agreement with Farmersville on Tuesday, the same day the lawsuit was filed.

Federal officials say the city, which is about 40 miles (65 kilometers) northeast of Dallas, violated federal law protecting religious groups from discriminatory land-use regulations.

As part of the agreement, city workers must be trained to comply with federal law.

Plans the Islamic Association of Collin County submitted in 2015 were met with claims the cemetery was a precursor to a mosque or an extremist training center.

Design plans for the cemetery ultimately were approved in September , after a city leadership change.

Gold Rush: China Fleeing US Dollar

China added to its official gold reserves for the third straight month in February as the country continues efforts to minimize its exposure to the US dollar.

The People’s Bank of China added 10 tons of gold to its horde last month. It has accumulated an additional 32 tons of the yellow metal since the beginning of the year. According to the Financial Times, at this rate, China will surpass Russia and Kazakhstan as the leading central bank buyers.

In December, the Chinese announced the first increase in their gold holding since 2016. China now officially holds 1,874 tons of gold.

The Chinese have also been selling off US Treasury holdings. Over the past year, the Chinese have shed more than $50 billion in US debt.

A Chinese analyst told the Global Times that the moves are “due to the US diving creditability as a result of the ‘hegemon-like behavior’ that’s on the rise in the US.” Zhou Yu, director of the Research Center of International Finance at the Shanghai Academy of Social Sciences, told the Global Times that China wants to minimize its exposure to the US dollar.

“Since the start of the China-US trade dispute, China has realized that there are risks in holding the US dollar, and it is taking action to increase holdings of other financial assets such as gold to replace its US dollar-denominated assets to guard against those risks.”

Dong Dengxin, director of the Finance and Securities Institute at Wuhan University, told the Global Times that there are also concerns about America’s “creditworthiness.”

“A common view has formed across the world that the decline in US creditworthiness, resulting from the ‘America First’ policy, the transition in US trade policy, and ‘flip-flopping’ of the US president, is hurting the global economy and destabilizing the global financial system. Therefore, many countries feel unsafe, and they are choosing to reduce dollar asset allocation to protect themselves from potential risks.”

The Chinese have a history of going long periods without any official announcement of its gold holding and then suddenly revealing a large increase in its reserves. In 2009, the People’s Bank of China stopped reporting its gold holdings. Then in June 2015, the Chinese central bank suddenly announced its gold hoard had grown by 57%.

For a little more than a year, the PBOC regularly announced additions to its gold reserves. Chinese gold holdings rose another 185 tons over the next 16 months before it suddenly went silent again. During this time period, China was pushing for inclusion of the yuan in the International Monetary Fund’s benchmark currency basket.

Many analysts believe China holds far more gold than it officially reveals. As Jim Rickards pointed out on Mises Daily back in 2015, many people speculate that China keeps several thousand tons of gold “off the books” in a separate entity called the State Administration for Foreign Exchange (SAFE). Given the political dynamics and the ongoing trade war, it seems unlikely the Chinese suddenly stopped increasing their gold reserves in 2016.

China isn’t alone in buying gold. The Russian central bank has also endeavored to reduce its exposure to the dollar over the last several years by buying gold and selling off US Treasuries. Russian gold reserves increased 274.3 tons in 2018, marking the fourth consecutive year of plus-200 ton growth. In February 2018, Russia passed China to become the world’s fifth-largest gold-holding country.

There have also been efforts to limit exposure to the US dollar by setting up alternative payments systems and financial channels that don’t rely on the greenback. The Russians have developed an alternative payment system that has reportedly surpassed SWIFT in popularity within the country. According to the Central Bank of Russia, 416 Russian companies and government organizations had joined the System for Transfer of Financial Messages (SPFS) as of September.

And it’s not just countries that have traditionally rocky relations with the US looking for alternatives. In September 2018, the EU announced plans to develop a special payment channel to circumvent US economic sanctions and facilitate trade with Iran.

Gold offers countries some measure of independence from the US dollar. That means more political and economic independence and stability. Gold could even play a key role in a strategy to dethrone the greenback.

Golf: British Open returns to Hoylake for 151st edition in 2022

(Reuters) – The British Open championship will return to Royal Liverpool Golf Club in Hoylake for its 151st edition in 2022, organizers the R&A said on Tuesday.

The tournament was last held at the venue in 2014 when four-times major winner Rory McIlroy lifted the Claret Jug prize.

More than 230,000 fans watched Tiger Woods triumph at Hoylake in 2006, a then record attendance for a British Open held outside of St Andrews.

“We know there will be tremendous excitement at the prospect of its return to Royal Liverpool,” R&A chief executive Martin Slumbers said in a statement on the 2022 tournament that will be held from July 10-17.

Fire under control, attention turns to Notre Dame’s future

Experts are assessing the blackened shell of Paris' iconic Notre Dame cathedral to establish next steps to save what remains after a devastating fire destroyed much of the almost 900-year-old building.

With the fire that broke out Monday evening and quickly consumed the cathedral now under control, attention is turning to ensuring the structural integrity of the remaining building.

Junior Interior Minister Laurent Nunez announced that architects and other experts would meet at the cathedral early Tuesday "to determine if the structure is stable and if the firefighters can go inside to continue their work."

Officials consider the fire an accident, possibly as a result of restoration work taking place at the global architectural treasure, but that news has done nothing to ease the national mourning.

Report: CNN Allays Concerns on Ex-Trump Admin. Staffer Hired

National Democrats have reportedly been assured CNN's new politics editor — the former top spokesman for Attorney General Jeff Sessions — will not make any editorial decisions about 2020 election coverage.

According to The Daily Beast, which cited an unnamed Democratic source, CNN officials told Democratic National Committee chair Tom Perez that new-hire Sarah Isgur will not be calling any editorial shots, and will not participate in the debates or town halls the network hosts for Democratic candidates vying for the party's presidential nomination.

CNN has gotten heat for the Trump administration hire, and The Daily Beast noted though ex-politicians and staffers often have served as opinion commentators and analysts, few have jumped right into an editorial gig overseeing reporters.

CNN has also pledged Isgur will not be involved in the network's handling of special counsel Robert Mueller's investigation, the news outlet reported.

The network reassured its staff Isgur's primary duties will be scheduling the publication of stories, and "coordinating" daily political coverage, The Daily Beast reported.

UNITED NATIONS (Reuters) – The United Nations atomic watchdog said on Tuesday that if a deal was reached with North Korea to give up its nuclear program then it would be ready to send in inspectors within weeks – if asked – to verify and monitor denuclearization.

International Atomic Energy Agency (IAEA) Director-General Yukiya Amano told the U.N. Security Council that the IAEA was the only international organization equipped to carry out the job “in an impartial, independent and objective manner.”

“Subject to the approval of our Board of Governors, we could respond within weeks to any request to send inspectors back to the DPRK,” he told the 15-member council during a meeting on the Non-Proliferation Treaty. The official name of North Korea is the Democratic People’s Republic of Korea.

U.S. President Donald Trump and North Korean leader Kim Jong Un have met twice in the past year to discuss denuclearization. North Korea is under tough U.N. Security Council sanctions that have been steadily tightened since 2006 to choke off funding for Pyongyang’s nuclear and ballistic missile programs.

Trump and Kim last met in Vietnam in February, but the summit was cut short after they failed to reach a deal on the extent of economic sanctions relief for North Korea in exchange for steps to give up its nuclear program.

On the day that their talks in Hanoi collapsed, Trump handed Kim a piece of paper that included a blunt call for the transfer of Pyongyang’s nuclear weapons and bomb fuel to the United States, according to the document seen by Reuters. [nL1N21G01V]

The Vienna-based International Atomic Energy Agency has not had access to North Korea since Pyongyang expelled its inspectors in 2009, and it now monitors the country’s nuclear activities mainly through satellite imagery.

Amano said that sending in IAEA inspectors “would help to make the implementation of any agreement sustainable.”

“It would also contribute to the denuclearization of the DPRK in a complete, verifiable and irreversible manner, as required by numerous resolutions of the Security Council,” he said.

The IAEA already monitors the implementation of a 2015 deal between Iran and world powers to curb its nuclear program. Trump withdrew the United States from the deal with Iran in May 2018.

“Our inspectors have had access to all the sites and locations in Iran which they needed to visit,” Amano said.

Israeli kills suspected Palestinian attacker in West Bank

An Israeli shot and killed a Palestinian who he said tried to attack him with a knife near the West Bank city of Nablus.

A Nablus hospital says another Palestinian was moderately wounded in Wednesday's shooting.

The Israeli military says an Israeli civilian shot a Palestinian who attempted to carry out a stabbing. Israel's Beilinson hospital says the Palestinian later died of his wounds.

The Israeli man told local media the Palestinian "jumped on the car with a knife and tried to open the door."

Since 2015, Palestinians have killed over 50 Israelis in West Bank stabbings, shootings and car-ramming attacks. Israeli forces have killed over 260 Palestinians in that same period. Israel says most were attackers, but clashes between protesters and soldiers have also turned deadly.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

Britain and Ireland are making a new push to restore Northern Ireland’s collapsed government, amid mounting criticism of politicians following the murder of a journalist by a banned militant group.

The two governments are expected to make an announcement Friday about talks to revive the power-sharing administration, which has been suspended for more than two years because of a dispute between the main Protestant and Catholic parties.

Security officials warn that political drift in Northern Ireland could embolden those bent on violence.

Pressure on politicians has grown since the killing of journalist Lyra McKee, shot dead by an Irish nationalist militant during rioting in Londonderry last week.

Police have released video footage of a stocky, masked man they say is a key suspect and have urged residents to help identify him.
