Kevin McAleenan, new acting DHS boss, has long record in border security

President Trump revealed in a tweet Sunday that U.S. Customs and Border Protection (CBP) Commissioner Kevin McAleenan will become the acting head of Homeland Security, the sprawling department of 240,000 people, following the resignation of Secretary Kirstjen Nielsen.

McAleenan is a longtime border officer, reflecting Trump’s priority for the department initially founded to combat terrorism after the Sept. 11 attacks. Fox News is told Trump wanted the “toughest cop” around on border security, and McAleenan fit the bill.

Administration sources tell Fox News that McAleenan needs to be able to handle the politics involved and change minds on Capitol Hill before he could be seen as potentially taking the job of DHS secretary permanently.

Last month, McAleenan, who as head of CBP was the nation’s top border security official, said the border crisis was at its "breaking point" during a visit to Texas. He reiterated that there are not enough agents to respond.

"That breaking point has arrived this week at our border," McAleenan said along the border. "CBP is facing an unprecedented humanitarian and border security crisis all along our Southwest border, and nowhere has that crisis manifested more acutely than here in El Paso."

Prior to government service, according to his bio, McAleenan practiced law in California. He received his Juris Doctor degree from the University of Chicago Law School and a Bachelor of Arts degree from Amherst College.

McAleenan is well-respected by members of Congress and within the administration, and beyond.

San Diego installs more than 3,000 cameras and sensors on street lights

The streetlights in San Diego are doing more than illuminating sidewalks.

Around 3,200 cameras and sensors have been installed atop street lights or lamps posts that collect temperature, air pressure and humidity levels. The purpose is to gather information that will be of use to the city and developers for future infrastructure and sustainability projects. Another 250 video-equipped lamps are currently being installed.

“The information will give us great insight into how people move through the urban environment,” said Erik Caldwell, the city’s director of economic development. “This information is critical to planning and making good decisions.”

The city plans to install 4,200 smart sensor nodes on street lights by 2020, Caldwell told the San Diego Union-Tribune. The cameras are equipped with video and audio capabilities and will be used to gather real-time video or video data. The footage will be retained for up to five days and will only be available to police if a crime has been committed in the vicinity. A large concentration of the camera and sensor technology is located downtown.

Caldwell said the video data could help city engineers and software developers solve issues at certain intersections, KNSD-TV reported. The cameras and sensors are not used as a surveillance system, he said.

San Diego resident Emma Hall Bilsback told the news station she fears the city’s good intentions could have bad consequences if it gets into the wrong hands.

“And it's the internet so anyone can just hack into it,” Hall Bilsback said. “At the stage we're in that technology is advancing so quickly, but the laws are not advancing anywhere as quickly.”

Viacom, AT&T negotiations weigh on possible CBS tie-up: sources

(Reuters) – Viacom Inc’s bitter contract renewal talks with AT&T Inc’s DirecTV that could see the blackout of MTV, Nickelodeon and Comedy Central by midnight Friday are weighing on a possible tie-up of CBS and Viacom, sources familiar with the discussions said.

Although the boards of CBS and Viacom have not discussed or decided on pursuing a merger, these sources say they are studying AT&T’s impact on Viacom and how it affects the company’s motivation to pursue a CBS merger. Viacom needs to resolve the AT&T contract before considering any other strategic moves including mergers and acquisitions, sources said.

Both companies are controlled by the Redstone family’s National Amusements Inc, which pushed for a merger last year but backed off as CBS explores other options before deciding on another run at Viacom.

Viacom would take a substantial financial hit without an AT&T deal. AT&T is Viacom’s largest distributor, representing 24.5 million total video subscribers, and was responsible for about 15 percent of Viacom’s 2018 revenue. At stake are about $2 billion annually in fees and advertising, which are seen declining in any new deal, according to Wall Street estimates.

The 2017 Viacom and Charter Communications Inc renewal resulted in a 15 percent rate decrease. A similar outcome with AT&T could lead to a $156 million drop in annual affiliate fees paid by AT&T to Viacom, although some analysts have estimated an approximate 10 percent decrease this time.

Viacom and AT&T declined to comment. Negotiations continued as of Friday afternoon, sources said.

Failure to reach a deal is seen emboldening CBS and Viacom’s controlling shareholder’s position to put the companies together to give them better leverage in future distribution contract talks.

“Viacom’s clear need for greater negotiating leverage after being dropped by AT&T might be the final factor necessary to drive the long-speculated CBS-Viacom merger given the common control of both companies by the Redstone-controlled National Amusements,” Credit Suisse analyst Doug Mitchelson said in a research note this week.

If AT&T and Viacom walk away from the table, the No. 2 U.S. telecoms company’s position could also be weakened, especially if it faces a combined CBS and Viacom by the end of June, when CBS’s contract with AT&T expires.

Dropping the CBS broadcast network and NFL games would be disastrous to AT&T, and they may end up paying more for Viacom channels through CBS, analysts have said.

Losing Viacom will also weaken AT&T’s leverage as it faces Walt Disney Co and Fox later this year.

Theresa May’s ‘last chance’ Brexit deal is defeated for third time, calls increase for her to resign immediately

On the day that Britain was originally scheduled to leave the European Union, lawmakers continued their impasse, voting down Prime Minister Theresa May's stripped-down withdrawal agreement for the third time.

The House of Commons voted 334 to 286 against the Brexit deal, triggering the possibility of the so-called "no deal" divorce between the United Kingdom and the EU. Now lawmakers have until April 12 to announce a new plan or leave the EU without a deal - a massive risk for disruption for people and businesses.

Immediately following the latest defeat, Opposition leader Jeremy Corbyn called on May to resign immediately, asking whether she now "finally accepts" that MPs will not support her deal.

Parliament voted on the 585-page withdrawal agreement that sets out the terms of Britain’s departure – including its financial settlement with the EU and the rights of EU and U.K. citizens – but not a shorter declaration on future tires that is also part of the divorce deal agreed between the U.K. and the European bloc late last year.

Its removal altered the deal enough to overcome a ban against asking lawmakers the same question over and over again.

May’s deal, agreed with the European bloc in November, was previously rejected by 230 votes on Jan. 15 and by 149 votes on March 12. Ahead of Friday’s vote, May needed at least 75 lawmakers to change over, while losing none.

The EU reacted to Friday’s defeat saying it “regrets the negative vote” and that it is now fully prepared to a “no-deal” scenario on April 12.

“The EU will remain united,” a spokesperson said.

Donald Tusk, the European council president, called an emergency EU summit for April 10 in light of the vote. That is two days before the deadline for the U.K.’s departure.

Ahead of the vote, May said it was the "last opportunity to guarantee Brexit."

“By voting for the withdrawal agreement we can send a message to public and EU that Britain stands by its word,” she told parliament. “Approving deal today avoids cliff edge in two weeks' time and European elections, as well as a long extension which could destroy Brexit.”

BREXIT OR NO BREXIT, THE US-BRITISH ALLIANCE REMAINS VITAL

Outside the House of Parliament, pro-Brexit protesters brought traffic to a halt by blocking roads, local media reported. They chanted “We shall not be moved” and “Leave means leave.”

The EU had confirmed Friday that a U.K. Parliament vote to pass the withdrawal agreement alone would be "necessary and sufficient" to secure Britain's orderly departure on May 22.

Ahead of Friday, May needed the support of the Democratic Unionist Party in Northern Ireland, which has refused to back the agreement because it treats Northern Ireland differently from the rest of the U.K. The small party has 10 seats in the House of Commons and some Brexit backers say they will take their cue from the DUP.

TRUMP BACKS BREXIT BY PROMISING A 'LARGE SCALE TRADE DEAL' WITH UK

In a last-ditch effort to sway remaining naysayers, May pledged Wednesday to quit if lawmakers approved the deal and let Britain leave the EU in May.

"I have heard very clearly the mood of the parliamentary party," she said at the time. "I know there is a desire for a new approach – and new leadership – in the second phase of the Brexit negotiations – and I won’t stand in the way of that."

Earlier Friday, Attorney General Geoffrey Cox urged divided legislators to support the deal and finally break an impasse that has left Britons uncertain when, or even if, the country will leave the EU.

Cox said Parliament should take "a single decisive step ... to afford certainty to the millions of people who are waiting for it."

Some previously resistant Brexit-backers have moved to support the deal. Former Foreign Secretary Boris Johnson — a likely contender to replace May as Conservative Party leader — tweeted that rejecting it risked "being forced to accept an even worse version of Brexit or losing Brexit altogether."

Two years ago, Britain triggered a two-year countdown to Brexit, with the departure date set for March 29, 2019. Lawmakers were granted an extension by the EU last week amid their impasse.

The uncertainty around Brexit, the United Kingdom’s most significant political and economic move since World War Two, has left allies and investors aghast.

The EU had indicated it could grant Britain a longer delay to Brexit if it plans to change course and tack toward a softer departure. That would, however, require the U.K. to participate in elections for the European Parliament in late May.

Before the vote, a group of breakaway Tory and Labour MPs applied to become an official political party called “Change UK” – just in time for the European elections. They have named former Conservative MP Heidi Allen as interim leader.

The petitions site Change.org said Friday it's seeking urgent legal advice to prevent the group using similar branding.

This new party is using the language of Change.org. Our movement is one of 17 million people across the UK and we can’t allow ourselves to be hijacked in this way,” a company source said.

Trump faces new border showdown as Dems try to block order

Democrats controlling the House have teed up a vote next week to block President Donald Trump from using a national emergency declaration to fund a wall along the U.S.-Mexico border, accelerating a showdown in Congress that could divide Republicans and lead to Trump's first-ever veto.

The Democrats introduced a resolution Friday to block Trump's declaration and House Speaker Nancy Pelosi, D-Calif., said the House would vote on the measure on Tuesday. It is sure to pass, and the GOP-run Senate may adopt it as well despite Trump's opposition.

Any Trump veto would likely be sustained, but the upcoming battle will test Republican support for Trump's move, which even some of his allies view as a stretch — and a slap at lawmakers' control over the power of the federal purse.

A staff aide introduced the measure during a short pro forma session of the House in which Rep. Don Beyer, D-Va., presided over an almost empty chamber.

"What the president is attempting is an unconstitutional power grab," said Rep. Joaquin Castro, D-Texas, the sponsor of the resolution, on a call with reporters. "There is no emergency at the border."

Trump's declaration of a national emergency gives him access to about $3.6 billion in funding for military construction projects to divert to border fencing. But the administration is more likely to tap funding from a federal asset forfeiture fund and Defense Department anti-drug efforts first.

Trump's edict is also being challenged in the federal courts, where a host of Democratic-led states such as California are among those that have filed suit to overturn Trump's order. The Democratic-led House may also join in.

Pelosi said that the House measure would "reassert our system of checks and balances."

For Democrats, the vote is another chance to challenge Trump over funding for a border wall, the issue that was central to the 35-day government shutdown. It also puts some Republicans from swing districts and states in a difficult spot, as many have expressed misgivings about Trump's action despite their support for his border security agenda.

Should the House and the Senate initially approve the measure, Congress seems unlikely to muster the two-thirds majorities in each chamber that would be needed later to override a certain Trump veto.

The measure to block Trump's edict will be closely watched in the Senate, where moderates such as Susan Collins, R-Maine, and Lamar Alexander, R-Tenn., have signaled they would back it. Majority Leader Mitch McConnell, R-Ky., is only a reluctant supporter of Trump on the topic.

Trump's GOP allies promised they would uphold any veto denying Democrats the two-thirds votes required to overcome one.

"Democrats' angst over Congress' power of the purse is unwarranted, especially since the commander in chief's authority to redirect military funds for a national emergency is affirmed in a law passed by their own branch," said top House Judiciary Committee Republican Doug Collins of Georgia.

Pelosi wrote in a letter to her fellow lawmakers that the Republican president's "decision to go outside the bounds of the law to try to get what he failed to achieve in the constitutional legislative process violates the Constitution and must be terminated."

"It is institutional. It is constitutional. It is not political," Pelosi said.

The battle is over an emergency declaration Trump issued to access billions of dollars beyond what Congress has authorized to start erecting border barriers. Building his proposed wall was the most visible trademark of Trump's presidential campaign.

Congress last week approved a vast spending bill providing nearly $1.4 billion to build 55 miles (89 kilometers) of border barriers in Texas' Rio Grande Valley while preventing a renewed government shutdown. That measure represented a rejection of Trump's demand for $5.7 billion to construct more than 200 miles (322 kilometers).

Besides signing the bill, Trump also declared a national emergency and used other authorities that he says give him access to an additional $6.6 billion for wall building. That money would be transferred from a federal asset forfeiture fund, Defense Department anti-drug efforts and a military construction fund. Federal officials have yet to identify which projects would be affected.

Castro, the resolution sponsor, said he has already garnered support from a majority of the Democratic-controlled House as co-sponsors and that he has at least one GOP sponsor, Rep. Justin Amash of Michigan.

Castro's measure says Trump's emergency declaration "is hereby terminated." Castro chairs the 38-member Congressional Hispanic Caucus.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said trade talks with China are going very well, as the world’s two largest economies seek to end talks with a trade agreement to defuse tensions.

Trump said on Thursday he would soon host China’s President Xi Jinping at the White House.

Earlier this week, the White House said that Treasury Secretary Steven Mnuchin and U.S. Trade Representative Robert Lighthizer would travel to Beijing for more talks on a trade dispute marked by tit-for-tat tariffs between the two countries.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday praised Russian President Vladimir Putin’s comments on North Korea this week following the Russian leader’s summit with Pyongyang’s Kim Jong Un.

Speaking to reporters at the White House, Trump also said China was helping with efforts aimed at the denuclearization of North Korea.

MOSCOW/MINSK (Reuters) – Russia is confident it can soon resolve a problem of polluted Russian oil contaminating a major pipeline serving Europe and affecting supplies as far west as Germany, a senior official said on Friday at talks with importers about the issue.

Russian Deputy Energy Minister Pavel Sorokin did not give a precise timeframe but Moscow has previously said it would pump clean oil to the border with Belarus from April 29, seeking to end a crisis hitting the world’s second-largest crude exporter.

Sorokin was speaking at talks with officials from Belarus, Poland and Ukraine in Minsk on the issue. Belarus said the issue had cost it $100 million, while analysts say alternative supply routes for refiners cannot fully fill the gap.

Poland, Germany, Ukraine and Slovakia have suspended imports of Russian oil via the Druzhba pipeline. Halting those supplies has knock-on effects further along the network.

The problem arose last week when an unidentified Russian producer contaminated oil with high levels of organic chloride used to boost oil output but which must be separated before shipment as it can destroy refining equipment.

Russia’s Energy Ministry said pipeline monopoly Transneft and other Russian companies had a plan to mitigate the effects of the contaminated oil. It did not give details.

Russian officials have said contaminated oil has already been pumped into storage in Russia and Friday’s talks would focus on how to partially withdraw the tainted crude from the Druzhba pipeline running via other countries.

The suspension cuts off a major supply route for Polish refineries owned by Poland’s PKN Orlen and Grupa Lotos, as well as plants in Germany owned by Total, Shell, Eni and Rosneft.

Some refiners have outlined plans for alternative supplies, but analysts say other routes cannot meet the shortfall.

OIL PRICES

Ukraine’s Ukrtransnafta suspended the transit of oil through the pipeline on Thursday, closing supplies via Druzhba’s southern route to Slovakia, the Czech Republic and Hungary.

The pipeline issue, which has supported global oil prices, lifted Russian Urals crude differentials to an all-time high on Thursday.

With pipeline supplies to Europe shut, Russia faces a challenge of how to divert about 1 million barrels per day (bpd) that was meant to be shipped through the network to other destinations at the time when export capacity is at its limits.

State-run Russian Railways held talks with energy firms on using up to 5,000 rail tankers to transport crude, RIA news agency reported on Friday.

Concerns about the quality of Urals crude also caused delays in loadings at the Baltic port of Ust-Luga, when buyers refused to lift cargoes, resulting in a brief shutdown of the port on Wednesday and Thursday. An Ust-Luga official and traders said on Friday loadings had resumed.

Russian loading plans indicate it aims to boost Urals exports in May before the expiry of a deal on output cuts agreed with the Organization of the Petroleum Exporting Countries and its allies, Reuters calculations and Energy Ministry data show.

The provisional loading plan for Russia’s Baltic Sea ports and Novorossiisk in May show exports rising to 10.7 million tonnes, the highest level in half a decade.

Minsk estimated its loss from lower oil product exports due to contaminated Russian oil at around $100 million, Russia’s Interfax news agency reported on Thursday, citing Belarusian state oil company Belneftekhim.

Russian Deputy Prime Minister Dmitry Kozak, in charge of government energy policy, said this week that those found responsible for contaminating the oil could be fined. He did not provide names.

(Reuters) – India has once again delayed the implementation of higher tariffs on some goods imported from the United States to May 15, a government official said on Friday.

The new tariff structure was to come into force from May 2, the spokeswoman said without citing reasons for the delay.

Angered by Washington’s refusal to exempt it from new steel and aluminum tariffs, New Delhi decided in June last year to raise the import tax from Aug. 4 on some U.S. products including almonds, walnuts and apples.

But since then, New Delhi has repeatedly delayed the implementation of the new tariff.

Trade friction between India and the U.S. has escalated after U.S. President Donald Trump announced plans earlier this year to end preferential trade treatment for India that allows duty-free entry for up to $5.6 billion worth of its exports to the United States.

In a further blow, U.S. on Monday demanded buyers of Iranian oil stop purchases by May or face sanctions, ending six months of waivers which allowed Iran’s eight biggest buyers including India to continue importing limited volumes.

One of Joe Biden’s newly-hired senior advisers has seemingly had a very recent change of heart.

Symone Sanders, a prominent Democratic strategist and Sen. Bernie Sanders, I-Vt., staffer in 2016, was announced as one of the big-name members of Team Biden on Thursday.

But Sanders, who has also served as a CNN contributor, is seen in resurfaced footage from November 2016 expressing her opposition to a white person leading her party after Donald Trump’s election.

“In my opinion, we don’t need white people leading the Democratic party right now,” Sanders told host Brianna Keilar during a discussion on Howard Dean potentially becoming DNC chairman.

“The Democratic party is diverse, and it should be reflected as so in leadership and throughout the staff, at the highest levels. From the vice chairs to the secretaries all the way down to the people working in the offices at the DNC,” she said.

Sanders wrapped up her remarks by saying: “I want to hear more from everybody. I want to hear from the millennials and the brown folks.”

Footage of the interview was resurfaced by RealClearPolitics.

After news of her hiring broke on Thursday, Sanders backed her new boss on Twitter.

The hiring of Sanders has been viewed as another indication of the expected tough fight that Biden and Sanders are in for as the two frontrunners battle a deep Democratic field.

While Sanders himself didn’t torch Biden as he jumped into the race, it’s clear that many of his progressive supporters view the former vice president as a threat.

Biden’s entry into the race – at least in the early going – sets up a battle between himself and Sanders, who thanks to his fierce fight with eventual nominee Hillary Clinton for the 2016 Democratic nomination, enjoys name ID on the level of the former vice president.

Justice Democrats — who also called Biden “out-of-touch” – is an increasingly influential group among the left of the party. They’ve championed progressive Rep. Alexandria Ocasio-Cortez of New York as well as Sanders. The group was founded by members of Sanders 2016 presidential campaign.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Former Democratic National Committee chair Donna Brazile – a Fox News contributor – highlighted that “Joe Biden can occupy his own lane in large part because he’s earned it. He’s earned the right to call himself whatever.”

But she emphasized that “elections are not about the past, they’re about the future…I do believe he has the right ingredients. The question is can he find enough people to help him stir the pot.”
