Water flows down California dam’s rebuilt spillway after 2017 collapse

Officials in Northern California released water down the reconstructed spillway of the nation's tallest dam on Tuesday, more than two years after it crumbled during heavy rains and forced thousands of homes to be evacuated over fears of catastrophic flooding.

Water flowed down the spillway and into the Feather River; storms this week and melting snowpack are expected to swell the lake behind Oroville Dam in the Sierra Nevada foothills, said Molly White, principal engineer with the California Department of Water Resources.

The spring storms follow a very wet winter that coated the mountains with thick snowpack; experts say this has left Califonia drought-free for the first time since December 2011. State experts determined Tuesday that the snowpack is at 162 percent of normal levels, a threefold increase over the same measurement last year.

The dam's main spillway "was designed and constructed using 21st-century engineering practices and under the oversight and guidance from state and federal regulators and independent experts," Joel Ledesma, deputy director of the department's State Water Project, said in a statement.

"We spent the last two years restoring full functionality of the spillway. We expect it to run as designed," he said during a news conference.

The original spillway on the 770-foot-high dam, which is 150 miles northeast of San Francisco, was built in the 1960s. In early 2017, storms drenched the state and the spillway broke apart as it carried heavy flows.

Dam operators reduced the flow and allowed water to run down an emergency spillway — essentially a low area on the reservoir's rim — but the flow began eroding an earthen embankment that had never been used. Authorities had to order an evacuation of nearly 200,000 people living in communities downstream.

The threat of a dam collapse that would unleash a torrent of water did not happen, however, and people were allowed to go home days later.

In January 2018, an independent panel of dam safety experts released a 600-page report that attributed the crisis to "long-term and systemic failures" by California dam managers and regulators to recognize inherent construction and design flaws in the dam.

Repairs have cost $1.1 billion. California requested about $639 million from the Federal Emergency Management Agency (FEMA) for the fixes, but the federal government has rejected $306 million of those reimbursements. U.S. officials say the dam's upper gated spillway was damaged prior to the heavy rain two years ago.

Local water agencies are paying some of the repair costs, and would bear anything not paid by the federal government.

Court ruling adds to delay in alleged USS Cole bomber case

A federal appeals court has thrown out years of legal proceedings in the already-delayed military commission case against a Saudi charged in the deadly 2000 bombing of a U.S. warship.

An appellate panel in Washington, D.C., says Tuesday that a military judge improperly continued to preside over the case after he sought a job in the Justice Department beginning in 2015. Retired Air Force Col. Vance Spath took a job last year as an immigration judge in the Justice Department.

The unanimous three-judge panel says it can't "permit an appearance of partiality to infect a system of justice that requires the most scrupulous conduct from its adjudicators."

Defendant Abd al-Rahim al-Nashiri is accused of orchestrating the bombing of the USS Cole, which killed 17 sailors and wounded 37.

LONDON (Reuters) – Robert Unbranded stands out from other protesters outside the British parliament, and not just because of his red jumpsuit, wild hair and unusual surname.

In a public space otherwise dominated by vocal supporters and opponents of Brexit, Unbranded carries signs protesting the impact of plastic bags on the environment.

“Many people tell me that my protest is more important,” he says, then nods toward parliament. “But everyone is focused on the guff in there.”

That focus was intense on Wednesday as Prime Minister Theresa May vowed to quit in return for parliament passing her EU divorce deal at the third attempt, and lawmakers discussed last-ditch options to break the Brexit deadlock.

Outside, veteran pro- and anti-EU protesters with flags and placards took up well-worn positions on nearby pavements and squares, their rivalry and modest numbers reflecting how Brexit has both divided and exhausted the nation.

Only 7 percent of Brits recently surveyed by NatCen Social Research said the government had handled Britain’s exit from the EU well, with those who voted Leave and Remain almost equally dismayed.

An earlier poll by Ipsos Mori ranked politicians as Britain’s least trusted profession after advertising executives.

Protesters at parliament were also united by a low confidence in British lawmakers’ chances of finding a way out of the Brexit mess.

“If they’re just going to quibble among themselves, we’re not going to get anywhere,” said George Cowie, a retired soldier standing with other anti-EU protesters near the MPs’ entrance to parliament.

He called May’s deal with the EU “appalling” and wanted her replaced by someone who could come up with a better one.

Rival protester Ruth Fryer, a retired teacher wearing a “We Still Love EU” badge, was also despairing.

“My biggest hope is that MPs do what they’re paid to do, which is to put the national interest first and stop Brexit,” she said.

Now scaffold-clad and undergoing renovations, the parliamentary building is for some people a metaphor for a feeble legislature that is unable to fix the country’s Brexit woes and feels remote from normal life.

The debate on Wednesday initially seemed to confirm this, with one lawmaker mocking another over the posh private schools they both attended.

Others articulated what was at stake just two days before Britain was originally due to leave the European Union.

“The government still do not have a plan B. It is incredible, to say the least,” said Jim Cunningham of the opposition Labour Party.

SUBDUED PROTESTERS

Some politicians complained that the atmosphere outside parliament had become ugly and intimidating. But on Wednesday at least, protesters were subdued and few.

Most Brexit supporters clustered by the MPs’ entrance to shout or wave signs at passing politicians.

Boris Johnson, the former foreign minister and leading Brexiteer, arrived by bicycle, dismounting to negotiate a scrum of photographers. May swept through soon after in an armored Jaguar led by police outriders.

Most EU supporters gathered at the other end of the Palace of Westminster, where the national and global media have set up makeshift studios. One supporter introduced himself as “David Palk, the flag man.”

Palk, a semi-retired gardener, held a retractable flag pole as high as a house that allowed his EU flag to appear in the backdrop of television broadcasts.

“This mess has made abundantly clear that our current parliament is not fit for purpose,” he said.

He began to elaborate but was drowned out by the operatic aria Nessun Dorma, played at full volume by a fellow Remainer circling the area in a silver Rolls Royce.

Maureen, a company secretary, said she was protesting to persuade lawmakers to deliver Brexit, but had given up trying to change the opinions of ordinary people.

“The debate is more rancorous now than it was in the run-up to the (2016) referendum,” she said, declining to give her surname. “People’s views are so entrenched.”

She described Britain as a stable country, then corrected herself. “Take that back. We were a stable country. This is making us a laughing stock.”

The Latest on the trial of a former Minneapolis police officer charged in the fatal shooting of an unarmed woman who had called 911 to report a possible crime (all times local):

The head of the Minneapolis police homicide unit testified that alley lighting was bright enough that he could clearly see the scene where a Minneapolis police officer fatally shot an unarmed woman in 2017.

Lt. Richard Zimmerman told a prosecutor that he could see the officers involved in the shooting "just like I'm looking at you right now."

Mohamed Noor is charged with murder and manslaughter in the death of Justine Ruszczyk Damond. Noor shot Damond as she approached his squad car minutes after calling 911 to report a possible sexual assault behind her home.

Defense attorneys have contended that lighting was poor in the alley where Damond was shot.

The fiance of a woman who was shot by a Minneapolis police officer after she called 911 to report a possible crime cradled his head in his hands as body-camera footage of attempts to save her was played at the officer's trial.

Don Damond declined to watch Thursday's playing of the chaotic footage of the unsuccessful efforts to save Justine Ruszczyk Damond, who was shot minutes after calling 911 to report a possible rape near her home. Justine was a dual citizen of the U.S. and Australia who had taken her fiance's last name ahead of their wedding, set for a month after her 2017 death.

The Star Tribune reported that one officer's body camera showed Officer Mohamed Noor and his partner taking turns performing CPR before firefighters arrived and took over.

Noor is charged with murder and manslaughter.

Bill Maher: ‘I Don’t Need The Mueller Report To Know’ Trump’s ‘A Traitor’ — ‘I Have a TV’

Late night HBO host Bill Maher threw Special Counsel Robert Mueller under the bus over his concluding the Russia collusion investigation, claiming he doesn’t need to know what’s in his report to know that President Trump is a “traitor.”

During his Friday show “Real Time,” Maher lamented how politically bad it was for the U.S. president to not be a traitor to his nation.

“We don’t know much. I’m just going to go by what we do know, and I must say, I don’t think it looks good,” Maher said.

He went on to admit that the constant fake news about Trump informs him that he is indeed a traitor despite zero evidence.

“No further indictments…Did the Democrats put too much trust in the Mueller report? Because I don’t need the Mueller report to know he’s a traitor. I have a TV,” he said.

Guest Rep. Eric Swalwell (D-Calif.) tried to assure Maher and his audience that arrests have still been made despite the fact none of them having anything to do with Russian collusion, adding that if they have a Twitter account then they’ve already seen “obstruction of justice.”

“And people are on their way to jail, have gone to jail, there’s probably a farming out of other investigations, but yes if you have a TV or a Twitter account you’ve already seen obstruction of justice,” he said.

Governor says surfing can connect California and El Salvador

California masterfully markets its surfing culture and Gov. Gavin Newsom said Tuesday he wants to share that expertise with El Salvador to help boost tourism and provide more economic opportunities for its impoverished citizens.

"There's no doubt there's a lot we can do together in this space," Newsom said after a discussion about the surfing industry's economic potential with local business owners, investors and U.S. Ambassador Jean Manes.

He'll have a willing partner in President-elect Nayib Bukele, who he met later. Bukele has an initiative titled "Surf City" aimed at investing in beaches to drive tourism.

"We have the best surfing beaches in the world and they have the other ones," he told reporters after meeting with Newsom. "So we want to work together."

California has a long history with surfing, which became the state's official sport last year. It's the home of The Beach Boys, whose version of surf music produced a series of smash hits in the 1960s including "Surfin' USA" with its lyrics highlighting many of Southern California's signature surf beaches. Sept. 20 is designated California Surfing Day and the state markets surf vacations.

Newsom said the state's tourism arm, Visit California, has already expressed interest in working with El Salvador.

Though El Salvador has among the highest homicide rates in the world and the U.S. government warns its citizens about traveling there, Newsom and Bukele said tourist areas are much safer than other parts of the country. Bukele said he'll work to get the U.S. travel advisory removed when he takes office.

Working together on promoting surfing and economic tourism may be one of the most tangible ways Newsom can build a partnership with El Salvador. As his trip concluded, Newsom told reporters he's walking away more educated about the country's challenges. The updated budget he'll present in May will include new resources for immigrants arriving in the United States and he plans to encourage California business interests to invest in El Salvador; he also discussed bringing Salvadoran business leaders to California for a visit.

As a governor, Newsom has little power to effect immigration policy, but he said his trip was vital to understanding the gang violence and other dynamics that cause people to flee.

Bukele, who takes office in June, wants to strengthen U.S.-Salvadoran relations and was diplomatic when asked his views on President Donald Trump.

"We don't want to meddle into U.S. politics," he said. "We will work with any administration."

The U.S. government already invests some money in Salvadoran infrastructure, including roads and water and sewage treatment near El Salvador's coasts through the Millennium Challenge Corporation, created in 2004 under then-President George W. Bush. Last year it contributed about $3 million for a $10.8 million project to develop the coastal area called El Zonte to build hotels and a water treatment plant. MCC has pledged $277 million for coastal development and other projects over a number of years.

Several surfing business owners who joined Newsom on Tuesday said without improved roads and sewage treatment it is harder to attract more tourists. El Salvador has world class surf, particularly on the Punta Roca beach that is well-known to traveling surfers, but lags behind nearby Costa Rica as an international tourist destination, said Jess Ponting, director of the Center for Surf Research at San Diego State University.

"The surf tourism resources (waves) are definitely there, surf tourists just need to know it's relatively safe to travel to and be in those locations," he said in an email. "It seems pretty clear that there is a lot of untapped potential for surf tourism in El Salvador."

Beyond the economic benefits, surfing can provide a dream for young children with few opportunities, said Marcelo Castellanos, who runs a surfing academy in the area. He told Newsom about an 11-year-old boy he trained who eight years later became a professional surfer traveling the world.

"All the kids that grow up in these poor areas know they all can dream," he said. "That happened because we have this program, and we invite the kids who can't pay. The ocean is free, the waves are free. They can make a living and that's the example."

WASHINGTON (Reuters) – The widow and daughter of John McCain on Wednesday criticized President Donald Trump and his online supporters for repeated attacks on the former U.S. senator, Republican presidential nominee and Vietnam War hero who was tortured during five and a half years spent as a prisoner of war.

Speaking on Wednesday to an employee at an Ohio factory that makes military tanks, Trump again hammered McCain.

“So I have to be honest, I’ve never liked him much,” Trump said. “I really probably never will. But there are certain reasons for it.”

Meghan McCain, the daughter of the late senator, spent the last few days defending her father and politely criticizing Trump. On Wednesday she said the president had reached “a new, bizarre low – attacking someone who is not here is a new low.”

She also said, “If I had told my dad … he would think it is so hilarious that our president was so jealous of him that he was dominating the news cycle in death.”

Barely six months after McCain’s death, Trump started the latest exchange between himself and the McCain clan on Sunday in a blast of Tweets, including one that attacked “‘last in his class’ (Annapolis) John McCain.”

A spokeswoman for Meghan McCain said she was not immediately available for further comment.

Cindy McCain, the senator’s widow, sarcastically urged her Twitter followers to “see how kind and loving a stranger can be” and shared with them an online message from someone who described John McCain as a “traitorous piece of warmongering shit and I’m glad he’s dead.”

On Tuesday, speaking to reporters in the Oval Office while sitting next the president of Brazil, Trump added: “I never was a fan of John McCain, and I never will be.”

The tweets and soundbites triggered a swirl of anti-McCain attacks and pro-McCain appeals on social media, like the one Cindy McCain shared, and cable TV discussion.

Without rebuking Trump, Senate Republican Leader Mitch McConnell said in a Tweet: “Today and every day I miss my good friend John McCain. It was a blessing to serve alongside a rare patriot and genuine American hero in the Senate.”

Republican Senator Johnny Isakson was more critical. In an interview with Georgia Public Broadcasting on Wednesday, he called Trump’s remarks about McCain “deplorable.”

The White House had no comment on Trump’s latest attacks.

Trump on Wednesday expressed concern about McCain’s role in the handling of a “dossier,” compiled before the 2016 U.S. presidential election by a former British spy and paid for by lawyers for the Democratic Party and Hillary Clinton’s presidential campaign.

The dossier alleged Russian financial dealings with Trump and included salacious personal details that remain unconfirmed. After the election, a copy of the dossier was given to McCain, who gave it to the FBI, according to court documents that were made public last week.

Trump and his supporters have aggressively attacked the document ever since its contents became public.

“John McCain received a fake and phony dossier … He got it, and what did he do? He didn’t call me,” Trump said during his visit to the Ohio factory. “He turned it over to the FBI hoping to put me in jeopardy and that’s not the nicest thing to do.”

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
