Sen. Coons: Biden Says He's 'All But Certain' He'll Run

Joe Biden is "95 percent there" when it comes to running for president in 2020, but has not yet made that final decision, Sen. Chris Coons, D-Del., a friend and supporter of the former vice president for years, said Wednesday.

"He's told me that he is all but certain he's going to run," Sen. Coons told CNN's "New Day." "He hasn't made that last decision . . . [but] he's feeling very optimistic about the prospects and is preparing for a run, but he has not made that final decision. I expect that soon."

Coons said if Biden runs, it will mark a "big and important moment in American history," as the former vice president has a "huge reservoir of experience, both in the Senate and as the vice president in the Obama/Biden administration."

The senator, however, indicated a potential campaign theme for Biden, saying he expects him to "run looking forward, setting us on a path toward making America work again" and to work to help heal the nation's divisions and "restore respect for the presidency."

Meanwhile, comments Biden made in the 1970s about busing and desegregation have created some early controversy, but Coons said he does not expect Biden to spend time "relitigating" things he might have said decades ago.

"Obviously the United States is in a very different place today," Coons said. "Joe Biden was someone who in his entire career in the Senate was a tireless advocate for civil rights. I could cite you chapter and verse the bills he led, that he cosponsored, that he wrote, the ways in which his decades of public service he has fought for racial justice."

BERLIN (Reuters) – Almost half of German firms doing business in Britain are unprepared for Brexit because they don’t know what form Britain’s planned departure from the European Union will take, a survey showed on Thursday.

British Prime Minister Theresa May failed to sway hardline opponents of her EU divorce deal on Wednesday with an offer to quit, but parliament’s bid to agree an alternative fell short, leaving the Brexit process as deadlocked as ever.

“Our motto, ‘stay cool, calm and collected’ is being sorely tested at the moment,” Michael Schmidt, president of the British Chamber of Commerce in Germany (BCCG), told reporters in Berlin.

A BCCG poll of 101 German firms doing business in Britain, and British companies with activity in Germany, showed 47 percent were unprepared for Brexit.

“That’s scary, certainly. It reflects the uncertainties because today all scenarios are still on the table, which is difficult for companies to prepare for,” said Andreas Glunz, managing partner at KPMG, which conducted the survey with BCCG.

In the event of a no-deal Brexit, 13 percent of the surveyed firms planned to relocate operations from Britain to Germany. A further 10 percent planned to shift business to other countries in continental Europe.

Pakistan Forces on Alert Amid Escalation With India

Tensions between the traditional rivals escalated in mid-February after over 40 Indian soldiers were killed in a terrorist attack in Pulwama in Kashmir, India. While Pakistan-based Jaish-e-Mohammed claimed responsibility for the attack, the Indian government blamed the Pakistani government for sponsoring terror activities in India.

New Delhi (Sputnik): Pakistan has reiterated that the situation at the border with India remains on high alert and that its forces will remain on alert, as directed by Prime Minister Imran Khan last week.

Pakistan’s Foreign Office spokesman Dr. Muhammad Faisal said on Wednesday that the Pakistanis wished for de-escalation of border tensions vis-a-vis India.

“There is a difficult situation with India. We wish for de-escalation and are taking steps for this. The situation like the prime minister said remains on alert”, Dr. Faisal said in a video at Geo News.

Meanwhile, cross-LoC (Line of Control) trade on the Poonch-Rawalakot route was suspended following the deterioration of the situation on Tuesday, when four army men, three Pakistani and one Indian, were killed in different incidents of cross-border firings while over a dozen civilians were injured.

In the post-Pulwama border attack escalation, the Indian Air Force (IAF) had conducted an aerial strike in Balakot inside Pakistan and claimed to have destroyed terror infrastructure operated by Jaish-e-Mohammed. A day later, Pakistan claimed shooting down two Indian aircraft, while the Indian side stated that its MiG-21 Bison had shoot down an F-16 jet of Pakistan before it crashed inside Pakistan territory.

During a meeting of the Cabinet Committee on Security on Tuesday, Indian National Security Adviser Ajit Doval told Prime Minister Narendra Modi that the three branches of the country’s defense forces — army, air force, and navy — were ready for another action against Pakistan, India TV News reported.

In his turn, Pakistan’s Prime Minister Imran Khan has voiced his belief that the possibility of an armed conflict with India is not yet over.

White House readies panel to question security risks of climate

WASHINGTON (Reuters) – The White House is readying a presidential panel that would question U.S. military and intelligence reports showing human-driven climate change poses risks to national security, according to a document seen by Reuters on Wednesday.

The effort comes as President Donald Trump seeks to expand U.S. production of crude oil, natural gas, and coal, and unwind regulatory hurdles on doing so.

The panel, to be formed by an executive order by Trump, would be headed by William Happer, a retired Princeton University physics professor currently on the White House’s National Security Council.

Happer disagrees with mainstream climate science and believes that emissions of the main greenhouse gas that scientists blame for climate change – carbon dioxide – benefits the planet by helping plants grow.

The document calls into question U.S. government reports that say climate change poses risks to national security, including the 2019 Worldwide Threat Assessment from the office of the Director of National Intelligence (DNI), Dan Coats.

“These scientific and national security judgments have not undergone a rigorous independent and adversarial scientific peer review to examine the certainties and uncertainties of climate science, as well as implications for national security,” the document said.

The annual DNI report, issued in January, said droughts, floods, wildfires and rising seas made worse by climate change and environmental degradation pose global threats to infrastructure and security.

In January, the Department of Defense said climate change was a national security issue and listed 79 domestic bases at risk from floods, drought, encroaching deserts, wildfires and in Alaska, thawing permafrost.

U.S. officials have also said that climate change can burden the military by increasing the number of global humanitarian missions in which it participates.

The White House is holding a meeting on Feb. 22 in the situation room to discuss an upcoming executive order by Trump to set up the committee, made up of 12 or fewer people, said the document, dated Feb. 14. The document was first reported by the Washington Post.

Trump has repeatedly cast doubt on the science of climate change, arguing that the causes and impacts are not yet settled. As a temporary blast of frigid cold hit the Midwest last month he said on Twitter “What the Hell is going on with Global Wa(r)ming. Please come back fast, we need you!”

Happer, who does not have a background in climate, has served on the NSC since 2018 as deputy assistant to the president for emerging technologies, and complained that carbon dioxide emissions have been maligned, a position strongly opposed by a vast majority of climate scientists.

Happer said on CNBC in 2014 that the “demonization of carbon dioxide is just like the demonization of the poor Jews under Hitler.”

The White House did not have a comment on the document.

Francesco Femia, the co-founder of the Center for Climate & Security, a non-profit research and policy group, called the panel a “sham committee” that could put a chill on further analysis of climate risks from some members of military and intelligence agencies.

“I am worried there will be a reticence among some in the future to include those risks in their public reports for fear of having to deal with this political committee in the White House, because ultimately the heads of departments and agencies serve at the pleasure of the president,” Femia said.

Massive 4-day fire at Texas petrochemicals facility finally extinguished

Emergency crews in Texas on Wednesday finally extinguished a massive fire that had engulfed a petrochemicals facility for four days.

Intercontinental Terminals Company (ITC) spokeswoman Alice Richardson said at a news conference that investigators could now begin their probe into what the triggered the massive blaze at the facility in Deer Park, an area just southeast of Houston.

The fire was extinguished Wednesday at 3 a.m. after it had sent a huge, dark plume of smoke thousands of feet into the air when it first began on Sunday.

The fire briefly flared up late Wednesday afternoon but was contained within 30 seconds by firefighters, the city of Deer Park said in a tweet.

Efforts have now shifted to concerns over air quality and the environmental impact.

The Environmental Protection Agency (EPA) conducted air-quality tests throughout the Houston area, both on the ground and from a small airplane, and "measured no levels of hazardous concentrations," agency official Adam Adams said.

The EPA also reviewed data collected by ITC, Harris County, where Houston is located, and by the Texas Commission on Environmental Quality (TCEP), which did not show hazardous concentrations of volatile organic compounds, Adams said.

The state environmental agency said in a statement Wednesday that the benzene levels it found near and around the storage facility did not pose health concerns.

Still, some people living in the area have complained of various symptoms since the fire, including headaches, nausea and nose bleeds.

Sema Hernandez, who lives in Pasadena, just west of Deer Park, said all four of her children have experienced headaches since the fire started Sunday. However, she has not been able to take them to a doctor because she doesn't have health insurance.

"This shouldn't have happened. ... But it did. My question is, what do we do now?" Hernandez said.

The EPA and the TCEQ said they were waiting for test results of water samples to determine any potential impacts from the foam used to fight the fire on waterways next to the storage facility, including the Houston Ship Channel.

Sarah Sanders: Democrats need to do their jobs instead of playing politics with border control, health care and the Mueller investigation

White House Press Secretary Sarah Sanders said Tuesday that President Trump's primary focus is on the safety of the American people, and that Democrats are "too busy playing politics instead of doing their jobs."

In addressing  the president's remarks about the possibility of shutting down the southern border with Mexico, Sanders argued that even former President Obama's Department of Homeland Security Secretary agreed last week that there is a "crisis" at the border, and pointed to more widespread acceptance of President Trump's declarations.

"We're glad that others and Democrats and people in the mainstream media are starting to understand the crisis that the president has been talking about for the last two years," she said on "America's Newsroom."

As for the strict measures the president is proposing for the border, she added, "Democrats in Congress are leaving us no choice. They're unwilling to work with us to fix this problem because they're too busy playing politics to do their jobs."

Among renewed concerns about how closing the border would negatively impact jobs and the national GDP, Sanders said that Mexico has been cooperating more in recent weeks by participating in the illegal immigration process, stopping people from crossing and offering asylum on their side of the border.

Another topic she addressed was the subpoena expected from Democrats to obtain the full, unredacted Mueller report. Sanders' response was that Democrats are only attempting to get the full report because Attorney General William Barr's summary wasn't as critical of President Trump as they expected.

"It just shows what sore losers Democrats really are," she said. "They went out and lied about what they expected the Mueller report to tell America, and they got it wrong."

In addition, Sanders also addressed President Trump's attempt to repeal the Affordable Care Act, a vote that he recently postponed until 2020, after the presidential election. Sanders argued that a vote could not take place now because Democrats are "controlled by the far radical left wing of their party," and want to pioneer a "government takeover" of health care that tells Americans what they can and can't do with their bodies.

Despite a nationwide crisis over the skyrocketing price of insulin, Sanders also argued that President Trump has succeeded in lowering the price of pharmaceutical drugs.

The press secretary added that Dems are going to have to meet the Trump administration and work together to reach any real solutions.

"If Democrats change their minds and want to get serious about fixing problems instead of playing politics, we're here and we're ready to work with them to fix the broken system," she said.

UN hosts powers to discuss preventing an arms race in space

Government experts from 25 countries have opened a meeting to look at ways of preventing an arms race in space, amid uncertainty whether some of the world's biggest powers will actually find it in their national interests.

The informal, closed-door talks over two weeks starting Monday at the United Nations in Geneva will test the level of goodwill among key powers including Britain, China, France, Russia and the United States.

The Trump administration, for one, has touted its plans for a "Space Force."

The group's chairman, Ambassador Guilherme de Aguiar Patriota of Brazil, said the meeting aims to reach a basic consensus on a list of elements that could one day be part of a possible agreement on space. He acknowledged that aiming for a treaty within the next decade would be "very ambitious."

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
