Report: GOP Urges Mark Harris to Quit NC's Do-Over Race

North Carolina GOP House candidate Mark Harris is being urged to stay on the sidelines in a new election that has been ordered after results from last Nov. 6 proved tainted, The Washington Times reported.

The pressure to quit the do-over race is coming not only from fellow North Carolina Republicans but his own wife, Beth, the Times reported, citing sources close to the family.

According to the news outlet, Harris is not only marred by the scandal but also faces potential federal charges, his campaign is broke, and he is in poor health.

He gave up the fight for his election victory after his son, an assistant U.S. attorney in North Carolina, testified he had warned his father something was fishy about the campaign's absentee ballot program, the Times reported.

The State Board of Elections last week ordered the new election after four days of hearings on illegal absentee-ballot harvesting that tainted Nov. 6 results showing Harris beat Democrat Dan McCready by 905 votes.

The seat will likely remain empty until nearly the end of the year, the news outlet reported.

Paul Shumaker, a GOP political consultant in North Carolina, told the Times he is expecting the race to become a referendum on President Donald Trump.

"Whether Republicans want it that way or not, that's how it is going to play out," he told the news outlet. "There's a lot at stake here."

2014 Little Rock police memo: SWAT team served all warrants

Lawyers for a man who claims police lied to obtain a no-knock arrest warrant for him say a 2014 memo from Little Rock police shows the department had a policy to use SWAT teams, which are typically only used for high-risk situations, to execute all search warrants.

Civil rights attorneys Ben Crump and Michael Laux released an internal police memo Tuesday in which a sergeant calls the department's use of its SWAT team to execute all search warrants a "mandate" from the Office of the Chief of Police.

But a document from two years prior says the SWAT Unit serves "hazardous warrants" in which violence or weapons are expected.

Last week, Houston's police chief said his department will no longer use SWAT teams to serve "no-knock" warrants after police killed a couple during an exchange of gunfire while serving a warrant. Police later said an officer lied to obtain the warrant.

Pompeo dismisses N Korea’s rejection of him as US negotiator

Secretary of State Mike Pompeo on Friday rejected a North Korean demand that he be replaced as President Donald Trump's top negotiator, as the United States and Japan vowed to continue to enforce tough sanctions on North Korea until it dismantles its nuclear weapons and ballistic missile programs.

Pompeo's refusal to step down and the joint U.S.-Japanese pledge made at a meeting of their foreign and defense ministers at the State Department threw more uncertainty over the possible resumption of stalled denuclearization talks. The talks have been at an impasse over sanctions since Trump's second summit with North Korean leader Kim Jong Un ended without any agreement in late February, and the North has warned it may not return to the table without immediate sanctions relief.

"Nothing changed, we're continuing to work. I'm still in charge of the team," Pompeo told reporters, insisting that he and his special envoy for North Korea Stephen Biegun would remain on the job.

"President Trump is obviously in charge of the overall effort, but it will be my team and special representative Biegun who will continue to lead the U.S. efforts to achieve what Chairman Kim committed to do," he said. "He's made that commitment to President Trump multiple times, he's made it to me personally half a dozen times and I am convinced we still have a real opportunity to achieve that outcome and our diplomatic team will continue to remain in the lead."

Pompeo's comments — at a news conference with acting Defense Secretary Patrick Shanahan, Japanese Foreign Minister Taro Kono and Defense Minister Takeshi Iwaya — were his first response to the North Korean demand, which followed an announcement by Pyongyang on Thursday that it had tested a new tactical weapon. The test, along with the North's criticism of Pompeo for "talking nonsense" and misrepresenting Kim's positions, signaled a hardening stance and cast doubt on a quick resumption of negotiations.

Pompeo, Shanahan, Kono and Iwaya all said that they would not bow to North Korea's sanctions relief demands.

"We will continue to press North Korea to abandon all of its weapons of mass destruction, ballistic missiles and related programs and facilities," Pompeo said, speaking on behalf of the group. "We will continue to enforce all sanctions against North Korea and encourage every country to do so."

Kono said Friday's meeting came at "a critical time to align the response to the North Korean situation," noting that Japanese Prime Minister Shinzo Abe will travel to the U.S. to meet Trump next week and that Trump will soon visit Japan. "Japan and the United States will continue to cooperate on full implementation of all U.N. Security Council resolutions," he said in reference to international sanctions the world body has imposed on the North.

The U.S. is refusing to ease major sanctions until North Korea completely and verifiably dismantles its nuclear weapons and long-range ballistic missiles while the North wants significant sanctions to be lifted before the process is completed.

Japan has also advocated a tough approach to the North in contrast to South Korea, which has pushed for a step-by-step approach that would lift some international sanctions as incentives. Pompeo has said some minor relief, including the possible easing of travel restrictions, could be considered in the short- to medium-term but that the crippling sanctions the North most wants removed will not be lifted until it fulfills what he says have been Kim's repeated pledges to Trump to completely denuclearize.

On Thursday, North Korea said it had test-fired a new type of "tactical guided weapon," its first such test in nearly half a year, and demanded that Pompeo be excluded from future negotiations. Although the test didn't appear to be of a banned mid- or long-range ballistic missile that could scuttle chances of resuming the negotiations, it allowed North Korea to show its people it is pushing ahead with weapons development and reassuring hardline military officials worried that diplomacy with Washington is a sign of weakness.

North Korea's foreign ministry accused Pompeo of playing down the significance of comments by Kim, who said last week that Washington has until the end of the year to offer mutually acceptable terms for an agreement to salvage the high-stakes nuclear diplomacy. In a statement, the director general of the American Affairs Department Kwon Jong Gun said that Pompeo was "talking nonsense" and misrepresenting Kim's comments.

During a speech at Texas A&M University on Monday, Pompeo said Kim promised to denuclearize during his first summit with President Donald Trump and that U.S. officials were working with the North Koreans to "chart a path forward so we can get there."

"He (Kim) said he wanted it done by the end of the year," Pompeo said. "I'd love to see that done sooner."

The North Korean statement said Pompeo was "misrepresenting the meaning of our requirement" for the negotiations to be finalized by the year's end, and referred to his "talented skill of fabricating stories." It said Pompeo's continued participation in the negotiations would ensure that the talks become "entangled" and called for a different counterpart who is "more careful and mature in communicating with us."

In a speech before his rubber-stamp parliament last week, Kim said he is open to a third summit with Trump, but only if the United States changes its stance on sanctions enforcement and pressure by the end of the year.

The precarious perch of a potential Pentagon chief

With no other candidate emerging as the clear front-runner, expectations inside the Pentagon are that Patrick Shanahan will soon be nominated as the next secretary of defense and that he likely would win Senate confirmation.

Shanahan, a former Boeing executive, would be the first career defense industry executive to serve as defense secretary.

He has been the acting secretary since Jim Mattis left Dec. 31. Since then, Shanahan has avoided public missteps while handling such politically sensitive issues as sending military reinforcements to the U.S.-Mexico border.

Some have questioned whether his background amounts to an inherent conflict of interest for a defense secretary presiding over a multi-billion-dollar procurement budget. But Michael O'Hanlon, an analyst at the Brookings Institution, says that experience in defense industry issues could work to Shanahan's benefit.

Trump tweets video edited to suggest Omar dismissive of 9/11

President Donald Trump weighed in Friday on the most recent controversy involving Democratic Rep. Ilhan Omar, retweeting video edited to suggest that the Minnesota congresswoman was dismissive of the significance of the Sept. 11 attacks.

The video pulls a snippet of Omar's speech last month to the Council on American-Islamic Relations in which she described the 2001 attacks on the World Trade Center as "some people did something," as well as news footage of the hijacked planes hitting the twin towers. Trump tweeted, "WE WILL NEVER FORGET!"

Omar's remark has drawn criticism largely from political opponents and conservatives who say the congresswoman, one of the first Muslim women to serve in Congress, offered a flippant description of the assailants and the attacks on American soil that killed nearly 3,000 people and pointed the U.S. toward war.

Neither Trump's tweet nor the video includes her full quote or the context of her comments.

Omar told CAIR in Los Angeles that many Muslims saw their civil liberties eroded after the attacks, and she advocated for activism.

"For far too long we have lived with the discomfort of being a second-class citizen and, frankly, I'm tired of it, and every single Muslim in this country should be tired of it," she said in the March 23 speech, according to video posted online. "CAIR was founded after 9/11 because they recognized that some people did something and that all of us were starting to lose access to our civil liberties."

CAIR was founded in 1994, according to its website, but its membership increased dramatically after the attacks.

Many Republicans and conservative outlets expressed outrage at Omar's remarks.

"First Member of Congress to ever describe terrorists who killed thousands of Americans on 9/11 as 'some people who did something,'" tweeted Rep. Dan Crenshaw, R-Texas, a retired Navy SEAL who lost his right eye in 2012 in an explosion in Afghanistan.

"Here's your something," the New York Post blared on its cover beneath a photograph of the flaming towers.

House Speaker Nancy Pelosi has said she wants to hear from Omar about it, but the Minnesota Democrat doesn't seem to be backing down.

Omar tweeted a quote from former President George W. Bush shortly after the attacks, when he said: "'The people — and the people who knocked these buildings down will hear all of us soon!"

"Was Bush downplaying the terrorist attack?" Omar tweeted. "What if he was a Muslim."

Omar has repeatedly pushed fellow Democrats into uncomfortable territory over Israel and the power of the Jewish state's influence in Washington. She apologized for suggesting that lawmakers support Israel for pay and said she isn't criticizing Jews. But she refused to take back a tweet in which she suggested that American supporters of Israel "pledge allegiance" to a foreign country.

Her comments sparked an ugly episode among House Democrats when they responded with a resolution condemning anti-Semitism became a broader declaration against all forms of bigotry.

Credit Suisse aims to take control of China securities venture

ZURICH (Reuters) – Credit Suisse has agreed to take majority control of Chinese securities venture Credit Suisse Founder Securities Ltd (CSFS), boosting its stake to 51 percent from 33.3 percent via a capital injection, the Swiss bank said on Monday.

Under the deal, the stake held by Credit Suisse’s partner Founder Securities Co Ltd will fall to 49 percent. Credit Suisse did not say how much capital it planned to inject should regulators approve the deal.

China now allows foreign banks to hold controlling stakes in securities joint ventures as a major part of the country’s pledge to ease ownership curbs, especially in the trillion-dollar financial sector.

Swiss rival UBS Group became the first foreign bank to hold a majority stake in a Chinese securities venture when China’s securities regulator gave the go-ahead in November under new rules announced by Beijing in 2017.

JP Morgan and Nomura also won Chinese regulatory approval last month to set up majority-owned brokerage joint ventures.

The China Securities Regulatory Commission said at the time it would continue to approve foreign brokerage joint ventures “efficiently”.

The biggest global investment banks, which struggled to build their China businesses under rules that previously limited them to 49 percent ownership, had long sought the lifting of such limits on joint ventures.

Established in 2008 and headquartered in Beijing, CSFS provides capital markets services in the Chinese domestic market, including sponsoring and underwriting A-shares, foreign investment shares, and government and corporate bonds. It also provides financial advisory services, Credit Suisse said.

Since October 2016, the business has also operated a securities brokerage operation in Shenzhen Qianhai.

Credit Suisse has been present in China for more than 30 years. Its franchise includes equities, investment banking and capital markets, and private banking. It also has an asset management joint venture — ICBC Credit Suisse Asset Management Co Ltd — with total assets under management of nearly 1.3 trillion yuan ($193.78 billion) as of the end of 2018.

(Reuters) – U.S. stock index futures were flat on Friday, as investors paused ahead of GDP data, which is expected to show the world’s largest economy maintained a moderate pace of growth in the first quarter.

Gross domestic product probably increased at a 2% annualized rate in the quarter as a burst in exports, strong inventory stockpiling and government investment in public construction projects offset a slowdown in consumer and business spending, according to a Reuters survey of economists.

The Commerce Department report will be published at 8:30 a.m. ET.

The GDP data comes as investors look for fresh catalysts to push the markets higher. The S&P 500 index is about 0.5% below its record high hit in late September, after surging nearly 17% this year.

First-quarter earnings have been largely upbeat, with nearly 78% of the 178 companies that have reported so far surpassing earnings estimates, according to Refinitiv data.

Wall Street now expects S&P 500 earnings to be in line with the year-ago quarter, a sharp improvement from the 2.3% fall expected at the start of April.

Amazon.com Inc rose 0.9% in premarket trading after the e-commerce giant reported quarterly profit that doubled and beat estimates on soaring demand for its cloud and ad services.

Ford Motor Co shares surged 8.5% after the automaker posted better-than-expected first-quarter earnings largely due to strong pickup truck sales in its core U.S. market.

Mattel Inc jumped 8% after the toymaker beat analysts’ estimates for quarterly revenue, as a more diverse range of Barbie dolls powered sales in the United States.

At 6:52 a.m. ET, Dow e-minis were down 35 points, or 0.13%. S&P 500 e-minis were down 1.5 points, or 0.05% and Nasdaq 100 e-minis were up 10.75 points, or 0.14%.

Among decliners, Intel Corp slumped 7.7% after it cut its full-year revenue forecast and missed quarterly sales estimate for its key data center business.

Rival Advanced Micro Devices declined 0.8%.

Oil majors Exxon Mobil Corp and Chevron Corp are expected to report results later in the day.

WARSAW (Reuters) – Germany could owe Poland more than $850 billion in reparations for damages it incurred during World War Two and the brutal Nazi occupation, a senior ruling party lawmaker said.

Some six million Poles, including three million Polish Jews, were killed during the war and Warsaw was razed to the ground following a 1944 uprising in which about 200,000 civilians died.

Germany, one of Poland’s biggest trade partners and a fellow member of the European Union and NATO, says all financial claims linked to World War Two have been settled.

The right-wing Law and Justice (PiS) has revived calls for compensation since it took power in 2015 and has made the promotion of Poland’s wartime victimhood a central plank of its appeal to nationalism.

PiS has yet to make an official demand for reparations but its combative stance towards Germany has strained relations.

“Poland lost not only millions of its citizens but it was also destroyed in an unusually brutal way,” Arkadiusz Mularczyk, who heads the Polish parliamentary committee on reparations, told Reuters in an interview.

“Many (victims) are still alive and feel deeply wronged.”

His comments come a month before European Parliament elections in which populist and nationalist parties are expected to do well. Poland will also hold national elections later this year, with PiS still well ahead of its rivals in opinion polls.

EU LARGESSE

Mularczyk said the reparations figure could amount to more than 10 times the estimated 100 billion euros ($111 billion) that Poland has received so far in European Union funds since it joined the bloc in 2004.

Germany is the biggest net donor to the EU budget and some Germans regard its contributions as generous compensation to recipient countries like Poland which suffered under Nazi rule.

In 1953 Poland’s then-communist rulers relinquished all claims to war reparations under pressure from the Soviet Union, which wanted to free East Germany, also a Soviet satellite, from any liabilities. PiS says that agreement is invalid because Poland was unable to negotiate fair compensation.

Mularczyk said his committee hoped to complete its report on the reparations issue by Sept. 1, the 80th anniversary of Hitler’s invasion.

Accusing Berlin of playing “diplomatic games” over the issue, he said: “The matter is being swept under the rug (by Germany) … until it’ll be wiped from the memory, from people’s awareness.”

His comments come after the Greek parliament voted this month to seek billions of euros in German reparations for the Nazi occupation of their country.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said the United States did not pay any money to North Korea as it sought the release of comatose American student Otto Warmbier.

The Washington Post reported on Thursday that Trump had approved payment of a $2 million bill from North Korea to cover its care of the college student, who died shortly after he was returned to the United States after 17 months in a North Korean prison.

Al-Qaida in Yemen is vowing to avenge beheadings carried out by Saudi Arabia this week — an indication that some of the 37 Saudis executed on terrorism-related charges were members of the Sunni militant group.

Al-Qaida in the Arabian Peninsula, as the branch is called, posted a statement on militant-linked websites on Friday, accusing the kingdom of offering the blood of the “noble children of the nation just to appease America.”

The statement says al-Qaida will “never forget about their blood and we will avenge them.”

U.S. ally Saudi Arabia on Tuesday executed 37 suspects convicted on terrorism-related charges. Most were believed to be Shiites but at least one was believed to be a Sunni militant.

His body was pinned to a pole in public as a warning to others.

For two friends with checkered pasts it was the luck of a lifetime: a 4 million-pound ($5.2 million) lottery win.

But Mark Goodram and Jon-Ross Watson may see their celebrations cut short.

The Sun newspaper reports that Britain’s National Lottery is withholding the payout as it investigates whether the men, who have a string of criminal convictions, used illicit means to buy the winning ticket.

The Sun said neither man has a bank account, leading lottery organizers to investigate how they obtained the bank-issued debit card that paid for the 10 pound ($13) scratch card.
