WASHINGTON (Reuters) – U.S. Treasury Secretary Steven Mnuchin on Monday said he would follow the law regarding Congress’ request for U.S. President Donald Trump’s tax returns but reiterated his concerns about lawmakers’ demands.

“We’re analyzing the law, we’re consulting with the Department of Justice,” Mnuchin said in an interview on Fox Business Network ahead of an April 23 deadline imposed by Democrats in the U.S. House of Representatives. “I will follow the law.”

China Distances Itself From Dollar, Buys More Gold

China bought gold for the fourth straight month in March, adding another 11.2 tons of the yellow metal to its reserves, according to the latest data released by the People’s Bank of China.

With the most recent purchases, the Chinese official gold reserves stand at about 1,884 tons or 60.62 million ounces. The Chinese have been adding gold to their reserves over the last several months as they continue to minimize exposure to the US dollar.

In December, the People’s Bank of China announced the first increase in its gold holding since 2016. The Chinese have a history of going long periods without any official announcement of its gold holding and then suddenly revealing a large increase in its reserves. In 2009, the People’s Bank of China stopped reporting its gold holdings. Then in June 2015, the Chinese central bank suddenly announced its gold hoard had grown by 57%.

For a little more than a year, the PBOC regularly announced additions to its gold reserves. Chinese gold holdings rose another 185 tons over the next 16 months before it suddenly went silent again. During this time period, China was pushing for inclusion of the yuan in the International Monetary Fund’s benchmark currency basket.

Since then, the Chinese aren’t only buying gold again; they have also been selling off US Treasury holdings. Over the past year, the Chinese have shed more than $50 billion in US debt.

In a recent note, Lawrieongold.com creator Lawrie Williams said China is one of several countries seeking to minimize dependence on the greenback.

“One suspects China is like Russia, and probably some other nations too, in diversifying its reserves away from dependence on the US dollar as a reserve currency. The US has been demonstrating its readiness to use the dollar, and its links to global trade, as a weapon to try and bring enemies and allies into line with its global foreign policy.”

The fact that the global system facilitating financial transactions uses the dollar gives the US a great deal of economic leverage.  The Society for Worldwide Interbank Financial Telecommunication (SWIFT) enables financial institutions to send and receive information about financial transactions in a secure, standardized environment. Since the dollar is the world reserve currency, SWIFT facilitates the international dollar system.

In 2014 and 2015, the US blocked several Russian banks from SWIFT as relations between the two countries deteriorated. Last fall, the US threatened to lock China out of the dollar system if it didn’t follow UN sanctions on North Korea.

Last month, Zhou Yu, director of the Research Center of International Finance at the Shanghai Academy of Social Sciences, told the Global Times that China wants to minimize its exposure to the US dollar.

“Since the start of the China-US trade dispute, China has realized that there are risks in holding the US dollar, and it is taking action to increase holdings of other financial assets such as gold to replace its US dollar-denominated assets to guard against those risks.”

Analysts at Bank of America Merrill Lynch said this trend toward global US dollar deleveraging could help boost gold prices.

“We believe that de-dollarization could also lead to rising share of gold holdings in gold portfolios.”

Many analysts believe China holds far more gold than it officially reveals. As Jim Rickards pointed out on Mises Daily back in 2015, many people speculate that China keeps several thousand tons of gold “off the books” in a separate entity called the State Administration for Foreign Exchange (SAFE). Given the political dynamics and the ongoing trade war, it seems unlikely the Chinese suddenly stopped increasing their gold reserves in 2016.

UK lawmakers want Big Four accounting firms broken up

LONDON (Reuters) – Britain’s “Big Four” accounting firms should be broken up to improve standards and transparency in book-keeping after audit failures at construction company Carillion and retailer BHS, British lawmakers said on Tuesday.

Parliament’s business committee urged Britain’s Competition and Markets Authority (CMA) to force EY, KPMG, Deloitte and PwC to legally separate audit and consultancy services.

The CMA published interim proposals last December to require a less draconian operational separation of auditing and more lucrative consultancy to avoid the former being cross-subsidized and prioritized by the latter.

The CMA has yet to publish final recommendations.

The report seeks to keep up reform momentum after past attempts to end the so-called Big Four’s dominance of book-keeping made little headway.

EY, KPMG, Deloitte and PwC have sought to head off being split up by voluntarily agreeing not to offer consultancy services to audit clients.

The cross-party report said that if the CMA opts for only operational separation, it should be reviewed after three years to see if it ends cross-subsidies and improved audit quality.

“If not, we recommend that the CMA then move to implement a full structural break-up of the Big Four into audit and non-audit businesses in the UK,” the report said.

Deloitte said a structural split would harm audit quality, and could materially damage Britain’s competitive position as a leading capital market. The “Big Four” are global but the reforms could only apply in Britain.

They check the books of nearly all large listed companies, employing thousands more partners than their nearest rivals like Grant Thornton and BDO.

MARKET CAP

The CMA proposed joint audits for all of Britain’s top 350 listed companies, meaning a smaller accounting firm would have to be hired alongside any appointment of a “Big Four” firm.

But the lawmaker report takes a more cautious approach by recommending a pilot of joint audits in the “upper reaches” of the top 100 companies, but supplemented with a “segmented” market cap on the Big Four for the rest of the top 350 companies.

The CMA kept market caps in reserve despite proposals last year from the top four accounting firms to help challengers get the experience to audit bigger customers.

The government should also examine if special safeguards are needed for auditing banks, the report said.

It also looks at “imprudent” dividends paid by companies like Carillion from profits that were either optimistically booked or unrealized.

The government and the Financial Reporting Council, which polices accountants, should urgently produce a prudent definition for realized profits and tighten the UK dividend regime, the report said.

Auditors should also play a key role in spotting fraud, it added. A separate, independent review recommended last December replacing the FRC with a more powerful body.

The government is expected to propose legislation to implement the audit shake up once the CMA has published its final recommendations in coming weeks.

More protesters flood Sudan’s sit-in to demand civilian rule

Khartoum (Reuters) – Thousands of protesters demanding an end to military rule flocked to the sit-in outside Sudan’s Defence Ministry on Friday, in the biggest turnout in the center of the capital since last week when former President Omar al-Bashir was ousted and a military council took over.

Protesters waved the Sudanese flag and chanted “freedom, peace and justice”. Children sitting on a bridge nearby banged with stones on the metal pillars to the rhythm of the chants.

The military council has said it is ready to meet some of the protesters’ demands, including fighting corruption, but has indicated that it would not hand over power to protest leaders.

“If we don’t stay it will be as if we hadn’t done anything, we will stay until we oust the military council,” said 26-year-old protester Rania Ahmed.

Not far from the bridge, 10 effigies dressed in security forces uniform and helmets were hanging from a metal pillar, symbolizing protesters’ animosity toward the security forces.

“I look at this everyday and it brings me great happiness,” said Mostafa Abuel Qassem, a 29-year-old photographer.

“This is the pride of the revolution,” he added.

The Sudanese Professionals’ Association (SPA), leading the revolt, has called for sweeping change to end a violent crackdown on dissent, purge corruption and cronyism and ease an economic crisis that worsened during Bashir’s last years in power.

Protesters formed checkpoints at the entrances of the sit-in, wearing yellow vests and body-searching people coming in for weapons to make sure the protest remains peaceful.

Hundreds performed Friday prayers in the sit-in, while hundreds more marched to the area after the praying in mosques nearby.

The sit-in that began on April 6 outside the Defence Ministry was the culmination of 16 weeks of protests triggered by the economic crisis, leading to Bashir being ousted and arrested after three decades in power.

The military council has said a transitional period of up to two years will be followed by elections and that it is ready to work with anti-Bashir activists and opposition groups to form an interim civilian government.

Sudanese have been struggling with sharp price rises and shortages of cash and basic products. Many analysts blame the country’s economic troubles on mismanagement, corruption and the impact of U.S. sanctions, as well as loss of oil revenue when South Sudan seceded in 2011.

Futures pull back ahead of earnings; oil stocks jump

(Reuters) – U.S. stock index futures dipped on Monday as investors returned from their Easter break and took a cautious stance at the beginning of what is expected to be the busiest week of the first-quarter earnings season.

The S&P 500 closed slightly lower last week, ending its three-week winning streak, but hovered about 1% away from a record high hit in September on U.S.-China trade hopes and a largely upbeat earnings season.

More than a third of the S&P 500 companies, including Boeing Co, Amazon.com Inc and Facebook Inc, will report this week determining whether investors should be concerned about the start of an earnings recession or whether back-to-back quarters of negative growth can be avoided.

S&P 500 profits are expected to drop 1.7% year-over-year, according to Refinitiv data in what could be the first earnings contraction since 2016.

Halliburton Co was up 3.8% in premarket trading after the oilfield services provider reported a surge in quarterly profit driven by a recovery in demand from its international customers.

Also helping was a surge in oil prices, with the United States set to announce a further clampdown on Iranian oil exports, tightening global supplies.

Exxon Mobil Corp was up 0.6% and Schlumberger NV gained 1.5%.

At 7:21 a.m. ET, Dow e-minis were down 60 points, or 0.23%. S&P 500 e-minis were down 7.75 points, or 0.27% and Nasdaq 100 e-minis were down 23.75 points, or 0.31%.

Boeing Co was down 1.2% following a New York Times report over the weekend that the company’s factory in South Carolina, which makes the 787 Dreamliner, has been plagued by shoddy production and weak oversight that have threatened to compromise safety. Another report on Sunday said the planemaker rejected the allegations.

Tesla Inc fell 2.4% after the electric car company said it has sent a team to investigate a video on Chinese social media which showed a parked Tesla Model S car exploding. Chinese rival Nio Inc’s shares were down 3.1%.

Pinterest Inc shares dipped 1.9% after closing up more than 30% in their market debut on Thursday. Brokerage Zephirin Group started coverage with a “sell” rating, citing a very competitive market for visual sharing.

European shares steady near four-month highs but poor earnings weigh

MILAN (Reuters) – Optimism over China-U.S. trade talks helped European shares steady near four-month highs on Thursday, although a number of poorly received updates from the likes of utility Centrica, engineer Technip and shipper Moeller-Maersk weighed.

The pan-European STOXX 600 index was flat by 0830 GMT, while the trade-sensitive DAX index was up 0.3 percent and France’s CAC 40 added 0.1 percent.

A Reuters report said Washington and Beijing had started to outline commitments on the stickiest issues in their trade dispute, marking the most significant progress yet toward ending a seven-month trade war.

Centrica was the biggest faller on the STOXX 600, down 11 percent after it warned a national price cap on energy bills would hit its 2019 results.

Moeller-Maersk fell 8.7 percent after meeting fourth-quarter expectations, while TechnipFMC also tumbled more than 7 percent as the oil services company posted a fourth quarter loss.

Prysmian was another heavy faller, down 9 percent, after the Italian cable maker said a system failure was detected in its Westernlink Interconnection.

Barclays rose 4 percent. Even though the UK bank reported a lower than forecast attributable profit, it did show signs of progress in its under-pressure investment bank, where profit for the full year increased as its equities trading unit saw income rise 25 percent.

Still in the UK, BAE Systems fell 5.9 percent. Britain’s biggest defense company said German moves to block exports to Saudi Arabia could hit its major deals with the Kingdom.

“Outdated laws” need fixing to deal with the surge in illegal immigrant families crossing the U.S. border with Mexico, a top Border Patrol official said Friday.

Migrant families face no consequences if apprehended trying to cross the border illegally under present law, Border Patrol chief of Operations Brian Hastings claimed during an appearance on “Fox & Friends.”

“We need a change in the current outdated laws that we’re dealing with for this current demographic and this crisis that we have,” he said.

Hastings said as of Thursday there have been 440,000 apprehensions along the southwest border. There were 396,000 apprehensions all of last year.

And those numbers continue to rise, he said.

Historically 70 to 90 percent of apprehensions at the border were quickly returned to Mexico, Hastings said.

Now, 83 percent of those apprehended have come from the Central American northern triangle which includes Guatemala, El Salvador, and Honduras, and of those 63 percent are “family units” and children who cannot be returned, he said.

“There are no consequences that we can apply to this group currently,” Hastings said. “We’re overwhelmed. If you look at agents there doing a tremendous job trying to deal with the flow.”

The law dictates children have to be released after 20 days of detention.

Sen. Lindsey Graham, R-S.C., says that has forced immigration officials to release entire families because “you don’t want to separate families.”

Recently, he said he is drafting legislation that would allow children to be detained for more than 20 days.

Hastings said agents are frustrated with the situation but are doing the best they can with the resources they have.

“Up to 40 percent of our agents are processing at any given time,” he said. “That should say that in and of itself is pulling from those border security resources.”

President Trump on Friday blasted liberal billionaire activist Tom Steyer for his continued push to impeach Trump — with Trump claiming Steyer is “trying to remain relevant” and doesn’t have the “guts” to run for the White House himself.

Trump and his allies have pointed to Special Counsel Robert Mueller’s Russia report’s conclusions that there was no evidence of collusion between Russia and the Trump campaign and its decision not to make a conclusion on obstruction of justice as a vindication for the president.

But some Democrats and left-wing activists have pointed to the instances of possible obstruction of justice that the investigation looked into as proof of the need for more investigations or even impeachment proceedings.

Steyer has been one of the leaders backing a push to impeach Trump and founded “Need to Impeach” and has kept up that push since the report’s release. He announced on Thursday that he was calling on Speaker Nancy Pelosi, D-Calif., to support impeachment proceedings.

On Friday he responded to Trump’s tweet, calling him “angry and scared.”

“I know you want it all to go away. But for the sake of the country you must face your transgressions. Rage away, but that anger doesn’t matter,” he said in a tweet. The truth and the people will prevail.”

Impeachment hearings have been backed by a number of House Democrats, as well as 2020 presidential hopefuls Sens. Elizabeth Warren, D-Mass., and Kamala Harris, D-Calif. However, Pelosi has long been skeptical of impeachment proceedings against Trump.

“I’m not for impeachment,” Pelosi told The Washington Post in an interview last month. “Impeachment is so divisive to the country that unless there’s something so compelling and overwhelming and bipartisan, I don’t think we should go down that path, because it divides the country. And he’s just not worth it.”

A Florida measure that would ban sanctuary cities is set for a vote Friday in the state’s Senate after clearing its first hurdle earlier this week.

The bill would effectively make it against the law for Florida’s police departments to refuse to cooperate with federal immigration officials.

“The Governor may initiate judicial proceedings in the name of the state against such officers to enforce compliance,” a draft version of the Senate bill reads.

A House version of the bill, which passed by a 69-47 vote Wednesday, adds that non-complying officials could be suspended or removed from office and face fines of up to $5,000 per day. Republican Gov. Ron DeSantis is expected to sign off on the measure, although it’s not clear which version.

Florida is home to 775,000 illegal immigrants out of 10.7 million present in the United States, ranking the state third among all states.

Nine states — Alabama, Arizona, Georgia, Iowa, North Carolina, Mississippi, Missouri, Tennessee and Texas — already have enacted state laws requiring law enforcement to comply with Immigration and Customs Enforcement.

Florida doesn’t have sanctuary cities like the ones in California and other states. But Republican lawmakers say a handful of their municipalities — including Orlando and West Palm Beach – are acting as “pseudo-sanctuary” cities, because they prevent law enforcement officials from asking about immigration status when they make arrests.

“There are still people here in the state of Florida, police chiefs that are just refusing to contact ICE, refusing to detain somebody that they know is here illegally,” Florida Republican Rep. Blaise Ingoglia said earlier this month. “So while the actual county municipality doesn’t have an actual adopted policy, they still have people in power within their sheriff’s department or police department that refuse to do it anyway.”

Florida’s Democratic Party has blasted the anti-Sanctuary measures, while the Miami-Dade Police Department says it should be up to federal authorities to handle immigration-related matters.

“House Republicans today sold out their communities to Donald Trump and Ron DeSantis by passing this xenophobic and discriminatory bill,” the state’s Democratic Party said Wednesday after the House passed their version of the bill. “It’s abhorrent that Republican members who represent immigrant communities are now turning their backs on their constituents and jeopardizing their safety.

“Florida has long stood as a beacon for immigrant communities — and today Republicans did the best they could to destroy that reputation,” they added.

MADRID (Reuters) – Spain’s Vox party, aligned to a broader far-right movement emerging across Europe, has become the focus of speculation about last minute shifts in voting intentions since official polling for Sunday’s national election ended four days ago.

No single party is anywhere near securing a majority, and chances of a deadlocked parliament and a second election are high.

Leaders of the five parties vying for a role in government get final chances to pitch for power at rallies on Friday evening, before a campaign characterized by appeals to voters’ hearts rather than wallets ends at midnight.

By tradition, the final day before a Spanish election is politics-free.

Two main prizes are still up for grabs in the home straight. One concerns which of the two rival left and right multi-party blocs gets more votes.

The other is whether Vox could challenge the mainstream conservative PP for leadership of the latter bloc, which media outlets with access to unofficial soundings taken since Monday suggest could be starting to happen.

The right’s loose three-party alliance is led by the PP, the traditional conservative party that has alternated in office with outgoing Prime Minister Pedro Sanchez’s Socialists since Spain’s return to democracy in the 1970s.

The PP stands at around 20 percent, with center-right Ciudadanos near 14 percent and Vox around 11 percent, according to a final poll of polls in daily El Pais published on Monday.

Since then, however, interest in Vox – which will become the first far-right party to sit in parliament since 1982 – has snowballed.

It was founded in 2013, part of a broader anti-establishment, far-right movement that has also spread across – among others – Italy, France and Germany.

While it is careful to distance itself from the ideology of late dictator Francisco Franco, Vox’s signature policies include repealing laws banning Franco-era symbols and on gender-based violence, and shifting power away from Spain’s regional governments.

According to a Google trends graphic, Vox has generated more than three times more search inquiries than any other Spanish political party in the past week.

Reasons could include a groundswell of vocal activist support at Vox rallies in Madrid and Valencia, and its exclusion from two televised debates between the main party leaders, on the grounds of it having no deputies yet in parliament.

Conservative daily La Vanguardia called its enforced absence from Monday’s and Tuesday’s debates “a gift from heaven”, while left-wing Eldiario.es suggested the PP was haemorrhaging votes to Vox in rural areas.

Ignacio Jurado, politics lecturer at the University of York, agreed the main source of additional Vox votes would be disaffected PP supporters, and called the debate ban – whose impact he said was unclear – wrong.

“This is a party polling over 10 percent and there are people interested in what it says. So we lose more than we win in not having them (in the debates),” he said

For Jose Fernandez-Albertos, political scientist at Spanish National Research Council CSIC, Vox is enjoying the novelty effect that propelled then new, left-wing arrival Podemos to 20 percent of the vote in 2015.

“While it’s unclear how to interpret the (Google) data, what we do know is that it’s better to be popular and to be a newcomer, and that Vox will benefit in some form,” he said.

For now, the chances of Vox taking a major role in government remain slim, however.

The El Pais survey put the Socialists on around 30 percent, making them the frontrunners and likely to form a leftist bloc with Podemos, back down at around 14 percent.

The unofficial soundings suggest little change in the two parties’ combined vote, or the total vote of the rightist bloc.

That makes it unlikely that either bloc will win a majority on Sunday, triggering horse-trading with smaller parties favoring Catalan independence – the single most polarizing issues during campaigning – that could easily collapse into fresh elections.

The Amish population in Pennsylvania’s Lancaster County is continuing to grow each year, despite the encroachment of urban sprawl on their communities.

The U.S. Census Bureau says the county added about 2,500 people in 2018. LNP reports that about 1,000 of them were Amish.

Elizabethtown College researchers say Lancaster County’s Amish population reached 33,143 in 2018, up 3.2% from the previous year.

The Amish accounted for about 41% of the county’s overall population growth last year.

Some experts are concerned that a planned 75-acre (30-hectare) housing and commercial project will make it more difficult for the county to accommodate the Amish.

Donald Kraybill, an authority on Amish culture, told Manheim Township commissioners this week that some in the community are worried about the development and the increased traffic it would bring.
