China should learn from Japan’s lost decade: former official

(This March 12 story has been refiled to correct last year of Zhou’s governorship in 6th paragraph)

By Tom Arnold

LONDON (Reuters) – China needs to learn lessons from Japan’s lost decade to ensure the world’s second-largest economy does not suffer similar problems, former central bank governor Zhou Xiaochuan said on Tuesday.

Debt levels in China are too high, although the Chinese government is taking steps to try to de-leverage the economy, Zhou said in a speech at Chatham House in London.

“Japan had very fast development and later then a so-called lost decade,” he said. “The Chinese economy may have a similar over-leveraged problem, and we need to absorb the knowledge and lessons from what happened.”

The lost decade refers to the period of economic stagnation in Japan that began in the 1990s.

China’s gross domestic product last year expanded at its slowest pace since 1990, while corporate bond defaults hit a record high and banks’ non-performing loan ratio notched a 10-year high.

Zhou, who was the central bank governor from 2002 to 2018, making him the longest serving in that post, said he hoped high levels of household savings could be funneled into supporting the development of the equity market, although China’s gross savings rate would likely slip from around 45 percent of GDP to 40 percent or lower in the future.

China would continue its financial sector reform and further open its markets to foreign investors, enabled in part by the increasing internationalization of its currency, the yuan, he said.

“After so many years China is much more confident to have further reform and open-door policy,” Zhou said. But he acknowledged the pace of some reforms had been too slow and further overhauls were needed to help develop capital markets and revamp the pension system.

Expressing hope that China’s trade war with the United States would ease, he said: “We stand for free trade and investment and multilateralism.”

The governments of the world’s two largest economies have been locked in a tariff battle as Washington presses Beijing to address longstanding concerns over Chinese practices around technology transfers, market access and intellectual property rights.

Hong Kong owner of Pacific island casino sued over forced labor, trafficking claims

HONG KONG (Reuters) – Hong Kong-listed Imperial Pacific, the owner of a multi-billion Saipan gaming project, is being sued by former construction workers who say they were victims of forced labor and human trafficking on the U.S.-administered Pacific island.

Seven Chinese construction workers made the claim via a filing on Friday to the Federal Court in Saipan, part of the Northern Mariana Islands.

They are seeking unspecified monetary compensation for pain and suffering as well as punitive damages.

Imperial Pacific did not respond to a request for comment.

The lush mountainous island of Saipan, controlled by the United States since the end of World War Two, approved a casino in 2014, after which Chinese investment skyrocketed.

Imperial Pacific has the sole license to operate a casino in Saipan but has faced a slew of delays and setbacks to open its hotel resort.

Scrutiny of the project intensified after the death of a construction worker in 2017 and an FBI raid that found a list of more than 150 undocumented workers in a contractor’s offices, as well as a safe containing several thousand dollars in U.S. currency, several hundred Chinese yuan and employee pay stubs.

Several executives have resigned over the past year and worker protests have been a recurring theme as they claim unpaid wages and injuries.

The filing, which names Imperial Pacific as well as its contractors, MCC International Saipan Ltd and Gold Mantis Construction Decoration, alleges workers were required to work more than 12 hours a day and sometimes do a 24-hour shift.

It also accuses employers of withholding a portion of their wages and claims they often failed to pay them for weeks at a time.

MCC, which is owned by Metallurgical Corp of China, and Gold Mantis, a subsidiary of Suzhou Gold Mantis Construction Decoration, did not immediately respond to a request for comment.

The filing states Imperial Pacific knew about, or at a minimum, “recklessly disregarded its contractors’ exploitive and illegal practices” and that the company was repeatedly told about the use of unauthorized workers on the construction site.

Crammed into dormitories, often with no showers or air-conditioning, plaintiffs were made to work on a construction site that was extremely dangerous, it said.

“One Gold Mantis supervisor, who had already physically beaten another employee, threatened to kill plaintiffs if they disobeyed him,” it said in the filing.

All plaintiffs suffered injuries including a badly burnt leg, scalded hand and partially severed finger, according to the filing.

Saipan’s casino commission has extended the deadline for the completion of the resort to February 2021. Imperial Pacific was contractually obliged to open the casino in March 2017.

Leftists Harass, Threaten Alex Jones Then Deceptively Edit the Footage to Portray Jones as the Bad Guy

A group of leftists hurled threats and abuse at Alex Jones during an incident in Austin, Texas last night before deceptively editing the footage to make it look like Jones had initiated the confrontation.

Jones went for dinner at Lucy’s Fried Chicken on South Congress with his wife and Joe Rogan.

They took their seats at a small bar area inside the restaurant. Most of the seating for customers is outside.

Within 5 minutes, a dark haired man entered the bar area from outside, approached Jones, leaned in to his ear and seethed, “Eat shit Alex Jones, you’re gonna get it, fuck you, fuck you, fuck you!”

Jones ignored the man, but 10 minutes later was confronted by another individual, who told him, “Fuck you, fuck your family!”

Further obscenities were shouted towards Jones and his wife a third time when the door to the outside briefly swung open.

At this point, Jones told his wife to finish her meal as he felt the situation was going to end badly and wanted to pay the tab and leave.

As soon as Jones and his wife walked outside to leave, he saw a bunch of stereotypical wild eyed, crazy looking leftists screaming about “eating and killing the rich”.

The group had chosen to sit at the table right by the exit door and all had their cameras rolling, having clearly set up the confrontation.

Jones then recognized one of the men who had threatened him earlier. The individual started shouting “eat shit eat shit” over and over again.

Knowing that the footage would be posted to the Internet, Jones began recording video.

null

Footage of the confrontation was later posted to Reddit and went viral. However, it cut out the part where the leftists initiated the incident by hurling violent threats at Jones and his wife as they sat peacefully trying to eat dinner.

Infowars will be posting the full footage later today which will be added to this article. The raw footage shows managers of the restaurant acknowledging that the leftists had initiated the confrontation by threatening Jones.

The Reddit post makes out that Jones randomly started yelling at the group because he couldn’t “handle ridicule in public,” with no mention of the violent threats against Jones and his wife that preceded this encounter.

The irony is that while the leftists claimed that it was Jones who couldn’t handle ridicule, they couldn’t even handle Jones’ presence in a restaurant without freaking out.

They also can’t handle the First Amendment and freedom of speech, given that their taunts included boasts about how Jones had been deplatformed by Big Tech.

Jones told Infowars that he gets harassed in this manner four or five times a month but normally doesn’t react.

“They baited me like a matador does with a bull and then when I open the door, they’re all waiting with their cameras going and then edited it deceptively because it didn’t look right because showing them chanting obscenities at me would have ruined their narrative,” said Jones.

“The biggest takeaway from this isn’t that the left congenitally deceives and tries to manipulate the population as a group. The bigger takeaway is that if you’re wearing a MAGA hat or if you’re affiliated with capitalism or Trump or anything Americana, that these people hate you so much they would behave and act like this. This is a reflection of their hatred for America. This is what we routinely hear from Democrats – that America was never great and will never be great.”

The practice of harassing and abusing Trump supporters who are trying to enjoy private time with their families has become a leftist specialty.

During a speech last year, Rep. Maxine Waters called on her supporters to harass Trump administration members in public.

“Let’s make sure we show up wherever we have to show up. And if you see anybody from that Cabinet in a restaurant, in a department store, at a gasoline station, you get out and you create a crowd. And you push back on them. And you tell them they’re not welcome anymore, anywhere,” said Waters.

Rep. Debbie Dingell: Michigan Muslims Scared After Massacre

Rep. Debbie Dingell, D-Mich., said Monday that Muslims in her hometown of Dearborn, Michigan, the location of the largest mosque in the United States, are afraid after the massacre of worshippers in New Zealand last week.

"This community has been targeted for a long time," Rep. Dingell told MSNBC's "Morning Joe." "I think it's time to stand up. I think some of the younger people are tired of feeling targeted."

Dingell pointed out a similar mass shooting occurred in the Pittsburgh Tree of Life synagogue last October.

"The rabbis were with us Friday night, Saturday night and Sunday and people want to stand up to this hate," Dingell said. "They want people to know who they are. They want to be able to go to a mosque or temple or Catholic church and not be afraid."

She also called for all members of the federal government to take a stand against such "hatefulness" and complained that social media has "become a tool of absolutely vitriolic rhetoric."

Meanwhile, Dingell said she is concerned people have lost their ability to communicate under President Donald Trump.

"There are people who are scared and worried about their jobs," Dingell said. "You have union workers who don't think that anybody cares about them, and they still think he cares about them . . . I think there's almost schizophrenia.

"People just want somebody to care about them. They want to have a safe and secure job that pays them enough to live in a decent neighborhood. That's what I'm hearing."

Lockheed expects F-35 flying costs will take time to come down: executive

AVALON, Australia (Reuters) – Lockheed Martin Corp expects it will take around 15 to 20 years to bring the cost per flight hour of the F-35 below fourth-generation fighter jets such as the F-16, the head of the F-35 program said on Wednesday.

The U.S. Air Force, the largest global customer for the F-35, has launched a push to drive down the cost of flying and servicing F-35s to the same levels as current fighters without stealth capabilities.

Lockheed Martin Vice President and General Manager F-35 Program Greg Ulmer said there was an effort to lower the cost per flight hour to $25,000 by 2025 but further savings would take longer.

“Today it is different customer by customer but I think $35,000 per flying hour is a good number,” he told Reuters in an interview at the Australian International Airshow.

“If we project that out based on the initiatives we have in place, we believe as we move out to the 2035-2040 timeframe we can get that cost down to under what a fourth gen is today,” in the range of $20,000-25,000 per flight hour.

Initiatives involved in lowering the cost to $25,000 an hour include reducing the number of mechanics needed to support each plane, Ulmer said.

Lockheed is also looking to refine diagnostic systems to reduce false alarms as well as to ensure there are proper spare parts available for maintenance and repairs.

Lockheed Martin Vice President and General Manager Training and Logistics Services Amy Gowder said the United States had been late to install enough capacity for F-35 repairs due to delays in funding approvals.

“The U.S. has been very slow to fund that in the depots specifically like Hill Air Force Base,” she said. “They should have started those projects a few years ago.”

That was becoming increasingly problematic as more planes were added to the fleet, Gowder said.

“When you have 180 aircraft it is probably okay. Now we have 300. It is the scale of the volume increases which is why there is a concern,” she said.

“That is putting more pressure on the supply chain in the near term.”

The U.S. Air Force did not respond immediately to a request for comment outside usual business hours.

Operating costs were a big issue when military officials from the United States, Israel and F-35 user nations in Europe – Britain, Italy, Norway, Denmark, Turkey, the Netherlands – met in Germany in September last year.

Experts say the U.S. Air Force could cut back its planned purchases of the aircraft unless it can lower the flying costs.

Illegal Migrant in Austria Says He Killed Woman Who Called His Penis ‘Too Small’

The Iraqi Kurd, who came to Austria years ago, had his residency permit withdrawn in 2011 over his criminal record. However, he did not leave the country despite several offences that culminated with the murder of his reported fiancée. These details have prompted debates about the asylum system in Austria.

Vienna’s Regional Court has convicted an immigrant from Iraq, Daban K. of murdering his partner, also an Iraqi and mother of seven (or five, according to some reports), after staying in Austria illegally for years. The jury has sentenced him to life in prison, although the decision is not final.

The 40-year-old has admitted to stabbing 50-year-old Nagsha R., in whose apartment he lived over recent months and whom he reportedly wanted to marry, to death after previously denying his guilt and claiming that she had wounded herself numerous times.

According to the defendant, the murder occurred after one of his arguments with the woman, he referred to as Rosa. Talking about their relationship, he claimed, as cited by the Austrian newspaper Der Standard, that he “loved this woman a lot”. Yet, after a wedding in accordance with religious laws last year, she allegedly no longer wanted to have sex with him. She also reportedly argued with him over his hashish consumption and had insulted him.

“She insulted my manhood, she said I do not even have hair on my chest”, the man told the court, also saying that he had thrown away the woman’s vibrator because it was “dangerous”.

He alleged that she also received male guests and had cheated on him.

“She cheated on me three times with other men and did not want to sleep with me anymore, and, at some point, she said my penis was too small”, he told a psychiatrist, according to the Austrian outlet Heute.

He even claimed that on the day of the murder last autumn an Iraqi on the street was waiting to give her 3,000 euros for plastic surgery. The defendant insisted that the stabbing had been an act of self-defence as she had threatened him with a knife, saying “I’m going to kill you because you’re not a man!” He noted that he snatched the weapon from her and “saw all in black” before stabbing the victim “blind with anger” without allegedly remembering the details.

Alex Jones and callers discuss how Texas Governor Greg Abbott must be ready to take action and defend the southern border, with or without permission from the federal government or President Trump.

According to the couple’s neighbour, he heard the woman screaming “Save me, he wants to slaughter me!” before running to the apartment, opening it as the door was not locked, and seeing Daban slashing her. Then the man reportedly piled an armchair, table and, shawls over the lifeless body and left the flat calmly.

When the details of this grisly murder became public it raised questions about the Austrian asylum system, according to oe.24.

The website points out, that his asylum application was reportedly rejected in 2005, but he could not be deported for he was “entitled to subsidiary protection”. This status was withdrawn in 2011 after the man was convicted of extortion, so he was expelled to Iraq but did not obey the order and even filed another asylum application. In 2016, the man was reportedly sentenced to imprisonment for trafficking, then, received nine months more for causing bodily harm.

However, he was not jailed due to being considered unfit for detention. This was rejected after a psychiatric report but he still contested the decision in court and walked free. Even after his residence permit was denied in 2017, he filed another appeal and remained in the country.

(Reuters) – Exxon Mobil Corp on Friday reported first-quarter profit fell sharply on lower oil and gas prices and weakness in its refining and chemicals businesses that offset modest production gains.

The largest U.S. oil producer’s first quarter earnings fell to $2.35 billion, or 55 cents a share, from $4.65 billion, or $1.09 a share, a year ago.

Analysts had expected Exxon to earn 70 cents per share, according to Refinitiv Eikon estimates.

Shares were trading down about 2.7 percent in premarket trading on Friday.

Exxon’s oil equivalent production rose 2 percent to 4 million barrels per day, up from 3.9 million bpd in the same period the year prior. The company said its output in the Permian Basin, the largest U.S. shale basin, rose 140 percent over a year ago.

A Baha’i advocacy group has expressed concerns over the fate of minority Baha’is at the hands of Yemen’s Houthi rebels ahead of the appeals hearing for one of the community leaders sentenced to death.

The Baha’i International Community said in a statement Friday that the hearing for Hamed bin Haydara, detained in 2013 and sentenced to death last year on espionage and apostasy charges, is due on Tuesday.

The statement quotes Bani Dugal, the Baha’i community representative at the United Nations, as saying the prosecution hasn’t addressed Haydara’s appeal but is instead making “absurd, wide-ranging accusations.”

International rights groups have decried the prosecution of Yemeni Baha’is by the Iran-backed Houthis.

Iran has banned the Baha’i religion, which was founded in 1844 by a Persian nobleman considered a prophet by followers.

KABUL (Reuters) – Afghan President Ashraf Ghani encouraged newly-elected lawmakers to participate in the peace process with the Taliban as he opened on Friday the first session of parliament since a controversial election.

Ghani has invited thousands of politicians, religious scholars and rights activists to an assembly known as a loya jirga next week to discuss ways to end the 17-year war.

Several opposition leaders have said they will boycott the four-day assembly in Kabul, saying it was pulled together without their input and is being used by Ghani as he seeks a second term in a September presidential election.

“We have presented the peace plan on a regular basis and we are committed to it,” Ghani said in the first session since parliamentary elections marred by technical problems, militant attacks and accusations of voting fraud last year.

“Based on this plan, there will be no peace deal and negotiation that does not have the green card of the parliament,” he added.

Officials from the United States and the Taliban have held several rounds of talks to end the Afghan war.

U.S. negotiator, Zalmay Khalilzad, has reported some progress toward an accord on a U.S. troop withdrawal and on how the Taliban would prevent extremists from using Afghanistan to launch attacks as al Qaeda did on Sept. 11, 2001.

The insurgents have so far rejected U.S. demands for a ceasefire and talks on the country’s political future that would include Afghan government officials.

The loya jirga, a centuries-old institution used to build consensus among competing tribes, factions and ethnic groups, is an attempt by Ghani to influence the peace talks and cement his position for a second term, Afghan politicians and Western diplomats say.

Amid growing political divisions in Kabul, opposition politicians have demanded that Ghani step down when his mandate ends next month, and give way to an interim government to oversee peace talks with the Taliban. Ghani has ruled that out.

The country’s top court said last week Ghani can stay in office until the presidential election in September.

Deputy Attorney General Rod Rosenstein Thursday defended special counsel Robert Mueller’s investigation while slamming former President Barack Obama’s administration for being slow to take action on Russian interference in U.S. elections and ex-FBI Director James Comey for telling Congress the agency was investigating collusion between the Trump campaign and Russia.

“Our nation is safer, elections are more secure, and citizens are better informed about covert foreign influence schemes,” Rosenstein said in a speech to the Armenian Bar Association, marking his first public remarks after the Mueller report was released, reports CBS News.

He also pointed out that the investigation revealed a pattern of computer hacking and the use of social media to undermine elections as “only the tip of the iceberg of a comprehensive Russian strategy to influence elections, promote social discord, and undermine America, just like they do in many other countries,” reports The Wall Street Journal.

The Obama administration also made “critical decisions,” including choosing not to publicize the full story about Russian hackers and social media trolling, “and how they relate to a broader strategy to undermine America,” said Rosenstein.

He noted that the Mueller probe began after Comey disclosed during a hearing before Congress that President Donald Trump “pressured him to close the investigation and the president denied that the conversation occurred.”

Rosenstein said two years ago, when he was confirmed, he was told by a Republican senator that he would be in charge of the probe and that he’d report the results to the American people.

However, he said he didn’t promise to do that, because it is “not our job to render conclusive factual findings. We just decide whether it is appropriate to file criminal charges.”

BEIJING (Reuters) – Britain must get to the bottom of the leak of confidential discussions during a top-level security meeting about the role of China’s Huawei Technologies in 5G network supply chains, British finance minister Philip Hammond said on Friday.

News that Britain’s National Security Council, attended by senior ministers and spy chiefs, had agreed on Tuesday to bar Huawei from all core parts of the country’s 5G network and restrict its access to non-core elements was leaked to a national newspaper.

The leak of secret discussions has sparked anger in parliament and amongst Britain’s intelligence community. Britain’s most senior civil servant Mark Sedwill has launched an inquiry and written to ministers who were at the meeting.

“My understanding from London (is) that an investigation has been announced into apparent leaks from the NSC meeting earlier this week,” said Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing.

“To my knowledge there has never been a leak from a National Security Council meeting before and therefore I think it is very important that we get to the bottom of what happened here,” he told Reuters in a pooled interview.

British culture minister Jeremy Wright said on Thursday he could not rule out a criminal investigation. The majority of the ministers at the NSC meeting have said they were not involved, according to media reports.

Hammond said he was unaware of any previous leak from a meeting of the NSC.

“It’s not about the substance of what was apparently leaked. It’s not earth-shattering information. But it is important that we protect the principle that nothing that goes on in national security council meetings must ever be repeated outside the room.”

Allowing Huawei a reduced role in building its 5G network puts Britain at odds with the United States which has told allies not to use its technology at all because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

There have been concerns that the NSC’s conclusion, which sources confirmed to Reuters, could upset other allies in the world’s leading intelligence-sharing network – the Five Eyes alliance of the United States, Britain, Australia, Canada and New Zealand.

However, British ministers and intelligence officials have said any final decision on 5G would not put critical national infrastructure at risk. Ciaran Martin, head of the cyber center of Britain’s main eavesdropping agency, GCHQ, played down any threat of a rift in the Five Eyes alliance.
