WASHINGTON (Reuters) – President Donald Trump said on Tuesday he was prepared to close the U.S. southern border if necessary but that Mexico has apprehended thousands of people in recent days and its actions have made a big difference in the immigration situation.

Trump threatened on Friday to close the border with Mexico this week unless Mexico took steps to help the United States with illegal immigration, a move which had threatened to overload U.S. ports of entry in the region.

The administration softened its tone on the issue on Tuesday, saying Mexico was taking greater responsibility for dealing with the immigration flows.

“They have started to do a significant amount more. We’ve seen them take a larger number of individuals” and hold those who have asylum claims in Mexico while they are being processed in the United States, White House spokeswoman Sanders told reporters at the White House.

“We’ve also seen them stop more people from coming across the border so that they aren’t even entering into the United States. So those two things are certainly helpful and we’d like to see them continue,” Sanders said.

Trump hinted at a softening earlier in a Twitter post on Tuesday. “After many years (decades), Mexico is apprehending large numbers of people at their Southern Border, mostly from Guatemala, Honduras and El Salvador,” he said.

He also told reporters at the White House he was still prepared to do that if necessary but that Mexico had apprehended thousands of people in recent days, having a big impact on the border situation.

AP sources: Secret Service director to leave Trump admin

U.S. Secret Service Director Randolph "Tex" Alles is expected to leave the Trump administration.

That's according to two administration officials who spoke on the condition of anonymity to discuss the personnel matter.

The officials say Alles' departure stems from a personality conflict within the agency. They said it was unrelated to the resignation of Homeland Security Secretary Kirstjen Nielsen and a recent security breach at the president's private club in Florida.

Alles, a former Marine general, was recommended to the post by former White House chief of staff John Kelly.

FBI aids probe after car plows into 8 California pedestrians

The FBI is assisting California officials in the investigation of a motorist who appeared to deliberately plow into a group of people, injuring eight, authorities said Wednesday.

Prentice Danner, a spokesman for the FBI's field office in San Francisco, said the Sunnyvale Police Department is the lead agency in the investigation but that the bureau will become more involved "if it is determined a federal crime was committed."

Sunnyvale Police Cpt. Jim Choi said the driver of the car was arrested and has been identified but that his name is not being made public to avoid compromising the investigation.

He said the department notified the FBI after the Tuesday evening crash because "we are making sure we are looking at all the possible motives and angles."

Witnesses told investigators the motorist was speeding and drove directly toward the pedestrians without trying to veer away or stop the car before striking them, Choi said.

"Some of the statements (from witnesses) show that the driver did not try to avoid the pedestrians at the cross walk, and there was no attempt to swerve, drive away or break," he said.

Some of the eight people injured were at a corner or on the crosswalk when the car hit them before smashing into a tree, he said. The crosswalk remains closed Wednesday as officials investigate.

A 13-year-old boy and seven others were taken to the hospital Tuesday evening after the crash near a shopping center in Sunnyvale, more than an hour south of San Francisco, Choi said. An update on their conditions was expected later Wednesday.

HARARE (Reuters) – Zimbabwe’s central bank has sold up to $20 million to banks for trading on a newly-launched forex interbank market, but the money could be exhausted by the end of next week due to high demand, banking sources said on Wednesday.

Zimbabweans had hoped the end of Robert Mugabe’s rule in 2017 after an army coup would change their economic fortunes, but have instead watched as a severe dollar crunch hobbles businesses and brings shortages of medicines, fuel and food.

Many anticipated walking into banks to buy U.S. dollars after the Reserve Bank of Zimbabwe (RBZ) scrapped a discredited 1:1 dollar peg for surrogate bond notes and electronic dollars last week, merging them into a lower-value transitional currency called the RTGS dollar.

But banks were under orders to restrict transactions to companies and individuals with foreign payments to make that would stimulate economic growth, according to a central bank directive seen by Reuters.

That, and the fact the exchange rate has remained stuck at around 2.5 RTGS to the dollar since the currency started trading on Friday, brought criticism from bankers and economists that it was not the monetary reform needed.

The central bank sold what it called “seed” U.S. dollars to a handful of banks on Friday, but RBZ governor John Mangudya and Finance Minister Mthuli Ncube have refused to say the amount.

“They sold between $15 and $20 million to the banks,” said one executive whose bank bought dollars from the RBZ.

“But that will be exhausted by the end of next week, and that is when reality will kick in.”

“WE WILL RUN OUT SOON”

Another executive at one of Zimbabwe’s three biggest banks confirmed the amount and added: “The problem is that there is huge demand, but no one is selling, so we will run out pretty soon.”

Dealers at banks said the reason sellers were not coming forward was because they wanted a higher rate for dollars.

On the black market, $1 bought 3.6 RTGS, unchanged from Tuesday. But dealers said the central bank was giving indications to the market that it did not want the official rate to move beyond 2.5 for now.

“You then ask yourself whether this is really a free float,” a dealer at a Harare bank said.

The central bank says it removed the 1:1 dollar peg to benefit exporters who previously surrendered a portion of their dollars at the official rate.

Exporters, including miners who earn the most dollars for the economy, can now sell part of their U.S. dollars at the 2.5 rate. But they can only keep dollars in local foreign currency accounts for 30 days, after which they are required to sell on the interbank market.

This, the central bank hopes, will create a ready pool of dollars for importers and the government.

But some analysts are skeptical, saying exporters should be allowed to keep all their dollars and only sell when they need to, if Zimbabwe is to attract foreign investment.

“This is not much of a currency reform. They just merged the RTGS (electronic dollars) and bond notes and devalued the exchange rate, but everything remains the same,” said Tony Hawkins, professor of business studies at the University of Zimbabwe.

In another sign of the acute dollar shortages, long queues resurfaced at petrol stations this week where fuel is supplied by government purchases in the U.S. currency.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.

BEIJING (Reuters) – British finance minister Philip Hammond said on Friday that he had a “very constructive meeting” with his counterpart in the opposition Labour Party before leaving for Beijing and that he was optimistic about finding common ground.

Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing, said talks with Labour aimed at finding a way forward on Brexit had not stalled.

“I’m optimistic that we will find common ground,” he said. “Both sides have got clear positions and both sides will have to compromise in order to reach an agreement.”

Hammond added that he absolutely did not favor a no deal exit from the European Union.

NICOSIA (Reuters) – Cypriot police searched on Friday for more victims of a suspected serial killer, in a case which has shocked the Mediterranean island and exposed the authorities to charges of “criminal indifference” because the dead women were foreigners.

The main opposition party, the left-wing AKEL, called for the resignation of Cyprus’s justice minister and police chief.

Police were combing three different locations west of the capital Nicosia for victims of the suspected killer, a 35-year-old army officer who has been in detention for a week.

The bodies of three women, including two thought to be from the Philippines, have been recovered. Police sources said the suspect had indicated the location of the third body, found on Thursday, and had said the person was “either Indian or Nepali”.

Police said they were searching for a further four people, including two children, based on the suspect’s testimony.

“These women came here to earn a living, to help their families. They lived away from their families. And the earth swallowed them, nobody was interested,” AKEL lawmaker Irene Charalambides told Reuters.

“This killer will be judged by the court but the other big question is the criminal indifference shown by the others when the reports first surfaced. I believe, as does my party, that the justice minister and the police chief should resign. They are irrevocably exposed.”

Police have said they will investigate any perceived shortcomings in their handling of the case.

One person who did attempt to alert the authorities over the disappearances, a 70-year-old Cypriot citizen, said his motives were questioned by police.

The bodies of the two Filipino women reported missing in May and August 2018 were found in an abandoned mine shaft this month. Police discovered the body of the third woman at an army firing range about 14 km (9 miles) from the mine shaft.

Police are now searching for the six-year-old daughter of the first victim found, a Romanian mother who disappeared with her eight-year-old child in 2016, and a woman from the Phillipines who vanished in Dec. 2017.

The suspect has not been publicly named, in line with Cypriot legal practice.

A public vigil for the missing was planned later on Friday.

LONDON, April 26 – British factories stockpiled raw materials and goods ahead of Brexit at the fastest pace since records began in the 1950s, and they were increasingly downbeat about their prospects, a survey showed on Friday.

The Confederation of British Industry’s (CBI) quarterly survey of the manufacturing industry showed expectations for export orders in the next three months fell to their lowest level since mid-2009, when Britain was reeling from the global financial crisis.

The record pace of stockpiling recorded by the CBI was mirrored by the closely-watched IHS Markit/CIPS purchasing managers’ index published earlier this month.
