OSLO (Reuters) – A Norwegian Air subsidiary has agreed with Airbus to postpone plane deliveries scheduled for this year and next, cutting capital spending by $570 million, the loss-making budget carrier said on Wednesday.

The postponement covers an order for A320neos and A321LRs from Dublin-based aircraft lease company Arctic Aviation Assets DAC and comes on top of orders delays outlined in February as part of a strategic shift from growth to profitability, it said.

The same month the company raised 3 billion crowns ($350 million) in a rights issue to boost liquidity.

Before announcing the postponements, it was expecting to have 12 Airbus A321LR planes by end-2020 and 22 by end-2021, according to a Jan 8 presentation by the company.

Execution date set for inmate convicted of preacher's death

Alabama has set an execution date for an inmate convicted in the 1991 killing of a preacher.

The Alabama Supreme Court has scheduled an April 11 lethal injection for Christopher Lee Price.

Price was convicted of the stabbing death of Bill Lynn, who was pastor of the Natural Springs Church of Christ.

Lynn was killed with a sword and knife during a robbery at his home on Dec. 22, 1991.

Attorneys for Price and other inmates in 2014 filed a lawsuit arguing the state's lethal injection drug combination will cause excruciating pain.

It is the second scheduled execution in Alabama in 2019.

Dominique Ray was executed Feb. 7 at an Alabama prison for the 1995 murder of 15-year-old Tiffany Harville.

Fierce winter storm that hit West reaches California

A winter storm driven that slammed the western U.S. was barreling through California on Tuesday, bringing threats of flooding, avalanches and blinding, blowing snow on roads in the Sierra Nevada.

Heavy rain began falling Monday and the National Weather Service issued flood warnings and flash flood watches for the San Francisco Bay Area and many parts of the Sacramento area into Thursday morning.

The latest storm will be a "marathon rather than a sprint," the weather service predicted.

Some small creeks and streams had flooded and the weather service warned that the Napa and Russian rivers were likely to overflow their banks by Wednesday morning.

However, while some areas could see 6 inches (15 centimeters) of rain or more over the next two days — and as much as 12 inches (30.5 centimeters) in some local mountains — the intensity won't be fierce enough to cause devastating mudslides in areas denuded by a string of devastating wildfires, such as Shasta and Lake counties, the weather service said.

Even so, some areas remained on alert. Sonoma County, where some areas were scarred by 2017 wildfires, activated its Emergency Operations Center.

"This is the time to locate your emergency kits and review your evacuation plans with your family," said David Rabbitt, chair of the county Board of Supervisors.

In the Sierra Nevada along the California-Nevada line, forecasters warned of possible whiteout conditions from blowing snow in the high passes. The mountains could see up to 8 feet (2.44 meters) of snow at higher elevations and winds gusting to 140 mph (225 kph) over ridgetops.

"Heavy snow and gale force winds will create dangerous avalanche conditions" into Thursday morning for the Lake Tahoe area, the National Weather Service warned.

Several mountain highways, including Interstate 80 at Donner Summit, were repeatedly closed for short periods Monday because of spinouts or avalanche concerns.

The storm already has barreled through other parts of the West, toppling trucks and trees, triggering power outages and closing roads and schools from Oregon to Montana.

Snow forced flight cancellations at the Portland airport, and prompted a blizzard warning for parts of Montana, where Butte public schools canceled classes Tuesday for the first time in at least 20 years.

Buses were getting stuck, and a superintendent told The Montana Standard that the district's snowplows haven't been able to keep up.

A power outage struck several thousand people in the Reno-Sparks area of Nevada.

The storm is the latest in a string that has dumped record levels of snow and rain this winter.

The culprit is an atmospheric river of moisture coming from north of Hawaii. The phenomenon has become frequent enough that scientists in California are introducing a 1-through-5 scale of intensity for atmospheric rivers, similar to those used to gauge hurricanes.

Greek police arrest suspect in Greek-Australian’s murder

Greek authorities said Friday they have arrested and charged a Bulgarian man over the suspected contract killing of a Greek-Australian who was fatally shot outside his home in an Athens seaside suburb last year.

The suspect's brother is also wanted on suspicion of having helped plan the murder of John Macris, 46, and driving the killer's getaway car. The 33-year-old brother is believed to be in Bulgaria.

Police spokeswoman Ioanna Rotziokou said the suspects, whose names were not made public, spent nearly three weeks allegedly planning the murder.

"We have strong indications that ... it was a contract killing," she said. "They carefully organized the murder plan keeping the suspect under surveillance and using various rented vehicles."

It was unclear who had ordered the murder in the Voula suburb. Macris, who was shot from close range outside his home as he left in his car, had earlier been the target of an alleged murder plot in Sydney.

Police said the brothers fled to Bulgaria a day after the Oct. 31 shooting, but the suspected murderer, aged 31, returned to Athens — possibly for another contract killing.

He was identified with the help of footage from cameras near the murder scene and arrested Tuesday after trying to escape a police blockade in southern Athens, during which he allegedly rammed a patrol car with his vehicle.

The man was charged with murder. His lawyer, Apostolos Lytras, said his client denied any wrongdoing.

Authorities say Macris had run-ins with Australian and Greek police in the past.

Body of missing Texas mom Weltzin Garcia found nearly 2 months after boyfriend’s remains discovered

A body found in a Dallas lake last week has been identified as mother-of-two Weltzin Garcia, who had been reported missing along with her boyfriend over two months ago.

The body of Garcia, 26, was found by a kayaker on Mountain Creek Lake, adjacent to her hometown of Grand Prairie. The remains of 28-year-old Alfonso Hernandez were found on Feb. 17 in White Rock Lake, northeast of downtown Dallas.

Garcia and Hernandez were reported missing on Feb. 5, approximately one week after Garcia obtained a protective order against Hernandez, who was wanted on a domestic violence warrant. Police found Hernandez's car near White Rock Lake by pinging Garcia's cellphone in the hours after their disappearance was reported.

Alfonso Hernandez's remains were found in February, less than two weeks after the couple had vanished.

Investigators have not released a cause of death for either Garcia or Hernandez. The couple's children have been placed in the custody of Garcia's twin sister, Atziry Mireles.

Mireles told the Dallas Morning News in February her sister had moved into their cousin's house after a series of disputes with Hernandez. On the morning of Feb. 5, Mireles said, Hernandez texted a goodbye message to his family and her sister was nowhere to be seen.

Chicago PD Superintendent Eddie Johnson, Rahm Emanuel call Jussie Smollett charges being dropped 'whitewash of justice'

After charges were dropped against "Empire" star Jussie Smollett for allegedly staging his own hate crime, Chicago Police Superintendent Eddie Johnson and Chicago Mayor Rahm Emanuel are furious with the outcome, calling it a "whitewash of justice" that cost the city more than $10,000.

"Where is the accountability in the system? You cannot have because of a person's position one set of rules applies to them and another set of rules apply to everyone else," Emanuel fumed, relating the ruling to the nationwide college admissions cheating scandal that broke earlier this month.

"Our officers did hard work day in and day out, countless hours workign to unwind what actually happened that night. The city saw its reputation dragged through the mud ... It's not just the officers' work, but the work of the grand jury that made a decision based on only a sliver of the evidence [presented]," he continued. "Because of the judge's decision, none of that evidence will ever be made public."

"[This case] sends a clear message that if you're in a position of influence and power youll be treated one way and if youre not youll be treated another way," he said.

Johnson said, "Our job as police officers is to present them with the evdience ... If someone ever falsely accused me [of a crime], I would never hide behind a brokered deal and secrecy."

"I don't know what's unusual for the state's attorney but we found out about when you all did," he added.

"Prosecutors have their discretion of course, we still have to work with the state's attorneys office, we'll have conversations after this," he said. "At the end of the day it was Smollett who committed this hoax."

Earlier Tuesday, the Cook County State’s Attorney’s office announced that all 16 felony counts against Smollett, 36, were dropped in a nolle pros and the record in the case was sealed. Smollett voluntarily forfeited his bond money and Smollett's attorney, Patricia Brown-Holmes, said the funds would likely go to the city of Chicago.

Brown-Holmes also admonished the Chicago P.D., saying they needed to "investigate claims" before presuming suspects' guilt and trying them in the press.

JUSSIE SMOLLETT'S ALLEGED HATE CRIME ATTACK: A TIMELINE OF EVENTS

Sources told CBS News that Johnson was not informed of the nolle pros ruling ahead of time.

Johnson told press in February of the case: "I'm left hanging my head and asking why: Why would anyone, especially an African-American man, use the symbolism of a noose to make false accusations? How could someone look at the hatred and suffering associated with that symbol...how can an individual who has been embraced by the city of Chicago turn around and slap everyone in this city by making this false claim? Bogus police reports cause real harm."

Smollett has maintained his innocence and previously pleaded not guilty to all 16 counts against him.

JUSSIE SMOLLETT ALLEGED ATTACK HOAX 'WILL FOREVER DEFINE HIM,' CRISIS EXEC SAYS

Smollett told police he was attacked by two masked men as he was walking home from a Chicago Subway sandwich shop at around 2 a.m on Jan. 29. The actor, who is black and openly gay, said the masked men beat him, made derogatory comments and yelled "This is MAGA country" — an apparent reference to President Donald Trump's campaign slogan, "Make America Great Again" — before fleeing.

STARS REACT TO JUSSIE SMOLLETT'S CHARGES BEING DROPPED

However, the masked men were brothers Abel and Ola Osundairo. The brothers were reportedly observed on surveillance cameras buying the rope that was around Smollett's neck after the attack. Johnson told press that the police pivoted their investigation away from a hate crime and to an allegedly false police report after the Osundairo brothers cooperated with authorities.

CHICAGO LEADERS SLAM JUSSIE SMOLLETT, DEMAND APOLOGIES FOR ALLEGED HOAX AND AFTERMATH

He later claimed on "Good Morning America" to have more evidence that hadn't yet been made public that Smollett staged the attack. Johnson told anchor Robin Roberts that he worked with "very closely" with the Osundairos' attorney to investigate the matter and that Smollett was initially treated as a victim, not a suspect, in the case.

"It's not the Chicago police saying [the attack was staged]," Johnson said at the time. "It's the evidence, the facts and the witnesses that are saying it."

CHICAGO TURNS ON JUSSIE SMOLLETT, SAYS ALLEGED HOAX HURTS REAL HATE CRIME VICTIMS

Cook County State's Attorney Kim Foxx, who recused herself from Smollett's case, previously asked Johnson to let the FBI investigate Smollett's alleged attack after the former chief of staff to former first lady Michelle Obama allegedly informed Foxx that Smollett's family had concerns about the probe.

The Chicago Fraternal Order of Police President Kevin Graham then alleged that Foxx had illegally interfered with their investigation into Smollett's alleged crime. Graham reportedly wrote to the Justice Department to investigate whether Foxx herself broke any laws related to the probe.

It was Foxx's office that charged Smollett with lying to police.

Smollett's attorneys previously blasted the Chicago P.D.'s conduct, telling Fox News they've "witnessed an organized law enforcement spectacle that has no place in the American legal system. The presumption of innocence, a bedrock in the search for justice, was trampled upon at the expense of Mr. Smollett and notably, on the eve of a Mayoral election. Mr. Smollett is a young man of impeccable character and integrity who fiercely and solemnly maintains his innocence betrayed by a system that apparently wants to skip due process and proceed directly to sentencing.”

Senior White House adviser Jared Kushner said Tuesday that a detailed plan for a merit-based immigration system will be presented to President Trump, giving priority to skilled immigrants rather than those with family ties to the U.S.

“I do believe that the president’s position on immigration has been maybe defined by his opponents by what he’s against as opposed to what he’s for,” Kushner said at the Time 100 Summit in New York City. “What I’ve done is I’ve tried to put together a very detailed proposal for him.”

KUSHNER: RUSSIA INVESTIGATION HAD ‘HARSHER IMPACT’ ON US THAN ELECTION MEDDLING

Kushner announced that the new immigration proposal, which Trump will receive this week or next, will resemble the point-based systems in Canada, Australia and New Zealand, and will unify people by ensuring strong wages and secure borders while protecting humanitarian values.

“We want to protect our country’s humanitarian values. We want to make sure we’re reunifying families, and we want to do this in a way that allows our country to be competitive long term,” he said. “And my hope is we can really do something that unifies people around what we’re for on immigration.”

JARED KUSHNER RESPONDS AFTER HASAN MINHAJ CALLS OUT HIS TIES TO SAUDI PRINCE

Kushner denied in the same talk that he has clashed with White House staffer Stephen Miller, who’s seen as tougher on immigration than others, adding that the plan was concocted with the help of Miller and Kevin Hassett, chairman of the Council of Economic Advisers.

“And I say that If that if I can get Stephen Miller and Kevin Hassett to agree on an immigration plan, then Middle East peace will be easy by comparison,” Kushner joked, referring to the Israel-Palestine peace plan he’s working on.

After the plan gets presented to Trump, it will likely undergo some changes and then he will decide when to proceed with it, Kushner said.

“It’s very, very complicated, but it’s a very interesting issue, and if we can solve it, I do think it’s a critical component for America’s long-term competitive advantage,” he added.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.
