China plant explosion kills seven; second blast in Jiangsu province this month

BEIJING (Reuters) – A plant explosion in China’s Jiangsu province has killed seven people, state media reported on Sunday, 10 days after a blast at a pesticide plant killed 78 people in the province and triggered a nationwide safety inspection campaign.

Sunday’s blast involved a container of scrap metal that caught fire in a metal-molding plant in a bonded area in the city of Kunshan, state news agency Xinhua said.

The cause of the blast which killed seven people and injured five others was under investigation, Xinhua said.

The plant is owned by Kunshan Waffer Technology Corp Ltd., a Taiwan-based manufacturer of magnesium alloy injection molding products and aluminum alloy die castings.

Kunshan, about 70 km (43 miles) west of Shanghai, is home to more than 1,000 technology companies and manufacturers, including many Taiwanese firms.

The incident follows a deadly blast on March 21 at a chemical park in the city of Yancheng, also in Jiangsu province, that killed 78 people and focused attention on safety at small chemical firms.

China last week launched a month-long, nationwide inspection campaign into hazardous chemicals, mines, transportation and fire safety, saying authorities needed to absorb lessons from the Yancheng disaster.

China has clamped down on scrap metal imports as part of an environmental campaign against “foreign garbage”, tightening supply sources for metal producers, as it aims to cut solid waste imports by the end of 2020.

The country has a history of major work safety accidents which often trigger inspection campaigns aimed at rooting out violations and punishing officials for cutting corners or shirking their supervisory duties.

The Latest: Buttigieg questions Pence support for Trump

Democratic presidential hopeful Pete Buttigieg (BOO'-tuh-juhj) says he and Vice President Mike Pence have different views of their Christian faith and that he doesn't understand Pence's loyalty to President Donald Trump.

The mayor of South Bend, Indiana, says his feeling "is that the Scripture is about protecting the stranger, the prisoner, the poor person, and that idea of welcome." That's what I get in the Gospel when I'm in church." He said Pence's view "has a lot more to do with sexuality, a certain view of rectitude."

Buttigieg says he is puzzled by Pence's strong support for the president.

He asks how Pence "could allow himself to become the cheerleader of the porn star presidency?" and adds, "Is it that he stopped believing in Scripture, when he started believing in Donald Trump?"

Buttigieg made the comments at a CNN town hall Sunday night in Austin, Texas.

Former Colorado Gov. John Hickenlooper says he can't see running for U.S. Senate if his presidential bid fails.

The Democrat says Sunday that he's "not cut out" for the Senate. But Hickenlooper acknowledges he's spoken with Senate Democratic Leader Chuck Schumer. Colorado Republican Sen. Cory Gardner faces re-election in 2020.

Another Colorado Democrat, Sen. Michael Bennet, is also considering a White House run. Hickenlooper says the last time he spoke with Bennet, the senator seemed to indicate that jumping in the race was likely.

Hickenlooper was the last in a pack of 2020 candidates to speak at the South by Southwest Festival in Texas. Sen. Elizabeth Warren, Sen. Amy Klobuchar, Washington Gov. Jay Inslee and former Obama Cabinet member Julian Castro also made appearances.

Sen. Bernie Sanders says ideas he embraced four years ago that seemed "radical and extreme" are now helping define Democrats' presidential campaigns.

Said Sanders: "Virtually all of those ideas are supported by a majority of the American people, and they are being supported by Democratic candidates from school board to president of the United States."

He delivered his remarks to a packed a hotel conference center in Concord, New Hampshire. The crowd braved a snow storm to see the Vermont senator in his first visit to the state since announcing his 2020 run.

Sanders topped Hillary Clinton by 22 points in the state's 2016 primary, but he now faces a wider field of rivals.

He said: "This is where the political revolution took off. Thank you, New Hampshire."

Washington Gov. Jay Inslee says he's challenging the U.S. senators in the 2020 Democratic presidential field to abolish the filibuster in their chamber.

The presidential hopeful on Sunday began a second day of Democratic candidates dropping in on the South by Southwest Festival in Austin, Texas. Inslee joined the race this month and is running a campaign that's almost singularly focused on climate change.

But Inslee says nothing will happen on the issue unless the Senate gets rid of the filibuster. That's a procedural tool that requires a supermajority of 60 votes out of 100 to pass many big items, rather than a simple majority.

Six Democratic senators are running for president. Inslee called on them to "get religion and realize that the filibuster" is stopping them on major policy.

Democratic presidential candidate Julian Castro isn't ruling out direct payments to African-Americans for the legacy of slavery — a stand separating him from his 2020 rivals.

The former housing secretary says, "If under the Constitution we compensate people because we take their property, why wouldn't you compensate people who actually were property."

Other candidates are discussing tax credits and other subsidies, rather than direct payments for the labor and legal oppression of slaves and their descendants. Vermont Sen. Bernie Sanders would put resources into distressed communities such as "Medicare for All" and tuition-free college.

Castro tells CNN's "State of the Union" he doesn't think that's the proper argument for reparations if "a big check needs to be written for a whole bunch of other stuff."

Reporter's Notebook: Italy's poised to breaks ranks with G-7, raising fears of a Chinese Trojan horse

Chinese President Xi Jinping, in an editorial charm offensive published Wednesday in one of Italy’s leading newspapers, said Chinese youth love pizza and tiramisu. Meanwhile, the rest of Europe is not loving much at all about Xi’s visit to Italy.

The term “Trojan horse” has been bandied about.

Italy appears set to break ranks with the rest of the G-7 by signing a Memorandum of Understanding (MOU) to join China’s famous “Belt and Road” Initiative. That's a $6 trillion scheme to link East and West for the purpose of enhancing the flow of Chinese goods through international markets.

China has already invested in Italy and all over Europe, but this latest move is different because it legitimizes a project that some critics have said could risk colonizing Europe.

And it has clearly angered Washington, which has called Belt and Road a “vanity project” amid an ongoing trade war with China.

Italy’s Prime Minister Giuseppe Conte claimed those concerns were misguided. “The framework of the Memorandum of Understanding on the Belt and Road is purely economic and commercial; it does not remotely put into doubt our Euro-Atlantic alliance,” Conte said.

Italy is in a recession. After the collapse of the Morandi Bridge in Genoa that killed 43 people last year, the nation lashed out at the European Union for constraining its budget. It makes some sense that Rome would ultimately turn to Beijing for help.

If it makes good on the MOU with China, big investment is expected in the ports of Trieste and Genoa.

For its part, China buys more than pizza and tiramisu.

In his editorial, Xi also said, “Italian fashion and furnishings meet the taste of Chinese consumers.” That is an understatement. China is, in fact, one of the biggest consumers of Italian luxury goods, so Italy is hoping the Belt and Road will flow profitably both ways.

But professor Francesco Sisci, a senior researcher at Renmin University of China, said it's not that simple.

“This government is thinking very simply. We have little trade with China. It’s time to make up with China. Very, very simple. But international politics are never so straightforward,” Sisci said. “There is a bigger picture and they apparently fail even to see the bigger picture.”

The Chinese delegation to Italy is 500 strong. Xi wrote of his hopes that China and Italy can develop cooperation projects in such matters as ports, shipping, telecoms and pharmaceuticals, and encourage respective companies to operate in their countries.

The Chinese president also said he wants to “reinforce coordination between China and Italy in international bodies” like the United Nations and the World Trade Organization.

Again, Europe has done plenty of business with China, but this Chinese push into Italy comes at a time when Brussels wants to apply the brakes a bit to Beijing’s frenzy of activity on the continent.

But there are gaps in the message.

Germany has not excluded the possibility of the Chinese telecoms giant Huawei furnishing it with 5-G technology. And Italy originally took the same position, though recently, Interior Minister Matteo Salvini, the loudest voice in Italy’s coalition government, has pushed back against such a possibility, saying he does "not want his data going through Beijing."

Salvini may ultimately slow his country’s march into China’s arms to an extent.

“The only constraints are security, the control of Italians’ data and energy,” he said. “I would not like someone to wake up on the other side of the world and turn off the switch.”

In his editorial, Xi paid homage to history and “his dear Italian friends,” recalling Marco Polo, who set off the first real passion for China.

And as the Silk Road tries to remake itself, China and Italy have some 30 additional deals in the pipeline that will either be signed or more deeply explored on Xi’s three-day visit here.

Pompeo Mulls Senate Run: 'Lord Will Get Me to the Right Place'

Secretary of State Mike Pompeo has reportedly ruled out a 2020 Senate run in Kansas, but he knows he will not stay in President Donald Trump's Cabinet forever, McClatchy DC reported.

"I try to just avoid ruling things out when there's others who are in control," Pompeo said. "The Lord will get me to the right place."

If Pompeo does not reconsider for 2020, a 2022 run for the Kansas governor's mansion or 2024 presidential run could be in his future, as his dormant federal committee has nearly $1 million in its war chest, according to the report.

"It's a terrible quandary because he may well be the strongest and most capable Cabinet member Trump has," Fred Berry, Pompeo's former campaign co-chair told McClatchy. "He won't be there forever."

Pompeo, 55, noted his future has drastically changed before, including his unexpected start in politics and meteoric rise to being Secretary of State.

"I was running a small business, living my life – it would have seemed unlikely," he told McClatchy of his foray into politics. "I try now to avoid predicting what I might do a year, two years, six years from now."

Despite farm bankruptcies in Kansas amid a trade war with China, strong polling numbers for President Trump and Secretary Pompeo bode well for a run in Kansas, according Sandlot Strategic founder Colin Hoffman.

"It's his race, if he gets in," Hoffman told McClatchy.

Wisconsin brothers accused of years-long sexual abuse of siblings; father blamed ‘raging hormones’

Three brothers in Milwaukee were charged with the alleged sexual assault of their younger siblings while their father, aware of the abuse, is accused of doing nothing to stop it.

The father, Brian Keene, who is 62, faces child neglect charges and failure to protect a minor, according to WTMJ.com

His sons, James, 29, Elijah, 27 and Josiah, 20, face first-degree charges of sexual assault on a child, and charges of sexual assault on a child below the age of 13, the news site reported.

The abuse, which happened for at least 10 years, came to light earlier this month when police received a call about a suspicious car and found one of the abuse victims, a 19-year-old woman, who told them that her younger siblings had run away from the home because of the assault and dirty conditions.

The younger siblings include girls and one boy.

Police found the children, who spoke of the sex abuse by the older brothers and the unsafe conditions – holes in the walls, floors, and lack of heat -- in the home. The children had been reported as being home-schooled, but police believe they received no academic instruction. It was not immediately clear where the children were found.

The 19-year-old woman told police that Elijah sexually assaulted her from the time she was 12 to when she was 15.

A 22-year-old sister said that Elijah sexually assaulted her several times when she was 8 years old. Another sister, 16, said Elijah molested her from the time she was a small child, forcing her to perform oral sex. She said that the oldest brother, James, made her touch him sexually, the Milwaukee Journal reported. A 12-year-old sister and 14-year-old brother told police their older brothers also assaulted them.

The victims accused the brothers of taking them to the basement and sexually assaulting them several times a week. The victims said their father knew but did nothing.

Brian reportedly told police he suspected his older sons were sexually abusing the girls when the boys were teenagers but chalked it to “raging hormones.”

Elijah admitted to the abuse of three of the four sisters who reported it and said he tried to stop but had a sexual addiction, police said.

Police said the investigation is ongoing and more charges are possible.

A preliminary hearing for the father and the sons is scheduled for April 23. They have not entered pleas, according to People magazine.

Bail was set at $50,000 each for the father and James, at $100,000 for Elijah, and $25,000 for Josiah.

The mother, who left the father in 2014, is believed to have died several years ago.

WELLINGTON (Reuters) – China’s Huawei Technologies said Britain’s decision to allow the firm a restricted role in building parts of its next-generation telecoms network was the kind of solution it was hoping for in New Zealand, where it has been blocked from 5G plans.

Britain will ban Huawei from all core parts of 5G network but give it some access to non-core parts, sources have told Reuters, as it seeks a middle way in a bitter U.S.-China dispute stemming from American allegations that Huawei’s equipment could be used by Beijing for espionage.

Washington has also urged its allies to ban Huawei from building 5G networks, even as the Chinese company, the world’s top producer of telecoms equipment, has repeatedly said the spying concerns are unfounded.

In New Zealand, a member of the Five Eyes intelligence sharing network that includes the United States, the Government Communications Security Bureau (GCSB) in November turned down an initial request from local telecommunication firm Spark to include Huawei equipment in its 5G network, but later gave the operator options to mitigate national security concerns.

“The proposed solution in the UK to restrict Huawei from bidding for the core is exactly the type of solution we have been looking at in New Zealand,” Andrew Bowater, deputy CEO of Huawei’s New Zealand arm, said in an emailed statement.

Spark said it has noted the developments in Britain and would raise it with the GCSB.

The reports “suggest the UK is following other European jurisdictions in taking a considered and balanced approach to managing supplier-related security risks in 5G”, Andrew Pirie, Spark’s corporate relations lead, said in an email.

“Our discussions with the GCSB are ongoing and we expect that the UK developments will be a further item of discussion between us,” Pirie added.

New Zealand’s minister for intelligence services, Andrew Little, did not immediately respond to a request for comment.

British culture minister Jeremy Wright said on Thursday that he would report to parliament the conclusions of a government review of the 5G supply chain once they had been taken.

He added that the disclosure of confidential discussions on the role of Huawei was “unacceptable” and that he could not rule out a criminal investigation into the leak.

The decisions by Britain and Germany to use Huawei gear in non-core parts of 5G network makes it harder to prove Huawei should be kept out of New Zealand telecommunication networks, said Syed Faraz Hasan, an expert in communication engineering and networks at New Zealand’s Massey University

He pointed out Huawei gear was already part of the non-core 4G networks that 5G infrastructure would be built on.

“Unless there is a convincing argument against the Huawei devices … it is difficult to keep them away,” Hasan said.

(Reuters) – Glencore shares plunged the most in nearly four months on Friday after news overnight that U.S. regulators were investigating whether the miner broke some rules through “corrupt practices”.

Shares of the FTSE 100 company fell as much as 4.2 percent in early deals, and were down 3.5 percent at 310.25 pence by 0728 GMT.

On Thursday, Glencore said the U.S. Commodity Futures Trading Commission is investigating whether the company and its units have violated some provisions of the Commodity ExchangeAct and/or CFTC Regulations.

Well, Joe Biden didn’t exactly clear the field.

I don’t think it matters much that Biden waited until yesterday to become the 20th Democrat vying for the nomination, even though it exposed him to weeks of attacks while he seemed to be dithering on the sidelines.

A much greater warning sign, in my view, is the largely negative tone surrounding his debut. He is, after all, a former vice president, highly praised by Barack Obama, who has consistently led in the early primary polls, and beating President Trump in head-to-head matchups. Yet much of the press is acting like he’s an old codger and it’s just a matter of time before he keels over politically.

This is all the more remarkable in light of the fact that the vast majority of journalists and pundits know and like Joe Biden and his gregarious personality.

The reason is that Biden, after a half-century in politics, lacks excitement, and the press is magnetically attracted to novel and unorthodox types like Beto and Mayor Pete. You don’t see Biden on the cover of Vanity Fair, and a grind-it-out win by a conventional warrior doesn’t set journalistic hearts racing.

For many in the media, Biden isn’t liberal enough, at least not for the post-Obama era. He doesn’t promise free college and free health care and has a history of working with Republicans, such as John McCain (whose daughter Meghan loves him, and Biden will hit “The View” today.)

What’s more, Biden’s campaign style — speak at rallies, rack up union endorsements — seems hopelessly old-fashioned when we measure popularity by Instagram followers. News outlets are predicting he’ll have trouble getting in the online fundraising game, leaving him reliant on big donors, which used to be standard practice.

And then there’s the age thing. Biden would be the oldest president to be inaugurated, at 78, and he looked a step slow in encounters with reporters yesterday and a few weeks ago.

But what if the journalists are in something of a Twitter bubble, and the actual Democratic Party is much more moderate? We saw that with the spate of allegations by women of unwanted touching, which dominated news coverage until polls showed that most Dem voters weren’t concerned. In that wider world, the Scranton guy’s connection to white, working-class voters could help him against Trump in the industrial Midwest.

Biden denounced the president’s term as an “aberrant moment” in his launch video, saying four more years would damage the country’s character and “I cannot stand by and watch that happen.”

But first, he’d have to win the nomination in the face of an unenthusiastic press corps.

A New York Times news story said Biden would be “marshaling his experience and global stature in a bid to lead a party increasingly defined by a younger generation that might be skeptical of his age and ideological moderation.”

The Washington Post quoted Democratic strategists as saying that Biden faces an “uphill battle” and “isn’t necessarily the heir apparent to Obama, despite being his No. 2 in the White House for eight years. They argue voters will judge Biden by the span of his decades-long career and are worried the veteran pol hasn’t yet found a winning formula for his own candidacy.”

The liberal Slate said the ex-veep’s rivals view him as a “paper tiger”:

“Biden is something more like a 2016 Jeb Bush: a weak establishment favorite whose time might be past … Biden’s biggest challenge in the primary will be a compromised past spanning nearly 50 years.”

“Compromised” suggests a history of scandal, yet what Slate means is political baggage, such as his backing of a Clinton-era crime bill unpopular with black voters today. Yet I think the rank and file isn’t as concerned about a vote back in 1994, or even the Anita Hill hearings, as the chattering classes.

One of the few left-leaning pundits to suggest the press is underestimating Biden is data guru Nate Silver at 538:

“Media coverage could nonetheless be a problem for Biden. Within the mainstream media, the story of Biden winning the nomination will be seen as boring and anticlimactic. That tends not to lead to favorable coverage. Meanwhile, some left-aligned media outlets may prefer candidates who are some combination of more leftist, more wonkish, more reflective of the party’s diversity, and more adept on social media.

“If Biden is framed as being out of touch with today’s Democratic Party and that narrative is repeated across a variety of outlets, it could begin to resonate with voters who don’t buy it initially. If he’s seen as a gaffe-prone candidate, then minor missteps on the campaign trail could be blown up into big fumbles.”

Look, it’s entirely possible that Biden could stumble, get lapped in fundraising and just be outclassed by younger and savvier rivals. He was hardly a great candidate in 1987 and in 2008.

But if the former vice president finds his footing and the field narrows, the press will be forced to change its tune, and we’ll see a spate of stories about how Joe Biden has “grown.”

GERMISTON, South Africa (Reuters) – Olympic 400 meters champion Wayde van Niekerk has backed South African compatriot Caster Semenya in her battle with the International Association of Athletics Federations (IAAF), which now appears to have taken a new twist.

Semenya, a double 800 meters Olympic gold medalist, is waiting for the outcome of her appeal to the Court of Arbitration for Sport (CAS) to halt the introduction of new regulations by governing body IAAF that would require her to take medicine to limit her natural levels of testosterone.

The IAAF wants female athletes with differences of sexual development who run in events from 400 meters to a mile, to reduce their blood testosterone level to below five (5) nmol/L for a period of six months before they can compete, saying they have an unfair advantage.

“She’s fighting for something beyond just track and field, she’s fighting for woman in sports, in society and I respect her for that,” Van Niekerk told reporters.

“I will support her and with the hard work and talent that she’s been putting into the sport. With what she believes in and what she’s dreaming for, I’ve got a lot of respect for her.

“I really hope and pray that everything just goes from strength to strength for her.”

Semenya has sprung a surprise at the on-going South African Athletics Championships though, ditching the 800 meters and instead competing over 1,500 and 5,000-metres – the latter one would not require her to medically lower her testosterone level.

She stormed to victory in the 5,000-metres final in a modest time of 16:05.97, but looked to have lots left in the tank as she passed the finish line.

Semenya beat fellow Olympian and defending national 5,000m champion Dominique Scott in Thursday’s final but the latter admitted she is unsure whether the 800m specialist could be a serious Olympic contender over the longer distance.

“Honestly‚ I have no idea‚” Scott said. “Before today I probably would have said no. It’s hard to compare a 5,000 at altitude to a 5,000 at sea level.

“But I think she’s an amazing runner and I don’t think there’s any limit or ceiling on what she can do.”

Van Niekerk, the 400m world record holder, had to abort his comeback from a knee injury, that had sidelined him for 18 months, following a combination of cold weather and a wet track.

“We are trying to take the correct decisions now early in the year so as not to put myself in any harm,” he said.

“It was a bit chilly this entire week prepping and coming through here as well it was quite cold and it caused bit of tightness in my leg. We decided to not risk it.

“My recovery is going well and I would like to be back in competition this year, but will only do so if I can deliver a good performance.

“I am a competitor and respect my opponents, so I need to be at my best when I return.”

The suspected leader of the Easter Sunday bombings in Sri Lanka died in the Shangri-La hotel, one of six hotels and churches targeted in the attacks that killed at least 250 people, authorities said.

Police said Mohamed Zahran, leader of the National Towheed Jamaat militant group, had been killed in one of the bombings. The group’s second in command was also arrested, police said.

Zahran amassed an online following for his hate-filled sermons. Some were delivered before a banner depicting the Twin Towers.

Australian Prime Minister Scott Morrison said Friday that the attackers responsible for the bombings were supported by the Islamic State group. Around 140 people in Sri Lanka had connections to ISIS, Sri Lankan President Maithripala Sirisena said.

“We will completely control this and create a free and peaceful environment for people to live,” he said.

Investigators determined the attackers received military training from someone called “Army Mohideen.” They also received weapons training overseas and at some locations in Sri Lanka, according to authorities.

A copper factory operator arrested in connection with the bombings helped Mohideen make improvised explosive devices, police said. The bombings have led to increased security throughout the island nation as authorities warned of another attack.
