Florida Felon Voting Rights Restoration Bill Draws Concerns

A bill that sets conditions on restoring felon voting rights won approval Tuesday from a Florida House committee over the objection of advocates who helped get rights restoration placed in the state constitution.

Advocates said the language goes too far, in part by requiring civil fines and court costs to be paid before felons can have their voting rights restored.

"That will restrict the ability to vote for thousands of Floridians, especially people who are poor, especially people of color," said Neil Volz, political director for the Florida Rights Restoration Coalition.

Volz said financial obligations should be considered only if a judge specifically made that part of an offender's sentencing, such as restitution to victims. He also argued that the Legislature doesn't need a bill to spell out a process for voting rights restoration.

The House Criminal Justice Subcommittee approved the bill, 10-5, with Republicans in support and only Democrats opposed.

Voters approved a constitutional amendment in November that restores felons' voting rights once they've completed their sentences, unless they were convicted of murder or a sexual felony.

Republican Rep. James Grant said the amendment approved by voters didn't define what it means to complete a sentence and didn't define sexual felony. He rebuked advocates for felons who contended the bill language was politically motivated.

Grant said that when lawyers representing the advocates for felons explained the ballot language to the Supreme Court, they said court costs and fees would be part of completing a sentence, and that other details would have to be worked out in implementing the amendment.

Democratic Rep. Adam Hattersley said the bill represents the arrogance of lawmakers who think they know better than the 64 percent of the voters who approved the bill.

"It's not only targeting the poor and is targeting minorities, but it's blatantly unconstitutional as a poll tax," said Hattersley. "The will of the voters is clear, and this bill is trying to circumvent that."

Grant shot back at Hattersley as he made his final arguments for the bill.

"One of the things that was said today was that I had the near arrogance to present this bill. I'll tell you what is near arrogance. Near arrogance is ignoring testimony in front of the Supreme Court," Grant said. "Near arrogance is suggesting this is a poll tax. Members, to suggest that this is a poll tax inherently diminishes what a poll tax actually is."

PORT-AU-PRINCE (Reuters) – U.S. Senator Marco Rubio met on Wednesday with the Haitian president and members of parliament and discussed the formation of a new Cabinet following the ouster this week of Jean Henry Ceant as prime minister.

The Florida Republican lawmaker arrived in the Haitian capital, Port-au-Prince, following crippling nationwide protests and a political crisis touched off by the dismissal of Ceant in a vote of no confidence by the country’s legislative body on Monday.

Haiti has had several prime ministers in recent years. President Jovenel Moise remains in office.

Rubio wrote on his Twitter account that he discussed the formation of a new government in his meeting with Gary Bodeau, head of the lower house, and Carl Cantave, president of the Senate.

Ceant took office in September as thousands of demonstrators were streaming through the streets in the main cities of the impoverished island nation.

In renewed protests since Feb. 7, many called for Moise to step down because of ballooning inflation, a weakening currency and allegations of misused funds from a Venezuelan oil subsidy scheme called PetroCaribe.

Ceant, who has likewise been blamed for the rampant inflation and protests, has insisted his dismissal on Monday was unconstitutional and that he is still the head of government.

Moise said on Twitter that he spoke with Rubio about security and holding parliamentary elections.

Rubio heads the Senate Foreign Relations Committee’s Subcommittee on Western Hemisphere, Transnational Crime, Civilian Security, Democracy, Human Rights and Global Women’s Issues.

His visit comes days before Moise and four other Caribbean leaders attend a meeting on Friday with U.S. President Donald Trump in Florida to discuss the political crisis in Venezuela and China’s commercial expansion.

CHRISTCHURCH (Reuters) – Kamran Nasir was in a finance lecture in Australia when a gunman slaughtered 50 people during Friday prayers at two mosques in the New Zealand city of Christchurch.

Within hours he had joined a band of about 60 volunteers on their way to wash the dead victims, in the somber aftermath of New Zealand’s worst modern mass shooting spree.

“We got this text – they need volunteers,” Nasir, 35, told Reuters.

“It literally unfolded in an hour and half and we were running to the airport to catch a flight,” he said, sitting with four friends who had also dropped everything to offer help.

Experienced in Islamic funeral rites, the men from Brisbane who are connected to Brothers in Need, a charity group, are part of a contingent drawn from Australia and cities across New Zealand to help a community overwhelmed by the number of bodies which must be dealt with according to ritual.

They also epitomize a spirit of generosity that has pulsed across a grieving city this week.

“The first thing that went through my head was: They need us,” Nasir said.

He arrived in the early hours of Saturday, the same day Australian Brenton Tarrant, 28, a suspected white supremacist, was charged with murder over the killings. Tarrant was remanded without a plea and is due back in court on April 5 where police said he was likely to face more charges.

Christchurch is subdued. Bunches of flowers have been piled up outside the botanical gardens and underneath oak trees opposite one of the mosques, which are guarded by armed police.

The majority of victims were migrants or refugees from countries such as Pakistan, India, Malaysia, Indonesia, Turkey, Somalia, Afghanistan and Bangladesh. The youngest was a three year old boy, born in New Zealand to Somali refugee parents.

The victims, after their bodies were removed from the crime scenes, had to be examined by investigators before they can be prepared for burial.

“It is a spiritual process, preparing the body to go into the next life,” said Taufan Mawardi, who is 38 and one of Nasir’s fellow volunteers.

“I’ve never personally done anything that’s got to do with violent crime, particularly bodies that have been riddled with bullet holes or knife wounds or whatever that may be. So it is a bit confronting as well, anticipating what it’s going to be like in there,” he said.

Eight teams of six people are carrying out the work of cleansing the bodies before burial.

“You start from the head, working down from the right to the left side, to the feet. The mouth and the nose have to be washed,” Nasir said.

Officials say they have released one body and that they hope to complete their examinations of the other 49 killed as soon as possible.

“As much as it is emotional, we’ve got a very good support network,” said Nasir.

“For me it is an honor. It is an honor to be washing these bodies.”

Pelosi undermines Trump abroad on US-UK trade deal, says ‘no chance’ if Brexit hurts Irish peace accord

House Speaker Nancy Pelosi, speaking on foreign soil Wednesday, created some domestic tensions over President Trump’s call for a U.S.-U.K. trade deal should Britain leave the European Union -- telling the Irish Parliament that such a deal stands “no chance” if Brexit hurts the 1998 Irish peace accords.

"I’ve said it before and I’ll say it again, we must ensure that nothing happens in Brexit discussions that imperils the Good Friday accord – including, but not limited to the seamless border between the Irish Republic and Northern Ireland," she told the Irish Parliament.

REPUBLICANS RENEW CALLS FOR US-UK TRADE DEAL AMID BREXIT DELAY

"Let me be clear: if the Brexit deal undermines the Good Friday Accords, there will be no chance of a U.S.-U.K. trade agreement," said Pelosi, D-Calif., who is in the country as part of a U.S. delegation.

Pelosi’s reference to the Good Friday agreement refers to a complex issue related to Britain’s departure from the bloc, and how to reconcile trade between Northern Ireland (part of the U.K. and therefore leaving the bloc) and the independent Ireland (which would be staying in the E.U.) without the formation of a “hard border” between the two. The Good Friday Agreement brought an end to "The Troubles" that dogged Ireland for decades, and brought closer cooperation between Ireland and Northern Ireland -- including allowing people in Northern Ireland to identify as Irish, British or both.

Pro-Brexit lawmakers have objected to the inclusion in Prime Minister Theresa May’s withdrawal plan of a “backstop” -- a safety net by which the whole U.K. would remain in a customs union until a trade deal with the E.U. is secured. The fight over the backstop has been the main reason that May has struggled to get her deal through the British Parliament, and that Brexit has therefore been delayed until Oct. 31.

Some “Brexiteers” have indicated they are in favor of a “no deal” Brexit, whereby Britain leaves without a formal withdrawal agreement and reverts to World Trade Organization (WTO) terms, which opponents have warned could result in a “hard border" between Ireland and Northern Ireland.

But Pelosi’s remarks come after the White House, as well as Republican allies in Congress, have been renewing calls for a U.S.-U.K. deal. Any such deal would require congressional approval -- including in the House.

TRUMP BACKS BREXIT BY PROMISING 'LARGE SCALE TRADE DEAL' WITH UK, AS LAWMAKERS MULL DELAY

While President Trump has not weighed in specifically on the implications for the Irish peace accords, he has expressed enthusiasm for a bilateral trade deal as part of his continued support for Brexit.

"My administration looks forward to negotiating a large scale Trade Deal with the United Kingdom,” he tweeted last month. “The potential is unlimited!”

National Security Adviser John Bolton told Reuters in a recent interview that Trump is “very eager to cut a bilateral trade deal with an independent Britain.”

“It’s very complicated inside Britain,” Bolton said. “I know they’re going through a lot of turmoil. But really I think the president would like to reassure the people of the United Kingdom how strongly we feel, that we want to be there when they do come out of the European Union.”

Rep. George Holding, R-N.C., the ranking Republican of the British American Parliamentary Group and co-chair of the Congressional U.K. Caucus, wrote in an op-ed for The Daily Telegraph last week that a U.S.-U.K. free trade agreement is a “top priority” for the U.S.

“If the U.K. regains control over its national trade policy, our two nations will have a once-in-a-generation chance to forge an ambitious trade pact - a truly free, fair, and reciprocal agreement that will foster economic growth, spur innovation, and define a new global standard in trade,” Holding wrote.

Pelosi’s comments appeared to have disgruntled lawmakers keen on a harder form of Brexit. According to the Irish Times, Pelosi made similar comments in a meeting with British lawmakers belonging to the pro-Brexit European Research Group (ERG) -- who have brushed off concerns about a “no deal” Brexit and have opposed May’s backstop solution.

Rep. Brendan Boyle, D-Pa., told the Times that while the majority of politicians they met with appreciated the delegation’s position, the ERG “were not exactly pleased.”

“The one exception clearly was the ERG who never explicitly accused us of taking sides but, as they expressed it, it is clear that their world view is that the Border issue is ‘concocted’ and that it is really just being used by Remainers in London, Brussels, Dublin and Washington all in some sort of grand conspiracy to force them to do something that they don’t want to do,” he said.

Pelosi’s remarks are likely to be seen by Brexit supporters as the latest effort by Democrats to ward the U.K. away from a departure from the E.U. Former President Barack Obama, just weeks before the 2016 referendum, famously warned Brits that the U.K. would be “back of the queue” for a trade deal if it left the E.U.

The country voted to leave the E.U. anyway.

Federalist editor sees need to know Mueller probe’s full origins

Mollie Hemingway, senior editor at The Federalist, says that though many think it’s important to move on from the Mueller report following Thursday’s expected release, one aspect that calls for further exploration is how it all began.

“People talk about moving on. That's important because there are serious policy issues that fixing our border and other things Congress needs to work on -- but how did the investigation ever start?” Hemingway said on “Special Report with Bret Baier” on Wednesday.

MUELLER'S QUESTIONS FOR TRUMP

“It was used, not just during the campaign but in the interim, before he [Trump] became president and for the first two years of his administration, to undermine him," she said. "It affected foreign policy and his ability to get things done.”

Hemingway emphasized that answers were needed in order to avoid a recurrence of the circumstances behind the inquiry.

“People need to make sure the report is put into context. It is not just there was a legitimate reason to look into Russia collusion and there were no indictments ... for Russia collusion or obstruction, but a story about how people weaponized information and used it to go after political opponents,” Hemingway told Baier.

“That absolutely must be looked into. We absolutely need to get answers so that it doesn't happen again and the people who did it are held accountable.”

Barr will release a redacted version of Mueller's full investigative report on Thursday morning.

Democrats are expected to file subpoenas to see what's behind the redactions.

Wall Street Journal columnist Jason Riley said Democrats will continue to second-guess the report, but its findings will stand.

“Clearly the Democrats are very upset by this finding. I think what we are going to see is them combing through this report second-guessing Mueller's findings on no collusion, second-guessing the Justice Department decision that there was no obstruction of justice because there was no underlying crime, and you will see Trump's team push back and say pick it apart all you want,” Riley said.

“Doesn't change the central conclusions, no collusion and no obstruction.”

Amy Walter, national editor of the Cook Political Report, added that no matter what the report says Thursday, it will have no bearing on how the public views President Trump. “His approval ratings, disapproval ratings haven't moved much given the many things that have happened over the last two years.”

Futures edge higher after two sessions of declines

(Reuters) – U.S. stock index futures edged higher on Tuesday, looking to bounce back from two sessions of declines triggered by pessimism around global growth.

Wall Street’s benchmark S&P 500 index has lost about 2 percent over the past two sessions, but remains up about 12 percent for the year.

Markets have been roiled over the past few trading sessions following the Federal Reserve’s stunning about-face on interest rate increases and data that suggested slowing global growth. Traders are now pricing in a rate cut by the Fed, as early as September.

Adding to the worries was the inversion in the U.S. yield curve, seen by many as a harbinger of recession.

Markets also awaited progress on U.S.-China trade talks, with top U.S. officials traveling to Beijing for the latest round of high-level negotiations, which are scheduled to start on Thursday.

At 6:56 a.m. ET, Dow e-minis were up 137 points, or 0.54 percent. S&P 500 e-minis were up 13.5 points, or 0.48 percent and Nasdaq 100 e-minis were up 31.75 points, or 0.43 percent.

Apple Inc’s shares rose 0.8 percent in premarket trading, a day after the iPhone maker unveiled its video streaming service, a credit card and an online gaming arcade. The company’s shares fell 1.2 percent on Monday as its new services failed to impress investors.

Boeing Co climbed 0.8 percent, extending Monday’s gain after the planemaker said it would provide airlines that have bought the 737 MAX with free software upgrades.

Meanwhile, a report from the U.S. Conference Board at 10 a.m. ET is expected to show consumer confidence index likely rose to a rate of 132 in March from 131.4 in February.

The Census Bureau is scheduled to report that housing starts had likely dipped in February. Data is scheduled for release at 8:30 a.m. ET.

NEW YORK (Reuters) – The U.S. economy is growing at a 2.08% annualized pace in the second quarter based on upbeat data on durable goods orders and new home sales in March, the New York Federal Reserve’s Nowcast model showed on Friday.

This was faster than the 1.92% growth rate calculated by the N.Y. Fed model the week before.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

(Reuters) – Initial optimism over first-quarter results from Starbucks Corp was waning fast on Wall Street on Friday, as analysts questioned the longer-term prospects of its new sales push given subdued overall customer traffic numbers especially in China.

The company on Thursday beat brokerage estimates for quarterly same-store sales on the back of demand for its new Cloud Macchiato, Matcha tea and cold brews in the United States.

However, BTIG’s Peter Saleh was one of a number of sector analysts who said while customers forking out for higher-priced new drinks had helped drive growth in same-store sales, “anemic” traffic at cafes remained a concern.

He and others pointed to a 1 percent decline in footfall at cafes in the Chinese market, viewed as crucial to the chain’s growth for the foreseeable future.

More broadly, transaction numbers, the substitute analysts use for customer traffic, were unchanged in all three of the company’s global regions.

Shares in the company, which hit a record high after the results on Thursday, fell 1 percent in morning trade.

“We remain cautious given near-term headwinds surrounding China, including cannibalization, increasing competition (and) a slowing economy,” Wedbush analyst Nick Setyan said.

Starbucks has also poured money into beefing up its delivery network in China as it battles with local startup Luckin Coffee, whose speedy growth led it to file for an IPO in the United States earlier this week.

New menu items and partnerships with delivery services, the heart of the company’s strategy to win back customers lost to artisanal coffee shops and cheaper fast-food rivals, did help Starbucks’ sales in its home market.

However, analysts said growth in China may continue to be subdued.

Wells Fargo analyst Bonnie Herzog said she expects store expansion in China to take priority over comparable sales growth.

She downgraded her rating on Starbucks’ to “market perform” from “outperform”, arguing that the company facing tough sales comparisons later on in 2019 from last year and the current rich valuation of shares meant the stock had limited room to rise.

“Investors will be hesitant to invest new money in a stock with a topline that, while still strong, is unlikely to meaningfully accelerate,” Herzog said.

Still, the company’s solid same-store growth in the United States, improving profit margins and a lower tax rate for the rest of the year led at least 6 Wall Street brokerages to raise their price targets on the stock to as high as $81.

11 of 29 brokerages rate Starbucks “buy” or higher, 17 “hold” and 1 “sell” or lower. Their median price target is $75.
