2 get prison for immigrant smuggling that led to 2 deaths

Two Guatemalan men have been sentenced to federal prison for their parts in an immigrant-smuggling run that led to the deaths of two Ecuadoran men.

A Justice Department statement says 23-year-old Melvin L. Barahona-Godoy was sentenced to four years and nine months in prison Wednesday in Laredo, while 29-year-old Yoryi Alexis Perez drew a 6½-year prison term. Both had pleaded guilty to conspiracy to illegally transport immigrants resulting in death. Both will be subject to deportation after completing their prison terms.

Federal officials at a Laredo residence on Oct. 21, 2017, found nine immigrants who were in the country illegally, one of whom was Barahona-Godoy. They say interviews established that Barahona-Godoy and Perez had guided the group across the Rio Grande the previous month. Two people drowned during the crossing.

Israel to withhold $138 million in Palestinian funds

Israel says it will withhold over $138 million from the Palestinian Authority for payments given to families of Palestinians who carried out attacks against Israelis.

The government's security Cabinet said Sunday that it was implementing a law passed last year allowing Israel to withhold funds used to pay stipends to Palestinian attackers and their families from taxes Israel collects on the Palestinian Authority's behalf.

Israel says the payments encourage violence — a claim the Palestinians reject.

The freeze comes as the Palestinians face major budget cuts made last year after the United States slashed funding for the U.N.'s Palestinian refugee program UNRWA and for development programs in the Palestinian territories. The U.N.'s World Food Program also cut back services due to funding shortages.

US seeks UN sanctions against Pakistan group head for attack

The United States is seeking to put the head of a Pakistan-based militant group blamed by India for a Feb. 14 suicide attack that killed 40 Indian soldiers in Kashmir on the U.N. sanctions blacklist.

A draft resolution circulated to Security Council members Wednesday and obtained by The Associated Press would impose a travel ban and freeze the assets of Jaish-e-Mohammed chief Masood Azhar.

It would also condemn "in the strongest terms the heinous and cowardly suicide bombing" in the Indian-held portion of Kashmir that resulted in the deaths of 40 paramilitary soldiers and the wounding of dozens of others.

The draft resolution says a member of Jaish-e-Mohammed has claimed responsibility for the attack which raised tensions between India and Pakistan and led to an Indian retaliatory airstrike inside Pakistan.

NEW YORK (Reuters) – U.S. online lenders such as LendingClub Corp, Kabbage Inc and Avant LLC are scrutinizing loan quality, securing long-term financing and cutting costs, as executives prepare for what they fear could be the sector’s first economic downturn.

A recession could bring escalating credit losses, liquidity crunch and higher funding costs, testing business models in a relatively nascent industry.

Peer-to-peer and other digital lenders sprouted up largely after the Great Recession of 2008. Unlike banks, which tend to have lower-cost and more stable deposits, online lenders rely on market funding that can be harder to come by in times of stress.

Their underwriting methods also often include analysis of non-traditional data, such as education level of borrowers. While platforms see that as a strength, it has yet to be tested in times of crisis.

“This is very top of mind for us,” LendingClub Chief Executive Officer Scott Sanborn said in an interview, referring to the possibility of a recession. “It’s not a question of ‘if,’ it’s ‘when,’ and it’s not five years away.”

Sanborn and executives at some half a dozen other online lenders who spoke to Reuters said worsening economic indicators and forecasts have made them more cautious.

Their worries are the latest sign that fears a U.S. downturn is nigh are growing. Economists polled by Reuters in March saw a 25 percent chance of U.S. recession over the next 12 months. More recently, some executives said, a Federal Reserve decision to halt interest rate hikes reinforced those fears.

“We were seeing economists bringing up some warning signs, and we were following the Fed signals and that they were becoming more dovish,” said Bhanu Arora, the head of consumer lending at the Chicago-based lender Avant. “We wanted to be prepared and ready.”

To position itself better for recession, Avant came up with a plan late last year that includes tightening credit requirements for segments it identified as higher risk, Arora said.

To be sure, the executives said they are not yet seeing glaring signs of trouble in their loan books.

A downturn is also far from certain. On Friday, JPMorgan Chase & Co, the country’s largest bank by assets, eased fears of a recession after it posted better-than-expected quarterly profits driven by what it described as solid U.S. economic growth.

If a downturn hits, however, it would separate the stronger online lenders from the weaker ones.

“All these different platforms say they can underwrite in unique ways,” said Robert Wildhack, an analyst at Autonomous Research. “This will be the first chance we have to see who is right and who might have been taking shortcuts.”

TIGHTENING CREDIT

In February, LendingClub, one of the pioneers of peer-to-peer lending, offered growth projections for 2019 that fell short of Wall Street expectations, partly a sign of growing caution. LendingClub does not provide loans directly to consumers but earns fees by connecting borrowers and investors on its online marketplace.

Sanborn said the company has gotten more stringent about credit standards for borrowers on its platform and is attracting investors with broader risk appetites in case the more cautious participants pull back.

It is also outsourcing more of its back-office operations and relocating some staff to Utah from San Francisco to reduce expenses, he said.

SoFI, an online lender that refinances student loans and then securitizes them, has been focusing on making its portfolio more profitable, even if that may mean lower origination volumes, CEO Anthony Noto told reporters in late-February.

EXTRA CUSHION Some companies are building more room on their balance sheets and trying to secure funding farther into the future.

Small business lender BlueVine Capital Inc, for example, is seeking credit facilities with extended durations. Given a choice to pay 10 basis points less or get a line of credit that lasts an additional year, BlueVine would choose the latter, said Eyal Lifshitz, the company’s chief executive.

“We are making sure we are locking in capital for longer periods of time, and from providers that we trust and we know are going to be around,” Lifshitz said.

BlueVine offers invoice factoring, where companies exchange future cash flows for current financing, as well as lines of credit that last up to a year. It is postponing the launch of longer-term products because of economic concerns, Lifshitz said.

Atlanta-based Kabbage, which lends to small businesses, recently completed a $700 million asset-backed securitization. The company said it raised the funding to meet growing borrower demand, but also partly as preparation in case of worsening economic conditions.

“We have been waiting for the next recession to happen for the past five years,” said Kathryn Petralia, co-founder and president. “More people feel confident that it’s imminent.”

AP Sources: Mueller Report Is Over 300 Pages long

 Special counsel Robert Mueller's Russia investigation report is more than 300 pages long.

That's according to a Justice Department official and another personal familiar with the report.

The Justice Department official said Attorney General William Barr discussed the length of the report during a phone call Wednesday with House Judiciary Committee Chairman Rep. Jerrold Nadler.

Both people spoke on condition of anonymity to discuss the confidential report.

Barr released a four-page summary of the report on Sunday and is expected to release a public version of the document in the coming weeks.

MAINZ, Germany (Reuters) – Germany begins an auction of spectrum for next-generation 5G mobile networks on Tuesday, the outcome of which will play a decisive role in determining whether Europe’s largest economy remains competitive in the digital age.

It nearly didn’t happen: a raft of lawsuits brought by network operators was thrown out by a court only last week. The buildup has also been overshadowed by U.S. pressure on its allies to bar Chinese vendors from participating in building 5G networks due to national security fears.

In the end, regulators preferred to draft tougher rules for all vendors rather than meet the U.S. demand to banish China’s Huawei Technologies, the global network market leader.

Here’s an overview of how the auction will work:

WHAT IS BEING AUCTIONED?

Germany’s Federal Network Agency (BNetzA) is auctioning off 41 blocks of spectrum in the 2 GHz and 3.6 GHz bands.

These frequencies have relatively short range and high data-carrying capacity, suiting them to use in running ‘connected’ factories – an industrial policy priority.

Urban areas should get 5G coverage early, with another application likely to be super-fast domestic wireless broadband.

WHO’S TAKING PART?

Germany’s three network operators – Deutsche Telekom, Vodafone and Telefonica Deutschland – have been admitted into the auction.

Also participating is 1&1 Drillisch, a virtual mobile operator controlled by United Internet that wants to run a fourth network.

The Big Three filed lawsuits to delay the auction, arguing that its requirement to provide high-speed coverage to 98 percent of households by 2022 was too onerous. They also criticized rules for network sharing, arguing they would make life too easy for new market entrants.

The Cologne Administrative Court threw out those lawsuits on Friday. Outstanding litigation may yet lead to the results of the auction being reviewed, although BNetzA says it is on firm legal ground.

HOW MUCH MONEY WILL THE AUCTION RAISE?

BNetzA has declined to forecast proceeds but the federal government hopes to raise several billion euros – money it will reinvest in upgrading Germany’s broadband networks.

The last auction in 2015, for 4G frequencies, raised 5.1 billion euros ($5.8 billion). Back in 2000, a 3G auction raised more than 50 billion euros – a ruinous sum that forced some players out of the market and others to merge.

HOW WILL IT WORK?

The auction is being held in old army barracks in the south-western city of Mainz. Bid teams will have to surrender their phones when they enter. They will submit offers from separate rooms via a secure network, and can only seek guidance via fax from their head offices.

Minimum bids range between 1.7 million and 5 million euros and total 104.6 million euros. The process ends when no fresh bids are entered.

Based on past experience, the auction could run for weeks – a previous one in 2010 lasted six weeks.

WHAT ABOUT U.S. CALLS TO SHUT OUT CHINESE VENDORS?

Germany resisted calls from the United States to shut Chinese network vendors out of its 5G buildout due to national security concerns.

Instead of banning Huawei outright, regulators have tightened rules on all network vendors. These won’t bid in the auction but will be key partners in upgrading network infrastructure.

WHAT ABOUT OTHER EUROPEAN AUCTIONS?

Several countries – among them Ireland, Finland, Italy, Switzerland and Austria – have already auctioned 5G spectrum. Most have been low-key affairs, with only modest sums raised because the sales were designed to leave operators with money left over to invest in network upgrades.

The exception was Italy, where frenzied bidding last year raised 6.5 billion euros for the cash-strapped government but left operators financially stretched.

Countries like France have yet to hold 5G auctions, leaving Europe as a whole lagging early adopters like the United States, Japan and Korea.

Mueller should testify, Dems should be able to ‘ask him whatever they want:’ Judge Nap

Special Counsel Robert Mueller should testify before Congress and answer lawmakers’ questions regarding his report of the Russia investigation into President Donald Trump’s 2016 campaign, Judge Andrew Napolitano said.

The Fox News senior judicial analyst said on “Fox & Friends” early Thursday morning – just hours before Attorney General William Barr is expected to release the highly anticipated report – said there is a “tremendous desire on the of Americans to see what is there.”

“This has consumed us for two years,” Napolitano added.

IN MUELLER REPORT'S RELEASE, TRUMP LOOKS FOR VINDICATION, BUT NEW FIGHTS LOOM

Napolitano said the report will be a 400-page summary of the documents, interviews and notes the special counsel has amassed over the past two years and it will be lightly redacted. That said, Democrats are going to look at everything see what they can use against the president.

“If there is anything in there that they can use to undermine his legitimacy or undermine his credibility or weaken his re-election chances, of course, they are going to do it,” he said. “That's what they do. They are the other side.”

Barr and Deputy Attorney General Rod Rosenstein scheduled a 9:30 a.m. ET press conference to discuss the Mueller report’s public release. The Department of Justice said Wednesday that certain members of Congress will be able to see the report “without certain redactions” after its public release.

Napolitano said certain ranking members of the Intelligence Committee have top security clearance to see anything.

“Now, can they reveal what they see? If they do, they are going to undermine their credibility,” he added. “They will never have a secret shared with them again.”

It was not immediately clear exactly when on Thursday the DOJ would release the redacted version of the nearly 400-page investigation into Russian election meddling, but the document was expected to be delivered to lawmakers and posted online by noon.

Barr has said redactions in the report's release are legally mandated.to protect four broad areas of concern: sensitive grand jury-related matters, classified information, ongoing investigations and the privacy or reputation of uncharged "peripheral" people.

The chairman of the House Judiciary Committee, Democrat New York Rep. Jerrold Nadler, has said he is prepared to issue subpoenas "very quickly" for the full report if it is released with blacked-out sections, likely setting in motion a major legal battle.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
