‘Significant’ winter storm threatens blizzard conditions across Central US, impacts up to 200 million Americans

Even though spring may have sprung across much of the country, a major late-season winter storm is threatening to bring blizzard conditions to the Central U.S. -- and the storm's impact could be felt nationwide.

The National Weather Service's Weather Prediction Center said Tuesday the developing "significant" storm system will first bring snow over the Cascades before spreading over the Northern Rockies into the Upper Midwest by midweek.

"A blizzard my friends, in April, it's happening across portions of South Dakota up towards Nebraska and then into Wisconsin," Fox News Senior Meteorologist Janice Dean said on "FOX & friends." "We could see over a foot of snow and windy conditions and the potential for flooding ahead of this, some ice as well."

Heavy snow and strong winds are forecast to produce "life-threatening" travel conditions across the region starting Wednesday, according to the WPC. Blizzard conditions are expected as winds intensify late Tuesday into Wednesday.

"The heavy wet snow may also lead to power outages," the NWS said.

Besides heavy snow, rain will stretch across parts of the central U.S. that are still dealing with river flooding, including Iowa and Illinois. There is also the threat of severe weather for the Mississippi and Ohio River valleys through Thursday.

The intense storm system may affect up to 200 million Americans by the end of the week, according to AccuWeather.

Blizzard warnings stretch from Nebraska to western Minnesota, where up to 2 feet of "very heavy and wet" snow may fall.

"A potentially historic winter storm will bring severe impacts Wednesday night into early Friday, similar to the one last April," the NWS Twin Cities office said on Twitter.

"This may not be your typical blizzard with dry, powdery snow for the Plains and Upper Midwest," said AccuWeather Senior Meteorologist Alex Sosnowski. "But, this may be more of a plastering effect with heavy, wet snow that is difficult to shovel and plow."

Heavy snow may also impact the Minneapolis-St. Paul metro area, which is also forecast to see rain before the changeover to frozen precipitation.

"If the mix doesn`t reach as far north as the Twin Cities, then perhaps the metro could experience blizzard conditions as well -- similar to what happened last year," the NWS office said.

After impacting the Central U.S., the storm system is forecast to eventually bring rain to the Northeast by the end of the week.

Luján’s Senate Bid Could Spark House Leadership Fight

The decision by Rep. Ben Ray Luján, D-N.M., to run for the Senate could touch off a House leadership battle, The Wall Street Journal is reporting.

Luján, who serves as the assistant House Speaker, announced on Monday he would run for the seat Sen. Tom Udall, D-N.M. will vacate in 2020.

The Journal noted that Luján’s potential departure will spark an inevitable leadership fight among House Democrats. It pointed out that by running for the Senate he will forgo the opportunity to move higher in the Democratic leadership.

Meanwhile, the newspaper said the current top leadership of the House, Speaker Nancy Pelosi, D-Calif., Majority Leader Steny Hoyer, D-Md. and Majority Whip Jim Clyburn, D-S.C., are all close to 80.

Rep. Hakeem Jeffries, D-N.Y. is already considered a potential candidate for the Speaker’s post, according to the Journal. And Rep. Cheri Bustos, D-Ill, is also said to be a potential candidate for any leadership position.

With Luján gone, it would open the door to other candidates seeking to move up into leadership posts in the House, the Journal said.

USA Today editor-in-chief admits 'horrible' mistake after she's linked to 'blackface' yearbook

The editor-in-chief of USA Today apologized Wednesday after the Arizona newspaper she used to manage uncovered her past role in publishing a college yearbook that included a photo of people in blackface.

The photo in question was published in the 1988-89 Arizona State University yearbook, of which Nicole Carroll was an editor. It shows two people at a Halloween party dressed in makeup as Mike Tyson and his then-wife Robin Givens, according to USA Today, based in McLean, Va.

“Clearly the 21-year-old me who oversaw the book and that page didn’t understand how offensive the photo was. I wish I had,” Carroll said in a statement. “Today’s 51-year-old me of course understands and is crushed by this mistake. It is horrible, and of course the photo should not have been published.”

Carroll said she has no memory of publishing the photo but regretted it nonetheless.

The image was discovered as part of a review of 900 yearbooks at 120 schools across the nation by USA Today and other Gannett-chain newspapers. Reporters collected around 200 examples of racist or offensive material at schools in 25 states, according to the Arizona Republic, where Carroll was editor in chief before heading USA Today.

The uncovered images show students in blackface, dressed in Ku Klux Klan robes or dressed clothing depicting Native American sterotypes.

Blackface has long been viewed as offensive and a racist depiction of black people.

The Gannett review was prompted by recent scandals in Virginia, where Democratic Gov. Ralph Northam and state Attorney General Mark Herrings have both been accused of wearing blackface while in medical school and college, respectively.

Joy Behar, co-host of ABC's “The View,” also recently had to explain a photo of herself dressed as a “beautiful African woman” at a Halloween party from years ago. And past blackface images of celebrities such as talk-show hosts Jimmy Kimmel and Jimmy Fallon also have surfaced.

In a statement, Arizona State said the image is a “sad reminder that this kind of insensitivity was all too common in past decades.”

Carroll graduated from the Arizona State in 1991. The Republic won a 2017 Pulitzer Prize under her leadership of the paper. She was named editor-in-chief of USA Today last year.

In a Wednesday column, she wrote that she has "championed diversity and inclusion in our newsroom and in our news coverage” and “will continue to have, newsroom conversations about how we can further educate ourselves and our readers about race, history and prejudice, as well as the serious issues facing women, the LGBTQ community and all marginalized groups.”

WASHINGTON (Reuters) – A Democratic-led congressional committee voted on Tuesday to subpoena a former White House security clearance chief over a whistleblower’s allegations that career officials’ decisions to deny security clearances to some of President Donald Trump’s advisers were inappropriately reversed.

Elijah Cummings, chairman of the House of Representatives Overight Committee, led the push to subpoena Carl Kline, who was White House personnel security chief for the first two years of Trump’s presidency and now works for the Department of Defense.

The committee voted to approve the subpoena for Kline by a vote of 22-15 along party lines.

In a letter sent to White House counsel Pat Cipollone on Monday, Cummings said Kline had not responded to the committee’s requests that he testify voluntarily.

Cummings said the White House and Kline’s lawyer on Monday responded he would voluntarily testify but would not answer questions about specific security clearance cases or violations.

Cummings said on Tuesday these conditions were unacceptable.

Hispanics Rally to Trump, Boosting His 2020 Chances

Get ready for the anti-Trump “resistance” to go truly loco, because new polling data indicates Hispanic support for the president is swelling, a trend that could seal his 2020 re-election victory.

When I helped lead the Trump Hispanic Advisory Council in 2016, our effort was widely derided by skeptics certain that the narrative of Trump as anti-Latino would doom his candidacy, particularly in heavily Hispanic states like Florida.  But that November, Hispanics saw through the media smears and Trump massively outperformed dour expectations, actually surpassing Mitt Romney’s 2012 percentage among Latino voters.

Since then, prospects have only improved – most importantly for the overall well-being of America’s Hispanic citizens, but also for the political prognosis of President Trump. So much good news erupted last week for the president with the conclusion of the Mueller inquiry that stunning new polling data was largely glossed over.  McLaughlin & Associates revealed that Hispanic approval for Trump in March jumped to 50%.  This number matched the January Marist/NPR/PBS survey that shocked cynics with its own 50% approval finding.  Even if those polls are too aggressive, February’s Morning Consult/Politico poll showed Trump’s Hispanic approval vaulting to a still-impressive 45%.

What explains this stunning trend?  I see three key factors:

The Economy – Hispanics neither desire nor expect a laundry list of deliverables from government, but rather seek the conditions to advance and prosper independently.  As the most statistically entrepreneurial demographic in America, Hispanics have thrived amid the Trump boom as regulatory and tax relief unleashes a small business surge.  Every American benefits from this new dynamism, but Hispanics most of all.  For example, the Hispanic jobless rate has now been below 5% for the last 11 months; prior to the Trump presidency, it had only been below 5% for one month ever (in 2006).   In addition, jobs are paying more.  Wage growth has finally ramped higher for all Americans, but especially for Hispanics, who now welcome wage growth far above workers on the whole. The American manufacturing renaissance drives much of this resurgence, as on-shoring, better trade deals, and rising optimism made 2018 the best year for factory jobs since the 1990s.

Immigration – Leftist politicians and their media allies wrongly assume that Hispanics espouse softness on immigration illegality.  In reality, a 2018 YouGov/Economist poll detailed that only 20% of Hispanics support the practice of “catch and release” of families crossing our border illegally.  Indeed, Hispanic Americans often suffer the worst, most immediate consequences of porous borders.  Too often, Hispanic workers must compete against unfair, illegal labor.  In addition, dangerous illegal aliens largely terrorize Hispanic citizens.  The tragic tales of MS-13 savagery, for example, normally involve Hispanic victims like Carlos Rivas-Majano, one of 27 people killed by the gang on Long Island, N.Y., in just the past three years. While elites like wannabe-Hispanic Robert Francis O’Rourke pontificate about open borders and tearing down existing border walls, the actual on-the-ground consequences flow to people with names like Hernandez, Cabrera, and Cortes.  Hispanic Americans have suffered too many totally preventable losses, such as slain Arizona police Sgt. Brandon Mendoza and young Los Angeles mother Sandra Duran, both murdered by illegal aliens living in America despite multiple prior arrests in the United States.  

Social Issues – As the Democratic Party lurches left on social issues, the largely Catholic and Evangelical Hispanic community of America finds itself orphaned by the Democratic Party.  Increasingly, Democrat lawmakers and leaders support abortion up until the very day of birth (and even beyond), so Hispanics naturally gravitate to pro-life Trump.  A 2018 Pew poll, for instance, found that 61% of whites believe abortion should be legal in most/all circumstances, but only 44% of Hispanics concur.  In a separate survey, Pew also discovered that among Democrats, Hispanics are almost twice as likely to identify as “conservative” as non-Hispanics. Given these realities, the increasingly extremist Democratic Party practically invites electoral doom in 2020.

Looking state-by-state at the 2020 presidential race, the groundswell of Trump’s Hispanic popularity solidifies the president’s re-election prospects. A Trump gain to 40% of the Hispanic vote -- a very realistic goal at this point – could effectively seal repeat wins in Florida, Georgia, North Carolina, and Arizona. Winning those states means the Democratic nominee must clean-sweep the 2016 Trump states of Pennsylvania, Michigan, and Wisconsin.  Moreover, even that upper Midwest sweep would not be enough if Trump’s ascent with Hispanics puts in play Nevada and Colorado, states with large Latino populations that Clinton won by low single digits last election.

For decades, Republicans have chased the “holy grail” of votes from Hispanics, a group that naturally should align with the conservative principles of entrepreneurial capitalism, strong borders, and a culture of life.  Paradoxically, the man whom the mainstream media most attempted to vilify as anti-Latino will, at last, truly welcome Hispanics to their rightful political home.

LISBON (Reuters) – Portugal’s minority Socialist government of Prime Minister Antonio Costa on Wednesday survived an opposition motion of no confidence lodged over a recent wave of public sector strikes.

The motion, fielded by the conservative CDS-PP party last week and seen as largely symbolic because the Socialists are backed in parliament by the far-left Communists and Left Block, was rejected by a 115-103 margin in the 230-seat parliament.

Portugal, which faces a general election in October, has seen various public sector walkouts and street protests in the past few months, from nurses fighting for better salaries to firefighters and police officers protesting inadequate funding.

The Socialists are far ahead of other parties in opinion polls, though still well shy of a parliamentary majority.

“The strikes reveal a government unable to maintain social peace,” CDS-PP leader Assuncao Cristas told parliament before the vote. The CDS-PP was part of the previous centre-right administration, whose painful austerity campaign during Portugal’s 2011-14 bailout caused widespread strife.

Earlier on Wednesday, the leader of one of Portugal’s main nurses’ unions began a hunger strike to demand better pay and working conditions while criticising the authorities for clamping down on the strike, declared “unlawful” by the prosecutor general’s office on Tuesday.

Defending his government’s record, which includes lower taxes, wage and pension increases, Costa said the vote “only showed that the right is still a minority” in Portugal.

Finance Minister Mario Centeno previously labelled the increase in strike action as “absolutely normal” in a growing economy that was making workers more demanding even as the state increased spending.

The Socialists and their allies have reversed some austerity steps while maintaining budget discipline to reduce the deficit and keeping growth rates at above the euro zone’s average in the past two years. Unemployment has dropped to 16-year lows.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.
