LONDON (Reuters) – The Northern Irish party that is crucial to Prime Minister Theresa May’s hopes of getting her twice-defeated Brexit deal through parliament is likely to support it in a third vote next week, the Spectator magazine reported on Saturday.

The Democratic Unionist Party (DUP), which has 10 lawmakers in parliament, is moving toward backing May’s European Union divorce deal for the first time after receiving a promise that the government would put into law a requirement that there be no divergence between Northern Ireland and Britain, it said.

A cabinet minister involved in the talks with the DUP told the Spectator the chances of the Northern Irish party backing the government’s deal were around 60 percent.

Israeli military: Air raid sirens triggered in Tel Aviv

The Israeli military said air raid warning sirens were triggered in Tel Aviv on Thursday.

It was not immediately clear if the city was under attack or if a false alarm had set off the sirens.

Tel Aviv has not been attacked by rocket or missile fire since a 2014 war with Hamas militants in the Gaza Strip.

(Reuters) – Big-serving Canadian Milos Raonic fired down 13 aces to defeat Miomir Kecmanovic 6-3 6-4 on Thursday and reach the BNP Paribas Open semi-finals in Indian Wells for a second consecutive year.

Serbian teenager Kecmanovic was unable to convert any of his three break-point opportunities against a ruthless Raonic, who unleashed a torrent of punishing groundstrokes on a sunny and breezy day in the California desert.

Raonic’s serving accuracy was not as precise as it has been in other matches, with only 55 percent of his first deliveries finding the target.

But when he was able to get one in play it was too much for the tournament lucky loser, with Raonic winning 88 percent of those points.

“In a few key moments my serve really helped me out,” Raonic told reporters.

“I just tried to play consistent, be aggressive when I had the first chance.”

Next up for Raonic is either Gael Monfils or Dominic Thiem, who play their quarter-final later on Thursday.

Nadler seeks Barr testimony on Mueller report, challenges call to clear Trump on obstruction

House Judiciary Committee Chairman Jerry Nadler declared Sunday that he’ll soon seek testimony from Attorney General Bill Barr, as the powerful Democrat openly challenged Barr’s determination that Robert Mueller’s investigation did not produce evidence that President Trump committed obstruction of justice.

For his part, Trump declared a “total exoneration” based on the report, a summary of which Barr transmitted Sunday. Barr’s letter includes clear language that the Mueller probe did not find evidence of collusion with Russia during the 2016 election.

However, Mueller did not draw a conclusion on whether the president obstructed justice, saying the report does not conclude he committed a crime and also “does not exonerate him.” In turn, Barr and Deputy Attorney General Rod Rosenstein concluded the evidence from the case “is not sufficient to establish that the President committed an obstruction-of-justice offense.”

That line swiftly prompted complaints from Democrats – while also giving them an opening to challenge Barr, despite facing what amounted to a victory lap from Trump, his legal team and his political allies over a report that largely supported their “no collusion” mantra.

“In light of the very concerning discrepancies and final decision making at the Justice Department following the Special Counsel report, where Mueller did not exonerate the President, we will be calling Attorney General Barr in to testify before @HouseJudiciary in the near future,” Nadler tweeted.

Nadler also said on Twitter there “must be full transparency” on what Mueller uncovered “to not exonerate the President from wrongdoing.”

“DOJ owes the public more than just a brief synopsis and decision not to go any further in their work,” he said.

Nadler further said that since Mueller did not exonerate Trump on the issue, “we must hear from AG Barr about his decision making and see all the underlying evidence for the American people to know all the facts.”

TRUMP TEAM TURNS TABLES AFTER MUELLER PROBE ENDS

The comments from Nadler underscore that Democrats have no intention of accepting Barr’s summary report as-is -- amid numerous calls for the full report's release -- or putting the collusion and obstruction issues to rest, as they continue to pursue their own congressional investigations.

Democrats on the same committee also said Sunday that it, “Seems like the Department of Justice is putting matters squarely in Congress’ court,” after the release of the report.

Barr released a summary of Mueller’s findings on Sunday in a letter to leadership of both the House and Senate Judiciary Committees. The special counsel’s investigation, which lasted for nearly two years, did not find evidence that any members of the Trump campaign conspired or coordinated with the Russian government during the 2016 presidential election.

But after months of speculation regarding whether the president obstructed justice, beginning when he decided to fire former FBI Director James Comey, Barr revealed that Mueller, after making a “thorough and factual investigation” into the matters, “ultimately decided not to make a traditional prosecutorial judgment.”

This kicked the determination to the Justice Department.

“After reviewing the Special Counsel’s final report on these issues, consulting with Department officials, including the Office of Legal Counsel; and applying the principles of federal prosecution that guide our charging decision, Deputy Attorney General Rod Rosenstein and I have concluded that the evidence developed during the Special Counsel’s investigation is not sufficient to establish that the President committed an obstruction-of-justice offense,” Barr wrote, adding that the decision was “not based on the constitutional considerations that surround the indictment and criminal prosecution of a sitting president.”

Barr explained that the government would “need to prove beyond reasonable doubt that a person, acting with corrupt intent, engaged in obstructive conduct with a sufficient nexus to a pending or contemplated proceeding.”

“In cataloguing the President’s actions, many of which took place in public view, the report identifies no actions that, in our judgment, constitute obstructive conduct, had a nexus to a pending or contemplated proceeding, and were done with corrupt intent, each of which, under the Department’s principles of federal prosecution guiding charging decisions, would need to be proven beyond a reasonable doubt to establish an obstruction-of-justice offense,” Barr wrote.

Nadler’s committee is already leading an investigation into “alleged obstruction of justice, public corruption, and other abuses of power by President Trump,” which he announced earlier this month. Nadler requested documents and records from 81 individuals and entities connected, in some way, to the president.

Meanwhile, other House Democrats have aggressively ramped up their own Trump-related investigations, which are expected to include a network of committee probes and high-profile hearings that are likely to last well into the 2020 election year.

At this point, the House Intelligence Committee is probing the president’s foreign business dealings and Russian election meddling.  The House Foreign Affairs Committee, led by Chairman Eliot Engel, D-N.Y., is probing Trump’s foreign business dealings as well.

Uganda says it is willing to consider asylum for Sudan’s ousted leader Bashir

KAMPALA (Reuters) – Uganda will consider offering asylum to ousted Sudanese leader Omar al-Bashir despite his indictment by the International Criminal Court (ICC), a foreign affairs minister said on Wednesday.

“Uganda would not be apologetic at all for considering an application by Bashir,” Okello Oryem, Uganda’s state minister for foreign affairs, told Reuters in Kampala.

Bashir, 75, who had ruled Sudan for 30 years after seizing power in a military coup, was toppled by the military last week after months of street protests.

Bashir faces an International Criminal Court arrest warrant over the death of an estimated 300,000 people during an insurgency in Sudan’s western Darfur region over a decade ago.

Oryem said Bashir had yet to contact Kampala for possible refuge, but added that there was no harm in considering the fallen Sudanese leader for political asylum.

There was no immediate comment from the ICC in The Hague. ICC member states, which include Uganda, are obligated to hand over indictees who enter their territory.

Though Bashir is under ICC indictment for suspected genocide in Darfur, the transitional military government in Khartoum has said it will not hand him over and instead may try him in Sudan.

Ugandan President Yoweri Museveni has in the past criticised the ICC, describing it as a tool of Western justice against Africans, and he once vowed to mobilise African countries to pull out of the court’s founding treaty.

Oryem said the ICC indictment would not be deemed an obstacle to any application for political asylum in Uganda by Bashir.

Relations between Sudan and Uganda, where Museveni has in power since 1986, were frosty in the 1990s and early 2000s.

Uganda accused Bashir-led Sudan at the time of supporting warlord Joseph Kony’s Lord’s Resistance Army (LRA) while Sudan alleged Uganda was offering assistance to an anti-Khartoum rebel group, the Sudan People’s Liberation Army (SPLA).

The SPLA later led South Sudan to independence from Khartoum while the LRA, still undefeated but mostly dormant, is believed to be hiding out in a patch of jungle between the borders of Uganda, South Sudan and Democratic Republic of Congo.

After South Sudan’s independence in 2011, Museveni and Bashir gradually reconciled and have since jointly championed efforts to end fighting in the newest African country.

Reports: ISIS-Somalia Deputy Killed in US Air Strike

An American airstrike has killed the No. 2 leader of ISIS-Somalia, Air Force Times reported Monday.

The U.S. Africa Command announced Abdulhakim Dhuqub was killed Sunday in northeastern Somalia. A second man with Dhuqub was killed but has not been identified, Voice of America reported.

ISIS-Somalia is led by Sheikh Abdulkadir Mumin, a former scholar for al-Shabab. In October 2015 he defected from the group and pledged his allegiance to ISIS leader Abu Bakr al-Baghdadi, VOA reported.

Dhoqob was Mumin's right-hand-man and has appeared in videos produced by the group; Mumin himself survived another airstrike in his mountainous hideout in Bari region in November 2017.

"Killing one of their top leaders will speed up their eradication," regional minister Abdisamad Mohamed Gallan told VOA.

ISIS-Somalia is a splinter group of al-Shabab, a group aligned with al-Qaida and also active in Somalia.

According to Air Force Times, the United States has conducted airstrikes to kill militants in Somalia since 2007, but the number of strikes per year was never more than three. Beginning in 2016, airstrikes in Somalia spiked to 15. In 2018, the Foundation for Defense of Democracies' Long War Journal cataloged 47 strikes in-country.

ALMATY (Reuters) – Kazakhstan renamed its capital Astana as Nur-Sultan on Saturday in honor of veteran leader Nursultan Nazarbayev, who unexpectedly resigned this week after almost 30 years in power.

It is the fourth time the city’s name has been changed within six decades, and some residents and opposition figures have protested against the latest renaming, which was made official on Saturday in a decree signed by interim President Kassym-Jomart Tokayev.

The windswept city of one million people, where temperatures range from -40 degrees Celsius in winter to more than 40C during the summer, was previously called Akmolinsk, Tselinograd and Akmola before becoming Astana, meaning “capital”, after Nazarbayev moved the nation’s capital there from Almaty in 1997.

Authorities have said the many public buildings, events and companies with Astana in their titles will retain their names.

Saying a new generation of leaders was needed, Nazarbayev stepped down abruptly on Tuesday in what appeared to be the first step in a choreographed political transition that will see him retain considerable sway.

The 78-year-old former steel worker and Communist party apparatchik appeared alongside Tokayev at several events this week and the two spoke to Russian President Vladimir Putin by telephone together.

Nazarbayev, who had ruled the vast oil and gas-rich Central Asian nation since 1989, when it was still part of the Soviet Union, remains the head of the security council and the ruling Nur Otan party.

Nazarbayev’s foe, fugitive banker and opposition politician Mukhtar Ablyazov, has accused him of planning a dynastic succession that would see his daughter succeed him.

NEW YORK (Reuters) – The U.S. economy is growing at a 2.08% annualized pace in the second quarter based on upbeat data on durable goods orders and new home sales in March, the New York Federal Reserve’s Nowcast model showed on Friday.

This was faster than the 1.92% growth rate calculated by the N.Y. Fed model the week before.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

(Reuters) – Initial optimism over first-quarter results from Starbucks Corp was waning fast on Wall Street on Friday, as analysts questioned the longer-term prospects of its new sales push given subdued overall customer traffic numbers especially in China.

The company on Thursday beat brokerage estimates for quarterly same-store sales on the back of demand for its new Cloud Macchiato, Matcha tea and cold brews in the United States.

However, BTIG’s Peter Saleh was one of a number of sector analysts who said while customers forking out for higher-priced new drinks had helped drive growth in same-store sales, “anemic” traffic at cafes remained a concern.

He and others pointed to a 1 percent decline in footfall at cafes in the Chinese market, viewed as crucial to the chain’s growth for the foreseeable future.

More broadly, transaction numbers, the substitute analysts use for customer traffic, were unchanged in all three of the company’s global regions.

Shares in the company, which hit a record high after the results on Thursday, fell 1 percent in morning trade.

“We remain cautious given near-term headwinds surrounding China, including cannibalization, increasing competition (and) a slowing economy,” Wedbush analyst Nick Setyan said.

Starbucks has also poured money into beefing up its delivery network in China as it battles with local startup Luckin Coffee, whose speedy growth led it to file for an IPO in the United States earlier this week.

New menu items and partnerships with delivery services, the heart of the company’s strategy to win back customers lost to artisanal coffee shops and cheaper fast-food rivals, did help Starbucks’ sales in its home market.

However, analysts said growth in China may continue to be subdued.

Wells Fargo analyst Bonnie Herzog said she expects store expansion in China to take priority over comparable sales growth.

She downgraded her rating on Starbucks’ to “market perform” from “outperform”, arguing that the company facing tough sales comparisons later on in 2019 from last year and the current rich valuation of shares meant the stock had limited room to rise.

“Investors will be hesitant to invest new money in a stock with a topline that, while still strong, is unlikely to meaningfully accelerate,” Herzog said.

Still, the company’s solid same-store growth in the United States, improving profit margins and a lower tax rate for the rest of the year led at least 6 Wall Street brokerages to raise their price targets on the stock to as high as $81.

11 of 29 brokerages rate Starbucks “buy” or higher, 17 “hold” and 1 “sell” or lower. Their median price target is $75.
