South Korean watchdog cuts fine on Qualcomm after decade-old legal battle

SEOUL (Reuters) – South Korea’s antitrust regulator has lowered a decade-old penalty imposed on U.S. chipmaker Qualcomm Inc by 18 percent to $200 million, the Korea Fair Trade Commission (KFTC) said on Thursday.

The cut comes after the Supreme Court in January overturned one of several lower court rulings against the U.S. firm for abusing its dominant market position.

In 2009, the KFTC fined Qualcomm 273 billion won ($242.6 million) for abusing its market power in CDMA modem and radio frequency chips, which were then used in handsets made by South Korea’s Samsung Electronics Co Ltd and LG Electronics Inc.

The KFTC said it had reset the penalty to reflect the Supreme Court’s ruling, adding however that a “monopolist enterprise’s abuse of its market position cannot be tolerated”.

The fine is the latest in a series of antitrust rulings and investigations faced by Qualcomm from regulators across the globe.

In a separate case, the South Korean regulator fined Qualcomm $854 million in 2016 for what it called unfair business practices in patent licensing and modem chip sales.

Qualcomm did not immediately respond to a request for comment.

Beto O'Rourke Brings in $6.1M in First Day of Campaign

Presidential candidate Beto O'Rourke brought in more than $6.1 million in online contributions in the first 24 hours after announcing his candidacy last week, narrowly coming ahead of Sen. Bernie Sanders, I-Vt., who brought in $5.9 million in his first 24 hours.

O'Rourke's campaign said the money came entirely through online contributions from all 50 states, according to The New York Times. Sen. Sanders, meanwhile, went on to raise $10 million before the first week of his campaign wrapped up.

There had been some questions about whether some of the same grassroots donors who contributed heavily to O'Rourke's unsuccessful campaign against Sen. Ted Cruz, R-Texas, would back him in a presidential bid, but his first-day tally raised about a fourth of what former President Barack Obama, during his first campaign, raised in the entire first quarter of 2007.

O'Rourke and Sanders, along with the widening group of Democratic candidates, must file fundraising reports by the end of March, with the filings to be made public April 15.

Most of the other Democratic candidates have not publicized their own first financial tallies, except for Sen. Kamala Harris, D-Calif., whose campaign said she raised $1.5 million the first day after she announced her candidacy in January.

O'Rourke's campaign did not say what the average contribution was, or how many total donors pledged their support. O'Rourke, like when he ran for the Senate, has not accepted money from political action committees.

He spent three days in Iowa after announcing his candidacy before heading to Wisconsin while on a tour of several Midwest states.

Special Counsel Robert Mueller is widely recognized for his leadership over the federal government's investigation into the alleged collusion between President Trump’s presidential campaign and Russian officials during the 2016 election. Mueller, who took over the probe in May 2017, has a storied career that ranges from his time as a Vietnam Marine to later serving as an FBI director.

As the country anxiously awaits Mueller's report regarding the alleged Russian meddling, here are three things to know about him that may surprise you.

Mueller played hockey alongside John Kerry

Mueller, while a student at St. Paul’s school in New Hampshire, was involved in various sports and served as captain of the school’s soccer, lacrosse and hockey teams, according to Biography. But perhaps most notably during his time on the hockey team, Mueller’s fellow teammate was none other than John Kerry, who would later serve as the U.S. Secretary of State from 2013 to 2017.

Mueller led the NFL’s Ray Rice probe

Speaking of sports, Mueller was tapped by the NFL to lead an independent investigation into its handling of the Ray Rice domestic violence case.

Rice was once a running back for the Baltimore Ravens. He was suspended for two games by NFL commissioner Roger Goodell in 2014 after a video surfaced that purportedly showed him dragging his then-fiancée Janay Palmer from an elevator at an Atlantic City casino.

Later, however, TMZ released a video that showed a fuller story of the incident. In the video, the football star is seen hitting Palmer, who is now Rice's wife, in the face, causing her to hit a handrail in the elevator. She was rendered unconscious as a result. His suspension was made indefinite after footage of the entire incident was made public.

In a 2018 interview with "CBS This Morning" alongside Rice, Janay said she doesn't have any intention of ever watching the tape.

"I was there. I lived it. I don't really need to relive it over and over again just to appease the world," she said.

Mueller was eventually hired by the NFL to investigate the case, primarily if the league had seen the full footage before it was made public. He ultimately determined the league had not.

He has a unique nickname at the Justice Department

Mueller — whose full name is Robert Swan Mueller III — reportedly has a unique nickname at the U.S. Justice Department in Washington, D.C., reports the Chicago Tribune: “Bobby Three Sticks.”

The nickname, according to the publication, has two meanings: It’s apparently a reference to the “III” at the end of his name but is also reportedly inspired by the Boy Scouts’ three-fingered salute.

Florida detectives investigate massage parlor murder, seek person of interest

South Florida detectives are investigating after a woman was found dead this week at the strip mall massage parlor where she worked called the Bing Bing Spa.

Broward County detectives say 45-year-old Daying Li was working Thursday when she was killed in Oakland Park. A co-worker found her body.

PATRIOTS OWNER KRAFT OFFERED PLEA DEAL IN FLORIDA PROSTITUTION CASE

On Friday, detectives released images of a man they said was a person of interest in the case. The man was seen at the spa in a dashiki.

“We have images of a man we believe was either a prior customer, possibly the last person who saw her alive,” Keyla Concepcion, a spokeswoman with the Broward County Sheriff’s Office, according to NBC 6 Miami.

Detectives haven’t said how Li was killed or why.

Those who knew the victim described her as friendly, Fox 7 Miami reports.

Turkey Refuses Pence’s Warning Not to Buy Russian Military Tech

In the latest in the continuing fallout between the US and Turkey over Ankara’s plans to install Russia’s S-400 missile defense systems — for which the United States this week finally halted delivery of not only the jets but also equipment related to the stealth F-35 fighter aircraft, and canceled all future shipments of F-35 related material — Turkey has issued its own counter-ultimatum: you are either with us or with the terrorists.

In response to yesterday’s threat by Vice President Mike Pence putting Turkey on notice to either scrap the S-400 deal with Russia or say goodbye to the Lockheed F-35, Turkish Vice President Fuat Oktay tweeted, “The United States must choose. Does it want to remain Turkey’s ally or risk our friendship by joining forces with terrorists to undermine its NATO ally’s defense against its enemies?”

Ironically it’s precisely the “undermining of NATO defense” that has Washington concerned related to the S-400, given the potential for compromising the F-35 advanced radar-evading and electronics capabilities as Russia could get access to the extremely advanced Joint Strike Fighter stealth aircraft, enabling Moscow to detect and exploit its vulnerabilities.

Pence said during a speech Wednesday at the “NATO Engages” summit in Washington, DC: “We’ve also made it clear that we’ll not stand idly by while NATO allies purchase weapons from our adversaries, weapons that threaten the very cohesion of this alliance.”

“Turkey’s purchase of a $2.5 billion S-400 anti-aircraft missile system from Russia poses great danger to NATO and to the strength of this alliance,” he added, warning further that Turkey could face serious consequences.

While Turkey’s VP didn’t specify which “terrorists” the US would be taking sides with as part of his response, there’s little doubt this was a reference to Syrian Kurdish militias which has also been the source of tensions given ongoing US support to the Kurdish-led Syrian Democratic Forces (SDF) just across Turkey’s border with Syria. Over the past year Washington has repeatedly warned against Turkish forces foraying deeper into Syria to fight Syrian Kurdish militants.

Turkey has also in the past lashed out at Washington over the fact that self-exiled Turkish cleric Fethullah Gulen has been allowed safe haven in the US. Turkey has long claimed he was a prime force behind the 2016 coup attempt targeting the Erdogan government.

On Wednesday Turkey sought to calm US fears of compromising NATO’s systems, as Foreign Minister Mevlut Cavusoglu stated, “[S-400s] will not be integrated into the NATO system,” and further suggested establishing a multi-party technical group that would ensure the air defense system “will not be a threat” to any advanced western systems, the F-35 included.

Both the US and Turkish Vice Presidents publicly sparring this week will likely only harden Erdogan in his position. Turkey again reminded the world last Friday that, “We have signed a deal with Russia, and this deal is valid. Now we are discussing the delivery process,” according to words from the foreign ministry on Friday after he came out of a meeting with his Russian counterpart FM Lavrov.

He added that “We have an agreement with Russia and we are bound by it.” The first Russian S-400 delivery is expected in July.

Both last week President Erdogan and Turkish officials have remained unwavering in declaring “it’s a done deal” in the face of US threats.

A month ago Erdogan even colorfully told a Turkish broadcaster during an interview that, “There can never be a turning back. This would not be ethical, it would be immoral. Nobody should ask us to lick up what we spat.”

Patriots owner Kraft pleads not guilty, requests jury trial

New England Patriots owner Robert Kraft on Tuesday entered a not guilty plea to two counts of solicitation of prostitution and requested a jury trial.

His attorneys submitted the paperwork in Palm Beach County, Fla., and the filing cancels Kraft’s arraignment, which was scheduled for Thursday.

Kraft is in Phoenix, attending the NFL’s annual meetings.

The 77-year-old billionaire was charged last month for allegedly receiving sex acts at a day spa in Jupiter, Fla. He has pleaded not guilty, and on Friday, his attorney said they intended to vehemently fight the charges as well as the release of two tapes that purportedly show Kraft receiving services at the spa.

In his first words since the charges were filed, Kraft issued a statement of apology on Saturday.

“In deference to the judicial process, I have remained silent these past several weeks,” Kraft’s statement read. “To correct some of the misinformation surrounding this matter, my attorney made his first public comments on Friday night. I would like to use this opportunity to say something that I have wanted to say for four weeks.

“I am truly sorry. I know I have hurt and disappointed my family, my close friends, my co-workers, our fans and many others who rightfully hold me to a higher standard.”

If convicted at trial on the misdemeanor charges, he could receive one year in jail, a $5,000 fine and 100 hours of community service.

CNN reported earlier Tuesday that NFL owners said they would not make a decision on whether to punish Kraft until the legal case is over.

“Outdated laws” need fixing to deal with the surge in illegal immigrant families crossing the U.S. border with Mexico, a top Border Patrol official said Friday.

Migrant families face no consequences if apprehended trying to cross the border illegally under present law, Border Patrol chief of Operations Brian Hastings claimed during an appearance on “Fox & Friends.”

“We need a change in the current outdated laws that we’re dealing with for this current demographic and this crisis that we have,” he said.

Hastings said as of Thursday there have been 440,000 apprehensions along the southwest border. There were 396,000 apprehensions all of last year.

And those numbers continue to rise, he said.

Historically 70 to 90 percent of apprehensions at the border were quickly returned to Mexico, Hastings said.

Now, 83 percent of those apprehended have come from the Central American northern triangle which includes Guatemala, El Salvador, and Honduras, and of those 63 percent are “family units” and children who cannot be returned, he said.

“There are no consequences that we can apply to this group currently,” Hastings said. “We’re overwhelmed. If you look at agents there doing a tremendous job trying to deal with the flow.”

The law dictates children have to be released after 20 days of detention.

Sen. Lindsey Graham, R-S.C., says that has forced immigration officials to release entire families because “you don’t want to separate families.”

Recently, he said he is drafting legislation that would allow children to be detained for more than 20 days.

Hastings said agents are frustrated with the situation but are doing the best they can with the resources they have.

“Up to 40 percent of our agents are processing at any given time,” he said. “That should say that in and of itself is pulling from those border security resources.”

Trump and his allies have pointed to Special Counsel Robert Mueller’s Russia report’s conclusions that there was no evidence of collusion between Russia and the Trump campaign and its decision not to make a conclusion on obstruction of justice as a vindication for the president.

But some Democrats and left-wing activists have pointed to the instances of possible obstruction of justice that the investigation looked into as proof of the need for more investigations or even impeachment proceedings.

Steyer has been one of the leaders backing a push to impeach Trump and founded “Need to Impeach” and has kept up that push since the report’s release. He announced on Thursday that he was calling on Speaker Nancy Pelosi, D-Calif., to support impeachment proceedings.

On Friday he responded to Trump’s tweet, calling him “angry and scared.”

“I know you want it all to go away. But for the sake of the country you must face your transgressions. Rage away, but that anger doesn’t matter,” he said in a tweet. The truth and the people will prevail.”

Impeachment hearings have been backed by a number of House Democrats, as well as 2020 presidential hopefuls Sens. Elizabeth Warren, D-Mass., and Kamala Harris, D-Calif. However, Pelosi has long been skeptical of impeachment proceedings against Trump.

“I’m not for impeachment,” Pelosi told The Washington Post in an interview last month. “Impeachment is so divisive to the country that unless there’s something so compelling and overwhelming and bipartisan, I don’t think we should go down that path, because it divides the country. And he’s just not worth it.”

A Florida measure that would ban sanctuary cities is set for a vote Friday in the state’s Senate after clearing its first hurdle earlier this week.

The bill would effectively make it against the law for Florida’s police departments to refuse to cooperate with federal immigration officials.

“The Governor may initiate judicial proceedings in the name of the state against such officers to enforce compliance,” a draft version of the Senate bill reads.

A House version of the bill, which passed by a 69-47 vote Wednesday, adds that non-complying officials could be suspended or removed from office and face fines of up to $5,000 per day. Republican Gov. Ron DeSantis is expected to sign off on the measure, although it’s not clear which version.

Florida is home to 775,000 illegal immigrants out of 10.7 million present in the United States, ranking the state third among all states.

Nine states — Alabama, Arizona, Georgia, Iowa, North Carolina, Mississippi, Missouri, Tennessee and Texas — already have enacted state laws requiring law enforcement to comply with Immigration and Customs Enforcement.

Florida doesn’t have sanctuary cities like the ones in California and other states. But Republican lawmakers say a handful of their municipalities — including Orlando and West Palm Beach – are acting as “pseudo-sanctuary” cities, because they prevent law enforcement officials from asking about immigration status when they make arrests.

“There are still people here in the state of Florida, police chiefs that are just refusing to contact ICE, refusing to detain somebody that they know is here illegally,” Florida Republican Rep. Blaise Ingoglia said earlier this month. “So while the actual county municipality doesn’t have an actual adopted policy, they still have people in power within their sheriff’s department or police department that refuse to do it anyway.”

Florida’s Democratic Party has blasted the anti-Sanctuary measures, while the Miami-Dade Police Department says it should be up to federal authorities to handle immigration-related matters.

“House Republicans today sold out their communities to Donald Trump and Ron DeSantis by passing this xenophobic and discriminatory bill,” the state’s Democratic Party said Wednesday after the House passed their version of the bill. “It’s abhorrent that Republican members who represent immigrant communities are now turning their backs on their constituents and jeopardizing their safety.

“Florida has long stood as a beacon for immigrant communities — and today Republicans did the best they could to destroy that reputation,” they added.

MADRID (Reuters) – Spain’s Vox party, aligned to a broader far-right movement emerging across Europe, has become the focus of speculation about last minute shifts in voting intentions since official polling for Sunday’s national election ended four days ago.

No single party is anywhere near securing a majority, and chances of a deadlocked parliament and a second election are high.

Leaders of the five parties vying for a role in government get final chances to pitch for power at rallies on Friday evening, before a campaign characterized by appeals to voters’ hearts rather than wallets ends at midnight.

By tradition, the final day before a Spanish election is politics-free.

Two main prizes are still up for grabs in the home straight. One concerns which of the two rival left and right multi-party blocs gets more votes.

The other is whether Vox could challenge the mainstream conservative PP for leadership of the latter bloc, which media outlets with access to unofficial soundings taken since Monday suggest could be starting to happen.

The right’s loose three-party alliance is led by the PP, the traditional conservative party that has alternated in office with outgoing Prime Minister Pedro Sanchez’s Socialists since Spain’s return to democracy in the 1970s.

The PP stands at around 20 percent, with center-right Ciudadanos near 14 percent and Vox around 11 percent, according to a final poll of polls in daily El Pais published on Monday.

Since then, however, interest in Vox – which will become the first far-right party to sit in parliament since 1982 – has snowballed.

It was founded in 2013, part of a broader anti-establishment, far-right movement that has also spread across – among others – Italy, France and Germany.

While it is careful to distance itself from the ideology of late dictator Francisco Franco, Vox’s signature policies include repealing laws banning Franco-era symbols and on gender-based violence, and shifting power away from Spain’s regional governments.

According to a Google trends graphic, Vox has generated more than three times more search inquiries than any other Spanish political party in the past week.

Reasons could include a groundswell of vocal activist support at Vox rallies in Madrid and Valencia, and its exclusion from two televised debates between the main party leaders, on the grounds of it having no deputies yet in parliament.

Conservative daily La Vanguardia called its enforced absence from Monday’s and Tuesday’s debates “a gift from heaven”, while left-wing Eldiario.es suggested the PP was haemorrhaging votes to Vox in rural areas.

Ignacio Jurado, politics lecturer at the University of York, agreed the main source of additional Vox votes would be disaffected PP supporters, and called the debate ban – whose impact he said was unclear – wrong.

“This is a party polling over 10 percent and there are people interested in what it says. So we lose more than we win in not having them (in the debates),” he said

For Jose Fernandez-Albertos, political scientist at Spanish National Research Council CSIC, Vox is enjoying the novelty effect that propelled then new, left-wing arrival Podemos to 20 percent of the vote in 2015.

“While it’s unclear how to interpret the (Google) data, what we do know is that it’s better to be popular and to be a newcomer, and that Vox will benefit in some form,” he said.

For now, the chances of Vox taking a major role in government remain slim, however.

The El Pais survey put the Socialists on around 30 percent, making them the frontrunners and likely to form a leftist bloc with Podemos, back down at around 14 percent.

The unofficial soundings suggest little change in the two parties’ combined vote, or the total vote of the rightist bloc.

That makes it unlikely that either bloc will win a majority on Sunday, triggering horse-trading with smaller parties favoring Catalan independence – the single most polarizing issues during campaigning – that could easily collapse into fresh elections.

The Amish population in Pennsylvania’s Lancaster County is continuing to grow each year, despite the encroachment of urban sprawl on their communities.

The U.S. Census Bureau says the county added about 2,500 people in 2018. LNP reports that about 1,000 of them were Amish.

Elizabethtown College researchers say Lancaster County’s Amish population reached 33,143 in 2018, up 3.2% from the previous year.

The Amish accounted for about 41% of the county’s overall population growth last year.

Some experts are concerned that a planned 75-acre (30-hectare) housing and commercial project will make it more difficult for the county to accommodate the Amish.

Donald Kraybill, an authority on Amish culture, told Manheim Township commissioners this week that some in the community are worried about the development and the increased traffic it would bring.
