Rookie Alexandre Texier scored his first two playoff goals as the host Columbus Blue Jackets made history with a 7-3 victory over the Tampa Bay Lightning on Tuesday night, wrapping up an Eastern Conference first-round series.

The Lightning became the NHL’s first Presidents’ Trophy winner ever to be swept in a best-of-seven, opening-round playoff series. Tampa Bay had tied the all-time NHL record with 62 regular-season wins.

Meanwhile, the Blue Jackets won a playoff series for the first time in franchise history.

Columbus’ Oliver Bjorkstrand scored the tiebreaking goal late in the second period, and Artemi Panarin, Texier and Matt Duchene added empty-net goals in the final two minutes. Pierre Luc-Dubois and Seth Jones also scored for the Blue Jackets. Goaltender Sergei Bobrovsky made 30 saves.

Islanders 3, Penguins 1

Jordan Eberle scored for the fourth time in as many games, and Brock Nelson added the winner as visiting New York completed a first-round playoff sweep of Pittsburgh.

The Islanders, who finished second in the Metropolitan Division, used a consistent formula of stifling defense, effective puck pursuit, strong goaltending from Robin Lehner and just enough offense to oust the Penguins, who were third in the division but had hopes of winning the Stanley Cup for the third time in four years.

New York advances to the second round of the Eastern Conference postseason to face the winner of the Washington-Carolina series. The Capitals lead two games to one heading to Game 4 on Thursday.

Marc-Andre Fleury had 28 saves for his 15th career playoff shutout, and Max Pacioretty had two goals and two assists as Vegas cruised to a victory over San Jose in Las Vegas to take a 3-1 lead in their best-of-seven Western Conference series.

It was the 78th career playoff win for Fleury, who broke a tie with Mike Vernon for seventh place on the all-time playoff wins list. Fleury also moved into a tie with Chris Osgood for fourth place for most career playoff shutouts.

Pacioretty produced the first two-goal playoff game of his career. Shea Theodore also had a goal and an assist, Alex Tuch and Jonathan Marchessault each scored their first goals of the playoffs, and Mark Stone, Reilly Smith and Nate Schmidt all finished with two assists for the Golden Knights.

Jets 2, Blues 1 (OT)

Kyle Connor scored the overtime winner as visiting Winnipeg erased a third-period deficit to defeat St. Louis and even their opening-round Western Conference playoff series at two wins apiece. Game 5 will be Thursday in Winnipeg. The road team has won all four games so far in the series between the Central Division rivals who finished even with 99 points in the regular season.

Off the rush in the extra frame, Mark Scheifele was denied on a golden chance, but he had the presence of mind to feed the puck to the slot for a wide-open Connor to bury the winner at 6:02.

It was the first-ever playoff overtime victory in Jets franchise history.

TOKYO (Reuters) – Eight years after nuclear meltdowns at the Fukushima power plant forced evacuation of nearby communities, Japanese authorities on Wednesday gave the first clearance for residents to return to a neighborhood of one of the towns that hosted the stricken plant.

The little town of Okuma faces an uphill battle rebuilding. More than half of its 10,000 registered residents have decided against returning, according to a survey.

Only 3.5 percent of them had lived in the neighborhood where people have been allowed to return, but Okuma’s mayor insisted it was just the start.

“This is a major milestone for the town,” Mayor Toshitsuna Watanabe said in a written statement. “But this is not the goal, but a start toward the lifting of the evacuation order for the entire town.”

In March 2011, an earthquake and tsunami destroyed Tokyo Electric Power’s (Tepco) Fukushima Dai-ichi power plant, which straddles the municipalities of Okuma and Futaba on the Pacific coast.

More than 160,000 people were evacuated as a result of the world’s worst nuclear disaster in a quarter of a century. Since then, the restricted area has gradually shrunk, leaving just 339 square km (131 square miles) still deemed too unsafe to live.

Muslim advocacy group releases report on civil rights abuses

Massachusetts' largest Islamic advocacy organization is releasing its first annual report on the civil rights abuses faced by local Muslims.

The state's chapter of the Council on American-Islamic Relations said Wednesday it received 232 requests for legal assistance last year.

The organization said that's down about six percent from 2017, which saw a surge in requests for help on immigration cases related to the Trump administration's ban on travelers from certain Muslim-majority countries.

Among the prominent cases highlighted was one involving a fifth-grader at Hemenway Elementary School in Framingham who received threatening notes in her classroom storage bin.

The report also mentions a 2018 case in which a woman shouted slurs and obscenities at two Muslim families and grabbed a 72-year-old woman's hijab in Braintree.

Ex-ICE Chief Rejects Border Closure as Migration Solution

Closing down the U.S. border's ports of entry will just cut off "lawful trade and travel," doing "absolutely nothing" to curb the illegal immigration crisis, according to a former acting director of Immigration and Customs Enforcement on Monday.

"Central Americans . . . their goal is to simply this: get two feet on American soil; the overwhelming majority of them are actually crossing the border illegally, so they're not going through ports of entry," former Obama administration Acting ICE Director John Sandweg told CNN's "Newsroom." 

"Once they get their two feet on American soil, of course, they file their asylum claims. We have a process that has worked for decades to deal with that, we just haven't dedicated the resources necessary to process these numbers of people efficiently or quickly, so it's taking years, thus further incentivizing more to come.

"But what's going on at the ports of entry is just lawful trade and travel."

Sandweg did acknowledge President Donald Trump does gain leverage in pressuring Mexico to close their southern border, but the economic risks are high.

He said: "$650 billion in trade with Mexico threatened, and it's going to do nothing, absolutely nothing to stop the flow of Central Americans into this country." 

The overwhelmed Department of Homeland Security cannot handle the mass migration the United States is now seeing, Sandweg admitted, so migrants know getting two feet on American soil will protect them in claiming asylum under current law.

Move over Millennials, Oregon lawmakers introduce bill to lower voter age to 16

Oregon lawmakers are floating a bill that would ask voters to amend the state’s constitution to lower the voting age from 18 to 16-years-old under a plan unveiled Monday.

If passed, the question could be put before voters in the 2020 presidential election. Oregon would become the first state to lower the statewide voting age to 16, which would give younger voters the opportunity "to participate in the ballot -- about decisions that affect their homes, their clean air, their future, their schools and, as we’ve seen, their very lives,” Democratic State Sen. Shemia Fagan said during a news conference in Salem.

"Sixteen-year-olds are subject to our criminal justice system," Fagan added, according to the Salem Statesman-Journal. "They are couch surfing with friends while their families experience homelessness and they're begging us to take action to protect their future."

Issues facing young people have been the catalyst to lowering the voting age in the past. The 21st Amendment to the U.S. Constitution - ratified in 1971 - brought down the voting age requirement from 21 to 18. The measure was fueled in part by young people facing the draft for the Vietnam War, which had become increasingly unpopular.

"We need to be able to take our work to the ballot and protect the policies we’re working so hard to pass,” South Salem High School senior Maria Torres said, according to the Oregonian.

The bill would let 16-year-old cast ballots in all elections, including federal-level offices. Since 2003, 13 states have introduced bills to lower the voting age. None have passed.

(Reuters) – The U.S. Department of Justice staffers have told T-Mobile US Inc and Sprint Corp that their $26 billion merger is unlikely to be approved as currently structured, the Wall Street Journal reported on Tuesday, citing people familiar with the matter.

Sprint, DOJ and T-Mobile did not immediately respond to a Reuters request for comment.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.

BEIJING (Reuters) – British finance minister Philip Hammond said on Friday that he had a “very constructive meeting” with his counterpart in the opposition Labour Party before leaving for Beijing and that he was optimistic about finding common ground.

Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing, said talks with Labour aimed at finding a way forward on Brexit had not stalled.

“I’m optimistic that we will find common ground,” he said. “Both sides have got clear positions and both sides will have to compromise in order to reach an agreement.”

Hammond added that he absolutely did not favor a no deal exit from the European Union.

NICOSIA (Reuters) – Cypriot police searched on Friday for more victims of a suspected serial killer, in a case which has shocked the Mediterranean island and exposed the authorities to charges of “criminal indifference” because the dead women were foreigners.

The main opposition party, the left-wing AKEL, called for the resignation of Cyprus’s justice minister and police chief.

Police were combing three different locations west of the capital Nicosia for victims of the suspected killer, a 35-year-old army officer who has been in detention for a week.

The bodies of three women, including two thought to be from the Philippines, have been recovered. Police sources said the suspect had indicated the location of the third body, found on Thursday, and had said the person was “either Indian or Nepali”.

Police said they were searching for a further four people, including two children, based on the suspect’s testimony.

“These women came here to earn a living, to help their families. They lived away from their families. And the earth swallowed them, nobody was interested,” AKEL lawmaker Irene Charalambides told Reuters.

“This killer will be judged by the court but the other big question is the criminal indifference shown by the others when the reports first surfaced. I believe, as does my party, that the justice minister and the police chief should resign. They are irrevocably exposed.”

Police have said they will investigate any perceived shortcomings in their handling of the case.

One person who did attempt to alert the authorities over the disappearances, a 70-year-old Cypriot citizen, said his motives were questioned by police.

The bodies of the two Filipino women reported missing in May and August 2018 were found in an abandoned mine shaft this month. Police discovered the body of the third woman at an army firing range about 14 km (9 miles) from the mine shaft.

Police are now searching for the six-year-old daughter of the first victim found, a Romanian mother who disappeared with her eight-year-old child in 2016, and a woman from the Phillipines who vanished in Dec. 2017.

The suspect has not been publicly named, in line with Cypriot legal practice.

A public vigil for the missing was planned later on Friday.

LONDON, April 26 – British factories stockpiled raw materials and goods ahead of Brexit at the fastest pace since records began in the 1950s, and they were increasingly downbeat about their prospects, a survey showed on Friday.

The Confederation of British Industry’s (CBI) quarterly survey of the manufacturing industry showed expectations for export orders in the next three months fell to their lowest level since mid-2009, when Britain was reeling from the global financial crisis.

The record pace of stockpiling recorded by the CBI was mirrored by the closely-watched IHS Markit/CIPS purchasing managers’ index published earlier this month.
