Venezuela seeks to restore power amid looting; China offers help

CARACAS (Reuters) – President Nicolas Maduro’s government scrambled on Wednesday to return power to western Venezuela following heavy looting in the second largest city, while China offered to help the South American nation end its worst blackout on record.

Power had returned to many parts of Venezuela after a nationwide outage last week that Maduro’s ruling Socialist Party blamed on an act of U.S. sabotage, though it had not fully reached the western state of Zulia, where temperatures are high.

Looters smashed shop windows and made off with merchandise in more than 300 businesses across the state, located along the border with Colombia, the Zulia chapter of business organization Fedecamaras said in a statement.

“This has truly been a tragedy,” opposition legislator Nora Bracho, who represents Zulia in the National Assembly, said in a text message on Wednesday. “Not having power is already a burden with the temperature at 104 degrees. In addition, there’s no potable water and no food.”

The country’s top food company, Empresas Polar, said four facilities in Maracaibo, the biggest city after the capital Caracas, had been sacked this week, with looters making off with water, soft drinks and pasta.

The Information Ministry did not immediately reply to a request for comment.

China on Wednesday said it was willing to provide help and technical support to restore electricity, and backed Maduro’s assertion that the problem was the result of sabotage.

Maduro’s critics have scoffed at the sabotage explanation, insisting that rampant corruption and a decade of incompetent management by state authorities were to blame.

A technical problem with transmission lines linking the Guri hydroelectric plant in southeastern Venezuela to the national power grid likely caused the blackout, experts said.

With no electricity, hospitals struggled to keep equipment running, food rotted in the tropical heat and exports from the country’s main oil terminal were shut down. On Monday, Venezuelans unable to obtain potable water for home use formed lines to fill containers from a sewage pipe.

The United States is preparing to withdraw its remaining diplomats in Venezuela, an effort that will not involve the U.S. military.

Venezuela authorities on Tuesday night released reporter Luis Carlos Diaz, who had been seized by intelligence agents the day before amid state-media accusations he had been involved in the blackout.

A judge ordered him not to leave the country and prohibited him from making public statements – a move rights groups slammed as another example of a growing crackdown on media and free press.

“The prohibition on speaking to the media constitutes a new form of censorship that seeks to prevent the public from knowing what happened during the arbitrary detention of Luis Carlos Diaz,” rights group Public Space wrote on Twitter.

Trump's Budget Revives Border Battle

President Donald Trump is reviving his border wall fight, preparing a new budget that will seek $8.6 billion for his signature project, impose steep spending cuts to other domestic programs and set the stage for another fiscal battle.

Budget documents like the one Trump is releasing Monday are often seen as just a starting point of negotiation. Fresh off the longest government shutdown in history, Trump's 2020 proposal shows he is eager to confront Congress again to boost defense spending and cut $2.7 trillion in nondefense spending over a decade.

Titled "A Budget for a Better America: Promises Kept. Taxpayers First," Trump's proposal "embodies fiscal responsibility," said Russ Vought, the acting director of the Office of Management and Budget.  

Vought said the administration has "prioritized reining in reckless Washington spending" and shows "we can return to fiscal sanity."

Two administration officials confirmed that the border wall request was part of Trump's spending blueprint for the 2020 budget year, which begins Oct. 1. It would pay for hundreds of miles of new barriers along the border.

Trump's budget proposes increasing defense spending to $750 billion — and standing up the new Space Force as a military branch — while reducing nondefense accounts by 5 percent, with cuts recommended to safety-net programs used by many Americans.

The plan sticks to budget caps that both parties have routinely broken in recent years and promises to come into balance in 15 years, relying in part on economic growth that may be uncertain.

The officials were not authorized to discuss budget details publicly before Monday's release of the plan and spoke on condition of anonymity.

While pushing down spending in some areas, including the Environmental Protection Agency, the proposal will seek to increase funding in others to align with the president's priorities, according to one official.

The administration will invest more than $80 billion for veterans services, a nearly 10 percent increase from current levels, including "significant" investments in rehabilitation, employment assistance and suicide prevention.

It will also increase resources to fight the opioid epidemic with money for prevention, treatment, research and recovery, the administration said. And it seeks to shift some federal student loan costs to colleges and universities.

By adhering to strict budget caps, Trump is signaling a fight ahead. The president has resisted big, bipartisan budget deals that break the caps — threatening to veto one last year — but Congress will need to find agreement on spending levels to avoid another federal shutdown in fall. To stay within the caps, the budget shifts a portion of the defense spending to an overseas contingency fund, which some fiscal hawks will view as an accounting gimmick.

White House economic adviser Larry Kudlow said Trump's budget "points a steady glide path" toward lower spending and borrowing as a share of the nation's economy. He also told "Fox News Sunday" that there was no reason to "obsess" about deficits, and expressed confidence that economic growth would top 3 percent in 2019 and beyond. Others have predicted lower growth.

But the Democratic chairman of the House Budget Committee, Rep. John Yarmuth of Kentucky, called the proposed cuts to essential services "dangerous." He said Trump added nearly $2 trillion to deficits with the GOP's "tax cuts for the wealthy and large corporations, and now it appears his budget asks the American people to pay the price."

The border wall, though, remains a signature issue for the president and is poised to stay at the forefront of his agenda, even though Congress has resisted giving him more money for it.

Leading Democrats immediately rejected the proposal.

"Congress refused to fund his wall and he was forced to admit defeat and reopen the government. The same thing will repeat itself if he tries this again," said House Speaker Nancy Pelosi, D-Calif., and Senate Democratic leader Chuck Schumer of New York. They said the money "would be better spent on rebuilding America."

In seeking $8.6 billion for more than 300 miles of new border wall, the budget request would more than double the $8.1 billion already potentially available to the president for the wall after he declared a national emergency at the border last month in order to circumvent Congress — although there's no guarantee he'll be able to use that money if he faces a legal challenge, as is expected. The standoff over the wall led to a 35-day partial government shutdown, the longest in U.S. history.

Along with border wall money, the proposed budget will also increase funding to increase the "manpower" of Immigration and Customs Enforcement officers and Customs and Border Patrol at a time when many Democrats are calling for cuts — or even the elimination — of those areas. The budget also proposes policy changes to end sanctuary cities, the administration said.

The budget would arrive as the Senate readies to vote this week to terminate Trump's national emergency declaration. The Democratic-led House already did so, and a handful of Republican senators, uneasy over what they see as an overreach of executive power, are expected to join Senate Democrats in following suit. Congress appears to have enough votes to reject Trump's declaration but not enough to overturn a veto.

Trump invoked the emergency declaration after Congress approved nearly $1.4 billion for border barriers, far less than the $5.7 billion he wanted. In doing so, he can potentially tap an additional $3.6 billion from military accounts and shift it to building the wall. That's causing discomfort on Capitol Hill, where even the president's Republican allies are protective of their power to decide how to allocate federal dollars. Lawmakers are trying to guard money that's already been approved for military projects in their states — for base housing or other improvements — for the wall. The administration is promising to backfill those funds, senators said.

The wall with Mexico punctuated Trump's campaign for the White House, and it's expected to again be featured in his 2020 re-election effort. He used to say Mexico would pay for it, but Mexico has refused to do so.

Right-hander Kyle Hendricks agreed to a four-year contract through 2023, plus a team option for a fifth season, with the Chicago Cubs on Tuesday.

ESPN reported the deal, plus Hendricks’ existing salary of $7.045 million for 2019, has a total value of $63 million before the option year.

The option includes a $1.5 million buyout and is worth $16 million. It will only vest if Hendricks finishes in the top three in National League Cy Young voting in 2020, per ESPN.

“I love everything about being a Chicago Cub,” Hendricks said. “I love everything about the city, about the fans and especially about my teammates in the clubhouse. That’s where my focus is at. As much as I’ll revel and be excited about this, our focus 100 percent is on Thursday and the season. That’s what I told the guys in there. I want to be with them as long as I can.”

An eighth-round pick in 2011, Hendricks was acquired via trade from the Texas Rangers in a deal that sent Ryan Dempster to Arlington.

Hendricks was 14-11 last season with a 3.44 ERA in a career-high 199 innings and 33 starts. He is 52-33 with a 3.07 ERA in parts of five big league seasons.

What Next? UK lawmakers seize control, aim to unblock Brexit

With the date and terms of Britain's departure from the European Union mired in uncertainty, Parliament has seized control of the political process so lawmakers can try to hammer out a way forward. Meanwhile, Prime Minister Theresa May still hopes to win approval for her twice-rejected divorce deal with the bloc.

Here's a look at what might happen next:

PARLIAMENT TAKES CHARGE

Lawmakers voted Monday to upend the usual parliamentary procedure, in which the government decides the schedule for debates and votes. The House of Commons carved out time for legislators to hold a series of "indicative votes" Wednesday on alternatives to May's defeated deal.

The options up for vote haven't been decided, but are likely to include a "soft Brexit" option that calls for Britain to remain in the EU's single market and customs union. Lawmakers could also vote on whether to hold a new referendum on Britain's EU membership, or on canceling Brexit altogether.

The aim is to find out what, if anything, can command majority support in Parliament — and to send the government back to negotiate it with the EU.

The government says Parliament's move sets "a dangerous, unpredictable precedent," but has promised to "engage constructively" with the result of the votes. But ministers say any plan agreed by Parliament must be "realistic" and negotiable with the EU.

MAY'S DEAL NOT DEAD YET

May hasn't given up hope that the deal she agreed with the bloc setting out the terms of Britain's withdrawal will be passed by Parliament, even though it has been rejected twice by hefty margins.

Under an extension granted by the EU last week, if U.K. lawmakers approve the divorce deal by Friday — Britain's original departure date — Britain will leave the EU on May 22. If they don't, Britain has until April 12 to tell the EU what it plans to do next: leave without a deal, risking economic chaos, or seek a long delay to Brexit and chart a course toward a softer exit or even remaining in the bloc.

May is still holding talks with lawmakers and could try to hold a third vote on the deal on Thursday.

She hopes to persuade pro-Brexit legislators who have previously opposed the deal that if they don't support it, Parliament will either impose a softer Brexit or delay Britain's departure from the bloc indefinitely.

THE END OF MAY?

British politicians are divided over Brexit, but they agree that the process is a mess — and many blame May, who has refused to consider alternatives to her deal and failed to win changes to the agreement from the EU.

Her authority has been shredded by a series of parliamentary defeats, and many Conservatives are now calling for May to step down. Some pro-Brexit Tories say they would support May's deal if she promised to hand over the next stage of negotiations — when Britain and the EU will hammer out their future relations — to a new leader.

For now, May is standing firm. Under Conservative rules, she can't face a formal leadership challenge from within her own party until December because she survived one three months ago.

BYE-BYE BREXIT?

Opposition politicians think the only way forward is an early election that could rearrange Parliament and break the political deadlock. May has ruled that out, but could come to see it as her only option.

And anti-Brexit campaigners haven't abandoned the idea of a new Brexit referendum on remaining in the EU. There's currently no majority for that in Parliament, but pro-referendum campaigners feel opinion is shifting in their favor. Hundreds of thousands of people marched through London on Saturday to demand a new Brexit vote.

The "nuclear option" of simply canceling Brexit is also gaining support. An online petition urging the government to revoke the decision to leave the EU has amassed more than 5 million signatures.

A Playboy model who uncovered evidence of an international elite pedophile ring has been found dead just weeks after publicly stating that she was fearing for her life and would “never commit suicide.”

Model and actress Natacha Jaitt, 41, said that if she was found dead in suspicious circumstances it would be due to her attempts to expose the pedophile ring.

Ms Jaitt shot to fame in Europe after travelling to Spain from Argentina to find her fortune with just ten dollars in her pocket. Soon she was socializing with some of the wealthiest and most powerful people on the planet — and learning their secrets.

In 2018 the mother of two young children accused high-level politicians, sports stars, and entertainers of being involved in an international “evil beyond your worst nightmares” pedophile ring that systematically kidnaps children before plunging them into a life of depravity and ritual rape and torture.

On Twitter she warned she would be ‘killed’ for sharing her discoveries with the world. Stating that if she died in the near future it would not be a suicide bid but related to her attempts to expose the high-ranking pedophiles, the famous model attempted to warn the world about the danger of exposing the elite pedophile ring.

A Playboy model who claimed she had evidence of a VIP paedophile ring has been found dead after a house party in her native Argentina.

In Spanish she wrote in April last year: ‘WARNING: I am not going to commit suicide, I am not going to take too much cocaine and drown in a bath, or shoot myself. So if this happens, IT WASN’T ME. Save this Tweet.

However, after being found dead in Argentina on Saturday, the coroner quickly declared that Natacha Jaitt had suffered a drug overdose before closing the case.

According to her brother she did not take drugs because because they would have reacted badly with medication she had been prescribed and she felt a responsibility to set a good example to her two children.

Ms Jait appeared on Spanish Big Brother after finding fame in Europe where she met many of the world’s most powerful people.

Her lawyer and her brother are both alleging that Ms Jaitt’s death was murder.

Police are investigating the circumstances of the death as well the five people who were in the house just before she was discovered, according to local reports.

Jaitt was survived by two children and a brother.

Bosnia top courts reiterates ban of Serb holiday

Bosnia's top court has reiterated its ban on a controversial Serb holiday that is seen as discriminatory to the country's Muslims and Croats.

The Constitutional Court said Friday that Jan. 9 cannot be celebrated as the national holiday of the Serb entity in Bosnia, Republika Srpska.

The holiday marks the date in 1992 when Bosnian Serbs declared the creation of their own state in Bosnia, igniting a war that killed more than 100,000 people and left millions homeless.

Bosnia's Serbs have celebrated the holiday despite protests from other ethnic groups and a 2015 court ruling that it was unconstitutional.

The dispute reflects ongoing ethnic divisions in Bosnia long after the 1992-95 war. Postwar Bosnia is made up of the Serb party and a Muslim-Croat part, with a joint government.

NEW YORK (Reuters) – The U.S. economy is growing at a 2.08% annualized pace in the second quarter based on upbeat data on durable goods orders and new home sales in March, the New York Federal Reserve’s Nowcast model showed on Friday.

This was faster than the 1.92% growth rate calculated by the N.Y. Fed model the week before.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

(Reuters) – Initial optimism over first-quarter results from Starbucks Corp was waning fast on Wall Street on Friday, as analysts questioned the longer-term prospects of its new sales push given subdued overall customer traffic numbers especially in China.

The company on Thursday beat brokerage estimates for quarterly same-store sales on the back of demand for its new Cloud Macchiato, Matcha tea and cold brews in the United States.

However, BTIG’s Peter Saleh was one of a number of sector analysts who said while customers forking out for higher-priced new drinks had helped drive growth in same-store sales, “anemic” traffic at cafes remained a concern.

He and others pointed to a 1 percent decline in footfall at cafes in the Chinese market, viewed as crucial to the chain’s growth for the foreseeable future.

More broadly, transaction numbers, the substitute analysts use for customer traffic, were unchanged in all three of the company’s global regions.

Shares in the company, which hit a record high after the results on Thursday, fell 1 percent in morning trade.

“We remain cautious given near-term headwinds surrounding China, including cannibalization, increasing competition (and) a slowing economy,” Wedbush analyst Nick Setyan said.

Starbucks has also poured money into beefing up its delivery network in China as it battles with local startup Luckin Coffee, whose speedy growth led it to file for an IPO in the United States earlier this week.

New menu items and partnerships with delivery services, the heart of the company’s strategy to win back customers lost to artisanal coffee shops and cheaper fast-food rivals, did help Starbucks’ sales in its home market.

However, analysts said growth in China may continue to be subdued.

Wells Fargo analyst Bonnie Herzog said she expects store expansion in China to take priority over comparable sales growth.

She downgraded her rating on Starbucks’ to “market perform” from “outperform”, arguing that the company facing tough sales comparisons later on in 2019 from last year and the current rich valuation of shares meant the stock had limited room to rise.

“Investors will be hesitant to invest new money in a stock with a topline that, while still strong, is unlikely to meaningfully accelerate,” Herzog said.

Still, the company’s solid same-store growth in the United States, improving profit margins and a lower tax rate for the rest of the year led at least 6 Wall Street brokerages to raise their price targets on the stock to as high as $81.

11 of 29 brokerages rate Starbucks “buy” or higher, 17 “hold” and 1 “sell” or lower. Their median price target is $75.
