'Trigger' abortion bill clears Oklahoma Senate panel

Oklahoma would automatically ban abortions if the U.S. Supreme Court overturns its landmark 1973 ruling that legalized abortion nationwide under a bill that has cleared a Senate panel.

While abortion opponents chanted, prayed and sang hymns outside the committee room, the Senate Health and Human Services Committee voted 11-4 on Monday for the so-called "trigger" abortion ban . Similar bills already have passed in Arkansas, Louisiana, Mississippi, North Dakota and South Dakota.

Many of the abortion opponents were upset that a separate bill by Republican Sen. Joseph Silk to make abortion a felony crime was not granted a hearing.

Senate President Pro Tem Greg Treat described Silk's bill as a dangerous precedent by a state to ignore a U.S. Supreme Court ruling.

(Reuters) – Tiger Woods seemingly dispelled doubts about his participation in this week’s Players Championship in Florida when he arrived on Monday and declared he was in fine fettle.

Woods pulled out of last week’s Arnold Palmer Invitational citing a neck strain, which raised the possibility that he might also miss the PGA Tour’s flagship event.

But it seems his decision to skip a tournament he has won eight times was more precautionary than the result of a serious problem.

“I feel good,” the 14-times major champion told Golfweek as he left his vehicle at TPC Sawgrass in Ponte Vedra, three days before the first round.

“I needed last week off… I didn’t want to push it.”

Woods has won the Players Championship twice, most recently in 2013.

A spinal fusion nearly two years ago resurrected a career that had been in danger of coming to a premature end.

Woods last played at the WGC-Mexico Championship, where he finished equal 10th on Feb. 24.

WASHINGTON (Reuters) – A senior Afghan official on Thursday accused the U.S. peace negotiator of “delegitimizing” the Afghan government in an unusually public attack reflecting Kabul’s mounting alarm over its exclusion from U.S. talks with Taliban insurgents.

National Security Adviser Hamdullah Mohib’s comments to reporters in Washington were the most strident public complaints to date by an Afghan official over the Kabul’s government’s absence and the role of U.S. Special Representative Zalmay Khalilzad, an Afghan-born veteran diplomat.

“Knowing Ambassador Khalilzad’s history, his own personal history, he has ambitions in Afghanistan. He was wanting to run for president twice,” Mohib said hours before scheduled talks at the U.S. State Department. “The perception in Afghanistan and people in government think that perhaps, perhaps all this talk is to create a caretaker government of which he will then become the viceroy.”

Viceroy is a politically loaded term in South Asia as it was the title of the colonial administrator of British-ruled India.

A second round of U.S.-Taliban talks lasting 16 days ended on Monday in Doha, Qatar. The sides reported progress, but no final deal on a withdrawal of U.S.-led international forces and arrangements that the Taliban ensures militants would not use Afghanistan to stage attacks as al Qaeda did for Sept. 11, 2001.

“We think either Zal, Ambassador Khalilzad, doesn’t know how to negotiate (or) there may be other reasons behind what he’s doing,” Mohib said.

“The reason he is delegitimizing the Afghan government and weakening it, and at the same time elevating the Taliban can only have one approach. It’s definitely not for peace,” he said.

Khalilzad was not immediately available for comment. A State Department official who requested anonymity said Mohib’s remarks “do not in any way reflect the high level of U.S.-Afghan coordination on all matters involving peace in Afghanistan.”

The official described Mohib’s comments as “inaccurate and unhelpful, and we will be responding to them privately today.”

U.S. negotiators also are pressing the Taliban to accept a ceasefire and talks on Afghanistan’s political future with representatives of Afghan society, including President Ashraf Ghani’s government.

The Taliban rejects direct negotiations with the Kabul government, accusing it of being a U.S. puppet.

The lead Taliban negotiator, Mullah Abdul Ghani Baradar, on Thursday assured Afghans that they had no reason to fear a settlement.

Afghan officials worry that Khalilzad’s priority is securing at Kabul’s expense an end to the nearly 18-year U.S. military involvement to fulfill a pledge President Donald Trump made to end America’s longest war.

Police officers with guns drawn raid Arizona home for boy with 105-degree, report says

A dramatic video shows Arizona police officers with guns drawn while raiding an Arizona home earlier this week to retrieve a 2-year-old boy who had a 105-degree fever.

The raid occurred in Chandler, about 25 miles southeast of Phoenix, on Sunday after a doctor reported the boy’s parents to Arizona Department of Child Safety (DCS). The boy, who is not vaccinated, was taken to the doctor for a 105-degree fever, the Arizona Republic reported.

The doctor reportedly advised the parents to take the boy to the emergency room, but the parents decided not to after the boy’s fever broke. The doctor contacted DCS, who then called the police to check on the child. When the father refused to let officers into his home, the police came back with a warrant and forced their way in, according to the Republic.

State Rep. Kelly Townsend, who earlier this year spearheaded a bill that required DCS to obtain a search warrant to remove a child in non-emergency situations, criticized the raid as excessive.

"At that point who now owns control over the child?" Townsend said. "And it seems like we've given that now to the doctor and the parent no longer has the say or they risk the SWAT team taking all of your children and potentially the newborn."

Chandler Police said the officers who raided the home were regular officers and not a SWAT team.

Nicholas Boca, the family’s attorney, said that type of force should be “reserved for violent criminals."

“All because of a fever,” Boca said. “It’s absolutely ridiculous.”

Cathay Pacific says budget airline would serve ‘unique market segment’

SINGAPORE (Reuters) – Hong Kong’s Cathay Pacific Airways Ltd, in talks to buy low-cost carrier Hong Kong Express Airways, believes budget airlines have a “unique market segment” it does not capture at present, Chief Executive Rupert Hogg said on Monday.

Cathay this month said it was in “active discussions” to acquire the airline controlled by HNA Group Co Ltd.

That would boost revenue and give Cathay access to the growing low-cost travel market at a time when a lack of slots at Hong Kong International Airport has constrained its ability to follow peers like Singapore Airlines Ltd and Qantas Airways Ltd and set up its own budget brand.

“It does interest us,” Hogg told Reuters of the budget airline sector during an interview in Singapore. “We watch Singapore Airlines and Scoot; we can see they are trying to get connectivity between them.”

He declined to comment on the status of talks to acquire Hong Kong Express but said the low prices offered by budget carriers helped to stimulate new travel demand, making it a “unique market segment”.

The potential acquisition comes as Cathay faces a more challenging outlook for revenue growth, according to Hogg.

Higher airfare and cargo rates pushed revenue up 14.2 percent in 2018, helping the airline last week report a swing to a $300 million profit after two years of loss as a turnaround plan helped it cut costs and increase income.

“We’ve had great revenue growth, both cargo and passenger,” he said. “As we look forward we can see the sort of gains in percentage growth terms that we’ve had, by definition it is more difficult to achieve that.”

The 18 analysts polled by Refinitiv I/B/E/S on average expect revenue at the airline to grow 3 percent to HK$114.3 billion ($14.56 billion) in 2019.

Hogg said the airline was investing in technology to better handle schedule disruptions and product improvements such as better meals to help drive passenger revenue growth, but the macro-economic environment was weaker than last year.

“There is a lot of uncertainty,” he said. “Uncertainty is definitely bad for corporate sentiment and investment and travel. And it is bad for consumer sentiment.”

Cargo volume is also weaker than at the same time last year, falling 5.2 percent in January due to a slower Lunar New Year rush than the prior year.

FAA to meet with U.S. airlines, pilot unions on Boeing 737 MAX

WASHINGTON (Reuters) – The Federal Aviation Administration will hold a meeting Friday with major U.S. airlines that fly now grounded Boeing 737 MAX airplanes and three major pilots’ unions, the agency confirmed.

The meeting with safety representatives from the airlines and unions is set for three hours at FAA headquarters in Washington and will include American Airlines, United Airlines and Southwest Airlines Co and officials from the three unions.

More than 300 Boeing 737 MAX jets have been grounded worldwide after nearly 350 people died in two crashes, one in Indonesia in October and one in Ethiopia last month. The FAA is also convening a joint review with aviation regulators from China, Europe, Canada, Brazil, Indonesia, Ethiopia and other countries.

American and United have canceled flights through early June, while Southwest has canceled flights until the end of May because of the 737 MAX grounding.

Boeing said it has reprogrammed software on its 737 MAX passenger jet to prevent erroneous data from triggering an anti-stall system that is under mounting scrutiny following the two deadly nose-down crashes and revised pilot training. On April 1, Boeing said it delayed submitting the proposed revisions to the FAA for approval.

The FAA said the meeting is to help “the FAA to gather facts, information, and individual views to further understand their views as FAA decides what needs to be done before returning the aircraft to service.” The FAA added it “continues to gather all available information and data in considering the return of the 737 MAX to service.”

Dennis Tajer, spokesman for the Allied Pilots Association that represents pilots at American Airlines, said he expected the union would be able to “provide feedback and input regarding pilot training related to the 737 MAX.” The airlines did not immediately comment.

Federal prosecutors aided by the FBI, the Transportation Department inspector general’s office and a blue-ribbon panel are also reviewing the plane’s certification and other issues surrounding the 737 MAX.

Lawmakers and the National Transportation Safety Board are also reviewing the FAA’s certification process that delegates some tasks to the airplane manufacturers.

Jon Stewart Praises 'Trump DOJ' in Urging 9/11 Victims Funding

Former Comedy Central star Jon Stewart on Monday heaped praise on the Department of Justice under President Donald Trump for its management of a 9/11 victims compensation fund that is running out of money.

The onetime host of "The Daily Show" — who has often skewered Trump — was in Washington to join lawmakers in fighting cuts to benefits being received by first responders.

A video of the remarks was posted on YouTube.

"The Trump Justice Department is doing an excellent job in administering this program," Stewart said. "The claims are going through faster and the awards are coming through."

"I'm not going to comment on anything else," he added. "But that's why were in the problem that we're in, is the program works exactly like it's supposed to."

He declared: "Now, it's Congress' job to fund it properly."

Stewart said the proper funding "comes down to 12 Republicans on the Senate side" needed to vote to help replenish the 9/11 Victims Compensation Fund.

And the fact there even needs to be a debate about this is "bulls**t," he lamented.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

A man accused of fatally beating a 4-month-old boy after finding out the infant wasn’t his son had been previously deported from the United States five times, most recently in late 2016, immigration officials said.

Carlos Zuniga-Aviles, a 33-year-old Honduran national, has used multiple aliases, including the fake name of Jose Agurcia-Avila he gave police in Memphis, Tennessee, following his arrest in the boy’s death earlier this month, US Immigration and Customs Enforcement officials told WMC-TV.

ICE officials have since filed an immigration detainer against Zuniga-Aviles, who was initially deported back to Honduras in February 2010. He was also returned to the Central American country in 2011, 2012, 2015 and 2016.

“ICE will seek to take him into custody to reinstate his removal order following the resolution of the criminal charges he currently faces,” the statement reads. “Mr. Zuniga-Aviles has been removed from the US five prior times: his most recent removal by ICE to Honduras took place in December 2016.”

Zuniga-Aviles later returned to the U.S. following his removal, a felony under federal law, immigration officials said. It’s unclear exactly when he returned, but he was living with his girlfriend and the woman’s 4-month-old son in Memphis at the time of his arrest, WREG reports.

Democratic presidential candidates Sen. Elizabeth Warren of Massachusetts and Bernie Sanders of Vermont are taking aim at latest entry into the 2020 nomination race – Joe Biden.

Campaigning in Iowa hours after the former vice president officially announced his candidacy, Warren contrasted on Thursday her longtime record of taking on Wall Street with that of Biden.

JOE BIDEN OFFCIALLY LAUNCHES LONG AWAITED 2020 BID

“At a time when the biggest financial institutions in this country were trying to put the squeeze on millions of hard-working families who were in bankruptcy because of medical problems, job losses, divorce and death in the family, there was nobody to stand up for them,” said the populist senator who’s producing progressive policy proposal after another as she runs for the White House.

“I got in that fight because they just didn’t have anyone,” she said. “And Joe Biden was on the side of the credit card companies.”

The comments reignited a nearly two decades old fight between the two over the country’s bankruptcy laws.

Fox News reached out to the Biden campaign for reaction to Warren’s words but had yet to receive a response at the time this article was published.

It’s not just Warren. The head of the Progressive Change Campaign Committee – which has backed the senator from Massachusetts – also took aim at Biden, who enters the race as the front runner in most national polls and early primary and caucus voting state surveys, slightly atop of Sanders and well ahead of the rest of the large field of 20 contenders.

“With billionaires deciding not to run, progressive candidates have been in need of a foil. If Joe Biden positions himself as the political insider from yesteryear who says big ideas like universal child care, student debt relief, and a wealth tax on ultra-millionaires are not possible, he would be an easy foil, Adam Green, the co-founder of PCCC, told Fox News.

BIDEN LAUNCH SETS UP 2020 NOMINATION FIGHT WITH FELLOW FRONT-RUNNER SANDERS

Sanders’ campaign also jabbed at Biden.

The former vice president spent Thursday evening raising campaign cash at the suburban Philadelphia home of David Cohen, a senior executive of the Comcast Corp. and a former Democratic operative.

In a fundraising email to supporters around the same time, Sanders’ campaign manager Faiz Shakir wrote that “it’s a big day in the Democratic primary and we’re hoping to end it strong. Not with a fundraiser in the home of a corporate lobbyist, but with an overwhelming number of individual donations in response to today’s news.”

Earlier in the day, a rising progressive group called Justice Democrats that has championed Sanders and Rep. Alexandria Ocasio-Cortez of New York called Biden “out of touch” and stressed that “we can’t let a so-called ‘centrist’ like Joe Biden divide the Democratic Party and turn it into the party of ‘No, we can’t.’”

Biden, of course, is considered to be more moderate than many of the current contenders for the Democratic presidential nomination, especially Warren and Sanders, who describes himself as a democratic socialist.

These kind of jabs from the candidates, their campaigns and outside groups could be foreshadow a building clash between the progressive and establishment sings of the party.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

Former President Barack Obama, Biden’s boss for eight years, remains extremely popular with Democrats.

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Highlighting his early public push for same-sex marriage, he said, “I’m not sure when everybody else came out and said they’re for gay marriage.”
