UN: Incentives payed to keep Yemeni children in education

The United Nations children's agency says it has started paying over 136,000 teachers and school-based staff in Yemen who haven't received their salaries in over two years.

UNICEF says Sunday its scheme covers staff in over 10,300 schools and will benefit an estimated 3.7 million children. It says over 2 million children are already out of school, out of seven million school-aged children.

Geert Cappelaere, UNICEF regional director for the Mideast and North Africa, says eligible teachers and staff will be paid $50 monthly, with the first payment cycle reaching more than 97,000 professionals.

Yemen has been embroiled in a stalemated war pitting a Saudi-led coalition against Shiite rebels, since March 2015.

Cappelaere says one in five schools in Yemen can no longer be used because of the war.

U.S. retail sales post biggest gain in one-and-a-half years in March

April 18, 2019

WASHINGTON, (Reuters) – U.S. retail sales increased by the most in 1-1/2 years in March as households boosted purchases of motor vehicles and a range of other goods, the latest indication that economic growth picked up in the first quarter after a false start.

The Commerce Department said on Thursday retail sales surged 1.6 percent last month. That was the biggest increase since September 2017 and followed an unrevised 0.2 percent drop in February.

Economists polled by Reuters had forecast retail sales would accelerate 0.9 percent in March. Retail sales in March advanced 3.6 percent from a year ago.

With March’s rebound, retail sales have now erased December’s plunge, which had put consumer spending and the overall economy on a sharply lower growth trajectory. Retail sales last month were probably lifted by tax refunds, even though they have been smaller than in previous years, following the revamping of the U.S. tax code in January 2018.

Excluding automobiles, gasoline, building materials and food services, retail sales rebounded 1.0 percent in March after a downwardly revised 0.3 percent decline in February. These so-called core retail sales correspond most closely with the consumer spending component of gross domestic product.

They were previously reported to have decreased 0.2 percent in February. Consumer spending accounts for more than two-thirds of economic activity, and strong core retail sales in March could result in the further upgrading of first-quarter GDP estimates.

Growth forecasts for the first quarter were boosted to around a 2.4 percent annualized rate on Wednesday after data showed the U.S. trade deficit narrowed for a second straight month in February.

First-quarter growth forecasts have been raised from as low as a 0.5 percent rate following fairly upbeat reports on trade, inventories and construction spending. The economy grew at a 2.2 percent pace in the fourth quarter.

A report from the Federal Reserve on Wednesday described the economic activity as expanding “at a slight-to-moderate pace in March and early April. The Fed’s “Beige Book” report of anecdotal information on business activity collected from contacts nationwide showed a “few” of the U.S. central bank’s districts reported “some strengthening.”

Stronger growth in the first quarter will probably not change the view that the economy will slow this year as the stimulus from a $1.5 trillion tax cut package diminishes and the impact of interest rates hikes over the last few years lingers.

In March, sales at auto dealerships jumped 3.1 percent, the most since September 2017. Receipts at service stations increased 3.5 percent, likely reflecting higher gasoline prices. Sales at building materials and garden equipment and supplies dealers rose 0.3 percent.

Receipts at clothing stores shot up 2.0 percent, the largest increase since last May. There were also increases in sales at furniture outlets, electronics and appliances shops, and food and beverage stores.

Online and mail-order retail sales increased 1.2 percent last month. Sales at restaurants and bars rose 0.8 percent, the most since last July. But receipts at hobby, musical instrument and book stores fell 0.3 percent.

Suspect in crash that killed 3 Girl Scouts, mom due in court

The man accused in a hit-and-run crash that killed three Girl Scouts and a mother as they collected trash along a highway in Wisconsin is due in court.

Colten Treu is scheduled to appear in Chippewa County court on Friday for a preliminary hearing. The 22-year-old is accused of huffing from an aerosol canister before crashing his pickup truck into members of Girl Scout Troop 3055 in November as they picked up litter in Lake Hallie.

Treu hasn't entered a plea. His public defenders didn't immediately return a message seeking comment Friday.

The four people killed in the crash were 9-year-old Jayna Kelley and 10-year-old Autumn Helgeson, who were both from Lake Hallie; and 10-year-old Haylee Hickle and her mother, 32-year-old Sara Jo Schneider, from Lafayette.

A fifth person, Madalyn Zwiefelhofer, was injured.

Pew: 41 States Have Recovered From Great Recession

Forty-one states collected enough in tax revenues in the third quarter of 2018 to be considered recovered from the Great Recession, boosted in part by a strong economy and implementation of President Donald Trump's 2017 federal Tax Cuts and Jobs Act, according to data from the Pew Charitable Trust's Fiscal 50 project, The Hill reports.

Some of the gains could be short-lived, though, as the 2017 tax law "introduced uncertainty into state collections trends as both states and taxpayers adjusted to the federal changes," per Pew.

"The surge shows signs of fading. Growth over the last 4 quarters has been slowing," Justin Theal, a researcher at Pew and a co-author of the report, said.

Overall, the states collectively brought in 13.4% more revenue in the third quarter than they did during the pre-recession peak after adjusting for inflation, and 5.7% more in the third quarter compared with a year earlier.

The result: a turnaround year for many states that struggled through the weakest two years of growth – outside of a recession – in at least 30 years.

The largest source of total state tax revenue – personal income taxes – was up 5.5% while sales taxes also showed "strong growth" with a 4% increase, according to Pew.

Gizzi: Trump ‘Very Likely’ to Donate to Notre Dame Rebuild

President Donald Trump is "very likely" to donate money for the purpose of rebuilding the Notre Dame Cathedral after this week's fire, Newsmax has learned.

Newsmax's White House correspondent John Gizzi tweeted his sources revealed Trump is considering a donation.

"Trump very likely to personally donate to rebuild Notre Dame, WH sources tell me," Gizzi wrote.

The tweet came shortly before Trump said he had spoken with Pope Francis about Monday's devastating fire, which burned through the roof of the 12th century church and collapsed its main spire.

Trump tweeted:

"Just had a wonderful conversation with @Pontifex Francis offering condolences from the People of the United States for the horrible and destructive fire at Notre Dame Cathedral. I offered the help of our great experts on renovation and construction as I did...."

In a follow-up tweet, he wrote:

"....in my conversation yesterday with President @EmmanuelMacron of France. I also wished both Pope Francis and President Macron a very Happy Easter!"

A French official said Notre Dame was "15 to 30 minutes" away from being totally destroyed. Hundreds of firefighters battled the blaze for hours and were able to save the two towers of the cathedral, which would have caused catastrophic damage had they collapsed.

Many relics were saved as well, including a crown of thorns that is said to have been worn by Jesus Christ when he was crucified.

LONDON (Reuters) – A London court case to extradite Arif Naqvi, founder of collapsed private equity firm Abraaj Group, to the United States on fraud charges was adjourned until May 24, a court official said on Friday.

Naqvi was remanded in custody until that date, the official said. A former managing partner of Dubai-based Abraaj, Sev Vettivetpillai, was released on conditional bail to appear again at Westminster Magistrates Court on June 12, the official said.

Under the U.S. charges, both men are accused of defrauding U.S. investors by inflating positions held by Abraaj in order to attract greater funds from them, causing them financial loss, the official said.

Vettivetpillai could not be reached for a comment.

Naqvi, in a statement released through a PR firm, has pleaded innocent.

The U.S. Securities and Exchange Commission alleges that Naqvi and his firm raised money for the Abraaj Growth Markets Health Fund, collecting more than $100 million over three years from U.S.-based charitable organizations and other U.S. investors.

Naqvi and Vettivetpillai were arrested in Britain earlier this month. Another executive, Mustafa Abdel-Wadood was arrested at a New York hotel, Assistant U.S. Attorney Andrea Griswold said at a hearing in Manhattan federal court on April 11.

Abdel-Wadood appeared at the Manhattan hearing and pleaded not guilty to securities fraud, wire fraud and conspiracy charges.

Former Vice President Joe Biden announces his 2020 candidacy

By James Oliphant

WASHINGTON (Reuters) – Former U.S. Vice President Joe Biden, in his first interview as a Democratic presidential candidate, said on Friday that he does not believe he treated law professor Anita Hill badly during the 1991 confirmation hearings for Supreme Court Justice Clarence Thomas.

Biden had joined the burgeoning 2020 Democratic field a day earlier.

Biden’s conduct during those hearings, when he was chairman of the U.S. Senate Judiciary Committee, became a renewed subject of controversy after the New York Times reported that Biden had called Hill earlier this month in the run-up to his presidential bid and that Hill was dissatisfied with Biden’s expression of regret.

Appearing on ABC’s “The View,” Biden largely defended his actions as a senator almost 30 years ago, saying he believed Hill’s allegations of sexual harassment levied at Thomas and tried to derail his confirmation.

Activists have long been unhappy that Hill was questioned in graphic detail by the all-white, all-male committee chaired by Biden.

“I’m sorry she was treated the way she was treated,” Biden said, but later, he asserted, “I don’t think I treated her badly. … How do you stop people from asking inflammatory questions?”

“There were a lot of mistakes made across the board and for those I apologize,” he said.

Biden praised Hill as “remarkable” and said she is “one of the reasons we have the #MeToo movement.”

Asked why he had not reached out to Hill earlier, Biden said he had previously publicly stated he had regrets about her treatment and that he “didn’t want to quote invade her space.”

That seemed to be a reference to another controversy that looms over Biden’s presidential run: allegations by several women that he made them uncomfortable by touching them at political events.

Biden also addressed that criticism, saying he was now more “cognizant” about a woman’s “private space.” But he maintained that he had been “trying to bring solace.”

He suggested he was still trying to sort out the guidelines for his conduct going forward.

“I should be able to read better,” he said. “I have to be more careful.”

Pressed by the show’s panel for an apology to his accusers, Biden would not entirely capitulate.

“So, I invaded your space,” he replied. “I mean, I’m sorry this happened. But I’m not sorry in a sense that I think I did anything that was intentionally designed to do anything wrong or be inappropriate.”

Biden, 76, served as former President Barack Obama’s vice president for two terms. He is competing with 19 others for the Democratic presidential nomination and the chance to likely face President Donald Trump next year in the general election.

His first public event as a presidential candidate is scheduled for Monday in Pittsburgh.

SAN FRANCISCO (Reuters) – Tesla Inc’s stock slumped over 4% on Friday to its lowest price in two years, rounding out a rough week that included worse-than-expected quarterly results and a pitch by Chief Executive Elon Musk on autonomous cars that failed to win over investors.

With investors betting Tesla will soon raise capital, the stock has fallen 13% for the week to its lowest level since January 2017, before the launch of the Model 3 sedan aimed at making the electric car maker profitable.

One positive development for Tesla: a U.S. District Court judge on Friday granted a request by Musk and the Securities and Exchange Commission for a second extension to resolve a dispute over Musk’s use of Twitter.

On Wednesday, Tesla posted a worse-than-expected loss of $702 million for the March quarter. Musk said Tesla would return to profit in the third quarter and that there was “some merit” to raising capital.

Musk is still battling to convince investors that demand for the Model 3, the company’s first car aimed at the mass consumer market, is “insanely” high, and that it can be delivered efficiently to customers around the world.

Tesla ended its first quarter with $2.2 billion, down from $3.7 billion in the prior quarter, and the company is planning expansions including a Shanghai factory, an upcoming Model Y SUV, and other projects.

(GRAPHIC: Tesla’s cash – https://tmsnrt.rs/2DyJjX6)

On Monday, Musk hosted a self-driving event, where he predicted Tesla would have over a million autonomous vehicles by next year. Some analysts perceived the presentation as a way to deflect attention from questions about demand, margin pressure, increasing competition and even Musk’s ongoing battle with U.S. regulators.

Tesla’s stock has now fallen 29 percent in 2019 and the company’s market capitalization has declined to $41 billion from $63 billion in mid-December.

(GRAPHIC: Tesla’s declining market cap – https://tmsnrt.rs/2Dwd62r)

Analysts now expect Tesla’s revenue to expand 19% in 2019, compared with 83% growth in 2018 and 68% growth in 2017, according to Refinitiv.

Following Tesla’s quarterly report, 12 analysts recommend selling the stock, while 11 recommend buying and eight are neutral. The median analyst price target is $275, up 16% from the stock’s current price of $236. Berenberg analyst Alexander Haissl has the most optimistic price target, at $500, while Cowen and Company’s Jeffrey Osborne has the lowest, at $160, according to Refinitiv.

Former CIA Director John Brennan pushed back Friday on President Trump’s charge that he knew about or participated in an attempt to overthrow the American government.

“I don’t think it’s surprising at all that we continue to hear the sociopathic ramblings of Mr. Trump claiming that there was this effort to try to prevent him from being elected or to unseat him,” he told MSNBC’s Hallie Jackson.

Brennan was reacting to comments Trump made during an interview with Sean Hannity on Thursday night.

Trump specifically criticized Brennan, along with former Director of National Intelligence James Clapper, former FBI Director James Comey, and former Deputy FBI Director Andrew McCabe, in the fiery interview.

ROSENSTEIN SLAMS OBAMA ADMINISTRATION FOR CHOOSING ‘NOT TO PUBLICIZE FULL STORY’ OF RUSSIA HACKING

His comments followed the release of Special Counsel Robert Mueller‘s report which stopped short of accusing the president of either obstruction of justice or collusion with Russia.

Brennan added he welcomed further investigation into his and other officials’ conduct while they served in government. “I’ve testified in front of Congress … Absolutely, I’ll do it again,” he said.

Brennan also disputed Sen. Rand Paul’s, R-Ky., claim that he “insisted that the unverified and fake Steele dossier be included in the Intelligence Report.”

Journalist Bob Woodward similarly promoted the idea that the CIA pushed to include the Steele dossier in the intelligence community assessment surrounding Russian election interference.

“That’s absolutely incorrect and 180 degrees from the truth. It was CIA that was pushing not to have it included and not to be taken into account at all in that intelligence community assessment.

New artwork believed to be from the elusive Banksy appeared overnight on a wall near where climate change activists spent the last two weeks protesting in London.

The street art – which was first noticed by people Thursday night – purportedly shows a child clutching a sign of the Extinction Rebellion emblem while planting a small flower with the words “From this Moment Despair Ends and Tactics Begin.”

It comes on the day that Extinction Rebellion backed up their protests which snarled traffic in the British capital for nearly two weeks.

A woman takes a picture of a new piece of street art that people noticed for the first time last night and is believed to be by street artist Banksy on a wall where Extinction Rebellion climate protesters had set up a camp in Marble Arch, London, Friday, April 26, 2019.

CLIMATE ACTIVISTS GLUE THEMSELVES TO LONDON STOCK EXCHANGE ON ‘LAST DAY’ OF PROTESTS

A Bansky collector and expert told The Guardian he believes the mural on Marble Arch is an authentic piece by the Bristol street artist.

John Brandler, who owns a dozen pieces by Banksy, said he believes it’s an original because of its execution and theme.

“I’m convinced about the one in London for two reasons: it’s a topic that he would support, and it’s a continuation of the Port Talbot piece that appeared in December 2018,” he said. “The name in the corner is not important, the signature is the work. And this is a Banksy. It’s a wonderful statement and beautiful piece.”

A spokesperson for Westminster council told The Guardian that they are investigating the authenticity of the art piece. Banksy has not confirmed the authenticity.

Extinction Rebellion – self-described “rebels” – have recently made headlines for snarling traffic and public transit in London through a series of blockades. They ended their 10-day outlandish demonstrations on Thursday but not before several members glued themselves to the London Stock Exchange building.

Calvin Benson, 48, a supporter of the climate change activist group, told Sky News that the artwork “represents the will of the people that were here and the people of the nation.”

Bansky, who has never disclosed his full identity, began his career spray-painting buildings in Bristol, England, and has since become one of the world’s best-known artists.

His mischievous and often satirical images include two policemen kissing, armed riot police with yellow smiley faces and a chimpanzee with a sign bearing the words, “Laugh now, but one day I’ll be in charge.”

His artwork titled “Girl With Balloon” – one of his best-known works – was sold on auction for $1.4 million last October just before it self-destructed.

Videos from inside the Sotheby’s in London show the painting partially running through a shredder embedded in the frame and emerging from the bottom as strips.
