PARIS (Reuters) – Marine Le Pen, the leader of France’s far-right party, said on Tuesday she would raise funds from the public for next month’s European Parliament elections, after her party failed to secure a multi-million-euro bank loan.

Nationalist, eurosceptic and anti-immigration parties are expected to make strong gains in the vote, and Le Pen’s Rassemblement National (National Rally) is almost neck-and-neck in the polls with President Emmanuel Macron’s En Marche.

The RN, which changed its name from Front National to shed a brand associated by many voters with racism and anti-Semitism, faces financial problems: it is heavily indebted and has had its accounts in France closed by banks which declined to say why.

It also remains dogged by questions over a Russian loan that helped financed Le Pen’s 2017 presidential run.

“We have no other option than to go to the French people and ask to borrow money for a year to wage our campaign,” Le Pen told LCI news site.

The party had been hoping to secure a 4 million euro ($4.5 million) loan, Jordan Bardella, the lead candidate on Le Pen’s list for the European election, told Reuters in January.

But that was unsuccessful and the party now hopes to raise cash through loans or donations from supporters, Le Pen said.

The RN’s cash-crunch could hamper its ability to mount a national campaign and win support beyond Le Pen’s core base. Voters often use European Parliament elections to express discontent with the government.

After Macron reshaped France’s political landscape with his 2017 election victory, obliterating the traditional center-right and center-left blocks that dominated politics for decades, the European contest is shaping up as a showdown between Macron’s and Le Pen’s parties.

An Ifop-Fiducial survey this week showed Macron’s La Republique en Marche on 22.5 percent compared with 21 percent for Le Pen’s party.

The RN is not alone in seeking public financial support. On Sunday, the hard-left France Insoumise (France Unbowed) said it had raised 300,000 euros in the first few hours of launching a crowdfunding appeal.

House votes to condemn Trump's transgender military ban

The House delivered a rebuke to President Donald Trump on Thursday by voting to condemn his administration's move to restrict transgender men and women from military service.

A non-binding resolution opposing Trump's transgender ban passed 238-185. Every Democrat supported the resolution, while nearly every Republican voted against it. Five Republicans broke ranks and voted in favor: Brian Fitzpatrick of Pennsylvania, Trey Hollingsworth of Indiana, Will Hurd of Texas, John Katko of New York and Tom Reed of New York.

The Trump administration's policy bars people who have undergone gender transition from enlisting. It also requires military personnel to serve as their biological gender unless they began a gender transition under less restrictive Obama administration rules. The policy is being challenged in court.

Rep. Joe Kennedy, D-Mass., the resolution's sponsor, said Trump's policy amounts to "targeted discrimination." He said the House was voting to tell transgender people "that they cannot be banned from military service because of who they are."

The top Republican on the House Armed Services Committee, Rep. Mac Thornberry of Texas, opposed the resolution and said the vote attempted to politicize U.S. service members. Thornberry said because the resolution does not change law or policy it was a "messaging bill" that detracted from "serious issues that need to be discussed."

Ahead of the vote many Democratic lawmakers placed transgender pride flags outside their offices on Capitol Hill, including House Speaker Nancy Pelosi, who spoke from the floor in support of the resolution.

"There is no moral justification for this ban which violates every value of our American democracy," Pelosi said Thursday.

Under the Obama administration, the Pentagon announced that transgender people already serving in the military would be allowed to serve openly. Trump reversed that policy beginning in 2017 with a tweet that the government would not allow "Transgender individuals to serve in any capacity in the U.S. Military."

The Pentagon has said that over 900 men and women have been diagnosed with "gender dysphoria," a discomfort with their birth gender. A 2016 survey estimated that about 1 percent of active duty service members, around 9,000 men and women, identify as transgender.

Speaking from the House floor ahead of the vote, Armed Services Chair Adam Smith, D-Wash., said the Trump administration policy is "primarily based on ignorance and bias against the transgender community."

"We have the best military in the world," Smith said. "We need highly qualified people to serve and to single out a particular group — to discriminate against them and to say they cannot serve — is bad for national security."

A proposed U.N. resolution demands that all parties in Libya immediately de-escalate the fighting and commit to a cease-fire.

The British-drafted resolution also calls on all parties to immediately re-commit to attending a U.N.-facilitated political dialogue "and work toward a comprehensive political solution to the crisis in Libya."

The draft resolution, circulated to Security Council members and obtained Tuesday by The Associated Press, expresses "grave concern" at military activity near the capital Tripoli which began after Field Marshal Khalifa Hifter's self-styled Libyan National Army launched its offensive on April 3.

It says the offensive "threatens the stability of Libya" and prospects for the national dialogue and a political solution in Libya and has had a "serious humanitarian impact."

Security Council members have been divided over Hifter's offensive.

The U.N. migration agency says recent clashes between rival Libyan militias for control of Tripoli have displaced more than 18,000 people.

U.N. spokesman Stephane Dujarric said on Monday in New York that the International Organization for Migration reported that 13 civilians are among the 146 killed so far in clashes since the self-styled Libyan National Army launched a major military offensive on April 5.

Dujarric says around 3,000 migrants remain trapped in detention centers in and close to conflict areas.

The fighting pits the Libyan National Army, led by commander Khalifa Hifter against militias affiliated with Tripoli's U.N.-backed government.

The clashes threaten to re-ignite civil war such as the 2011 one that toppled and killed longtime dictator Moammar Gadhafi. Libya is split between rival governments in the east and west.

Golfer attacked by bobcat in Connecticut: authorities

A golfer in Connecticut was taken to the hospital on Thursday after enduring a bobcat attack on the course, officials said.

The episode happened around 8:30 a.m. at the Mohegan Sun Golf Course in Baltic, Conn., the state’s Department of Energy & Environmental Protection (DEEP) said in a news release.

“Another member of the golfer’s team was able to drive the bobcat off,” officials said.

The injured individual, whose “condition is unknown,” was taken for medical treatment after sustaining lacerations, DEEP said.

Following the incident, DEEP Environmental Conservation Police managed to locate the bobcat and humanely euthanized it, according to officials. The animal was taken to UConn Medical Lab for testing, they added.

The animal is also being eyed in an attack on a horse earlier in the morning, officials said. The horse is under the care of a veterinarian after it was cut on its neck and eye.

“DEEP believes this bobcat is the one involved in both attacks this morning,” the news release said.

The department went on to describe the “shy secretive” nature of bobcats, adding that “attacks on humans are extremely rare.”

Death toll rises to 359 in Sri Lanka bombings, more arrested

The death toll from the Easter suicide bombings in Sri Lanka rose to 359 and more suspects have been arrested, police said Wednesday.

The Islamic State group has claimed responsibility and released images that purported to show the seven bombers who blew themselves up at three churches and three hotels Sunday in the worst violence this South Asian island nation has seen since its civil war ended a decade ago.

The government has said the attacks were carried out by Islamic fundamentalists in apparent retaliation for the New Zealand mosque massacre last month but has said the seven bombers were all Sri Lankan. Prime Minister Ranil Wickremesinghe said investigators were still working to determine the extent of the bombers' foreign links.

Police spokesman Ruwan Gunasekara said Wednesday morning that 18 suspects were arrested overnight, raising the total detained to 58. The prime minister had warned on Tuesday that several suspects armed with explosives were still at large.

The Islamic State group has lost all the territory it once held in Iraq and Syria and has made a series of unsupported claims of responsibility around the world.

Sri Lankan authorities have blamed a local extremist group, National Towheed Jamaar, whose leader, alternately known as Mohammed Zahran or Zahran Hashmi, became known to Muslim leaders three years ago for his incendiary speeches online.

The IS group's Aamaq news agency released an image purported to show the leader of the attackers, standing amid seven others whose faces are covered. The group did not provide any other evidence for its claim, and the identities of those depicted in the image were not independently verified.

Meanwhile, in an address to Parliament, Ruwan Wijewardene, the state minister of defense, said "weakness" within Sri Lanka's security apparatus led to the failure to prevent the nine bombings.

"By now it has been established that the intelligence units were aware of this attack and a group of responsible people were informed about the impending attack," Wijewardene said. "However, this information has been circulated among only a few officials."

In a live address to the nation late Tuesday, Sri Lanka President Maithripala Sirisena said he also was kept in the dark on the intelligence about the planned attacks and vowed to "take stern action" against the officials who failed to share the information. He also pledged "a complete restructuring" of the security forces.

Wijewardene said the government had evidence that the bombings were carried out "by an Islamic fundamentalist group" in retaliation for the March 15 mosque shootings in Christchurch, New Zealand, that killed 50 people, although he did not disclose what the evidence was.

The office of New Zealand Prime Minister Jacinda Ardern issued a statement responding to the Christchurch claim that described Sri Lanka's investigation as "in its early stages."

"New Zealand has not yet seen any intelligence upon which such an assessment might be based," it said. An Australian white supremacist, Brenton Harrison Tarrant, was arrested in the Christchurch shootings.

Word from international intelligence agencies that National Towheed Jamaar was planning attacks apparently didn't reach the prime minister's office until after the massacre, exposing continuing turmoil in Sri Lanka's government.

A block on most social media since the attacks has left a vacuum of information, fueling confusion and giving little reassurance the danger had passed.

Wickremesinghe said he feared the massacre could unleash instability and he vowed to "vest all necessary powers with the defense forces" to act against those responsible.

The history of Buddhist-majority Sri Lanka, a country of 21 million including large Hindu, Muslim and Christian minorities, is rife with ethnic and sectarian conflict.

In the nation's 26-year civil war, the Tamil Tigers, a powerful rebel army known for using suicide bombers, had little history of targeting Christians and was crushed by the government in 2009. Anti-Muslim bigotry fed by Buddhist nationalists has swept the country recently.

In March 2018, Buddhist mobs ransacked businesses and set houses on fire in Muslim neighborhoods around Kandy, a city in central Sri Lanka that is popular with tourists.

After the mob attacks, Sri Lanka's government also blocked some social media sites, hoping to slow the spread of false information or threats that could incite more violence.

Sri Lanka has no history of Islamic militancy. Its small Christian community has seen only scattered incidents of harassment.

Officials announce new measures to fight NY measles outbreak

Officials in a suburban New York county are announcing new measures to fight the spread of measles.

The new measles rules in Rockland County were announced Tuesday, the day after New York City closed a preschool over non-compliance with measles vaccine requirements.

Both New York City and Rockland are struggling to contain a measles outbreak centered in ultra-Orthodox Jewish neighborhoods while battling lawsuits over their efforts to require vaccinations.

Rockland County Executive Ed Day says the county will order anyone with measles to stay home, among other measures.

New York City's Board of Health will vote Wednesday on whether to extend last week's emergency declaration ordering mandatory vaccinations in four Brooklyn ZIP codes.

New York City has confirmed 329 cases of measles since October. Rockland County has confirmed 186 cases.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
