Dallas security guard kills naked, unarmed man, police say

Texas man fatally shot by a security guard on Sunday was unarmed and naked when the shooting took place, a detail that seems inconsistent with the guard’s claim that he was acting in self-defense.

Dallas police responded to reports of a shooting at the Oasis Apartments on East Ledbetter Drive at 10:30 p.m. Sunday. Officers found 32-year-old Christopher Willard with a gunshot wound to his chest.

He was transported to Baylor Hospital where he was pronounced dead.

Initial reports from police indicated that Willard was involved in an altercation with a female security guard at the apartments 30 minutes prior to the shooting. Court records obtained by Fox 4 say Willard punched the unidentified female guard in the face.

Security Officer Vincent Hobbs, 32, and other guards went to the room where Willard was staying to confront him. Police say a fight ensued in the apartment and then spilled into the hall. Other security guards allegedly subdued Willard while Hobbs shot him.

Hobbs, who has been charged with murder, initially told police he was acting in self-defense, with Willard charging at him with a gun, Fox 4 reported.

But an arrest warrant affidavit said Willard was both unarmed and undressed at the time. The report cited witness testimony and body camera footage from one of the security officers.

Hobbs, who owns the security service North Texas Strike Force, posted bail and was released from the Dallas County Jail on Monday, The Dallas Morning News reported.

Venezuela congress to weigh 2020 PDVSA bond payment next week

CARACAS (Reuters) – Venezuela’s opposition-controlled National Assembly expects to vote on making a $71 million bond interest payment when it meets next week, a lawmaker and a member of state-run oil company PDVSA’s ad-hoc board of directors said.

Payment would protect U.S. refiner Citgo, PDVSA’s crown jewel overseas asset, from potential seizure by creditors. But it was not immediately clear how the opposition-aligned ad-hoc board, which does not control PDVSA’s day-to-day operations, would make the payment or what funds it would use.

Alejandro Grisanti, an economist appointed to the ad-hoc PDVSA board by the National Assembly last week, said the board was “sparing no effort” to make the payment on PDVSA’s 2020 bond, which is backed by half the shares in Cigto.

The bond payment would be part of National Assembly leader Juan Guaido’s effort to protect PDVSA’s overseas assets. Guaido in January invoked the country’s constitution to assume an interim presidency on the basis that President Nicolas Maduro’s 2018 re-election was illegitimate.

Maduro, who says Guaido is attempting to oust him in a coup, still controls the day-to-day options of PDVSA within Venezuela. The United States and most Western countries have recognized Guaido as Venezuela’s rightful leader, and the board he has appointed to Citgo controls the company.

“We are working on making that decision,” Guaido told Reuters on Friday, referring to the interest payment.

Failure to pay the bond, one of the few that cash-strapped Venezuela has remained current on while defaulting on some $8 billion in debt, could allow bondholders to seize Citgo shares as compensation. PDVSA has a 30-day grace period following the April 27 payment deadline.

Efforts by any Maduro-linked institution to pay could run afoul of U.S. sanctions, which restrict dealings with PDVSA by U.S. entities.

Opposition lawmaker Stalin Gonzalez, the National Assembly’s’ vice president, said congress would debate the payment next week.

Grisanti said approval would allow PDVSA to request a license from the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC), which enforces sanctions, to make the payment. The National Assembly is the only Venezuelan government body recognized as legitimate by the United States.

Grisanti said the board could use funds from PDVSA crude sales to pay, without detailing where those funds were held. Guaido’s allies have said they have no plans to use Citgo’s funds.

Neither PDVSA nor Venezuela’s Information Ministry responded to requests for comment.

Diabetic inmate with HIV died after being left on cell floor for 21 hours without food or medicine, inquest reveals

An inmate has died at a jail in the United Kingdom after being left lying on the ground of her cell without food or medicine for nearly a day, according to an inquest.

Annabella Landsberg, who was diabetic and HIV positive, was reportedly restrained by four officers at HMP Peterborough in southeast England on Sept. 2, 2017. She was asked to stand up to receive her medication, but said she couldn't because she was having difficulty standing. One officer, Amy Moore, said when she attempted to step over Landsberg, the inmate grabbed her legs, which was when the other officers restrained her as she lay on the ground.

“She said her legs wouldn’t work, so she couldn’t stand up, and she was reaching at the sink. She was kicking her legs about, backwards and forwards. I thought she was trying to be difficult for staff,” Officer Amy Moore said, according to The Guardian.

She was then left overnight under observation by guards, who said she was "mumbling incoherently" throughout the night but was breathing and moving. No one, however, went to check on her during those 21 hours.

During an inquest following an investigation into her death, it was revealed that the on-duty prison nurse threw water on Landsberg as she lay on the ground, and referred to her as "pathetic."

She was taken to the hospital, where she died three days later. The 45-year-old mother of three was sent to jail on antisocial behavior charges in 2014, a designation that includes a wide array of crimes ranging from public urination to drug dealing. She was serving a four-year sentence for crimes committed under a suspended sentence, BBC reports.

She reportedly fled to the United Kingdom from her native Zimbabwe after being gang raped there. According to her sister Sandra, Landsberg's mental capacity and health deteriorated significantly after she was diagnosed with HIV in 2007.

The inquest into her death is still ongoing.

SAO PAULO (Reuters) – Brazil’s antitrust regulator said on Friday that a plan announced by the country’s top two airlines, Gol Linhas Aereas Inteligentess and LATAM Airlines, to acquire some of competitor Avianca Brasil’s airport slots could run afoul of antitrust laws.

Avianca Brasil is going through bankruptcy and plans to auction some of its most coveted airport slots this month. Smaller competitor Azul SA had planned to acquire the assets but the deal fell apart. A potential acquisition by Azul would be less worrying on antitrust grounds, the anti-trust regulator Cade said.

Sen. Romney: ‘Moronic’ for Dems to Legislate for Trump Taxes

Democrats are fighting losing battles on illegal immigration, Medicare for all, and seeking to obtain the U.S. president's tax returns through legislative action, according to Sen. Mitt Romney, R-Utah, who slammed the latter attempt as "moronic."

"[Trump] said he would be happy to release his returns – so I wish he'd do that – but I have to also tell you: I think the Democrats are just playing along his handbook, which is, going after his tax returns through legislative action is moronic," Sen. Romney told NBC's "Meet the Press." "That's not going to happen.

"The courts are not going to say that you can compel a person running for office to release their tax returns."

Radical proposals of congressional overreach are "nonstarters" and losing platforms for the Democratic Party, according to Romney.

"So, he's going to win this victory – he wins them time after time," Romney told NBC's Chuck Todd. "The Green New Deal, all these candidates out there talking about getting rid of Obamacare and traditional healthcare and putting in place Medicare, these things are just nonstarters.

"And I think the Democratic Party are finding themselves in a real difficult positions with those positions."

Up to half-a-million people participated in 10,000 meetings across the country to discuss social issues ranging from taxes – which the French pay the most of any OECD country in the world, to democracy and climate change.

“We have been patient but now we want results,” Yellow Vest Laurent Casanova told AFP.

And with no meaningful changes after nationwide cathartic venting, the Yellow Vests are back to angry demonstrations as the protests kick off their 18th week with an ‘ultimatum’ rally – marked by lootings, fires, and mayhem that organizers maintain are due to a radical minority.

Violence broke out on the Champs-Elysees Paris, where Paris riot police clashed with protesters, using tear gas and water cannons to disperse the crowd.

Some protesters attempted to erect barricades to block streets around Place Charles de Gaulle – prompting the police to respond in kind.

At least one vehicle had been set on fire according to AP as the demonstration turned into yet another riot, and the lootings began. Shop windows were mashed and furniture broken.

TRIPOLI (Reuters) – At a shut-down factory in the Libyan capital, traumatized men, women and children are living in cramped huts that used to house workers but are now makeshift shelter for civilians uprooted by conflict.

More than 18,000 people have been displaced, according to the United Nations, by a two-week offensive by forces from eastern Libya trying to take the capital from the internationally recognized government.

Many been unable to leave the southern districts of Tripoli, trapped by non-stop shelling and gun battles where the advance has been stopped for now by Tripoli forces.

Streets have been changing hands as both sides have been unable to gain significant ground, leaving families trapped near the frontline seeking shelter with neighbors.

Among those who got out was 19-year-old Ali, who fled with his family and is now living in a hut built for men making truck trailers at the now defunct factory.

“We were evacuated from our home after three days of clashes,” Ali said. “This shirt I’m wearing is the only item of clothing I have.”

He is a former fighter for one of the myriad of armed groups that have dominated life in Libya since the overthrow of Muammar Gaddafi in 2011, filling the political and security vacuum.

Wounded in fighting last summer, he quit the group.

“They paid me 100 dinars ($70) a day … now I’m broke but this is better than fighting,” he said.

Some 47 families are housed in the camp with up to six individuals to each small room.

The factory itself if a victim of the chaos that has reigned in Libya as foreign firms pulled out since 2011 and workplaces closed.

One mother at the factory was away on a pilgrimage in Saudi Arabia when the latest fighting broke out. She came straight from Tripoli airport to the shelter to be with the rest of her family who had fled their home.

“My family managed to bring the family papers but not my jewelery,” she said, sitting next to her daughter on a mattress on the floor, her head in her hands.

Her father, suffering from Parkinson’s, only muttered: “What can we do?”

In another hut, 34-year-old housewife Nabila Ayad al-Ammari prayed for the friends she had left behind.

“After we left we received news that there are killed and wounded among our neighbors,” she said.

More families were arriving, some queuing at a municipal office a 10-minute drive away to speak to officials struggling to find places in schools or workers’ huts.

“Since the beginning … the state has not provided us with aid,” said Abdulfatah Mohamed Ottman, head of a local crisis council.

“Some families and businesses have been offering support but under these circumstances we will be unable to help.”

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
