MOSCOW (Reuters) – Russian race walker Aleksandr Ivanov has been disqualified for three years for doping and is set to be stripped of his gold medal at the 2013 world championships in Moscow, the Russian athletics federation said on Friday.

Ivanov will lose all the medals he won between June 2012 and August 2014, the federation said. He is disqualified for a three-year period that began on May 2, 2017, the date of his earlier suspension, it said.

Ivanov, whose blood contained abnormalities, according to the federation — won gold in the 20km race walk at the IAAF World Championships in 2013, beating China’s Ding Cheng and Spain’s Miguel Angel Lopez.

Russia’s athletics federation has been suspended since a 2015 report commissioned by the World Anti-Doping Agency (WADA) found evidence of state-sponsored doping in the sport.

The IAAF global athletics ruling body has still authorized some Russians, including 2015 world champion hurdler Sergey Shubenkov, to compete as neutrals after having demonstrated they are competing in a doping-free environment.

ISTANBUL (Reuters) – New Zealand on Friday defended its reaction to its worst mass shooting, telling Muslim countries meeting in Turkey that the police response to the killing of 50 people was “instantaneous” and the perpetrator would spend life in prison.

Speaking to the Organisation of Islamic Cooperation (OIC), New Zealand Foreign Minister Winston Peters was responding to Turkish President Tayyip Erdogan who has said Turkey would make the suspected attacker pay if New Zealand did not.

Erdogan’s comments at a series of election campaign rallies – including calling on New Zealand to restore the death penalty and repeatedly showing video footage of the shootings that the alleged gunman had broadcast on Facebook – triggered a diplomatic dispute between the nations.

“This person will face the full force of New Zealand law, and will spend the rest of his life in isolation in a New Zealand prison,” Peters told the OIC, meeting in emergency session to discuss Islamophobia and the March 15 shootings in Christchurch.

“Our police have started the largest investigation in our history,” said Peters, who had earlier condemned Erdogan’s airing of the footage as risking endangering New Zealanders abroad.

The OIC meeting in Istanbul was also attended by Erdogan, who briefly met Peters on the sidelines. No other heads of state or government attended the gathering. Iran was represented by Iranian foreign minister Mohammad Javad Zarif and Saudi Arabia by its ambassador to Turkey.

Addressing the conference separately, Erdogan struck a conciliatory tone, saying the empathy and reaction displayed by New Zealand Prime Minister Jacinda Ardern since the incident “should be an example to the world.”

Australian Brenton Tarrant, 28, a suspected white supremacist, has been charged with one murder following the attack and is likely to face more charges.

Erdogan, who is seeking to drum up support for his Islamist-rooted AK Party in March 31 local elections, again showed footage of the shooting at a rally on Thursday.

For nearly a week he has described the mass shooting as part of a wider attack on Turkey and threatened to send back “in caskets” anyone who tried to take the battle to Istanbul. He has also shown extracts from a “manifesto” posted by the attacker and later taken down, drawing condemnation from New Zealand and Australia.

Ardern has said Peters went to Turkey to “confront” Erdogan’s comments, and she repeated on Friday he was there to “set the record straight.”

Australian Prime Minister Scott Morrison earlier this week called Erdogan’s comments “deeply offensive” and summoned Turkey’s ambassador for a meeting, though on Thursday he said progress had been made and “we’ve already seen the moderation of the president’s views.”

The OIC groups together Muslim countries to protect the interests of the Muslim world. Peters told the gathering “an attack on one of us observing their beliefs is an attack on all of us.”

DUBAI (Reuters) – Iran’s top leader Ayatollah Ali Khamenei urged visiting Iraqi Prime Minister Adel Abdul Mahdi on Saturday to ensure U.S. troops leave “as soon as possible”, Iranian state media reported.

“You must make sure that the Americans withdraw their troops from Iraq as soon as possible because expelling them has become difficult whenever they have had a long military presence in a country,” Khamenei was quoted as saying.

The Latest: Ethiopian airline defends pilots' training

The Latest on the Ethiopian plane crash (all times local):

Ethiopian Airlines says its pilots went through all the extra training required by Boeing and the U.S. aviation regulator to fly the 737 Max 8 jet that crashed this month, killing all 157 passengers.

CEO Tewolde Gebremariam said Thursday that the airline's pilots completed the training meant to help them shift from an older model to the newer 737 Max 8.

He said the pilots were also made aware of an emergency directive issued by the U.S. regulator, the FAA, following the crash of a Boeing 737 Max 8 owned by Indonesia's Lion Air last year.

As investigators look into the crashes, attention has turned to a new software in the jets that can push their nose down in some circumstances.

The New York Times reported that the pilots of the Ethiopian plane never trained in a simulator for the plane.

Gebremariam said that the 737 Max simulator is not designed to simulate problems in the new jet software. He declined, however, to say whether the pilots had trained on the simulator.

The families of Kenyan victims of the Ethiopian plane crash are asking their government for legal assistance in pursuing compensation.

In an emotional gathering Thursday in the capital of Nairobi, the victims' relatives asked for lawyers to help them pursue their case. One of them, Erick Mwangi, spoke of what could be an "expensive and tedious" legal battle.

Kenya's foreign ministry is advising them to "come together as a group" as the attorney general takes up the matter. He said the government will assist in obtaining death certificates for the victims.

Ethiopian Airlines on Thursday urged patience as an investigation into the March 10 crash of its Boeing Max 8 plane continues. Thirty-two Kenyans were among the 157 victims of the plane crash.

The Boeing Max planes have since been grounded.

McConnell Hopes Mueller Report ‘Improves’ Democracy While Schumer And Pelosi Call For Complete Public Release

Leaders on Capitol Hill responded Friday to special counsel Robert Mueller’s delivery of his report related to Russia’s interference in the 2016 election to Attorney General Bill Barr.

Barr sent a letter to Capitol Hill committee chairmen in both chambers, informing them that the report was submitted to the Justice Department. (RELATED: Breaking: Mueller Submits Report To Justice Department)

Senate Majority Leader Mitch McConnell said in a statement he welcomed that the announcement from the special counsel has finally completed his investigation into Russia’s efforts to interfere in the 2016 elections.”

He continued, “Many Republicans have long believed that Russia poses a significant threat to American interests. I hope the special counsel’s report will help inform and improve our efforts to protect our democracy.”

McConnell said Barr will now need time to review the report, adding, “The attorney general has said he intends to provide as much information as possible. As I have said previously, I sincerely hope he will do so as soon as he can, and with as much openness and transparency as possible.”

Little is known about the contents of the report that was two years in the making and led to the indictment or guilty plea of six Trump associates. However, not one indictment was related to conspiracy or collusion with Russians.

A senior Justice Department official told Fox News that the special counsel has not recommended any further indictments.

House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer called for the complete public release of the report in a joint statement:

Now that special counsel Mueller has submitted his report to the Attorney General, it is imperative for Mr. Barr to make the full report public and provide its underlying documentation and findings to Congress.

Attorney General Barr must not give President Trump, his lawyers or his staff any ‘sneak preview’ of Special Counsel Mueller’s findings or evidence, and the White House must not be allowed to interfere in decisions about what parts of those findings or evidence are made public.

The Special Counsel’s investigation focused on questions that go to the integrity of our democracy itself: whether foreign powers corruptly interfered in our elections, and whether unlawful means were used to hinder that investigation. The American people have a right to the truth. The watchword is transparency.

Although the Mueller investigation has ended, Democrats have vowed to continue their own investigations of Trump from the Judiciary Committee and Oversight Committee in the lower chamber. Additionally, Democrats are counting on investigations of the president and his allies from the U.S. Attorney’s office in the Southern District of New York.

(Reuters) – Tiger Woods took a 2 up lead over Rory McIlroy through nine holes in their first ever match play meeting at the WGC-Dell Technologies Match Play in Texas on Saturday.

Woods, the 13th seed, surged ahead 1 up with a four-foot birdie putt on the fifth hole, then took command with another birdie at the sixth.

Fourth-seeded McIlroy saved par with a clutch putt at the second, but the Northern Irishman came up short on several later opportunities.

The winner of the round of 16 match advances to the quarter-finals later on Saturday with the semi-finals and final set for Sunday.

Kevin Kisner also advanced with a 6&5 victory over China’s Li Haotong.

LONDON (Reuters) – The leader of Britain’s opposition Labour Party, Jeremy Corbyn, said on Friday he had turned down an invitation to a state dinner which will be part of U.S. President Donald Trump’s visit to Britain in June.

“Theresa May should not be rolling out the red carpet for a state visit to honor a president who rips up vital international treaties, backs climate change denial and uses racist and misogynist rhetoric,” Corbyn said in a statement.

He said maintaining the relationship with the United States did not require “the pomp and ceremony of a state visit” and he said he would welcome a meeting with Trump “to discuss all matters of interest.”

TRIPOLI (Reuters) – Libya’s U.N.-recognized government has budgeted up to 2 billion dinars ($1.43 billion) to cover costs of a three-week-old war for control of the capital, such as treatment for the wounded, to be funded without new borrowing, the economy minister said.

Ali Abdulaziz Issawi suggested the government hoped for business to continue more or less as usual despite the assault on Tripoli, in the country’s northwest, by forces tied to a parallel administration based in the eastern city of Benghazi.

Once Africa’s third largest producer of oil, Libya has been riven by factional conflict since the fall of Muammar Gaddafi in 2011, with the country now broadly split between eastern-based forces under Khalifa Haftar and the U.N.-backed government in Tripoli, in the west, under Prime Minister Fayez al-Serraj.

Still, with Haftar’s Libyan National Army forces unable so far to pierce defenses in Tripoli’s southern suburbs, normal life and business activities continue in much of the capital and western coastal towns.

Issawi, in an interview with Reuters in his Tripoli office, also said Libya’s commercial ports and wheat imports were still functioning normally, although some roads have been blocked.

He said the Serraj government estimates it will spend up to 2 billion dinars extra on medical treatment for wounded, aid for displaced people and other “emergency” war costs.

He said this was not military spending but analysts believe that the sum will also cover expenditures such as pay for allied armed groups or food for fighters.

“We could actually spend less,” he added, in comments that gave the first insight into the economic impact of the fighting.

Issawi said the Tripoli government, which controls little territory beyond the greater capital region, would not incur new debt to fund the war costs, sticking to a plan to post a 2019 budget without a deficit.

Tripoli derives revenue largely from oil and natural gas production, interest-free loans from local banks to the central bank, and a 183 percent surcharge on foreign exchange transactions conducted at official rates.

But with centralized tax collection greatly diminished, public debt has piled up – to 68 billion dinars in the west, including unpaid state obligations such as social insurance.

Some analysts expect Serraj’s government will be forced to raise new debt if the war for control of Tripoli drags on.

With much of Libya dominated by armed factions that also act as security forces, the public wage bill for both the western and eastern administrations has soared as fighters have been made public employees in efforts to buy their loyalty.

The east has sold bonds worth 35 billion dinars outside the official financial system as the Tripoli central bank does not fund the parallel government apart from some wages.

Despite its limited reach, the Tripoli government still runs an annual budget of around 46.8 billion dinars, mainly for public salaries and fuel subsidies.

“This year we cannot finance via debt…we will not borrow (by agreement with the central bank),” Issawi said.

According to International Monetary Fund data, Libya’s central government debt-to-GDP ratio is 143 percent, making it one of the most heavily indebted in the world on that measure.

Issawi declined to say what parts of the budget would be trimmed to support the extra outlay for war costs.

However, with some 70 percent of the budget allocated to public wages, fuel subsidies and other welfare benefits, a portion devoted to infrastructure is most likely to be axed.

Widespread lawlessness has meant there have been no major infrastructural projects since 2011, when a NATO-backed uprising overthrew dictator Muammar Gaddafi, leaving schools, hospitals and roads in acute need of restoration.

FOREX SURCHARGE

Issawi said the government planned to raise as much as 30 billion dinars by the end of 2019 from hard currency deals after imposing in September a 183 percent surcharge on commercial and private transactions done on the official rate of 1.4 to the U.S. dollar. That fee has effectively devalued the official rate to 3.9, much closer to the black market equivalent.

Some 17 billion dinars have been raised since then, with hard currency allocated for import credit letters now issued without delays, Issawi said. The forex fee has helped the government forecast a budget in the black for 2019.

Despite the narrowing spread between the two rates, the black market continues to thrive. Dozens of traders remained at their favorite spot behind the central bank headquarters in Tripoli when Reuters reporters visited it last week.

But traders said it could take time for the Serraj government to register the extra forex receipts as official banking channels were taking up to six months to approve import financing, keeping the black market in play for dealers.

Issawi said authorities planned to lower the forex fee from 183 percent, without saying when. The black market rate has dropped from 6 to around 4.1 since September but it has hardly moved of late as demand for black market cash remains high.

The Tripoli government has stopped subsidizing food and bread, which used to be cheaper than drinking water in Libya. Wheat imports are now being arranged by private traders and there are surplus stocks of flour at the moment, Issawi said.

Rep. Gerry Connolly, D-Va., threatened possible jail time for White House officials refusing to comply with subpoenas to testify before the House Oversight Committee.

Connolly, a member of the House panel, made his comments during an interview on CNN on Thursday. He said that “if a subpoena is issued and you’re told you must testify, we will back that up.”

He added: “And we will use any and all power in our command to make sure it’s backed up — whether that’s a contempt citation, whether that’s going to court and getting that citation enforced, whether it’s fines, whether it’s possible incarceration.”

“We will go to the max to enforce the constitutional role of the legislative branch of government.”

His comments came after three officials have refused to comply with congressional requests to testify, CNN noted.

Trump told The Washington Post that his staff should not testify on Capitol Hill, explaining that the White House cooperated fully with special counsel Robert Mueller and “there is no reason to go any further, especially in Congress where it’s very partisan.”

“Outdated laws” need fixing to deal with the surge in illegal immigrant families crossing the U.S. border with Mexico, a top Border Patrol official said Friday.

Migrant families face no consequences if apprehended trying to cross the border illegally under present law, Border Patrol chief of Operations Brian Hastings claimed during an appearance on “Fox & Friends.”

“We need a change in the current outdated laws that we’re dealing with for this current demographic and this crisis that we have,” he said.

Hastings said as of Thursday there have been 440,000 apprehensions along the southwest border. There were 396,000 apprehensions all of last year.

And those numbers continue to rise, he said.

Historically 70 to 90 percent of apprehensions at the border were quickly returned to Mexico, Hastings said.

Now, 83 percent of those apprehended have come from the Central American northern triangle which includes Guatemala, El Salvador, and Honduras, and of those 63 percent are “family units” and children who cannot be returned, he said.

“There are no consequences that we can apply to this group currently,” Hastings said. “We’re overwhelmed. If you look at agents there doing a tremendous job trying to deal with the flow.”

The law dictates children have to be released after 20 days of detention.

Sen. Lindsey Graham, R-S.C., says that has forced immigration officials to release entire families because “you don’t want to separate families.”

Recently, he said he is drafting legislation that would allow children to be detained for more than 20 days.

Hastings said agents are frustrated with the situation but are doing the best they can with the resources they have.

“Up to 40 percent of our agents are processing at any given time,” he said. “That should say that in and of itself is pulling from those border security resources.”
