RIO DE JANEIRO (Reuters) – Torrential rains doused Rio de Janeiro on Tuesday, killing at least six people and sowing chaos in Brazil’s second largest city, which declared a state of emergency after a storm that the mayor described as “absolutely abnormal.”

A woman and her 7-year-old granddaughter were buried in a mudslide as they rode in a taxi, and the driver’s body was also found inside the vehicle, police detective Valeria Aragao told O Globo newspaper. Two adult sisters died when their home in a slum was buried in a mudslide, while a man drowned in another part of the city, the mayor’s office said in a statement.

The rains began around Monday evening and had not let up by midday Tuesday, with a heavy downpour forecast through the end of the day. More than 34 cm (13 inches) of rain fell on parts of the city in the last 24 hours, according to the mayor’s office.

Videos on local news showed normally calm residential streets turned into raging torrents that dragged people and cars. A coastal bike path meant to be a legacy of the 2016 Olympics that had been weakened by previous storms suffered more damage, with chunks of the path falling into the sea.

“These rains are absolutely abnormal for this time of year; none of us expected so much rain at this time,” Mayor Marcelo Crivella told an early morning news conference.

The mayor’s office declared a state of emergency on Monday night. Major roads were closed, and the mayor’s office said 785 places were without power.

Emergency services acted to rescue people trapped in cars and on the streets. TV images on Tuesday showed divers examining a car submerged in a flooded underpass.

Rio’s streets were quieter than usual on Tuesday, as nearly all schools shut and people worked from home to avoid the risk of being trapped at work.

It was the second major storm in two months to batter Rio. A violent tempest that hit the city in February killed at least seven people.

Police: Man tried to hide alcohol on breath with body spray

Authorities in South Carolina say a man sprayed Axe body spray in his mouth to cover the smell of alcohol as deputies approached during a traffic stop.

The State newspaper reports that Spartanburg County sheriff's deputies stopped 49-year-old Efren Mencia-Ramirez on Saturday night after they say he sped past a deputy on Interstate 85 and swerved into another lane.

The incident report says there was a 12-pack of beer on the floor and 10 of the beers were nearly empty. The report says Mencia-Ramirez had an open bottle between his legs, exhibited signs of intoxication and failed field sobriety tests.

He faces charges including driving under the influence.

Online records showed Mencia-Ramirez was in custody. It wasn't immediately clear whether he had an attorney who could comment on the charges.

BOJ to predict inflation falling short of its target for three years: sources

TOKYO (Reuters) – The Bank of Japan is expected to forecast next week that inflation will remain below its 2 percent target through the fiscal year that ends in March 2022, sources say, a sign its massive stimulus will stay in place for the foreseeable future.

The estimate highlights the dilemma the BOJ faces as subdued inflation forces it to maintain its ultra-easy policy, even as years of near-zero interest rates strain financial institutions.

In quarterly projections due next week, the central bank may slightly cut its growth and price forecasts for the current fiscal year, ending in March 2020, due to headwinds from slowing overseas growth, say sources familiar with its thinking.

For the first time, the BOJ will also release forecasts for fiscal 2021 that will project inflation to move above 1.5 percent but fall short of 2 percent, the sources said on condition of anonymity.

“Inflation is holding up but isn’t accelerating much either,” said one source. “Inflation will gradually head toward 2 percent but the pace will be moderate at best.”

With its 2 percent inflation target seen out of reach, the BOJ will join other major central banks that are being forced to delay plans to end crisis-mode policies due to soft inflation and growing signs of a global economic slowdown.

STICKING TO ITS VIEW

At the two-day rate review ending on Thursday, April 25, the BOJ is widely expected to maintain its pledge to guide short-term rates at minus 0.1 percent and long-term yields around zero under a policy dubbed yield curve control (YCC).

The central bank is also seen sticking to its view that Japan’s economy will emerge from a soft patch and resume a moderate expansion in the second half of 2019, they said.

“As long as the economy is in good shape and there is no major external shock, the BOJ can stay pat even if inflation does not hit 2 percent,” another source said.

Under projections issued in January, the BOJ expects core consumer inflation to hit 1.1 percent in the current fiscal year and accelerate to 1.5 percent the following year.

It also predicts the economy will grow 0.9 percent this fiscal year and 1.0 percent the following year.

The BOJ is in a bind. Years of heavy money printing have failed to fire up inflation to 2 percent and left it with little ammunition to fight the next recession.

Prolonged easing has also added to pains for regional banks, already facing slumping profits due to an aging population and an exodus of borrowers to big cities.

The BOJ has notched up its warning against the rising drawbacks of its policy. In a semi-annual report analyzing the banking system on Wednesday, it said nearly 60 percent of regional banks could suffer net losses a decade from now if corporate borrowing keeps falling in line with the current trend.

California governor makes new proposals to fight wildfires, PG&E shares rise

(Reuters) – California Governor Gavin Newsom released a report on Friday calling for the creation of funds to fight wildfires and proposed that state law should be reformed to reduce liability of utilities, sending PG&E Corp up nearly 12 percent.

Newsom’s report calls for changing liability for wildfire damage to a fault-based system. The current system, known as inverse condemnation, exposes the state’s utilities to liabilities from wildfires regardless of their negligence, as long as their equipment is involved.

The current system pushed PG&E to seek bankruptcy protection in January, as it faced liabilities in excess of $30 billion related to the deadliest wildfires in California’s history.

“Under the status quo, all parties lose – wildfire survivors, energy consumers and Californians committed to addressing climate change. The imperative now is on action,” Newsom said.

The report proposed creating two funds to help utilities pay for wildfire damage claims and spread the cost more widely among stakeholders.

Shares of Edison International also rose 7 percent at $66.8.

Edison International is the parent company of the utility Southern California Edison Co. Earlier in March, investigators found that the devastating Thomas Fire in northwest of Los Angeles was sparked by power lines owned by SoCal.

First Evidence of Planet With 13x More Mass Than Jupiter

In the past three decades, almost 4,000 planet-like objects have been discovered orbiting isolated stars outside the Solar System (exoplanets). Beginning in 2011, it was possible to use NASA’s Kepler Space Telescope to observe the first exoplanets in orbit around young binary systems of two live stars with hydrogen still burning in their core.

Brazilian astronomers have now found the first evidence of the existence of an exoplanet orbiting an older or more evolved binary in which one of the two stars is dead.

The study resulted from a postdoctoral research project and a research internship abroad, both with scholarships from São Paulo Research Foundation – FAPESP. Its findings have just been published in the Astronomical Journal, owned by the American Astronomical Society (AAS).

Leonardo Andrade de Almeida (https://bv.fapesp.br/en/pesquisador/265214/leonardo-andrade-de-almeida), first author of the article, told as follow: “We succeeded in obtaining pretty solid evidence of the existence of a giant exoplanet with a mass almost 13 times that of Jupiter [the largest planet in the Solar System] in an evolved binary system. This is the first confirmation of an exoplanet in a system of this kind.”

Almeida is currently a postdoctoral fellow of the Federal University of Rio Grande do Norte (UFRN), having conducted postdoctoral research at the University of São Paulo’s Institute of Astronomy, Geophysics and Atmospheric Sciences (IAG-USP), where he was supervised by Professor Augusto Damineli, a co-author of the study.

Clues followed by the researchers to discover the exoplanet in the evolved binary called KIC 10544976, located in the Cygnus constellation in the northern celestial hemisphere, included variations in eclipse timing (the time taken for each of the two stars to eclipse the other) and orbital period.

“Variations in the orbital period of a binary are due to gravitational attraction among the three objects, which orbit around a common center of mass,” Almeida said.

Orbital period variations are not enough to prove the existence of a planet in the case of binaries, however, because binary stars’ magnetic activity fluctuates periodically, just as the Sun’s magnetic field changes polarity every 11 years, with turbulence and the number and size of sunspots peaking and then declining.

“Variations in the Sun’s magnetic activity eventually cause a change in its magnetic field. The same is true of all isolated stars. In binaries, these variations also cause a change in orbital period due to what we call the Applegate mechanism,” Almeida explained.

To refute the hypothesis that variations in the orbital period of KIC 10544976 were due only to magnetic activity, the researchers analyzed the effect of eclipse timing variation and the magnetic activity cycle of the binary’s live star.

KIC 10544976 consists of a white dwarf, a dead low-mass star with a high surface temperature, and a red dwarf, a live (magnetically active) star with a small mass compared to that of our Sun and scant luminosity due to low energy output. The two stars were monitored by ground-based telescopes between 2005 and 2017 and by Kepler between 2009 and 2013, producing data minute by minute.

“The system is unique,” Almeida said. “No similar system has enough data to let us calculate orbital period variation and magnetic cycle activity for the live star.”

Using the Kepler data, they were able to estimate the magnetic cycle of the live star (red dwarf) based on the rate and energy of flares (large eruptions of electromagnetic radiation) and variability due to spots (regions of cooler surface temperature and hence darkness caused by different concentrations of magnetic field flux).

Analysis of the data showed that the red dwarf’s magnetic activity cycle lasted 600 days, which is consistent with the magnetic cycles estimated for low-mass isolated stars. The binary’s orbital period was estimated at 17 years.

“This completely refutes the hypothesis that orbital period variation is due to magnetic activity. The most plausible explanation is the presence of a giant planet orbiting the binary, with a mass approximately 13 times that of Jupiter,” Almeida said.

Formation Hypotheses

How the planet orbiting the binary was formed is unknown. One hypothesis is that it developed at the same time as the two stars billions of years ago. If so, it is a first-generation planet. Another hypothesis is that it formed out of the gas ejected during the death of the white dwarf, making it a second-generation planet.

Confirmation of its status as either a first- or second-generation planet and its direct detection as it orbits the binary could be obtained using the new generation of ground-based telescopes with primary mirrors exceeding 20 meters, including the Giant Magellan Telescope (GMT) installed in Chile’s Atacama Desert. The GMT is expected to see first light in 2024.

FAPESP will invest US$40 million in the GMT, or approximately 4% of the telescope’s estimated total cost. This investment will guarantee 4% of the telescope’s operating time for studies by researchers from São Paulo State (read more at: agencia.fapesp.br/28569).

“We’re probing 20 systems in which external bodies could show gravitational effects, such as KIC 10544976, and most are only observable from the southern hemisphere. The GMT will enable us to detect these objects directly and obtain important answers on the formation and evolution of these exotic environments, as well as the possibility of life there,” Almeida said.

BEIJING (Reuters) – Apple chief executive Tim Cook nudged China on Saturday to open up and said the future would depend on global collaboration, as the United States and China remained locked in a bitter trade dispute.

“We encourage China to continue to open up, we see that as essential, not only for China to reach its full potential, but for the global economy to thrive,” Cook said at a China Development Forum in Beijing.

Despite official pledges and repeated assurances that China would continue to open its markets, some analysts worry that its reform project has slowed or even stalled under President Xi Jinping, who has sought greater control over the economy and a bigger role for state-owned firms at the expense of the private sector.

Cook’s comments come as Apple weathers sinking sales in China because of a contracting smartphone market, increasing pressure from Chinese rivals, and slowing upgrade cycles. The company reported a revenue drop of 26 percent in the greater China region during the quarter ending in December.

Before those results came out, in a January letter to investors, Cook blamed the company’s poor China performance on trade tension between the United States and China, suggesting that pressure on the economy was hurting sales in China.

Turkey: 3 women, 1 infant die as migrant boat sinks

Turkish authorities say three women and an infant have died after a fiberglass boat carrying migrants to Greece sank off the Turkish coast.

The coast guard said 11 other migrants were saved in an air and sea search mission launched early Tuesday off the town of Ayvacik, in northwest Canakkale province.

The privately owned DHA news agency said the boat, carrying 15 migrants from Iran and Afghanistan, was heading to the Greek island of Lesbos. The three women and the infant who died were from Afghanistan, the report said.

Migrants have been trying to get from Turkey into Greece, which is in the European Union, before heading to more prosperous European nations.

A 2016 deal between Turkey and the EU significantly curbed numbers but migrants still attempt the perilous journey.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. COLORADO ENACTS ‘RED FLAG’ LAW TO SEIZE GUNS FROM THOSE DEEMED DANGEROUS, PROMPTING BACKLASH

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

The Dalai Lama has returned to his headquarters in the north Indian hill town of Dharmsala after a brief stay in a hospital in the capital for treatment of a chest infection.

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
