Delaware State University official pleads guilty to taking $70G in bribes from out-of-state students

A former Delaware State University official on Wednesday admitted to accepting more than $70,000 in bribes to falsely classify students as eligible to pay in-state tuition over a four-year period.

Crystal Martin, who worked for the registrar’s office at the Dover-based historically black institution, pleaded guilty to a felony bribery charge, authorities said. The scheme cost the school more than $3 million in lost tuition.

“The defendant abused her position at a public university to personally profit and to defraud her employer,’’ U.S. Attorney David Weiss said in a statement. “Individuals who accept bribes while serving in a public capacity risk undermining trust in those institutions.’’

The U.S. Attorney’s Office did not name the school Martin worked for, but her LinkedIn profile said she worked at Delaware State. A spokesperson confirmed to Bloomberg that Martin worked for the school until 2017.

News of the scam comes amid a college admissions scandal that has ensnared dozens of wealthy parents, including actresses Lori Loughlin and Felicity Huffman. Federal prosecutors allege that those facing charges paid millions of dollars in bribes and fees for test takers and university coaches to get their kids admitted to elite universities.

The students in the Delaware case were already admitted to the school, the Philadelphia Inquirer reported. The scheme spanned from 2013 to 2017, prosecutors said. Martin accepted bribes from an unnamed co-conspirator to forge residency documents for hundreds of out-of-state students to allow them to qualify for cheaper in-state tuition.

For the 2018-19 school year, tuition for out-of-state students was $16,094, compared with $7,868 for Delaware residents, according to the school's website.

Martin faces up to 10 years in prison. She is scheduled for sentencing July 1.

Bank of Korea chief says in no rush to ease policy

SEOUL (Reuters) – South Korea’s central bank chief on Monday said the bank is not in a hurry to implement any easing at the moment, contrary to expectations in the bond market that the Bank of Korea is poised to cut interest rates soon for the first time in three years.

“We need to monitor further but it seems the situation doesn’t warrant to review an easing in policy interest rates now,” Governor Lee Ju-yeol told reporters at a press conference in Seoul.

Lee said recent falls in bond yields seem “excessive,” when asked if a fall in the three-year bond yield the key interest rate at 1.75 percent signaled high expectations for a rate cut.

Any easing by the BOK would mark a U-turn from its tightening cycle, something most economists still say is likely to happen only next year.

But brokerages including Nomura Securities and Daishin Securities recently brought forward their expectations for a BOK cut to later this year as U.S. treasuries led a rally in debt markets globally die to the risks of a recession, which would move central banks onto a new rate-cutting cycle.

The BOK sees this year’s economic growth at 2.6 percent, the weakest in seven years, as exports suffered declines for a fourth straight month in March on cooling demand from China, while inflation stayed below the bank’s target rate for three months in a row.

WASHINGTON (Reuters) – Democrats clamored for the speedy release of U.S. Special Counsel Robert Mueller’s findings of his probe into whether President Donald Trump’s 2016 campaign colluded with Russia. Now they finally have them, they are confronted with a choice – stay on the attack or move on.

Progressives in the party used the report to renew their calls for action, but there was little immediate consensus on how to move forward.

Billionaire Tom Steyer, who has pumped millions of dollars of his own money into a campaign calling for Trump’s removal from office, told Reuters that lawmakers in the Democratic-led House of Representatives should begin the process of impeaching Trump, a Republican, based on the evidence amassed by Mueller.

Mueller found no evidence of collusion between members of Trump’s campaign and Russians, despite numerous contacts, but he amassed a wealth of evidence he said showed the president had sought to impede or control the FBI investigation. He stopped short of concluding that Trump had committed a crime but noted that the U.S. Congress had the power to address that issue.

Democratic strategists said Democrats in the House, spurred on by progressives in the chamber, would continue their congressional investigations into Trump, but that Democratic presidential candidates, who hope to appeal to moderates and independents next year, are likely to take a less aggressive approach.

“I don’t think Bob Mueller’s report is going to make a difference in Lordstown,” said Robin Winston, a former chairman of the Indiana Democratic Party, referring the auto plant in Ohio that auto giant General Motors shuttered last month.

Winston said economic concerns were far more pressing on voters’ minds than the Russia probe and that breathless coverage of the nearly two-year-old probe had left voters “fatigued.”

Opinion polls show that the U.S. public has also largely made up its mind about the probe before the report’s release on Thursday.

A Reuters/Ipsos poll conducted last month after Mueller’s conclusions were first made public showed that about half of the country still believed Trump worked with Russia to influence the 2016 election. More than half said they believe Trump tried to block the probe.

Democrats in the House signaled their efforts to investigate Trump’s actions would continue. It is unclear, however, what their efforts will yield. Any attempt to force Trump from office would likely be thwarted by the Republican-controlled Senate.

The prospect of impeaching Trump has largely been downplayed by Democrats since House Speaker Nancy Pelosi argued it would be counter-productive. But Alexandria Ocasio-Cortez, a popular progressive Democratic lawmaker, raised the prospect again on Thursday in a tweet.

ON THE KITCHEN TABLE

Those bidding for the 2020 Democratic nomination took a more cautious path on Thursday. While many called for Mueller to testify before Congress, there was no mention of the “I word”.

“It is clear that Donald Trump wanted nothing more than to shut down the Mueller investigation,” U.S. Senator Bernie Sanders, a Democratic candidate, said in a statement. “While we have more detail from today’s report than before, Congress must continue its investigation into Trump’s conduct and any foreign attempts to influence our election.”

Democratic candidates are conscious that their voters are more interested in their positions on healthcare, the economy, immigration and climate change than whether or not Trump conspired with Russia or obstructed justice.

Indeed, in a two-day swing through Iowa this week, Mayor Pete Buttigieg of South Bend, Indiana did not hear a question on the topic. That has been similar to the experience of other candidates who have campaigning in early voting states.

Buttigieg’s campaign said it has not been a subject on voters’ minds.

Former U.S. congressman Beto O’Rourke may have summed up the field’s collective view most succinctly while campaigning last month.

“I think the American people are going to have a chance to decide this at the ballot box in November 2020, and perhaps that’s the best way for us to resolve these outstanding questions,” he said.

Democrats could be heeding the lesson of last year’s congressional elections, when they won more than 40 House seats and gained control of the chamber. Successful candidates, particularly moderates, found traction in talking more about kitchen-table issues and less about Trump.

“The base gets ginned up – as a presidential candidate you have to decide whether you are going to cater to the base or take a longer view,” said Rodell Mollineau, who served as a top aide to former Senate Majority Leader Harry Reid.

Chicago police union president says they’re ‘upset’ charges were dropped against Jussie Smollett

The president of Chicago’s police union on Tuesday said they were unhappy that prosecutors dropped charges against “Empire” actor Jussie Smollett, adding that the move validates their request for federal authorities to investigate the county’s top prosecutor.

Chicago’s Fraternal Order of Police (FOP) President Kevin Graham told Fox News that the move by prosecutors was unusual considering what he described as the strong case pulled together by the city’s police force. The union was not given a heads up to the announcement, he said.

“Charges were dropped, and we certainly are upset,” Graham said. “I’m upset about it. I have not received a satisfactory answer about what is going on.”

Earlier Tuesday, the Cook County State Attorney’s office announced that all 16 felony counts against Smollett, 36, were dropped and the record in the case was sealed.

Smollett told police he was attacked by two masked men as he was walking home from a Chicago Subway sandwich shop at around 2 a.m on Jan. 29. The actor, who is black and openly gay, said the masked men beat him, made derogatory comments and yelled "This is MAGA country" — an apparent reference to President Donald Trump's campaign slogan, "Make America Great Again."

Last week, the FOP asked federal authorities to look into Cook County Prosecutor Kimberly Foxx, who previously recused herself from the Smollett investigation.

“Graham made the request to U.S. Attorney John Lausch in a March 15 letter concerning reports that Ms. Foxx attempted to influence the police investigation at the behest of an attorney and family members of Jussie Smollett,” the union said in a March 18 entry of their blog.

Foxx previously asked Chicago Police Superintendent Eddie Johnson to let the FBI investigate Smollett's alleged attack after the former chief of staff to former first lady Michelle Obama reportedly contacted Foxx to inform her that Smollett's family had concerns about the probe.

The latest development in the case highlights “why we wanted an investigation in the first place,” Graham told Fox News. “I think we were right on target.”

“I can’t think of a better way to make sure that the information doesn’t come to the light of day than by dropping the charges and making sure all the records are sealed,” he added.

EU weighs new rules on payments in challenge to Visa, Mastercard

BRUSSELS (Reuters) – The European Commission is considering new rules to speed up the take-up of an instant payment system launched last year by the European Central Bank in a direct challenge to card firms and tech giants, like PayPal, a top official said.

The ECB’s TARGET Instant Payment Settlement (TIPS) system will let people and companies in Europe transfer euros to each other within seconds and regardless of the opening hours of their local bank This is seen as a direct challenge to U.S. firms like PayPal, Google, Facebook and Amazon, and China’s Alibaba and Tencent which currently dominate such services in Europe.

But, as European banks have so far been slow in joining the system, the Commission is studying possible measures to facilitate its use.

“We are reflecting on whether a stronger regulatory push would be needed to speed up this process,” the EU Commission’s Vice-President in charge of financial services Valdis Dombrovskis told a fintech conference in Brussels.

He said the ECB system had the potential “to disrupt existing payment solutions, including cards, at least for euro denominated payments.”

U.S. firms Visa and Mastercard currently dominate the European market for card payments.

“In a few years, we want Europe to set new global standards for payments technology,” Dombrovskis said.

WASHINGTON (Reuters) – The U.S. National Highway Traffic Safety Administration said Tuesday it is expanding a probe into potentially defective air bags to 12.3 million vehicles.

The agency said the air bags were installed in some vehicles from model year 2010 through 2019 sold by Fiat Chrysler Automobiles NV, Honda Motor Co, Hyundai Motor Co, Kia Motors Corp, Mitsubishi and Toyota Motor Corp. They were equipped with an air bag control unit initially produced by TRW Automotive Holdings Corp now owned by ZF Friedrichshafen. The agency said they could fail during a crash event. The agency, which first opened a probe in 2018, has reports of two crashes and two injuries related to the defect along with one death in a Toyota.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
