EU slams Romanian govt for diluting anti-corruption fight

The European Union is appealing to Romania to not to dilute efforts to fight high-level corruption after the government enacted a measure that critics say will exert more political control over the judiciary.

EU Commission spokesman Margaritis Schinas said Wednesday that Romania needs to "very urgently put the reform process back on track," and abstain "from steps which reverse progress" in fighting corruption.

The Social Democratic government adopted emergency legislation Tuesday including a provision to limit how long top prosecutor agencies can be managed by interim appointees. The measure also removes the prosecutor general's oversight of a unit tasked with investigating magistrates.

President Klaus Iohannis, a government opponent, said the government wants to render the justice system inefficient "for personal interests."

Global warming bringing you down? Washington state offers course on ‘eco-anxiety,’ ‘climate grief’

SEATTLE -- With every flood, devastating wildfire and even a deep freeze, climate change seems to get the blame. News headlines sound alarms with fears about survival, destruction of the planet and the end of humans.

It’s all apparently too much for some to cope with, which is the reasoning behind a first of its kind class at the University of Washington Bothell. It’s titled, “Environmental Anxiety and Climate Grief: Building Resilience in the Age of Consequences.”

According to the school, Camilo Acosta, a student who enrolled in the class, explained her decision this way, “For the longest time I didn’t let myself feel the pain and anguish that was building up due to the destruction of our earth,” Acosta said.

High profile Democrats are fueling the panic as they push for a Green New Deal. Rep. Alexandria Ocasio-Cortez, D-N.Y., made headlines when she recently said, “The world is going to end in 12 years if we don’t address climate change.” Several Democrats running for president in 2020 also support the Green New Deal, including Beto O’Rourke of Texas, who said on the campaign trail, “The future of the human race literally depends on it.”

The Climate Grief class has students spending one hour each week outside in nature in a quiet place. They’re required to write about what they see and feel. Students also take part in a group project in which they assemble a climate change survival kit. But it’s not to be filled with flashlights and emergency food, but rather books and poems that can help others deal with their emotions tied to the environment.

Cliff Mass, a meteorologist and professor of Atmospheric Sciences at the University of Washington, agrees humans are playing some role in the warming planet, but he also thinks this class on grief and anxiety should flunk out.

“I think the best thing to do now is not play on people’s fears and anxieties, and not reflect on some of the exaggerated headlines that we have in the paper,” Mass said.

That assessment is shared by Benji Backer, a UW student and member of the American Conservation Coalition. Backer also believes humans bear some responsibility.

“The climate is a slow change, a slow but steady change, and saying that people will have to deal with massive problems that they’ll need survival kits for is just not accurate,” Backer said.

The World Meteorological Organization just released its 2018 report to the United Nations. It concluded the planet has warmed 1 degree Celsius since the pre-Industrial Age in the 1850s and 2018 was the fourth warmest year on record. The report documents a loss of sea ice, rising sea levels and says nations are not on track to meet carbon emission standards set in the Paris Climate Accord.

A recent study done at Yale found 29 percent of Americans are “alarmed” about climate change. That’s double the number from an identical survey done in 2013.

Dennis Hartmann, who was elected to the National Academy of Sciences and is a former Chairman of the University of Washington’s Department of Atmospheric Sciences, said it’s not healthy to be anxious about climate change all the time, but it’s rational to worry about the future.

“Young people have a lot of anxiety, for many reasons, and anything we can do to help them cope with that is good,” Hartmann said.

The Climate Grief class instructor, Jennifer Atkinson, calls her course a kind of boot camp for students willing to fight for the planet, giving them tools to survive emotionally.  But she does have her detractors, who mocked the class as a 12-step program for a generation of snowflakes.

Connecticut political feud escalates into dueling urine tests

Some political feuds end with an election. This one ended with a urine test.

Two local lawmakers in the Connecticut city of Bridgeport spent the last week hurling insults and accusations of drug use at each other -- before deciding to settle the matter by peeing in a cup for a drug test.

The nasty – in so many ways – public feud ended on Monday after the results of the tests for Bridgeport City Councilman Ernest Newton and Board of Education member Maria Pereira were revealed. It turns out that both lawmakers tested negative for 10 substances -- marijuana, cocaine, amphetamine, methamphetamine, opiates, oxycodone, PCP, barbiturates, benzodiazepine and methadone -- according to The Connecticut Post.

The feud between Newton and Pereira began when they started attacking each other in the comments section of a story that appeared on the popular local website Only in Bridgeport.

“Please remember to take your meds,” Newton wrote earlier this month.

Pereira fired back, saying: “Ernie, I promise I will continue to take any and all prescribed medicine. In turn, please ensure you take anything you need that may have to be swallowed, snorted, inhaled, or injected.”

She added later: “Stop taking drugs…It is killing the few remaining brain cells you have left.”

The insult from the Bridgeport Board of Education member hit Newton hard, as the local lawmaker had previously served five years in prison on federal corruption charges and has admitted to struggling in the past with a crack cocaine addiction. Since his release and a stint in rehab, Newton has been a champion of programs that help former offenders readjust into society.

Pereira’s comments prompted Newton to hit back with an allegation that Pereira has once been placed in a psychiatric ward for overdosing on medication – a claim she called “wild” and has denied.

“I’ll tell you what, Ernie,” she wrote to Newton. “I will gladly pay for both you and I to take a drug test with the understanding the results, whatever they may be, will be released to [Only in Bridgeport].”

“Name the time and place,” Newton replied.

Over the next two days, both Newton and Pereira went to a walk-in testing facility to have their urine tested.

Despite both the results coming back negative, Newton has not let the subject drop – arguing on Monday that his results had been returned on the same day, but Pereira’s had not, and accusing her of being addicted to prescription pills.

“I didn’t have anything to prove,” Newton said Monday to Only in Bridgeport. “I’ve been clean. June 26th it’ll be 24 years.”

The pissing contest between the two seems to have riled up a number of Bridgeport residents, who would like to see fewer accusations and more action from their officials.

“In fact,” one resident said, according to The Washington Post, “it made you two the butt of an infinite amount of jokes at the expense of the city [you] both claim to love.”

TOKYO (Reuters) – A simmering boardroom battle at toilet maker Lixil Group has emerged as a test case for whether minority shareholders can improve corporate governance in Japan, the man at the center of the tussle told Reuters.

Kinya Seto, whose abrupt resignation as Lixil’s CEO in 2018 prompted a revolt by minority shareholders, said the company is controlled by an old guard of management “kingmakers” who prioritize their interests over shareholders’.

“In Japan even fairly big companies have these kingmakers who are in power for a decade or two and even the chief executive can’t oppose them,” Seto said.

“Their opinions do not necessarily represent shareholders’ opinions. Companies may prioritize kingmakers’ opinions and as a result Japanese companies do not function properly.”

The current CEO and chairman of Lixil’s board, Yoichiro Ushioda, hails from one of the company’s founding families. His prompt appointment after Seto’s departure had raised concerns about corporate governance and led to calls for him to resign.

Ushioda bowed to investor pressure and said last week he would step down in May – but not before publicly putting the blame on Seto for Lixil’s bleak financial performance.

Activist investors have been gaining momentum in Japan and have complained about what they see as poor performance as well as returns from cash-hoarding firms, with Prime Minister Shinzo Abe advocating strengthening corporate governance.

But companies are often able to ignore minority investors given the longstanding practice of cross-shareholding, where firms hold stakes in each other to cement business ties.

“If the governance of Japanese companies changes, then corporate management will improve,” said Seto, who remains a director at Lixil and is seeking to take back the CEO post.

He and another director have said they will propose a new slate of board members.

“I need to win. If I fail, that becomes a bad example of Japanese corporate governance,” Seto told Reuters this week.

KINGMAKER

Lixil was created in 2011 through a merger of five Japanese building materials and housing firms, including Tostem and Inax. It is well known in Japan for its high-tech, luxury toilets, while its overseas brands include American Standard and Grohe.

It has been roiled by the boardroom drama, which has been unusually fractious by the standards of corporate Japan, since Seto’s resignation in October.

According to a report from a group of independent lawyers commissioned by Lixil, Ushioda last year “engaged in behavior giving the false impression that Mr Seto had a concrete and clear intention to resign as CEO”.

The February report also cites a company director as saying: “No one could object to Mr. Ushioda, a member of a founding family, saying he will become CEO”.

Ushioda, when announcing his resignation, said he was doing so to take responsibility for previously appointing Seto.

“The appointment of Seto as CEO was my biggest mistake,” Ushioda told a news conference, saying Seto was responsible for the loss at Lixil’s Italian subsidiary, which forced the company to warn of a full-year net loss.

Seto, in turn, has accused Ushioda of being a “kingmaker” who wields power from the sidelines of companies and ultimately damages them. Ushioda’s willingness to stay on as adviser points to his desire to hold sway over the company, Seto added.

A Lixil spokesman, however, pointed out that Ushioda had said he would resign from the board and management.

“Lixil has been and will try to strengthen corporate governance in order to boost corporate value sustainably.”

Shares in Deutsche, Commerzbank rise on merger speculation

FRANKFURT (Reuters) – Markets welcomed the prospect of a merger between Deutsche Bank and Commerzbank on Monday with shares in both lenders trading higher following reports that Germany’s largest banks are exploring the feasibility of a merger.

Germany’s Welt am Sonntag newspaper was the first to report on the early stage merger talks, and said Berlin politicians expect a decision in the coming weeks.

Deutsche Bank agreed to hold tentative talks with Commerzbank, a person with knowledge of the matter told Reuters on Saturday.

Deutsche and Commerzbank declined to comment on the prospects of a merger.

Deutsche Bank shares were up 1.6 percent higher while Commerzbank shares were 4.3 percent higher at 0820 GMT, outperforming Germany’s blue-chip DAX index which was 0.4 percent higher.

Proponents of a merger say that a tie-up would give a combined entity — which would have an equity market value of more than 24 billion euros ($27 billion) based on Friday’s closing share prices — a 20 percent share of the German retail banking market.

Mexican businesswoman decapitated after ‘family wouldn’t pay’ ransom, reports say

A Mexican businesswoman’s decapitated body was discovered with a note that reportedly said she was killed because her husband “didn’t want to pay” a ransom.

The body of Susana Carrera was found last Wednesday inside a bag in a parking lot in the coastal city of Coatzacoalcos in the state of Veracruz. She had been kidnapped a week earlier outside a friend’s house where she had gone to pick up one of her children.

Harrowing security camera footage showed her captors pulling up in a car, grabbing her and quickly throwing her into a car in a matter of seconds.

The kidnappers left a note alongside the woman's body, according to local media, which read: “This happened to me because my husband played the tough guy and didn’t want to pay my ransom.”

The family confirmed they could not collect the funds to the ransom, according to the Heraldo de Mexico newspaper. The kidnappers reportedly asked for a ransom of 4 million Mexican pesos ($207,000).

Hours after her body was found, Carrera’s husband, Luis Manriquez, confirmed her death in a message on social media.

“Thank you very much to everyone for your prayers and wishes for my wife Susana Carrera to return home. Unfortunately, she wasn’t able to and she passed away.”

The couple were owners of the aluminum company Pezaliminio, which had an office in Coatzacoalcos. It’s unclear why the kidnappers targeted Carrera.

Local media shared photos that purportedly showed Carrera’s body and a copy of the note. Prosecutors in Veracruz announced Monday that it had launched an investigation into how the photo was leaked to media, which were probably taken at the medical examiner’s office.

“The Office of the Attorney General of the state will not tolerate situations like this one, which constitutes a re-victimization and a breach of the duty of secrecy within the investigation,” prosecutors said in a statement.

No arrests have been reported so far. The number of kidnappings has reportedly risen in the city of Coatzacoalcos, with 49 reported in 2018. More than 160 homicides were reported last year.

Greece backs Bolivian leader's call for Venezuela dialogue

Greece's left-wing Prime Minister Alexis Tsipras is backing calls by Bolivia for a negotiated settlement to the severe political and financial crisis in Venezuela.

Many European Union member countries are among 50 nations, including the United States, which are backing Venezuelan opposition leader Juan Guaido against embattled President Nicolas Maduro. Those EU countries want a presidential election to resolve Venezuela's problems.

But Tsipras' Syriza party has friendly ties with left-wing parties in South America and has expressed support for Maduro.

Bolivian President Evo Morales wants Tsipras to press the EU to push for talks between the Venezuelan government and opposition as a way out of the crisis.

Morales met with Tsipras in Athens on Friday during a rare trip to Europe.

The Latest on fatal pileup on Interstate 70 near Denver (all times local):

10:10 a.m.

Colorado officials say four people have died after a semi-truck hauling lumber plowed into vehicles on Interstate 70, causing a fire so intense that it melted the roadway and metal off of cars.

Authorities had to wait until daylight Friday to confirm the death toll from Thursday’s 28-vehicle pileup because of the devastation caused by the fire.

Six people were taken to hospitals with injuries. Their conditions are unclear.

Lakewood police spokesman Ty Countryman says the driver of the truck who caused the crash sustained minor injuries. He has been arrested on suspicion of vehicular homicide.

Officials say the driver was headed down a hill when he slammed into slower traffic. Countryman says there is no indication the crash was intentional.

A truck driver blamed for causing a deadly pileup involving over two dozen vehicles near Denver has been arrested on vehicular homicide charges.

Lakewood police spokesman Ty Countryman said Friday that there’s no indication that drugs or alcohol played a role in Thursday’s crash.

The unidentified driver was headed down a hill on Interstate 70 when he slammed into slower traffic and sparked a massive fire. Countryman said police are looking at whether his brakes were working properly.

He said 28 vehicles were involved, up from the initial 15 vehicles police reported after further sorting through the burned wreckage.

Police still say there were multiple fatalities but are still working to provide an exact number.

The highway is expected to remain closed until Saturday.

Tiger Woods is sending a message that he thinks he still has enough left, emotionally and physically, to win three more major championships to tie Jack Nicklaus’ record 18 titles.

Speaking to GolfTV in his first sit-down interview since the Masters, Woods said he has taken some time off since his victory at Augusta National, which still doesn’t feel real.

“Honestly, it’s hard to believe,” Woods said. “I was texting one of my good friends last night … that I couldn’t believe that I won the tournament. That it really hasn’t sunk in. I haven’t started doing anything. I’ve just been laying there. And every now and again, I’ll look over there on the couch and there’s the jacket.”

That’s the fifth green jacket for the 43-year-old Woods, who hadn’t won a major tournament since the 2008 U.S. Open. Along the way, four back surgeries, a divorce and other personal issues derailed him.

He said he has been spending time with his children – daughter Sam, 11, and son Charlie, 10 – who weren’t born when their father was the most dominant golfer on the planet.

“They never knew golf to be a good thing in my life and only the only thing they remember is that it brought this incredible amount of pain to their dad and they don’t want to ever want to see their dad in pain,” Woods said. “And so to now have them see this side of it, the side that I’ve experienced for so many years of my life, but I had a battle to get back to this point, it feels good.”

He said he hopes – maybe expects — they’ll see this side again.

And no one will take Woods for granted at the PGA Championship at Bethpage Black Course on Long Island, N.Y., which starts May 16.

Woods said he’ll be ready for a course he already conquered once in a major: the 2002 U.S. Open.

“I’m doing all the visual stuff, but I haven’t put in the physical work yet. But it’s probably coming this weekend,” he said.

Before Woods encountered health and personal problems, it was expected that topping Nicklaus’ major mark was “when” and not “if.” Then the certainty went away, but Woods thought he still had a chance.

“I always thought it was possible, if I had everything go my way. It took him an entire career to get to 18, so now that I’ve had another extension to my career – one that I didn’t think I had a couple of years ago – if I do things correctly and everything falls my way, yeah, it’s a possibility. I’m never going to say it’s not.

“Now I just need to have a lot of things go my way, and who’s to say that it will or will not happen? That’s what the future holds, I don’t know. The only thing I can promise you is this: that I will be prepared.”

Maria Butina, the Russian woman who was accused of being a secret agent for the Russian government, was sentenced to 18 months in prison Friday by a federal judge in Washington after pleading guilty last year to a conspiracy charge.

Butina, who has already served nine months behind bars, will get credit for time served and can possibly get credit for good behavior, the judge said. She will be removed from the U.S. promptly on completion of her time, the judge added, and returned to Russia.

MARIA BUTINA, ACCUSED RUSSIAN SPY, PLEADS GUILTY TO CONSPIRACY

An emotional and apologetic Butina said in court Friday she is “truly sorry” and regrets not registering as a foreign agent.

“I feel ashamed and embarrassed,” she said, adding that her “reputation is ruined.”

Butina has been jailed since her arrest in July 2018. She entered the court Friday wearing a dark green prison jumpsuit and spoke in clear English, with a slight Russian accent.

“Please accept my apologies,” Butina said.

Butina’s lawyer, Robert Driscoll, said after the sentencing they had hoped for a “better outcome,” but expressed a desire for Butina to be released to her family by the fall.

Prosecutors had claimed Butina used her contacts with the National Rifle Association and the National Prayer Breakfast to develop relationships with U.S. politicians and gather information for Russia.

Prosecutors also have said that Butina’s boyfriend, conservative political operative Paul Erickson, identified in court papers as “U.S. Person 1,” helped her establish ties with the NRA.

WHO IS MARIA BUTINA, THE RUSSIAN WOMAN ACCUSED OF SPYING ON US?

In their filings, prosecutors claim federal agents found Butina had contact information for people suspected of being employed by Russia’s Federal Security Services, or FSB, the successor intelligence agency to the KGB. Inside her home, they found notes referring to a potential job offer from the FSB, according to the documents.

Investigators recovered several emails and Twitter direct message conversations in which Butina referred to the need to keep her work secret and, in one instance, said it should be “incognito.” Prosecutors said Butina had contact with Russian intelligence officials and that the FBI photographed her dining with a diplomat suspected of being a Russian intelligence agent.

An official Sri Lankan police Twitter account was deleted after it misidentified an American human rights activist as a suspect in the country’s Easter Sunday terrorist attacks.

On Thursday, police posted the names and photos of six people that they said were at-large suspects in the bombings that killed more than 250 people.

However, one of the names on the list was Muslim U.S. activist Amara Majeed, who quickly tweeted that she had been falsely identified.

“I have this morning been FALSELY identified by the Sri Lankan government as one of the ISIS terrorists that committed the Easter attacks in Sri Lanka. What a thing to wake up to!” she wrote.

She wrote in a follow-up tweet that the claim was “obviously completely false” and asked social media users to “please stop implicating and associating me with these horrific attacks.”

“And next time, be more diligent about releasing such information that has the potential to deeply violate someone’s family and community,” she continued.

Later, she wrote an update saying police apologized for wrongly mistaking her as a suspect.

Police said in a statement: “However, although one of the released images was identified as one Abdul Cader Fathima Khadhiya in the information provided by the CID, the CID has now informed that a) the individual whose image was labeled as Abdul Cader Fathima Khadiya is not in fact Abdul Cader Fathima Khadiya b) the individual pictured is not wanted for questioning c) Abdul Cader Fathima is the correct name of the suspect wanted by the CID.”

On Friday, the account, @SriLankaPolice2 was deleted with no explanation. Police did not release more information regarding the mistake.

Majeed, who founded “The Hijab Project” when she was 16 years old, told the Baltimore Sun that it was hurtful to be linked to the attacks.

“Sri Lanka is my motherland,” the Brown University student said. “It’s very painful to be associated with [the bombings].”

Mohamed Zahran, the suspected leader of the attacks which targeted six hotels and churches, killed himself in a suicide bombing at the Shangri-La hotel. Police also said they had arrested the second-in-command of the group, called National Towheed Jamaat. Catholic churches in Sri Lanka canceled all Sunday Masses until further notice over concerns that they remain a top target of Islamic State-linked extremists.
