BOGOTA (Reuters) – The United States will continue to use all economic and political tools at its disposal to hold Venezuelan President Nicolas Maduro accountable for a worsening crisis in his country, U.S. Secretary of State Mike Pompeo said on Sunday.

Pompeo made the comments in the Colombian border city of Cucuta, the final stop of a three-day trip to Chile, Paraguay and Peru, a clutch of fast-growing countries in a region where Washington’s concerns are focused on the Venezuelan crisis and China’s growing presence.

Maduro blames U.S. sanctions for the country’s economic problems and dismisses opposition leader Juan Guaido – who in January invoked the constitution to assume an interim presidency, arguing Maduro’s 2018 re-election was illegitimate – as a U.S. puppet.

More than 3 million Venezuelans have fled hyperinflation, food and medicine shortages and political crisis.

“The United States will continue to utilize every economic and political means at our disposal to help the Venezuelan people,” Pompeo said after visiting with migrants at a Cucuta shelter and touring border bridges and a warehouse storing humanitarian aid.

“Using sanctions, visa revocations and other means, we pledge to hold the regime and those propping it up accountable for their corruption and their repression of democracy.”

Cucuta receives a significant portion of Venezuelan migrants arriving in Colombia, many of whom come with only what they can carry.

Though most Western nations have recognized Guaido as head of state, Russia, China and Cuba have stood by Maduro.

Washington has imposed a raft of sanctions against Maduro’s government in an attempt to dislodge him from power. On Friday, it added four firms and nine ships to its blacklist.

Critics have warned that heavy sanctions could hurt ordinary Venezuelans.

Pompeo urged Maduro to leave his post and Venezuela so the country can return to normalcy.

“I hope that you will care now, when you see the horror, when you see the tragedy, to change your ways and to leave your country,” Pompeo said.

During his trip Pompeo has mirrored previous U.S. criticism of China’s growing presence in Latin America, warning of “predatory” lending practices and “malign or nefarious” actions.

China, whose booming economy over the past two decades has driven up demand for raw materials, is already the top trade partner for nations from tiny Uruguay to Brazil, Latin America’s largest economy and the world’s top soybean exporter.

OTTAWA (Reuters) – Canadian Prime Minister Justin Trudeau, whose office is under fire for allegedly pressuring his former justice minister to try to ensure a major construction company avoided a corruption trial, on Friday said he had been concerned about possible job losses.

“One of the fundamental responsibilities of any government is to look for good jobs, to defend jobs and to make sure that our economy is growing in ways that give a real and fair chance to everyone,” Trudeau told reporters in St John’s, Newfoundland when asked about his conversations with then Justice Minister July Wilson-Raybould.

Trudeau’s remarks were among the most detailed yet to explain an affair that is harming his Liberal government ahead of an October election.

Trudeau denies a Feb. 7 report in the Globe and Mail that officials exerted undue pressure last year on Wilson-Raybould to help SNC-Lavalin Group Inc avoid a trial on charges of bribing Libyan officials and to pay a fine instead.

SNC-Lavalin is a big employer in the populous province of Quebec, where the Liberals say they need to pick up seats to have any chance of winning a majority in the election.

After Canada’s director of public prosecutions ruled on Sept. 4 that the trial should proceed, Trudeau and senior officials raised the matter three times with Wilson-Raybould, who had the power to overturn the decision.

The company, which says the executives accused of wrongdoing have left and that it has overhauled ethics and compliance systems, says a trial could be devastating and has gone to court to try to overturn the ruling.

Wilson-Raybould, who quit last month after being demoted to veterans affairs minister in January, has said nothing. She is due to address the House of Commons justice committee next week.

Opposition politicians accuse the government of mounting a cover-up and are demanding a public inquiry.

Michael Wernick, the head of Canada’s non-partisan civil service, on Thursday said he had contacted Wilson-Raybould on Dec. 19 to discuss fears over what might happen in a trial but denied he had exerted any inappropriate pressure.

“(I) was conveying the context that there were a lot of people worried about what would happen, the consequences, not for her, but the consequences for the workers and the communities and the suppliers,” he told the justice committee.

Judge orders feds to list private groups receiving watchlist

A federal magistrate on Friday ordered the government to disclose to him and to plaintiffs' attorneys a list of private organizations that receive access to the government's list of known or suspected terrorists.

Judge John Anderson issued the ruling at the conclusion of a hearing in U.S. District Court in Alexandria which he angrily questioned government lawyers about their failure to previously disclose that hundreds of private entities like universities and hospitals receive access to the list.

The government admitted earlier this month in a court filing that private groups like universities and hospitals receive access to the list, after denying in previous court hearings and depositions that they do.

A government lawyer said the oversight was a mistake and there was no intention to deceive.

"We didn't catch that one," government lawyer Antonia Konkoly said of the misstatements about the list, noting that the watchlist administration is "a very broad operation."

The Council on American-Islamic Relations is challenging the watchlist's constitutionality. It says innocent Muslims are placed on the list by mistake and suffer numerous consequences as a result.

The government also revised its estimate of how many private groups get access to the list, from more than 1,400 to fewer than 700.

Konkoly, the government's lawyer, said the initial estimate given earlier this month of 1,441 contained numerous duplicates. She said it's hard to determine an exact number because many of the private entities have similar names, and some of the recordkeeping goes back to "before the age of modern computing."

CAIR's lawyers have long suspected that the list is disseminated much more widely than the government has acknowledged. The broad terror watchlist contains hundreds of thousands of names; the much smaller no-fly list is culled from the watchlist.

CAIR's lawsuit is filed on behalf of Muslim clients who say they have not only suffered travel consequences as a result of placement on the list but also difficulty in processing financial transactions and interactions with law enforcement.

At Friday's hearing, Konkoly said the private groups receiving the list are "law-enforcement adjacent" entities like police forces for private universities and railroads.

"There's nothing shocking about any of the entities on the list," Konkoly said.

"What may not be shocking to you may be shocking to me or shocking to the plaintiffs," Anderson responded.

As a result, Anderson ordered the government to provide him a list of the private agencies. He also ordered, over the government's objection, that the CAIR attorneys be permitted review the list at a secure government location. But the attorneys will not be allowed to keep a copy of the list and are barred from disseminating it publicly.

Lena Masri, a CAIR attorney, called Anderson's ruling "a huge step forward to help us understand the breadth of the dissemination."

That breadth of dissemination is a key aspect of the CAIR's lawsuit, because the plaintiffs allege that the list is shared so broadly that people suffer consequences in all aspects of life.

Anderson said he was frustrated that the government did not provide accurate information about the list's private dissemination until roughly two years after the lawsuit was filed, despite specific orders from a judge to come clean on this very topic.

He also expressed frustration that the FBI's Terrorist Screening Center, which manages the list, had insufficient answers about how other government agencies share the list. The fewer-than-700 entities referenced in the lawsuit refers only to those private entities that get the data directly from the Terrorist Screening Center. It does not count what other government agencies, like Customs and Border Protection and the Transportation Security Administration, do with the list.

The TSA shares its data with airlines, but Anderson questioned Konkoly about who else might receive the list. Konkoly provided assurances that private corporations like banks and car dealerships don't get the list, but Anderson questioned how she could state that confidently without knowing more about the workings of the other government agencies.

"You don't know what (the department of Homeland Security) does with the information," Anderson said.

CAIR lawyer Gadeir Abbas said it's become clear over the course of the lawsuit that so many government entities are intertwined with the collection and dissemination of the watchlist that nobody truly knows its scope.

"Each agency claims they don't know what the other agency is doing," he said.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said trade talks with China are going very well, as the world’s two largest economies seek to end talks with a trade agreement to defuse tensions.

Trump said on Thursday he would soon host China’s President Xi Jinping at the White House.

Earlier this week, the White House said that Treasury Secretary Steven Mnuchin and U.S. Trade Representative Robert Lighthizer would travel to Beijing for more talks on a trade dispute marked by tit-for-tat tariffs between the two countries.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday praised Russian President Vladimir Putin’s comments on North Korea this week following the Russian leader’s summit with Pyongyang’s Kim Jong Un.

Speaking to reporters at the White House, Trump also said China was helping with efforts aimed at the denuclearization of North Korea.

MOSCOW/MINSK (Reuters) – Russia is confident it can soon resolve a problem of polluted Russian oil contaminating a major pipeline serving Europe and affecting supplies as far west as Germany, a senior official said on Friday at talks with importers about the issue.

Russian Deputy Energy Minister Pavel Sorokin did not give a precise timeframe but Moscow has previously said it would pump clean oil to the border with Belarus from April 29, seeking to end a crisis hitting the world’s second-largest crude exporter.

Sorokin was speaking at talks with officials from Belarus, Poland and Ukraine in Minsk on the issue. Belarus said the issue had cost it $100 million, while analysts say alternative supply routes for refiners cannot fully fill the gap.

Poland, Germany, Ukraine and Slovakia have suspended imports of Russian oil via the Druzhba pipeline. Halting those supplies has knock-on effects further along the network.

The problem arose last week when an unidentified Russian producer contaminated oil with high levels of organic chloride used to boost oil output but which must be separated before shipment as it can destroy refining equipment.

Russia’s Energy Ministry said pipeline monopoly Transneft and other Russian companies had a plan to mitigate the effects of the contaminated oil. It did not give details.

Russian officials have said contaminated oil has already been pumped into storage in Russia and Friday’s talks would focus on how to partially withdraw the tainted crude from the Druzhba pipeline running via other countries.

The suspension cuts off a major supply route for Polish refineries owned by Poland’s PKN Orlen and Grupa Lotos, as well as plants in Germany owned by Total, Shell, Eni and Rosneft.

Some refiners have outlined plans for alternative supplies, but analysts say other routes cannot meet the shortfall.

OIL PRICES

Ukraine’s Ukrtransnafta suspended the transit of oil through the pipeline on Thursday, closing supplies via Druzhba’s southern route to Slovakia, the Czech Republic and Hungary.

The pipeline issue, which has supported global oil prices, lifted Russian Urals crude differentials to an all-time high on Thursday.

With pipeline supplies to Europe shut, Russia faces a challenge of how to divert about 1 million barrels per day (bpd) that was meant to be shipped through the network to other destinations at the time when export capacity is at its limits.

State-run Russian Railways held talks with energy firms on using up to 5,000 rail tankers to transport crude, RIA news agency reported on Friday.

Concerns about the quality of Urals crude also caused delays in loadings at the Baltic port of Ust-Luga, when buyers refused to lift cargoes, resulting in a brief shutdown of the port on Wednesday and Thursday. An Ust-Luga official and traders said on Friday loadings had resumed.

Russian loading plans indicate it aims to boost Urals exports in May before the expiry of a deal on output cuts agreed with the Organization of the Petroleum Exporting Countries and its allies, Reuters calculations and Energy Ministry data show.

The provisional loading plan for Russia’s Baltic Sea ports and Novorossiisk in May show exports rising to 10.7 million tonnes, the highest level in half a decade.

Minsk estimated its loss from lower oil product exports due to contaminated Russian oil at around $100 million, Russia’s Interfax news agency reported on Thursday, citing Belarusian state oil company Belneftekhim.

Russian Deputy Prime Minister Dmitry Kozak, in charge of government energy policy, said this week that those found responsible for contaminating the oil could be fined. He did not provide names.

(Reuters) – India has once again delayed the implementation of higher tariffs on some goods imported from the United States to May 15, a government official said on Friday.

The new tariff structure was to come into force from May 2, the spokeswoman said without citing reasons for the delay.

Angered by Washington’s refusal to exempt it from new steel and aluminum tariffs, New Delhi decided in June last year to raise the import tax from Aug. 4 on some U.S. products including almonds, walnuts and apples.

But since then, New Delhi has repeatedly delayed the implementation of the new tariff.

Trade friction between India and the U.S. has escalated after U.S. President Donald Trump announced plans earlier this year to end preferential trade treatment for India that allows duty-free entry for up to $5.6 billion worth of its exports to the United States.

In a further blow, U.S. on Monday demanded buyers of Iranian oil stop purchases by May or face sanctions, ending six months of waivers which allowed Iran’s eight biggest buyers including India to continue importing limited volumes.

One of Joe Biden’s newly-hired senior advisers has seemingly had a very recent change of heart.

Symone Sanders, a prominent Democratic strategist and Sen. Bernie Sanders, I-Vt., staffer in 2016, was announced as one of the big-name members of Team Biden on Thursday.

But Sanders, who has also served as a CNN contributor, is seen in resurfaced footage from November 2016 expressing her opposition to a white person leading her party after Donald Trump’s election.

“In my opinion, we don’t need white people leading the Democratic party right now,” Sanders told host Brianna Keilar during a discussion on Howard Dean potentially becoming DNC chairman.

“The Democratic party is diverse, and it should be reflected as so in leadership and throughout the staff, at the highest levels. From the vice chairs to the secretaries all the way down to the people working in the offices at the DNC,” she said.

Sanders wrapped up her remarks by saying: “I want to hear more from everybody. I want to hear from the millennials and the brown folks.”

Footage of the interview was resurfaced by RealClearPolitics.

After news of her hiring broke on Thursday, Sanders backed her new boss on Twitter.

The hiring of Sanders has been viewed as another indication of the expected tough fight that Biden and Sanders are in for as the two frontrunners battle a deep Democratic field.

While Sanders himself didn’t torch Biden as he jumped into the race, it’s clear that many of his progressive supporters view the former vice president as a threat.

Biden’s entry into the race – at least in the early going – sets up a battle between himself and Sanders, who thanks to his fierce fight with eventual nominee Hillary Clinton for the 2016 Democratic nomination, enjoys name ID on the level of the former vice president.

Justice Democrats — who also called Biden “out-of-touch” – is an increasingly influential group among the left of the party. They’ve championed progressive Rep. Alexandria Ocasio-Cortez of New York as well as Sanders. The group was founded by members of Sanders 2016 presidential campaign.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Former Democratic National Committee chair Donna Brazile – a Fox News contributor – highlighted that “Joe Biden can occupy his own lane in large part because he’s earned it. He’s earned the right to call himself whatever.”

But she emphasized that “elections are not about the past, they’re about the future…I do believe he has the right ingredients. The question is can he find enough people to help him stir the pot.”
