Family seeks answers in immigrant’s death after detention

A 27-year-old man died in a California hospital after he suffered a brain hemorrhage while detained by U.S. immigration authorities, his wife said Wednesday, demanding to know what caused his injury and whether he received appropriate medical care in custody.

Melissa Castro said she was called Feb. 8 by an Immigration and Customs Enforcement official and told that her husband had a "passing out episode" while in the custody of detention officials in Adelanto, California, and had been taken to the hospital.

Castro, who had delivered the couple's baby five days earlier, said she found Jose Luis Ibarra Bucio in an intensive care unit and in a coma from which he never awoke.

Castro said she wants to know what happened to her husband, who was young and had no prior health problems. She said she heard from doctors that he had been airlifted from another hospital.

She said she also wants to know why ICE had him shackled to his hospital bed in a coma and signed papers releasing him from custody two weeks later.

"Why wait the two weeks to release him when the state of health was even worse?" she asked in an interview with The Associated Press. "I think it might be because at that point they saw that the likelihood of him surviving wasn't high at all."

Immigration and Customs Enforcement said in a statement that Ibarra was released for humanitarian reasons. Officials at ICE and detention facility operator The GEO Group declined to discuss his health condition.

Ibarra was held at the facility in Adelanto for about a week until he collapsed on his way to an immigration court hearing on Feb. 7, immigrant advocates said.

When he was released from custody, Castro said, she initially was hopeful that someday Ibarra might be able to meet his son. In addition, she said it was a relief to no longer have guards in his hospital room or see him shackled.

But now, she questions why authorities chose to release him when they did. His condition worsened and he died March 21 after the family removed life support.

It was at least the second time in two years that an immigrant detained at the privately run facility in Adelanto has fallen into a coma and been released.

Immigrant advocates have noted that releasing severely ill detainees means U.S. authorities aren't subject to the same level of oversight as when an immigrant dies in custody.

Ibarra — who came to the United States from Mexico as a young child and grew up in Southern California — was arrested in 2017 after fleeing traffic police, Castro said.

She said he told her that he hadn't pulled over out of fear he could face deportation — though at that time he had permission to stay in the country under a President Barack Obama-era program for immigrants without legal status who were brought to the country as children.

Ibarra was convicted last year of evading or attempting to evade police while driving recklessly and sentenced to a year and four months, according to California's Department of Corrections and Rehabilitation.

He was released from prison in January and taken into immigration custody.

Ibarra, a truck driver, married Castro two years ago. She is a U.S. citizen, but they had not filed papers to sponsor him to stay in the country and knew he might wind up in immigration custody after prison since his papers under the Deferred Action for Childhood Arrivals program had since expired, Castro said.

When her husband first got to detention, he called and told her that he'd wait as long as it took if he could remain in the country with her and their soon-to-be-born son, Castro said.

A week later, she said he sounded frustrated on the phone and wanted to see how quickly he could get out, she said.

He had an immigration court hearing scheduled for Feb. 7 and said he would call her afterward, but never did.

Castro said she got nervous and checked ICE's website and noticed her husband was still listed in custody but no longer at Adelanto.

Now, she and Castro's sister say they are grieving and dismayed that Ibarra will never meet his son.

"We are not the first family this has happened to, but we would like to be the last one," sister Lucian Ibarra told reporters in Spanish.

Mercedes Schlapp: 'Strong Legal Grounds' for Border Declaration

President Donald Trump and his administration believe there are "strong legal grounds" behind the decision to declare the border situation a national emergency and that Trump had the presidential authority to take the action, White House Director of Strategic Communications Mercedes Schlapp said Monday.

"Congress has the statutes and it has been used before over 50 times since 1976," Schlapp told Fox News' "America's Newsroom." "What we're seeing right now at the border is an emergency."

In addition, Border Patrol agents are having difficulty having enough operational support to secure the border, said Schlapp.

Schlapp also commented on Trump's statement at the Rose Garden Friday that he didn't "have to" go the route of a national emergency, saying that he didn't want to choose the route he took.

"He wanted to see if Congress would negotiate a better deal," said Schlapp. "They, of course, fell short with pushing forward $1.375 billion toward the physical barrier. That is better than the zero or less than $1 Speaker (Nancy) Pelosi was willing to offer."

There also are several pots of money the president can start using even while legal challenges mount to his declaration, including from the departments of Treasury and Defense.

"This is an opportunity to really be able to build these physical barriers in much-needed areas," she said. "We can start building immediately and start working with our contractors. The president met last week with the generals from the U.S. Army Corps of Engineers to get the process going. The president wants to move fast."

‘Tank man’ video for Leica sparks outcry in China ahead of Tiananmen anniversary

BEIJING (Reuters) – Germany’s Leica Camera AG drew criticism on Chinese social media over a video depicting a news photographer covering the crackdown on pro-democracy protests in and around Beijing’s Tiananmen Square three decades ago.

The five-minute dramatization, released this week, touches on a highly sensitive topic in China. The ruling Communist Party has never declared how many people died in the crackdown and discussion of the incident is censored on social media.

The video shows the photographer hiding and running from Chinese-speaking policemen before taking a picture that has come to symbolize the protests – the “tank man” – a protester standing in front of a convoy of tanks to block their path. The video ends with the Leica logo.

The hashtag “Leica insulting China” surfaced on China’s Twitter-like Weibo late on Thursday, before being censored. Users left hundreds of comments on Leica’s official Weibo account criticizing the company for the video.

“Get out of China, you are done,” one user posted.

Others cheered the video as daring ahead of the 30th anniversary of the crackdown on June 4, but the majority of posts were scrubbed from Chinese social media by Friday and the comments section on two of its most recent Weibo posts were disabled.

Users were also prevented from posting messages using Leica’s English or Chinese name with warnings that they were violating laws, regulations or the Weibo community guidelines.

Leica did not respond to several calls and emails from Reuters seeking comment on the video, which included other dramatizations about news photography.

However, Leica spokeswoman Emily Anderson was quoted by Hong Kong’s South China Morning Post as saying the video was not an officially sanctioned marketing film commissioned by the firm.

“Leica Camera AG must therefore distance itself from the content shown in the video and regrets any misunderstandings or false conclusions that may have been drawn,” it quoted her as saying by email, adding that the firm had taken measures to not share the film on Leica’s social media channels.

The video was created by Brazilian ad agency F/Nazca Saatchi & Saatchi and published on its verified Twitter account on April 16 with a tweet in Portuguese that said: “Inspired by the stories of photographers who spare no effort so that everyone can witness reality, Leica pays tribute to these brave professionals.”

Advertising websites such as Ads of the World republished the video saying it was created for Leica.

Some netizens suggested the video could put pressure on Chinese telecoms equipment provider Huawei Technologies Co Ltd, which uses Leica lenses in its flagship high-end phones.

Huawei declined to comment while F/Nazca Saatchi & Saatchi, which has previously produced videos for Leica, did not immediately respond to requests for comment.

Several foreign companies have been tripped up by touching on certain topics that can provoke strong public reactions in China, including calls for boycotts.

Last year, companies ranging from Delta Air Lines to Muji were criticized by the Chinese government and netizens for the language they used to describe Taiwan, a self-ruled, democratic island that Beijing considers a wayward province.

Or at least that's the charge delivered by Rep. Alexandria Ocasio-Cortez ahead of the Senate vote on her Green New Deal.

Speaking to Vox reporter Ella Nilsen, Ocasio-Cortez accused McConnell of rushing a vote and not wanting to take action against climate change "because he thinks we can drink oil in 30 years when all our water is poisoned.

“What McConnell’s doing is that he’s trying to rush this bill to the floor without a hearing... without working through committee -- because he doesn’t want to save our planet. Because he thinks we can drink oil in 30 years when all our water is poisoned,” she reportedly said.

MCCONNELL TO PUT GREEN NEW DEAL TO VOTE, FORCING DEMOCRATS TO GO ON RECORD

A Senate test vote on the Green New Dea is set to take place Tuesday afternoon.

Many Senate Democrats have slammed the vote as a "sham" and an attempt by the Republican leader to divide Democratic politicians on legislation that has not had the opportunity yet to be debated in Congress.

Democratic Sen. Edward Markey, who co-sponsored the proposed legislation with Ocasio-Cortez, said that the Green New Deal was intended to spur debate throughout the 2020 presidential election about how best to tackle the delicate issue of climate change -- not to be put to a quick vote on the Senate floor.

In a tweet on Monday, McConnell seemingly addressed accusations that he was manipulating the vote to divide Democrats.

“I could not be more glad that the American people will have the opportunity to learn precisely where each one of their senators stand on the ‘Green New Deal’: a radical, top-down, socialist makeover of the entire U.S. economy," he wrote.

DNC Chair Tom Perez calls Republican lawmakers ‘cowardly,’ says they will be ‘judged harshly’ by history

Democratic National Committee Chair Tom Perez launched a stunning attack on Republican lawmakers, saying history will "judge" them for supporting President Trump.

Perez made the comments during a discussion at Brandeis University's Heller School for Social Policy and Management on Monday night, where he spoke at length about Donald Trump "twisting the knife" in the backs of the American people by attempting to repeal the Affordable Care Act.

"The reason why we [Democrats] are winning, and we won at scale in 2018, is because our message is clear. Our message was: we are the ones who actually have your back on the issues that really matter. Healthcare, education. He said he had your back, but actually he had a knife in your back," Perez said.

The DNC chair continued that President Trump found success in 2016 by putting "fear on the ballot," and that Republican lawmakers who have supported his policies over the last three years are "cowards" who have allowed damage to be done to their part.

Perez continued by calling out Sen. Lindsay Graham, once a vocal critic of President Trump who now speaks supportively of the president and on his behalf. Perez called Graham's behavior "pathetic."

Perez, who spoke proudly of his family's legal immigration, has been Chair of the DNC since February 2017, and previously worked as the Secretary of Labor under the Obama administration from 2013-2017.

Surprise rise in German business morale dispels recession fears

BERLIN (Reuters) – German business morale improved unexpectedly in March after six consecutive drops, a survey showed on Monday, suggesting that Europe’s largest economy is likely to pick up in the coming months after it narrowly avoided a recession last year.

The Munich-based Ifo economic institute said its business climate index rose to 99.6 from an upwardly revised 98.7 in the previous month. This beat a consensus forecast for a reading of 98.5.

“The German economy is showing resilience,” Ifo President Clemens Fuest said.

Companies were more satisfied with their current business situation and they were more optimistic about their business outlook for the coming six months, the survey showed.

“The Ifo survey is a big surprise, especially after the last purchasing managers index,” UniCredit economist Andreas Rees said.

Markit’s survey among purchasing managers showed last week that manufacturing contracted further in March to reach the lowest level since August 2012.

Mexican police investigated in deadly fall from building

Authorities in the northern Mexico state of Nuevo Leon are investigating five law enforcement officers for their alleged involvement in the death of a man who fell from the 14th floor of a building.

Deputy state prosecutor Luis Enrique Orozco says authorities are looking for one more person believed to have been involved.

The man fell to his death early Sunday in Monterrey. Prosecutors say police allegedly arrived at the building with a false arrest warrant and then the man fell from a window.

Prosecutors say two officers with the state investigative unit of the public safety agency are believed directly involved and the others allegedly helped in some way.

State security secretary Aldo Fasci Zuazua denies that any members of the state police were involved.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

The Dalai Lama has returned to his headquarters in the north Indian hill town of Dharmsala after a brief stay in a hospital in the capital for treatment of a chest infection.

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
