The Dallas Cowboys could put the franchise tag on defensive end DeMarcus Lawrence beginning Tuesday, but they apparently do not want to be forced into using that option.

The Fort Worth Star-Telegram reported Monday that the Cowboys hope to reach agreement with Lawrence on a long-term contract extension before the March 5 deadline for franchise tags.

The Cowboys tagged Lawrence last season, and he made $17.1 million. This year, under the franchise tag, he would earn $20.5 million. But Lawrence, 26, has been clear in his desire not play under the tag for a second straight year.

The Star-Telegram reported he is seeking a multiyear deal worth upward of that $20.5 million tag amount. The report added that if he does not receive an extension, Lawrence likely will skip the offseason program, minicamps and perhaps training camp and some regular-season games. He also could delay the shoulder surgery he needs.

–The Cowboys have elected to decline wide receiver Terrance Williams’ option for 2019, which will make Williams a free agent in March, multiple outlets reported.

The Dallas Morning News also reported that the Cowboys are not expected to try to retain defensive tackle David Irving, who is a free agent after playing in just two games for Dallas last season.

Irving has been suspended at the start of each of the last two seasons for violation of the NFL’s substance-abuse and performance-enhancing-drug policies.

–The Jacksonville Jaguars exercised contract options on defensive end Calais Campbell, linebacker Lerentee McCray and defensive back Cody Davis, keeping the trio in the fold through 2019.

The Jaguars also declined their option on tight end Austin Seferian-Jenkins, who indicated in a Twitter post last month that he appreciated his time in Jacksonville and was moving on to the “next chapter.”

Campbell, 32, has 25 sacks over the past two seasons with the Jaguars, including 10.5 this past season when he started in all 16 games. He joined Jacksonville on a four-year, $60 million contract in March 2017 and will make $12 million in 2019.

–Quarterback Joe Flacco has passed his physical with the Denver Broncos, Sports Illustrated reported.

That means Denver’s trade for Flacco, who has spent his entire 11-year career with Baltimore, can be completed when the new league year starts on March 13.

Denver is set to send a fourth-round draft pick to the Ravens.

–Oklahoma wide receiver Marquise Brown underwent surgery for a Lisfranc injury in January and will be sidelined for the NFL Scouting Combine in Indianapolis later this month, according to a report by ESPN’s Adam Schefter.

Brown, who is projected by most analysts as a first-round pick, also will be sidelined for his Pro Day but is expected to be ready for training camp, according to the report.

The 5-foot-10, 168-pound Brown — whom many believe is the fastest player in the 2019 class — caught 132 passes for 2,413 yards and 17 touchdowns in 25 games over two seasons for the Sooners, averaging 18.3 yards per reception.

–Arizona Cardinals quarterback Josh Rosen was not injured in a car crash in Los Angeles last weekend, even showing that he had a good sense of humor about the entire incident.

The accident happened Saturday, according to a post on the Cardinals team website. Rosen posted two photos of his damaged Tesla to his Instagram account, writing “I’m okay” in one post.

Brexit discontent drives new grassroots push for Scottish independence

EDINBURGH (Reuters) – As Brexit gnaws at Britain’s political structure, supporters of an independent Scotland are launching a new grassroots campaign aimed at convincing a large majority of Scots to back a split from the United Kingdom.

Scots rejected independence in referendum 2014 and support since then has stuck at around 45 percent, opinion polls say.

But they also voted to remain in the European Union in the 2016 Brexit referendum in which England and Wales voted to leave, and discontent over how Brexit is being handled is widespread.

“Voices for Scotland”, a crowd-funded initiative with about 100,000 participants, will try to boost support for secession to 60 percent via a clipboard-wielding army of activists who aim to cover the whole of Scotland.

They are targeting around one third of Scots who they believe were “soft ‘No'” voters in 2014 through their family and friends.

“It’s about conversations with people you trust,” said professor Iain Black from Stirling University, who has compiled research for the group and took part in a news conference.

Black found that women, particularly those who are young, were changing their minds about independence because of “the closing off of opportunity of Brexit,” he said. Conversely those more opposed to the idea were older citizens.

The launch comes a day after Scottish First Minister Nicola Sturgeon said the country would start preparing for a second referendum on independence before May 2021 without permission from London.

In the campaign for the 2014 independence referendum, unionists said the only way for Scotland to stay in the EU was to stick with the United Kingdom.

Sturgeon’s Scottish National Party (SNP), which runs the devolved government in Edinburgh, says a second referendum just a few years later is justified as Scotland is now being dragged out of the bloc against its will.

On Thursday David Lidington, the de facto British deputy prime minister, ruled out any referendum on Scottish independence, saying the matter was settled for a generation in 2014. Opponents of independence say Brexit has not changed Scotland’s desire to remain part of the United Kingdom.

“UK is not OK”

Debate among family and friends is the way the Voices for Scotland intends to spread its message, providing training and resources for activists. Listening to worries about independence will be as central as touting the merits of ending the 300-year-old union.

“We have to take a big majority of the country with us, and in order to do that we have to change our discourse,” actress Elaine C Smith, one of the platform’s founders, told reporters.

Secessionists want to learn from the divisiveness of Brexit and take a different tone from the 2014 “Yes” independence campaign, they say.

“We can see in the political discourse of the last year or more what a very narrow vote can do to a country and a community. That is not what we want,” Smith said.

The grassroots independence movement is still a force to be reckoned with, having boosted support to 45 percent in 2014 from around 23 percent in 2012.

Britain is mired in political chaos after parliament rejected three times the withdrawal deal negotiated by Prime Minister Theresa May and other EU leaders. It is still unclear when or even if it will leave the bloc.

“I get the sense that we are in the death throes of the United Kingdom,” Maggie Chapman, also part of Voices for Scotland and co-convenor of the Scottish Greens, told Reuters.

“One of the things that ‘no’ or undecided voters said to me in 2014, in the run-up to that referendum (on Scottish independence) was ‘why, what do you want to change, the UK is fine as it is'”.

Lou Williams scored 34 points to become the most prolific bench scorer in NBA history as the Los Angeles Clippers blew out the visiting Boston Celtics 140-115 on Monday.

Danilo Gallinari scored 13 of his 25 points in the opening quarter, and Montrezl Harrell added 20 points as the Clippers won their fifth consecutive game and improved to 9-3 since their roster was restructured at the trade deadline.

Williams, who leads the NBA in points off the bench this season, passed Dell Curry as the highest scoring player off the bench of all time and now has 11,154 as a reserve in his career. Curry had 11,148 points as a reserve. It was Williams’ eighth game of the season with at least 30 points, all since Dec. 28.

Terry Rozier scored 26 points for the Celtics, who saw their three-game winning streak end. Boston went 3-1 on a four-game road trip, all against California teams. Jaylen Brown scored 22 points, and Kyrie Irving added 18 and 11 assists for the Celtics.

Rockets 118, Hornets 106

Clint Capela dominated the paint as Houston stretched its winning streak to nine games with a victory over visiting Charlotte.

Capela paired 19 points on 8-of-12 shooting with 15 rebounds and controlled the interior as the Rockets produced a 55-39 rebounding advantage. James Harden led the Rockets with 28 points and 10 assists. Eric Gordon chipped in 22 points, and Chris Paul contributed 10 points and 10 rebounds.

Hornets star Kemba Walker finished with a game-high 40 points on 14-of-20 shooting. He shot a combined 11 of 11 in the second and third periods, pouring in 31 points during that stretch.

Thunder 98, Jazz 89

Dennis Schroder scored 24 points, and Russell Westbrook had 23 points and 11 rebounds as Oklahoma City beat Utah in Salt Lake City.

The win was just the third in nine games for the Thunder, who beat the Jazz for the fourth time this season to sweep the season series. Paul George struggled offensively yet again for Oklahoma City, though he finished with 14 points and 11 rebounds.

Utah, which got a game-high 25 points from Donovan Mitchell, lost for the third time in the past four games.

Cavaliers 126, Raptors 101

Collin Sexton scored 28 points as Cleveland cruised past visiting Toronto.

Kevin Love, with 16 points and 18 rebounds, recorded his ninth double-double in 14 games for the Cavaliers this season. Love also was a force on the defensive end, drawing four offensive fouls. Cleveland’s Cedi Osman added 19 points.

Kawhi Leonard led the Raptors with 25 points and nine rebounds. Toronto’s Serge Ibaka and Cleveland’s Marquese Chriss were ejected following a fight near the end of the third quarter.

Nets 103, Pistons 75

Spencer Dinwiddie scored 19 points as Brooklyn seized control late in the first half and claimed a lopsided win over Detroit in New York.

In the final game before a season-long seven-game road trip that starts Wednesday in Oklahoma City, the Nets won their fourth straight. Allen Crabbe added 14 points for Brooklyn.

Andre Drummond collected 13 points and 20 rebounds for Detroit, which had its five-game winning streak stopped. Blake Griffin finished with 10 points on 1-of-10 shooting.

Wizards 121, Kings 115

Bradley Beal scored 27 points, Bobby Portis added 17 points and 13 rebounds, and Washington defeated visiting Sacramento.

Jabari Parker scored 18 points and Tomas Satoransky had 17 as the Wizards started a crucial five-game homestand by ending a two-game losing skid. Beal added nine rebounds, nine assists and four steals.

De’Aaron Fox led seven Kings in double figures with 23 points. Nemanja Bjelica had 15 points and 12 rebounds for Sacramento.

AP FACT CHECK: Trump takes credit for law named after McCain

President Donald Trump's posthumous slam on Sen. John McCain flips reality on its head when it comes to who gave veterans the option to see a private doctor at public expense.

"McCain didn't get the job done for our great vets," Trump said Wednesday. "I got it done."

Actually, McCain got it done.

Trump routinely takes full credit for enacting the Choice program, ignoring the fact that it was signed into law by President Barack Obama in 2014. This time, his boast came as part of a broad-brush denunciation of McCain , the senator from Arizona, Vietnam war naval aviator and tortured prisoner of war who died in August of brain cancer.

TRUMP: "The vets were on my side because I got the job done. I got Choice, and I got accountability. ... For many decades, they couldn't get it done. It was never done. I got it. Five months ago, I got it done. Choice." — remarks at an Army tank factory in Lima, Ohio .

THE FACTS: What Trump got done was an expansion of the program achieved by McCain and Sen. Bernie Sanders, most prominent among the lawmakers who advanced the legislation signed by Obama.

McCain was a co-sponsor of the 2014 legislation to overhaul the Department of Veterans Affairs following the scandal at VA's medical center in Phoenix, where some veterans died while waiting months for appointments for medical care. He was a key negotiator for the legislation establishing the Veterans Choice program, working with Sanders, the co-author of the bill. Sanders was then chairman of the Senate Veterans Affairs Committee.

McCain didn't rest after the law was enacted. He fought to expand the program and achieved that, too, in his last months.

Trump signed the expansion into law in May. It's named after three veterans who served in Congress.

One of them is McCain.

It's called the John S. McCain III, Daniel K. Akaka, and Samuel R. Johnson VA Maintaining Internal Systems and Strengthening Integrated Outside Networks Act of 2018.

TRUMP: "Instead of waiting in line for two days, two weeks, two months, people waiting on line — they're not very sick, by the time they see a doctor, they are terminally ill — we give them Choice. If you have to wait for any extended period of time, you go outside, you go to a local doctor, we pay the bill, you get yourself better, go home to your family — and we got it passed. We got it done."

THE FACTS: As he does routinely, Trump exaggerated what's been accomplished with his expansion.

Veterans still must wait for weeks before they can get private care outside the VA system.

The program currently allows veterans to see doctors outside VA if they must wait more than 30 days for an appointment or drive more than 40 miles (65 kilometers) to a VA facility. Under new rules to take effect in June, veterans are to have that option for a private doctor if their VA wait is only 20 days (28 for specialty care) or their drive is only 30 minutes.

But the expanded Choice eligibility may do little to provide immediate help. That's because veterans often must wait even longer for an appointment in the private sector. Last year, then-Secretary David Shulkin said VA care is "often 40 percent better in terms of wait times" compared with the private sector. In 2018, 34 percent of all VA appointments were with outside physicians, down from 36 percent in 2017.

The VA also must resolve long-term financing because of congressional budget caps after the White House opposed new money to pay for the program. As a result, lawmakers could be forced later this year to limit the program or slash core VA or other domestic programs.

Also key to the program's success is an overhaul of VA's electronic medical records to allow seamless sharing of medical records with private physicians, a process expected to take up to 10 years. VA Secretary Robert Wilkie has said full implementation of the expanded Choice program is "years" away.

‘Significant’ winter storm threatens blizzard conditions across Central US, impacts up to 200 million Americans

Even though spring may have sprung across much of the country, a major late-season winter storm is threatening to bring blizzard conditions to the Central U.S. -- and the storm's impact could be felt nationwide.

The National Weather Service's Weather Prediction Center said Tuesday the developing "significant" storm system will first bring snow over the Cascades before spreading over the Northern Rockies into the Upper Midwest by midweek.

"A blizzard my friends, in April, it's happening across portions of South Dakota up towards Nebraska and then into Wisconsin," Fox News Senior Meteorologist Janice Dean said on "FOX & friends." "We could see over a foot of snow and windy conditions and the potential for flooding ahead of this, some ice as well."

2019 HURRICANE SEASON WILL BE 'SLIGHTLY BELOW-AVERAGE,' RESEARCHERS SAY

Heavy snow and strong winds are forecast to produce "life-threatening" travel conditions across the region starting Wednesday, according to the WPC. Blizzard conditions are expected as winds intensify late Tuesday into Wednesday.

"The heavy wet snow may also lead to power outages," the NWS said.

Besides heavy snow, rain will stretch across parts of the central U.S. that are still dealing with river flooding, including Iowa and Illinois. There is also the threat of severe weather for the Mississippi and Ohio River valleys through Thursday.

The intense storm system may affect up to 200 million Americans by the end of the week, according to AccuWeather.

Blizzard warnings stretch from Nebraska to western Minnesota, where up to 2 feet of "very heavy and wet" snow may fall.

"A potentially historic winter storm will bring severe impacts Wednesday night into early Friday, similar to the one last April," the NWS Twin Cities office said on Twitter.

"This may not be your typical blizzard with dry, powdery snow for the Plains and Upper Midwest," said AccuWeather Senior Meteorologist Alex Sosnowski. "But, this may be more of a plastering effect with heavy, wet snow that is difficult to shovel and plow."

Heavy snow may also impact the Minneapolis-St. Paul metro area, which is also forecast to see rain before the changeover to frozen precipitation.

"If the mix doesn`t reach as far north as the Twin Cities, then perhaps the metro could experience blizzard conditions as well -- similar to what happened last year," the NWS office said.

After impacting the Central U.S., the storm system is forecast to eventually bring rain to the Northeast by the end of the week.

EU sets out 10-point plan to balance China economic ties

BRUSSELS (Reuters) – The European Commission set out a 10-point plan on Tuesday for more balanced economic relations with China, urging EU leaders to back its ideas to curb Chinese state-owned enterprises and increase their guard against cybersecurity threats.

The action plan marks a shift in the bloc’s stance toward its top trading partner and will be put to EU leaders to discuss at their next regular summit meeting in Brussels on March 21-22 — before an EU-China summit on April 9.

The Commission, the EU’s executive, said the European Union should cooperate more with China in areas such as climate change and peace, but should also push for a more reciprocal economic relationship and take steps to protect its industry.

The European Union shares many of the United States’ concerns over Chinese market distortions, overcapacity and technology transfer. But it has avoided taking sides in a multi-billion dollar trade war between Washington and Beijing.

Europe has also been increasingly frustrated by what it sees as the slowness of China’s opening of its economy, a surge of Chinese takeovers in critical EU sectors and U.S. pressure to shun China, and notably telecoms equipment maker Huawei [HWT.UL], over espionage concerns.

Commission Vice President Jyrki Katainen told a news conference that Chinese state financing and state-owned enterprises distorted EU markets. For example, EU rules limited subsidies EU governments could give to European companies, but did not apply to foreign companies, he said.

A German EU diplomat described the paper as a “comprehensive and courageous” stocktaking of relations with Beijing, highlighting a lack of reciprocity and growing protectionism and also broaching difficult issues, such as human rights.

If backed by EU leaders, the European Union would urge China to agree to reforms of World Trade Organization rules, notably regarding subsidies and forced technology transfer, and conclude a deal with the EU on investment rules by 2020.

The Commission urged EU nations to revive a stalled proposal known as the International Procurement Instrument that would require foreign countries to open up their public tenders in return for access to Europe.

The EU executive believes Chinese bidders for EU public contracts should meet high labor and environmental standards and wants to adapt EU law to limit the state-owned enterprises and state subsidies in the EU market.

It also believes EU countries should find a common line on the security of planned high-speed 5G telecoms networks.

China is the EU’s biggest source of imports and its second-biggest export market after the United States, with trade between the two worth more than $1 billion per day. China’s trade surplus in goods with the European Union was 177.7 billion euros ($200.4 billion) in 2017.

Gallup Poll: Public's View of Ocasio-Cortez Plummets

Freshman Rep. Alexandria Ocasio-Cortez, D-N.Y., is becoming more well-known nationwide but she still carries a negative favorable rating, according to the results of a new poll.

Key figures in the Gallup survey released Friday:

  • 41 percent of U.S. adults have an unfavorable view of Ocasio-Cortez, up from 26 percent last September before the 29-year-old was elected to Congress.
  • 31 percent have a favorable view of her, an increase of seven percentage points since September.
  • 50 percent said in September they had never heard of her, but the number has dropped in the new poll to 29 percent.
  • Among Republicans, Ocasio-Cortez — a self-described socialist — has a net favorable rating of -68 percent. Democrats hold a 41 percent favorable rating of her.

Ocasio-Cortez has ruffled feathers in both of the major political parties for her talk on gun control, the environment, and even her role on forcing Amazon to abandon its planned office in New York City.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said trade talks with China are going very well, as the world’s two largest economies seek to end talks with a trade agreement to defuse tensions.

Trump said on Thursday he would soon host China’s President Xi Jinping at the White House.

Earlier this week, the White House said that Treasury Secretary Steven Mnuchin and U.S. Trade Representative Robert Lighthizer would travel to Beijing for more talks on a trade dispute marked by tit-for-tat tariffs between the two countries.

MOSCOW/MINSK (Reuters) – Russia is confident it can soon resolve a problem of polluted Russian oil contaminating a major pipeline serving Europe and affecting supplies as far west as Germany, a senior official said on Friday at talks with importers about the issue.

Russian Deputy Energy Minister Pavel Sorokin did not give a precise timeframe but Moscow has previously said it would pump clean oil to the border with Belarus from April 29, seeking to end a crisis hitting the world’s second-largest crude exporter.

Sorokin was speaking at talks with officials from Belarus, Poland and Ukraine in Minsk on the issue. Belarus said the issue had cost it $100 million, while analysts say alternative supply routes for refiners cannot fully fill the gap.

Poland, Germany, Ukraine and Slovakia have suspended imports of Russian oil via the Druzhba pipeline. Halting those supplies has knock-on effects further along the network.

The problem arose last week when an unidentified Russian producer contaminated oil with high levels of organic chloride used to boost oil output but which must be separated before shipment as it can destroy refining equipment.

Russia’s Energy Ministry said pipeline monopoly Transneft and other Russian companies had a plan to mitigate the effects of the contaminated oil. It did not give details.

Russian officials have said contaminated oil has already been pumped into storage in Russia and Friday’s talks would focus on how to partially withdraw the tainted crude from the Druzhba pipeline running via other countries.

The suspension cuts off a major supply route for Polish refineries owned by Poland’s PKN Orlen and Grupa Lotos, as well as plants in Germany owned by Total, Shell, Eni and Rosneft.

Some refiners have outlined plans for alternative supplies, but analysts say other routes cannot meet the shortfall.

Ukraine’s Ukrtransnafta suspended the transit of oil through the pipeline on Thursday, closing supplies via Druzhba’s southern route to Slovakia, the Czech Republic and Hungary.

The pipeline issue, which has supported global oil prices, lifted Russian Urals crude differentials to an all-time high on Thursday.

With pipeline supplies to Europe shut, Russia faces a challenge of how to divert about 1 million barrels per day (bpd) that was meant to be shipped through the network to other destinations at the time when export capacity is at its limits.

State-run Russian Railways held talks with energy firms on using up to 5,000 rail tankers to transport crude, RIA news agency reported on Friday.

Concerns about the quality of Urals crude also caused delays in loadings at the Baltic port of Ust-Luga, when buyers refused to lift cargoes, resulting in a brief shutdown of the port on Wednesday and Thursday. An Ust-Luga official and traders said on Friday loadings had resumed.

Russian loading plans indicate it aims to boost Urals exports in May before the expiry of a deal on output cuts agreed with the Organization of the Petroleum Exporting Countries and its allies, Reuters calculations and Energy Ministry data show.

The provisional loading plan for Russia’s Baltic Sea ports and Novorossiisk in May show exports rising to 10.7 million tonnes, the highest level in half a decade.

Minsk estimated its loss from lower oil product exports due to contaminated Russian oil at around $100 million, Russia’s Interfax news agency reported on Thursday, citing Belarusian state oil company Belneftekhim.

Russian Deputy Prime Minister Dmitry Kozak, in charge of government energy policy, said this week that those found responsible for contaminating the oil could be fined. He did not provide names.

(Reuters) – India has once again delayed the implementation of higher tariffs on some goods imported from the United States to May 15, a government official said on Friday.

The new tariff structure was to come into force from May 2, the spokeswoman said without citing reasons for the delay.

Angered by Washington’s refusal to exempt it from new steel and aluminum tariffs, New Delhi decided in June last year to raise the import tax from Aug. 4 on some U.S. products including almonds, walnuts and apples.

But since then, New Delhi has repeatedly delayed the implementation of the new tariff.

Trade friction between India and the U.S. has escalated after U.S. President Donald Trump announced plans earlier this year to end preferential trade treatment for India that allows duty-free entry for up to $5.6 billion worth of its exports to the United States.

In a further blow, U.S. on Monday demanded buyers of Iranian oil stop purchases by May or face sanctions, ending six months of waivers which allowed Iran’s eight biggest buyers including India to continue importing limited volumes.

One of Joe Biden’s newly-hired senior advisers has seemingly had a very recent change of heart.

Symone Sanders, a prominent Democratic strategist and Sen. Bernie Sanders, I-Vt., staffer in 2016, was announced as one of the big-name members of Team Biden on Thursday.

But Sanders, who has also served as a CNN contributor, is seen in resurfaced footage from November 2016 expressing her opposition to a white person leading her party after Donald Trump’s election.

“In my opinion, we don’t need white people leading the Democratic party right now,” Sanders told host Brianna Keilar during a discussion on Howard Dean potentially becoming DNC chairman.

“The Democratic party is diverse, and it should be reflected as so in leadership and throughout the staff, at the highest levels. From the vice chairs to the secretaries all the way down to the people working in the offices at the DNC,” she said.

Sanders wrapped up her remarks by saying: “I want to hear more from everybody. I want to hear from the millennials and the brown folks.”

After news of her hiring broke on Thursday, Sanders backed her new boss on Twitter.

The hiring of Sanders has been viewed as another indication of the expected tough fight that Biden and Sanders are in for as the two frontrunners battle a deep Democratic field.

While Sanders himself didn’t torch Biden as he jumped into the race, it’s clear that many of his progressive supporters view the former vice president as a threat.

Biden’s entry into the race – at least in the early going – sets up a battle between himself and Sanders, who thanks to his fierce fight with eventual nominee Hillary Clinton for the 2016 Democratic nomination, enjoys name ID on the level of the former vice president.

Justice Democrats — who also called Biden “out-of-touch” – is an increasingly influential group among the left of the party. They’ve championed progressive Rep. Alexandria Ocasio-Cortez of New York as well as Sanders. The group was founded by members of Sanders 2016 presidential campaign.

Biden has pushed back against the perception that he’s a moderate in a party that’s increasingly moving to the left. Earlier this month he described himself as an “Obama-Biden Democrat.”

And Biden said he’d stack his record against “anybody who has run or who is running now or who will run.”

Former Democratic National Committee chair Donna Brazile – a Fox News contributor – highlighted that “Joe Biden can occupy his own lane in large part because he’s earned it. He’s earned the right to call himself whatever.”

But she emphasized that “elections are not about the past, they’re about the future…I do believe he has the right ingredients. The question is can he find enough people to help him stir the pot.”
