Egypt to turn to private sector to restore historic buildings

CAIRO (Reuters) – Egypt’s government is drawing up a plan to turn over as many as 150 crumbling historic buildings to the private sector to refurbish and lease out for profit, the Minister of Public Enterprise said on Tuesday.

The plan could potentially save an eclectic mix of neo-classical, beaux arts, art nouveaux, art deco and early modern styles built mostly in the first half of the 20th century then nationalized in the early 1960s.

It could also revitalize important tourism districts in central Cairo, Alexandria and Port Said on the Suez Canal.

The buildings have fallen into various degrees of disrepair for lack of funding and maintenance, with many tenants paying tiny sums for units that have remained rent-controlled for more than half a century.

Public enterprise minister Hesham Tawfik said the government would follow the model of privately owned Al Ismaelia for Real Estate Investment, which has been slowly renovating 23 historic buildings it has bought in downtown Cairo.

“They take the buildings, they settle with individuals or companies who are renting these apartments, they do the necessary renovations, inside and outside, and they simply rent them to the private sector. And they are making some decent return on their investment,” Tawfik said.

“We intend to do this by offering parcels of buildings, and by parcels I mean four to five buildings per transaction, for the private sector to repeat what Ismaelia did, on a revenue-sharing basis,” he said at business conference.

The plan was being studied at the state Insurance Holding Co. which along with the state insurance company owns 350 buildings, 150 of which are classified as historic.

“Probably they will come up with something very soon to offer to private developers, who we will insist be Ismaelia-style, with the right social background to be able to make sure that the development is done at the right level,” Tawfik said.

REPAYING DEBTS

The government was also preparing to sell about 2 million square meters of unused land owned by state holding companies to help pay back more than 38 billion Egyptian pounds ($2.22 billion) in debts owed to other public entities, he said.

These include the National Investment Bank, the Ministry of Petroleum, the Ministry of Electricity, pension funds and the tax authority.

Once paid, any extra proceeds will be used to finance restructuring plans for companies under the ministry, including 21 billion pounds for textile industry and 5 billion pounds for chemical and metallurgical industries, Tawfik said.

Johannesburg wildlife clinic saves animals hurt in city

At the edge of a sprawling Johannesburg suburb, a veterinary hospital is saving the lives of wildlife on the urban fringes.

"I'd love to be in the bush, but I get more cases here," said veterinary rehabilitation specialist Nicci Wright.

Wright founded the hospital two years ago with veterinarian Dr. Karin Lourens and since then has treated about 4,000 animals.

With the expansion of Pretoria and Johannesburg, South Africa's capital city and its economic center, the animals indigenous to the region are being squeezed out by the rapid urbanization. The wildlife hospital mainly treats small mammals and raptors that are injured.

There are about 160 animals on the small premises now, including half a dozen leopard tortoises, a toothless 12-foot python and an otter that was taken far from her natural habitat when someone tried to domesticate her as a pet.

A Johannesburg resident arrives at the hospital, carrying a gray lourie in a cage made for much smaller domesticated bird. He found the large bird in the garden, attacked by his dogs, unable to fly after its tail and wing feathers were plucked out. Like in any hospital, nurse Alicia Abbott opens a file and transfers the new patient to a more comfortable setting so its treatment may begin.

Most of the cages in the hospital are covered with towels to block the electric light from disturbing the animals. Along with physical injuries, many of them also suffer from trauma. Some species, like the endangered pangolin, show visible signs of post-traumatic stress disorder when they hear a male human voice or smell cigarettes smoke, a reminder of the poachers who hunt them, said Wright.

"Everything is terrifying for them," she said.

In a wooden crate on the hospital floor, a juvenile pangolin begins to stir, scratching against the box. It is feeding time and a volunteer will walk him on a nearby hill where the pangolin, which is a scaly anteater, animal to search for ants. Pangolins are one of the world's most heavily trafficked mammals because of demand for their scales in Asia.

Another pangolin was recently sedated and checked by a sonogram scan to find that she was pregnant.

Along with five staffers, the hospital relies on volunteers like Lauren Beckley, who lives nearby. Beckley cares for young primates like baboons and vervet monkeys, who cling to her after their own mothers have been shot or run over by humans.

Other wildlife at the hospital include two newly born bush babies which are small nocturnal primates. One had been attacked by a cat and the other had fallen out of its nest.

Once the animals are ready to return to the bush, Wright and her team work with nature reserves around the country to slowly introduce the animals into a new, safer, habitat.

JAKARTA (Reuters) – Indonesians vote in the world’s biggest single-day election on Wednesday, with polling stations opening first in the east of the sprawling equatorial archipelago after a six-month campaign to choose a new president and parliament.

President Joko Widodo, a furniture businessman who entered politics 14 years ago as a small-city mayor, is seeking re-election against former general Prabowo Subianto, whom he narrowly defeated in the last election, in 2014.

The economy has dominated a hard-fought campaign, though the rise of political Islam has loomed over the vote in the world’s most populous Muslim-majority country.

Most opinion polls give Widodo a double-digit lead but the opposition says the race is much closer. It alleges data irregularities that could affect millions of voters and has vowed legal or “people power” action if its concerns are ignored.

“The system is not foolproof, but there are enough checks and balances in place,” Kevin O’Rourke, a political analyst and author of the newsletter Reformasi Weekly, said this week.

He said problems with voter lists “are not so bad that it can affect the outcome of the election”.

An unexpected win for the challenger could trigger a brief selloff in financial markets that have priced in a Widodo victory, analysts say.

“Should Prabowo win, this would literally be the end of opinion polling in Indonesia … and a major, major upset,” said Marcus Mietzner, associate professor at Australian National University.

“The question is what the margin of victory will be,” he said, predicting Widodo’s re-election.

‘GAME OF THRONES’

Poll-related hashtags were trending on Twitter in Indonesia during a three-day quiet period in the run-up to voting day.

Social media users compared the presidential race to the HBO series “Game of Thrones” – with one online meme showing Widodo sitting on its coveted Iron Throne.

Widodo has touted his record on deregulation and improving infrastructure, calling it a first step to tackling inequality and poverty in Southeast Asia’s biggest economy.

A moderate Muslim from central Java, Widodo has had to burnish his Islamic credentials after smear campaigns and hoax stories accused him of being anti-Islam, a communist or too close to China, all politically damaging in Indonesia.

He has picked Islamic cleric Ma’ruf Amin, 76, as his running mate.

Prabowo, a former special forces commander who has links to some hardline Islamist groups, and his running mate, business entrepreneur Sandiaga Uno, say they will boost the economy by slashing taxes and focusing on infrastructure.

QUICK COUNTS

Nearly 350,000 police and soldiers will join 1.6 million paramilitary officers stationed across the country of 17,000 islands to safeguard the vote.

More than 192 million people are eligible to cast ballots in national and regional legislative elections being contested by more than 245,000 candidates.

Polling stations will open at 7 a.m. (2200 GMT on Tuesday) in the east and close at 1 p.m. (0600 GMT) in the west.

Voters will have five paper ballots for president, vice president, and national and regional legislative candidates.

Unofficial “quick counts”, based on samples from polling stations, will be released hours after voting ends. The winning presidential candidate could be known by late Wednesday.

Official results will be announced in May. Any disputes can be taken to the Constitutional Court where a nine-judge panel will have 14 days to rule on them.

President Trump once again took aim at "Saturday Night Live," suggesting that there should be a price to pay by TV networks for delivering such scathing satire.

"Nothing funny about tired Saturday Night Live on Fake News NBC! Question is, how do the Networks get away with these total Republican hit jobs without retribution? Likewise for many other shows? Very unfair and should be looked into. This is the real Collusion!" Trump wrote on Sunday morning.

On Saturday's show, "SNL" opened with a sketch featuring Alec Baldwin as Trump and mocking the president's declaration of a national emergency to secure funding for a wall along the southern border. The skit skewered Trump's Rose Garden announcement on Friday as a meandering series of pronouncements.

"We need wall, because wall works. Wall makes safe. You don't have to be smart to understand that, and in fact it's even easier to understand if you're not that smart."

This was the seventh tweet that Trump has sent out blasting "Saturday Night Live" since he hosted the show in November 2015 in the midst of his presidential campaign. But he's lately been suggesting that some sort of legal action should be taken against NBC.

"A REAL scandal is the one sided coverage, hour by hour, of networks like NBC & Democrat spin machines like Saturday Night Live. It is all nothing less than unfair news coverage and Dem commercials. Should be tested in courts, can't be legal? Only defame & belittle! Collusion?" he wrote on Dec. 16.

Some presidents have taken "Saturday Night Live" with good humor. President George H.W. Bush invited Dana Carvey to the White House after Carvey impersonated him on the show during the 1992 presidential campaign. In 1976, Gerald R. Ford all but embraced Chevy Chase's portrayal of him as a klutz by inviting the comedian to the White House and even doing a cameo on "SNL."

Boeing shares dive after second deadly 737 MAX 8 crash

(Reuters) – Shares of Boeing Co slid 9 percent in early trading on Monday as many airlines grounded the planemaker’s best selling 737 MAX 8 passenger jet following the second deadly crash involving the plane.

A Nairobi-bound Boeing 737 MAX 8 operated by Ethiopian Airlines crashed minutes after takeoff from Addis Ababa on Sunday, killing all 157 on board. The same model flown by Lion Air crashed off the coast of Indonesia in October, killing all 189 on board.

The Civil Aviation Administration of China ordered Chinese airlines to ground all Boeing 737 MAX 8 planes after the crash. The CAA said it would contact the U.S. Federal Aviation Administration and Boeing regarding the resumption of operations once they are assured that measures have been taken to ensure safety.

Ethiopian Airlines said it had grounded its 737 MAX 8 fleet until further notice as an “extra safety precaution” even though it did not know the cause of Sunday’s crash.

The 737 MAX 8 uses LEAP-1B engines made by CFM International, a joint venture of General Electric Co and Safran SA. Shares in Safran also fell 1.6 percent on Monday.

Boeing said on Monday the investigation into the Ethiopian Airlines crash is in its early stages and there is no need to issue new guidance to operators of its 737 MAX 8 aircraft based on the information it has so far.

Shares of rival Airbus SE were up 0.5 pct.

Southern Poverty Law Center, frequent critic of conservatives, sees its president step down amid rash of departures

Southern Poverty Law Center President Richard Cohen is stepping down from the civil rights organization amid a series of high-profile departures and questions over its treatment of employees.

In a statement, Cohen said the organization will “emerge stronger” after an audit of its practices by Tina Cohen, a Chicago-based attorney and former chief of staff for former first lady Michelle Obama.

“We’re going through a difficult period right now, and I know that we’ll emerge stronger at the end of the process that we’ve launched with Tina Cohen,” the statement said. “Given my long tenure as the SPLC president, however, I do not think I should be involved in that process beyond cooperating with Tina, her team, and the board in any way that may be helpful.”

Cohen has worked with the center since 1986 and was made president in 2003, according to the Montgomery Advertiser. He became one of its most prominent figures, bringing legal campaigns against the Ku Klux Klan and other hate groups.

But in recent years, the center has drawn criticism from Republicans and conservatives who have accused the SPLC of unfairly labeling people and groups with conservative viewpoints as bigots.

Paypal came under fire from religious groups after its CEO revealed it works with the SPLC to help identify accounts to ban from its platform. Several groups called for a boycott of the digital payment system because it listed several conservative Christian organizations as "hate groups" or "extremists" because of their religious views.

Republican lawmakers have also questioned the working relationship between the SPLC and the FBI.

U.S. Rep. Matt Gaetz, R-Fla., said groups like the Christian Family Research Council (FRC) have been unfairly labeled as hate groups by the SPLC, while members of “Antifa” have not.

“The SPLC’s conflation of mainstream political advocacy groups with legitimate hate groups and domestic terror groups is absurd, frequently indiscriminate and dangerous,” Gaetz said.

Cohen's exit comes a week after SPLC co-founder Morris Dees was dismissed and some center staff raised concerns over whether the group's mission of combating hate and discrimination conflicted with the treatment of its minority employees.

In addition to Dees, an assistant legal director also left over gender and race equity concerns. The center’s senior staff and board are largely white, according to the Advertiser.

About two dozen employees signed a letter raising concerns over “allegations of mistreatment, sexual harassment, gender discrimination, and racism threaten the moral authority of this organization and our integrity along with it,” the Los Angeles Times reported.

The Advertiser spoke with four employees who said there is a disconnect by what they saw as the center’s response to high-profile cases of police use of deadly force and prioritizing marketing and fundraising over civil rights work. The center remains a $450 million advocacy organization that surpasses other civil rights groups.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
