The Latest: Police look for motive in North Dakota deaths

The Latest on bodies found at a business in the Bismarck, North Dakota, suburb of Mandan (all times local):

5:50 p.m.

Police in North Dakota say they're searching for a motive for the killings of four people at a property management company in Mandan.

Chief Jason Ziegler says a suspect remains at large but emphasized there is no danger to the public based on evidence recovered at the crime scene.

Police found the bodies of three men and one woman Monday morning when they responded to a medical call at the building. The company, RJR Maintenance and Management, is in a business district about 100 yards back from a busy main road in Mandan known as the Strip.

Police have not said how the victims were killed and they've yet to release their names. Their families have not been notified.

Police investigating "several" bodies found at a North Dakota business are checking nearby surveillance video.

Police in Mandan say the bodies were found Monday morning after they responded to a medical call at a business. They released no other details.

Authorities were gathered outside RJR Maintenance and Management, a property management company.

The company is in a business district about 100 yards back from a busy main road in Mandan known as the Strip. Mandan is a town of about 22,000 adjoining the state capital of Bismarck.

Darin Helbling, a manager at a nearby bowling alley, says police asked to see his business' surveillance video. Helbling says it showed only a couple of vehicles on the road that separates the businesses since 10 p.m. Sunday.

10:40 a.m.

Police in North Dakota say "several" bodies have been found inside a business in suburban Bismarck.

Officers responded to a medical call at the business Monday morning and found several people dead inside. The Mandan Police Department did not say how many and did not immediately respond to a request for more details.

Morton County referred a request for comment to city police. The state Bureau of Criminal Investigation confirms that it's helping with the investigation. It hasn't offered any details.

Olympics: Tokyo 2020 unveils robots to help wheelchair users, workers

TOKYO (Reuters) – Tokyo 2020 Olympics and Paralympics organizers launched their ambitious Robot Project on Friday, unveiling two of the robots designed to assist supporters, workers and athletes at the Games.

The two products, Toyota’s Human Support Robot (HSR) and the Power Assist Suit from Panasonic, were demonstrated to the public for the first time in Tokyo.

The HSR, a small white robot with built-in facial features, will assist wheelchair users at the Olympics, which begin in July 2020.

The robots can carry food and other goods, guide viewers to their seats and provide event information.

“We will support people at the Olympics and at the stadium in wheelchair accessible areas,” said Minoru Yamauchi, who is in charge of Toyota’s 2020 robots program.

“In terms of service, we will be offering stress-free entry and viewing and the robot can also carry bags and other luggage items for the customers.”

There will be 16 HSR robots at Tokyo 2020 venues and Toyota hope to have similar products available for general sale by the early 2030s.

Panasonic also presented their offering, a battery-powered exoskeleton that assists with picking up heavy objects.

People are strapped into the Power Assist Suits, which enable users to repetitively lift and carry objects without putting a strain on their back.

They will be used by workers at Olympic and Paralympic venues, as well as the athletes’ village.

Tokyo 2020 organizers have long maintained next year’s summer showpiece will be the most innovative ever and more robots are expected to be announced later.

“At Pyeongchang there are examples of robots being used at the Games but I don’t think it was to this sort of practical level,” said Tokyo 2020 Vice Director General Maasaki Komiya.

“So, let me reiterate, we want to give the impression that robots are actually usable and they can become part of our daily lives.”

“At past Games I do not believe that we really saw robots as part of the Games.”

The Olympics begin on July 24, 2020 with the Paralympics commencing a month later.

Prison activist Mumia Abu-Jamal to get new appeals hearing

A former Black Panther and death row activist convicted of killing a Philadelphia police officer will get a new appeals hearing after the city prosecutor dropped his opposition to it.

Sixty-four-year-old Mumia Abu-Jamal is serving a life sentence after spending decades on death row in the 1981 slaying of Officer Daniel Faulkner during a traffic stop.

A city judge granted him a new hearing in December after the U.S. Supreme Court said a former Pennsylvania justice who heard his appeal had a potential conflict of interest in a similar case.

District Attorney Larry Krasner initially fought the hearing, fearing the judge's order could affect a large number of other convictions.

Krasner says Wednesday he's dropped his challenge because Common Pleas Judge Leon Tucker has narrowed the scope of his order.

Singapore inflation rate seen slightly higher in January: Reuters poll

Singapore (Reuters) – Singapore’s consumer price index probably rose 0.6 percent in January from a year earlier, a Reuters poll showed, increasing slightly from 0.5 percent in December.

The slight increase in prices was expected in part due to higher transport costs and food prices before the Lunar New Year holidays in early February, analysts say.

“Higher food prices ahead of the Lunar New Year festive period, the full impact of public transport fare increases and the seasonal rise in education fees are likely to have been the biggest contributors to inflation,” ANZ bank said in a note on Friday.

The poll also showed that the Monetary Authority of Singapore’s (MAS) core inflation measure likely increased 1.9 percent from a year earlier in January, unchanged from the previous month.

According to the poll, January’s annual core inflation rate was 1.9 percent, unchanged from the previous month’s pace.

The central bank’s core inflation measure excludes changes in the price of cars and accommodation, which are influenced more by government policies.

“A strong labor market is expected to keep core inflation elevated around current levels,” ANZ said.

For the October-December quarter, Singapore reported the slowest annual growth rate in more than two years, and the city-state’s trade ministry warned that manufacturing is likely to face significant moderation this year.

Trump mocks Green New Deal, pokes fun at electric cars during Michigan rally

President Trump returned to a favorite campaign theme at his rally in Grand Rapids, Mich., Thursday night, mocking Democrats' Green New Deal as "an extreme, $100 trillion government takeover" of the economy.

"I'd rather not talk about it tonight, Trump told his audience, "because I don't want to talk them out of it too soon. Because I love campaigning against the Green New Deal. I want them to make that a big part of their platform."

The plan, championed by Rep. Alexandria Ocasio-Cortez, D-N.Y., and Sen. Ed Markey, D-Mass., calls for the U.S. to shift away from fossil fuels such as oil and coal and replace them with renewable sources such as wind and solar power. It also calls for virtual elimination by 2030 of greenhouse gas emissions that have been tied to climate change. Opponents of the plan have seized on background materials briefly published on Ocasio-Cortez's website, which included a promise that the proposal would include guaranteed economic security even for those "unwilling to work" and a line that noted, "We set a goal to get to net-zero, rather than zero emissions, in 10 years because we aren’t sure that we’ll be able to fully get rid of farting cows and airplanes that fast."

"No more airplanes, no more cows," Trump said. "One car per family ... You know, I don't think one car per family in Michigan plays too well, do you agree? Not too well.

"And it's got to be, of course, an electric car," the president went on as the crowd jeered the Green New Deal. "Even if it only goes, what? 160 miles? What do you do? It's 160 miles. Darling, where do I get a charge? Where do I get a charge?"

Trump's jabs came days after 42 Democrats and Sen. Bernie Sanders, I-Vt., voted "present" on a non-binding resolution that would have begun debate on the Green New Deal. Not a single senator voted to break the filibuster, while 57 senators -- including three Democrats and Sen. Angus King, I-Maine -- voted "no." In addition to Sanders, five Democratic presidential candidates who have previously backed the Green New Deal voted "present": Kamala Harris of California, Cory Booker of New Jersey, Elizabeth Warren of Massachusetts, Amy Klobuchar of Minnesota and Kirsten Gillibrand of New York.

Democrats described the vote, orchestrated by Senate Majority Leader Mitch McConnell, R-Ky., as a "sham vote" meant to avoid a genuine debate on the effects of climate change.

UK watchdog urges EU to make financial market access flexible

LONDON (Reuters) – The European Union’s system of financial-market access needs adapting to avoid disputes between the EU and Britain over rules after Brexit, a top UK regulator said on Tuesday.

Andrew Bailey, chief executive of the Financial Conduct Authority, said future regulation in Britain will hinge on where the EU system of “equivalence” leads to.

Equivalence refers to Brussels granting foreign banks direct access to customers in the EU if it determines that their home rules are similar enough to those in the EU.

But for this to work after Brexit, it needs a “rules of the game” agreement setting out how equivalence is determined and a mechanism for handling disputes, Bailey said.

Equivalence should be based on whether the outcomes of foreign and EU regulation are the same, rather than on actual rules being written in the same way, Baile said.

Focusing on outcomes was critical, since Britain has a history of common law and preference for broad principles, while the EU has moved to harmonized rules, Bailey said.

“Left to our own devices, I think the UK regulatory system would evolve somewhat differently,” Bailey said in a speech at Bloomberg.

The EU has said that equivalence was the most likely form of market access for Britain’s financial sector to the EU, its most important customer.

Critics say the system is patchy, unpredictable and access can be withdrawn at short notice, citing the four years it took for the Europe and the United States to agree on clearing rules.

“We need to be careful here because I would submit that the record to date indicates that all of us are good at talking the language of outcomes but practicing the world of rules,” Bailey said in a speech at Bloomberg.

Britain’s government has called for “enhanced” equivalence to avoid the UK becoming a “rule taker” or continually copying EU law, but Brussels has shown little appetite for radically overhauling its system.

Faced with a major foreign financial center on its doorstep after Brexit, the EU has instead tightened access for foreign clearing houses and investment firms.

Banks, insurers and fund managers in Britain have opted to play safe and open new EU hubs.

Britain has introduced equivalence along with all EU financial rules into national law as part of its Brexit preparations.

The FCA is already fending off pressure for a tit-for-tat response to moves by EU regulators to ban trading of thousands of shares outside the bloc – including leading UK stocks – if there is a no-deal Brexit.

German soccer club pays tribute to deceased neo-Nazi fan

Tributes at a soccer game to a self-professed neo-Nazi hooligan who died last week have led to a spate of departures from an eastern German club.

Chemnitzer FC showed a portrait of known hooligan Thomas Haller on a screen in the stadium before its lower-league match against VSG Altglienicke. The team's fans dressed in black and held flares aloft behind a banner with the words "Rest in peace, Tommy" in gothic script, while a display with a white cross on a black background was unfurled.

Fans also observed a sort of minute's silence and the stadium announcer gave a speech paying tribute to Haller's support for the club.

"Family, friends and companions are in deep mourning," the announcer said. "He lived for Chemnitzer FC."

The praise for Haller even ended up on the field when Chemnitz forward Daniel Frahn held up a black T-shirt bearing the motto "Support your local Hools" after scoring in the 4-4 draw.

"I didn't know this T-shirt was so widely used in the Nazi scene," said Frahn, who said it was sold to help raise money for Haller's medical treatment.

Haller, the founder of the club's "HooNaRa" (Hooligans-Nazis-Racists) fan group in the early 1990s, died of cancer last week. His company, Haller Security, provided security for the club until 2006.

In 2007, Chemnitz banned "HooNaRa" and the "NS-Boys" group, which used a Hitler Youth as its logo. The "Kaotic Chemnitz" group was banned in 2012 but members remain active.

Energie Cottbus supporters also paid tribute to Haller with a banner at their game against Preussen Muenster on Saturday.

Local broadcaster MDR reported that Haller was a prominent member of the far-right scene in Chemnitz and that he took part in the racially motivated riots in the city last August.

Chemnitz fan representative and local politician Peggy Schellenberger honored Haller on Facebook, writing: "We had our differences but there was also another human side. We were always fair, straight, apolitical and cordial with each other - that set you apart. Rest in peace!"

Schellenberger, a member of the center-left SPD party, has since deleted the post.

Chemnitz said on Sunday it did not sanction the tributes to Haller, but that it had given its fans "the opportunity to mourn together."

On Monday, the club said it was removing Schellenberger from her duties at the club, while Maximilian Gloes, who had been in charge of communications, was also dismissed. The club also said it will no longer employ Olaf Kadner as stadium announcer.

Chemnitz chairman Thomas Uhlig resigned from the club on Sunday.

"In order to keep further damage away from Chemnitzer FC, I have decided to step down from all positions with immediate effect," said Uhlig, who said he was responsible for what happened on match days.

Main sponsor Sparkasse is withdrawing its support at the end of the season, though it had already informed the club before Haller was honored.

"The events from Saturday confirm that this was the right decision," Sparkasse spokesman Sven Muecklich said.

German soccer federation vice president Rainer Koch said Monday that the association was distancing itself from the events in the Chemnitz and that he hoped the local league association would take "the right measures."

The North East Football Federation, known as NOFV, is likely to sanction both the club and Frahn for his mid-game tribute to Haller.

"There was at least one incident in the game that does not belong in a regional league game," NOFV managing director Holger Fuchs told Kicker magazine. "It's conceivable that the sports court of the NOFV will be charged with preliminary investigations with the possibility of a subsequent court proceeding."

The club has already filed criminal charges against "unknown individuals" with the Chemnitz public prosecutor and says it will give its "full support" to the investigations.

"It is known that well-known people from the far-right scene traveled to Chemnitz and Saxony from other cities on this day," the club said in a statement, adding it rejects "every form of right-wing radicalism."

LONDON (Reuters) – A London court case to extradite Arif Naqvi, founder of collapsed private equity firm Abraaj Group, to the United States on fraud charges was adjourned until May 24, a court official said on Friday.

Naqvi was remanded in custody until that date, the official said. A former managing partner of Dubai-based Abraaj, Sev Vettivetpillai, was released on conditional bail to appear again at Westminster Magistrates Court on June 12, the official said.

Under the U.S. charges, both men are accused of defrauding U.S. investors by inflating positions held by Abraaj in order to attract greater funds from them, causing them financial loss, the official said.

Vettivetpillai could not be reached for a comment.

Naqvi, in a statement released through a PR firm, has pleaded innocent.

The U.S. Securities and Exchange Commission alleges that Naqvi and his firm raised money for the Abraaj Growth Markets Health Fund, collecting more than $100 million over three years from U.S.-based charitable organizations and other U.S. investors.

Naqvi and Vettivetpillai were arrested in Britain earlier this month. Another executive, Mustafa Abdel-Wadood was arrested at a New York hotel, Assistant U.S. Attorney Andrea Griswold said at a hearing in Manhattan federal court on April 11.

Abdel-Wadood appeared at the Manhattan hearing and pleaded not guilty to securities fraud, wire fraud and conspiracy charges.

WASHINGTON (Reuters) – Former U.S. Vice President Joe Biden, in his first interview as a Democratic presidential candidate, said on Friday that he does not believe he treated law professor Anita Hill badly during the 1991 confirmation hearings for Supreme Court Justice Clarence Thomas.

Biden had joined the burgeoning 2020 Democratic field a day earlier.

Biden’s conduct during those hearings, when he was chairman of the U.S. Senate Judiciary Committee, became a renewed subject of controversy after the New York Times reported that Biden had called Hill earlier this month in the run-up to his presidential bid and that Hill was dissatisfied with Biden’s expression of regret.

Appearing on ABC’s “The View,” Biden largely defended his actions as a senator almost 30 years ago, saying he believed Hill’s allegations of sexual harassment levied at Thomas and tried to derail his confirmation.

Activists have long been unhappy that Hill was questioned in graphic detail by the all-white, all-male committee chaired by Biden.

“I’m sorry she was treated the way she was treated,” Biden said, but later, he asserted, “I don’t think I treated her badly. … How do you stop people from asking inflammatory questions?”

“There were a lot of mistakes made across the board and for those I apologize,” he said.

Biden praised Hill as “remarkable” and said she is “one of the reasons we have the #MeToo movement.”

Asked why he had not reached out to Hill earlier, Biden said he had previously publicly stated he had regrets about her treatment and that he “didn’t want to quote invade her space.”

That seemed to be a reference to another controversy that looms over Biden’s presidential run: allegations by several women that he made them uncomfortable by touching them at political events.

Biden also addressed that criticism, saying he was now more “cognizant” about a woman’s “private space.” But he maintained that he had been “trying to bring solace.”

He suggested he was still trying to sort out the guidelines for his conduct going forward.

“I should be able to read better,” he said. “I have to be more careful.”

Pressed by the show’s panel for an apology to his accusers, Biden would not entirely capitulate.

“So, I invaded your space,” he replied. “I mean, I’m sorry this happened. But I’m not sorry in a sense that I think I did anything that was intentionally designed to do anything wrong or be inappropriate.”

Biden, 76, served as former President Barack Obama’s vice president for two terms. He is competing with 19 others for the Democratic presidential nomination and the chance to likely face President Donald Trump next year in the general election.

His first public event as a presidential candidate is scheduled for Monday in Pittsburgh.

SAN FRANCISCO (Reuters) – Tesla Inc’s stock slumped over 4% on Friday to its lowest price in two years, rounding out a rough week that included worse-than-expected quarterly results and a pitch by Chief Executive Elon Musk on autonomous cars that failed to win over investors.

With investors betting Tesla will soon raise capital, the stock has fallen 13% for the week to its lowest level since January 2017, before the launch of the Model 3 sedan aimed at making the electric car maker profitable.

One positive development for Tesla: a U.S. District Court judge on Friday granted a request by Musk and the Securities and Exchange Commission for a second extension to resolve a dispute over Musk’s use of Twitter.

On Wednesday, Tesla posted a worse-than-expected loss of $702 million for the March quarter. Musk said Tesla would return to profit in the third quarter and that there was “some merit” to raising capital.

Musk is still battling to convince investors that demand for the Model 3, the company’s first car aimed at the mass consumer market, is “insanely” high, and that it can be delivered efficiently to customers around the world.

Tesla ended its first quarter with $2.2 billion, down from $3.7 billion in the prior quarter, and the company is planning expansions including a Shanghai factory, an upcoming Model Y SUV, and other projects.

On Monday, Musk hosted a self-driving event, where he predicted Tesla would have over a million autonomous vehicles by next year. Some analysts perceived the presentation as a way to deflect attention from questions about demand, margin pressure, increasing competition and even Musk’s ongoing battle with U.S. regulators.

Tesla’s stock has now fallen 29 percent in 2019 and the company’s market capitalization has declined to $41 billion from $63 billion in mid-December.

Analysts now expect Tesla’s revenue to expand 19% in 2019, compared with 83% growth in 2018 and 68% growth in 2017, according to Refinitiv.

Following Tesla’s quarterly report, 12 analysts recommend selling the stock, while 11 recommend buying and eight are neutral. The median analyst price target is $275, up 16% from the stock’s current price of $236. Berenberg analyst Alexander Haissl has the most optimistic price target, at $500, while Cowen and Company’s Jeffrey Osborne has the lowest, at $160, according to Refinitiv.

Former CIA Director John Brennan pushed back Friday on President Trump’s charge that he knew about or participated in an attempt to overthrow the American government.

“I don’t think it’s surprising at all that we continue to hear the sociopathic ramblings of Mr. Trump claiming that there was this effort to try to prevent him from being elected or to unseat him,” he told MSNBC’s Hallie Jackson.

Brennan was reacting to comments Trump made during an interview with Sean Hannity on Thursday night.

Trump specifically criticized Brennan, along with former Director of National Intelligence James Clapper, former FBI Director James Comey, and former Deputy FBI Director Andrew McCabe, in the fiery interview.

His comments followed the release of Special Counsel Robert Mueller‘s report which stopped short of accusing the president of either obstruction of justice or collusion with Russia.

Brennan added he welcomed further investigation into his and other officials’ conduct while they served in government. “I’ve testified in front of Congress … Absolutely, I’ll do it again,” he said.

Brennan also disputed Sen. Rand Paul’s, R-Ky., claim that he “insisted that the unverified and fake Steele dossier be included in the Intelligence Report.”

Journalist Bob Woodward similarly promoted the idea that the CIA pushed to include the Steele dossier in the intelligence community assessment surrounding Russian election interference.

“That’s absolutely incorrect and 180 degrees from the truth. It was CIA that was pushing not to have it included and not to be taken into account at all in that intelligence community assessment.

The street art – which was first noticed by people Thursday night – purportedly shows a child clutching a sign of the Extinction Rebellion emblem while planting a small flower with the words “From this Moment Despair Ends and Tactics Begin.”

It comes on the day that Extinction Rebellion backed up their protests which snarled traffic in the British capital for nearly two weeks.

CLIMATE ACTIVISTS GLUE THEMSELVES TO LONDON STOCK EXCHANGE ON ‘LAST DAY’ OF PROTESTS

A Bansky collector and expert told The Guardian he believes the mural on Marble Arch is an authentic piece by the Bristol street artist.

John Brandler, who owns a dozen pieces by Banksy, said he believes it’s an original because of its execution and theme.

“I’m convinced about the one in London for two reasons: it’s a topic that he would support, and it’s a continuation of the Port Talbot piece that appeared in December 2018,” he said. “The name in the corner is not important, the signature is the work. And this is a Banksy. It’s a wonderful statement and beautiful piece.”

A spokesperson for Westminster council told The Guardian that they are investigating the authenticity of the art piece. Banksy has not confirmed the authenticity.

Extinction Rebellion – self-described “rebels” – have recently made headlines for snarling traffic and public transit in London through a series of blockades. They ended their 10-day outlandish demonstrations on Thursday but not before several members glued themselves to the London Stock Exchange building.

Calvin Benson, 48, a supporter of the climate change activist group, told Sky News that the artwork “represents the will of the people that were here and the people of the nation.”

Bansky, who has never disclosed his full identity, began his career spray-painting buildings in Bristol, England, and has since become one of the world’s best-known artists.

His mischievous and often satirical images include two policemen kissing, armed riot police with yellow smiley faces and a chimpanzee with a sign bearing the words, “Laugh now, but one day I’ll be in charge.”

His artwork titled “Girl With Balloon” – one of his best-known works – was sold on auction for $1.4 million last October just before it self-destructed.

Videos from inside the Sotheby’s in London show the painting partially running through a shredder embedded in the frame and emerging from the bottom as strips.

A video on Banksy’s website after the incident appeared to imply that the painting’s partial shredding was supposed to have been complete.

“In rehearsals, it worked every time…” the video notes at the end.
