Texas woman, 18, says she’s the mother of baby whose body was found in cemetery flowerpot

The mother of a baby who was found buried inside a flowerpot at a Texas cemetery last month came forward to authorities after seeing news coverage of the story, officials said.

The unidentified 18-year-old woman identified herself as the mother of the baby, the Carrollton Police Department stated in a news release  Monday.

Her baby was found on March 11 by a caretaker at the Perry Cemetery in Carrollton, a city roughly 20 miles northwest of Dallas, police previously said.

The caretaker "emptied what he knew to be an out of place flowerpot and discovered the body of a deceased infant beneath the pot's soil," the news release said.

Authorities said the baby "was a girl, 34 weeks to full term, and weight just under six pounds."

The mother of the infant is cooperating with authorities, who said an investigation is ongoing.

Singapore activist fined for public Skype call with HK protest leader

SINGAPORE (Reuters) – A Singapore court fined a rights activist on Thursday for organizing an assembly without a permit after he organized a public conference where a high-profile Hong Kong pro-democracy leader spoke via Skype.

Activist Jolovan Wham was sentenced a fine S$2,000 ($1,478.52) for organizing a public assembly without a permit. He was also sentenced to a fine of S$1,200 for refusing to sign a statement that he gave to police.

Judge Kessler Soh told the court that Wham went ahead with the event “despite being informed that the event needed a permit”.

His lawyer, Eugene Thuraisingam said that Wham will appeal the conviction but if that fails, Wham will not pay the fines.

According to the court’s ruling, Wham would be jailed for 16 days unless the fines are paid.

The multi-ethnic city-state has strict laws regulating public assembly and bans foreigners from participating in events dealing with a political cause.

Its laws have been subject to criticism by rights groups who say that they severely limit freedom of speech and assembly.

The government has held the position that Singapore’s laws and regulations were needed to maintain social order and harmony.

The “Civil Disobedience and Social Movements” conference took place more than two years ago and involved a panel of activists critical of the Singapore government.

Pro-democracy leader Joshua Wong, who helped organize protests in Hong Kong in 2014, participated in the event via Skype.

The 2014 “Umbrella Movement” in Hong Kong blocked major roads for 79 days, presenting Beijing with one of its biggest political challenges in decades.

Last year, Hong Kong’s highest court freed Wong and two others, reversing a decision by a lower court to jail them for unlawful assembly.

OECD troubled by allegations Canada meddled in SNC-Lavalin case

OTTAWA (Reuters) – A major intergovernmental economic group expressed its concern on Monday over allegations the Canadian government tried to interfere in a criminal case against a major construction firm and reminded Ottawa of its promise to respect the independence of prosecutors.

The Liberal government of Prime Minister Justin Trudeau is mired in a crisis over allegations that top officials pressured a former attorney general to direct prosecutors to strike a deal with SNC-Lavalin Group Inc rather than go ahead with a corruption trial on charges of bribing officials in Libya.

The Organisation for Economic Cooperation and Development (OECD) said its working group on bribery was “concerned by recent allegations of interference in the prosecution of SNC-Lavalin.”

The OECD, made up of 36 states with advanced economies, does research and helps member countries draw up economic policies. Canada is a member.

“As a party to the (OECD’s) anti-bribery convention, Canada is fully committed to complying with the convention, which requires prosecutorial independence in foreign bribery cases,” the OECD said in a statement.

The working group has sent a letter to Ottawa confirming its reasons for being worried, the organization added.

Adam Austen, a spokesman for Foreign Minister Chrystia Freeland, said the government acknowledged the OECD’s concerns and would provide updates “on the robust and independent domestic processes currently underway in Canada.”

Last Thursday, Trudeau denied he or his officials had interfered in the judicial system.

Polls show the affair is starting to undermine voter support for the Liberals ahead of an October election, where they will be pressed hard by the official opposition Conservatives.

“The eyes of the world are on Justin Trudeau’s corruption scandal. His political interference in SNC-Lavalin’s criminal prosecution has undermined our rule of law to the point that our allies are now flagging Canada for corrupt practices,” said Conservative leader Andrew Scheer, repeating calls for Trudeau to resign.

SEOUL/HONG KONG (Reuters) – A slowing global economy and abrupt end to Federal Reserve policy tightening have shifted rate cut expectations in Asia to probable from possible, with the market betting on moves by a growing list of central banks.

New Zealand sent the clearest signal on Wednesday when its central bank kept interest rates at a record low of 1.75 percent, but said a weak external environment meant its next move was more likely to be a cut.

Money markets are pricing in a strong chance of a cut in Australia this year. The Philippines, India and Indonesia also have room to reverse some of last year’s multiple interest rate hikes aimed at protecting the peso, rupee and rupiah from emerging market turmoil, economists say.

In Malaysia, rate cut calls are growing louder as inflation has turned negative, while policymakers in Japan debated further stimulus amid concerns over waning global demand, according to minutes from the Bank of Japan’s March meeting.

A new and unexpected member of the club of potential rate cutters is South Korea, where the government bond yield curve has flattened rapidly, signaling economic weakness that economists believe the Bank of Korea may address.

In China, although reductions in bank reserve requirements are seen as Beijing’s main monetary policy easing tool, some analysts also expect cuts in benchmark rates.

“This shifting growth-inflation mix combined with a concluded Fed tightening cycle calls for a significant change in the course of monetary policy across Asian economies,” ANZ economists said in a quarterly note on Wednesday.

“We now expect all central banks in the region to either hold interest rates or move into accommodation mode,” they said.

This is a remarkable turnaround. Only last year the debate in trade-deficit countries was about how high rates could go, and Japan’s central bank was contemplating exiting unorthodox stimulus policies.

However, the tone in Asia is not only set by the Fed.

China’s trade war with the United States and several measures to curb financial risk-taking last year are weighing more heavily than expected on the world’s second biggest economy and Asia’s growth engine.

FLATTENING YIELD CURVES

Expectations for monetary policy easing have increased with the emergence of a bad omen for economic growth in the United States, and implicitly, the world.

Yields on benchmark U.S. 10-year Treasury notes fell below three-month rates on Friday for the first time since mid-2007, an inversion that preceded every U.S. recession over the past 50 years.

This time might be different because central bankers are not worried about inflation and low yields are a global malaise.

Still, investors and policymakers took notice.

Former Fed chief Janet Yellen told a Hong Kong conference on Monday that while the yield curve inversion may not herald a recession, it might signal the need to cut rates.

Extend that rationale to flattening yield curves across Asia, and the circle of potential rate cutters is expanding.

South Korea’s 2/10-yield curve this week was briefly flatter than Japan’s curve, which has had a pancake shape for years.

South Korea’s housing market, one of the world’s hottest in 2018, has lost steam after the government tightened regulations.

As fears ease about housing debt, which was running at levels seen in the United States before the subprime crisis, the Bank of Korea has some room for maneuver.

“I’m currently reviewing my forecast to bring forward the timing of a cut,” said Kong Dong-rak, a fixed income analyst at Daishin Securities.

Senior White House adviser Jared Kushner said Tuesday that a detailed plan for a merit-based immigration system will be presented to President Trump, giving priority to skilled immigrants rather than those with family ties to the U.S.

“I do believe that the president’s position on immigration has been maybe defined by his opponents by what he’s against as opposed to what he’s for,” Kushner said at the Time 100 Summit in New York City. “What I’ve done is I’ve tried to put together a very detailed proposal for him.”

Kushner announced that the new immigration proposal, which Trump will receive this week or next, will resemble the point-based systems in Canada, Australia and New Zealand, and will unify people by ensuring strong wages and secure borders while protecting humanitarian values.

We want to make sure we’re reunifying families, and we want to do this in a way that allows our country to be competitive long term,” he said. “And my hope is we can really do something that unifies people around what we’re for on immigration.”

Kushner denied in the same talk that he has clashed with White House staffer Stephen Miller, who’s seen as tougher on immigration than others, adding that the plan was concocted with the help of Miller and Kevin Hassett, chairman of the Council of Economic Advisers.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.
