WASHINGTON (Reuters) – A top White House economic adviser said on Tuesday he was “cautiously optimistic” the United States would strike a trade deal with China and that a lot of progress was being made in negotiations.

Speaking at a luncheon at the National Press Club, National Economic Council Director Larry Kudlow said the two nations still had issues to address and were discussing a “visitation exchange” as part of their ongoing talks.

WASHINGTON (Reuters) – Three of eight countries granted waivers by Washington to import oil from Iran have now cut the imports to zero, a U.S. official said on Tuesday, adding that improved global oil market conditions would help reduce Iranian crude exports further.

The United States reimposed sanctions on Iran after President Donald Trump last May withdrew the country from a 2015 nuclear deal between Iran and several world powers, accusing it of supporting terrorism and conflicts in Syria and Yemen.

While the United States has set a goal of completely halting Iran’s oil exports, it granted temporary import waivers to China, India, Greece, Italy, Taiwan, Japan, Turkey and South Korea to ensure low oil prices and no disruption to the global oil market.

The Trump administration is currently in consultations with the countries ahead of a May 2 deadline when the waivers expire.

“In November, we granted eight oil waivers to avoid a spike in the price of oil. I can confirm today three of those importers are now at zero,” Brian Hook, the special U.S. envoy for Iran, told reporters.

Hook did not identify the three countries.

“There are better market conditions for us to accelerate our path to zero,” Hook said. “We are not looking to grant any waivers or exceptions to our sanctions regime.”

Hook said U.S. oil sanctions against Iran removed about 1.5 million barrels of Iranian oil exports off the market since May 2018.

“This has denied the regime access to well over $10 billion in (oil) revenue – a loss of at least $30 million a day,” he said.

Oil prices on Tuesday hit their highest level so far in 2019, with Brent crude approaching $70 a barrel on the prospect that more sanctions against Iran and Venezuelan disruptions could deepen an OPEC-led supply cut.

Analysts believe the administration is likely to extend the waivers to the remaining five countries to placate top buyers China and India and to decrease the chance of higher oil prices.

China, India, Japan, South Korea and Turkey are likely to be given waivers that could cap Iran’s crude oil exports at about 1.1 million barrels per day, U.S.-based analysts at Eurasia Group said in January. That would remove Italy, Greece and Taiwan from the waivers list.

Hook said a decision on whether to extend the waivers would be made “in due course.” A total of 23 countries that once imported Iran oil had cut imports to zero, he added.

“With oil prices actually lower than they were when we announced our sanctions and global production stable, we are on the fast track to zeroing out all purchases of Iranian crude,” Hook said.

A senior Trump administration official told reporters on Monday that the U.S. government was considering additional sanctions against Iran that would target areas of its economy that have not been hit before.

Hook said more than 26 rounds of U.S. sanctions against Iran had restricted the country’s cash flow and constrained its ability to operate in the region.

Earlier on Tuesday, U.S. Secretary of State Mike Pompeo blamed Iran’s government of mismanagement that has led to devastating flooding across the country. At least 47 people have been killed in the past two weeks from flash floods.

TOKYO (Reuters) – Japanese prosecutors entered Carlos Ghosn’s residence early on Thursday morning to ask him to submit to questioning over payments made by Nissan Motor to an Omani dealer when he was chairman of the automaker, NHK said on Thursday.

The public broadcaster and other Japanese media have reported that prosecutors will likely arrest Ghosn, who was earlier released on bail following three earlier indictments for financial wrongdoing.

Officials at the Tokyo prosecutors office and Ghosn’s lawyer were not available for comment outside regular business hours.

NEW DELHI (Reuters) – From a monthly dole for the poor to jobs quota for women, India’s main opposition Congress party is making one promise after another in a bid to oust Prime Minister Narendra Modi in a multi-phase general election that starts next week.

Modi’s ruling Bharatiya Janata Party (BJP) has also weighed measures to woo farmers, small business owners and those who are less well-off.

Here are the main promises made by Congress, which will release its election manifesto on Tuesday.

“ASSAULT ON POVERTY”

Congress will give 72,000 rupees ($1,038) to each of India’s poorest families every year if voted back to power, its president Rahul Gandhi said last week, calling the move a “final assault on poverty”.

The program, to be implemented in phases, would benefit 250 million of a population of 1.3 billion, Gandhi said.

The BJP has called the announcement a gimmick while some economists have called it fiscally irresponsible.

JOBS

Gandhi says there are 2.2 million vacant government jobs and that Congress will fill them by March 31, 2020 if voted back to power.

WOMEN EMPOWERMENT

The party has promised to reserve a third of federal government jobs for women and push through the long-pending Women’s Reservation Bill, which provides for 33 percent of seats in national and state assemblies to be reserved for women.

HEALTHCARE

Congress has promised to more than double healthcare spending to 3 percent of GDP by 2024, provide free diagnostics and medicines through public hospitals, set up more medical colleges and give financial support to medical students.

EDUCATION

It has promised to boost spending on education to 6 percent of GDP by 2023/24, up from an estimated 2.7 percent in 2018.

REMOVING REDTAPE

Gandhi has said he will relax rules for new businesses and offer tax incentives to firms in order to create jobs if he comes to power.

New businesses would not need any government permissions in the first three years of operations. Congress would scrap taxes on investors in new businesses and make bank loans easier.

GST

Congress has promised to reform the goods and services tax into a “simple and minimum tax”.

UNITED NATIONS (Reuters) – U.S. Special Representative for Venezuela Elliott Abrams said on Tuesday he hopes the U.N. Security Council will vote this week on a resolution calling for Venezuela to allow the entry of humanitarian assistance into the country.

Abrams, speaking ahead of a Security Council meeting on Venezuela sought by the United States, also told reporters that Washington would impose more sanctions on Caracas this week and next to bring additional pressure on the government of President Nicolas Maduro, whose legitimacy Washington has challenged.

“We’ll have a (Security Council) resolution this week which will certainly call for the admission of humanitarian aid into Venezuela and will comment on the events of the last few days,” Abrams told reporters.

His comments came days after troops loyal to Maduro violently drove back U.S.-backed foreign aid convoys from the border on Saturday, killing two protesters and prompting opposition leader Juan Guaido to propose that Washington consider “all options” to oust him.

Abrams denied Russian accusations that the United States is preparing to intervene militarily in Venezuela, but reiterated that U.S. President Donald Trump has said all options are on the table in dealing with Venezuela.

The United States has been pushing the 15-member Security Council to formally call for free, fair and credible presidential elections in Venezuela with international observers, a move that prompted Russia to propose a rival draft resolution.

Moscow and Washington have been at loggerheads over a U.S.-led campaign for international recognition of Guaido, the Venezuelan opposition leader and head of the country’s elected National Assembly, over Maduro. Guaido last month declared himself the interim head of state.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Julio Cesar Rocha, 25, of Montlcair, Calif. was located in Mexico Wednesday and returned to California where he faces murder and attempted murder charges related to the death of his ex-girlfriend, Thalia Flores.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. COLORADO ENACTS ‘RED FLAG’ LAW TO SEIZE GUNS FROM THOSE DEEMED DANGEROUS, PROMPTING BACKLASH

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
