Troy Tulowitzki homered in his first spring at-bat with the New York Yankees, the blast coming against the team that released him as part of a 3-0 win over the Toronto Blue Jays on Monday at Tampa, Fla.

Tulowitzki was let go by Toronto in December and is trying to revive his once-standout career with the Yankees. He delivered a message to the Blue Jays with his shot off right-hander Marcus Stroman as his first-inning swing sent the ball over the wall in the right-field corner.

“No doubt about it, it was definitely extra special,” Tulowitzki told reporters afterward. “It was a team that basically told me I couldn’t play anymore. It is spring training. It is what it is. But it was a big day for myself.”

Erotic Dancer Defends Photo of Child Stuffing Money in G-String

A photo of a child stuffing money in a burlesque performer’s G-string sparked outrage this week, causing the entertainer to delete her post.

But instead of apologizing for the shocking nature of the picture, the stripper doubled down, defending her right to sexualize children.

The incident began this week when New Orleans-based burlesque dancer Bella Blue posted the photo to Facebook with a caption reading: “This little girl was at brunch a few weeks ago and her family was encouraging her to tip and engage with me. It’s always so refreshing to see families actively destigmatizing and changing narratives around bodies and sexuality.”

The post continued:

“At the end, her mom (who’s back there taking pics!) came up to me and said ‘thank you for showing her that being a strong woman is ok.’ And I told her ‘No, no. Thank YOU for exposing her to burlesque and for encouraging her to experience it.’”

By Wednesday, Bella had deleted the post claiming it was causing “hate” and “division” which she thought would be better directed toward “our administration or racism or equal rights.”

According to Pluralist.com, she added she had no problem with children interacting with strippers if it’s done “in an environment that is suited for them.”

“I still think it’s ok for children to see burlesque in an environment that is suited for them,” Bella reportedly wrote in subsequent posts which have also been deleted. “I still think that the family bringing this child and encouraging her to tip destigmatizes everything we grow up learning about bodies.”

Critics online condemned the photo, which essentially depicts a child’s loss of innocence.

“I’m ready for the cleansing fire,” wrote blogger and author Roosh V.

U.S. judge issues injunction against Trump asylum policy

(Reuters) – A U.S. judge on Monday issued an injunction halting the Trump administration’s policy of sending some asylum seekers back across the southern border to wait out their cases in Mexico.

The ruling is slated to take effect on Friday, according to the order by U.S. District Judge Richard Seeborg in San Francisco.

WASHINGTON (Reuters) – Democrats and Republicans in the U.S. Congress rejected President Donald Trump’s proposed cuts to diplomacy and foreign aid budgets as dangerous to national security on Wednesday, setting the stage for a budget battle with the White House.

The ranking Republican on the House of Representatives subcommittee that oversees State Department spending, Hal Rogers, said he was “disappointed” after viewing Trump’s budget request, which he said slashes the State Department budget by about $11 billion to $40 billion.

Rogers said spending on diplomacy and foreign aid was “a central component of our national security.”

Democratic Representative Nita Lowey, who chairs the full Appropriations committee and the subcommittee, also rejected the proposed cuts. “I am astonished that three years into his administration the president still does not appreciate the merits of sustained investments in diplomacy and development,” she said.

In written remarks submitted to the committee, Secretary of State Mike Pompeo said the proposed budget covered diplomatic efforts in trouble spots in Asia, the Americas, Europe and Latin America.

He said it proposed boosting State Department funding focused on countering China’s increased aggression in Asia and strengthening systems to target Russia’s growing threats to the United States and Western world.

“China is proactively applying its power and exerting its influence in the Indo-Pacific region and beyond,” Pompeo said, adding: “This budget prioritizes countering Russian malign influence in Europe, Eurasia, and Central Asia, and further strengthens the Department’s own systems against malign actors.”

Pompeo said resources would also fund efforts to reach an agreement with North Korea on ending its nuclear program and push back against Iran’s activities in Iraq, Yemen and Syria.

“The proposed request will allow us to protect our citizens at home and abroad, advance American prosperity and values, and support our allies and partners overseas,” Pompeo said.

He said the budget also requests new authority to support a democratic transition in Venezuela, including transferring up to $500 million to foreign assistance accounts.

Trump’s proposal calls for spending more U.S. taxpayer money on the military and a U.S.-Mexico border wall, while overhauling social safety-net programs in a budget plan likely to die in Congress but live on in his 2020 re-election campaign.

Democratic Representative Lois Frankel called Trump’s budget proposal “embarrassing and dangerous.”

Frankel, like Lowey, sharply criticized an expanded anti-abortion policy outlined by Pompeo on Tuesday, which cuts funding to groups that support abortion. “Your budget and action is devastating to the health of women around the world,” Frankel said.

“Your administration is abortion obsessed,” she said, adding that removing funding for women’s health issues had “devastating effects” for the health of women around the world.

Committee Republicans said they backed the policy. Representative Martha Roby thanked Pompeo for his stance.

Arrest made in double homicide of ex-pro hockey player, community advocate, police say

A man who was already in custody on suspicion of burglarizing two homes in Irvine, Calif. was arrested Thursday in connection with the slayings of a former professional hockey player and a mother of two in Newport Beach, Calif.

Wendi Miller, 48, and Darren Partch, 38, were discovered dead in Partch’s condominium Sunday evening when his roommate returned home from an Easter weekend getaway. Police were called to the home around 9:30 p.m. and did not detect any sign of forced entry.

Police said suspect Jamon Rayon Buggs, 44, of Huntington Beach, was being held at the Orange County Jail on suspicion of breaking into two homes in Irvine on April 20-21 when police charged him in the double homicide case, FOX 11 of Los Angeles reported.

Buggs was booked on suspicion of attempted burglary, shooting into an inhabited dwelling, and possession of a firearm by a felon, and hit-and-run for a previous incident before being slapped with the double murder charges, KTLA-TV reported.

He was being held on $1 million bond.

Friends told police they last saw Miller and Partch early Saturday morning when Miller offered to give Partch a ride home from a bar. Authorities announced Monday they were investigating the deaths as homicides without disclosing the nature of the relationship between the two.

Partch previously played minor league hockey as a forward for teams including the Waterloo Black Hawks and San Diego Gulls, according to Hockeydb.com.

Miller was the CEO of Wings for Justice, a nonprofit organization that advocates for children in the family court system. She worked for more than 12 years as a licensed psychologist in California and Michigan counseling children, individuals, couples and families and authored two books related to treating domestic violence victims, according to her online biography.

Luke Carpenter, identified by the Mercury News of San Jose as Miller's son, wrote on Facebook that his mother was fatally shot. He added, "It was told to us that she did not suffer. The police are still investigating all the details."

According to police, Buggs’ first attempted burglary occurred Saturday evening. He allegedly tried to break into a home in Irvine around 11:35 p.m. before the homeowner confronted him. Police said Buggs fled the scene, firing a single round outside the residence, KTLA reported.

A second homeowner reported an attempted burglary Sunday after reviewing surveillance footage that allegedly showed Buggs trying to force his way into the front door around 5 a.m. before fleeing, police said.

Police attempted to pull over a suspicious vehicle in the area around 12:15 a.m. Monday. The driver, later identified as Buggs, refused to stop before crashing his vehicle and running into an unoccupied home. Irvine police SWAT officers, the Anaheim Police Department and the Orange County Sheriff's Department all responded to the scene before Buggs eventually surrendered around 4 a.m.

Anyone with information about Buggs’s location before his arrest, or the case in general, are encouraged to call Detective Rick Henry at 949-644-3797. The investigation is ongoing.

Phoenix man who suspected wife of an affair kills her and 2 kids, spares youngest: police

Two young children and two adults were killed in Phoenix after a man accused his wife of having an affair with his brother, according to reports.

Police said Austin Smith, 30, confessed to Thursday’s murder rampage after his arrest.

He is accused of killing his 29-year-old wife, two of their three children and a 46-old man who was a friend of his brother’s.

Police said Smith spared his youngest daughter, 3.

“It is my understanding that for whatever reason he elected not to shoot her,” Sgt. Tommy Thompson said.

The wife Dasia Patterson was the first person killed. She was fatally shot after Smith confronted her about the affair, Fox 10 Phoenix reported.

After her denial, that’s when he told police God told him to shoot her, the station reported, citing court records.

He told police he next killed 5-year-old Nasha because she was going against God’s law and then killed 7-year-old Mayan with force because she was weeping for the wicked, according to the station.

The court records say Smith punched Mayan, threw her in the air and onto the floor, and then struck her in the head with a baseball bat.

The fourth victim, Ron Freeman, was killed after police said Smith drove to his brother’s apartment.

Freeman told Smith “he was crazy” to believe his brother and Patterson were having an affair, the Arizona Republic reported.

At the apartment, two other people were shot but survived, a 47-year-old woman and a 33-year-old man, the paper reported.

Puerto Rico oversight board loses bid to extend claims filing deadline

SAN JUAN (Reuters) – A U.S. judge on Wednesday denied a request by Puerto Rico’s federally created financial oversight board to extend a looming deadline to file claims, the latest hurdle for its plan to recoup billions of dollars paid to bondholders of potentially invalid debt issued by the island’s government.

Judge Laura Taylor Swain, who is hearing Puerto Rico’s bankruptcy cases, declined to extend a two-year statute of limitations that runs out on May 2, saying it was “not something I’m persuaded this court is allowed to do.” Edward Weisfelner, a lawyer for the board, said this could mean the board could be forced to file hundreds of lawsuits by that deadline against bondholders in order to preserve its claims.

The board, which filed bankruptcy for the U.S. commonwealth in May 2017 in an effort to restructure about $120 billion of debt and pension obligations, had requested more time, arguing that the judge had to rule first on the validity of certain debt before claims against scores of bondholders could be filed. Extending the deadline would have avoided unnecessary and costly litigation, according to the board. 

The judge also rejected a request by a creditors committee to pursue claims for fraud and other infractions against advisers, underwriters and public officials involved in potentially illegal Puerto Rico debt sales. The Official Committee of Unsecured Creditors, which includes labor unions, as well as suppliers and contractors to the Puerto Rican government, argued that the board would not pursue these claims. 

But Weisfelner told Swain 27 underwriters, nine law firms, and five accounting firms were being targeted for fraud and other claims.

In her denial, Swain said that “the ability to propose a confirmable plan of adjustment” was at stake and that the oversight board had not consented to the committee’s motion.

The court has yet to decide on the board’s January motion to void more than $6 billion of general obligation bonds sold in 2012 and 2014 on the basis they were issued in violation of debt limits in Puerto Rico’s constitution. Creditor groups involved in the bankruptcy have also sought to invalidate debt issued by the Public Buildings Authority and bonds sold for the island’s Employees Retirement System.

Several banks were ordered last week to comply with the board’s request for customer information that would be used in recovering bond payments.

During Wednesday’s court hearing, Martin Bienenstock, an attorney for the board, told Swain that negotiations to restructure about $9 billion of Puerto Rico Electric Power Authority’s (PREPA) debt were “very promising.” He also reported that transmission and distribution contracts with private companies are expected to be finalized in 2020’s second quarter.

Meanwhile, the oversight board this week filed a petition to the U.S. Supreme Court in an effort to overturn a Feb. 15 appeals court ruling that determined its members were unconstitutionally appointed. The board also asked the First Circuit Court of Appeals to stay the 90-day deadline it set to allow President Donald Trump and the Senate to constitutionally validate the appointments or reconstitute the board.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.
