Israeli army probes shooting death of West Bank Palestinian

The Israeli military says it's investigating the fatal shooting of a Palestinian man by an Israeli civilian earlier this month near the West Bank city of Nablus.

The inquiry comes the same day as Sunday's announcement by Israeli rights group B'Tselem saying it found inconsistencies in the initial report that the Palestinian man was armed with a knife.

On April 3, the Israeli driver shot Mohammed Abdel Fattah, 23, who he said tried to stab him after hurling a stone at his car.

Since 2015, Palestinians have killed over 50 Israelis in West Bank attacks, while Israeli forces have killed over 260 Palestinians there in the same period. Israel says most were attackers, but the army also has also used deadly force during clashes between protesters and soldiers.

President of Ukraine praises way Trump handles Putin

The president of Ukraine Friday strongly endorsed  President Donald Trump’s leadership and the way he handles Russian President Vladimir Putin.

“I think that this administration does an excellent, a great job. This is not an assumption,” Ukrainian President Petro Poroshenko said on Fox News’ “America’s Newsroom.” “I have a feeling that this U.S. administration clearly understands the possible danger of Putin.”

Poroshenko spoke out against Putin’s hostilities toward his country and said Putin’s only goal was to re-establish the glory of the “Russian Empire.”

“He wants to renew, to restore the Russian empire, the Soviet Union and he does not have any red line for reaching these results,” Poroshenko told co-host Bill Hemmer.

Wednesday marked five years since a popular uprising that resulted in a massacre in which nearly 100 protesters died and many were wounded. The protesters were supporting a trade agreement with the European Union that pro-Moscow president Viktor Yanukovych refused to sign.

Asked whether it is possible for President Trump to have a working relationship with Putin, “I think it’s possible to speak with Putin only with the position of strength” the Ukrainian leader told Hemmer, saying that sanctions and a strong global coalition were necessary.

“With this situation I am confident that only strong U.S., the global leadership of the United States and the leadership of President Trump can keep the world safe.” Porochencko said.

WASHINGTON (Reuters) – Democrats in the U.S. House of Representatives gave a cool reception to the replacement for the North American Free Trade Agreement on Wednesday as the top U.S. trade negotiator opened a campaign to win broad support for the accord in Congress.

Several Democrats said a closed-door meeting between United States Trade Representative Robert Lighthizer and their caucus failed to ease their concerns about the new U.S.-Mexico-Canada Agreement’s (USMCA) provisions on labor, biologic drugs and some other issues.

A USTR spokeswoman declined to comment on the meeting.

The support of Democrats, who control the House, is considered important to passage of the USMCA, and Wednesday’s meeting at the U.S. Capitol signaled that the Trump administration has a lot of work to do to address the party’s concerns.

Democrats questioned whether new labor standards aimed at ensuring workers have the right to organize can be adequately enforced, as this depends partly on Mexico passing new labor laws.

“What you’re hearing is that a lot of people don’t think it’s good enough,” Representative Pramila Jayapal said of USMCA after the meeting, adding that she was concerned the new pact would not solve the biggest shortcoming of NAFTA, which allowed Mexican wages to stagnate.

“We know that when you don’t have strong enforcement provisions, you are essentially facilitating the outsourcing of jobs and bad worker protections and undercutting of U.S. workers,” said Jayapal.

NAFTA dealt with labor provisions in an unenforceable side-letter, allowing unions in Mexico to remain weak and wages low, drawing factories from the United States and Canada.

While USMCA’s labor chapter is part of the trade agreement itself and requires Mexico to adhere to International Labor Organization standards, Democrats questioned whether this could be adequately enforced through a state-to-state dispute settlement mechanism.

The Mexican government expects its Congress to pass a labor bill by the end of April that it says will strengthen the rights of unionized workers and fulfill its commitments under USMCA.

Mexico “could say they passed the laws, but the laws could be very weak,” said Representative Judy Chu, a Democrat on the House Ways and Means Committee.

She said Lighthizer told Democrats that he believed that Mexico’s labor law would meet the terms of the agreement and that any enforcement issues could be resolved through a subsequent agreement following ratification. Jayapal added that Lighthizer said this could be addressed through implementing legislation.

Some Democrats said that Lighthizer listened closely to their concerns and that he would work to address them.

“He understands the concerns of our caucus and he knows we’re not there yet,” said Representative Bill Pascrell.

Other Democrats raised concerns about the prospect for higher drug prices resulting from the USMCA’s provision for 10 years of data exclusivity for biologic drugs. The United States allows 12 years currently and negotiated a five-year exclusivity period in the Trans-Pacific Partnership trade deal, which President Donald Trump declined to join in 2017.

Representative Rosa DeLauro, a Democrat who opposed several previous trade deals, called this an “absolutely unbelievable giveaway to the pharmaceutical industry.”

House Ways and Means Committee Chairman Richard Neal, whose panel will handle the USMCA legislation, said the meeting did not provide any further clarity on the timing of the Trump administration’s submission of implementing legislation to Congress, or when a vote might occur.

Rand Paul: 'Source' says John Brennan pushed discredited Steele dossier

Citing a "high-level source," Republican Kentucky Sen. Rand Paul charged in a bombshell Twitter post late Wednesday that anti-Trump ex-CIA Director John Brennan "insisted that the unverified and fake Steele dossier" be included in a classified intelligence report -- a decision that lent credibility to the dossier and played a key role in fomenting unfounded fears of Russia collusion for two years.

Paul called on Brennan to testify under oath immediately, as Republicans continue to aggressively seek out the origins of the collusion narrative. Fox News had not independently verified Paul's source, and Brennan has not replied to Fox News' requests for comment.

CNN reported in Jan. 12, 2017, based on anonymous sources, that intelligence officials had briefed Trump with a "synopsis" of the contents of a dossier written by ex-British spy Christopher Steele on Jan. 7, 2017. Among the claims in the discredited dossier were that the Russian government had humiliating and compromising information concerning Trump.

Although the decision to brief Trump, then-FBI Direct James Comey would later testify, was ostensibly intended to make him aware of potential blackmail risks, the nearly immediate leak of the meeting legitimized the dossier's significance and prompted a cascade of unfounded media-driven theories about what purportedly compromising information the Russian government may have on the president.

For example, Vanity Fair article alleged: "The fact that the nation’s top intelligence officials chose to present a summary version of the dossier to both President Obama and President-elect Trump, as CNN reports they did last week, indicates that they may have had a relatively high degree of confidence that at least some of the claims therein were credible, or at least worth investigating further."

Shortly afterward the CNN report, BuzzFeed News published the dossier. Steele, whose anti-Trump views are now well-known, was working for Fusion GPS -- a firm hired by the Hillary Clinton campaign and Democratic National Committee.

"BREAKING: A high-level source tells me it was Brennan who insisted that the unverified and fake Steele dossier be included in the Intelligence Report," Paul wrote on Twitter on Wednesday. "Brennan should be asked to testify under oath in Congress ASAP."

Information from the author of the discredited dossier was also used in October 2016 to support a Foreign Intelligence Surveillance Act (FISA) warrant to surveil then-Trump aide Carter Page.

Just nine days before the FBI applied for the warrant to monitor Page, bureau officials were battling with a senior Justice Department official who had "continued concerns" about the "possible bias" of a source pivotal to the application, according to internal text messages obtained last week by Fox News. (Sources tell Fox News the DOJ stonewalled congressional investigators by not releasing those text messages last year.)

Fox News is told the texts were connected to the ultimately successful Page application, which relied in part on information from Steele. In its warrant application, the FBI incorrectly assured the FISA court on numerous occasions that other sources independently corroborated Steele's claims but did not clearly state that Steele worked for a firm hired by Hillary Clinton's campaign.

Other newly obtained text messages between former Acting FBI Director Andrew McCabe and bureau lawyer Lisa Page revealed a high-level meeting among senior intelligence officials was held weeks before President Trump’s inauguration – during a critical period for the Russia probe.

In a Dec. 12, 2016, text reviewed by Fox News, Page wrote to McCabe: "Btw, [Director of National Intelligence James] Clapper told Pete that he was meeting with [CIA Director John] Brennan and Cohen for dinner tonight. Just FYSA [for your situational awareness]."

Brennan was one of the loudest voices to trumpet the Russian collusion theory over the past two years, asserting falsely just weeks ago that Special Counsel Robert Mueller was likely planning to indict members of the Trump administration's family in a scene reminiscent of the "ides of March” and the assassination of Julius Caesar.

Paul had supported the White House's decision to revoke Brennan's security clearance last year. Trump administration officials said Brennan was implying improperly that he had insider information to bolster his outlandish accusations. In the same interview in which he told MSNBC that an "ides of March" redux may soon materialize, MSNBC host Lawrence O'Donnell even remarked at one point, "You have the inside knowledge." Brennan attempted to dismiss that suggestion.

After the news that Mueller found no evidence of Trump-Russia collusion after an exhaustive probe lasting nearly two years, Brennan offered a meek mea culpa.

“I don't know if I received bad information, but I think I suspected there was more than there actually was,” Brennan told MSNBC’s “Morning Joe.”

He added: “I am relieved that it’s been determined there was not a criminal conspiracy with the Russian government over our election."

Brennan said he was “not all that surprised that the high bar of criminal conspiracy was not met" -- although, according to Attorney General William Barr, Mueller in fact found no evidence of such a conspiracy whatsoever.

The Latest on efforts to confirm the identity of a 14-year-old who told police he is Timmothy Pitzen, an Illinois boy who has been missing since 2011 (all times local):

The grandmother of an Illinois boy missing since 2011 says she's trying not to get her hopes up after hearing that he might be alive.

Speaking from her home in northern Illinois, Alana Anderson says "there have been so many tips and sightings and what not and you try not to panic or be overly excited."

Authorities are trying to confirm the identity of a 14-year-old boy told police in Newport, Kentucky, that he escaped two kidnappers in the Cincinnati area and ran across a bridge. He said his name is Timmothy Pitzen.

In 2011, then-6-year-old Timmothy Pitzen's mother killed herself, leaving a note saying her son was fine but that no one would ever find him.

Anderson says her daughter was having problems with her fourth marriage and had battled depression for years.

In 2011, then-6-year-old Timmothy Pitzen's mother picked him up at school in Illinois, took him to the zoo and a water park, and later killed herself at a hotel, leaving a note saying her son was fine but that no one would ever find him.

Police from Aurora, Illinois, sent two detectives to the Cincinnati area, where the FBI and local police are investigating. The boy was taken to a hospital, but no information was released.

ZURICH (Reuters) – Shareholders approved Credit Suisse’s 2018 compensation report with an 82 percent majority on Friday, overriding frustrations expressed at its annual general meeting over jumps in executive pay during a year its share price plummeted.

Three shareholder advisers had recommended investors vote against Switzerland’s second-biggest bank’s remuneration report, while a fourth backed the report but expressed reservations about whether management pay matched performance.

The approval marked a slight increase over the 80.8 percent support garnered for the bank’s 2017 compensation report.

LONDON (Reuters) – Activist investor Edward Bramson is likely to fail in his attempt to get a board seat at Barclays’ annual meeting next week, even though shareholders are dissatisfied with performance of the group’s investment bank.

New York-based Bramson’s Sherborne Investors and the board of the British bank have been sparring for months over Barclays’ strategy.

Bramson wants to scale back Barclays’ investment bank to reduce risk and boost shareholder returns. Barclays Chief Executive Jes Staley remains staunchly committed to growing the business out of trouble.

After failing to persuade Staley to change course since he began building a 5.5 percent stake in the bank in March last year, Bramson hopes a board seat will rachet up the pressure.

Both sides have written to shareholders pitching their case and Bramson has courted investors in one-on-one meetings, although none have publicly backed him yet.

Interviews by Reuters with five institutional investors in Barclays suggest Bramson has failed to persuade them.

Sherborne declined to comment.

Mirza Baig, head of investment stewardship at top-40 shareholder Aviva Investors, said Bramson was welcome on the bank’s register but the boardroom was a step too far.

“He has created a lot of value at other businesses, but, generally, when he has come in as executive chair and taken full control. This would be a different case where he would just be one lone voice on the board,” he said.

A second Barclays shareholder said he backed Bramson’s goal of improving returns but via an “evolutionary” approach.

“If you look at banks that have tried to restructure their operations in investment banking – you look at Natwest Markets, Deutsche Bank – I struggle to think of an example where a roughshod restructuring has been accretive to shareholder value.”

A third, top-30 investor said he had been impressed by incoming Chairman Nigel Higgins’ grasp of the challenge in hand, and felt investors would give him time.

“Management know they have to execute and deliver improved returns… [Higgins] will continue to re-shape the board but obviously he didn’t feel that having someone with a diametrically opposed view on it would be helpful.”

A fourth, top-30 investor agreed: “We voted for the chairman to come in and it would be crazy to allow an activist to join the board (at this time).”

Jupiter Fund Management, the 24th largest investor, said it also planned to vote against Bramson.

Barclays has nearly 500 institutional shareholders, Refinitiv data showed.

Since Staley joined Barclays in 2015, the investment bank returns relative to capital invested have increased but are still underperforming the overall business.

Barclays’ first-quarter figures showed the investment bank posted a 6 percent drop in income from its markets business and a 17 percent fall in banking advisory fees.

Returns in the investment bank fell to 9.5 percent from 13.2 percent a year ago.

Famed for successful campaigns against smaller British companies in sectors from chemicals to advertising, Bramson’s board seat pitch has been rebuffed by shareholder advisory firms.

Institutional Shareholder Services, the world’s biggest, said Bramson’s proposal “falls short of what can reasonably be expected from a shareholder trying to address issues at a 28 billion pounds, systemically important bank”.

Glass Lewis also flagged concern about Bramson’s lack of banking experience and “questionable” shareholding structure, referring to Sherborne’s use of derivative contracts to hedge losses should its strategy fail.

Critics said the arrangement meant his interests are not truly aligned with those of other long-term shareholders.

British advisory firm Pirc, however, said it recommended that investors abstain in the vote on Bramson’s proposal as a challenge to the board to do better in the year ahead – or face a similar contest in 2020.

(Reuters) – U.S. oil and natural gas producer Chevron Corp reported a 27 percent fall in quarterly earnings on Friday, hit by lower crude prices and weaker margins in its refining and chemicals businesses.

Net income attributable to the company fell to $2.65 billion, or $1.39 per share, for the first quarter ended March 31, from $3.64 billion, or $1.90 per share, a year earlier.

Earlier in the day, larger rival Exxon Mobil Corp reported earnings well below analysts’ estimates, as margins in its refining business were hurt by higher Canadian prices and heavy scheduled maintenance.

(Reuters) – Ford Motor Co said on Friday the U.S. Department of Justice had opened a criminal investigation into the automaker’s emissions certification process in the United States.

The potential concern does not involve the use of defeat devices, the company said in a regulatory filing. (https://bit.ly/2VqjHpl)

Ford had voluntarily disclosed the matter to the U.S. Environmental Protection Agency and the California Air Resources Board in February.
