Italy’s center-right triumphs in Basilicata while 5-Star falls back

ROME (Reuters) – Italy’s center-right has won power in the southern region of Basilicata, ousting the center-left after almost a quarter of a century in charge, while the 5-Star Movement lost traction, results showed on Monday.

The right-wing League, headed by Deputy Prime Minister Matteo Salvini, still runs with its traditional allies Forza Italia (Go Italy!) and Brothers of Italy in local elections, but governs at a national level with 5-Star.

After almost all the votes had been counted in Sunday’s ballot in Basilicata, which forms the arch of the boot of Italy, the center-right candidate was on 42 percent, the center-left on 33 percent and 5-Star on 20.7 percent.

The 5-Star party won 44.3 percent of the vote in the region in a March 2018 parliamentary ballot, but it has traditionally fared worse in local elections because it always runs alone and does not build broad, grass-root alliances unlike its rivals.

However, the contrasting fortunes of the League and 5-Star in the local votes has added to existing tensions within their coalition, and newspapers reported at the weekend that there was a growing risk the government could collapse by mid-year.

Prime Minister Giuseppe Conte denied that the result in Basilicata would undermine his government and said Italians would not forgive either of the ruling parties if they triggered an early national election.

“5-Star has not shone in these recent elections, but we need to remain lucid and look at things in a broader context … the government is moving forward at great speed,” Conte said in an interview with La Stampa newspaper.

Partial results from Basilicata suggested 5-Star would remain the largest single party there on slightly above 20 percent, with the League close on its heels on 18.8 percent — a strong showing for Salvini who has worked hard to build support for his party beyond its northern heartlands.

“THANK YOU!” Salvini wrote on Twitter. “The League has tripled its vote in a year … now we will change Europe,” he added, referring to a European parliamentary ballot in May.

The center-left has ruled Basilicata, a largely agricultural and underdeveloped region, since 1995 but its image there was battered by a recent corruption scandal, which had forced the resignation of the previous governor.

While parties in the center-left bloc took around a third of the vote on Sunday, the once-dominant Democratic Party (PD) won just 8 percent, suggesting its new leader Nicola Zingaretti faces an uphill battle in trying to revive its fortunes.

The Basilicata result is the sixth successive regional success for the center-right since last year’s national ballot, with the center-left losing ground across the country, still blamed for a recent influx of immigrants and rising poverty.

Florida dog found with mouth taped shut adopted by sheriff’s office, “deputized”

A dog found wandering Southwest Florida with its snout taped shut last month has been given a second chance after the sheriff’s office that rescued the abused canine adopted—and “deputized”—the pup.

The Lee County Sheriff’s Office said they “deputized” the male Florida cur, now named Chance, whom they rescued after residents reported the canine was roaming through backyards in Lehigh Acres, located about 16 miles east of Fort Myers, with red electrical tape wound around its muzzle.

“Having been deputized last Thursday, eager to get his paws dirty, Deputy Chance sprang into action this weekend,” the sheriff’s office wrote Tuesday on Facebook.

The sheriff’s office said Chance was recovering nicely and was “bursting with energy” about one week after finding the dog dehydrated, malnourished and bleeding from wounds on its left arm and chest.

Once fully recovered, Chance will serve the department as a “Pets on Patrol Spokes-Dog” and will even get his own “office” near the desk of Sheriff Carmine Marceno, who adopted him, FOX13 Tampa reported.

According to the sheriff’s office, when Deputy Chance was asked to describe his first day on duty, the pup simply stated, “ruff.”

Police are still looking for the individual who abused Chance.

Man Smoking Pot Finds Tiger in Home, Calls Police Thinking he is Hallucinating

A male tiger found Monday at an abandoned southeast Houston home was transported to its new home Tuesday.

Employees showed up to the BARC shelter at 8:30 a.m. Tuesday and loaded the tiger, which was in his original cage, into another trailer and a veterinarian did a visual examination before they left.

The tiger was peaceful and calm waiting in its cage Tuesday morning and appeared to be in good shape.

BARC said word of the tiger’s discovery spread and they received calls from across the country offering help to care for the big cat.

“We’re excited that we found an animal rescue center that’s going to come and take (the tiger) this morning and transfer (the tiger) to a location that has the facilities and the veterinarians who specialize in big cats that can take care of him,” said Lara Cottingham, with the City of Houston.

“It is not legal to own any kind of exotic wildlife in the City of Houston, including tigers. Unfortunately, sometimes people think it’s cool to have an exotic wild pet. It is really important that we try to discourage that from happening.

“Wild animals are not pets, they can’t be tamed, and they really need to be in a facility that has the resources and the specialists that can take care of them.”

The tiger left for his new home around 10:45 a.m. Tuesday to make the trek to the 1,400-acre Cleveland Amory Black Beauty Ranch in Murchison, Texas, according to the Houston Humane Society.

The tiger will be able to get the proper care he needs to live out the rest of his days at the ranch.

The Cleveland Amory Black Beauty Ranch already has two tigers among its 800 resident animals.

The Humane Society said the tiger will be quarantined for at least two weeks before being released into its new home, a 5-acre wooded habitat complex.

Police said the caged tiger was found at a home in the 9400 block of East Avenue J.

An anonymous tipster reported seeing the animal about a week ago, according to BARC.

The tipster said they were at the house to smoke marijuana and thought they were hallucinating when they first saw the tiger, according to police.

The tiger was found in a “rinky-dink” cage in the garage, which was not locked, police said. The garage was secured with a screwdriver and a nylon strap, according to police.

“A pretty small cage inside basically a garage in a house that didn’t look like it was in the best shape. So it was important that we get it out of that situation,” Cottingham said.

BARC officers found the tiger Monday. They called Houston police, who were able to secure a warrant and remove the tiger.

The tiger was tranquilized in order to move it out of the house, officials said.

The tiger was taken to the BARC animal shelter at 3300 Carr St. after the discovery Monday night.

The Major Offenders Animal Cruelty Division is working with the District Attorney’s office to investigate and determine who owned the property and the tiger. 

There is no word on what charges the owners could face.

The Houston Zoo said in a statement that it will not be able to take the tiger.

“The Houston Zoo is aware of the tiger found in southeast Houston today, Feb. 11; however, the Houston Zoo is not involved in this case, and is not receiving the tiger, as incorrectly reported.

“The Houston Zoo is home to two Malayan tigers, Berani and Satu, and does not have the capacity to receive additional tigers.

“Fewer than 3,500 tigers of all tiger subspecies remain in the wild today, according to the Tiger Conservation Campaign. Malayan tigers surviving on the Malay Peninsula are critically endangered with an estimated population of 300 remaining in the wild.”

Louis Dorfman runs the International Exotic Animal Sanctuary in Boyd, Texas. It’s located north of Forth Worth.

“It is cruel to keep it in a cage. I mean, it’s cruel to keep anything in a cage, much less an animal that wants to run and exercise,” Dorfman said about the tiger found in the abandoned Houston property.

Dorfman rehabilitates abused and mistreated animals. Nala, the tiger found roaming the streets of Conroe in 2016, is living at his sanctuary.

“She’s a sweetheart. She’s a lovely tiger,” he said. “Very affectionate and loves to lay at my feet and have me scratch her tummy. But understand, that’s with me. That’s not to say she wouldn’t kill anybody else.”

Dorfman said with the right connections and money, people are able to get their hands on exotic animals, such as tigers. He said most people shouldn’t own a tiger, whether it’s permitted by their state or not. Dorfman said they require a special diet, at least an acre of space and a lifetime commitment.

“It is not an impulse buy or acquisition, even if you’re well-intentioned. You have the money. You have the space. You can build a proper facility … it’s something you have to make a commitment to,” he said.

Obama and former AG Holder announce new campaign to combat gerrymandering

Former President Barack Obama’s nonprofit political organization is teaming up with his former Attorney General to launch a campaign against gerrymandering.

The “All On The Line” campaign - which will also work to protect the Affordable Care Act, reduce gun violence, and expand voting rights – is part of a push in recent years by high-profile Democrats to curtail the use of gerrymandering across the country.

“For too long, politicians have been able to pick their voters, instead of allowing voters to choose their representatives,” Eric Holder said in a statement. “Gerrymandering rigs our elections so the party in power can't lose and it moves our policy debates away from rational solutions to the extremes.”

Gerrymandering has become a hot topic in recent years. State legislatures in Wisconsin and Michigan have been heavily criticized after Republicans have moved to curtail the powers of Democrats elected in November.

“Our mission is to restore fairness to our democracy and ensure every American has an equal say in our government,” Holder said.

Holder, who has been rumored to be considering a 2020 presidential run, is currently the chair of the National Democratic Redistricting Committee, which is focusing on redistricting in number of key battleground states ahead of 2020 elections, including Pennsylvania, Ohio and Florida.

“There is not a moment to waste,” Holder said in his statement. “With the census in 2020 and redistricting in 2021, we have to start building our movement now.”

The Supreme Court is also plunging back into the issue of whether electoral districts can be too partisan.

Disputes have arisen in cases involving North Carolina's heavily Republican congressional map and a Democratic congressional district in Maryland, and the justices said they will hear arguments in March.

The high court could come out with the first limits on partisan politics in the drawing of electoral districts, but also could ultimately decide that federal judges have no role in trying to police political mapmaking.

The court took up the issue of partisan gerrymandering last term in cases from Wisconsin and the same Maryland district, but the justices failed to reach a decision on limiting political line-drawing for political gain.

U.S. bank regulator fines Citigroup $25 million for violating fair lending rules

WASHINGTON (Reuters) – The U.S. Office of the Comptroller of the Currency (OCC) said on Tuesday it has fined Citigroup $25 million for violating the Fair Housing Act after it denied some borrowers preferential rates on the basis of their race, color or other factors.

The OCC found that the bank’s program to provide eligible mortgage loan customers either reduced closing costs or an interest rate reduction had control weakness. As a result of these problems, some bank borrowers did not receive the benefit for which they were eligible, the OCC said.

Thousands ordered to leave as California river rises

Thousands of people along a flooded river were under evacuation orders Wednesday as a relentless storm pounded Northern California, drenching the San Francisco Bay Area and pummeling the Sierra Nevada with snow.

Some two dozen communities along the Russian River in Sonoma County were ordered evacuated Tuesday evening shortly before the waterway passed flood stage. Forecasters predicted it would peak at about 46 feet (14 meters) by Wednesday evening, which would be the highest level in about a quarter-century.

Authorities said evacuations were ordered for about 4,000 people in and around Guerneville, located about an hour's drive north of San Francisco.

"We want you to leave now," Sheriff Mark Essick warned. "The roads may become impassable and you may not be able to get out. So even if you live in an area that is not flooding at this moment, you may not be able to get out when the water rises."

There also was concern about potential mudslides in hillside areas saturated from days of downpours, and in areas scarred by 2017 wildfires.

Earlier in the day, a mudslide near Monte Rio near Guerneville trapped a man and a woman before they were rescued, messy but unharmed.

"Well I fell into the mud when the tree fell over the top of me. It happened so fast you don't even know, you know?" Kear Koch told KGO-TV.

Elsewhere in Sonoma County, several people had to be rescued from cars that became stranded while trying to drive through flooded roads, including one woman who was rescued by boat.

Earlier Tuesday at the River Inn Grill in Guerneville, workers were preparing by putting perishables on high shelves in storage rooms.

But manager Andre Vazquez said the one-story building could be largely submerged that if the river reaches 46 feet.

"If it gets to 46 feet, it's done. There is no way to prepare for that," Vazquez said.

Guerneville often floods during heavy rain and people seemed nonchalant Tuesday about the threat, said Joseph Chung, whose parents own the Koala's Fine Food restaurant.

"A couple of weeks ago people were using kayaks to get to their mailbox," Chung said. "If it gets really bad, we'll get out."

But Dee Dee Rydberg removed computers and printers from her business, Guerneville Graphics and Printing.

"We're getting ready for the flooding. My threshold is 43 feet," she told KPIX-TV. "Flood insurance raised 800 percent throughout the area. I could not afford to buy flood insurance. So I'm packing up my stuff and getting out."

Several communities also were under evacuation orders in Butte County because of flooded creeks. Other waterways, including the Napa River, also were expected to overflow their banks as an ocean-spanning plume of moisture continued tracking through the West. It already closed roads and schools and toppled trucks and trees from Oregon to Montana.

The National Weather Service also issued flood warnings and flash flood watches for the San Francisco Bay Area and many parts of the Sacramento area, lasting into Thursday morning.

Relentless rain forced the cancellation or delay of hundreds of flights in San Francisco and the city of Santa Rosa received a record 5.66 inches (14 centimeters) of rain, making it the wettest day for the date since at least 1902.

In the Sierra Nevada, the California Department of Transportation reported that a maintenance yard above 6,000 feet had received 30 inches (76 centimeters) of snow along on Tuesday.

Several mountain and foothill roads were repeatedly closed because of whiteout conditions or to clear trucks and cars that spun out on the slippery pavement.

Interstate 80, a major road that winds over the Donner Summit, was to remain closed into Wednesday morning for about 50 miles (80 kilometers), from Colfax to the Nevada state line.

With limos and private train, Kim Jong Un travels in style

It's a short hop from Pyongyang to Vladivostok by plane. There's even a semi-regular flight.

But for his first summit meeting with Russian President Vladimir Putin, North Korean leader Kim Jong Un has once again opted to go by train.

And while they aren't quite as flashy as the "Beast," which President Donald Trump famously showed Kim when they met for the first time, he also had a couple of fancy black Mercedes pre-delivered and waiting for him when he got into town.

Kim likes to travel in style. A look at how he rolls:

RIDING THE RAILS

According to the North's state media, Kim's private train left for Vladivostok at dawn Wednesday "amid the warm send-off by the leading officials of the party, government and armed organs and the people."

It didn't provide any more details about the train, which arrived in the Pacific port city Wednesday evening. Russian officials had little to add other than that he was welcomed by a military orchestra before speeding off in his personal limousine.

Kim is reportedly traveling with a big entourage — possibly more than 200 people — and lots of supplies. His train, unmistakable with its dark green paint job and yellow piping, is perfect for that.

It's built like a tank.

Its cars are equipped with advanced communications and flat-screen TVs so he can give orders and receive news and briefings while on the way.

It's also believed to be capable of meeting other special needs.

For security reasons, officials reportedly make sure to collect Kim's bodily waste and even his cigarette butts to prevent foreign intelligence agencies from collecting and analyzing them for clues into the leader's health.

The Kim express is a familiar image to all North Koreans.

Kim's father and grandfather used trains extensively. A mock-up on permanent display at the "Palace of the Sun" mausoleum on the outskirts of Pyongyang where the elder Kims lie in state makes the train look like it's all business, with a desk and meeting-room decor.

But according to an account published in 2002 by Konstantin Pulikovsky, a Russian official who accompanied Kim's late father, Kim Jong ll, on a three-week trip to Moscow in 2001, the train carried cases of Bordeaux and Beaujolais from Paris. Passengers could feast on live lobster and pork barbecue.

THE STRETCH LIMOS

One of the things Kim most wanted to get rid of at his summit with Trump in Hanoi was a ban on the sale of luxury goods to his country. Trump ended up balking at that and Kim's other demands and the talks failed.

But Kim isn't hurting for a fancy ride.

According to South Korea's JoongAng Ilbo newspaper, he had two limos waiting for him at Vladivostok station — a Mercedes Maybach S600 Pullman Guard and a Mercedes Maybach S62.

He is believed to have also used the Mercedes Maybach S600 Pullman Guard for his summits with Trump in Singapore in June last year and in Hanoi in February.

According to Daimler, the Mercedes-Benz Pullman limousines offer their passengers "a superbly appointed setting for discreet meetings." It's equipped with all the key communications and entertainment systems so its occupants can remain "fully in touch with the rest of the world while enjoying the luxury and comfort of their own very special place in it."

The limo's 12-cylinder biturbo engine affords a quick and safe getaway if needed. A "panic alarm system" can be activated from anywhere in the vehicle to lock the doors and "create a protected zone" while alerting the outside world through visual and audible alarm signals.

All for only about $1.5 million.

For sure, even that pales before the super-Cadillac that U.S. presidents ride in, which is protected against biological attack, can emit a smoke-screen and carries an emergency supply of blood in Trump's type.

But Kim has another way of making an impression.

In several of his previous summits, including both meetings with Trump, he had an extra layer of protection — a contingent of 12 suit-clad bodyguards who trotted alongside his limo at key moments.

MONTREAL/OTTAWA (Reuters) – Rising waters were prompting further evacuations in central Canada on Thursday, with the mayor of the country’s capital, Ottawa, declaring a state of emergency and Quebec authorities warning that a hydroelectric dam was at risk of breaking.

Ottawa Mayor Jim Watson declared the emergency in response to rising water levels along the Ottawa River and weather forecasts that called for significant rainfall on Friday.

In a statement on Twitter, Watson asked for help from the Ontario provincial government and the country’s military.

He warned that “flood levels are currently forecasted to exceed the levels that caused significant damage to numerous properties in the city of Ottawa in 2017.”

Spring flooding had killed one person and forced more than 900 people from their homes in Canada’s Quebec province as of 1 p.m. on Thursday, according to a government website.

Ottawa has received 80 requests for service related to potential flooding such as sandbagging, a city spokeswoman said.

The prospect of more rain over the next 24 to 48 hours triggered concerns on Thursday that the hydroelectric dam at Bell Falls in the western part of Quebec could be at risk of failing because of rising water levels.

Quebec’s provincial police said 250 people were protectively removed from homes in the area as of late afternoon in case the dam on the Rouge River breaks.

The dam is now at its full flow capacity of 980 cubic meters per second of water, said Francis Labbé, a spokesman for the province’s state-owned utility, Hydro Quebec. He said Hydro Quebec expected the flow could rise to 1,200 cubic meters per second of water over the next two days.

“We have to take the worst-case scenario into consideration, since we`re already at the maximum capacity,” Labbé said by phone.

The dam is part of a power station that no longer produces electricity, but is regularly inspected by Hydro Quebec, he said.

BELFAST (Reuters) – Detectives investigating the murder of journalist Lyra McKee in Northern Ireland last week suspect the gunman who shot her dead is in his late teens as they made a further appeal to the local community who they believe know his identity.

McKee’s killing by an Irish nationalist militant during a riot in Londonderry has sparked outrage in the province where a 1998 peace deal mostly ended three decades of sectarian violence that cost the lives of some 3,600 people.

The New IRA, one of a small number of groups that oppose the peace accord, has said one of its members shot the 29-year-old reporter dead in the Creggan area of the city on Thursday when opening fire on police during a riot McKee was watching.

The killing, which followed a large car bomb in Londonderry in January that police also blamed on the New IRA, has raised fears that small marginalized militant groups are exploiting a political vacuum in the province and tensions caused by Britain’s decision to leave the European Union.

Police released footage on Friday of immediately before and after the shooting showing three men who were involved in the rioting and identified one as the gunman who they believe is in his late teens. 

“I believe that the information that can help us to bring those responsible for her murder to justice lies within the community. I need the public to tell me who he is,” Detective Superintendent Jason Murphy told reporters.

Murphy said those involved in the disorder on the night were teenagers or in their early 20s, and that about 100 people were on the ground watching the trouble as it unfolded.

He added that police believed the gun used in the attack was of a similar caliber to those used before in paramilitary type attacks in Creggan. 

“I recognize that people living in Creagan may find it’s difficult to come forward to speak to police. Today, I want to provide a personal reassurance that we are able to deal with those issues sensitively,” Murphy said, echoing similar appeals in recent days.

(Reuters) – U.S. stock index futures were flat on Friday, as investors paused ahead of GDP data, which is expected to show the world’s largest economy maintained a moderate pace of growth in the first quarter.

Gross domestic product probably increased at a 2% annualized rate in the quarter as a burst in exports, strong inventory stockpiling and government investment in public construction projects offset a slowdown in consumer and business spending, according to a Reuters survey of economists.

The Commerce Department report will be published at 8:30 a.m. ET.

The GDP data comes as investors look for fresh catalysts to push the markets higher. The S&P 500 index is about 0.5% below its record high hit in late September, after surging nearly 17% this year.

First-quarter earnings have been largely upbeat, with nearly 78% of the 178 companies that have reported so far surpassing earnings estimates, according to Refinitiv data.

Wall Street now expects S&P 500 earnings to be in line with the year-ago quarter, a sharp improvement from the 2.3% fall expected at the start of April.

Amazon.com Inc rose 0.9% in premarket trading after the e-commerce giant reported quarterly profit that doubled and beat estimates on soaring demand for its cloud and ad services.

Ford Motor Co shares surged 8.5% after the automaker posted better-than-expected first-quarter earnings largely due to strong pickup truck sales in its core U.S. market.

Mattel Inc jumped 8% after the toymaker beat analysts’ estimates for quarterly revenue, as a more diverse range of Barbie dolls powered sales in the United States.

At 6:52 a.m. ET, Dow e-minis were down 35 points, or 0.13%. S&P 500 e-minis were down 1.5 points, or 0.05% and Nasdaq 100 e-minis were up 10.75 points, or 0.14%.

Among decliners, Intel Corp slumped 7.7% after it cut its full-year revenue forecast and missed quarterly sales estimate for its key data center business.

Rival Advanced Micro Devices declined 0.8%.

Oil majors Exxon Mobil Corp and Chevron Corp are expected to report results later in the day.

WARSAW (Reuters) – Germany could owe Poland more than $850 billion in reparations for damages it incurred during World War Two and the brutal Nazi occupation, a senior ruling party lawmaker said.

Some six million Poles, including three million Polish Jews, were killed during the war and Warsaw was razed to the ground following a 1944 uprising in which about 200,000 civilians died.

Germany, one of Poland’s biggest trade partners and a fellow member of the European Union and NATO, says all financial claims linked to World War Two have been settled.

The right-wing Law and Justice (PiS) has revived calls for compensation since it took power in 2015 and has made the promotion of Poland’s wartime victimhood a central plank of its appeal to nationalism.

PiS has yet to make an official demand for reparations but its combative stance towards Germany has strained relations.

“Poland lost not only millions of its citizens but it was also destroyed in an unusually brutal way,” Arkadiusz Mularczyk, who heads the Polish parliamentary committee on reparations, told Reuters in an interview.

“Many (victims) are still alive and feel deeply wronged.”

His comments come a month before European Parliament elections in which populist and nationalist parties are expected to do well. Poland will also hold national elections later this year, with PiS still well ahead of its rivals in opinion polls.

EU LARGESSE

Mularczyk said the reparations figure could amount to more than 10 times the estimated 100 billion euros ($111 billion) that Poland has received so far in European Union funds since it joined the bloc in 2004.

Germany is the biggest net donor to the EU budget and some Germans regard its contributions as generous compensation to recipient countries like Poland which suffered under Nazi rule.

In 1953 Poland’s then-communist rulers relinquished all claims to war reparations under pressure from the Soviet Union, which wanted to free East Germany, also a Soviet satellite, from any liabilities. PiS says that agreement is invalid because Poland was unable to negotiate fair compensation.

Mularczyk said his committee hoped to complete its report on the reparations issue by Sept. 1, the 80th anniversary of Hitler’s invasion.

Accusing Berlin of playing “diplomatic games” over the issue, he said: “The matter is being swept under the rug (by Germany) … until it’ll be wiped from the memory, from people’s awareness.”

His comments come after the Greek parliament voted this month to seek billions of euros in German reparations for the Nazi occupation of their country.

WASHINGTON (Reuters) – U.S. President Donald Trump on Friday said the United States did not pay any money to North Korea as it sought the release of comatose American student Otto Warmbier.

The Washington Post reported on Thursday that Trump had approved payment of a $2 million bill from North Korea to cover its care of the college student, who died shortly after he was returned to the United States after 17 months in a North Korean prison.
