bWELLINGTON (Reuters) – New Zealand Prime Minister Jacinda Ardern said on Thursday that she welcomed Facebook Inc’s decision to ban praise, support and representation of white nationalism and white separatism on its social media platforms.

“Arguably these categories should always fall within the community guidelines of hate speech, but nevertheless it’s positive the clarification has now been made in the wake of the attack in Christchurch,” she said at a press conference.

Facebook’s ban was a shift in policy after criticism by civil rights groups that it was failing to confront extremism.

Ardern said 59 countries will send diplomatic representatives to a national remembrance service on Friday.

Darkness lingers for Venezuela's most vulnerable

Darkness has yet to lift for 72-year-old Elizabeth Guzman and thousands of her poor neighbors in a forgotten corner of Venezuela's capital that was barely getting by even before the lights went out over a week ago.

As the sun sets each day, Guzman lights a homemade oil lamp and holds it in one hand as she navigates the stairs and narrow passages up to the windowless room that she calls her "little cave."

"I've never see a crisis like this. It's the first time," said Guzman, who is malnourished and frail. "It makes me so sad."

Venezuela's power grid crashed on March 7, throwing almost all of the oil-rich nation's 30 million residents into chaos. Many struggled to find cell phone signals to call loved ones, the Caracas metro ground to a halt, hospital services collapsed, and massive looting was reported across the country.

President Nicolas Maduro blamed the blackouts on a U.S.-led cyberattack targeting the Guri Dam, the main engine of Venezuela's power grid. U.S. officials and Juan Guaido countered that the allegation is absurd and that the socialist government had looted public coffers for years, causing key infrastructure to collapse.

While the power eventually surged back to life across most of Venezuela, however, residents in the hillside Caracas slum of Santa Cruz of the East only say they are losing hope they'll ever have lights again.

As a result of a second explosion at a substation near the slum, manhole covers were blown into the air, flames burst into the night sky, and charred electrical machinery smoldered for days.

Irritated residents have been left to see the darkness as a symbol of their misery.

Guzman, whose health troubles and age prevent her from working as a housekeeper, says she moved to Santa Cruz of the East from a nearby neighborhood last year after her home of 43 years burned in an electrical fire.

Now, each time she lights her oil lamp, she fears a terrifying repeat of the day when she lost nearly everything.

On a recent evening, Guzman held up a candle to illuminate pictures of her two sons and grandchildren.

She had already unplugged her microwave, toaster oven and television in case a surprise power surge sparked another fire.

"I'll sincerely tell you that I have no hope this will ever get fixed," she said, managing to smile. "Never."

Guzman's meager government pension equals $6 a month, which enables her to pay rent equivalent to 66 cents.

But affording food is a daily struggle. Her weight dropped from 143 pounds (65 kilograms) to below 100 pounds (45 kilograms) in the last two years, and she said her doctor diagnosed her as malnourished. She also lives with painful hernias and can't afford pills needed to control her hypertension, causing her to sometimes slip into depression.

As day turned to night, singing poured out from the nearby House of Mercy Church, where fading sunlight had turned the figures of members into silhouettes.

Other residents held up flashlights as two men lugged drums of water up several twisting flights of stairs to a house.

"Do you see how the poor people live?" said Charles Belisario, adding that he and his wife would use the water to bathe and clean.

Belisario, 49, said he's able to survive better than most of his neighbors because his daughter sends money she earns from working in medical research in New Jersey.

In the distance, two modern high rises glowed with lights.

Dilia Rosa Gelis, 74, said she holds firm to her faith, but was struggling with the harsh reality.

Her daughter had gone to bed without eating, which gives her headaches, Gelis said the following morning.

"If God created us, why does he make us suffer?" she wondered aloud, wiping tears from her eyes.

Guzman, like Gelis, also asked hard questions.

She said she had tuned out the political debate over whether political newcomer Guaido has what it takes to oust Maduro.

Instead, she said, she is focused on meeting her basic needs.

"We don't have water. We don't have lights," she said. "How am I supposed to see in this cave where I live? I'm desperate."

North Korea’s Kim will go into Putin summit needing a win

When North Korean leader Kim Jong Un meets with Russian President Vladimir Putin for their first one-on-one meeting, he will have a long wish list and a strong desire to notch a win after the failure of his second summit with President Donald Trump.

But it's not entirely clear how much Putin can or will oblige.

Despite a relationship that goes back to the very foundation of North Korea, relations between Pyongyang and Moscow haven't always been the picture of comradery, or even particularly close.

A look at what Kim is hoping to get out of his furtive pivot north, and why he might be looking to shake things up as his talks with the U.S. and parallel campaign to win massive investment from South Korea have stalled:

KIM'S WISH LIST

Kim has two urgent concerns as he heads to the summit.

More than 10,000 North Korean laborers still employed in Russia, many working in the logging industry in the Russian Far East, are being kicked out by the end of this year as a 2017 U.N. sanctions resolution takes effect. The laborers, who previously numbered as many as 50,000, have provided a revenue stream estimated by U.S. officials in the hundreds of millions of dollars that the Kim regime would like to keep flowing.

Kim is also looking at the possibility of a food shortage this summer. Russia has shown a willingness to provide humanitarian aid and just last month announced that it had shipped more than 2,000 tons of wheat to the North Korean port of Chongjin.

But his decision to more actively court Putin undoubtedly goes deeper than that.

Despite all the talk in Washington about denuclearization, Kim's primary concern is improving his country's economy. After the breakdown in his February summit with Trump in Hanoi, his efforts to get out from under sanctions that are keeping him from doing that have reached an impasse.

North Korea has long depended on China as its primary trading partner. But that reliance, and the influence it threatens to give Beijing, makes many officials in Pyongyang nervous.

Kim has also pushed Seoul hard to participate in joint inter-Korean projects to rebuild its railroads and improve its moribund infrastructure. His appeal to Korean unity, however, has run headfirst into the South's allegiance to Washington, which has warned Seoul against any actions that would undermine sanctions.

According to internal documents obtained by a South Korean researcher and published this week in a Japanese newspaper, Kim wants to boost trade with Russia tenfold — to $1 billion — by 2020.

That would obviously require some significant easing of sanctions, which would seem unlikely. But it would also require a change in Russian behavior.

Unlike China, which has lots of businessmen on the ground in North Korea, Russia has a very small footprint in the North. Officials have long talked about big projects — including rail routes to Europe, or pipelines across the Korean Peninsula — but Putin hasn't shown much interest in actually carrying them out.

WHY NOW?

The Kim-Putin meeting, whose exact date has not been announced, is coming surprisingly late in the game.

It's been nearly a year and a half since Kim announced his plan to emerge from relative isolation at home and expand diplomatic relations with China and South Korea and open denuclearization talks with Washington.

He has since held four summits with Chinese President Xi Jinping, three with South Korean President Moon Jae-in and two with Trump.

The summitry has done a lot toward establishing Kim as a serious player on the world stage.

But the Hanoi summit showed his limitations. It ended with no agreements on either denuclearization measures or the lifting of sanctions, which may now be even more difficult to accomplish since both sides are digging in on hard-line negotiation positions.

Kim's decision to meet with Putin now may reflect his frustrations over that.

Putin has more experience with North Korea's leaders than most. He visited Pyongyang in 2000, and met with Kim's father, Kim Jong Il, in Moscow in 2001 and in Vladivostok in 2011.

Moscow played an instrumental role in bringing Kim's grandfather, Kim Il Sung, to power and helped rebuild the country after the 1950-53 Korean War. Those ties fell apart after the 1991 Soviet collapse and Russia's decision to end support for former Soviet allies amid its own economic meltdown.

Like Kim, Putin is no admirer of Washington's use of sanctions as a political tool. Even a cautious statement of solidarity with the North, or a rebuttal of any of Washington's "maximum pressure" policies, would be a win for Kim.

But Putin has a lot on his plate and good reason to be cautious about making any big new commitments.

He particularly doesn't want to anger China. Immediately after seeing Kim, Putin will fly to Beijing for a major international meeting on China's "Belt and Road" initiative, which could be lucrative for Russia.

WHAT'S NEXT?

If Putin chooses to take a more hands-on approach to North Korea, Washington's efforts to keep Kim's focus on denuclearization could get a lot more complicated.

He has already expressed his opposition to Trump's sanctions-centric approach.

It's also in Putin's general interest to weaken Washington's influence in the region — though, like China, Russia does not want a chaotic collapse in the North that would create a wave of refugees and economic instability.

So what's the bottom line?

Even if he isn't planning to make any immediate changes in his policies toward Pyongyang, meeting with Kim provides a good opportunity for Putin to reassert himself as a player in a contest for political influence that is, after all, right on his own border.

And for Kim, with the pressure from Washington not likely to let up soon, keeping all options open makes a lot of sense.

New Zealand’s new gun laws get final assent to take effect

New Zealand's governor general has formally signed into effect sweeping gun laws outlawing military style weapons, less than a month after a man used such guns to kill 50 people and wound dozens at two mosques in Christchurch.

Governor General Patsy Reddy signed the bill Thursday as police said a buyback program will be announced to collect the now-banned weapons. The weapons will be illegal starting at midnight, but police said an amnesty will be in effect until details of the buyback are announced.

The House of Representatives passed the legislation by a final vote of 119 to 1 Wednesday. Anyone who retains such a weapon now faces a penalty of up to five years in prison. Exemptions allow heirloom weapons or those used for professional pest control.

Democrats are still demanding access to an unredacted report. This, as President Trump asserts that Attorney General William Barr’s four-page summary says he's been exonerated.

Former Democratic National Committee chairwoman and co-host Donna Brazile said Americans wants to see the report.

"This coming Friday I have nothing to do. I don't have to cook, I ate this remarkable chicken here in Nashville. I'm on a crash diet, so I have the munchies and I'm waiting for the Mueller report,” Brazile said referencing Gutfeld’s drug-addict reference.

“I'm glad we get an opportunity to finally say once and for all the country was under attack," she said. "We know what happened in 2016. And perhaps we can learn from the mistakes of 2016 and don't let them get repeated in 2020.”

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

The Dalai Lama has returned to his headquarters in the north Indian hill town of Dharmsala after a brief stay in a hospital in the capital for treatment of a chest infection.

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
