Italy has excessive economic imbalances, a risk to euro zone: EU

February 27, 2019

By Jan Strupczewski

BRUSSELS (Reuters) – Italy’s economy is facing excessive imbalances and policies of its government are making matters worse, which also poses a threat to other euro zone countries, the European Commission said on Wednesday.

However, the EU executive arm, whose job is to analyze the economic performance of each of the EU’s 28 countries and warn of trouble ahead, said it would wait until it receives Italy’s reform program in April before taking action.

“Italy is experiencing excessive imbalances. High government debt and protracted weak productivity dynamics imply risks with cross-border relevance, in a context of still high level of non-performing loans and high unemployment,” the Commission said.

Last year, Italy narrowly escaped an EU disciplinary procedure over its very high public debt, which under EU rules should be falling every year.

In an unprecedented stand-off, the Commission rejected in October the initial 2019 draft budget of Italy’s ruling eurosceptic and populist coalition, that would have raised borrowing to cover election promises.

Rome and the Commission eventually reached a compromise over the deficit but it was based on an economic growth forecast of 1.2 percent. In February, the Commission revised that down to 0.2 percent.

“The government debt ratio is not expected to decline in the coming years, as the weak macroeconomic outlook and the government’s current fiscal plans, though less expansionary than its initial plans for 2019, will entail a deterioration of the primary surplus,” it said.

Italy’s borrowing costs surged in the second half of 2018 as investors grew worried about the extra borrowing needed to finance generous policies of tax cuts and spending on welfare and earlier pensions.

The Commission said Italian reforms broadly stalled last year and some, like the pension reform of the previous government, were reversed, which would make public finances less sustainable and hit productivity and potential GDP growth.

“Cost competitiveness is stable, but weak productivity growth persists. This is rooted in long-standing issues with the functioning of labor, capital and product markets, compounded by weaknesses in the public administration and justice system, which drags down potential GDP growth,” it said.

While Italian banks have significantly reduced the number of their bad loans, keeping that up could be a challenge in a slowing economy, the Commission said.

How bad Italy’s imbalances become depend on what the government does next, the Commission said, adding it would decide what action to take after Rome sends its reform plans in April.

“The Commission will therefore closely monitor developments and assess policy steps and commitments to address imbalances, in particular the level of ambition of the National Reform Programme, in the context of the forthcoming European Semester Spring Package,” it said.

Carolina Hurricanes rookie forward Andrei Svechnikov is in concussion protocol after being dropped by a punch from the Washington Capitals’ Alex Ovechkin on Monday night, Hurricanes coach Rod Brind’Amour said Tuesday.

The 19-year-old Svechnikov, who appeared to be knocked out, hit the back of his head on the ice after getting punched in the skirmish. Brind’Amour said he was treated and evaluated at the hospital.

The coach said he talked with Svechnikov on Tuesday morning.

“From seeing him now, he looks normal and thought he feels great,” Brind’Amour said. “That’s a real positive sign.”

Still, Brind’Amour said it Svechnikov likely will miss Game 4 of the best-of-seven series, which the Capitals lead 2-1. That game is scheduled for Thursday in Raleigh, N.C.

“We’re going to be real careful,” Brind’Amour said. “We’re certainly not going to rush him back.”

The first-period fight came shortly after Carolina scored for a 1-0 lead, marking the first time the Hurricanes were on top in the series. The fighting majors were the first penalties called in the game, coming 10:59 into the contest.

Carolina went on to win 5-0.

School district approves new bus provider after deadly crash

A Tennessee school district has approved a new bus provider after a deadly crash involving a former driver with the current service.

The Chattanooga Times Free Press reports the Hamilton County School Board voted 8-1 Thursday in favor of an $11 million contract with First Student Inc. The deal ends the school district's relationship with Durham School Services.

During the discussion, board member Karitsa Mosley Jones referred to the 2016 bus crash in which six children died, saying it caused a lack of confidence in Durham School Services.

Bus driver Johnthony Walker was convicted of criminally negligent homicide and assault. Prosecutors said Walker was speeding and talking on his phone when he wrecked while driving 37 elementary school children on a winding road in Chattanooga. His defense said he swerved to avoid another vehicle.

Trump meets with NATO leader as tensions test the alliance

President Donald Trump is meeting with the secretary-general NATO, as tensions test the Western Alliance.

The White House meeting on Tuesday with Secretary-General Jens Stoltenberg (yehnz STOHL'-tehn-burg) comes ahead of a gathering of NATO foreign ministers marking the organization's 70th anniversary.

Trump and NATO have a strained relationship.

The president ran on an "America First" platform and has suggested he might be willing to pull the U.S. out of NATO if member counties don't significantly boost their defense spending.

He's also slapped tariffs on the European Union and pulled out of both the Paris Climate Accord and the Iran nuclear deal. Trump's desire for better relations with Russia also has alarmed nations that view Moscow as a threat.

March 23, 2019

FC Cincinnati will look to keep its early-season roll going in its inaugural MLS campaign on Sunday when it hits the road again, traveling to New England take on the Revolution.

Game time is 4 p.m. EDT at Gillette Stadium.

For expansion Cincinnati, the early results have been solid. The club opened with a loss at Seattle, before rallying with a tie at defending champion Atlanta, then beating Portland 3-0 in its home opener in Week 3.

“It’s great to play at home and great to see what our fan base can do already for us as a group,” Cincinnati coach Alan Koch told reporters earlier this week. “But our jobs are between the white lines no matter where we play. We shouldn’t change the way we go about our work. We lose we shouldn’t change, we win, we shouldn’t change. Our preparation for every game is consistent.”

Defender Nick Hagglund feels that the quality of play Cincinnati has turned in early in the season has sent a message to the rest of the league.

“We are here,” Hagglund said. “We’re not just an expansion team that people are expecting to roll over. We are a team that’s ready to go. We’re hungry.”

New England, winless and holding just one point through three games, is coming off a 3-2 loss at Toronto. But the Revolution are confident as they return home.

“We know what we can do at home,” New England midfielder Diego Fagundez said. “We know what style of play we have and with the team we have, we can definitely win this game. We’re at home and we can definitely show them who’s going to be the boss here.”

Both sides will be missing some key pieces because of national team call-ups this weekend. New England will be without rookie forward Justin Rennicks, while Cincinnati will be missing Kendall Waston, Allan Cruz, Darren Mattocks and Alvas Powell.

Trump Continues Attacks on McCain in Latest Tweets

President Donald Trump continued to lash out Sunday morning at the late Sen. John McCain, R-Ariz., as "last in his class" and the man who leaked the dossier to work with Democrats over a shared hatred to meddle in the 2016 election.

"So it was indeed (just proven in court papers) 'last in his class' (Annapolis) John McCain that sent the Fake Dossier to the FBI and Media hoping to have it printed BEFORE the Election," President Trump tweeted Sunday. "He & the Dems, working together, failed (as usual). Even the Fake News refused this garbage!"

The president's recent attacks, which included a tweet Saturday, are drawing a rebuke from McCain supporters.

"Last in his class, first in the hearts of his countrymen," The Atlantic's David Frum responded via Twitter.

The sharing of the unverified dossier to impact the 2016 presidential election will go down as "a very dark stain" on McCain, according to former independent counsel Ken Starr – but President Trump doubled down on the criticism of the late senator in a tweet Saturday, pointing to Sen. McCain casting the deciding vote against a skinny repeal and replacement of Obamacare.

"Spreading the fake and totally discredited Dossier 'is unfortunately a very dark stain against John McCain.' Ken Starr, Former Independent Counsel," President Trump tweeted. "He had far worse 'stains' than this, including thumbs down on repeal and replace after years of campaigning to repeal and replace!"

The president's continued attacks of the man he had long claimed was not a war hero because he was captured angered McCain supporters on Twitter, as Mediaite reported.

"Only cowards attack dead people," radio host Bob Cesca tweeted.

HOUSTON (Reuters) – Chevron Corp on Friday pushed back at the potential for a rival to break up its $33 billion deal for Anadarko Petroleum Corp, saying the two companies had already begun meetings on a merger plan.

Occidental Petroleum on Thursday sought to scuttle the proposed deal, submitting a higher, $38 billion cash-and-stock offer for Anadarko. Anadarko’s board said on Thursday it would evaluate the new proposal.

“I’ll just remind everyone that we’ve got a signed deal that has been approved by both boards and we’ve moving forward with integration planning,” said Chevron Chief Executive Michael Wirth on a conference call with analysts. He said a “sizeable” group of employees had already met.

Wirth declined to say whether Chevron would raise its offer in light of Occidental’s higher bid. Chevron has the ability revise the structure of its 75 percent stock, 25 percent cash bid, Chevron finance chief Pierre Breber said on the same call. “We could put more cash in if that’s what Anadarko wanted to do,” he said.

LONDON (Reuters) – A London court case to extradite Arif Naqvi, founder of collapsed private equity firm Abraaj Group, to the United States on fraud charges was adjourned until May 24, a court official said on Friday.

Naqvi was remanded in custody until that date, the official said. A former managing partner of Dubai-based Abraaj, Sev Vettivetpillai, was released on conditional bail to appear again at Westminster Magistrates Court on June 12, the official said.

Under the U.S. charges, both men are accused of defrauding U.S. investors by inflating positions held by Abraaj in order to attract greater funds from them, causing them financial loss, the official said.

Vettivetpillai could not be reached for a comment.

Naqvi, in a statement released through a PR firm, has pleaded innocent.

The U.S. Securities and Exchange Commission alleges that Naqvi and his firm raised money for the Abraaj Growth Markets Health Fund, collecting more than $100 million over three years from U.S.-based charitable organizations and other U.S. investors.

Naqvi and Vettivetpillai were arrested in Britain earlier this month. Another executive, Mustafa Abdel-Wadood was arrested at a New York hotel, Assistant U.S. Attorney Andrea Griswold said at a hearing in Manhattan federal court on April 11.

Abdel-Wadood appeared at the Manhattan hearing and pleaded not guilty to securities fraud, wire fraud and conspiracy charges.

Former Vice President Joe Biden announces his 2020 candidacy

By James Oliphant

WASHINGTON (Reuters) – Former U.S. Vice President Joe Biden, in his first interview as a Democratic presidential candidate, said on Friday that he does not believe he treated law professor Anita Hill badly during the 1991 confirmation hearings for Supreme Court Justice Clarence Thomas.

Biden had joined the burgeoning 2020 Democratic field a day earlier.

Biden’s conduct during those hearings, when he was chairman of the U.S. Senate Judiciary Committee, became a renewed subject of controversy after the New York Times reported that Biden had called Hill earlier this month in the run-up to his presidential bid and that Hill was dissatisfied with Biden’s expression of regret.

Appearing on ABC’s “The View,” Biden largely defended his actions as a senator almost 30 years ago, saying he believed Hill’s allegations of sexual harassment levied at Thomas and tried to derail his confirmation.

Activists have long been unhappy that Hill was questioned in graphic detail by the all-white, all-male committee chaired by Biden.

“I’m sorry she was treated the way she was treated,” Biden said, but later, he asserted, “I don’t think I treated her badly. … How do you stop people from asking inflammatory questions?”

“There were a lot of mistakes made across the board and for those I apologize,” he said.

Biden praised Hill as “remarkable” and said she is “one of the reasons we have the #MeToo movement.”

Asked why he had not reached out to Hill earlier, Biden said he had previously publicly stated he had regrets about her treatment and that he “didn’t want to quote invade her space.”

That seemed to be a reference to another controversy that looms over Biden’s presidential run: allegations by several women that he made them uncomfortable by touching them at political events.

Biden also addressed that criticism, saying he was now more “cognizant” about a woman’s “private space.” But he maintained that he had been “trying to bring solace.”

He suggested he was still trying to sort out the guidelines for his conduct going forward.

“I should be able to read better,” he said. “I have to be more careful.”

Pressed by the show’s panel for an apology to his accusers, Biden would not entirely capitulate.

“So, I invaded your space,” he replied. “I mean, I’m sorry this happened. But I’m not sorry in a sense that I think I did anything that was intentionally designed to do anything wrong or be inappropriate.”

Biden, 76, served as former President Barack Obama’s vice president for two terms. He is competing with 19 others for the Democratic presidential nomination and the chance to likely face President Donald Trump next year in the general election.

His first public event as a presidential candidate is scheduled for Monday in Pittsburgh.

SAN FRANCISCO (Reuters) – Tesla Inc’s stock slumped over 4% on Friday to its lowest price in two years, rounding out a rough week that included worse-than-expected quarterly results and a pitch by Chief Executive Elon Musk on autonomous cars that failed to win over investors.

With investors betting Tesla will soon raise capital, the stock has fallen 13% for the week to its lowest level since January 2017, before the launch of the Model 3 sedan aimed at making the electric car maker profitable.

One positive development for Tesla: a U.S. District Court judge on Friday granted a request by Musk and the Securities and Exchange Commission for a second extension to resolve a dispute over Musk’s use of Twitter.

On Wednesday, Tesla posted a worse-than-expected loss of $702 million for the March quarter. Musk said Tesla would return to profit in the third quarter and that there was “some merit” to raising capital.

Musk is still battling to convince investors that demand for the Model 3, the company’s first car aimed at the mass consumer market, is “insanely” high, and that it can be delivered efficiently to customers around the world.

Tesla ended its first quarter with $2.2 billion, down from $3.7 billion in the prior quarter, and the company is planning expansions including a Shanghai factory, an upcoming Model Y SUV, and other projects.

(GRAPHIC: Tesla’s cash – https://tmsnrt.rs/2DyJjX6)

On Monday, Musk hosted a self-driving event, where he predicted Tesla would have over a million autonomous vehicles by next year. Some analysts perceived the presentation as a way to deflect attention from questions about demand, margin pressure, increasing competition and even Musk’s ongoing battle with U.S. regulators.

Tesla’s stock has now fallen 29 percent in 2019 and the company’s market capitalization has declined to $41 billion from $63 billion in mid-December.

(GRAPHIC: Tesla’s declining market cap – https://tmsnrt.rs/2Dwd62r)

Analysts now expect Tesla’s revenue to expand 19% in 2019, compared with 83% growth in 2018 and 68% growth in 2017, according to Refinitiv.

Following Tesla’s quarterly report, 12 analysts recommend selling the stock, while 11 recommend buying and eight are neutral. The median analyst price target is $275, up 16% from the stock’s current price of $236. Berenberg analyst Alexander Haissl has the most optimistic price target, at $500, while Cowen and Company’s Jeffrey Osborne has the lowest, at $160, according to Refinitiv.

Former CIA Director John Brennan pushed back Friday on President Trump’s charge that he knew about or participated in an attempt to overthrow the American government.

“I don’t think it’s surprising at all that we continue to hear the sociopathic ramblings of Mr. Trump claiming that there was this effort to try to prevent him from being elected or to unseat him,” he told MSNBC’s Hallie Jackson.

Brennan was reacting to comments Trump made during an interview with Sean Hannity on Thursday night.

Trump specifically criticized Brennan, along with former Director of National Intelligence James Clapper, former FBI Director James Comey, and former Deputy FBI Director Andrew McCabe, in the fiery interview.

ROSENSTEIN SLAMS OBAMA ADMINISTRATION FOR CHOOSING ‘NOT TO PUBLICIZE FULL STORY’ OF RUSSIA HACKING

His comments followed the release of Special Counsel Robert Mueller‘s report which stopped short of accusing the president of either obstruction of justice or collusion with Russia.

Brennan added he welcomed further investigation into his and other officials’ conduct while they served in government. “I’ve testified in front of Congress … Absolutely, I’ll do it again,” he said.

Brennan also disputed Sen. Rand Paul’s, R-Ky., claim that he “insisted that the unverified and fake Steele dossier be included in the Intelligence Report.”

Journalist Bob Woodward similarly promoted the idea that the CIA pushed to include the Steele dossier in the intelligence community assessment surrounding Russian election interference.

“That’s absolutely incorrect and 180 degrees from the truth. It was CIA that was pushing not to have it included and not to be taken into account at all in that intelligence community assessment.
