German motor authority probes more Mercedes emissions software: Bild

BERLIN (Reuters) – Germany’s motor vehicle authority KBA is investigating Daimler on suspicion that 60,000 Mercedes cars were fitted with software aimed at tricking emissions tests, the Bild am Sonntag newspaper reported on Sunday.

A spokesman for Daimler, owner of Mercedes-Benz, said the carmaker was reviewing the facts and fully cooperating with the KBA.

Bild am Sonntag said the KBA was looking into suspicious software in Mercedes-Benz GLK 220 CDI cars produced between 2012 and 2015, after tests showed they only meet emissions limits when a certain function is activated.

Since rival Volkswagen admitted in 2015 to cheating U.S. emissions tests, the scandal has spread to other carmakers. Daimler has ordered the recall of 3 million vehicles to fix excess emissions coming from their diesel engines.

Bild am Sonntag said the KBA found that the function it had discovered had been removed during software updates carried out by Daimler.

The Daimler spokesman said the company had complied with a process agreed upon with the KBA and German Transport Ministry when updating software for the 3 million recalled vehicles.

“The allegation that we wanted to hide something with the voluntary service measure is incorrect,” he said.

This month European Union antitrust regulators charged BMW, Daimler and Volkswagen with colluding to block the rollout of emissions-cleaning technology.

Kentucky police fatally shoot man who wounded another man

Police officers in Kentucky have fatally shot a man who wounded another man in the parking lot of an apartment complex.

Louisville Metro Police Chief Steve Conrad told news outlets that when officers arrived at Spring Manor Apartments on Tuesday afternoon they ordered the man to drop his gun and attempted to use non-lethal means to stop him. He said they fired their weapons when the man "ran at officers and pointed his gun at them."

Conrad said the gunman was taken to a hospital and pronounced dead.

Police said the wounded man was shot multiple times and is in critical condition at a local hospital.

Border patrol announces 4th migrant death since December

Immigration officials say a Mexican migrant died Monday after he was arrested near an urban border crossing.

U.S. Customs and Border Protection announced the death Tuesday, saying agents arrested the 40-year-old man early Sunday for re-entering the country illegally. His identity was not released.

The migrant died at the Las Palmas Medical Center after receiving treatment for flu-like symptoms, liver failure and kidney failure.

It is the fourth death of a migrant in CBP custody since December, including an 8-year-old boy and a 7-year-old girl.

Border Patrol Commissioner Kevin McAleenan said this month that the system "is well beyond capacity, and remains at the breaking point."

The Latest: EU urges Libyan rival forces to start talking

The Latest on the situation in Libya (all times local):

The European Union's foreign policy chief has called on all sides in the escalating Libyan military conflict to stop fighting and start talking.

Federica Mogherini said Monday that European Union foreign ministers meeting in Luxembourg were united in their call for a truce.

Mogherini says all sides in the recent surge in fighting should "go back to the negotiating table under the auspices of the U.N. and make sure that the Libyan people get what they really want, which is peace and stability for their country."

The U.N. says that fighting over Libya's capital that erupted last week has already displaced 2,800 people. The death toll has risen to 49, including civilians.

Libya is a departure point for many refugees trying to cross the Mediterranean to Europe.

The only functional airport in the Libyan capital has announced it was hit by an airstrike amid clashes between rival armed groups for control of Tripoli. No casualties were reported.

The official Facebook page of the Mitiga airport said a fighter jet attacked the facility on Monday. There were no other details.

A video circulated online shows a fighter jet firing and allegedly targeting the airport. The facility, located 8 kilometers (5 miles) east of the city center, originally functioned as a military base.

The fighting for Tripoli erupted last week when the self-styled Libyan National Army, led by Khalifa Hifter, began an offensive against the capital, clashing with rival militias that support the U.N.-backed government.

The U.N. humanitarian coordinator in Libya says 2,800 people have been displaced by fighting between rival militias over the capital, Tripoli.

Maria do Valle Ribeiro said Monday that clashes have prevented emergency services from reaching casualties and civilians, and have damaged electricity lines.

She warned that the increased violence is worsening the situation for migrants held in Tripoli's detention centers.

Fighting was underway Monday at the international airport, some 24 kilometers (15 miles) from central Tripoli.

The self-styled Libyan National Army, led by Khalifa Hifter, began an offensive against the capital last week.

Rival militias that support the U.N.-backed government in Tripoli have vowed to recapture all the areas recently seized by Hifter's forces.

The two sides reported that at least 41 people, including civilians, had been killed since Thursday.

(Reuters) – Canadian Corey Conners clinched an astonishing two-shot victory over American Charley Hoffman at the Texas Open on Sunday to punch the final ticket to the Masters.

Conners, ranked 196th in the world, compiled a crazy, rollercoaster six-under-par 66 that included 10 birdies in the final round at TPC San Antonio.

He followed four early birdies with four consecutive bogeys on the front nine before storming home with six birdies and three pars to claim his first PGA title.

The 27-year-old, who had to come through a Monday qualifier just to get into the field at the Texas Open, finished at 20-under 268 for the tournament.

Conners previously played in the Masters as an amateur in 2015. This year’s Masters starts on Thursday.

BAGHDAD (Reuters) – Iraq’s parliament voted on Sunday to sack the governor of Nineveh after an overloaded ferry capsized, killing at least 90 people, in the provincial capital Mosul, state media said.

The boat was carrying families heading to an outing on an island in the Tigris River on Thursday when it sank. Many of the women and children on board could not swim.

Islamic State militants were driven from Mosul nearly two years ago, but relief has given way to impatience over alleged corruption as reconstruction of the destroyed city has stalled.

Scores of protesters swarmed Iraq’s president and the governor on Friday, forcing them to leave the site of the accident. The crowd threw stones and shoes at Governor Nawfal Hammadi al-Sultan’s car, which sped off hitting two people, one of whom was taken to hospital.

Prime Minister Adel Abdul Mahdi on Saturday formally asked parliament to remove Sultan. Iraqi law gives the federal parliament the right to sack provincial governors based on the suggestion of the prime minister.

Parliament also voted to sack Sultan’s two deputies, in line with Abdul Mahdi’s request. The governor can appeal the decision at court. He has not commented on the vote yet.

Abdul Mahdi’s letter to parliament accused Sultan of negligence, dereliction of duty, and said there was evidence he was misusing public funds and abusing power.

Protesters blamed negligence by the local government for the accident. The boat was loaded to five times its capacity, according to a local official.

Sen. Sanders Supports Voting Rights For Those in Prison

More states should allow people with felony records to vote while they are in prison, presidential candidate Sen. Bernie Sanders said over the weekend, the Des Moines Register reported.

“I think that is absolutely the direction we should go,” Sanders said during a town hall in Muscatine, Iowa, when he was asked if there should be a right to vote from prison. “You’re paying a price, you committed a crime, you’re in jail. That’s bad. But you’re still living in American society and you have a right to vote.”

Currently, only Sanders’ home state of Vermont and Maine allow felons to vote behind bars.

Most states do not allow people to vote while they are in prison, on parole, or on probation, according to Vox.

Two states ban those with felony convictions from voting even after they have finished their prison, parole or probation sentences.

Date from 2016 shows that 6.1 million people were prevented from voting due to a felony conviction, according to The Sentencing Project.

Black Americans are disproportionately impacted, since there are a higher percentage of blacks in prison. Punishments can follow people for the remainder of their lives, making it much more difficult for those with criminal records to regain rights that would give them a better chance to secure a job.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

The Dalai Lama has returned to his headquarters in the north Indian hill town of Dharmsala after a brief stay in a hospital in the capital for treatment of a chest infection.

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
