Italy considering compensation claim against EU over bank rescue: Conte

BRUSSELS (Reuters) – Italy is considering compensation claims against the European Commission for the strict interpretation it gave to EU banking rules, the Italian prime minister said on Friday, after a landmark EU ruling this week over a bank rescue.

On Tuesday the EU general court overturned Brussels’ decision to block a 2014 rescue plan of small Italian lender Tercas, prompting compensation calls from Italian banks which argued that subsequent banking rescues in Italy were more costly because of the Commission’s strict position.

“We have to draw political and juridical conclusions, including about a compensation plan,” Prime Minister Giuseppe Conte told reporters after a summit of EU leaders in Brussels.

Earlier this week Italian Foreign Minister Enzo Moavero Milanesi had also flagged the possibility of a legal action against Brussels.

Conte backed Moavero’s comments but called for a cautious approach as the EU Commission could also appeal the ruling, he told reporters.

Conte, whose eurosceptic government has used public funds to help Italy’s ailing Carige bank and has not ruled out further support, said the Tercas ruling “set a precedent” which could enable a less strict application of EU banking rules.

The European Commission has said it is assessing the judgment and its consequences on future interventions.

Seven banks have been rescued in Italy since the Tercas case, including Banca Monte dei Paschi, the world’s oldest lender still in operation, and a smaller bank in Tuscany whose collapse and the subsequent wipeout of its creditors triggered the suicide of one of them.

The Tercas rescue was orchestrated by Italy’s deposit guarantee fund, which Brussels said could not be used for measures other than its core function of paying back savers hit by a bank failure.

The EU court ruling, labeled “historic” by EU lawmakers, effectively dismissed the Commission’s argument.

Oklahoma firefighters rescue suspected burglar trapped in chimney for hours

The lesson is clear: leave the chimney work to the professionals. Like Santa.

And that note of caution is particularly true for those climbing in with bad intentions -- such as a would-be burglar who got caught at an Oklahoma business Monday after becoming trapped in a chimney for hours, officials said.

The Tulsa Fire Department told FOX23 the man had cut the electricity lines of an air conditioner and attempted to shimmy down the chimney of the business when he became stuck.

Eva Sigala, who works at the Durango Auto Center, said her boss raised the alarm when he heard noises emanating from the chimney early in the morning.

Firefighters said surveillance video showed the man trying to Kris Kringle his way down the chimney around 12:30 a.m. Monday.

The man, who was not immediately identified, ended up stuck there until rescuers pulled him out around 9:45 a.m. Fire officials had at one point considered dismantling the entire chimney but eventually extracted the man via a pulley system.

PARIS (Reuters) – A Paris court on Monday threw out an attempt to block the French release of a film inspired by the real-life battle fought by victims of a paedophile Catholic priest, lawyers said.

Father Bernard Preynat was accused of abusing dozens of boy scouts during the 1980s and early 1990s and was removed from his post in the Lyon diocese in 2015. He has admitted sexual abuse, according to his lawyer, and is due to go on trial this year.

Francois Ozon’s film Grace a Dieu (By the Grace of God), which won the Silver Bear Grand Jury Prize on Saturday at Berlin’s International Film Festival, tackles the story behind France’s most important church child abuse scandal to date.

Preynat’s lawyer said he regretted the court’s decision.

“To portray a man as guilty for two hours when he hasn’t yet been tried is an affront to the presumption of innocence,” lawyer Emmanuel Mercinier told Reuters.

The judge confirmed that events were presented as fact in the film, Mercinier said, but ruled that a written message at the film’s end indicating that Preynat was innocent until proven guilty was sufficient under French law.

The movie is due to be released on Wednesday, on the eve of a meeting in Rome between Pope Francis and senior bishops from around the world to discuss the protection of minors.

Pope Francis has come under fire for his handling on a spreading sexual abuse crisis in the Catholic Church.

Much of the focus has been on the United States, Chile and Australia. The trial last month, however, of the Roman Catholic archbishop of Lyon, Cardinal Philippe Barbarin, who is accused of failing to act on historic abuse allegations against Preynat, turned the focus back onto European clergy.

The film recounts the true story of a group of sex abuse victims who in 2015 formed an association, La Parole Liberee, (The Freed Word) to shatter the silence around the abuse allegedly committed by Preynat.

Ozon said the film could not prejudice Preynat’s trial as the events had all been reported by the media. “Everything I talk about in the film has already appeared in the French press,” Ozon told reporters at an advanced screening.

Nikita Kucherov had two goals and two assists, and the Tampa Bay Lightning rallied from a three-goal deficit to defeat the host Detroit Red Wings for the 15th consecutive time, 5-4, on Thursday.

Tampa Bay won its third straight while Detroit lost for the 12th time in 13 games (1-9-3). The Lightning matched their franchise record of 54 wins set last season.

Steven Stamkos tied Vincent Lecavalier’s franchise record of 383 goals during the second period, and he also had an assist. Brayden Point supplied a goal and two assists, and Tyler Johnson also scored for Tampa Bay. Andrei Vasilevskiy made 23 saves.

Darren Helm scored his 100th career goal during a short-handed situation for Detroit. Justin Abdelkader tallied his first goal in 41 games. Madison Bowey and Michael Rasmussen also scored, and Jimmy Howard stopped 34 shots.

Stars 4, Wild 1

Ben Bishop set a franchise-record shutout streak before exiting with an injury, and Dallas scored three goals in the second period in a victory over Minnesota at Saint Paul, Minn.

Radek Faksa and rookies Roope Hintz and Joel L’Esperance scored in a 2:22 span for the Stars, who have won six of their last seven games overall to pull even in points with St. Louis (79) for third place in the Central Division. Alexander Radulov sealed the victory with an empty-net goal.

Anton Khudobin turned aside 14 shots in relief of Bishop, who extended his shutout streak to a career-best 230:53 before leaving with a lower-body injury. The 32-year-old Bishop, who finished with seven saves, eclipsed the previous franchise mark of 219:26 set by Ed Belfour in November 2000.

Penguins 5, Sabres 0

Casey DeSmith made 26 saves, and Phil Kessel, Nick Bjugstad and Jake Guentzel each had a goal and an assist to pace visiting Pittsburgh past Buffalo for its third straight win.

It was the fourth career shutout and third of the season for DeSmith, who had not started since Feb. 21. Brian Dumoulin and Patric Hornqvist also scored for the Penguins, and Sidney Crosby had two assists to give him 31 points in the past 17 games.

Carter Hutton made 23 saves for Buffalo, which was shut out for the third straight game and has lost six in row.

A third-period goal from Nikolaj Ehlers ended up being the deciding score as Winnipeg edged visiting Boston.

Some strong forechecking from the Jets led to a Boston turnover, with Ehlers pouncing on the loose puck for his 18th goal of the season at 13:02 of the third period. Ehlers’ score ended up being a critical one as Charlie Coyle tipped in a Zdeno Chara point shot at 17:04 of the final frame to pull Boston within one.

The victory snapped a two-game losing streak for Winnipeg and allowed the first-place Jets to maintain their lead over Nashville atop the Central Division. The Bruins have lost their last three games in regulation, following a stretch that saw them record points over 19 consecutive games (15-0-4).

Capitals 5, Flyers 2

Brett Connolly scored two goals and added an assist to lead visiting Washington past Philadelphia.

Lars Eller, Tom Wilson and Evgeny Kuznetsov each scored a goal while Braden Holtby stopped 22 shots. Kuznetsov also had an assist for the Capitals, who have won eight of nine.

James van Riemsdyk and Scott Laughton scored for the Flyers. Carter Hart played for the first time in three weeks and gave up all four goals while making 27 saves.

Senators 2, Blues 0

Anders Nilsson made 35 saves for his second shutout of the season as lowly host Ottawa beat struggling St. Louis. Chris Tierney and Christian Wolanin had the goals.

Nilsson made several key saves to help his team earn just its second win in the last 13 games. Ottawa, which has an NHL-low 54 points and has already been eliminated from the playoff race, snapped a five-game home losing streak and a four-game slide to St. Louis.

The result could prove costly for the playoff-hopeful Blues, who have totaled three goals during an 0-2-1 stretch that’s come without injured goal leader Vladimir Tarasenko. St. Louis had its chances in the third, particularly from Ryan O’Reilly and Robert Thomas, but was stopped on point-blank saves by Nilsson.

Islanders 2, Canadiens 1

Anders Lee scored the tiebreaking goal with 2:57 left in the third period as New York edged visiting Montreal.

Adam Pelech scored in the second period for the Islanders, who won for the fourth time in five games to remain two points behind the first-place Washington Capitals in the Metropolitan Division. Thomas Greiss made 33 saves.

Jordie Benn scored in the second period for the Canadiens, who lost for the fourth time in six games and missed a chance to move ahead of the idle Columbus Blue Jackets in the race for the second and final wild-card spot in the Eastern Conference. Carey Price made 36 saves.

Coyotes 6, Ducks 1

Vinnie Hinostroza scored his first career hat trick, and Arizona inched closer to its first Stanley Cup playoff appearance in seven years with a rout of visiting Anaheim.

The Coyotes moved three points ahead of Minnesota for the second wild card in the Western Conference. Jason Demers had a goal and an assist, and Oliver Ekman-Larsson tied the franchise record with the 15th short-handed goal of the season for the Coyotes. Darcy Kuemper made 37 saves for Arizona, which is 13-4-0 since Feb. 9.

Jakob Silfverberg extended his career-long point streak to seven games with a goal, and Ryan Miller made 18 saves for the Ducks.

Predators 3, Kings 1

Craig Smith and Colton Sissons scored second-period goals as visiting Nashville took the lead for good and defeated Los Angeles to keep pace in the Central Division.

Viktor Arvidsson also scored a goal as the Predators remained in second place, a point behind Winnipeg. Pekka Rinne had 25 saves as the Predators won in regulation for the first time in their past nine games.

Austin Wagner scored a goal for the Kings after missing the previous four games with a lower-body injury. Los Angeles lost for the fourth time in its past five games and for the 14th time in its past 16 games.

Panthers 4, Sharks 2

Mike Hoffman scored the go-ahead goal, and rookie goaltender Sam Montembeault won his third straight start to lead visiting Florida past San Jose.

Hoffman, who added an assist, set a career high for points (63). With his 32nd goal, he tied Ray Whitney (1997-98) for the most by a player in his first season with Florida.

Jamie McGinn, Dryden Hunt and Frank Vatrano also scored for the Panthers, who won their third straight overall. Montembeault, 22, made 26 saves in his first road start, and he improved to 3-0-1. Melker Karlsson and Kevin Labanc tallied for the Sharks, who had their six-game winning streak snapped.

Trump doubles down on plan to ship migrants to sanctuary cities, says ‘Radical Left’ should be happy

President Trump responded to reports Friday that his administration proposed releasing immigrant detainees in sanctuary cities by not only confirming the plan but saying it remains under “strong” consideration.

Further, the president tweeted that relocating illegal immigrants to these districts should make the "Radical Left" happy.

The comments came after The Washington Post first reported that the White House proposed sending the detainees to sanctuary cities twice in the last six months. The proposal was first floated in November amid reports of a large migrant caravan from Central American making its way to the southern border. The idea was again considered in February, amid the standoff with Congress over a border wall.

The Post said the plan was shot down both times. But on Friday, Trump signaled the proposal isn't dead.

“Due to the fact that Democrats are unwilling to change our very dangerous immigration laws, we are indeed, as reported, giving strong considerations to placing Illegal Immigrants in Sanctuary Cities only,” Trump tweeted.

“The Radical Left always seems to have an Open Borders, Open Arms policy—so this should make them very happy!” he continued.

The president doubled down as Democrats fumed over the relocation idea.

“The extent of this Administration’s cynicism and cruelty cannot be overstated,” House Speaker Nancy Pelosi’s spokeswoman Ashley Etienne said in a statement Friday. “Using human beings—including little children—as pawns in their warped game to perpetuate fear and demonize immigrants is despicable, and in some cases, criminal.”

She added: “The American people have resoundingly rejected this Administration’s toxic anti-immigrant policies, and Democrats will continue to advance immigration policies that keep us safe and honor our values.”

Pelosi’s district—San Francisco—was among the sanctuary cities the administration considered sending detainees to.

White House officials, though, stressed earlier Friday that the plan never went anywhere. A source familiar with discussions told Fox News that Democrats who advocate leniency toward illegal immigrants should work with the administration to find ways to transport those set for release, including in their states and districts.

The proposal was apparently rejected both times it came up by administration immigration agencies.

A Nov. 16 email from the White House to officials at several agencies reportedly asked whether migrants could be arrested and bused to “small-and mid-sized sanctuary cities” and other Democratic strongholds. Pelosi’s district in San Francisco was considered one of the areas targeted, according to The Post.

The proposal was intended to alleviate crowded detention centers, the White House told Immigration and Customs Enforcement (ICE).

The same report said "the attempt at political retribution raised alarm within ICE." An ICE official responded, noting that there were budgetary and liability issues, but also said “there are PR risks as well.”

The source familiar with the discussions argued, however, that the White House did not view this as political retribution.

“This was just a suggestion that was floated and rejected, which ended any further discussion,” the White House told The Post.

In a statement, Deputy ICE Director Matt Albence also pushed back and said he was not pressured by the White House – though indicated such a proposal was put forward.

“As the Acting Deputy I was not pressured by anyone at the White House on this issue. I was asked my opinion and provided it and my advice was heeded. The email exchange is clear and suggesting that it indicates inappropriate pressure is inaccurate,” he said.

It is unclear, at this point, whether immigration agencies would now support the proposal.

Trump has repeatedly blasted sanctuary cities, which are areas where local authorities refuse to cooperate with federal immigration agencies. The cities are typically run by Democrats.

The president was also hit this week with questions over the administration’s past family separation policy at the border. Trump said they have no plans to revive the policy, amid renewed speculation about whether the practice could return amid a shake-up in staffing at the Department of Homeland Security including the resignation of Secretary Kirstjen Nielsen.

Kevin McAleenan, who was serving as CBP commissioner, is replacing her as acting secretary.

Nielsen’s resignation comes amid an influx of migrants at the U.S.-Mexico border. Nielsen was reportedly frustrated with the difficulty of getting other departments to help deal with the growing number of families crossing the border. But administration officials told Fox News that McAleenan best fits Trump’s requirement of being the “toughest cop” on the frontier, and that Nielsen had been viewed as resistant to some of the immigration measures pushed by the president and his aides.

By Tuesday, DHS Acting Deputy Secretary Claire Grady also resigned.

And on Wednesday, Nielsen announced that ICE Acting Director Ron Vitiello would be stepping down by the end of the week.

Son of sheriff’s deputy arrested in connection with historically black church fires: report

The son of a Louisiana sheriff’s deputy was arrested Wednesday in connection with fires that burned down three historically black churches in the past two weeks, police said.

Holden Matthews, 21, has been booked into the St. Landry Parish jail on suspicion of arson, KATC-TV reported, citing law enforcement sources. Matthews is the son of St. Landry Parish Deputy Roy Matthews. Authorities have not released a mug shot of the suspect.

The first fire took place last month at the St. Mary Baptist Church in Port Barre on March 26. The second happened April 2 at the Greater Union Baptist Church in Opelousas, while the latest came two days later at the Mount Pleasant Baptist Church, also in Opelousas.

After observing the crime scenes and speaking with investigators, Rep. Clay Higgins, R-La., told The New York Times that the “method of each burn is notably the same.”

The three churches of predominantly black congregations were empty at the time of the blazes, and no injuries were recorded. The NAACP has labeled the church burnings “domestic terrorism” and racially motivated.

Billionaire Branson hopes aid concert opens Venezuela’s borders

(Reuters) – Billionaire entrepreneur Richard Branson on Wednesday said he hopes a concert in Colombia aimed at raising money for crisis-wracked Venezuela will encourage the country’s soldiers to defy orders from President Nicolas Maduro and let humanitarian aid cross the border.

Some 250,000 people are expected at Friday’s concert in the Colombian border town of Cucuta that organizers say will raise about $100 million to buy food and medicine for Venezuelans suffering widespread shortages.

Branson, who is backing the show, dubbed “Venezuela Aid Live,” told Reuters he expects money to flow in from many countries if the Tienditas Bridge crossing from Colombia to Venezuela can be opened.

“I think that if we can persuade the soldiers to open the bridge, that’s the ideal outcome from this concert,” he said in an interview via satellite link from the Mojave Air and Space Port in California. “That will then mean that people who are dying from cancer because they’re not getting the right pills, or other illnesses, they will be able to get help medical help.”

The United States and scores of other countries have openly backed Maduro’s rival, opposition leader and congress chief Juan Guaido, who last month invoked constitutional provisions to declare himself interim president.

The opposition plans to send aid into Venezuela on Saturday from collection points in neighboring countries including Colombia via sea and land, despite Maduro’s refusal to let it in, setting up a possible clash with authorities.

Maduro, who is facing growing international pressure to step down after his disputed re-election last year, denies there is a humanitarian crisis and has blocked the bridge leading from Colombia to prevent aid getting through.

The presidents of Colombia and Chile have publicly said they will attend the free concert, which has evoked comparisons to Irish rock star Bob Geldof’s 1985 global “Live Aid” concert to raise money for famine relief in Ethiopia.

Two other world leaders may attend, organizer Fernan Ocampo told reporters in Cucuta earlier on Wednesday, without naming them.

“We’ve got quite a few presidents from South America coming to the concert who have pledged to put a considerable amount of supplies into Venezuela once we can get the bridges opened,” he said.

The event will feature performances from at least 35 artists including Alejandro Sanz, Maluma, Luis Fonsi and Carlos Vives.

While still unclear how the aid will get across the border, Branson said 1 million people are expected on the Venezuelan side of the bridge, led by Guaido, to distribute the aid.

Branson also responded to comments made on Tuesday by Pink Floyd co-founder Roger Waters, who criticized the concert as a U.S.-backed effort to tarnish Maduro’s socialist government, saying there was “no mayhem, no murder, no apparent dictatorship” in Venezuela.

“I don’t think that Roger Waters is the best expert when it comes to what’s going on in Venezuela. He says that it’s a democracy, people are not suffering, and it’s just not true,” Branson said. “Anybody who knows anything about Venezuela should know that that is a load of a rubbish and Venezuelans need help.”

Donations to the event will be received online and via direct deposits.

Hundreds of tonnes of humanitarian aid from the United States and other countries are being stored in warehouses in Cucuta.

Maduro is planning rival concerts on the Venezuelan side of the border on Friday, and the Venezuelan government says it will distribute aid to poor Colombians.

Joe Biden’s brain surgeon said his former patient is “totally in the clear” as speculation over the candidate’s health — with Biden possibly becoming the oldest president in U.S. history — is likely to become a campaign issue.

The former vice president, who had been perceived by many as the strongest potential contender for the Democratic Party’s 2020 presidential nomination, formally announced his candidacy Thursday.

But Biden’s age – 76 – is expected to become a source of attacks from a younger generation of Democrats not because of obvious generational differences, but possibly for actual health concerns if Biden gets into office.

Biden himself agreed last year that “it’s totally legitimate” for people to ask questions about his health if he decides to run for president, given his medical history — which has included brain surgery in 1988.

“I think they’re gonna judge me on my vitality,” Biden told “CBS This Morning.” “Can I still run up the steps of Air Force Two? Am I still in good shape? Am I – do I have all my faculties? Am I energetic? I think it’s totally legitimate people ask those questions.”

But Dr. Neal Kassell, the neurosurgeon who operated on Biden for an aneurysm three decades ago, told the Washington Examiner that Biden appears to be “totally in the clear” — and even joked that the operation made Biden “better than how he was.”

“Joe Biden of all of the politicians in Washington is the only one that I’m certain has a brain, because I have seen it,” Kassell said. “That’s more than I can say about all the other candidates or the incumbents.”

BIDEN’S CLAIM HE DIDN’T WANT OBAMA TO ENDORSE TRIGGERS MOCKERY

At the same time, however, Biden hasn’t been forthcoming about his health at least since 2008 when he released his medical records as a vice presidential candidate. The disclosure that time revealed some fairly minor issues such as an irregular heartbeat in addition to detailing previous operations, including removing a benign polyp during a colonoscopy in 1996, the outlet reported.

It remains unclear if Biden had more aneurysms. Some medical experts say that people who have had an aneurysm can have another one.

An aneurysm, or a weakening of an artery wall, can lead to a rupture and internal bleeding, potentially placing a patient’s life in jeopardy.

Biden won’t be the only Democrat grappling with old age. Sen. Bernie Sanders, another 2020 frontrunner, is currently 77 years old and agreed with Biden last year that their ages will be an issue in the race.

“It’s part of a discussion, but it has to be part of an overall view of what somebody is and what somebody has accomplished,” Sanders told Politico.

Cambodian authorities have ordered a one-hour reduction in the length of school days because of concerns that students and teachers may fall ill from a prolonged heat wave.

Education Minister Hang Chuon Naron said in an announcement seen Friday that the shortened hours will remain in effect until the rainy season starts, which usually occurs in May. The current heat wave, in which temperatures are regularly reaching as high as 41 Celsius (106 Fahrenheit), is one of the longest in memory.

Most schools in Cambodia lack air conditioning, prompting concern that temperatures inside classrooms could rise to unhealthy levels.

School authorities were instructed to watch for symptoms of heat stroke and urge pupils to drink more water.

The new hours cut 30 minutes off the beginning of the school day and 30 minutes off the end.

School authorities instituted a similar measure in 2016.

Explosions have rocked Britain’s largest steel plant, injuring two people and shaking nearby homes.

South Wales Police say the incident at the Tata Steel plant in Port Talbot was reported at about 3:35 a.m. Friday (22:35 EDT Thursday). The explosions touched off small fires, which are under control. Two workers suffered minor injuries and all staff members have been accounted for.

Police say early indications are that the explosions were caused by a train used to carry molten metal into the plant. Tata Steel says its personnel are working with emergency services at the scene.

Local lawmaker Stephen Kinnock says the incident raises concerns about safety.

He tweeted: “It could have been a lot worse … @TataSteelEurope must conduct a full review, to improve safety.”

LONGKOU, China (Reuters) – During initial tests of their 8.1-metre (27-foot) tall reusable rocket, Chinese engineers from LinkSpace, a start-up led by China’s youngest space entrepreneur, used a Kevlar tether to ensure its safe return. Just in case.

But when the Beijing-based company’s prototype, called NewLine Baby, successfully took off and landed last week for the second time in two months, no tether was needed.

The 1.5-tonne rocket hovered 40 meters above the ground before descending back to its concrete launch pad after 30 seconds, to the relief of 26-year-old chief executive Hu Zhenyu and his engineers – one of whom cartwheeled his way to the launch pad in delight.

LinkSpace, one of China’s 15-plus private rocket manufacturers, sees these short hops as the first steps towards a new business model: sending tiny, inexpensive satellites into orbit at affordable prices.

Demand for these so-called nanosatellites – which weigh less than 10 kilograms (22 pounds) and are in some cases as small as a shoebox – is expected to explode in the next few years. And China’s rocket entrepreneurs reckon there is no better place to develop inexpensive launch vehicles than their home country.

“For suborbital clients, their focus will be on scientific research and some commercial uses. After entering orbit, the near-term focus (of clients) will certainly be on satellites,” Hu said.

In the near term, China envisions massive constellations of commercial satellites that can offer services ranging from high-speed internet for aircraft to tracking coal shipments. Universities conducting experiments and companies looking to offer remote-sensing and communication services are among the potential domestic customers for nanosatellites.

A handful of U.S. small-rocket companies are also developing launchers ahead of the expected boom. One of the biggest, Rocket Lab, has already put 25 satellites in orbit.

No private company in China has done that yet. Since October, two – LandSpace and OneSpace – have tried but failed, illustrating the difficulties facing space start-ups everywhere.

The Chinese companies are approaching inexpensive launches in different ways. Some, like OneSpace, are designing cheap, disposable boosters. LinkSpace’s Hu aspires to build reusable rockets that return to Earth after delivering their payload, much like the Falcon 9 rockets of Elon Musk’s SpaceX.

“If you’re a small company and you can only build a very, very small rocket because that’s all you have money for, then your profit margins are going to be narrower,” said Macro Caceres, analyst at U.S. aerospace consultancy Teal Group.

“But if you can take that small rocket and make it reusable, and you can launch it once a week, four times a month, 50 times a year, then with more volume, your profit increases,” Caceres added.

Eventually LinkSpace hopes to charge no more than 30 million yuan ($4.48 million) per launch, Hu told Reuters.

That is a fraction of the $25 million to $30 million needed for a launch on a Northrop Grumman Innovation Systems Pegasus, a commonly used small rocket. The Pegasus is launched from a high-flying aircraft and is not reusable.

NEED FOR CASH

LinkSpace plans to conduct suborbital launch tests using a bigger recoverable rocket in the first half of 2020, reaching altitudes of at least 100 kilometers, then an orbital launch in 2021, Hu told Reuters.

The company is in its third round of fundraising and wants to raise up to 100 million yuan, Hu said. It had secured tens of millions of yuan in previous rounds.

After a surge in fresh funding in 2018, firms like LinkSpace are pushing out prototypes, planning more tests and even proposing operational launches this year.

Last year, equity investment in China’s space start-ups reached 3.57 billion yuan ($533 million), a report by Beijing-based investor FutureAerospace shows, with a burst of financing in late 2018.

That accounted for about 18 percent of global space start-up investments in 2018, a historic high, according to Reuters calculations based on a global estimate by Space Angels. The New York-based venture capital firm said global space start-up investments totaled $2.97 billion last year.

“Costs for rocket companies are relatively high, but as to how much funding they need, be it in the hundreds of millions, or tens of millions, or even just a few million yuan, depends on the company’s stage of development,” said Niu Min, founder of FutureAerospace.

FutureAerospace has invested tens of millions of yuan in LandSpace, based in Beijing.

Like space-launch startups elsewhere in the world, the immediate challenge for Chinese entrepreneurs is developing a safe and reliable rocket.

Proven talent to develop such hardware can be found in China’s state research institutes or the military; the government directly supports private firms by allowing them to launch from military-controlled facilities.

But it’s still a high-risk business, and one unsuccessful launch might kill a company.

“The biggest problem facing all commercial space companies, especially early-stage entrepreneurs, is failure” of an attempted flight, Liang Jianjun, chief executive of rocket company Space Trek, told Reuters. That can affect financing, research, manufacturing and the team’s morale, he added.

Space Trek is planning its first suborbital launch by the end of June and an orbital launch next year, said Liang, who founded the company in late 2017 with three other former military technical officers.

Despite LandSpace’s failed Zhuque-1 orbital launch in October, the Beijing-based firm secured 300 million yuan in additional funding for the development of its Zhuque-2 rocket a month later.

In December, the company started operating China’s first private rocket production facility in Zhejiang province, in anticipation of large-scale manufacturing of its Zhuque-2, which it expects to unveil next year.

STATE COMPETITION

China’s state defense contractors are also trying to get into the low-cost market.

In December, the China Aerospace Science and Industry Corp (CASIC) successfully launched a low-orbit communication satellite, the first of 156 that CASIC aims to deploy by 2022 to provide more stable broadband connectivity to rural China and eventually developing countries.

The satellite, Hongyun-1, was launched on a rocket supplied by the China Aerospace Science and Technology Corp (CASC), the nation’s main space contractor.

In early April, the China Academy of Launch Vehicle Technology (CALVT), a subsidiary of CASC, completed engine tests for its Dragon, China’s first rocket meant solely for commercial use, clearing the path for a maiden flight before July.

The Dragon, much bigger than the rockets being developed by private firms, is designed to carry multiple commercial satellites.

At least 35 private Chinese companies are working to produce more satellites.

Spacety, a satellite maker based in southern Hunan province, plans to put 20 satellites in orbit this year, including its first for a foreign client, chief executive Yang Feng told Reuters.

The company has only launched 12 on state-produced rockets since the company started operating in early 2016.

“When it comes to rocket launches, what we care about would be cost, reliability and time,” Yang said.

At least one person is reported dead and homes have been destroyed by a powerful cyclone that struck northern Mozambique and continues to dump rain on the region, with the United Nations warning of “massive flooding.”

Cyclone Kenneth arrived just six weeks after Cyclone Idai tore into central Mozambique, killing more than 600 people and displacing scores of thousands. The U.N. says this is the first time in known history that the southern African nation has been hit by two cyclones in one season.

Forecasters say the new cyclone made landfall Thursday night in a part of Mozambique that has not seen such a storm in at least 60 years.

Mozambique’s local emergency operations center says a woman in the city of Pemba was killed by a falling tree.
