FCC to auction additional 5G spectrum, boost rural internet

WASHINGTON (Reuters) – Federal Communications Commission Chairman Ajit Pai said on Friday the FCC intends to start the agency’s third 5G spectrum auction on Dec. 10, the latest effort to make more spectrum available for faster-speed service that could transform significant sectors of the U.S. economy.

Pai is also proposing to invest $20.4 billion over 10 years to build out high-speed broadband networks in rural America.

The Rural Digital Opportunity Fund aims to provide funding through a reverse auction to service providers in areas without access to high-speed service and aims to connect up to four million rural homes and small businesses to high-speed broadband networks.

Pai spoke on a call with reporters ahead of a White House event with President Donald Trump and rural residents who could benefit from faster networks to tout the administration’s efforts to boost next-generation 5G wireless networks and funding for rural broadband.

Since November, the FCC has auctioned 1,550 megahertz of spectrum to be used by commercial wireless providers for 5G connectivity. The third 5G spectrum auction will be the largest, with the FCC selling 3,400 megahertz in three different spectrum bands.

The FCC voted on Friday to seek comments on bidding procedures for the next auction. Democratic FCC Commissioner Jessica Rosenworcel said the auction is a good step but the commission must also pivot “to mid-band” spectrum “or risk falling behind other countries.”

White House economic adviser Larry Kudlow reiterated last week that the administration opposed nationalizing the U.S. 5G network.

Verizon Communications Inc, AT&T Corp, Sprint Corp and T Mobile US Inc are beginning to deploy 5G service in U.S. cities and are working to extend their networks as 5G-compatible phones slowly become available.

The Republican administration has also been warning other countries against adopting 5G systems from Chinese telecommunications company Huawei Technologies Co Ltd, citing security concerns.

For more than a year, the White House has been mulling an executive order that would direct the Commerce Department to block U.S. companies from buying equipment from foreign telecommunications makers that pose significant national security risks, Reuters reported in December.

The FCC since March 2018 has also been considering rules to bar the use of funds from a government program to purchase equipment or services from companies that pose a security threat to U.S. communications networks. Pai said that proposal is still pending.

Couple that sought peace and simplicity on farm met with violent death

Friends and clients of a couple that fled a high-pressure lifestyle for a more simple one on a farm several years ago now wonder what signs they may have overlooked that might explain the violent way James and Lizette Eckert died last month.

The couple had three children – a biological daughter, 15, and two sons, ages 11 and 13, they adopted from Russia when the boys, who are brothers, were just 2 and 4.

James and Lizette Eckert were found by police in the New Hampshire farmhouse they lived in since moving from Maine in 2012, on the floor, bleeding. Lizette was dead, James was taking his last breaths. Both had been shot once in the head.

Police announced the arrest of an 11-year-old about two hours later, and have charged him with two counts of second-degree murder, according to a press release by state and local police. The release said the boy’s identity and other information are being withheld because he is a minor.

The Boston Globe, in an extensive story on the parents, said that two people who are knowledgeable about the investigation say the alleged killer is the Eckerts’ youngest son.

Few details were offered about the youngest son, other than the observation by those who had been around the Eckerts that he was quiet and that, back in Maine, he cried a lot, according to the Globe.

The Eckerts ran their own chiropractic business in New Hampshire, drawing a broad base of devoted clients who described them as miracle workers and lived expensively. They seemed always to be renovating their large home, they had a Mercedes camper, a boat and timeshares, the Boston Globe reported.

They also went full-throttle into their business, dedicated to giving their patients relief from pain and taking a comprehensive approach to their health.

James Eckert, who was 48 when he died (Lizette was 50), wrote in a local newspaper several years ago: "I desire to help the newborn, the aged, and those without hope…I choose to care for the patient with the disease, not the disease…I wish to assist rather than intrude, to free rather than control.”

Their lavish lifestyle, the Globe reported, caught up with the Eckerts, who started missing mortgage payments on their Maine property and were hounded by bill collectors. They ran into trouble with the Internal Revenue Service, which assessed the couple more than $100,000.

Neighbors saw a change in the family as their financial downward spiral continued.

James stopped working, they had stopped maintaining their property, and the children seemed unsupervised.

Then one day, abruptly, they left Maine for the farmhouse in New Hampshire that Lizette’s father was said to have bought for the couple, the Globe reported.

The Eckerts voiced disgust with the court system and the government in general.

They homeschooled their children.

While some Maine neighbors said they had been standoffish, their New Hampshire ones said they were very engaged at church and in the community. They resumed chiropractic care and again built a following of satisfied patients.

One of them, Virginia Adams, wrote on the couple’s obituary page: “I would see Dr. Jim twice a week and was always greeted with a cheerful, ‘How's your day?’ His office was a social gathering, a place to see friends, get advice and share a story. I feel so sad. I can't imagine what the family is going through. Hopefully, their faith will bring some comfort.”

Those who interacted with them said they never betrayed any concern about any of their children.

Gertrude Hammond, director of religious education and youth ministry at St. Katharine Drexel Parish in Alton, told the Union Leader newspaper shortly after the murders: “They were here last weekend for our annual parish bingo. They were here for Mass. They were here for youth night. The boys are altar servers. They’re just an integral part of the parish."

The Globe noted that on her Facebook page, Lizette’s “likes” suggested an interest in the topic of kids who are traumatized.

She “liked” the television show "Disconnected Kids, Reconnected Families" and a page for parents of children who have experienced trauma and have problems connecting with others.

Police have not disclosed how the 11-year-old suspect got his hands on a gun or what may have compelled him to murder the Eckerts.

Meanwhile, Lizette’s mother, Diane Kennedy, has established a GoFundMe page to raise money for the Eckert children.

“The terrible impact of losing Lizette and Jim will be felt by their children for many years to come,” she wrote. “Because the story has been in the news, we are doing all we can to protect the children from excess attention, while still allowing the community that loves them so much and so well to help them in ways that will make a lasting impact.”

(Reuters) – Simona Halep overcame a second-set lapse to secure a 6-4 7-5 Miami Open quarter-final victory over China’s Wang Qiang on Wednesday that put the Romanian one win away from reclaiming the world’s top ranking.

Second seed Halep stormed back from 5-1 down in the second set and saved three set points before wrapping up the win over 18th-seeded Wang in 89 minutes.

Halep started strongly and broke Wang three times to race into a 4-1 lead before closing out the first set when she cut off the angle on a short forehand and blasted a winner into the open court.

But Wang came out firing in the second set, breaking Halep three times and holding to love in back-to-back service games to build a 5-1 lead.

Wang nearly forced a decisive third set as she threatened to break Halep again when she quickly jumped out to 0-40 in the 10th game but the Romanian displayed confident net play to get out of the jam.

Halep matched her best result in Miami, which came in 2015 when she lost to Serena Williams in the semis.

“Playing again in the semi-finals is going to be a big challenge. And maybe I can do my best result here and play in the final,” Halep said in an on-court interview. “It’s going to be a big match in the next round.”

Up next for Halep will be the winner of the all-Czech quarter-final between fifth seed Karolina Pliskova and Marketa Vondrousova which kicks off the evening session at 7:00 p.m. ET (2300 GMT).

Halep, the highest seed left in the draw following Naomi Osaka’s third-round exit, said that while she is aware of her chance to reclaim top spot in the rankings that is not on her mind.

“If I play well, if I play my best tennis, I have a better chance to become number one again,” said Halep. “But it’s not in my mind. I just want to find my rhythm, to find my level and just play as good as possible.”

PARIS (Reuters) – French authorities have stepped up security measures near religious sites after deadly attacks against two mosques in New Zealand left 49 people dead, Interior Minister Christophe Castaner said on Friday.

“Patrols will be held around religious sites,” Castaner said on his official Twitter account.

At least one gunman killed 49 people and wounded more than 20 during the Friday prayer at two mosques in Christchurch, New Zealand in an act that was qualified as terrorism by Prime Minister Jacinda Ardern.

A gunman broadcast live footage on Facebook of the attack on one mosque in the city of Christchurch, mirroring the carnage played out in video games, after publishing a “manifesto” in which he denounced immigrants.

France is home to the largest Muslim minority population in Western Europe and suffered deadly Islamist militant attacks in 2015 and 2016.

(Reuters) – South Africa’s Kevin Anderson made a winning return to competition at the Miami Open with a hard-fought victory over rising Spaniard Jaume Munar on Saturday.

After more than two months away from the court with an elbow injury, the world number seven outlasted the 21-year-old Munar 6-4 3-6 6-3 in their second round clash.

In his first tournament appearance since the Australian Open in January, the big-serving Wimbledon finalist boomed down 17 aces while converting three of his seven break chances.

“It was all good and I was really pleased with the way [the elbow] felt,” sixth seed Anderson said. “To get through in three sets, it felt really good to be back out there. I’m happy with how the elbow responded. I feel like I’m hitting the ball great.

“It’s always different playing matches than hitting in practice, but I’ve been able to up my load and how much I’m able to serve. That’s really encouraging and that’s why I felt good coming into this week.

“I’ve been able to do everything but hit serves recently. I always had the confidence that as soon as I got over that hurdle, I was going to find my form pretty quickly.”

Two of Russia’s young prospects, Karen Khachanov and Daniil Medvedev, were also Saturday winners.

The 10th seed Khachanov beat Australian Jordan Thompson 6-2 6-3 while his friend Medvedev, the 13th seed, toppled France’s Adrian Mannarino 6-2 6-1.

In other early action, Belgian David Goffin, the 18th seed, defeated Spaniard Pablo Andujar 6-4 6-1, while Canadian 20th seed Denis Shapovalov came from a set down to beat Britain’s Dan Evans 4-6 6-1 6-3.

Protesters climb Universal Studios globe in California demanding NBC take climate-change action

Climate-change activists took over the Universal Studios globe in California on Monday, claiming they were gluing themselves to the iconic sphere and demanding action from NBCUniversal.

Two protesters with Extinction Rebellion Los Angeles waved green flags with the organization's symbol from atop the globe on it as visitors to the tourist spot watched.

A spokesperson for Universal Studios told Fox News on Monday that "Earth Day demonstrators came to the property unannounced and we are working with law enforcement to have them peacefully removed."

Extinction Rebellion LA stated on Facebook Monday afternoon — in addition to noting that one demonstrator was arrested as a result of the protest — that they had "taken the globe at universal studios."

The group reportedly sent NBCUniversal a list of demands asked that they declare that the world is "indeed in a Climate and Ecological Emergency – that the extinction of the natural world is happening, that we are facing the collapse of civilization."

In the list, obtained by Fox 11 Los Angeles, was comprised of four different points — including asking the company to "tell the whole truth about our climate and ecological emergency, including the failure of the US Government to respond with appropriate action/preparedness planning until now."

The fourth point requested that NBCUniversal "only permit think-tank spokespersons or lobbyists on the air to discuss the climate and ecological emergency whose funding is made fully transparent to your viewers in each and every case."

Extinction Rebellion was also behind a similar protest last week at New York City's City Hall in Lower Manhattan. Of the close to 150 protesters at the event, the New York Post reported that more than 60 were arrested.

London's Metropolitan Police stated in a news release on Monday that they were aware of an Extinction Rebellion protest in Parliament Square to take place Tuesday, and have put a "robust policing plan" into place.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
