Florida man carrying huge rattlesnake stopped by police after scared locals issue complaints

A Florida community was rattled on Monday after spotting a homeless man traveling around downtown Jacksonville Beach with a large venomous snake in his arms.

Several locals reported the unusual — and admittedly frightening — sighting to the Jacksonville Beach Police Department, who then sent several officers to the scene. Upon arrival, the police officers asked the man, who has not been named, to carefully place the reptile in the back of a patrol car as they awaited backup from wildlife officials.

“He says that he found it and God compelled him to keep him safe from traffic,” Jacksonville Beach Police Department Sgt. Larry Smith told WJAX, adding the man appeared to be doing some "show and tell" with the snake around the area.

He apparently told the group of officers he had found the snake on the side of the road earlier that day.

“All of a sudden I just saw police and he was just staring at him yelling ‘put the snake in the car’ and the guy just still had it wrapped around his head," Kaylie Leonard, who witnessed the ordeal, told WJAX.

Eventually, handlers from the Florida Fish and Wildlife Conservation Commission arrived to remove the snake from the vehicle and relocate it to a nearby wooded area. No one was injured in the process.

"Well, meanwhile in Jacksonville Beach this morning.... 6, 7, or 8 feet? I'm not getting the tape measure out," the police department tweeted on Tuesday, estimating the critter's size. "Thank you to the Florida Fish and Wildlife Commission for relocating our guest."

In a WTLV-TV report, a video shows an FWC officer pulling the snake from the patrol car's back seat. The rattles at the end of the snake's tail can be heard shaking as the officer drops the snake into a plastic container.

The snake was reportedly identified as an eastern diamondback — one of six venomous rattlesnakes found in the Sunshine State.

The eastern diamondback is the largest venomous snake in the U.S., reaching up to 8 feet in length as a mature adult. The snake typically keeps quiet and blends into its environment, only making noise or striking if it feels threatened.

"The Eastern Diamondback Rattlesnake is a large, impressive, and potentially dangerous snake. It can strike up to 2/3 its body length; a 6-foot individual may strike 4 feet. These factors, as well as others, make this a snake that should be simply left alone and not bothered," the Florida Museum warns on its website.

The man caught carrying the rattlesnake will not face any charges, according to multiple news outlets.

Ex-World Bank economist among seven charged in South Sudan with insurgency

NAIROBI (Reuters) – A former World Bank economist whose detention in South Sudan has caused an international outcry was one of seven men charged on Monday with insurgency and sabotage, more than seven months after his arrest.

Peter Biar Ajak, who is country director for his native South Sudan for the International Growth Centre which studies emerging economies at the London School of Economics, had been held since last July.

He had not appeared in court until last Thursday, despite months of calls by U.S. senators and other international figures for him to be charged or released.

Biar’s lawyer and lawyers for the other defendants denied the charges against them, which were brought on Monday under anti-terrorism and security laws.

Appearing in court on Monday, Biar repudiated a document that was presented as his statement.

“The investigation was conducted under gunpoint to my head,” he said.

His lawyer, Monyluak Kuol, asked for the case to be dismissed, telling the court Biar was a civilian with no connection to the charges against him.

Ajak Mayol Bior, lawyer for one of the other defendants, businessman Kerbino Wol, said no act of terrorism had been committed and charges of arms possession were fabricated.  

A childhood refugee from the long war that ended with South Sudan’s independence from Sudan in 2011, Biar fled to the United States as a youth, was educated at Harvard and Cambridge and later worked at the World Bank. His supporters say he was promoting South Sudan’s peace process when he was arrested.

South Sudan has been in a state of civil war since 2013, two years after its founding, after political disagreements between President Salva Kiir and his then deputy, Riek Machar, degenerated into a military confrontation.

At its peak, the conflict uprooted a quarter of the country’s population of 12 million and devastated its oil-dependent economy. A regionally brokered deal last year, which had Machar return to government again as Kiir’s deputy, ended the fighting although pockets of violence remain in some parts.

(Reuters) – Nike Inc’s long-time brand ambassador Tiger Woods gave investors another reason to cheer on Monday, after the world’s biggest name in golf won the Masters, pushing the company’s stock higher.

In his signature red shirt and black shoes with the Nike “swoosh” logo, the 43-year-old came back from a series of setbacks to claim his fifth Green Jacket on Sunday, ending an 11-year major title drought.

“A win for a high profile endorser is a clear win for the brand,” Nomura Instinet analyst Simeon Siegel said.

Nike celebrated his victory by posting an ad on its website titled “Tiger Woods: Same Dream,” which has received nearly 500,000 views on YouTube in less than a day.

President Donald Trump praised the win, tweeting: “Love people who are great under pressure. What a fantastic life comeback for a really great guy!”

Nike and Woods forged a partnership that dates back more than two decades through good times and bad publicity.

The brand already has a celebrated pool of endorsers, including tennis star Serena Williams, basketball phenom LeBron James, soccer stars Cristiano Ronaldo and Neymar Jr, as well as golfers Francesco Molinari and Brooks Koepka.

While not transformational, Woods’ win should provide a boost to Nike’s golf apparel business, marketing consultancy firm Metaforce co-founder Allen Adamson said.

“His win is good for golf and its good for Nike,” he said.

Nike’s shares were up about 1 percent at $87 Monday morning.

NY Post: AOC’s ‘Heart Is Not in The Bronx’

New York socialist and climate-change activist Rep. Alexandria Ocasio-Cortez, D-N.Y., is adept at making national political waves and headlines, but "her heart is not in the Bronx," as she is proving to do little for her actual constituents, according to the N.Y. Post.

"I thought AOC would be our savior, but that's not the case," Roxanne Delgado, 40, who has sought assistance in saving an animal shelter and cleaning up parks in the district, told the Post.

Delgado has been seeking her congresswoman's help, resorting to Twitter to try to contact her:

"@errollouis @JuanMaBenitez Can someone ask @aoc to please have a contact for constituents services.  NO one working in #biaggi or #gillibrand office on her behalf.  NO email or contact on @AOC's page except DC number which has full #voicemail and no one picks up.  @nypost"

Anthony Vitaliano, 78, has also sought Rep. Ocasio-Cortez's ear in her district, looking for help with postal service and graffiti concerns.

"She has to address these local issues," Vitaliano, a former police officer, told the Post. "Her district is everywhere else in the US. Her heart is not in the Bronx."

Former Rep. Joe Crowley, D-N.Y., who was upset by AOC in the November election, was much more attentive to the constituents, sending a representative to community board meetings, according to Vitaliano.

"Tommy cared about us," Vitaliano told the Post.

Making matters worse, Rep. Ocasio-Cortez has yet to set up an office in her district, and her deputy district director Naureen Akhter claims she is having difficulty finding space, according to the Post.

Morgan Stanley to pay $150 million to settle California mortgage securities charges

(Reuters) – Morgan Stanley will pay $150 million to settle charges it concealed the risk of mortgage-backed securities that were sold to two large California pension funds, the state’s attorney general Xavier Becerra announced on Thursday.

The California Public Employees’ Retirement System (CalPERS) will receive $122 million from the settlement, while the California State Teachers Retirement System (CalSTRS) will receive $8 million. The remainder will go to Becerra’s office.

Students stage anti-Bouteflika protests in Algeria

Hundreds of students have staged protests in several university cities across Algeria to voice their opposition to ailing President Abdelaziz Bouteflika's bid for a fifth term.

Answering calls posted on social networks, students skipped classes Tuesday to join the gatherings held on campuses.

The 81-year-old Bouteflika's announcement this month that he would seek a new term has unleashed a wave of protests in the country.

Students chanted slogans hostile to Bouteflika, who is expected to run again in April despite serious questions over his fitness for office after a 2013 stroke that left him largely infirm.

At the Benaknoun university in Algiers, students blocked traffic and installed a coffin-shaped board in the middle of the road on top of which they placed an Algerian flag and a picture of Bouteflika.

BURNSVILLE, Minn. (Reuters) – President Donald Trump said on Monday he believed the United States would emerge from its trade dispute with China as a winner, no matter what happened.

“We’re going to win either way. We either win by getting a deal or we win by not getting a deal,” Trump said during a visit to a business roundtable in Burnsville, Minnesota.

The world’s two biggest economies are nine months into a trade war that has cost billions of dollars, roiled financial markets and upended supply chains.

Trump’s administration has slapped tariffs on $250 billion worth of imports of Chinese goods to press demands for an end to policies that Washington says hurt U.S. companies competing with Chinese firms. China responded with its own tit-for-tat tariffs on U.S. goods.

Trump’s Treasury secretary, Steven Mnuchin, said earlier on Monday that trade negotiators are making a lot of progress. He told Fox Business Network there is more work to do, however, including enforcement.

GERMISTON, South Africa (Reuters) – Olympic 400 meters champion Wayde van Niekerk has backed South African compatriot Caster Semenya in her battle with the International Association of Athletics Federations (IAAF), which now appears to have taken a new twist.

Semenya, a double 800 meters Olympic gold medalist, is waiting for the outcome of her appeal to the Court of Arbitration for Sport (CAS) to halt the introduction of new regulations by governing body IAAF that would require her to take medicine to limit her natural levels of testosterone.

The IAAF wants female athletes with differences of sexual development who run in events from 400 meters to a mile, to reduce their blood testosterone level to below five (5) nmol/L for a period of six months before they can compete, saying they have an unfair advantage.

“She’s fighting for something beyond just track and field, she’s fighting for woman in sports, in society and I respect her for that,” Van Niekerk told reporters.

“I will support her and with the hard work and talent that she’s been putting into the sport. With what she believes in and what she’s dreaming for, I’ve got a lot of respect for her.

“I really hope and pray that everything just goes from strength to strength for her.”

Semenya has sprung a surprise at the on-going South African Athletics Championships though, ditching the 800 meters and instead competing over 1,500 and 5,000-metres – the latter one would not require her to medically lower her testosterone level.

She stormed to victory in the 5,000-metres final in a modest time of 16:05.97, but looked to have lots left in the tank as she passed the finish line.

Semenya beat fellow Olympian and defending national 5,000m champion Dominique Scott in Thursday’s final but the latter admitted she is unsure whether the 800m specialist could be a serious Olympic contender over the longer distance.

“Honestly‚ I have no idea‚” Scott said. “Before today I probably would have said no. It’s hard to compare a 5,000 at altitude to a 5,000 at sea level.

“But I think she’s an amazing runner and I don’t think there’s any limit or ceiling on what she can do.”

Van Niekerk, the 400m world record holder, had to abort his comeback from a knee injury, that had sidelined him for 18 months, following a combination of cold weather and a wet track.

“We are trying to take the correct decisions now early in the year so as not to put myself in any harm,” he said.

“It was a bit chilly this entire week prepping and coming through here as well it was quite cold and it caused bit of tightness in my leg. We decided to not risk it.

“My recovery is going well and I would like to be back in competition this year, but will only do so if I can deliver a good performance.

“I am a competitor and respect my opponents, so I need to be at my best when I return.”

The suspected leader of the Easter Sunday bombings in Sri Lanka died in the Shangri-La hotel, one of six hotels and churches targeted in the attacks that killed at least 250 people, authorities said.

Police said Mohamed Zahran, leader of the National Towheed Jamaat militant group, had been killed in one of the bombings. The group’s second in command was also arrested, police said.

Zahran amassed an online following for his hate-filled sermons. Some were delivered before a banner depicting the Twin Towers.

Australian Prime Minister Scott Morrison said Friday that the attackers responsible for the bombings were supported by the Islamic State group. Around 140 people in Sri Lanka had connections to ISIS, Sri Lankan President Maithripala Sirisena said.

“We will completely control this and create a free and peaceful environment for people to live,” he said.

Investigators determined the attackers received military training from someone called “Army Mohideen.” They also received weapons training overseas and at some locations in Sri Lanka, according to authorities.

A copper factory operator arrested in connection with the bombings helped Mohideen make improvised explosive devices, police said. The bombings have led to increased security throughout the island nation as authorities warned of another attack.

A Malaysian mountain climber was being treated in a hospital in Nepal’s capital Friday after being stranded nearly two days alone near the summit of Annapurna.

A helicopter crew searching for the missing climber on Thursday spotted Wui Kin Chin waving his hands at them, and rescuers brought him down to a lower camp.

At the time of his rescue, Chin had been without an oxygen bottle, food and water for over 40 hours, said Mingma Sherpa, the head of Seven Summit Treks, which arranged his expedition.

Chin was flown to the capital, Kathmandu, on Friday and taken to a hospital, where his wife joined him.

Chin is an anesthesiologist and accomplished climber, and Sherpa credited Chin’s medical knowledge and familiarity with mountains for keeping him alive.

“It’s a big thing to stay alive in that altitude without food, water, and oxygen,” Sherpa said. He described Chin on Thursday as fine but not in condition to walk.

Chin was a part of a 13-member expedition led by a French climber and was separated from the others during the descent.

The 8,091-meter (26,545-foot) Mount Annapurna is the ninth tallest mountain in Nepal and the 10th tallest in the world. It’s considered an especially treacherous mountain due to its difficult terrain and weather conditions.

Spain’s prime minister says he’s open to a coalition with an anti-austerity party, hinting for the first time at a possible center-left governing alliance after Sunday’s national election.

In an interview published Friday by El Pais newspaper, Socialist leader Pedro Sánchez says “it isn’t a problem” for the far-left United We Can to become part of his Cabinet if he wins the tight race.

With Spain’s electoral law banning polls during the last week of campaigning, it’s unclear if the two parties will emerge strong enough in the lower house of parliament or whether a right-wing alliance could assemble a majority.

Sánchez is calling on Spaniards to cast a “useful vote” and has warned that the rise of the far right in polls could be underestimated given the large pool of undecided voters.

AMSTERDAM (Reuters) – Dutch telecom firm Royal KPN NV said on Friday it would select a Western supplier to build its core 5G mobile network, making it one of the first European operators to make clear it would not pick China’s Huawei for such work.

The United States has been seeking to discourage its allies from using equipment made by Huawei because of concerns that it could eventually be used for Chinese government spying. Huawei says such worries are baseless and U.S. policy is driven by economic interests.

The Hague-based KPN, the Netherlands’ largest telecom firm, said its decision took into account “the evolving assessment on the protection of vital infrastructure and the influence this may have on future Dutch policy.”

The Dutch government has not taken a decision on the issue.

KPN, which also reported on Friday slightly worse than expected first quarter core earnings of 563 million euros ($627 million), said it would still use equipment made by Huawei in some capacities.

In addition, the company announced a preliminary deal with Huawei to upgrade existing mobile telecommunications gear to make it safer. Huawei has been a key supplier to KPN in the past decade.

The Dutch government set up a task force with KPN and other major operators in the Netherlands this month to analyze the “vulnerability of 5G telecommunications networks to misuse by technology vendors … and measures needed to manage risks.”

KPN said it would use equipment made by Huawei, which it described as a world leader in radio and antenna technology, to improve security on its existing network.

“This preliminary agreement can be adjusted or reversed to align it with future Dutch government policy,” it added.

Sources told Reuters on Wednesday that Britain’s National Security Council (NSC) had decided to bar Huawei from core parts of the country’s 5G network and restrict its access to non-core areas.
