Golf: Koepka shows mental toughness to share Masters lead

Second round play of the Masters at Augusta National

AUGUSTA Ga. (Reuters) – Brooks Koepka was all brawn in the first round of the Masters but on Friday he was all brains as he showcased his mental toughness on a day when it looked like he might drop out of contention.

A day following a flawless trip around Augusta National, overnight leader Koepka was forced to battle through ups-and-downs en route to a one-under-par 71 that left him in a five-way share of a one-shot lead after the second round.

“I’m proud of myself the way I hung in there,” said Koepka, who is on seven-under-par for the tournament. “To be where I’m at, as badly as I putted and hit the ball today, I’m pleased with it.”

Three-time major champion Koepka birdied the first hole but looked like he might unravel after running into trouble at the par-five second where he made a double-bogey after his drive found the trees to the left and second shot went in a hazard.

Koepka responded immediately with a birdie but then had a pair of bogeys over the next three holes, at which point it appeared the new leaders would begin to pull away on an Augusta National layout that was softened due to rain.

But Koepka righted the ship with a birdie at the par-five eighth and then played solid golf on the back nine with birdies at 15 and 18, the latter which will surely send him into the night feeling better.

“I know some people don’t think I’m mentally tough, or tough in general, but I think I am,” said Koepka. “I’ve proven that with three (major) trophies.

“I feel like no matter how things are going, whether they are going really well or really poorly out there, I can grind it out, and especially during a major.”

Koepka, who has won two of the last three majors and missed last year’s Masters due to a wrist injury, is not about to panic or overanalyze what happened during the second round.

“I’ve been playing this game for 22, 23 years. Nothing is going to change overnight,” said Koepka. “I know how to play the game. I just know how to hit the ball. I know I’m going to go out there and go do what I normally do.

“I’m not trying to, you know ‑‑ just because it’s a major on a Saturday, I’m not going to go out and do anything different. Just go tee it up, look where I want to hit it and fire at it.”

Georgia man confessed he helped burn teacher's body to ash

A Georgia man confessed on video that he helped burn the body of a slain high school teacher for two days until "it looked like it was all ash."

Bo Dukes tells a Georgia Bureau of Investigation agent in the recorded interview that he helped Tara Grinstead's killer burn her body in a pecan orchard in October 2005.

Prosecutors played the video Wednesday for a Wilcox County jury hearing the first trial in Grinstead's slaying. The teacher and beauty queen's disappearance remained a mystery for more than a decade until Dukes and his friend were charged in 2017.

Dukes is charged with helping conceal Grinstead's death and lying to police in an earlier interview. His friend Ryan Duke is charged with Grinstead's murder. His trial is set for April 1.

Israeli Ambassador: 'It won't be quiet in Gaza if it's not quiet in Tel Aviv'

The Israeli ambassador to the United Nations had strong words for Hamas Friday, saying that it ‘‘won’t be quiet’ in Gaza if it’s not quiet in Tel Aviv, following a rocket attack.

“We have a very clear message to deliver to Hamas, if it won’t be quiet in Tel Aviv, it won’t be quiet in Gaza,” Danny Danon told “America’s Newsroom.”  “We will come after the leadership of Hamas.”

Two rockets struck Tel Aviv Thursday and in response, the Israeli army bombed 100 Hamas targets Friday in Gaza.

“Hamas is in charge of about everything that happens in Gaza.  That was a missile, a real missile,” Danon said.

Friday, Israeli media quoted defense officials as saying a preliminary investigation indicated the rockets were fired from Gaza by mistake and a Hamas official said an agreement to restore calm has been reached.

Danon was doubtful about the claim that the missiles were launched by accident, adding, “We cannot accept that.”

ISRAEL SAYS THEY STRUCK 100 HAMAS TARGETS AFTER ROCKET ATTACK

Danon insinuated that Hamas intentionally launched the missiles at Tel Aviv in order to distract from protests in Gaza against corruption within Hamas.

“They had a demonstration yesterday and today against the corruption of Hamas.  About stealing money from the people of Gaza and using it for digging tunnels and sending rockets,” Danon said. “I think maybe they want to distract the attention of the people of Gaza from the corruption of Hamas.”

Father of woman who joined ISIS sues Trump administration, seeking daughter's return to US

The father of an Alabama woman who left the U.S. to join the Islamic State group filed a lawsuit against the Trump administration this week, seeking the return of his daughter and her child to the United States, according to reports.

In the federal court filing, Ahmed Ali Muthana argues that his daughter, Hoda Muthana, 24, is an American citizen by birth and that the Trump administration should recognize her citizenship and "accept Ms. Muthana and her son back into the United States and to use all available means to do so," the Washington Post reported.

On Wednesday, Secertary of State Mike Pompeo said the woman is not a U.S. citizen and will not be admitted into the country.

Hoda Muthana is currently in a Syrian refugee camp with her 18-month-old son after surrendering to Kurdish forces and fleeing the remnants of the Islamic State group (ISIS), a militant group she once praised but has since renounced, the Los Angeles Times reported.

ISIS WIFE DILEMMA: US-BORN CITIZENS, EVEN TERRORISTS, CAN'T BE BARRED FROM RE-ENTRY, EXPERTS SAY

Before heading to Syria at age 20 to become a so-called "ISIS wife" in a marriage to an Islamic State fighter, the woman was a student at the University of Alabama at Birmingham.

Her lawyers said in a statement that she expects to be charged with providing material support to terrorism if she is allowed to return to the U.S.

"Ms. Muthana has publicly acknowledged her actions and accepted full responsibility for those actions," the lawyers said. "In Ms. Muthana's words, she recognizes that she has 'ruined' her own life, but she does not want to ruin the life of her young child."

Hoda Mthana now says she wants her son to grow up as an American citizen.

“I know I’ve ruined my future and my son’s future and I deeply, deeply regret it,” she told the Guardian on Monday.

At the heart of the issue is her citizenship status. The family and their lawyers say they were told that the U.S. determined she did not qualify for citizenship because her father was a Yemeni diplomat at the time of her birth.

But the family argues that is incorrect. They say her father ceased to be a diplomat before she was born in Hackensack, N.J., and that she had a legitimate passport when she left the U.S. to join the Islamic State in Syria in 2014.

ISIS WIFE BEGGING FOR US RETURN 'WILLING TO PAY DEBT,' LAWYER SAYS; CRITICS SAY 'JIHADISTS HAVE NO SPACE'

President Trump tweeted Wednesday that he had instructed Pompeo on the matter, "and he fully agrees, not to allow Hoda Muthana back into the country!"

(Reuters) – A U.S. trade judge on Tuesday recommended Qualcomm Inc be granted a request for an import ban on some iPhones sold by Apple Inc.

An administrative law judge of the U.S. International Trade Commission said the basis for the ban was a finding that Apple infringed a Qualcomm patent relating to smartphone technology.

The judge’s initial determination is not binding and will be reviewed by the agency.

Apple and Qualcomm did not immediately respond to requests for comment.

The ITC is expected to issue a final decision later on Tuesday in a similar case brought by Qualcomm in which the chip maker is also seeking a U.S. ban on sales of some iPhones.

Argentina’s Evita remembered through toys for poor children

A half-deflated leather football, a box of marbles and a ragged doll line the display cabinets in the Evita Museum like ancient relics. These worn-out toys played a vital role in the rise of Peronism in Argentina, one of Latin America's most influential movements.

Long before politicians started using social media to influence public opinion, the movement of Juan Perón and his second wife also sought to touch voters on a personal level: handing out toys to 4 million children to poor children. The practice was fundamental to the popularity of Peronism, which persisted far beyond the deaths of Perón and wife Eva María Duarte, famously known as Evita.

To mark the 100th anniversary of her birth, the Evita Museum in Buenos Aires has inaugurated an exhibition of the toys.

LONDON (Reuters) – The leader of Britain’s opposition Labour Party, Jeremy Corbyn, said on Friday he had turned down an invitation to a state dinner which will be part of U.S. President Donald Trump’s visit to Britain in June.

“Theresa May should not be rolling out the red carpet for a state visit to honor a president who rips up vital international treaties, backs climate change denial and uses racist and misogynist rhetoric,” Corbyn said in a statement.

He said maintaining the relationship with the United States did not require “the pomp and ceremony of a state visit” and he said he would welcome a meeting with Trump “to discuss all matters of interest.”

A bedridden 67-year-old woman and more than a dozen animals were rescued Thursday after a welfare check found that they were living in a home filled with trash, urine, and feces, Florida police said.

Pinellas County sheriff’s deputies said when they arrived at the home in Dunedin around 7:20 p.m. Thursday, they could smell the odor of rotting trash and animal feces as they walked up to the driveway.

“Inside the residence, the odor of feces and urine was so overwhelming that deputies had to don masks,” the sheriff’s department said in a statement.

Walking throughout the residence, the deputies found 10 emaciated dogs and puppies living in bins filled with their own feces, five large Macaw birds flying freely, rats, bugs and overall squalor.

Deputies said due to the large amounts of trash in the home, they had to clear a path to reach the victim’s bedroom.

“None of the home’s toilets were working and all were found to be overflowing with feces,” deputies said. “The only working sink was located on the opposite end of the house from the victim’s bedroom.”

They said there was no food or water for the victim or the animals.

The victim was transported to a local hospital for injuries that were non-life threatening, while the animals were transported to shelters.

The woman’s caretaker, Richard Lawrence Goodwin, 65, was arrested and charged with abuse and neglect of an elderly person, disabled person, and cruelty to animals.

Libyan Minister of Economy Ali Abdulaziz Issawi speaks during an interview with Reuters in Tripoli

April 26, 2019

By Ulf Laessing

TRIPOLI (Reuters) – Libya’s U.N.-recognized government has budgeted up to 2 billion dinars ($1.43 billion) to cover costs of a three-week-old war for control of the capital, such as treatment for the wounded, to be funded without new borrowing, the economy minister said.

Ali Abdulaziz Issawi suggested the government hoped for business to continue more or less as usual despite the assault on Tripoli, in the country’s northwest, by forces tied to a parallel administration based in the eastern city of Benghazi.

Once Africa’s third largest producer of oil, Libya has been riven by factional conflict since the fall of Muammar Gaddafi in 2011, with the country now broadly split between eastern-based forces under Khalifa Haftar and the U.N.-backed government in Tripoli, in the west, under Prime Minister Fayez al-Serraj.

Still, with Haftar’s Libyan National Army forces unable so far to pierce defenses in Tripoli’s southern suburbs, normal life and business activities continue in much of the capital and western coastal towns.

Issawi, in an interview with Reuters in his Tripoli office, also said Libya’s commercial ports and wheat imports were still functioning normally, although some roads have been blocked.

He said the Serraj government estimates it will spend up to 2 billion dinars extra on medical treatment for wounded, aid for displaced people and other “emergency” war costs.

He said this was not military spending but analysts believe that the sum will also cover expenditures such as pay for allied armed groups or food for fighters.

“We could actually spend less,” he added, in comments that gave the first insight into the economic impact of the fighting.

Issawi said the Tripoli government, which controls little territory beyond the greater capital region, would not incur new debt to fund the war costs, sticking to a plan to post a 2019 budget without a deficit.

Tripoli derives revenue largely from oil and natural gas production, interest-free loans from local banks to the central bank, and a 183 percent surcharge on foreign exchange transactions conducted at official rates.

But with centralized tax collection greatly diminished, public debt has piled up – to 68 billion dinars in the west, including unpaid state obligations such as social insurance.

Some analysts expect Serraj’s government will be forced to raise new debt if the war for control of Tripoli drags on.

With much of Libya dominated by armed factions that also act as security forces, the public wage bill for both the western and eastern administrations has soared as fighters have been made public employees in efforts to buy their loyalty.

The east has sold bonds worth 35 billion dinars outside the official financial system as the Tripoli central bank does not fund the parallel government apart from some wages.

Despite its limited reach, the Tripoli government still runs an annual budget of around 46.8 billion dinars, mainly for public salaries and fuel subsidies.

“This year we cannot finance via debt…we will not borrow (by agreement with the central bank),” Issawi said.

According to International Monetary Fund data, Libya’s central government debt-to-GDP ratio is 143 percent, making it one of the most heavily indebted in the world on that measure.

Issawi declined to say what parts of the budget would be trimmed to support the extra outlay for war costs.

However, with some 70 percent of the budget allocated to public wages, fuel subsidies and other welfare benefits, a portion devoted to infrastructure is most likely to be axed.

Widespread lawlessness has meant there have been no major infrastructural projects since 2011, when a NATO-backed uprising overthrew dictator Muammar Gaddafi, leaving schools, hospitals and roads in acute need of restoration.

FOREX SURCHARGE

Issawi said the government planned to raise as much as 30 billion dinars by the end of 2019 from hard currency deals after imposing in September a 183 percent surcharge on commercial and private transactions done on the official rate of 1.4 to the U.S. dollar. That fee has effectively devalued the official rate to 3.9, much closer to the black market equivalent.

Some 17 billion dinars have been raised since then, with hard currency allocated for import credit letters now issued without delays, Issawi said. The forex fee has helped the government forecast a budget in the black for 2019.

Despite the narrowing spread between the two rates, the black market continues to thrive. Dozens of traders remained at their favorite spot behind the central bank headquarters in Tripoli when Reuters reporters visited it last week.

But traders said it could take time for the Serraj government to register the extra forex receipts as official banking channels were taking up to six months to approve import financing, keeping the black market in play for dealers.

Issawi said authorities planned to lower the forex fee from 183 percent, without saying when. The black market rate has dropped from 6 to around 4.1 since September but it has hardly moved of late as demand for black market cash remains high.

The Tripoli government has stopped subsidizing food and bread, which used to be cheaper than drinking water in Libya. Wheat imports are now being arranged by private traders and there are surplus stocks of flour at the moment, Issawi said.
