Mexico to hand out some humanitarian visas as thousands of caravan migrants gather in Chiapas

Mexican officials said Sunday they will give out humanitarian visas on a "limited basis" to some of the roughly 2,500 Central American and Caribbean migrants gathered in the southern state of Chiapas.

The National Migration Institute (INM) said priority will be given to women, children and migrants over the age of 65 "whose situation merits" a visa. Distribution is scheduled to start Monday.

The statement came as President Trump has threatened to close U.S. border crossings with Mexico unless the country prevents thousands of Central American migrants from reaching the border, where they may either cross or request asylum. Current U.S. law does not require asylum seekers to present themselves at an official border crossing point.

On Sunday, Homeland Security Secretary Kirstjen Nielsen tweeted: "The security and humanitarian crisis at our southern border is getting worse every day." Nielsen said last week her agency apprehended more than 75,000 migrants at the U.S. southern border in February, a 12-year high.

"[Trump] and I have been warning Congress that failure to fix our immigration laws would be catastrophic...now here we are, in the middle of a catastrophe," Nielsen tweeted Sunday. "This is not the time to be partisan. Now is the time to act decisively to address the crisis.

"I will say it again & again & again," Nielsen added, "failure to act is putting lives at risk — especially children who are exploited, pawned & in some cases ‘recycled’ by smugglers & traffickers. Bad guys know our outdated laws & they're using/re-using children as a ‘free ticket’ into America."

Mexico has appeared to be both tiring of the migrant caravans and eager not to anger the United States. It has stopped granting migrants humanitarian visas at the border, and towns along the well-traveled route through southern Mexico sometimes no longer allow caravans to spend the night. Fewer private citizens have been offering food and rides to weary travelers.

The INM said Sunday it would provide bus transportation back to Guatemala, El Salvador and Honduras for citizens of those countries, and air transport home to migrants from Cuba, Haiti and Nicaragua. Beginning in the second half of May, the agency said Mexico would issue humanitarian visas in the capitals of El Salvador, Guatemala and Honduras -- as well as in San Pedro Sula, Honduras --- "for cases that merit this condition." Mexico has indicated it also will continue to issue temporary work visas in those cities for Central Americans wishing to live and work in southern Mexico.

The goal of the visa restrictions, the institute said, has been to achieve a more orderly, regulated and safe international movement of people. The largest of last year's migrant caravans through Mexico contained about 7,000 people at its peak.

NEW YORK (Reuters) – Wall Street is bracing for large U.S. companies to report a decline in quarterly profits even after raking in higher revenues, something that has not happened in more than a decade.

S&P 500 companies due to report in the coming weeks face tough comparisons with last year, when the U.S. tax code overhaul helped boost profits by more than 20%.

But with rising costs, some resulting from tariffs, analysts see profit margins shrinking by 1.1 percentage point, the first year-over-year decline in at least two years, IBES data from Refinitiv showed.

“Companies are experiencing rising input costs as well as increases in labor costs from modestly rising wages,” said Kristina Hooper, chief global market strategist at Invesco in New York.

First-quarter earnings for S&P 500 companies are expected to fall 2.5% from a year earlier, which would mark the first quarterly U.S. decline since 2016. Revenue is meanwhile seen up 4.8%.

Costs for certain raw materials like aluminum have increased as the United States slapped tariffs on imports from China and other countries.

First-quarter earnings could be crucial to the bull market’s continued success, with some investors seeing them as the catalyst to either lift stocks to all-time highs or pour cold water on the rally.

Stocks have bounced back from a late-2018 selloff on optimism that the United State could seal a trade deal with China and expectations the Federal Reserve would not raise interest rates again any time soon.

Delta Air Lines Inc is due to report on Wednesday, while JPMorgan Chase & Co and Wells Fargo & Co report on Friday. Results from Netflix Inc and some big industrial names like Honeywell International Inc are expected next week.

DIVIDED OUTLOOK

The last time profits fell while revenue grew was the third quarter of 2008, in the depths of the financial crisis. Still, strategists appear divided on what the rest of the year holds for earnings.

It is also not unusual for S&P 500 companies to top analyst expectations.

Since 1994, S&P 500 earnings have beaten estimates by an average of 3.2%, based on Refinitiv data, and some strategists think the S&P 500 will end up posting growth for the first quarter.

And nearly 83% of earnings are beating analysts’ expectations so far this quarter, based on the 23 S&P 500 companies that have already reported.

“Earnings bars for the first quarter are so low companies are going to trip over them,” said Nick Raich, chief executive of The Earnings Scout, an independent research firm.

Projected sales growth through the rest of the year may also help investors look through any first-quarter margin dips.

“Revenue growth has been extremely stable throughout 2018 and is expected to remain so in the year ahead,” Jonathan Golub, chief U.S. equity strategist at Credit Suisse Securities in New York, wrote in a note on Monday.

“We believe that investors will focus on the breadth and consistency of top-line results, versus 1Q margin pressures,” wrote Golub.

WARNING SIGNS

Other strategists are more cautious. First-quarter results are likely to mark the start of an S&P 500 profit recession, defined as two consecutive quarters of earnings declines, according to Michael Wilson, Morgan Stanley’s equity strategist.

“Our earnings growth leading indicator suggests (the first quarter) won’t be the trough for this year,” Wilson wrote in a note.

Warning signs are coming from technology companies, with semiconductors, which have a large revenue exposure to China, seen among the most sensitive to the trade conflict.

Tech stocks have outperformed the broader market so far this year, but Wilson said the sector had the biggest percentage of companies missing fourth-quarter margin estimates even as the number of management comments on margin expansion reached new highs.

Year-over-year first-quarter earnings for S&P 500 tech companies are expected to fall 6.1%, according to Refinitiv.

Wilson said margin results will be important to watch, and that wage pressures appear to be rising. He noted that the number of mentions of labor costs during earnings calls in the last reporting period was the highest since 2005.

But first-quarter performance is expected to be uneven across sectors.

Profit margins are eroding for several heavily weighted companies including Apple Inc and Exxon Mobil Corp, but not across the board for S&P 500 companies, Golub said.

Despite a first-quarter surge, oil prices were still down from last year, and earnings from the S&P 500 energy sector are expected to drop 21.2%.

The rallying dollar will likely be a negative for U.S. multinational companies, whose foreign currency earnings are worth less when the dollar is stronger.

The dollar rose 6.2% on a trade-weighted basis in the quarter, its strongest performance on a year-over-year basis since the fourth quarter of 2015.

The dollar gains could mean a 2.4 percentage point drag on earnings in the quarter, said Binky Chadha, chief U.S. equity and global strategist and head of asset allocation at Deutsche Bank in New York. But, he said, that drag is likely to lessen from here.

MINNEAPOLIS — NBA Hall of Famer Oscar Robertson was eyeball to shoulder alongside larger-than-life freshman Zion Williamson on Friday night, posing for photographers as he handed off the national player of the year award that bears his name and likeness, when he offered a warning for the basketball world.

“You may not believe it now, but you can get a whole lot better,” Robertson said of Williamson.

Williamson averaged 22.9 points and 8.8 rebounds, shooting 68.8 percent with a package of ferocious finishes at the rim and a soft touch from the perimeter.

“When I watched Zion, I watched his footwork and his intelligence when he went into the basket because everyone was after him. They were going to double-team him and triple-team him and do all these things to try to keep him from around the basket,” said Robertson. “He’s so gifted and he’s just so quick and so high, it’s difficult for any one person to guard him.

“And as I said before, he’s going to get better when he gets to the next level.”

Williamson was not a unanimous pick for either player of the year award he took home Friday night, but he is universally expected to be the first player drafted in June.

Williamson, who is 6-7, 280 pounds, said he still wants to talk to his family and teammate RJ Barrett — another Duke freshman projected as a lottery pick in 2019 — before making anything official.

But every indication from Williamson, Robertson and Williamson’s family in attendance suggested that his college career is over.

“Whatever NBA team I land on, that’s the team I want to — that’s where I want to be. Like whoever drafts me, that’s where I want to be,” said Williamson, who reacted to questions implying he wouldn’t want to play for the lottery-odds-leading Knicks by shaking his head and putting his massive hand over his face.

“If they draft me, I would love to play for them.”

Booker pushes plan to cut taxes for workers by hiking capital gains tax

On the day that Americans faced the annual deadline to file their tax returns, presidential candidate Sen. Cory Booker unveiled a plan that he said would cut taxes for some 150 million people.

The New Jersey Democrat on Monday proposed what he's called the Rise Credit, which would nearly double the number of people eligible to receive the benefits of the existing Earned Income Tax Credit.

“Creating a fairer, more just tax code begins with putting money in the pockets of Americans who are struggling to get ahead,” the senator emphasized in a statement.

CORY BOOKER'S NOT SURGING AND THAT'S JUST FINE WITH HIS CAMPAIGN

Booker’s plan would raise the cap for eligibility for the Earned Income Tax Credit from a maximum of $54,000 to $90,000 for married couples, which his campaign said would allow more working and middle-class families to enjoy the benefit.

The campaign added that qualifying workers without children at home would receive the maximum individual credit of $4,000, nearly eight times what they currently receive from the tax credit.

The campaign – touting his plan as “the most dramatic expansion of the tax credit - spotlighted that the non-partisan Tax Policy Center estimated the broadening of the tax credit benefit would affect 154 million people and touted that Booker’s plan would lift some 15 million people out of poverty.

BOOKER VOWS TO 'BRING A FIGHT TO THE NRA'

Booker said funds to cover the expanded tax credit would come from taxing capital gains income at the same rates as other income.

“Cory would help fund the Rise Credit by ending the preferential tax treatment of capital gains investment income that overwhelmingly favors the wealthiest Americans, because income from selling stocks and other investments should be taxed the same as income from work,” his campaign said.

Booker lamented that “families’ earnings are not keeping up with the cost of living, and many people are living paycheck to paycheck with little to nothing left over to save.”

“But instead of helping hard-working Americans who are struggling to get by, our tax code concentrates benefits to those at the very top. It’s unconscionable that hedge fund managers can pay a lower percentage of their income in taxes than their secretaries. That’s wrong and must change,” he stressed.

Booker was scheduled to highlight his Rise Credit plan at a campaign event later Monday in Sioux City, Iowa, as well as at events in Des Moines, Iowa, and Carroll, Nevada, on Tuesday.

F-21 Jet Gives India Significant Edge – Lockheed Martin

The Maryland-based defense manufacturer claims that the new combat aircraft it is providing to India will have impressive standoff capabilities, greater staying power with lower fuel consumption and state-of-the-art network data-linking capabilities across all platforms.

New Delhi (Sputnik): US defense manufacturer Lockheed Martin has said the F-21 multi-role combat aircraft it is producing indigenously for India will address the immediate requirements of the country’s air force, besides giving it a “significant edge.”

The F-21 warplanes will strengthen the Indian Air Force’s (IAF) integration into the worldwide network of advanced fighter aircraft technology, a report in the Economic Times quoted the Maryland-based company as saying.


Tensions skyrocket between the two nuclear countries.

The F-21 jet for India was unveiled by Lockheed Martin at the Aero India show in the southern Indian city of Bengaluru in February this year. Lockheed Martin and Tata Advanced Systems will produce the aircraft in India.

“While it is inappropriate for us to compare specific capabilities, the F-21 will give India a significant edge with greater standoff capability, greater staying power with less fuel burn, and network data linking capabilities across all platforms. The F-21 will meet all of India’s performance, capability and advanced technology requirements — the same requirements all other 4th generation competitors are offering. As we pursue cutting-edge technologies for the F-21, some capabilities may be evaluated as discrete, integrated functions,” Vivek Lall, vice president of Strategy and Business Development at Lockheed, told the Economic Times.

The aircraft will feature Advanced APG-83 Active Electronically Scanned Array (AESA) radars, which has detection ranges nearly double that of previous mechanically scanned array radars and the ability to track and attack more targets with higher precision.

In addition to this, its Advanced Electronic Warfare (EW) System, developed uniquely for India, will enhance survivability against ground and air threats. The Long-Range Infrared Search and Track tech will enable pilots to detect threats more accurately, while the Triple Missile Launcher Adapters (TMLAs) will allow the F-21 to carry 40 percent more air-to-air weapons, Lall specified.

Renowned arms manufacturers Boeing and Lockheed Martin of the United States, Dassault Aviation of France, European consortium Eurofighter, Saab of Sweden and United Aircraft Corporation of Russia submitted their responses in July 2018, while Mikoyan later joined the race with its MiG-35.

Children feared dead, trapped inside in Nigeria after 3-story school collapses

Scores of children are feared dead or trapped inside after a three-story school building collapsed during school hours in Lagos, Nigeria, prompting frantic rescue efforts.

Some children were rescued from the rubble by the first-responders, with hundreds of onlookers cheering the efforts as they stood in narrow streets and on rooftops of rusted, corrugated metal.

Others volunteered in the rescue operations, jumping into the rubble with hacksaws and mallets in their hands.

So far it remains unclear how many children exactly have died or are still trapped.

“For now we don’t have any word on casualties as we are still busy with rescue work,” said Sani Datti, a spokesman with Nigeria’s National Emergency Management Agency.

“It is believed that many people including children are currently trapped in the building,” another spokesperson for the agency told the BBC.

The school was on the top floor of the building in Ita Faji on Lagos Island, Nigeria’s commercial capital and a city of some 20 million people.

Nigeria has been suffering from frequent building collapses due to lack of building regulations that would ensure the safety of the buildings.

Alfonse “Little Al” D’Arco, who was the first of his generation to flip sides to spill the mob’s most precious secrets to the feds, died at the age of 89 while in witness protection, Ganglandnews.com reported.

D’Arco’s testimony at more than a dozen trials brought down the likes of “Mafia Cops”  Stephen Caracappa and Louie Ippolito; Genovese family boss Vincent “The Chin” Gigante; Colombo boss “Little Vic” Orena; ex-Luchese cronies Vic Amuso and Anthony “Gaspipe” Casso; and Bonanno consigliere Anthony Spero.

A Brooklyn native, D’Arco was born and raised a few blocks from the Navy Yard, then a hub of underworld hustlers. His childhood was “like being in the forest, and all the trees were the dons and the organized crime guys,” the mobster once recalled.

The Korean War veteran returned to his roots and teamed up with the future Luchese family head Amuso in 1959.

According to an obituary, D’Arco became a capo after Luchese informant Henry Hill’s testimony led to the conviction of Paulie Vario in 1984, as later detailed in the mob classic “GoodFellas.”

He reportedly told prosecutors that his shift from gangster to witness was just another phase of his life.

“I’m still a mobster,” he told prosecutors, according to Ganglandnews.com. “But I’m an outlaw, that’s all. It’s not like they throw you out of the mob when you flip. You’re just considered an outlaw. That’s what I am.”

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
