Ohio ‘heartbeat’ abortion bill clears legislature, awaits governor’s signature

Ohio's so-called "heartbeat" abortion bill was approved by the state legislature on Wednesday and is now headed to Republican Gov. Mike DeWine's desk.

The House approved the measure 56-39, and later, the Senate agreed to House changes, 18-13. DeWine, who took office in January, has said he plans to sign the bill.

DeWine’s predecessor, Republican John Kasich, vetoed the bill twice. He said such a law would create a costly court battle and likely be found unconstitutional.

The bill — which makes no exceptions for rape or incest — is among the most restrictive abortion measures in the country.

In addition to Ohio, Florida, Maryland, Minnesota, Mississipi, Missouri, South Carolina and West Virginia are among the states that have either passed "heartbeat" legislation or are hoping to do so.

This comes as states like New York, New Mexico, Maryland, Rhode Island, Vermont, and Virginia, among other Democratic-leaning states, are supporting bills that allow abortion up to the moment of birth.

The earliest bans on heartbeat abortion, in Iowa and North Carolina, have been blocked by the courts. Three more states — Mississippi, Kentucky and Georgia — have more recently passed bills amid growing national momentum.

BEIJING (Reuters) – Profits earned by China’s industrial firms dropped 14.0 percent year-on-year to 708.01 billion yuan ($105.50 billion)in the first two months of 2019, the statistics bureau said on Wednesday.

The sharp decline follows December’s 1.9 percent fall and marked the biggest contraction since Reuters began keeping records in October 2011.

The data combines figures for January and February to smooth out distortions caused by the week-long China’s Lunar New Year.

Chinese industrial firms’ liabilities rose 6.0 percent from a year earlier to 62.4 trillion yuan by end-February, compared with a 5.2 percent rise as of end-2018.

The data covers large companies with annual revenue of more than 20 million yuan from their main operations.

Trump Threatens Car Import Tariffs in New Warning to Mexico

President Donald Trump on Thursday threatened to impose tariffs on car imports from Mexico unless it does more to stop illegal migrants and drug trafficking, his latest warning to America's southern neighbor to tighten border security.

After backing away from a threat this week to immediately shut the border to stop a surge of migrants from Central America, Trump raised the specter of a 25-percent tariff on cars as a possible tool he could use to force Mexico to halt illegal immigration and drugs.

"Before we close the border we'll put the tariffs on the cars. I don't think we'll ever have to close the border because the penalty of tariffs on cars coming into the United States from Mexico at 25 percent will be massive," Trump told reporters at the White House.

Earlier, Trump said he would give Mexico "a one-year warning" to stop drug trafficking, or face tariffs. But he held out the possibility that the measure could be used sooner to address migration issues.

Trump made stopping illegal immigration a centerpiece of his 2016 run for the White House, pledging to build a wall on the border to stop migrants. When Congress refused to give him the money to pay for the wall, he declared a national emergency to divert funds from other projects.

The Democratic-controlled House of Representatives will sue to block Trump from "stealing from appropriated funds," Speaker Nancy Pelosi said on Thursday.

Trump, who plans to visit the border at Calexico, California to view a border wall project, said that media coverage this week had prompted Mexico to act to curb the flow of immigrants to the United States and take other action to ease the pressure on U.S. ports of entry.

"A lot of good things are happening with Mexico. Mexico understands that we're going to close the border, or I'm going to tariff the cars," he said.

TRADE DISRUPTIONS

Trump prompted panic among business leaders last Friday with his border closing threat.

U.S. border officials have estimated that some 100,000 migrants were apprehended or encountered at the border in March, the highest level in a decade. Most are Central American families seeking asylum.

The Department of Homeland Security has transferred 750 border agents from commercial to immigration duties, triggering long delays for cross-border trade.

The U.S. Chamber of Commerce said it welcomed Trump's decision not to close the border, but said Congress needed to do more.

"Congress should also ensure Customs and Border Protection officials receive the resources they need to reduce the excessive wait times affecting legitimate trade and travel across the border," said Neil Bradley, a top official with the Chamber in a statement.

Mexican exporters are looking into sending their goods to the United States by air freight to avoid a five-mile (8-km)-long line of trucks at the border caused by the Trump administration moving federal agents away from customs checks to immigration duties.

Auto parts and medical equipment makers were among the Mexican companies considering the more expensive air cargo to avoid incurring penalties for late delivery to U.S. clients or factory closures, Luis Aguirre, the president of Mexico's manufacturing industry chamber INDEX, said late on Wednesday.

Klobuchar raises more than $5 million for U.S. presidential run

WASHINGTON (Reuters) – U.S. Senator Amy Klobuchar raised more than $5 million during the first seven weeks of her 2020 White House bid, with more than $3 million left over from her Senate campaign, leaving her with total cash on hand of about $7 million, her campaign said on Monday.

Klobuchar’s first quarter fundraising total is considerably less than others among the more than 15 Democrats who have announced they are running for the party’s 2020 presidential nomination.

Senator Bernie Sanders leads the pack, raising about $18 million during the first six weeks of his presidential run, his campaign said. Senator Kamala Harris raised $12 million during the first three months of 2019, according to figures released by her campaign.

Pete Buttigieg, the mayor of South Bend, Indiana, who recently saw a bump in opinion polls but is still considered a long-shot, announced last week that he had raised $7 million during the first quarter.

Beto O’Rourke, a former U.S congressman from Texas, raised $9.4 million in the first 18 days of his bid for the presidency, his campaign said.

The campaign of Senator Elizabeth Warren, who has sworn off high-dollar fundraisers to focus on grassroots donations, said she hit her first-quarter fundraising goal but has not yet released a figure.

Fundraising is an early way to prove to donors and potential supporters that a candidate is viable.

Grassroots fundraising is also one of the qualifying criteria for the Democratic primary debates. Candidates can qualify if they have 65,000 unique donors, along with a minimum of 200 donors per state in at least 20 states.

Klobuchar’s campaign said the average online grassroots contribution was $40 and that 85 percent of all donors gave less than $100.

Presidential candidates are required by law to report all campaign donations. They cannot accept more than $2,800 from a single donor during the primary race.

The campaigns’ first quarter fundraising reports are due to the Federal Election Commission by April 15.

Report: H.W. Bush Grandson Mulling Run for Congress

The grandson of the late President George H.W. Bush is leaving the door open for a run for the congressional seat the Bush patriarch once represented in the late 1960s, the Texas Tribune reported.

Pierce Bush, 38 — nephew of former President George W. Bush, son of Neil Bush, and the Houston-based CEO of Big Brothers Big Sisters Lone Star — might be considering a challenge to 7th Congressional District freshman Rep. Lizzie Pannill Fletcher, D-Texas, the news outlet reported.

"Over the past few months, I have been flattered by many people in Houston who have reached out and encouraged me to run for this seat," Pierce Bush said in a statement to the news outlet. "I am currently putting my heart and soul into my role as CEO of the largest Big Brothers Big Sisters agency in the country."

But, he added: "If I were to run for this office, or any other office, I would certainly run as a big tent candidate focused on discussing the important matters. Together, we can stand for real opportunity for the many who need it."

Texas Land Commissioner George P. Bush, son of former Florida Gov. Jeb Bush, is currently the only member of the Bush family in elected office.

"Despite Jeb's failed presidential bid nationwide, the Bush family is still widely revered in Texas, especially here in Houston," an unnamed source told the Washington Examiner. "I suspect Bush would have little trouble getting the Republican nomination and getting the party to unify behind his candidacy."

German soccer club pays tribute to deceased neo-Nazi fan

Tributes at a soccer game to a self-professed neo-Nazi hooligan who died last week have led to a spate of departures from an eastern German club.

Chemnitzer FC showed a portrait of known hooligan Thomas Haller on a screen in the stadium before its lower-league match against VSG Altglienicke. The team's fans dressed in black and held flares aloft behind a banner with the words "Rest in peace, Tommy" in gothic script, while a display with a white cross on a black background was unfurled.

Fans also observed a sort of minute's silence and the stadium announcer gave a speech paying tribute to Haller's support for the club.

"Family, friends and companions are in deep mourning," the announcer said. "He lived for Chemnitzer FC."

The praise for Haller even ended up on the field when Chemnitz forward Daniel Frahn held up a black T-shirt bearing the motto "Support your local Hools" after scoring in the 4-4 draw.

"I didn't know this T-shirt was so widely used in the Nazi scene," said Frahn, who said it was sold to help raise money for Haller's medical treatment.

Haller, the founder of the club's "HooNaRa" (Hooligans-Nazis-Racists) fan group in the early 1990s, died of cancer last week. His company, Haller Security, provided security for the club until 2006.

In 2007, Chemnitz banned "HooNaRa" and the "NS-Boys" group, which used a Hitler Youth as its logo. The "Kaotic Chemnitz" group was banned in 2012 but members remain active.

Energie Cottbus supporters also paid tribute to Haller with a banner at their game against Preussen Muenster on Saturday.

Local broadcaster MDR reported that Haller was a prominent member of the far-right scene in Chemnitz and that he took part in the racially motivated riots in the city last August.

Chemnitz fan representative and local politician Peggy Schellenberger honored Haller on Facebook, writing: "We had our differences but there was also another human side. We were always fair, straight, apolitical and cordial with each other - that set you apart. Rest in peace!"

Schellenberger, a member of the center-left SPD party, has since deleted the post.

Chemnitz said on Sunday it did not sanction the tributes to Haller, but that it had given its fans "the opportunity to mourn together."

On Monday, the club said it was removing Schellenberger from her duties at the club, while Maximilian Gloes, who had been in charge of communications, was also dismissed. The club also said it will no longer employ Olaf Kadner as stadium announcer.

Chemnitz chairman Thomas Uhlig resigned from the club on Sunday.

"In order to keep further damage away from Chemnitzer FC, I have decided to step down from all positions with immediate effect," said Uhlig, who said he was responsible for what happened on match days.

Main sponsor Sparkasse is withdrawing its support at the end of the season, though it had already informed the club before Haller was honored.

"The events from Saturday confirm that this was the right decision," Sparkasse spokesman Sven Muecklich said.

German soccer federation vice president Rainer Koch said Monday that the association was distancing itself from the events in the Chemnitz and that he hoped the local league association would take "the right measures."

The North East Football Federation, known as NOFV, is likely to sanction both the club and Frahn for his mid-game tribute to Haller.

"There was at least one incident in the game that does not belong in a regional league game," NOFV managing director Holger Fuchs told Kicker magazine. "It's conceivable that the sports court of the NOFV will be charged with preliminary investigations with the possibility of a subsequent court proceeding."

The club has already filed criminal charges against "unknown individuals" with the Chemnitz public prosecutor and says it will give its "full support" to the investigations.

"It is known that well-known people from the far-right scene traveled to Chemnitz and Saxony from other cities on this day," the club said in a statement, adding it rejects "every form of right-wing radicalism."

WASHINGTON (Reuters) – U.S. Treasury Secretary Steven Mnuchin said on Tuesday he cannot comply with a demand by a House of Representatives committee to turn over President Donald Trump’s tax returns “until it is determined to be consistent with law.”

In a letter to House Ways and Means Committee Chairman Richard Neal, Mnuchin said he expected to have an answer to the committee’s demand by May 6 after consulting with the Justice Department. The committee had set a 5 p.m. EDT (2100 GMT) Tuesday deadline for the Internal Revenue Service to turn over Trump’s returns.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
