ISIS member tasked with ‘bringing in migrants,’ newly obtained terror group documents show

ISIS has tasked one of its terror bosses with moving militants out of Syria and into Europe, newly procured documents show.

Newly obtained documents by The Sunday Times show ISIS has a member tasked with “bringing in migrants and taking out brothers who have been given jobs" as a way to move fighters and money from Syria through Turkey into Europe.

The documents were obtained by the paper after being found on a hard drive dropped by members of an ISIS cell during a battle near the group's tiny remaining stronghold in Syria earlier this year.

In a bid to stay relevant, the terror group -- which recently lost nearly all of its self-proclaimed "caliphate" in Iraq and Syria -- is planning to launch a fresh wave of attacks in Europe and the Middle East inspired by past atrocities: the 2015 Paris attacks that killed 130 people and 2017 truck attack in New York City that left eight dead.

Among the documents on the hard drive is a letter signed by six ISIS leaders and addressed to 47-year-old leader Abu Bakr al-Baghdadi, which lays out the group's new strategy of operations involving bank robberies, vehicle rammings, assassinations and computer hacking.

Operations around the world are to be directed by an ISIS member named Abu Khabab al-Muhajir, who controls two terror cells in Germany and one in Russia. Initial goals of the terror cells are to steal money to fund the group, the papers say.

“Killing infidel venture capitalists, hacking banks through bank accounts, bank robberies or robberies of places that are pre-studied. After any operation of this kind, we will send the money as we procure it," according to a letter obtained by The Sunday Times.

In another letter to Baghdadi in December, an ISIS commander named Abu Taher al-Tajiki lists possible targets.

“We will tell you here in our letter the targets that we will hit, Allah willing, and they are targets that will destroy the economic world in Europe and spread horror in the hearts of the enemies of Allah," he wrote.

Two operations that were to take place 10 to 20 days after the initial letter was sent included targeting a high-speed train in Germany and an oil pipeline in a petroleum refinery near the Swiss city of Base to cause "economic disaster."

Days after the December letter to ISIS leaders was written, an ISIS flag was discovered near train tracks in Berlin where overhead wires had been damaged, according to the Sunday Times.

A man was arrested in Vienna last month in connection with the Berlin incident and another in Bavaria in October, where a high-speed train hit a steel cable pulled across the tracks when traveling between Nuremberg and Munich.

A conductor had mistaken the sound for a shortened circuit until authorities found the wire that was stretched across the train's path and wooden wedges were placed on the tracks, DW reported at the time. No refinery attack was ever reported in Switzerland.

Officials believe that the incidents show ISIS supporters across Europe are still linked with the terror group's remaining leadership in Syria and Iraq, and not just "lone wolf" suspects that may be inspired to commit attacks.

The letters also show that ISIS is still committed to attacks across Europe, with a new pledge of allegiance for prospective members.

“We are your soldiers in Europe, we see what the enemies of Allah do to our Muslim brothers in the home of Islam by killing and bombardment and destruction of houses,” one of the documents read. “And we, oh Emir of Believers, are under your command and subject to your orders and your sword that which you strike with the enemies of Allah in Europe.”

The Charlotte Hornets’ parent company is ready to join the NBA2K League in 2020.

Charlotte will become the 22nd franchise in the league, which is operated by the NBA.

“The popularity and growth of esports both in the U.S. and internationally continues to rise at a tremendous rate,” said Fred Willard, the Hornets president and vice chairman. “Our NBA 2K League affiliate will provide us with another opportunity to extend the (Hornets) brand and reach a highly coveted, as well as hard-to-reach, younger demographic of fans.”

The NBA 2K League’s 18-week 2019 season began Tuesday and will end with the championship round on Aug. 3.

US testing new rapid-deployment strategy in Europe

More than 300 soldiers have arrived in Germany from their base in Texas in the first test of a new American strategy to rapidly deploy U.S.-based troops to Europe to bolster the NATO deterrent against possible Russian aggression.

The soldiers, from the 2nd Armored Brigade Combat Team of the 1st Armored Division, based in Fort Bliss, were the final group of 1,500 to arrive this week in Berlin via charter aircraft, and are on their way to Poland for maneuvers with local forces.

They arrived at Berlin's Tegel airport Thursday, having only been given orders to move out about a week ago. The Abrams tanks, Bradley Fighting Vehicles and other equipment they will be using is being brought in from a pre-positioned location in the Netherlands.

DUBAI/ABU DHABI (Reuters) – Abu Dhabi state investor Mubadala has suspended any new business dealings with Goldman Sachs since its subsidiary filed a lawsuit in November against the U.S. bank and others to recover losses suffered through its dealings with Malaysian state fund 1MDB.

“We have suspended any activities with Goldman Sachs pending outcome of the litigation,” Brian Lott, spokesman of Mubadala Investment Co, said in response to questions from Reuters.

“The only exceptions are engagements signed prior to the litigation, which will continue as per contractual terms,” he said.

A spokesman for Goldman Sachs declined to comment.

Mubadala, which manages over $225 billion in assets, holds stakes in some of Abu Dhabi’s biggest companies as well as stakes in global firms such as Spanish energy firm Cepsa and Vienna-based OMV.

Over the last few years, New York-based Goldman has ranked among the top banks for takeover advice in Abu Dhabi, the oil-rich capital of the United Arab Emirates.

The investment bank was hired by the Abu Dhabi government to advise a steering committee that oversaw a merger between Aldar Properties and Sorouh Real Estate in 2013. The bank also worked on a merger valuation plan for the Abu Dhabi and Dubai bourses, in 2014, which was shelved as terms could not be agreed.

International Petroleum Investment Co (IPIC), which merged with Mubadala in 2017, filed a civil legal action in New York in November against Goldman and others, alleging they “played a central role in a long-running effort to corrupt former executives of IPIC and its subsidiary Aabar Investments, and mislead IPIC and Aabar”, aiming to further the business of Goldman and 1Malaysia Development Bhd (1MDB).

Goldman has said that it will contest the claim ‘vigorously’.

Malaysia’s 1MDB is the subject of corruption and money-laundering investigations in at least six countries.

An estimated $4.5 billion was misappropriated from 1MDB by high-level officials of the fund and their associates between 2009 and 2014, the U.S. Justice Department has alleged.

Guilty plea likely in sex slave case against self-help group

A co-founder of an embattled upstate New York self-help organization is expected to plead guilty in a case featuring sensational claims that some followers became branded sex slaves.

Nancy Salzman is due in federal court in Brooklyn on Wednesday afternoon for a plea hearing. There was no response to a request for comment from one of her lawyers.

Salzman was a co-founder of NXIVM, a cult-like group based near Albany. Prosecutors say a secret society within the organization branded women with a spiritual leader's initials and forced them to have sex with him.

The leader, Keith Raniere, is set to go on trial next month. Also charged in the case are Salzman's daughter as well as Seagram liquor fortune heiress Clare Bronfman and TV actress Allison Mack.

Confederate statues still warehoused years after coming down

Nearly two years since three Confederate statues were taken down in New Orleans, officials are still trying to decide what to do with them.

The statues of Confederate President Jefferson Davis and generals Robert E. Lee and P.G.T. Beauregard remain in a city warehouse where they were stored after their removal in the spring of 2017.

The monuments, like others to the Confederacy nationwide, have been criticized as symbols of white supremacy and slavery. But those who wanted the monuments to remain standing called them a significant part of history.

Louisiana Lt. Gov. Billy Nungesser said he's hopeful the city will transfer the statues for placement in a state park, but New Orleans Mayor LaToya Cantrell's office said no agreement has been reached. Nungesser's office runs the state Department of Culture, Recreation and Tourism.

NOLA.com/The Times-Picayune quoted Nungesser in a report Wednesday as saying he thinks a park or historic site could receive the statues and offer sufficient context to satisfy even those who had sought their removal.

He discussed the statues Sunday during a speech to the R.E. Lee Monumental Association in New Orleans.

In a subsequent interview, Nungesser said he wanted to organize a group of experts to find a proper site. He also offered to move the monuments at no cost and said Cantrell seemed open as well, and that she told him she doesn't want them on display in the city.

In a statement, Cantrell spokesman Beau Tidwell said the mayor hasn't made a deal with Nungesser but "remains open to a range of options" and plans to continue discussions with him.

The lieutenant governor said he's sensitive to concerns over the statues. Although he hadn't considered if white supremacist groups could be attracted to a state park displaying the monuments, he said officials are very careful about what events are allowed.

"You have one side they want them to go back up. On the other side, they want to throw them in the river," Nungesser said. "I think we need to come somewhere in the middle."

China releases new rules on game approvals

SHANGHAI (Reuters) – China’s press and publication regulator has issued new rules on applications for publishing online games in China, signaling a possible acceleration in the handing out of formal approvals.

China stopped granting licenses to monetize online games in March 2018, hurting the industry and developers such as Tencent Holdings Ltd and NetEase Inc. It started up approvals again in December, only to ask local governments to pause on submitting applications in February.

The State Administration of Press, Publication, Radio, Film and Television released the new rules late on Friday.

Under the guidelines, games will undergo content vetting and the number of games allowed on to the market will be controlled.

Gaming market research and consulting firm Niko said the administration had explained the new rules to industry insiders earlier in the month, saying it was grinding through a backlog of applications submitted last year.

Chinese gaming publishers were being encouraged to develop titles with China’s “core social values” in mind, including games that promote traditional culture, Niko said.

Niko said the administration would take new submissions from Monday, April 22, under the new application process.

“With a new more transparent approval process set to go live soon, we have a positive outlook for China’s digital games market in 2019,” it said.

NEW YORK (Reuters) – The U.S. economy is growing at a 2.08% annualized pace in the second quarter based on upbeat data on durable goods orders and new home sales in March, the New York Federal Reserve’s Nowcast model showed on Friday.

This was faster than the 1.92% growth rate calculated by the N.Y. Fed model the week before.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

(Reuters) – Initial optimism over first-quarter results from Starbucks Corp was waning fast on Wall Street on Friday, as analysts questioned the longer-term prospects of its new sales push given subdued overall customer traffic numbers especially in China.

The company on Thursday beat brokerage estimates for quarterly same-store sales on the back of demand for its new Cloud Macchiato, Matcha tea and cold brews in the United States.

However, BTIG’s Peter Saleh was one of a number of sector analysts who said while customers forking out for higher-priced new drinks had helped drive growth in same-store sales, “anemic” traffic at cafes remained a concern.

He and others pointed to a 1 percent decline in footfall at cafes in the Chinese market, viewed as crucial to the chain’s growth for the foreseeable future.

More broadly, transaction numbers, the substitute analysts use for customer traffic, were unchanged in all three of the company’s global regions.

Shares in the company, which hit a record high after the results on Thursday, fell 1 percent in morning trade.

“We remain cautious given near-term headwinds surrounding China, including cannibalization, increasing competition (and) a slowing economy,” Wedbush analyst Nick Setyan said.

Starbucks has also poured money into beefing up its delivery network in China as it battles with local startup Luckin Coffee, whose speedy growth led it to file for an IPO in the United States earlier this week.

New menu items and partnerships with delivery services, the heart of the company’s strategy to win back customers lost to artisanal coffee shops and cheaper fast-food rivals, did help Starbucks’ sales in its home market.

However, analysts said growth in China may continue to be subdued.

Wells Fargo analyst Bonnie Herzog said she expects store expansion in China to take priority over comparable sales growth.

She downgraded her rating on Starbucks’ to “market perform” from “outperform”, arguing that the company facing tough sales comparisons later on in 2019 from last year and the current rich valuation of shares meant the stock had limited room to rise.

“Investors will be hesitant to invest new money in a stock with a topline that, while still strong, is unlikely to meaningfully accelerate,” Herzog said.

Still, the company’s solid same-store growth in the United States, improving profit margins and a lower tax rate for the rest of the year led at least 6 Wall Street brokerages to raise their price targets on the stock to as high as $81.

11 of 29 brokerages rate Starbucks “buy” or higher, 17 “hold” and 1 “sell” or lower. Their median price target is $75.
