Inside the Pakistani madrasa where India said it killed hundreds of ‘terrorists’

JABA, Pakistan (Reuters) – A madrasa, or Islamic school, on a remote hilltop in northeastern Pakistan that was the target of an Indian air strike just over six weeks ago is still not ready to give up its secrets.

For the first time since the Indian government said it had killed hundreds of “terrorists” and their trainers and associates in the school’s compound, Pakistani authorities on Wednesday allowed a group of journalists working for foreign news organizations, and foreign diplomats based in Islamabad, access to the site.

The expectation among some of the visitors was that it might help to settle a number of mysteries about the attack. In particular, whether, as India had said, it was a huge success and took out a major militant training camp or whether – as Pakistan says – India’s warplanes missed the madrasa compound completely and hit surrounding hills instead. The difference – as many as 300 dead militants or no fatalities at all.

There was also the question about whether the madrasa, one of more than 30,000 across Pakistan where children of all ages are taught to memorize and recite the Koran, was a cover for the Islamist group Jaish-e-Mohammed (JeM), which was allegedly using the site to train fighters to infiltrate Indian-controlled Kashmir.

JeM claimed responsibility for a suicide car bomb attack in Kashmir that killed 40 Indian paramilitary police on Feb 14, triggering the Indian attack and the worst hostilities between the two nuclear-armed nations for many years.

But the journalists and diplomats, most of whom spent well over an hour climbing steep slopes to get to the madrasa in the Jaba village area near the town of Balakot, didn’t get enough time to make any kind of informed assessment.

They were mostly restricted to looking around the madrasa’s main building. They were hurried away by the army, which organized the trip, after less than half an hour. Those arriving by vehicle had even less time.

The interactions with teachers and about 100 children at the madrasa – from the very young to older teenagers – were limited. The visitors were shown a group of children learning passages from the Koran partly by rocking their heads back and forward in rhythm. One teacher said he had worked at the madrasa for six years.

TOO LITTLE, TOO LATE

At least three of the diplomats, who were mainly from Western countries and the Middle East and included some military attaches, said it was very difficult to draw any firm conclusions because of the six-week delay in gaining access and the restricted time allowed to look around.

“I don’t think the site was hit but I still can’t be 100 percent after today,” said one Western diplomat. “As to whether JeM were here – they may have been but I can’t determine that from this either.”

The diplomats declined to be named given the sensitivity of the subject.

When asked after the visit about the limitations, armed forces chief spokesman Major General Asif Ghafoor said Pakistan had nothing to hide and that if schedules allowed, journalists could in the future come and spend a night or even a month at the site.

He denied that the madrasa had recently been used by JeM. If there was a relationship it was a long time ago, he suggested.

On the trek up to the compound, past small sheep and goat farms and through pastoral scenery on a beautiful spring day, journalists and diplomats were shown craters that the allegedly wayward missiles had created on the surrounding hillsides.

NO SIGN OF REBUILDING

Indian Foreign Secretary Vijay Gokhale said on the day of the strike, Feb. 26, that “a very large number of JeM terrorists, trainers, senior commanders, and groups of jihadis who were being trained for Fidayeen action were eliminated” in the attack. Fidayeen is a term used to describe Islamist militants, or jihadis, on suicide missions.

Other Indian officials have come up with similar claims but despite repeated requests from journalists, the Indian government has not produced evidence that a camp was destroyed or that any militants were killed.

The claims have been an issue in India’s general election, which started on Thursday. Senior government officials – including Prime Minister Narendra Modi – have attacked opposition politicians who ask for evidence as unpatriotic.

Satellite pictures have indicated that the main structures on the hill top appear to be in similar condition after the attack as they were before.

Those visiting the site on Wednesday didn’t see any signs that there had been significant building work to either clear structures or erect new ones. And the vegetation didn’t appear to have suffered the stress that might be expected from a missile attack.

A series of Indian media reports claimed in March that the Indian jets had used smaller precision-guided bombs with warheads that were capable of penetrating a building and then killing its occupants but without blowing up the structure.

Ghafoor told the foreign journalists earlier in the week that he couldn’t understand how the idea of a missile that blows up inside buildings like those at the madrasa without hurting the structure could carry any credibility. He challenged India to show how that could be done.

The main madrasa building itself doesn’t appear to be reinforced in any major way – it has a metal roof with some modest wooden beams.

Pakistani Prime Minister Imran Khan, meeting foreign correspondents in Islamabad on Tuesday, asked if there had ever been a target.

“We are still in two minds,” he said. “Did they intend to hit a target or was it just symbolic?”

PARIS (Reuters) – Britain is on course to crash out of the European Union without an agreement over the terms of its divorce after British lawmakers’ repeated refusal to approve a deal, French Finance Minister Bruno Le Maire said on Tuesday.

British lawmakers failed on Monday to resolve the chaos around Britain’s EU departure, leaving the future direction of Britain’s exit from the bloc mired in confusion.

“The British made the choice to leave the European Union, it’s up to them to find ways to an agreement. For the moment they cant find this deal, so we are heading towards a no-deal Brexit,” Le Maire told journalists after presenting his new book on Europe.

Rep. King: Dems’ Demand for Mueller Report Political Theater

Democrats calling for the release of special counsel Robert Mueller's full report now rather than waiting for the redacted version are engaging in "political theater," Rep. Pete King said Wednesday.

"[William Barr] has said he will release the report," the New York Republican told Fox News' "America's Newsroom." "He is doing his job now as attorney general to take out what he believes is any information in there which might be scandalous and not relevant or would violate grand jury rules. That report will be submitted."

If Democrats are dissatisfied at that time, they can take action, King said.

"We heard for two years, 'wait for the Mueller report,'" said King, but for Democrats to subpoena the report now is "unseemly and wrong and abuse of the power of Congress."

He added that nobody has questioned Barr's integrity until now, when "the Democrats didn't get what they wanted, and if Barr is subpoenaed to release the report, he should not comply.

King also discussed President Donald Trump's comments about shutting down the border, saying that if he takes that action, he hopes it is done "surgically."

"It could cause severe economic dislocation," said King. "It should be done in a way that will have the least impact on the United States economy."

Further, before he shuts down the border, everyone needs to be on Trump's side before he announces it, including members of Congress, but both sides are locked and "that is wrong," said King.

"I'm not that confident about Congress right now," said King. "Maybe this crisis will wake some people up."

Report: Canada Seeks US Help to Stem Asylum Seeker Flood

Canada's government is signaling plans to crack down on the relatively unimpeded flow of asylum seekers into the country — and is asking the United States to help, The Washington Post reported Wednesday.

The Liberal government of Prime Minister Justin Trudeau has made a formal request to the United States to amend a 15-year-old border treaty between the countries. A spokeswoman for the U.S. State Department declined to provide details.

But the idea behind the Safe Third Country Agreement is Canada and the United States are equally open to refugees, and under terms of the pact, asylum seekers who try to enter Canada at an official border crossing are sent back to the United States. 

The loophole, however, is those who cross the border at an unauthorized point of entry can proceed into Canada and file their claim, the Post reported.

A spokeswoman for Bill Blair, Canada's minister of border security and organized crime reduction, said he hopes a renegotiated treaty will "encourage people to cross at regular points of entry to maintain the security and the integrity of our borders."

The Trudeau government is also proposing changes that would prevent individuals who have filed asylum claims in other countries from filing a claim in Canada.

"Irregular" entries, as Canada calls them, have increased, with about 40,000 people coming through unauthorized crossings in the past two years, the Post reported, adding the entries are of Haitians, Nigerians, and, increasingly, Venezuelans and Colombians. Many enter the United States on tourist visas with plans to then cross into Canada, the Post reported.

But there has been a backlash, the Post reported — and Conservative leader Andrew Scheer blames Trudeau's government for the increase.  

"Immigration has become a highly politicized issue where it wasn't really a partisan issue at all," Naomi Alboim, a former Ontario deputy minister for immigration who now teaches Queen’s University in Kingston, Ontario, told the Post.

Suspect held in shootout near US-Mexico border; Texas trooper ‘critical’ but stable

A Texas state trooper was in critical but stable condition early Sunday after being shot while approaching a driver who had fled from a crash scene not far from the U.S.-Mexico border, authorities said.

Further information on the trooper’s condition, along with his name, was not immediately available.

CALIFORNIA MOTORCYCLE OFFICER INVOLVED IN CRASH DIES

The trooper was shot multiple times late Saturday and rushed to an Edinburg hospital, where he underwent surgery and was “fighting for his life,” Hidalgo County Sheriff Eddie Guerra wrote on Twitter. Edinburg is about 64 miles northwest of Brownsville in the state's border region.

At the time, multiple law enforcement and government sources told the Rio Grande Valley's KGBT-TV that the trooper was left "brain dead," but that has yet to be confirmed.

The suspect, identified as Victor Alejandro Godinez, evaded immediate capture but was taken into custody early Sunday in the Edinburg area, authorities said. Police later confirmed that Godinez is a U.S. citizen and resident of Edinburg.

The unidentified trooper was responding to a report of a vehicle crash around 8:45 p.m. Saturday, when the driver fled on foot, the Texas Department of Public Safety (DPS) said in a statement. The trooper was shot after locating the suspect.

DPS said the agency worked with local law enforcement to find the suspect. Bystanders reported seeing tactical units and a SWAT team canvassing the area, according to the Monitor, a McAllen-based newspaper.

The investigation was ongoing and DPS said more information will be released as it becomes available.

New Silk Road critics are ‘prejudiced’, China’s top diplomat says

BEIJING (Reuters) – China has never forced debt upon participants of its new Silk Road project as “prejudiced” critics have suggested, the country’s top diplomat said on Saturday in a strongly worded defense of a key policy platform of President Xi Jinping

Xi’s Belt and Road Initiative, as it is formally called, envisions rebuilding the old Silk Road to connect China with Asia, Europe and beyond with massive infrastructure spending.

But it has proved controversial in many Western capitals, particularly Washington, which views it as merely a means to spread Chinese influence abroad and saddle countries with unsustainable debt through nontransparent projects.

The United States has been particularly critical of Italy’s decision to sign up to the plan this month, during Xi’s visit to Rome, the first for a G7 nation.

Speaking to the ruling Communist Party’s official People’s Daily, Yang Jiechi, who runs the party’s foreign affairs committee, said he had noted that some in the international community believed this was a geopolitical tool and would only bring debt traps for participating countries.

“This obviously shows a lack of objectivity and fair understanding of the Belt and Road initiative. It is a misunderstanding, misjudgment and is even prejudiced,” wrote Yang, a former foreign minister and ambassador to Washington.

China has stressed many times that the Belt and Road is to promote joint development, he added.

“The Belt and Road is open, inclusive and transparent. It does not play little geopolitical games. It does not engage in the exclusion of exclusive small circles.”

Yang noted that many countries, companies and ordinary people participating in the Belt and Road project had “publicly refuted rumors” about it being a debt trap.

Belt and Road projects, from their selection to their financing, go through careful risk assessments and the initiative’s principles stress sustainable development, he said.

“For cooperative partners who have debt difficulties, China’s principle is to appropriately resolve this through friendly consultations, and has never pushed or forced debt” on anyone, Yang added.

To date no participating country has faced a debt crisis – to the contrary many countries have been able to escape the “no development trap”, he wrote.

China will hold its second Belt and Road summit in Beijing in late April.

Yang said almost 40 foreign leaders would take part, but did not name them.

Some of China’s closest allies have already confirmed they will come, including Russian President Vladimir Putin, Pakistani Prime Minister Imran Khan, Philippines President Rodrigo Duterte and Cambodian Prime Minister Hun Sen.

Comcast first quarter profit beats Wall Street, misses on revenue

(Reuters) – Comcast Corp reported first-quarter profit on Thursday that beat Wall Street estimates, boosted by strong additions of high-speed internet customers in a quarter that painted another mixed picture for the biggest U.S. cable provider.

Overall revenue missed analyst estimates and Comcast lost more video and phone customers than expected. Revenue from NBCUniversal’s cable networks, filmed entertainment and theme parks also fell short of expectations.

Like others in the cable television industry, Comcast is grappling with the appeal to customers of rival offerings from Alphabet Inc’s YouTube TV and subscription video services like Netflix Inc.

Earlier this week AT&T Inc and Verizon Communications Inc both reported losing more video customers than analysts expected.

AT&T shed a net 544,000 premium TV subscribers, a category that includes DirecTV satellite and U-verse television, while Verizon lost 53,000 Fios video customers.

Philadelphia-based Comcast said it lost 121,000 video customers in the quarter, more than the 29,000 it lost last quarter and the 109,000 estimated by analysts, according to research firm FactSet.

In response, the company is striving to build new services on top of its broadband network, and revenue from the high-speed internet business climbed 10 percent to $4.58 billion in the first quarter as it added 375,000 subscribers.

Those net subscriber additions beat the average analyst estimate of 356,000, according to FactSet, but were down slightly from 379,000 in the same period a year earlier.

Comcast is betting that its redesigned Xfinity X1 cable box, which allows users to find content across live TV, on-demand and streaming services like Netflix on a single menu, will help retain and attract subscribers.

Revenue at its NBCUniversal business, which includes NBC Entertainment and Universal Pictures, dropped 12.5 percent to $8.31 billion.

In January NBCUniversal announced it will launch an advertising-supported TV streaming service in 2020, which will be free for NBCUniversal’s pay-TV customers as well as Sky customers internationally.

Filmed entertainment revenue rose 7.4 percent to $1.77 billion, boosted by movies including “How to Train Your Dragon: The Hidden World” and “Us” while theme park revenue slipped 0.4 percent to $1.28 billion.

Revenue from broadcast television dropped 29.4 percent to $2.47 billion, though the company also broke out figures that showed revenue rose when excluding 2018 Olympics and Super Bowl from the prior-year comparison.

Comcast, which bought the British pay-TV group Sky last year, said revenue reported from Sky was $4.8 billion.

Net income attributable to Comcast rose to $3.55 billion, or 77 cents per share, from $3.12 billion, or 66 cents per share a year earlier. Excluding items, the company earned 76 cents per share, beating estimates of 68 cents per share, according to IBES data from Refinitiv.

Comcast’s overall revenue rose 18 percent to $26.86 billion, but fell short of Wall Street expectations of $27.20 billion.

LONDON (Reuters) – With Sainsbury’s dream of creating Britain’s biggest supermarket group in tatters, its chastened CEO Mike Coupe needs to reassure investors he has the plan to arrest a sales decline when he presents annual results next week.

Britain’s competition regulator blocked Sainsbury’s 7.3 billion pound ($9.4 billion) takeover of Walmart’s Asda on Thursday, saying the deal would increase prices. Sainsbury’s shares fell 5 percent and are down 22 percent over the last three months.

For Sainsbury’s fourth quarter to March 9 analysts are on average forecasting a 1.6 percent fall in like-for-like sales, which would follow 1.1 percent decline over the Christmas period.

Monthly industry data from researcher Kantar has also shown Sainsbury’s as the weakest performer of the big four grocers this year and this month it lost its status as Britain’s No. 2 supermarket group by market share to Asda.

While Sainsbury’s has struggled, market leader Tesco has gained momentum, this month reporting a 34 percent jump in full year profit.

Prohibition of the deal was a major blow to Coupe, its architect and Sainsbury’s boss since 2014.

Martin Scicluna became Sainsbury’s chairman last month and when bedded-in may decide that if the group needs a major shake-up it is best carried out by a new leader.

Much will depend on the attitude of 22 percent shareholder the Qatar Investment Authority, which has so far declined to comment, as well as Coupe’s own appetite to continue after 15 years at the group.

THE RIGHT STRATEGY?

Coupe said on Thursday he was confident Sainsbury’s was pursuing the right strategy.

That was a clear indication that Wednesday’s results statement will not include radical changes to the group’s plans, such as a big margin reset — sacrificing profit to drive sales.

However, sources connected to Sainsbury’s said Coupe would likely acknowledge that more needs to be done on prices, so the supermarket business can better compete with its big four rivals – Tesco, Asda and No. 4 Morrisons – as well as German-owned discounters Aldi and Lidl.

Coupe’s strategy is based on differentiating Sainsbury’s food offer, growing its general merchandise, clothing business and bank, while investing in convenience and online channels.

Some analysts believe major change is needed.

HSBC analyst David McCarthy reckons Sainsbury’s needs a margin reset, should allocate more space for core lines and needs to drive better store standards. He said Sainsbury’s might consider closing down space in some of its larger stores and reducing its non-food offer.

For the full 2018-19 year analysts are on average forecasting a pretax profit of 626 million pounds, up from 589 million pounds in 2017-18 – a second straight year of profit growth. A full year dividend of 10.5 pence per share is forecast versus 10.2 pence last time.

Bank and lawyer fees related to the proposed combination with Asda were 17 million pounds in the first half and have reportedly jumped to around 50 million pounds.

OTTAWA (Reuters) – Canada posted a budget surplus in the first 11 months of the 2018/19 fiscal year compared to a deficit the year earlier as revenues increased mostly on higher tax incomes, the finance department said on Friday.

The surplus for April-February was C$3.1 billion, compared to a deficit of C$6 billion in the same 2017/18 period. Revenues climbed by 8.5 percent, mainly due to higher tax receipts, while program expenses rose by 4.8 percent.

The surplus for February was C$4.3 billion compared with C$2.8 billion in February 2018. Revenues jumped by 12.2 percent while program expenses posted a more modest 6.9 percent gain.

Last month, the Liberals unveiled their new budget, projecting a C$14.9 billion deficit in 2018/19, with the deficit rising to C$19.8 billion in fiscal 2019/20.

President Trump said Friday he would beat Joe Biden “easily” in the 2020 presidential election, suggesting the former vice president could not have enough “energy” to hold the post—taking an apparent swipe at his age.

The president, departing the White House, was asked about Biden’s entrance into the Democratic primary field. Biden announced his presidential bid early Thursday morning, marking his third attempt at the White House.

JOE BIDEN OFFICIALLY LAUNCHES 2020 PRESIDENTIAL BID

“I think we’d beat him easily,” Trump told reporters Friday.

Trump, 72, said he feels “young” and is ready for 2020, and another term for his administration.

“I feel like a young man. I am a young, vibrant man,” Trump said. “I look at Joe, I don’t know about him.”

The president’s comments seemingly were a shot at the age of Biden, who is 76.

BIDEN ENTERS WHITE HOUSE RACE WITHOUT OBAMA’S ENDORSEMENT

“I would never say anyone’s too old,” Trump said. “I know they’re all making me look very young both in terms of age and in terms of energy.”

Biden became the 20th candidate to join the crowded Democratic primary field Thursday. But Biden is not the oldest in the pack. Sen. Bernie Sanders, I-Vt., is 77 and Sen. Elizabeth Warren, D-Mass., is 69.

Should Trump be re-elected, he would be 74 on Jan. 20, 2021—Inauguration Day. Should the presidency go to one of the elder Democrats in the field—Biden would be 78; Sanders would be 79; and Warren would be 71.

Meanwhile, in a wide-ranging interview on “Hannity” Thursday night, Trump dismissed Biden’s candidacy, nicknaming him “Sleepy Joe,” and saying he’s “not the brightest bulb.” Trump also said that while the former vice president has name recognition, he won’t “be able to do the job.”

WASHINGTON (Reuters) – The U.S. Treasury Department on Friday imposed sanctions on Venezuela’s foreign minister and a Venezuelan judge, according to a statement on the department’s website.

Foreign Minister Jorge Arreaza and a judge, Carol Padilla, were targeted over the ongoing crisis in Venezuela, the Treasury Department said, the latest in a list of officials blacklisted by U.S. authorities for their role in President Nicolas Maduro’s government.

LOS ANGELES (Reuters) – Marvel Studios superhero spectacle “Avengers: Endgame” hauled in a record $60 million at U.S. and Canadian box offices during its Thursday night debut, distributor Walt Disney Co said.

Global ticket sales for the film about Iron Man, Hulk and other popular characters reached $305 million for the first two days, Disney said.
