Charge to be dropped against man in W.Va. abduction case

A prosecutor in West Virginia is dismissing a charge against a man who was arrested after a woman told police he tried to abduct her young daughter but later said she might have been overreacting.

News outlets report Cabell County Prosecutor Corky Hammers announced Thursday that an attempted abduction charge will be dropped against Mohamed Fathy Hussein Zayan, who was arrested Monday at the Huntington Mall.

Hammers says he's still determining whether charges will be brought against the woman, who at first told police Zayan grabbed the girl by the hair and tried to pull her away.

Barboursville police Sgt. Anthony Jividen says the woman later told investigators she may have misinterpreted the man's intentions. Zayan doesn't speak English. Police say he may have simply been patting the girl on the head.

Pope mandates reporting of sex abuse claims in Vatican City

Pope Francis has issued sweeping new sex abuse legislation for Vatican personnel and Holy See diplomats overseas, requiring the immediate reporting of abuse allegations to Vatican prosecutors, a policy shift aimed at being a model for the Catholic Church worldwide.

The mandatory reporting provision of the legislation published Friday marks the first time the Vatican has put into law requirements for Catholic officials to report allegations of sex crimes to civil authorities or face fines and possible jail time.

Francis also issued child protection guidelines for Vatican City State and its youth seminary, acting after the global sex abuse scandal exploded anew last year and The Associated Press reported that the headquarters of the Catholic Church had no policy to protect children from predator priests.

UN expert wants trial suspects in Khashoggi's killing named

An independent U.N. human rights expert has denounced Saudi Arabia's closed-door trials of suspects in the slaying of journalist Jamal Khashoggi and called on the kingdom to name the defendants.

Agnes Callamard, the special rapporteur on extrajudicial executions mandated by the U.N.-backed Human Rights Council, also put an onus on the five permanent U.N. Security Council countries.

Callamard said in a statement Thursday that the Saudi government invited representatives from the five countries to attend some court hearings.

She says China, France, Britain, Russia and the United States "risk being participants in a potential miscarriage of justice" and could be "complicit" if the trials turn out to involve violations of human rights law.

Callamard is leading a human rights probe into the Khashoggi's killing at the Saudi consulate in Istanbul in October.

Pope Francis takes thinly veiled swipe at Trump, calls out leaders who want walls

Pope Francis on Sunday called out political leaders intent on building walls in their country and warned that they will "end up becoming prisoners of the walls they build."

The pope made the comment while aboard the papal plane while he returned to Italy from a trip to Morocco, according to Reuters.

"Builders of walls, be they made of razor wire or bricks, will end up becoming prisoners of the walls they build," he said. Francis continued, "I realize that with this problem (of migration), a government has a hot potato in its hands, but it must be resolved differently, humanely, not with razor wire."

The pope did not mention Trump by name, but the two have a history of clashing over border policy. Perhaps their most public disagreement came at the height of the 2016 elections when Francis seemed to question Trump’s Christian faith in connection to plans for a U.S.-Mexico wall.

The pope said at the time, “A person who thinks only about building walls, wherever they may be, and not building bridges, is not Christian. This is not the Gospel.”

Trump called the comments “disgraceful.”

Trump met in May 2017 with the pope at the Vatican, as part of his first foreign trip as president. He later tweeted the visit was “the honor of a lifetime.”

Death toll from tornadoes, severe storms in South rises to 8

At least eight people — including three children — were reported dead by Sunday after powerful storms unleashed tornadoes and flooding across much of the southern U.S.

The severe weather left dozens of others injured, and roughly 60,000 people were without power as of Sunday evening in Texas, Tennessee, Georgia and Mississippi combined.

MINNESOTA GOVERNOR CALLS FOR NATIONAL GUARD TO HELP WITH SNOWSTORM RELIEF EFFORTS

Franklin, Texas, roughly 125 miles south of Dallas, was almost entirely flattened by a tornado, according to the Robertson County Sheriff's Office.

The tornado, which was rated an EF-3 with winds of about 140 mph by the National Weather Service (NWS), destroyed 55 homes, a church, four businesses, a duplex and part of the local housing authority building, officials said.

Pollok, Texas, a little over 100 miles northeast of Franklin, saw two children, aged 3 and 8, killed by a falling tree that landed on the vehicle in which they were riding on Saturday.

The tree "flattened the car like a pancake," Capt. Alton Lenderman of the Angelina County Sheriff's Office told The Associated Press. The kids' parents made it out alive.

Mississippi saw heavy rains and flooding, and in the Vicksburg area, about a 45-minute drive from Jackson, a possible tornado touched down, according to NWS meteorologist John Moore. No injuries were reported, but officials reported damage to several businesses and vehicles.

One person was left dead during a Native American cultural event in Alto, Texas, and another person was killed in Houston County's Weches. A 95-year-old man died after a tree fell on his trailer in Mississippi and a 13-year-old in Louisiana also died after he drowned in a drainage canal, officials said.

Separately, one person died in a car submerged in floodwaters in Calhoun, Louisiana. Near the Birmingham suburb of Hueytown, Alabama, a county employee died after being struck by a vehicle while he was helping clear away trees about 2:15 a.m. Sunday, Capt. David Agee of the Jefferson County Sheriff's Office said.

ROME (Reuters) – The president of the European Commission, Jean-Claude Juncker, said on Tuesday he was “slightly worried” about the state of the Italian economy and urged the government to do more to boost growth.

After talks with Italian Prime Minister Giuseppe Conte, Juncker told reporters that was “great love” between Italy and the European Commission.

Rome and Brussels clashed last year over Italy’s budget plans for 2019 before finally agreeing on a compromise deal that allowed the government to borrow more than initially envisaged. Juncker said the accord was based on a 2019 growth projection of one percent, but added that this was now overly optimistic.

GOMA, Congo (Reuters) – Armed Mai Mai militiamen attacked an Ebola treatment center at the heart of an outbreak of the disease in eastern Congo on Saturday, killing a policeman before being repelled by security forces, the local mayor said.

The center in Butembo was the same one torched by unknown assailants last week, an attack that prompted Medecins Sans Frontieres (Doctors Without Borders) to suspend activities in the area.

Aid workers have faced deep mistrust from locals in some areas as they work to contain the outbreak, which has become the worst in Democratic Republic of Congo’s history, killing close to 600 people so far.

Efforts to contain the virus have been further hampered by a plethora of armed groups operating in Congo’s lawless east.

World Health Organisation (WHO) President Tedros Adhanom Ghebreyesus was due to visit the Butembo center on Saturday. A WHO spokesman said it was unclear if the visit would still happen.

Butembo major Sylvain Kanyamanda Mbusa said the Mai Mai militants were successfully repelled.

“Because of previous attacks, a security system was already in place and attackers were quickly confronted by the police officers guarding the …center,” he told Reuters.

The facility had resumed operations only a week ago and had been managed by the ministry of health in collaboration with the WHO and United Nations Children’s Fund.

The Mai Mai take their name from the word for “water” in a local Swahili dialect, because some of their fighters believe magic can turn flying bullets into water.

They comprise several armed bands that originally formed to resist two invasions by Rwandan forces in the late 1990s. They have since morphed into a variety of ethnic-based militia, smuggling networks and protection rackets.

One of the militiamen was wounded in Saturday’s attack and is in custody, Kanyamanda Mbusa said.

On Thursday, MSF accused the Congolese government of failing to contain the epidemic because of an overly militarised response that was alienating patients and their families.

LONDON (Reuters) – With Sainsbury’s dream of creating Britain’s biggest supermarket group in tatters, its chastened CEO Mike Coupe needs to reassure investors he has the plan to arrest a sales decline when he presents annual results next week.

Britain’s competition regulator blocked Sainsbury’s 7.3 billion pound ($9.4 billion) takeover of Walmart’s Asda on Thursday, saying the deal would increase prices. Sainsbury’s shares fell 5 percent and are down 22 percent over the last three months.

For Sainsbury’s fourth quarter to March 9 analysts are on average forecasting a 1.6 percent fall in like-for-like sales, which would follow 1.1 percent decline over the Christmas period.

Monthly industry data from researcher Kantar has also shown Sainsbury’s as the weakest performer of the big four grocers this year and this month it lost its status as Britain’s No. 2 supermarket group by market share to Asda.

While Sainsbury’s has struggled, market leader Tesco has gained momentum, this month reporting a 34 percent jump in full year profit.

Prohibition of the deal was a major blow to Coupe, its architect and Sainsbury’s boss since 2014.

Martin Scicluna became Sainsbury’s chairman last month and when bedded-in may decide that if the group needs a major shake-up it is best carried out by a new leader.

Much will depend on the attitude of 22 percent shareholder the Qatar Investment Authority, which has so far declined to comment, as well as Coupe’s own appetite to continue after 15 years at the group.

THE RIGHT STRATEGY?

Coupe said on Thursday he was confident Sainsbury’s was pursuing the right strategy.

That was a clear indication that Wednesday’s results statement will not include radical changes to the group’s plans, such as a big margin reset — sacrificing profit to drive sales.

However, sources connected to Sainsbury’s said Coupe would likely acknowledge that more needs to be done on prices, so the supermarket business can better compete with its big four rivals – Tesco, Asda and No. 4 Morrisons – as well as German-owned discounters Aldi and Lidl.

Coupe’s strategy is based on differentiating Sainsbury’s food offer, growing its general merchandise, clothing business and bank, while investing in convenience and online channels.

Some analysts believe major change is needed.

HSBC analyst David McCarthy reckons Sainsbury’s needs a margin reset, should allocate more space for core lines and needs to drive better store standards. He said Sainsbury’s might consider closing down space in some of its larger stores and reducing its non-food offer.

For the full 2018-19 year analysts are on average forecasting a pretax profit of 626 million pounds, up from 589 million pounds in 2017-18 – a second straight year of profit growth. A full year dividend of 10.5 pence per share is forecast versus 10.2 pence last time.

Bank and lawyer fees related to the proposed combination with Asda were 17 million pounds in the first half and have reportedly jumped to around 50 million pounds.

OTTAWA (Reuters) – Canada posted a budget surplus in the first 11 months of the 2018/19 fiscal year compared to a deficit the year earlier as revenues increased mostly on higher tax incomes, the finance department said on Friday.

The surplus for April-February was C$3.1 billion, compared to a deficit of C$6 billion in the same 2017/18 period. Revenues climbed by 8.5 percent, mainly due to higher tax receipts, while program expenses rose by 4.8 percent.

The surplus for February was C$4.3 billion compared with C$2.8 billion in February 2018. Revenues jumped by 12.2 percent while program expenses posted a more modest 6.9 percent gain.

Last month, the Liberals unveiled their new budget, projecting a C$14.9 billion deficit in 2018/19, with the deficit rising to C$19.8 billion in fiscal 2019/20.

President Trump said Friday he would beat Joe Biden “easily” in the 2020 presidential election, suggesting the former vice president could not have enough “energy” to hold the post—taking an apparent swipe at his age.

The president, departing the White House, was asked about Biden’s entrance into the Democratic primary field. Biden announced his presidential bid early Thursday morning, marking his third attempt at the White House.

JOE BIDEN OFFICIALLY LAUNCHES 2020 PRESIDENTIAL BID

“I think we’d beat him easily,” Trump told reporters Friday.

Trump, 72, said he feels “young” and is ready for 2020, and another term for his administration.

“I feel like a young man. I am a young, vibrant man,” Trump said. “I look at Joe, I don’t know about him.”

The president’s comments seemingly were a shot at the age of Biden, who is 76.

BIDEN ENTERS WHITE HOUSE RACE WITHOUT OBAMA’S ENDORSEMENT

“I would never say anyone’s too old,” Trump said. “I know they’re all making me look very young both in terms of age and in terms of energy.”

Biden became the 20th candidate to join the crowded Democratic primary field Thursday. But Biden is not the oldest in the pack. Sen. Bernie Sanders, I-Vt., is 77 and Sen. Elizabeth Warren, D-Mass., is 69.

Should Trump be re-elected, he would be 74 on Jan. 20, 2021—Inauguration Day. Should the presidency go to one of the elder Democrats in the field—Biden would be 78; Sanders would be 79; and Warren would be 71.

Meanwhile, in a wide-ranging interview on “Hannity” Thursday night, Trump dismissed Biden’s candidacy, nicknaming him “Sleepy Joe,” and saying he’s “not the brightest bulb.” Trump also said that while the former vice president has name recognition, he won’t “be able to do the job.”

WASHINGTON (Reuters) – The U.S. Treasury Department on Friday imposed sanctions on Venezuela’s foreign minister and a Venezuelan judge, according to a statement on the department’s website.

Foreign Minister Jorge Arreaza and a judge, Carol Padilla, were targeted over the ongoing crisis in Venezuela, the Treasury Department said, the latest in a list of officials blacklisted by U.S. authorities for their role in President Nicolas Maduro’s government.

LOS ANGELES (Reuters) – Marvel Studios superhero spectacle “Avengers: Endgame” hauled in a record $60 million at U.S. and Canadian box offices during its Thursday night debut, distributor Walt Disney Co said.

Global ticket sales for the film about Iron Man, Hulk and other popular characters reached $305 million for the first two days, Disney said.
