Albanian opposition holds anti-govt rally, demands new vote

Albanian opposition supporters have surrounded the parliament building and are demanding that the government resign, claiming it's corrupt and has links to organized crime.

Hundreds of police and rolls of barbed wire are protecting the parliament building in downtown Tirana, the capital, from the protesters and Thursday's parliament session has already been cancelled.

Opposition lawmakers, led by the center-right Democratic Party of Lulzim Basha, have signed letters of resignation from parliament and are demanding an early election.

The U.S. embassy statement in Tirana urged opposition supporters "to peacefully exercise their right of assembly and reject violence" and the government "to practice restraint."

At last week's rally, protesters tried to force their way into Socialist Prime Minister Edi Rama's office. Police used tear gas to keep them away.

Venezuela’s PDVSA says oilfield power generator activated after blackouts

CARACAS (Reuters) – Venezuela’s state-run oil company PDVSA on Wednesday said it had activated a power generator that would allow for an increase in crude oil output, after a string of nationwide blackouts disrupted operations in the country’s heavy-crude oil Orinoco belt.

The company said in a statement the generator would add 10 megawatts of power to the electrical system in the Morichal district of the belt, allowing for an increase in output of Merey crude, Venezuela’s most common export grade.

PDVSA said the additional capacity would benefit the Petroindependencia joint venture, which is 34 percent owned by Chevron and allow for the reactivation of a pumping station for diluents, which are oil products that PDVSA needs to convert its extra-heavy oil into exportable grades.

The OPEC member nation’s output fell to under 1 million barrels per day (bpd) in March, a drop of almost 500,000 bpd from the prior month due to the blackouts and the impact of U.S. sanctions.

New Japan era name echoes PM Abe’s national pride agenda

TOKYO (Reuters) – Japan on Monday unveiled a new name for the imperial era that begins on May 1, drawing from an ancient Japanese text for the first time, echoing Prime Minister Shinzo Abe’s conservative agenda that aims to bolster national pride.

The name “Reiwa” for the new era when Crown Prince Naruhito becomes emperor, comes from two Chinese characters, the first meaning “good” or “beautiful” as well as “order” or “command” and the second meaning “peace” or “harmony”.

The characters were taken from the Manyoshu, an ancient collection of Japanese poetry, in a break with the tradition of selections from ancient Chinese texts.

The name implied “culture is born and nourished when people’s hearts are drawn beautifully together,” Abe told a news conference.

Asked the significance of its selection from a Japanese classical text, Abe said: “It is a collection which expresses our nation’s rich culture, which we should take pride in, along with our nation’s beautiful nature.

“We believe this national character should be passed along to the next era.”

Abe returned to office in 2012 after abruptly resigning in 2007 following a year plagued by scandals and stalled politics.

He rode a wave of popularity sparked mainly by a pledge to revive the stagnant economy, but has also long favored a conservative agenda aimed at restoring traditional values such as group harmony and pride in Japanese history and culture.

“His (Abe’s) interpretation echoes his calls for Japan to be proud of its roots and its tradition,” said Koichi Nakano, a professor of political science at Sophia University.

“He wants Japan to be proud of their country and this was seen as an opportunity to boost that.”

Japan imported the imperial calendar system from China about 1,300 years ago. There have been four era names in the modern period: Meiji, Taisho (1912-1926), Showa (1926-1989) and the current Heisei, which means “achieving peace”.

“It was unexpected that it (Reiwa) was taken from the Manyoshu, but it expresses Japanese culture in ‘kanji’ (characters),” said Isao Tokoro, a professor emeritus at Kyoto Sangyo University.

“It means ‘to get along well’ and ‘to be tender’ and shows an important value for 21st century Japan and the world.”

UNITED NATIONS (Reuters) – The U.N. Security Council is considering a British-drafted resolution that would demand a ceasefire in Libya and call on all countries with influence over the warring parties to ensure compliance.

Diplomats from the 15-member council are due to meet later on Tuesday to discuss the text that also calls for unconditional humanitarian aid access in Libya, which has been gripped by anarchy and conflict since Muammar Gaddafi was toppled in 2011.

The latest flare-up began almost two weeks ago – during a visit to the country by U.N. Secretary-General Antonio Guterres – when eastern Libyan commander Khalifa Haftar’s Libyan National Army (LNA) advanced to the outskirts of the capital Tripoli.

Haftar’s forces predicted victory within days, but Prime Minister Fayez al-Serraj’s internationally-recognized government has managed to bog them down in southern suburbs with help from armed groups from various western Libyan factions.

The Security Council informally expressed concern on April 5, calling on all forces to de-escalate and halt military activity and specifically calling out the LNA.

However, in the following days the council was unable to issue a more formal statement, diplomats said, as Russia objected to a reference to the LNA, while the United States said it could not agree a text that did not mention Haftar’s forces.

The draft U.N. Security Council resolution, seen by Reuters, expresses “grave concern at military activity in Libya near Tripoli, which began following the launching of a military offensive by the LNA … and threatens the stability of Libya.”

It also demands that all parties in Libya immediately de-escalate the situation, commit to a ceasefire, and engage with the United Nations to end hostilities.

Diplomats said the draft text could be put to a vote as early as this week. A resolution needs nine votes in favor and no vetoes by the United States, Britain, France, Russia or China to pass.

Haftar enjoys the backing of Egypt, the United Arab Emirates and Saudi Arabia, who view him as an anchor to restore stability and combat Islamist militants, while western powers support Serraj.

The draft U.N. text “calls upon all member states to use their influence to ensure compliance with this resolution.”

Paul Ryan: AOC Didn’t Listen to My Advice

Freshman lawmaker Alexandria Ocasio-Cortez, D-N.Y., ignored former House Speaker Paul Ryan’s advice to “take it easy, just watch things for a while,” the Wisconsin Republican said Tuesday at an annual dinner in his hometown of Janesville per The Hill.

"I talked to her, AOC — everybody calls her AOC ... She's the youngest person now there. I gave her just a few little tips on just being a good member of Congress, new. I don't think she really listened to a thing I said," Ryan said.

"Take it easy, just watch things for a while, don't ruffle any — see how it works first," he added of the advice he gave her.

Ryan, now a contributor for Fox News, was the second-youngest member of the House when he was elected in 1998. Ocasio-Cortez, 29, became the youngest woman ever to serve in Congress when she beat Republican opponent Anthony Pappas for a House seat in the November 2018 election.

Ocasio-Cortez has cosponsored 148 bills in the 116th Congress and has sponsored just one, the Green New Deal, which gained plenty of traction before failing in the Senate.

Her proposal calls for a significant overhaul of our economic system that would drastically reduce greenhouse gas emissions and pollution. It was blocked in the Senate last week after Majority Leader Mitch McConnell, R-Ky., brought it up for a vote.

Petrobras denies political interference, eyes divestments amid investor unease

RIO DE JANEIRO/SAO PAULO (Reuters) – Brazilian state-run oil firm Petroleo Brasileiro SA is completely free of political interference and is examining divesting a wide range of assets, including its fuel distribution unit, executives said on Wednesday.

In an impromptu press conference at the Rio de Janeiro headquarters of Petrobras, as the firm is known, Chief Executive Roberto Castello Branco announced a diesel price hike of 10 cents per liter and said the company has complete control over its pricing strategy.

Speaking at an event in Sao Paulo only minutes before, Chief Financial Officer Rafael Grisolia said the firm was looking at selling off assets such as deepwater pipelines and Petrobras Distribuidora SA, which includes a gas station chain stretching across the country.

The comments come as executives scramble to contain the fallout of a Friday incident, in which the firm canceled a diesel price hike at the behest of Brazilian President Jair Bolsonaro, stirring fears of political interference and tanking Petrobras shares.

While Bolsonaro´s government has promised a hands-off approach to Petrobras, investors are wary of a return to policies enacted under past administrations, in which the company was forced to sell fuel at a discount to international rates.

On Tuesday, Bolsonaro´s spokesman and Economy Minister Paulo Guedes sought to characterize the canceled price hike as a one-time error that would not be repeated.

PIPES AND PUMPS

Petrobras is analyzing the best model for selling three offshore natural gas pipelines, CFO Grisolia said, including whether they will be sold individually or in a package.

Grisolia also said the oil company would “probably” reduce its stake in Petrobras Distribuidora to below 50 percent from the current 71 percent, effectively privatizing the unit through a secondary share offering.

Investors have cheered the firm’s recent push to cut debt and refocus on oil exploration and production via an aggressive divestment program.

Reuters reported earlier this month that Petrobras was preparing to sell three more gas pipelines after successfully selling its larger TAG unit to France’s Engie for $8.6 billion.

Reuters reported on Tuesday the company had hired nine banks to manage Petrobras Distribuidora’s share offering.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

COLORADO ENACTS ‘RED FLAG’ LAW TO SEIZE GUNS FROM THOSE DEEMED DANGEROUS, PROMPTING BACKLASH

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.
