The Latest: Indonesian president says he won re-election

The Latest on Indonesia's election (all times local):

6 p.m.

Indonesian President Joko Widodo says he's the winner of the country's presidential election with preliminary results showing he received 54% of the vote.

He told reporters about 20 leaders of nations from Southeast Asia and other regions have congratulated him on securing a second term.

The vote estimate is based on so-called quick counts of a sample of polling stations by reputable survey organizations. He said that 100% of sample polling stations have now been counted or close to that. The quick counts have been accurate in previous elections.

Widodo's rival, former Gen. Prabowo Subianto, has claimed he won 62% of the vote in Wednesday's election based on his campaign's own counts, repeating a similar claim when he lost to Widodo in 2014.

The Election Commission is required to release official results by May 22.

2 p.m.

Indonesia's top security minister and its military and police chiefs said Thursday that they will crack down decisively on any attempts to disrupt public order while official results from presidential and legislative elections are tabulated.

Preliminary results from Wednesday's election show President Joko Widodo has comfortably won a second term, but his challenger, ultra-nationalist former general Prabowo Subianto, has claimed victory, repeating his tactics following his 2014 loss to Widodo.

Security minister Wiranto, who uses a single name, told a news conference with the chiefs of police and all military branches that security forces will "act decisively" against any threats to order and security.

He said the voter turnout of 80.5% gives the winner of the presidential election "high legitimacy." The Election Commission is required to release official results by May 22.

ADDIS ABABA (Reuters) – Ethiopian Airlines flight 302, which crashed killing 157 people, had an unusually high speed after take-off before the plane reported problems and asked permission to climb quickly, said a source who has listened to the air traffic control recording.

A voice from the cockpit of the Boeing 737 MAX requested to climb to 14,000 feet above sea level – about 6,400 feet above the airport – before urgently asking to return, the source told Reuters on condition of anonymity because the recording is part of an ongoing investigation.

The plane vanished from radar at 10,800 feet.

“He said he had a flight control problem. That is why he wanted to climb,” the source said, adding there were no further details given of the exact problem and the voice sounded nervous.

Experts say pilots typically ask to climb when experiencing problems near the ground in order to gain margin for maneuver and avoid any difficult terrain. Addis Ababa is surrounded by hills and, immediately to the north, the Entoto Mountains.

The New York Times reported Captain Yared Getachew’s voice was on the recording but the Reuters source was not familiar with his voice or that of the first officer Ahmed Nur Mohammod Nur to verify which man was speaking. However, it was the same voice throughout, the source said.

The U.S. Federal Aviation Administration on Wednesday followed other countries in grounding the 737 MAX, citing satellite data and evidence from the scene that indicated some similarities and “the possibility of a shared cause” with October’s Lion Air crash in Indonesia that killed 189 people.

On Saturday, investigators began studying the cockpit voice recorder. Along with the flight data recorder, the information will be evaluated by Ethiopian authorities, teams from Boeing, and U.S. and EU aviation safety authorities to try to determine the cause of the crash.

HIGH SPEED, FAILED CLIMB

The Ethiopian flight was set to follow the Standard Instrument Departure (SID) from the airport and followed standard procedure with a first contact just after departure, the source said. Everything appeared normal.

After one or two minutes, the voice on the air traffic control recording requested to remain on the same path as the runway and to climb to 14,000 feet, the source said.

The aircraft’s ground speed after departure was unusually high, the Reuters source said, reaching around 400 knots (460 miles per hour) rather than the 200 to 250 knots that is more typical minutes after departure.

“That is way too fast,” the source said.

No more than two minutes later, the air traffic controller was in communication with other aircraft when the voice from Ethiopian Airlines flight 302 interrupted, saying “break, break” – signaling that other non-urgent communications should cease. He sounded very scared, the source said.

“He requested permission to return. Air traffic control granted him permission to turn on the right because to the left is the city,” he said. “Maybe one minute passed before the blinking dot on the radar disappeared.”

After starting the turn, the plane disappeared from radar at an altitude of 10,800 feet above sea level, the highest it reached during the six-minute flight. Addis Ababa’s runway is at a high elevation of around 7,600 feet, suggesting the doomed jet made it about 3,000 feet into the sky.

Flight tracking website FlightRadar24 had data covering the first half of the flight but it dropped out at 8,600 feet.

Other satellite data tracking the plane has not been made available publicly. In the Lion Air crash, investigators are examining the behavior of a new anti-stall system installed on the 737 MAX that led to the plane gaining and losing altitude as the pilots fought for control against the automated system.

Boeing is expected to finalize a software fix for that system within a week to 10 days, sources familiar with the matter said earlier on Saturday.

More than 40 million people work in artisanal mining: report

LONDON (Reuters) – More than 40 million people around the world work in artisanal and small-scale mining where minerals including gold, diamonds and cobalt are dug up often by hand, a report by the World Bank and development organization Pact said on Wednesday.

Increasing demand for metals and rising prices have triggered a boom in small-scale mining in recent years, mainly in poorer countries in South America, Africa and Asia.

These mines are a vital source of income for communities, but many operate outside the law and leak chemicals into rocks, soil and rivers. Working conditions can be appalling, and the metal and stones dug up are often smuggled across borders on a vast scale, sometimes by criminal operations.

Billions of dollars worth of gold is being smuggled out of Africa, a Reuters investigation found this week.

The World Bank and Pact said too little was known about how many people worked in small mines and previous estimates, which were often far lower than 40 million, tended to be partial or rely on outdated data.

“It’s time to shine a light on this vital sector so we can accelerate investments in people and communities for greater equity and sustainable economic growth,” Riccardo Puliti, the World Bank’s head of energy and extractives global practice, said in a statement.

The report said 16.3 million people worked in small-scale mining in South Asia, of which 12 million were in India, and 9.8 million people in East Asia and the Pacific, of which 9 million were in China.

Another 9.9 million people worked in sub-Saharan Africa, the report said, with 2 million in the Democratic Republic of Congo and between 1 and 1.5 million each in Sudan, Ghana and Tanzania.

Just over 2 million people work in the industry in Latin America and the Caribbean, with 1.9 million more in the Middle East and North Africa and 100,000 in Eastern Europe and Central Asia, it said.

Thirty percent of the workers globally were women, the report found.

Minerals mined in small-scale and artisanal mines include gold and diamonds, used for jewelry and investment, and tin, tungsten, tantalum and cobalt consumed in industry, electronics and batteries that power electric vehicles.

WASHINGTON (Reuters) – U.S. House Speaker Nancy Pelosi and Senate Democratic Leader Chuck Schumer will meet with President Donald Trump on April 30 at the White House over the fate of proposals to boost U.S. infrastructure repairs by at least $1 trillion, according to a congressional aide and an administration official.

Pelosi said in New York on Tuesday the meeting will happen next week. Trump, who vowed in 2016 as a candidate to back $1 trillion of infrastructure spending over 10 years, has been vague about his plans in recent months. “Both parties should be able to unite for a great rebuilding of America’s crumbling infrastructure,” Trump said in February during his State of the Union address.

Rep. Cummings: White House 'Stonewalling' House Panel

Rep. Elijah Cummings, D-Md., says the White House has “engaged in an unprecedented level of stonewalling, delay and obstruction.”

Cummings, who is chairman of the Committee on Oversight and Reform, made his comments in a column posted by The Washington Post on Tuesday evening.

“In November, the American people voted overwhelmingly to put Democrats in charge of the House of Representatives to start serving as a truly independent check and balance on the executive branch,” he said. “Since then, President (Donald) Trump and his allies have complained of “Presidential Harassment,” decrying Democrats for having the audacity to request documents and witnesses to fulfill our constitutional responsibilities.

“The problem is that the White House is engaged in an unprecedented level of stonewalling, delay and obstruction.”

Cummings claimed he has sent 12 letters to the White House on a half-dozen topics. But the administration has refused to turn over any documents and has not produced any witnesses for interviews.

He said his committee is reviewing White House security clearances, “hush money” payments to silence women alleging affairs with Trump, White House officials’ alleged use of personal email in violation of federal law and other issues.

Cummings maintained the refusal to produce any documents or witnesses “to the primary investigative committee in the House reflects a decision at the highest levels to deny congressional oversight altogether.”

And he added: “If our committee must resort to issuing subpoenas, there should be no doubt about why. This has nothing to do with presidential harassment and everything to do with unprecedented obstruction.”

Top gamer ‘Ninja’ made $1 million to promote EA’s ‘Apex Legends’ launch: source

BENGALURU (Reuters) – What are a few hours playing videogames and a handful of tweets worth? $1 million if you are Tyler Blevins, known to millions as “Ninja,” the world’s most-followed computer gamer.

Blevins was one of a few select professionals with huge followings pulled in by videogame giant Electronic Arts Inc to play and promote its latest title, “Apex Legends,” in the first hours of the launch last month, generating a buzz that notched 10 million signups in the first three days.

The 27-year-old, famous for his hair color changes – currently a bright, turquoise hue – tweeted about the free-to-play game early on Feb. 5 and streamed the action to his more than 13 million followers on game-streaming site Twitch. For this he was paid around $1 million, a source told Reuters.

The amount underlines the increasingly cut-throat fight for dominance of the free-to-play battle royale genre that, through Epic Games’ global smash hit “Fortnite”, has pushed major publishers like Electronic Arts to change how they do business.

Representatives for EA and Ninja declined to comment on how much he had been paid, but the amount named by the source is more than twice media reports of Ninja’s monthly earnings from streaming his regular appearances on Fortnite and way above what was speculated on a number of internet discussion boards.

EA also paid popular Polish-Canadian streamer “Shroud,” who has nearly six million Twitch followers, to play Apex Legends but declined to disclose the terms of the deal.

“They did a fairly comprehensive job at pulling together all of the relevant game influencers in this genre,” said Kevin Knocke, a vice president at esports infrastructure firm ReKTGlobal.

“This was a really well coordinated poaching of the top influencers the likes of which has not been seen so far in esports,” he said, suggesting that EA had also roped in streamers better-known for playing other blockbusters like “Call of Duty” or “PUBG”.

The Ninja deal also points to the growing possibilities for teenagers who grow up hooked in their bedrooms on the industry’s big titles, as well as a shift in promotional strategy, with the use of popular gamers replacing expensive TV ad campaigns.

EA’s stock price and market value rose 16 percent, or $4 billion, in the three days after Apex Legends launched and a month later the game has 50 million users, a quarter of Fortnite’s 200 million.

“We really wanted to create a day where you couldn’t escape Apex if you cared about games and we wanted it to feel like an event was happening everywhere around the globe on that day,” Drew McCoy, lead producer at the EA studio that created Apex Legends, said in an interview.

“We had streamers from all over Europe, LatAm, North America, Korea, Japan so that we could get our message out there and people would see the game,” he said.

Joost van Dreunen, co-founder of Nielsen-owned gaming research firm SuperData, estimated that in 2018 Fortnite raked in $2.4 billion in revenue, more than any other single title.

If each user registered so far bought the most basic Apex Coin package, with which kids and teenagers can buy character skins and other upgrades, EA would take in $500 million. Analysts’ estimates hover around that figure in revenue annually.

Ninja, who reportedly plays Fortnite for 12 hours a day from his basement studio outside Chicago, has been one of many to benefit from its massive success.

He has streamed himself playing alongside major celebrities like rappers Drake and Travis Scott, has sponsorship deals with Red Bull and Uber Eats, and often appears on Instagram and Twitter alongside soccer players Neymar Jr and Harry Kane.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

The Associated Press contributed to this report.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
