Iraq’s Kurdish regional parliament elects interim speaker amid boycott

ERBIL, Iraq (Reuters) – Iraqi Kurdish lawmakers on Monday elected an interim speaker of parliament, an assembly key to regional stability, although the Kurds’ second largest party boycotted the vote due to a rift between the main political forces in Iraq’s Kurdistan region.

Vala Fareed, nominated by the region’s dominant Kurdistan Democratic Party (KDP), was confirmed in the post by 68 votes. She is the first female speaker in Iraq’s Kurdistan region.

However, proceedings were boycotted by the region’s second-biggest party, the Patriotic Union of Kurdistan (PUK), amid a breakdown in talks.

“Without a signed political agreement between us, we will neither participate in the parliamentary session nor the government formation process,” PUK spokesman Latif Sheikh Omar said on Monday.

The 111-seat parliament legislates the semi-autonomous region, and its functioning is important to regional stability after several years of political upheaval which culminated in an independence referendum in September 2017.

The Kurdistan region was destabilized by the referendum, which damaged relations with the federal capital Baghdad and weakened the KRG’s budget share. Relations have since improved, despite continued disagreements over oil exports.

The KDP and the PUK have traditionally brokered a power-sharing agreement for the Kurdistan Regional Government.

Monday’s boycott was evidence of a continued rift between the parties, who are at odds over several key positions. Chief among these is the governorship of the disputed Kirkuk province and the Federal Justice Ministry in Baghdad.

The KDP acknowledged that once a binding political agreement is brokered between the two major parties, then the speakership would revert to the PUK and a new vote would be held.

“Whenever there is an agreement between the two parties, we will withdraw our candidate and vote for the PUK candidate, per our agreement,” said Umed Khoshnaw, the head of the KDP bloc in parliament.

Kurdish regional elections were held on Sept. 30.

Oh, I get it. Now that Special Counsel Robert Mueller didn’t find any evidence of collusion between the Trump campaign and the Ruskies to throw the 2016 election, you want to move on. Act like it never happened. Or at least pretend that you weren’t part of the whole damn hoax from the start.

Sen. Kennedy to Dems: ‘Leave Bill Barr alone. Let him do his job’

Congressional Democrats who are calling into question the credibility of U.S. Attorney General Bill Barr in wake of the release of the Mueller report should leave him alone and “let him do his job,” Sen. John Kennedy said.

The Louisiana Republican said on Fox News’ “America’s Newsroom” on Friday that there is a group of “wholly dishonest” members of the Democratic Party that believed that the findings by special counsel Robert Mueller into the Russia probe thought it would be the “second coming of the apocalypse.”

Instead, he said, they were disappointed by the findings and are now attacking the process and Barr, who issued a summary of the nearly 400-page document. He said Barr is being used as a “punching bag for something he didn’t do.”

Barr is under scrutiny from congressional Democrats as he prepares a redacted version of Mueller’s report on the Russia investigation.

BARR HAMMERED FOR STATING ‘SPYING DID OCCUR,’ DESPITE CONFIRMATION OF TRUMP TEAM SURVEILLANCE

“Here is my advice for my friends on the Democratic side who are in bad faith. Number one, leave Bill Barr alone. Let him do his job,” Kennedy said. “We’ll have the report next week. The redacted report. If every third word is redacted and you can’t make any sense out of it, I’ll join them raising fresh hell.”

He continued: “Number two, he is not a moron. He knows if he does that he will be heavily criticized by both Democrats and Republicans. I don’t think he will do it. My final bit of advice for my Democratic friends is, look, never corner somebody meaner.”

Mueller concluded his investigation last month and submitted a nearly 400-page confidential report to Barr.

The attorney general then sent Congress a four-page letter that detailed Mueller's "principal conclusions." Democrats have questioned how Barr could boil down Mueller's full report so quickly and allege that it may have been written in a favorable way for the president.

In his letter, Barr said the special counsel did not find a criminal conspiracy between Russia and Trump associates during the campaign, but Mueller did not reach a definitive conclusion on whether Trump obstructed justice. Instead, Mueller presented evidence on both sides of the obstruction question, but Barr said he did not believe the evidence was sufficient to prove that Trump had obstructed justice.

2 NYPD officers suspended due to alleged slow response during horrific ax attack, report says

Two NYPD officers were reportedly suspended for allegedly not taking “appropriate action” during a gruesome ax attack that left one woman dead and another seriously injured.

The officers, neither of whom were identified, allegedly waited too long before going into the Brooklyn apartment where the hacking took place, NBC New York reported Tuesday. The cops didn’t immediately take action because the scene was outside their jurisdiction, the New York Post reported, citing a claim under NYPD review.

EX-BOYFRIEND OF VICTIM ARRESTED IN AX ATTACK THAT LEFT ONE WOMAN DEAD AND ANOTHER FIGHTING FOR HER LIFE

Jerry Brown, 34, was charged with murder and attempted murder after allegedly chopping his girlfriend Angela Valle, and her pregnant friend Samantha Rivera, with an ax Saturday.

Jerry Brown, 34, has been charged with murder and attempted murder after allegedly chopping his girlfriend, Angela Valle (right), and her pregnant friend Savannah Rivera, with an ax at an apartment building in Brooklyn, New York on Saturday (Facebook)

Police found Rivera partially decapitated with her fingers severed at the grisly scene. Valle called an Uber to take her to the hospital after the attack left gashes on her head, chest, arms, stomach and throat, according to the New York Post. The Uber driver then called 911, and Valle, 21, informed medics before losing consciousness that her boyfriend was the attacker.

Brown is said to suffer from mental health issues and told PIX 11 News before being arrested that he is schizophrenic, bipolar and paranoid. He said he was trying to get medication from a hospital, and that he did not remember the attack. When he learned that his girlfriend was fighting for her life, he began to cry while speaking to reporters over the phone.

Brown allegedly purchased the ax at a Florama Hardware store about two weeks ago, employees said. They added that he asked 39-year-old worker Udi Amrussi if he could sharpen the ax for him, but the man refused.

Turkish Finance Minister Says He Had Fruitful Meetings at White House

Turkish Finance Minister Berat Albayrak said on Monday he held very productive meetings in Washington with international financial institutions, following the unveiling last week of Turkey's economic turnaround plan.

A source familiar with the matter said Albayrak, who is Turkish President Tayyip Erdogan's son-in-law, also met on Monday with White House adviser Jared Kushner, who is U.S. President Donald Trump's son-in-law. It was not immediately clear what the two discussed.

Albayrak has been in Washington since last Thursday, his first official visit to the U.S. capital since he took charge of the economy last July. He held a series of investor meetings and attended International Monetary Fund and World Bank spring meetings.

"This is an important week for cooperation between our two nations," Albayrak told American and Turkish business leaders in Washington. "Since last Thursday ... my team and I held series of meetings. We had productive ones with many international finance institutions," he said.

"Moreover, Treasury Secretary Steve Mnuchin and I discussed lots of different topics. ... This morning, I had fruitful talks in the White House with my counterparts," he added, without giving further details.

A day before departing from Turkey, Albayrak unveiled an economic reform package in which Ankara pledged to boost the capital level of banks and relieve bad debts in a sector left reeling by last year's currency crisis.

Turkey's economy experienced its worst quarterly contraction in nearly a decade after the currency crisis, which sent inflation soaring as high as 25 percent and left companies and banks saddled with foreign-currency debt.

Jittery international investors have been waiting for the government to signal an unambiguous break from the credit-fueled growth strategy under Erdogan. At a private meeting in Washington last Thursday, investors left unconvinced by Albayrak's turnaround plan.

On Monday, Albayrak said Turkey's banking system remained 'well-capitalized' and continued to offer credit. He said there would be complimentary policy actions after last week's reform program to boost growth potential.

"There's never been a better time to invest in Turkey," he said, adding the United States and Turkey should do more to boost bilateral trade. He acknowledged the two NATO allies had disagreements.

"We need to strengthen our resilience partnership despite our policy differences," he said. Washington and Ankara have been at loggerheads over a range of issues, the most recent being Turkey's planned purchase of a Russian air defense missile system.

SHANGHAI (Reuters) – China’s Commerce Ministry said on Friday that it regrets a ruling by a World Trade Organization panel that its administration of tariff-rate quotas for rice, wheat and corn violated its accession commitments.

A WTO dispute panel ruled on Thursday that under the terms of China’s 2001 WTO accession, Beijing’s administration of the tariff rate quotas (TRQs) violated its obligation to administer them on a “transparent, predictable and fair basis”.

New Thai election rules make it hard to trump junta's pick

Thailand heads to the polls Sunday to vote in the country's first general election since the military toppled an elected government in a coup nearly five years ago.

Once the junta was in power, it tore up the constitution and had a new one written that significantly changed the nation's political structure and electoral rules.

Observers say the new system was a designed to limit the power of big political parties like those that dominated past elections and to increase the need for a coalition government. They say it will also give the military's allies an inside track on leading the next government.

Here's a look at the system:

APPOINTED SENATE

A 250-member Senate has been established and all of the senators will be appointees selected by the junta. The junta has said its selections will be revealed after the general election.

___

ELECTED LOWER HOUSE

The lower house of parliament will consist of 500 members, all of them elected. The majority of members — 350 — will represent individual constituencies around the country and be directly elected by voters in those areas. The other 150 will be party list members, selected from slates of candidates designated by each party, with winning seats assigned in rough proportion to the total share of votes each party receives nationwide.

___

AT THE POLLS

Voters used to cast two ballots, one for their local member of parliament and the other for their political party preference. The process was relatively straightforward and allowed voters to have local loyalties that differed from their national political party allegiances. Under the new system there is just one ballot and the vote for the local member of parliament will also count as one's party preference.

___

POPULAR PARTY WOES

The number of seats allocated to each party is determined by a convoluted formula that handicaps those parties winning the most constituency seats, by putting a soft cap on the number of party list seats it can be awarded. Midsized parties that win fewer constituency seats are compensated with a lesser handicap, with the rationale that parties with substantial yet weaker vote totals deserve representation. In other words, voting for a big party's representatives dilutes the value of one's party list choice, and lowers the number of house seats that party can accumulate. This weakens bigger, more popular parties.

___

PRIME MINISTER PICK

A voter has even less of a voice in picking the prime minister, not just because he or she is indirectly elected by parliament, but because the election is by a joint vote of the elected lower house and the unelected senate. In theory, if all senators vote in a bloc — say for the military candidate who appointed them — a prime minister nominee could win the job by getting just 126 votes in the lower house. That means such a nominee would just need to woo 25 percent of the elected members of the house, plus one more, to become prime minister. The prime minister does not need to be a member of parliament.

A Cook County judge recently called out embattled State Attorney Kim Foxx for upholding a double standard by prosecuting a woman for filing a false police report — but dropping similar charges against embattled “Empire” actor Jussie Smollett.

Foxx has faced intense criticism over her office’s decision to drop a 16-count indictment against Smollett, just weeks after bringing the charges against the high-profile TV star. Foxx’s deal with Smollett, which did not require him to admit guilt, drew ire from the public, the city’s top cop and the former mayor who called it a “whitewash of justice.”

JUSSIE SMOLLETT CHICAGO PROSECUTOR KIM FOXX CHIDED BY NATIONAL ATTORNEYS GROUPS AFTER JUSSIE SMOLLETT CHARGES DROPPED

Cook County Judge Marc Martin, who was presiding over an unrelated case, chastised Foxx and her office for creating a situation where anyone charged with filing a false report would expect the same leniency her office afforded Smollett.

Candace Clark, 21, is facing one felony count of making a false report. Prosecutors accused her of giving a friend access to her bank account and then telling authorities the money had been stolen. She denies the charges and claims she’s the victim of Foxx’s double standard — something the judge weighed in on.

“Well, Ms. Clark is not a movie star, she doesn’t have a high-price lawyer, although, her lawyer’s very good. And this smells, big time,” Martin said to prosecutors during a recent hearing, Fox 32 reported. “I didn’t create this mess, your office created this mess. And your explanation is unsatisfactory to this court. She’s being treated differently.”

The judge continued, “There’s no publicity on this case. She doesn’t have Mark Geragos as her lawyer or Ron Safer or Judge Brown. It’s not right. And (if) I proceed in this matter, you’re just digging yourselves further in a hole. (If the) press gets a hold of this, it’ll be in a newspaper. Why is Ms. Clark being treated differently than Mr. Smollett?”

Foxx recused herself from the Smollett case in February but continued to oversee the investigation through text messages with her assistant Joseph Magats.

The text messages revealed Foxx called Smollett a “washed up celeb who lied to cops.” They also show she cautioned Magats about throwing the book at Smollett.

“Sooo……I’m recused, but when people accuse us of overcharging cases…16 counts on a class 4 becomes exhibit A,” Foxx wrote to Magats on March 8.

“Pedophile with 4 victims 10 counts. Washed up celeb who lied to cops, 16. On a case eligible for deferred prosecution I think it’s indicative of something we should be looking at generally. Just because we can charge something doesn’t mean we should,” she added, referring to the case of R&B singer R. Kelly, who was indicted on 10 counts of aggravated criminal sexual abuse in connection with four women, three of whom were underage.

KIM FOXX’S CHIEF ETHICS OFFICER RESIGNS FOLLOWING SMOLLETT CONTROVERSY

President Trump said last month he asked for a federal review of Foxx’s decision to drop the charges against Smollett. He also called the actor “an absolute embarrassment to our country.”

The Smollett case garnered national attention and threatened to tear Chicago apart. It pit the police department and mayor against prosecutors and underscored the idea that wealthy people are somehow above the law.

Smollett told police he was attacked on Jan. 29 around 2 a.m. as he was returning home from a sandwich shop in Chicago. He said two masked men shouted racial and anti-gay slurs, poured bleach on him, beat him and tied a rope around his neck. He claimed they shouted, “This is MAGA country” — a reference to President Trump’s “Make America Great Again” campaign slogan.

After an intense investigation, police said Smollett staged the entire incident to drum up publicity for his career.

Smollett has strongly denied the accusations.

BERLIN (Reuters) – Wulf Matthias will not stand for a second term as Wirecard’s chairman in 2020, German daily Handelsblatt said on Friday, citing sources in the financial industry.

For age reasons alone this would not be an option for Matthias, aged 75, Handelsblatt added.

Matthias will keep his mandate until it ends in 2020, the paper quoted a company spokeswoman as saying.

Wirecard was not immediately available for comment when contacted by Reuters.

Spain appears to have stemmed a surge in illegal migration that made it Europe’s main entry point for sea arrivals, after boosting joint efforts with neighboring Morocco to clamp down on the flow.

The country, which holds a national election Sunday, saw nearly 60,000 people reach its shores irregularly in 2018, most from Morocco and West Africa. But sea arrivals have plummeted since February.

While the migrant flow often fluctuates due to weather and other factors, an internal European Union report obtained by The Associated Press suggests intensified efforts to stop the migrants before they’re able to reach European waters are paying off.

The report doesn’t specify what Morocco did to hold back migrants or what it got in return other than “explicit recognition and support” from the Spanish government and the EU’s executive Commission in Brussels.

A man accused of using a compound bow and arrow to shoot and kill another man has been convicted of aggravated manslaughter.

Timothy Canfield was also found guilty Thursday of hindering and a weapons count. The 31-year-old Berlin man now faces up to 55 years in prison when he’s sentenced May 16.

Camden County prosecutors say Canfield shot Kereti Paulsen in January 2013.

They say the 25-year-old Cape May Court House man was walking away from a verbal argument that had involved several people when Canfield shot him. An arrow pierced one of Paulsen’s veins and he bled to death.

Prosecutors say Canfield made a 911 call after the shooting and pretended to be Paulsen. They also said Canfield provided false information and hid the compound bow and arrows.

Canfield said he acted in self-defense.

ZURICH (Reuters) – Shareholders approved Credit Suisse’s 2018 compensation report with an 82 percent majority on Friday, overriding frustrations expressed at its annual general meeting over jumps in executive pay during a year its share price plummeted.

Three shareholder advisers had recommended investors vote against Switzerland’s second-biggest bank’s remuneration report, while a fourth backed the report but expressed reservations about whether management pay matched performance.

The approval marked a slight increase over the 80.8 percent support garnered for the bank’s 2017 compensation report.
