Senior military adviser faulted, then reinstated

The chairman of the Joint Chiefs of Staff said Thursday he reinstated his top enlisted adviser after an investigation found the adviser had violated ethics rules.

Gen. Joseph Dunford, the Joint Chiefs chairman, said in a statement that he decided to reinstate Army Command Sgt. Maj. John W. Troxell after weighing the gravity of his ethics violations against the totality of his 37 years of military service.

"Appropriate corrective action has been taken and I'm confident that (he) has learned from this experience," Dunford said. "I am equally confident in his competence and capability to continue serving as our senior enlisted leader.

Dunford added: "Now it's time to move on and get back to the important work we have before us."

Troxell was suspended last September, pending the investigation.

A statement by Dunford's office Thursday said Troxell was found to have improperly used military personnel to conduct tasks such as personal errands for him, and he made improper endorsements of commercial fitness and nutrition products on official Defense Department social media platforms.

The statement said Troxell received no personal or monetary gain from his improper endorsements. It did not disclose the administrative actions Dunford took against Troxell before reinstating him.

SYDNEY (Reuters) – Australia’s central bank left its cash rate at 1.5 percent on Tuesday, a widely expected decision given policy makers have signalled a steady outlook for the near-term.

The Reserve Bank of Australia (RBA) made the announcement following its monthly policy meeting. A Reuters poll of 22 analysts had found all saw a steady outcome this week.

87, 86: Ages of Bernie, Biden After Serving Two Terms in WH

Bernie Sanders and Joe Biden would be 87 and 86 respectively after either of them serve two terms in the White House.

And either of them would enter the Oval Office as the oldest president ever elected if one of them wins the 2020 election, assuming that Biden enters the race as anticipated.

Both of them would be older than Ronald Reagan when he left office.

“There’s no doubt both are vigorous men, but having a president pushing 90 would be a new experience in American politics,” wrote conservative commentator Bryon York. “…For those who respond, ‘Well, what about Trump?’ remember: If the president serves two terms, he will leave the White House at 78, the oldest ever in office. But that is the age Biden would begin his presidency.”

York also pointed out that although both life could conceivably live to 100, the Social Security Administration suggests that the life expectancy of a 78-year-old man is roughly eight years.

It’s really up to the voters to decide if they would support candidates who are nearing 80, although York argues that many of them would not.

Granted, mainline Democrats aren’t exactly lying up behind either Bernie or Biden despite both of them doing fairly well in Democratic polls, although their concerns aren’t limited to just age.

“All along I’ve been thinking that sooner or later, Democratic primary voters will realize that Joe Biden is not the guy to go mano e mano with Donald Trump in 2020 (too yesteryear, too gaffe-y, peaked in the ’90s and early aughts, pushing 80) and that Bernie Sanders (also pushing 80) had his big groundswell heyday in ’15 and ’16 and that it’s time for everyone to support an eyes-forward, here-and-now candidate like Mayor Pete, Beto O’Rourke or Kamala Harris,” wrote Hollywood Elsewhere’s Jeffrey Wells. “Now, suddenly, I’m scared of what Bernie might do — of the trouble he might create.”

“He’s got a lot of money, his supporters have been known to behave like lunatics, and he might really f*ck things up.”

Wells’ statement, however, points to a much larger schism within the Democratic Party, which is also apparent given that there’s around 19 candidates vying for the nomination so far, with a few more expected to enter.

Philip Morris says Indian partner charges machinery costs; calls it ‘business expense’

NEW DELHI (Reuters) – Philip Morris International Inc’s Indian partner charges machinery-related costs for manufacturing its Marlboro cigarettes in India, the company said on Wednesday, following a Reuters article that showed it may have circumvented foreign direct investment rules.

Philip Morris has for years paid manufacturing costs to Godfrey Phillips, despite a nine-year-old government ban on foreign direct investment in the industry, Reuters reported last week, based on a review of dozens of internal company documents dated between May 2009 and January 2018. Philip Morris and Godfrey have said they comply with Indian rules.

India prohibited foreign direct investment in cigarette manufacturing in 2010. Ahead of the ban, Philip Morris formed a new wholesale trading company with Godfrey in 2009, and the two sides signed a procurement agreement.

Philip Morris’ director for corporate affairs in India, R. Venkatesh, said on Wednesday that under that agreement Godfrey “manufactures Marlboro cigarettes and recharges any costs related to special machinery for the manufacture” of those cigarettes to the global tobacco giant’s Indian unit.

“This recharge is simply a business expense,” Venkatesh told Reuters by e-mail, adding that the arrangements were in “full compliance” with Indian regulations.

Philip Morris had not commented on the Reuters story after it was published on March 6. On Monday, Godfrey told Indian stock exchanges it was in compliance with Indian laws and any suggestion it had violated foreign investment rules was “completely misconceived and misplaced”.

After the Reuters report was published, a senior official at India’s main financial crime-fighting agency, the Enforcement Directorate, said Philip Morris and Godfrey were being investigated for alleged violations of the country’s laws. The scope of the investigation, the source added, was much broader than the issues highlighted in the Reuters story.

Three former officials and one former head of the Enforcement Directorate had reviewed the Philip Morris documents for Reuters and said the dealings should be investigated for potentially breaking the foreign investment rules.

“We remain available to discuss this matter further with the appropriate regulatory authorities,” Venkatesh said in his e-mail to Reuters on Wednesday.

Philip Morris paid Godfrey for items ranging from large cigarette-making machines to costs of smaller equipment such as barcode scanners and printers deployed in Godfrey’s factories, the Reuters review of documents found.

Six invoices issued by Godfrey showed billing of 45.5 million Indian rupees ($644,200) to Philip Morris between December 2013 and January 2018 for manufacturing-related charges.

One invoice from January 2018 sent from Godfrey to Philip Morris showed the Indian company had spent 206 million rupees ($3 million) on capital expenditure for Marlboro-related manufacturing activities since 2009, though it was not clear how much of that was paid by Philip Morris.

Other than regular payments, Philip Morris also signed off on one-time expenses and refurbishment costs incurred by Godfrey on at least two occasions in 2013 and 2014. It then accounted those transactions internally under a heading “Packaging – Research”, the documents showed.

Sen. Chuck Grassley: Devin Nunes did a great service to the American people

Sen. Chuck Grassley is backing Rep. Devin Nunes' plan to send the attorney general eight criminal referrals alleging conspiracy, lying and leaks at the DOJ and FBI.

The powerful Iowa Republican said during a segment of "Fox & Friends" on Monday morning that he made similar referrals during Brett Kavanaugh's Supreme Court confirmation hearing, and that Nunes, a California Republician, is being "patriotic" by pursuing justice and accountability by government figures.

"All a member of Congress can do [if he thinks] there's something wrong, [is ask that it be] looked into by the Justice Department and the Justice Department will make the final decision on whether or not Nunes is right," Grassley, a member of the Senate Judiciary and Finance Committee, said.

Nunes, the senior Republican on the House Intelligence Committee, told Fox News on Sunday that five of the criminal referrals he is making to Attorney General William Barr are related to lying and misleading Congress, and the leaking of classified information. The remaining three are related to alleged lies told to a court which approves foreign surveillance warrants.

This isn't the first criminal activity Nunes has alleged by others in recent months - he filed a $250 million lawsuit against Twitter and a number of accounts on the platform, including one parodying him titled @DevinCow, arguing that the social media site is biased against conservatives.

"I congratulate him on being a patriotic person and following through, even though now he's in the minority to make sure that justice is done," Grassley said.

White House opposes Saudi Yemen war powers resolution

WASHINGTON (Reuters) – White House advisers recommended on Wednesday that U.S. President Donald Trump veto a resolution to end Washington’s support for the Saudi Arabia-led military campaign in Yemen.

The White House statement of administration policy came as the U.S. Senate prepared to vote on the matter, one of several efforts by lawmakers to push Trump to toughen his policy toward the kingdom.

Backers of the resolution, who include some of Trump’s fellow Republicans as well as Democrats, said they are optimistic about its chances of passing the Senate.

However, the Senate’s Republican majority leader, Mitch McConnell, denounced the war powers resolution on Wednesday as he opened the Senate, calling it “inappropriate and counterproductive.”

Senior White House adviser Jared Kushner said Tuesday that a detailed plan for a merit-based immigration system will be presented to President Trump, giving priority to skilled immigrants rather than those with family ties to the U.S.

“I do believe that the president’s position on immigration has been maybe defined by his opponents by what he’s against as opposed to what he’s for,” Kushner said at the Time 100 Summit in New York City. “What I’ve done is I’ve tried to put together a very detailed proposal for him.”

Kushner denied in the same talk that he has clashed with White House staffer Stephen Miller, who’s seen as tougher on immigration than others, adding that the plan was concocted with the help of Miller and Kevin Hassett, chairman of the Council of Economic Advisers.

“And I say that If that if I can get Stephen Miller and Kevin Hassett to agree on an immigration plan, then Middle East peace will be easy by comparison,” Kushner joked, referring to the Israel-Palestine peace plan he’s working on.

After the plan gets presented to Trump, it will likely undergo some changes and then he will decide when to proceed with it, Kushner said.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.
