22 bus passengers kidnapped in Mexico may be migrants: report

Mexican authorities on Monday said the 22 passengers who were hauled off a passenger bus by an armed gang last week may be migrants, a report said.

Authorities said the fact that none of the passengers’ families inquired about their whereabouts leads them to believe that the missing are migrants, Reuters reported. Some of the passengers were allowed to carry on in their journey to the border city of Reynosa.

“There are no complaints, there are no relatives who are filing claims for the people who are missing,” one official told Reuters.

A Tamaulipas state official who was not authorized to be quoted by name said Monday the mass kidnapping occurred last week.

The official said the case had been turned over to federal prosecutors because it involves organized crime.

The kidnapping recalls the horrors of 2011, when dozens of passengers were hauled off buses by drug gangs in Tamaulipas, killed and their bodies dumped in mass graves.

SYDNEY (Reuters) – Australia and New Zealand Banking Group Ltd said it would make 16 changes to its business, including dropping default charges on drought-hit farmers, in response to the recommendations of a scathing inquiry into the financial sector.

Australia’s fourth-largest bank by assets said it will also drop dishonour fees from pensioners’ accounts and behave as a model litigant in cases involving small businesses, among other changes. The lender did not say whether the moves would have a financial impact.

A powerful inquiry into Australia’s finance sector, called a Royal Commission, found widespread misconduct and poor treatment of customers driven by greed, but did not recommend any structural changes to the industry.

US military says it killed ISIS-Somalia deputy in drone strike

The U.S. military said Monday it had killed the second in command of a Somalia-based ISIS affiliate in an airstrike over the weekend.

In a statement, U.S. Africa Command said Abdulhakim Dhuqub died in the Bari region of Somalia, an area which includes the tip of the Horn of Africa peninsula.

The statement referred to Dhuqub as ISIS-Somalia’s “second in command” and responsible for the “daily operations of the extremist group, attack planning, and resource procurement."

Africa Command said the strike killed only Dhuqub, and also destroyed a vehicle.

“We continue to work with our Somali partners to keep pressure on the al-Shabaab and ISIS Somalia terror networks," said Marine Corps Maj. Gen. Gregg Olson, U.S. Africa Command’s director of operations. "When it supports the strategy, we use precision airstrikes to target those who plan and carry out the violent extremist activities that put Somalis at risk."

Not much is known about Dhuqub; his name does not appear on the State Dept.'s Reward for Justice website normally reserved for top terrorists and there is not much information publicly available online. ISIS-Somalia is a relatively small terrorist group consisting of roughly 125 fighters, according to officials.

The strike took place days after Somalia's prime minister Hassan Khayre visited the White House and the Pentagon.

The U.S. military has launched 31 airstrikes in Somalia this year, following a record-setting 47 last year. In 2017, President Trump authorized the military to conduct offensive strikes in Somalia against Al Qaeda-linked Shabab fighters as well as the ISIS affiliate.

SAO PAULO (Reuters) – The arrest of a former Brazilian president on corruption charges is raising questions about how a Swedish consulting company won a contract to help build a nuclear power plant at the center of what prosecutors say was a massive bribery and kickback scheme.

The company, now known as AF Poyry, on Thursday became the latest in a series of multinationals caught up in Brazil’s sweeping “Car Wash” investigation, which has ensnared politicians as well as executives in businesses from oil trading to engineering and shipping.

In a statement, the company defended its 2011 victory in the bidding contest for work on the Angra 3 nuclear reactor on the Rio de Janeiro coast, saying it had beaten out three international competitors.

The consultancy, which was known as AF before it acquired a smaller Finnish peer, said it has “zero tolerance for fraud, bribery and corruption,” but declined to comment on the Brazilian investigation.

AF has not been formally accused in the probe, but at least two of its executives were cited in court filings on Thursday which accused former Brazilian President Michel Temer of running a scheme to extract some 1.8 billion ($470 million) in bribes related to the Angra nuclear power complex.

Temer, the leader of one of Brazil’s largest political parties before becoming vice president in 2011, took over from former President Dilma Rousseff after her impeachment in 2016. He was succeeded by President Jair Bolsonaro at the beginning of 2019. Temer has repeatedly denied any wrongdoing.

OTHERS TARGETED

Work on the Angra 3 reactor has advanced in fits and starts since the 1980s amid cost overruns and allegations of politically-driven decisions.

Among those targeted for arrest was Carlos Jorge Zimmermann, AF’s main Brazilian representative when it won the contract for Angra 3, who pushed for the inclusion of a Temer-linked company in the bidding consortium, prosecutors said.

They cited evidence that former Eletronuclear CEO Othon Luiz Pinheiro da Silva, a retired admiral who has previously faced a number of bribery charges, had determined years before the 2011 auction that AF should win the bidding contest.

Pinheiro da Silva, according to a charging document filed by prosecutors, was a political appointee of Temer. A law firm representing Pinheiro da Silva did not immediately return a phone call seeking comment.

Under pressure from Temer and his allies, the Eletronuclear CEO allegedly pushed for an architectural and engineering firm known as Argeplan with no background in building nuclear plants to be a partner in the AF-led consortium.

Argeplan, whose main experience was building metro stations in Sao Paulo, served as a vehicle for at least 2.4 million reais in cash bribes to Temer, prosecutors said.

Argeplan representatives could not immediately be reached for comment.

AF Consult and its Brazilian unit, which had only three civil engineers on its payroll when it won the Eletronuclear contract, only hired Argeplan to guarantee that it would win the bid, prosecutors said.

“The investigations show that the hiring of AF Consult do Brasil, in partnership with Argeplan, was solely designed to permit the payment of undue advantages to Michel Temer’s group,” they wrote in the court documents.

AF Poyry said independent auditors hired by Eletronuclear, a unit of Brazilian state-controlled utility Centrais Eletricas Brasileiras SA, had “dismissed any wrongdoing in the contract.”

Democrats Abrams, Gillum question legitimacy of 2018 election defeats

Former Democratic gubernatorial candidates Stacey Abrams and Andrew Gillum this week questioned the legitimacy of the outcomes of their respective races -- suggesting that they, rather than their Republican opponents, should be in the governor seats.

Gillum, the former mayor of Tallahassee who lost to now-Florida Gov. Ron DeSantis in the state’s gubernatorial race in November, hinted on HBO’s “Real Time with Bill Maher” that both he and Abrams got enough votes to win their races, and that Abrams' may have been influenced by her opponent already being in office.

“Stacey juiced as many Dems as she could out of the state of Georgia and you also had the guy who was the referee also being the player on the field, right?” he said, in reference to that fact that now-Gov. Brian Kemp was the state’s secretary of state when he ran for office.

“Guess what, had we been able to legally count every one of those votes not just in Florida but also in Georgia, I wonder what the outcome may be,” Gillum he later said to applause. His comments were first picked up by the Florida Politics blog.

Gillum also agreed with Maher that an amendment to allow ex-felons to vote would make Florida “a different ball game” for Democrats next time: “That’s right,” Gillum said.

Meanwhile Abrams, who has never conceded the Georgia governor race, reportedly said on Thursday that she won her election and didn’t plan on conceding.

“I did win my election,” she said, according to ABC News reporter Adam Kelsey. “I just didn’t get to have the job.”

Asked if she planned to formally concede to Kemp, she said: “No.”

Abrams has repeatedly blamed voter fraud for her defeat, but she was given the role of delivering a formal State of the Union response earlier this year.

She has also pushed a possible 2020 bid. Abrams said recently that a potential 2020 presidential run is “definitely on the table,” which would make her the second candidate to have lost a 2018 race only to go on and declare a candidacy. Beto O’Rourke, who lost his Texas Senate bid in November, declared his candidacy this week.

The open approach toward challenging or calling into question the results of an election are in stark contrast to Democrats’ stance in 2016, where politicians repeatedly expressed horror at then-candidate Donald Trump’s statements that he may not accept the results of the presidential election.

“I will look at it at the time,” Trump said when asked in a presidential debate if he would accept the result of the election.

“That’s horrifying,” then-Democratic candidate Hillary Clinton responded. “This is how Donald thinks, and it's funny but it's also really troubling. This is now how our democracy works."

But in 2017, she told Mother Jones that “there are lots of questions about [the election's] legitimacy” and said that “weaponized false information” and “voter suppression” contributed to her defeat.

Border security should be left up to the experts, vigilantes need to follow the law: Border Patrol Council official

Following the arrest of the commander an armed vigilante group rounding up illegal immigrants in New Mexico, National Border Patrol Council Vice President Hector Garza said his group appreciates the support of the American people, but border security is best left up to professionals.

Larry Mitchell Hopkins, the leader of the group United Constitutional Patriots, was arrested Saturday on charges of firearms possession by a felon after his group was accused of detaining nearly 200 migrants at gunpoint along the U.S./Mexico border until Border Patrol agents arrived.

Garza told "America's Newsroom" on Monday he has worked with other volunteer groups before, who are typically very helpful, but not the United Constitutional Patriots.

"As border patrol agents, we appreciate the support that the American public gives border patrol agents as we try to change border security," Garza said. "What we do ask is that border security work is left up to border security experts, border patrol agents, and any organization that's operating along the border that they follow the law as they try to help achieve border security."

After news broke of Hopkins' arrest, the New Mexico Attorney General Hector Balderas released a statement calling the self-declared vigilante as a: "dangerous felon who should not have weapons around children and families."

Garza went on to discuss his work with border volunteers in Texas, who he says have actually saved the lives of many people who were left behind by smugglers. In the case of the United Constitutional Patriots, however, it's critical that those hoping to help with border security aren't breaking the law, he said.

"We do ask that they follow the law... and make sure that they are able to possess weapons, that they are able to do the right thing, that they're not invading private property and that they operate within the boundaries of the law," he continued.

Armed vigilante groups have been active along the border for many years, and see themselves as a necessary force to aide border patrol agents. Garza called the situation at the border "very, very desperate" adding that they do need more help and resources.

"People are abusing our immigration laws and we need to stop that," Garza said. Ultimately, he continued, the goal is to keep everyone in America safe.

"it's all about safety - the safety of our American people, the safety of our border agents, and we want to achieve border security - plain and simple," he said.

NEW YORK (Reuters) – The U.S. economy is growing at a 2.08% annualized pace in the second quarter based on upbeat data on durable goods orders and new home sales in March, the New York Federal Reserve’s Nowcast model showed on Friday.

This was faster than the 1.92% growth rate calculated by the N.Y. Fed model the week before.

(Reuters) – Italian Prime Minister Giuseppe Conte said on Friday he had assured China’s Huawei Technologies that it would not face discrimination in the rollout of Italy’s 5G telecoms network.

Conte was speaking on a visit to China where he said he met Huawei’s chief executive, Ren Zhengfei. The prime minister’s comments were carried in Italy by TV broadcaster Sky Italia.

“I told him that we have adopted some precautions, some measures to protect our interests that demand very high levels of security … not only from Huawei but any company entering into the 5G arena,” he said.

Huawei, the world’s biggest producer of telecoms equipment, is under intense scrutiny after the United States told allies not to use its technology because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

WASHINGTON (Reuters) – President Donald Trump on Friday was expected to announce his intention to revoke the United States’ status as a signatory of the Arms Trade Treaty, which was signed in 2013 by then-President Barack Obama but never ratified by Congress, two U.S. officials said.

Trump was expected to announce the decision in a speech in Indianapolis, to the National Rifle Association, the officials said. The NRA, a powerful gun lobby group, has long been opposed to the treaty, which was negotiated at the United Nations.

KIEV (Reuters) – A Ukrainian computer game that brings to life a town abandoned after the Chernobyl nuclear disaster may not sound like everyone’s idea of fun but has attracted 60,000 people globally since its launch in October.

Players of “Isotopium: Chernobyl” drive tanks around the ghost town of Prypyat near Chernobyl, knocking out competitors as they search for an energy source called isotopium and collecting points every time they find some.

While the game takes its theme from the nuclear disaster at Chernobyl in northern Ukraine, which marked its 33rd anniversary on Friday, it was also inspired by the 2009 science fiction film “Avatar”.

Newcomers to the game think they have entered a virtual world when in fact they are controlling a real robot, equipped with a camera and computer, which makes its way around a model of the town rendered down to the tiniest detail.

“When playing our game, for the first 5-10 minutes many players don’t understand that it is not fictional,” said the game’s co-founder Sergey Beskrestnov. “They message us saying: ‘You have cool texture, you have good graphics, your designer is good, well done. You have a cool operating system.’

“People then reply: ‘It is not an operating system, it is real,’ and the player can’t believe it is real,” said Beskrestnov, speaking mid-game from Prypyat city square as he towers over surrounding five-storey buildings.

Kiev-born Beskrestnov was just 12 years old when on April 26, 1986 a botched test at the nuclear plant in the then Soviet Union sent clouds of smoldering nuclear material across large swathes of Europe, forced over 50,000 people, including Beskrestnov’s family, to evacuate and poisoned unknown numbers of workers involved in its clean-up.

Beskrestnov and his partner Alexey Fateyev used Google maps and hundreds of pictures from the Chernobyl area to recreate Prypyat landmarks, including residential buildings, a hotel, concert hall, amusement park and a stadium.

The game’s real-scale model occupies a 180 square meter (1,938 sq. ft) basement of a residential building in the Ukraine city of Brovary, just 150 km (93 miles) from the Chernobyl Exclusion Zone and 30 km east of Kiev.

Miniature radioactivity warning signs, graffiti on the walls of abandoned buildings and tables and chairs left scattered inside a small cafe all add to the creepy atmosphere of a once lively town.

“It’s a really neat concept …,” Shaun Prescott wrote in a review of the game published by PC Gamer magazine in January. “Controlling the tanks is kinda cumbersome, but they are tanks, after all.”

An attentive player will notice at least one inaccuracy – the real Chernobyl nuclear power plant is not located in town as it is in the game.

It costs $9 to immerse in the atmosphere of a post-apocalyptic town for an hour but only 20 people at a time can play simultaneously. Beskrestnov’s company, Remote Games, said 62,615 people around the world have registered to play the game, including around 15,000 in France and 10,000 in the United States.

A camera fixed on top of a moving tank broadcasts high quality signal in real time, allowing players from as far apart as Australia and Canada enjoy the game without facing any time delay in delivering video signals.

Its creators next ambition is to devise a game featuring the colonization of Mars in which 1,000 people will be able to simultaneously control robots on different missions involved in the operation.

“Many people advise us to contact Elon Musk directly because it resonates his dreams and ideas,” Beskrestnov jokes.

(Reuters) – Initial optimism over first-quarter results from Starbucks Corp was waning fast on Wall Street on Friday, as analysts questioned the longer-term prospects of its new sales push given subdued overall customer traffic numbers especially in China.

The company on Thursday beat brokerage estimates for quarterly same-store sales on the back of demand for its new Cloud Macchiato, Matcha tea and cold brews in the United States.

However, BTIG’s Peter Saleh was one of a number of sector analysts who said while customers forking out for higher-priced new drinks had helped drive growth in same-store sales, “anemic” traffic at cafes remained a concern.

He and others pointed to a 1 percent decline in footfall at cafes in the Chinese market, viewed as crucial to the chain’s growth for the foreseeable future.

More broadly, transaction numbers, the substitute analysts use for customer traffic, were unchanged in all three of the company’s global regions.

Shares in the company, which hit a record high after the results on Thursday, fell 1 percent in morning trade.

“We remain cautious given near-term headwinds surrounding China, including cannibalization, increasing competition (and) a slowing economy,” Wedbush analyst Nick Setyan said.

Starbucks has also poured money into beefing up its delivery network in China as it battles with local startup Luckin Coffee, whose speedy growth led it to file for an IPO in the United States earlier this week.

New menu items and partnerships with delivery services, the heart of the company’s strategy to win back customers lost to artisanal coffee shops and cheaper fast-food rivals, did help Starbucks’ sales in its home market.

However, analysts said growth in China may continue to be subdued.

Wells Fargo analyst Bonnie Herzog said she expects store expansion in China to take priority over comparable sales growth.

She downgraded her rating on Starbucks’ to “market perform” from “outperform”, arguing that the company facing tough sales comparisons later on in 2019 from last year and the current rich valuation of shares meant the stock had limited room to rise.

“Investors will be hesitant to invest new money in a stock with a topline that, while still strong, is unlikely to meaningfully accelerate,” Herzog said.

Still, the company’s solid same-store growth in the United States, improving profit margins and a lower tax rate for the rest of the year led at least 6 Wall Street brokerages to raise their price targets on the stock to as high as $81.

11 of 29 brokerages rate Starbucks “buy” or higher, 17 “hold” and 1 “sell” or lower. Their median price target is $75.
