US tells Afghan president Qatar talks best chance for peace

U.S. Secretary of State Mike Pompeo has called the Afghan president to express disappointment over the indefinite postponement of talks with the Taliban and to condemn the insurgent's latest "spring offensive."

The Afghan-to-Afghan talks in Qatar were scheduled to start last week when they were scuttled after a falling out over who should attend. It would have marked the first time that Taliban and Kabul government officials sat together.

The State Department says Pompeo called President Ashraf Ghani on Saturday and condemned the Taliban's recent announcement of starting another offensive in the spring. The Taliban have, however, managed to keep up a steady tempo of attacks even during the harsh winter months.

Pompeo also encouraged both sides to agree on participants, saying the talks are Afghanistan's best chance at peace.

PORT-AU-PRINCE (Reuters) – U.S. Senator Marco Rubio met on Wednesday with the Haitian president and members of parliament and discussed the formation of a new Cabinet following the ouster this week of Jean Henry Ceant as prime minister.

The Florida Republican lawmaker arrived in the Haitian capital, Port-au-Prince, following crippling nationwide protests and a political crisis touched off by the dismissal of Ceant in a vote of no confidence by the country’s legislative body on Monday.

Haiti has had several prime ministers in recent years. President Jovenel Moise remains in office.

Rubio wrote on his Twitter account that he discussed the formation of a new government in his meeting with Gary Bodeau, head of the lower house, and Carl Cantave, president of the Senate.

Ceant took office in September as thousands of demonstrators were streaming through the streets in the main cities of the impoverished island nation.

In renewed protests since Feb. 7, many called for Moise to step down because of ballooning inflation, a weakening currency and allegations of misused funds from a Venezuelan oil subsidy scheme called PetroCaribe.

Ceant, who has likewise been blamed for the rampant inflation and protests, has insisted his dismissal on Monday was unconstitutional and that he is still the head of government.

Moise said on Twitter that he spoke with Rubio about security and holding parliamentary elections.

Rubio heads the Senate Foreign Relations Committee’s Subcommittee on Western Hemisphere, Transnational Crime, Civilian Security, Democracy, Human Rights and Global Women’s Issues.

His visit comes days before Moise and four other Caribbean leaders attend a meeting on Friday with U.S. President Donald Trump in Florida to discuss the political crisis in Venezuela and China’s commercial expansion.

JAKARTA (Reuters) – Indonesian President Joko Widodo appeared on course on Thursday for a second term, based on unofficial vote counts and despite the objections of his rival, while police vowed firm action against any rallies that could disturb security.

Results from private pollsters who counted vote samples from Wednesday’s poll point to a comfortable win for Widodo, raising hopes for a splurge of reforms in his second term.

The “quick counts” showed Widodo winning the popular vote with at least 54 percent, giving him a lead of around eight percentage points over former general Prabowo Subianto, who was narrowly defeated by Widodo in the election five years ago.

The counts from reputable pollsters have proved to be accurate in previous elections, though the official result will not be announced until May.

Prabowo, a former son-in-law of military strongman Suharto who was overthrown in 1998, said on Wednesday he was not trailing Widodo and believed his share of the vote was in a 52-54 percent range.

“We have noted several incidents that have harmed the supporters of this ticket,” Prabowo said, without giving detail.

With Prabowo’s supporters planning to march in central Jakarta after midday prayers on Friday, national police chief Tito Karnavian warned against rallies.

“I appeal to anyone not to mobilize, whether to mobilize people to celebrate victory or mobilize due to dissatisfaction,” said Karnavian, pledging firm action.

At the same news conference, chief security minister Wiranto called for people to avoid “any act of anarchy that breaches the law” while waiting for the official election result.

In 2014, Prabowo had also claimed victory on election day, before contesting the results at the Constitutional Court, which confirmed Widodo’s win.

Widodo said on Wednesday the results indicated he had regained the presidency of the world’s fourth-most-populous nation, but urged supporters to wait for the election commission to announce official results.

‘NO CASE’

The front page of Indonesia’s English-language Jakarta Post newspaper carried the headline: “Five More Years” next to a picture of the president.

Financial markets rose before trimming gains with the rupiah currency up 0.3 percent from the previous close and the Jakarta stock index up 0.6 percent by midday.

Alexander Raymond Arifianto, a political analyst at the S. Rajaratnam School of International Studies (RSIS) in Singapore, said Widodo’s margin of victory meant the opposition did not appear to have a strong case to claim the election was stolen.

But he noted risks that Islamist supporters of the challenger, including the hardline Alumni 212 movement, could hit the streets to dispute the election.

“So Prabowo has no case, but the hardliners and Alumni 212 can create lots of headaches for Jokowi if they go ahead with their protest plan tomorrow and in future weeks,” he said, referring to president by his nickname.

Novel Bamukmin, a spokesman for Alumni 212, said the movement planned a peaceful march after Friday prayers at Jakarta’s Istiqlal mosque.

“We just want to bow down to express our gratitude in order that this victory is recognized,” he said, referring to Prabowo’s claim he won the election.

Islamist groups have in the past been able to mobilize tens of thousands of supporters.

From late 2016, they organized a series of big protests against the Jakarta governor, Basuki Tjahaja Purnama, the first ethnic-Chinese Christian to hold the job, who was subsequently jailed for insulting the Koran.

Swiss set to approve tax overhaul in ‘existential’ vote

ZURICH (Reuters) – Nearly two-thirds of Swiss voters look set to approve a shake-up of the country’s corporate tax system, heading off what its finance minister called an existential threat to Switzerland’s role as a business hub.

Around 62 percent of respondents will vote yes in the tax reform and pension finance referendum, according to a Tamedia poll published on Friday, defusing a long-running row over favorable Swiss tax rates for multinational corporations.

The May 19 vote takes place under Switzerland’s system of direct democracy.

Acceptance is vital to prevent the country being branded a low-tax pariah, Finance Minister Ueli Maurer said.

“For Switzerland’s position as an business location, the tax proposal is existential. If we say ‘no’ for a second time we can’t correct that again,” he told newspaper Neue Zuercher Zeitung in an interview published on Friday.

Two years ago voters rejected an attempt to overhaul the tax system, which critics say gives the country an unfair advantage in attracting global companies.

Under pressure from the European Union and the Organisation for Economic Cooperation and Development, the Swiss had promised to meet international standards and eliminate special low tax rates that benefit around 24,000 foreign companies based in Switzerland.

The government plans to scrap special tax status for these companies that pay corporate rates in individual cantons as low as 7.8 to 12 percent, compared with 12 to 24 percent for “normal” Swiss companies.

Cantons in turn will lower their tax rates for normal companies to deter them from leaving.

To cover the resulting revenue shortfall of around 2 billion Swiss francs ($2 billion), the federal government will increase the share of federal tax that cantons get.

To allay fears that corporations would benefit at the expense of citizens, the package increases annual contributions to the state pension system by 2 billion francs by raising contributions from employers and workers and having the federal government chip in more.

Maurer said a rejection by voters could land Switzerland on the EU’s blacklist of tax havens, with countries potentially starting double taxation of Swiss-based companies.

“A country that twice rejects necessary tax reforms loses trust,” Maurer said.

“It would simply mean that Switzerland is not a country of the future,” he said. “Of course we could do a repair job and come up with another plan, but that wouldn’t help much.”

Joel Embiid scored 40 points and grabbed 15 rebounds to lead the visiting Philadelphia 76ers past the Milwaukee Bucks 130-125 on Sunday.

It was Embiid’s 52nd double-double and the 25th time he has scored at least 30 points and swept 10 rebounds in a game. He scored 18 points alone in the fourth quarter.

Jimmy Butler had 27 and JJ Redick 19 for the Sixers, who won their fourth in a row and officially clinched a playoff spot.

Giannis Antetokounmpo was terrific for the Bucks with a career-high 52 points to go along with 16 rebounds and seven assists. Khris Middleton added 19 points.

Chris Paul, Clint Capela and James Harden recorded double-doubles, and host Houston turned a blistering third-quarter shooting display into a victory over Minnesota.

Paul paired 25 points with 10 assists and matched his single-game high of six 3-pointers, while Capela recorded 20 points and 13 rebounds in grappling with Timberwolves All-Star center Karl-Anthony Towns (22 points, 10 rebounds, six assists).

Reserve Lou Williams hit a 3-pointer at the buzzer as host Los Angeles pulled out a dramatic win over Brooklyn for its seven win in its last eight games.

Williams, whose game winner was the first of his career, scored 11 of his team-high 25 points in a fourth quarter that featured wild runs by both teams. The Clippers (41-30) won for the seventh time in eight games and moved into a virtual tie with Utah for seventh in the West and a half-game behind sixth-place San Antonio.

Danilo Gallinari and Montrezl Harrell added 20 points apiece for the Clippers. D’Angelo Russell scored a game-high 32 points, but the Nets (36-36) fell 1 1/2 games behind sixth-place Detroit in the Eastern Conference and lead eighth-place Miami by just 1 1/2 games.

Blake Griffin scored 25 points to lead host Detroit past Toronto to sweep their three-game regular-season series.

Trailing 110-107 with 2.4 seconds left, Toronto had a glimmer of hope after Griffin missed two free throws. Griffin intentionally fouled Toronto’s Kawhi Leonard on the rebound with 1.4 seconds remaining, but Leonard missed the first throw. After Leonard intentionally missed the second, Pistons center Andre Drummond gathered the rebound and the clock ran out.

Reggie Jackson scored 20 points for the Pistons, and Drummond added 15 points and 17 rebounds. Leonard put up a game-high 33 points to go with 10 rebounds, while Fred VanVleet scored 17 points and Marc Gasol grabbed 11 rebounds.

Knicks 124, Lakers 123

Emmanuel Mudiay highlighted his 28-point performance with a pair of late free throws as NBA-worst New York erased an 11-point deficit late in the fourth quarter to knock off visiting Los Angeles.

Damyean Dotson scored 25 points and Kevin Knox chipped in 19 for the Knicks, who benefited from a season-high 41-point first quarter to post their first win since a 108-103 victory against Orlando on Feb. 26.

LeBron James scored 33 points after sitting out Friday’s 111-97 setback versus Detroit for what the team called “load management” connected to the groin injury that sidelined him for 17 games earlier this season.

Nikola Vucevic scored 17 of his 27 points in the first quarter, and host Orlando remained in the chase for the final playoff spot in the Eastern Conference by beating Atlanta.

The Magic (33-38) trail Miami (33-36) by one game for the eighth spot in the playoffs. They meet one last time this season in Miami on March 26.

Orlando also got 22 points and eight rebounds from Aaron Gordon and 14 points and seven rebounds from reserve Wes Iwundu. Trae Young led Atlanta with 20 points and five assists.

Buddy Hield made his only 3-pointers of the game in a 14-point, second-quarter flurry that allowed host Sacramento to beat Chicago and end a three-game losing streak.

The Kings (34-35) retained a slim hope of reaching the Western Conference playoffs this season. Sacramento sits in ninth place in the West, six games behind the Jazz and Clippers, who are tied for seventh.

In just his third game back from a knee injury, Marvin Bagley III shot 9 of 14 and led Sacramento with 21 points and nine rebounds in 21 minutes. Zach LaVine (18 points) was the top scorer for the Bulls.

Heat 93, Hornets 75

Dwyane Wade and Goran Dragic came off the bench to combine for 22 points in the fourth quarter to boost host Miami to a win over Charlotte.

Dragic finished with a team-high 19 points and Wade added 17. Bam Adebayo had 16 points and nine rebounds, and Dion Waiters added 12 points for the Heat, who have won eight of their past 10 against Charlotte.

Jeremy Lamb scored a game-best 21, Frank Kaminsky had 13, Nicolas Batum added 12 and Tony Parker chipped in 11, while leading scorer Kemba Walker had just 10 for Charlotte, which is 2-5 in its last seven games.

BAMAKO (Reuters) – Mali President Ibrahim Boubacar Keita appointed finance minister Boubou Cisse as prime minister on Monday, days after the government resigned following pressure to respond to the vigilante massacre of about 160 Fulani herders which shocked the nation.

Mali’s former prime minister Soumeylou Boubeye Maiga and his government resigned last week after they came under fire for failing to disarm militias and beat back Islamist militants stoking the violence that led to the Fulani massacre.

“The President of the Republic has decided to name Doctor Boubou Cisse to the function of prime minister,” Keita’s office said in a statement on Monday.

Both Mali and neighboring Burkina Faso have been hit by the spike in hostilities fueled by Islamist militants seeking to extend their influence over the Sahel, an arid region between Africa’s northern Sahara desert and its southern savannas.

The militants have built on long-standing rivalries between communities to side with Fulani herders and boost their ranks, spurring a wave of inter-ethnic clashes that culminated with the killing of 157 Fulani villagers in March – bloody even by the recent standards of Mali’s ever-worsening violence.

The authorities have detained five people suspected of taking part in the massacre. But they have not yet succeeded in disarming the militia that many believe organized it, despite pledges by Maiga and Keita to do so.

Mali has been in turmoil since a rebellion by Tuaregs and allied jihadists took over half the country in 2012, prompting the French to intervene to push them back the following year.

The latest violence took place on Sunday, when unidentified gunmen raided an army base at dawn, killing 11 soldiers and burning the camp.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
