SACRAMENTO, Calif. (Reuters) – California Governor Gavin Newsom will impose a moratorium on the state’s death penalty on Wednesday, granting reprieves to all 737 inmates on death row and closing the state’s execution chamber, an administration source said.

Newsom, who Tuesday night hinted at a “major policy announcement,” plans to sign an executive order setting the changes in place on Wednesday morning at the state capitol, the source said. No death row inmates will be released, the source said.

School suspends official for comment on Hitler's leadership

A New Jersey sports official who told student athletes Adolf Hitler was a "good leader" with "bad moral character and intentions" has been suspended.

The Nutley Board of Education took the action Monday night against high school athletic director Joe Piro, who made the remark last month while addressing Madison High School students during an assembly aimed at promoting positive leadership.

Piro has said he was trying to make a point that "a leader could have strong leadership skills that influence people in a negative way." He says he understands "Hitler was an evil man who used his skills in a horrific manner."

The Madison district's superintendent has said Piro's presentation was "unnecessarily provocative and insensitive."

Piro showed a photo of Hitler as part of a side-by-side comparison with Martin Luther King Jr.

Ted Koppel says 'the Establishment press is out to get' Trump

President Trump has been aiming his online invective at a whole lot of targets, including the husband of his White House counselor.

And it's easy to get distracted when the president of the United States is using phrases like "total loser" and "husband from hell" to describe Washington lawyer George Conway, who constantly torches Kellyanne's boss on Twitter.

But whether Trump is slamming social media bias, "SNL" reruns or "fake news" (applauding the Brazilian president for using that phrase), he is building the case that those who control the flow of information are consistently unfair to him.

Now comes a widely respected veteran journalist to say the president has a point.

Ted Koppel was a globe-trotting ABC News correspondent for decades and a master interviewer as the anchor of "Nightline." I appeared on that program numerous times and know Koppel well.

Koppel, now a senior contributor to CBS's "Sunday Morning," has left the impression from previous comments that he's not a Trump fan. And yet he felt compelled to declare that the president is right that "the establishment press is out to get him."

BRIT HUME ON TED KOPPEL'S COMMENTS AND THE BLURRING OF JOURNALISM LINES

What's more, Koppel called out two of the country's most influential papers for their coverage of the president, which has left him "terribly concerned."

At a Carnegie Endowment forum this month, Koppel unloaded on The New York Times and Washington Post, saying the papers are not what they were 50 years ago.

"We're talking about organizations that I believe have, in fact, decided as organizations that Donald J. Trump is bad for the United States," he said. "'We have things appearing on the front page of The New York Times right now that never would have appeared 50 years ago."

Koppel argued that analysis and commentary didn't creep onto the front pages the way they do in the Trump era.

"I remember sitting at the breakfast table with my wife during the campaign after the Access Hollywood tape came out and The New York Times, and I will not offend any of you here by using the language but you know exactly what words were used, and they were spelled out on the front page of The New York Times. I turned to my wife and I said, 'The Times is absolutely committed to making sure that this guy does not get elected.'"

Wait, he's not done.

The president is "not mistaken when so many of the liberal media, for example, described themselves as belonging to the Resistance. What does that mean? That’s not said by people who consider themselves reporters, objective reporters of facts. That's the kind of language that's used by people who genuinely believe, and I rather suspect with some justification, that Donald Trump is bad for the United States."

FLASHBACK: KOPPEL MOCKS BRIAN STELTER: 'CNN'S RATINGS WOULD BE IN THE TOILET WITHOUT DONALD TRUMP'

That is a searing indictment from a man who has long been a member in good standing of the media establishment.

And it matches the comments of Jill Abramson, the former Times executive editor, who says in her new book that the news pages of her former paper have become "unmistakably anti-Trump."

Now the big papers and other major outlets would undoubtedly say they cover Trump differently because he's unlike any other president — in terms of shattering norms, divisive rhetoric, blasting the press, criticizing aides and being caught up in the Russia investigation.

The Times and Post have broken plenty of important stories about the administration, not just connected to the special counsel's probe, and both papers have some reporters and analysts who try to be fair.

But the sheer tonnage of anti-Trump stories, the negative tone, and the loaded phrases that creep into news pieces, especially at the Times, too often give the impression of opposition. The same goes for what some of the journalists say on Twitter.

I know there is concern about the tone among some in these newsrooms.

And that's without even getting into the largely one-sided opinion pages.

In January, Koppel made some other observations about the president and the press: "Let the record show that Trump has launched the careers of numerous media stars and that expressions of indignant outrage on the left and breathless admiration on the right have resulted in large, entirely nonpartisan profits for the industry of journalism ...

CLICK HERE TO GET THE FOX NEWS APP

"Trump's detractors are outraged by him. His supporters are outraged with him. He is a national Rorschach test. Love him or hate him, you can't ignore him."

That much is undoubtedly true.

What Koppel is saying is that Trump-bashing has become a business model for left-leaning outfits and Trump-cheerleading has become a business model for right-leaning outfits. Abramson said attacking Trump had become a business model for the Times. And that ought to spark a serious debate for organizations that cast themselves as dedicated to news values over financial motives.

Brazilian lawmakers negotiate pension bill details ahead of vote

April 23, 2019

BRASILIA (Reuters) – Brazil’s Labor and Pensions Secretary Rogerio Marinho said on Tuesday negotiations over the government’s key pension reform bill were continuing in the hope that a congressional committee would still be able to vote on the legislation this afternoon.

President Jair Bolsonaro’s government made several minor concessions to the bill on Monday night, local newspapers reported, to ensure that the vote goes forward.

Marinho said the negotiations were going well so far.

Economists, investors and others consider pension reform essential to getting control of Brazil’s ever-growing fiscal deficit and balancing the budget. The measure was a key proposal of Bolsonaro’s election campaign.

The government says the pension changes would save roughly 1 trillion reais ($253.38 billion) in the decade after approval. The modifications agreed to on Monday should not affect the amount of money saved, O Globo newspaper reported on Tuesday.

The government, however, has lost momentum on the pension legislation in recent days, even as key economic indicators have worsened. Brazil’s real currency fell some 0.3 percent on Monday, as its Bovespa stock index rose almost 1.4 percent.

The Constitutional and Legal Affairs Committee of Congress’ lower house is set to meet at 2:30 p.m. local time (1730 GMT).

Brothers of ousted Sudanese ruler arrested, but protesters refuse to leave military headquarters

Sudan’s new military leaders on Wednesday arrested long-running president Omar al-Bashir’s two brothers on charges of corruption, as part of a widespread crackdown on officials and backers of the former government.

Hours earlier, Bashir himself, who was dramatically ousted more than a week ago, was relocated to Khartoum’s Koper Prison, an institution that has long housed scores of political prisoners under Bashir’s rule.

Despite the dramatic ouster of Bashir, thousands of Sudanese protesters continue to descend on the African nation's capital – pledging not to stop until the military relinquishes power.

Adorned with signs and chants, the Sudanese activists – ranging from youth and women’s rights groups to students and trade unionists – have assembled around the military headquarters in Khartoum, urging one another not to leave until the military hands over power to a civilian administration.

SUDAN'S MILITARY RULERS FIRE TOP CHIEF PROSECUTOR, AIDS

However, the military has declared it will remain in charge for a two-year transitional period, followed by elections. Yet across social media, many have affirmed to uphold the sit-in until their insistence for a quick handover to a civilian ruling council is met.

Bashir, 75, was known not only as one of the longest-serving Presidents in both Africa and the Arab world, but also a key orchestrator of corruption, conflict and civil war. He is wanted by the International Criminal Court for genocide and crimes against humanity for horrors committed in neighboring Darfur, but the military to-date has stopped short of agreeing to hand him over to The Hague.

CHRISTIAN EX-CHILD SOLDIER, NOW HIP-HOP ARTIST, CALLS FOR FORGIVENESS

His fall from grace seemingly began in December amid a deteriorating economic meltdown, prompting some 40 million Sudanese to take to the streets to demand his removal. The demonstrations stretched on for four months until activists raised the stakes with a sit-in outside the military headquarters.

Law enforcement and intelligence personnel initially purported to clear the area with a heavy hand, before siding with the protests and pronouncing a Bashir usurp on April 11. The next day, Bashir announced he was stepping down.

But with the sit-in ongoing and protests calling for a renewed wave of pressure against the military, their battle is far from won.

ZURICH (Reuters) – Shareholders approved Credit Suisse’s 2018 compensation report with an 82 percent majority on Friday, overriding frustrations expressed at its annual general meeting over jumps in executive pay during a year its share price plummeted.

Three shareholder advisers had recommended investors vote against Switzerland’s second-biggest bank’s remuneration report, while a fourth backed the report but expressed reservations about whether management pay matched performance.

The approval marked a slight increase over the 80.8 percent support garnered for the bank’s 2017 compensation report.

By Simon Jessop and Sinead Cruise

LONDON (Reuters) – Activist investor Edward Bramson is likely to fail in his attempt to get a board seat at Barclays’ annual meeting next week, even though shareholders are dissatisfied with performance of the group’s investment bank.

New York-based Bramson’s Sherborne Investors and the board of the British bank have been sparring for months over Barclays’ strategy.

Bramson wants to scale back Barclays’ investment bank to reduce risk and boost shareholder returns. Barclays Chief Executive Jes Staley remains staunchly committed to growing the business out of trouble.

After failing to persuade Staley to change course since he began building a 5.5 percent stake in the bank in March last year, Bramson hopes a board seat will rachet up the pressure.

Both sides have written to shareholders pitching their case and Bramson has courted investors in one-on-one meetings, although none have publicly backed him yet.

Interviews by Reuters with five institutional investors in Barclays suggest Bramson has failed to persuade them.

Sherborne declined to comment.

Mirza Baig, head of investment stewardship at top-40 shareholder Aviva Investors, said Bramson was welcome on the bank’s register but the boardroom was a step too far.

“He has created a lot of value at other businesses, but, generally, when he has come in as executive chair and taken full control. This would be a different case where he would just be one lone voice on the board,” he said.

A second Barclays shareholder said he backed Bramson’s goal of improving returns but via an “evolutionary” approach.

“If you look at banks that have tried to restructure their operations in investment banking – you look at Natwest Markets, Deutsche Bank – I struggle to think of an example where a roughshod restructuring has been accretive to shareholder value.”

A third, top-30 investor said he had been impressed by incoming Chairman Nigel Higgins’ grasp of the challenge in hand, and felt investors would give him time.

“Management know they have to execute and deliver improved returns… [Higgins] will continue to re-shape the board but obviously he didn’t feel that having someone with a diametrically opposed view on it would be helpful.”

A fourth, top-30 investor agreed: “We voted for the chairman to come in and it would be crazy to allow an activist to join the board (at this time).”

Jupiter Fund Management, the 24th largest investor, said it also planned to vote against Bramson.

Barclays has nearly 500 institutional shareholders, Refinitiv data showed.

Since Staley joined Barclays in 2015, the investment bank returns relative to capital invested have increased but are still underperforming the overall business.

Barclays’ first-quarter figures showed the investment bank posted a 6 percent drop in income from its markets business and a 17 percent fall in banking advisory fees.

Returns in the investment bank fell to 9.5 percent from 13.2 percent a year ago.

Famed for successful campaigns against smaller British companies in sectors from chemicals to advertising, Bramson’s board seat pitch has been rebuffed by shareholder advisory firms.

Institutional Shareholder Services, the world’s biggest, said Bramson’s proposal “falls short of what can reasonably be expected from a shareholder trying to address issues at a 28 billion pounds, systemically important bank”.

Glass Lewis also flagged concern about Bramson’s lack of banking experience and “questionable” shareholding structure, referring to Sherborne’s use of derivative contracts to hedge losses should its strategy fail.

Critics said the arrangement meant his interests are not truly aligned with those of other long-term shareholders.

British advisory firm Pirc, however, said it recommended that investors abstain in the vote on Bramson’s proposal as a challenge to the board to do better in the year ahead – or face a similar contest in 2020.

(Reuters) – U.S. oil and natural gas producer Chevron Corp reported a 27 percent fall in quarterly earnings on Friday, hit by lower crude prices and weaker margins in its refining and chemicals businesses.

Net income attributable to the company fell to $2.65 billion, or $1.39 per share, for the first quarter ended March 31, from $3.64 billion, or $1.90 per share, a year earlier.

Earlier in the day, larger rival Exxon Mobil Corp reported earnings well below analysts’ estimates, as margins in its refining business were hurt by higher Canadian prices and heavy scheduled maintenance.
