The Latest: Palestinian teen killed in clashes with Israelis

The Latest on the Israeli-Palestinian conflict (all times local):

The Palestinian Health Ministry says an 18-year-old has been shot dead in West Bank clashes with Israeli troops.

The ministry says Israeli soldiers shot Sajed Mizher after stones were thrown at them early Wednesday during an arrest raid in the Dheisheh refugee camp near Bethlehem. It says two others were wounded in the clashes, which come amid an uptick in West Bank violence.

The Israeli military had no immediate comment. It often carries out pre-dawn arrest raids.

Since 2015, Palestinians have killed over 50 Israelis in stabbings, shootings and car-ramming attacks in the West Bank. Israeli forces have killed more than 260 Palestinians in that same period. Israel says most of the Palestinians killed were attackers, but clashes between protesters and soldiers have also turned deadly.

An unofficial cease-fire appears to be holding between Israel and Gaza's Hamas rulers despite limited exchanges of fire.

Schools reopened in southern Israel on Wednesday after late-night rocket attacks from Gaza set off air-raid sirens, breaking a daylong lull. The Israeli military struck back against additional Hamas targets but there were no reports of casualties on either side.

Israel and Hamas have fought three wars and dozens of skirmishes since the Islamic militant group seized control of Gaza in 2007. The latest round was triggered by a Gaza rocket fired early Monday that slammed into a house in central Israel and wounded seven people.

Large Gaza protests are expected this weekend, marking the anniversary of weekly rallies in which nearly 200 Palestinians have been killed by Israeli fire.

South Korea chipmaker shares rise on Micron’s industry recovery outlook

SEOUL (Reuters) – Shares of South Korean chip giants jumped on Thursday after U.S. chipmaker Micron Technology Inc forecast recovery in a memory market saddled with oversupply as device demand sags.

The world’s second-biggest memory chip maker, SK Hynix Inc, saw its shares surge nearly 7 percent by 0330 GMT, while technology giant Samsung Electronics Co Ltd gained 4.3 percent.

Micron said on Wednesday it saw recovery in the memory chip market, after reporting quarterly profit that beat analyst estimates as cost control helped offset falling demand and prices.

“Micron’s projection on growing memory chip demand from data center operators set up a positive outlook for the memory chip industry, helping boost shares of South Korean chipmakers,” said analyst Seo Sang-young at Kiwoom Securities.

Analysts have been wary about prospects of the memory chip market due to lower demand for smartphones and slumping investment from data center companies.

“With its plan to cut production, it seems that Micron is determined to better control oversupply problems in the chip market,” said analyst Park Sung-soon at BNK Securities.

Tech research firm TrendForce in a report on Wednesday said it expects a only a slight decline in NAND flash chip sales in the second quarter as demand recovers from smartphones, computers and servers.

“Although it won’t cause an immediate reversal of the oversupply situation, it will have a positive effect on the market environment,” analyst Ben Yeh at DRAMeXchange, a Trendforce division, said in the report.

Both Samsung Electronics and SK Hynix said in their earnings conference calls in January that they expected sales of memory products to revive in the second half of the year.

Rising chip shares helped lift the broader KOSPI stock price index by 0.3 percent.

Wilbur Ross Refuses to Testify on Commerce Department’s 2020 Budget

Commerce Secretary Wilbur Ross refused to testify about his department's 2020 budget before a congressional panel on Wednesday, an act its chairman called one of "stunning disrespect" that left lawmakers facing an empty chair.

Ross, who was invited to testify at a hearing but instead tried to send aides to a speak on his behalf, has been criticized in the Democratic-controlled House of Representatives over his efforts to include a citizenship question on the 2020 census, an issue now before the U.S. Supreme Court.

Ross said in a statement after the hearing of a House subcommittee on Appropriations: "I am disappointed that these Department of Commerce leaders have not been allowed to discuss their respective budgets for 2020."

Ross has said he sought the citizenship question in the census to bolster the Voting Rights Act. But Democrats view it as an attempt to discourage immigrants and Latinos from participating in the census, which could lead to an undercount in Democratic-leaning states.

Non-citizens make up an estimated 7 percent of people living in the United States. The citizenship question has not appeared on the list of questions asked of all households since the 1950 census, but has featured since then on questionnaires sent to a smaller subsection of the population.

The U.S. Constitution requires a census to count all residents, including non-citizens, every 10 years. Results are used to draw political boundaries, allocate seats in Congress and distribute roughly $800 billion of federal funds.

The top Republican on the Appropriations subcommittee, Robert Aderholt, said Ross failed to appear out of "concern that this hearing might focus more on political or legal issues than the budget itself. Some have speculated it might turn into a debate over the 2020 census."

Aderholt noted Ross had sent senior officials to answer questions the panel might have about the Commerce Department's $12 billion budget request, but the panel's Democratic chairman, Jose Serrano, ruled that out.

"That will not be happening. This subcommittee invited Secretary Ross to testify and he's the only one who will be allowed to testify at this hearing," Serrano told the panel as members sat before an empty witness table marked with Ross' name.

"The secretary's actions today show a stunning disrespect for the mechanisms of our democracy," Serrano added.

It is routine for department heads to field questions from lawmakers each year about their budget requests and other matters. A different House panel, the Committee on Oversight and Reform, voted on Tuesday to authorize a subpoena for documents from Ross about his efforts to include the citizenship question.

Reuters/Ipsos Poll: Minorities, Older Adults Boost Biden Atop 2020 Democrat Field

Former Vice President Joe Biden leads all other candidates for the 2020 Democrat presidential nomination and draws his strongest levels of support from minorities and older adults, according to a Reuters/Ipsos public poll released on Wednesday.

The April 17-23 poll focused on the vote preferences of 2,237 Democrats and independents – the two groups that may select the Democratic nominee in most of the statewide contests ahead of the 2020 general election.

According to the poll, 24 percent would vote for Biden over 19 other declared and potential candidates.

Another 15 percent said they would support U.S. Senator Bernie Sanders of Vermont, who ran a competitive campaign for the Democrat nomination in 2016.

No other candidate received more than 7 percent of public support, and 21 percent said they "don't know" which candidate they would back in a primary.

The poll measures how potential voters feel right now. Many may change their minds as they become better acquainted with the candidates. It has a credibility interval, a measure of precision, of 2 percentage points for the combined group of Democrats and independents.

The statewide nominating contests will kick off in early February next year, led by Iowa.

Biden, 76, who has sought the Democrat presidential nomination twice before and is expected to announce a third run later this week, remains widely popular since he left the White House in 2016 after two terms as vice president.

Sixty-three percent of all Americans say they have a "favorable" impression of Biden, including 88 percent of Democrats, 59 percent of independents and 39 percent of Republicans.

In comparison, 58 percent of Americans said they have a favorable view of Sanders and Pete Buttigieg, the 37-year-old mayor of South Bend, Indiana, whose upstart campaign has out-raised some of his more established rivals this year.

All three appear to have stronger bi-partisan appeal than President Donald Trump. According to the poll, 44 percent of all adults said they have a generally favorable view of Trump.

Biden receives his strongest levels of support from older adults and minorities.

Thirty-two percent of adults who are 55 years old and older said they would vote for Biden over other candidates. And 30 percent of non-white adults, including about 4 in 10 African-Americans, said they would back Biden for the nomination.

The poll shows that at this early stage of the presidential campaign, Americans say they will vote for candidates who have been in the national spotlight for a long time.

Their preferences may change once they get to know other candidates for the nomination.

More than 80 percent of Democrats said they were at least "somewhat familiar" with Biden and Sanders.

Sixty-seven percent of Democrats were familiar with Senator Elizabeth Warren of Massachusetts, and about half said they were familiar with former U.S. Representative Beto O'Rourke of Texas or U.S. Senators Kamala Harris of California and Cory Booker of New Jersey.

The rest of the field appears to be largely unknown by a majority of Democrats.

The Reuters/Ipsos poll was conducted online in English throughout the United States. It gathered responses from 4,018 adults in all, including 1,449 Democrats, 1,437 Republicans and 788 independents.

John Havlicek, Boston Celtics Great, Dies at 79

John Havlicek, the Boston Celtics great whose steal of Hal Green's inbounds pass in the final seconds of the 1965 Eastern Conference final against the Philadelphia 76ers remains one of the most famous plays in NBA history, has died. He was 79.

The Celtics said the Hall of Famer died Thursday in Jupiter, Florida. The cause of death wasn't immediately available.

Nicknamed "Hondo" for his resemblance to John Wayne, Havlicek was drafted in the first round in 1962 out of Ohio State by a Celtics team stocked with stars Bill Russell, Bob Cousy, K.C. Jones, Sam Jones, Tom Sanders, Tom Heinsohn and Frank Ramsey.

Havlicek went on to win eight NBA championships and an NBA Finals MVP award with Boston, setting Celtics career records for points and games. He was named one of the 50 Greatest Players in NBA History and enshrined in the Naismith Memorial Basketball Hall of Fame in 1984.

At Ohio State, he helped lead the Buckeyes to the 1960 national championship.

WASHINGTON (Reuters) – The U.S. Treasury Department on Friday imposed sanctions on Venezuela’s foreign minister and a Venezuelan judge, according to a statement on the department’s website.

Foreign Minister Jorge Arreaza and a judge, Carol Padilla, were targeted over the ongoing crisis in Venezuela, the Treasury Department said, the latest in a list of officials blacklisted by U.S. authorities for their role in President Nicolas Maduro’s government.

LONDON (Reuters) – The leader of Britain’s opposition Labour Party, Jeremy Corbyn, said on Friday he had turned down an invitation to a state dinner which will be part of U.S. President Donald Trump’s visit to Britain in June.

“Theresa May should not be rolling out the red carpet for a state visit to honor a president who rips up vital international treaties, backs climate change denial and uses racist and misogynist rhetoric,” Corbyn said in a statement.

He said maintaining the relationship with the United States did not require “the pomp and ceremony of a state visit” and he said he would welcome a meeting with Trump “to discuss all matters of interest.”

A bedridden 67-year-old woman and more than a dozen animals were rescued Thursday after a welfare check found that they were living in a home filled with trash, urine, and feces, Florida police said.

Pinellas County sheriff’s deputies said when they arrived at the home in Dunedin around 7:20 p.m. Thursday, they could smell the odor of rotting trash and animal feces as they walked up to the driveway.

“Inside the residence, the odor of feces and urine was so overwhelming that deputies had to don masks,” the sheriff’s department said in a statement.

Walking throughout the residence, the deputies found 10 emaciated dogs and puppies living in bins filled with their own feces, five large Macaw birds flying freely, rats, bugs and overall squalor.

Deputies said due to the large amounts of trash in the home, they had to clear a path to reach the victim’s bedroom.

“None of the home’s toilets were working and all were found to be overflowing with feces,” deputies said. “The only working sink was located on the opposite end of the house from the victim’s bedroom.”

They said there was no food or water for the victim or the animals.

The victim was transported to a local hospital for injuries that were non-life threatening, while the animals were transported to shelters.

The woman’s caretaker, Richard Lawrence Goodwin, 65, was arrested and charged with abuse and neglect of an elderly person, disabled person, and cruelty to animals.

The sheriff’s department said this was Goodwin’s second arrest for abuse and neglect of the same victim. He was previously arrested in May 2018.

Neighbor Victoria Muenzerbeer told FOX 13 that Goodwin and the victim were hoarders and the conditions inside the home were horrible years ago when she visited once.

“I went in and it was absolutely, a human being couldn’t live there,” she said. “The kitchen wasn’t usable and part of the wall was falling in.”

TRIPOLI (Reuters) – Libya’s U.N.-recognized government has budgeted up to 2 billion dinars ($1.43 billion) to cover costs of a three-week-old war for control of the capital, such as treatment for the wounded, to be funded without new borrowing, the economy minister said.

Ali Abdulaziz Issawi suggested the government hoped for business to continue more or less as usual despite the assault on Tripoli, in the country’s northwest, by forces tied to a parallel administration based in the eastern city of Benghazi.

Once Africa’s third largest producer of oil, Libya has been riven by factional conflict since the fall of Muammar Gaddafi in 2011, with the country now broadly split between eastern-based forces under Khalifa Haftar and the U.N.-backed government in Tripoli, in the west, under Prime Minister Fayez al-Serraj.

Still, with Haftar’s Libyan National Army forces unable so far to pierce defenses in Tripoli’s southern suburbs, normal life and business activities continue in much of the capital and western coastal towns.

Issawi, in an interview with Reuters in his Tripoli office, also said Libya’s commercial ports and wheat imports were still functioning normally, although some roads have been blocked.

He said the Serraj government estimates it will spend up to 2 billion dinars extra on medical treatment for wounded, aid for displaced people and other “emergency” war costs.

He said this was not military spending but analysts believe that the sum will also cover expenditures such as pay for allied armed groups or food for fighters.

“We could actually spend less,” he added, in comments that gave the first insight into the economic impact of the fighting.

Issawi said the Tripoli government, which controls little territory beyond the greater capital region, would not incur new debt to fund the war costs, sticking to a plan to post a 2019 budget without a deficit.

Tripoli derives revenue largely from oil and natural gas production, interest-free loans from local banks to the central bank, and a 183 percent surcharge on foreign exchange transactions conducted at official rates.

But with centralized tax collection greatly diminished, public debt has piled up – to 68 billion dinars in the west, including unpaid state obligations such as social insurance.

Some analysts expect Serraj’s government will be forced to raise new debt if the war for control of Tripoli drags on.

With much of Libya dominated by armed factions that also act as security forces, the public wage bill for both the western and eastern administrations has soared as fighters have been made public employees in efforts to buy their loyalty.

The east has sold bonds worth 35 billion dinars outside the official financial system as the Tripoli central bank does not fund the parallel government apart from some wages.

Despite its limited reach, the Tripoli government still runs an annual budget of around 46.8 billion dinars, mainly for public salaries and fuel subsidies.

“This year we cannot finance via debt…we will not borrow (by agreement with the central bank),” Issawi said.

According to International Monetary Fund data, Libya’s central government debt-to-GDP ratio is 143 percent, making it one of the most heavily indebted in the world on that measure.

Issawi declined to say what parts of the budget would be trimmed to support the extra outlay for war costs.

However, with some 70 percent of the budget allocated to public wages, fuel subsidies and other welfare benefits, a portion devoted to infrastructure is most likely to be axed.

Widespread lawlessness has meant there have been no major infrastructural projects since 2011, when a NATO-backed uprising overthrew dictator Muammar Gaddafi, leaving schools, hospitals and roads in acute need of restoration.

FOREX SURCHARGE

Issawi said the government planned to raise as much as 30 billion dinars by the end of 2019 from hard currency deals after imposing in September a 183 percent surcharge on commercial and private transactions done on the official rate of 1.4 to the U.S. dollar. That fee has effectively devalued the official rate to 3.9, much closer to the black market equivalent.

Some 17 billion dinars have been raised since then, with hard currency allocated for import credit letters now issued without delays, Issawi said. The forex fee has helped the government forecast a budget in the black for 2019.

Despite the narrowing spread between the two rates, the black market continues to thrive. Dozens of traders remained at their favorite spot behind the central bank headquarters in Tripoli when Reuters reporters visited it last week.

But traders said it could take time for the Serraj government to register the extra forex receipts as official banking channels were taking up to six months to approve import financing, keeping the black market in play for dealers.

Issawi said authorities planned to lower the forex fee from 183 percent, without saying when. The black market rate has dropped from 6 to around 4.1 since September but it has hardly moved of late as demand for black market cash remains high.

The Tripoli government has stopped subsidizing food and bread, which used to be cheaper than drinking water in Libya. Wheat imports are now being arranged by private traders and there are surplus stocks of flour at the moment, Issawi said.
