UN: December massacre in Congo left 535 people dead

U.N. investigators say crimes against humanity may have been committed when at least 535 people were killed in intercommunal violence over three days in Congo in December.

The investigative team believes the death toll from the massacre in western Congo is likely higher, saying many victims' bodies are believed to have been thrown in a nearby river.

Investigators say the violence between the Banunu and Batende communities began after a dispute over a burial for a Banunu customary chief.

The new report says the attacks "followed strikingly similar patterns and were characterized by extreme violence and speed, leaving little time for people to escape."

The investigation found Banunu villagers were targeted with weapons including firearms and gasoline.

(Reuters) – Jennifer Kupcho’s bogey-free run finally came to an end but the American hung on for a one-stroke lead after the second round of the inaugural Augusta National Women’s Amateur on Thursday.

Kupcho, the world’s top-ranked amateur, shot a one-under par 71 at Champions Retreat Golf Club in Evans, Georgia, leaving her at five under on the week going into the final round on Saturday at Augusta National Golf Club ahead of next week’s Masters.

The 21-year-old American, fresh off what she called her first “perfect” round, started on the back nine and was cruising along at three-under for the day until her 14th hole, the par-four fifth, where she made her first bogey of the week.

Kupcho then made bogey at her penultimate hole before a par at the last left the overnight co-leader one shot clear of Mexico’s Maria Fassi (70), whose roller-coaster round included five bogeys, five birdies and an eagle.

Thailand’s Pimnipa Panthong (70) and Americans Sierra Brooks (70) and Kaitlyn Papp (69) were a further shot off the pace.

American Zoe Campos, who at 16 is one of the youngest players in the field, started the day in a share of the lead but mixed six bogeys with three birdies for a three-over 75 that left her four shots behind Kupcho.

Only the top-30 players after two rounds advanced to the final round, when they will become the first women to compete at the home of the Masters, but all 72 players in the field can play a practice round at Augusta National on Friday.

Report: Emirati woman wakes up from coma after 27 years

The story of a woman in the United Arab Emirates who woke up from a 27-year-long coma has grabbed international headlines.

The story of Munira Abdulla first ran in Abu Dhabi's The National newspaper on Monday.

The newspaper says in 1991, Abdulla was with her son when a school bus collided with their car. Her son, cradled by his mother before the crash, escaped with a bruise to the head.

Abdulla was 32 at the time. That same son, himself now 32, was quoted saying his mother regained consciousness in a German hospital last year.

A photo shows her in a wheelchair visiting the Grand Mosque in Abu Dhabi, where she now resides.

During her time in hospitals, she was tube-fed and underwent physiotherapy to prevent her muscles deteriorating.

Mnuchin: Keeping IRS From Being Weaponized Against Trump

Treasury Secretary Steven Mnuchin said Monday he will fight to keep the IRS from being "weaponized" by Congressional Democrats who want to review President Donald Trump's income tax returns, as he thinks protecting the IRS is a matter of national security.

“I want to make sure that the IRS is not weaponized like it was in the Nixon Administration and you could imagine how dangerous it would be if the IRS was weaponized,” Mnuchin told Fox Business' "Mornings with Maria."

“Can you imagine when Kevin Brady was [Ways and Means] chairman, if he had requested tax returns of prominent Democrats inside and outside the government — how dangerous that would have been?”

On Saturday, House Ways and Means Committee Chairman Richard Neal, D-Mass., set a 10-day deadline for the IRS to turn over the reports,

He said the administration is "analyzing the law" and consulting with the Department of Justice over whether the returns must be turned over.

Meanwhile, Trump on Sunday that had the Federal Reserve done its job properly, the stock market's GCP would be well about four percent. Mnuchin said he respects Trump's views but thinks it would not be appropriate to comment on the Fed's actions.

Mnuchin also dismissed comments that a recession is nearing, telling show host Maria Bartiromo that he does not see any signs of that.

Neb. State Senator Calls US Flag a “Rag”

A Nebraska state senator referred to the American flag as a “rag” that means nothing to him, likening it to a swastika, according to local media.

Sen. Ernie Chambers (I-Neb.) made the incendiary comments during a debate over a bill pertaining to social studies requirements for high school students, which Chambers claims would entail adopting a curriculum that overly focuses on the experience of “white Americans,” KJRH reports.

“Senator Groene wants to talk about the meaning of respect,” Chambers said. “What do white people mean by it and what do black people mean by it? White people mean we’ve gotta bow down to what they tell us as black people to bow down to.”

“I don’t come here for this rag every day, and it’s a rag. That’s all it is to me. When you show a way to persuade Jews to sanctify and worship the swastika, when you show me that I’ll come up here and stand while you all hypocritically pretend that rag is something that it definitely is not.”

It was reportedly not the first time Chambers has called the flag a “rag.”

Chambers’ outburst elicited a passionate response from Sen. Tom Brewer (R-Neb.), who served in the military for over 30 years.

“It rips our heart out to hear someone say that they refer to the flag as a rag, because for those of us that have brought home those that we’ve lost, it’s hard to refer to the flag as a rag because you have to fold it and you have to give it to the parents,” Sen. Brewer said as his voice wavered. “That’s awful hard to do.”

US Debt Unsustainable

Month after month, the Trump administration runs multi-billion dollar deficits. The national debt has ballooned to over $22 trillion. According to the most recent Treasury Report, the US has a net worth of negative $21.5 trillion. And this understates the problem.

As Wolf Richter of WolfStreet puts it, the US government has “debt out the wazoo.”

Is this sustainable?

In a recent WolfStreet report, Wolf analyzes the debt, who is buying it and why.

Wolf points out that few countries are in worse fiscal shape than the US. America is in the same situation as countries like Japan, Greece and Italy.

The US and Japan have one advantage over Greece, Italy and some other nations because they control their own currency. That means their central banks can simply print money to buy government debt.

The Bank of Japan continues to monetize its government’s debt, but over the last year, the Federal Reserve has not been buying US Treasurys. This may change soon with the end of the Fed’s balance sheet reduction program, but currently, the central bank is not propping up America’s spending binge. So, who is buying all of this debt?

And why?

Foreign investors hold $6.4 trillion in US Treasury debt. China and Japan rank as the largest foreign holders.

The Fed holds about $2.1 trillion in US debt.

US investors and institutions hold about 7.7 trillion – by far the largest category.

US government entities, such as pension funds and the Social Security Trust Fund hold nearly $6 trillion in Treasurys. Some argue this is money “we owe ourselves” so it cancels out. Wolf called this baloney.

“This money is owed to those beneficiaries and it doesn’t cancel out. It is a real debt that the US government owes and it has to pay.”

China’s holdings of US Treasurys are down about $46 billion from a year ago. In total, China and Japan’s combined hold about 10% of US debt. That’s down from a little over 11% in 2017.

Over the last 12 months, foreign investors added about $164 billion in US debt as the Federal Reserve shed around $250 billion. US government entities added $160 billion in Treasury holdings. That totals a net increase of $45 billion.

That means that US investors have taken on the bulk of US government debt – in the neighborhood of $1.2 trillion over the last 12 months.

Wolf points out that banks are aggressively trying to attract depositors and are competing with the federal government which has to fund its deficits. With interest rates so low, US bonds are actually an attractive place to stash cash.

“Two-point-four percent 20 years ago would have been a ludicrously low amount of interest to be attractive, but these days are not normal and 2.4% is a fairly attractive number.”

On top of that, there is a great deal of dividend risk in the stock market with so many companies overvalued. Wolf points to GE as one example of a company that has slashed dividends to close to zero.

Wolf says that the trillions of dollars of additional Treasurys the US government is throwing on the market just doesn’t seem to matter to US investors – at least at this moment.

The $64,000 question is how long can this last?

It doesn’t seem like a sustainable scenario. Right now, things appear pretty rosy. It’s a primrose path of debt, that while perhaps troubling on a theoretical level, isn’t really having any actual impact on the economy. But it seems likely at some point the oversupply of Treasurys will begin to swamp demand. When that happens, the US government will have a real problem.

Who will take up the slack?

If you look at who owns US debt, there is really only one viable option – the Federal Reserve. Practically speaking, this means more quantitative easing.

If demand for Treasurys starts to fall, that will push interest rates higher. This is a simple supply and demand function. The Fed will then face two choices.

  1. Intervene with interest rates cuts and more QE. In other words more inflation.
  2. Do nothing and let interest rates spike.

No. 2 would not bode well for an economy built on debt. The Sovereign Man summed up the implications.

“Make no mistake: higher interest rates will have an enormous impact on just about EVERYTHING. Many major asset prices tend to fall when interest rates rise. Rising rates mean that it costs more money for companies to borrow, reducing their leverage and overall profitability. So stock prices typically fall. It’s also important to note that, over the last several years when interest rates were basically ZERO, companies borrowed vast sums of money at almost no cost to buy back their own stock. They were essentially using record low-interest rates to artificially inflate their share prices. Those days are rapidly coming to an end.”

The bottom line is that the US federal government is on an unsustainable path.

Senior White House adviser Jared Kushner said Tuesday that a detailed plan for a merit-based immigration system will be presented to President Trump, giving priority to skilled immigrants rather than those with family ties to the U.S.

“I do believe that the president’s position on immigration has been maybe defined by his opponents by what he’s against as opposed to what he’s for,” Kushner said at the Time 100 Summit in New York City. “What I’ve done is I’ve tried to put together a very detailed proposal for him.”

Kushner announced that the new immigration proposal, which Trump will receive this week or next, will resemble the point-based systems in Canada, Australia and New Zealand, and will unify people by ensuring strong wages and secure borders while protecting humanitarian values.

We want to make sure we’re reunifying families, and we want to do this in a way that allows our country to be competitive long term,” he said. “And my hope is we can really do something that unifies people around what we’re for on immigration.”

Kushner denied in the same talk that he has clashed with White House staffer Stephen Miller, who’s seen as tougher on immigration than others, adding that the plan was concocted with the help of Miller and Kevin Hassett, chairman of the Council of Economic Advisers.

“And I say that If that if I can get Stephen Miller and Kevin Hassett to agree on an immigration plan, then Middle East peace will be easy by comparison,” Kushner joked, referring to the Israel-Palestine peace plan he’s working on.

After the plan gets presented to Trump, it will likely undergo some changes and then he will decide when to proceed with it, Kushner said.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.
