The Latest on a proposed homeless shelter in San Francisco's Embarcadero (all times local):

San Francisco port commissioners have approved a proposal to put a temporary homeless shelter along the Embarcadero.

Tuesday night's unanimous vote authorizes the port to lease a parking lot to the city for two years to house a 200-bed shelter. The new center would be part of Mayor London Breed's pledge to open 1,000 new shelter beds by 2020.

San Francisco is dealing with a housing shortage even as rental and housing costs soar with an influx of wealthy tech workers.

The waterfront area is a big draw for tourists and is densely populated, with high-priced condos as well as apartments housing thousands of families.

Opponents have heatedly argued that a shelter would be a health and crime hazard. Supporters call the critics heartless.

A neighborhood opposition group calls the vote illegal and says it's considering legal action.

San Francisco port commissioners are deciding whether to approve a new homeless shelter along the city's touristy and residential Embarcadero.

Angry waterfront residents have packed meetings opposing the shelter that could house up to 200 people. They even shouted down Mayor London Breed, who proposed the shelter, and have vowed to sue if it's approved.

Supporters say the homeless need a safe place to sleep and that the city is in crisis.

The Port of San Francisco owns the land for the proposed shelter site. Staff are recommending commissioners approve an initial two-year lease with the city's homelessness department in a vote Tuesday.

The idyllic site has sparked an intense debate among residents, with both sides raising hundreds of thousands of dollars online in campaigns for and against the shelter.

Bulgarian justice minister resigns over real estate deal

SOFIA (Reuters) – Bulgarian Justice Minister Tsetska Tsacheva resigned on Saturday following media reports that she and three other ruling center-right GERB party politicians have bought luxurious apartments at below market prices, the government’s press office said.

Tsacheva has denied any wrongdoing and asked the Anti-Corruption Commission to investigate the terms on which she had acquired a specious apartment in an upmarket Sofia neighborhood last year.

Prime Minister Boyko Borissov accepted her resignation after meeting with her early on Saturday, the press office said in a statement.

“The two discussed the real estate deal linked with her name. Minister Tsacheva told the prime minister that she quit and did not want the tensions [around the deal] to affect the government’s work,” the statement said.

The Anti-Corruption Commission launched a probe on Friday into the properties purchased last year from the same developer.

One of the four politicians, Tsvetan Tsvetanov, leader of GERB’s parliamentary group, has also denied any wrongdoing. But Deputy Sports Minister Vanya Koleva resigned on Saturday over the deals.

The issue came to light earlier this week after the Bulgarian section of Radio Free Europe/Radio Liberty and the non-governmental Anti-Corruption Fund published their investigation into the property deals. Their report was picked up by other Bulgarian media outlets.

Speaking to journalists in the southern city of Stara Zagora, Tsacheva reiterated she had demanded the anti-corruption probe herself as she had no concerns about the outcome.

She rejected that she had committed an “abuse of office”, adding: “But while the probe lasts I do not want my involvement this case to weigh on the GERB party and the government.”

The reports have outraged many in the poorest European Union member state and Borissov has said that anyone who has breached the laws will have to deal with the consequences.

The news comes as political parties are preparing for EU parliament elections in May. Opinion polls show a narrow lead for GERB over opposition Socialists. The GERB-led government took office in May 2017 for a four-year term.

Despite pledges by consecutive governments to uproot widespread graft, Bulgaria ranks as the most corrupt EU member state, according to anti-corruption group Transparency International. Despite this, it has not yet sent a senior official behind bars on corruption charges.

Analysts say high-level corruption is the main obstacle to Bulgaria’s ambition to attract more foreign investment or to join the EU’s Schengen zone for free travel.

Pentagon Tells Congress of Projects That Could Be Hit to Pay for Wall

Acting Pentagon Chief Patrick Shanahan said on Monday he had provided Congress with a list of projects from the military construction budget that could be cut back in order to help pay for a wall on the border with Mexico.

Last month Trump declared a national emergency in a bid to fund his promised wall at the U.S.-Mexico border without congressional approval.

The emergency declaration allows the Trump administration to use money from the military construction budget, if needed.

Trump issued the first veto of his presidency on Friday to block a measure passed by Democrats and Republicans in Congress that would terminate his emergency declaration for a wall on the U.S. border with Mexico to stem illegal immigration and crime.

Speaking before the start of his meeting with his French counterpart, Shanahan was asked if he had sent the list of projects to Congress.

"I have," Shanahan said.

The more than 20-page document seen by Reuters included all the projects that were not awarded funding as of Dec. 31 2018.

The list includes a cemetery at the U.S. Military Academy in New York and a command and control facility at Camp Tango in South Korea.

It is essentially up to Congress to go through the list and figure out which projects will not be affected, including military housing, barracks and projects that have already been awarded funding.

The list is unlikely to satisfy Congress.

"This list is wholly insufficient and just tells Congress what projects it already approved," said Evan Hollander, a spokesman for Representative Nita Lowey, a Democrat and chairwoman of the House Appropriations Committee.

"This appears to be nothing more than another stall tactic designed to delay the political consequences of President Trump’s emergency declaration," Hollander said.

In a statement, the Pentagon said the pool of projects included was valued at about $12.9 billion. The Pentagon has said it could use about $3.6 billion from the military construction budget this year, if needed.

The issue was highlighted during a tense Congressional hearing on Thursday, when Democratic Senators demanded that they be provided a list of military that could be impacted if funding was used to build a wall.

"We know President Trump wants to take money from our national security accounts to pay for his wall, and now we have a list of some of the projects and needed base repairs that could be derailed or put on the chopping block as a result," Senator Jack Reed said in a statement.

German automaker Mercedes opens new Russia factory

Germany's Daimler AG has opened a new Mercedes factory in Russia, part of a 250 million euro ($281 million) investment it says will create 1,000 jobs.

CEO Dieter Zetsche said Wednesday the Moscow-area plant will produce Mercedes sedans and SUVs for the local market, and is part of a strategy to move production closer to customers.

The opening was attended by German Economy Minister Peter Altmaier, who also was meeting President Vladimir Putin and other Russian officials on a two-day visit. Ministry spokeswoman Annika Einhorn said the trip aimed to address "opportunities and challenges for German business in Russia."

Germany's government stressed the visit didn't signal a return to business as usual. Chancellor Angela Merkel's spokesman, Steffen Seibert, said Germany's position on sanctions imposed over Russia's actions in Ukraine hasn't changed.

Paralympics: IPC lays down strict criteria for Russia reinstatement

LONDON (Reuters) – The International Paralympic Committee (IPC) has set down a long list of conditions Russia must meet for the next four years to avoid having a doping-related suspension reinstated.

Russia’s Paralympic Committee (RPC) was officially welcomed back into the fold on Friday after a 30-month suspension imposed over allegations of state-sponsored doping was lifted.

But it was left in no doubt that the lifting of the suspension would be revoked should the RPC be found in breach of anti-doping rules until December, 2022.

“We are looking forward to welcoming the RPC back as an IPC member,” IPC President Andrew Parsons said in a statement.

“The organization should be under no illusions, however, that should it at any stage not meet the post-reinstatement criteria, the IPC Governing Board can reconsider its membership status. This could include the IPC revoking the conditional reinstatement.”

Conditions the RPC must satisfy include remaining compliant with all the requirements of the World Anti-Doping Program (including, in particular, the World Anti-Doping Code) and the IPC Anti-Doping Code.

Russia’s Anti-Doping Agency (RUSADA) must also avoid being declared “non-compliant” while Russian para athletes will only be allowed to compete in selected events if they have met minimum testing requirements for the prior six months.

In reinstating the RPC, the IPC said it had met 69 of the 70 criteria outlined in 2016 after it was suspended.

“It is now a much-improved organization from the time when it was suspended,” Parsons said.

The RPC has been barred from international competitions since August, 2016, following a two-part WADA-commissioned report by Canadian lawyer Richard McLaren in 2016 found evidence of a state-sponsored doping schemes across several sports and at the 2014 Winter Olympics in the Russian city of Sochi.

It meant Russian athletes were absent from the Rio Olympics in 2016 and last year’s Winter Olympics in Pyeongchang.

The lifting of the ban clears the way for the Russian paralympic team to compete at next year’s Tokyo Games.

(Reuters) – Spain’s Garbine Muguruza successfully defended her Monterrey Open title when an injured Victoria Azarenka retired while trailing in the second set of the final on Sunday.

Second seed Muguruza was leading the match between the two former world number ones 6-1 3-1 when Azarenka was unable to continue because of a leg injury.

Muguruza broke the pained Belarusian three times in the first set and again in the fourth game of the second.

The fifth-seeded Azarenka received treatment on her leg during a medical time-out between sets, but it became apparent as the second set began that her movement had become significantly hampered.

Azarenka was grimacing and stretching after nearly every point and, after Muguruza broke for a 3-1 lead, the two-time Australian Open champion decided to call it quits.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. COLORADO ENACTS ‘RED FLAG’ LAW TO SEIZE GUNS FROM THOSE DEEMED DANGEROUS, PROMPTING BACKLASH

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

North Korean leader Kim Jong Un, fresh off his summit with  Russian President Vladimir Putin, said the U.S. has been acting in “bad faith” since his Hanoi meeting with President Trump over the stalemated issue of North Korean denuclearization. The North Korean leader told the Korean Central News Agency that, “the situation on the Korean Peninsula and the region is now at a standstill and has reached a critical point,” the Straits Times of Singapore reported. Kim warned that the situation “may return to its original state as the U.S. took a unilateral attitude in bad faith at the recent second DPRK-US summit talks,” the Korean Central News Agency added.

NFL Draft 2019: It’s all about defense
The first round of the 2019 NFL Draft saw a run on defensive players, with eight of the top 12 picks in Nashville coming from that side of the ball. After Oklahoma quarterback Kyler Murray was taken first overall by the Arizona Cardinals, the San Francisco 49ers started a run of four straight front-seven players by taking Ohio State defensive end Nick Bosa with the second overall pick — the highest draft slot for any Buckeye since left tackle Orlando Pace went No. 1 overall to the St. Louis Rams in 1997.
