SEOUL (Reuters) – The demotion of Kim Yong Chol, North Korean leader Kim Jong Un’s point man for nuclear talks with the United States, signals he has taken the fall for the failed second summit between the two countries, diplomats in Seoul and regional experts said.

The hawkish former general and spymaster was recently removed from a key party post and is expected to hand over his leading role in the nuclear talks to diplomats who had been previously restrained to playing a secondary part, they said.

Kim Yong Chol remains a formidable force in Pyongyang but there is no word whether he has been given a new role in the ultra-secretive North Korean power structure. He did not accompany Kim Jong Un to Russia this week for a summit with President Vladimir Putin, the North Korean leader’s first international foray since his meeting with U.S. President Donald Trump in Hanoi in February ended in disarray.

“The summit damaged the North’s long-held principle that its leader never makes an error, so they have to shift the blame,” said Kim Hyun-wook, a professor at the Korea National Diplomatic Academy in Seoul.

“This may not mean an immediate shift in their U.S. strategy, but the diplomats will likely take the initiative to contain the fallout from Hanoi and promote diplomacy with various countries.”

Kim Yong Chol was beside Kim through the last 12 months, including for his three meetings with South Korean President Moon Jae-in, two with Chinese President Xi Jinping and the two Trump summits, in Singapore and Hanoi.

But for those who have known him as a hardline military general, Kim Yong Chol never seemed comfortable with the art of negotiating the roll back of his country’s nuclear program in exchange for concessions from the United States.

Kim avoided getting into details at negotiating sessions, instead leaving it to diplomats to build strategy, two diplomatic sources in Seoul familiar with the North’s diplomatic engagements said.

Even then, he refused to yield control, one of the sources said.

“Whether or not he understood the issues, he kept a tight grip on the negotiations. It seemed like: ‘Over my dead body I’m going to let Ri Yong Ho take over,'” the source said, referring to the North’s foreign minister.

‘REAL SPOKESWOMAN’

Ri and his deputy, Choe Son Hui, are seen to be taking over the vacuum left by Kim Yong Chol, flanking the leader as he met Putin on Thursday.

The collapse of the Hanoi summit was a major setback for Kim Jong Un, who, several sources said, was led to believe by hawkish aides like Kim Yong Chol that he was about to win sought-after sanctions relief in return for a promise to partially scrap nuclear facilities.

Cheong Seong-chang, a senior fellow at South Korea’s Sejong Institute, said the demands Kim made of Trump in Hanoi had the hallmarks of the “best scenario” strategy advocated by hawks like Kim Yong Chol.

“But it turned out to be a scenario that the United States could never accept,” Cheong said. “Kim Jong Un cutting his reliance on Kim Yong Chol is a positive sign for the negotiations.”

The person who now appears to have Kim’s ear is Vice Foreign Minister Choe, North Korea experts said.

She has steadily grown in influence over the last 15 years, rising from a junior player on the North’s U.S. diplomacy team to become vice foreign minister and a member of the powerful State Affairs Commission.

She held several news conferences after the collapse of the Hanoi summit, playing the rare role of conveying Kim Jong Un’s thinking.

Thae Yong Ho, former North Korean deputy ambassador in London who defected to the South in 2016, said Choe has joined an inner circle of women close to Kim Jong Un, including his sister and his wife.

“Now she’s the real spokeswoman for Kim Jong Un,” Thae told a forum hosted by the Asan Institute of Policy Studies on Wednesday in Seoul. “How can Choe read his mind? Because she has access.”

A diplomatic source also said Choe appears to have built rapport with Kim Yo Jong, Kim’s sister who is also a senior party official, which contributed to her recent promotion.

“We have to remember that (Foreign Minister) Ri and Choe are not only North Korea’s best people for the job of dealing with the U.S.,” said Michael Madden, a North Korea leadership expert at the U.S.-based Stimson Center.

“But they both have known the leader since he was a small boy so there is a dynamic of their wanting to see Kim Jong Un thrive and succeed.”

Media ‘Romanticizes’ Illegal Aliens, ‘Vilifies’ Border Agents – Border Patrol Council President

National Border Patrol Council President Brandon Judd expressed his disgust with mainstream media and leftists who bash border enforcement agents while idealizing illegal aliens.

Judd slammed the double-standard being applied by the globalist press during an interview on Fox and Friends on Thursday.

“It’s so frustrating and disappointing to see that border patrol agents are vilified for strictly enforcing the laws that Congress put in place,” Judd said. “We’re trying to protect the American public. Yet, they romanticize those people crossing the border illegally and vilify the good guys that are trying to do the job for the American public.”

Judd also addressed the on-going migrant crisis at the U.S. southern border, asserting that the system is totally overwhelmed as hundreds of thousands of migrants pour into the country.

“What we are looking at is all of our resources being pulled from the field as [Chief Patrol Agent Rodolfo Karisch] testified that we just don’t have the resources in the field to deal with the numbers of people that are crossing the border,” Judd said. “And what we have to look at is the number of people that are actually getting away, evading apprehension. Texas Border Patrol Chief Raul Ortiz from the same sector said within this fiscal year alone, we have 25,000 people that were able to evade apprehension.”

“Those are people we do not know what their purpose for coming into the United States are. We don’t know where they are from. That’s a very dangerous situation and dynamic we are setting up.”

Judd expressed his approval of Kevin McAleenan stepping into the role of acting DHS head following the departure of Kirstjen Nielsen, whom Judd believes was not cut out for the job.

“It’s absolutely for the better. If you look at Secretary Nielsen, she is second to none in cybersecurity. That’s where her expertise lies. Unfortunately, she did not have that experience in border security,” he said. “So we elevated the Commissioner of Customs and Border Protection, who had a career at CBP, to face the problems that the DHS is looking at in the face right now, and that is border security.”

McAleenan recently warned that the immigration system had reached the “breaking point,” calling the migrant surge on the southern frontier “unprecedented.”

Britain can’t ‘simply arrest’ way from youth knife violence

British Prime Minister Theresa May is calling for a more coordinated response to youth violence following a recent spike in knife-related killings.

May said at a government summit that started on Monday that Britain can't "simply arrest ourselves out of this problem" but needs to take a more wide-ranging approach.

She says an "appalling" number of young lives have been cut short by senseless violence.

The government is bringing together more than 100 experts from various fields to come up with an effective strategy after teenagers died of knife injuries in London and other major cities.

Inmates break into vehicle to save trapped infant

Sometimes crime does pay. Local inmates worked alongside deputies in 70 degree heat outside the West Pasco Judicial Center in New Port Richey, Fla., to save Dallas, a 1-year-old trapped inside a Chevy Tahoe.

Those low-risk, work release inmates just happened to be repairing roadway medians right outside the Judicial Center when they came over to help. Using a wire hanger, they were able to pry the door open within minutes and save the infant from the heat, per local Tampa affiliate WFTS.

"Surprised when somebody had a wire coat hanger, Deputy Richard Stanger, of the Pasco County Sheriff's Office told WFTS. "We were able to get the door open enough to get it in there."

Dallas' mother told ABC News that her husband tossed the car keys in the front seat and buckeledin the infant. That's when he realized the car was locked and their child was trapped.

A crowd eventually formed outside the car and, in the video, per WFTS, you can hear a woman yell "thank god!" and "honey that was stressful!" when they eventually got it open.

Pasco County Sheriff Chris Nocco understood how a situation like this just doesn't happen every day. He also feels like most inmates just want to live a better life.

“There’s only a very small percentage of those criminals out there that want to fight us and want to attack us," said Nocco. "But a lot of them, like these individuals, they know they made bad mistakes, bad choices, but they want to do the right thing in life.”

Nocco belives the inmates "unique" skill set saved the day and in case you were wondering, they can only get permission to use those skills when a deputy is around, he told WFTS.

ROME (Reuters) – Italy’s government approved an economic growth plan in the early hours of Wednesday after a bad-tempered cabinet meeting that exposed divisions in the ruling coalition and fuelled speculation about a government collapse.

The infighting overshadowed media coverage of the “growth decree” which called for tax breaks and investment incentives and for simplified procedures for public tenders.

The ruling parties, the right-wing League and anti-establishment 5-Star Movement, are feuding as they compete for votes ahead of European Parliament elections on May 26, stoking investor fears that the government could fall.

The government had presented the decree as a landmark in its efforts to kickstart Italian growth, which has lagged euro zone peers for two decades, but it instead served to underline an intensifying feud between the coalition partners’ leaders.

5-Star chief Luigi Di Maio showed up for the meeting more than an hour late, after using a TV appearance to call for a junior League minister to resign over a corruption scandal. League leader Matteo Salvini has refused to sack the minister.

“It’s official – there are two governments,” read the front-page headline in national daily newspaper La Repubblica.

Di Maio and Salvini repeatedly say they want the alliance to continue even as they attack each other on a range of issues, and they have shown no willingness to compromise over the future of the League official at the centre of the scandal.

Armando Siri, a transport ministry undersecretary and economic adviser to Salvini, has been put under investigation for allegedly accepting bribes to promote the interests of renewable energy firms. Siri denies any wrongdoing.

“I plan to govern for a full mandate and I have no intention of sending Italians to (early) elections,” Salvini told reporters on Wednesday.

He added that he would not push for a cabinet reshuffle to have more weight in government after the EU elections, where the League is likely to be the largest party, opinion polls suggest.

He said Prime Minister Giuseppe Conte – an academic who is from neither ruling party but is close to 5-Star – had not asked for Siri’s resignation. Shortly afterwards Conte said he would speak to Siri, without giving further details.

DEBT RELIEF CHANGE

The growth decree contained few surprises, though the dispute was reflected in a change to one of the decree’s major measures – debt relief for the municipality of Rome, which is run by 5-Star.

The decree was less generous than an original draft of the plan after criticism from the League.

Cabinet also broadened the scope of its plan to compensate savers hit by the country’s recent banking crisis, making the money available to those with an annual income of up to 35,000 euros ($39,000) or with assets of up 200,000 euros.

The asset test was raised from 100,000 euros in the original draft, but it later emerged the amended scheme with the higher threshold would be conditional on EU approval.

The decree also gave the green light for the government to potentially take an equity stake in any vehicle set up to rescue loss-making airline Alitalia. The government is desperate to save the carrier and avoid mass layoffs.

Italy last year unveiled a big-spending budget for 2019, rattling the euro and other financial markets, but it has so far had little impact on growth. The economy slipped into technical recession at the end of 2018 and is now barely expanding.

Italy, the euro zone’s second-most indebted nation after Greece, had public debts equalling 132.2 percent of GDP in 2018, up from 131.4 percent in 2017.

WASHINGTON, (Reuters) – U.S. producer prices barely rose in February, resulting in the smallest annual increase in more than 1-1/2 years, in the latest sign of benign inflation that supports the Federal Reserve’s wait-and-see approach to further interest rate hikes this year.

The Labor Department said on Wednesday its producer price index for final demand edged up 0.1 percent last month, lifted by a rebound in the cost of gasoline. The PPI had dropped for three straight months.

In the 12 months through February, the PPI rose 1.9 percent. That was the smallest gain since June 2017 and followed a 2.0 percent increase in January. Economists polled by Reuters had forecast the PPI rebounding 0.2 percent in February and advancing 1.9 percent on a year-on-year basis.

A key gauge of underlying producer price pressures that excludes food, energy and trade services rose 0.1 percent last month after climbing 0.2 percent in January. The so-called core PPI increased 2.3 percent in the 12 months through February, the smallest rise since December 2017, after advancing 2.5 percent in January.

Data on Tuesday showed consumer prices rising moderately in February, with the consumer price index posting its smallest annual gain in nearly 2-1/2 years.

Slowing domestic and global growth are keeping inflation contained even as a tight labor market boosts wage growth. An improvement in productivity is curbing labor costs for companies and the dollar strength last year is weighing on prices of imported goods.

The Fed has pledged to be “patient” before tightening monetary policy further. The U.S. central bank raised interest rates four times in 2018.

Last month, wholesale energy prices rose 1.8 percent, with gasoline prices rebounding 3.3 percent. Energy prices dropped 3.8 percent in January. Wholesale food prices fell 0.3 percent in February after dropping 1.7 percent in the prior month.

Overall, the cost of wholesale goods increased 0.4 percent in February after tumbling 0.8 percent in January. Core goods edged up 0.1 percent after rising 0.3 percent in January.

The cost of services was unchanged in February after rising 0.3 percent in the prior month.

KABUL (Reuters) – Afghan President Ashraf Ghani encouraged newly-elected lawmakers to participate in the peace process with the Taliban as he opened on Friday the first session of parliament since a controversial election.

Ghani has invited thousands of politicians, religious scholars and rights activists to an assembly known as a loya jirga next week to discuss ways to end the 17-year war.

Several opposition leaders have said they will boycott the four-day assembly in Kabul, saying it was pulled together without their input and is being used by Ghani as he seeks a second term in a September presidential election.

“We have presented the peace plan on a regular basis and we are committed to it,” Ghani said in the first session since parliamentary elections marred by technical problems, militant attacks and accusations of voting fraud last year.

“Based on this plan, there will be no peace deal and negotiation that does not have the green card of the parliament,” he added.

Officials from the United States and the Taliban have held several rounds of talks to end the Afghan war.

U.S. negotiator, Zalmay Khalilzad, has reported some progress toward an accord on a U.S. troop withdrawal and on how the Taliban would prevent extremists from using Afghanistan to launch attacks as al Qaeda did on Sept. 11, 2001.

The insurgents have so far rejected U.S. demands for a ceasefire and talks on the country’s political future that would include Afghan government officials.

The loya jirga, a centuries-old institution used to build consensus among competing tribes, factions and ethnic groups, is an attempt by Ghani to influence the peace talks and cement his position for a second term, Afghan politicians and Western diplomats say.

Amid growing political divisions in Kabul, opposition politicians have demanded that Ghani step down when his mandate ends next month, and give way to an interim government to oversee peace talks with the Taliban. Ghani has ruled that out.

The country’s top court said last week Ghani can stay in office until the presidential election in September.

Deputy Attorney General Rod Rosenstein Thursday defended special counsel Robert Mueller’s investigation while slamming former President Barack Obama’s administration for being slow to take action on Russian interference in U.S. elections and ex-FBI Director James Comey for telling Congress the agency was investigating collusion between the Trump campaign and Russia.

“Our nation is safer, elections are more secure, and citizens are better informed about covert foreign influence schemes,” Rosenstein said in a speech to the Armenian Bar Association, marking his first public remarks after the Mueller report was released, reports CBS News.

He also pointed out that the investigation revealed a pattern of computer hacking and the use of social media to undermine elections as “only the tip of the iceberg of a comprehensive Russian strategy to influence elections, promote social discord, and undermine America, just like they do in many other countries,” reports The Wall Street Journal.

The Obama administration also made “critical decisions,” including choosing not to publicize the full story about Russian hackers and social media trolling, “and how they relate to a broader strategy to undermine America,” said Rosenstein.

He noted that the Mueller probe began after Comey disclosed during a hearing before Congress that President Donald Trump “pressured him to close the investigation and the president denied that the conversation occurred.”

Rosenstein said two years ago, when he was confirmed, he was told by a Republican senator that he would be in charge of the probe and that he’d report the results to the American people.

However, he said he didn’t promise to do that, because it is “not our job to render conclusive factual findings. We just decide whether it is appropriate to file criminal charges.”

BEIJING (Reuters) – Britain must get to the bottom of the leak of confidential discussions during a top-level security meeting about the role of China’s Huawei Technologies in 5G network supply chains, British finance minister Philip Hammond said on Friday.

News that Britain’s National Security Council, attended by senior ministers and spy chiefs, had agreed on Tuesday to bar Huawei from all core parts of the country’s 5G network and restrict its access to non-core elements was leaked to a national newspaper.

The leak of secret discussions has sparked anger in parliament and amongst Britain’s intelligence community. Britain’s most senior civil servant Mark Sedwill has launched an inquiry and written to ministers who were at the meeting.

“My understanding from London (is) that an investigation has been announced into apparent leaks from the NSC meeting earlier this week,” said Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing.

“To my knowledge there has never been a leak from a National Security Council meeting before and therefore I think it is very important that we get to the bottom of what happened here,” he told Reuters in a pooled interview.

British culture minister Jeremy Wright said on Thursday he could not rule out a criminal investigation. The majority of the ministers at the NSC meeting have said they were not involved, according to media reports.

Hammond said he was unaware of any previous leak from a meeting of the NSC.

“It’s not about the substance of what was apparently leaked. It’s not earth-shattering information. But it is important that we protect the principle that nothing that goes on in national security council meetings must ever be repeated outside the room.”

Allowing Huawei a reduced role in building its 5G network puts Britain at odds with the United States which has told allies not to use its technology at all because of fears it could be a vehicle for Chinese spying. Huawei has categorically denied this.

There have been concerns that the NSC’s conclusion, which sources confirmed to Reuters, could upset other allies in the world’s leading intelligence-sharing network – the Five Eyes alliance of the United States, Britain, Australia, Canada and New Zealand.

However, British ministers and intelligence officials have said any final decision on 5G would not put critical national infrastructure at risk. Ciaran Martin, head of the cyber center of Britain’s main eavesdropping agency, GCHQ, played down any threat of a rift in the Five Eyes alliance.

President Trump on Friday said “no money” was paid to North Korea for Otto Warmbier, after reports that the U.S. received a $2 million hospital bill from Pyongyang for the late American prisoner’s care.

“No money was paid to North Korea for Otto Warmbier, not two Million Dollars, not anything else. This is not the Obama Administration that paid 1.8 Billion Dollars for four hostages, or gave five terroist[sic] hostages plus, who soon went back to battle, for traitor Sgt. Bergdahl!” Trump tweeted Friday.

The Washington Post first reported that North Korean authorities insisted the U.S. envoy sent to retrieve Warmbier, 21, who was a student of the University of Virginia, sign a pledge to pay the bill before allowing Warmbier’s comatose body to return to the United States. Sources confirmed the bill and the amount to Fox News on Thursday.

Sources told the post that the envoy signed an agreement to pay the medical bill on instructions from the president, but a source told Fox News that the U.S. did not ever pay money to North Korea.

The White House declined to comment when asked on the bill, with Press Secretary Sarah Sanders saying in a statement that: “We do not comment on hostage negotiations, which is why they have been so successful during this administration.”

Meanwhile, the president added: “’President[sic] Donald J. Trump is the greatest hostage negotiator that I know of in the history of the United States. 20 hostages, many in impossible circumstances, have been released in last two years. No money was paid.’ Cheif[sic] Hostage Negotiator, USA!”

Warmbier was on tour in North Korea when he allegedly stole a propaganda sign from a hotel. He was arrested in January 2016 and sentenced to 15 years in prison with hard labor in March 2016. Warmbier, for unknown reasons, fell into a coma while in custody and was held in that condition for an additional 17 months.

North Korean officials did not tell American officials until June 2017 that Warmbier had been unconscious the entire time. He died less than a week after he returned to the U.S. North Korean officials, though, have repeatedly denied accusations that Warmbier was tortured, instead claiming that he had suffered from botulism and then slipped into a coma after taking a sleeping pill.

Fred and Cindy Warmbier sued North Korea over their son’s death and in December were awarded $501 million in damages – money that the Hermit Kingdom will probably never pay.

While the Warmbiers blamed North Korean leader Kim Jong Un, Trump has said he believes Kim’s claims that he did not know about the student’s treatment.

Trump and Kim have met in two separate summits. The most recent, held in February, ended without an agreement on denuclearization of the Korean Peninsula.

Sen. Rob Portman, R-Ohio, told Fox News: “Otto Warmbier was mistreated by North Korea in so many ways, including his wrongful conviction and harsh sentence, and the fact that for 16 months they refused to tell his family or our country about his dire condition they caused.  No, the United States owes them nothing. They owe the Warmbier family everything.”

Last year, the Trump administration was also able to save three American prisoners held by North Korea. Kim Dong Chul, Tony Kim, and Kim Hak Song were all detained in North Korea. Secretary of State Mike Pompeo brought the three Americans home last May, and said they were all in “good health.”

SEOUL (Reuters) – K-pop and drama star Park Yu-chun was arrested on Friday on charges of buying and using illegal drugs, a court said, the latest in a series of scandals to hit the South Korean entertainment business.

Suwon District Court approved the arrest warrant for Park, 32, due to concerns over possible destruction of evidence and flight risk, a court spokesman told Reuters.

Park is suspected of having bought about 1.5 grams of methamphetamine with his former girlfriend earlier this year and using the drug around five times, an official at the Gyeonggi Nambu Provincial Police Agency said.

Park has denied wrongdoing, saying he had never taken drugs, and he again denied the charges in court, Yonhap news agency said.

Park’s contract with his management agency had been canceled and he would leave the entertainment industry, Park’s management agency, C-JeS Entertainment, said on Wednesday.

Park was a member of boyband TVXQ between 2003 and 2009 before leaving the group with two other members, forming the group JYJ.

A scandal involving sex tapes, prostitutes and secret chat about rape led at least four other K-pop stars to quit the industry earlier this year.

The cases sparked a nationwide drugs bust and investigations into tax evasion and police collusion at night clubs and other nightlife spots.
