Students can skip Pledge of Allegiance, school district says

A Connecticut school district has acknowledged students have the right not to participate in the Pledge of Allegiance, as a result of a lawsuit by a teenage girl who says her teacher shamed her and other students for opting out.

The Waterbury Board of Education and teacher agreed to settle the federal lawsuit, which was dismissed Feb. 9 as a result of the deal. The girl's lawyer says officials agreed students don't have to take part in the pledge and will pay her legal fees, which weren't disclosed.

The unidentified 14-year-old black student at Waterbury Arts Magnet School sued in October, citing First Amendment rights. She said she and her classmates remained seated during the pledge to protest racial discrimination.

Messages were left with school officials and city lawyers Tuesday.

PARIS/SINGAPORE (Reuters) – Pilots of an Ethiopian Airlines jet involved in a deadly crash cut out an electric trim system while the plane’s nose was down and were unable to stabilise the aircraft manually, prompting them to reverse the action, a preliminary report into the accident said.

The Boeing 737 MAX hit an airspeed as high as 500 knots (575 miles per hour), well above its operational limits, before cockpit data recordings stopped as the plane crashed on March 10 killing all passengers and crew, the report published on Thursday said.

CARACAS (Reuters) – Living with a scarcity of water is becoming the norm for many Venezuelans.

Families interviewed by Reuters say they have spent months without receiving any water from the tap after power blackouts cut off supply and pipes failed due to a lack of maintenance. Faced with uncertainty of when it might return, and whether it would be enough, they are conserving as much as water as they can take from rivers or buy at shops. They are bathing, washing clothes and dishes, and cooking with just a few liters a day.

From the poorest slums, to the wealthiest neighborhoods, the shortage of water cuts across Venezuelan society as families endure the country’s deepest ever economic crisis.

A 5 liter (1.32 gallons) bottle costs about $2 at a Caracas supermarket, out of reach for many low-income people in Venezuela, where the monthly minimum wage is only around $6 each month.

“We try to save water scrubbing ourselves standing in bowls,” said Yudith Contreras, a 49-year-old lawyer, in her apartment where little water has arrived over the past two years. She has taken to getting water from streams that run down the Avila mountain above Caracas.

Contreras, who is from one of the families interviewed by Reuters in a ten-story housing complex in downtown Caracas, said her family recycles the water by using it to flush the toilet. In her kitchen and bathroom, she keeps containers of water, which she carries up the nine floors to her apartment as the elevator does not work.

“You have to save water because we don’t know how long this situation will go on for,” she said.

Some residents of the building, a few blocks from the presidential Miraflores Palace, have already exhausted their water supplies. “Today I finished all that I had stored,” said David Riveros, a retired bus driver living on the first floor.

President Nicolas Maduro’s government blames the scarcity of water on a long drought and also accuses opponents of sabotaging its supply. The country’s opposition, led by Juan Guaido, who in January invoked the constitution to assume the interim presidency after declaring Maduro’s re-election a fraud, says the problem is due to little maintenance done over many years on Venezuela’s power and water networks.

Earlier this month, Venezuela was plunged deeper into chaos after a near week-long power blackout cut off the already scant water supply to most residents. Since then, Maduro has promised to place enormous water tanks on the roofs of houses and apartment blocks to alleviate the problem.

Since the nationwide blackout, the worst in decades, lines of people queuing to fill up water flowing from the Avila have multiplied, despite warnings that the water was not fit for consumption and could contain bacteria and parasites.

Yuneisy Flores, a 31-year-old homemaker whose family live on the fourth floor, washes her dishes in cartons and strains the water to remove the leftovers of food. She then uses the liquid to flush the toilet. She bathes her 3-year-old daughter in a sink to recycle the water.

In her home, three tanks and several other containers collect water when it comes intermittently. Flores, her husband, and their two little children bathe in one of the tanks, which holds some 18 liters.

“It’s hard, too hard, you can die without water,” she said. “We weren’t aware of this before. Water now is gold.”

Trump, South Korea’s leader mull next step in nuclear talks

President Donald Trump's meeting Thursday with South Korean President Moon Jae-in comes amid uncertainty over whether the leader of North Korea is considering backing out of nuclear negotiations or restarting nuclear and missile tests.

It is Moon's first meeting with Trump since his unsuccessful summit with Kim Jong Un in Hanoi. The South Korean leader, who wants to see a denuclearized Korean Peninsula, has been shuttling between Washington and Pyongyang to resolve the nuclear standoff. Moon has worked aggressively to foster better relations between the North and South and doesn't want to see nuclear talks derailed.

Trump walked away from making a deal with Kim at their meeting in late February. Trump said Kim was asking for sanctions relief without wanting to fully dismantle all of his nuclear weapons programs. North Korean experts are debating whether harsh sanctions can pressure Kim to denuclearize or if they will keep him from the negotiating table.

A senior administration official said Thursday that the U.S. and the international community have "clearly defined the scope" of North Korea's weapons of mass destruction and ballistic missile programs, have a shared understanding of what final, fully verified denuclearization entails and what meaningful progress toward that goal looks like. The official, who spoke on condition of anonymity to discuss the sensitive negotiations, said the North Korean position, so far, has fallen short of that understanding.

Clues about Kim's current stance could be revealed Thursday in the North Korean capital when he is expected to address his country's Supreme People's Assembly. The assembly, the country's version of a parliament without power, is expected to convene to formally approve Kim's latest economic policies and possibly endorse a shift in U.S. strategy following his failed summit with Trump in Hanoi.

North Korea's Deputy Foreign Minister Choe Son Hui said last month that Kim would soon make clear his post-Hanoi position. She said her country might pull out of the nuclear negotiations with the United States, citing a lack corresponding steps to some disarmament measures North Korea took last year. She also hinted Kim was considering whether to continue the talks and his moratorium on nuclear and missile tests.

The Korean Central News Agency on Thursday said that at a party meeting on Wednesday, Kim stressed "self-reliance" in his country to "deal a telling blow to the hostile forces" that "go with bloodshot eyes miscalculating that sanctions can bring" North Korea "to its knees."

Breakthrough: Late-Night Deal Breaks Two-Year Deadlock Over Natural Gas Exports

The Federal Energy Regulatory Commission (FERC) broke a two-year partisan deadlock Thursday night to approve a liquefied natural gas (LNG) export terminal in Louisiana.

Top Department of Energy (DOE) officials said this was a major breakthrough that will alleviate a growing problem for U.S. energy producers — a lack of export infrastructure.

“We have been promoting US energy around the world and today’s decision by the FERC is a very important one,” DOE Deputy Secretary Dan Brouillette told The Daily Caller News Foundation in an interview.

The Calcasieu Pass LNG export terminal is the first such project to get FERC approval in two years. Republican FERC commissioners Neil Chatterjee, the chairman and Bernard McNamee worked with Democrat Cheryl LaFleur to hash out an agreement to get her support.

Chatterjee and McNamee needed LaFleur’s vote to approve Calcasieu Pass, which they secured after working out a new approach to account for greenhouse gas emissions from the export facility.

“This is a tremendous breakthrough,” DOE Under Secretary of Energy Mark Menezes told TheDCNF. “We hope it will serve as an analytical template going forward.”

Once complete, Calcasieu Pass terminal will export up 12 million metric tons of LNG a year. Brouillette said the project already has buyers, including in Europe, waiting for American natural gas.

Hydraulic fracturing and horizontal drilling spurred an oil and natural gas boom over the past decade, making the U.S. the world’s top hydrocarbon producer. However, a limiting factor on oil and gas is the lack of export terminals and pipelines.

Menezes said breaking FERC’s deadlock was also an important step in helping DOE improve its own LNG terminal approval process, including “making sure there’s no duplicative reviews.”

Getting approval to build an LNG export terminal is a long, complicated process that requires approval from multiple agencies. FERC currently has a backlog of a dozen LNG projects awaiting approval.

The Trump administration has been pushing for speedier approvals for LNG terminals, but FERC has been holding up the process amid pressure from environmental groups to factor global warming into its approval process.

LaFleur, for example, called on FERC to factor in estimates, like the controversial “social cost of carbon,” for a cost-benefit analysis. However, LaFleur agreed to compromise with her Republican colleagues.

FERC’s other Democratic commissioner Richard Glick opposed the terminal, arguing his colleagues were “deliberately ignoring the consequences that its actions have for climate change.”

The commission’s environmental review of Calcasieu Pass found the facility would emit roughly 3.9 million metric tons of carbon dioxide emissions a year — about 0.07 percent of total U.S. emissions.

Brouillette argued that while an individual LNG export terminal would emit greenhouse gases, it would help lower global emissions because countries want gas as an alternative to coal.

“To the extent that LNG is displacing coal around the world, we think the impact is going to be positive,” Brouillette said.

Brouillette also stressed the geopolitical implications of LNG exports and the role energy could play in President Donald Trump’s foreign policy.

“These are decisions that impact the president’s ability to make foreign policy decisions,” Brouillette told TheDCNF. “We get to assist Poland, we get to assist Lithuania, we get to assist the Baltic states.”

Mexico asks Vatican, Spain to apologize for centuries-old conquest, says it was carried out with 'sword and cross'

Mexico's left-wing President Andres Manuel Lopez Obrador has asked Spain and the Vatican to apologize to his country for the conquest of the Americas five centuries ago, a move met with a stark rebuttal in Spain.

The president said Monday that he sent a letter addressed to King Felipe VI of Spain and Pope Francis urging to issue a formal apology for what he described as an “invasion” and the “many misdeeds that were committed.”

“There were killings, impositions,” Lopez Obrador said in a video posted on social media. “The so-called conquest was carried out with the sword and the cross. They raised churches on top of temples.”

He said an apology is warranted to “the original peoples for the violations of what are now known to be human rights.”

But the attempt to elicit an apology was shot down by the Spanish government, which rejected the letter and its content “with all firmness.”

“The arrival, 500 years ago, of Spaniards to what is today Mexican territory cannot be judged in the light of contemporary considerations,” the Spanish rebuttal read.

“Our sibling peoples have always known how to read our shared past without anger and with a constructive perspective, as free peoples with a common inheritance and an extraordinary projection.”

The rejection letter stressed the Spanish government’s willingness to cooperate with Mexico in a bid to strengthen the relations and tackle future problems.

The Mexican president says that 2021, which is the 500-year anniversary of the conquest of Tenochtitlan, the capital of the Aztec empire, on what is today Mexico City, should be a year of “historic reconciliation.”

“It is time to say we will reconcile but first let us apologize,” he said. “I am going to as well because after the colonization there was much repression of the original peoples.”

There was no immediate reaction from the Vatican following the letter from Mexico, though an apology to Mexico wouldn’t be unprecedented.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
