WASHINGTON (Reuters) – The U.S. Justice Department on Friday said it had filed complaints seeking forfeiture and recovery of approximately $38 million in assets associated with its 1Malaysia Development Berhard, or 1MDB, case, bringing the assets now subject to forfeiture to a total of approximately $1.7 billion.

“These new lawsuits target assets collected by corrupt officials and their associates through a massive scheme that stole billions of dollars from the people of Malaysia and laundered the proceeds across the world,” U.S. Attorney Nick Hanna said in a statement.

PG&E seeks higher cost of capital on increased wildfire risk

(Reuters) – California utility PG&E Corp said on Monday it submitted a proposal with the California Public Utilities Commission (CPUC), which if approved, would result in an increase of about 7 percent in monthly bill for some electricity customers.

The company has proposed a $1.2 billion increase in its currently approved cost of capital to address the heightened wildfire risk in California and for investment in infrastructure safety.

PG&E filed for bankruptcy protection in January in anticipation of liabilities from the California wildfires, including the catastrophic 2018 Camp Fire that killed 85 people.

The increase will not affect customers on the company’s discount plan.

The proposal will also boost PG&E’s return on equity (ROE) to 16 percent from 10.25 percent, the company said.

If approved, the average residential gas customer would see their monthly bill go up by 7.7 percent, effective Jan. 1.

The company said it expects the current plan to help fund about $28 billion in energy infrastructure investments over the next four years.

Separately, Southern California Edison (SoCal) on Monday urged the CPUC to include a wildfire risk component in setting the company’s cost of capital for operations for a three-year period, starting 2020.

SoCal, which is owned by Edison International, earlier this month, requested the Federal Energy Regulatory Commission for an ROE of 17.12 percent, including incentives and investments in new technologies and clean energy projects.

Investigators have found that the devastating Thomas Fire in northwest of Los Angeles was sparked by power lines owned by SoCal.

Washington state deputy was killed by illegal immigrant, ICE says

A road rage suspect who investigators say shot and killed a Washington state sheriff's deputy and wounded a police officer earlier this week was in the U.S. illegally, federal authorities said Thursday.

In an email to Fox News, Immigration and Customs Enforcement  (ICE) spokeswoman Tanya Roman said 29-year-old Juan Manuel Flores Del Toro, a Mexican citizen, entered the U.S. at Laredo, Texas, in April 2014 on a temporary agricultural worker visa.

Roman said ICE had no record of him leaving the United States or extending his visa after it expired.

Local police said Flores Del Toro lived in Ellensburg, a university city of 20,000 residents 100 miles east of Seattle in agriculturally rich central Washington.

Investigators say Flores Del Toro fatally shot 42-year-old Kittitas County Sheriff's Deputy Ryan Thompson and wounded 22-year-old Kittitas Police Officer Benito Chavez Tuesday night after they attempted to stop his vehicle following a driving complaint. He allegedly emerged from his vehicle and opened fire on the officers after a short pursuit.

The suspect was later shot by officers who returned fire, and was pronounced dead a short time later at Kittitas Valley Hospital.

Ellensburg Police Capt. Dan Hansberry said there were no warrants pending for his arrest, and officers do not know why he fled the attempted stop.

Police in the past "had limited contacts with him," but Hansberry described them as "nothing of real significance" without providing further details.

Thompson was married with three children and is the first law enforcement officer to be shot and killed in Kittitas County since 1927.

IOWA CITY, Iowa (Reuters) – U.S. Senator Kamala Harris held just one public event this week during her third trip to Iowa since joining the contest for the 2020 Democratic presidential nomination, a town hall at the University of Iowa where she talked about her plan to raise teacher pay.

Harris, formerly California’s top prosecutor, spent most of her two-day visit at private gatherings aimed at securing early support from specific constituencies – women, state lawmakers and educators.

Iowa hosts the first presidential nominating contest in February 2020, and Harris’ early strategy in the farming state is considerably different than the traditional barnstorm politicking by some of her Democratic competitors.

Former Texas congressman Beto O’Rourke, for example, went to 23 events across 10 counties on his second trip to Iowa. U.S. Senator Cory Booker of New Jersey attended 14 events in 11 counties during two visits, with a third scheduled next week.

Harris’ campaign thinks its targeted approach will allow her to build momentum in Iowa, while freeing up resources to invest more heavily in the path they see as crucial to her winning the Democratic nomination: California and the U.S. South.

“Organizing looks very different right now than it will look a year or even six months from now,” said Miryam Lipper, Harris’ Iowa spokeswoman. “Right now we’re focused on introducing Kamala to Iowans and engaging with potential supporters in a smart way.”

Harris’ tactics carry some risk. Iowa voters play an outsized role in picking U.S. presidents, and many have come to expect frequent face time with White House hopefuls.

Harris aides say it is early in the race, and there could come a point when she crisscrosses Iowa’s 99 counties.

However, Iowa likely will award just 41 of about 3,800 delegates available to win the Democratic nomination. While the campaign aims to do well there, aides say they do not think a first-place finish is as critical for Harris as it might be for other candidates needing a break-out moment.

Early opinion polls show Harris in the top tier of more than 18 Democrats who have announced campaigns or are expected to. Harris, 54, supports a middle-class tax credit, Medicare for All government health insurance, the so-called Green New Deal proposal on climate change and the legalization of marijuana.

Joshua Putnam, a professor at the University of North Carolina Wilmington who specializes in political primaries, said a candidate in Harris’ position needs to meet expectations in Iowa and the subsequent New Hampshire primary to remain viable for the strategy to work.

“They likely do not need outright wins in either of the first two states, but that is not the only type of winning. One can win or lose relative to expectations as well,” Putnam said.

‘CAMP KAMALA’

Harris’ strategy was on display this week as she courted groups with the potential to influence their friends and neighbors.

She met with Democratic state legislators on Thursday ahead of their session ending in May, when they will leave Des Moines and return to their districts. She secured her first endorsement from a party activist in Iowa before a house party hosted by members of a group that encourages women to run for office.

Harris told the women the 2016 election of President Donald Trump, the likely Republican candidate in 2020, was an “inflection point” in U.S. history. 

“This is a moment in time that is requiring each of us as individuals and collectively to look in the mirror and ask a question … who are we?” Harris said at the gathering. “And part of the answer to that question is we are better than this. So this is a moment in time then that we must fight for the best of who we are.”

Next week, Harris’ campaign is hosting “Camp Kamala” to educate college students about Iowa’s complex caucus process and her candidacy before they fan out across the state and the rest of the country for their summer break.

While she is not ceding Iowa by any stretch, Harris’ delegate strategy begins in earnest in Nevada and South Carolina, which hold the third and fourth nominating contests.

Harris aides say they expect to do well in Nevada and believe it is important to have a strong showing or win in South Carolina, the first contest with a sizeable percentage of black voters. Harris, the daughter of immigrants from Jamaica and India, would make history as the first black woman to gain the nomination.

Her performance on so-called “Super Tuesday” in early March, when at least a dozen states will award about 40 percent of the delegates, will be critical, her campaign acknowledged.

The southern states of Alabama, Arkansas, North Carolina, Tennessee and Virginia hold their nominating contests on Super Tuesday, as do delegate-rich Texas and California. Harris has already visited Texas, which will award more than 260 delegates, and California, where she has won statewide races three times, will award at least 475.

Her campaign aims to invest as heavily in these states as they can, aides said.

Jean Hessburg, the Iowa activist who endorsed Harris this week, said caucus goers understand “this is a marathon and not a sprint.” Candidates making dozens of stops across the state risk spreading themselves too thin, she added.

“By doing these targeted events, the idea would be it’s more memorable,” said Hessburg, who leads the Women’s Caucus for the Iowa Democratic Party.

Russia Intensifies Gold Hoarding

The Central Bank of Russia added another 18.7 tons of gold to its stash in March according to a press release last week. This boosts the country’s gold reserves to 2, 167.9 tons or 69,700,000 ounces. Gold now makes up about 18% of the Russian central bank’s reserves.

Through the first quarter of this year, Russia has increased its gold hoard by 56 tons. This continued a trend we saw throughout 2018. As Bloomberg article earlier this month put it, “Vladimir Putin’s quest to break Russia’s reliance on the US dollar has set off a literal gold rush.”

Russia has been endeavoring to reduce its exposure to the dollar over the last several years by buying gold and selling off US Treasurys. Russian gold reserves increased 274.3 tons in 2018, marking the fourth consecutive year of plus-200 ton growth. In February 2018, Russia passed China to become the world’s fifth-largest gold-holding country. Over the last decade, Russia has quadrupled its bullion reserves, according to Bloomberg.

Russia has also been divesting itself of US debt. In the spring of 2018, the Russians sold off nearly all of its US Treasury holdings. According to Bank of America analysts,  the amount of US dollars in Russian reserves fell from 46% to 22% in 2018.

The pace of Russian gold accumulation has begun to outstrip the country’s domestic production. Russia ranks third in the world in gold production, and the central bank is the biggest buyer. Renaissance Capital chief economist Oleg Kouzmin told Bloomberg that given the geopolitical risks, the central bank will likely keep increasing gold’s share of reserves.

“Should it reach the limit for domestic purchases, I think the central bank will start to import gold.”

Russia is not the only country on a gold-buying spree.

China bought gold for the fourth straight month in March, adding another 11.2 tons of the yellow metal to its reserves, and other central banks have also been adding to their gold holdings. In total, the world’s central banks accumulated 651.5 tons of gold last year. The World Gold Council noted that 2018 marked the highest level of annual net central bank gold purchases since the suspension of dollar convertibility into gold in 1971, and the second highest annual total on record. Russia was the leading purchaser of the yellow metal in 2018. Central banks in Turkey and Kazakhstan were also big buyers. We even saw increases in gold reserves from two EU banks – Hungary and Poland.

There is a growing concern in many countries about over-dependence on the greenback. In a CNN interview last fall, French President Emmanuel Macron said European corporations and entities are too dependent on the dollar, calling it “an issue of sovereignty.” The EU even took steps to minimize the ability of the US to use the dollar as a foreign policy weapon. In September 2018, the EU announced plans to develop a special payment channel to circumvent US economic sanctions and facilitate trade with Iran.

German court acquits Afghan accused of Taliban membership

A German court has acquitted an Afghan charged with having belonged to the Taliban in his homeland after he retracted statements made during his asylum proceedings.

The Stuttgart court on Wednesday acquitted the 22-year-old of membership in a terror organization and violating arms control laws for lack of reliable evidence. He was accused of having spent at least six months with the Taliban in 2013, checking cars at a roadblock and being sent to train as a suicide bomber in Pakistan. He later fled to Germany.

The court said the charges were based entirely on statements the defendant made during an asylum hearing. During the trial, he retracted those statements, saying he had invented his Taliban membership and had hoped to secure refugee status by saying he was persecuted.

Senior White House adviser Jared Kushner said Tuesday that a detailed plan for a merit-based immigration system will be presented to President Trump, giving priority to skilled immigrants rather than those with family ties to the U.S.

“I do believe that the president’s position on immigration has been maybe defined by his opponents by what he’s against as opposed to what he’s for,” Kushner said at the Time 100 Summit in New York City. “What I’ve done is I’ve tried to put together a very detailed proposal for him.”

Kushner denied in the same talk that he has clashed with White House staffer Stephen Miller, who’s seen as tougher on immigration than others, adding that the plan was concocted with the help of Miller and Kevin Hassett, chairman of the Council of Economic Advisers.

“And I say that If that if I can get Stephen Miller and Kevin Hassett to agree on an immigration plan, then Middle East peace will be easy by comparison,” Kushner joked, referring to the Israel-Palestine peace plan he’s working on.

After the plan gets presented to Trump, it will likely undergo some changes and then he will decide when to proceed with it, Kushner said.

Brazilian President Jair Bolsonaro on Thursday said his government must make men aware of the dangers of poor hygiene after expressing dismay over the 1,000 penis amputations that apparently occur in his country each year.

“In Brazil, we have 1,000 penis amputations a year due to a lack of water and soap,” he said while speaking to reporters in Brasilia after visiting the Education Ministry. “We have to find a way to get out of the bottom of this hole.”

The far-right leader called the figure “ridiculous and sad,” Reuters reported. A spokeswoman for the Brazilian urology society told the news agency the number is based on its official data for penis amputations.

The amputations were conducted out of necessity over untreated infections, along with complications from HIV and various cancers, she said.

A top Russian diplomat says Russia is willing to negotiate a new nuclear weapons treaty with the United States and China.

Deputy Foreign Minister Sergei Ryabkov told reporters on Friday Moscow is closely following reports in the United States that the U.S. would like to reach a nuclear weapons deal with both Russia and China, and is “willing” to negotiate. The story was reported by CNN earlier Friday.

Ryabkov also said that Russia “would like to convince” the U.S. to adopt a joint statement that would condemn any use of nuclear weapons.

Ryabkov’s comments come just months after the U.S. withdrew from the Intermediate-Range Nuclear Forces Treaty, a cornerstone of the post-Cold War security, and Russia followed suit. Each claims breaches by the other.

Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weekslong political crisis that crippled the country last year.

The government has admitted to a “lapse of intelligence” after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more. Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country’s two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities. Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year. This is an unusual departure from the protocol, he said.

Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces.

The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena’s insistence.

“It is a major factor,” said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

“The primary responsibility has to be taken by the president, he did not give the information and he did not act,” Perera said. “He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing,” Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

“If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer,” said Perera, who is not related to Jehan Perera.

“Saying that now is taking political advantage, not taking responsibility,” he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena’s presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election. The crisis crippled the country for more than seven weeks to the point of not being able to pass this year’s national budget on time.

A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war. He also criticized the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative U.N estimates, some 100,000 people were killed in Sri Lanka’s conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed “setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country,” a statement from his office said.

“It is not a secret that the disagreements between me and the government aggravated over the past two years,” Sirisena told the country’s media executives Friday. “One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government.”

Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother’s reign and has expressed his interest to join the contest.

“People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit,” Perera said.

Cyprus police are intensifying a search for the remains of more victims at locations where an army officer, who authorities say admitted to killing five women and two girls, allegedly had dumped their bodies.

Police said Friday’s search will concentrate on a military firing range, a reservoir and a man-made lake near an abandoned mine approximately 32 kilometers (20 miles) west of the capital Nicosia.

On Thursday, the 35-year-old suspect told investigators that he had killed four more people than he had previously admitted to. All the suspect’s alleged victims are foreign nationals.

Police have already found the bodies of a 38-year-old Filipino woman and two as yet unidentified women.

Search crews are now looking for the daughter of the 38-year-old, a Romanian mother and daughter and another Filipino woman.
