Yeshiva schools must exclude unvaccinated amid measles surge

The New York City Health Department ordered all ultra-Orthodox Jewish schools in a neighborhood of Brooklyn on Monday to exclude unvaccinated students from classes during the current measles outbreak.

In issuing the order, the health department said that any yeshiva in Williamsburg that does not comply will face fines and possible closure.

City health officials said the measles outbreak among Orthodox Jewish communities continues to increase "at an alarming rate."

Officials say 285 cases have been confirmed in New York City since the beginning of the outbreak in October. Most cases have been reported from Williamsburg and Borough Park — two Brooklyn neighborhoods with large Orthodox Jewish populations, in which vaccination rates tend to be lower.

New York City accounted for about two-thirds of all U.S. measles cases reported last week. But areas outside the city are also seeing a surge in cases.

Last week, a state judge issued a preliminary injunction against a Rockland County emergency order banning children from public places unless they've been vaccinated against measles. Civil rights lawyer Michael Sussman called the order "arbitrary and capricious."

The county had enacted the 30-day emergency order to fight a measles outbreak that has infected at least 166 people since October. Rockland's outbreak has most heavily affected Orthodox Jewish communities.

Health officials say the best way to stop the disease's spread is a vaccination rate in the community of 92 to 95 percent.

The Centers for Disease Control and Prevention recommends that all children get two doses of measles vaccine. It says the vaccine is 97% effective.

Patriots owner Kraft says ‘I am truly sorry’ in first public comments since prostitution bust

New England Patriots owner Robert Kraft on Saturday said, “I am truly sorry,” speaking publicly for the first time since prosecutors accused him last month of twice soliciting sex at a Florida massage parlor.

“I know I have hurt and disappointed my family, my close friends, my co-workers, our fans and many others who rightfully hold me to a higher standard," Kraft said in a statement without specifically referring to the charges that have been brought in Palm Beach County.

“Throughout my life, I have always tried to do the right thing,” he said. “The last thing I would ever want to do is disrespect another human being. I have extraordinary respect for women; my morals and my soul were shaped by the most wonderful woman, the love of my life, who I was blessed to have as my partner for 50 years.”

The billionaire also said, “As I move forward, I hope to continue to use the platform with which I have been blessed to help others and to try to make a difference. He said he had not commented previously out of deference to the judicial process.

On Wednesday, Kraft reported rejected a plea deal, the station reported.

(Reuters) – Britain’s Serious Fraud Office (SFO) has dropped long-running investigations into individuals at aero engine maker Rolls-Royce and drugs giant GlaxoSmithKline, adding to a growing list of cases where the agency has failed to land convictions.

“After an extensive and careful examination I have concluded that there is either insufficient evidence to provide a realistic prospect of conviction or it is not in the public interest to bring a prosecution in these cases,” the SFO’s new director Lisa Osofsky said https://www.sfo.gov.uk/2019/02/22/sfo-closes-glaxosmithkline-investigation-and-investigation-into-rolls-royce-individuals.

Osofsky took up her position last August, and according to the agency has since closed a number of other investigations that were not made public. The SFO has been facing political scrutiny over the collapse of a number of long-running cases.

In December a trial of executives at supermarket Tesco collapsed, while the agency failed in October to win an appeal against a court ruling that threw out criminal charges against Barclays Plc over alleged wrongdoing in 2008.

The investigation into Rolls-Royce began in December 2013 and did result in a deferred prosecution agreement (DPA)in early 2017 with the company and one of its units in respect of bribery to win business in Indonesia, Thailand, India, Russia, Nigeria, China and Malaysia.

Rolls-Royce agreed to pay 497 million pounds ($646.65 million) as part of the DPA, clearing the company but allowing for continued investigation and potential prosecution of individuals.

“It is extraordinary the SFO are unable to charge any individual suspects in relation to Rolls Royce given the scale of the allegations in the DPA,” said Sarah Wallace, a partner at law firm Irwin Mitchell

“It looks like Osofsky is drawing a line under historical cases and wants to stamp her own mark on new cases going forward”.

Rolls-Royce said it noted the investigation but would not comment further.

GSK said in a statement it was “pleased” the SFO has closed it investigation and concluded that no further action was required.

The SFO launched an investigation into GSK and its subsidiaries in 2014. Britain’s biggest drugmaker was earlier fined 3 billion yuan ($446.86 million) by Chinese authorities for paying bribes to doctors to use its drugs.

"No tricks here. Yes you are looking at a green haze made up of tree pollen from the pines of central NC! This is Durham," he posted to Facebook.

Allergy sufferers in North Carolina have been dealing with a rough spring so far, with the tree pollen count in Raleigh reaching the highest level in 6 years, WRAL reported.

"In April in North Carolina we have an overlap for a couple weeks where we have pretty high counts of tree and then grass also gets started," Heather Gutekunst, a doctor with Allergy Partners of Raleigh, told WTVD-TV. "So when we see that, if you are allergic to both, we tend to see an escalation in symptoms."

Last Wednesday, the pollen count in Raleigh reached 3,524 grains per cubic meter, according to the Department of Environment and Natural Resources. In Winston-Salem, the count was nearly 3 times higher – 9,632 grains per cubic meter.

The thick, hazy air was broken up by the storms on Monday and Tuesday to provide temporary relief for allergy sufferers.

But even after washing away some pollen, levels have spiked again to "very high" in Raleigh as of Wednesday.

TOKYO (Reuters) – Japanese Prime Minister Shinzo Abe may meet President Donald Trump in the United States in late April for talks on North Korea and Japan-U.S. trade, two government officials and Japanese media said on Thursday.

The meeting was requested by the Japanese side and arrangements were being made for the end of April, the Asahi Shimbun daily said, without giving a specific date.

Two government officials familiar with the matter told Reuters that planning for Abe’s visit was underway.

A Foreign Ministry spokesman said an overseas trip by Abe had not been decided.

The talks would likely focus on North Korea after Trump’s failed meeting with North Korean leader Kim Jong Un in February, against a backdrop of Tokyo’s concern that is being sidelined in those negotiations, the Asahi Shimbun said.

Japan’s cabinet is expected to vote next month on extending unilateral sanctions against North Korea by two years, public broadcaster NHK said on Wednesday.

Japan-U.S. trade is also expected to be on the agenda.

Trump has prodded Japanese automakers to add more jobs in the United States as the White House has threatened to impose tariffs of up to 25 percent on imported vehicles, on the grounds of national security.

Japanese officials have repeatedly said that Abe and Trump agreed last year that Washington would not impose auto tariffs as long as bilateral trade talks are going on.

The Asahi Shimbun said discussions are also being held on a separate meeting in April between Economy Minister Toshimitsu Motegi and U.S. Trade Representative Robert Lighthizer.

Scalise: Dems ‘Running Scared of the Facts’ on Mueller

Radical Democrats are "running scared of the facts" and still trying to "chase down witch hunts" even after special counsel Robert Mueller's report has been concluded, House Minority Whip Steve Scalise said Friday.

"If that's what they want to be the party of constant harassment of the president, of his family. Of allowing babies who are born to be killed when they are outside of the womb, that's what they have become," the Louisiana Republican told Fox News' "Fox and Friends," while responding to House Speaker Nancy Pelosi's comments that party members are acting like "scaredy cats" over Intelligence Committee Chairman Adam Schiff.

Scalise also said that Republicans on Schiff's committee who called for his resignation Thursday used "powerful words" and that Schiff and other Democrats "still won't get over" the fact that there will be no new indictments and there was no proof of collusion between Russia and President Donald Trump's campaign.

"There was no collusion," Scalise said. 'Get over that fact. Nobody should have wanted it to happen anyway. But it didn't happen, and yet for two years they have been peddling this lie."

Meanwhile, Scalise will introduce the "Born Alive" act next week, which he said will give full legal protections to newborn babies.

"When I talk to people all around the country, the first thing they say is why do you need to do that it already exists, right? It doesn't. Look at New York," said Scalise. " This is murder. We need to protect innocent life. When the baby is born alive outside the womb, it should be fully protected."

Portugal goes on alert for wildfires amid heat, low rainfall

Authorities in Portugal have placed the country on high alert for wildfires amid a prolonged dry spell and unseasonably high temperatures.

The government announced a civil protection alert from Wednesday through Sunday because of "a significant worsening of the wildfire risk."

The alert means exceptional measures are being enacted, including more firefighters on standby and a ban on burning cut vegetation.

The move comes after many weeks of almost no rain. A typically dry easterly wind from Spain is also forecast to blow strongly in coming days.

Authorities say the southern Algarve region, where forested hills look down on some of Europe's most popular vacation beaches, is especially at risk.

More than 100 people died in Portuguese wildfires in 2017. None died last year after the government took exceptional measures.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
