Colombia lower house rejects president’s changes to peace tribunal

BOGOTA (Reuters) – Colombia’s lower house on Monday rejected President Ivan Duque’s suggested changes to a special tribunal tasked with trying former rebels and military officials for war crimes, the latest in a series of congressional defeats for Duque.

Duque had asked legislators to review six parts of the law that regulates the Special Jurisdiction for Peace (JEP) court, which was created as part of a 2016 peace deal between the government and the Revolutionary Armed Forces of Colombia (FARC) rebels.

But lawmakers defeated the proposal, with 110 voting to turn down the modifications and just 44 backing them.

The changes had been widely expected to be defeated because the peace accord is now part of the country’s constitution and changes to it require a two-thirds majority in the legislature.

Duque’s coalition has less than half of the seats in the lower house and a slender majority in the Senate.

Duque was elected on a promise to modify the peace accord, arguing it is too easy on former guerrillas. He asked congress to back better clarification of extradition rules, FARC repayment of conflict victims and to toughen sentencing.

He also objected to the suspension of investigations by ordinary authorities into cases submitted to the JEP and asked lawmakers to exclude sexual crimes from the tribunal’s remit.

The JEP is meant to investigate, hear prosecutions and sentence those judged responsible for massacres, sexual violence and other crimes during the five-decade war between the FARC and the government.

Duque has struggled since his August inauguration to get legislation approved in a deeply divided congress. His business-friendly tax reform proposal was diluted beyond recognition last year, while a justice bill was scrapped and a pension reform delayed until next year.

Rome readies for Colosseum Good Friday event, led by pope

Rome is busily preparing for the Colosseum Way of the Cross procession, presided over by Pope Francis.

Buses and other traffic were being re-routed away from the ancient Roman arena for the Good Friday night ritual, which draws thousands of pilgrims and tourists.

This year's meditations, to be read aloud during the torchlight procession, were composed by an Italian nun, Eugenia Bonetti, who works to rescue migrants and other women forced into prostitution on Italy's streets by human traffickers.

Francis has frequently championed the welfare of migrants.

Before heading to the Colosseum, where a lightweight crucifix is carried by faithful, Francis will attend an early evening solemn prayer service at the Vatican focusing on the suffering of Jesus before his death by crucifixion.

The winner of the 2019 Home Run Derby will earn a $1 million bonus, and there is a boost coming for this year’s All-Star selections, MLB announced Thursday in a rules update for the upcoming season.

The proposed changes must be ratified by baseball’s 30 owners to become official.

The total prize pool for the 2019 Home Run Derby, which takes place the night before the All-Star Game scheduled for July 9 at Progressive Field in Cleveland, is up to $2.5 million. The winner will claim $1 million. Whether the increase is enough incentive to keep stars interested in the swing-a-thon is unclear.

For example, new Philadelphia Phillies slugger Bryce Harper took part in the event when it was held in his home park with the Nationals, but his new contract pays him the equivalent of $50,000 per plate appearance.

–The Milwaukee Brewers announced that 31-year-old right-hander Jhoulys Chacin will get the Opening Day start against the visiting St. Louis Cardinals on March 28.

“Jhoulys earned the honor from what he did last year,” Brewers manager Craig Counsell said. “He deserves it, for sure.”

Chacin, who compiled a 15-8 record with a 3.50 ERA in 35 starts last season, also started openers for the Colorado Rockies in 2013 (a no-decision vs. the Brewers) and the San Diego Padres in 2017 (allowing nine earned runs in 3 1/3 innings against the Los Angeles Dodgers).

–Los Angeles Angels left-hander Andrew Heaney looks to be out of the running to be the team’s Opening Day starter after he was shut down because of elbow inflammation, manager Brad Ausmus said.

Heaney had an MRI exam that did not reveal any structural damage, but his upcoming downtime could lead to him starting the season on the injured list, Ausmus said.

Heaney was scratched from his March 3 spring training start but resumed throwing last week. He recorded two outs against the Chicago White Sox on Friday but came out of that game when he felt more discomfort.

–The Seattle Mariners could be without third baseman Kyle Seager until early June after the eight-year veteran had hand surgery, general manager Jerry Dipoto revealed.

Seager, 31, had surgery Tuesday in Phoenix and recovery time is expected to be 8-10 weeks. Dipoto confirmed, however, that Seager won’t even be able to swing a bat for eight weeks, meaning that his return could be in the range of 10-12 weeks.

Seager, a Gold Glove Award winner in 2014, batted a career-low .221 last season with 22 home runs and 78 RBIs. It was his lowest home run total since 2013, the year before he made his lone All-Star Game appearance.

–The Toronto Blue Jays reassigned Vladimir Guerrero Jr., their top prospect, to their minor league camp, Sportsnet reported.

The third baseman has been sidelined since last weekend with a left oblique strain and will start the season with Triple-A Buffalo. Recovery time is expected to be about three weeks.

Guerrero, who will turn 20 on Saturday, spent time last season at Double-A New Hampshire and Triple-A Buffalo. The son of Hall of Fame member Vladimir Guerrero batted .402 with 14 home runs and 60 RBIs in 61 games in New Hampshire.

–Right-hander Michael Fulmer was shut down by the Detroit Tigers for an indefinite period of time, one day before his next scheduled spring outing.

“He took a step back to refine his lower-body mechanics,” manager Ron Gardenhire said, reading from a statement written on a legal pad, after the Tigers and Red Sox played to a 4-4 tie. “We have no timetable on when he’s going to get back on the mound.”

Asked follow-up questions by a reporter, Gardenhire said, “We’re not going to go any further than that. We have to let him do his thing and let the trainers do their thing.”

–Left-handed reliever Tony Sipp signed a one-year deal worth up to $1.25 million with the Washington Nationals.

Sipp’s deal includes a mutual option for 2020 and gives the Nationals a third left-hander in the bullpen to counter a division loaded with mashing lefties — Phillies outfielder Bryce Harper included.

Sipp posted a 1.86 ERA in 38 2/3 innings with the Houston Astros in 2018 and fills the bullpen vacancy created when the Nationals cut Sammy Solis, another lefty specialist, last week.

German court blocks spies from designating AfD as ‘case to investigate’

BERLIN (Reuters) – A German court banned the domestic spy agency from classifying the Alternative for Germany (AfD) as a “case to investigate”, handing a symbolic victory to the far-right party before five important elections later this year.

The AfD has been ostracized by political opponents despite being the biggest opposition party in parliament after gaining seats there in the 2017 election. Other parties have rejected coalitions with the AfD at national or regional level.

In January, domestic intelligence (BfV) chief Thomas Haldenwang said his agency had classified the anti-immigrant AfD as a “case to investigate”.

On Tuesday, the Cologne administrative court ruled that the BfV had failed to legally justify its January announcement that it would examine whether the AfD had breached constitutional safeguards against extremism.

“Legally speaking this is a total victory for the AfD,” the party co-leader Alexander Gauland told reporters.

The court said the BfV’s announcement was disproportionate and breached constitutional rules protecting political parties.

“The description as a ‘case to investigate’ gives a negative public impression,” the court’s ruling read, adding that an evaluation of AfD policies and views was not relevant.

A spokeswoman for the BfV said it was considering whether to appeal the court’s decision.

Germany’s constitution contains strict protections against extremism but also sets out democratic safeguards for political parties.

Gauland said the court ruling was a signal for other parties to rethink their attitude toward the AfD. “I advise our political competitors – meaning the other parties in parliament – to stop exploiting the BfV,” Gauland said. “Putting pressure on public servants leads to bad decisions.”

The BfV’s credibility was tarnished last year by accusations that its then-director, Hans-Georg Maassen, harbored far-right sympathies.

Maassen was replaced by Haldenwang in September after a public backlash against comments in which he questioned the authenticity of video footage showing radicals hounding migrants in the eastern city of Chemnitz.

AfD co-chief Alice Weidel said the court’s decision was proof Haldenwang lacked the “neutrality” needed to head the agency in charge of protecting the constitution, and called for his dismissal.

The AfD entered parliament for the first time in 2017 by scooping up voters angry with Chancellor Angela Merkel’s 2015 decision to welcome almost one million mainly Muslim asylum seekers.

Polls indicate the AfD is running almost neck-and-neck with Merkel’s Christian Democrats in the eastern states of Saxony and Thuringia, which vote on Sept. 1 and Oct. 27 respectively. It is forecast to come third in the eastern state of Brandenburg.

Mississippi doctor, civil rights pioneer James Anderson dies

Well-known African-American physician and civil rights activist Dr. James Anderson has died. He was 82.

A spokeswoman for People's Funeral Home in Jackson confirmed that Dr. James Anderson died Monday. WLBT-TV reports Anderson died at the University of Mississippi Medical Center. The cause of death has not been released.

Anderson helped establish the Jackson-Hinds Comprehensive Health Center, where he was chief executive until his retirement in 1998.

Mississippi lawmakers honored Anderson in 2017, noting he had worked for more than 50 years to provide health care in low-income, uninsured and minority communities.

Anderson was part of the Student Non-Violent Coordinating Committee during the civil rights movement.

He was one of the first three African-American doctors to earn full hospital privileges in the Mississippi State Medical Association.

Former Arkansas Governor Mike Huckabee said Friday that Deputy Attorney General Rod Rosenstein’s rare public criticism of the Obama administration was a “soft” way of accusing the previous administration of covering up Russia’s attempts at hacking the 2016 presidential election.

While speaking Thursday in New York at the Public Servants Dinner of the Armenian Bar Association, Rosenstein said that the Obama administration “chose not to publicize the full story about Russian computer hackers and social media trolls and how they relate to Russia’s broader strategy to undermine America.”

During an appearance on “America’s Newsroom” Friday morning, Huckabee called the comments an “unusually candid moment for Rosenstein.”

“I thought it was a soft way of him saying there was a cover-up,” Huckabee said. “They knew the Russians were attempting to influence the election and attempting to hack the election but they didn’t fully disclose that to the American people and certainly didn’t disclose it to the Trump campaign.

SWALWELL NOT CERTAIN TRUMP ISN’T A ‘RUSSIAN ASSET’

“Instead they tried to set a trap for them. It failed. The Trump team did not take the bait. And that’s the one conclusion that we can certainly come away with from the $35 million worth of investigation,” Huckabee continued.

Next week, Attorney General William Barr will testify before Congress and is expected to answer questions about Special Counsel Robert Mueller’s investigation of President Trump, which found that there was not adequate evidence to conclude that President Trump and his administration colluded with Russia, though the president could not be exonerated in terms of the possibility that he obstructed justice.

Barr will testify to the Senate Judiciary Committee next Wednesday and to the House Judiciary Committee the following day.

“It is going to be a theater, an absolute show,” Huckabee said of the hearings. “Just like the Kavanaugh hearings were and like everything else is in Congress. We ought to close the curtain on them and can’t come back until after the election. They aren’t doing their job anyway. We aren’t paying them because they’re doing a wonderful service to the country and spare us the hypocrisy of thinking they’re interested in getting to the bottom of the facts,” he continued.

Ultimately, Huckabee argued, if Americans “took their partisan hats off,” they would see that President Trump was exonerated by the investigation.

COLOMBO (Reuters) – Sri Lanka’s former wartime defense chief, Gotabaya Rajapaksa, said on Friday he would run for president in elections this year and would stop the spread of Islamist extremism by rebuilding the intelligence service and surveilling citizens.

Gotabaya, as he is popularly known, is the younger brother of former President Mahinda Rajapaksa and the two led the country to a crushing defeat of separatist Tamil rebels a decade ago after a 26-year civil war.

More than 250 people were killed in bomb attacks on hotels and churches on Easter Sunday that the government has blamed on Islamist militants and that Islamic State has claimed responsibility for.

Gotabaya said the attacks could have been prevented if the island’s current government had not dismantled the intelligence network and extensive surveillance capabilities that he built up during the war and later on.

“Because the government was not prepared, that’s why you see a panic situation,” he said in an interview with Reuters.

Gotabaya said he would be a candidate “100 percent”, firming up months of speculation that he plans to run in the elections, which are due by December.

He was critical of the government’s response to the bombings. Since the attacks, the government has struggled to provide clear information about how they were staged, who was behind them and how serious the threat is from Islamic State to the country.

“Various people are blaming various people, not giving exactly the details as to what happened, even people expect the names, what organization did this, and how they came up to this level, that explanation was not given,” he said.

On Friday, President Maithripala Sirisena said the government led by premier Ranil Wickremesinghe should take responsibility for the attacks and that prior information warning of attacks was not shared with him.

Wickremesinghe said earlier he was not advised about warnings that came from India’s spy service either, presenting a picture of a government still in disarray since the two leaders fell out last October.

Gotabaya is facing lawsuits in the United States, where he is a dual citizen, over his role in the war and afterwards.

The South Africa-based International Truth and Justice Project, in partnership with U.S. law firm Hausfeld, filed a civil case in California this month against Gotabaya on behalf of a Tamil torture survivor.

In a separate case, Ahimsa Wickrematunga, the daughter of murdered investigative editor Lasantha Wickrematunga, filed a complaint for damages in the same U.S. District Court in California for allegedly instigating and authorizing the extrajudicial killing of her father.

Gotabaya said the cases were baseless and only a “little distraction” as he prepared for the election campaign. He said he had asked U.S. authorities to renounce his citizenship and that process was nearly done, clearing the way for his candidature.

‘DISMANTLE THE NETWORKS’

He said that if he won, his immediate focus would to be tackle the threat from radical Islam and to rebuild the security set-up.

“It’s a serious problem, you have to go deep into the groups, dismantle the networks,” he said, adding he would give the military a mandate to collect intelligence from the ground and to mount surveillance of groups turning to extremism.

Gotabaya said that a military intelligence cell he had set up in 2011 of 5,000 people, some of them with Arabic language skills and that was tracking the bent towards extremist ideology some of the Islamist groups were taking in eastern Sri Lanka was disbanded by the current government.

“They did not give priority to national security, there was a mix-up. They were talking about ethnic reconciliation, then they were talking about human rights issues, they were talking about individual freedoms,” he said.

President Sirisena’s government sought to forge reconciliation with minority Tamils and close the wounds of the war and launched investigations into allegations of rights abuse and torture against military officers.

Officials said many of these secret intelligence cells were disbanded because they faced allegations of abuse, including torture and extra judicial killings.

Muslims make up nearly 10 percent of Sri Lanka’s population of 22 million, which is predominantly Buddhist.

NEW YORK (Reuters) – The Federal Reserve may lower the interest it pays on excess reserves banks leave with it by 5 basis points at its April 30-May 1 policy meeting in a bid to prevent the federal funds rate from drifting higher, Morgan Stanley analysts said on Friday.

This would mark the third such “technical” adjustment on the interest on excess reserves (IOER) following cuts last June and December.

In response to the news that the U.S. economy rose 3.2 percent in the first quarter of 2019, White House National Economic Council Director Larry Kudlow said that this “prosperity cycle” will continue if President Trump‘s policies stay in place.

Calling the advance in gross domestic product a “blow-out number,” Kudlow told “America’s Newsroom” Friday that it serves as concrete proof Trump’s measures to grow the economy have been successful.

“I’ll just say, Trump’s policies to rebuild the economy, lower taxes, regulations, opening energy, trade reform. Look, this stuff is working,” he said.

“It tells me, among other things, that the prosperity cycle we have entered into is continuing, it is strong. It has legs and momentum and frankly it is going to go on for quite some time,” he continued. “This is the new Trump economy. Some people don’t like that or they don’t agree with that. I respect the differences but I’ll tell you it’s working.”

Kudlow added that Trump has “ended the war” on business and success, and is rallying for the small business owners of America.

“The president is rebuilding incentives, he is rebuilding confidence, he the rebuilding optimism,” he said. “He is basically saying you should keep more of what you earn. He is basically saying to small businesses we’ll cut the paperwork back and make it easier for you to start a business and prosper.”

Kudlow said the Trump administration is also working with House Speaker Nancy Pelosi and other Democratic leaders to implement bipartisan deals to ensure the continuation of the GDP’s success.

“If the policies and the principles remain in place — and I believe they will — then I believe this new prosperity expansion cycle is going to go on for a whole bunch of more years,” he said.

(Reuters) – World number one Naomi Osaka came from behind in the final set to beat Croatian Donna Vekic 6-3 4-6 7-6(4) on Friday and move into the Porsche Tennis Grand Prix semi-finals.

Osaka comfortably won the opening set but was tested by the Croatian, who pushed her to the limit in the second and third. The Japanese made 45 unforced errors as she struggles to get to grips with swapping hard courts for clay.

Osaka was visibly frustrated and trailed 5-1 in the final set but she refused to give up and found her rhythm to break Vekic twice and prevent her from serving for the match.

In the tiebreaker, a confident Osaka upped her baseline game and had two early mini breaks before wrapping up the match in two hours and 18 minutes. An infuriated Vekic even smashed her racket after losing the match.

“I told myself I didn’t want to have any regrets here,” Osaka said. “I was stressed out when I went down 1-5… but this (comeback) was pretty good because I don’t play really well on clay.”

Earlier, world number three Petra Kvitova came back from a set down to beat Anastasija Sevastova 2-6 6-2 6-3 and move into the tournament’s semi-finals for the third time in her career.

Sevastova had a dream start, breaking Kvitova twice to take a 3-0 lead as the Czech struggled with her first serve. Kvitova also made a slew of unforced errors, with many of her returns going long.

Sevastova used the full width of the court to get the better of Kvitova, who played on the back foot for much of the first set as the Latvian gave her little time to catch her breath.

However, Kvitova recovered in the second set and she broke Sevastova’s serve when she was 3-2 up, winning 10 straight points to take a 5-2 lead. Sevastova looked shaken and was broken again to give Kvitova the second set.

Kvitova took command in the final set and broke a visibly upset Sevastova to take a 3-1 lead before easing into the semis.

“In the first set I missed almost everything. I was pretty slow and she just couldn’t miss,” Kvitova said. “In the second set it was very important for me to stay on my serve and the chance to break her came.”

Kiki Bertens plays Angelique Kerber later on Friday and Victoria Azarenka faces Anett Kontaveit in the last quarter-final.
