HONG KONG (Reuters) – Thousands of people protested in Hong Kong on Sunday against a government plan to change extradition laws, fearing an erosion of personal freedom and the city’s status as an international business hub.

The Hong Kong government proposal, announced in February, would grant the city’s leader executive power to send fugitives to jurisdictions not covered by existing arrangements, including Mainland China and Taiwan.

Protest organizers said 12,000 people took the streets on Sunday, while police estimated the crowd at 5,200 at its peak.

“Hong Kong people all have to bear the negative consequence of this ordinance. This carries the risk of personal freedom being restricted,” Lam Wing-kee, a bookseller who said in 2016 he was detained by Chinese agents, told the crowd.

The government said last week it will present the amendments to legislators on Wednesday.

The planned changes have been strongly opposed by some lawmakers, legal and rights groups who fear that it could be exploited by Beijing’s Communist Party leaders and hurt Hong Kong’s judicial independence.

“We are gravely concerned that anyone extradited to China will be at risk of torture and other ill-treatment and other grave human rights violations,” Amnesty International, Human Rights Watch and Hong Kong Human Rights Monitor wrote in an open letter to Carrie Lam, the city’s leader, on Sunday.

Since Hong Kong reverted from British to Chinese rule in 1997 with the guarantee that it would enjoy a high degree of autonomy and freedoms not allowed in mainland China, there has been no formal mechanism for the surrender of fugitives to mainland China.

Hong Kong’s Secretary for Security, John Lee, told reporters last week the government had no plans to scrap the bill.

“It is not an easy decision, but it is a cautious, careful, and serious decision,” he said, adding that the Hong Kong government “has the sole right to decide whether or not to process (extradition requests).”

Hong Kong’s business community has expressed concern over the inclusion of economic and financial crimes in the bill. The government later removed nine types of crime relevant to bankruptcies, financial trading and intellectual property.

But there is still a risk of rendition to jurisdictions that do not share Hong Kong’s level of “protections for the legitimate rights of defendants,” the American Chamber of Commerce in Hong Kong said.

“We strongly believe that the proposed arrangements will reduce the appeal of Hong Kong to international companies considering Hong Kong as a base for regional operations,” the chamber said in a statement on Friday.

TOKYO (Reuters) – Nintendo shares jumped 13 percent in early Tokyo trade on Friday, a day after China’s Tencent won a key approval to begin selling Nintendo’s Switch console in China, the world’s largest games market.

That is the biggest percentage gain since July 2016, when enthusiasm for hit mobile game Pokemon Go sent Nintendo shares rocketing. Friday’s jump sent the stock to its highest level since October and pushed its year-to-date gain to 32 percent.

Nintendo’s U.S.-listed shares rose 12 percent overnight after the Chinese province of Guangdong approved Tencent to distribute the Switch console with a test version of the “New Super Mario Bros. U Deluxe” game.

The Kyoto-based games maker has been hampered by Japanese regulations and the search for a partner in its efforts to bring its hybrid home-portable Switch console to China, holding back the development of console gaming there.

Nintendo shares sold off toward the end of last year over concerns about weakness in its Switch games pipeline. Media reports saying Nintendo will launch a low-price Switch version have helped bolster sentiment in recent weeks.

It remains unclear when the console may go on sale in China, with games needing to clear a separate approval process.

Chinese gaming industry leader Tencent is trying to recover from a lengthy video game approval freeze in China last year. It is listed in Hong Kong, where financial markets are closed on Friday for a national holiday.

We are all responsible for one another, Francis said, especially for the poor and needy, even though we often try to back out of this duty.

“We ease our conscience a little by giving alms, as long as it does not hurt too much,” he said, because we fear that “with these social things the Church ends up looking like the communist party and this bothers us. Fine, but it was the Lord who said, ‘Where is your brother?’ Not the party, the Lord.”

God’s question is embarrassing, the pope said, and Cain’s answer is an attempt to wiggle out of the embarrassment and “escape God’s gaze,” Francis said. “Am I my brother’s keeper?” he asks.

Jesus, too, often asks embarrassing questions in the gospel, he said. He asked Peter the uncomfortable question, “Do you love me?” not once but three times, and in the end, “Peter did not know what to answer.” Jesus asked the disciples, “What do people say that I am?” but then gets more personal, saying, “But you, who do you say that I am?”

“Surely this is an embarrassing question,” Francis said.

But God’s question to Cain — “Where is your brother?” — is really a question He asks each of us today, Francis said, and it is an uncomfortable question.

With “your brother,” he said, Jesus means “the hungry, the sick, the prisoner, the persecuted for justice’s sake.”

“Where is your brother?” – “I do not know” – “But your brother is hungry!” – “Yes, yes, he must be at lunch at the parish Caritas; yes, surely they will feed him,” the pope dramatized.

“Where is your other brother, the sick one?” – “Surely he is in the hospital!” – “But there is no room in the hospital! Do you have any medicines?” – “But this is his thing, I cannot get involved in the lives of others, he must have relatives who can give him medicine.”

“And we wash our hands,” Francis said.

“Where is your brother, the prisoner?” – “Ah, he is paying what he deserves. He really messed up, he has to pay for it. We are tired of so many criminals on the street; let him pay.”

“I would like each one of us take this word of the Lord as if it were addressed to us personally,” the pope said.

“The Lord asks me: ‘Where is your brother?’ and then put the name of the brothers that the Lord names in chapter 25 of Matthew: the sick, the hungry, the thirsty, the one who has no clothes, that little brother who cannot go to school, the drug addict, the prisoner. Where is each of them, each of these brothers?”

Proposed Embarcadero Waterfront Homeless Shelter Not A Treat For San Francisco Residents

The Port Commission of San Francisco is set to approve a prime Embarcadero waterfront location for what will be the largest homeless shelter in the city.

The commissioners, appointed by the mayor, are scheduled to vote on the proposal April 23. It is expected to be approved. “The commission is likely to support the mayor’s proposal, but has a strong track record of engaging with the community,” said Elaine Forbes, the port’s executive director, in an interview with the San Francisco Chronicle.

The facility, called a “SAFE Navigation Center,” (Shelter Access For Everyone) is planned to house at least 175 people and provide comprehensive social services for the area’s homeless, including care for pets and access to storage, according to Jeff Kositsky, executive director of the Department of Homelessness and Supportive Housing.

The shelter will be located at Seawall Lot 330, directly across from piers 30/32, and is estimated to be open for four years. The area around the proposed shelter site is densely residential, consisting mainly of high-end apartment homes in the Rincon Hill and South Beach neighborhoods, ranging from $750,000 to millions of dollars, per Zillow.

San Francisco has an average daily homeless population of 7,500, according to the 2017 San Francisco Homeless Count & Survey, and an estimated 4,300 sleep on the streets each night. Democratic Mayor London Breed announced her plan last October to add 1000 beds for the city’s homeless by the end of 2020.

She unveiled the proposed shelter site on March 4. “To help those living on our streets, we need to meet people with shelters and services where they are,” Breed said in a statement. “The waterfront has a number of challenges around homelessness.” Seawall Lot 330 is owned by the Port of San Francisco, so the Port Commission’s approval is required.

To speed up the project, Breed introduced legislation in January declaring a shelter crisis for San Francisco, along with ordinances to expedite developmental red tape. Eight days after the announcement, residents were invited to share concerns at the Port Commission’s scheduled March 12 meeting.

The public comments were overwhelming negative, with many residents displaying visible emotion during speeches, which were limited to two minutes each. Most of their issues related to increased crime, drugs, loitering and garbage. The meeting was broadcast on San Francisco Government TV.

“We’ve seen more homeless folks on the waterfront, sleeping inside of pier sheds that are vacant. More people are showing signs of needing care and shelter. Portugal goes on alert for wildfires amid heat, low rainfall

Authorities in Portugal have placed the country on high alert for wildfires amid a prolonged dry spell and unseasonably high temperatures.

The government announced a civil protection alert from Wednesday through Sunday because of "a significant worsening of the wildfire risk."

The alert means exceptional measures are being enacted, including more firefighters on standby and a ban on burning cut vegetation.

The move comes after many weeks of almost no rain. A typically dry easterly wind from Spain is also forecast to blow strongly in coming days.

Authorities say the southern Algarve region, where forested hills look down on some of Europe's most popular vacation beaches, is especially at risk.

More than 100 people died in Portuguese wildfires in 2017. None died last year after the government took exceptional measures.

New database would protect lost African-American burial sites

New legislation proposed to Congress last week would protect lost African-American burial grounds, and green-light the creation of a database for tracking the historic areas.

Burial sites with the remains of enslaved or segregated African-Americans over the last few centuries are often uncovered during new construction nationwide, because they are not registered with state or local departments, according to Forbes. The new legislation, proposed on Wednesday by Congressman A. Donald McEachin, who represents Virginia's 4th District, and Congresswoman Alma Adams, of North Carolina's 12th District, would protect historic burial sites discovered as a part of the National Parks Service.

In addition to being registered with the NPS, the bill would also establish a federal nationwide database to record information about the spaces, as well as provide information for communities surrounding the burial grounds and secure funding for further research.

BIZARRE MEDIEVAL 'TRIPLE TOILET SEAT' REVEALED

The bill intends to “help communities identify and record burial grounds and preserve local history while better informing development decisions and community planning."

African-American burial sites have been steadily discovered for decades, but there has not been a nationwide initiative to centralize the information about them. Many of the graves remain unmarked and the grounds unannounced, leaving countless African-Americans in modern society without any information about where there ancestors' remains lie.

In 1991, the largest reclaimed African-American burial site was discovered in New York. It is believed to be home to the graves of 15,000 slaves. About 419 sets of remains were found there, and the site has since been renamed and memorialized as the African Burial Ground in Lower Manhattan.

LOST CITY IN SOUTH AFRICA REVEALED IN STUNNING DIGITAL IMAGES

More recently in New York, another African burial site was discovered in the East Harlem neighborhood in 2016. Local residents had reportedly claimed for many years that there were pre-Civil War remains underneath the 126th Street Bus Depot, and it was later revealed to be a former Dutch Reformed churchyard where black people were buried between the 17th and 19th centuries. Archaeologists discovered more than 140 bones and bone fragments, including an intact skull, acording to the Atlanta Black Star.

In Texas, the remains of 95 African-Americans were discovered at a construction site where a new school was being built about 20 miles from Houston in December. They had all been buried in pine boxes between the years of 1878 and 1911. Archaeologists also reportedly found chains near the unmarked graves. The individuals were thought to have been forced to work on sugar plantations long after slavery ended through a program called convict leasing, in which prisoners were "leased out" to provide manual labor.

HOUSTON (Reuters) – Chevron Corp on Friday pushed back at the potential for a rival to break up its $33 billion deal for Anadarko Petroleum Corp, saying the two companies had already begun meetings on a merger plan.

Occidental Petroleum on Thursday sought to scuttle the proposed deal, submitting a higher, $38 billion cash-and-stock offer for Anadarko. Anadarko’s board said on Thursday it would evaluate the new proposal.

“I’ll just remind everyone that we’ve got a signed deal that has been approved by both boards and we’ve moving forward with integration planning,” said Chevron Chief Executive Michael Wirth on a conference call with analysts. He said a “sizeable” group of employees had already met.

Wirth declined to say whether Chevron would raise its offer in light of Occidental’s higher bid. Chevron has the ability revise the structure of its 75 percent stock, 25 percent cash bid, Chevron finance chief Pierre Breber said on the same call. “We could put more cash in if that’s what Anadarko wanted to do,” he said.

LONDON (Reuters) – A London court case to extradite Arif Naqvi, founder of collapsed private equity firm Abraaj Group, to the United States on fraud charges was adjourned until May 24, a court official said on Friday.

Naqvi was remanded in custody until that date, the official said. A former managing partner of Dubai-based Abraaj, Sev Vettivetpillai, was released on conditional bail to appear again at Westminster Magistrates Court on June 12, the official said.

Under the U.S. charges, both men are accused of defrauding U.S. investors by inflating positions held by Abraaj in order to attract greater funds from them, causing them financial loss, the official said.

Vettivetpillai could not be reached for a comment.

Naqvi, in a statement released through a PR firm, has pleaded innocent.

The U.S. Securities and Exchange Commission alleges that Naqvi and his firm raised money for the Abraaj Growth Markets Health Fund, collecting more than $100 million over three years from U.S.-based charitable organizations and other U.S. investors.

Naqvi and Vettivetpillai were arrested in Britain earlier this month. Another executive, Mustafa Abdel-Wadood was arrested at a New York hotel, Assistant U.S. Attorney Andrea Griswold said at a hearing in Manhattan federal court on April 11.

Abdel-Wadood appeared at the Manhattan hearing and pleaded not guilty to securities fraud, wire fraud and conspiracy charges.

WASHINGTON (Reuters) – Former U.S. Vice President Joe Biden, in his first interview as a Democratic presidential candidate, said on Friday that he does not believe he treated law professor Anita Hill badly during the 1991 confirmation hearings for Supreme Court Justice Clarence Thomas.

Biden had joined the burgeoning 2020 Democratic field a day earlier.

Biden’s conduct during those hearings, when he was chairman of the U.S. Senate Judiciary Committee, became a renewed subject of controversy after the New York Times reported that Biden had called Hill earlier this month in the run-up to his presidential bid and that Hill was dissatisfied with Biden’s expression of regret.

Appearing on ABC’s “The View,” Biden largely defended his actions as a senator almost 30 years ago, saying he believed Hill’s allegations of sexual harassment levied at Thomas and tried to derail his confirmation.

Activists have long been unhappy that Hill was questioned in graphic detail by the all-white, all-male committee chaired by Biden.

“I’m sorry she was treated the way she was treated,” Biden said, but later, he asserted, “I don’t think I treated her badly. … How do you stop people from asking inflammatory questions?”

“There were a lot of mistakes made across the board and for those I apologize,” he said.

Biden praised Hill as “remarkable” and said she is “one of the reasons we have the #MeToo movement.”

Asked why he had not reached out to Hill earlier, Biden said he had previously publicly stated he had regrets about her treatment and that he “didn’t want to quote invade her space.”

That seemed to be a reference to another controversy that looms over Biden’s presidential run: allegations by several women that he made them uncomfortable by touching them at political events.

Biden also addressed that criticism, saying he was now more “cognizant” about a woman’s “private space.” But he maintained that he had been “trying to bring solace.”

He suggested he was still trying to sort out the guidelines for his conduct going forward.

“I should be able to read better,” he said. “I have to be more careful.”

Pressed by the show’s panel for an apology to his accusers, Biden would not entirely capitulate.

“So, I invaded your space,” he replied. “I mean, I’m sorry this happened. But I’m not sorry in a sense that I think I did anything that was intentionally designed to do anything wrong or be inappropriate.”

Biden, 76, served as former President Barack Obama’s vice president for two terms. He is competing with 19 others for the Democratic presidential nomination and the chance to likely face President Donald Trump next year in the general election.

His first public event as a presidential candidate is scheduled for Monday in Pittsburgh.

SAN FRANCISCO (Reuters) – Tesla Inc’s stock slumped over 4% on Friday to its lowest price in two years, rounding out a rough week that included worse-than-expected quarterly results and a pitch by Chief Executive Elon Musk on autonomous cars that failed to win over investors.

With investors betting Tesla will soon raise capital, the stock has fallen 13% for the week to its lowest level since January 2017, before the launch of the Model 3 sedan aimed at making the electric car maker profitable.

One positive development for Tesla: a U.S. District Court judge on Friday granted a request by Musk and the Securities and Exchange Commission for a second extension to resolve a dispute over Musk’s use of Twitter.

On Wednesday, Tesla posted a worse-than-expected loss of $702 million for the March quarter. Musk said Tesla would return to profit in the third quarter and that there was “some merit” to raising capital.

Musk is still battling to convince investors that demand for the Model 3, the company’s first car aimed at the mass consumer market, is “insanely” high, and that it can be delivered efficiently to customers around the world.

Tesla ended its first quarter with $2.2 billion, down from $3.7 billion in the prior quarter, and the company is planning expansions including a Shanghai factory, an upcoming Model Y SUV, and other projects.

On Monday, Musk hosted a self-driving event, where he predicted Tesla would have over a million autonomous vehicles by next year. Some analysts perceived the presentation as a way to deflect attention from questions about demand, margin pressure, increasing competition and even Musk’s ongoing battle with U.S. regulators.

Tesla’s stock has now fallen 29 percent in 2019 and the company’s market capitalization has declined to $41 billion from $63 billion in mid-December.

Analysts now expect Tesla’s revenue to expand 19% in 2019, compared with 83% growth in 2018 and 68% growth in 2017, according to Refinitiv.

Following Tesla’s quarterly report, 12 analysts recommend selling the stock, while 11 recommend buying and eight are neutral. The median analyst price target is $275, up 16% from the stock’s current price of $236. Berenberg analyst Alexander Haissl has the most optimistic price target, at $500, while Cowen and Company’s Jeffrey Osborne has the lowest, at $160, according to Refinitiv.

Former CIA Director John Brennan pushed back Friday on President Trump’s charge that he knew about or participated in an attempt to overthrow the American government.

“I don’t think it’s surprising at all that we continue to hear the sociopathic ramblings of Mr. Trump claiming that there was this effort to try to prevent him from being elected or to unseat him,” he told MSNBC’s Hallie Jackson.

Brennan was reacting to comments Trump made during an interview with Sean Hannity on Thursday night.

Trump specifically criticized Brennan, along with former Director of National Intelligence James Clapper, former FBI Director James Comey, and former Deputy FBI Director Andrew McCabe, in the fiery interview.

His comments followed the release of Special Counsel Robert Mueller‘s report which stopped short of accusing the president of either obstruction of justice or collusion with Russia.

Brennan added he welcomed further investigation into his and other officials’ conduct while they served in government. “I’ve testified in front of Congress … Absolutely, I’ll do it again,” he said.

Brennan also disputed Sen. Rand Paul’s, R-Ky., claim that he “insisted that the unverified and fake Steele dossier be included in the Intelligence Report.”

Journalist Bob Woodward similarly promoted the idea that the CIA pushed to include the Steele dossier in the intelligence community assessment surrounding Russian election interference.

“That’s absolutely incorrect and 180 degrees from the truth. It was CIA that was pushing not to have it included and not to be taken into account at all in that intelligence community assessment.
