OTTAWA (Reuters) – Four people were shot dead in Penticton, British Colombia, on Monday and a suspect is in custody, the Royal Canadian Mounted Police (RCMP) said in a statement.

“Police have determined four people are deceased at three locations within a 5 km (3.1 mile) radius,” the statement said.

“A man matching the suspect’s description turned himself into the Penticton RCMP detachment. The man remains in custody while the investigation progresses. Preliminary indications are this was a targeted incident,” the statement said.

The initial shooting incident was reported at 10:30 a.m. local time (1730 GMT). As police were en route to the scene, a second shooting was reported.

The suspect in both shootings turned himself in about an hour after the first report, police said.

A motive for the shootings was still unknown.

“Determining why this occurred is part of our ongoing investigation,” said RCMP regional commander Ted De Jager.

“I understand that this is a deeply troubling incident that has taken place in our community. Our hearts and thoughts are with all those impacted by this terribly tragic incident,” he added.

Trump adviser to give remarks on Cuba, Venezuela, Nicaragua

National security adviser John Bolton said Friday that he will travel to Miami next week to outline steps the administration is taking to confront what he says are threats from the "troika of tyranny," Cuba, Venezuela and Nicaragua.

John Bolton said in a tweet that he is delivering a speech on Wednesday, the 58th anniversary of the United States' failed attempt to overthrow the Cuban government in the 1961 "Bay of Pigs" invasion. His speech will be at the Bay of Pigs Veterans Association, which endorsed Trump for president.

The administration is expected to announce on Wednesday its decision on whether to allow lawsuits against companies that profit from U.S.-linked properties confiscated after Cuba's 1959 socialist revolution.

European shares rise on trade hopes, despite Brexit deadlock

(Reuters) – European shares rose on Thursday as signs of progress in U.S.-China trade talks helped investors look past worries over global growth and Britain’s chaotic effort to leave the European Union.

The pan-region STOXX 600 index rose 0.2 percent with Frankfurt’s trade-sensitive index climbing about 0.4 percent.

China has made unprecedented proposals on issues like forced technology transfers as it works with the United States to end their trade war, U.S. officials told Reuters on Wednesday. In addition, Premier Li Keqiang said China would expand market access for foreign banks and insurance companies.

Basic resources led gains on the STOXX, but banking stocks fell as bond yields, and what they say about expectations for global growth, continued to decline.

“European stocks are slightly higher. It seems almost a battle of ideas,” said Teeuwe Mevissen, senior market economist, eurozone at Rabobank in Utrecht. “In the background you have Brexit and not less important are trade talks between China and the U.S. and the slowdown in China.”

Britain’s exporter-heavy FTSE 100 rose 0.6 percent as sterling weakened after Prime Minister Theresa May failed to sway hard-line opponents of her proposed Brexit agreement, leaving the process deadlocked.

“In general, markets still assume that a Brexit deal will take place or you will get a prolonged delay. The ‘no deal’ is not completely ruled out, but it’s certainly not the basic scenario for market participants,” said Mevissen.

Efforts to persuade lawmakers to back May’s deal will continue on Thursday, but it remains uncertain how, when or even if Britain will leave the EU.

In the euro zone, German biotech company Evotec lead gains on the STOXX, rising 4.5 percent after its results beat expectations. Tobacco stocks Imperial Brands and British American Tobacco gained about 2 percent after Citi upgraded each to “buy”.

Car makers extended gains from Wednesday but Fiat Chrysler Automobiles slid 1 percent after Nissan Motor Co’s chief executive said he was unaware of discussions about its French partner Renault SA making a bid for the company.

Adding to its woes, the Italian carmaker’s German rival Volkswagen said it was not interested in a partnership with the company.

Shares of 1&1 Drillisch, a unit of United Internet, fell 12 percent after the telecom service provider issued a disappointing profit outlook.

Debenhams dropped 23 percent after the retailer said its bondholders agreed to change the terms of some of their bonds, a move that could end a bid from Mike Ashley’s Sports Direct and wipe out shareholders.

March 20, 2019

BRUSSELS (Reuters) – European Competition Commissioner Margrethe Vestager will hold a news conference on an antitrust case at 1030 GMT (11.30 a.m. Brussels time), the European Commission said on Wednesday.

Vestager is expected to announce a third fine for Alphabet unit Google over anti-competitive practices, related to its AdSense advertising service, a person familiar with the matter told Reuters last week.

Last year, Vestager imposed a record 4.34 billion euro ($4.91 billion) fine on Google for using its popular Android mobile operating system to block rivals. This followed a 2.4 billion euro fine levied in 2017 for blocking rivals of shopping comparison websites.

Pastor who denied being 'pervert' convicted of sex charges

A former minister in Ohio has been convicted of child sex trafficking after a woman told jurors he groomed her for sex when she was 14 and encouraged her to have sex with two other pastors.

Anthony Haynes faces up to life in prison. Jurors found him guilty Wednesday of charges including sex trafficking and child sexual exploitation.

The two other Toledo-area pastors who have pleaded guilty also are awaiting sentencing.

Prosecutors say Haynes paid the girl for sex during a three-year period after promising her mother he would protect her.

The 40-year-old former minister denied having sex with the girl and testified she tried to manipulate him, saying "I'm not a pervert."

The now 19-year-old woman testified Haynes later introduced her to two other pastors.

Afghan official: Taliban target security forces, killing 8

An Afghan official says the Taliban have targeted a checkpoint in northern Balkh province, killing at least eight members of the security forces.

Adil Shah Adil, spokesman for the provincial police chief, says that five other members of the security forces were wounded in Monday night's attack in the district of Sholgara.

No one immediately claimed responsibility for the attack, but Adil blamed the Taliban who are active in Balkh, especially in Sholgara, and have repeatedly struck checkpoints there.

Adil says there were also casualties among the Taliban as a three-hour shootout ensued at the checkpoint but he couldn't provide an exact number.

The Taliban have stepped up attacks against government officials as well as Afghan security forces across the country even though they are negotiating with a U.S. envoy.

A California man who allegedly fatally shot his ex-girlfriend in broad daylight last month before fleeing the country has been returned to the U.S. following his arrest in Mexico on Wednesday, authorities said.

Julio Cesar Rocha, 25, of Montlcair, is accused of shooting his 25-year-old ex-girlfriend Thalia Flores and a second unidentified male victim March 21 around 2:45 p.m. while the two were sitting in a vehicle in the parking lot of a discount store in Chino. Both communities are about 36 miles east of Los Angeles.

Flores died at the scene. The man, whose name was not released, walked to a nearby hospital where he’s recovering from his gunshot wounds.

Rocha allegedly fled the scene and remained at large for more than a month, the Daily Bulletin reported. He was formally arrested at 4:30 p.m. after arriving at Los Angeles International Airport from Mexico, KTLA-TV reported.

The suspect was booked at the West Valley Detention Center in Rancho Cucamonga on murder and attempted murder charges, the City of Chino Police Department said on Facebook.

Flores ended her seven-year relationship with Rocha just two months before her death and still lived in fear of him until that point, a sister of the victim, Bernice Flores, told the Daily Bulletin.

“He said himself so many times to other people, ‘If I can’t have her, no one will.’ ” Flores said, adding that her sister stayed in the relationship longer that she would have liked in fear that Rocha would hurt her or her family if they broke up.

Rocha was convicted on misdemeanor battery in 2016 and sentenced to 60 days in prison. He was originally charged with misdemeanor assault with a deadly weapon, but the charges were lowered in a plea deal, the Daily Bulletin reported.

Rocha was convicted of misdemeanor resisting or obstructing a peace officer in 2014. A second charge of misdemeanor battery was dropped in a plea deal, and Rocha was ordered to complete a 26-week anger management course, according to San Bernardino County Superior Court records. Rocha was later arrested and sentenced to 10 days behind bars for failing to complete the course.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Our members are excited to hear him speak and thank him for his support for our Right to Keep and Bear Arms.”

Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

The Associated Press contributed to this report.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”
