OTTAWA (Reuters) – With a federal election looming and Prime Minister Justin Trudeau’s government facing its worst political crisis in four years, Canada’s ruling Liberals are expected to table a goody-filled budget later this week in bid to get back on course with voters.

Trudeau’s Liberals surged to power in 2015 on a pledge to jolt the economy by boosting spending, but their popularity has dropped sharply in recent weeks amid claims that Canada’s former Justice Minister was pressured to help construction firm SNC-Lavalin avoid a criminal trial.

Adding to the pain, economic growth slowed sharply at the end of 2018 and, despite blockbuster job gains, Canadians are feeling increasingly pessimistic about the future as record household debt runs up against higher interest rates.

To counter the negative sentiment, Finance Minister Bill Morneau is expected to make use of unexpectedly strong revenues from the first nine months of the fiscal year to table a stimulus-filled federal budget on Tuesday, the last budget ahead of an October election.

High on the list of expectations is supports for millennial home buyers, money for skills re-training, pharmacare help for those lacking prescription drug plans through their workplace, and new spending for families with children.

If Morneau wants to look fiscally prudent, the key will be to divvy up only the unexpected revenue, and not disrupt plans to reduce the net-debt-to-GDP ratio – a measure of how burdensome debt is relative to the economy, said Derek Holt, head of Capital Markets Economics at Scotiabank.

“If they want their cake and eat it too, you spend only the unanticipated revenue surprise, and you keep your powder dry on the rest,” he said.

HOUSING FOR MILLENNIALS

New mortgage rules that came into effect last year, and five interest rate hikes by the Bank of Canada since July 2017, have left would-be buyers on the sidelines.

While the central bank says the changes have improved the quality of new mortgage debt in Canada, they have also contributed to a slowdown, with home sales slumping nationwide to a six-year low in February.

“Our recommendations include restoring 30-year mortgages for first-time home buyers and making some adjustments to the current stress test now that the market has changed,” said Kevin Lee, chief executive of the Canadian Home Builders’ Association.

Others options include bigger tax breaks for first-time buyers and more space to borrow from retirement savings.

But economists warn that too many perks could inadvertently reheat housing markets, putting ownership further out of reach for millennials and other first time buyers, especially in expensive cities like Vancouver and Toronto.

PHARMACARE AND MORE

The budget is also expected to propose a limited expansion to Canada’s healthcare system to cover part of the cost of prescription drugs, Reuters reported in January, citing sources.

Budget documents may go into some detail, or just make a general commitment to boost coverage, leaving specifics for the election campaign.

And while one of the bright spots in Canada’s sluggish economy has been booming employment numbers, companies say they are struggling to fill jobs requiring specialized skills, notably in the technology and healthcare fields.

“We would welcome a focus on skills, since it could address a current business challenge,” said Craig Wright, chief economist at the Royal Bank of Canada, in a research note.

Speaking at a shoe repair shop on Thursday, Morneau hinted such measures would be coming.

“In our budget this year, that’s what we’re going to be thinking about. How do we help Canadians to take time off … and how do they pay for their training?” he said.

The Liberals have faced criticism for backing away from a pledge to balance the budget by 2019, but with a vote looming the focus will likely be on setting up the campaign platform with items to come. A deficit of C$18.1 billion ($13.6 billion) is forecast for 2018/19.

“When it comes to how the deficit gets allocated, as we saw in the last election, (voters) still like to see a check in their own mailbox,” said Avery Shenfeld, chief economist at CIBC Capital Markets, in a research note.

Harley Davidson to extend current labor contract through April 14: union

CHICAGO (Reuters) – Harley-Davidson and the United Steelworkers union, which represents the motorcycle maker’s workers in Milwaukee and Tomahawk, Wisconsin, have agreed to extend the current labor agreement through April 14, the union said on Tuesday.

The union members on Monday rejected Harley’s proposal for a five-year contract which included a 14 percent wage increase during the contract period as well as a $2,250 signing bonus.

Brazilian town fines Vale, closes port terminal in Rio de Janeiro state

SAO PAULO (Reuters) – The town of Mangaratiba, in Brazil’s Rio de Janeiro state, fined miner Vale SA and closed its iron ore port terminal on Monday, citing pollution problems and the alleged lack of an operating license.

The city’s environment department fined Vale for 30 million reais ($8 million) and closed the Ilha da Guaiba terminal for the second time this year. In a statement, Mayor Alan Costa said Vale needs to “comply with environment laws.”

Mangaratiba had closed the terminal briefly in January, after a mining disaster at a Vale facility in another state that killed hundreds, before reopening it.

Around 40 million tonnes of iron ore go through Vale’s Ilha da Guaiba terminal yearly, according to Brazil’s port regulator.

In a statement, Vale said it was notified by the city and had “all necessary licenses to operate the port terminal.”

The company added that it would take adequate measures to resume the port operation but it did not elaborate.

Northern Ireland police release video in hunt for killer

Police in Northern Ireland searched for multiple suspects Friday after the fatal shooting of a journalist during rioting in Londonderry and sought help from the public to get "a killer off the streets" and into custody.

The Police Service of Northern Ireland said 29-year-old journalist Lyra McKee was shot and killed, probably by a stray bullet, during overnight rioting in the city's Creggan neighborhood. It said the New IRA dissident group was most likely responsible.

Assistant Chief Constable Mark Hamilton said a gunman fired a number of shots at police during the unrest that began Thursday evening.

"We believe this to be a terrorist act," he said.

Police on Friday night released closed-circuit TV footage showing the man suspected of firing the shots that killed McKee.

Detective Superintendent Jason Murphy said the footage shows "the gunman at the corner and an individual picking up something from the ground on the same corner. We are releasing this to encourage anyone with information to make contact with us."

He said locals know the identity of the gunman and urged them to come forward "to try to help us take a killer off the streets."

The killing reminded many of the decades of violence that plagued Northern Ireland before the 1998 Good Friday peace agreement. It was condemned by all the major political parties as well as the prime ministers of Britain and Ireland.

Speaking in Dublin, Irish Prime Minister Leo Varadkar said the people of Ireland and Northern Ireland had chosen peace and cooperation on Good Friday 21 years ago and will not be "dragged into the past" by political violence.

McKee rose to prominence in 2014 with a moving blog post — "Letter to my 14 year old self" — describing the struggle of growing up gay in Belfast, the capital of Northern Ireland.

In the post, she described the shame she felt at 14 as she kept the "secret" of being gay from her family and friends and the love she eventually received when she was finally able to reveal it.

She also had recently signed a contract to write two books.

Hours before her death, she tweeted a photo of the rioting with the words: "Derry tonight. Absolute madness."

Her partner, Sara Canning, told a vigil Friday that McKee's amazing potential had been snuffed out.

Canning said the senseless murder "has left me without the love of my life, the woman I was planning to grow old with."

"It has left so many friends without their confidante," she added.

A murder investigation has been launched but there have been no arrests yet. Police appealed for calm over the long Easter holiday weekend.

Hamilton said the force's assessment "is that the New IRA are most likely to be the ones behind this."

The New IRA is a small group who reject the 1998 Good Friday agreement that marked the Irish Republican Army's embrace of a political solution to the long-running violence known as "The Troubles" that claimed more than 3,700 lives.

The group is also blamed for a Londonderry car bombing that did not cause any injuries in January. It is regarded as the largest of the splinter dissident groups still operating and has been linked to several other killings in the past decade.

Deputy Chief Constable Stephen Martin said Friday that police believe more than one person was involved in the shooting.

"We certainly believe there was more than one person who was involved in this last night. Obviously only one person pulled the trigger but there was more than one person," he said.

He said the violence started after police entered the area to search for weapons and that the gunman was aiming at policemen when the rioting intensified.

"The full and total responsibility for Lyra McKee's death lies with the organization that sent someone out with a gun," he said.

There has been an increase in tensions in Northern Ireland in recent months with sporadic violence, much of it focused in Londonderry, also known as Derry.

Londonderry Mayor John Boyle said the city was united in mourning McKee's death.

"I have known her since she was 16 years old," he said. "She was bright, she was warm, she was witty. But most of all, she was an outstanding individual, a great friend to so, so many people in this city in the short time that she was with us."

SEOUL (Reuters) – North Korean leader Kim Jong Un will visit Russia for a summit with Russian President Vladimir Putin, North Korean state media confirmed.

State media Korean Central News Agency (KCNA) said the visit will happen “soon,” but did not elaborate the time or the venue.

Putin and Kim are on track to meet by the end of April, Kremlin spokesman Dmitry Peskov told reporters on Monday.

Preschool staffers suspended after allegedly forcing children to stand naked inside closet as punishment

Preschool children were allegedly forced to strip naked and stand in a closet for five or 10 minutes as punishment last week in East St. Louis, Ill., prompting the suspensions, without pay, of a teacher and her assistant, reports said Tuesday.

Southern Illinois University Edwardsville (SIUE) runs the Head Start program held at the Jackie Joyner-Kersee Center in East St. Louis, where there is a class of about 20 preschoolers, SIUE Police Chief Kevin Schmoll told reporters.

“The one teacher said she didn’t learn this anywhere, this is what she tried and felt it would calm the children down by doing this,” Schmoll told FOX 2 of St. Louis. “But it’s obviously in no teaching manual anywhere. It’s inappropriate and against the law to do this.”

Police believe the students were ages 4 and 5, and at least four young boys in the classroom were punished in the alleged incident, the St. Louis Post-Dispatch reported.

The teacher is a 26-year-old woman, while her assistant is 41 years old, FOX 2 reported. Schmoll told the station that the teacher admitted to the punishment, while the assistant is in trouble for not intervening or reporting it.

Program leaders sent parents a letter to explain a "child safety violation" in the classroom, the Post-Dispatch reported.

“Under no circumstances does the program condone or tolerate inappropriate treatment towards children, family or staff,” the letter said.

A spokesperson for the Jackie Joyner-Kersee Foundation issued a statement late Tuesday saying that program is run "completely independently" from the center programming and foundation.

"Our staff was in no way involved in this alleged incident and had no knowledge of what happened in this case," the statement said. "As a Foundation that dedicates itself to improving the lives of children, we were deeply saddened to hear this alleged incident occurred and know that appropriate legal actions are being taken."

The St. Clair County State’s Attorney’s office is expected to review the case for potential charges, Schmoll told the Post-Dispatch.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

It’s the type of crime that doesn’t happen every day.

Police in the suburbs of Philadelphia say three suspects broke into a medical facility in Wynnewood, Pennsylvania, last Saturday and fled with 18 colonoscopies – devices used for examining the health of patients’ colons.

The devices were reportedly worth a total of about $450,000, authorities said.

But police were perplexed about what the suspects might have planned to do with the instruments.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.
