Oman says it aided release of Indonesia, Malaysian in Yemen

Oman says it helped negotiate the release of an Indonesian and a Malaysian held in Yemen amid the war in the Arab world's poorest nation.

The state-run Oman News Agency said Monday it reached an agreement "with the relevant authorities in Sanaa," Yemen's rebel-held capital, for the return of the two captives.

It said they arrived in Oman on Monday.

The brief statement did not identify those freed.

Oman, a sultanate on the eastern edge of the Arabian Peninsula, did not join a Saudi-led military campaign targeting Yemen's Houthi rebels.

Since the war, Oman has been crucial in negotiating the release of prisoners held in Yemen by the Houthis.

The Saudi-led coalition launched its war in Yemen in March 2015.

March 9, 2019

MEXICO CITY (Reuters) – At least 13 people were killed and another seven wounded in a shooting at a bar early on Saturday in Mexico’s violence-wracked Guanajuato state, local media reported.

It was not immediately clear who committed the crime. Before sunrise, a group of armed men pulled up in three vans at the La Playa Men’s Club in the city of Salamanca, burst into the premises and opened fire, local media reported.

Powerful oil theft gangs have stolen vast quantities of fuel from Salamanca’s oil refinery. This week President Andres Manuel Lopez Obrador launched a major offensive to capture local gang leader Jose Antonio Yepez, known as “El Marro.”

A video taken after the shooting from the street near the bar showed a line of police vehicles. A woman wailed uncontrollably in the background as an ambulance drove into the area.

Salamanca lies in Guanajuato state, part of the country’s industrial heartland that was a magnet for carmakers such as Volkswagen AG, General Motors Co and Toyota Motor Corp, but it suffered a doubling of murders last year, making it one of Mexico’s most violent regions, official data shows.

More than a decade after the launch of a militarized effort against drug cartels that has led to some of Mexico’s bloodiest years on record, the latest effort will test the new government’s ability to curtail the reach of organized crime.

Lopez Obrador took office on Dec. 1, vowing to fight crime in a new way.

Argentina ministry sends central bank charter to Congress

BUENOS AIRES (Reuters) – Argentina’s finance ministry sent a bill to Congress on Friday for a new central bank charter that bans the entity from financing the Treasury and once again emphasizes its main role as fighting inflation.

The bill, which needs approval from Congress, will give the central bank greater autonomy and was one of the commitments made by President Mauricio Macri’s government as part of a $56.3 billion deal with the International Monetary Fund last year.

“The main objective of the reform is to strengthen the Central Bank’s credibility, increasing its independence, so that it becomes a long-term institutional pillar,” Argentina’s finance ministry said in a statement.

The law also proposes the establishment of more stringent auditing rules that “more precisely determine the role of the Central Bank and allow it to carry out its activity without constraints,” the ministry said.

Central bank head Guido Sandleris has repeatedly emphasized that the bank no longer provides funds to finance the Treasury and that its main objective is to slow down sky-high inflation that shot up 48 percent last year.

The IMF executive board will meet on April 5 to discuss the third review of the program signed with Argentina and, if approved, will disburse some $10.8 billion that could bring some calm to the volatile Argentine markets.

Australia’s falling home prices not yet a threat to banks: RBA

SYDNEY (Reuters) – Australia’s falling home prices and high levels of household debt are not yet a threat to financial stability, a top central banker said on Wednesday, though there were risks to developers from a glut of new apartments.

In a speech in Perth, Reserve Bank of Australia (RBA) Assistant Governor Michele Bullock also cautioned banks not to go too far in curbing the supply of credit to the economy.

“From a financial stability perspective, prudent lending standards are a good thing,” Bullock told a conference on urban planning. “But there needs to be a balance.”

“The regulators are not proposing any further tightening in lending standards,” she added. “And the appropriate amount of credit risk is not zero – banks need to continue to lend and that will inevitably involve some credit losses.”

The banks use of stricter standards on mortgages has been blamed for exacerbating a downturn in home prices, in large part by curbing investment loans.

However, Bullock said evidence suggested it was not so much tighter credit that was driving down prices as a weakening in demand for loans.

Since peaking in mid-2017, house prices across Australia have dropped by around 7 percent, with steeper falls in Sydney and Melbourne.

Bullock said the decline in prices coupled with record high levels of household debt were not as yet a threat to financial stability more broadly.

“The impacts are not large enough to result in widespread problems in the financial sector,” she said.

Most of the debt was well secured against property, even with the decline in house prices, and repayments as a share of income remained steady. Arrears rates were low and banks were well capitalized.

“Broadly, the debt is held by households that can afford to service it,” said Bullock.

One area of risk was in apartments, where a large amount of new supply was coming on the market that could put further downward pressure on prices.

“Currently, the risks here appear to be elevated but contained,” said Bullock.

The bank’s liaison suggested that settlement failures had not increased much and some developers were in a position to hold and rent unsold apartments, she added.

Zookeeper seriously injured when rhino strikes her

A female zookeeper in Florida was seriously injured when a rhinoceros struck her.

Jacksonville Zoo and Gardens Executive Director Tony Vecchio says the zookeeper was hurt by the rhino's horn during a "routine training session" Tuesday morning.

Tom Francis with the Jacksonville Fire and Rescue Department says she was taken to the hospital with serious injuries. News outlets report that her condition wasn't immediately known.

Vecchio says the rhino, 50-year-old Archie, remained in his enclosure the entire time and the public was never in danger. He says zookeepers conduct routine training with the animals to prepare them for medical exams.

Zoo officials say they'll do a full investigation of the incident and act on safety recommendations.

Guatemala anti-graft candidate to appeal ruling blocking her from ballot

April 2, 2019

GUATEMALA CITY (Reuters) – Guatemala’s former attorney general Thelma Aldana will seek to overturn a decision from the country’s top elections authority that would prevent the anti-corruption crusader from running for president, a top aide said on Tuesday.

A little over two months from the June vote, the electoral court rejected Aldana’s candidacy in a decision announced on Monday that cited an arrest warrant issued against her, which alleged irregularities during her tenure as chief prosecutor.

The electoral court case against Aldana, who served as attorney general from 2014 to 2018, was pursued by her political opponents.

Among the presidential front-runners in recent polls, Aldana has denied the charges and dismissed them as politically motivated.

“Why are there so many attacks? Because she represents a serious threat to the various economic, political and illicit interests that operate in the country,” Rotman Perez, Aldana’s campaign manager, told Reuters.

Perez said Aldana will opt for one of two options: ask the country’s Supreme Court to reinstate her on the ballot or seek an appeal with the Constitutional Court, Guatemala’s top judicial body.

He did not say when the presidential hopeful would make her next move.

Aldana, 63, leads the left-of-center Seed Movement party and is currently in neighboring El Salvador due to what she has described as political persecution.

Aldana led the field of presidential candidates with 28 percent ahead of the June 16 election in a recent Mitofsky poll, outpacing Zury Rios, the daughter of former dictator Efrain Rios Montt, and former First Lady Sandra Torres.

During her tenure as Guatemala’s top law enforcement official, Aldana helped uncover corruption cases that led to the conviction and imprisonment of ex-President Otto Perez.

She has also been a vocal supporter of the U.N.-backed International Commission Against Impunity in Guatemala, or CICIG.

Current President Jimmy Morales, who has been a target of CICIG investigators, has ordered the body to end its work and leave the country.

By Aditi Shah and Abhirup Roy

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

For an interactive graphic on Jet’s market share, click https://tmsnrt.rs/2WvDQYi

For an interactive graphic on average daily flights by the airline, click https://tmsnrt.rs/2FeFDel

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

Britain and Ireland are making a new push to restore Northern Ireland’s collapsed government, amid mounting criticism of politicians following the murder of a journalist by a banned militant group.

The two governments are expected to make an announcement Friday about talks to revive the power-sharing administration, which has been suspended for more than two years because of a dispute between the main Protestant and Catholic parties.

Security officials warn that political drift in Northern Ireland could embolden those bent on violence.

Pressure on politicians has grown since the killing of journalist Lyra McKee, shot dead by an Irish nationalist militant during rioting in Londonderry last week.

Police have released video footage of a stocky, masked man they say is a key suspect and have urged residents to help identify him.
