WASHINGTON (Reuters) – The U.S. State Department refused more than 37,000 visa applications in 2018 due to the Trump administration’s travel ban, up from less than 1,000 the previous year when the ban had not fully taken effect, according to agency data released on Tuesday.

The United States denies nearly 4 million visa applications a year for a variety of reasons, including for practicing polygamy, abducting children or simply not qualifying for the visa in question. The data released Tuesday was the first comprehensive look at the human impact of President Donald Trump’s ban, imposed shortly after he took office and initially blocked by federal courts.

The ban has especially affected people from Iran, Libya, Somalia, Syria and Yemen, countries where the number of visas issued slid 80 percent in 2018 from 2016, the last year without a travel ban.

Trump’s initial January 2017 executive order banning entry to the United States by citizens of several Muslim-majority countries launched a fierce fight in federal courts over whether the policy amounts to an unlawful “Muslim ban” or is a legal exercise of presidential power.

The administration revised the policy following court challenges, and the Supreme Court allowed it to largely go into effect in December 2017 while legal challenges continued. In June 2018, the high court upheld the new version of the ban.

As a result, most people from Iran, Libya, Somalia, Syria and Yemen have not been able to enter the United States for well over a year. Venezuela and North Korea also were targeted in the current policy, but those restrictions were not challenged in court.

The figures released on Tuesday show the government denied 15,384 applications for immigrant visas – given to those who want to live permanently in the United States – due to the “2017 Executive Order on Immigration.” A State Department spokeswoman confirmed that term referred to the travel ban policy.

In addition, 21,645 applications for non-immigrant visas – given to people coming for short-term visits for business, tourism or other reasons – were denied due to the ban.

Approximately 2,200 visa applications overcame denials based on the travel ban last year, but it was unclear how many of those applications were initially made last year or earlier.

The data did not include how many visa applications were made by citizens from countries affected by the travel ban.

Every month, the State Department releases the numbers of visas issued to citizens of all countries, including those under the travel ban, but it does not publish equivalent monthly information on the number of visa applications or denials by country.

Other, previously released data from the State Department shows that the number of U.S. visas issued to citizens of the countries under the travel ban has dropped drastically as a result of its implementation.

In the fiscal year from Oct. 1, 2017 through Sept. 30, 2018, citizens of Iran, Libya, Somalia, Syria and Yemen – the five countries consistently on the travel ban list throughout its different iterations – received approximately 14,600 U.S. visas. That is down 80 percent from approximately 72,000 visas issued for citizens of those countries in the 2016 fiscal year, when no such ban was in place.

Senate GOP effort on Trump border wall seems to crash

An 11th-hour rescue mission by Republican senators to stave off an awkward defeat for President Donald Trump on his declaration of a national emergency at the Mexican border, and to protect themselves from a politically dicey vote opposing him, seemed to collapse Wednesday.

The setback made it all but certain that defections from his own party will force Trump to cast what could be his first veto — on a struggle directly related to his signature issue of building barricades along the southwest border. It also left Republican senators facing a painful choice: defy a president who commands passionate loyalty from conservative voters or acquiesce to what many lawmakers from both parties consider a dubious and dangerous expansion of presidential authority.

After a closed-door lunch, GOP lawmakers predicted the Senate would approve a resolution Thursday annulling the emergency Trump has declared along the border. The Democratic-led House passed the legislation last month, meaning Senate assent would send it to Trump.

"It was called turn out the lights, the party's over," said Sen. John Kennedy, R-La., recalling a favorite refrain of Monday Night Football announcers when a game was out of reach. "Well, that's appropriate right now."

Republicans hoped Trump would support a separate measure curbing a president's powers to declare future emergencies. Had he done so, they thought, it would be easier for reluctant GOP senators to support the emergency Trump has proclaimed to steer $3.6 billion more than Congress has approved for barrier construction.

But during the GOP lunch, Trump called Sen. Mike Lee, R-Utah, chief sponsor of the bill limiting future emergency declarations, and told him he opposed that proposal. The call was described by two officials who weren't authorized to publicly discuss the matter and described it on condition of anonymity.

"There's been numerous efforts to engage with the vice president and the president, and the president's not persuaded that he should support it right now," said Sen. John Cornyn, R-Texas, who advises GOP leaders. "I don't know of any president that likes to give up power."

Lee said in a statement that he will back the resolution canceling the border emergency because his own bill now lacks "an immediate path forward."

With Republicans controlling the Senate 53-47, it will take just four GOP defections to approve the measure, which the House passed last month.

Besides Lee, four have said they would vote no: Sens. Thom Tillis of North Carolina, Susan Collins of Maine, Lisa Murkowski of Alaska and Kentucky's Rand Paul. Tillis and Collins face potentially competitive re-election fights in 2020.

Tillis, though, said Wednesday that his vote was "still a work in progress" as talks with the White House continued.

As many as 15 Republicans might vote to block Trump's emergency, said one Republican who offered the estimate only on condition of anonymity.

An administration official said the White House is skeptical there will be enough votes to head off a Senate defeat and is reluctant to back limits on future declarations unless a victory on the resolution is assured. The official was not authorized to publicly private conversations and spoke on condition of anonymity.

Any Republican hopes of a turnabout rested largely on a familiar phenomenon of the Trump administration — an unexpected change in mind, as he's done in congressional battles over health care and immigration.

Trump told reporters that he has advised GOP senators to "vote any way you want" on the resolution blocking his emergency declaration — but he added a warning.

"Anybody going against border security, drug trafficking, human trafficking, that's a bad vote," he said. Framing Thursday's vote that way seemed to be a message all but aimed directly at undecided GOP senators facing re-election races next year, of whom there are several.

Even so, there was little doubt among GOP senators that Thursday's vote would turn out badly for the party.

House Speaker Nancy Pelosi, D-Calif., tried making it even harder for uncertain Republicans to support Trump's border emergency. She said the House would never even consider the separate bill limiting future declarations by presidents, including Trump.

"Republican Senators are proposing new legislation to allow the president to violate the Constitution just this once in order to give themselves cover," Pelosi said in a statement. "The House will not take up this legislation to give President Trump a pass."

Under a four-decade old law, presidents have wide leeway in declaring a national emergency. Congress can vote to block a declaration, but the two-thirds majorities required to overcome presidential vetoes make it hard for lawmakers to prevail. Presidents have never before declared an emergency after Congress voted to deny them money for the same purpose.

Lee's proposal says a presidential emergency would last 30 days unless Congress votes to extend it. It would apply to future emergencies, but not Trump's current border emergency unless he seeks to renew it next year.

The strongest chance of blocking Trump's border emergency is likely several lawsuits filed by Democratic state attorneys general, environmental groups and others.

Mississippi governor signs ‘heartbeat’ abortion ban

(Reuters) – Mississippi’s Republican governor signed one of America’s strictest abortion bills on Thursday banning women from obtaining an abortion once a fetal heartbeat is detected, which can often occur before a woman even realizes she is pregnant.

Dubbed the ‘heartbeat bill,’ this is the second legislative attempt in less than a year aimed at restricting abortions in a state with a single abortion clinic.

In a tweet earlier this week, Governor Phil Bryant thanked the state’s legislature for “protecting the unborn” by passing the bill and sending it to him for his signature.

The Mississippi law joins a wave of similar Republican-backed measures recently introduced in Iowa, Kentucky, Tennessee and Georgia.

Conservative Republican proponents say these bills are intended to challenge Roe v. Wade, the U.S. Supreme Court’s 1973 landmark ruling that women have a constitutional right to an abortion.

U.S. states are jostling for a showdown on abortion rights in 2019, with all eyes on the conservative-dominated Supreme Court.

Just last November, a U.S. federal judge struck down a Mississippi law banning most abortions after 15 weeks, ruling that it “unequivocally” violates women’s constitutional rights.

The new Mississippi bill prohibits the abortion of a fetus with a detectable heartbeat, before the point where a woman may be aware she are pregnant.

It also states that any physician who violates the restriction is subject to losing the license to practice medicine.

The law makes exceptions for women whose health is at extreme risk. It is a victory for anti-abortion groups, but abortion rights advocates have promised to pursue legal action to overturn it.

“This ban is one of the most restrictive abortion bans signed into law, and we will take Mississippi to court to make sure it never takes effect,” Hillary Schneller, staff attorney at the global abortion rights advocacy group Center for Reproductive Rights, said in a statement.

“This ban — just like the 15 week ban the Governor signed a year ago — is cruel and clearly unconstitutional.”

A fetus that is viable outside the womb, usually at 24 weeks, has widely been considered the threshold in the United States to prohibit an abortion.

Last week, a federal judge blocked Kentucky’s fetal heartbeat abortion law. An Iowa judge overturned that state’s heartbeat law in January after declaring it violated the state’s constitution.

U.N. nuclear watchdog could be in North Korea within weeks of a deal

UNITED NATIONS (Reuters) – The United Nations atomic watchdog said on Tuesday that if a deal was reached with North Korea to give up its nuclear program then it would be ready to send in inspectors within weeks – if asked – to verify and monitor denuclearization.

International Atomic Energy Agency (IAEA) Director-General Yukiya Amano told the U.N. Security Council that the IAEA was the only international organization equipped to carry out the job “in an impartial, independent and objective manner.”

“Subject to the approval of our Board of Governors, we could respond within weeks to any request to send inspectors back to the DPRK,” he told the 15-member council during a meeting on the Non-Proliferation Treaty. The official name of North Korea is the Democratic People’s Republic of Korea.

U.S. President Donald Trump and North Korean leader Kim Jong Un have met twice in the past year to discuss denuclearization. North Korea is under tough U.N. Security Council sanctions that have been steadily tightened since 2006 to choke off funding for Pyongyang’s nuclear and ballistic missile programs.

Trump and Kim last met in Vietnam in February, but the summit was cut short after they failed to reach a deal on the extent of economic sanctions relief for North Korea in exchange for steps to give up its nuclear program.

On the day that their talks in Hanoi collapsed, Trump handed Kim a piece of paper that included a blunt call for the transfer of Pyongyang’s nuclear weapons and bomb fuel to the United States, according to the document seen by Reuters. [nL1N21G01V]

The Vienna-based International Atomic Energy Agency has not had access to North Korea since Pyongyang expelled its inspectors in 2009, and it now monitors the country’s nuclear activities mainly through satellite imagery.

Amano said that sending in IAEA inspectors “would help to make the implementation of any agreement sustainable.”

“It would also contribute to the denuclearization of the DPRK in a complete, verifiable and irreversible manner, as required by numerous resolutions of the Security Council,” he said.

The IAEA already monitors the implementation of a 2015 deal between Iran and world powers to curb its nuclear program. Trump withdrew the United States from the deal with Iran in May 2018.

“Our inspectors have had access to all the sites and locations in Iran which they needed to visit,” Amano said.

JOINT BASE ANDREWS, Md. (Reuters) – U.S. President Donald Trump said on Friday he called the Organization of the Petroleum Exporting Countries and told the cartel to lower oil prices.

“Gasoline prices are coming down. I called up OPEC, I said you’ve got to bring them down. You’ve got to bring them down,” Trump told reporters.

MEYZIEU, France (Reuters) – Olympique Lyonnais president Jean-Michel Aulas was wringing out his women’s team shirts in the locker room on a rainy London day eight years ago when he decided it was time to take gender equality more seriously.

It was halftime in their Champions League semi-final second leg against Arsenal at Meadow Park with 507 fans watching and Aulas realized that his players did not have a another kit for the second half.

“Next time, there will be a second set just like for the men, that’s how it’s going to work from now on,” he said.

Lyon have since won five Champions League titles to become the most successful women’s team in Europe and recently claimed a 13th consecutive domestic crown.

They visit Chelsea on Sunday in the second leg of their Champions League semi-final, with a fourth straight title in their sights.

At the heart of their achievements is a pervasive ethos that promotes gender equality throughout the club, starting in the youth academy.

In 2013, Aulas appointed former Lyon and France player Sonia Bompastor as head of the Women’s Academy — the female equivalent of one of France’s top youth set-ups that has produced players such as Karim Benzema, Alexandre Lacazette and Hatem Ben Arfa.

At the Youth Academy, girls and boys share the same facilities.

“Pitches, physiotherapy rooms are the same for all,” the 38-year-old Bompastor told Reuters.

As the girls train under the watch of former Lyon and France international Camille Abily, the screams of the boys practicing can be heard nearby.

The boys and girls also benefit from the same psychological support that includes hypnosis sessions and yoga.

“We have a ‘mental ability’ cell and the hypnotist acts on the girls’ subconscious, on their deeply held beliefs after observing them on and off the pitch,” Bompastor added.

SAME TREATMENT

One message the Academy staff are trying to convey is that girls are as good as boys.

“Women’s nature is such that we have low self-esteem. So self-esteem is a big topic for our girls,” said Bompastor.

This is not the case with the boys, she added.

“Some 14, 15-year-old boys still think they would beat our professional players, we tell them this would not be happening. We still need to work on those beliefs,” she said.

Female players also have to face questions that their male counterparts do not, Bompastor explained.

“In France there is a problem with the way women are considered, there are high aesthetic expectations. So we get heavy questions on femininity, intimate questions that men don’t get,” she said.

OL’s Academy has been held up as a shining example for others to follow, even in the U.S., where women’s soccer has a wider audience than in Europe.

“About one third of the (senior women’s) squad comes from the Academy, we have a good balance,” said Bompastor.

“I’m getting tons of requests from American universities and foreign clubs, who want to come and visit our facilities.”

‘ONE CLUB’

The salaries of the senior players is one area where there remains a large discrepancy between Lyon’s men’s and women’s teams.

While the three best-paid women players in the world are at Lyon with Ballon d’Or winner Ada Hegerberg earning 400,000 euros ($445,520) a year, this figure is dwarfed by the around 4 million euros earned annually by men’s player Memphis Depay.

There is, however, a level of interaction between the men’s and women’s players that is not present at many other clubs.

“When you talk about OL you talk about women and men, you talk about one club and you feel it when you are here or outside in the city,” Germany defender Carolin Simon told Reuters.

“We see it when we play in the big stadium. It’s not ‘normal’ for women’s football,” the 26-year-old, who joined the club last year, added.

Lyon’s female players also enjoy respect from their male counterparts, Simon said.

“It’s very cool, it’s a big honor to feel that it doesn’t matter if you are a professional man or woman. We talk with the men, there are handshakes, it’s a good atmosphere and it’s also why we are successful,” said Simon.

“The men respect us and it’s not just for the cameras.”

Her team mate, England’s Lucy Bronze, sees the men’s respect as key to improving women’s football.

“We might not be paid the same but they are just normal with us, they see us as footballers the same as they are,” Bronze told Reuters.

“Being at Lyon has really opened my eyes. To improve women’s football, it starts with having the respect of your male counterparts. It’s the biggest thing because they can influence so many people.”

GENEVA (Reuters) – Yemeni authorities have rounded up about 3,000 irregular migrants, predominantly Ethiopians, in the south of the country, “creating an acute humanitarian situation,” the U.N. migration agency said on Friday.

“IOM is deeply concerned about the conditions in which the migrants are being held and is engaging with the authorities to ensure access to the detained migrants,” the International Organization for Migration said.

The migrants are held in open-air football stadiums and in a military camp, it said in a statement.

The detentions began on Sunday in the city of Aden and the neighboring province of Lahj, which are under the control of the internationally recognized government backed by Saudi Arabia and the United Arab Emirates. Iran-aligned Houthi rebels control Sanaa, the capital, and other major urban centers.

Both sides are under international diplomatic pressure to implement a United Nations-sponsored ceasefire deal agreed last year in Sweden and to prepare for a wider political dialogue that would end the four-year-old war.

Thousands of migrants arrive in Yemen every year, mostly from the Horn of Africa, driven by drought and unemployment at home and lured by the wages available in the Gulf.

(Reuters) – Following are five big themes likely to dominate thinking of investors and traders in the coming week and the Reuters stories related to them.

1/DOLLAR JUGGERNAUT

The dollar has zipped to near two-year highs, leaving many scratching their heads. To many, it’s down to signs the U.S. economy is chugging ahead while the rest of the world loses steam. After all, Wall Street is busily scaling new peaks day after day.

Never mind the cause, the effect is stark. The euro has tumbled to 22-month lows against the dollar and investors are preparing for more, buying options to shield against further downside. Emerging-market currencies are also in pain, with Turkish lira and Argentine peso both sharply weaker.

Now U.S. data need to keep surprising on the upside or even just meet expectations. The International Monetary Fund sees U.S. growth at 2.3 percent this year. For Germany, the forecast is 0.8 percent. The U.S. economy’s rude health has given rise to speculation the Fed might resume raising interest rates. Unlikely. But as other countries — Canada, Sweden and Australia are the latest — hint at more policy easing, there seems to be one way the dollar can go. Up.

2/FED: UP OR DOWN?

Wall Street is near record highs and recession worries are receding, so as we mentioned above, investors might wonder if the Federal Reserve will start raising rates again.

Such a pivot is unlikely after the Fed killed off rate-rise expectations at its March meeting. And the latest Reuters poll all but puts to bed any risk of rates will go up this economic cycle, given inflation remains below the Fed’s alarm threshold and unemployment is the lowest in generations.

Before the March rate-pause announcement, a preponderance of economists penciled in one or more increases this year. But that has flipped. A majority of those surveyed April 22-24 see no further tightening through December and more are leaning toward a cut by the end of next year.

Indeed, interest rate futures imply Fed Funds will be below the current 2.25-2.50 percent target range by this December.

Recent positive consumer spending and exports data have eased market concerns of a sharp economic slowdown. But inflation probably needs to run hot for a long period to panic policymakers off their wait-and-see course.

3/HEISEI TO REIWA

Next week ends three decades of Japan’s Heisei era. Heisei, or Achieving Peace, began in 1989 near the peak of a massive stock market bubble and closes with the country trapped in low growth, no inflation, and negative interest rates.

The new era that dawns on May 1 is called Reiwa, meaning Beautiful Harmony. It begins when Crown Prince Naruhito ascends the Chrysanthemum Throne. But do investors really want harmony? What they want to see is a bit of economic growth and inflation to shake up the status quo.

The Bank of Japan’s stimulus toolkit to revive a long-suffering economy is anything but harmonious and yet it’s set to stay. The central bank confirmed recently rates will stay near zero for a long time. But the coming days may not be harmonious or peaceful for currency markets. A 10-day Golden Week holiday kicks off on April 29 and investors are fretting over the risk of a “flash crash” – a violent currency spasm that can occur in times of thin trading turnover.

The year has already seen two yen spikes and many, including Japan’s housewife-trader brigade – so-called Mrs Watanabes – appear to have bought yen as the holiday approaches. Their short dollar/long yen positions recently reached record highs, stock exchange data showed.

4/EARNING TURNING

Quarterly earnings were supposed to be the worst in Europe in almost three years, but with a third of results in, things are looking a little rosier.

Two-thirds of companies’ results have beat expectations, and they point to earnings growth of 4.5 percent year-on-year. Financials have delivered the biggest surprises, according to analysis by Barclays.

That might just show how low expectations were. In fact, analysts are still taking a red pen to their estimates.

The latest I/B/E/S data from Refinitiv shows analysts on average expect first-quarter earnings-per-share for STOXX 600-listed companies to fall 4.2 percent. That would be their worst quarter since 2016 and down sharply from an estimated 3.4 percent just a week earlier.

Those estimates may end up being a little too bearish as earnings season goes on, quelling worries that Europe is heading toward a corporate recession.

GSK and Reckitt Benckiser will give the market a glimpse of the health of the consumer products market and spending on everything from toothpaste, washing powder and paracetamol.

5/WAITING FOR THE OLD LADY

Sterling has gone into the doldrums amid the Brexit delay and unproductive talks between the UK government and the opposition Labour party on a EU withdrawal deal. The resurgent dollar, meanwhile, has taken 2 percent off the pound in April. It is unlikely the Bank of England will be able to rouse it at its May 2 meeting.

Despite robust retail and jobs data of late, the economic picture is gloomy – 2019 growth is likely to be around 1.2 percent, the weakest since 2009, investment is down and Governor Mark Carney says business uncertainty is “through the roof”.

Indeed, expectations for an interest rate increase have been whittled down; Reuters polls forecast rates will not move until early 2020, a calendar quarter later than was forecast a month ago. The hunt for a new governor to replace Carney in October adds more uncertainty to the mix.

The recent run of UK data has fueled hopes of economic rebound. That’s put net hedge fund positions in the pound into positive territory for the first time in nearly a year. The Old Lady of Threadneedle Street might temper some of that optimism.

Democratic presidential candidate Elizabeth Warren suggested that doctors and nurses don’t treat African American women the same way they do white women.

Warren appeared on Wednesday together with a number of other 2020 Democratic candidates at the She The People Forum in Houston, discussing issues concerning women of color.

The Massachusetts senator announced on stage a plan to decrease the childbirth mortality rate among black women while identifying a systematic problem with how they are treated.

“And there is a specific problem, as you rightly identified, for women of color who are three, four times more likely to die in childbirth,” Warren said.

“And here’s the thing, even after we do the adjustments for income, for education, this is true across the board. This is true for well-educated African American women, for wealthy African American women, and the best studies that I’m seeing put it down to just one thing, prejudice,” she added.

“That doctors and nurses don’t hear African American women’s medical issues the same way that they hear the same things from white women.”

Warren went on to get into details of her plan, noting that hospitals will be given bonuses if they manage to reduce the childbirth mortality rate among black women in an effort to give financial incentives for those doctors and nurses to provide better care.

“And if they don’t, then they’re going to have money taken away from them,” Warren added.
