UNICEF: Venezuelan children on the move need help

Across Colombia's capital, Venezuelan children spend hours at busy intersections while their migrant parents sell candy or ask motorists for a few coins to get through another day after fleeing their homeland.

The impact of Venezuela's devastating problems has rippled across Latin America and the Caribbean in recent years as more than 3 million people left the country. As is the case in emergencies around the world, it is the children who are most vulnerable.

UNICEF says in a new report that about 1.1 million children will need access to services such as education, sanitation and safe drinking water across the region this year because of the Venezuelan migrant crisis. The U.N. agency says the projected figure is more than double the number of children who need help right now.

Italy relaxes law on shooting robbers in win for Salvini

ROME (Reuters) – The Italian parliament on Thursday approved a law making it harder for judges to hand down tough sentences on people who shoot robbers on their premises.

The so-called “legitimate defense” law was a victory for Matteo Salvini, leader of the hard-right League party which formed a government last June with the anti-establishment 5-Star Movement.

Violent crime in Italy has declined in recent years, according to interior ministry data, with murders down 16.3 percent year-on-year in the 12 months to August 2018, and armed robbery down 12.3 percent.

However, Interior Minister and Deputy Prime Minister Salvini has kept the issue high on the political agenda, offering his public support to people prosecuted for shooting robbers.

“This is a wonderful day for Italians,” he told reporters after the bill was passed in the Senate following its approval in the Chamber of Deputies.

“Finally we are definitively guaranteeing the sacrosanct principle of legitimate defense for people who are attacked in their homes, their shops or their bars.”

By affirming that defense is always legitimate when people feel threatened by would-be robbers on their property, the legislation makes it harder for judges to pass tough sentences on those who shoot them.

Home-owners can no longer be accused of excessive violence if they can show that they shot burglars “in a state of grave confusion due to the situation of danger”.

The bill also increases prison sentences for burglary and armed robbery.

Center-left parties and some magistrates say the law will be difficult to interpret, will increase the use of firearms, and risks giving people the idea they can shoot intruders with impunity.

“Shooting people in the back will never be legitimate,” said Giulia Bongiorno, the League’s public administration minister, in an attempt to assuage these fears.

The League’s tough anti-immigration and law-and-order platform has helped it become Italy’s leading party, boosting its support to more than 30 percent, according to opinion polls, compared with the 17 percent it won at the March 2018 election.

Protesters attack Turkish opposition leader at funeral

Protesters have attacked the leader of Turkey's main opposition party during the funeral of a soldier who was slain during clashes with Kurdish rebels.

Television footage on Sunday showed some protesters hitting Kemal Kilicdaroglu on the head as security officials tried to escort him away from the crowd.

The attack comes weeks after Kilicdaroglu's pro-secular Republican People's Party took control of the key cities of Ankara and Istanbul in Turkey's March 31 local election away from President Recep Tayyip Erdogan's ruling party.

Erdogan had led a highly divisive electoral campaign, portraying the elections as a matter of national survival and equating opposition parties with terrorists.

The soldier was among four killed Saturday in a clash against the outlawed Kurdistan Workers' Party rebels near Turkey's border with Iraq.

Sean Spicer: Dems’ 2020 Primary Debate Strategy ‘Likely to Fail’

The Democrats’ strategy for presidential primary debates is flawed, former White House press secretary Sean Spicer says.

Spicer made his remarks in a column published Tuesday in The Wall Street Journal.

“Recognizing the growing role of debates in shaping the race, the Republican National Committee in the 2016 election cycle asserted more control over their structure,” Spicer said.

“Now Democrats are trying to do the same, but they’re likely to fail where the GOP succeeded.

“The Democratic National Committee has proposed 12 debates, each taking place over two nights. The top 20 candidates can make the stage on one of the two nights by achieving at least 1% in three different approved polls or by receiving contributions from at least 65,000 individuals, including a minimum of 200 contributors in at least 20 states.”

But Spicer noted “the proliferation of candidates is the DNC’s first problem.” He pointed out the party is likely to have more than “20 candidates meet at least one of its criteria.”

However, he said the “biggest threat” to the Democrats’ plan will likely come from the fact that the party excluded Fox News from hosting a debate. Spicer said Fox recently broadcasted a highly rated town hall meeting with Sen. Bernie Sanders, I-Vt., who is running for the Democratic nomination.

And he said Fox News could host its own debates without adhering to the DNC rules.

“With 2.4 million prime-time viewers, it would be near impossible for many candidates to say no, especially those near the bottom looking to break out,” he said.

Trump Predicts GOP Will Regain House, Warns of Election Fraud

President Donald Trump said Tuesday night Republicans will win back control of the House in the 2020 elections, echoing what he said in a tweet nearly 24 hours prior.

Trump addressed the National Republican Congressional Committee at the National Building Museum, a short drive from the White House in Washington, D.C. According to The Hill, Trump was confident in his remarks the GOP will regain its majority in the House chamber next year.

"We're going to take the House back. We are. I feel totally confident," he said.

Trump added he is worried about election fraud and tampering with votes.

"You gotta be a little bit more paranoid than you are," he said. "We have to be a little bit careful because I don't like the way the votes are being tallied. I don't like it, and you don't like it either. You just don't want to say it because you're afraid of the press."

Monday night, Trump teased a vote after the 2020 election on a new Republican healthcare bill. Within the trio of tweets he sent out on the subject, he proclaimed Republicans will take back the House.

Freshman guard DeVante Jones pumped in a game-high 32 points Monday night as Coastal Carolina routed West Virginia 109-91 in the CBI quarterfinals at WVU Coliseum in Morgantown.

Jones, who was 10 of 15 from the field and 6 of 8 on 3-pointers, added seven rebounds and seven assists for the Chanticleers (17-16). Tommy Burton added 16 points, Zac Cuthbertson scored 15 to go along with eight boards, and Ebrima Dibba contributed 14. Ajay Sanders and Tyrell Gumbs-Frater each chipped in 11 points.

Six players scored in double figures for the Mountaineers, which ended a disappointing season with a 15-21 record. Lamont West and Emmitt Matthews each scored 21 points to lead the way. Chase Harler added 15 points, while Jermaine Haley finished with 12 points and 10 rebounds. Jordan McCabe and Derek Culver chipped in 11 points apiece.

Coastal Carolina led for more than 36 minutes, pulling away late in the first half with a barrage of 3-point shots. Jones and Sanders each drained 3s to spark a spurt that gave the Chants a 50-36 halftime lead. They were 7 of 16 from the arc in the half, a stark contrast to West Virginia’s 4 of 18 marksmanship.

It got no better for the Mountaineers after halftime. Coastal Carolina scored on its first 13 possessions of the half to turn the game into a laugher. When Jones sank a 3-ball with 15:21 left to increase the margin to 69-47, the only question seemed to be when the Chants would reach 100 points.

The answer came with 2:58 remaining when Cuthbertson converted a layup to give Coastal Carolina a 100-79 advantage. It was the first time in coach Bob Huggins’ 421 games at West Virginia that one of his teams allowed 100 points.

The Chants finished the night shooting 58.1 percent from the field, including a blistering 26 of 39 in the second half. They also made 13 of 28 from the 3-point line.

Coastal Carolina advances to the CBI semifinals on Wednesday night against an opponent to be determined.

Multiple people died Thursday when a semitrailer plowed into stationary traffic that resulted in explosions and flames on a Colorado freeway, authorities said.

The incident occurred just before 5 p.m. in the Denver suburb of Lakewood when a truck driver lost control while traveling east on Interstate 70, according to a preliminary investigation. The collision started a chain reaction and a diesel fuel spill, Lakewood police spokesman Ty Countryman told the Denver Post.

“This is looking to be one of the worst accidents we’ve had here in Lakewood,” he said.

The driver of the runaway truck survived. At least one truck was carrying lumber, another was hauling gravel and the third may have been carrying mattresses, KDVR-TV reported.

Lakewood police tweeted there were multiple fatalities but did not give a specific number. Six people were taken to a hospital. Their conditions were not released, according to the paper.

Lanes in both directions were closed and expected to remain so into Friday morning.

President Trump will address members and leaders of the National Rifle Association on Friday at the group’s annual convention in Indiana.

Around 80,000 gun enthusiasts and more than 800 exhibitors are expected to pack the Indiana Convention Center in Indianapolis for the three-day event, the Indianapolis Star reported. It will mark the third straight year that Trump will deliver the keynote address, where he is expected to champion the rights of gun owners.

“Donald Trump is the most enthusiastic supporter of the Second Amendment to occupy the Oval Office in our lifetimes,” Chris Cox, executive director of the NRA’s Institute for Legislative Action (ILA), said in a statement. “President Trump’s Supreme Court appointments ensure that the Second Amendment will be respected for generations to come. Trump and Vice President Mike Pence spoke at last year’s convention in Dallas. During his speech, Trump assured gun owners that he would protect their Second Amendment rights, according to the paper.

“Your Second Amendment rights are under siege,” Trump told the cheering audience in Dallas. “But they will never, ever be under siege as long as I am your president.”

Trump has supported some gun control measures in the past. Last year, his administration imposed a ban on bump stocks, attachments that enable semiautomatic rifles to fire in rapid bursts. Although, he most recently threatened to veto two Democratic gun control bills.

This year’s convention comes as the NRA faces outside pressure and internal problems. The group has seen its legislative agenda stall amid a series of mass shootings — including a massacre at a Parkland, Fla., high school in February 2018 that left 17 dead and launched a youth movement against gun violence.

It’s also grappling with infighting in its ranks, money problems and investigations into whether Russian agents courted officials and funneled money through the group.

“I’ve never seen the NRA this vulnerable,” said John Feinblatt, president of Everytown for Gun Safety, a nonprofit that advocates for gun control measure.

The convention will run through the weekend and conclude Sunday.

(Reuters) – Ailing British retailer Debenhams said two proposed company voluntary arrangements (CVA) could see all its stores remaining open during 2019, with 22 closures planned for next year, putting about 1,200 jobs at risk.

Debenhams’ lenders took control of the retailer earlier this month in a process designed to keep its shops open at the expense of shareholders.

BENGALURU (Reuters) – Chinese brands controlled a record 66 percent of Indian smartphone market in the first quarter, led by Xiaomi Corp, a report showed, with volumes rising 20 percent on the back of popularity for brands like Vivo, RealMe and Oppo.

Xiaomi’s India shipments fell by 2 percent over last year, but the Beijing-based company was still the biggest smartphone brand in the country, followed by Samsung Electronics Co Ltd, according to Hong-Kong based Counterpoint Research.

Shipment volumes for Vivo jumped 119 percent, while those of Oppo rose 28 percent.

“Vivo’s expanding portfolio in the mid-tier range ($100 to $180) drove its growth along with aggressive Indian Premier League cricket campaign,” Counterpoint analysts said.

India is the world’s fastest growing market for smartphones, where affordable pricing coupled with features like “selfie” cameras and big screens have popularized Chinese brands.

Video streaming services like Netflix Inc and Hotstar, as well as heavy usage of messaging apps like Facebook Inc’s WhatsApp have further spurred demand.

“Data consumption is on the rise and users are upgrading their phones faster as compared to other regions,” Counterpoint’s Tarun Pathak said.

“As a result of this, the premium specs are now diffusing faster into the mid-tier price brands. We estimate this trend to continue leading to a competitive mid-tier segment in coming quarters.”

The Dalai Lama has returned to his headquarters in the north Indian hill town of Dharmsala after a brief stay in a hospital in the capital for treatment of a chest infection.

Hundreds of exiled Tibetans lined the streets of Dharmsala carrying ceremonial scarves and incense sticks to welcome the Dalai Lama on Friday.

The 83-year-old Tibetan spiritual leader told reporters that he had fully recovered, but that the illness had been “a little bit serious.” He did not give any details.

The Dalai Lama usually spends several months a year traveling the world to teach Buddhism and highlight Tibetans’ struggle for greater freedom in China. But he has cut down on his travels in the past year to take care of his health.
