North Carolina man accused in wife's death appears in court

A North Carolina man accused of killing his wife has appeared in court to face a murder charge after being captured in Arizona.

WRAL-TV reports that 57-year-old Rexford Lynn Keel Jr. requested a court-appointed attorney and made no statements during a brief hearing on Tuesday.

Keel was arrested March 17 in Arizona on an arrest warrant accusing him of killing his 38-year-old wife.

Diana Alejandra Keel went missing March 9. Her body was found in another North Carolina county. Nash County Sheriff Keith Stone said it appears she died of multiple stab wounds, and that he wants to take a closer look at the 2006 death of Keel's first wife, which was ruled an accidental fall.

Keel's next hearing is scheduled for April 11.

Kentucky standout power forward PJ Washington is slated to have the cast removed from his left foot Tuesday but his status is in doubt for Friday’s Sweet 16 game against Houston.

That was the word from coach John Calipari when he appeared on his radio show Monday.

“We don’t know if PJ is going to play this weekend yet,” Calipari said during the show.

Washington, a sophomore, missed Kentucky’s first two games of the NCAA Tournament due to what the school termed as a “sprained foot.”

Washington suffered the injury against Tennessee in the Southeastern Conference tournament semifinals on March 16.

Washington is averaging 14.8 points and 7.5 rebounds this season. He was a first-team All-SEC selection and is viewed as an NBA first-round draft choice should he decide to leave school.

BAGHDAD (Reuters) – Iraq’s parliament voted on Wednesday to ban popular online video games including PlayerUnknown’s Battlegrounds and Fortnite, citing their “negative” influence especially on the young in a country long plagued by real-life bloodshed.

Iraq held its first election in 2018 after years of devastating factional violence. Islamic State militants held wide swathes of the country for three years until they were driven out in heavy fighting with U.S.-backed forces in 2017.

Lawmakers, who were sworn in last September after months of disputed results and ballot box recounts, approved a resolution that mandated the government to bar online access to the games and ban related financial transactions.

The ban came “due to the negative effects caused by some electronic games on the health, culture, and security of Iraqi society, including societal and moral threats to children and youth,” the text of the resolution read.

Oil-rich Iraq has suffered for decades under the dictatorial rule of Saddam Hussein and U.N. sanctions, the 2003 U.S. invasion and civil war it unleashed, and the battle against Islamic State, over which Baghdad declared victory in 2017.

Corruption is rampant and basic services like power and water are lacking. Unemployment is widespread, especially among young people.

The new ban quickly drew online discontent with hundreds of Iraqi social media users criticizing lawmakers for what they said were misplaced priorities. Parliament has passed only one piece of legislation since it first convened, the 2019 federal budget law which was issued in January.

PlayerUnknown’s Battlegrounds (PUBG), made by South Korean firm Bluehole Inc, is a survival-themed battle game that drops dozens of online players on an island where they try and eliminate each other.

North Carolina-based Epic Games’ Fortnite, with a similar premise, is seen as an industry game-changer by analysts as it signed up tens of millions of users for its last-player-standing “Battle Royale” format.

Both were launched in 2017 and have a huge global following.

Influential Iraqi Shi’ite cleric Moqtada al-Sadr, whose political coalition won the largest number of seats in parliament, earlier on Thursday urged Iraqi youth to shun PUBG, calling it addictive. Sadr called on the government to ban it.

“What will you gain if you killed one or two people in PUBG? It is not a game for intelligence or a military game that provides you with the correct way to fight,” he wrote in a two-page statement.

The Latest: Spain busts trafficking gang in northern Africa

Spanish police say they have arrested 17 members of an alleged human trafficking network that threatened Moroccan migrants who sought a refund when attempts to reach Europe by sea failed.

The National Police said Tuesday the busted cell operated from Ceuta, a tiny Spanish enclave in northern Africa.

The alleged traffickers charged between 1,500 and 4,000 euros ($1,700 to $4,500) for taking the Moroccan migrants across the Straits of Gibraltar in high-speed rubber boats. According to police, a hitman threatened the migrants who dared to ask for a refund if they failed to complete the trip.

More than 5,500 migrants have reached Spanish shores this year and 121 have died trying to, according to the International Organization for Migration. Last year, a record 57,000 arrived and more than 800 died.

Turkish authorities say three women and an infant have died after a fiberglass boat carrying migrants to Greece sank off the Turkish coast.

The coast guard said 11 other migrants were saved in an air and sea search mission launched early Tuesday off the town of Ayvacik, in northwest Canakkale province.

The privately owned DHA news agency said the boat, carrying 15 migrants from Iran and Afghanistan, was heading to the Greek island of Lesbos. The three women and the infant who died were from Afghanistan, the report said.

Migrants have been trying to get from Turkey into Greece, which is in the European Union, before heading to more prosperous European nations.

A 2016 deal between Turkey and the EU significantly curbed numbers but migrants still attempt the perilous journey.

UK Brexit chief says May not offering a blank check in talks

Britain's Brexit secretary says the government is not offering a "blank check" to the opposition after Prime Minister Theresa May offered to meet with the Labour Party leader in hopes of ending the impasse over the U.K.'s departure from the European Union.

Steve Barclay told the BBC on Wednesday that some Labour proposals, such as a customs union with the EU, would be "very difficult" for the government to accept but both sides need to sit down and work out an agreement to avoid a damaging no-deal Brexit.

Barclay said: "We're not setting pre-conditions, but nor is it a blank check."

But he added that the "remorseless logic" of Parliament's failure to back the prime minister's withdrawal agreement with the EU is that Britain must move toward a softer form of Brexit.

BEIJING (Reuters) – China will reduce direct government intervention in its vast industrial sector, the industry minister said on Monday, as Beijing seeks to ease concerns about its industrial policy, core to Washington’s complaints in the Sino-U.S. trade war.

The government’s pledge to reduce its influence over operational matters in China’s manufacturing sector follows an apparent toning down of its high-tech industrial push, which has long annoyed the United States.

“We will gradually reduce the government’s micro-management and direct intervention, in order to allow the market to effectively decide resource allocation and support the development of the manufacturing industry”, Miao Wei, minister of industry and informational technology, said at the China Development Forum.

But China will continue to encourage higher-value production, he said.

In his speech, Miao did not touch on the so-called “Made in China 2025” plan, an initiative intended to help China catch up with global rivals in sophisticated technologies such as semiconductors, robotics, aerospace and artificial intelligence (AI).

The state-backed industrial policy has provoked alarm in the West, due to China’s open efforts to deploy state support and subsidies.

The comments came days ahead of the latest round of high-level trade talks between China and the United States starting in Beijing on Thursday.

Washington has threatened further action if China does not change its practices on issues ranging from industrial subsidies to intellectual property.

China is not conceding to U.S. demands to ease curbs on technology companies, the Financial Times reported on Sunday, citing three people briefed on the discussions.

‘VALLEY OF DEATH’

The latest conciliatory tone struck by Beijing to placate Washington does not mean China is less serious about its high-tech manufacturing drive, with local governments still rolling out plans to help manufactuers move up the value chain.

Local governments have also been told to pursue new engines of industrial growth by developing innovative technologies, such as new energy vehicles (NEVs) and artificial intelligence (AI).

Miao said technology manufacturers needed to survive “the Valley of Death” as they seek to turn laboratory samples into mass production.

The southern province of Hunan this month issued a three-year plan for the AI sector, pledging more support for a local industry whose size is projected to reach 10 billion yuan ($1.49 billion) by 2021.

In the central province of Henan, production of service robots rose 14.3 times in January-February from a year earlier, according to local media. [nL3N216108]

When asked to comment on President Donald Trump’s wish to bring manufacturing jobs back to the United States, Miao said that such decisions could not be made by a single person because an entire supply chain was involved.

“Every company will consider putting its supply chain in a country were costs are relatively lower, this the purpose of the law of economics,” he said.

“If, after comparisons are made, that the United States has lower costs and possess advantages versus other countries, I’m sure that a company…will bring its manufacturing back to the United States.”

In a bid to support to small companies, many of which have been struggling to get financing, Miao said small and medium-sized companies will play a bigger role in the sector’s innovation.

China is planning to launch a highly-anticipated Nasdaq-style technology board – a move by Beijing to counter U.S. curbs on China’s technology advances.

The government’s next move is to implement policies such as tax reductions and to improve the protection of intellectual property rights, according to Miao, adding that the general manufacturing sector will be fully liberalized.

NEW DELHI/MUMBAI (Reuters) – The grounding of India’s Jet Airways is turning into a quick windfall and long-term opportunity for international airlines keen to scoop up nearly a million outbound passengers from what was once the nation’s biggest airline.

Jet, which previously had a fleet of around 120 largely Boeing Co planes, was forced to indefinitely halt all flight operations on April 17 after its banks rejected the carrier’s plea for emergency funds.

The carrier’s descent into crisis has benefited international airlines in the form of rising fares and demand, data showed.

Fares from India to cities such as Dubai, London, New York, Singapore and Bali in the first quarter of 2019 rose between 4 percent and 32 percent from a year ago, according to Indian travel portal MakeMyTrip Ltd.

In the peak travel months of May and June, fares to London have spiked as much as 36 percent and tickets to San Francisco are up nearly 20 percent from a year ago, according to data from travel portal Yatra.com.

“For the next three months it’s actually bonanza time for international players,” said Ashish Nainan, a research analyst at CARE Ratings. “At least until the middle of June, the fares are not going to come down.”

Due to rising demand, even before Jet’s lessors grounded planes, carriers such as British Airways, Cathay Pacific Airways Ltd, Singapore Airlines Ltd and United Airlines saw an up to a 27 percent increase in passenger numbers from India in the last quarter of 2018, data from India’s aviation regulator showed. That is the latest period for which the data is available.

India is one of the world’s fastest-growing aviation markets, clocking 15-20 percent domestic growth in recent years. It has long had only two full-service long-haul carriers, state-run Air India and Jet.

Jet is now hoping to be bailed out by a new investor, with final bids due on May 10.

INCREASING CAPACITY

Before its grounding, Jet had the biggest share of India’s outbound international air traffic, carrying 12 percent of the 7.8 million passengers headed overseas in the Oct-Dec quarter, down from 14 percent a year earlier, data from the Directorate General of Civil Aviation showed.

The total number of passengers traveling overseas with Jet fell 10 percent during the last quarter of 2018 even as the outbound travel market grew about 5 percent.

Meanwhile, Singapore Airlines posted a 27 percent increase in passengers from India, Cathay registered 17 percent growth and British Airways saw a 10 percent rise in the same period.

Cathay said the events at Jet combined with increasing demand for travel had led it to deploy larger aircraft with more seats on some Indian routes.

“In the long term we would certainly like to be able to offer more capacity into India, not just on our existing routes but by establishing new services to secondary cities,” Cathay said in a statement.

Singapore Airlines, in an email to Reuters, said the Indian market is “very promising” but declined to give details of airfare levels or demand patterns in the wake of Jet’s exit, citing a quiet period before the release of its annual results.

DOMESTIC GAINS

Jet’s grounding has also had a big impact on the domestic market, with inter-city air fares to major cities such as New Delhi, Mumbai, Bengaluru and Kolkata soaring more than 20 percent in May and June, according to Yatra.com.

The spike in fares is expected to underpin strong earnings for IndiGo and SpiceJet Ltd, which are set to report results for the quarter ended March 31 in the coming weeks.

“Domestic Indian carriers are the main benefactors, but I suspect if Jet fails to be revived by May 10 then Vistara and other airlines that ply international routes, particularly the lucrative Gulf market, are the main winners,” said Shukor Yusof, the head of aviation consultancy Endau Analytics. Vistara is a joint venture of India’s Tata Sons and Singapore Airlines.

Inadequate bilateral traffic rights between India and other countries, however, could be an impediment to foreign carriers’ hopes of winning business lost by Jet, some analysts said.

“Even before Jet’s operational shutdown, international capacity was significantly constrained,” said Kapil Kaul, CEO for South Asia of consultancy CAPA. “We have now more serious capacity challenge … this is unlikely to be stabilized in the near term.”

A new national government likely to be in place sometime after elections end in May is expected to address the international capacity constraints, and once bilateral agreements are eased airlines including Emirates, Turkish and Qatar would immediately benefit, said Kaul.

“We would love to add more flights but we are at the limit of the allocation granted to us for traffic rights,” Emirates Chief Commercial Officer Thierry Antinori told reporters in Dubai on Wednesday.

(Reuters) – AstraZeneca Plc beat first-quarter sales and earnings expectations on Friday as the British drugmaker benefited from a push into cancer drugs and emerging markets including China.

Newer treatments such as lung cancer drug Tagrisso, now the company’s top selling medicine, have helped the drugmaker’s return to growth after years of crumbling sales due to patent losses on older drugs.

Sales in China have shown explosive growth, more than doubling since 2012, but AstraZeneca executives on Friday said that may not be sustained.

“The enormous growth you currently see in China, 28 percent, probably is not sustainable, but we feel very bullish that the growth will continue to be at a pace of between 15 percent and 20 percent,” Ruud Dobber, executive vice president, BioPharma, told Reuters.

Shares of the company were down 0.2 percent at 5,878 pence at 1031 GMT.

The turnaround in AstraZeneca’s fortunes has been powered by a push into cancer treatments led by Chief Executive Pascal Soriot, who saw off a 2014 takeover bid from Pfizer in part by promising annual sales of $45 billion by 2023.

In the first quarter, sales from its oncology unit rose 59 percent to $1.89 billion, accounting for 35 percent of total product sales.

The company has moved deeper into cancer therapy market through wide-ranging deals, including those for immunotherapy and targeted therapy. Last month, it agreed a multi-billion dollar oncology deal with Japan’s Daiichi Sankyo Co Ltd.

“We’re reaching that point where after years of having to keep faith, we have actually got something tangible to believe in,” Hargreaves Lansdown analyst Nicholas Hyett said.

AstraZeneca also backed its annual sales and earnings forecast and said it has extensively prepared for UK’s anticipated exit from the European Union, even in the event of a no-deal exit.

The company has already spent more than 40 million pounds ($52 million) on Brexit preparations, including stockpiling six weeks’ worth of drugs in the UK and four weeks in continental Europe to guard against shortages.

AstraZeneca said product sales rose 14 percent at constant currency to $5.47 billion in the quarter, led by its lung cancer drug Tagrisso and respiratory treatment Pulmicort.

China sales increased by 28 percent to $1.24 billion in the quarter, accounting for nearly a quarter of overall product sales.

Core earnings came in at 89 cents per share in the quarter. Analysts on average were expecting core earnings of 85 cents per share and product sales of $5.29 billion, according to a company provided consensus of 19 analysts.

“This is not something that a typical pawn shop might accept,” Lower Merion Police Detective Sergeant Michael Vice told Philadelphia’s WCAU-TV. “My feeling would be that it was some type of black market sales.”

Such a market apparently does exist, Lower Merion Police Superintendent Michael J. McGrath told Philly.com.

“They appeared to know precisely where to go, and they pried the door open,” McGrath said of the suspects, who were captured on surveillance video leaving the facility, carrying bulging backpacks.

Police are hoping the suspects will be caught in the end.

BEIJING (Reuters) – British finance minister Philip Hammond said on Friday that he had a “very constructive meeting” with his counterpart in the opposition Labour Party before leaving for Beijing and that he was optimistic about finding common ground.

Hammond, speaking on the sidelines of a summit on China’s Belt and Road initiative in Beijing, said talks with Labour aimed at finding a way forward on Brexit had not stalled.

“I’m optimistic that we will find common ground,” he said. “Both sides have got clear positions and both sides will have to compromise in order to reach an agreement.”

Hammond added that he absolutely did not favor a no deal exit from the European Union.

NICOSIA (Reuters) – Cypriot police searched on Friday for more victims of a suspected serial killer, in a case which has shocked the Mediterranean island and exposed the authorities to charges of “criminal indifference” because the dead women were foreigners.

The main opposition party, the left-wing AKEL, called for the resignation of Cyprus’s justice minister and police chief.

Police were combing three different locations west of the capital Nicosia for victims of the suspected killer, a 35-year-old army officer who has been in detention for a week.

The bodies of three women, including two thought to be from the Philippines, have been recovered. Police sources said the suspect had indicated the location of the third body, found on Thursday, and had said the person was “either Indian or Nepali”.

Police said they were searching for a further four people, including two children, based on the suspect’s testimony.

“These women came here to earn a living, to help their families. They lived away from their families. And the earth swallowed them, nobody was interested,” AKEL lawmaker Irene Charalambides told Reuters.

“This killer will be judged by the court but the other big question is the criminal indifference shown by the others when the reports first surfaced. I believe, as does my party, that the justice minister and the police chief should resign. They are irrevocably exposed.”

Police have said they will investigate any perceived shortcomings in their handling of the case.

One person who did attempt to alert the authorities over the disappearances, a 70-year-old Cypriot citizen, said his motives were questioned by police.

The bodies of the two Filipino women reported missing in May and August 2018 were found in an abandoned mine shaft this month. Police discovered the body of the third woman at an army firing range about 14 km (9 miles) from the mine shaft.

Police are now searching for the six-year-old daughter of the first victim found, a Romanian mother who disappeared with her eight-year-old child in 2016, and a woman from the Phillipines who vanished in Dec. 2017.

The suspect has not been publicly named, in line with Cypriot legal practice.

A public vigil for the missing was planned later on Friday.
