Newly declared presidential candidate Rep. Seth Moulton is accusing Republican President Trump of “dereliction of duty” over what the Massachusetts Democrat calls his administration’s unwillingness to address the threat of Russian tampering with America’s presidential elections.

And Moulton – one of the ringleaders in last year’s failed effort by a small group of congressional Democrats to prevent Nancy Pelosi from regaining the House speakership – argued that his party “frankly…made a mistake by waiting until now” to consider impeachment.

The long-shot for the Democratic presidential nomination made his comments during an appearance Wednesday morning at ‘Politics and Eggs,’ a must stop in the first-in-the-nation presidential primary state of New Hampshire.

The Marine veteran who served four tours of duty in the Iraq war is making defense and national security top issues in his White House bid. He told the audience that “I’m going to confront President Trump on these issues of safety and security of leadership around the globe where I think he’s weakest.”

And spotlighting his unsuccessful bid to keep Pelosi from regaining the speaker’s gavel, Moulton touted “my willingness to challenge the Washington establishment will make me a much stronger nominee against Donald Trump.”

Pointing to last week’s release of a Special Counsel Robert Mueller’s Russia report, Moulton told reporters “the one unmistakable conclusion of this report is that Russian interfered in this election to undermine our democracy and that Vladimir Putin wanted Trump to get elected president.”

And he slammed the White House, saying “this administration has been completely unwilling to address this major national security threat to the United States” and accused Trump of “a complete dereliction of duty on the part of the commander in chief.”

“He’s more concerned about his own personal reputational security than the security of the United States of America,” he charged.

Moulton joined his 2020 rivals in arguing that Trump obstructed justice and called for impeachment hearings. That’s at odds with Pelosi, who said on Tuesday that she was “not there yet” in supporting the initiation of impeachment proceedings.

Moulton said “we should be advancing articles of impeachment and debating them. We should be putting on paper the charges against the president and then having debate across the aisle with hearings, with witnesses, with subpoenas and documents, about whether or not the president deserves to be impeached under these charges. …That’s the job of Congress. That’s our constitutional responsibility as a check on the executive.”

PELOSI SAYS ‘WE’RE NOT THERE YET’ ON IMPEACHMENT

And Moulton took aim at House Democratic leaders, saying “I think we should have started this a while ago. Both sides of the aisle here failing to step up and do this.”

“I understand there’s a debate right now within my party and it’s a very divisive debate. People think this isn’t the right time or what not. They think it’s not good for our politics is basically the argument for not doing it right now. But we have a higher calling than our politics. It’s called the Constitution,” he spotlighted.

For his part, Trump on Wednesday blasted Democrats ramping up their investigations into him in the wake of the Mueller report. “I say it’s enough. Get back to infrastructure, get back to cutting taxes, lowering drug prices. Really, that’s what we should be doing,” Trump said.

Moulton also took aim at the single-payer “Medicare-for-all” health care proposal being pushed by many of his rivals for the nomination.

“I don’t think it’s right to take every American, many of whom are happy with the health care that they have, and force them on some government plan designed in 1963,” Mouton told reporters.

Moulton’s appearance at ‘Politics and Egg’s was his last stop in a two-day swing through New Hampshire.

The Republican National Committee, meanwhile, described Moulton as a mere “2020 wannabe.”

RNC spokesperson Mandi Merritt told Fox News that Moulton’s “desire to raise taxes, implement the socialist Green New Deal, and diminish New Hampshire’s voice by scrapping the Electoral College makes him just another out-of-touch Democrat who will ultimately fall short.”

Sen. Kirsten Gillibrand, D-N.Y., stood by her decision to call for former Sen. Al Franken’s, D-Minn., resignation, telling “The View” on Wednesday she would be able to maintain voters’ support even as some influential Democratic donors refused to help her 2020 bid.

“I think there are a few influential and powerful Democratic donors and elites who are angry about it,” she told co-host Joy Behar. “But if they’re going to be angry about me standing up for women who were groped, that’s on them.”

Gillibrand’s campaign has acknowledged that Democratic donors have retaliated about the New York senator given her decision to call for Franken’s resignation amid multiple allegations of sexual misconduct.

Gillibrand, like Behar, missed Franken but, as she said during a town hall in Iowa last week, she didn’t believe she could “carry his water any farther” once “credible allegations” had surfaced.

“He was someone who really served us well on the Judiciary Committee and was a strong senator but the truth is that he had eight credible allegations against him,” she previously said.

Behar worried that without those large donations, Gillibrand’s campaign faced an uneven field with Republicans who would “play dirty.” “I just feel like you’re playing in an uneven field with the Republicans because they will play dirty and we will not on the Democratic side, and that could kill us,” she said.

Behar also asked Gillibrand about accusations against former Vice President Joe Biden, who is expected to announce his 2020 candidacy on Thursday. Gillibrand responded by appearing to sidestep the question and saying “I’m sure it’s a question voters will want to ask him about — and that’s his job.”

Biden, in response to concerns about “inappropriate touching,” said that he would be more “mindful” about respecting people’s personal space.

“Politics to me has always been about making connections, but I will be more mindful about respecting personal space in the future. That’s my responsibility and I will meet it,” he said.

One of President Donald Trump’s GOP antagonists, former Sen. Bob Corker, R-Tenn., called a 2020 Republican primary challenge to the president a “good thing for our country.”

“Philosophically, you could look at it and say that it would be a good thing for our country should that occur from the standpoint of issues,” Corker said at the Time 100 Summit in New York City on Tuesday. “If you had a real primary, where you had someone that was really being listened to, and of substance, things that we were talking about — and I could go through a list of them — they would actually be debated in a real way.

“And that would be a good thing for our country.”

Corker, who was once turned down by President Trump for a Cabinet position and then took to challenging the president before deciding against seeking re-election to the Senate, ripped the president for seeking “to divide.”

“Typically, to unite people, you have to wish to do so, and I think that currently, the president has not found that to his benefit or to his liking,” Corker told Time. “Therefore, he purposely seeks to divide.”

11:45 a.m.

An Alabama police chief says he’s “disgusted” by a video recording showing an officer threatening and cursing a woman during a traffic stop that turned violent.

Tuscaloosa Police Chief Steve Anderson commented Wednesday during a news conference in which he released police bodycam video of the arrest of 22-year-old Jhasmynn Sheppard.

Sheppard was suspected of leaving the scene of an accident on Friday. The video shows that an officer began trying to handcuff her less than 10 seconds after requesting her driver’s license. Another officer arrived moments later.

The video shows an officer cursing the woman, threatening to kick out her teeth and saying he could have shot her.

The chief says his officer violated department training throughout the encounter. He says both officers are now on desk duty during disciplinary procedures.

5:55 a.m.

An Alabama police department is investigating a video of an arrest that shows two Tuscaloosa police officers punching and using a baton to hit a woman during a traffic stop.

News outlets report 22-year-old Jhasmynn Sheppard is charged with disarming a police officer, assault and resisting arrest. One officer’s account of the Friday arrest is detailed in court documents filed Tuesday.

The officer says Sheppard was pulled over after leaving the scene of a wreck. He says she was making “furtive” movements and incoherent statements and then resisted arrest.

He says Sheppard was taken to the ground and took his baton. He says another officer arrived and assisted him. He says he suffered minor injuries. Sheppard denies taking the weapon.

Authorities didn’t immediately release the officers’ identities.

John Gore, chief of the Justice Department’s Civil Right Division, is refusing to appear for a Thursday deposition with the House Committee on Oversight and Reform, The Daily Beast is reporting.

Word of his decision to pass on the deposition came in a letter the Justice Department sent to committee Chairman Elijah Cummings, D-Md., according to The Daily Beast. The letter, written by Stephen Boyd, the department’s top Hill liaison, noted Gore will not testify as long as Cummings stops him from bringing lawyers from the Justice Department.

“We are disappointed that the Committee remains unwilling to permit Department counsel to represent the interests of the Executive Branch in the deposition of a senior Department official,” Boyd wrote. “Accordingly, Attorney General [William] Barr’s determination that Mr. Gore will not appear at the committee’s deposition unless a department attorney may accompany him remains in effect.”

Gore was scheduled to testify about the Trump administration’s effort to add a question on the Census about citizenship.

The Daily Beast noted the committee had approved a subpoena for him earlier this month. His refusal to appear could result in an effort by committee members to hold in him contempt.

Gore’s refusal to appear comes on the heels of the White House telling Carl Kline, who oversaw the security clearance process, not to comply with a subpoena ordering him to testify before the panel in an unrelated inquiry.

The Justice Department said Wednesday that it was defying a subpoena from House Democrats on the Oversight Committee for testimony this week from John Gore, the official who leads the department’s civil rights division, because the committee isn’t allowing a DOJ attorney to be present.

“In keeping with longstanding Department of Justice policy, neither Mr. Gore nor anyone else in the Department will be forced to testify in their capacity as a DOJ official on DOJ matters without DOJ counsel,” department spokeswoman Kerri Kupec said.

A deposition with Gore had been scheduled for Thursday. Assistant Attorney General Stephen E. Boyd wrote in a letter to Oversight Committee Chairman Elijah Cummings, D-Md., that the committee’s “exclusion of agency counsel from a compelled deposition would unconstitutionally infringe upon the prerogatives of the Executive Branch.”

A DOJ official told Fox News, “Mr. Gore has the Attorney General’s unqualified support in this matter.”

Boyd wrote in his letter to Cummings that the committee offered to allow a DOJ lawyer to be “present in a separate room during the deposition,” but DOJ rejected that offer.

“We are disappointed that the committee remains unwilling to permit department counsel to represent the interests of the executive branch in the deposition of a senior department official,” Boyd said.

House Democrats are seeking testimony from Gore about the Trump administration’s efforts to ask about citizenship on the 2020 census.

“The Committee is trying to determine the real reason [Commerce] Secretary Wilbur Ross added the citizenship question, and the documents and testimony covered by these subpoenas are critical to answering that question,” Cummings said earlier his month.

It comes as the Trump administration has signaled plans to fight subpoenas from Capitol Hill Democrats, including for ex-White House counsel Don McGahn.

WASHINGTON (Reuters) – A French warship passed through the strategic Taiwan Strait this month, U.S. officials told Reuters, a rare voyage by a vessel of a European country that is likely to be welcomed by Washington but increase tensions with Beijing.

The passage is a sign that U.S. allies are increasingly asserting freedom of navigation in international waterways near China. It could open the door for other allies, such as Japan and Australia, to consider similar operations.

The French operation comes amid increasing tensions between the United States and China. Taiwan is one of a growing number of flashpoints in the U.S.-China relationship, which also include a trade war, U.S. sanctions and China’s increasingly muscular military posture in the South China Sea, where the United States also conducts freedom of navigation patrols.

Two officials, speaking on condition of anonymity, said a French military vessel carried out the transit in the narrow waterway between China and Taiwan on April 6.

One of the officials identified the warship as the French frigate Vendemiaire and said it was shadowed by the Chinese military. The official was not aware of any previous French military passage through the Taiwan Strait.

The officials said that as a result of the passage, China notified France it was no longer invited to a naval parade to mark the 70 years since the founding of China’s Navy. Warships from India, Australia and several other nations participated.

Colonel Patrik Steiger, the spokesman for France’s military chief of staff, declined to comment on an operational mission.

The U.S. officials did not speculate on the purpose of the passage or whether it was designed to assert freedom of navigation.

MOUNTING TENSIONS

The French strait passage comes against the backdrop of increasingly regular passages by U.S. warships through the strategic waterway. Last month the United States sent Navy and Coast Guard ships through the Taiwan Strait.

The passages upset China, which claims self-ruled Taiwan as part of its territory. Beijing has been ramping up pressure to assert its sovereignty over the island.

Chen Chung-chi, spokesman for Taiwan’s defense ministry, told Reuters by phone the strait is part of busy international waters and it is “a necessity” for vessels from all countries to transit through it. He said Taiwan’s defense ministry will continue to monitor movement of foreign vessels in the region.

There was no immediate comment from China’s foreign or defense ministries.

“This is an important development both because of the transit itself but also because it reflects a more geopolitical approach by France towards China and the broader Asia Pacific,” said Abraham Denmark, a former U.S. deputy assistant secretary of defense for East Asia.

The transit is a sign that countries like France are not only looking at China through the lens of trade but from a military standpoint as well, Denmark said.

Last month France and China signed deals worth billions of euros during a visit to Paris by Chinese President Xi Jinping. French President Emmanuel Macron wants to forge a united European front to confront Chinese advances in trade and technology.

“It is important to have other countries operating in Asia to demonstrate that this is just not a matter of competition between Washington and Beijing, that what China has been doing represents a broader challenge to a liberal international order,” Denmark, who is currently with the Woodrow Wilson Center think-tank in Washington, added.

Washington has no formal ties with Taiwan but is bound by law to help provide the democratically ruled island with the means to defend itself and is its main source of arms.

LONDON (Reuters) – Ukraine’s credit profile would be badly damaged, Moody’s warned on Wednesday, if the country’s new president interfered in an acrimonious legal battle over the 2016 nationalization of the country’s biggest lender Privatbank.

Moody’s said the banking sector changes, including the Privatbank move, had been one of the biggest economic reform successes of the last five years.

“Any threat to that progress – such as the potential that the new president would interfere in favor of (former owner) Igor Kolomoysky’s appeal of the Privatbank nationalization in local courts – would constitute a serious setback to the reform agenda,” Moody’s said.

“While not our base case as we attach a low probability to such a scenario, it would have a material adverse impact on Ukraine’s credit profile if it were to materialize.”
