More than two years after two teenage girls were murdered after going for a walk, Indiana State Police revealed a new photo of the suspect in the slayings Monday while making an impassioned plea to the killer, who’s still on the loose.

ISP Superintendent Doug Carter said the investigation into the 2017 killings of Libby German, 14, and Abby Williams, 13, has now shifted to focus on someone who lives in Delphi, Indiana or used to live in the city located about 60 miles northwest of Indianapolis.

“We believe you are hiding in plain sight,” an emotional Carter said at a news conference in a plea to the killer. “For more than two years you never thought we would shift to a different investigative strategy, but we have.”

Carter released a new sketch of a suspect that appears to be much younger than the previous sketch released by police. The suspect now is believed to be a man who is between the ages of 18 and 40, but might also appear younger. The man is also believed to have lived, worked, or regularly visited Delphi.

Authorities were able to create the sketch that “more accurately” depicts the face of the suspect from the video recorded on German’s cell phone while she and Abigail were on the High Bridge.

“We have a witness. You made mistakes,” Carter said. “We are coming for you and there’s no place for a heartless coward like you to hide that gets his thrill from killing little girls.”

Besides the sketch, Carter also revealed that investigators were looking for the owner of a vehicle abandoned on the east side of County Road 300 North next to the Hoosier Heartland Highway between 12 p.m. and 5 p.m on Feb. 14, 2017. The vehicle was parked at the old CPS/DCS/Welfare building, according to Carter.

The teens were reported missing on Feb. 13, 2017, after they were dropped off at the Delphi Historic Trails in the early afternoon. Their bodies were discovered the next day by a volunteer, about a half-mile off the trail.

Despite autopsies being conducted, no cause of death has ever been revealed for either of the girls. Police have tens of thousands of tips in the investigation into Williams’ and German’s deaths but have not yet made any arrests.

“We likely have interviewed you or someone close to you,” Carter said in a message to the killer. “We know that this is about power for you, and you want to know what we know. One day, you will.”

In the course of the investigation, authorities released a pixelated image of a man walking on the bridge around the time of the girl’s disappearance. A new brief video of the man walking was released on Wednesday in the hopes that someone could identify the man based on the mannerisms as he walks.

Authorities also released an audio clip from one of the girl’s phones. Police said it might be the suspect’s voice. An unidentified man can be heard saying: “Down the hill.”

Carter said the girls’ families learned about the latest developments Monday morning and asked the media to give the family two weeks before commenting on the new information, according to FOX59.

In the years since the teenager girls were killed, authorities had probed a possible connection between the murders and a man accused of child molestation, after the public drew similarities between his mugshot and an FBI sketch of the alleged killer.

Delphi investigators had also worked closely with detectives in Fort Wayne, Indiana. after John. D Miller was arrested last year in the 1988 murder of an 8-year-old girl. Authorities, however, would not comment at the time if he was a possible suspect in the two teenagers’ deaths.

A British aid worker and a Nigerian man were shot dead after being kidnapped with three other people in an attack at a resort in Nigeria on Friday, officials said.

The British High Commission said in a statement Sunday that Faye Mooney, 29, was killed when gunmen attacked the Kajuru Castle holiday resort in Kaduna state, located in the north-central part of Nigeria.

Mooney worked as a communications specialist for the aid group Mercy Corps, and was one of 12 tourists traveling to Kaduna from Lagos, according to Kaduna state police spokesman Yakubu Sabo.

The 29-year-old, who has lived in Nigeria for nearly two years, was attending a party before the incident, Sky News reported.

“Faye was a dedicated and passionate communications and learning specialist who had worked with Mercy Corps for almost two years, devoting her time to making a difference in Nigeria, supporting our teams and the communities we work with to tell their stories of impact, and leading efforts to counter hate speech and violence,” the group said.

Sabo told reporters the gunmen kidnapped three other people but officials did not release details of their nationalities. Officers have not yet named the other person killed in the incident.

No individuals or groups have claimed responsibility for the killings, and police have yet to identify the kidnappers.

Northern Nigeria has been dealing with violence from Islamic militants affiliated with Boko Haram and ISIS, in addition to clashes between farmers and herders, in which hundreds have died.

The region has seen a spate of kidnappings by armed men in recent months, according to Sky News.

Earlier this month, an American tourist and her safari guide were kidnapped by gunmen in Uganda’s Queen Elizabeth National Park. Kimberly Sue Endicott and her guide, Jean-Paul Mirenge Ramezo, were eventually found alive in Congo, where their kidnappers had taken them after abducting them.

The kidnappers had demanded a $500,000 ransom after abducting the two at gunpoint. Ugandan officials say no ransom was paid, but a tourism operator said that money was paid to secure Endicott’s release.

An Army officer was killed skydiving Sunday morning in North Carolina in an incident one official described as a “freak accident.”

The incident was reported around 10:45 a.m. when a 911 caller reported a skydiver had been found dead at the Cape Fear Regional Jetport in Brunswick County.

Officers discovered the body of Sgt. 1st Class Justin Goff, 29, of the United States Army, who was pronounced dead at the scene.

Oak Island Police Sgt. Loyd Hames told WECT-TV that Goff was on a recreational skydiving trip and sustained an injury in a “freak accident” that occurred amid high winds. Goff’s parachute deployed and Hames told WECT-TV he did not hit anything on the way down.

A police report obtained by WWAY-TV listed the death as suspected cardiac or respiratory arrest. An autopsy is scheduled to determine the exact cause.

The 29-year-old was originally from Florida, and currently stationed at Fort Bragg in Fayetteville, WECT reported. Goff was married with three children, according to Omega Gymnastics in Fayetteville.

“Coach Justin will be greatly missed by many of our gymnasts and tumblers,” a post by the group on Facebook read, in part.

The group shared that Goff was a recreational and boys coach.

“He will be greatly missed by all of our Omega families and friends, and our thoughts and prayers are with his wife, 3 children, and his entire family and loved ones,” the group said.

In a similar incident earlier this month, a “very experienced” skydiver fell to his death in New Jersey. Officials said that Paul Haaf’s parachute did deploy, but he nevertheless continued a rapid and uncontrolled descent. When he did try to use an emergency chute, he was already too close to the ground, WPVI reported.

Call it double trouble.

Twin brothers driving separate vehicles were both charged with driving while intoxicated over the weekend after two deputies were injured in a crash on a Houston freeway.

The Harris County Precinct 8 Constable’s Office said in a Facebook post that officers were initially investigating a “major accident” in which a 19-year-old woman was killed late Saturday on the Sam Houston Parkway.

As officers were directing traffic, two vehicles, a pickup truck driven by 37-year-old James Bramlet and a car driven by his twin brother, Joseph Bramlet, were involved in a separate crash that caused the truck to slam into a K-9 patrol vehicle, according to police.

One deputy ran out of the way of the oncoming vehicles once he realized they were not stopping, and sustained an injury to his left ankle.

Another deputy inside the K9 patrol vehicle suffered head, neck and back pain as a result of the crash, according to police.

“K9 Evo, who was also inside the patrol vehicle, was uninjured,” police said.

After an investigation, officials said they determined both brothers were intoxicated and subsequently charged the two with DWI. James was also charged with unlawfully carrying a weapon, according to police. Both officers were transported to an area hospital for treatment, and have since been released.

Police said that the department’s “thoughts and prayers” are with those affected by the two crashes, “especially the family of the young woman who died.”

The investigation into both of the incidents is ongoing.

Authorities in California searching for a missing teenage girl who was last seen with two murder suspects located an abandoned vehicle connected to the trio on Friday near the border with Mexico.

The Los Angeles County Sheriff’s Department said Friday on Facebook that an empty white BMW 4-door sedan was found by San Diego Police in San Ysirdo.

The vehicle was the same car that Alora Benitez, 15, was last seen in on Wednesday morning with her 40-year-old mother, Maricela Mercado and a 39-year-old man identified as Roman Cerratos.

Both adults are considered “armed and dangerous” and are suspects in a murder investigation. The victim, Jeffrey Appel, 32, was found dead Tuesday in the front seat of a white Audi in the city of Carson, California.

“Her family is concerned for her safety,” police said.

Authorities have not revealed how Appel was killed, or what may have motivated the slaying. The trio had last been seen driving in the BMW sedan that had a Nevada license plate that read “MARIMAR.”

Alora is described by police as 5-feet 2-inches, 100 pounds, Hispanic with brown hair and brown eyes.

The missing teenager spurred authorities to issue an Amber Alert in Southern California, which at one pointed extended to Nevada, according to FOX11.

A woman in California is being sought by officials after she was caught Thursday on a security camera dumping a bag full of puppies next to a dumpster behind a store.

The Riverside County Animal Services said in a Facebook post the incident happened in Coachella after a woman was captured on surveillance video around 1 p.m. pulling up in a Jeep and getting out of the vehicle carrying a plastic bag.

The woman can then be seen walking towards a dumpster used for recycling materials and dropping the clear, plastic bag next to the bin before driving away.

“There is no excuse for dumping puppies,” Animal Services Commander Chris Mayer said in a statement. “Especially in today’s age when we or other shelters would be willing to get these animals to foster parents or rescue partners. This was a shameful act.”

About an hour later, a passerby named John was rummaging through the trash discovered the puppies still alive, according to officials.

Officials said had it not been for the Good Samaritan’s actions, the puppies may not have survived much longer since temperatures in Coachella on Thursday were into the mid-90’s.

The puppies are now being cared for by a rescue shelter in Orange County, FOX11 reported.

The Riverside Animal Services Department is now hoping that someone will recognize the woman and turn her in. Mayer, who called the woman’s actions “despicable,” said he’s been in contact with investigators from the Riverside County Sheriff Office and the District Attorney’s office, who said she could face animal cruelty charges.

Authorities in Florida were getting ready to crack down on speeding drivers last week when they discovered they couldn’t catch any because someone tipped off drivers.

The Collier County Sheriff’s Office said in a Facebook post that officers were initially set up to conduct a speed enforcement operation in the Golden State Estates neighborhood after requests from residents.

“After a significant amount of time had passed they were puzzled,” police said Wednesday. “Traffic was steady, so why had they identified just one driver who was traveling over the speed limit?”

The former president of Sudan who was ousted by the country’s military after months of protests is now reportedly under investigation for money laundering after large amounts of cash were discovered at his home.

Military intelligence officers who searched the home of Omar al-Bashir discovered suitcases loaded with more than $351,000 in U.S. currency, 6 million Euros and 5 million Sudanese pounds, totaling more than $6.7 million.

“The chief public prosecutor … ordered the (former) president detained and quickly questioned in preparation to put him on trial,” a judicial source told Reuters.

As snow melts and hikers take to the mountains across Colorado, officials are warning to watch where you step.

A record avalanche season across the state this winter resulted in the state’s Department of Transportation deploying over 1,500 explosives statewide. Of those shot at avalanche paths, 22 failed to explode and were recorded as duds.

“There’s a chance someone could come upon an unexploded ordnance,” CDOT spokeswoman Tracy Trulove told FOX31. “Our team is tracking where those unexploded ordnances are, but you may come upon them before we do.”

Trulove said the unexploded ordinance looks like small torpedoes that are brightly colored, either yellow, blue or orange.

“It’s probably something that shouldn’t be in nature,” she told FOX31.

State officials said that avalanche mitigation work needed to be performed in areas for the first time in decades due to all the snowfall the region received this winter. That includes hiking trails on both sides of the Continental Divide.

Additional avalanche mitigation work is still ongoing, so that figure may continue to rise before the season is over. Some of the devices may also be hidden under snow, and not visible until summer, according to Trulove.

People who come across unexploded bombs should stay away from them and call law enforcement.

“It’s an explosive, so you definitely don’t want to do anything to move it,” Trulove told FOX31. “A lot of times, it is just a dud and nothing will occur, but you want a team of trained professionals to detonate or disarm the explosive.”

Authorities in Texas are asking for help after a 26-year-old mother was scheduled to pick up her son on Wednesday after work, but never showed up.

The Mesquite Police Department said Prisma Denisse Peralta Reyes was reported missing around 9:30 p.m. when she did not pick up her child at the usual time of 7:30 p.m.

“I think our main concern, especially with a mother, is that they would not pick their child up,” Mesquite Police Lt. Stephen Biggs told FOX4. “That’s our main concern.”

Reyes’s Jeep Wrangler was discovered Thursday morning in Dallas, police told FOX4.

After talking on the phone, Reyes walked out of the camera’s frame and hasn’t been seen since.

Police told FOX4 that investigators have spoken to the person that Reyes was on the phone with and cleared them.

The babysitter who was watching Reyes’ daughter told police she spoke with the mother around 3 or 4 p.m. and discussed her new job at a used car lot in Dallas.

“Her child is the most important thing in her life,” Maria, who declined to give her last name, told FOX4.

The babysitter said there was nothing strange about the phone conversation, only that the mother didn’t show up to pick her son up at the usual time.

“I send a text message to her,” she told FOX4. “She no response. That is so, so strange,” she recalled.

Reyes’ stepfather, Dan Fuchs, told WFAA that Reyes, originally from Veracruz, Mexico, was a member of the Texas National Guard and recently became a U.S. citizen.

“I’m a bit distraught, my mind is going in different directions,” he told WFAA. “I’m hoping she’s found safe. Not just for her sake, but for her son’s and her family.”
