SEOUL (Reuters) – On a recent weekend night, the dance floor at one of the hottest clubs in Seoul’s swanky Gangnam district held only a few dozen people surrounded by mostly empty tables.
A few months ago, the nightclub would have been packed with hundreds of gyrating men and women, and full tables, many costing 650,000 won ($570) or more for a night of drinking and dancing.
The world was introduced to Gangnam by the 2012 K-pop hit “Gangnam Style,” a parody of the South Korean highlife with a viral tune and amusing dancing that became the first video to reach a billion views on YouTube.
But a wave of sex crimes and other illegal activity has revealed a dark underbelly in the district, driving club-goers and celebrities away.
According to police investigators, a network of pop stars, businessmen and cops are alleged to have colluded and enabled tax evasion, bribery, and prostitution at some of Gangnam’s glitziest clubs.
Most seriously, some are being investigated over the use of date rape drugs to incapacitate women and assault them, sometimes filmed by hidden cameras.
“There aren’t many people coming to Gangnam (clubs) right now,” a worker told Reuters at a club that was relatively quiet, despite not being implicated in any of the allegations. “There’s an investigation on.”
The scandals have already led to the resignation of four K-pop stars, the closure of one of Gangnam’s most lucrative club, and investigations into at least six police officers suspected of colluding with club operators.
President Moon Jae-in called for a thorough investigation, saying the Gangnam club cases suggest possible collusion between police, tax authorities and a new privileged class including celebrities to engage in illegal operations.
More than 500 people have been investigated for drug use and sexual assault and more than 200 arrested in a nationwide roundup since Feb. 25.
Tax authorities have launched investigations into 21 clubs and host bars for possible evasion.
“If we don’t set this right, we cannot call this a just society,” Moon said.
SEX CRIME CONCERNS
The investigations, revolving around two Gangnam clubs, Burning Sun and Arena, began late last year when 29-year-old film art director Kim Sang-kyo says he tried to stop an incident of sexual harassment and was attacked by Burning Sun staff, and then abused by police who instead arrested him.
A government commission concluded that police in Gangnam violated Kim’s rights during his arrest, but Kim is still being investigated for sexual harassment and defamation. He denies any wrongdoing.
Calls to Burning Sun, which closed down after the scandal broke, were not answered, while a man who answered the number listed for Arena hung up when asked for comment. Arena has also been closed since early March for what it said were renovations. Gangnam police declined to comment.
Kim said once he shared his story he began to receive messages from other people who said they had been victimized in Gangnam clubs, and he realized the scope of the problem.
“When people saw me raising questions, they said ‘why you? Why now?’” Kim said. “‘This has been going on for 10 years, 15 years, and you can’t touch it. You can’t win.’ I’ve heard a lot of people say this, and I think it’s really scary.”
The string of scandals gained wider attention when several K-pop stars who had ties to some of the clubs were implicated in crimes unrelated to Kim’s arrest.
Singer Lee Seung-hyun, 28, better known by the stage name Seungri, is under investigation for paying for prostitutes in return for favors from foreign businessmen at Arena.
He is also accused of embezzlement at another club he was involved with until last year.
Lee has denied all wrong doing, but resigned from his position as a member of the boy band BIGBANG. Lee’s lawyer told Reuters this week his client maintains his innocence.
At least three other K-pop stars resigned after they were accused by police of sharing illicitly filmed sex tapes. It is not yet clear whether any of the shared videos and photos were taken at either nightclub.
One singer, Jung Joon-young admitted to having shared videos he took secretly while having sex with women.
“I am truly sorry. I committed a crime that cannot be forgiven,” Jung read from a handwritten statement on March 21.
WEB OF CONNECTIONS
Besides Seungri, who was an internal director at Burning Sun and previously helped run the club, police are investigating two of the club’s co-presidents and an operating director for various crimes including distributing drugs, assaulting a customer, and bribing police.
Investigators have also questioned 15 people and arrested four people with links to Burning Sun on drug charges. At least one club promoter was arrested for distributing illegal sex videos.
A man identified as the de facto owner of Arena, surnamed Kang, was arrested in late March, a Seoul Central District Court spokesman said.
Kang and other Arena executives are accused of tax evasion by avoiding paying 16.2 billion won ($14.31 million) in taxes between 2014-2017. Kang refused to answer questions on March 25 as he emerged from court. He could not be reached for comment.
Authorities are also investigating allegations that club officials provided bribes to police officers.
Six officers are now under investigation for possible collusion with the clubs, including a senior superintendent, lawmakers briefed by Police Commissioner General Min Gab-ryong said.
The superintendent, surnamed Yoon, admitted playing golf and sharing meals with a man known to be Seungri’s business partner, but denies all allegations of corruption.
He is accused of leaking confidential information and accepting bribes, including K-pop concert tickets from singer Seungri, an official at the Seoul Metropolitan Police Agency said.
In Gangnam, former patrons and workers lament the impact the scandals have had on the clubs and the broader entertainment industry, a key identity and export for South Korea.
Kim Se-rim, 27, said she no longer goes to clubs.
“People are like, why would you go when you know there are so much drugs, GHB, rape going on?,” she said, referring to a known date-rape drug. “And they have a point.”

Tampa Bay Lightning star forward Nikita Kucherov has been suspended for Game 3 of the first round of the Stanley Cup Playoffs for boarding Columbus Blue Jackets defenseman Markus Nutivaara during Game 2 Friday night.
The NHL’s Department of Player Safety made the announcement Saturday afternoon.
The incident occurred at 15:34 of the third period with the Lightning down 5-1. Kucherov was assessed a major penalty and game misconduct.
The Lightning, which had the NHL’s best record (62-16-4, 128 points) in the regular season, now will have to dig themselves out of an 0-2 playoff hole without the league’s leading scorer. Kucherov tallied 128 points (41 goals, 87 assists).
Game 3 of the series will be played Sunday in Columbus, Ohio.

President Donald Trump said relations with Kim Jong Un remain “very good” and he opened the door Saturday for a third summit, hours after the North Korean leader said he’s willing to meet as long as the U.S. offers acceptable terms for a deal by year end.
“I agree with Kim Jong Un of North Korea that our personal relationship remains very good, perhaps the term excellent would be even more accurate,” Trump said Saturday in a tweet. “A third Summit would be good in that we fully understand where we each stand.”
Trump said he looked forward to a day, “which could be soon, when Nuclear Weapons and Sanctions can be removed, and then watching North Korea become one of the most successful nations of the World!”
In remarks carried earlier Saturday by the official Korean Central News Agency, Kim said he wouldn’t welcome a repeat of the Hanoi summit in February, when Trump walked out without securing a nuclear disarmament deal. While Kim hailed his relationship with Trump, he also said the U.S. has been making unilateral demands and should abandon that approach.
“In any case we will wait with patience for the U.S. courageous decision by the end of this year but it will clearly be tough to get such a good opportunity like the last time,” Kim said in a speech at North Korea’s rubber-stamp legislature, according to the KCNA report.
Kim’s remarks suggest an attempt to breathe new life into the stalled negotiations. While Trump said on Thursday that the door for dialog remains open and a summit “could happen,” he also rejected calls to revive economic projects between North and South Korea. In a leadership shuffle announced Friday, Kim consolidated his power and granted new legitimacy to officials involved in the talks.
“They want to see the U.S. make the next move — that the steps that they took, such as returning war remains and shutting down missile sites, are even more grounds to demand the U.S. to relieve sanctions,” said Kim Hyun-wook, a professor at the Korean National Diplomatic Academy. “However, the U.S. has taken a more hard-line stance since the Hanoi summit.”
Trump offered a positive outlook in his Saturday tweet: “North Korea has tremendous potential for extraordinary growth, economic success and riches under the leadership of Chairman Kim.”
‘Dark’ Outlook
Kim said he doesn’t have to be fixated on a summit to obtain sanctions relief, and he wouldn’t hesitate to reach an agreement if the U.S. brings up an idea that is acceptable to both sides, KCNA reported. “What is clear is that if the U.S. clings to the current political reckoning, the outlook for resolving problems will be dark and very risky,” Kim said.
During a meeting at the White House with South Korean President Moon Jae-in on Thursday, Trump said now isn’t the right time for inter-Korean projects including reopening a joint industrial park kept shuttered by sanctions.
Responding to Kim’s speech, South Korea repeated its stance of promoting the talks. “Our government will do what we can in order to maintain the current momentum for dialog and help negotiations between the U.S. and North Korea resume at an early date,” Moon’s office said in a text message.
Kim’s year-end deadline probably reflects his desire to gain an edge in negotiations before Trump turns his focus toward next year’s presidential election, according to Shin Beomchul, director at the Seoul-based Asan Institute for Policy Studies’ Center for Security and Unification.
“The confrontation is likely to continue as there’s a low chance that the U.S. will change its position,’ Shin said. “The possibility for a North-South summit is decreasing and there will be limited outcomes, if any.’
Kim Appointments
In a signal that North Korea hasn’t given up on negotiating, Kim Yong Chol was reappointed a member of the State Affairs Commission. He is one of the best-known personalities involved in the nuclear talks, having met with U.S. Secretary of State Michael Pompeo in Pyongyang and traveling to Washington earlier this year to visit Trump.
Choe Son Hui, another official who has played a highly visible role in the U.S. talks, was promoted to the job of first vice foreign minister, a move that could give her even more sway if discussions resume. There’s been no indication that the U.S. envoy for the talks, Stephen Biegun, has had any substantive meetings with North Korean leaders since the Hanoi summit.
“Choe Son Hui as first vice foreign minister puts her in position to be Biegun’s counterpart if this goes back to the foreign ministry to negotiate,” said Victor Cha, a senior adviser at the Center for Strategic and International Studies in Washington.
Kim appointed Choe Ryong Hae as the nominal head of state with the formal title of president of the assembly’s presidium. Choe replaces Kim Yong Nam, 91, who had served North Korea’s two previous rulers: Kim Jong Un’s father and grandfather. The move was seen as an indication that the younger Kim has fended off any potential threats and completed the transfer of power that began after his father Kim Jong Il died in 2011.
“He has established a supreme leadership role where he is — as President George W. Bush once said — the decider,” said Michael Madden, a nonresident fellow at the Stimson Center in Washington. “What they’re trying to communicate is that they have their house in order.”

KUALA LUMPUR (Reuters) – A Vietnamese woman who had been accused of killing the half-brother of North Korea’s leader will be freed from a Malaysian prison on May 3, her lawyer said, a day earlier than previously expected.
Doan Thi Huong, 30, was charged along with an Indonesian woman of poisoning Kim Jong Nam by smearing his face with a banned chemical weapon at Kuala Lumpur airport in February 2017.
Malaysian prosecutors dropped a murder charge against Huong earlier this month, after she plead guilty to an alternate charge of causing harm.
She was sentenced to more than three years in jail, but the term was later reduced as Malaysian law can allow a one-third remission off prison sentences.
Huong, who had been expected to be freed on May 4, will be released a day earlier as the original date fell on a weekend, her lawyer, Salim Bashir, told Reuters.
“We were informed by the prison authorities that she would be released on May 3, and it is likely she will be flown back to Hanoi on the same date,” he said, when contacted.
Huong’s co-accused, Siti Aisyah, was freed in March, after prosecutors also dropped the murder charge against her.
South Korean and U.S. officials have said the North Korean regime had ordered the assassination of Kim Jong Nam, who had been critical of his family’s dynastic rule. Pyongyang has denied the allegation.
Defense lawyers have maintained the women were pawns in an assassination orchestrated by North Korean agents. The women said they thought they were part of a reality prank show and did not know they were poisoning Kim.
Four North Korean men were also charged, but they left Malaysia hours after the murder and remain at large.
Malaysia had come under criticism for charging the two women with murder – which carries a mandatory death penalty in the country – when the key perpetrators were still being sought.

Matt Duchene had a goal and three assists as the Columbus Blue Jackets defeated the host Tampa Bay Lightning 5-1 Friday night, taking a stunning 2-0 lead in an Eastern Conference first-round playoff series.
Tampa Bay lost each of the first two games of the best-of-seven series at home after tying the NHL single-season record for wins (62). Nikita Kucherov, who led the NHL with 128 points this season, was held pointless and had just three shots on goal.
Kucherov’s frustration was apparent, as he was assessed a minor penalty for tripping, a major penalty for boarding and a game misconduct for an incident involving Columbus’ Markus Nutivaara with 4:26 remaining.
The Lightning star will have a hearing Saturday with the NHL’s department of player safety to discuss that hit. Per the NHL, boarding is the grounds on which the league is considering additional discipline — which could include a suspension.

Jordan Eberle and Josh Bailey scored fewer than four minutes apart in the third period of Game 2 of the Eastern Conference quarterfinals for New York, which beat Pittsburgh in Uniondale, N.Y.
The Islanders, who have home-ice advantage for the first time since 1988, hold a 2-0 series lead for the first time since they swept the Edmonton Oilers in the 1983 Stanley Cup. Among NHL, NBA and MLB teams, only baseball’s Montreal Expos/Washington Nationals and Pittsburgh Pirates have gone longer without holding a 2-0 series lead.
The Penguins are down 0-2 in a series for the first time since being swept by the Boston Bruins in the 2013 Eastern Conference finals.

Ryan O’Reilly’s early-third-period goal was the game-winner as visiting St. Louis beat Winnipeg to claim both road games in the Manitoba capital and stake a 2-0 lead in their opening-round Western Conference playoff series.
With the score tied in the third period in a back-and-forth affair, O’Reilly raced up the ice and used the defenseman as a screen when he shot from the right faceoff dot and hit the mark on the stick side at the 3:46 mark of the final frame. Taking a lead for the third time was the charm for the Blues.
Oskar Sundqvist scored twice for St. Louis, which also got a goal from Patrick Maroon. Patrik Laine, Mark Scheifele and Blake Wheeler scored for Winnipeg.

Max Pacioretty had a goal and an assist, and William Karlsson and Colin Miller each scored short-handed goals to lead Vegas past host San Jose to even their first-round Western Conference playoff series at 1-1.
Mark Stone and Cody Eakin also scored goals, and Paul Stastny added two assists for Vegas. Marc-Andre Fleury finished with 34 saves for his 76th career playoff win, one behind Mike Vernon for seventh all-time.
Logan Couture had a goal and an assist, Joe Thornton and Tomas Hertl also scored goals, and Erik Karlsson had two assists for San Jose, which finished just 1-for-8 on the power play. Aaron Dell, who replaced Martin Jones at the 6:39 mark of the first period, wound up with 14 saves.

As if trying to climb out of an 0-2 hole weren’t already difficult enough, the Tampa Bay Lightning may be forced to try to save their season without the NHL’s leading scorer.
Lightning forward Nikita Kucherov will have a hearing Saturday with the NHL’s department of player safety to discuss his hit on Columbus defenseman Markus Nutivaara during Tampa Bay’s 5-1 home loss on Friday.
The incident occurred with 4:26 remaining in the game and the score already 5-1, with Kucherov drawing a minor penalty for tripping, a major penalty for boarding and a game misconduct.
Per the NHL, boarding is the grounds on which the league is considering additional discipline — which could include a suspension. However, as NHL.com pointed out, “The department of player safety retains the right to make adjustments to the infraction upon review.”
Kucherov, 25, led all players this season with 128 points (41 goals, 87 assists) and is considered the favorite to win the Hart Memorial Trophy, awarded to the NHL’s Most Valuable Player.
The Lightning tied an NHL record with 62 regular-season wins, and they finished with 30 more points than Columbus, the Eastern Conference’s second wild card. While the 62 wins and 128 points had people talking about the Lightning as one of the great all-time regular-season teams, the start to Tampa Bay’s postseason has been nothing short of mind-boggling.
After blowing a three-goal lead and losing Game 1 at home 4-3 on Wednesday, the Lightning came out on their heels Friday. The Blue Jackets led 3-0 after two periods and cruised from there. Game 3 is scheduled for Sunday in Columbus, Ohio.
Kucherov did not score a point in the series’ first two games.

SEOUL (Reuters) – North Korean leader Kim Jong Un said the breakdown in talks with the United States has raised the risks of returning to past tensions, but he is only interested in meeting President Donald Trump again if the United States comes with the right attitude, state media KCNA said on Saturday.
Kim said that he will wait for the United States to decide “until the end of this year”, according to KCNA.
“What is needed is for the U.S. to stop its current way of calculation, and come to us with a new calculation,” Kim said in a speech on Friday, KCNA said.

WASHINGTON (Reuters) – U.S. President Donald Trump said on Friday he was considering sending immigrants in the country illegally to so-called sanctuary cities.
“Due to the fact that Democrats are unwilling to change our very dangerous immigration laws, we are indeed, as reported, giving strong considerations to placing Illegal Immigrants in Sanctuary Cities only,” Trump wrote on Twitter.

President Donald Trump’s approval rating has climbed to 45%, a new Gallup poll reveals.
It is up from the 39% approval rating he received in March.
It marks the third time Trump has achieved a 45% job approval rating in the Gallup trends poll. His other 45 percent ratings were recorded in his first week in office and again after his first meeting with North Korean leader Kim Jong Un.
Fifty-one percent of those polled disapprove of his job performance.
Here is how the poll breaks down:
- 89% of Republicans approve of the job Trump is doing.
- 8% of Democrats approve.
- 39% of independents approve.
Gallup noted it is the pollster’s first measure of Trump’s approval since special counsel Robert Mueller completed his probe.
The poll, conducted April 1-9, surveyed 1,012 adults. The margin of error is plus or minus 4 percentage points.
